• निर्वाचन आयोग ने आगामी आम चुनाव संपन्न कराने के लिए राज्यों और केन्द्र शासित प्रदेशों की तैयारियों की समीक्षा की। राजनीतिक दलों के लिए जारी दिशा निर्देशों में कहा गया है कि चुनाव घोषणा पत्र में पूरे न किए जा सकने वाले वायदें न करें।

• आम आदमी पार्टी ने दिल्ली में राष्ट्रपति शासन लगाने के फैसले को उच्चतम न्यायालय में चुनौती दी।

निर्वाचन आयोग ने आम चुनाव संपन्न कराने के लिए राज्यों और केंद्र शासित प्रदेशों की तैयारियों की समीक्षा की है। आयोग ने कल इस संबंध में नई दिल्ली में मुख्य सचिवों, पुलिस महानिदशकों, मुख्य चुनाव अधिकारियों और अन्य अधिकारियों के साथ बैठक की। बैठक में कानून और व्यवस्था की स्थिति तथा राज्यों के संवेदनशील क्षेत्रों की जानकारी भी ली गई। आयोग ने देशभर में  स्वतंत्र और निष्पक्ष चुनाव सुनिश्चित कराने के लिए राज्यों के बीच समन्वय की आवश्यकता पर बल दिया।

आयोग ने राजनीतिक दलों के चुनावी घोषणा पत्रों के बारे में दिशानिर्देश भी जारी किए हैं। राजनीतिक दलों से कहा गया है कि वे ऐसे वायदे न करें जिनसे सभी दलों के लिए समान अवसर की व्यवस्था पर बुरा असर पड़े। दिशानिर्देशों में मतदाताओं को अनुचित ढंग से प्रभावित करने और माहौल खराब करने की भी मनाही की गई है। इनमें सात फरवरी को विभिन्न राजनीतिक दलों के साथ हुई बैठक में व्यक्त विचारों को शामिल किया गया है।
दिशानिर्देशों में कहा गया है कि मतदाताओं से वही वायदे किए जाने चाहिए जिन्हें पूरा करना संभव हो। चुनावी घोषणा पत्र में ऐसा कुछ भी शामिल नहीं होना चाहिए जो संविधान के आदर्शों और सिद्वांतों के विरूद्व हो।

आंध्रप्रदेश पुनगर्ठन विधेयक कल संसद में पारित होते ही तेलंगाना क्षेत्र में लोग खुशियां मनाने लगे हैं। हमारी संवाददाता ने बताया है कि राज्य विधानसभा के निकट तेलंगाना शहीद स्मारक पर हज+ारों कार्यकर्ताओं और नेताओं ने श्रद्वासुमन अर्पित किए।

संसद की मंजूरी के बाद तेलंगाना अब सिर्फ एक ओपचारिकता रह गई है। समूचे तेलंगाना क्षेत्र के लोगों के बीच जश्न का माहौल है। राज्य के बंटवारे को लेकर जैसे ही राज्यसभा ने इस ऐतिहासिक विधेयक को पारित किया यहां के लोग खुशी से सड़कों पर आ गए। हैदराबाद में सभी दलों के तेलंगाना समर्थकों ने इस फैसले पर अपनी प्रसन्नता व्यक्त की। इस अवसर पर मिठाइयां बाटी गईं और कई जगहों पर पटाखें भी छोड़े गए। तेलंगाना राष्ट्र समिति, भारतीय जनता पार्टी सहित कई राजनीतिक पार्टियों के कार्यालयों और अलग राज्य के लिए मांग करने वाले मुख्य केन्द्र ओस्मानिया विश्वविद्यालय मे भी लोगों के बीच यह खुशी देखी गई। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ समाचार कक्ष से मैं चंद्रिका जोशी।

केन्द्रीय गृहमंत्री सुशील कुमार शिंदे ने नवगठित राज्य तेलंगाना को वहां की जनता के लिए उपहार बताया है। राज्यसभा में इस विधेयक के पारित होने के बाद संसद के बाहर संवाददाताओं से बातचीत करते हुए श्री शिंदे ने कहा कि तेलंगाना और सीमांध्र को न्याय मिला है।  
केन्द्रीय मंत्री कमल नाथ ने कहा कि तेलंगाना की मांग ६० साल पुरानी है जो पूरी कर दी गई है।

सरकार आज समाप्त हो रहे संसद के सत्र में अगर भ्रष्टाचार रोधी छह विधेयक पारित नहीं करा सकी तो उनके लिए अध्यादेश जारी किए जा सकते है। कल नई दिल्ली में केंद्रीय मंत्री और कांग्रेस प्रवक्ता शशि थरूर ने संवाददाताओं को बताया कि इन विधेयकों को पारित कराना राष्ट्र हित में होगा।

अगर यह विधेयक संसद के इस सत्र मे ंपास नहीं होते और संसद का कार्यकाल समाप्त हो जाता है तो सभी विकल्पों पर विचार किया जायेगा। हम अध्यादेश सहित दूसरे तरीके अपनाने की संभावना से इंकार नहीं कर रहे हैं।
हालांकि, श्री थरूर ने कहा कि कानून संसद में बनाए जाने चाहिए और ऐसा अब भी हो सकता है।
इससे पहले कल संसदीय कार्यमंत्री कमलनाथ ने कहा कि सरकार महत्वपूर्ण विधेयक पारित कराने के लिए संसद सत्र बढ़ाने पर विचार कर सकती है।

आम आदमी पार्टी ने दिल्ली में राष्ट्रपति शासन लगाने और विधानसभा निलंबित रखे जाने के खिलाफ कल उच्चतम न्यायालय में एक याचिका दायर की। पार्टी ने अपनी याचिका में इस फैसले को दुर्भावनापूर्ण और असंवैधानिक करार दिया है। श्री अरविंद केजरीवाल के मुख्यमंत्री पद से इस्तीफा देने के बाद राष्ट्रीय राजधानी दिल्ली में राष्ट्रपति शासन लगा दिया गया है।

भारतीय दूरसंचार नियामक प्राधिकरण- ट्राई ने सिफारिश की है कि सूचना और प्रसारण मंत्रालय तीसरे चरण के लिए नीलामी प्रक्रिया पूरी होने के बाद मौजूदा एफएम रेडियो संचालकों के इस चरण में जाने की तिथि तय करें।
ट्राई ने ये भी कहा है कि तीसर चरण में जाने की तारीख ३१ मार्च २०१५ से आगे नहीं होनी चाहिए।
ट्राई ने , इस संबंध में कल सूचना और प्रसारण मंत्रालय को सौंपी अपनी सिफारिशों में सुझाव दिया कि मौजूदा एफ एम रेडियो संचालकों को तीसरे चरण में जाने के बाद की तिथि से १५ वर्ष की अनुमति दी जानी चाहिए।
सूचना और प्रसारण मंत्रालय एफ एम रेडियो के तीसरे चरण में दो सौ चौरानवे शहरों में आठ सौ उनतालिस चैनलों की नीलामी करने वाला है।

उच्चतम न्यायालय ने सहारा समूह द्वारा निवेशकों के बीस हजार करोड़ रूपए नहीं लौटाने को गंभीरता से लिया है। न्यायालय ने सहारा समूह के प्रमुख सुब्रत राय को व्यक्तिगत रूप से उपस्थित रहने और सेबी को कम्पनी की संपत्तियों की बिक्री करने देने को कहा है।
न्यायमूर्ति के. एस. राधाकृष्णन और न्याय मूर्ति जे. एस. खेहर की खंडपीठ ने सहारा समूह के तीन निदेशकों को २६ फरवरी को न्यायालय में पेश होने का निर्देश दिया है।
न्यायालय ने ३१ अगस्त २०१२ के अपने फैसले में सेबी को सहारा समूह की सम्पत्तियों को जब्त करने और निवेशकों का पैसा वसूलने का आदेश दिया था।

पाकिस्तान में , पश्चिमोत्तर कबाइली इलाकों में हवाई हमलों में ४० उग्रवादी मारे गए है। पेशावर से जारी ख्+ाबरों में बताया गया है कि लड़ाकू विमानों ने उत्तरी वज+ीरिस्तान के मीर अली क्षेत्र में उग्रवादियों के ठिकानों पर बमबारी की। हमलों में अनेक विदेशी भी मारे गए। ये हमले बुधवार को देर रात शुरू हुए। ख्+ौबर प्रांत में भी हमले किए गए। ख़बर है कि हमलों में विस्फोटक बनाने का एक कारख्+ााना भी तबाह हो गया।  २३ पाकिस्तानी सैनिकों की हत्या के बाद तालिबान से वार्ता निलंबित करने के सरकार के कदम के बाद ये हमले किए गए।
इस बीच कराची में हिंसा की घटनाओं में कल ८ लोग मारे गए।

तुर्की में सीरिया-तुर्की सीमा के निकट किलिस प्रान्त में कल देर रात हुए एक विस्फोट में कम से कम चौबीस लोग मारे गये जबकि अनेक घायल हो गये। मीडिया की खबरों में बताया गया है कि बीस लोगों की मौत घटनास्थल पर ही हो गयी जबकि चार लोगों ने पास के एक अस्पताल में दम तोड़ा।

इराक में मुसाएब के एक बाजार में हुए बम विस्फोट में कम से कम बीस लोग मारे गये हैं। अभी ये जानकारी नहीं मिल पाई है कि भीड़भरे बाजार में ये बम किसने फैंकें। धमाकों में कई लोग जख्मी भी हुए हैं।
इराक में उग्रवादी अक्सर सुबह या शाम के समय ऐसे हमले कर रहे हैं जब भीड़ आमतौर पर बहुत अधिक होती है।

यूरोपीय संघ ने ब्रसेल्स में आपात बैठक में उक्रेन में हिंसा के लिए जिम्मेदार लोगों पर प्रतिबंध लगाने का फैसला किया है। इन प्रतिबंधों में यूरोपीय संघ के २८ देशों की यात्रा पर रोक तथा इन देशों में उन लोगों की संपत्तियां जब्त करना शामिल है। कनाडा ने भी प्रदर्शनकारियों पर हिंसा से जुड़े उक्रेन के राष्ट्रपति विक्टर यानकोविच और उनके मंत्रियों पर प्रतिबंध लगाने का निर्णय लिया है।
अमरीका ने भी उक्रेन में कल हुई हिंसा पर चिंता प्रकट की है। राष्ट्रपति भवन के प्रवक्ता जोश अर्नेस्ट ने कहा कि अमरीका सैन्य कार्रवाई जैसे विकल्पों पर विचार नहीं कर रहा।

फेसबुक ने प्रसिद्व मोबाइल मैसेजिंग कंपनी व्हाट्सएप को १९ अरब डॉलर में खरीदने की घोषणा की हैं। मार्क ज+ुकरबर्ग के नेतृत्व में सोशल मीडिया जगत की प्रमुख कंपनी फेसबुक ने यह सबसे बड़ा अधिग्रहण किया है जिससे मैसेजिंग के क्षेत्र में फेसबुक की स्थिति मजबूत होगी । व्हाट्सएप को हर महीने ४५ करोड़ से अधिक लोग इस्तेमाल करते है।
इस समझौते के तहत व्हाट्सएप के सह संस्थापक और मुख्य कार्यकारी अधिकारी जान कॉम ख्श्रंद ज्ञवनउ ,फेसबुक के निदेशक मंडल में शामिल हो जाएंगे। फेसबुक ने कहा है कि इस समझौते से व्हाट्सएप के  ब्रैंड पर कोई असर नहीं पड़ेगा और कंपनी का मुख्यालय कैलिफोर्निया के माउंटेन व्यू में ही रहेगा।

The Election Commission has reviewed the preparedness of the States and Union Territories for the smooth conduct of forthcoming General Elections. The Commission held a meeting with  Chief Secretaries, DGPs, Chief Electoral Officers and other officials in New Delhi  in this regard yesterday. The Commission reviewed the status of compliance to  its recent instructions regarding transfers and postings, filling up of election related critical vacancies and  Budget provision for elections. It also took feedback about the  law and order situation and State-specific areas of concerns. In the meeting, the Commission emphasized the need for inter-State coordination to  ensure free and  fair  elections  across the country. It also asked the officials to carry out Vulnerability Mapping exercise to identify vulnerable areas and take advance precautionary measures.

The Commission has issued guidelines to political parties on manifestos, asking them not to make such promises which disturb the level-playing field and vitiate the atmosphere or exert undue influence on voters.  The Commission has also incorporated views of political parties in the guidelines. The poll body has included them as part of the Model Code of Conduct. The guidelines say political parties or candidates should explain the rationale for the promises made and broadly indicate the ways and means to meet the financial requirements for it. The Commission said that trust of voters should be sought only on those promises which are possible to be fulfilled. It said, the manifesto shall not contain anything repugnant to the ideals and principles enshrined in the constitution. It said the manifesto must be consistent with the letter and spirit of other provisions of the Model Code of Conduct.

The Aam Aadmi Party has moved the Supreme Court challenging the imposition of  President's rule in Delhi. The party filed a petition in the Apex Court yesterday against the Centre’s decision not to dissolve the Assembly and keep it in suspended animation. In its petition, the party described the decision as malafide and unconstitutional. President’s Rule was imposed in the national capital following resignation of the Arvind Kejriwal led AAP government.

The Supreme Court has taken serious view of the Sahara group not refunding 20,000 crore rupees of investors money despite its order. The Apex Court  yesterday asked Sahara Chief Subrata Roy to be personally present before it and allowed SEBI to go ahead with the sale of companies' properties to recover the funds. A bench of Justices K S Radhakrishnan and J S Khehar also directed three directors of the Sahara Group Companies to appear before the court on the 26th of this month.  The apex court in its judgement of August 31, 2012, had directed SEBI to attach properties and recover the money.

Parliament has passed the Andhra Pradesh Reorganization Bill-2014 to create separate Telangana state. The Rajya Sabha approved it by a voice vote yesterday. The Lok Sabha had passed the Bill on Tuesday. CPI(M) staged a walk-out in the Rajya Sabha as its demand for voting was not accepted. The main opposition BJP said though it was not fully satisfied with the provisions of the Bill, it is extending support to it in the interest of the people of Telangana. All the amendments moved by the opposition parties including the BJP were negated. 
        

Intervening in the discussion the Prime Minister Dr. Manmohan Singh announced grant of special Category Status to 13 districts of Seemandhra for a period of five years to put the state's finances on a firmer footing. He assured the House that the Centre will execute the Polavaram multi purpose project and will make further amendments if needed for Rehabilitation and Resettlement under the project.

In Andhra Pradesh, celebrations broke out in Telangana region as Parliament approved the Bill. Our correspondent reports that hundreds of activists and leaders took out processions to Telangana Martyrs Memorial near the state Assembly and paid tributes.

            People came to streets in joy soon after the Rajya Sabha approved the historic Bill for the state bifurcation. In Hyderabad, the supporters of Telangana across the party lines danced in joy, distributed sweets and burst crackers at different places. In Pakistan, 40 militants have been killed in air strikes in the northwest tribal region. A Peshwar based report said that fighter jets pounded militant hideouts in the lawless Mir Ali area of North Waziristan Agency yesterday, killing the militants including many foreigners. Air strikes were also carried out in Khyber Agency. A factory, making explosives and IEDs was reportedly destroyed in the area. The strikes come soon after the government suspended talks with the Taliban after militants executed 23 Pakistani soldiers. The air strikes were sanctioned by Prime Minister Nawaz Sharif himself.

In Turkey, at least 24 people were killed and many others injured late last night in an explosion near the Syrian - Turkish border in the southern province of Kilis. A media report said, about 20 people were killed at the blast scene and four injured died on the way to a nearby hospital.

The European Union, EU in an emergency meeting in Brussels has decided to impose sanctions against those held responsible for the violence in Ukraine. The sanctions include a ban to travel to the 28-nation bloc and the freezing of assets held in EU countries. Canada has also decided to impose sanction against Ukraine President Viktor Yanukovych and his ministers linked to the violence against protesters. In addition to an expanded travel ban on the regime's senior leaders, Canadian Prime Minister Stephen Harper announced new economic sanctions against Yanukovych and his supporters. 

The US has also expressed outrage over yesterday's violence in Ukraine in which at least 70 people were killed and over 500 injured.  Meanwhile, Ukrainian President told European Union envoys that he was willing to hold early elections this year.

Social media giant Facebook has announced that it has purchased popular mobile messaging company WhatsApp for a whopping one lakh 20 thousand crore rupees. It is the largest acquisition by the Mark Zuckerberg-led firm so far that will give it a stronghold in the market for messaging. WhatsApp has  more than 4.5 crore monthly users.  Under the agreement, WhatsApp co-founder and CEO Jan Koum will join Facebook Board of Directors. Facebook said the acquisition will not impact the WhatsApp's brand, which will be maintained and the company's headquarters will remain in California's Mountain View. WhatsApp's core messaging product and Facebook's existing messenger app will continue to operate as standalone applications.

International Monetary Fund, IMF has projected a higher 5.4 per cent economic growth for India in 2014-15. The IMF yesterday suggested strengthening of inflation management polices and doing away with supply bottlenecks for better GDP.  The IMF also sees inflation, driven by food prices, remaining near double digits in 2014-15. Though it said tight monetary policy is likely to slow growth recovery.

सिरसा शहर में शान्ति व्यवस्था बनाए रखने के लिए धारा 144 के आदेश

 

सिरसा, 20 फरवरी :  सिरसा शहर में शान्ति व्यवस्था बनाए रखने के लिए जिलाधीश डा जे गणेसन द्वारा तुरन्त प्रभाव से धारा 144 के आदेश जारी किए गए हैं, जो आज से लागू होकर आगामी आदेशों तक जारी रहेंगे। सिरसा के रानियां रोड़ पर दो समुदायों के बीच हुए विवाद के मद्देनजर सिरसा जिला में धारा 144 लागू की गई है। जिलाधीश के आदेशानुसार कोई भी व्यक्ति आग्रेय शस्त्र, तलवार, बरछा, भाला, चाकू, लाठी, साईकिल चैन अन्य घातक हथियार लेकर नहीं चल सकता। उन्होंने अपने आदेश में कहा कि शहर में पांच या इससे अधिक व्यक्ति एक ही स्थान इक_ा नहीं हो सकते।
    जिलाधीश द्वारा आदेश दिए गए हैं कि जो भी व्यक्ति धारा 144 का उल्लंघन करेगा उसके प्रति सख्त कानूनी कार्यवाही की जाएगी।
    जिला पुलिस अधीक्षक श्री सौरभ सिंह ने पत्रकारों से बातचीत करते हुए कहा कि शहर में स्थित नियंत्रण में है और रानियां रोड़ व शहर के अन्य स्थानों पर पर्याप्त मात्रा में पुलिस बल तैनात किया गया है। पुलिस बल में रेपिडेक्शन फोर्स के साथ-साथ जिला पुलिस की टुकडिय़ा लगाई गई हैं। इसके साथ-साथ हिसार से भी आरएएफ की कम्पनी बुलाई गई है और एक प्लॉटून फतेहाबाद से बुलाई गई है और स्थाई रूप से क्षेत्र में शान्ति स्थापित करने के लिए पहले से बनी शान्ति समिति के सदस्यों का सहयोग लिया जा रहा है। रानिया रोड़ क्षेत्र में पुलिस द्वारा निरन्तर गश्त की जा रही है। उन्होंने कहा कि शहर में धारा 144 की अनुपालना सुनिश्चित की जाएगी और धारा 144 का उल्लंघन करने वाले व्यक्तियों के खिलाफ सख्त से सख्त कार्यवाही की जाएगी। उन्होंने कहा कि दोनों समुदायों के शरारती तत्वों की धरपकड़ की जा रही है और शीघ्र ही सभी शरारती तत्वों को गिरफ्तार कर लिया जाएगा।

उच्चतम न्यायालय ने राजीव गांधी हत्या मामले में तीन दोषियों को रिहा करने के तमिलनाडु सरकार के फैसले पर आज रोक लगा दी। उसने कहा है कि राज्य सरकार ने इस मामले में प्रक्रियागत संबंधी गलतियां की है।
प्रधान न्यायाधीश पी सदाशिवम की अध्यक्षता वाली तीन न्यायाधीशों की पीठ ने राज्य सरकार को निर्देश दिया है कि वह तीन कैदियों के बारे में यथास्थिति बनाये रखे। उच्चतम न्यायालय ने इन कैदियों की मृत्युदंड की सजा को कम करके आजीवन कारावास में बदल दिया था। न्यायालय ने कहा कि जिन अन्य चार कैदियों को माफी दी गई है, उनके बारे में केन्द्र सरकार नये सिरे से याचिका दायर कर सकती है।
न्यायालय ने कहा है कि कानून के अन्तर्गत प्रक्रियागत संबंधी जो नियंत्रण तय किए गए हैं उनका राज्य सरकार ने पालन नहीं किया है और वह केन्द्र की ओर से उठाये गए मुद्दे की जांच करेगा।
पीठ ने तमिलनाडु सरकार और कैदियों को नोटिस जारी करते हुए निर्देश दिया है कि वे दो हफ्ते के भीतर अपना जवाब दें।
उच्चतम न्यायालय ने तीन हत्यारों के मृत्युदंड को उम्रकैद में बदल दिया था जिसके बाद कल तमिलनाडु सरकार ने फैसला किया कि वह सभी सात दोषियों को तीन दिन में रिहा कर देगी।

प्रधानमंत्री ने तमिलनाडु सरकार से कहा है कि राजीव गांधी हत्या मामले के दोषियों को रिहा करने के अपने फैसले पर अमल न करें, क्योंकि यह कानून सम्मत नहीं है। नई दिल्ली में एक बयान में डॉक्टर मनमोहन सिंह ने कहा कि राजीव गांधी की हत्या भारत की आत्मा पर हमला था और हत्यारों को रिहा करना न्याय के सभी सिद्धांतों के खिलाफ होगा। उन्होंने कहा कि किसी सरकार या दल को आतंकवाद के खिलाफ लड़ाई में नरमी नहीं बरतनी चाहिए।
तमिलनाडु सरकार ने कल उच्चतम न्यायालय के फैसले के बाद सभी सातों दोषियों को तीन दिन के भीतर रिहा करने का फैसला किया था। मुख्यमंत्री जे जयललिता ने कहा कि अगर केन्द्र का जवाब तीन दिन के भीतर नहीं आया तो उनकी सरकार सभी सातों दोषियों को रिहा कर देगी।

कानूनमंत्री कपिल सिब्बल ने राजनीतिक दलों और राज्य सरकारों से अपील की है कि वे आतंकवाद के खिलाफ संघर्ष में दोहरे मानदंड न अपनायें। श्री सिब्बल संसद के बाहर पत्रकारों से बातचीत कर रहे थे। उन्होंने खेद व्यक्त किया कि कुछ राजनीतिक दल आतंकवादियों के विरूद्ध खासतौर पर पूर्व प्रधानमंत्री की हत्या करने वालों के खिलाफ आवाज नहीं उठा रहे हैं। उन्होंने पूछा कि राजीव गांधी के हत्यारों को छूट देने के मामले में भारतीय जनता पार्टी के प्रधानमंत्री पद के उम्मीदवार नरेन्द्र मोदी चुप क्यों हैं?

जो राजनीतिक दल और जो सरकार, टेरर के खिलाफ है उनको सभी टेररिस्ट के खिलाफ होना चाहिए और आवाज उठानी चाहिए और मैं आज नरेन्द्र मोदी से सवाल करता हूं, आप चुप क्यों हैं।

संसद के दोनों सदनों की बैठक विभिन्न मुद्दों पर शोरगुल के कारण आज दोपहर दो बजे तक के लिए स्थगित कर दी गई है। लोकसभा में कांग्रेस सदस्य संजय निरूपम ने पूर्व प्रधानमंत्री राजीव गांधी की हत्या के दोषियों को रिहा करने के तमिलनाडु सरकार के फैसले पर कड़ा विरोध प्रकट किया। बदले में ऑल इंडिया अन्ना डीएमके और डीएमके के सदस्यों ने श्री निरूपम का विरोध किया। शोरगुल के कारण पीठासीन अधिकारी ने दोपहर बाद दो बजे तक के लिए सदन की बैठक स्थगित कर दी। इससे पहले, समाजवादी पार्टी के सदस्य शैलेन्द्र कुमार ने अल्पसंख्यक समुदाय की स्थिति बेहतर करने के लिए सच्चर समिति और रंगनाथ मिश्र आयोग की रिपोर्टों को लागू करने की मांग की। भारतीय जनता पार्टी के शाहनवाज हुसैन ने बिहार को विशेष दर्जा देने की मांग की और जनता दल एकीकृत के शरद यादव ने पिछड़े राज्यों के विकास का मुद्दा उठाया।
राज्यसभा में उपसभापति प्रोफेसर पी जे कुरियन तेलंगाना और अन्य मुद्दों पर शोरगुल जारी रहने के कारण तीसरी बार सदन की बैठक स्थगित करने के लिए मजबूर हुए। समाजवादी पार्टी के सदस्य इस मांग पर दबाव डालने के लिए सदन के बीचोंबीच आ गए कि १७ पिछड़ी जातियों को अनुसूचित जाति श्रेणी में शामिल किया जाए। आन्ध्रप्रदेश के सदस्य राज्य के विभाजन के पक्ष और विपक्ष में तख्तियां लिए हुए सदन के बीचोंबीच पहुंच गए। प्रोफेसर कुरियन ने तमिल मछुआरों के सवाल पर सदस्यों से एक ध्यानाकर्षण प्रस्ताव पर बोलने के लिए कहा। लेकिन सदस्यों ने इस बात पर जोर दिया कि जवाब देने के लिए सदन में प्रधानमंत्री या विदेशमंत्री को उपस्थित रहना चाहिए। सामान्य स्थिति बहाल करने के लिए श्री कुरियन ने बार-बार अपील की लेकिन उनकी बात किसी ने नहीं सुनी जिस कारण बैठक को स्थगित कर दिया गया। शोरगुल के बीच ही विदेश राज्यमंत्री प्रणीत कौर ने अपना वक्तव्य सदन के पटल पर रख दिया।

केन्द्रीय मंत्रिमंडल ने अल्पसंख्यकों के साथ नौकरियों और शिक्षा में भेदभाव की शिकायतों की जांच के लिए समान अवसर आयोग गठित करने को आज मंजूरी दे दी।
आयोग आवासीय सोसाइटी में अल्पसंख्यकों को रहने या खरीद का अधिकार देने से इंकार करने से संबंधित शिकायतों पर भी ध्यान देगा।
हमारे संवाददाता ने खबर दी है कि मुसलमानों के सामाजिक और आर्थिक पिछड़ेपन का अध्ययन करने वाली न्यायमूर्ति सच्चर कमेटी ने समान अवसर आयोग गठित करने की सिफारिश की थी।

आर्थिक मामलों की मंत्रिमंडलीय समिति ने कोयला नियामक की स्थापना के प्रस्ताव को मंजूरी दे दी है। उच्चस्तरीय सूत्रों ने बताया कि नियामक का गठन एक प्रशासनिक आदेश के जरिये किया जायेगा। नियामक को कच्चे कोयले, धुले हुए कोयले और धुलाई के दौरान मिलने वाले किसी अन्य पदार्थ के मूल्य तय करने के सिद्धान्त और तौर तरीके निर्धारित करने का अधिकार प्राप्त होगा। वह कोयले की श्रेणी या किस्म की घोषणा के लिए परीक्षण के तरीकों का नियमन भी करेगां। इसके अलावा वह कोयले के नमूने की कार्यविधि तय करेगा और उसे सम्बद्ध पक्षों के बीच मध्यस्थता करने का अधिकार भी प्राप्त होगा। इस क्षेत्र के लिए नियामक गठित करने का विधेयक संसद में विचाराधीन है।

सरकार ने राज्यों की सात हजार २०० किलोमीटर सड़कों को राष्ट्रीय राजमार्गों में बदलने का फैसला किया है। इसके साथ ही राष्ट्रीय राजमागोर्ं में बदली जाने वाली राज्यों की सड़कों की कुल लम्बाई १७ हजार किलोमीटर हो जाएगी। नई दिल्ली में आज केन्द्रीय मंत्रिमंडल की बैठक में यह फैसला किया गया।
मंत्रिमंडल ने ओड़िया को शास्त्रीय भाषा का दर्जा देने की मंजूरी दे दी है, ताकि इस भाषा में छात्रवृत्ति दी जा सके। अब तक संस्कृत, तमिल, तेलुगु, कन्नड़ और मलयालम शास्त्रीय भाषा घोषित की जा चुकी हैं।
हमारे संवाददाता ने खबर दी है कि ओड़िया को शास्त्रीय भाषा घोषित करने की मांग होती रही है, क्योंकि यह पुरानी भाषाओं से एक है तथा हिन्दी, संस्कृत, बंगाली और तेलुगु से अलग है।
मंत्रिमंडल ने १२वीं योजना में नैनो विज्ञान और टैक्नॉलोजी-२ मिशन जारी रखने को भी मंजूरी दे दी। ज्ञान आधारित इस मिशन से अनेक उत्पादों पर अनुकूल प्रभाव पड़ने की संभावना है।

आर्थिक मामलों की मंत्रिमंडलीय समिति ने स्वास्थ्य संबंधी वैश्विक कंपनी ग्लैक्सो स्मिथक्लाइन को अपनी मौजूदा भारतीय सब्सिडियरी कंपनी में २४ दशमलव तीन-तीन प्रतिशत अतिरिक्त शेयर प्राप्त करने के एक प्रस्ताव को आज मंजूरी दे दी। एक सरकारी वक्तव्य में बताया गया है कि मंजूरी देने से देश में लगभग छह हजार ३९० करोड़ रूपये का विदेशी निवेश आयेगा। ग्लैक्सो स्मिथक्लाइन ये अतिरिक्त शेयर औषधि क्षेत्र में सेबी के नियमों के तहत स्वैच्छिक रूप से खुले तौर पर हासिल करेगा।
मंत्रिमंडलीय समिति ने जापान की प्रिज्म पेमेंट सर्विसिस द्वारा हिताइची से सौ प्रतिशत शेयर लेने के प्रस्ताव को भी मंजूरी दी। इससे देश में लगभग एक हजार पांच सौ चालीस करोड़ रूपये का विदेशी निवेश संभव हो सकेगा। आर्थिक मामलों की मंत्रिमंडलीय समिति ने बंगलौर में सरकारी कंपनी एच एम टी लिमिटेड और उसकी पूरक एचएमटी मशीन टूल्ज लिमिटेड के लिए लगभग ७७ करोड़ ४० लाख रूपये का वित्तीय पैकेज देने पर भी स्वीकृति प्रदान कर दी है। इस राशि का उपयोग कंपनी कर्मचारियों के वेतन और भविष्यनिधि तथा ग्रेच्यूटी जैसी आवश्यक देनदारियों के लिए किया जायेगा।
केन्द्र प्रायोजित योजना के रूप में हरित भारत योजना के लिए राष्ट्रीय मिशन को भी मंजूरी दी गई। इसका उद्देश्य वन क्षेत्र को बीस लाख हेक्टेयर से बढ़ाकर अस्सी लाख हेक्टेयर में फैलाना और उसे बेहतर बनाना है। इसके जरिये पर्यावरण व्यवस्था से संबंधित सेवाओं को भी सुधारा जायेगा। १२वीं योजना के अन्तर्गत इस कार्य पर १३ हजार करोड़ खर्च करने की व्यवस्था है जिसमें से योजना खर्च दो हजार करोड़ रूपये का है।

राष्ट्रपति प्रणब मुखर्जी ने सेना के आधुनिकीकरण और नागरिकों की आर्थिक समृद्धि पर जोर दिया है। राष्ट्रपति आज पश्चिम बंगाल में मुर्शीदाबाद जिले के नबग्राम में भारतीय सेना के गैरीसन के शिलान्यास समारोह में बोल रहे थे। श्री मुखर्जी ने कहा कि सेना ने राष्ट्र के लिए अनेक कुर्बानियां दी हैं और अब देश को भी उसके हित में अधिक कारगर कदम उठाने चाहिए।

सी बी आई ने आज आदर्श हाऊसिंग सोसायटी घोटाला मामले में महाराष्ट्र के पूर्व मुख्यमंत्री शिवाजीराव पाटिल निलंगेकर को क्लीन चिट दे दी है। बम्बई उच्च न्यायालय में दायर हलफनामें में सी बी आई ने कहा कि श्री पाटिल निलंगेकर की भूमिका की जांच कर ली गयी है जिसमें उनके खिलाफ अपराधिक दुराचार के कोई सबूत नहीं मिले हैं।

राजस्थान की मुख्यमंत्री वसुन्धरा राजे ने आज विधानसभा में वर्ष २०१४-१५ के लिए अंतरिम बजट पेश किया। बजट पेश करते हुए उन्होंने बताया कि अगले वित्त वर्ष की वार्षिक योजना ४२ हजार चार सौ नब्बे करोड़ रूपये की होगी। श्रीमती राजे ने घोषणा की कि सामाजिक पेंशन योजना पर दो हजार पांच सौ चालीस करोड़ रूपये खर्च किए जाएंगे। मुख्यमंत्री ने पिछली कांग्रेस सरकार पर वित्तीय कुप्रबंधन का आरोप लगाया। उन्होंने कहा कि उनकी सरकार राजकोषीय घाटा और राजस्व घाटा कम करने का प्रयास करेगी।

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में सेन्सेक्स ८३ अंक की गिरावट के साथ २० हजार ६३९ पर खुला। विश्व के बाजारों में कमजोर रूख के बीच फंडों और निवेशकों की मुनाफा वसूली की वजह से सेन्सेक्स में यह गिरावट दर्ज हुई। अब से कुछ देर पहले सेन्सेक्स ९३ अंक की गिरावट के साथ २० हजार ६२९ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३० अंक घटकर ६ हजार १२२ पर आ गया।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज ९ पैसे कमजोर हुआ। एक डॉलर की कीमत ६२ रूपये २९ पैसे बोली गयी। आयातकों की ओर से डॉलर की मांग बढ़ने के कारण रूपया कमजोर हुआ।

विदेश मंत्री सलमान खुर्शीद ने आज मालदीव में सार्क विदेश मंत्रियों की बैठक से अलग पाकिस्तान के विदेश मंत्री सरताज अजीज से मुलाकात की। श्री खुर्शीद ३५वें सार्क विदेश मंत्रियों की बैठक में भाग लेने के लिए माले में हैं। उन्होंने दोनों देशों के बीच आपसी बातचीत को और आगे बढ़ाने के सिलसिले में मालदीव के राष्ट्रपति अब्दुल्ला यामीन से भी मुलाकात की।

बंगलादेश में चौथे स्थानीय निकायों के पहले चरण में ९७ उप जिला परिषदों के कल हुए चुनावों मे बंगलादेश नेशनलिस्ट पार्टी ने ४२ सीटें जीती हैं। सत्तारूढ़ अवामी लीग को ३५ सीटें मिली हैं, जबकि जमाते इस्लामी समर्थित उम्मीदवार १३ सीटों पर कामयाब रहे हैं। जातीय पार्टी को केवल एक सीट प्राप्त हुई है। निर्वाचन आयोग ने कहा कि लगभग ६० प्रतिशत मतदान होने की संभावना है।

श्रीलंका की तमिल बहुल उत्तरी प्रान्तीय परिषद ने एक प्रस्ताव पास करके मांग की है कि पूर्वी और उत्तरी प्रान्तों में त्रिंकोमाली और पलाली हवाईअड्डों से भारत के लिए सीधी उड़ानें होनी चाहिएं, लेकिन श्रीलंका के नागरिक उड्डयन मंत्री प्रियंकारा जयरत्ने ने प्रस्ताव नामंजूर कर दिया है। उन्होंने आज कहा कि इस प्रस्ताव की कोई कानूनी वैधता नहीं है। उन्होंने यह भी कहा कि देश में पहले से ही दो अंतर्राष्ट्रीय हवाईअड्डे हैं। उत्तरी प्रान्त के प्रस्ताव में कहा गया है कि इससे युद्ध में तबाह हुए क्षेत्र को भारत के साथ आर्थिक रूप से निकट के संबंध स्थापित करने में मदद मिलेगी।

The Supreme Court today stayed the release of three convicts in the Rajiv Gandhi assassination case by the Tamil Nadu government, saying there have been procedural lapses on the part of the state.

A three-judge bench headed by Chief Justice P Sathasivam directed the state government to maintain status quo regarding three prisoners whose death sentence was commuted to life term by it. The court said the Centre can file a fresh petition regarding the other four prisoners whose sentence has also been remitted.

The court also said that all procedural checks laid down in the law have not been followed by the state government and it will examine the issue raised by the Centre.

The bench issued notice to the Tamil Nadu government and the the convicts and directed them to file its response within two weeks.

Yesterday, the Tamil Nadu government decided to set free within three days all the seven convicts after the Supreme Court commuted the death penalty of three assassins. Chief Minister J. Jayalalithaa said if there is no response from the Centre within three days, her government will invoke powers vested with it under Section 432 CrPC and release all the seven convicts.

The Prime Minister today said no government or party should be soft in the fight against terrorism. In a statement issued in New Delhi, Dr Manmohan Singh asked the Tamil Nadu government not to proceed with its decision to free the convicts in the Rajiv Gandhi assassination case as it is not legally tenable. He said, the assassination was an attack on the soul of India and the release of the killers would be contrary to all principles of justice.

Law minister Kapil Sibal appealed to political parties and State Governments not to have double standards in the fight against terrorism. Talking to media persons out side Parliament he regretted that some political parties are not raising their voice against terrorist, specially those who assassinated former Prime Minister Rajiv Gandhi. He questioned why the BJP`s Prime Ministerial candidate Narendra Modi is silent on the issue.

"It is unfortunate that in India, Political parties and governments have double standards when it comes to terrorism. While, in some places, innocents are killed in the name of terrorism through fake encounter, on the other hand, certain political parties do not raise their voice against terrorists specially those who killed our ex-prime minister. This was an attack on the republic of India. This is not just an attack on an individual. I want to ask a specific question to Narendra Modi why are you quite on this?"

Both houses of Parliament have been adjourned till 2 P.M on different issues. In the Lok Sabha, Congress member Sanjay Nirupam strongly protested over the Tamil Nadu government's decision to release the convicts in the assassination of former Prime Minister Rajiv Gandhi. He was countered by members from AIADMK and DMK. Following noisy scenes, the presiding officer adjourned the house till 2 PM. Earlier, Samajwadi party member Shailendra Kumar demanded implementation of the reports of the Sachar Committee and Rangannath Mishra Commission for the upliftment of minority communities. BJP member Shahanawaz Hussain demanded special status for Bihar and JD(U) member Sharad Yadav for the development of backward states.

In the Rajya Sabha, Deputy Chairman Prof. P J Kurien was forced to adjourn the House for the third time as pandemonium continued over Telangana and other issues. Samajwadi Party members were in the well to press their demand for inclusion of 17 backward castes into scheduled caste category. Andhra Pradesh members were also in the well showing placards for and against state bifurcation. Prof. Kurien called members to speak on a Calling Attention motion on the Tamil fishermen issue but they insisted on the presence of the Prime Minister or External Affairs minister to respond. His repeated appeals for normalcy went in vain forcing adjournment. In the melee, the Minister of State for External Affairs Praneet Kaur tabled her statement.

The Union Cabinet today approved the creation of the Equal Opportunity Commission, EOC, to check discrimination of minority communities in jobs and education. The EOC will also deal with grievances like the denial of accommodation or buying rights to minorities in housing societies. It has to make binding recommendations that people from minority communities find adequate representation in government employment or educational institutions.

Our correspondent reports, the Justice Sachar Committee, which went into the socio-economic backwardness of Muslims, had recommended the setting up of the Commission.

The Cabinet Committee on Economic Affairs, CCEA, has given its nod to the proposal to set up a coal regulator. Highly placed sources said that the regulator would be set up through an executive order. The regulator will be empowered to specify the principles and methodology for the determination of the price of raw coal and washed coal and any other by-product generated during washing. It will also regulate methods for testing for declaration of grades or quality of coal, specify procedure for automatic coal sampling and adjudicate upon disputes between parties. The bill for setting up a regulator for the sector is pending before Parliament.

The government today decided to convert 7,200 kilometers of state roads into national highways. With this the total length of the state highways converted into National Highways will reach about 17,000 kilometers. The decision was taken at a Cabinet Meeting held in New Delhi this morning.

The Cabinet also gave its nod for classifying Odia as a classical language to give impetus to scholarships in the language. So far, Sanskrit, Tamil, Telugu, Kannada and Malayalam have been declared as classical languages.

In an another decision, the Cabinet approved continuation of the Mission on Nano Science and Technology phase-2 in the 12th plan.

In a relief to former Maharashtra Chief Minister Shivajirao Patil-Nilangekar, the CBI today gave him a clean chit in the Adarsh Housing Society scam.

The CBI, in an affidavit filed before the Bombay High Court, has said that the agency has already looked into the role of Patil-Nilangekar but found no evidence to suggest any criminal misconduct on his part.

The Rajasthan Chief Minister Vasundhara Raje today presented the interim budget of the state for year 2014-15 in the state assembly. She said that the size of the annual plan for the next financial year will be 42,490 Crore rupees. Mrs Raje announced the spending of 2,540 Crore rupees on social pension schemes. The Chief Minister charged the previous Congress Government of financial mismanagement and said that her government will try to reduce the fiscal and revenue deficit of the state.

In Bangladesh, candidates affiliated with the BNP have won in 42 out of 97 Upazila Parishads that went to polls yesterday in the first phase of the 4th local government elections. Ruling Awami League won 35, while Jamaat-e-Islami backed candidates won in 13 Parishads. General Ershad's Jatiya Party got one seat. In the last Upazila Parishad elections held in 2009, the Awami league had won a massive victory, while the BNP had boycotted the elections.

Sri Lanka’s Tamil-majority Northern Provincial Council passed a resolution calling for direct flights to India from Trincomalee and Palaly airports in the Eastern and Northern Provinces. The resolution says that the move will help the war torn region gain economically with closer ties with India. However, Sri Lanka's Minister of Civil Aviation Priyankara Jayaratne today rejected the proposal, saying that the resolution has no legal validity. He added that the country already has two international airports.

New Delhi is taking all possible steps for the expeditious release of Tamil fishermen arrested by Sri Lankan Navy. Minster of state for External Affairs, Preneet Kaur told the Rajya Sabha today that the government attaches top priority to the safety and security of fishermen. She was responding to a Calling Attention notice on the situation arising out of repeated attacks on Indian fishermen by Sri Lankan Navy. The notice was given by Dr V Maitreyan of the AIADMK and others. The Minister said the government is working with the concerned state governments on the need to sensitise Indian fishermen to respect the International Maritime Boundary.

Ukraine President Viktor Yanukovych says he has agreed a truce with opposition leaders, after at least 26 people died in protests this week. Presidential website said, the two sides agreed to start negotiations aimed at ending the bloodshed of the last two days. They also agreed to try to stabilise the situation in the state in the interests of social peace. The announcement of a truce comes after the most intense violence in Ukraine's three-month crisis turned Kiev into a battle zone between anti-government protesters and riot police.

Arunachal Pradesh today celebrated its 28th Statehood Day with fanfare. On the occasion, Chief Minister Nabam Tuki announced devolution of financial powers to Panchayati Raj Institutions and Urban Local Bodies to strengthen grassroot governance. Greeting the people on the occasion, Governor Lt Gen (Retd) Nirbhay Sharma, said Rajiv Gandhi, was instrumental in granting Statehood to Arunachal on this day in 1987.
