कर्नाटक में उडुपी -चिकमंगलूर लोकसभा सीट के उप चुनाव के लिए आज वोट डाले जा रहे हैं। इस सीट पर बारह लाख चालीस हजार से अधिक मतदाता हैं। चार अगस्त को मुख्यमंत्री बनने के बाद डी वी सदानंद गौड़ा के इस्तीफे से यह सीट खाली हुई थी। इस लोकसभा सीट पर एक हजार ६३३ मतदान केन्द्र बनाये गये हैं, जिनमें से २३१ अत्यधिक संवेदनशील और ७८८ संवेदनशील घोषित किए गए हैं। नक्सल प्रभावित क्षेत्रों में कड़े सुरक्षा इंतजाम किए गए हैं। भारतीय जनता पार्टी के वी सुनील कुमार और कांग्रेस के के जयप्रकाश हेगडे के बीच मुख्य मुकाबला होने की संभावना है। जनता दल सेक्युलर ने एस एल भोजे गौड़ा को उम्मीदवार बनाया है।----
आंध्र प्रदेश में विधानसभा की सात सीटों के उप चुनाव के लिए आज वोट डाले जा रहे हैं। आदिलाबाद, कामारेड्डी, महबूबनगर, नागर कुरनूल, कोल्लापुर, स्टेशन घनपुर और कोवूर सीटों के लिए यह चुनाव हो रहे हैं। मतदान सुबह आठ बजे से शाम पांच बजे तक होगा। हमारी संवाददाता ने बताया है कि कांग्रेस और तेलुगुदेशम , सभी सात-सात, तेलंगाना राष्ट्र समिति पांच, मार्क्सवादी कम्युनिस्ट पार्टी चार, भारतीय जनता पार्टी एक और लोकसत्ता दो सीटों पर चुनाव लड़ रहे हैं।आंध्र प्रदेश के पांच जिलों में सात विधानसभा क्षेत्र में हो रहे उप चुनाव के लिए अब से कुछ देर पहले मतदान शांतिपूर्वक शुरू हो चुका है। चुनाव अधिकारियों ने निष्पक्ष उपचुनाव के लिए कोई कसर नहीं छोड़ी है। एक हजार छह सौ साठ मतदान केन्द्रों पर तेरह लाख ८२ हजार से ज्यादा मतदाता ६७ उम्मीदवारों के राजनीतिक भविष्य का फैसला करेंगे। अर्ध सुरक्षाबल सहित नौ हजार दो सौ से ज्यादा सुरक्षाबल तैनात किए गए हैं। पूरी मतदान प्रक्रिया पर वेबकास्टिंग और वीडियोग्राफी से नज+र रखी जा रही है। ये चुनाव सभी बड़ी राजनैतिक पार्टियों के लिए अहम है। मतगणना बृहस्पतिवार को होगी। आकाशवाणी समाचार के लिए, हैदराबाद से लक्ष्मी की रिपोर्ट के साथ मै दिल्ली से वर्तिका।

गुजरात में मनसा विधानसभा सीट के उप चुनाव के लिए आज मतदान हो रहा है। उप चुनाव में एक लाख ६५ हजार मतदाता अपने मताधिकार का इस्तेमाल कर सकेंगे। उप चुनाव के लिए कड़े सुरक्षा इंतजाम किए गए हैं। प्रत्येक मतदान केंद्र पर वीडियोग्राफी की जाएगी। वोटों की गिनती २१ मार्च को होगी। हमारे संवाददाता ने खबर दी है कि मनसा उप चुनाव भाजपा और कांग्रेस दोनों के लिए प्रतिष्ठा का मामला बन गया है।गुजरात विधानसभा के पूर्व अध्यक्ष और भाजपा विधायक प्रोफेसर मंगलदास पटेल के निधन से खाली पड़ी मनसा विधानसभा सीट पर आज उप चुनाव हो रहे हैं। इस उपचुनाव हो रहे है। इस उपचुनाव के नतीजे का राज्य विधानसभा के वर्तमान समीकरण पर कोई प्रभाव पड़ने वाला नहीं है। फिर भी दिसम्बर २०१२ में होने वाले विधानसभा के आम चुनाव से पहले इस उपचुनाव का नतीजा काफी महत्वपूर्ण माना जा रहा है। भाजपा के श्री डी डी पटेल की सीधी टक्कर कांग्रेस के श्री बाबू जी ठाकोर से है। पिछले चुनाव में कांग्रेस ने यह सीट कम अंतर से गवाई थी और इस बार वह उलट फेर करने के लिए आशावादी है। योगेश पंडिया, आकाशवाणी समाचार, अहमदाबाद।

ओडिशा में अथागढ़ विधानसभा सीट के उप चुनाव के लिए मतदान शुरु हो गया है। यह उप चुनाव मुख्यमंत्री और बीजू जनता दल प्रमुख नवीन पटनायक के लिए प्रतिष्ठा का मुद्दा बन गया है और वह पार्टी उम्मीदवार रनेन्द्र प्रताप स्वैन के प्रचार पर स्वयं नजर रखे हुए हैं। कांग्रेस ने इस सीट पर सुरेश महापात्र को उम्मीदवार बनाया है। एक लाख ८४ हजार से अधिक मतदाताओं के लिए १९८ मतदान केन्द्र बनाए गए है। इनमें से सौ संवदेनशील और दस अत्यंत संवेदनशील हैं। मतगणना बुधवार को करायी जाएगी।----
उत्तर प्रदेश से राज्यसभा के द्विवार्षिक चुनाव के लिए सभी १० उम्मीदवारों के निर्विरोध चुने जाने की उम्मीद है। हमारे संवाददाता ने खबर दी है कि सत्तारूढ़ समाजवादी पार्टी ने जया बच्चन समेत ६ उम्मीदवारों को उतारा है। अन्य उम्मीदवार हैं - निवर्तमान राज्यसभा सदस्य नरेश अग्रवाल, दर्शन सिंह यादव, बृजभूषण तिवारी, किरणमय नंदा और मुनव्वर सलीम। राज्य की पूर्व मुख्यमंत्री और उत्तर प्रदेश विधान परिषद की सदस्य मायावती, भारतीय जनता पार्टी उपाध्यक्ष विनय कटियार और पूर्व मंत्री कांग्रेस के रशीद मसूद ने भी पर्चे भरे हैं। कल नामांकन पत्र भरने की अंतिम तिथि है और मंगलवार को पर्चों की जांच की जाएगी। इन सीटों के लिए और नामांकन पत्र भरे जाने की उम्मीद नहीं है।----
बिहार सरकार ने भ्रष्टाचार के आरोप में २५ पुलिसकर्मियों को बर्खास्त कर दिया है। इनमें सोलह उप निरीक्षक और सात सहायक उप निरीक्षक शामिल हैं। भ्रष्टाचार के आरोप सही पाये जाने के बाद पुलिसकर्मियों को बर्खास्त किया गया है। पुलिस महानिदेशक अभय आनंद ने आकाशवाणी को बताया कि सभी बर्खास्त पुलिसकर्मियों को राज्य सतर्कता ब्यूरो ने रिश्वत लेते रंगे हाथों पकड़ा था। हमारे पटना संवाददाता ने खबर दी है कि भ्रष्टाचार के आरोपों में राज्य में पहली बार एक साथ इतने पुलिसकर्मी बर्खास्त किए गए हैं। पुलिसकर्मियों पर विभागीय कार्यवाही की समीक्षा के बाद राज्य पुलिस मुख्यालय ने सेवा से बर्खास्तगी के आदेश जारी किए।----
केंद्र ने पश्चिम बंगाल सरकार को राज्य के २२ पिछड़+े जिलों के विकास के लिए १२वीं पंचवर्षीय योजना के अंतर्गत ८ हजार ७ सौ ५० करोड़ रुपये आवंटित किए हैं। योजना आयोग की सदस्य सचिव सुधा पिल्लै ने कोलकाता में कल यह जानकारी दी। उन्होने बताया कि पिछड़े क्षेत्र अनुदान कोष के तहत आवंटित राशि से २ हजार २५० करोड़ रुपये से अधिक की रकम जारी कर दी गई है। उन्होंने राज्य के पिछड़े क्षेत्र में विकास कार्यों की प्रगति की समीक्षा के लिए सरकार के अधिकारियों के साथ हुई बैठक में ग्रामीण आवास, स्वच्छता, सिंचाई और बिजली से संबंधित व्यापक योजना तैयार करने की आवश्यकता पर बल दिया।----
पश्चिम बंगाल की सी आई डी ने नंदीग्राम हिंसा के संबंध में मार्क्सवादी कम्युनिस्ट पार्टी के फरार पूर्व सांसद लक्ष्मण सेठ को मुंबई से गिरतार किया है। २००७ में नंदीग्राम हिंसा में छह लोग मारे गए थे। लक्ष्मण सेठ को पूर्व सांसद अमिया सेठ और मार्क्सवादी कम्युनिस्ट पार्टी जिला समिति सदस्य अशोक गुरिया के साथ कल गिरतार किया गया।पश्चिम बंगाल में पूर्वी मेदिनीपुर जिले में हल्दिया की अदालत ने लक्ष्मण सेठ की गिरतारी के लिए २७ फरवरी को गैर जमानती वारंट जारी किए थे। सेठ का नाम सी आई डी के आरोप पत्र में शामिल है। २००७ में नंदीग्राम आन्दोलन के दौरान छह लोगों की हत्या और सात लोगों के लापता होने के मामले में ८५ लोगों पर आरोप पत्र दाखिल किया गया था।

सरकार ने कहा है कि वह काले धन को बाहर निकालने के लिए आय कर अधिनियम में प्रस्तावित बदलावों के जरिए ऐच्छिक रूप से आय घोषित करने की कोई योजना नहीं ला रही। वित्त सचिव आर. एस. गुजराल ने कल नई दिल्ली में कहा कि ऐच्छिक रूप से आय घोषित करने वालों को किसी तरह का लालच देने का सरकार का कोई इरादा नहीं है।वित्त मंत्री प्रणब मुखर्जी ने बजट भाषण में बिना हिसाब-किताब का धन और उसके इस्तेमाल रोकने के लिए कई उपायों का प्रस्ताव किया था जिनमें बिना हिसाब-किताब के धन, ऋण, निवेश और खर्च पर सबसे अधिक ३० प्रतिशत कर लगाना शामिल है।

रेलमंत्री दिनेश त्रिवेदी ने कहा है कि वे तब तक त्याग-पत्र नहीं देंगे, जब तक तृणमूल कांग्रेस प्रमुख ममता बैनर्जी उन्हें लिखकर नहीं कहतीं। श्री त्रिवेदी ने कहा कि उन्होंने रेल बजट संसद में रखा है और इसे पास करवाना उनकी संवैधानिक जिम्मेदारी है। उन्होंने बताया कि कल बजट पर बहस होगी और वे रेल बजट पर बहस का जवाब देंगे। श्री त्रिवेदी ने तृणमूल कांग्रेस के मुख्य सचेतक कल्याण बैनर्जी के साथ फोन पर बातचीत के बाद संवाददाताओं से यह बात कही। श्री त्रिवेदी ने कहा कि वे पद रहते हुए रेलवे के सभी दायित्व निभाएंगे।मै एक जिम्मेदार पद पर हूं। पद पर रहते हुए मैं रेलवे के लिए जरूरी सभी दायित्व पूरी क्षमता से निभाऊंगा। इससे ज्यादा जब भी कुछ होगा, आप सभी को पता चल जाएगा।
पार्टी के एक अन्य नेता सुदीप बंधोपाध्याय ने कहा है कि श्री त्रिवेदी को लिखित रूप में कुछ नहीं दिया जाएगा।

सरकार इंडियन प्रीमियर लीग जैसे गैर-मान्यता प्राप्त खेलों को अगले वित्त वर्ष से सेवाकर के दायरे में लाने का प्रस्ताव कर रही है। इसके अलावा, टीवी पर दिखाए जा रहे रिएलिटी शो के जजों पर भी सेवाकर लगाया जाएगा। केन्द्रीय सेवाकर बोर्ड के अध्यक्ष एस. के. गोयल ने नई दिल्ली में बताया कि आईपीएल जैसे खेलों के प्रारूप में भाग लेने वालों पर अब १२ प्रतिशत सेवाकर लगेगा। यही व्यवस्था टीवी रिएलिटी शो पर भी लागू होगी।सेवाकर के दायरे में अब फिल्मी हस्तियां भी आ जाएंगी, लेकिन मान्यता-प्राप्त खेल इकाइयों में काम कर रहे खिलाड़ी, रेफरी, अम्पायर और कोच सेवाकर के प्रावधानों से छूट के हकदार होंगे।

In Karnataka, by-election to Udupi Chickmagalur Lok Sabha seat is in progress. Over 1.24 million voters are expected to exercise their franchise in the poll. The by-poll was necessitated as D.V. Sadananda Gowda quit the seat after he became the Chief Minister on 4th August last year. Out of 1,633 polling stations, 231 have been categorised as hyper sensitive and 788 are Sensitive. Security has been tightened in naxal affected areas of the constituency. The main contest is likely to be between the BJP's V. Sunil Kumar and K. Jayaprakash Hegde of the Congress.

In Andhra Pradesh, voting has begun for by-elections to 7 Assembly constituencies. These constituencies are Adilabad, Kamareddy, Mahaboobnagar, Nagurkurnool, Kollapur, Station Ghanpur and Kovur. Polling, which began at 8 AM, will continue till5 PM. More from our correspondent:
"The polling has begun on a peaceful note a short while ago at all the seven assembly constituencies. The election authorities have left no stone unturned to ensure free and fare by-poll. Over 13 lakh 82 thousand voters will exercise their franchise at 1660 polling stations including that of 455 sensitive places. Over nine thousand two hundred security personnel including of paramilitary forces have been pressed into service while 177 mobile parties are keeping a vigil to ensure no untoward incident takes place. The Bihar government has dismissed 25 policemen on corruption charges. They include 16 sub-inspectors and 7 Assistant Sub-Inspectors. The dismissal came after charges of corruption against them were found to be true. Director General of Police Abhayanand told AIR that all the dismissed policemen were facing graft charges and were caught red-handed by the State Vigilance Bureau, while accepting bribes. Our Patna correspondent reports that this is for the first time that so many policemen were dismissed in one go in the state on corruption charges.

Absconding former CPI-M MP Laxman Seth was arrested by West Bengal CID from a Mumbai suburb in connection with Nandigram violence in which six persons were killed in 2007. Seth was arrested yesterday along with former MLA Amiya Seth and CPI-M district committee member Ashok Guria.
A court in Haldia in East Midnapore district of West Bengal had on February 27 issued a non bailable warrant against Laxman Seth whose name figured in the charge sheet filed by the CID against 85 people for their alleged involvement in the Nandigram movement in 2007.

The Centre has allocated 8,750 crore rupees for the development of 22 backward districts of West Bengal in the 12th Five Year plan. This was disclosed by Member Secretary of the Planning Commission Sudha Pillai in Kolkata yesterday. She said out of allocated money under Backward Region Grant Fund, over 2,250 crore rupees has already been released. Ms. Pillai had a meeting with the State Administration to review the progress of the developmental work in the backward region of the state and stressed the need for preparing of a comprehensive plan to implement rural housing, sanitation, irrigation, and electricity schemes.

Railway Minister Dinesh Trivedi said, he will not resign unless given in writing by Mamata Banerjee. He said, he has a Constitutional duty to pilot the Railway Budget he had presented in Parliament. Mr Trivedi said there will be a discussion on the railway budget today.
"I have a responsible position. As long as I am in the chair I will carry on my duty to the best of my abilities and to whatever is required for the railways. The moment there is something more than that you all will know."
He was talking to reporters yesterday after the party's chief whip Kalyan Banerjee had a telephonic talk with him. Mr. Banerjee told our Kolkata Correspondent that as a Parliamentary colleague, he advised Trivedi to resign to ensure an honourable exit.
The party leader Sudip Bandyopadhay said, nothing will be given in writing to Mr. Trivedi. Trinamool Congress Chief and West Bengal Chief Minister Mamta Banejee has re-iterated that she has written to the Prime Minister Dr. Manmohan Singh for replacement of Dinesh Trivedi as Rail Minister.

The government proposes to bring in sports persons participating in non-recognised sports events like Indian Premier League (IPL) under the service tax ambit from next fiscal.
Central Board of Service Tax Chairman S K Goel told reporters in New Delhi that participants in non-recognised formats of sports like IPL will now pay a service tax of 12 per cent. Also, participants in TV reality shows will come under the service tax net. However, services provided to a recognised sports body by an individual as a player, referee, umpire, coach have been exempted from the tax net.
Besides, as per the Budget proposal, television personalities, musicians, entertainers and sportspersons, including IPL players, will have to shell out 20 per cent of their income generated in India as tax.

The government says it has not come out with any kind of Voluntary Disclosure of Income Scheme, VDIS by proposing changes in the Income Tax Act to tap black money. Finance Secretary R S Gujral said in New Delhi yesterday that the government has no intention to give any sop in form of voluntary disclosure. In fact, authorities are tightening provisions and not relaxing them.
Finance Minister Pranab Mukherjee, in his Budget speech, had proposed a series of measures to deter generation and use of unaccounted money, which included taxation of unexplained money, credits, investments and expenditures, at the highest rate of 30 per cent.

The Pakistani Judicial Commission yesterday completed the process of recording statements of four key witnesses in the 26/11 Mumbai terror attacks at the Esplanade court in south Mumbai. Our correspondent reports that the proceedings were held in-camera before the Chief Metropolitan Magistrate S S Shinde in the presence of Special Public Prosecutor Ujjwal Nikam who led the prosecution in the trial.
"The judicial commission from Pakistan yesterday recorded the statements of investigating officer and doctors. Senior inspector Ramesh Mahale who investigated the case and two doctors - Dr. Shailesh Mohit of Nair Hospitaland Dr. Ganesh Nitukar medical officer of the forensic science department at JJ Hospital recorded their statements before the commission. Both the doctors had performed post mortem on all the nine terrorists who were killed by the security forces during the attack. Special public posecutr Ujwal Nikam said that statements recorded by judicial commission will be used by Pakistani prosecuting agency to nail down the perpetrator of 26 November attack. वित्त मंत्री ने विश्वास व्यक्त किया कि सकल खर्च और राजस्व के बीच अंतर यानी वित्तीय घाटे को कम करके वर्ष २०१२-१३ में इसेसकल घरेलू उत्पाद के पांच दशमलव एक प्रतिशत तक लाया जायेगा। मौजूदा वित्त वर्ष में यह पांच दशमलव नौ प्रतिशत है। श्री मुखर्जी ने कहा कि वित्त वर्ष २०१२-१३ में भारतीय अर्थव्यवस्था में सात दशमलव छह प्रतिशत की दर से विकास होगा। यह दर चौथाई प्रतिशत कम या अधिक हो सकती है।

सरकार ने अचल संपत्ति के हस्तांतरण के मामले में स्रोत पर एक प्रतिशत कर कटौती का प्रस्ताव किया है। यह व्यवस्था उन मामलों में लागू होगी जिनमें शहरी क्षेत्रों में ऐसी संपत्ति का विक्रय मूल्य ५० लाख रूपये से अधिक और अन्य क्षेत्रों में बीस लाख रूपये से अधिक होगा। वर्ष २०१२-१३ के बजट में प्रस्तावित यह व्यवस्था बेहिसाबी धन के अस्तित्व में आने और उसके इस्तेमाल पर रोक लगाने के उद्देश्य से की जा रही है। इससे संबंधित प्रावधान में कृषि भूमि को छोड़कर अन्य अचल संपत्तियों को शामिल किया गया है। स्रोत पर कर कटौती इस साल पहली अक्तूबर से लागू होगी। इसमें प्रावधान है कि जब तक खरीददार स्रोत पर कर की कटौती और भुगतान का सबूत पेश नहीं करेगा, संपत्ति का हस्तांतरण पंजीकृत नहीं किया जा सकेगा।नये प्रस्ताव का उद्देश्य जमीन और मकान से संबंधित लेन-देन के बारे में सूचना तंत्र कायम करना और शुरूआती स्तर पर ही कर उगाहना है।

कर्नाटक में लोकसभा की एक और आंध्रप्रदेश, गुजरात, ओडिशा और तमिलनाडु में विधानसभा की दस सीटों के उपचुनाव के लिए शांतिपूर्ण मतदान चल रहा है। कर्नाटक में उडुपी चिकमंगलूर लोकसभा सीट के लिए एक बजे ३२ प्रतिशत मतदान की खबर है।आन्ध्रप्रदेश में सात विधानसभा निर्वाचन क्षेत्रों आदिलाबाद, कामारेड्डी, महबूबनगर, नागर कुरनूल, कोल्हापुर, स्टेशन घानपुर और कोवूर में में दोपहर तक चालीस प्रतिशत मतदान हुआ है।

निर्वाचन आयोग ने देश में राजनीतिक दलों के लिए लेखा परीक्षा और लेखा संबंधी नये मानदंडों को मंजूरी दे दी है। इससे पारदर्र्शिता आयेगी और चुनाव प्रक्रिया में काले धन पर रोक लगाने में भी मदद मिलेगी। इंस्टीच्यूट ऑफ चार्टर्ड अकाउंटेंट्स ऑफ इंडिया - आईसीएआई द्वारा तैयार इन मानदंडों से राजनीतिक दलों और आयकर विभाग तथा भारतीय रिजर्व बैंक जैसी वित्तीय प्रबंधन एजेंसियों को शीघ्र ही अवगत करा दिया जायेगा। हमारे संवाददाता ने बताया है कि आईसीएआई ने पिछले महीने की निर्वाचन आयोग को इस बारे में नोट प्रस्तुत किया था। इस नोट में निर्धारित मानकों से राजनीतिक दलों के वित्तीय ब्यौरे की पड़ताल करना आसान होगा। इससे राजनीतिक दलों के लिए अपनी वित्त व्यवस्था को कारपोरेट की तरह रखना जरूरी हो जायेगा और उन्हें अपने खातों की लेखा परीक्षा करानी होगी तथा लेखा परीक्षा के बाद का वित्तीय ब्यौरा प्रति वर्ष प्रकाशित करना होगा।हर राजनीतिक दल को, ३१ मार्च को वित्त वर्ष की समाप्ति को ध्यान मे रखते हुए पार्टी के तालुका, जिला और राज्य स्तरीय खातो के ब्यौरे के आधार पर वित्तीय विवरण उपलब्ध कराना होगा। प्रत्येक राजनीतिक दल को, चार्टर्ड अकांउटेंट अथवा आईसीएआई से मान्यता प्राप्त प्रतिष्ठान से तैयार करवाया गया अपना वित्तीय विवरण छह महीने के भीतर प्रकाशित करवाना होगा।

ओड़िशा में माओवादियों ने कंधमाल और गंजाम जिले के सीमावर्ती इलाके से इटली के दो पर्यटकों का अपहरण कर लिया है। बताया जाता है कि दोनों पर्यटकों को जनजातीय इलाकों में आपात्तिजनक तस्वीरे लेने के कारण अगवा किया गया है। ओड़िशा सरकार ने ऐसी तस्वीरें लेने पर प्रतिबंध लगा रखा है। अगवा किए गए लोगों में से एक - बॉस्कुस्को पोलो एक दशक से भी अधिक समय से भारत में रह रहा था और वह ओड़िशा में साहसिक पर्र्यटन का कारोबार करता है। दूसरा अगवा व्यक्ति क्लैंडियो कोलांजिलो एक पर्यटक है।माओवादियो ंने ओड़िशा सरकार को ओडियो संदेश भेजकर, पर्यटकों की रिहाई के लिए १३ मांगे रखी हैं। अपहरणकर्ताओं ने सरकार को ये मांगे मानने के लिए कल तक का समय दिया है। इन मांगों में, राजनीतिक कैदियों की रिहाई और ऑपरेशन ग्रीन हंट पर रोक लगाना शामिल हैं, माओवादीं जिनकी मांग पहले भी करते रहे हैं।

एक संसदीय समिति ने व्यावसायिक उपाधियों और प्रमाण पत्रों को प्रस्तावित राष्ट्रीय शैक्षणिक कोश में शामिल करने की सिफारिश की है। इससे सभी विषयों के छात्रों को अपने प्रमाण पत्र इलैक्ट्रॉनिक स्वरूप में रखने और इसका फायदा उठाने में मदद मिलेगी। समिति का मानना है कि व्यावसायिक और तकनीकी सभी तरह की उपाधियों और प्रमाण पत्रों को राष्ट्रीय शैक्षणिक कोश विधेयक २०११ में शामिल किया जाना चाहिए। इस विधेयक में शैक्षणिक उपाधियों के इलैक्ट्रॉनिक स्वरूप में संग्रह के लिए एक कोष स्थापित करने की व्यवस्था है। इस विधेयक का मुख्य उद्देश्य शैक्षिक दस्तावेजों की प्रमाणिकता और गोपनीयता सुनिश्चित करना और इनके सही होने की जांच करना है। विधेयक में कहा गया है कि मान्यता प्राप्त स्कूलों के जरिये बारहवीं की परीक्षायें संचालित करने वाले विदेशी परीक्षा बोर्डों को भी राष्ट्रीय शैक्षणिक कोष में प्रमाण पत्र रखने का विकल्प दिया जाना चाहिए।---

आज पोलियो रविवार है। कई राज्यों में पांच वर्ष तक के बच्चों को पोलियो की खुराक पिलाई जा रही है। उत्तरप्रदेश में भी ५४ जिलों में आज से पांच दिन दिन का पोलियो टीकाकरण अभियान शुरू हो गया है। इनमें आगरा, अलीगढ़, मेरठ, सहारनपुर, मुरादाबाद और बरेली मंडलों के अलावा लखनऊ, कानपुर, फैजाबाद, आजमगढ़, देवीपाटन, वाराणसी और गोरखपुर मंडलों के भी कुछ जिले शामिल हैं।अभियान के दौरान शून्य से पांच साल के दो करोड़ ९३ लाख से ज्यादा बच्चों को पोलियो की दवा पिलाए जाने का लक्ष्य है। सभी बच्चों को पी-१ और पी-३ पोलियो वायरस निरोधी बाए वेलेंट दवा पिलाई जा रही है। आज पहले दिन ५४ जिलों में दवा पिलाने के लिए ८१ हजार बूथ बनाए गए हैं। नेपाल से लगने वाले सीमावर्ती इलाकों में विशेष सतर्कता बरती जा रही है और पड़ोसी देश से आने वाले बच्चों को पोलियो की खुराक पिलाने के लिए बूथ लगाए गए हैं। राज्य में पिछले दो सालों से पोलियो संक्रमण का एक भी मामला सामने नहीं आया है और यह स्थिति लगातार तीन वर्षों तक बनी रही तो राज्य को पोलियो मुक्त घोषित किया जाएगा। राज्य के सभी ७५ जिलों में अगले महीने १५ तारीख को पोलियो टीकाकरण का अभियान चला जाएगा। सुनील शुक्ल आकाशवाणी समाचार लखनउ।

Finance Minister Pranab Mukherjee today sought co-operation from industry to accelerate the pace of economic growth. In his post budget Interaction with industry leaders in New Delhi today Mr. Mukherjee urged other stakeholders to play their part to meet this objective. Responding to a volley of questions on economic growth, the Finance Minister said, in the past years, Euro Zone crises has impactedIndia's growth as well .
"Whether it is high volatility of International Commodity Prices, whether long term uncertainty in some major economies, Whether continued fragility of growth in the developed economy for a very long period of time and when inability of the institutions in some cases it is found to be obvious, then these issues cannot be kept under carpet. These will have to be addressed at this collectively by the government political establishments, Industry and all cross sections of the society who have stake in it."
He dismissed reports that hike in excise and service taxes will further escalate inflationary pressure. The Finance Minister clarified that tax-related cases, which are more than six- year-old will not be opened. Mr. Mukherjee said that implementation of Good and Services Tax, GST and Direct Tax Code, DTC, would require two-third majority in both the Houses of Parliament and therefore, the government is trying to evolve a consensus among the different political parties.
"Every Financial proposal, good , bad or indifferent will have to be approved by the Parliament. And therefore, Finance Minister will have to keep in mind the conditions prevailing on the ground and formulation of the policies which will definitely receive claps with the immediate announcement but which ultimately could not be implemented through the necessary constitutional requirement approval. That clapping and enjoyment would be very shortly."
Finance Minister said he was extra careful while formulating his Budget proposals in view of the political situation on the ground. Mr. Mukherjee said the government is focusing on improving domestic demand to promote medium term growth. Finance Minister expressed confidence to bring down the fiscal deficit, the gap between overall expenditure and revenue, to 5.1 per cent of GDP in 2012-13, from 5.9 per cent in the current fiscal. Mr. Mukherjee said the Indian economy will grow at 7.6 per cent, plus- minus 0.25 per cent in the 2012-13 fiscal.

By-poll in one Lok Sabha and ten Assembly seats across the States is in progress. The polling is peaceful so far as elaborate security arrangements are in place.
In Karnataka 32 percent voters had exercised their franchise till 1 pm. Over 1.24 million voters are eligible to exercise their franchise to elect their representative to the Lok Sabha from Udupi-Chickmagalur seat.
In Andhra Pradesh, 40 percent votes were polled in seven Assembly constituencies till one o clock.The constituencies are Adilabad, Kamareddy, Mahaboobnagar, Nagurkurnool, Kollapur, Station Ghanpur and Kovur. More from AIR correspondent
"The polling is peacefully underway for seven assembly constituencies in the state. Braving the heat, voters especially women who outnumbered their male counterparts have lined up before the polling stations since morning. Though there were reports of technical snags in electronic voting machines at some places, the election authorities have immediately rectified them. The entire polling process is being monitored through web casting and videography from the respective district head quarters and also fromHyderabad to ensure fare and free poll. The state Chief Electoral Officer Bhanwarlal said in Hyderabad that the voters who are in queue by 5 PM will be given an opportunity to utilize their franchise even after that. No untoward incident was reported so far from any of these places. Meanwhile, the Election Commission has held two Congress MPs and the party candidate from Andhra Pradesh's Ghanpur Assembly seat guilty of violating the model code of conduct. They have been charged of addressing election meetings inside a church during by polls in the state. The Commission in its order reprimanded the two Congress MPs Balaram Naik and Rajaiah Siricilla and the party's nominee from Ghanpur seat Rajarapu Prathap for violation of the model code and has issued a mild warning to them. The EC has also directed Prathap to comply with the directions of the Returning Officer to account for the expenses made in arranging the political rally in the church during filing of nomination.
In Gujarat, peaceful poll is in progress for Mansa Assembly poll. 1.65 lakh voters are expected to exercise their franchise in the bypoll. In Tamil Nadu, 51 per cent votes were polled till 1.30 pm .The bypoll was necessitated because of the demise of AIADMK minister Karuppasamy on October 22 last year.
In Odisha,over 50 percent voters exercised their franchise till 1 O' clock in Athagarh assembly constituency began this morning. The bypoll is considered a prestige for Chief Minister and Biju Janata Dal President Naveen Patnaik as he personally monitored the campaign . Over 1 lakh 84 thousand voters are eligible to exercise their franchise.
Meanwhile, political parties are busy in finalizing candidates for Rajya Sabha biennial polls to be held on 30th of this month. Fifty-eight members from 15 States will be elected for the upper house in this election. Tomorrow is the last day for filing of nominations for the poll.

The Election Commission has given its nod to new auditing and accounting norms for political parties in the country. This will bring in transparency and help curb black money in the poll process. The norms and guidelines, prepared by the Institute of Chartered Accountants of India (ICAI), will soon be notified to the political parties by the EC and financial enforcement agencies like the Income Tax department and the RBI. AIR correspondent reports, ICAI has submitted the final guidance note on accounting and auditing of political parties to the Election Commission last month.

In Punjab, newly elected Congress MLAs have unanimously authorized party chief Sonia Gandhi to decide the name of Congress Legislature Party leader in the Assembly. The government has proposed one per cent tax deduction at source, TDS on transfer of immovable property if the sale value exceeds 50 lakh rupees in urban centres and 20 lakh rupees in other areas. The measure proposed in the Budget 2012-13 is being taken to deter the generation and use of unaccounted money.
Immovable properties, other than agricultural land will be covered under the new provision. The application of TDS will be effective from October 1 this year. It has been provided that transfer of property will not be registered unless the buyer furnishes proof of deduction and payment of TDS.

In Kerala, the state budget for the fiscal 2012-13 will be presented by Finance Minister K M Mani in the assembly tomorrow. Meanwhile, as per the economic review released yesterday the revenue deficit of the state for the current financial year has gone up compared to the previous year. The Centre has allocated 8,750 crore rupees for the development of 11 backward districts of West Bengal in the 12th Five Year plan. This was disclosed by Member Secretary of the Planning Commission Sudha Pillai in Kolkata yesterday. In Odisha, Maoists have kidnapped two Italian tourists near bordering area of Kandhamal and Ganjam district. The two tourists were reportedly kidnapped for taking objectionable pictures of tribals in interior areas, which is banned by the Odisha Government. One of the two abducted men, Boscusco Polo, has been inIndia for over a decade and runs an adventure tourism business in Odisha. The other, Clandio Colangilo, is a tourist.
Maoists have put up a 13-point charter of demands before the Odisha Government through an audio message to different media for the release of two foreign tourists. They have given the government a deadline till tomorrow evening to meet all their demands. Some of the long-standing demands of the Maoists are release of political prisoners and halting of Operation Green Hunt.
The Maoists have also reportedly issued a deadline to the Odisha and Central governments to stop all combing operations in the state by today evening and initiate a process of dialogue with them.

Milk production in the country is expected to increase by over 4 per cent to 127.29 million tonnes in the current fiscal. Government sources said that Milk output in 2010-11 was 121.84 million tonnes. India is the largest producer and consumer of milk in the world.
Meanwhile, with an aim to boost milk production, Finance Minister Pranab Mukherjee announced launching of a 2,242 crore rupees project with World Bank assistance to improve productivity in the dairy sector. It is estimated that the country would require 180 million tonnes of milk by 2020.

ओड़ीशा के मुख्यमंत्री नवीन पटनायक ने माओवादियों से अपील की है कि वे अगुवा किये गये इटली के दो पर्यटकों को मानवता के आधार पर तुरंत छोड़ दें। उन्होंने कहा कि सरकार अपहरणकर्ताओं के साथ कानून के अंतर्गत हर तरह की बातचीत करने के लिए तैयार है। विदेश मंत्री एस. एम. कृष्णा ने इस बारे में श्री नवीन पटनायक से बातचीत की है। श्री पटनायक ने उन्हें दोनों पर्यटकों की रिहाई के लिए किये जा रहे राज्य सरकार के प्रयासों के बारे में बताया। श्री कृष्णा इस सिलसिले में इटली के भी संपर्क में हैं और उन्हें ताजा घटनाक्रम की जानकारी दे रहे हैं। इन दोनों पर्यटकों का कल रात ओड़ीशा में कंधमाल के सीमावर्ती जनजातीय बहुल गंजम जि+ले से अपहरण कर लिया गया था। अपहरणकर्ता, सुरक्षा बलों द्वारा उनके खिलाफ चलाए जा रहे अभियान को तुरंत रोकने की मांग कर रहे हैं।माओवादियों ने ओड़ीशा सरकार के सामने १३ मांगे रखीं हैं। उन्होंने सरकार को ये मांगे पूरी करने के लिए कल तक का समय दिया है।

वित्तमंत्री प्रणब मुखर्जी ने कहा है कि सरकार, कच्चे तेल की बढ़ती कीमतों के लोक वित्त और सब्सिडी बिल पर पड़ने वाले विपरीत असर की समस्या से निपटने के लिए सभी संबद्ध पक्षों से सलाह मशविरा कर फैसला लेगी। श्री मुखर्जी ने आज नई दिल्ली में उद्योगपतियों के साथ बजट पश्चात बातचीत में उनसे आर्थिक विकास की गति तेज करने के लिए सहयोग देने को कहा। उन्होंने कहा कि भारत पर भी यूरो ज+ोन के संकट का असर पड़ा है। अंतर्राष्ट्रीय स्तर पर वस्तुओं की कीमतों में भारी उछाल, अनिश्चितता की स्थिति और विकासशील देशों में कमजोर आर्थिक विकास का भारतीय अर्थव्यवस्था पर पड़ने वाले विपरीत असर की चुनौती से निपटने के लिए सरकार, राजनीतिक संगठनों और उद्योग जगत को मिलजुलकर प्रयास करने होंगे।वस्तुओं के अंतर्राष्ट्रीय मूल्यों में लगातार बढ़ोतरी, कई प्रमुख अर्थव्यवस्थाओं में लंबे समय तक मंदी तथा काफी लंबे समय से विकसित अर्थव्यवस्थाओं की वृद्धि में अस्थिरता जैसे मामलों से सरकार राजनीतिक दलों, उद्योगों तथा सभी लोगों को एकसाथ मिलकर निपटने की जरूरत है।

विदेशों में जमा भारतीयों के काले धन की समस्या से निपटने के लिए विदेशों में आठ नये आयकर कार्यालय खोलने के वास्ते वित्तमंत्री प्रणब मुखर्जी ने अगले वित्त वर्ष के बजट में आवंटन बढ़ाकर लगभग नौ गुणा करने का प्रस्ताव किया है। इस बजट में इसे १८ करोड़ बीस लाख रुपये कर दिया गया है, जबकि मौजूदा वित्त वर्ष में यह दो करोड़ ४१ लाख रुपये था। ये कार्यालय अमरीका, ब्रिटेन, नीदरलैंड, साइप्रस, जमर्नी, फ्रांस, जापान और संयुक्त अरब अमीरात में खोले जाएंगे। ये, भारतीय कर कानूनों और प्रक्रियाओं को समझने में वहां के निवेशकों की मदद करेंगे। इन कार्यालयों में वरिष्ठ आयकर अधिकारियों की नियुक्ति की जाएगी, जो अंतर्राष्ट्रीय कर संधियों और कर चोरी के मामलों के विशेषज्ञ होंगे। सिंगापुर और मॉरिशियस में दो हजार दस से इस प्रकार का कार्यालय काम कर रहा है।-----
सरकार ने दो हजार सत्रह तक १७ करोड़ ५० लाख और दो हजार बीस तक ६० करोड़ ब्रोडबैंड कनेक्शन देने का लक्ष्य रखा है। ये कनेक्शन कम से कम दो मेगाबाइट्स प्रति सेकेण्ड की डाउंनलोड स्पीड पर दिये जायेंगे। संचार और सूचना प्रौद्योगिकी राज्य मंत्री सचिन पायलट ने संसद में बताया है कि दिसंबर दो हजार ग्यारह तक देश में कुल एक करोड़ ३३ लाख ५० हजार ब्रोडबैंड कनेक्शन दिये जा चुके थे। उन्होंने बताया कि गोवा और महाराष्ट्र में सबसे अधिक २३ लाख ५५ हजार कनेक्शन दिये गये हैं। दस लाख १५ हजार कनेक्शनों के साथ दिल्ली का स्थान पांचवां है।-----
पांच राज्यों में एक लोकसभा और दस विधानसभा सीटों पर हुए मतदान में भारी संख्या में मतदाताओं ने वोट डाले। आमतौर से मतदान शांतिपूर्ण रहा।कर्नाटक में उडुपी चिकमगलुर लोकसभा सीट के लिए उपचुनाव में करीब साठ प्रतिशत मतदाताओं ने वोट डाले। पिछले साल अगस्त में डी वी सदानन्द गौड़ा के मुख्यमंत्री बनने के बाद इस सीट को छोड़ने के कारण ये उपचुनाव कराए गए थे।

आंध्र प्रदेश में कुछ छिटपुट घटनाओं को छोड़कर सात विधानसभा चुनाव क्षेत्रों में उपचुनाव शांति पूर्वक सम्पन्न हुए। आदिलाबाद, कामारेड्डी, महबूब नगर, नगरकुरनूल, कोल्लापुर, स्टेशन घनपुर और कोवुर निर्वाचन क्षेत्रों में औसतन ७० प्रतिशत वोट पड़े। हमारी संवाददाता के अनुसार मतदान का प्रतिशत बढ़ने की उम्मीद है।
मतदान प्रक्रिया शांतिपूर्वक ढंग से पारित किया गया है। कोई अप्रिय घटना की सूचना नहीं मिली है। गर्मी ज्यादा होने के बावजूद भी मतदातायें खासकर के महिलायें सुबह से ही मतदान केन्द्रों में आना शुरू किये हैं। कुछ स्थानों में इलैक्ट्रानिक वोटिंग मशीनों में सांकेतिक समस्याओं की रिपोर्ट मिली है लेकिन उन्हें तुरन्त सुधारा गया है। कुल मिलाकर ६५ उम्मीदवारों के राजनीतिक भविष्य वोटिंग मशीनों में सील कर दिया गया है। जिला प्रशासन अब ये ईडीएम का सांग रूम मे ले जाने का प्रयास शुरू किया है।

गुजरात में गांधी नगर जिले के मन्सा विधानसभा क्षेत्र में करीब ७५ प्रतिशत ने वोट डाले गये। मन्सा विधानसभा सीट पिछले साल भारतीय जनता पार्टी के विधायक मंगलदास पटेल के निधन के कारण रिक्त हो गई थी।तमिलनाडु में शंकरनकोइल विधानसभा उपचुनाव में ८० प्रतिशत वोट पड़े।
ओड़िशा में मतदान केन्द्र पर कब्जा करने की एकमात्र घटना को छोड़कर अठगढ़ विधानसभा निर्वाचन क्षेत्र में उपचुनाव के लिए मतदान शांतिपूर्ण रहा। ५३ प्रतिशत से अधिक मतदाताओं ने वोट डाले।

निर्वाचन आयोग ने कांगे्रस के दो सांसदों और आंध्र प्रदेश की घनपुर विधानसभा सीट से पार्टी के उम्मीदवार को चुनाव आचार संहिता के उल्लंघन का दोषी पाया है। उन पर राज्य में मतदान के दौरान एक चर्च के भीतर चुनावी सभाओं को संबोधित करने का आरोप लगाया गया है। आयोग ने अपने आदेश में दोनों कांगे्रस सांसदों-बलराम नाइक और राजैया सिरिसिला और घनपुर सीट से पार्टी के उम्मीदवार राजारापु प्रताप को आचार संहिता के उल्लंघन के लिए फटकार लगाई है और उन्हें चेतावनी भी दी है।-----

In Andhra Pradesh, barring minor incidents, polling was peaceful at seven Assembly constituencies. On an average about 70 percent polling was recorded in Adilabad, Kamareddy, Mahaboobnagar, Nagarkurnool, Kollapur, Station Ghanpur and Kovur constituencies. More from AIR correspondent:
Highest of 76 percent polling has been recorded at Kovur constituency while Adilabad recorded the lowest of 55 percent. However, the percentage of polling is expected to rise further as considerable number of voters turned out at polling stations during the last hour at many places. The entire polling process has been monitored through web casting and videography by poll observers to ensure free and fare election. In Gujarat, about 75 percent electorate exercised their franchise in Gandhinagar district Mansa Assembly segment bypoll. The Mansa Assembly seat fell vacant due to the death of sitting BJP MLA Shri Mangaldas Patel last year.
In Tamil Nadu, 80 per cent polling was recorded in the Sankarankoil assembly bypoll. Polling process was monitored by Election Commission through webcameras placed in all the 242 polling booths.
In Odisha, baring a solitary incident of booth capturing, the bye poll for the Athgarh Constituency remained peaceful. According to initial reports, over 53 percent polling was recorded. The bye poll was necessitated as previous election was declared null and void by the Supreme Court.

The Election Commission has held two Congress MPs and the party candidate from Andhra Pradesh's Ghanpur Assembly seat guilty of violating the model code of conduct. They have been charged of addressing election meetings inside a church during by polls in the state. The Commission in its order reprimanded the two Congress MPs Balaram Naik and Rajaiah Siricilla and the party's nominee from Ghanpur seat Rajarapu Prathap for violation of the model code and has issued a mild warning to them.

The Election Commission has given its nod to new auditing and accounting norms for political parties in the country. This will bring in transparency and help curb black money in the poll process. The norms and guidelines, prepared by the Institute of Chartered Accountants of India (ICAI), will soon be notified to the political parties by the EC and financial enforcement agencies like the Income Tax department and the RBI.
The new norms will bring in a generational change in the auditing and financial management of political parties and will enable them to conduct their finances in a corporate-like manner by getting their accounts audited and publishing their audited finance sheets annually.
Every political party will also have to consider March 31 as the end of financial year and consolidated financial statements be prepared incorporating the accounts of taluka, district and state-level party branch accounts.
The parties will also have to publish their financial statements within six months which will be prepared by a Chartered Accountant/CA firm affiliated to the ICAI.

Finance Minister Pranab Mukherjee says that the government will take corrective decision in consultation with all stakeholders to deal with the impact of raising crude oil prices on public finances and the subsidy bill. Speaking at the post budget interaction with industry leaders in New Delhi today, Mr. Mukherjee sought the cooperation from industry to accelerate the pace of economic growth.
"Whether it is high volatility of International Commodity Prices, whether long term uncertainty in some major economies, Whether continued fragility of growth in the developed economy for a very long period of time and when inability of the institutions in some cases it is found to be obvious, then these issues cannot be kept under carpet. These will have to be addressed at this collectively by the government political establishments, Industry and all cross sections of the society who have stake in it."

Assam government has earmarked 24,199 lakh rupees on implementation of National Rural Livelihood Mission, NRLM,for 2012-13. An official release said that the decision was taken in the first meeting of the general body of the Assam State Rural Livelihood Mission Society ,which was held under the chairmanship of chief minister Tarun Gogoi in Guwahati yesterday. The mission will cover 42 blocks in the first phase.
The aim of the NRLM is to improve the standard of living of BPL families by providing them gainful self employment oppurtunities. Assam has recorded over 18 lakh BPL households . The mission proposes to cover all the 219 blocks in a phased manner. All the blocks have also been divided into seven zones.
