Questionnaire on National Social Assistance Programme (NSAP)

     

Q. No. 1. What is NSAP?


Ans.  NSAP   stands   for   National   Social   Assistance   Programme.   This   came   into
effect   from   15th  August,   1995.   NSAP   at   present   comprises   of   Indira   Gandhi

National      Old   Age    Pension      Scheme(IGNOAPS),           National    Family     Benefit

Scheme(NFBS) and Annapurna Scheme.

Q. No. 2. What is the eligibility for getting old age pension?

Ans.    The    eligibility  criteria  under  Indira   Gandhi    National    Old   Age   Pension

Scheme is:-

        -Age of the applicant (male or female) should be 65 years or above.

        -The    applicant    should   be   belonging    to  a   household     living  below   the

          poverty line according to the criteria prescribed by the Govt. of India

Q.   No.   3.  How    is   IGNOAPS      different   from    the  earlier   National    Old   Age

Pension Scheme (NOAPS)?


Ans. Under NOAPS, old age pension were granted to a person who is 65 years

old   or  higher  and   who   is   destitute   in   the   sense   of   having  little   or  no   means   of

regular income. Pension under IGNOAPS is now granted to a person who is 65

years or above and belongs to a household below the poverty line instead of only

to destitutes.

Q.No.4. When did the IGNOAPS come into effect?

Ans.    The    National   Old   Age   Pension     Scheme     has   been   renamed      as  Indira

Gandhi National Old Age Pension Scheme (IGNOPS) and formally launched on

Q. No. 5. What is the pension amount under Indira Gandhi National Old Age

Pension Scheme?


Ans.  The   central   contribution   of   pension   under   the   Indira   Gandhi   National   Old

Age Pension Scheme (IGNOAPS) is Rs. 200/- per month per beneficiary and the

age     beneficiaries    are  getting   anywhere      between     Rs.   200/-   to  Rs.   1000/-

depending on the State Contribution.

Q. No. 6 What are the pension schemes of the State Government?


Ans. Several States are having their own widow, disabled and old age pension

schemes   with   varying   eligibility   criteria.   These   schemes   are   funded   from   their

own resources.

Q. No.7. Who do I contact for getting pension under the scheme?

Ans.   The     social  security   schemes     are  generally    implemented      by  the  Social

Welfare      Departments       in   the   States.    However,      in  some     States,    Rural

Development        Department       or  Women       Child   Development       Department      are

administering   these   schemes.   The   concerned   department   in   the   State   may   be

approached for getting pension.

Q. No. 8. How will the pension be disbursed to me?

Ans. As per the Govt. of India decision, pension has to be credit in bank account/

post   office   account   of   the   beneficiary   wherever   feasible.   States   are   at   present

disbursing pension either through bank account/ post office saving account or in

cash in Gram Sabha or through Money Order.

Q. No. 9. Are women also eligible for the pension?


Ans.   Women       are   also  eligible  for  the  pension    provided   they   also   meet   the

eligibility criteria laid-down under the IGNOAPS?

Q. No. 10.  Whether pension is restricted to only one person in a family?

Ans.   No. All the persons who are 65 years of age in a            BPL family are eligible to

get old age pension.

Q. No. 11. What is the National Family Benefit Scheme?

Ans. National Family Benefit Scheme (NFBS) is a component of National Social

Assistance Programme (NSAP). Under National Family Benefit Scheme, Central

Assistance is given in the form of lumpsum family benefit for households below

the poverty line on the death of the primary breadwinner in the bereaved family.

Q. No. 12. What is the eligibility under NFBS?

Ans. The assistance is available on fulfilling the following conditions:-

        -  The      primary    breadwinner      shall   be   a   member      whose     earnings

            contribute substantially to the household income.

        -  The death of such primary breadwinner occurs while he or she is more

            than 18 years and less than 65 years of age.

        -   The bereaved family qualifies as one below the poverty line according

            to the criteria prescribed by the Govt. of India

Q. No. 12. What is the amount given under NFBS?

Ans..     The   amount     of  benefit   is  Rs.10000/-     in  case   of  death   of   primary

breadwinner   due   to   natural   or   accidental   causes.   The   family   benefit   is   paid   to

such surviving member of the household of the deceased who, after local enquiry

is determined to be the head of the household.

Q.No.13.         What is Annapurna Scheme?


Ans.      Annapurna Scheme was introduced w.e.f.1.4.2000. This scheme aimed

at providing food security to meet the requirement of those senior citizens who,

though     eligible,  have    remained     uncovered     under    the   NOAPS.      Under    the

Annapurna Scheme 10 kgs of food grains per month are provided free of cost to

the beneficiary.

Q.No.14.         How     could    a  person     become      eligible    for  pension      under

IGNOAPS, if his name could not found in the BPL List 2002?


Ans.      Such   a   person   is   not   eligible   for   pension.   However,   he  may   appeal   to

appropriate authority for inclusion of his name in the BPL List 2002 and after that

he may apply for pension.

Q. No. 15.       What     are   the   circumstances       under     which    pension     under

IGNOAPS can be stopped?


Ans.    Pension can be stopped in case of death of the beneficiaries or he does

not withdraw amount for a reasonable time.

Q. No. 16.       On   which     date   the   pension     is   credited    in  the   account/

disbursed ?


Ans.    As far as possible pension has to be disbursed monthly.             However, some

of the States are disbursing pension quarterly or half yearly, in advance.

Q.  No.17.     Whether     nomination      facility  is  available   in case    of  death   of

pensioner?


Ans.    In case of death of pensioner, the pension is stopped and no nominee will

receive it.

Q. No.18         Whether joint account in the bank/ post office can be opened

for disbursal of pension?


Ans.    Joint account with any member of the family is not permissible.

Q.No.     19.  Whether      identification/sanction      of   pension     is  a  continuous

process ?

Ans.  Yes.    Identification of eligible beneficiaries is a continuous process.

Q.No. 20. Is there any cut off dates for determination of age and receive the

application ?


Ans. There is no cut off date.       As and when person becomes 65 years old and

belonging     to  a  BPL   household    as   per  BPL   2002    list  he may   approach    the

appropriate authority for grant of pension.

Q. No. 21. Who do I turn to if I have any complaint on any of the schemes of

the National Social Assistance Programme?


Ans.   The   Nodal   Secretary   dealing   with   NSAP   in   the   State  or   the   concerned

District/block    level  Welfare   Officer  can   be   approached     for  redressal   of  any

complaint regarding the schemes under NSAP.

CENTRAL ADMISSION BOARD (CAB)
The entrance examination for degree level engineering institutions and management and other professional collages has been assigned to Mahamaya Technical University, Noida vide Govt. order no. 4260/solah-12009-13(7)/09 dated 18-01-2010. Further, the Govt. of Uttar Pradesh, Technical Education Department, vide office order has consented for the constitution of Central Admission Board (CAB) under the Chairmanship of the Vice Chancellor, Mahamaya Technical University, Noida to supervise and control the State Entrance Examination herein after referred as UP SEE : 2011 being conducted by Mahamaya Technical University, Noida. The CAB shall also include two representative of the private institutions organization/federation namely Shri Peomurti, Chairman, UP Technical institutions foundations and Er.Shri K.B. Lal, Chairman, Assosiation of Management and Technical Education and Sherwood educational group, Lucknow. The CAB has absolute right for conducting of UP SEE : 2011, and to decide about modalities of admissions and allotment of seats. The jurisdiction of CAB extends to colleges/institutes affiliated to Gautam Budha Technical University, Lucknow and Mahamaya Technical University, Noida. The CAB is authorised to take every decision regarding conduct and admissions through UP SEE.

Mahamaya  Technical  University,  Noida,  is  conducting  Uttar  Pradesh  State  Entrance  Examination
(UPSEE-2011)  on  16th  and  17th  April,  2011  for  admission  to  degree  courses  in  Engineering
(B.Tech)/B.Tech  (Ag.Engg.)/Pharmacy  (B.Pharma)/Architecture  (B.Arch)/Hotel  Management
(BHMCT)/Fashion & Apparel Design Technology (BFAD) and Post Graduate Courses MCA/MBA
of Govt. Aided and private unaided  institutions affiliated  to Gautam Budh Technical University,  Lucknow
& Mahamaya Technical University, Noida, along with some of  the other State Universities of Uttar Pradesh
for  the academic  session 2011-2012.
SCHEME OF  ENTRANCE  EXAMINATION:  The  candidate  opting  for  different  courses will  be
required  to undertake written  test  in  following papers on  the dates  specified below:
VENUE OF EXAMINATION: At major cities of U.P., Delhi and Roorkee (for details refer to

ELIGIBILITY TO APPEAR IN UPSEE-2011 (Details of   eligibility are available in Information
Brochure)
1. For  admission  to  first year of B.Tech/B.Tech(Ag.Engg.)/B.Pharma/BHMCT/BFAD  candidate must
have passed intermediate examination of U.P. Board or 10+2 level examination or its equivalent from
any recognized Board/University as given in Information Brochure of UPSEE - 2011. The candidate
must have  clearly passed with 40% marks  for General & OBC  and 35%  for SC/ST  candidates  in
aggregate.  The  candidate  is  essentially  required  to  pass  in  each  subject  of  the  subject  groups
mentioned  in  the  information brochure UPSEE-2011 without grace marks  .
2. For admission to first year of B.Arch., a candidate must have passed intermediate examination of U.P.
Board or 10+2 level examination or its equivalent from any recognized Board/ University; securing
minimum 50% marks for General/OBC and 45% for SC/ST candidates in aggregate. The candidate is
essentially required to pass in each subject of the compulsory and optional subjects mentioned in the
Information Brochure of UPSEE–2011 without grace marks  .
         A candidate passing three year Diploma in Architecture (10+3) recognized by Central /State Govt.,
securing minimum 50% marks in aggregate is also eligible for admission to first year of B.Arch. only.
The candidate will have to appear in the entrance examination UPSEE-2011 for first year of B.Arch.
(Paper-4) as mentioned above.
3. For admission  to first year of MBA course, candidate must have passed Bachelor degree course of
minimum  three years duration  from  any  recognized University  in  India. The  candidate must have
clearly passed without grace marks with an aggregate of 40% marks for General & OBC and 35% for
SC/ST candidates.
4. For admission to first year of MCA, candidate must have passed Bachelor degree course of minimum
three years duration from any recognized University with Mathematics as a subject at 10+2 level or at
Bachelor  Degree  level.  The  candidate  must  have  clearly  passed  without  grace  marks  with  an
aggregate of 40% marks  for General & OBC and 35%  for SC/ST Candidates.
5. For admission to second year (lateral entry) of B.Tech., the candidate must have passed three years
Diploma  in  engineering  course;  securing; minimum  60% marks  in  aggregate  or  three  years B.Sc.
Degree with mathematics as one subject; securing minimum 60% marks in aggregate as per details
provided  in  the Brochure.
6. For admission  to  second year  (lateral entry) of  B.Pharma.,  the candidate must have passed Diploma  i n 
Pharmacy course;  securing minimum 60% marks  in aggregate.
7. The candidates appearing in the qualifying examination are also eligible to appear in State Entrance
Examination-2011 subject to the condition that they must fulfill the eligibility criteria at the time of
verification of documents.
8. The details of admission for NRI and Kashmiri migrants will be published later, in the month of May,
2011 according  to  the norms  to be  laid down by  the Government of U.P/AICTE. Such candidates 
need not appear  in UPSEE-2011.
9. UPSEE-2011 admission on  test  is open  to  the  candidates who have passed  the qualifying  the
examination  from  any  Institution  located  in U.P.  or whose  parents  (Father  or Mother)  are
domiciles of U.P. and  they have passed  the qualifying exam  from  Institutions/College  located
outside of U.P.
10.However  State Govt.  has  permitted  10%  of  total  sanctioned  seats  available  in  affiliated  Private
Institutions of both the Universities to be filled through AIEEE-2011 on All India Merit and further
10% seats on U.P. State Merit of AIEEE-2011 from U.P. domicile students. The provisions of U.P.
Reservations Act  shall be applicable on  these 10%  seats of U.P. domicile candidates.  
COST  OF  BROCHURE/OMR APPLICATION,  ONLINE APPLICATION  INCLUSIVE  OF
EXAM  FEE:  Rs.  1000.00  for General/OBC  candidates &  Rs.  500.00  for  SC/ST  and  female
candidates of all categories.
AVAILABILITY OF  INFORMATION BROCHURE AND APPLICATION FORM:
The Information Brochure containing OMR Application form will be available to the candidates from
31-01-2011  to 28-02-2011  (both days  inclusive)  from  all Head Post Offices  and Mukhya Dak Ghars
(MDGs) of U.P., Delhi and Dehradun. Candidates can also submit ON-LINE Application form by logging
on to website www.mtu.ac.in and www.uptu.ac.in and complete the admission form as directed there in.
The last date of receipt of duly filled OMR Application form or ON-LINE Application form in the
office of Registrar (UPSEE-2011), Mahamaya Technical University, C-22, Sector-62, Noida-201301,
G.B. Nagar  (U.P.) will  be  04-03-2011.  The  applications  should  be  sent  to  the University  office  by
Registered/Speed Post only. The application form received after the due date or through any other means
shall  not  be  accepted.  The  University  will  not  be  responsible,  for  the  application  form  missed/not
received/any delay on the part of post office or for any other reason whatsoever. The UPSEE-2011 details
with  Information Brochure  is also available at website www.mtu.ac.in and www.uptu.ac.in.
