  • प्रधानमंत्री ने २००८ में विश्वास मत प्रस्ताव पर मतदान के दौरान घूस देने के आरोपों का जोरदार खंडन किया। डॉ मनमोहन सिंह ने जोर देकर कहा कि उन्होंने न किसी को वोट खरीदने का अधिकार दिया और न ही ऐसे किसी लेनदेन से उनका कोई संबंध है।

 प्रधानमंत्री डॉ० मनमोहनसिंह ने इन आरोपों का जोरदार खण्डन किया है कि २००८ में विश्वास मत के दौरान कोई घूस दी गई। इस मुद्दे पर विकीलीक्स के खुलासों को लेकर संसद के दोनों सदनों की कार्रवाई में विपक्ष द्वारा बाधा डाले जाने के बाद लोकसभा में वक्तव्य देते हुए उन्होंने कहा कि उनकी सरकार ऐसी रिपोर्टो की मौजूदगी, प्रमाणिकता और विषय वस्तु की पुष्टि नहीं कर सकती। डॉ० मनमोहनसिंह ने कहा कि विकीलीक्स ने जिन लोगों के नाम लिये हैं, उनमें से कुछ इसमें अपना हाथ होने से पहले ही इन्कार कर चुके हैं। प्रधानमंत्री ने विपक्ष पर ऐसा मुद्दा उठाने का आरोप लगया, जिस पर पहले ही बहस हो चुकी है और उसे खारिज किया जा चुका है। डॉ० मनमोहनसिंह ने कहा कि जिन लोगों ने ये मुद्दा उठाया है, उन्हें पिछले चुनावों में लोग नामंजूर कर चुके हैं। प्रधानमंत्री के जवाब से असंतुष्ट होकर विपक्ष ने और स्पष्टीकरण मांगना चाहा, जिसकी नियमों में अनुमति नहीं है, इस पर सदन की कार्रवाई साढ़े तीन बजे तक स्थगित कर दी गई।

 इससे पहले, आज सुबह नई दिल्ली में इंडिया टुडे कॉन्क्लेव में प्रधानमंत्री ने कहा कि २००८ में विश्वास मत के दौरान उन्होंने किसी को भी वोट खरीदने का अधिकार नहीं दिया था और वे निश्चित तौर पर ऐसे किसी काम में शामिल नहीं थे।

 मैंने किसी को भी कोई वोट खरीदने के लिए अधिकृत नहीं किया। मुझे वोट खरीदने की किसी गतिविधि के बारे में कोई जानकारी नहीं है इसलिए मुझे इस बात का पक्का यकीन है कि मैं ऐसे लेन देन में शामिल नहीं हूं।
 संसद में ''वोट के बदले नोट'' विवाद पर हंगामें के बाद प्रधानमंत्री का यह बयान आया है। डाक्टर मनमोहन सिंह ने कहा कि विकिलीक्स के खुलासे में जिन लोगों का नाम आया है वह पहले ही इसकी प्रमाणिकता पर संदेह व्यक्त कर चुके हैं। उन्होंने कहा कि गठबंधन की मजबूरी के बारे में उनकी टिप्पणियों का किसी भी तरह से यह मतलब नहीं निकाला जाना चाहिए कि वे संविधान का सख्ती से पालन नहीं करेंगे।
 समग्र विकास के लिये अपनी सरकार द्वारा उठाये जा रहे कदमों की चर्चा करते हुए डाक्टर मनमोहन सिंह ने कहा कि आम नागरिकों को सूचना, शिक्षा और काम का अधिकार देने संबंधी ऐतिहासिक अधिनियम लागू किये गये हैं। उन्होंने कहा कि विषमता  दूर करने के लिये भारत निर्माण, राष्ट्रीय ग्रामीण स्वास्थ्य मिशन और अल्पसंख्यकों के लिये उपयुक्त कार्यवाही करने जैसे कई महत्वपूर्ण कदम उठाये गये हैं। महिलाओं के सशक्तिकरण के बारे में प्रधानमंत्री ने कहा कि  मुख्य चुनौती महिलाओं को राजनीतिक अधिकार देने और लड़के लडकियों के बीच समानता के लिये कारगर नीतियां लागू करने की हैं।
 उन्होंने कहा कि सरकार अगले दो महीनों में देश में कौशल क्रांति के लिये एक योजना लेकर आयेगी। उन्होंने कहा कि इस क्रांति को सफल बनाने के लिये केन्द्र से लेकर राज्य सरकारों, निजी क्षेत्र और अन्य पक्षों को अपना पूरा सहयोग देना होगा।
 प्रधानमंत्री ने कहा कि जापान में भूकम्प और त्सुनामी के बाद परमाणु संयंत्र दुर्घटनाओं से हमें परमाणु सुरक्षा के मुद्दों पर फिर से विचार करना होगा और इन अनुभवों से सबक लेना होगा।  डाक्टर मनमोहन सिंह ने कहा कि उन्होंने परमाणु संयंत्रों की पूरी तरह से समीक्षा का निर्देश दिया है और यह काम परमाणु ऊर्जा विभाग करेगा।
 प्रधानमंत्री ने कहा कि समुंद्री डकैती जैसी समस्याओं से निपटने के लिये विभिन्न राष्ट्रों के मिलकर काम करने की आवश्यकता है। उन्होंने अरब सागर में समुंद्री लुटेरों के प्रयासों को विफल करने के लिये भारतीय नौसेना की सराहना की।
 डाक्टर मनमोहन सिंह ने कहा कि भारत पश्चिम एशिया और उत्तरी अफ्रीका में शांति और व्यवस्था चाहता है क्योंकि वहां साठ लाख से अधिक भारतीय काम कर रहे हैं।
 प्रधानमंत्री ने बड़े देशों से दुनिया के सामने आ रही बड़ी आर्थिक और राजनीतिक चुनौेतियों से निपटने के लिये मिलकर काम करने का अनुरोध किया। उन्होंने कहा कि इनमें आतंकवादी गुटों से निपटने और सीमापार से हो रहे आतंकवाद का मुकाबला करने में सहयोग शामिल है।
 डाक्टर मनमोहन सिंह ने कहा कि भारत इस समय  जी-२० सहित प्रमुख अंतर्राष्ट्रीय आर्थिक मंचों पर सार्थक भूमिका निभा रहा है। संयुक्त राष्ट्र सुरक्षा परिषद का प्रतिनिधित्व बढ़ाने की आवश्यकता पर जोर देते हुए उन्होंने कहा कि भारत अंतर्राष्ट्रीय स्तर पर राजनीतिक, सुरक्षा और अन्य मुद्दों को हल करने में बराबरी का दर्जा चाहता है। प्रधानमंत्री ने कहा कि वैश्विक आर्थिक संकट से उबरने में भारत सहयोग कर सकता है और अनिश्चितता से भरे आज के विश्व में राजनीतिक स्थिरता का स्तम्भ बनने की उसमें क्षमता है। उन्होंने भ्रष्टाचार से निपटने तथा प्रशासन में सुधार करने की आवश्यकता पर जोर दिया।

 संसद के दोनों सदनों में इस मुद्दे पर शोर-शराबे के कारण कार्रवाई में बाधा आई। विपक्ष की नेता सुषमा स्वराज ने मांग की कि प्रधानमंत्री को सदन में आकर इस खुलासे के बारे में स्पष्टीकरण दें।
 उधर, राज्यसभा में विपक्ष के नेता अरूण जेटली ने जब यह मुद्दा उठाना चाहा,  तो  सत्तारूढ पक्ष के सदस्य नारे लगाने लगे। शोर शराबे के बीच कुछ सुनाई नहीं दे रहा था। विपक्षी और सत्तारूढ पक्ष के बीच तीखी नोकझोंक होने लगी और  शोर-शराबे के बीच कार्यवाही ढ़ाई बजे तक के लिये स्थगित कर दी गई।  

 वाणिज्य मंत्री आनन्द शर्मा ने कहा है कि विश्व में कई देशों की सरकारों ने विकीलीक्स के दावों को अपुष्ट और अप्रामाणिक मानकर खारिज कर दिया है। वे संसद भवन के बाहर पत्रकारों से बातचीत कर रहे थे। उन्होंने भारतीय जनता पार्टी पर आरोप लगाया कि वह मुद्दे को नाटकीय रूप दे रही है और संसद की कार्रवाई में बाधा डाल रही है।

 उच्चतम न्यायालय ने सरकार से भारतीयों द्वारा विदेशों में कालाधन जमा किये जाने की जांच के लिये विशेष दल बनाने पर विचार करने को कहा है। न्यायमूर्ति बी. सुदर्शन रेड्डी की अध्यक्षता वाली पीठ ने कहा कि यह मुद्दा बहुत बडा है। पीठ ने केन्द्र से कहा है कि वो  २८ मार्च को अगली सुनवाई के दौरान अपना रवैया स्पष्ट करे और विशेष जांच दल बनाने के बारे में  जबाव दे।
 न्यायालय जाने-माने वकील राम जेठमलानी की याचिका पर सुनवाई कर रहा है। इस याचिका में मांग की गई है कि सरकार को भारतीयों के विदेशी बैंकों में जमा करीब दस खरब डालर काले धन को वापिस लाने के उपाय करने का निर्देश दिया जाये।

 सरकार ने अच्छी गुणवत्ता वाली जेनेरिक दवाएं लोगों को सही मूल्य और पर्याप्त मात्रा में उपलब्ध कराने के लिए एक कार्यबल गठित किया है। यह कार्यबल राष्ट्रीय दवा सुरक्षा और देसी दवाओं के प्रोत्साहन की नीति भी निर्धारित करेगा। केन्द्रीय स्वास्थ्य सचिव के चन्द्रमौलि ने आज नई दिल्ली में पत्रकारों से बातचीत में कहा कि अगले कुछ महीनों में यह कार्यबल अपनी सिफारिशें देगा। उन्होंने कहा कि उनका मंत्रालय लोगों को कैंसर, मधुमेह और हृदय रोगों का इलाज आसानी से उपलब्ध कराने के लिए प्रतिबद्ध है।

 सरकार ने मानव अंग प्रत्यारोपण अधिनियम में संशोधन किया है। इससे अंगदान करने के लिए परिवार के सदस्यों में दादा-दादी और नाना-नानी भी शामिल हो सकेंगे। केन्द्रीय मंत्रिमंडल ने कल शाम इस आशय का फैसला किया। वर्तमान नियमों के अनुसार स्वेच्छा से अंगदान करने वाले संबंधियों के अलावा केवल रक्त संबंधी, जैसे कि पिता, माता, पुत्र, पुत्री, पत्नी, पति, बहन और भाई ही अंगदान कर सकते थे।

 उत्तर प्रदेश में केन्द्रीय सरकार की नौकरियों में ओ बी सी आरक्षण की मांग को लेकर चल रहे जाट समुदाय के आंदोलन के कारण आज ८१ रेलगाड़ियां रद्द की गई हैं। जाट आंदोलनकारी पिछले १४ दिनों से ज्योतिबाफूले नगर के काफूर पुर स्टेशन पर धरना दे रहे हैं। इस आंदोलन से हरियाणा और राजस्थान में भी रेल सेवाएं प्रभावित है।
 उत्तर रेलवे के अनुसार  गाजियाबाद, मुरादाबाद सैक्शन पर ३४, दिल्ली-बटिंडा सैक्शन पर ३३ और दिल्ली-रेवाडी सैक्शन पर १४ रेलगाड़ियां रद्द की गई हैं। एक दर्जन से अधिक रेलगाडिया परिवर्तित मार्ग से चल रही हैं जबकि कुछ रेलगाडियों को गंतव्य से पहले ही रोका जा रहा है। केन्द्र के आश्वासन के बावजूद जाट नेता अपना आंदोलन जारी रखे हुए हैं।

 असम में विधानसभा चुनाव के दूसरे चरण के लिए आज सुबह अधिसूचना जारी की गई। राज्य के चुनाव विभाग के सूत्रों के अनुसार इस चरण में मध्य और निचले असम के १४ जिलों के ६४ निर्वाचन क्षेत्रों में ११ अप्रैल को वोट डाले जाएंगे। ९६ लाख ५७ हजार ५२८ मतदाता दूसरे चरण में वोट डाल सकेंगे।
 हमारे संवाददाता ने बताया है कि आज विधानसभा चुनाव के पहले चरण के लिए ५२९ उम्मीदवारों ने नामांकनपत्र दाखिल किये हैं।

अगले महीने की चार तारीख को ६२ विधानसभा क्षेत्रों में मतदान होंगे। पहले चरण में ८५ लाख, तीन हजार, एक सौ १७ मतदाता वोट डालेंगे। इस चरण के लिए नामांकन वापिस लेने का आखिरी तारीख २१ मार्च है। इधर, एआईयूडीएफ आज शाम तक उम्मीदवारों की दूसरी लिस्ट जारी कर सकती है। कल तृणमूल कांग्रेस ने अपनी  दूसरी लिस्ट जारी कर दी।

 तमिलनाडु में विधानसभा चुनाव के लिये अधिसूचना कल जारी की जायेगी। विभिन्न राजनीतिक दल अपने उम्मीदवारों और निर्वाचन क्षेत्रों की सूचियों को अंतिम रूप देने में व्यस्त हैं। राज्य में निर्वाचन क्षेत्रों के पुर्ननिर्धारण के बाद यह पहले विधानसभा चुनाव हैं।

 केरल में, एक नाटकीय घटनाक्रम में मार्क्सवादी कम्युनिस्ट पार्टी ने अगले महीने विधानसभा चुनाव में मुख्यमंत्री वी एस अच्युतानन्दन को उम्मीदवार बनाने का फैसला किया है। पार्टी के प्रदेश सचिव पी विजयन ने कहा कि श्री अच्युतानन्दन पालक्काड की मलमपुझा सीट से चुनाव लड़ेगे। पार्टी पोलित ब्यूरो दिल्ली में पिछले दो दिन से इस मुद्दे पर चर्चा कर रहा था। दो दिन पूर्व श्री अच्युतानन्दन को टिकट न देने के पार्टी के राज्य सचिवालय के फैसले से राज्यभर में पार्टी कार्यकर्ताओं ने भारी विरोध किया था। श्री विजयंत ने यह भी बताया कि विधानसभा चुनाव में श्री अच्युतानन्दन भी पार्टी के नेता होंगे।

 निर्वाचन आयोग ने छात्राओं को मुफ्त रेल यात्रा की सुविधा देने संबंधी रेल मंत्री ममता बनर्जी की हाल की घोषणा के बारे में रेलवे बोर्ड और राज्यसभा सचिवालय से स्पष्टीकरण मांगा है। तिरूअनन्तपुरम में संवाददाता सम्मेलन में यह जानकारी देते हुए मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने कहा कि अगले महीने केरल विधानसभा चुनाव के लिए केन्द्रीय बलों को तैनात किया जाएगा।
  चुनाव तैयारियों का जायजा लेने के दो दिन के केरल दौरे के समापन पर श्री कुरैशी ने कहा कि आयोग जल्द ही बयान देगा कि रेल मंत्री की घोषणा, चुनाव आचार संहिता का उल्लंघन थी या नहीं।

 राजस्थान सरकार ने सवाई माधोपुर में मानटाउन के एसएचओ के परिवार को २५ लाख रूपये का मुआवजा देने की घोषणा की है। उन्हें कल शाम भीड़ ने मार दिया था। मुख्यमंत्री अशोक गहलोत ने लोगों से शांति और संयम रखने की अपील की है।
 हमारे संवाददाता ने खबर दी है कि राज्य विधानसभा में सदन की कार्रवाई दो बार स्थगित की गई।

सदन की कार्रवाई शुरू होते ही सत्तारूढ़ कांग्रेसी विधायको को पूर्व मुख्यमंत्री और प्रतिपक्ष की नेता श्रीमती वसुन्धरा राजे द्वारा दो दिन पहले कथित रूप एक कांग्रेस विधायक को धमकी देने के मामले को लेकर उनसे माफी मांगे जाने के मामले को लेकर हंगामा शुरू कर दिया। इससे पहले, मार्क्सवादी कम्युनिस्ट पार्टी के विधायक श्री अमरा राम ने सवाईमाधोपुर जिले में कल एक पुलिस थानाधिकारी की हत्या का मामला उठाना चाहा, लेकिन कांग्रेस विधायकों ने इस बीच, श्रीमती राजे के खिलाफ नारे-बाजी शुरू कर दी और ध्यान दूसरी तरफ बंट गया। इसी हंगामे के बीच श्रीमती राजे ने गृह मंत्री श्री शांतिधारीवाल को बर्खास्त करने की मांग भी की। हंगामे के बीच सदन की कार्रवाई एक घन्टे के लिए स्थगित कर दी गई और जब यह कार्रवाई दोबारा शुरू हुई तो गृहमंत्री श्री शांतिधारीवाल ने माधोपुर की घटना पर अपना बयान पढ़ना शुरू किया। इसका भारतीय जनता पार्टी विधायकों ने विरोध किया। इसी हंगामे के बीच सदन की कार्रवाई फिर एक घन्टे के लिए स्थगित कर दी गई।

 असम में पुलिस ने कल गुवाहाटी में अल्फा के एक उग्रवादी को गिरफ्‌तार किया। उस पर पिछले सोमवार को असम प्रदेश कांग्रेस समिति कार्यालय राजीव भवन में हुए बम विस्फोट में शामिल होने का संदेह है। इस विस्फोट में कांग्रेस के वरिष्ठ नेताओं सहित पांच व्यक्ति घायल हो गये थे।

 महाराष्ट्र के राज्यपाल के शंकर नारायणन ने विश्वविद्यालयों से कहा है कि पारदर्शी तरीके से काम करें ताकि शोध का लाभ आम आदमी तक आसानी से पहुंच सके। आज नागपुर में महाराष्ट्र पशु तथा मत्स्य विज्ञान विश्वविद्यालय के नये प्रशासनिक भवन का उद्घाटन करते हुए उन्होंने कहा कि यह सुनिश्चित करना जरूरी है कि कृषि भूमि का इस्तेमाल दूसरे कामों के लिए न हो। राज्यपाल ने कहा कि किसान समुदाय का अज्ञान दूर करने से ग्रामीण अर्थव्यवस्था समृद्ध हो सकेगी।

 संयुक्त राष्ट्र सुरक्षा परिषद ने लीबिया को उड़ान वर्जित क्षेत्र घोषित करने और वहां नागरिकों की सुरक्षा के लिए सभी आवश्यक उपाय अपनाने के अधिकार देने का प्रस्ताव पारित कर दिया है। परिषद के १५ में से १० सदस्यों ने प्रस्ताव के पक्ष में वोट दिया। इसमें लीबिया में तत्काल संघर्षविराम का आग्रह भी किया गया है। चीन, रूस जैसे वीटो अधिकार वाले देशों और भारत, जर्मनी तथा ब्राजील जैसे अस्थाई सदस्यों ने वोट नहीं दिया। भारत ने कहा कि इस प्रस्ताव में दूरगामी उपायों की बात तो है, लेकिन बुनियादी सवालों के जवाब नहीं दिये गये हैं और सारे फैसले अधूरी जानकारी के आधार पर लिये गये हैं।
 इन प्रतिबंधों में हथियारों की बिक्री पर रोक, गद्दाफी और उनके वफादार साथियों की सम्पत्ति फ्रीज करना और उनकी यात्रा पर प्रतिबंध लगाना, तथा हेग स्थित अंतर्राष्ट्रीय आपराधिक अदालत में मामले ले जाना शामिल है।
 इस बीच, लीबिया के नेता ने कर्नल गद्दाफी ने देश दूसरे सबसे बड़े शहर बेनगाजी से विद्रोहियों को निकालने के लिए आखिरी हमला बोलने की धमकी दी है।
 सुरक्षा परिषद ने प्रस्ताव पारित होने के तुरन्त बाद अमरीका के राष्ट्रपति बराक ओबामा ने फ्रांस के राष्ट्रपति निकोला सरकोजी औरे ब्रिटेन के प्रधानमंत्री डेविड कैमरॉन के साथ टेलीफोन पर बातचीत की और इस प्रस्ताव पर अमल के बारे में विचार विमर्श किया। यूरोपीय संघ ने गद्दाफी से कहा है कि वे तुरन्त सत्ता छोड़ दें और व्यापक बातचीत के जरिये लोकतंत्र कायम करने के लिए तेज+ी से प्रयास करें।
 संयुक्त राष्ट्र महासचिव बान की मून ने भी लीबिया में तुरन्त संघर्ष विराम और नागरिकों पर हमले रोकने की अपील की है।

 जापान में फुकुशिमा परमाणु संयंत्र में रिएक्टरों को ठंडा करने के हर संभव प्रयास किये जा रहे हैं। भीषण परमाणु त्रासदी की बढ़ती आशंकाओं के बीच इन रियेक्टरों को ठंडा करने के लिए दो हेलिकॉप्टरों के जरिये समुद्र का पानी गिराया गया। तोक्यो स्थित एन.एच. के वर्ल्ड रेडियो जापान के मुनीश शर्मा ने बताया है कि दूर तक पानी की धार छोड़ने वाली सात दमकल गाड़ियों के जरिए पानी फेंका जा रहा है।

रियेक्टर नम्बर तीन और चार में रखी हुई परमाणु ईंधन के इस्तेमालशुदा छड़ों के लगातार गर्म होते चले जाने से विकिरण के रिसाव का खतरा अब भी बरकरार है। कल हैलीकॉप्टर और दमकल गाड़ियों की मदद से पानी की बौछार की गई थी। लेकिन आज जमीनी कार्रवाई को अहमियत देते हुए आज आत्मरक्षा बल के जवान पचास टन पानी से भरे सात फायरइंजन लेकर वहां पहुंचे और रियेक्टर नम्बर तीन पर पानी की उन्होंने भारी बौछार की। इस बीच वहां तक एक पॉवर लाइन बिछाने की कोशिशे भी लगातार जारी हैं और अगर बिजली आपूर्ति बहाल हो जाती है तो टोक्यों इलेक्ट्रिक पॉवर कम्पनी का ये दावा है कि कल तक वहां का कूलिंग सिस्टम दुरूस्त हो जाएगा, काम करने लगेगा और फिर स्थिति काबू में आज जाएगी।
 फुकुशिमा परमाणु संयंत्र के तीसरे और चौथे रिएक्टर ठंडा रखने की प्रणाली काम नहीं कर रही है। इस संयंत्र के छह में से चार रिएक्टर पिछले शुक्रवार को भूकंप और उसके बाद उठी  त्सुनामी से प्रभावित हैं।
 इस बीच, भूकम्प और त्सुनामी में मृत और लापता लोगों की संख्या सरकारी तौर पर अब १६ हजार छह सौ बताई गई है, जिसमें से छह हजार चार सौ पांच मौतों की पुष्टि हो चुकी है। राष्ट्रीय पुलिस एजेंसी के अनुसार लापता लोगों की संख्या बढ़कर दस हजार दो सौ उनसठ हो गई है, जबकि दो हजार चार सौ नौ लोग घायल हैं।
 उधर, जी-सात देशों के वित्तमंत्रियों और केन्द्रीय बैंक अधिकारियों ने जापानी मुद्रा येन का भाव गिराने के लिए मिलकर काम करने पर सहमति दी है। उनके इस फैसले का असर तुरन्त बाजार में दिखाई दिया। इस बीच बैंक ऑफ जापान ने भी देश के मुद्रा बाजार को संभालने के लिए ३७ अरब डॉलर के बराबर की रकम बाजार में लगाई है।

 इस बीच, जर्मनी ने कहा है कि जापान के परमाणु संकट को देखते हुए वह परमाणु ऊर्जा का उपयोग बंद  करने के प्रयास तेज करेगा।

 उधर, इस्राइल के प्रधानमंत्री बैंजामिन नेतनयाहू ने कहा है कि जापान के परमाणु संकट ने उन्हें अपने देश के असैन्य परमाणु ऊर्जा कार्यक्रम पर फिर विचार करने के लिए मजबूर कर दिया है। टेलीविजन चैनल सीएनएन पर कल प्रसारित एक भेंटवार्ता में नेतनयाहू ने कहा कि इस्राइल में असैन्य परमाणु ऊर्जा नहीं है, लेकिन उसने कुछ अनुसंधान संयंत्र बनाए हैं।

 संयुक्त राष्ट्र की मानवाधिकार उच्चायुक्त नवी पिल्लै ने बहरीन में सुरक्षा बलों की बढ़ती हिंसा कार्रवाई पर चिंता व्यक्त की है। हमारे संवाददाता ने बताया है कि सुश्री पिल्लै ने बहरीन में तीन महीने के लिए आपात स्थिति लागू होने पर चिंता जाहिर की है।

संयुक्त राष्ट्र के शीर्ष मानवाधिकार अधिकारियों ने देश में हिंसा के  बढ़ने पर चिंता व्यक्त करते हुए बहरिनी अधिकारियों से आपातकाल के बावजूद मानव अधिकारों का सम्मान करने को कहा है। इस बीच, बहरीन ने प्रदर्शनकारियों पर जरूरत से ज्यादा बल प्रयोग के आरोपों का खण्डन किया है। राजा के एक सलाहकार ने कहा है कि तनावपूर्ण स्थिति के बावजूद सरकार और विपक्ष के बीच बातचीत के दरवाजे खुले हुए हैं। जहां बहरीन में विपक्ष ने देश से खाडी सहयोग परिषद की सेना की वापसी की मांग की है, वहीं इस मसले पर बहरीन और ईरान के बीच राजनयिक तनाव कायम है और दोनों देशों ने एक दूसरे के देशों से अपने राजदूतों को वापिस बुला लिया है।

 बम्बई शेयर बाजार में आज मुनाफा वसूली होने के कारण पहले ४५ मिनट के कारोबार में करीब १७० अंक की गिरावट आई। कल के मुकाबले ११० अंक ऊपर खुलने के बाद बाजार गिरने लगा। और दस बजे तक ये १८ हजार के स्तर से नीचे चला गया। अब से कुछ देर पहले सेंसेक्स. दो सौ ३२ अंक की गिरावट के साथ १७.हजार ९१६ पर था। निफ्‌टी भी करीब ६३ अंक की गिरावट के साथ ५ हजार ३८३ पर था।
 जापान में परमाणु संकट और खाड़ी क्षेत्र में तनाव के कारण एशियाई तेल बाजारों में भी आज वृद्धि का रूख रहा। न्यूयॉर्क लाइट स्वीट क्रूड के अप्रैल के सौदे १०३ डॉलर प्रति बैरल के भाव पर हुए, जबकि मई के लिए ब्रेंट नॉर्थ सी क्रूड का भाव ११६ डॉलर से ऊपर रहा।
 डॉलर के मुकाबले रूपया १३ पैसे मजबूत हुआ और एक डॉलर का भाव ४५ रूपये ५ पैसे बोला गया।

 नासा के अंतरिक्ष यान ने सौर प्रणाली में सूर्य के सबसे नजदीक ग्रह बुध की परिक्रमा शुरू कर दी है। अंतरिक्ष एजेंसी के अनुसार मेसेन्जर यान ने अमरीकी समय के अनुसार कल रात नौ बजे अपना काम शुरू किया। मेसेन्जर की इस यात्रा का उद्देश्य पहली बार इस ग्रह का पूरा चक्कर लगाना है। अंतरिक्ष यान ने छह वर्ष पहले अपनी यात्रा शुरू की थी और पृथ्वी तथा शुक्र के पास से गुजरता हुआ बुध तक पहुंचा है। नासा का कहना है कि पहली बार किसी अंतरिक्ष यान ने सौर प्रणाली के इस सुदूरवर्ती ग्रह तक पहुंचने में सफलता हासिल की है।

The Prime Minister Dr. Manmohan Singh has said that he had not authorised anyone to purchase any votes during the trust vote in 2008. Speaking at the India Today conclave in New Delhi today he said that he was certainly not  involved  in any such things.
 The PM's statement came after the cash-for-votes controversy rocked Parliament. Dr Singh added those who have been named in the Wikileaks have already expressed their doubts over their veracity. He said that his comments on coalition compulsion should not in anyway convey the impression that he would not follow the Constitution strictly.  Referring to the initiatives taken by the government for inclusive growth, Dr Singh asserted that land mark legislations were enacted that provide citizens right to information, education and work.
On the empowerment of women the Prime Minister said that the major challenge is to  work out and implement effective strategies for gender equality. He announced that the government is coming out  with a blue print for a skill revolution in the country in the next two months. He said every one from centre to state governments, private sector and other stake holders have to contribute to make this revolution a success.
Prime Minister said that the tragic nuclear incidents in Japan in the aftermath of the tsunami and earthquake should make us revisit issues of nuclear safety and learn lessons from these experiences. Dr. Singh said that he has ordered a through review of the atomic plants and it will be carried by Department of Atomic Energy.
The Prime Minister said that problems such as piracy require cooperative solutions by several states, both to prevent piracy on the high seas and to eliminate the causes which make it possible. He commended the Indian Navy for the task in foiling the attempts of piracy in the Arabian Sea.
Dr. Singh elaborated that New Delhi has a major stake in the peaceful and orderly evolution of West Asia and North Africa as over 6 million Indians work there.
The Prime Minister urged the major powers to work together to address the major economic and political challenges facing the world. He said this includes dealing with non state actors, and cooperation in countering cross border terrorism.
Dr. Singh asserted that India is today fully and meaningfully participating in the international economic institutions including G-20. Strongly advocating for democratization of United Nations Security Council, he said India seeks a similar place in handling of political, security and other issues at the international level. The Prime Minister asserted that India can contribute to the world's recovery from the economic melt down and  has the potential to become a pole of political stability in an uncertain world. He added that for this some innovation and flexibility in approach is needed and called for dealing squarely with the menace of corruption and reform the governance.

Union Commerce Minister Anand Sharma says, several Governments across the globe have rejected the claims of Wikileaks as unconfirmed and unverified. Talking to reporters outside Parliament, Mr Sharma accused BJP of creating theatrics over the issue and stalling the proceedings of Parliament.

BJP said that the Prime Minister should not have made the statement on the Wikileaks issue outside Parliament. Senior BJP leader Gopinath Munde said that the Party will not allow the House to function till the Prime Minister Dr Manmohan Singh makes a statement in the House. Talking to reporters outside Parliament, Mr Munde said the Prime minister should resign on moral grounds.
Echoing similar sentiment, CPI(M) leader Brinda Karat termed Prime Minister's speaking on the issue outside Parliament as unfortunate. She said that it is against the dignity and prestige of Parliament.

Opposition stalled the proceedings in both the Houses of Parliament today over Wikileaks expose of alleged cash for votes scam in 2008. The Lok Sabha was first adjourned till 12.15 after the papers were laid on the table. The Leader of the Opposition Mrs. Sushma Swaraj demanded that Prime Minister should come to the House and clarify about the expose. The Opposition members trooped to the well of the House demanding the resignation of the Prime Minister. The Speaker Mrs. Meira Kumar adjourned the House amidst the din. When the House reassembled, Parliamentary Affairs Minister P.K. Bansal said, the Prime Minister will make a statement in the Lok Sabha at 2.00 PM. But the Opposition continued slogan shouting and the Speaker, Mrs. Meira Kumar adjourned House amidst din till 2pm.
In the Rajya Sabha, as the leader of the Opposition Mr. Arun Jaitley wanted to raise the issue, the Treasury benches started shouting. Nothing could be heard in the commotion. The Deputy Chairman K. Rahman Khan adjourned the House till 11.21. As soon as the House met at 11.21 A.M.  there were heated exchanges between the Opposition and Treasury Benches over the Wikileaks expose. Amidst the uproar, the Deputy Chairman, Mr. K. Rahman Khan adjourned the House till 2.30 PM.

The Supreme Court today asked the Centre to consider setting up a Special Investigation Team, SIT to probe the black money stashed by Indians abroad. A bench headed by Justice B Sudershan Reddy said, the issue is not related to one case but is much wider. It asked the Centre to respond on the next date of hearing on March 28 about its stand and the possible composition of the SIT.
The court was hearing a petition filed by eminent criminal lawyer Ram Jethmalani.  The  petitioner sought directions to the government to take steps  to bring back black money stashed by Indian nationals in foreign banks, which is said to be to the tune of one trillion US dollars.

The Government has set up a taskforce to assure adequate availability of quality generic drugs at affordable prices to the people. The task force will also evolve policy measures to assure national drug security and promotion of indigenous drugs. Talking to reporters in New Delhi today Union Health Secretary  K. Chandramouli said that the force will give its recomendations in coming months. He added that the ministry is committed to provide accessible treatment of cancer, diabetes and cardio-vascular disorders to the people. Mr Chadramouli also said that the Centre has asked the states for their suggestions on the various details, including the cost of surgeries and other treatments as health is a state issue. He added that a revamped national programme for control of these diseases is being implemented in 100 districts across 21 states of the country.

The government has amended the transplantation of human organ act. It extends the ambit of organ donors among family members to grandparents. A decision to this effect was taken by the Union cabinet last evening. Talking to reporters after the Cabinet meeting the Health Minister Mr. Ghulam Nabi Azad said that special provisions will be made to facilitate transplantation of legally removed human organs like heart and Kidney. Current rules restrict transplant to blood relations like Father, Mother, Son, Daughter, Wife, Husband, sister, and brother besides  relatives who donate voluntarily.

The UN Security Council today passed a resolution approving a no-fly zone over Libya and authorising all necessary measures to protect the civilians in the strife-torn African country. Ten of the 15-member body voted in favour of the resolution which also calls for an immediate ceasefire in Libya. Five nations including  China and Russia which have veto power and non-permanent members India, Germany and Brazil abstained from voting. India said, this resolution calls for far-reaching measures but the entire exercise has been based on less than complete information.
Soon after passage of the resolution, US President Barack Obama called up his French counterpart Nicolas Sarkozy and British Prime Minister David Cameron to discuss on the enforcement of the UNSC resolution in Libya.The White House said in a statement that the leaders agreed that Libya must immediately comply with all the terms of the resolution and that violence against the civilian population of Libya must cease.  European Union asked Gaddafi to relinquish power immediately and rapidly embark on an orderly transition to democracy through broad-based dialogue.

The UN Secretary-General Ban Ki-moon has joined the UN Security Council in calling for an immediate cease-fire and halt to all attacks on civilians in Libya.  In  a statement, he called for all necessary measures to protect civilians under threat of attack in the North African country.

The Prime Minister Dr. Manmohan Singh has strongly rejected the allegations of bribery in the trust vote in 2008.  Making a statement in the Lok Sabha today after Opposition stalled proceedings in the two houses in the backdrop of Wikileaks expose on the issue, he said government cannot confirm the veracity,  existence  and content of such reports.  Dr. Singh said some of the people named in the Wikileaks have already denied their involvement.  He charged the Opposition of raising an issue which has been already debated and rejected.  Dr. Singh asserted that those who raised such issues have been rejected by the people in the last elections.  Not satisfied with the reply of the Prime Minister, the Opposition wanted clarifications which is not permissible under rules.  This led to the adjournment of the House till 3.30 P.M.

The Government will soon introduce a Bill in the Parliament to curb the communal violence in the country. Addressing the annual conference of the State Minorities Commissions in New Delhi, the Minority Affairs Minister Salman Khurshid said the centre has asked the state governments to constitute Minority Commissions where it is not in existence. He said the government is making all out efforts to effectively implement Sachar Committee report including PM's New 15 Point Programme for the welfare of minorities.

The UN High Commissioner for Human Rights Navi Pillay has voiced alarm over the escalation of violence by security forces in Bahrain. In a statement received by Prasar Bharti in Dubai today, Ms. Pillay noted with concern on the three-month state of emergency. She reminded the authorities that fundamental rights cannot be derogated, even in a public emergency. The UN Under-Secretary-General for Humanitarian Affairs Valerie Amos also called on Bahraini authorities to refrain from excessive use of force and to respect medical facilities and ensure the treatment of wounded persons.

संसद में २००८ में विश्वासमत के दौरान कुछ सांसदों को कथित भुगतान के बारे में विकीलीक्स के खुलासे को लेकर विपक्ष ने आज संसद के कामकाज में रुकावट डाली। भारत-अमरीका असैन्य परमाणु समझौते पर, यू.पी.ए. की पिछली सरकार के साथ मतभेदों के कारण वामदलों के समर्थन वापस लेने के बाद यह विश्वास मत कराया गया था। शोर-शराबे के कारण लोकसभा शाम छह बजे तक और राज्यसभा दिनभर के लिए स्थगित कर दी गई।

इससे पहले वित्तमंत्री प्रणब मुखर्जी ने सदन में सरकार की स्थिति स्पष्ट करते हुए कहा कि वे विकीलीक्स के खुलासे की न तो पुष्टि कर सकते हैं और न ही इसका खंडन कर सकते हैं। उन्होंने कहा कि यह दूतावास और उसकी संप्रभु सरकार के बीच आदान-प्रदान का मामला है।

हर लोकसभा अपने कार्यकाल में संप्रभु होती है। १४वीं लोकसभा में जो कुछ हुआ उसे १५वीं लोकसभा में नही उठाया जा सकता। १४वीं लोकसभा मई २००९ में समाप्त हो गई थी।
कांग्रेस ने भारतीय जनता पार्टी पर बेबुनियाद आरोपों के आधार पर संसद की कार्यवाही में बाधा डालने का आरोप लगाया है। आज नई दिल्ली में संवाददाताओं से पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि वोट के बदले नोट मामले में विकीलीक्स के ताजा खुलासे में कोई प्रामाणिक सबूत नहीं हैं। उन्होंने कहा कि भाजपा एक ऐसे स्रोत को लेकर संसद में भारतीय लोकतंत्र की छवि खराब कर रही है जिसे दुनिया के कई देशों की सरकारों ने अविश्वसनीय करार दे दिया है।

इस घटना का न तो कोई सत्यापन हुआ है, न ही कोई प्रभावितकता है और न ही इसका कोई उद्देश्य है जिससे यह साबित होता हो कि ऐसा कुछ हुआ था। भाजपा और उसके समर्थक इस बात को क्यों नही समझते कि भारत कोई हल्का फुल्का देश नहीं है जो किसी अमरीकी राजनायिक की टिप्पणी के बूते चलता हो।
सदन में विपक्ष के नेता अरुण जेटली ने सरकार के इस तर्क के जवाब में कहा कि यह मामला संसद के बाहर का है। उन्होंने इसे एक अपराध बताया।

यह कहना बड़ा आसान है कि १४वीं लोकसभा संप्रभु थी और यह मामला १५वीं लोकसभा में नहीं उठाया जा सकता। यहां पर यह तर्क इसलिए काम नहीं करेगा क्योंकि रिश्वत का यह मामला संसद के बाहर का है।
मार्क्सवादी कम्युनिस्ट पार्टी के सदस्य सीताराम येचुरी ने कहा कि वोट के बदले पैसा लेने के घोटाले की जांच के लिए बनाई गई समिति ने ऐसे मामलों की आपराधिक जांच की सिफारिश की है।

हम फौरन इस मामले की आपराधिक संलिप्तता की जांच चाहते हैं और तात्कालिक कदम के तौर पर सरकार उन लोगों के खिलाफ मामला दर्ज करें जो इसमें लिप्त है।
लोकसभा में भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता ने सबसे पहले यह मुद्दा उठाया और प्रधानमंत्री से आग्रह किया कि वे इस पर संसद में बयान दें।

सरकार की यह नैतिक जिम्मेदारी बनती है कि वह स्वयं को पाक-साफ साबित करे। अगर सरकार ऐसा नहीं करती है और लोकसभा में अपनी स्थिति स्पष्ट नहीं करती है और यह बयान नहीं देती है कि सब कुछ बेबुनियाद है तो सरकार की तरफ शक की सूई तो बनी रहेगी।
विश्वासमत के दौरान सरकार का समर्थन करने वाली समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव ने इस मुद्दे पर चर्चा की मांग की।
एन.डी.ए. ने कहा है कि विकीलीक्स के ताज+ा खुलासे के बाद सरकार को सत्ता में बने रहने का कोई नैतिक अधिकार नहीं है और उसे इस्तीफा दे देना चाहिए। वरिष्ठ भाजपा नेता लालकृष्ण आडवाणी ने नई दिल्ली में संवाददाता सम्मेलन में कहा कि प्रधानमंत्री को इस मुद्दे पर अपनी स्थिति स्पष्ट करने के लिए संसद में बयान देना चाहिए। उन्होंने कहा कि ताजा खुलासे से इस मुद्दे पर भाजपा की बात सही साबित हुई है।

वर्ष २००८ के बारे में एनडीए का मानना है कि विश्वास मत के दौरान पहले वाली यूपीए सरकार के पक्ष में मत देने के लिए रिश्वत दी गई थी। वीकिमीक्स केबल में एक अमरीकी राजनयिक द्वारा अपनी सरकार को एक वकतव्य भेजा गया था जो वर्ष २००८ की इस घटना का खुलासा करता है।

वित्त मंत्रालय ने कर्मचारी भविष्य निधि संगठन के जमाकर्ताओं के लिए वर्ष २०१०-२०११ में साढे नौ प्रतिशत की  बढी हुई ब्याज दर को मंजूरी दी है। कर्मचारी भविष्य निधि बोर्ड ने इस आशय की सिफारिश की थी।
केंद्रीय भविष्य निधि आयुक्त समरेन्द्र चटर्जी ने आज राजधानी में बताया कि बोर्ड के प्रस्ताव पर वित्त मंत्रालय ने अपनी मोहर लगा दी। नई दरों का लाभ चार करोड़ ७० लाख जमाकर्ताओं को मिलेगा।

खाद्य पदार्थों की मुद्रास्फीति की दर ५ मार्च को समाप्त हुए सप्ताह के दौरान कम होकर ९ दशमलव चार-दो प्रतिशत हो गई, जो पिछले साढ़े तीन महीने में सबसे कम है। मुद्रास्फीति में यह गिरावट दालों और आलू के दाम कम होने के कारण आई।

भारतीय रिजर्व बैंक ने आवश्यक वस्तुओं की बढ़ती कीमतों पर काबू पाने के उद्देश्य से कम अवधि के ऋण देने और लेने की दरें चौथाई अंक बढ़ा दी हैं। इससे घर और वाहन के ऋण महंगे हो सकते हैं। रिजर्व बैंक ने मार्च २०१० के बाद से आठवीं बार दरें बढ़ाई हैं।

उच्चतम न्यायालय ने पुणे के व्यापारी हसन अली खान को आज चार दिन की प्रवर्तन निदेशालय की हिरासत में भेज दिया । न्यायालय ने कालाधन रखने के एक मामले में निदेशालय की याचिका रद्द कर हसन अली को जमानत देने के लिए निचली अदालत को फटकार भी लगाई। न्यायाधीश एस. सुदर्शन रेड्डी और एस.एस. निज्जर की खंडपीठ ने कहा कि निचली अदालत के न्यायाधीश ने प्रवर्तन निदेशालय की याचिका रद्द कर जिस तरह हसन अली को जमानत दे दी, वह काफी निराशाजनक है। प्रवर्तन निदेशालय ने हसन अली को इस महीने की ७ तारीख को गिरफ्‌तार किया था।

राजस्थान में सवाई माधोपुर जिले के सूरवाल गांव मे ंविगत दिनों एक महिला की हत्या के बाद हत्यारों को पकड़ने की मांग को लेकर आज एक युवक द्वारा आत्मदाह करने के बाद भड़के ग्रामीणों ने मौके पर पहुंचे पुलिस दल पर पथराव किया और वाहन को आग लगा दी। इसमें माउन टाउन थाना अधिकारी की मौके पर ही मौत हो गई तथा १६ अन्य पुलिसकर्मी घायल हो गए जिन्हें उपचार के लिए सवाई माधोपुर के सामान्य चिकित्सालय में भर्ती कराया गया है।

जापान से मिली खबरों में कहा गया है कि भूकंप प्रभावित फुकुशिमा में लगभग दस हजार लोगों की विकिरण जांच की गई है। स्थानीय मीडिया ने अधिकारियों के हवाले से बताया है कि जिन लोगों की जांच की गई है, उनमें फुकुशिमा परमाणु संयंत्र नंबर एक के आसपास रहने वाले और शुक्रवार को आए विनाशकारी भूकंप और त्सुनामी में बच गए लोग शामिल हैं।

इस बीच, जापान ने कहा है कि उसने त्सुनामी प्रभावित फुकूशिमा दाइची परमाणु संयंत्र में रिएक्टरों को ठंडा करने की कोशिश तेज कर दी है। एन.एच.के.  वर्ल्ड के प्रतिनिधि ने खबर दी है कि सेना के हैलीकॉप्टर ईंधन छड़ों को पिघलने से बचाने के लिए भारी मात्रा में पानी गिरा रहे है। आशा है कि बिजली भी जल्द ही बहाल हो जाएगी।

जापान के आत्मरक्षा बल ने भुकंपग्रस्त फुकूशिमा परमाणु बिजली घर नम्बर एक में रियेक्टर नम्बर तीन को फिर से ठंडा करने के लिए आज  फिर से पानी की बौछार की और उसमें ३० टन पानी से भरी हुई पांच दंकल गाड़ियों का इस्तेमाल किया गया। रक्षामंत्रालय का कहना यह है कि अभी तक यह सुनिश्चित नहीं किया जा सका है, यह पुष्टि नहीं हुई है कि यह पानी इस्तेमाल शुदा ईधन की छड़ों तक पहुंचा भी या नहीं, हालांकि इमारत तक पानी जरूर पहुंचा है, इसमें कामयाबी मिली है  और यदि आदेश मिलता है तो कल भी ये अभियान जारी रखा जायेगा।
इधर, राष्ट्रीय आपदा प्रबन्धन प्राधिकरण ने जापान में हो रहे परमाणु विकिरण के भारत पहुंचने की अफवाहों का खंडन किया है।

The Opposition today stalled proceedings in both Houses of Parliament over the Wikileaks expose about alleged payment to some MPs in the trust vote in 2008. The trust vote took place after the left parties withdrew support to the UPA 1 government over differences on Indo-US Civil Nuclear Deal.The Lok Sabha was adjourned till 6 P.M. and the Rajya Sabha for the day. Both the Houses had witnessed two adjournments earlier in the day. When the Lok Sabha met at 2 P.M. there was no change in the situation with Opposition raising slogans against the government and the Treasury benches strongly reacting with allegations that Opposition is not interested in running Parliament forcing an adjournment till 6 p.m. The Lok Sabha passed demands for grants for 2011-12 through a voice vote after the opposition staged a walk out when the House assembled at 6 p.m. Later the Lok Sabha was also adjourned for the day. Earlier, making the government's stand clear in the Rajya Sabha, the Finance Minister Mr. Pranab Mukherjee said that the government can neither confirm nor deny the revelations made in the Wikileaks. He said it is a communication between a diplomatic mission and its sovereign government.
The Congress has accused BJP of disrupting the proceedings of Parliament on baseless charges. Talking to reporters in New Delhi, Party Spokesman Abhishek Manu Singhvi said that there is no corroborative evidence in the latest expose by Wikileaks on the cash for Vote scam. He said that BJP is undermining the image of Indian democracy by stalling the Parliament on a source which has been declared as unreliable by several governments across the globe.
Contesting the government's argument, the leader of the Opposition in the House Mr. Arun Jaitley alleged that the incident took place outside Parliament and described it as a commission of an offence in India.
CPIM leader Sitaram Yechury said that the Committee appointed to look into the cash for vote scam has recommended proper criminal investigation in the case.
In the Lok Sabha, Gurudas Dasgupta of CPI raised the issue urging the Prime Minister to make a statement in the House.
The NDA said that the government has no moral right to continue and it should quit. Addressing a joint press conference with other NDA allies including Sharad Yadav of JD(U) and Ananat Gite of Shiv Sena, senior BJP leader L K Advani said the latest expose by Wikileaks has maligned globally acclaimed Indian democracy. He said that the Prime Minister should make a statement in the house to clear the government's stand on the issue. He added that the recent expose vindicates his party's stand on the issue.

The Finance Ministry has approved higher interest of 9.5 per cent for depositors with the Employees' Provident Fund Organisation for the year 2010-11. A recommendation to this effect was made by the EPF Board earlier. The Central Provident Fund Commissioner Samirendra Chatterjee said in New Delhi that Finance Ministry ratified the proposal of the board which will benefit 4.7 crore people. The Employees Provident Fund Organisation had been paying 8.5 per cent interest on the PF since 2005-06. Mr. Chatterjee said that the calculations regarding 1731 crore rupees surplus in the Interest Suspense Account were found correct by the Finance Ministry and so they approved the higher rate of return.

The Supreme Court today remanded Pune stud farm owner Hasan Ali Khan in the Enforcement Directorate's, ED custody for four days.  The apex court pulled up the trial court judge who had granted bail to him dismissing the agency's plea for his remand in a money laundering case.  A bench of justices B Sudershan Reddy and S S Nijjar said it was deeply disturbed at the manner in which the trial court judge had rejected the ED's contention and granted bail to Hasan Ali.The apex court said it was staying the trial court's order due to the extraordinary circumstances of the case.

In Rajasthan, in Sudwal village near Sawai Madhopur one SHO killed and 16 policemen injured when agitated villagers set on fire a police jeep and pelted stones on police party.  People of Sudwal were demanding arrest of murderers of a woman killed ten days ago.  Three persons climbed on a water tank this evening in support of their demand and one of them jumped from tank and died.  When the police party reached in the spot, agitated villagers started stone pelting and set  the police jeep on fire. Reports from Japan say  that  around 10,000 people in  the quake-hit Fukushima prefecture have been tested for radiation exposure. Local  media quoting officials of the prefecture today said those tested include residents living around the quake-stricken Fukushima No. 1 nuclear plant and those who survived Friday's devastating quake and tsunami in the region and have been forced to evacuate to community shelters.

In Bahrain, reports say that six opposition leaders were arrested today as calm returned to the streets of in capital Manama a day after a massive crackdown on protesters by security forces. The Election Commission has banned conduct of exit polls till May 10 to ensure free and fair assembly polls in five states. The  Commission said that the period between 7 AM on 4th April, the first day of poll in Assam, to 5.30 PM on 10th May, the last day of the poll in West Bengal, as the period during which conducting any exit poll or disseminating them in any manner would be prohibited. In West Bengal, state congress president  Manas Bhuiya has said that the party is optimistic on finalising seat sharing arrangement with Trinamul congress for assambly polls. A highly placed source of the Trinamul congress said that Miss Mamta Banerjee has agreed to extend the time limit for seat sharing agreement till today following talks with Congress high command. The DMK Chief Mr. M. Karunanidhi has announced the list of constituencies and candidates for the forth coming assembly elections. Speaking to newspersons later he said  the party has inducted 58 new faces and has fielded eleven women in the fray.

In Kerala, the Chief Election Commissioner S Y Qureshi alongwith other members of the commission reviewed security and overall preparedness of next month's assembly election. The commission also held detailed interaction with representatives of political parties from the state.

 सरकार की दलील का जवाब देते हुए सदन में विपक्ष के नेता अरूण जेटली ने आरोप लगाया कि यह घटना संसद के बाहर हुई और यह भारत में किया गया एक अपराध है। उन्होंने कहा कि यह रिश्वत का मामला है जिसमें भारतीय नागरिक शामिल हैं। सत्तारूढ पक्ष और विपक्ष की तीखी नोकझोंक के बीच मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने कहा कि वोट के बदले पैसा देने के मामले की जांच के लिए नियुक्त समिति ने इस मामले में पूरी आपराधिक जांच की सिफारिश की है। शोरशराबे के बीच सदन की कार्यवाही तीन बार पहले १२ बजे तक दो बजे तक और तीन बजे तक स्थगित की गई है।
 लोकसभा में १२ बजे कार्यवाही फिर शुरू हाने पर सत्तारूढ़ और विपक्ष के सदस्यों के बीच तीखी नोकझोंक जारी रही।  जनता दल युयनाइटेड के शरद यादव ने भी सरकार की कड़ी आलोचना करने में अन्य विपक्षी सदस्यों का साथ दिया। भाजपा सदस्य नारे लगाने लगे, जिस पर सदन की कार्यवाही दो बजे तक स्थगित कर दी गई। इससे पहले  भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता ने प्रधानमंत्री से इस पर सदन में वक्तव्य देने का अनुरोध किया। उन्होंने सरकार से भी यह स्पष्ट करने को कहा कि केन्द्र में सरकार कौन चला रहा है।
 विपक्ष की नेता सुषमा स्वराज ने आरोप लगाया कि सरकार ने देश में सत्ता का अपना नैतिक आधार खो दिया है और उसे त्यागपत्र दे देना चाहिए। उन्होंने कहा कि इस घटना से देश की बदनामी हुई है। सत्तारूढ़ पक्ष के सदस्यों ने इन आरोपों का जोरदार खंडन किया। इससे पहले, श्री मुलायम सिंह यादव ने इस मुद्दे पर बहस की मांग की। श्री यादव ने विश्वास मत के दौरान सरकार का समर्थन किया था।

  दो बजे लोकसभा की बैठक फिर शुरू होने पर स्थिति में कोई परिवर्तन नहीं हुआ और सदन में शोरशराबा जारी था जिस पर कार्यवाही शाम छह बजे तक स्थगित कर दी गई।

कांग्रेस ने भारतीय जनता पार्टी पर आरोप लगाया है कि वह सांसदों को कथित रूप से वोट के बदले कथित रूप से पैसा दिये जाने का मुद्दा उठा कर राजनीतिक लाभ प्राप्त करने की कोशिश कर रही है।  कांग्रेस के वरिष्ठ नेता केशव राव ने संसद के बाहर संवाददाताओं को कहा कि विश्वास मत के बाद वोट के बदले पैसा देने के मामले की जांच के लिए गठित संसदीय समिति ने मामले की पूरी तरह से जांच की और अपनी रिपोर्ट दे दी है।

भारतीय रिजर्व बैंक ने आवश्यक वस्तुओं की बढ़ती कीमतों पर काबू पाने के उद्देश्य से कम अवधि के ऋण देने और लेने की दरें चौथाई अंक बढ़ा दी हैं। इससे घर और वाहन के ऋण महंगे हो सकते हैं। रिजर्व बैंक ने मार्च २०१० के बाद से आठवीं बार दरें बढ़ाई हैं।
  रिेजर्व बैंक के इस कदम पर इंडियन ओवरसीज बैंक के अध्यक्ष और प्रबन्ध निदेशक एम० नरेन्द्र ने कहा कि इससे तत्काल ब्याज दरें बढ़ने की सम्भावना नहीं है।

खाद्य पदार्थों की मुद्रास्फीति की दर ५ मार्च को समाप्त हुए सप्ताह के दौरान कम होकर ९ दशमलव चार-दो प्रतिशत हो गई, जो पिछले साढ़े तीन महीने में सबसे कम है। मुद्रास्फीति में यह गिरावट दालों और आलू के दाम कम होने के कारण आई। खाद्य पदार्थों की मुद्रास्फीति में इस कमी को आवश्यक वस्तुओं की बढ़ती कीमतों से संघर्ष कर रही सरकार के लिए राहत माना जा रहा है। इससे पहले के सप्ताह में यह दर नौ दशमलव पांच-दो प्रतिशत थी। कई हफ्‌तों तक दहाई के आंकड़े में रहने के बाद खाद्य मुद्रास्फीति की दर फरवरी के अन्तिम सप्ताह में इकाई के आंकड़े में आई थी। भारतीय रिजर्व बैंक ने अपनी तिमाही समीक्षा में मार्च के अन्त तक मुद्रास्फीति का अपना अनुमान बढ़ाकर आठ प्रतिशत कर दिया है, जबकि पहले सात प्रतिशत का अनुमान लगाया गया था।

टू जी स्पेक्ट्रम घोटाले से सम्बन्धित मामलों के लिए विशेष अदालत बनाने के उच्चतम न्यायालय के निर्देश को देखते हुए दिल्ली की एक अदालत ने आज जिला न्यायाधीश को फाइल भेज दी और जनता पार्टी के अध्यक्ष सुब्रहमण्यम स्वामी से उसके सामने पेश होने को कहा है। विशेष सीबीआई न्यायाधीश प्रदीप चड्ढा ने कहा कि उच्चतम न्यायालय ने टू जी स्पेक्ट्रम घोटाले से सम्बन्धित मामलों से निपटने के लिए विशेष अदालत गठित करने का निर्देश दिया था। न्यायालय ने जिला न्यायाधीश को फाइल भेजते समय श्री सुब्रहमण्यम स्वामी से २५ मार्च को जिला अदालत में पेश होने को कहा है। श्री स्वामी के वकील तरूण गूम्बर ने आज श्री स्वामी के अदालत में पेश न होने की अनुमति मांगी क्योंकि श्री स्वामी को टू जी स्पेक्ट्रम मामले में उच्चतम न्यायालय में पेश होना है। अदालत ने श्री स्वामी के अनुरोध को स्वीकार कर लिया।

असम में विधानसभा चुनाव के पहले चरण के लिए अब तक १७२ उम्मीदवारों ने नामांकन पत्र दाखिल किये हैं। इनमें से २१ महिलाएं हैं। आज पर्चा भरने का आखिरी दिन है जिनकी कल जांच होगी। २१ मार्च तक नाम वापस लिये जा सकेंगे। पहले चरण में ६२ निर्वाचन क्षेत्रों में  ४ अप्रैल को वोट पड़ेंगे। दूसरे चरण के लिए कल अधिसूचना जारी की जायेगी।

मुख्य चुनाव आयुक्त एस.वाई. कुरैशी और आयोग के अन्य सदस्य केरल में अगले महीने होने वाले विधानसभा चुनाव की तैयारियों का जायजा लेने के लिए वहां के दो दिन के दौरे पर हैं। इस दौरान वे मुख्य रूप से सुरक्षा प्रबंधों और चुनावी खर्च पर निगरानी रखने वाले तंत्र की समीक्षा करेगे। आयोग, राजनीतिक दलों के प्रतिनिधियों से भी मिलेगा। १३ अप्रैल को होने वाले मतदान के लिए अधिसूचना १९ मार्च को जारी की जाएगी।

भारत में अमरीका के राजदूत टिमोती जे० रोमर ने आज जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला से मुलाकात की और राज्य से सम्बन्धित मामलों पर चर्चा की। श्री रोमर राज्य की दो दिन की यात्रा पर आज सुबह जम्मू पहुंचे राजनीतिक प्रेक्षकों का कहना है कि मुख्यमंत्री के साथ उनकी यह बैठक अलगाववादी नेताओं के लिए यह स्पष्ट सन्देश है कि अमरीका हिंसा में लिप्त किसी भी गुट का समर्थन नहीं करेगा। श्री रोमर मुख्य विपक्षी दल पीपुल्स डेमोक्रेटिक पार्टी सहित किसी भी अन्य राजनीतिक पार्टी के नेताओं या उनके प्रतिनिधियों से मुलाकात नहीं करेंगे।

भारत सरकार ने कहा है कि वह चीन द्वारा आस-पास के देशों से लगी अपनी सीमाओं पर सैन्य शक्ति बढ़ाने के खतरे को समझती है और इस पर नजर रखे हुए है, लेकिन वह चीन के साथ अपने संबंधों को भी महत्वपूर्ण मानती है।   रक्षा मंत्रालय ने संसद में पेश २०१० -११ की अपनी वार्षिक रिपोर्ट में यह जानकारी दी है। रिपोर्ट में कहा गया है कि भारत की नीति, चीन के साथ आपसी विश्वास, सम्मान और संवेदनशीलता पर आधारित संबंध रखने की है।
 हमारे संवाददाता के अनुसार यह टिप्पणी ऐसे समय आई है, जब चीन भारत से सटे अपने इलाकों और पाक-अधिकृत कश्मीर जैसे पाकिस्तानी नियंत्रण वाले क्षेत्रों में सैन्य क्षमता का निर्माण और विकास कर रहा है। यह भी खबर है कि वह म्यांमा, श्रीलंका और पाकिस्तान जैसे देशों में भी अपनी सैन्य क्षमता स्थापित कर रहा है।
 चीन का रक्षा बजट ९१ अरब अमरीकी डॉलर से अधिक है, जो ३५ अरब अमरीकी डॉलर के भारत के रक्षा बजट से लगभग तीन गुना है। चीन ने तिब्बत स्वायत्त क्षेत्र में रेल लाइनों और सड़कों का जाल बिछा दिया है और परमाणु हथियार रखने के स्थल भी बनाए हैं। इस क्षेत्र में उसके पांच हवाई अड्डे काम करने लगे हैं। इसे, देखते हुए भारत ने भी अपनी क्षमता विकसित करना शुरू कर दिया है, ताकि सुरक्षा संबंधी चुनौतियों से निपटा जा सके। इसके अंतर्गत जो उपाय किए गए हैं, उनमें शामिल हैं - पूर्वोत्तर में सेना के दो पर्वतीय डिवीजनों की स्थापना और सू-३० एम.के.आई लड़ाकू विमानों की चार स्क्वेड्रनों की तैनाती। इसके अलावा भारत नियंत्रण रेखा के पास अपने इलाकों में अल्ट्रा लाइट होविट्जर और हल्के टैंकों को तैनात करने पर भी विचार कर रहा है। कई नये पुराने हवाई अड्डों को सक्रिय कर दिया गया है और नई सड़कों का निर्माण किया गया है, ताकि इस क्षेत्र में सैनिक तेजी से आ-जा सकें और उपकरण पहुंचाए जा सकें।

जापान ने कहा है कि उसने त्सुनामी प्रभावित फुकूशिमा दाइची परमाणु संयंत्र में रिएक्टरों को ठंडा करने की कोशिश तेज कर दी है। सेना के हैलीकॉप्टर ईंधन छड़ों को पिघलने से बचाने के लिए भारी मात्रा में पानी गिरा रहे है। आशा है कि बिजली भी जल्द ही बहाल हो जाएगी।
 भूकम्प और त्सुनामी से मरने वालों की संख्या पांच हजार से अधिक हो गई है। पुलिस ने पांच हजार एक सौ अठहत्तर मौतों की पुष्टि की है और आठ हजार छह सौ छह लोग अब भी लापता है।

एयर इंडियो तोक्यो के लिए आज से हर रोज जम्बो-७४७ की सीधी उड़ान चलायेगा। एयरइंडिया के एक अधिकारी ने आज नई दिल्ली में बताया कि जापान में भूकम्प और त्सुनामी के बाद परमाणु विकिरण के डर से बड़ी संख्या में लोग वहां से आना चाहते हैं, इसलिए ये उड़ानें शुरू की जा रही हैं। एयरइंडिया का ४२३ सीटों वाला यह बोइंग विमान रात ११ बजे दिल्ली से रवाना होगा और अगले दिन स्थानीय समय के अनुसार सुबह नौ बजकर ५० मिनट पर तोक्यो के नारिता हवाई अड्डे पहुंचेगा। यह विमान जल्दी ही वहां से वापसी उड़ान भरेगा।  विमान स्थानीय समय के अनुसार सुबह साढ़े ११ बजे नरिता से रवाना होगा और शाम ६ बजे दिल्ली पहुंचेगा। अब तक एयर इंडिया ने जापान से करीब ९०० यात्रियों को स्वदेश पहुंचाया है।
 इसके अलावा एयर इंडिया ओसाका के लिए सप्ताह में तीन उड़ानें चलाता है, जो निर्धारित कार्यक्रम के अनुसार जारी रहेंगी।

राष्ट्रीय आपदा प्रबन्धन प्राधिकरण ने जापान में हो रहे परमाणु विकिरण के भारत पहुंचने की अफवाहों का जोरदार खंडन किया है। आकाशवाणी के साथ विशेष भेंटवार्ता में प्राधिकरण के सदस्य डॉ० जे० के० बंसल ने कहा कि जापान से आने वाले यात्रियों की रेडिएशन जांच के लिए नई दिल्ली और मुम्बई हवाई अड्डों पर पर्याप्त प्रबन्ध किये गये हैं।
 हवा या समुद्र के रास्ते भारत में रेडिएशन फैलने की सम्भावना से इंकार करते हुए डॉक्टर बंसल ने कहा कि घबराने की कोई जरूरत नहीं है क्योंकि जापान, भारत से बहुत दूर है।

 अमरीकी राष्ट्रपति बराक ओबामा ने फुकूशीमा परमाणु संयंत्र सहित जापान में चल रहे राहत कार्यो की स्थिति जानने के लिए प्रधानमंत्री नाओतो कान से टेलिफोन पर बातचीत की। श्री ओबामा ने वहां हुई मौतों और बड़े पैमाने पर कठिनाईयां झेल रहे लोगों के प्रति गहरी संवेदना प्रकट की और कहा कि अमरीका विनाशकारी भूकम्प और त्सुनामी के असर से निपटने के लिए जापान को हर संभव सहायता देने को तैयार है। व्हाइट हाउस ने बताया है कि श्री ओबामा ने फोन पर श्री कान को परमाणु संकट और उसके असर से निपटने में अमरीका द्वारा दी जा रही विशेषज्ञ सैन्य सहायता की जानकारी दी। श्री ओबामा और श्री कान ने जापान में अमरीकी नागरिकों की सुरक्षा और कल्याण के बारें में भी बातचीत की।
 श्री कान ने उन्हें परमाणु संकट से निपटने और स्थिति पर काबू पाने के लिए जापान द्वारा की जा रही कार्रवाइ के बारे में बताया।  श्री ओबामा ने वायदा किया कि अमरीका हमेशा की तरह, इस समय भी अपने निकट मित्र और सहयोगी जापान के साथ है। उन्होंने संकट की इस घड़ी में जापानी लोगों की दृढता और आत्मबल की सराहना की और विश्वास व्यक्त किया कि जापान इस आपदा से पूरी तरह उबर जाएगा।

सउदी अरब ने कहा है कि जापान से आने वाली सभी वस्तुओं की विकिरण जांच की जाएगी। इसके लिए उसने सीमावर्ती बन्दरगाहों पर स्थित अपनी सभी प्रयोगाशालाओं में जापान से आने वाली उपभोक्ता वस्तुओं की जांच करने को कहा है। सउदी अरब के वाणिज्य और उद्योग मंत्रालय ने जांच की जरूरत पर इसलिए जोर दिया है ताकि ये सुनिश्चित किया जा सकें कि ये वस्तुएं रेडियोधर्मिता से मुक्त हैं।

जापानी येन दूसरे विश्वयुद्ध के बाद डॉलर के मुकाबले पहली बार अपने उच्चतम स्तर पर पहुंच गया है। बुधवार को अमरीकी कारोबार में इसकी कीमत एक डॉलर के मुकाबले ७६ दशमलव दो पांच हो गई। आज एशियाई बाजारों में इसकी कीमती लगभग ७९ दशमलव चार दो येन प्रति डालर थी। येन की मजबूती का निर्यातकों पर असर पडने की चिंताओं के बीच निक्केई का सूंचकाक दो दशमलव सात प्रतिशत गिरकर आठ हजार आठ सौ पैंतालीस हो गया। जी-७ देशों के वित्तमंत्रियों ने वैश्विक बाजार में आ रहे उतार-चढ़ाव से निपटने के तरीकों पर विचार करने के लिए आज बैठक बुलाई है।

भारतीय नौसेना ने कल ६१ समुद्री लुटेरों और १३ बंधकों को मुंबई पुलिस के सुपुर्द किया। भारतीय समुद्री क्षेत्र में पिछले हफ्ते समुद्री डकैतों के खिलाफ एक बहुत बड़े अभियान में इन बंधकों को छुड़ा लिया गया था। इस बीच नौसेना ११ लापता मछुआरों की अब भी खोजबीन कर रही है। गिरफ्तार किये गये समुद्री लुटेरों को कल सवेरे मुंबई लाया गया और पुलिस हिरासत में रख दिया गया। उन पर हत्या और हमला करने की कोशिश और सरकारी कर्मचारी को अपनी ड्यूटी करने से रोकने और दंगा करने के आरोप हैं।

बहरीन की राजधानी मनामा के मध्य भाग में सरकार विरोधी प्रदर्शनकारियों के खिलाफ कार्रवाई के एक दिन बाद अधिकारियों ने विपक्ष के कम से कम पांच प्रमुख नेताओं को गिरफ्तार कर लिया है।  बताया गया है कि सड़कों में सन्नाटा है, लेकिन तनाव भी बहुत अधिक है। रात के कर्फ्यू के बाद सड़कों पर सैनिक गश्त लगा रहे हैं।

संयुक्त राष्ट्र सुरक्षा परिषद ने रूस के इस प्रस्ताव को नामंजूर कर दिया कि लीबिया में युद्ध विराम के आह्‌वान के बारे में एक छोटा प्रस्ताव पास किया जाए। परिषद ने इस उत्तर अफ्रीकी देश के एक इलाके को उड़ान वर्जित क्षेत्र घोषित करने के प्रस्ताव के मसौदे पर विचार-विमर्श किया।

गृहमंत्री पी.चिदम्बरम ने युवाओं में नशे की बढ़ती प्रवृति पर अफसोस ज+ाहिर किया। नई दिल्ली में मादक पदार्थ नियंत्रण ब्यूरो के रजत जयंती समारोह में श्री चिदम्बरम ने कहा कि सरकार ने नशीले पदार्थो पर नियंत्रण के लिए कई कदम उठाये है। लेकिन इसके अपेक्षित परिणाम नशा करने वाले लोगों द्वारा इसे छोड़ने पर ही मिल पाएगे। उन्होंने कहा कि ऐसे लोगों को अपने स्वास्थ्य की कीमत पर नशीले पदार्थ बेचने वाले लोगों को संरक्षण नही देना चाहिये।

भारत के सोमदेव देवबर्मन बी.एन.पी परिबास ओपन टेनिस टूर्नामेंट से बाहर हो गए हैं।  अमेरिका में खेले जा रहे इस टूर्नामेंट के क्वार्टर-फाइनल मैच में सोमदेव को दुनिया के नम्बर एक खिलाड़ी स्पेन के राफेल नडाल ने सीधे सेटों में ७-५, ६-४ से पराजित किया।
 मुम्बई शेयर बाजार के संवेदी सूचकांक में आज शुरूआती कारोबार में करीब १५० अंक की गिरावट आई। अब से कुछ देर पहले सेंसेक्स १६८ अंक की गिरावट के साथ १८ हजार ९१ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी ४९ अंक गिर कर ५ हजार ४७६ पर था।
 अन्तर बैंक विदेशी मुद्रा बाजार में डॉलर के मुकाबले भारतीय रूपया आज १४ पैसे कमज+ोर हुआ। एक डॉलर का भाव ४५ रूपये २५ पैसे बोला गया।

नेपाल राष्ट्र बैंक ने पूर्व नरेशों के चित्र दर्शाने वाले नेपाली नोटों को विभिन्न चरणों में समाप्त करने के अपने फैसले को फिलहाल वापस ले लिया है। इससे पहले १४ मार्च तक इस फैसले को लागू करने का निश्चिय किया गया था, लेकिन अब पिछले फैसले को स्थगित कर दिया गया है। यह निर्णय सत्ता के दुरूपयोग की जांच के लिए गठित आयोग के निर्देश पर लिया गया है। आयोग ने देश के इस मुख्य बैंक से कहा है कि वह सरकारी गजट में एक नोटिस प्रकाशित करने के बाद ही पुराने नोटों को विभिन्न चरणों में समाप्त करने की प्रक्रिया शुरू करे। इससे पहले नेपाल राष्ट्र बैंक ने लोगों से कहा था कि वे पुराने नोटों के बदले नए नोट ले लें। उसने यह भी कहा था कि भूतपूर्व नरेशों के चित्रों वाले पुराने नोट इस्तेमाल में नहीं आएंगे।

Both the Houses of Parliament were adjourned till 2 p.m. after the Opposition forcefully took up the Wikileaks expose about alleged payment to some MPs in the trust vote in 2008.    Making the government's stand clear in the Rajya Sabha, the Finance Minister Mr. Pranab Mukherjee said that it can neither confirm nor deny the revelations made in the Wikileaks.  He said it is a communication between a diplomatic mission and its sovereign government, which enjoys diplomatic immunity.  Mr. Mukherjee said that the issue pertaining to 14th Lok Sabha can not be taken up in the 15th Lok Sabha as every Lok Sabha is sovereign.
Contesting the government argument, the leader of the Opposition in the House Mr. Arun Jaitley alleged that the incident took  place outside Parliament  and described it as a commission of an offence in India.  He asserted that it is a bribery case involving Indian citizens.  Amidst heated exchanges between the Treasury and the Opposition benches, the CPIM member Sitaram Yechury said that the Committee appointed to look into the cash for vote scam has recommended proper criminal investigation in the case.  Amidst pandemonium the Deputy Chairman K. Rahman Khan adjourned the House for the second time till 2 P.M.  Earlier, the House was adjourned on the same issue till 12 noon.
As the Lok Sabha assembled after the first adjournment at noon, there were heated exchanges between Treasury and the Opposition benches on the issue.  As the BJP members started shouting slogans the Presiding Officer adjourned the House till 2 P.M. Earlier, as the House met for the day Mr. Gurudas Dasgupta of the CPI urged the Prime Minister to make a statement in the House on the issue.   He also wanted to know who is running the government at the Centre.
The Leader of the Opposition Mrs. Sushma Swaraj alleged that the government has lost its moral authority to rule the country and should resign.  She said that this episode has brought disrepute to the country.
Mr. Mulayam Singh Yadav who had supported the government in the trust vote sought a discussion on this issue.  He said  the Wikileaks are pointing fingers towards those who supported the UPA in the trust vote.

Congress today charged the BJP of gaining political mileage by raising the alleged payment to MPs issue in Parliament.  Senior Party leader Keshav Rao told reporters outside Parliament that the Parliamentary committee constituted after the trust vote  to look into the cash for vote scam probed it thoroughly and it has submitted its  report.  He alleged that the opposition is only interested in stalling the proceedings of Parliament.

New Delhi  has  said it is conscious and watchful of the implications of Beijing's evolving military profile in its immediate and extended neighborhood.  It, however, said the country's relations with China are of crucial importance. The Defence Ministry said this in its Annual Report for 2010-11, which was tabled in Parliament. The report further said, New Delhi's policy is to engage Beijing on the principles of mutual trust and respect and sensitivity for each other.
AIR Correspondent reports, the remarks come at a time when China is building and developing military capabilities in its areas adjoining India and also in places under Islamabad's control such as the Pakistan-Occupied Kashmir. It is also reportedly building its military assets in countries like Myanmar, Sri Lanka and Pakistan.
China with an official defence budget of more than 91 billion US Dollars , almost three times the Indian defence budget of around  35 billion US Dollars, has built a network of rail lines and more than 58,000 km of roads in the Tibet Autonomous Region (TAR) along with nuclear missile silos. Five airfields in TAR have become operational and include Gongar, Linchi, Pangta, Hoping and Gar Gunsa. In response to the enhanced Chinese military activity, India has also started building its capabilities to meet the security challenges.  The steps include the raising of two Mountain Divisions of the Army in the northeast, deployment of four squadrons of its frontline Su-30 MKI fighters. Besides, it is also considering deployment of Ultra Light Howitzers and light tanks in the territories along the LAC.

Home and auto loans may cost more as the RBI raised its short-term lending and borrowing rates by 25 basis points each yet again today with a view to check spiraling prices of essential commodities. This is the eighth time since March 2010 the RBI has resorted to policy rate hike to tackle inflation, which is ruling above 8 per cent, much above the comfort level of 5-6 per cent. In view of the rising fuel prices, following unrest in the middle-East and high food prices in the domestic market, the RBI has upped its March end inflation forecast to 8 per cent from 7 per cent projected earlier.
The short-term lending (repo) rate has been hiked to 6.75 per cent and the short-term borrowing (reverse repo) rate to 5.75 per cent with immediate effect. While the RBI injects liquidity through repo rate, it absorbs funds through reverse repo window. As regards the impact of monetary action on interest rates, Indian Overseas Bank Chairman and Managing Director M Narendra said the RBI measures may not lead to immediate hike in interest rates.
As widely expected the Reserve Bank of India today raised repo rate and reverse repo rate by 25 basis points each, taking repo to 6.75% and reverse repo to 5.75%. However, the CRR has been left unchanged at 6%. Increase in rates by RBI is expected to make loans, including housing, auto and corporate loans, dearer. The apex bank also rose March-end inflation forecast around 8% from 7% projected earlier, leaving GDP growth forecast unchanged at 8.6%. RBI, in its mid-quarterly review said that rising commodity prices was adding to GDP and inflation risk. Also, this upside risk to inflation has stemmed from high crude prices. The RBI press release added that industrial production (IIP) continued to be volatile. The Reserve Bank said that the global scenario portrayed a mixed picture and was likely to persist with current anti-inflationary stance. Further, the release stated that though it was too early to assess the impact of Japan disaster, investment momentum may be slowing down.

Japan says it is stepping up efforts to cool reactors at the tsunami-stricken Fukushima Daiichi nuclear plant. Army helicopters dumped tones of water to try to prevent a meltdown of fuel rods. Water cannon will join the operation shortly and it is hoped electricity will be restored soon. Meanwhile, the confirmed death toll from Friday's 9.0 magnitude quake, which triggered a tsunami, has risen above 5,000. Police say 5,178 are confirmed dead and another 8,606 people are still missing.

US President Barack Obama today spoke with Japanese Prime Minister Naoto Kan to discuss the status of ongoing relief efforts in the quake-hit nation, including the Fukushima nuclear crisis. The White House said, during the telephonic conversation, Obama conveyed his deep condolences at the tragic loss of life and the widespread suffering in northeastern Japan and emphasized that the US is determined to do everything possible to support Japan in overcoming the effects of the devastating earthquake and tsunami.

Air India is operating a daily direct flight Jumbo 747 to Tokyo from today. An Air India official said today in  New Delhi that this has been done as  large number of people are wanting to leave Japan amid fear of a nuclear fallout following the earthquake and tsunami in the country. The national carrier has deployed a Boeing with a capacity of 423 seats. The flight (AI-306) would leave Delhi at 2300 hours and reach Tokyo Narita airport the next morning at 0950 hours local time. The return flight would have a quick turnaround and leave Narita at 1130 hours local time to reach Delhi at 1800 hours local time. So far, the carrier has brought back around 900 passengers from Japan since the country was hit with earthquake and tsunami.
Apart from this, Air India also operates three flights a week to Osaka which would continue to operate as per schedule.  Air India has also decided to waive off all penalties for re-booking, cancellations and refunds on all types of tickets for travel to or from Japan up to the 31st of March 31.

Saudi Arabia has said that all goods imported from Japan would be subject to radiation testing and has told all laboratories operating in the border ports to carry out the tests on all consumer items arriving from the quake-hit country. In its notification to the Council of Saudi Chambers of Commerce and Industry, the Ministry of Commerce and Industry emphasised the necessity of conducting tests to ensure they were free from any radioactive contamination.

The National Disaster Management Authority (NDMA) has slammed the rumours of nuclear radiations at Japan reaching India. In an exclusive interview to All India Radio, NDMA member  Dr J K Bansal said,  adequate arrangements have been made both at New Delhi  and  Mumbai Airports to check passengers  coming from Japan for finding out  traces of radiation. He said those detected of any kind with contamination from the nuclear radiation will be put to neutralizing drugs immediately.
Ruling out any radiation reaching India trough air and sea, Dr Bansal said that there is no need to panic as Japan is far from India. Besides the winds blowing from Japan are heading in the opposite direction. He said that it is also unlikely that the radioactive sediments at Fukushima in Japan will reach India through sea.

The President, Mrs.  Pratibha Devisingh Patil has said that gender equality and advancement of women is one of the most critical aspects of development in all parts of the world, as in our country.  Delivering lecture on Doctor V.N. Tiwari memorial function at Punjab University, Chandigarh  she said India had followed a three-pronged strategy consisting of social empowerment, economic empowerment and issues relating to gender justice.  The President said that gender equality is not an agenda of women versus men; rather men should be partners in the empowerment of women.

Food inflation fell to a three and-a-half-month low of 9.42 per cent for the week ended March 5 as prices of potato and pulses declined. The drop in inflation, which is still not in comfort zone, is viewed as a breather for the government grappling with high price rise of essential commodities.  Food inflation in the previous week was 9.52 per cent. After remaining in double digit for several weeks, food inflation came down to single digit in the last week of February. The RBI in its quarterly review today revised upwards the inflation forecast for March-end to 8 per cent from 7 per cent projected earlier.
The Sensex, which fell by nearly 150 points in opening trade today, is still trading in the red zone. The 30-share index of the BSE that gained 191 points in the previous session fell by over 200 points to 18,140 points a short while ago.

The Chief Election Commissioner S.Y. Qureshi and other members of the commission are on a two day visit to Kerala to review arrangements for next month's assembly poll. The review is mainly focused on security and election expenditure monitoring mechanism.  The commission will also interact with representatives of political parties. The leaders of the allies CPI , CPIM, DMDK, All India moovendar munnetra Kazhagam, Puthiya Tamilagam, All India forward bloc have all gathered at the DMDK office at Chennai to hold consultations on the future course of action. Out of the 160 constituencies that were announced by the AIADMK, six constituencies of the sitting left party MLAs have been taken by them.

To prevent impersonation and bogus voting, the Election Commission has made it clear that those possessing electoral photo identity card alone will be permitted to vote in the union territory of Puducherry, which goes to polls on the 13th of next month. Briefing newsmen in Puducherry today, the District Collector and Returning officer Mr Ragesh Chandra said that this step has been taken in Puducherry, as it is one of the few states that has achieved 100 per cent coverage under Election Photo Identity Cards (EPIC).  He said that a special ten day camp is being organized from the 20th of this month to issue duplicate EPIC to voters who have lost them.

In Assam, a total of 172 candidates have filed  nomination papers so far for the first phase of elections in 62 constituencies to be held on 4th of next month. 21 of them are women candidates. Today is the last day of filing nomination papers. The scrutiny of nominations will be held  tomorrow. The last date of withdrawal of nominations has been fixed on 21st of this month. AIR correspondent reports, the notification for the second phase will be issued tomorrow. Election fever has already set In the Barak Valley of South Assam. A total of 15 seats under the three districts of Hailakandi, Karimgunje and Cachar are at stake in the first phase of polling.

 Mr. Ranjit Kumar Pachananda will be the new Commissioner of Kolkata Police.  He will replace Mr. Gautam Mohan Chakravarti as his tennure has passed the three-year time limit. Earlier, the Election Commission directed the West Bengal Government to replace Mr. Chakravarti and to send a three-member panel to select a new incumbent through the Chief Electoral Officer of the State at the earliest.

The Indian Navy yesterday handed over 61 pirates and 13 hostages, rescued last week in one of the biggest anti-piracy operations in Indian waters, to the Mumbai police. Meanwhile, the Navy is still searching for 11 missing Fishermen. The captured pirates were brought to Mumbai yesterday morning and placed under police custody.

Somdev Devvarman put up a spirited fight against Rafael Nadal but the world number one eventually managed to tame the lion-hearted Indian in straight sets in the quarterfinals of the ATP BNP Paribas Open at Indian wells in the United States.
