मुख्य निर्वाचन आयुक्त एस वाई कुरैशी राज्य में चुनाव तैयारियों का जायजा लेने के लिए दो अन्य निर्वाचन आयुक्तों के साथ आज दो दिन के दौरे पर असम पहुंच रहे हैं। राज्य में अगले महीने की चार और ११ तारीख को चुनाव कराये जाने हैं। पहले चरण में ६२ विधानसभा क्षेत्रों में मतदान होगा, जिसकी अधिसूचना इस महीने की दस तारीख को जारी की जाएगी। सरकारी सूत्रों के अनुसार निर्वाचन आयुक्त राज्य और जिला निर्वाचन अधिकारियों के साथ चुनाव दिशा निर्देशों पर अमल के बारे में चर्चा करेंगे। पूर्ण निर्वाचन आयोग चुनाव आचार संहिता के सख्ती से पालन और राज्य में स्वतंत्र तथा निष्पक्ष मतदान के लिए उठाये गये कदमों की समीक्षा भी करेगा।

हमला करने वाला पृथ्वी प्रक्षेपास्त्र सवेरे नौ बजकर पैंतीस मिनट पर छोड़ा गया और उसे रोकने वाली मिसाइल तीन मिनट बाद छोड़ी गई। इस मिसाइल ने दुश्मन के प्रक्षेपास्त्र को बीच आकाश में नष्ट कर दिया। अभी भारत के पास बी एम डी मिसाइल रक्षा प्रणाली है जो दुश्मन के प्रक्षेपास्त्रों को पृथ्वी के वायुमण्डल के अन्दर और बाहर नष्ट कर सकती है। लेकिन आज ए ए डी के सफल परीक्षण से भारत भी अमरीका, रूस और इस्राइल जैसे देशों में शामिल हो सकता है जिनके पास दुश्मन के प्रक्षेपास्त्र को रोकने और नष्ट करने की क्षमता है। साढ़े सात मीटर लंबी और ठोस ईंधन से चलने वाली ये मिसाइल रक्षा अनुसंधान संगठन डी आर डी ओ ने बनाई है। ताकत के लिहाज से इसे अमरीका के पीएसी-थ्री मिसाइल सिस्टम के बराबर माना जा रहा है। डी आर डी ओ इस तरह की दो मिसाइलों पर काम कर रहा है। पहली मिसाइल दो हजार किलोमीटर की दूरी तक मार करने वाले प्रक्षेपास्त्रों से निपट सकेगी। ये मिसाइल २०१२ तक तैनाती के लिए तैयार हो जाएगी। दूसरे चरण में पांच हजार किलोमीटर तक मार करने वाले प्रक्षेपास्त्रों को नष्ट करने वाली मिसाइल तैयार की जाएगी। आशा है कि ये मिसाइल अगले पांच साल में तैनात की जा सकेगी।

लीबिया से भारतीय नागरिकों को वापस लाने की प्रक्रिया तेज हो गयी है। अब तक वहां से ग्यारह हजार से ज्यादा भारतीयों को स्वदेश लाया जा चुका है। विदेश मंत्रालय की विज्ञप्ति में कहा गया है कि एम वी रेड स्टार जहाज लीबिया पहुंच चुका है। ये जहाज वहां से चार सौ यात्रियों को लेकर माल्टा जायेगा, जहां से उन्हें दो चार्टर्ड उड़ानों से भारत लाने की व्यवस्था की जा रही है।

केन्द्र ने प्रधानमंत्री ग्राम सड़क योजना के अंतर्गत राजस्थान में ग्रामीण सड़कों के निर्माण के लिए ३० करोड़ रुपये का अनुदान दिया है। विश्व बैंक की सहायता वाली इस परियोजना के लिए राजस्थान ग्रामीण सड़क विकास एजेंसी को यह राशि आंशिक भुगतान के रूप में दी गई है। प्रधानमंत्री ग्रामीण सड़क योजना के तहत पूरा पैसा केन्द्र सरकार देती है। इस योजना के अंतर्गत पहाड़ी,, रेगिस्तानी और आदिवासी इलाकों के २५० की आबादी वाले और पांच सौ की आबादी वाले सभी आम गांवों को मुख्य सड़कों के साथ जोड़ा जा रहा है।
---- लीबिया में कर्नल गद्दाफी के समर्थक सैनिकों पर, त्रिपोली से ५० किलोमीटर पश्चिम में, ज+ाविया शहर को विद्रोहियों के कब्जे से छुड़ाने के लिए आम नागरिकों पर अंधाधुंध गोलीबारी करने का आरोप लगाया गया है। प्रत्यक्षदर्शियों ने बताया है कि कम से कम तीस लोग मारे गये हैं, जिनमें से अधिकतर आम नागरिक हैं। इस बीच ज+ाविया में जबरदस्त संघर्ष जारी है। विद्रोहियों ने शहर पर नियंत्रण के सरकारी प्रयास नाकाम कर दिए हैं। आज तड़के, राजधानी त्रिपोली में भीषण गोलीबारी की आवाजें सुनी गयीं। कर्नल मुअम्मर गद्दाफी विरोधियों ने त्रिपोली के पूर्व में रास लानुफ बंदरगाह पर कब्जा कर लिया है। उन्होंने कर्नल गद्दाफी के भारी सुरक्षा वाले नगर सिर्ते से १६० किलोमीटर दूर, बिन जवाद शहर पर नियंत्रण कर लिया है। कई इलाकों पर नियंत्रण के लिए सरकार और विद्रोहियों के बीच जारी संघर्ष के कारण सत्ता संतुलन की स्थिति का अंदाजा लगाना मुश्किल हो गया है।
इस बीच कर्नल गद्दाफी ने पश्चिमी देशों को चेतावनी दी है कि अगर उन्होंने मौजूदा संघर्ष में लीबिया का साथ नहीं दिया तो उनके यहां शरणार्थियों की बाढ़ आ जायेगी। कर्नल गद्दाफी ने कहा कि लीबिया में अलकायदा के कारण विद्रोह भड़का है और वहां अस्थिरता से अलकायदा का नियंत्रण हो जायेगा। श्री गद्दाफी ने फ्रांस के एक साप्ताहिक को बताया कि वे चाहते हैं कि संयुक्त राष्ट्र या अफ्रीकी संघ का कोई जांच आयोग लीबिया आये। उन्होंने परिसम्पत्तियों को जब्त करने के अंतर्राष्ट्रीय समुदाय के फैसले की निंदा करते हुए कहा कि ये देश लीबिया के धन पर कब्जा करना चाहते हैं। इससे पहले, कर्नल गद्दाफी के विरोधियों ने दावा किया कि उन्होंने नेशनल काउंसिल के तहत समानांतर सरकार बना ली है।

कराची में एक पुलिस प्रशिक्षण केन्द्र पर अज्ञात बंदूकधारियों के हमले में पांच पुलिसकर्मी मारे गये हैं और दो घायल हो गये हैं। स्थानीय मीडिया के समाचारों के अनुसार कराची के बल्दिया इलाके में ये घटना कल रात हुई। हमले के बाद बंदूकधारी भाग निकले। अभी तक किसी संगठन ने इस घटना की जिम्मेदारी नहीं ली है।
न्यू कराची इलाके में कल रात ही एक इस्लामी विद्वान की हत्या कर दी गई। इस घटना में उसका एक बेटा भी मारा गया। बाइक पर सवार दो अज्ञात बंदूकधारियों ने उन पर गोलियां चलाईं। इस इस्लामी विद्वान का नाम मौलाना मोहम्मद अहमद मदनी बताया गया है। वे मदरसा तालीम अल कुरान से जुड़े थे।

The political situation in Tamil Nadu continues to be in a flux as DMK and Congress maintain silence. After yesterday's decision of the DMK to lend issue based support to the UPA government and the Union Ministers of the party to quit their positions, the question is whether the Congress will reach out one more time to patch up with the alliance or go on its own, remains to be seen. Pressure is building up on the Congress Party to react to the situation. As for now, sources in both the parties still say that there is a ray of hope. But there is no official communication of any meeting at both ends. Our correspondent reports, the decision will have an effect in Puducherry and Delhi also.
In the last Assembly elections, the DMK had allotted 48 seats out of which Congress had won 35 of them. Poll statistics show that Congress in the State had not been able to capture power for 43 years and In the following years it had to depend on either of the Dravidian parties to succeed in elections. If it decides to go on its own, it may not yield the desired results. will it look for another reliable ally? Political observers say that the ADMK had been quick to gather small parties and also had been quick to bring the DMDK into its fold while it has still not signed agreements with MDMK,CPI and CPM,,the next 24 hours will be crucial in Tamil Nadu politics.

Congress is likely to send a delegation to Tamil Nadu to break the impasse. Party sources said that they will meet the DMK Chief K. Karunanidhi and sort out the issues relating to seat sharing in the forthcoming assembly elections in the state. Party Spokesperson Janardhan Dwivedi said that the party will respond only after receiving official communication on withdrawal of DMK Ministers from the Union Cabinet.
In another development, senior leaders of the Pattali Makkal Katchi met the DMK Chief Karunanidhi and the DMK election committee today. The Party President G.K.Mani handed over the list of constituencies in which his party would like to contest. Speaking to newspersons after the meeting, G.K.Mani said that he had pledged the support to the DMK. The Viduthalai Chiruthaigal Katchi leader and MP, Thol Thirumavalavan also met Mr. Karunanidhi and had assured that they would work hard to make the DMK combine to win the coming election. His party had been allotted ten seats presently.

Samajwadi Party President Mulayam Singh Yadav said, there is no threat to the Congress led UPA government at Centre because of political stalemate with DMK. Talking to media persons at Lucknow today, he said, his party has given unconditional support to the UPA government and it will continue. Election Commission has asked Enforcement agencies like DRI to keep a close vigil on suspicious cash withdrawals and fake currency emanating both from inside and outside the country. The aim is to curb use of money power during the forthcoming assembly polls. Besides writing to almost six enforcement agencies, the Commission has also written to all recognized national and state political parties advising them to avoid transactions in cash and ask their affiliates not to carry huge cash during polls. The two-page letter says, in order to maintain purity of elections and in particular to bring transparency in the process of elections, it is advised that political parties exercise self restraint in election expenditure of their candidates and also avoid transactions in cash.

NRIs hailing from the five poll-bound states will be able to vote in the elections for the first time but they will have to be physically present in their place of origin to exercise their franchise. The Election Commission has already issued guidelines for enrollment of names of NRIs in the rolls after holding several rounds of discussions with the ministries of Overseas Indian Affairs and External Affairs. Election Commission Officials said, the assembly polls in the five states will be the first occasion when NRIs will be allowed to vote in elections in the country even if they stayed for more than six months outside India at a stretch. According to earlier rules, an NRI's name gets deleted from the voters' list if he or she stays outside the country for over six months at a stretch.

The Election Commission has issued a show cause notice to DMK leader and Union Minister M.K Alagiri for allegedly violating the model code of conduct. The Commission issued the notice yesterday and asked him to respond to it by tomorrow. The notice says, Alagiri left for Chennai on an official visit on Wednesday and information to this regard was communicated to the Commission a day later. The Model Code of Conduct came into force on the 1st of March.

In Kerala, both the ruling LDF and opposition UDF are working against time to finalize seat sharing arrangements and list of candidates by next week for the forthcoming assembly election of April 13th. Opposition leader Oommen Chandy has indicated that Congress is likely to give priority to young faces. However, seat sharing arrangements in the congress led UDF requires a series of meetings in coming days.
Unlike the staggered assembly elections of 2006, the single phase polling this time is a great relief to major political parties of Kerala. However, early polling with just 35 days to go has presented sleepless nights to most of them. CPI-M today demanded that the government should cancel 2G licenses and auction the spectrum so that the lost revenue can be recovered to the exchequer. Senior leader of the party Mr. Prakash Karat was briefing the media after two day deliberations of the Central Committee of the party in New Delhi. He said that the Central Committee wanted an independent enquiry into the Antrix-Devas contract, which involved the launching of two satellites and allocation of 70 MHz S band Spectrum.
The Central Committee approved the electoral tactics worked out for fighting the elections in Tamil Nadu, Puducherry and Assam. The party also released a list of 17 candidates for the forthcoming Assam legislative assembly elections. The party also said that the Chief Minister of West Bengal Mr. Buddhadeb Bhattacharjee will lead the election battle and campaign in the State.

India today successfully test-fired sophisticated advanced air defence, AAD, interceptor missile from the Wheeler Island off Odisha coast. The interceptor missile also destroyed Prithvi missile fired from Integrated Test Range, ITR, at Chandipore in Balasore in the Bay of Bengal. AIR Correspondent reports that the test was conducted to observe the operational effectiveness of the indigenously developed high-speed interceptor missile.
The successful test firing of advanced air defence interceptor missile has added one more feather to the advanced missile programme of India. The Prithvi missile was test-fired at 0935 hrs from launch complex number 3 of ITR in Chandipore, while the interceptor was fired at 0938 hrs, about 3 minutes later. India has a Ballistic Missile Defence (BMD) system capable of tracking and destroying hostile missiles both inside and outside the earth’s atmosphere. The success of the AAD test will boost India’s chances of joining the US, Russia and Israel in the very exclusive BMD club. Indigenously developed by DRDO, the AAD is a single stage anti-ballistic solid propellant powered missile. It is 7.5 metres long. Defence sources said, the endo-atmospheric is considered as similar to the American PAC-3 system in terms of range and altitude of interception.

The mortal remains of senior Congress leader and former chief minister of Madhya Pradesh Arjun Singh were consigned to flames with full state honour in his home town Churhat in Madhya Pradesh this afternoon. State governor Rameshwar Thakur, chief minister Shivraj Singh Chouhan, Chattisgarh chief minister Raman Singh, Union ministers Pranab Mukherji, Kamalnath and Jyotiraditya Scindia, and senior leaders of different political parties attended the funeral ceremony.
Amidst emotionally charged atmosphere, the last journey of Arjun Singh began from his ancestral home in Sada Shivrajpur. His body wrapped in tricolor was kept in an open truck. His supporters, who were gathered in a large number, were chanting slogans like long live Dau Saheb. Arjun Singh’s funeral took place near Rao Sagar pond. Police personnel saluted the departed leader by firing in the air. Arjun Singh is no more in this world but he will always be remembered for his works done for weaker sections.

Evacuation process of Indian nationals from strife torn Libya has been stepped up. Over 11,000 Indians have been evacuated so far. An External Affairs Ministry press release says, the ship 'MV Red Star' has reached the Libyan coast and will sail to Malta with 400 passengers. Arrangements are in place for flying them to India in two chartered flights.
In a statement in the Rajya Sabha earlier this week, the Minister of State for External Affairs, Praneet Kaur has said, all Indians, stranded in Libya will be evacuated by Thursday. However, she said, there is no cut-off date for completion of evacuation process from Libya. On the issue of protecting properties of Indians in Libya, Ms Kaur said, it was the duty of the host country and India will take up the matter with the government at an appropriate time.

In Libya, forces loyal to Colonel Gaddafi have been accused of firing indiscriminately on civilians as they tried to recapture the rebel held city of Zawiya, 50 kilometres west of Tripoli. Witnesses said, at least 30 people, mostly civilians were killed in the fighting. Fierce fighting has rocked Zawiya, as rebels repelled government efforts to retake the key city. Heavy gunfire was heard in the capital, Tripoli early today. Rebels fighting Col. Muammar Gaddafi have taken control of the port of Ras Lanuf to the east of Tripoli. They have pushed further west towards Sirte, Col. Gaddafi's heavily guarded hometown, and captured the town of Bin Jawad. Observers say, the overall balance of power is difficult to assess as the struggle for control over Libya continues.
Meanwhile, Col. Gaddafi has warned the West that it will be flooded with refugees if it does not help Libya in its current fight against, what he called, Al Queda inspired uprising. Col. Gaddafi said, destabilization will throw Libya into the arms of Osama Bin Laden. Col. Gaddafi told a French weekly that he wanted an investigatory commission of the United Nations or the African Union to come to Libya. Earlier, Gaddafi's opponents claimed that they have formed a parallel government, the National Council.

Pressure has increased on Yemeni president after several members of his ruling congress party resigned yesterday as tens of thousands took to the streets demanding his ouster. Some analysts predict that current uprising in Middle East will have far reaching implications and it may transform what they call is ‘old oil order’ in the region.

In Pakistani, five policemen have been killed and two others injured when unknown gunmen launched an attack at a police training station in the port city of Karachi. According to a local media report, the incident took place late last night in the Baldia town area of the city. The gunmen fled the scene after the attack. No group has claimed responsibility for the attack. In another incident an Islamic scholar was gunned down along with his second son in New Karachi area last night. They were shot dead by unknown gunmen riding on motorbikes. The slain scholar, named Maulana Muhammad Ahmed Madni, is administrator of Madresah Talim Al-Quran.

In Nepal, the last rites of former Prime Minister Krishna Prasad Bhattari will be performed with State honors today at Aryaghat, Pashupati Nath Temple in Kathmandu. The 87 year old veteran leader passed away on Friday. Prime Minister Jhala Nath Khanal paid homage to the departed leader by draping the national flag as the body was placed at Dashrath stadium for the public to pay their last respect. Nepal government has announced a three-day state mourning with a public holiday today to mourn the death.

Israeli warplanes struck several targets late last night in the Gaza Strip in response to earlier rockets attacks launched from the enclave at southern Israel. Witnesses said, Israeli F16 warplanes had intensively flown over the blockaded enclave and began to strike on targets all over the Gaza Strip. They said huge explosions were clearly heard and ambulances were seen rushing in the streets. The explosion was a result of an Israeli missile that hit a training camp belonging to Islamic Hamas movement's armed wing. No injuries have been reported.

In Afghanistan, eleven Taliban militants were killed during an air strike by NATO-led forces southern Helmand province. A provincial official said today that helicopters of international forces struck a militants hideout in Musa Qala district yesterday killing eleven of them including a local Taliban commander Mullah Fazil. He said Mullah Fazil was commanding the militant group in Sangin district of the province. Meanwhile, one foreign soldier was killed in a roadside bomb blast in southern Afghanistan yesterday.

The Centre has released a grant of 30 crore rupees for construction of rural roads in Rajasthan under Pradhan Mantri Gram Sadak Yojana, PMGSY. The Ministry of Rural Development said in a statement, the amount is a part payment of the World Bank-aided projects under the scheme to Rajasthan Rural Roads Development Agency. PMGSY is a 100 per cent centrally-sponsored scheme to provide road connectivity in the rural areas of the country. It envisages connectivity to all habitations with a population of 500 people and above in the rural areas and for places with a population of 250 and above in hill states, tribal areas and deserts.
