धुव्रीय उपग्रह प्रक्षेपण यान पीएसएलवी सी १६ का आज सुबह दस बज कर १२ मिनट पर लगातार १७वां सफल प्रक्षेपण किया गया। इस प्रक्षेपण यान ने भारत के अत्याधुनिक दूरसंवेदी उपग्रह रिसोर्स सैट-२ को कक्षा में स्थापित कर दिया है। जैसे ही यह यान प्रक्षेपण के बाद सही दिशा में बढ़ा श्रीहरिकोटा के मिशन नियंत्रण केन्द्र में हर्ष की लहर दौड़ गई। प्रक्षेपण के करीब एक हजार ३७ सैंकेड बाद रिसोर्स सैट २ उपग्रह प्रक्षेपण यान से अलग हो गया और कक्षा में स्थापित हो गया। इसके कुछ मिनट बाद भारतीय अंतरिक्ष अनुसंधान संगठन इसरो के अध्यक्ष डा० राधाकृष्णन ने प्रक्षेपण सफल रहने की घोषणा की।
प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणस्वामी भी मिशन केन्द्र में मौजूद थे। उन्होंने इसरो को इस सफलता के लिए बधाई दी। इस मिशन में भारत और रूस के उपग्रह यूथ सैट और सिंगापुर का एक लघु उपग्रह भी भेजा गया है।
पीएसएलवी का ये १८वां मिशन था। यान की लंबाई ४४ दशमलव चार मीटर और वजन २९५ टन है। चार चरणों के इस यान में ठोस और तरल ईंधन का उपयोग किया गया। पीएसएलवी सी-१६ में अत्याधुनिक मिशन कम्प्यूटर और टेलीमैट्री प्रणाली लगी है।
रिसोर्स सैट-दो, देश का अत्याधुनिक दूरसंवेदी उपग्रह है, जिसका वजन एक हजार २०६ किलोग्राम है। इसमें तीन कैमरे लगे हैं और जहाजों पर निगरानी रखने के लिए ऑटोमैटिक आइडेंटिफिकेशन प्रणाली भी लगी है। इस उपग्रह में दो रिकॉडर्स हैं, जिनमें इसके कैमरों द्वारा ली गई तस्वीरों को स्टोर किया जाएगा, जिनका बाद में भू केन्द्रों में अध्ययन किया जा सकेगा।

इसरो के अध्यक्ष डॉ० राधाकृष्णन ने पीएसएलवी सी-१६ के प्रक्षेपण के बाद श्रीहरिकोटा में संवाददाताओं से बातचीत में कहा कि रिसोर्स सैट को ८२२ किलोमीटर की कक्षा में स्थापित किया गया है। उन्होंने बताया कि रिसोर्स सैट के कैमरे इस महीने की २८ तारीख को खोले जाएंगे। मिशन के निदेशक उनीकृष्णन ने कहा कि रिसोर्स सैट-दो उपग्रह को उसकी निर्धारित कक्षा में स्थापित करने के लिए पीएसएलवी के सभी चार चरणों का प्रदर्शन शानदार रहा। इसरो के सैटेलाइट केन्द्र, बंगलौर के निदेशक डॉ० एलेक्स ने कहा कि रिसोर्स सैट-दो के सौर पैनल बहुत अच्छी तरह से काम कर रहे हैं। बाद में आकाशवाणी से विशेष बातचीत में डॉ० एलेक्स ने कहा कि जिन १५ देशों में इसरो द्वारा स्थापित भू केन्द्र हैं, वे नियमित रूप से रिसोर्स सैट-एक के डाटा का इस्तेमाल कर रहे हैं और रिसोर्स सैट-दो के डाटा के इंतजार में हैं। उन्होंने कहा कि अन्य देश पैसे देकर उपग्रह की तस्वीरें खरीदते हैं। उन्होंने कहा कि भारत भू निगरानी और दूरसंवेदी टैक्नोलॉजी के क्षेत्र में दुनिया का अग्रणी देश है।

पीएसएलवी सी-१६ को सफलतापूर्वक छोड़े जाने के बाद इसरो अध्यक्ष डॉक्टर राधाकृष्णन ने आज इस संगठन के कई भावी कार्यक्रमों की घोषणा की। पीएसएलवी श्रृंखला के अंतर्गत कई दूरसंचार और दूर संवेदी उपग्रह छोड़ने की योजनाएं हैं। इसके अलावा अत्याधुनिक हैवी लिफ्ट लॉंच वैहिकल प्रक्षेपित करने की भी योजना है। पीएसएलवी सी-१७ के जरिए जून के अंत में या जुलाई के पहले हफ्ते में एक दूरसंचार उपग्रह भी छोड़ा जाएगा।
इसरो द्वारा तैयार किया गया तीन हजार २०० किलोग्राम का उपग्रह जीएसएटी-८ फ्रेंच गयाना से प्रक्षेपित किया जाएगा। इसे १९ मई को भारतीय समय के अनुसार बड़े सवेरे डेढ़ बजे एरियन-५ रॉकेट से छोड़ा जाएगा।

डॉक्टर राधाकृष्णन ने यह ऐलान भी किया कि २०१३-१४ में चन्द्रयान-२ के प्रक्षेपण का कार्यक्रम तय किया गया है। इसके लिए रूस के साथ अत्याधुनिक तकनीकी सहयोग का काम चल रहा है। नासा की जैट प्रोपलसन प्रयोगशाला के साथ भी इसरो सहयोग की दिशा में काम कर रहा है। यह सहयोग नासा के २०१६ के लिए चन्द्र मिशन के बारे में है।

दिल्ली की एक विशेष अदालत ने टू जी स्पैक्ट्रम आवंटन मामले में सीबीआई द्वारा आरोपित पांच कॉरपोरेट अघिकारियों की जमानत याचिकाएं आज खारिज कर दीं। सीबीआई के विशेष न्यायाधीश ओ पी सैनी ने कहा कि सभी जमानत अर्जियां नामंजूर कर दी गई हैं। ये अर्जियां नामंजूर होने के बाद अब इन अघिकारियों को न्यायिक हिरासत में भेजे जाने की संभावना है। इन पांचों को मामले की जांच के दौरान गिरफ्तार नहीं किया गया। ये कॉरपोरेट अधिकारी हैं- स्वान टेलीकॉम के निदेशक विनोद गोयनका, यूनिटैक वायरलैस लिमिटेड के प्रबंध निदेशक संजय चन्द्रा तथा रिलायंस अनिल धीरूभाई अंबानी ग्रुप के तीन शीर्ष अधिकारी-गौतम दोषी, सुरेन्द्र पिपरा और हरि नायर। अदालत ने बीमार सुरेन्द्र पिपरा की जमानत की याचिका मंजूर नहीं की, हालांकि विशेष सरकारी वकील यू यू ललित ने उनकी याचिका का विरोध नहीं किया था। अदालत ने इन कॉरपोरेट अधिकारियों से आज कार्रवाई के दौरान उपस्थित रहने को कहा।

उच्चतम न्यायालय ने कहा है कि अदालतें यह तय कर सकती हैं कि सरकारी फैसले कानून सम्मत हैं या नहीं, लेकिन वे नीतिगत मामलों में अपने विचारों के साथ हस्तक्षेप नहीं कर सकती। न्यायमूर्ति पी सदाशिवम की अध्यक्षता वाली खंडपीठ ने हिमाचल प्रदेश उच्च न्यायालय के उस आदेश को रद्द कर दिया, जिसके तहत शिक्षा नीति के लिए दिशा-निर्देश तैयार करने के राज्य सरकार के निर्णय को खारिज किया गया था। हिमाचल प्रदेश सरकार ने उच्च न्यायालय के आदेश को अपील दायर करके चुनौती दी थी। इसी सिलसिले में उच्चतम न्यायालय ने आदेश पारित किया। पीठ ने कहा कि उच्च न्यायालय ने सरकार के नीतिगत निर्णयों में हस्तक्षेप करके उचित कार्रवाई नहीं की।

प्रवर्तन निदेशालय ने गृहमंत्रालय से इस बात का पता लगाने को कहा है कि क्या हवाला कारोबार में संदिग्ध रूप से शामिल हसन अली खान के किसी आतंकवादी संगठन के साथ संबंध हैं। निदेशालय ने मंत्रालय को पत्र लिखा है कि इस व्यापारी के विभिन्न लेन-देन के बारे में जानकारियां इकट्ठा करना ज+रूरी है। निदेशालय ने अन्तर्राष्ट्रीय हथियार कारोबारी अदनान खशोगी के साथ हसन अली के कथित संबंधों के बारे में भी पूछा और बताया कि उसने अवैध तरीकों से मल्टीपल पासपोर्ट प्राप्त किए।

महाराष्ट्र के रत्नागिरी शहर में लागू किए गए कफ्र्यू को आज हटा दिया गया और इसके साथ ही शहर में जनजीवन भी सामान्य हो गया है। जैतापुर परमाणु ऊर्जा परियोजना का विरोध कर रहे प्रदर्शनकारियों पर बीते सोमवार की गई पुलिस फायरिंग में एक व्यक्ति की मौत को लेकर कल शिव सेना ने महाराष्ट्र की रत्नागिरी जिले में बंद का एलान किया था। इस बंद के दौरान भीड़ ने कई जगहों पर हिंसक प्रदर्शन किये। जिसके चलते शहर में कफ्र्यू लागू किया गया था। पुलिस ने राजापुर के शिवसेना नेता राजन साल्वी समेत कुल ४४ प्रदर्शनकारियों को हिरासत में लिया है। वही सोमवार को हुई पुलिस फायरिंग में मारे गये प्रदर्शनकारियों तमरेज सहका के परिवार वालें उसके शव को लेने के लिये राजी हो गये अब उसके शव मृत्यु देह को अंतिम संस्कार के लिए उसकें गांव साकरीना से ले जाया गया हैं । रत्नागिरी से प्रमोद कोंणकर के साथ स्वीटी कोटारी आकाशवाणी मुबंई।

सरकार ने कहा है कि सोमालिया के डाकुओं द्वारा बंधक बनाए गए भारतीय नाविकों की रिहाई के लिए सभी विकल्प खुले हैं। नई दिल्ली में आज पत्रकारों से बातचीत में रक्षा राज्यमंत्री एम.पल्लम राजू ने कहा कि भारतीय नाविकों की सुरक्षित रिहाई सरकार के लिए प्रमुख चिंता का विषय है। उन्होंने कहा कि ऐसी घटनाओं की पुनरावृत्ति रोकने लिए ठोस कदम उठाये जाने की जरूरत है। हमारे संवाद्दाता ने खबर दी है कि सरकार ने बंधकों की सुरक्षित रिहाई के लिए कई कदम उठाये हैं।

रक्षा राज्यमंत्री ने कहा है कि नई रक्षा खरीद नीति २०११ का उद्देश्य देश को रक्षा उत्पादन में आत्मनिर्भर बनाना है। आज नई दिल्ली में एक गोष्ठी को संबोधित करते हुए उन्होंने कहा कि सरकार देश में ही अत्याधुनिक हथियारों के निर्माण को बढ़ावा देने के लिए अनुसंधान और विकास संस्थानों को धनराशि उपलब्ध करा रही है। उन्होंने कहा कि रक्षा अनुसंधान विकास संगठन, उच्चस्तरीय हथियारों के निर्माण में तेजी लाने के लिए निजी कंपनियों को भी अत्याधुनिक टैक्नोलॉजी उपलब्ध करा रहा है। श्री राजू ने कहा कि सरकार निजी उद्यमियों को भी इस क्षेत्र में संयुक्त उद्यमों तथा निजी और सार्वजनिक क्षेत्र की भागीदारी के जरिये बराबर के अवसर दे रही है।

कांग्रेस अध्यक्ष श्रीमती सोनिया गांधी ने पश्चिम बंगाल की वाममोर्चा सरकार पर आरोप लगाया है कि वह राज्य में जन कल्याण के लिए दी गई केन्द्रीय धनराशि का इस्तेमाल करने में विफल रही है। वे आज बीरभूम जिले के नालाहाटी में एक चुनाव सभा में बोल रही थीं। श्रीमती गांधी ने आरोप लगाया कि वाममोर्चा सरकार सभी क्षेत्रों में, खासतौर पर बेरोजगारी की समस्या से निपटने और कानून-व्यवस्था की स्थिति संभालने में असफल रही है। उन्होंने कहा कि अपने ३४ साल के शासन में राज्य सरकार ने विकास के नाम पर लोगों के साथ धोखा किया है। श्रीमती गांधी ने जोर देकर कहा कि कांग्रेस और तृणमूल कांग्रेस गठबंधन सत्ता में आने पर सुशासन स्थापित करेगा और सुनिश्चित करेगा कि राज्य का चहुंमुखी विकास हो।

उप निर्वाचन आयुक्त विनोद जुत्शी, विधानसभा के दूसरे और तीसरे चरण के चुनाव की तैयारियों का जायजा लेने के लिए कोलकाता पहुंच गए हैं। दूसरे चरण में मुर्शिदाबाद, नाडिया और बीरभूमि जिलों की पचास सीटों के लिए शनिवार को वोट डाले जाएंगे। इस चरण में कुल २९३ उम्मीदवार चुनाव मैदान में हैं।

सहरसा और बेतिया में दो मतदान अधिकारियों को चुनाव कराने में अनियमितताएं बरतने के आरोप में गिरफ्तार कर लिया गया है। एहतियात के तौर पर २०० से अधिक लोगों को हिरासत में लिया गया है। ४६ लाख से ज्यादा मतदाता एक लाख ४३ हजार १८५ उम्मीदवारों के भाग्य का फैसला करेंगे।

एशियाई विकास बैंक भारत को सौर ऊर्जा उत्पादन बढ़ाने के लिए १५ करोड़ डॉलर का ऋण उपलब्ध कराएगा। नई दिल्ली में जारी बैंक की रिपोर्ट में कहा गया है कि ये ऋण स्थानीय और विदेशी व्यवसायिक बैंको को दिये जाएंगे, जो निजी क्षेत्र के सौर ऊर्जा संयंत्रों को धन उपलब्ध कराते हैं। रिपोर्ट में कहा गया है कि इससे सौर ऊर्जा के विकास के लिए लंबी अवधि के ऋण उपलब्ध कराने में सहायता मिलेगी। रिपोर्ट में कहा गया है कि बैंक निजी क्षेत्र की बड़ी सौर ऊर्जा परियोजनाओं के लिए सीधे वित्त उपलब्ध कराने पर भी विचार कर रहा है। हमारे संवाददाता ने कहा है कि भारत में सौर ऊर्जा की क्षमता दुनिया में सबसे ज्यादा है। सरकार ने पिछले वर्ष महत्वाकांक्षी जवाहरलाल नेहरू राष्ट्रीय सौर ऊर्जा मिशन शुरू किया था, जिसके तहत २०२२ तक बीस हजार मेगावाट सौर ऊर्जा का उत्पादन किया जाएगा।

ऑस्ट्रेलिया में एक सोलह वर्ष के युवक ने भारतीय छात्र नितिन गर्ग की हत्या का अपना गुनाह कबुल कर लिया हैं। वह सुप्रीम कोर्ट में पेश हुआ जहां उसने गर्ग की हत्या तथा उसी से संबंधित सशस्+त्र डकैती के प्रयास का अपराध स्वीकार किया ।
पंजाब से आस्ट्रेलिया गये २१ वर्षिय गर्ग को पिछले वर्ष जनवरी मे मेलबॉर्न के यारविले के एक कुइकशेंक पार्क में चाकुओं से गोद कर बुरी तरह घायल कर दिया गया था । आरोपी किशोर के दोस्त को पिछले साल उसके खिलाफ गवाही देने पर सहमत होने के बाद १८ महीने की सजा सुनाई गई थी।

नेपाल की केन्द्रीय जांच ब्यूरो पुलिस ने अपने राजनयिक पासपोर्टों के दुरुपयोग और उनमें फेरबदल के आरोप में संविधान सभा के दो सदस्यों को गिरफ्तार किया है। हमारे काठमांडू संवाददाता ने खबर दी है कि ये सदस्य मधेसी पीपुल्स राइट फोरम के बिश्वनाथ प्रसाद यादव और नेपाली जनता दल की गायत्री शाह हैं। ये सदस्य संविधान सभा के सत्र के बाद कल वहां से बाहर आते समय हिरासत में लिये गए। दो व्यक्तियों को ऑस्ट्रेलिया जाते समय आबूधाबी में आव्रजन अधिकारियों ने नेपाल वापस भेज दिया था, क्योंकि वे इन सदस्यों के पासपोर्टों का इस्तेमाल कर रहे थे। इस घटना के बाद ही जांच पड़ताल शुरु हुई।

दिल्ली पुलिस ने वाणिज्यिक लाइसेंस हासिल करने के लिए कथित तौर पर फर्जी अंक तालिका प्रस्तुत करने वाले एक निजी विमानन कंपनी के पायलेट को गिरफ्तार किया है। फर्जी ढंग से पायलट लाइसेंस हासिल करने के मामले में अब तक सात पायलटों की गिरफ्तारी हो चुकी है।
मार्च महीने में फर्जी पायलेट लाइसेंस घोटाले के उजागर होने के बाद से दिल्ली और जयपुर में १५ लोग गिरफ्तार किये जा चुके हैं। पुलिस ने सबसे पहले नागर विमानन महानिदेशालय के एक वरिष्ठ अधिकारी और एक पायलट सहित तीन लोगों को गिरफ्तार किया था।
पुलिस ने कल कहा था कि फर्जी लाइसेंस मामले में कुछ पायेलटों के दस्तावेज डीजीसीए कार्यालय से गायब हो गये हैं। इन पायेलटों के दस्तावेजों की जांच की जा रही थी। इस मामले में पुलिस ने अज्ञात लोगों के खिलाफ सबूत मिटाने का मामला दर्ज किया है।

पंजाब राज्य अनुसूचित जाति आयोग के अध्यक्ष निरंजन सिंह ने प्रदेश पुलिस से कहा है कि वह अनुसूचित जनजातियों के लोगों के साथ ज्यादती से संबंधित ऐसे सभी मामलों की फिर से जांच करे, जिनमें मामले निपटाने के लिए पुलिस ने समझौता कराया। श्री सिंह ने कहा कि यह स्पष्ट किया जाना चाहिए कि समझौता दबाव में नहीं कराया गया है। वे अनुसूचित जातियों के सदस्यों की शिकायतें हल करने के लिए जालंधर में खुली अदालत में बोल रहे थे। श्री सिंह ने अधिकारियों को निर्देश दिया कि वे अनुसूचित जातियों के लोगों की शिकायतों को जल्दी से जल्दी दूर करें। उन्होंने थाना प्रमुखों से कहा कि शिकायतों के पंजीकरण में वे अनुसूचित जाति और अनुसूचित जनजाति कानून के प्रावधानों को भी शामिल करें।

उच्चतम न्यायालय ने एक फैसले में कहा है कि सरकार किसी भी कर्मचारी की सेवाशर्तों के बारे में कोई एक तरफा बदलाव नहीं कर सकती। न्यायमूर्ति पी सतशिवम और बी एस चौहान की पीठ ने कहा है कि अगर किसी कर्मचारी की सेवाएं बिना पूर्व सूचना के समाप्त की जाती हैं तो ये बाध्यकारी नहीं होंगी। अदालत ने कहा है कि बिना सूचना के ऐसा कोइ आदेश पारित नहीं किया जा सकता, जिससे कर्मचारी पर प्रतिकूल असर पड़े। अगर ऐसा किया जाता है तो यह बाध्यकारी नहीं होगा, क्योंकि ये प्राकृतिक न्याय के सिद्धान्त के खिलाफ है। सर्वोच्च न्यायालय ने जिला जज और उत्तर प्रदेश मानवाधिकार आयोग के सदस्य जे एस यादव की सेवाएं अचानक समाप्त कर देने के फैसले के खिलाफ अपील पर यह निर्णय दिया। श्री यादव की नियुक्ति सात वर्ष के कार्यकाल के लिए हुई थी।

असम में तिनसुकिया जिले में आज सवेरे लकवा स्टेशन पर मालगाड़ी के २० डिब्बे पटरी से उतर गए। यह मालगाड़ी नामरूप से नुमालीगढ़ जा रही थी। उत्तर-पूर्वी फ्रंटियर रेलवे के मुख्य जनसंपर्क अधिकारी ने बताया कि इस घटना से तिनसुकिया और गुवाहाटी के बीच यातायात बाधित हो गया। ब्रह्मपुत्र मेल और इंटरसिटी गाड़ी के मार्ग बदलकर मोरानहट होकर चलाया गया। इस घटना की वजह से तिनसुकिया, नामरूप और सिमालुगुरी के बीच चलने वाली रेलगाड़ियों को रद्द कर दिया गया।

केरल कांग्रेस बी के नेता और राज्य के पूर्व मंत्री आर. बालाकृष्णा पिल्लई को आज तिरूअनन्तपुरम की पूजापुरा सैंट्रल जेल से दस दिन के पैरोल पर रिहा किया गया। उच्चतम न्यायालय ने श्री पिल्लई को इडामलायर मामले में एक साल की सख्+त कैद की सजा दी थी। रिहाई के बाद पत्रकारों से बातचीत में श्री पिल्लई ने जेल में सुविधाएं मुहैया न कराने के लिए राज्य सरकार की आलोचना की।

मुंबई - दिल्ली राजधानी एक्सप्रेस में आग लगने की घटना के मद्देनजर रेलवे ने कहा है कि रेलगाड़ियों में उन्नत किस्म की आग चेतावनी प्रणाली लगाई जाएगी। अभी इस बारे में परीक्षण किया जा रहा है। रेल मंत्रालय के एक वरिष्ठ अधिकारी ने कहा कि २९० रेलगाडियों के पैंट्री-डिब्बों की फिर से जांच करने के आदेश दिए गए हैं। जिस समय मुंबई दिल्ली राजधानी एक्सप्रेस, मध्यप्रदेश के रतलाम जिले में थूरिया स्टेशन के पास से गुजर रही थी, उस समय पैंट्री कार से आग शुरू हुई, जो साथ के तीन डिब्बों में तेजी से फैल गई। हालांकि, आग के कारणों की जांच की जानी है, लेकिन प्रारम्भिक जांच से पता चला है कि आग ए सी पैंट्री कार में शार्ट सर्किट के कारण लगी। अधिकारी ने कहा कि सभी ए सी और गैर-ए सी पैंट्री कारों की पूरी तरह से जांच की जाएगी और सुरक्षा के आवश्यक उपाय किए जाएंगे।

The seventeenth consecutive successful flight of the Polar Satellite Launch Vehicle PSLV C-16 has placed India’s latest remote sensing satellite Resourcesat-2, in a Polar Sun Synchronous orbit. The mission control centre at Sriharikota burst into a loud applause and jubilation as the rocket blasted off in a southerly direction in a perfect predetermined flight trajectory. All flight parameters were normal. About 1037 seconds after lift off, the Resourcesat-2 got separated from the launch vehicle and was injected into the orbit. A few minutes later, ISRO Chairman Dr Radhakrishnan declared the launch successful.
Dr. Radhakrishnan thanked thanked Prime Minister Dr Manmohan Singh for the support lent to ISRO. Minister of state in PMO, V Narayanaswamy, present in the mission centre congratulated ISRO for the success.
An Indo-Russian satellite called Youthsat and a micro-satellite from Singapore were also launched in this mission.This is the eighteenth mission of the Polar Satellite Launch Vehicle and the eleventh flight that employs standard configuration. In its standard configuration, the PSLV stands 44.4 meters tall and weighs 295 tons. It has 4 stages using solid and liquid propulsion systems alternately. The first stage, also known as the core stage which carries 138 tons of solid propellant is one of the largest solid propellant, boosters in the world. Six solid propellant strap-on motors are strapped on to the core stage. The second stage carries 41 tons of liquid propellant, while the third stage uses 7.6 tons of solid propellant. The fourth stage has a twin engine configuration with 2.5 tons of liquid propellant. The PSLV has sophisticated systems to control the vehicle and guide it through the predetermined trajectory. The PSLV C-16 carries Advanced Mission Computers and Advanced Telemetry Systems. Director of space Application centre Dr. Naval Kunj Elabroted on the further use of data to be received from the setellite.
The Resourcesat -2, India’s latest remote sensing satellite, weighs 1206kg at lift-off. It has three cameras for high, medium and low resolution. The high resolution Linear Imaging Self Scanner, LISS-4 has a spatial resolution of 5.8 m and an enhanced swath of 70km. The medium resolution LISS-3 has a spatial resolution of 23.5m while the coarse resolution Advanced Wide Field Sensor has a spatial resolution of 56 m.The Resourcesat-2 also has an additional experimental payload called Automatic Identification System for ship surveillance. The satellite also has two solid state recorders to store the images taken by its cameras which can be read out later to ground stations. It will have an orbital period of 101.35 minutes with 14 orbits per day.

Meanwhile, A host of future missions of the ISRO were announced by the ISRO Chairman Dr Radhakrishnan today after the successful launch of PSLV C-16. More launches of telecommunication and remote sensing satellites are planned under the PSLV series, advanced heavy lift launch vehicles and on the planetary exploration side. PSLV C-17 has been scheduled to launch a telecommunication satellite sometime in the end of June or in the first week of July.

GSAT-8, a 3200kg satellite built by ISRO will be launched from French Guyana on board an Ariane -5 rocket on the 19th of May at 1:30AM Indian Standard Time. It has 24 transponders in Ku band for use in DTH related applications.

Dr Radhakrishnan also announced that the Chandrayan -2 mission has been scheduled for launch in 2013-14. Advanced technical collaboration with Russia is underway for this mission. ISRO is also in the process of collaborating with NASA’s Jet Propulsion Laboratory for NASA’s moon mission scheduled for 2016.

A Delhi court today dismissed the bail pleas of five corporate executives, who were named as accused by the CBI in the 2G spectrum allocation scam. Special CBI Judge O P Saini said, that all the bail applications have been rejected. With the rejection of their bail pleas, they are likely to be remanded in judicial custody. The five were not arrested during the probe into the case. The corporate executives are Swan Telecom Director Vinod Goenka, Unitech Wireless (Tamil Nadu) Ltd Managing Director Sanjay Chandra, and three top officials of Reliance ADA Group Gautam Doshi, Surendra Pipara and Hari Nair. The court however, did not allow the bail plea of ailing Surendra Pipara even though Special Public Prosecutor U U Lalit had not opposed his application. The court has asked the corporate honchos to remain present during the proceedings today.

The Delhi Police has arrested another pilot working with a private airline for procuring a commercial pilot license by allegedly submitting fake marksheets. With the arrest of Swarn Singh, the police has arrested a total of seven pilots for procuring commercial pilot licence by allegedly submitting fake marksheets. A total of 15 people have been arrested in Delhi and Jaipur since the seventh of last month after the fake pilot scam was unearthed by the DGCA. Earlier on March 26, Delhi Police had claimed to have busted a gang involved in helping pilots obtain licences using forged documents with the arrest of a senior official of DGCA and three others, including a pilot.The Police had said yesterday that some files related to some pilots under scanner for obtaining licences using forged documents have gone missing from the airline regulator DGCA's office. Police have registered a case of destruction of evidence against unknown persons in this regard and initiated an investigation into the incident.

The Enforcement Directorate, ED, has approached the Home Ministry to find out if suspected money launderer Hasan Ali Khan has any links with terrorist outfits. The Directorate has written a letter to the Ministry saying it is necessary to look into various aspects of the stud farm owners dealings. The Supreme Court today said courts can decide the legality of government decisions, but cannot substitute their views in policy matters. A bench headed by Justice P Sathasivam said this while setting aside the Himachal Pradesh High Court's order, which had quashed the state government's decision to frame guidelines for education policy. The court passed the order on an appeal filed by the Himachal Pradesh government challenging the high court order. The bench said the high court was not right in interfering in the policy decisions of the government.

Agriculture Minister Mr. Sharad Pawar has said that efforts will be made to achieve a growth rate of four percent in the Agriculture sector this year. Mr. Pawar said six percent growth was achieved in this sector last year as against the target of four percent. Addressing National Conference of Cooperative Ministers in New Delhi today, he said around 25 million tonnes of wheat are expected to be procured this year. He said the agriculture credit flow to farmers till February this year was 21 percent higher than the target. Mr. Pawar said nine crore 49 lakh farmers have been issued Kisan Credit Cards. Our correspondent adds that disbursement of farm credit through cooperatives is at the centre of the discussions besides the implementation of the Revival Package for Short-Term Cooperative Credit Structure. The Asian Development Bank will provide India, 150 million US dollars in credit guarantees to increase solar power generation in the country. In a report released in New Delhi the bank said that the credit will be available to local and foreign commercial banks that finance private sector solar power plants. The report says it will help mobilise long term funding for solar energy development and support India's efforts to push its programme to diversify energy mix. The report says the bank is also considering to directly finance larger solar power projects in the private sector.

The Government has kept all the options open for the safe release of Indian sailors held hostage by somali pirates. Talking to reporters in New Delhi today, the Minister of State for Defence Mr. M. Pallam Raju said that the safe release of the Indian sailors is the prime concern of the government. He, however, said strong measures need to be taken so that such incidents do not occur again. Our correspondent reports that the government has initiated several back channel measures to ensure the safe release of hostages.
Though a warship has been rushed to the Somali coast, the overnment has ruled out any direct military intervention to rescue the hostages. The crisis management group met in New Delhi to discuss the situation. The government has entrusted the task of coordinating the efforts to obtain release of the seven Indian sailors of cargo ship MV Asphalt Venture with Cabinet Secretary K.M. Chandrasekhar.The pirates, who were holding the crew hostage since September last year, released eight of the 15 Indian crew of the merchant vessel on Saturday after paying of an undisclosed ransom by the ship owners. But they refused to free seven others reportedly seeking to use them as a lever to seek release of over 120 of their comrades held in prisons in India after they were captured by the navy in the Indian Ocean in the last six months. The navy has diverted its Talwar-class frigate from the Gulf of Aden, where it was on an anti-piracy patrol, to the Somali coast to keep an eye on the sailors' hostage crisis. The eight Indian sailors already released from captivity by Somali pirates have refused to return to India until their seven colleagues are freed .Manikant Thakur, AIR News, Delhi.

Repolling is on in two polling booths in North Dinajpur and Coochbihar districts of West Bengal. The Election Commission had ordered repolling in these two polling booths following technical snag in electronic voting machines. Voting took place in these two booths in the first phase of Assembly elections in the state last Monday. Meanwhile, the Deputy Election Commissioner Mr. Vinod Zutshi has arrived in Kolkata to review election preparedness for the second and third phase of Assembly election. The Second phase of election will take place in 50 seats covering Murshidabad, Nadia, and Birbhoom districts on next Saturday. The Campaign for second phase of poll has reached a feverish pitch. Altogether 293 candidates are in the fray for this phase.
In Bihar, the first phase of panchayat elections in 57 blocks of the state is progressing amidst tight security. Polling will continue till 5 in the evening. However, in the naxal affected areas polling will end at 3 pm. AIR Patna correspondent reports that no incidents of violence have been reported so far from any part of the state. Moderate turnout of voters is reported due to the intense heat, people are aslo engaged in the harvesting of crops. Two presiding officers have been arrested in Saharasa and Betiah on charges of irregularities in the conduct of elections. Over two hundred persons have been arrested as a precautionary measures. Over 46 lakhs electorates will decide the fortune of one lakh 43 thousand one hundred eighty five candidates. During this phase voters will elect 28 thousand six hundred 39 candidates for posts of Mukhiya Panch, Sarpanch, members of Gram Panchayat, Panchayat Samiti and District boards.The Panchayat elections will conclude on May 18 after nine more phases. The second phase of elections will be held on the 24th of this month.

Sathya Sai Baba, who has been undergoing treatment for multi-organ dysfunction, continues to be in a critical condition. Doctors attending on him said today, that although his vital parameters and indices are near normal, the condition of his liver and intermittent episodes of low blood pressure are still a cause for worry. Dr A N Safaya, Director, Sri Sathya Sai Institute of Higher Medical Sciences, said in a medical bulletin that the Sai Baba continues to be on ventilation. 86-year-old Sathya Sai Baba was hospitalised on the 28th of last month following problems related to heart and respiration.

The Chairman of the Punjab State Commission for Scheduled Castes, Niranjan Singh has asked the State Police to reinvestigate all those cases related to high-handedness against schedules castes in which compromise has been engineered by the police to settle the matter. He said that, it should be clarified that the compromise has not been made under pressure. Speaking in Jalandhar at an open court to redress grievances related to members of scheduled caste communities, he instructed the officers to solve complaints related to SCs at the earliest. In Assam, 20 wagons of a ballast-carrying goods train derailed at Lakwa Station in Tinsukia district early this morning. The train was on its way from Namrup to Numaligarh when the accident took place. The CPRO of the North East Frontier Railway, S. Hajong said the main rail line between Tinsukia and Guwahati has been blocked due to the derailment. The UP- Brahmaputra Mail and the UP- Inter-city Express passenger trains that left Tinsukia this morning have been diverted via Moranhat alternate route. Mr. Hajong said train-running in between Tinsukia, Namrup and Simaluguri has been suspended since this morning following the incident. Meanwhile, the railways have taken up restoration works on the damaged train line on a war-footing.

Cyprus has hailed India's continued support towards finding a just and lasting settlement for the reunification of that country. The foreign minister of Cyprus during his three day visit, which concluded yesterday briefed the Indian leadership of the efforts being made by the Cyprus government to resolve the issue peacefully. In Australia, a 16-year-old boy today pleaded guilty in court, to killing Indian student Nitin Garg. The teenager, whose identity has not been revealed, appeared in the Victoria Supreme court in Melbourne, where he pleaded guilty to one count of murder and one count of attempted armed robbery, in the killing of Garg. 21-year-old Garg, who migrated from Punjab, was fatally stabbed in the abdomen by assailants in Cruickshank Park in Melbourne's Yarraville while on his way to work in January last year.

धुव्रीय उपग्रह प्रक्षेपण यान पीएसएलवी सी १६ का आज सुबह दस बज कर १२ मिनट पर लगातार १७वां सफल प्रक्षेपण किया गया। इस प्रक्षेपण यान ने भारत के अत्याधुनिक दूरसंवेदी उपग्रह रिसोर्स सैट-२ को कक्षा में स्थापित कर दिया है। जैसे ही यह यान प्रक्षेपण के बाद सही दिशा में बढ़ा श्रीहरिकोटा के मिशन नियंत्रण केन्द्र में हर्ष की लहर दौड़ गई। प्रक्षेपण के करीब एक हजार ३७ सैंकेड बाद रिसोर्स सैट २ उपग्रह प्रक्षेपण यान से अलग हो गया और कक्षा में स्थापित हो गया। इसके कुछ मिनट बाद भारतीय अंतरिक्ष अनुसंधान संगठन इसरो के अध्यक्ष डा० राधाकृष्णन ने प्रक्षेपण सफल रहने की घोषणा की।
प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणस्वामी भी मिशन केन्द्र में मौजूद थे। उन्होंने इसरो को इस सफलता के लिए बधाई दी। इस मिशन में भारत और रूस के उपग्रह यूथ सैट और सिंगापुर का एक लघु उपग्रह भी भेजा गया है।
पीएसएलवी का ये १८वां मिशन था। यान की लंबाई ४४ दशमलव चार मीटर और वजन २९५ टन है। चार चरणों के इस यान में ठोस और तरल ईंधन का उपयोग किया गया। पीएसएलवी सी-१६ में अत्याधुनिक मिशन कम्प्यूटर और टेलीमैट्री प्रणाली लगी है।
रिसोर्स सैट-दो, देश का अत्याधुनिक दूरसंवेदी उपग्रह है, जिसका वजन एक हजार २०६ किलोग्राम है। इसमें तीन कैमरे लगे हैं और जहाजों पर निगरानी रखने के लिए ऑटोमैटिक आइडेंटिफिकेशन प्रणाली भी लगी है। इस उपग्रह में दो रिकॉडर्स हैं, जिनमें इसके कैमरों द्वारा ली गई तस्वीरों को स्टोर किया जाएगा, जिनका बाद में भू केन्द्रों में अध्ययन किया जा सकेगा।

इसरो के अध्यक्ष डॉ० राधाकृष्णन ने पीएसएलवी सी-१६ के प्रक्षेपण के बाद श्रीहरिकोटा में संवाददाताओं से बातचीत में कहा कि रिसोर्स सैट को ८२२ किलोमीटर की कक्षा में स्थापित किया गया है। उन्होंने बताया कि रिसोर्स सैट के कैमरे इस महीने की २८ तारीख को खोले जाएंगे। मिशन के निदेशक उनीकृष्णन ने कहा कि रिसोर्स सैट-दो उपग्रह को उसकी निर्धारित कक्षा में स्थापित करने के लिए पीएसएलवी के सभी चार चरणों का प्रदर्शन शानदार रहा। इसरो के सैटेलाइट केन्द्र, बंगलौर के निदेशक डॉ० एलेक्स ने कहा कि रिसोर्स सैट-दो के सौर पैनल बहुत अच्छी तरह से काम कर रहे हैं। बाद में आकाशवाणी से विशेष बातचीत में डॉ० एलेक्स ने कहा कि जिन १५ देशों में इसरो द्वारा स्थापित भू केन्द्र हैं, वे नियमित रूप से रिसोर्स सैट-एक के डाटा का इस्तेमाल कर रहे हैं और रिसोर्स सैट-दो के डाटा के इंतजार में हैं। उन्होंने कहा कि अन्य देश पैसे देकर उपग्रह की तस्वीरें खरीदते हैं। उन्होंने कहा कि भारत भू निगरानी और दूरसंवेदी टैक्नोलॉजी के क्षेत्र में दुनिया का अग्रणी देश है।

पीएसएलवी सी-१६ को सफलतापूर्वक छोड़े जाने के बाद इसरो अध्यक्ष डॉक्टर राधाकृष्णन ने आज इस संगठन के कई भावी कार्यक्रमों की घोषणा की। पीएसएलवी श्रृंखला के अंतर्गत कई दूरसंचार और दूर संवेदी उपग्रह छोड़ने की योजनाएं हैं। इसके अलावा अत्याधुनिक हैवी लिफ्ट लॉंच वैहिकल प्रक्षेपित करने की भी योजना है। पीएसएलवी सी-१७ के जरिए जून के अंत में या जुलाई के पहले हफ्ते में एक दूरसंचार उपग्रह भी छोड़ा जाएगा।
इसरो द्वारा तैयार किया गया तीन हजार २०० किलोग्राम का उपग्रह जीएसएटी-८ फ्रेंच गयाना से प्रक्षेपित किया जाएगा। इसे १९ मई को भारतीय समय के अनुसार बड़े सवेरे डेढ़ बजे एरियन-५ रॉकेट से छोड़ा जाएगा।

डॉक्टर राधाकृष्णन ने यह ऐलान भी किया कि २०१३-१४ में चन्द्रयान-२ के प्रक्षेपण का कार्यक्रम तय किया गया है। इसके लिए रूस के साथ अत्याधुनिक तकनीकी सहयोग का काम चल रहा है। नासा की जैट प्रोपलसन प्रयोगशाला के साथ भी इसरो सहयोग की दिशा में काम कर रहा है। यह सहयोग नासा के २०१६ के लिए चन्द्र मिशन के बारे में है।

दिल्ली की एक विशेष अदालत ने टू जी स्पैक्ट्रम आवंटन मामले में सीबीआई द्वारा आरोपित पांच कॉरपोरेट अघिकारियों की जमानत याचिकाएं आज खारिज कर दीं। सीबीआई के विशेष न्यायाधीश ओ पी सैनी ने कहा कि सभी जमानत अर्जियां नामंजूर कर दी गई हैं। ये अर्जियां नामंजूर होने के बाद अब इन अघिकारियों को न्यायिक हिरासत में भेजे जाने की संभावना है। इन पांचों को मामले की जांच के दौरान गिरफ्तार नहीं किया गया। ये कॉरपोरेट अधिकारी हैं- स्वान टेलीकॉम के निदेशक विनोद गोयनका, यूनिटैक वायरलैस लिमिटेड के प्रबंध निदेशक संजय चन्द्रा तथा रिलायंस अनिल धीरूभाई अंबानी ग्रुप के तीन शीर्ष अधिकारी-गौतम दोषी, सुरेन्द्र पिपरा और हरि नायर। अदालत ने बीमार सुरेन्द्र पिपरा की जमानत की याचिका मंजूर नहीं की, हालांकि विशेष सरकारी वकील यू यू ललित ने उनकी याचिका का विरोध नहीं किया था। अदालत ने इन कॉरपोरेट अधिकारियों से आज कार्रवाई के दौरान उपस्थित रहने को कहा।

उच्चतम न्यायालय ने कहा है कि अदालतें यह तय कर सकती हैं कि सरकारी फैसले कानून सम्मत हैं या नहीं, लेकिन वे नीतिगत मामलों में अपने विचारों के साथ हस्तक्षेप नहीं कर सकती। न्यायमूर्ति पी सदाशिवम की अध्यक्षता वाली खंडपीठ ने हिमाचल प्रदेश उच्च न्यायालय के उस आदेश को रद्द कर दिया, जिसके तहत शिक्षा नीति के लिए दिशा-निर्देश तैयार करने के राज्य सरकार के निर्णय को खारिज किया गया था। हिमाचल प्रदेश सरकार ने उच्च न्यायालय के आदेश को अपील दायर करके चुनौती दी थी। इसी सिलसिले में उच्चतम न्यायालय ने आदेश पारित किया। पीठ ने कहा कि उच्च न्यायालय ने सरकार के नीतिगत निर्णयों में हस्तक्षेप करके उचित कार्रवाई नहीं की।

प्रवर्तन निदेशालय ने गृहमंत्रालय से इस बात का पता लगाने को कहा है कि क्या हवाला कारोबार में संदिग्ध रूप से शामिल हसन अली खान के किसी आतंकवादी संगठन के साथ संबंध हैं। निदेशालय ने मंत्रालय को पत्र लिखा है कि इस व्यापारी के विभिन्न लेन-देन के बारे में जानकारियां इकट्ठा करना ज+रूरी है। निदेशालय ने अन्तर्राष्ट्रीय हथियार कारोबारी अदनान खशोगी के साथ हसन अली के कथित संबंधों के बारे में भी पूछा और बताया कि उसने अवैध तरीकों से मल्टीपल पासपोर्ट प्राप्त किए।

सरकार ने कहा है कि सोमालिया के डाकुओं द्वारा बंधक बनाए गए भारतीय नाविकों की रिहाई के लिए सभी विकल्प खुले हैं। नई दिल्ली में आज पत्रकारों से बातचीत में रक्षा राज्यमंत्री एम.पल्लम राजू ने कहा कि भारतीय नाविकों की सुरक्षित रिहाई सरकार के लिए प्रमुख चिंता का विषय है। उन्होंने कहा कि ऐसी घटनाओं की पुनरावृत्ति रोकने लिए ठोस कदम उठाये जाने की जरूरत है। हमारे संवाद्दाता ने खबर दी है कि सरकार ने बंधकों की सुरक्षित रिहाई के लिए कई कदम उठाये हैं।

उप निर्वाचन आयुक्त विनोद जुत्शी, विधानसभा के दूसरे और तीसरे चरण के चुनाव की तैयारियों का जायजा लेने के लिए कोलकाता पहुंच गए हैं। दूसरे चरण में मुर्शिदाबाद, नाडिया और बीरभूमि जिलों की पचास सीटों के लिए शनिवार को वोट डाले जाएंगे। इस चरण में कुल २९३ उम्मीदवार चुनाव मैदान में हैं।

एशियाई विकास बैंक भारत को सौर ऊर्जा उत्पादन बढ़ाने के लिए १५ करोड़ डॉलर का ऋण उपलब्ध कराएगा। नई दिल्ली में जारी बैंक की रिपोर्ट में कहा गया है कि ये ऋण स्थानीय और विदेशी व्यवसायिक बैंको को दिये जाएंगे, जो निजी क्षेत्र के सौर ऊर्जा संयंत्रों को धन उपलब्ध कराते हैं। रिपोर्ट में कहा गया है कि इससे सौर ऊर्जा के विकास के लिए लंबी अवधि के ऋण उपलब्ध कराने में सहायता मिलेगी। रिपोर्ट में कहा गया है कि बैंक निजी क्षेत्र की बड़ी सौर ऊर्जा परियोजनाओं के लिए सीधे वित्त उपलब्ध कराने पर भी विचार कर रहा है। हमारे संवाददाता ने कहा है कि भारत में सौर ऊर्जा की क्षमता दुनिया में सबसे ज्यादा है। सरकार ने पिछले वर्ष महत्वाकांक्षी जवाहरलाल नेहरू राष्ट्रीय सौर ऊर्जा मिशन शुरू किया था, जिसके तहत २०२२ तक बीस हजार मेगावाट सौर ऊर्जा का उत्पादन किया जाएगा।

ऑस्ट्रेलिया में एक सोलह वर्ष के युवक ने भारतीय छात्र नितिन गर्ग की हत्या का अपना गुनाह कबुल कर लिया हैं। वह सुप्रीम कोर्ट में पेश हुआ जहां उसने गर्ग की हत्या तथा उसी से संबंधित सशस्+त्र डकैती के प्रयास का अपराध स्वीकार किया ।
पंजाब से आस्ट्रेलिया गये २१ वर्षिय गर्ग को पिछले वर्ष जनवरी मे मेलबॉर्न के यारविले के एक कुइकशेंक पार्क में चाकुओं से गोद कर बुरी तरह घायल कर दिया गया था । आरोपी किशोर के दोस्त को पिछले साल उसके खिलाफ गवाही देने पर सहमत होने के बाद १८ महीने की सजा सुनाई गई थी।

नेपाल की केन्द्रीय जांच ब्यूरो पुलिस ने अपने राजनयिक पासपोर्टों के दुरुपयोग और उनमें फेरबदल के आरोप में संविधान सभा के दो सदस्यों को गिरफ्तार किया है। हमारे काठमांडू संवाददाता ने खबर दी है कि ये सदस्य मधेसी पीपुल्स राइट फोरम के बिश्वनाथ प्रसाद यादव और नेपाली जनता दल की गायत्री शाह हैं। ये सदस्य संविधान सभा के सत्र के बाद कल वहां से बाहर आते समय हिरासत में लिये गए। दो व्यक्तियों को ऑस्ट्रेलिया जाते समय आबूधाबी में आव्रजन अधिकारियों ने नेपाल वापस भेज दिया था, क्योंकि वे इन सदस्यों के पासपोर्टों का इस्तेमाल कर रहे थे। इस घटना के बाद ही जांच पड़ताल शुरु हुई।

दिल्ली पुलिस ने वाणिज्यिक लाइसेंस हासिल करने के लिए कथित तौर पर फर्जी अंक तालिका प्रस्तुत करने वाले एक निजी विमानन कंपनी के पायलेट को गिरफ्तार किया है। फर्जी ढंग से पायलट लाइसेंस हासिल करने के मामले में अब तक सात पायलटों की गिरफ्तारी हो चुकी है।
मार्च महीने में फर्जी पायलेट लाइसेंस घोटाले के उजागर होने के बाद से दिल्ली और जयपुर में १५ लोग गिरफ्तार किये जा चुके हैं। पुलिस ने सबसे पहले नागर विमानन महानिदेशालय के एक वरिष्ठ अधिकारी और एक पायलट सहित तीन लोगों को गिरफ्तार किया था।
पुलिस ने कल कहा था कि फर्जी लाइसेंस मामले में कुछ पायेलटों के दस्तावेज डीजीसीए कार्यालय से गायब हो गये हैं। इन पायेलटों के दस्तावेजों की जांच की जा रही थी। इस मामले में पुलिस ने अज्ञात लोगों के खिलाफ सबूत मिटाने का मामला दर्ज किया है।

पंजाब राज्य अनुसूचित जाति आयोग के अध्यक्ष निरंजन सिंह ने प्रदेश पुलिस से कहा है कि वह अनुसूचित जनजातियों के लोगों के साथ ज्यादती से संबंधित ऐसे सभी मामलों की फिर से जांच करे, जिनमें मामले निपटाने के लिए पुलिस ने समझौता कराया। श्री सिंह ने कहा कि यह स्पष्ट किया जाना चाहिए कि समझौता दबाव में नहीं कराया गया है। वे अनुसूचित जातियों के सदस्यों की शिकायतें हल करने के लिए जालंधर में खुली अदालत में बोल रहे थे। श्री सिंह ने अधिकारियों को निर्देश दिया कि वे अनुसूचित जातियों के लोगों की शिकायतों को जल्दी से जल्दी दूर करें। उन्होंने थाना प्रमुखों से कहा कि शिकायतों के पंजीकरण में वे अनुसूचित जाति और अनुसूचित जनजाति कानून के प्रावधानों को भी शामिल करें।

उच्चतम न्यायालय ने एक फैसले में कहा है कि सरकार किसी भी कर्मचारी की सेवाशर्तों के बारे में कोई एक तरफा बदलाव नहीं कर सकती। न्यायमूर्ति पी सतशिवम और बी एस चौहान की पीठ ने कहा है कि अगर किसी कर्मचारी की सेवाएं बिना पूर्व सूचना के समाप्त की जाती हैं तो ये बाध्यकारी नहीं होंगी। अदालत ने कहा है कि बिना सूचना के ऐसा कोइ आदेश पारित नहीं किया जा सकता, जिससे कर्मचारी पर प्रतिकूल असर पड़े। अगर ऐसा किया जाता है तो यह बाध्यकारी नहीं होगा, क्योंकि ये प्राकृतिक न्याय के सिद्धान्त के खिलाफ है। सर्वोच्च न्यायालय ने जिला जज और उत्तर प्रदेश मानवाधिकार आयोग के सदस्य जे एस यादव की सेवाएं अचानक समाप्त कर देने के फैसले के खिलाफ अपील पर यह निर्णय दिया। श्री यादव की नियुक्ति सात वर्ष के कार्यकाल के लिए हुई थी।

असम में तिनसुकिया जिले में आज सवेरे लकवा स्टेशन पर मालगाड़ी के २० डिब्बे पटरी से उतर गए। यह मालगाड़ी नामरूप से नुमालीगढ़ जा रही थी। उत्तर-पूर्वी फ्रंटियर रेलवे के मुख्य जनसंपर्क अधिकारी ने बताया कि इस घटना से तिनसुकिया और गुवाहाटी के बीच यातायात बाधित हो गया। ब्रह्मपुत्र मेल और इंटरसिटी गाड़ी के मार्ग बदलकर मोरानहट होकर चलाया गया। इस घटना की वजह से तिनसुकिया, नामरूप और सिमालुगुरी के बीच चलने वाली रेलगाड़ियों को रद्द कर दिया गया।

केरल कांग्रेस बी के नेता और राज्य के पूर्व मंत्री आर. बालाकृष्णा पिल्लई को आज तिरूअनन्तपुरम की पूजापुरा सैंट्रल जेल से दस दिन के पैरोल पर रिहा किया गया। उच्चतम न्यायालय ने श्री पिल्लई को इडामलायर मामले में एक साल की सख्+त कैद की सजा दी थी। रिहाई के बाद पत्रकारों से बातचीत में श्री पिल्लई ने जेल में सुविधाएं मुहैया न कराने के लिए राज्य सरकार की आलोचना की।

मुंबई - दिल्ली राजधानी एक्सप्रेस में आग लगने की घटना के मद्देनजर रेलवे ने कहा है कि रेलगाड़ियों में उन्नत किस्म की आग चेतावनी प्रणाली लगाई जाएगी। अभी इस बारे में परीक्षण किया जा रहा है। रेल मंत्रालय के एक वरिष्ठ अधिकारी ने कहा कि २९० रेलगाडियों के पैंट्री-डिब्बों की फिर से जांच करने के आदेश दिए गए हैं। जिस समय मुंबई दिल्ली राजधानी एक्सप्रेस, मध्यप्रदेश के रतलाम जिले में थूरिया स्टेशन के पास से गुजर रही थी, उस समय पैंट्री कार से आग शुरू हुई, जो साथ के तीन डिब्बों में तेजी से फैल गई। हालांकि, आग के कारणों की जांच की जानी है, लेकिन प्रारम्भिक जांच से पता चला है कि आग ए सी पैंट्री कार में शार्ट सर्किट के कारण लगी। अधिकारी ने कहा कि सभी ए सी और गैर-ए सी पैंट्री कारों की पूरी तरह से जांच की जाएगी और सुरक्षा के आवश्यक उपाय किए जाएंगे।

The seventeenth consecutive successful flight of the Polar Satellite Launch Vehicle PSLV C-16 has placed India’s latest remote sensing satellite Resourcesat-2, in a Polar Sun Synchronous orbit. The mission control centre at Sriharikota burst into a loud applause and jubilation as the rocket blasted off in a southerly direction in a perfect predetermined flight trajectory. All flight parameters were normal. About 1037 seconds after lift off, the Resourcesat-2 got separated from the launch vehicle and was injected into the orbit. A few minutes later, ISRO Chairman Dr Radhakrishnan declared the launch successful.
Dr. Radhakrishnan thanked thanked Prime Minister Dr Manmohan Singh for the support lent to ISRO. Minister of state in PMO, V Narayanaswamy, present in the mission centre congratulated ISRO for the success.
An Indo-Russian satellite called Youthsat and a micro-satellite from Singapore were also launched in this mission.This is the eighteenth mission of the Polar Satellite Launch Vehicle and the eleventh flight that employs standard configuration. In its standard configuration, the PSLV stands 44.4 meters tall and weighs 295 tons. It has 4 stages using solid and liquid propulsion systems alternately. The first stage, also known as the core stage which carries 138 tons of solid propellant is one of the largest solid propellant, boosters in the world. Six solid propellant strap-on motors are strapped on to the core stage. The second stage carries 41 tons of liquid propellant, while the third stage uses 7.6 tons of solid propellant. The fourth stage has a twin engine configuration with 2.5 tons of liquid propellant. The PSLV has sophisticated systems to control the vehicle and guide it through the predetermined trajectory. The PSLV C-16 carries Advanced Mission Computers and Advanced Telemetry Systems. Director of space Application centre Dr. Naval Kunj Elabroted on the further use of data to be received from the setellite.
The Resourcesat -2, India’s latest remote sensing satellite, weighs 1206kg at lift-off. It has three cameras for high, medium and low resolution. The high resolution Linear Imaging Self Scanner, LISS-4 has a spatial resolution of 5.8 m and an enhanced swath of 70km. The medium resolution LISS-3 has a spatial resolution of 23.5m while the coarse resolution Advanced Wide Field Sensor has a spatial resolution of 56 m.The Resourcesat-2 also has an additional experimental payload called Automatic Identification System for ship surveillance. The satellite also has two solid state recorders to store the images taken by its cameras which can be read out later to ground stations. It will have an orbital period of 101.35 minutes with 14 orbits per day.

Meanwhile, A host of future missions of the ISRO were announced by the ISRO Chairman Dr Radhakrishnan today after the successful launch of PSLV C-16. More launches of telecommunication and remote sensing satellites are planned under the PSLV series, advanced heavy lift launch vehicles and on the planetary exploration side. PSLV C-17 has been scheduled to launch a telecommunication satellite sometime in the end of June or in the first week of July.

GSAT-8, a 3200kg satellite built by ISRO will be launched from French Guyana on board an Ariane -5 rocket on the 19th of May at 1:30AM Indian Standard Time. It has 24 transponders in Ku band for use in DTH related applications.

Dr Radhakrishnan also announced that the Chandrayan -2 mission has been scheduled for launch in 2013-14. Advanced technical collaboration with Russia is underway for this mission. ISRO is also in the process of collaborating with NASA’s Jet Propulsion Laboratory for NASA’s moon mission scheduled for 2016.

A Delhi court today dismissed the bail pleas of five corporate executives, who were named as accused by the CBI in the 2G spectrum allocation scam. Special CBI Judge O P Saini said, that all the bail applications have been rejected. With the rejection of their bail pleas, they are likely to be remanded in judicial custody. The five were not arrested during the probe into the case. The corporate executives are Swan Telecom Director Vinod Goenka, Unitech Wireless (Tamil Nadu) Ltd Managing Director Sanjay Chandra, and three top officials of Reliance ADA Group Gautam Doshi, Surendra Pipara and Hari Nair. The court however, did not allow the bail plea of ailing Surendra Pipara even though Special Public Prosecutor U U Lalit had not opposed his application. The court has asked the corporate honchos to remain present during the proceedings today.

The Delhi Police has arrested another pilot working with a private airline for procuring a commercial pilot license by allegedly submitting fake marksheets. With the arrest of Swarn Singh, the police has arrested a total of seven pilots for procuring commercial pilot licence by allegedly submitting fake marksheets. A total of 15 people have been arrested in Delhi and Jaipur since the seventh of last month after the fake pilot scam was unearthed by the DGCA. Earlier on March 26, Delhi Police had claimed to have busted a gang involved in helping pilots obtain licences using forged documents with the arrest of a senior official of DGCA and three others, including a pilot.The Police had said yesterday that some files related to some pilots under scanner for obtaining licences using forged documents have gone missing from the airline regulator DGCA's office. Police have registered a case of destruction of evidence against unknown persons in this regard and initiated an investigation into the incident.

The Enforcement Directorate, ED, has approached the Home Ministry to find out if suspected money launderer Hasan Ali Khan has any links with terrorist outfits. The Directorate has written a letter to the Ministry saying it is necessary to look into various aspects of the stud farm owners dealings. The Supreme Court today said courts can decide the legality of government decisions, but cannot substitute their views in policy matters. A bench headed by Justice P Sathasivam said this while setting aside the Himachal Pradesh High Court's order, which had quashed the state government's decision to frame guidelines for education policy. The court passed the order on an appeal filed by the Himachal Pradesh government challenging the high court order. The bench said the high court was not right in interfering in the policy decisions of the government.

Agriculture Minister Mr. Sharad Pawar has said that efforts will be made to achieve a growth rate of four percent in the Agriculture sector this year. Mr. Pawar said six percent growth was achieved in this sector last year as against the target of four percent. Addressing National Conference of Cooperative Ministers in New Delhi today, he said around 25 million tonnes of wheat are expected to be procured this year. He said the agriculture credit flow to farmers till February this year was 21 percent higher than the target. Mr. Pawar said nine crore 49 lakh farmers have been issued Kisan Credit Cards. Our correspondent adds that disbursement of farm credit through cooperatives is at the centre of the discussions besides the implementation of the Revival Package for Short-Term Cooperative Credit Structure. The 13,596 crore rupees package was approved on the recommendations of a Task Force under Prof. A Vaidyanathan.

The Asian Development Bank will provide India, 150 million US dollars in credit guarantees to increase solar power generation in the country. In a report released in New Delhi the bank said that the credit will be available to local and foreign commercial banks that finance private sector solar power plants. The report says it will help mobilise long term funding for solar energy development and support India's efforts to push its programme to diversify energy mix. The report says the bank is also considering to directly finance larger solar power projects in the private sector.

The Government has kept all the options open for the safe release of Indian sailors held hostage by somali pirates. Talking to reporters in New Delhi today, the Minister of State for Defence Mr. M. Pallam Raju said that the safe release of the Indian sailors is the prime concern of the government. He, however, said strong measures need to be taken so that such incidents do not occur again. Our correspondent reports that the government has initiated several back channel measures to ensure the safe release of hostages.
Though a warship has been rushed to the Somali coast, the overnment has ruled out any direct military intervention to rescue the hostages. The crisis management group met in New Delhi to discuss the situation. The government has entrusted the task of coordinating the efforts to obtain release of the seven Indian sailors of cargo ship MV Asphalt Venture with Cabinet Secretary K.M. Chandrasekhar.The pirates, who were holding the crew hostage since September last year, released eight of the 15 Indian crew of the merchant vessel on Saturday after paying of an undisclosed ransom by the ship owners. But they refused to free seven others reportedly seeking to use them as a lever to seek release of over 120 of their comrades held in prisons in India after they were captured by the navy in the Indian Ocean in the last six months. The navy has diverted its Talwar-class frigate from the Gulf of Aden, where it was on an anti-piracy patrol, to the Somali coast to keep an eye on the sailors' hostage crisis. The eight Indian sailors already released from captivity by Somali pirates have refused to return to India until their seven colleagues are freed .Manikant Thakur, AIR News, Delhi.

Repolling is on in two polling booths in North Dinajpur and Coochbihar districts of West Bengal. The Election Commission had ordered repolling in these two polling booths following technical snag in electronic voting machines. Voting took place in these two booths in the first phase of Assembly elections in the state last Monday. Meanwhile, the Deputy Election Commissioner Mr. Vinod Zutshi has arrived in Kolkata to review election preparedness for the second and third phase of Assembly election. The Second phase of election will take place in 50 seats covering Murshidabad, Nadia, and Birbhoom districts on next Saturday. The Campaign for second phase of poll has reached a feverish pitch. Altogether 293 candidates are in the fray for this phase.
In Bihar, the first phase of panchayat elections in 57 blocks of the state is progressing amidst tight security. Polling will continue till 5 in the evening. However, in the naxal affected areas polling will end at 3 pm. AIR Patna correspondent reports that no incidents of violence have been reported so far from any part of the state. Moderate turnout of voters is reported due to the intense heat, people are aslo engaged in the harvesting of crops. Two presiding officers have been arrested in Saharasa and Betiah on charges of irregularities in the conduct of elections. Over two hundred persons have been arrested as a precautionary measures. Over 46 lakhs electorates will decide the fortune of one lakh 43 thousand one hundred eighty five candidates. During this phase voters will elect 28 thousand six hundred 39 candidates for posts of Mukhiya Panch, Sarpanch, members of Gram Panchayat, Panchayat Samiti and District boards.The Panchayat elections will conclude on May 18 after nine more phases. The second phase of elections will be held on the 24th of this month.

Sathya Sai Baba, who has been undergoing treatment for multi-organ dysfunction, continues to be in a critical condition. Doctors attending on him said today, that although his vital parameters and indices are near normal, the condition of his liver and intermittent episodes of low blood pressure are still a cause for worry. Dr A N Safaya, Director, Sri Sathya Sai Institute of Higher Medical Sciences, said in a medical bulletin that the Sai Baba continues to be on ventilation. 86-year-old Sathya Sai Baba was hospitalised on the 28th of last month following problems related to heart and respiration.

The Chairman of the Punjab State Commission for Scheduled Castes, Niranjan Singh has asked the State Police to reinvestigate all those cases related to high-handedness against schedules castes in which compromise has been engineered by the police to settle the matter. He said that, it should be clarified that the compromise has not been made under pressure. Speaking in Jalandhar at an open court to redress grievances related to members of scheduled caste communities, he instructed the officers to solve complaints related to SCs at the earliest. In Assam, 20 wagons of a ballast-carrying goods train derailed at Lakwa Station in Tinsukia district early this morning. The train was on its way from Namrup to Numaligarh when the accident took place. The CPRO of the North East Frontier Railway, S. Hajong said the main rail line between Tinsukia and Guwahati has been blocked due to the derailment. The UP- Brahmaputra Mail and the UP- Inter-city Express passenger trains that left Tinsukia this morning have been diverted via Moranhat alternate route. Mr. Hajong said train-running in between Tinsukia, Namrup and Simaluguri has been suspended since this morning following the incident. Meanwhile, the railways have taken up restoration works on the damaged train line on a war-footing.

Cyprus has hailed India's continued support towards finding a just and lasting settlement for the reunification of that country. The foreign minister of Cyprus during his three day visit, which concluded yesterday briefed the Indian leadership of the efforts being made by the Cyprus government to resolve the issue peacefully. In Australia, a 16-year-old boy today pleaded guilty in court, to killing Indian student Nitin Garg. The teenager, whose identity has not been revealed, appeared in the Victoria Supreme court in Melbourne, where he pleaded guilty to one count of murder and one count of attempted armed robbery, in the killing of Garg. 21-year-old Garg, who migrated from Punjab, was fatally stabbed in the abdomen by assailants in Cruickshank Park in Melbourne's Yarraville while on his way to work in January last year.
