Sahara group Chief Subrata Roy will have to remain in jail, as the Supreme Court has deferred today's scheduled hearing of the 20,000 crore rupee refund case. On the 7th of this month, the apex court had asked the Sahara group to come out with an honourable proposal for depositing 20,000 crore rupees of investors money and posted the hearing for today. The cause list put on the apex court website showed that the case, which was listed before a special bench of justices KS Radhakrishnan and JS Khehar, stands deleted and the same is adjourned. The reason for the adjournment has not been known.The special bench had on the 4th of this month sent Subrata Roy and two Directors Ravi Shankar Dubey and Ashok Roy Choudhary to judicial custody till today.

The Supreme Court has directed the Centre to provide details on the number of deaths and severe adverse effects caused to people who were subjected to clinical trials. Expressing concern over the issue, a bench headed by Justice RM Lodha yesterday said that the government must take a balanced approach so that development in the areas of research is not hampered and at the same time people's lives are also protected.The court passed the order after it found that there were discrepancies in the numbers given by the petitioner NGO and the government.
The court also said that compensation was granted only to the kin of those who died during trials and asked why it should not be paid to those who were severely effected but alive. It also directed the Centre to file an affidavit on what steps it was taking for making provision of payment of compensation to the people who are affected in clinical trial.The PIL filed by an NGO has sought directions for regulation of clinical trials of new drugs and chemical entities.

The Supreme Court has asked the Centre to take a decision on Devinderpal Singh Bhullar's fresh mercy plea in the 1993 Delhi blast case, by the 27th of this month, or else it will decide on the issue of commuting his death sentence to life imprisonment on the ground of his mental condition. A bench, headed by Chief Justice P. Sathasivam yesterday adjourned the hearing after the Centre contended that the mercy plea is still under consideration. The court was hearing a curative petition filed by Bhullar's wife, seeking commutation of death sentence on grounds of his mental condition and because of the delay on the part of the government in deciding his earlier mercy plea.

Indian Mujahideen co-founder Yasin Bhatkal and his aide Asadullah Akhtar were refused bail by a Delhi Court yesterday in connection with the September 2008 Delhi serial blasts case. The court granted 15 days time, sought by the police to complete its probe against them. Bhatkal and Akhtar filed the bail plea on the ground that the special cell of the Delhi Police had not filed any supplementary chargesheet against them in the stipulated 90 days period since their arrest in the case on December 10 last year.

The Election Commission has decided to hold elections to the Arunachal Pradesh Assembly along with the Lok Sabha polls. The Assembly was dissolved on the 6th of this month, a day after the Lok Sabha poll dates were announced. A press note issued by the Commission said, notification for the election to the 60-member assembly will be issued on the 15th of this month and nomination process will begin from the 22nd. The 26th of this month is the last date for withdrawal of nominations. Voting will take place on 9th of next month, and counting will be held on the of 16th May. The election process will be completed by 28th May.

The Election Commission discussed the transparency guideline norms with the account auditors of major political parties yesterday to curb the use of black money. Official sources said that at a meeting held in New Delhi, the EC briefed auditors about the guidelines it has framed for filing of financial reports of the parties. The Commission, according to its revised transparency guidelines, has already mandated that all political parties should file their audited accounts to it, by the 30th of October. During the meeting, it also sought suggestions from the auditors to improve the guidelines which will be notified by the end of this month.

The Bharatiya Janata Party's bid to attract voters by offering free tea at stalls named after its prime ministerial candidate Narendra Modi received a blow yesterday when election authorities in Uttar Pradesh ruled that free distribution of tea amounted to bribing voters. Taking a serious view of it, the state Election Commission has banned the free tea distribution at NAMO tea sessions by BJP. Uttar Pradesh chief electoral officer Umesh Sinha said, anything that is being distributed for free by a political party during election would be construed as an attempt to entice voters, something that is not allowed. Talking to AIR, additional chief electoral officer Vijyendra Pandian said, the EC has issued notices to BJP in Lakhimpur Kheri district in the wake of free tea distributions at 'NAMO Chai Pe Charcha' programme.

A Delhi court has recorded the statement of a complainant against former Delhi Chief Minister Arvind Kejriwal for allegedly giving misleading information in the affidavit which he had filed ahead of the Assembly elections last year. The Metropolitan Magistrate yesterday commenced recording of pre-summoning evidence in the matter and recorded the statement of the petitioner, who has filed the criminal complaint on behalf of an NGO. The complainant has alleged that Kejriwal had willfully misled the Election Commission by concealing his correct address and suppressing the market value of his property.
The court also allowed an application by the complainant seeking examination of witnesses in support of the complaint. The plea was allowed for examining three government officials, including the record keeper of Delhi's Chief Election Officer, with the matter being fixed for May the 7th.

 Mystery over the missing Malaysian plane continues, as there is no trace of the aircraft, even after days of multi-nation operations. Authorities have expand the area of search and are looking into every angle including hijacking. The Beijing-bound Boeing 777-200 flight MH370 of Malaysia Airlines went missing over the South China Sea on Friday. The Head of Malaysia's Department of Civil Aviation, Azharuddin Abdul Rahman said at a news conference yesterday that they have not found anything that appear to be objects from the aircraft, let alone the aircraft itself. He discounted reports that a plane door had been spotted. He also denied that the oil slick found in the waters off Malaysia near the last known location of the missing airliner was from the aircraft. Mr. Rehman added that the FBI is also being involved in the probe.Currently, 34 planes, 40 ships and teams from ten countries are involved in the search operations.

In Karnataka, nine people have been killed and over 500 houses damaged due to an untimely hailstorm that lashed parts of the Hyderabad-Karnataka region for the last few days. Special Director Disaster Monitoring Centre V.S. Prakash told AIR that preliminary reports received from rain affected areas show crop loss over 1 lakh 24,000 hectares spread over 13 districts of the state. More from our correspondent:
Standing crop in hundreds of acres has been damaged in Bidar, Gulbarga, Yadgir, Raichur and Bellary districts due to this hailstorm, putting the farming community through unexpected hardship. Major cash crops like cotton, jowar, tobacco, wheat and horticulture crops like grapes, chikoo and banana have been badly affected. The farmers have also lost over 200 livestock due to hailstorm. The State Development Commissioner had held a meeting of concerned departments in Bangalore yesterday to assess the damages. The Met department forecast says, that cyclonic affect has subsided now and dry weather would prevail over all the districts of Coastal Karnataka, North Interior Karnataka & South Interior Karnataka. Most parts of Jammu and Kashmir are experiencing a fresh spell of snowfall. Our correspondent reports that traffic on Jammu-Srinagar national highway has been suspended due to snow and landslide at several places. An avalanche warning has been issued for many areas like Keran Karna, Gurez, Kargil and the Kazigund and Ramban sector. Authorities in the valley have also closed primary and middle schools for two days.
In Himachal Pradesh as well, the higher reaches of Lahaul-Spiti, Kinnaur, Pangi and Bharmour in Chamba District are experiencing fresh snowfall since yesterday greatly affecting normal life. Our correspondent reports that a warning of hailstorms has also been issued for the lower and mid hills of the state during the next 24 hours.
People once again are facing severe cold wave conditions after fresh snowfall in tribal areas and tourist resorts like Manali, Narkanda and Kufri. The minimum and maximum temperatures have decreased by several degrees throughout the state.   • सीबीआई कोयला घोटाले में आज पहला आरोप पत्र दाखिल करेगी। उच्चतम न्यायालय में मामले की प्रगति रिपोर्ट भी प्रस्तुत होगी।

केन्द्रीय अन्वेषण ब्यूरो-सीबीआई कोयला घोटाले के जांच में हुई प्रगति और २०१२ में दायर मामलों में से एक मामले में आरोप पत्र दाखिल करने के बारे में उच्चतम न्यायालय में आज अपनी रिपोर्ट सौपेगी। सरकारी सूत्रों ने सीबीआई के हवाले से बताया है कि निर्धारित अदालत के सामने आरोप पत्र दाखिल किया जाएगा और उच्चतम न्यायालय को इसकी जानकारी दी जाएगी।

उच्चतम न्यायालय ने इस मामले की ११ फरवरी को हुई पिछली सुनवाई के दौरान सीबीआई से कहा था कि उसने जिन ६ मामलों में आरोप पत्र तैयार कर लिया है उन्हें दाखिल करने के बारे में हुई प्रगति की रिपोर्ट अदालत में दे।

लोकसभा चुनाव के लिए भारतीय कम्युनिस्ट पार्टी ने ३९ उम्मीदवारों की घोषणा की है जिनमें प्रबोध पांडा और अतुल कुमार अंजान के नाम शामिल हैं। पार्टी लोकसभा के लिए चौबीस राज्यों से साठ सीटों पर चुनाव लड़ेगी। श्री गुरूदास दासगुप्ता चुनाव नहीं लड़ेंगे, क्योंकि उन्होंने पहले ही ऐसी घोषणा कर दी।

पश्चिम बंगाल में मेदनीपुर से प्रबोध पांडा, घटल से पूर्व विधायक संतोष राणा और बशीरहाट से नूरुल हुदा उम्मीदवार बनाए गए हैं। श्री अतुल कुमार अंजान उत्तर प्रदेश में घोसी से चुनाव लड़ेंगे।

नई दिल्ली में जारी विज्ञप्ति में पार्टी ने कहा है कि भारतीय कम्युनिस्ट पार्टी की राष्ट्रीय परिषद ने धर्म निरपेक्ष लोकतांत्रिक दलों के साथ चुनाव गठबंधन करने की कोशिशें जारी रखने का फैसला किया है।

निर्वाचन आयोग ने  लोकसभा चुनाव में काले धन पर निगरानी उपायों और सुरक्षा की दृष्टि से कई कदम उठाये हैं, लेकिन वैध नकदी ले जाने की मात्रा की कोई सीमा नहीं होगी। निगरानी दस्ते नकदी के बारे में हस्तक्षेप कर पूछताछ कर सकेंगे।

निर्वाचन आयोग ने इस बारे में सभी राज्यों और केन्द्र शासित प्रदेशों के मुख्य चुनाव अधिकारियों को निर्देश जारी किये हैं।

आयोग ने नकदी लाने ले जाने के अपने निर्देशों और नियमों में ढील देने का फैसला किया है, क्योंकि उसे लोगों और व्यापार संगठनों से व्यापारिक सौदों या सामाजिक कार्यक्रमों के लिए बड़ी रकम ले जाने में कथित परेशानी की शिकायतें मिली थीं।

पश्चिम बंगाल में विपक्षी कांग्रेस ने राज्य सरकार से केन्द्रीय अनुदान के बारे में श्वेत पत्र जारी करने की मांग की है। प्रदेश कांग्रेस अध्यक्ष और केन्द्रीय रेल राज्य मंत्री अधीर रंजन चौधरी ने कल कोलकाता में आरोप लगाया कि पश्चिम बंगाल में तृणमूल कांग्रेस के नेतृत्व वाली सरकार केन्द्र पर राज्य के साथ वित्तीय भेदभाव का निराधार अभियान चला रही है। उन्होंने राज्य सरकार से केन्द्र द्वारा सामाजिक कल्याण कार्यों के लिए दिये गए वित्तीय अनुदान के बारे में रिपोर्ट देने को कहा। श्री चौधरी ने कहा कि आगामी लोकसभा चुनाव में जनता राज्य सरकार के गलत प्रचार का उचित जवाब देगी।

केंद्रीय वित्त मंत्री पी. चिदंबरम ने कहा है कि तमिलनाडु सरकार पिछले दो वर्षों में राज्य में विदेशी निवेश आकर्षित करने में विफल रही है। कल तमिलनाडु के कन्याकुमारी में कांग्रेस के दिवंगत नेता और पूर्व मुख्यमंत्री के. कामराज की प्रतिमा का अनावरण करते हुए उन्होंने कहा कि निवेश के अभाव में राज्य में रोजगार के अवसर नहीं हैं और उद्योगों को आकर्षित करने में पिछड़ा हुआ है। श्री चिदंबरम ने कहा कि राज्य के लोगों को यह पता करना चाहिए कि कौन सी पार्टी यहां निवेश ला सकती है और उसी के पक्ष में वोट करें।

इस बीच, तमिलनाडु की मुख्यमंत्री जयललिता ने नागरकोइल में एक रैली में कहा कि आगामी लोकसभा चुनाव के बाद केन्द्र में ए.आई.ए.डी.एम.के. पार्टी के सहयोग वाली सरकार बनेगी।

उत्तर प्रदेश में मुख्यमंत्री अखिलेश यादव ने दो मंत्रियों को मंत्रिमंडल से हटा दिया है। कृषि मंत्री और गोंडा जिले की गौरा सीट से विधायक आनंद सिहं को मुख्यमंत्री ने रविवार शाम को बर्खास्त किया। आनंद सिंह के बेटे और गोंडा से पूर्व विधायक कीर्ति वर्धन सिंह हाल ही में भारतीय जनता पार्टी में शामिल हुए हैं और उन्हें भाजपा उम्मीदवार बनाए जाने की संभावना है।

हालांकि सरकार ने दोनों ही मंत्रियों को हटाने की कोई स्पष्ट वजह नहीं बताई है लेकिन पार्टी सूत्रों का मानना है कि दोनों को पार्टी विरोधी गतिविधियों में लिप्त रहने की कीमत चुकानी पड़ी है। मंत्री आनंद सिंह के पूर्व एमपी पुत्र कृति वर्धन सिंह अभी हाल में धुरविरोधी भाजपा में शामिल हुए थे और उन्होंने खुलेआम सपा प्रमुख मुलायम सिंह यादव और मुख्यमंत्री अखिलेश यादव की तीखी आलोचना की थी जिससे सत्तारूढ़ पार्टी की भारी किरकिरी हुई है। वहीं राज्यमंत्री  मनोज पारस को बिजनौर में लोकसभा के पार्टी प्रत्याशी शहनवाज राणा के विरोध में अभियान चलाने के कारण मंत्री पद से हटाया गया है। मिराजुद्दीन, आकाशवाणी समाचार, लखनऊ।

मलेशिया के लापता विमान की तलाश कर रहे वियतनाम के एक विमान को कुछ मलबा दिखा है, जिसके मलेशिया के लापता विमान का   दरवाजा होने की आशंका है। दो सौ उन्तालीस यात्रियों को ले जा रहे मलेशियाई एयरलाइन्स का विमान उड़ान के लगभग एक घंटे बाद राडार से अचानक गायब हो गया था।

तलाश कर रहे वियतनाम के खोजी विमान ने ऐसी वस्तु  देखी है, जो विमान का दरवाजा हो सकती है। वियतनाम के सरकारी समाचार पत्र थान नीन ने वियतनाम सेना के डिप्टी चीफ ऑफ स्टाफ लेफ्टिनेन्ट जनरल वो वांग तुवान के हवाले से यह जानकारी दी है।

मालदीव की सुप्रीम कोर्ट ने रविवार को देश के चुनाव आयुक्त फुवाद तौफीक और चुनाव उपायुक्त अहमद फैयाज+ को अदालत की अवमानना के मामले में बर्खास्त कर दिया  और  ६ महीने कैद की निंलबित सज+ा सुनाई है। ये सज+ा तभी दी जाएगी यदि दोनों अधिकारी अगले तीन साल में किसी अपराध के दोषी पाये जायेंगे।

मॉलदीव के प्रमुख चुनाव आयुक्त फुवाद तौफीक और चुनाव आयोग के तीन अन्य सदस्यों को पिछले साल देश में स्वतंत्र और निष्पक्ष राष्ट्रपति चुनाव कराने के लिए व्यापक अंतरराष्ट्रीय प्रशांसा मिली थी, लेकिन उस दौरान उच्चतम न्यायालय ने चुनाव को एक बार रद्द और दो बार स्थगित किया था और चुनाव आयोग और अदालत के बीच अधिकारों को लेकर टकराव भी हुआ था। इसी संदर्भ में  कल के फैसले में अदालत ने २२ तारीख को होने वाले मजलिस के चुनाव के लिए सरकार को नई नियुक्तियां करने के आदेश दिए हैं। अभिषेक दयाल, आकाशवाणी समाचार कोलंबो।

अमरीका ने कहा है कि क्रिमिया में अगले हफ्ते जनमत संग्रह में निवासियों ने अगर यूक्रेन छोड़ने का फैसला किया तब भी वो इसे रूस में शामिल करने को मान्यता नहीं देगा। अमरीका के राष्ट्रीय सुरक्षा उप सलाहकार टोनी ब्लिंकेन ने संवाददाताओं को बताया कि रूस की सरकार को समर्थन दे रही क्रीमिया की क्षेत्रीय सरकार, रूस में शामिल होने के मुद्दे पर १६ मार्च को जनमत संग्रह कराएगी जिसके बाद क्रीमिया को औपचारिक रूप से रूस में शामिल किया जा सकता है। ब्लिंकेन ने कहा कि अगर रूस गलत निर्णय लेता है तो अमरीका और उसके सहयोगी देश रूस पर दबाव बढ़ाएंगे। अमरीका के राष्ट्रपति बराक ओबामा ने ये स्पष्ट कर दिया है कि यूरोपीय देशों की तरह अमरीका द्वारा प्रतिबन्ध लगाने की घोषणा करना इस दिशा में पहला कदम है।

यमन के दक्षिणी तट के पास नौका पलट जाने से ४२ अवैध अफ्रीकी प्रवासी डूब गए। रक्षा मंत्रालय ने एक बयान में बताया गया है कि नौका से कल बेर अली तट के रास्ते दर्जनों अफ्रीकी प्रवासियों को अवैध रूप से दक्षिण शाबवा प्रांत लाए जाने की कोशिश की जा रही थी। यमन की नौसेना के एक दस्ते ने अरब सागर में लगभग तीस लोगों को बचा लिया और उन्हें मायफा शहर के शरणार्थी शिविर में भेजा गया है। इस घटना का और ब्योरा अभी नहीं मिला है।

चुनाव में धन-बल के दुरुपयोग रोकने के निर्वाचन आयोग के प्रयास पर हरिभूमि का कहना है-काले धन पर पहरा, निर्वाचन आयोग ने बनायी निगरानी समिति। लेकिन अमर उजाला की टिप्पणी है-अमरीकी राष्ट्रपति चुनाव के बाद सबसे महंगा अपना घमासान; २००९ की तुलना में इस बार चुनाव प्रचार पर तीन गुना ज्यादा खर्च होने का अनुमान।

The CBI will submit to the Supreme Court today a status report about the progress made in the coal scam probe and on the filing of a charge sheet in one of the cases registered by it in 2012. Official sources in the investigating agency said that a charge sheet will be filed before a designated court and the Apex Court would be apprised about it. The Supreme Court had asked the CBI, during the last hearing on the 11th of  February to submit a status report about filing of charge sheets in six of the cases finalised by the agency. The Apex court had also directed the probe agency to file charge sheets in all the cases finalised by it by the first week of March but the agency had moved a petition on the 4th of March seeking more time to file the charge sheets in the cases.

The Communist Party of India has declared names of 39 candidates for the upcoming Lok Sabha polls. Probodh Panda and Atul Kumar Anjaan are among the 39 candidates announced by the CPI. The party said that it would fight on 60 seats in 24 states. Gurudas Dasgupta would not contest the election as he had announced earlier.Probodh Panda is the sitting MLA from Medinipur in West Bengal. The other two names announced from West Bengal are former MLA Santosh Rana from Ghatal and Nurul Huda from Bashirhat.  Another prominent name in the list is Atul Kumar Anjaan who would contest from Ghosi in Uttar Pradesh.In a statement released in the national capital, the party said that the CPI National Council has decided to continue efforts to have poll adjustments with secular democratic parties. The party also hoped that a non-Congress non-BJP formation would come to power at the Centre.

The Samajwadi Party has announced 17 more candidates for different Lok Sabha constituencies in Andhra Pradesh, Madhya Pradesh and Assam. The Party has also announced its 9 candidates for Andhra Pradesh Assembly elections.
Quoting party sources AIR Allahabad correspondent reports that the ruling party in Uttar Pradesh has announced its nominees from Tirupati, Machhalipattanam, Warangal, Aarakku and Narasapuram Lok Sabha seats in Andhra Pradesh.  In Madhya Pradesh, candidates have been announced for Khajuraho, Vidisha, Rewa, Shahadol and Bhind seats.The Party has announced its nominees from Karimganj, Dhubari, Silchar, Barpeta, Jorhat and Mangaldoi seats in Assam.

In Uttar Pradesh, Chief Minister Akhilesh Yadav has sacked two of his ministers from the cabinet. One of the sacked Ministers, Anand Singh, was the agriculture minister of cabinet rank, and MLA from Gaura in Gonda district. His son Kirti Vardhan Singh, a former MP from Gonda, joined the BJP recently, and is likely to be fielded as a BJP candidate. The other ousted minister, Manoj Paras, was Minister of State for Stamp and Registration. Paras is an MLA from Nagina in Bijnor district. Our correspondent has filed this report
Even as the government preferred not to divulge the exact reasons for the action, it is learnt that both the ministers have paid the price for working against the interests of the ruling Samajwadi Party. The party was red faced recently when cabinet minister Anand Singh's son Keertivardhan Singh, not only joined its arch rival BJP but also severely denounced Mulayam Singh Yadav and CM Akhilesh Yadav. Union Finance Minister P. Chidambaram has claimed that the Tamil Nadu government has failed to attract foreign investments to the state in the last two years. Unveiling the statue of late Congress leader and former Chief Minister K Kamaraj in Kanyakumari yesterday, Mr. Chidambaram said that  due to lack of investments, there are no job opportunities in the state and it remained backward in attracting industries. He said,people of the state should identify which party would be able to attract investments and vote for them.

A Vietnamese aircraft is said to have spotted what it suspects to be  one of the doors of the Boeing 777, Malaysia Airlines plane that suddenly disappeared from the radar with 239 people on board. The plane lost contact with ground controllers somewhere between Malaysia and Vietnam. Searchers in a low-flying Vietnamese plane spotted an object that appeared to be one of the plane's doors. The state-run Thanh Nien newspaper reported this citing the deputy chief of staff of Vietnam's army. 
Meanwhile, authorities were checking on the identities of the two passengers who boarded the plane with stolen passports. The theft of the two passports, one belonging to Austrian Christian Kozel and the other to Luigi Maraldi of Italy, were entered into Interpol's database after they were stolen in Thailand in 2012. India is closely following the developments regarding the missing flight in which five Indian nationals were also travelling from Kuala Lumpur to Beijing and has assured their families of all assistance and support.External Affairs Minister Salman Khursheed has said that the Indian High Commission in Kuala Lumpur was in constant contact with Malaysian authorities in this regard.

The Maldives Supreme Court sacked all the four Election Commissioners of the country including the Commission President Fuwad Thowfeek last evening and gave them a suspended jail sentence for disobedience of a court order.
The sentence stripped the Commissioners of their membership in the commission and sentenced all four Commissioners to six months in jail.  The jail sentence will be implemented after three years and would be suspended if they do not commit further offences.  Former President Mohamed Nasheed has reacted to the court's decision by calling it the saddest day in the history of Maldives' constitutional life. The US will not recognise the annexation of Crimea by Russia if residents of the region vote to leave Ukraine in a referendum next week. This was stated by the White House Deputy National Security Advisor Tony Blinken in a press interview yesterday. He said, Crimea's regional pro-Moscow government will hold a referendum on joining Russia on March 16, which could lead to a formal annexation of the territory. 
German Chancellor Angela Merkel has told Russian President Vladimir Putin that she considered the referendum illegal. Recounting the  phone call between the two leaders, Ms  Merkel's spokesman said, the chancellor asserted the German position forcefully that the so-called March 16 referendum on Crimea is illegal. Meanwhile, Russian President Vladimir Putin defended the separatist drive in the disputed Crimean Peninsula as in keeping with international law. However, Ukraine's Prime Minister vowed not to relinquish "a single centimeter" of his country's territory.

Afghanistan's first Vice-president Field Marshal Mohammad Qasim Fahim has died from a brief illness in Kabul. 57-year old Fahim was suffering from diabetes for some time. He was a Tajik commander who along with Northern Alliance Commander Ahmad Shah Massud had fought against the Soviet Union and the Taliban. Vice President Mohammad Hamid Ansari and Prime Minister Manmohan Singh have condoled the passing away of Marshal Fahim. Expressing his condolence, the Vice President said that India shall always remember Marshal Fahim for his tireless efforts to strengthen the India-Afghanistan strategic partnership. Dr. Manmohan Singh in his condolence message also recalled Marshal Fahim’s contribution in promoting the strategic partnership between India and Afghanistan.

There will be no ceiling on carrying legitimate cash by the public in view of the security and anti-black money measures initiated by the Election Commission, EC, for Lok Sabha polls. However, surveillance squads will have the power to intercept any suspicious transportation of cash.The EC has issued a number of measures for the Chief Electoral Officers of all States and Union Territories with regard to curbing blackmoney and illegal money power during polls.
The EC decided to ease its norms and directives on cash transportation as it received a number of representations from public groups and trader bodies over the alleged harassment while they were carrying big cash sums for the conduct of business deals or social functions.

The police in Mumbai’s neighbouring Thane district would conduct sessions in schools and colleges to educate the students and their parents about the benefits and hazards of the social media. विशाखापत्तनम के पूर्वी नौसेना कमान के पोत निर्माण केंद्र में कल रात एक निर्माणाधीन परमाणु पनडुब्बी में हुई दुर्घटना में एक निजी कंपनी के मजदूर की मौत हो गई और दो अन्य घायल हुए। हमारे संवाददाता ने बताया है कि अरिहंत वर्ग की पनडुब्बी की हाइड्रॉलिक टंकी के दबाव का परीक्षण करते समय टंकी का ढक्कन मजदूरों के ऊपर गिर गया।

यह घटना उस समय हुई जब पोत निर्माण केन्द्र में अभियंताओं द्वारा नियमित रूप से हाईड्रॉलिक टंकी के दबाव का परीक्षण किया जा रहा था। घटना का कारण सिलेण्डर में उच्च दवाब माना जा रहा है। घटना की जांच शुरू की जा चुकी है। दोनों घायलों को नौसेना अस्पताल में भर्ती कराया गया है, जबकि मृतक का शव किंग जॉर्ज अस्पताल भेज दिया गया है। विशाखापट्टनम से हेनरी की रिपोर्ट के साथ समाचार कक्ष से मैं बलबीर सिंह गुलाटी।

रक्षा अनुसंधान विकास संगठन के अध्यक्ष अविनाश चंद्र ने कहा कि जांच के आदेश दे दिए गए हैं। उन्होंने कहा कि अरिहंत श्रेणी की पनडुुब्बियों के विकास कार्यक्रम में इस दुर्घटना से कोई असर नहीं पड़ेगा।

इससे पहले शुक्रवार को एक दुर्घटना में मुंबई के मझगांव गोदी में निर्माणाधीन युद्धपोत में जहरीली गैस के रिसाव से नौसेना के एक कमांडर की मौत हो गई थी।

हाल ही में नौसेना की संपत्तियों में यह १२वीं दुर्घटना है। लगभग दस दिन पहले आई एन ए सिंधुरत्न में हुई दुर्घटना में आग और धुएं से दो अधिकारियों की मौत हो गई थी जिसके बाद तत्कालीन नौसेना अध्यक्ष एडमिरल डी के जोशी ने नैतिक जिम्मेदारी लेते हुए इस्तीफा दे दिया था।

अरिहंत वर्ग की पनडुब्बियों के विकास कार्यक्रम के अंतर्गत भारत तीन पनडुब्बियों का निर्माण कर रहा है। इस श्रेणी का पहला पोत एक या दो महीने के भीतर परीक्षण के लिए तैयार हो जाएगा।

मलेशिया एयरलाइंस के लापता विमान की खोज का काम आज सुबह फिर शुरू हो रहा है। समुद्री बचाव दल पूरी रात वियतनाम के दक्षिण में तलाश करते रहे। क्वालालंपुर से पेइचिंग जा रहे विमान में २३९ लोग सवार थे। यह विमान कल तड़के से लापता है। विमान से मदद के लिए कोई संकेत नहीं मिला है और न ही कहीं से इसका मलबा मिला है। मलेशिया एयरलाइंस ने यात्रियों के निकट संबंधियों से कहा है कि क्वालालंपुर के अंतर्राष्ट्रीय हवाई अड्डे पर अपने पासपोर्ट लेकर दुर्घटना स्थल तक जाने के लिए तैयार रहें। इन परिवारों को मीडिया से दूर रखा गया है। एयरलाइंस ने कहा कि १४ देशों के २२७ यात्री हैं।

विमान के गायब होने के पीछे आतंकवाद का हाथ होने के बारे में पूछे जाने पर मलेशिया के प्रधानमंत्री नजीब रज्जाक ने कहा कि वे सभी आशंकाओं पर गौर कर रहे हैं, लेकिन अभी किसी नतीजे पर पहुंचना जल्दबाजी होगा।

देशभर में आज उन लोगों के लिए विशेष चुनाव शिविर लगाए जाएंगे जिनके नाम मतदाता सूची में नहीं हैं। निर्वाचन आयोग ने राज्यों और केन्द्र शासित प्रदेशों के मुख्य चुनाव अधिकारियों को पत्र लिख कर प्रत्येक मतदान केंद्र पर ऐसे शिविर लगाने को कहा है।

दिल्ली में सभी ग्यारह हजार सात सौ तिरसठ मतदान केन्द्रों पर मतदाताओं की सुविधा के लिए विशेष शिविर का आयोजन किया जा रहा है। मतदाता इन शिविरों में पहुंच कर अपने नाम का मिलान उपलब्ध मतदाता सूची से कर सकते हैं और जिनके नाम इस सूची में नहीं हैं, वे नाम जोड़ने के लिए पंजीकरण करा सकते हैं। पंजीकरण के लिए उन्हें आवेदन पत्र संख्या छह भरना होगा। दिल्ली मुख्य निर्वाचन अधिकारी कार्यालय के अनुसार मतदान करने के लिए मतदाताओं के पास केवल मतदाता पहचान पत्र का होना ही पर्याप्त नहीं है, बल्कि उनका नाम मतदाता सूची में भी होना आवश्यक है। दिल्ली से आकाशवाणी समाचार के लिए आनंद कुमार।

इस बीच निर्वाचन आयोग ने चुनावी रैलियों के दौरान राष्ट्रीय ध्वज के सम्मान का पूरा ध्यान रखने की चेतावनी भी दी है। हालांकि इन रैलियों में तिरंगे के उचित इस्तेमाल पर कोई प्रतिबंध नहीं लगाया गया है।

इलाहाबाद उच्च न्यायालय की लखनऊ खंडपीठ के हाल के आदेश का हवाला देते हुए आयोग ने सभी मान्यताप्राप्त राष्ट्रीय और प्रादेशिक दलों को इस संबंध में पत्र लिखा है। आयोग ने सभी दलों को सलाह दी है कि राष्ट्रीय ध्वज और राष्ट्रीय चिह्‌न के सम्मान की रक्षा के लिए ध्वज संहिता और अन्य विविध कानूनों के प्रावधानों का किसी भी हाल में उल्लंघन नहीं किया जाना चाहिए।

मंत्रिमंडल सचिव ए. के. सेठ ने सभी केंद्रीय मंत्रियों को निर्वाचन आयोग के दिशा-निर्देशों का सख्ती से पालन करते हुए प्रचार अभियान के दौरान अपने सरकारी पदों का इस्तेमाल नहीं करने की सलाह दी है। सभी मंत्रियों को अलग-अलग लिखे गए पत्र में श्री सेठ ने याद दिलाया है कि लोकसभा और कुछ राज्य विधानसभाओं के चुनाव कार्यक्रम की घोषणा के साथ ही राजनीतिक दलों और उम्मीदवारों पर आचार संहिता लागू हो जाती है। उन्होंने मंत्रियों से अपने सरकारी दौरों को चुनाव संबंधी कार्य से नहीं जोड़ने और प्रचार के दौरान सरकारी मशीनरी या कर्मचारियों का इस्तेमाल नहीं करने को कहा है।

आंध्र प्रदेश में कांग्रेस की वरिष्ठ नेता और पूर्व खान राज्यमंत्री गाला अरुणा कुमारी, तेलुगु देशम पार्टी में शामिल हो गई हैं। हैदराबाद में कल पूर्व मुख्यमंत्री एन चन्द्रबाबू नायडू की मौजूदगी में अरुणा कुमारी ने तेलुगु देशम पार्टी की सदस्यता ग्रहण की। उनके उद्योगपति पुत्र गाला जयदेव भी टीडीपी में शामिल हो गए हैं।

अमरीकी राष्ट्रपति बराक ओबामा ने यूक्रेन संकट पर रूस के खिलाफ नए उपायों की चेतावनी के बीच कल प्रमुख यूरोपीय सहयोगियों से टेलीफोन पर बातचीत की। व्हाइट हाउस ने चर्चा की पुष्टि करते हुए कहा कि श्री ओबामा ने फ्रांस के राष्ट्रपति फ्रॉसुआ ओलांद, ब्रिटेन के प्रधानमंत्री डेविड कैमरन और इटली के प्रधानमंत्री मैट्यो रेंजी के साथ यूक्रेन की स्थिति पर चर्चा की। व्हाइट हाउस ने फोन पर हुई बातचीत के बारे में कहा कि इन नेताओं ने गंभीर चिंता जताई और उन्होंने यूक्रेन की सम्प्रभुता और क्षेत्रीय अखण्डता के लिए अपना समर्थन दोहराया।

श्री ओबामा ने बाल्टिक पूर्व सोवियत राज्यों लिथुआनिया, लातविया और एस्तोनिया के नेताओं के साथ भी यूक्रेन में चल रही स्थिति पर चर्चा की।

यूरोपीय संघ की विदेश नीति प्रमुख कैथरीन एश्टन, ईरान के परमाणु कार्यक्रम पर वार्ता के लिए ईरान पहुंच गई हैं। वे राष्ट्रपति रूहानी, संसद के अध्यक्ष अली लारीजानी और विदेश मंत्री मोहम्मद जवाद जरीफ से मुलाकात करेंगे। उनके दौरे से पहले ईरान की परमाणु ऊर्जा एजेंसी के अध्यक्ष अली अकबर सालेही ने वियना में तकनीकी विशेषज्ञ स्तर की परमाणु वार्ता में हुई प्रगति का स्वागत किया। हमारे पश्चिम एशिया संवाददाता ने बताया है कि श्री सालेही ने शक्तिशाली देशों से इस अवसर का लाभ उठाने और ईरान के परमाणु कार्यक्रम को लेकर दशकों से चले आ रहे गतिरोध का समाधान करने का आग्रह किया।

In yet another accident involving the Navy, one civilian worker was killed and two injured in an accident at the under-construction nuclear submarine at the shipbuilding centre of the Eastern Naval Command at Vishakhapatnam last night. The accident took place when the pressure of the hydraulic tank of the Arihant class submarine was being tested and the tank's lid fell on the workers.
The incident occurred when the engineers were conducting a routine hydro pressure test at the Ship Building Centre . The cause of the accident is believed to be due to high pressure in the cylinders. Defence Research Development Organization, DRDO chief Avinash Chander has said an inquiry has been ordered but maintained that there is no setback to the programme for the development of Arihant class submarines. Yesterday's incident came a day after leakage of a deadly gas in an under-construction warship in Mumbai's Mazagon dock which claimed the life of a Navy Commander. This is the 12th incident involving naval assets in the recent past. Around 10 days ago, warship INS Sindhuratna had suffered a mishap under water when smoke and fire killed two officers and the incident led to the exit of former Navy Chief Admiral DK Joshi who resigned taking moral responsibility.

Special election camps will be organised across the country today for enrollment of voters whose names are missing in the electoral rolls. The Election Commission has written to all Chief Electoral Officers of States and Union Territories to organise such camps in every polling station where electoral rolls will be displayed.

Citizens who are eligible to vote but are not enrolled can visit their polling stations and submit form 6 at the camp. Booth level officer will be there to help voters check their names in the electoral rolls, assist them in filling up their forms and will also receive filled out copies of the form. Cabinet Secretary AK Seth has advised all Union Ministers to ensure strict observance of Election Commission guidelines which bar them from using their official position for poll campaign. In separate letters to all the ministers, he reminded them that with the announcement of the Lok Sabha and some assembly poll schedules, the model code for political parties and candidates has come into force.
He urged the ministers not to combine their official visits with electioneering work and also not to make use of official machinery or personnel during electioneering. The Election Commission had spelt out in details the does and don'ts to be followed till the electoral exercise comes to an end in a detailed note to the Cabinet Secretary and Chief secretaries and Chief Electoral Officers of all states. The Commission has also cautioned political parties against dishonouring the national flag during election rallies. It however said that there is no bar on its proper use in such events.

Still in Andhra Pradesh, the Communist Party of India (Marxist) has set up two state committees for Telangana and residuary Andhra Pradesh in view of the states bifurcation. Former party legislator, Tammineni Veerabhadram has been named as State Secretary for Telangana and former Rajya Sabha member P. Madhu as State Secretary for Seemandhra. The appointments were made at the party’s state committee meeting in Hyderabad yesterday attended by National Secretary Prakash Karat and polit buro member Sitaram Yechury. The aerial search for the missing Malaysian Airliner is set to resume this morning but marine rescue teams from several countries worked through the night to search the sea south of Vietnam. Flight MH370 disappeared en route to Beijing from Kuala Lumpur, with 239 people on board early yesterday morning. No distress signal was received from the plane and there has been no trace of wreckage.
There were no reports of bad weather and no sign as to why the Boeing 777-200ER would have vanished from the radar screens about an hour after it took off from Kuala Lumpur. Malaysia Airlines has told passengers' next of kin to come to the international airport in Kuala Lumpur with their passports to prepare to fly to the crash site, once it was identified. About 20-30 families are being kept in a holding room at the airport, where they were being guarded by security officials, away from media glare.
The airline said people of 14 nationalities were among the 227 passengers, including at least 152 Chinese, 38 Malaysians, seven Indonesians, six Australians, five Indians, four French and three Americans. It has been reported that two passengers who were listed on the plane's manifest, an Italian and an Austrian, were not actually on the flight. They both reportedly had their passports stolen in Thailand years ago. Asked whether terrorism was suspected as a reason for the plane's disappearance, Malaysian Prime Minister Najib Razak said they are looking at all possibilities, but it is too early to make any conclusive remark.

US President Barack Obama has held telephonic talks with key European allies over the crisis in Ukraine, amid warnings of new measures against Russia. The White House confirmed that Obama discussed the situation in Ukraine with French President Francois Hollande, British Prime Minister David Cameron and Italian leader Matteo Renzi. The White House said the leaders reiterated their serious concern and reaffirmed their support for Ukraine's sovereignty and territorial integrity. Obama also hosted a conference call with the leaders of former Soviet states of Lithuania, Latvia and Estonia to discuss the ongoing situation.

European Union foreign policy chief Catherine Ashton has arrived in Teheran to hold talks with the top Iranian leaders including President Rouhani, Parliament speaker Ali Larijani and Foreign Minister Mohammad Javad Zarif today on Iran's nuclear programme. Ahead of her visit , the Head of Iran’s Atomic Energy Agency, Ali Akbar Salehi urged the world powers to seize the opportunity and resolve the West's decade-old standoff with Iran over the country's nuclear program.
Catherine Marie Ashton’s visit to Iran is the first visit by a European foreign policy chief to Iran since 2008. Her visit comes at a time when relations of Iran with the western nations are showing signs of improvement amidst positive vibes by President Rouhani and the interim nuclear deal signed in last November. The visit assumes significance since Catherine Marie Ashton heads the negotiating team on behalf of EU at the nuclear talks. The two sides have been engaged in talks to arrive at a comprehensive nuclear deal by July this year. The next round of talks between Iran and P5+1 is due in Vienna on March 18. The stranded passengers of the Indigo plane which caught fire after landing at the Kathmandu Airport in Nepal yesterday have been ferried back to New Delhi. An Indigo plane landed at Kathmandu last night to carry the passengers back home. A technical team from India is already in Kathmandu to investigate the cause of the mishap. As already reported the Indigo plane with 182 people on board caught fire after landing at Kathmandu Airport from New Delhi yesterday. All passengers were off-loaded with the help of ground engineers through emergency exits.

At least six Afghan security personnel were killed in a landmine blast in eastern Laghman province of Afghanistan yesterday. Media reports quoting provincial officials said they were trying to defuse a landmine planted by the insurgents in the provincial capital Mehtarlam which accidentally went off killing four Afghan Army soldiers and 2 Local Policemen.
