The Supreme Court today deferred till March 26 the hearing on the Centre's plea against the Tamil Nadu government's decision to release seven prisoners convicted in Rajiv Gandhi assassination case. A bench headed by Chief Justice P Sathasivam adjourned the case and posted it for final hearing on 26th of this month after the Centre sought time to file a rejoinder to state government's response.
Earlier, the apex court had restrained the state government from releasing the prisoners who were undergoing life sentence and directed it to maintain status quo. It had also directed the Tamil Nadu government not to release three convicts whose death sentences were commuted to life terms by the Supreme Court on 18th of last month.

Former Andhra Pradesh Chief Minister Kiran Reddy today approached the Supreme Court against the Centre's decision to create Telangana by bifurcating the State. A bench headed by Chief Justice P Sathasivam, has agreed to list his plea along with other petitions which will be taken up tomorrow for hearing.
The apex court had earlier on February 17 refused to entertain petitions challenging the division of Andhra Pradesh on the ground that they were premature as the Bill was not cleared by Parliament at that time. Parliament gave its approval on February 20 for the creation of Telangana by bifurcating Andhra Pradesh.

The Centre today justified before the Supreme Court its decision of not recommending the dissolution of the Delhi Assembly. The government justified its stand by saying that it is not expedient or in public interest to hold the next Assembly elections in Delhi in such a short time. The apex court had last month issued notice to the central government on a plea by the Aam Aadmi Party challenging the decision of the centre of not dissolving the Delhi assembly as recommended by the outgoing AAP government. The plea challenged the presidential proclamation placing the Delhi assembly in suspended animation and not dissolving it. The apex court gave 10 days time to the centre to respond the AAP plea and fixed the listing of the case on 7th of this month.

The Delhi Police has arrested fourteen Aam Aadmi Party members after an FIR was registered against them in connection with clashes outside the BJP office in New Delhi yesterday. Police sources said, the FIR was lodged at Parliament Street Police Station last night against the AAP protesters including its leaders Ashutosh and Shazia Ilmi. They said charges of rioting, obstructing a public servant from performing his duty and damaging public property have been slapped against them.
Talking to AIR, Aam Aadmi Party spokesperson Deepak Maheshwari said prominent educationist Prof Anand Kumar is also one of the arrested members. He said the party will lodge a formal complaint with the Election Commission on what he called unprovoked atrocities against the party members by the police. Maheshwari expressed surprise that no BJP member involved in the clashes has been arrested so far. He said the party will file a counter FIR against the police.

Aam Aadmi Party leader Arvind Kejriwal today apologized for his party workers' behavior in Delhi and Lucknow while protesting his detention and urged them to stick to non-violence. He was reacting to media queries at Bhuj in Kutch district during his four days tour to the home state of BJP’s Prime Ministerial candidate. Meanwhile, the BJP has urged the Election Commission to take strict action against Aam Aadmi Party for yesterday's clashes in Delhi and Lucknow. A Party delegation led by senior leader Harsh Vardhan today met the Chief Election Commissioner V S Sampath in New Delhi and complained that Aam Aadmi Party resorted to violence to derail election process.

In Uttar Pradesh, Doctors in Kanpur today called off their six-day strike. The Uttar Pradesh Indian Medical Association President Dr. Ravi Mehra told AIR that the strike had been called off in the larger interest of public and after the intervention of Allahabad High Court. Meanwhile 24 junior doctors who had refused to come out of jail by furnishing the personal bond have now been released from the jail. The government has shifted SSP Kanpur Yashaswi Yadav and attached him to DGP office Lucknow.
Our Correspondent reports that faculty and doctors in most of the medical colleges and other medical Institutions across the state have joined their duty and OPD services have begun in most of the institutions.
"The agony and pain of the poor patients for six days came to an end today but only after the High Court intervened in the matter. Over forty precious lives of hapless patients were lost all over the state during these days as they had no other alternative except government hospitals. The government is closely monitoring the situation in the state run hospitals to ensure that all the services are provided to the needy. The patients, who were wandering here and there for medical care, have once again started rushing to the government hospitals. Merajuddin, AIR NEWS, Lucknow."
Taking suo motu cognizance, the Lucknow bench of Allahabad High Court had directed a probe into the matter. However, the state government informed the court that it has set up a one member Commission headed by a retired justice of Allahabad High Court to inquiry into the incident which will submit its report in three weeks. The Court has fixed March 10 as next date of hearing into the matter.

Nationalist Congress Party Bihar chief Nagmani today resigned from his post and party. Nagmani was seeking NCP ticket for Lok Sabha polls but the party could not accommodate him. He indicated he may join BJP. Meanwhile, NCP chief Sharad Pawar has dissolved Bihar unit of the party. NCP Spokesperson Anil Kumar Jha told AIR that Mr Pawar has dissolved the Bihar party unit with immediate affect. He also said that the party National secretary Mohan Agrawal has been appointed as the in-charge of Bihar unit.

In Madhya Pradesh, the ruling BJP sponsored a half day bandh has evoked mixed response across the state today. The party has called bandh to lodge its protest against the centre’s alleged insensitive attitude towards farmers of the state. Our correspondent reports that chief minister Shivraj Singh Chouhan is observing a four hour fast with his ministerial colleagues at capital Bhopal’s T T Nagar Dushera ground.

" The main markets and commercial establishments are closed in the major towns including Bhopal, Indore and Gwalior. Addressing the gathering during his fast, Chief Minister Shivraj Singh Chouhan demanded a relief package of five thousand crore rupees from the centre for the hailstorm affected farmers. According to the state government, crops have been damaged in about 13 thousand villages during the recent spell of rains and hailstorms. The main opposition Congress has alleged that in place of providing relief to hail storm affected farmers, the ruling BJP is trying to get political mileage out of the natural calamity. Sri Lankan Navy has arrested 9 more Tamil fishermen on charges of violating the maritime boundary early hours today. The Navy said, these fishermen and their boats are being taken to Talaimannar for handing over to the police authorities for further legal action. Our correspondent has filed this report:
"With the arrest of 9 more fishermen from Tamil Nadu by Sri Lankan Navy today, the number of Indian fishermen in Lankan custody has shot up to 172. Sri Lanka’s Fisheries officials say that the arrests are being made because intrusion by Indian fishermen continues despite recent agreement that both sides would stop violations and give ongoing talks a chance to succeed. In January, all fishermen and their boats were released by the two countries after a high level meeting in New Delhi. Later the first round of talks between fishermen associations in Chennai saw an agreement of one month moratorium on crossing of maritime boundary line. A Nato air strike has killed five Afghan soldiers in eastern Afghanistan. A defence ministry spokesman said the air strike took place in the early hours of today in Charkh district of Logar province. Five members of the Afghan army were killed and another eight injured, the spokesman said. Nato said it was investigating reports of the incident but could not confirm details.

European Union leaders are due to meet in Brussels today for an emergency summit on Ukraine. The new Ukrainian Prime Minister is expected to attend the meeting. EU leaders had hoped for greater progress by now, but Russia's foreign minister refused to meet his Ukrainian counterpart in Paris yesterday. Besides, Moscow is not complying with demands from the United States and Europe that its troops return to their bases in Crimea.
This emergency summit in Brussels will probably impose some very symbolic sanctions, but substantive measures are unlikely.

Remaining firm in afternoon trade, the Sensex at the Bombay Stock Exchange had gained 109 points, to 21,386 a short while ago. Earlier in the morning, the Sensex had advanced 89 points, on sustained buying by investors, after a sharp fall in the country's current account deficit, and as regional markets gained ground. The Sensex had added over 330 points in the previous two trading sessions.
Rupee jumped 32 paise to 61.43 a dollar in early trade today at the Interbank Foreign Exchange on sustained selling of the US currency after a sharp decline in country's current account deficit in the third quarter.

The Delhi High Court today agreed to hear the appeal of 'Gulaab Gang' film producers who have challenged its order staying release of the movie. A bench of Acting Chief Justice B D Ahmed and Justice S Mridul agreed to hear the plea today. The court said it will hear the plea after the producers will file a compact disc of the film and other related documents before it. The Court yesterday stayed the release of the movie which is reportedly based on the life of activist Sampat Pal, who formed the Gulabi Gang, a group of pink sari clad women vigilantes in Uttar Pradesh.

Saina is the only Indian left in the tournament, as all other Indian shuttlers, including world number nine PV Sindhu and P. Kashyap, bowed out after losing in their respective opening round matches yesterday.

North Korea today rejected Seoul's request for talks on reunions for families separated by the Korean War. The North's negative response came as military tensions simmer, with South Korea conducting annual joint exercises with the United States. North Korea said the proper atmosphere has not been created to discuss family reunions.
Seoul had sent its request yesterday, proposing a meeting on March 12 at the border truce village of Panmunjom.
The two Koreas recently wrapped up the first such family reunion for more than three years, held at a mountain resort in North Korea in the last week of February.

सोलहवीं लोकसभा के चुनाव नौ चरणों में ७ अप्रैल से १२ मई तक कराये जायेंगे। मतगणना १६ मई को होगी। मतदान के पहले दिन ७ अप्रैल को असम के पांच लोकसभा क्षेत्रों और त्रिपुरा के एक निर्वाचन क्षेत्र में वोट डाले जायेंगे। नौ अप्रैल को दूसरे चरण में अरूणाचल प्रदेश, मणिपुर, मेघालय, मिजोरम और नगालैंड के ७ लोकसभा चुनाव क्षेत्रों में मतदान होगा। बिहार, उत्तर प्रदेश, हरियाणा, केरल, ओडिशा, मध्य प्रदेश और महाराष्ट्र सहित १४ राज्यों के ९२ चुनाव क्षेत्रों में १० अप्रैल को वोट डाले जायेंगे। चौथे दिन १२ अप्रैल को असम सहित तीन राज्यों के पांच निर्वाचन क्षेत्रों में मतदान होगा। मतदान के पांचवें दिन १७ अप्रैल को १३ राज्यों में लोकसभा की १२२ सीटों के लिए मतदान होगा। इस चरण में कर्नाटक, राजस्थान, महाराष्ट्र, मध्य प्रदेश, उत्तर प्रदेश, ओडिशा और बिहार में चुनाव भी शामिल रहेंगे। छठे चरण में २४ अप्रैल को असम, छत्तीसगढ़, तमिलनाडु, महाराष्ट्र, मध्य प्रदेश, पश्चिम बंगाल और उत्तर प्रदेश सहित १२ राज्यों की ११७ सीटों के लिए वोट डाले जायेंगे। सातवें चरण में ३० अप्रैल को आंध्र प्रदेश, गुजरात, पंजाब, उत्तर प्रदेश और पश्चिम बंगाल सहित नौ राज्यों के ८९ निर्वाचन क्षेत्रों में मतदान कराया जायेगा। बिहार, हिमाचल प्रदेश, उत्तर प्रदेश, उत्तराखंड और पश्चिम बंगाल सहित सात राज्यों में ६४ सीटों के लिए आठवें चरण में ७ मई को वोट डाले जायेंगे। बारह मई को नौवें और अंतिम चरण में छत्तीसगढ़, उत्तर प्रदेश और पश्चिम बंगाल के ४१ निर्वाचन क्षेत्रों में मतदान होगा। पहले चरण की अधिसूचना १४ मार्च को नौवें और आखिरी चरण की अधिसूचना १७ अप्रैल को जारी की जायेगी। मुख्य निर्वाचन आयुक्त वी एस सम्पत ने चुनाव कार्यक्रम की घोषणा करते हुए बताया कि सिक्किम, ओडिशा और आंध्र प्रदेश में विधानसभा चुनाव भी लोकसभा चुनाव के साथ ही कराये जायेंगे। आंध्र प्रदेश विधानसभा की ११९ सीटों के लिए ३० अप्रैल और १७५ सीटों के लिए सात मई को चुनाव कराये जायेंगे। ओडिशा विधानसभा के चुनाव भी दो चरणों में ७० सीटों के लिए दस अप्रैल को और ७७ सीटों के लिए १७ अप्रैल को होंगे। सिक्किम में विधानसभा की सभी ३२ सीटों के लिए चुनाव १२ अप्रैल को कराये जायेंगे।
श्री सम्पत ने बताया कि मतदाता सूचियों को अपडेट करने का काम किया जा चुका है और करीब ८१ करोड़ ४० लाख मतदाताओं के नाम अभी तक दर्ज हो चुके हैं।

इस बार ८१ करोड़ चालीस लाख मतदाता हैं, जो पिछले संसदीय चुनावों से १० करोड़ ज्यादा है। ऐसी कई शिकायतें सामने आई हैं कि लोगों को मतदाता सूची में अपना नाम नहीं मिल रहा है। ऐसे लोगों के नाम दर्ज कराने के लिए हमने एक और मौका देने का फैसला किया है। ९ मार्च को सभी मतदाता स्टेशनों में बूथ लेवल के अधिकारी ऐसे लोगों के नामांकन के लिए आवेदन पत्र और मतदाता सूची के साथ उपलब्ध रहेंगे। जो मतदाता, सूची में अपना नाम दर्ज कराना चाहते हैं इस तारीख को अपने मतदान केन्द्र में संपर्क कर सकते हैं।
मुख्य निर्वाचन आयुक्त ने बताया है कि लोकसभा के ५४३ निर्वाचन क्षेत्रों के लिए देशभर में लगभग ९ लाख ३० हजार मतदान केंद्र बनाये जायेंगे।
चुनावों की घोषणा के साथ ही आदर्श चुनाव आचार संहिता तुरंत लागू हो गई है। उन्होंने कहा कि लोकसभा चुनावों में पहली बार चुनाव कार्यों के सुचारू प्रबंधन की निगरानी और खासकर मतदाताओं को जागरूक बनाने और उन्हें सुविधा उपलब्ध कराने के लिए केंद्रीय जागरूकता प्रेक्षक तैनात किये जायेंगे। श्री सम्पत ने बताया कि लोकसभा चुनाव में पहली बार नोटा यानि उपरोक्त में से कोई नहीं विकल्प मतदाताओं को दिया जायेगा।

वोटिंग मशीनों में पहली बार नोटा की सुविधा उच्चतम न्यायालय के आदेश के बाद पांच राज्यों में हुए पिछले चुनावों के दौरान शुरू की गई थी। २०१४ के आम चुनावों में पहली बार नोटा की सुविधा उपलब्ध कराई जाएगी। इसके लिए जल्दी निर्देश लागू किए जाएंगे।
अवैध धन का प्रवाह रोकने के लिए केंद्रीय सरकारी सेवाओं से व्यय प्रेक्षक नियुक्त किये जायेंगे जो उम्मीदवारों के चुनावी खर्च पर नजदीकी निगाह रखेंगे और सुनिश्चित करेंगे कि उम्मीदवारों की ओर से मतदाताओं को वोट डालने के लिए लुभाने के प्रयास न किये जायें। पेड न्यूज के बारे में श्री सम्पत ने कहा कि निर्वाचन आयोग ने केन्द्र से इसे चुनावी अपराध घोषित करने को कहा है, ताकि इस बुराई को रोका जा सके। उन्होंने कहा कि आयोग उम्मीदवारों के खर्च की निगरानी करके इस दिशा में प्रयास कर रहा है।साथ ही धन बल की बुराई पर अंकुश लगाने के उद्देश्य से उड़न दस्ते, स्थिर निगरानी दल, लेखा दल और वीडियों निगरानी दल तैनात किये जायेंगे। मुख्य निर्वाचन आयुक्त ने यह भी बताया कि आयोग ने फोटो मतदाता पर्चियां वितरित करने के प्रबंध किये हैं ताकि मतदाता को यह जानकारी मिल सके कि वह मतदाता के रूप में पंजीकृत है या नहीं और मतदाता सूची में उसका क्रमांक क्या है।

इस बार आम चुनावों में फोटो वाली मतदाता पर्ची उपलब्ध कराई जाएगी। इसका उपयोग हम राज्य विधानसभा चुनावों में भी कर रहे है।
कुछ निर्वाचन क्षेत्रों में वीवीपैट प्रणाली इस्तेमाल की जायेगी ताकि मतदाता जान सकें कि उनका वोट, वोटिंग मशीन में दर्ज हुआ है या नहीं और इसके लिए उन्हें रसीद भी मिलेगी। इस समय ६०० वीवीपैट यूनिट हैं और इस महीने की आखिर तक २० हजार और यूनिटें प्राप्त हो जाएंगी। ब्योरा हमारे संवाददताा से

सोलहवीं लोकसभा का चुनाव अब तक कराई गई चुनावों में सबसे ज्यादा चरणों में चलने वाला चुनाव होगा। इस पूरी प्रक्रिया में कुल ७२ दिन लगेंगे और लगभग ८१ करोड़ ४० लाख मतदाता इसमें भाग लेंगे। इस चुनाव में २ करोड़ तीस लाख मतदाता ऐसे होंगे जो १८ से १९ वर्ष की आयु के हैं। इस लोकसभा चुनाव में पहली बार वोटर वेरिफायर पेपर आडिट ट्रेल का प्रयोग किया जा रहा है। जिससे मतदाता को मतदान की पुष्टि के लिए एक पर्ची भी मिलेगी। चुनाव आयोग मतदान के बेहतर प्रबंधन के लिए एसएमएस आधारित पूल मानिटरिंग और साफ्‌टवेयर के माध्यम से ईवीएम टै्रकिंग जैसी सूचना प्रौद्योगिकी का इस्तेमाल कर रहा है। लगभग एक करोड़ दस लाख चुनाव कर्मचारी जिसमें सुरक्षाकर्मी भी शामिल है स्वतंत्र और निष्पक्ष चुनाव कराने के लिए लगाए जाएंगे। इस महीने की ९ तारीख को देश के सभी मतदान केन्द्रों पर मतदाता पंजी में जिन लोगो ने अपना नाम दर्ज नहीं कराया है उनका नाम दर्ज कराने के लिए बूथ स्तर के अधिकारी भी उपस्थित रहेंगे। संत बहादूर के साथ आकाशवाणी समाचार के लिए मैं संजीव सिंह।

सूचना और प्रसारण मंत्री मनीष तिवारी ने कहा है कि आगामी लोकसभा चुनावों में उम्मीदवारों के बीच सैद्धांतिक संघर्ष होगा। आज नई दिल्ली में पत्रकारों से बातचीत में उन्होंने बताया कि प्रधानमंत्री, कांग्रेस अध्यक्ष और पार्टी उपाध्यक्ष, कांग्रेस के चुनाव प्रचार का नेतृत्व करेंगे। श्री तिवारी ने दावा किया कि सरकार ने बहुत रचनात्मक और ठोस कार्य किया है जिसका चुनाव प्रचार के दौरान प्रचार-प्रसार किया जायेगा।

हमने जो पिछले दस साल में इस देश में एक बिल्कुल जिसे कहते हैं, मौन क्रांति ले के आए हैं उस क्षेत्र में बहुत ही सकारात्मक और रचनात्मक काम किए हैं। उनको लेकर हम लोगों के बीच जाएंगे।

आम आदमी पार्टी प्रमुख अरविंद केजरीवाल ने कहा है कि वे यह देखना चाहते हैं कि गुजरात में विकास के लंबे चौड़े दावों की वास्तविकता क्या है। राज्य के चार दिन के दौरे पर आए श्री केजरीवाल अहमदाबाद हवाई अड्डे पर संवाददाताओं से बातचीत कर रहे थे। उन्होंने कहा कि भाजपा के प्रधानमंत्री पद के उम्मीदवार नरेन्द्र मोदी ने गुजरात में शिक्षा क्षेत्र में विकास और रोजगार सृजन के बड़े-बड़े दावें किए हैं और वे यह देखना चाहेंगे कि इनमें कितनी सच्चाई है।
हवाई अड्डे पर हजारों पार्टी कार्यकर्ताओं ने पार्टी चुनाव चिन्ह हाथ में लेकर श्री केजरीवाल का स्वागत किया। इसके बाद वे किसानों से मिलने बहुचराजी रवाना हो गए, जहां गुजरात सरकार ने टाटा की नैनो कार परियोजना के लिए कृषि भूमि का आवंटन किया है। श्री केजरीवाल शनिवार को अहमदाबाद में जनसभा करने से पहले कच्छ और जामनगर जाकर किसानों का दुख-दर्द सुनेंगे। हमारे अहमदाबाद संवाददाता ने खबर दी है कि दिल्ली के मुख्यमंत्री पद से इस्तीफा देने के बाद श्री केजरीवाल का गुजरात का यह पहला दौरा है।

उत्तर प्रदेश में डॉक्टरों की हड़ताल और फैल गई है, क्योंकि जिन २४ मेडिकल छात्रों को जमानत दी गई थी, उन्होंने जेल से बाहर आने से इंकार कर दिया है। कानपुर मेडिकल कॉलेज के २४ छात्रों ने व्यक्तिगत मुचलके पर हस्ताक्षर करने से इंकार कर दिया, जो रिहाई के लिए अनिवार्य है। छात्रों ने कहा कि वे व्यक्तिगत मुचलके पर तभी हस्ताक्षर करेंगे, जब इंडियन मेडिकल एसोसिएशन, कानपुर की प्रमुख और मेडिकल कॉलेज के मेडिसीन विभाग की अध्यक्ष डॉ. आरती लालचंदानी उन्हें ऐसा करने के लिए कहेंगी। राज्य के मुख्यमंत्री और डॉक्टरों के बीच कल हुई बातचीत का कोई नतीजा नहीं निकला। हमारे लखनऊ संवाददाता ने डॉ. आरती लालचंदानी के हवाले से कहा है कि हड़ताल जारी रहेगी, क्योंकि यह मुद्दा सुलझाया नहीं गया है। पूरे राज्य में मेडिकल कॉलेजों में सेवाएं आज पांचवें दिन भी ठप्प रही। अब निजी अस्पतालों ने भी नये मरीजों को भर्ती करने से मना कर दिया है, क्योंकि हड़ताल के कारण सरकारी अस्पतालों से बड़ी संख्या में मरीज लौट कर वहां आ रहे हैं।

The elections to the 16th Lok Sabha, spread over nine phases, will begin from 7th April and will continue till 12th May. The counting will take place on 16th May. The first polling day on April 7 will cover five Lok Sabha constituencies in Assam and one in Tripura while the second on the 9th of April will cover seven constituencies spread over Arunachal Pradesh, Manipur, Meghalaya, Mizoram and Nagaland. 92 constituencies in 14 states including Bihar, Uttar Pradesh, Haryana, Kerala, Odisha, Madhya Pradesh and Maharashtra will go to polls on the 10th of April. Five constituencies in three states including Assam, will be covered on the fourth day on April 12.
122 Lok Sabha seats will go to polls in 13 states on April 17, the fifth day of the poll. The states included in this phase are Karnataka, Rajasthan, Maharashtra, Madhya Pradesh, Uttar Pradesh, Odisha and Bihar. The sixth phase will witness polling in 117 seats in 12 states including Assam, Chhattisgarh, Tamil Nadu, Maharashtra, Madhya Pradesh, West Bengal and Uttar Pradesh on the 24th April.
The seventh day of polling on April 30 will choose representatives in 89 constituencies spread over nine states including Andhra Pradesh, Gujarat, Punjab, Uttar Pradesh and West Bengal. 64 seats in seven states including Bihar, Himachal Pradesh, Uttar Pradesh, Uttarakhand and West Bengal will be covered in the 8th phase on 7th May. Polling will come to an end on 12th May with elections in 41 constituencies in Chhattisgarh, Uttar Pradesh and West Bengal.
Notification for the first phase will be issued on 14th of March and last and the ninth phase on 17th of April.
Announcing poll schedules, the Chief Election Commissioner, CEC, VS Sampath said that the Assembly elections in Sikkim, Odisha and Andhra Pradesh will be held simultaneously with Lok Sabha polls. Election for 119 seats of Andhra Pradesh Assembly will be held on 30 April and for 175 seats on 7th of May. Odisha Assembly will also witness two phase poll with 70 seats going to polls on 10th April and 77 on 17th April. Polling for all 32 Assembly seats in Sikkim will be held on 12th of April. Mr. Sampath said that voters enrollment has already been updated and about 81.4 crore voters have enrolled their names in the list so far.
"Total electorate, as of now, is approximately 81.4 crores, which is about 10 crores more than the last Parliamentary elections. There have been complaints about certain people not finding their names in the electoral rolls. We have decided to offer one more opportunity for enrollment. 9th March, this is the day when in all the polling stations, booth level officers will be sitting with the electoral roll and application forms, for such people who seek enrollment."
The CEC said that approximately nine lakh thirty thousand Polling Stations across the country will be set up for voting at 543 Lok Sabha Constituencies in nine polling days.
The Chief Election Commissioner said that Model Code of Conduct has come into force with immediate effect.
"From today, the Model code of Conduct has come into place. We will examine every action under the ambit of Model Code. Normally Model code does not interfere with statutory constitutional appointments."
Mr Sampath said for the first time in the Lok Sabha elections, the Commission will deploy Central Awareness Observers to oversee the effective management of the electoral process at the field level mainly in respect of voter awareness and facilitation. Regarding the checking of illegal money flow, he said, Expenditure Observers from Central Government Services would be appointed to keep a close watch on election expenditure of the candidates.
"Use of money power is one of the biggest challenges, particularly in some states. In addition to the expenditure observer, there will be an assistant expenditure observer. We will have large number of flying squads, check posts, media monitoring screening committees. In addition, central police force will be deployed in advance in those states where expenditure is a critical factor. Commission will spare no efforts in controlling the evil use of money power."
On paid news, Mr Sampath said that the Election Commission has asked the Centre to make it an electoral offence to curb its menace.
The CEC added that to facilitate the voters to know where he or she is enrolled as a voter and the serial number in the Electoral Roll, the Commission has made arrangements for the distribution of photo voter slips.
"Photo voter slips, this is another feature which will be introduced in this General Elections, though we have been using it in the foregoing State Assembly Elections. The Commission has directed that a photocopy of the electoral roll relating to that voter shall be distributed at his doorstep, close to the date of the poll."
The CEC said, the NOTA option will be introduced in the general election for the first time.
"NOTA facility in the voting machines, this was introduced in the last 5 state elections, persuant to the order of the hon'ble Supreme Court. NOTA facility shall be provided in General Elections 2014 also, and appropriate instructions will be issued."

"The 16th Lok Sabha election has the highest number of polling days till date. The whole exercise involving an electorate of 81.4 crore will be over in 72 days. For the first time in Parliamentary polls, Voter Verifiable Paper Audit Trial or VVPAT will be introduced in some constituencies on a trial basis. It will allow voters to get a visual confirmation of who they voted for with the help of printed slips from Electronic Voting Machines, EVMs. It will help in creating a fool-proof record of voting and avoid controversies in case of a dispute. The Election Commission will use IT for better management of elections by applications such as SMS-based poll monitoring, election monitoring dashboards for officers at all levels, and EVM tracking through software. A total of 1.1 crore poll personnel, half of them being security forces, will be deployed for the smooth conduct of polls and to ensure that they are free and fair. With Sant Bahadur, Zakir Malik, AIR News, Delhi."
Major political parties have welcomed the poll schedule. Congress General Secretary Digvijay Singh said that nine phase elections will ensure security during the polls.
"It is a very long schedule, but afterall the hon'ble Election Commission must have deliberated, discussed and decided it so that the elections are peaceful and impartial."
BJP Spokesman Ravi Shankar Prasad said that addition of 10 crore voters this time is the most exciting feature.
"The most noticeable feature of this election is the addition of 10 crore more voters, substantially young. They are having a dream about India. It is a dream of a young, resurgent, aspirational India. We have to respond to that."
Information and Broadcasting Minister Manish Tewari has said that the upcoming Lok Sabha election will be an ideological fight among the contestants.
"A vision of pluralism, a vision of secularism which is represented by the Congress party, and a sectarian, communal and fundamentalist vision which is really encapsulated in the ideological disposition of the principal opposition party or BJP. Of course there are other players in the field too, but this is really going to be a clash of the two visions of India."

Aam Aadmi Party, AAP chief Arvind Kejriwal has said that he would like to see the ground situation of the tall claims of development in Gujarat. He was speaking to media persons at Ahmedabad Airport this morning at the start of his four days visit to the state. Mr. Kejriwal said that BJP’s Prime Ministerial candidate Narendra Modi has made big claims of development in education sector and employment generation in Gujarat and he would like to see it.
The AAP Chief was received by thousands of party workers carrying party symbol in hand at the Airport. After a small road show at Ahmedabad Airport, Mr. Kejriwal directly rushed to Bahuchraji to meet the farmers, where Gujarat Government had allotted agriculture land to the Tata's Nano car project. Mr. Kejriwal is also likely to visit Kutch and Jamnagar to listen to the plights of farmers before his public meeting in Ahmedabad on Saturday.

The ongoing strike that has crippled medical services in Uttar Pradesh has further intensified, as 24 medicos, who were granted bail, have refused to come out of the jail. The 24 medicos of GSVM College Kanpur refused to sign the personal bond, which is mandatory for an inmate before he is released. The students reportedly said, they will sign the bond only if Dr Arti Lal Chandani, the IMA Kanpur Chief and Head of Department of Medicine, GSV Medical College, tells them to do so.
Meanwhile, the talks between the Chief Minister and the doctors yesterday, could not end the stalemate.
Quoting the IMA President, Kanpur, Dr Arti Lalchandani, our Lucknow Correspondent reports that the strike will go on as the issue has not been resolved. Dr Aditya Patel, President of KGMU Resident Doctors’ Association said, there was no clarity in the CM’s assurance on their demands of initiating action against Kanpur SSP, Yashasvi Yadav and SP MLA, Irfan Solanki, and also about withdrawal of cases against the 24 students.
Services in the medical colleges remained severely paralysed for the fifth day all over the state. Now, even the private hospitals have stopped admitting the fresh cases as they are flooded with patients who had to return from government hospitals due to strike.

The rupee edged up by one paisa to 61 rupees 84 paise against the US dollar in the late morning trade on mild selling of dollars by banks and exporters amid firm local equity market. The rupee resumed lower at 61 rupees 90 paise per dollar as against the last closing level of 61 rupees 85 paise at the Interbank Foreign Exchange market. The domestic currency strengthened by four paise to 61 rupees 81 paise in early trade today.

तेलंगाना राष्ट्र समिति-टी.आर.एस. ने कांग्रेस में विलय की संभावना से इंकार किया है, लेकिन पार्टी ने कांग्रेस के साथ गठबंधन का विकल्प खुला रखा है। टी.आर.एस. ने किसी भी पार्टी से गठबंधन पर विचार के लिए श्री केशव राव की अध्यक्षता में वरिष्ठ नेताओं की एक समिति गठित की है। पार्टी अध्यक्ष के चंद्रशेखर राव ने कल दिन भर चली पार्टी की आम सभा की बैठक के बाद देर रात हैदराबाद में यह जानकारी दी।  उन्होंने सीमांध्र प्रदेश को विशेष दर्जा देने संबंधी अध्यादेश लाने, और तेलंगाना को इससे वंचित रखने के लिए कांग्रेस और केंद्र की यूपीए सरकार की आलोचना की।

उधर, कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी ने कहा है कि गठबंधन पर कोई अंतिम फैसला अभी नहीं लिया गया है।

आंध्र प्रदेश में पूरा देश जानता है कि तेलंगाना के विषय में और सीमांध्र में संतुलन रखने के विषय में कांग्रेस से ज्यादा भरसक और सदैव प्रक्रिया अगर की है कानूनी और एडमिनिस्ट्रेटिव और राजनीतिक तो किसी पार्टी ने नहीं की है। उसके आधार पर जो सबसे प्रभावशाली व्यापक गठबंधन हो सकेगा, उसकी तरफ हम अग्रसर हैं। अंतिम निर्णय अभी कुछ नहीं हुआ है।

उच्चतम न्यायालय ने कहा है कि वह राजनेताओं को नफरत फैलाने वाले भाषण देने से रोकने के मामले में हस्तक्षेप नहीं करेगा। एक जनहित याचिका पर सुनवाई के दौरान न्यायालय ने कहा कि भारत १२८ करोड़ लोगों का देश है और इतनी ही राय हो सकती हैं। उनका कहना था कि यह लोकतंत्र की परिपक्वता का प्रतीक है। हो सकता है कि जो व्यक्ति ऐसा भाषण दे रहा हो, उसे यह नफरत फैलाने वाला भाषण नहीं लगता। याचिका में उच्चतम न्यायालय से निर्वाचन आयोग को यह निर्देश देने को कहा गया था कि वह राजनेताओं को नफरत फैलाने वाले भाषण देने और मतदाताओं को लुभाने वाले वायदे करने से रोके। न्यायालय ने कहा कि इस मामले में उसका कोई भी आदेश बोलने की आज+ादी का उल्लंघन होगा।

उच्चतम न्यायालय के पूर्व न्यायाधीश के टी थॉमस ने लोकपाल खोज समिति के प्रमुख का पद संभालने के प्रस्ताव से इंकार कर दिया है। श्री थॉमस ने कहा कि उन्होंने प्रधानमंत्री कार्यालय को इस संबंध में पत्र लिखा है।

श्री थॉमस ने कहा कि खोज समिति को, लोकपाल चयन समिति के पास नामों की सिफारिश करनी है, लेकिन उन्हें स्वीकार किया जाएगा या नहीं यह निश्चित नहीं है। इसलिए इस खोज समिति की आवश्यकता नहीं है।

मेरा कोई वैचारिक मतभेद नहीं है। मेरा मानना है कि यह जब सीधे चयन समिति ही कर सकती है, तो फिर इसे खोज समिति के माध्यम से क्यों किया जाए। मैंने यह भी कहा है कि इस पद के लिए आवेदन आमंत्रित करना मुझे सही नहीं लगता।

इससे पहले जाने माने वकील फली नरीमन ने भी लोकपाल खोज पैनल का सदस्य बनने से इंकार कर दिया था।

इस बीच, भारतीय जनता पार्टी ने कहा है कि न्यायमूर्ति थॉमस के इंकार से सरकार को नीचा देखना पड़ेगा।

भाजपा के आरोपों का खंडन करते हुए कांगे्रस प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि केन्द्र को कुछ नीचा नहीं देखना पड़ेगा, क्योंकि लोकपाल एक वैधानिक संस्था है।

खोज समिति के प्रमुख का पद संभालने के लिए किसी के सहमति देने या न देने का सरकार से कोई लेना देना नहीं है और न ही उस पर कोई आक्षेप है। क्योंकि अगर वह यह पद संभालते तो एक वैधानिक संस्था के सदस्य होते, ना कि किसी सरकारी संस्था के।

स्टूडेंट्स इस्लामिक मूवमेंट ऑफ इंडिया-सिमी पर लगे प्रतिबंध की वैधता की जांच करने के लिए सरकार ने दिल्ली उच्च न्यायालय के न्यायाधीश सुरेश कैत की अध्यक्षता में न्यायाधिकरण का गठन किया है। गैरकानूनी गतिविधि निरोधक अधिनियम के अनुसार, सरकार की ओर से प्रतिबंध की अधिसूचना जारी होने के छह महीने के भीतर, उच्च न्यायालय के न्यायाधीश की अध्यक्षता वाले न्यायाधिकरण से उसकी पुष्टि करानी होती है। यह न्यायाधिकरण सिमी के खिलाफ सबूतों की जांच के लिए देश भर का दौरा करेगा। सरकार ने कहा है कि सिमी के सदस्य महाराष्ट्र, आंध्र प्रदेश, गुजरात और मध्य प्रदेश में गैर-कानूनी गतिविधि में शामिल है। सिमी के कई सदस्य आतंकवाद के आरोप में जेल में बंद है और न्यायाधिकरण राज्य पुलिस द्वारा जुटाए गए सबूतों की जांच करेगा।

बंगाल की खाड़ी के देशों के बीच बहुक्षेत्रीय तकनीकी और आर्थिक सहयोग से संबद्ध पहल यानी ÷÷बिम्सटेक'' के सदस्य देशों की शिखर बैठक अब से कुछ देर बाद म्यामां की राजधानी ने पी डौ में हो रही है। इसमें कुछ सहमति ज्ञापनों और समझौता पत्रों पर हस्ताक्षर होंगे और नेपाल को बिम्सटेक की अध्यक्षता सौंपी जाएगी। शिखर सम्मेलन में तीसरी बिम्सटेक शिखर सम्मेलन घोषणा को भी मंज्+ाूरी दी जाएगी और श्रीलंका के दूत सुमित नकदाला को बिम्सटेक का पहला महासचिव नियुक्त किया जाएगा।

प्रधानमंत्री मनमोहन सिंह, शिखर सम्मेलन के दौरान श्रीलंका के राष्ट्रपति महिंदा राजपक्षे और बंगलादेश की प्रधानमंत्री शेख हसीना के साथ आज मुलाकात करने वाले हैं। वे शाम को म्यामां से स्वदेश रवाना होने से पहले भूटान के प्रधानमंत्री और म्यामां में नेशनल लीग फॉर डेमोक्रेसी की अध्यक्ष आंग सांग सू ची से भी मिलेंगे।

भारत, रॉल्स रॉयस कम्पनी पर रिश्वत देने के आरोपों की जांच के बारे में ब्रिटेन से जानकारी लेगा। रक्षा मंत्रालय के सूत्रों ने कहा है कि हिन्दुस्तान एयरोनॉटिक्स लिमिटेड से भी कहा गया है कि वह लंदन स्थित रॉल्स रॉयस कम्पनी से उस रकम की वसूली करे, जो उसने अपने कमीशन एजेंट को दी थी।

रक्षा मंत्री ए.के. एंटनी, हिन्दुस्तान एयरोनॉटिक्स को विमान इंजन सप्लाई करने के दस हज+ार करोड़ रुपये के सौदे में रिश्वत दिए जाने के आरोपों की जांच सी.बी.आई. से कराने का आदेश दे चुके हैं। इस सौदे के तहत २००७ से २०११ के बीच हॉक ट्रेनर और जागुआर लड़ाकू विमान के लिए इंजन सप्लाई किए जाने थे।

इलाहबाद उच्च न्यायालय की लखनऊ पीठ ने उत्तर प्रदेश सरकार को आपराधिक रिकॉर्ड वाले सभी २८८ व्यक्तियों को उपलब्ध कराए गए हथियारबंद सुरक्षाकर्मियों को दस दिन के भीतर वापस बुलाने को कहा है। न्यायमूर्ति इम्तियाज मुर्तज+ा और न्यायमूर्ति डी के उपाध्याय की पीठ ने कहा है कि सुरक्षा वापस लेने के बाद जिन व्यक्तियों को वास्तव में कोई खतरा है, उनके लिए अलग से आदेश पारित किया जा सकता है। एक जनहित याचिका पर सुनवाई करते हुए न्यायालय ने राज्य सरकार को सलाह दी कि जिन लोगों के पास हथियारों के लाईसेंस हैं, उन्हें सुरक्षा उपलब्ध नहीं कराई जाए।

सहारा प्रमुख सुब्रत रॉय को आज दोपहर दो बजे उच्चतम न्यायालय में पेश किया जाएगा। श्री रॉय को कल लखनऊ से सड़क के रास्ते दिल्ली लाया गया था। अपनी दो कंपनियों द्वारा निवेशकों के बीस हजार करोड़ रूपये नहीं लौटाने के कारण अवमानना के मुकद्दमे की सुनवाई के दौरान श्री रॉय २६ फरवरी को उच्चतम न्यायालय में पेश नहीं हुए थे। न्यायालय ने इस पर श्री रॉय की गिरफ्तारी का आदेश दिया था। पिछले शुक्रवार को श्री रॉय के समर्पण करने के बाद उत्तर प्रदेश पुलिस ने उन्हें गिरफ्तार कर लिया था।

भारत ने पोलियो प्रभावित सात देशों अफगानिस्तान, इथियोपिया, सीरिया, केन्या, सोमालिया, नाइजीरिया और पाकिस्तान से आने वाले पर्यटकों के लिए पोलियो खुराक लेना अनिवार्य कर दिया है ताकि इन देशों से पोलियो का वायरस देश में न आने पाये। इन देशों से आने वाले पर्यटकों को प्रस्थान से छह हफ्‌ते पहले पोलिया की खुराक लेना जरूरी होगा। भारत से इन देशों में जाने वाले सभी पर्यटकों को भी यह खुराक लेनी होगी, क्योंकि पहली मार्च से पोलियो टीकाकरण का नया कानून प्रभावी हो गया है।

The Telangana Rashtra Samiti, TRS has ruled out its merger with the Congress. However, the party is open to an alliance with the Congress for the coming Lok Sabha elections. The TRS has decided to form a committee of senior leaders headed by Keshav Rao to look into the issue of alliances. This was disclosed by the Party President K Chandrashekhar Rao in Hyderabad last night after a day-long meeting of the General Body of the party. Mr Rao said, the general body meeting unanimously decided not to merge the TRS with the Congress. He also criticised the Congress and the UPA government at the Centre for bringing in an ordinance giving a special category status to the residuary state while denying the same to the new state of Telangana. Mr Rao said, this is an undemocratic move which will be challenged in the Supreme Court. He has also opposed making Hyderabad the joint capital.

Congress President Sonia Gandhi has asked party MPs to go to the Lok Sabha polls with confidence. Addressing MPs at a dinner she hosted at her residence last night, Mrs Gandhi asked MPs to be battle ready for the next Lok Sabha polls. At least 100 MPs talked to Mrs Gandhi during dinner. Due to hectic engagements over Telangana issue, Mrs Gandhi was unable to have an interaction with party MPs during the just-concluded winter session of Parliament, as there was no valedictory dinner meeting of the parliamentary party . It was, therefore, a kind of farewell meeting with Lok Sabha MPs as Sonia and Rahul Gandhi walked up to the dinner tables of MPs and chatted with them.

Former Supreme Court Judge K T Thomas has turned down the offer to head the Lokpal Search Committee. Speaking to a news agency over the phone, Mr. Thomas said he has written to the Prime Minister's Office, expressing his disinclination to head the Lokpal Search Committee.
The former Judge said, the Search Committee was to recommend names to the Select Committee which may or may not accept those names. So, it was not worthwhile having this Search Committee and that is the reason why he turned down the offer.
I don't have any ideological difference.  I thought work can be done by the Selection Committee directly, why should it be routed through a search committee.  I also mentioned that inviting applications for this post is not appreciable by me.
Meanwhile, the BJP described the resignation of Justice Thomas from the Lokpal Committee Search Panel as an embarrassment to the government. Refuting the BJP's allegations the Congress said the resignation is in no way an embarrassment to the Centre as the Lokpal is a statutory body not an executive one.  Congress party spokesperson Abhishek Manu Singhvi said Justice Thomas should have registered his resentment during the last Parliament proceedings when the Lokpal structure was discussed.
Giving or not giving consent has no connection or no comment on the government in any manner, for the simple reason that if they were to say yes, they would be numbers, not any government body, but over statutory body.

Supreme Court has said it will not intervene in the bid stop politicians from delivering hate speeches. Hearing a PIL, the apex court said, India is a country of 128 crore people and there may be 128 crore views. This is the maturity of a democracy. For a person making such a speech, it may not be a hate speech. The PIL had sought the Supreme Court's direction to the Election Commission to stop politicians from making hate speeches and promises designed to influence voters. The apex court said that an order from them on hate speeches would amount to an infringement of the right to free speech.

The Supreme Court has issued notices to the Centre and all the states on a PIL to declare HIV affected children as disadvantaged group under the Right to Education Act. The notices come in order to ensure that such children get education without discrimination.
A Bench headed by Justice B S Chauhan also sought a response from the government on the plea of an NGO seeking framing of guidelines to prevent any kind of discrimination towards students due to their HIV status or that of their parents or guardians. The petition said, the confidentiality of the HIV-positive status of the children is being routinely breached, leading to violation of their right to privacy.

The Lucknow Bench of the Allahabad High Court has asked Uttar Pradesh government to withdraw the gunners provided to all 288 persons with criminal antecedents within ten days. The bench comprising justices Imtiyaz Murtaza and DK Upadhyaya said that after withdrawal of security cover, separate orders may be passed for those persons who have actual threat of any nature. Acting on a PIL, the court advised the state government to refrain from giving security to those having an arms licence. The court directed the state government to make its position clear in the matter. The case will come up for further hearing on the 7th of next month.

Heads of governments of BIMSTEC nations will meet in Myanmar's capital Nay Pyi Taw this morning. They will adopt the 3rd BIMSTEC Summit Declaration. Three Memoranda of Agreements are expected to be signed. These are establishment of a Permanent Secretariat at Dhaka, establishment of a Weather and Climate Centre in India, and a Cultural Industries Commission in Bhutan.
Prime Minister Manmohan Singh and his Nepalese counterpart Sushil Koirala had a bilateral meeting last evening. India promised all possible assistance to Nepal in the areas of economic development, institution building and consolidation of democracy. External Affairs Minister Salman Khurshid told reporters that India has offered to train the doctors at the trauma centre in Kathmandu which is going to become operational very soon.
Dr Manmohan Singh also held meeting with Myanmar's President Thein Sein. Dr. Singh reiterated the priority and importance that India attaches to its relations with Myanmar.

Russian Foreign Minister Sergei Lavrov has harshly criticised threats of sanctions and boycotts over his country's role in the crisis in Ukraine. Mr Lavrov said at the opening of the UN Human Rights Council in Geneva that those who try to interpret the situation as a type of aggression and threaten sanctions and boycotts, are the same ones who have consistently encouraged Ukrainians to refuse dialogue.            
Meanwhile,  US Vice President Joe Biden called on Russian Prime Minister Dmitry Medvedev. The Vice President urged Russia to pull back its forces, support the immediate deployment of international monitors to Ukraine, and begin a meaningful political dialogue with the Ukrainian government.

India has made oral polio vaccination immunization mandatory for travellers coming from seven polio affected countries with a view to prevent  polio virus from entering the country.  These countries are Afghanistan, Ethiopia, Syria, Kenya, Somalia, Nigeria and Pakistan. An official release said, all travelers coming from these countries to India would need to take the Oral Polio Vaccine six weeks before departure from their country.

 In Uttar Pradesh, the agitating medicos have refused to end their stir unless cases slapped against doctors are withdrawn and action against SSP Kanpur and MLA Irfan Solanki is taken. A court in Kanpur had granted bail to all the arrested doctors on Monday. More from our correspondent.
Due to ongoing strike, twenty six patients have reportedly lost their lives in the state so far because they could not get medical aid on time. More than three hundred serious patients had to return from King George Medical University of Lucknow on Monday where OPDs and operation theaters were locked by junior doctors. The stir is all set to intensify more from today as private doctors and Indian Medical Association have said to shut down the services in solidarity with their agitating counterparts. Sahara chief Subrata Roy will be produced before the Supreme Court at 2 PM today. He was brought to Delhi from Lucknow yesterday for this purpose. The order to arrest Roy was issued on February 26 for his failure to appear before the apex court in a contempt case arising out of non-refund of 20,000 crore rupees to investors by two of his companies. Roy surrendered last Friday and was arrested by the Uttar Pradesh Police.

The government has set up a tribunal headed by Delhi High Court Judge Justice Suresh Kait to examine the validity of the ban imposed on the Student Islamic Movement of India, SIMI. As per the Unlawful Activities (Prevention) Act, the ban has to be approved by a tribunal headed by a sitting High Court Judge within six months of the government notification. The first hearing is scheduled today in the Delhi High Court. The tribunal will travel across the country to examine evidence against the organisation. The government has said that the SIMI cadres are involved in anti-national activities in Maharashtra, Andhra Pradesh, Gujarat and Madhya Pradesh.
