संसद के दोनों सदनों की कार्यवाही खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के मुद्दे पर शोर शराबे के कारण कल तक स्थगित कर दी गई। लोकसभा और राज्यसभा की कार्यवाही को पहले १२ बजे तक और फिर दिनभर के लिए स्थगित कर दिया गया। भारतीय जनता पार्टी और वाम दलों के साथ बहुजन समाज पार्टी और समाजवादी पार्टी के सदस्यों ने भी इस मुद्दे को लेकर शोरशराबा किया। कुछ सदस्य सदन के बीचों-बीच आ गए। लोकसभा में तृणमूल कांग्रेस के कुछ सदस्यों ने भी विपक्ष का साथ दिया। तेलंगाना और मुल्लापेरियार बांध का मुद्दा भी उठाया गया।
हमारे संसदीय संवाददाता ने बताया कि पिछले हफ्ते भी दोनों सदनों में कोई खास कामकाज नहीं हो सका था, क्योंकि विपक्ष ने महंगाई और कालेधन के मुद्दे उठाए। पिछले शुक्रवार को भी दोनों सदनों में प्रत्यक्ष विदेशी निवेश के मुद्दे को लेकर कार्यवाही में बाधा आई थी।

कांग्रेस ने विपक्ष पर जानबूझकर संसद की कार्यवाही में बाधा डालने का आरोप लगाया है। संसद के बाहर संवाददाताओं से बातचीत में पार्टी प्रवक्ता राशिद अल्वी ने कहा है कि सरकार खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश सहित सभी मुद्दों पर बहस करने के लिए तैयार है। उन्होंने कहा कि विपक्ष, नीतिगत फैसलों पर सरकार पर अपनी बातें थोंप नहीं सकता। कांग्रेस के वरिष्ठ नेता अश्विनी कुमार ने पत्रकारों से बातचीत में कहा कि विपक्ष की संसद की कार्यवाही न चलने देना ठीक नहीं है।

दूसरी तरफ तृणमूल कांग्रेस ने कहा है कि वह सरकार के फैसले का विरोध करेगी,क्योंकि यह आम लोगों के हित में नहीं है। पार्टी नेता सुदीप बंधोपाध्याय ने कहा कि इस मुद्दे पर विपक्ष के साथ उनका कोई तालमेल नहीं है, लेकिन उनकी पार्टी इस फैसले को वापिस लेने के लिए सरकार पर दबाव डालेगी।
समाजवादी पार्टी के प्रमुख मुलायम सिंह ने कहा है कि वे संसद में और उसके बाहर सरकार के इस फैसले का विरोध करेगी, इसका क्योंकि छोटे खुदरा दुकानदारों की जीविका पर प्रतिकूल असर पड़ेगा।

दिल्ली उच्च न्यायालय ने पूर्व दूरसंचार मंत्री सुखराम को रिश्वत लेने के मामले में सुनाई गई पांच साल की सजा पर रोक लगाते हुए उन्हें जमानत दे दी है। न्यायालय ने आज उन्हें दस-दस लाख रूपये की दो बॉन्ड भरने और अदालत की अनुमति के बगैर देश से बाहर न जाने का निर्देश दिया।
न्यायमूर्ति सुरेश कैत की खंडपीठ ने सुखराम की वृद्धावस्था और तिहाड़ जेल अधिकारियों द्वारा पेश की गई उनकी चिकित्सा रिपोर्ट को ध्यान में रखते हुए सजा पर रोक लगाई है। सीबीआई ने उनकी जमानत का विरोध करते हुए कहा था कि उन्हें पहले भी दो बार सजा सुनाई जा चुकी है।
पूर्व प्रधानमंत्री पी.वी नरसिम्हा राव के मंत्रिमंडल में दूरसंचार मंत्री रहे सुखराम को अपने पद का गलत इस्तेमाल करते हुए एक निजी फर्म को तीन लाख रूपये की रिश्वत के बदले ३० करोड़ रूपये का ठेका दिलाने का दोषी पाया गया था।

कर्नाटक उच्च न्यायालय में पूर्व मुख्यमंत्री बी.एस येडियुरप्पा की पेशगी जमानत की अर्जी पर आज फैसला सुनाए जाने की संभावना है। भूमि अधिसूचना रद्द करने में कथित अनियमितताओं के आरोप में उनके और उनके परिजनों के खिलाफ पांच शिकायतें दर्ज की गई हैं। उन्होंने इनमें से एक मामले में पेशगी जमानत मांगी है। उच्च न्यायालय ने दो मामलों में उन्हें पहले ही जमानत दे दी है। इसके अलावा दो अन्य मामलों में उन्हें पेशगी जमानत भी दी जा चुकी है।

लोकसभा की एक और विधानसभाओं की सात सीटों के लिए उपचुनाव का प्रचार आज शाम समाप्त हो रहा है। कोलकाता दक्षिण संसदीय सीट और अन्य विधानसभा निर्वाचन क्षेत्र में उपचुनाव के लिए मतदान ३० नवम्बर को होगा। जिन विधानसभा सीटों के उपचुनाव होने हैं, उनमें हिमाचल प्रदेश की नालगढ़ और रेनुका, हरियाणा में रतिया और आदमपुर, ओड़िशा में उमरकोट, बिहार में लोकहा और झारखंड में मांडु शामिल हैं। इन सभी सीटों के लिए बुधवार को वोट डाले जाएंगे। वोटों की गिनती चार दिसंबर को होगी।

महाराष्ट्र के बुलढाना जिले में आज तड़के औरंगाबाद-नागपुर राजमार्ग पर दो बसों के बीच आमने-सामने की टक्कर में पन्द्रह लोगों की मृत्यु हो गई और पचास घायल हो गए। पुलिस के अनुसार दो प्राइवेट बसें महकर और सुलतानपुर के बीच चिंचौली में आमने सामने टकरा गई और उनमें आग लग गई। तेरह लोगों की मौके पर ही मौत हो गई। दो ने नजदीक के अस्पताल ले जाते हुए दम तोड़ा। घायलों को बुलढाना जिले के महकर और सिंदखेड़ाराजा अस्पताल और औरंगाबाद के घाटी सिविल अस्पताल में दाखिल किया गया है। हमारे संवाददाता ने बताया है कि मृतकों की संख्या बढ़ सकती है, क्योंकि कई घायलों की हालत गंभीर है।

पाकिस्तान में अफगानिस्तान की सीमा से लगे इलाके में नाटो के हवाई हमले पर रोष व्यक्त करते हुए पाकिस्तान सेना ने कहा है कि उसे नाटो की माफी मंजूर नहीं है और इस घटना के गंभीर परिणाम हो सकते हैं। सेना के प्रवक्ता मेजर जनरल अतहर अब्बास ने इस्लामाबाद में कहा कि इस घटना पर नाटो द्वारा खेद व्यक्त किया जाना पर्याप्त नहीं है। उन्होंने कहा कि ऐसी घटनाएं पहले भी हुई हैं। तीन सालों में इस प्रकार के हमलों में ७२ सैनिक मारे गए हैं और ढाई सौ से अधिक घायल हुए हैें।

राष्ट्रीय गंगा नदी थाला प्राधिकरण यह सुनिश्चित करेगा कि २०२० के बाद गंगा नदी में शहर का गंदा पानी और औद्योगिक कचरा परिष्कृत किए बगैर बिल्कुल न डले। लोकसभा में एक लिखित उत्तर में वन और पर्यावरण मंत्री जयंती नटराजन ने कहा कि गंगा को स्वच्छ रखने के मिशन के तहत यह काम किया जाएगा। सरकार ने इसके लिए प्राधिकरण को लगभग २६ अरब रूपये की राशि मंजूर की है।

बिहार में नालंदा जिले के एक किसान सुमंत कुमार ने एक हेक्टेयर क्षेत्र में दो सौ चौबीस क्विंटल धान की फसल पैदा करने का विश्व रिकॉर्ड बनाया है। इससे पहले चीन में प्रति हेक्टेयर १९० क्विंटल धान के उत्पादन का रिकॉर्ड था। सुमंत कुमार ने धान के उत्पादन के लिए एक अलग तरीके का इस्तेमाल किया है।

Both the Houses of Parliament were adjourned till tomorrow following uproar over the issue of FDI in retail sector. The Lok Sabha and the Rajya Sabha were first adjourned till noon and later for the day. The Opposition BJP and Left members were joined by the BSP and SP with some of them trooping into the well. In the Lok Sabha, some members of Trinamool Congress also joined the Opposition. Telangana and Mullaperiyar dam issue were also raised. Our Parliamentary correspondent reports that the two Houses could not transact much business last week as the Opposition raised issues like price rise and black money. On last Friday also, the FDI in retail issue had disrupted the proceedings in both Houses.

Minister of State for Parliamentary Affairs Rajiv Shukla has said that there is no question of accepting the opposition demand for adjournment motion on Foreign Direct Investment (FDI) in retail. Talking to reporters outside Parliament, Mr. Shukla elaborated that only one adjournment motion can be taken up in a session. Government had earlier indicated that it has decided to take up the adjournment motion on black money.

The Congress today accused the Opposition of deliberately stalling the proceedings of Parliament. Talking to reporters outside Parliament, Party Spokesman Rashid Alvi said that the government is ready to hold discussions on all issues including FDI in retail. He added that the Opposition can not dictate terms to government regarding policy decisions. Trinamool Congress on the other hand maintained that it will oppose the government’s decision as it is against the interests of common man. Party leader Sudip Bandopadhayay said that although they have no coordination with the Opposition on this issue, but they will put pressure on the government to recall the decision. Samajwadi Party Chief Mulayam Singh said that they will oppose the decision both inside and outside Parliament as it will have adverse impact on livelihood of several small retailers. NDA Convenor and JD(U) leader Sharad Yadav today said that the Opposition will not allow Parliament to function till the government takes back the decision on allowing FDI in multi brand retail. Talking to reporters outside Parliament, Mr Yadav said that the entire Opposition is united on this issue. BJP Spokesman Shahnawaz Hussein said that the decision to allow FDI in multi brand retail will lead to large scale unemployment. CPI(M) today said that the government should not have taken the decision of allowing FDI in multi brand retail while Parliament is in session. Tamilnadu Chief Minister Ms. J.Jayalalithaa has affirmed that her government would not allow multi brand global players to set up their markets in the State. The Odisha government has criticized the Centre’s decision allowing 51 per cent Foreign Direct Investment (FDI) in the retail sector.

Government is likely to hold an all party meeting tomorrow to end the logjam in Parliament. The two houses have not been able to transact any business for the past five days. Top Government sources said that the meeting has been called to chalk out the strategy for the smooth functioning of the session. Sources said that many key legislations like seed bill, Judicial Accountability bill are in the pipeline.

The government has undertaken a long-term Action Plan to modernise and upgrade the artillery as projected by the Army. Several major weapon systems are in the process of being procured. Giving this information in the Lok Sabha today, the Defence Minister, Mr. A.K. Antony said arms and equipment in the Indian artillery are available in adequate quantity. Modernization of artillery entailing replacement of equipment based on older technology is an on-going process. He said, this is given priority to ensure that the artillery remains equipped with modern weapon system.

The National Ganga River Basin Authority is to ensure that by the year 2020, no untreated municipal sewage and industrial effluents flow into the Ganga. In a written reply in the Lok Sabha today, Minister for Environment and Forests Jayanti Natrajan said that this work will be done under the mission, Clean Ganga. The government has sanctioned nearly twenty six hundred crore rupees to the Authority for this purpose. The World Bank will also assist. Besides the government has also prepared the Yamuna Action Plan with Japanese assistance. The Plan envisages recycling raw sewage by setting up treatment plans and creation of better sanitation facilities. Mrs. Natrajan said that 276 schemes including 39 sewage treatment plans have been completed in 21 towns of Uttar Pradesh, Haryana and Delhi.

Government has constituted a Group of Ministers, GoM to examine Press Council of India, PCI’s report on paid news. The GoM will give its views to form a comprehensive policy and institutional mechanism to address this phenomenon. This information was given to Rajya Sabha in a written reply by Minister of State for Information and Broadcasting Mr C M Jatua. Mr Jatua stated that the PCI had taken cognizance of the issue and given its recommendations. Some of its recommendations include giving full empowerment to the PCI to adjudicate the complaints of paid news and give final judgment in the matter. It also recommends amending the Press Council Act to make its recommendations binding and bringing electronic media under its purview.

The Government is taking various measures to attract back home eminent Indian professionals working abroad. In a written reply in the Rajya Sabha today, the Minister of State for Science and Technology, Mr Ashwani Kumar said that various departments under his ministry have initiated programmes like Ramanujan Fellowship and Innovation in Science Pursuit for Inspired Research (INSPIRE) to attract Indian scientists, engineers and doctors working abroad. He said that over one hundred Indian origin scientists have been offered Ramanujan Fellowship alone. Under the Ramalingaswamy Re-entry Fellowship programme, 97 Indian scientists working abroad have been selected and 70 of them have already relocated to Indian host institutions.

Law minister Salman Kurshid today said that the government will bring a strong Lokpal bill to end corruption. Talking to reporters outside Parliament, Mr. Khurshid said that the standing Committee looking into the Lokpal has finalized its report. The Delhi High Court today suspended the five year sentence against former Telecom Minister Sukh Ram in a graft case and granted him bail. The court had directed him to furnish two sureties of 10 lakh rupees and asked him not to leave the country without the prior permission of the court. A bench of justice Suresh Kait suspended the sentence keeping in view his old age and the medical report submitted by the Tihar Jail authorities. The CBI had opposed his bail, saying he has been convicted twice earlier. Sukh Ram, who had held the Telecom portfolio in P V Narasimha Rao's cabinet, was convicted for misusing his official position during his tenure as Telecom Minister in awarding a contract worth Rs 30 crore to a private firm after taking 3 lakh rupees as bribe.

Karnataka High Court is likely to pronounce orders on the anticipatory bail petition of former Chief Minister B S Yeddyurappa today. Yeddyurappa is seeking anticipatory bail in one of the five complaints filed against him and his family members relating to alleged irregularities in denotification of land. The High Court has already granted bail to Yeddyurappa in two of the cases. He has also got anticipatory bail in another two of the five complaints. In the fifth complaint, Justice H Billappa of High Court had adjourned the case last week, saying that the main order was yet to be ready and there were certain corrections to be made therein.

Polling for the Byelections in Kolkata Dakshin Parliamentary constituency and seven other assembly constituencies will be held on the 30th of this month. The Assembly constituencies for which polls are being held include Nalagarh and Rainka in Himachal Pradesh and Ratia and Adampur in Haryana. Umerkote in Odisha, Laukaha in Bihar and Mandu in Jharkhand will also have byelection on Wednesday. Counting of votes will be held on 4th of next month.

In Maharashtra, fifteen persons were charred to death and fifty injured in a road mishap that took place due to a head-on collision of two buses on the Aurangabad-Nagpur State Highway in Buldhana district early this morning. Police said, the two private luxury buses carrying passengers to Aurangabad and Nagpur rammed into one another, while coming from opposite directions, at Chincholi between Mehkar and Sultanpur towns and caught fire immediately. Thirteen persons died on the spot and two more succumbed to the burn injuries while being shifted to the nearby hospital. The injured people have been rushed to Mehkar and Sindkhedraja Rural Hospital as well as Buldhana District and Ghati Civil Hospital in Aurangabad. The fire was extinguished within a short span of time.

In Uttar Pradesh, the Chief Election Commissioner Dr SY Quraishi and two Election Commissioners V S Sampath and H S Brahma met representatives of different political parties this morning at Lucknow on the poll preparedness for the forthcoming Assembly elections. Our correspondent has more details:-
Most of the political parties from the state have raised the issue of faulty voter’s lists and unavailability of Electorates Photo Identity Cards to voters. They have also raised objections over working of the state bureaucracy and have underlined politicisation of administrative set up. The Congress has demanded immediate ban on transfers of senior administrative and police officers. Party has demanded that all officers facing charges for their partial conduct during previous elections must not be put on election duties. Samajwadi Party has demanded removal of officers allegedly working as agent of ruling party. Party has handed over a list of such officers to the Commission. BJP has raised the issue of inclusion of bogus names and entries of same persons at many places in the voters list across the state. Different political parties have also demanded to the Commission for reasonable approach for setting up polling booths to facilitate the voters. The Rashtriya Lok Dal also demanded immediate transfers of police sub inspectors and in-charge of police stations already served in a district for more than two years. In Egypt, amidst public protest and political uncertainty, voting is being held today for the first round of parliamentary elections. Nearly 50 million people are eligible to vote. The Pakistan Army while expressing its disgust over NATO attacks has said that it does not accept NATO apology and that this action can lead to serious consequences. Pakistan Army spokesman Major General Athar Abbas said in Islamabad that NATO regret over the attack is not enough. He said that such incidents have happened in past that killed 72 soldiers and injured more than 250 troops in three years.

In Vietnam, floods in central and Central Highlands regions over the past five days killed at least three people. The floods damaged over 9,500 houses and inundated more than 210 hectares of rice fields and nearly 580 hectares of other crops. Local Flood and Storm Control Centre reported today that the flash floods have eroded many inter-province roads, causing heavy traffic jams in many parts of central Quang Ngai and Binh Dinh provinces.

The UN climate change conference begins in Durban South Africa today .Delegations from more than 190 countries are gathering together in Durban, to start the new round of talks in an effort to slash greenhouse gas emissions and reduce risks to humanity. The United Nations Framework Convention on Climate Change (UNFCCC) summit from Nov 28 to Dec 9 is likely to seal the fate of the Kyoto Protocol - the only legal regime that calls for emission cut by developed countries. The deadline to cut emission expires in 2012. Deepening Euro zone crisis is also expected to cloud the talks as developed countries have failed to provide promised climate funding to poor countries to take measures to combat climate change. Our correspondent adds that the bone of contention between developed and developing countries remains on climate financing, transfer of energy efficiency technology, the second commitment period of the Kyoto Protocol and legally binding emission cuts.
A recent United Nations report said there was still a huge gap between current actions to reduce greenhouse gas emissions and those needed to ensure that the global temperature rise stays under a safe line. The report found that global emissions in 2020 needed to be reduced to 44 gigatons of carbon dioxide equivalent - well below current levels - so that warming was "likely" to remain below 2 C. In Bihar, a farmer from Nalanda district, Sumanta Kumar, has reaped a harvest of 224 quintals of paddy in a hectare and set a world record. China was earlier the world record holder of maximum yield with 190 quintals of paddy produce per hectare. The Indian rupee was up by 35 paise at 51.90 rupees per US dollar in the morning trade today on fresh selling of the American currency by banks and exporters. The rupee had weakened by 19 paise to close at Rs 52.26 against the US dollar on Friday amid fresh demand for the American currency from importers and weak equity markets.

The BSE benchmark Sensex traded over the 16,000 points level today, surging more than 350 points in the afternoon on fresh buying in metal, realty, power, capital goods and banking stocks. In a similar fashion, the wide-based National Stock Exchange Nifty index moved up by 110 points, or 2.34 per cent, to 4,820. Asian shares shot up in early trade. Soon after the Speaker Ishwardas Rohani initiated proceedings on no-confidence motion, state legislative affairs minister Narottam Mishra objected to it by raising point of order. He said that ninety percent of allegations in the no-trust motion belonged to earlier BJP government, and there was no justification to discuss them. Citing different rules and traditions, Congress members demanded discussions on the same. In his ruling, Ishwardas Rohani said that cases related to earlier government could not be discussed. Requesting leader of opposition in the House Ajay Singh to raise issue related to present government only, he adjourned the proceedings till lunch hours.

The Ministry of Information and Broadcasting has condoled the sudden demise of Brazilian filmmaker Oscar Maron Filho, who was in Goa to participate in the International Film Festival of India (IFFI). In her condolence message, the Minister of Information and Broadcasting, Ambika Soni said that Filho could have achieved a lot more in life and his loss is irreparable. In her message to the Brazilian Ambassador, Ms Soni also assured that all possible arrangements would be made so that the body of the filmmaker reaches his home country. Filho, the director of biggest production house 'Atlantica Cinematographica' in Brazil, was in Goa with his film 'Mario Filho": The Creator of Crowds' as a part of the IFFI Soccer package. On Sunday, Filho was speaking at the open forum when he suffered a heart attack and died. He was 56.

खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश-एफडीआई की अनुमति के सरकार के फैसले पर विपक्ष द्वारा संसद की कार्यवाही में बाधा डालने के कारण दोनों सदनों की कार्यवाही आज दिनभर के लिए स्थगित रही। विपक्ष इस फैसले को तत्काल वापस लेने की मांग कर रहा था। लोकसभा और राज्यसभा दोनों में भारी शोरगुल के कारण कुछ खास कामकाज नहीं हो सका। यूपीए के घटक दल तृणमूल कांग्रेस सहित विभिन्न विपक्षी दलों के सदस्य दोनों सदनों के बीचोंबीच आ गए। दोनों सदनों की कार्यवाही पहले दोपहर तक और बाद में दिनभर के लिए स्थगित कर दी गई। इस मुद्दे पर शुक्रवार को भी कार्यवाही में बाधा आई थी।
प्रधानमंत्री मनमोहन सिंह ने इस मुद्दे पर गतिरोध समाप्त करने के लिए कल सर्वदलीय बैठक बुलाई है। संसद के बाहर संवाददाताओं से बातचीत में संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा कि बैठक के तौर-तरीके तय किए जा रहे हैं।
कांग्रेस ने विपक्ष पर आरोप लगाया कि वह जानबूझकर कार्यवाही में बाधा उत्पन्न कर रहा है। पार्टी प्रवक्ता राशिद अल्वी ने कहा कि सरकार खुदरा क्षेत्र में एफडीआई सहित सभी मुद्दों पर बहस कराने को तैयार है। उन्होंने कहा कि विपक्ष नीतिगत फैसलों के बारे में अपनी शर्तें थोप नहीं सकता।
सरकार किसी भी मुद्दे पर बहस करने के लिए तैयार है गवरमेंट को जबर्दस्ती डिकटेड नहीं किया जा सकता है। पांच साल का सरकार के पास मेंडेट है यह फैसला सरकार करेगी कि देश कैसे चलेगा।
दूसरी तरफ भारतीय जनता पार्टी ने खुदरा क्षेत्र में एफडीआई की अनुमति के फैसलों को तत्काल वापस लेने की मांग की है। नई दिल्ली में संवाददाताओं से बातचीत में लोकसभा में विपक्ष की नेता सुषमा स्वराज ने कहा कि अगर सरकार फैसले को वापस लेती है तो सर्वदलीय बैठक की आवश्यकता ही नहीं रहेगी।
हम बिल्कुल भी सदन की कार्रवाई को बाधित नहीं करना चाहते हम यह चाहते हैं कि निर्णय आज रात वापस हो जाना चाहिए और सुबह से सदन चल जाना चाहिए और जो सहमति सभी दलों के बीच बनी थी उसी तरह से कल महंगाई पर चर्चा हो जाये और परसों काले धन पर चर्चा हो जाये।
मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने कहा कि सरकार को संसद सत्र के दौरान मल्टी-ब्रांड खुदरा क्षेत्र में एफडीआई की अनुमति का फैसला नहीं लेना चाहिए था।
इस तरह का निर्णय लेना बिना संसद के सामने इस प्रस्ताव को रखे हुए इसके बारे में चर्चा किये हुए यह एक बहुत भारी गलती सरकार ने की। अगर दोनों हाउस नहंी चल रहे हैं तो इसकी जिम्मेदारी हम ठहरते हैं सरकार के ऊपर।
तृणमूल कांग्रेस का कहना है कि वह सरकार के इस फैसले का विरोध करेगी क्योंकि यह आम आदमी के हितों के खिलाफ है। पार्टी नेता सुदीप बंद्योपाध्याय ने कहा कि हालांकि इस मुद्दे पर विपक्ष के साथ उसका कोई तालमेल नहीं है लेकिन पार्टी फैसला वापस लेने के लिए सरकार पर दवाब डालेगी।
प्रधानमंत्री मनमोहन सिंह और कांग्रेस अध्यक्ष सोनिया गांधी ने खुदरा क्षेत्र में एफडीआई के मुद्दे पर गतिरोध पर चर्चा की है।
प्रधानमंत्री ने आज राष्ट्रपति भवन में राष्ट्रपति प्रतिभा देवीसिंह पाटील से मुलाकात की और संसद के घटनाक्रमों पर बातचीत की।
लोकसभा के नेता प्रणब मुखर्जी ने आज शाम प्रधानमंत्री के साथ बैठक की। बैठक में वाणिज्य मंत्री आनंद शर्मा और कांग्रेस अध्यक्ष के राजनीतिक सचिव अहमद पटेल मौजूद थे।

टू०जी० स्पेक्ट्रम आवंटन मामले में कथित भूमिका के लिए छह महीने से अधिक समय से तिहाड़ जेल में बंद डीएमके सांसद कनिमोड़ी और चार अन्य को बड़ी राहत देते हुए दिल्ली उच्च न्यायालय ने आज उन्हें जमानत दे दी। जमानत मंजूर करते हुए न्यायमूर्ति वी के शाली ने कहा कि इन लोगों पर भी वहीं शर्तें लागू रहेंगी जिसे उच्चतम न्यायालय ने पिछले सप्ताह इस मामले में पांच अन्य अभियुक्तों को रिहा करते हुए लगाई थी।
कनिमोड़ी के अलावा जिन लोगों को जमानत मिली है वे हैं -कलाइग्नार टीवी के प्रबंध निदेशक शरद कुमार, फिल्म निर्माता करीम मोरानी, राजीव अग्रवाल और आसिफ बलवा।
हालांकि न्यायालय ने छठे अभियुक्त पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा की जमानत की अर्जी पर अपना फैसला सुरक्षित रखा। न्यायालय ने कहा कि सीबीआई ने उनकी जमानत की अर्जी का विरोध किया था इसलिए इस पर फैसला बाद में सुनाया जाएगा।

केन्द्रीय जांच ब्यूरो ने भारतीय सेवा की अधिकारी और आंध्रदपेदश की पूर्व उद्योग सचिव श्रीलक्ष्मी को ओबूलापुरम खनन मामले में अनियमितताओं के लिए आज गिरतार कर लिया। सी बी आई के वरिष्ठ अधिकारियों ने उनकी गिरतारी की पुष्टि की है। इस गिरतारी के साथ खनन मामले में गिरतार किए जाने वालों की संख्या चार हो गई है।
इस बीच सी बी आई की विशेष अदालत ने जनार्दन रेड्डी और श्रीनिवास रेड्डी की हिरासत की अवधि बढ़ा दी है। वे अगले महीने की तीन तारीख तक न्यायिक हिरासत में रखे गए हैं।

कर्नाटक के पूर्व मुख्यमंत्री बी एस येदियुरप्पा को भूमि की अधिसूचना रद्द करने के पांचवे और अंतिम मामले में भी अग्रिम जमानत मिल गई है। अग्रिम जमानत स्वीकार करते हुए कर्नाटक उच्च न्यायालय के न्यायाधीश एच बिलप्पा ने फैसला दिया कि इस मामले में सभी कागजात लोकायुक्त अदालत के पास पहले ही जमा हैं तथा न्यायिक जांच की और जरूरत नहीं है। ये शिकायतें वकील सिराजिन बाशा द्वारा दायर की गई थीं। उच्च न्यायालय, येदियुरप्पा को दो अन्य मामलों में पहले ही नियमित जमानत दे चुका है। अन्य दो मामलों में येदियुरप्पा को अग्रिम जमानत मिल चुकी है।
इस बीच, खबर है कि सिराजिन बाशा ने येदियुरप्पा को जमानत देने के फैसले के खिलाफ उच्चतम न्यायालय में अपील की है और इसकी सुनवाई अगले महीने की पांच तारीख को होगी।
एक अन्य घटनाक्रम में उच्च न्यायालय ने भूमि अधिसूचना रद्द किए जाने के दो मामलों में श्री येदियुरप्पा के पुत्रों और दामाद को दी गई जमानत रद्द करने की सिराजिन बाशा की अर्जी खारिज कर दी। न्यायमूर्ति बी वी पिन्टो ने लोकायुक्त अदालत के अधिकार क्षेत्र से बाहर जाने से इन्कार करते हुए अर्जी खारिज कर दी।

दिल्ली उच्च न्यायालय ने पूर्व दूरसंचार मंत्री सुखराम को रिश्वत लेने के मामले में सुनाई गई पांच साल की सजा पर रोक लगाते हुए उन्हें जमानत दे दी है। न्यायालय ने आज उन्हें दस-दस लाख रूपये की दो बॉन्ड भरने और अदालत की अनुमति के बगैर देश से बाहर न जाने का निर्देश दिया।
न्यायमूर्ति सुरेश कैत की खंडपीठ ने सुखराम की वृद्धावस्था और तिहाड़ जेल अधिकारियों द्वारा पेश की गई उनकी चिकित्सा रिपोर्ट को ध्यान में रखते हुए सजा पर रोक लगाई है। सीबीआई ने उनकी जमानत का विरोध करते हुए कहा था कि उन्हें पहले भी दो बार सजा सुनाई जा चुकी है।
पूर्व प्रधानमंत्री पी.वी नरसिम्हा राव के मंत्रिमंडल में दूरसंचार मंत्री रहे सुखराम को अपने पद का गलत इस्तेमाल करते हुए एक निजी फर्म को तीन लाख रूपये की रिश्वत के बदले ३० करोड़ रूपये का ठेका दिलाने का दोषी पाया गया था।

निर्वाचन आयोग ने कहा है कि आगामी विधानसभा चुनाव फोटो मतदाता पहचान पत्र के आधार पर होंगे और उम्मीदवारों के खर्च पर कड़ी नजर रखी जाएगी।
आज शाम लखनऊ में मीडिया से बातचीत में मुख्य चुनाव आयुक्त एस वाई कुरैशी तथा चुनाव आयुक्त वी.एस. सम्पत और एच एस ब्रह्मा ने बताया कि मतदाताओं को मतदान केन्द्र और सीरियल नम्बर की पर्ची मतदान कर्मचारियों द्वारा उपलब्ध कराई जाएगी।
इससे पहले वरिष्ठ चुनाव अधिकारियों को संबोधित करते हुए चुनाव आयुक्त ने कहा कि मतदाता सूचियों में फर्जी नाम बर्दाश्त नहीं किए जाएंगे। मुख्य चुनाव आयुक्त उत्तर प्रदेश में विधानसभा चुनाव की तैयारियों का जायजा लेने राज्य के दौरे पर हैं। और ब्यौरा हमारे संवाददाता से।
निर्वाचन आयोग ने कहा है कि आगामी विधानसभा चुनाव के दौरान आदर्श चुनाव संहिता का कड़ाई से पालन कराया जायेगा। उम्मीदवारों को इस बार प्रचार अभियान के दौरान बैनर टांगने की छूट रहेगी लेकिन दीवारों पर लिखने पर प्रतिबंध रहेगा। मुख्य निर्वाचन आयुक्त और निर्वाचन आयुक्तों ने चुनाव से जुड़े अधिकारियों से कहा है कि वे मतदाता पहचान पत्र का शत-प्रतिशत वितरण सुनिश्चित करायें और यह भी सुनिश्चित करें कि पात्र व्यक्ति मतदाता सूची में शामिल होने से वंचित न रह जाये। इसी तरह मतदान केन्द्रों की स्थापना में दूरी का ध्यान रखा जाये। राजनीतिक दलों ने भी पूर्ण आयुक्त से मुलाकात की और ज्ञापन सौंपे। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

प्रवर्तन निदेशालय ने इंडियन प्रीमियर लीग-आईपीएल के दूसरे सत्र में विदेशी मुद्रा विनिमय अधिनियम-फेमा और भारतीय रिजर्व बैंक के प्रावधानों के उल्लंघन के मामले में भारतीय क्रिकेट कंट्रोल बोर्ड .बीसीसीआई को नोटिस जारी किया है। निदेशालय ने आईपीएल-२ के आयोजन में एक जार छह सौ करोड रुपये के विनिमय के संबंध में बोर्ड से स्पष्टीकरण मांगा है। निदेशालय का कहना है कि बीसीसीआई २००९ में दक्षिण अफ्रीका में संपन्न आईपीएल-२ से प्राप्त आय को स्वदेश ला पाने में नाकाम रहा है।
बीसीसीआई के अलावा निदेशालय ने पूर्व आईपीएल आयुक्त ललित मोदी को भी संबंधित विनिमय को स्पष्ट करने के लिए नोटिस जारी किया है। श्री मोदी फिलहाल लंदन में हैं।
निदेशालय ने बोर्ड को रिज+र्व बैंक ऑफ इंडिया से प्राप्त सभी दस्तावेजों की जानकारी भी निदेशालय को देने संबधी नोटिस जारी किया है।

मुंबई शेयर बाजार का सेंसेक्स आज वैश्विक बाजारों में तेजी के बीच ४७२ अंक के उछाल से १६ हजार एक सौ सडसठ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्टी १४१ अंक बढकर चार हजार ८५१ पर जा पहुंचा। एक डॉलर की तुलना में रूपया २९ पैसे मजबूत होकर ५१ रूपये ९६ पैसे प्रति डालर के स्तर पर आ गया। दिल्ली सर्राफा बाजार में सोना दो सौ चालीस रूपये बढकर २९ हजार १८० रूपये प्रति दस ग्राम पर जा पहुंचा। जबकि चांदी सात सौ रूपये उछल कर ५५ हजार ९०० रूपये प्रति किलो हो गईं।

मिस्र में पहले चरण के दो दिवसीय संसदीय चुनाव जारी हैं। काहिरा, इस्कंदरिया और अन्य क्षेत्रों में आज बड़ी संख्या में लोग वोट डाल रहे हैं। इस चरण में ४९८ सीटों के लिए चालीस राजनीतिक दलों के दस हजार उम्मीदवार मैदान में हैं।
