श्री चिदम्बरम ने इन धारणाओं को खारिज कर दिया कि मुंबई आतंकी हमलों के लिए पाकिस्तान जा रही टीम के पास सीमित कानूनी क्षेत्राधिकार होगा। उन्होंने कहा कि पाकिस्तान इस बात के लिए सिद्धांत रूप से राजी हो गया है कि 2008 के मुंबई आतंकवादी हमलों के बारे में सूचना और सबूत इकट्ठा करने के लिए भारतीय टीम वहां जाये। हाल ही में हुई दोनों देशों के गृह सचिव स्तर की वार्ता को सकारात्मक पहल बताते हुए श्री चिदम्बरम ने कहा कि यह दोनों देशों के बीच मतभेदों को हल करने के लिए उठाये गये कई कदमों से एक है।
समझौता एक्सपे्रस विस्फोट मामले की जांच के बारे में उन्होंने कहा कि जांच जारी है। श्री चिदम्बरम ने यह भी कहा कि दक्षिणपंथी आतंकवाद के सभी मामले जांच के लिये राष्ट्रीय जांच एजेंसी को सौंपे जा रहे हैं। लेकिन सुनील जोशी का मामला एक विवादास्पद मामला है।
नागरिक उड्डयन मंत्रालय में संयुक्त सचिव, समिति के निष्कर्षों पर गौर करेंगे। समिति में उड्डयन विश्लेषक, नेशनल इम्फोरमेटिव सेंटर के वरिष्ठ अधिकारी, एयर इंडिया और वायुसेना के विशेषज्ञ शामिल होंगे।

केन्द्रीय जांच ब्यूरो-सी0बी0आई0 कथित टू-जी स्पेक्ट्रम घोटाले में सरकारी खजाने को नुकसान पहुंचाने वाली रियल इस्टेट कंपनियों के अलवा पूर्व दूरसंचार मंत्री ए0 राजा और उनके कुछ करीबी सहयोगियों के खिलाफ कल पहला आरोप पत्र दाखिल करेगी। सी0बी0आई0 सूत्रों के हवाले से हमारे संवाददाता ने बताया कि आरोप-पत्र में सरकारी खजाने को कितना नुकसान हुआ है, फिलहाल इसका उल्लेख नहीं हो सकेगा क्योंकि दूरसंचार नियामक अधिकरण अभी इसका पता लगा रहा है।-----
केन्द्रीय जांच ब्यूरो-सी0बी0आई0 ने उच्चतम न्यायालय को बताया कि वह टू-जी0 स्पेक्ट्रम आबंटन कथित घोटाले के मुख्य आरोपी और पूर्व दूरसंचार मंत्री ए0 राजा के करीबी सादिक बाशा की संदिग्ध परिस्थितियों में हुई मौत की जांच करने को तैयार है। सी0बी0आई0 की ओर से वरिष्ठ अधिवक्ता के0 के0 वेणुगोपाल ने, न्यायमूर्ति जी0 एस0 सिंघवी और न्यायमूर्ति ए0 के0 गांगुली की पीठ को जांच एजेंसी की इस इच्छा से अवगत कराया। इससे पहले तमिलनाडु सरकार बाशा की मौत की सी0बी0आई0 जांच कराने के पक्ष में थी। पीठ ने अतिरिक्त सालिसीटर जनरल इन्द्रा जयसिंह से कहा कि वे केन्द्र सरकार से इस मामले में निर्देश लें और सी0बी0आई0 को मामला सौंपने सम्बन्धी अधिसूचना जारी करने के बारे में सोमवार तक सूचित करें।-----

लीबिया में पूर्वी इलाकों में एक बार फिर विद्रोहियों के कर्नल गद्दाफी की सेना के खिलाफ लामबंद होने की खबर है। बे्रगा शहर में गद्दाफी की सेना और विद्रोहियों के बीच घमासान जारी है। लीबिया के तीसरे बड़े शहर मिसराता में घर-घर लड़ाई जारी है। कल गद्दाफी की सेना ने विद्रोहियों को वहां से मार भगाया था। सगठन सेनाओं के हवाई सहयोग के अभाव में गद्दाफी की सेना ने विद्रोहियों को रासनालुफ कस्बे से करीब दो सौ किलोमीटर पीछे तक भगा दिया था। अब वहां फिर से विद्रोही जवाबी हमले के लिए लामबंद हो गए हैं। विद्रोही कमान्डरों ने जहां संगठन सेनाओं से हवाई हमले की मदद मांगी है वहीं अमरीका के शीर्ष सेना अधिकारी एडमिरल माइक मूलर ने कहा कि खराब मौसम के कारण हवाई हमलों में बाधा आ रही है। विद्रोहियों में आमतौर पर ऐसे स्वयंसेवी लड़ाके शामिल हैं जिन्हें मामूली प्रशिक्षण के बाद लड़ाई के मैदान में भेज दिया गया है।-----

विधानसभा चुनाव वाले पांचों राज्यों में आदर्श आचार संहिता लागू जो जाने के बाद निर्वाचन आयोग ने कहा है कि मुख्यमंत्री अपने निजी दौरों के दौरान गैर राजपत्रित अधिकारी को अपने निजी स्टाफ के तौर पर साथ ले जा सकेंगे लेकिन वह मुख्यमंत्री के किसी भी राजनैतिक कार्य में सहयोग नहीं करेगा। आयोग ने कहा है कि यह निर्देश प्रधानमंत्री और केन्द्रीय मंत्रियों के मामले में भी लागू होगा।-----

तमिलनाडु में चुनाव प्रचार धीरे-धीरे जोर पकड़ रहा है। उप मुख्यमंत्री एम0 ए0 स्टालिन, आल इंडिया अन्ना डी0एम0के0 महासचिव सुश्री जयललिता, पी0एम0के0 नेता एस0 रामदास ने आज चेन्नई में विभिन्न चुनावी सभाओं को सम्बोधित किया। तमिलनाडु के दो महत्वपूर्ण राजनैतिक केन्द्रों चेन्नई और मदुरई की 26 विधानसभा सीटों से कुल 387 उम्मीदवार चुनाव मैदान में हैं। परिसीमन के बाद हालांकि तमाम विधानसभा क्षेत्रों का नक्शा बदल गया है। खुद डीएमके अध्यक्ष और एम करूणानिधि जहां चुनाव लड़ने के लिए चेन्नई से बाहर चले गये हैं वहीं डीएमके नेता करूणानिधि के नेता एम के स्टालिम ने चेन्नई में ही अपना चुनाव क्षेत्र बदल लिया है। राज्य में मदुरई का प्रतिनिधि करने वाले एकमात्र मंत्री के तमिलराशि भी मदुरई छोड़कर अवमान मदुरई से चुनाव लड़ रहे हैं। दरअसल राज्य के कई ऐसे दिग्गज नेताओं ने इस बार अपना चुनाव क्षेत्र बदल लिया है। इस बीच इन निर्वाचन क्षेत्रों में केन्द्रीय अर्धसैनिक बलों की मौजूदगी बढ़ गई है। -----

सरकार ने इस महीने 19 लाख टन से अधिक चीनी उपलब्ध कराने का फैसला किया है। खाद्य और सार्वजनिक वितरण विभाग की विज्ञप्ति के अनुसार इसमें दो लाख सात हजार टन लेवी चीनी और 17 लाख टन गैर लेवी चीनी शामिल है। यह मात्रा चालू महीने की चीनी की घरेलू मांग को पूरा करने के लिए पर्याप्त है।-----

India says, it is positive to the idea of further liberalising the visa regime with Pakistan. Briefing reporters in New Delhi today, the Home Minister P. Chidambaram said that a Joint Working Group is being set up for the purpose.
Replying to questions, Mr. Chidambaram said, modalities and procedures will have to be worked out for setting up a Joint Commission to visit Pakistan in connection with Mumbai terror attack case probe. He dismissed apprehensions that the team going to Pakistan to gather information and evidence for the 26/11 case will have limited legal jurisdiction. Describing the recently held Home Secretary-level talks as a positive development, he said, it is one of the many steps to be taken towards resolution of disputes between the two countries.
On Samjhauta Express Blast case investigations, Mr. Chidambaram said, the probe is continuing. He said, all the cases of right wing terror are being handed over to National Investigation Agency for probe. In reply to a question on cash-for-vote scam, the Home Minister said that investigations are on and Delhi Police is calling more people for questioning. On talks with NSCN (I-M), he said, they are progressing well on mutual trust and confidence. Giving the report card of his Ministry for the month of March, he said, the interlocutors holding discussions with different stakeholders in Jammu and Kashmir, will submit its report soon and it will be deliberated only after the present round of assembly elections is over.

The CBI will file its first chargesheet tomorrow into the 2G spectrum scam against former Telecom Minister A Raja and some of his close aides besides a couple of real estate companies for allegedly defrauding the exchequer. AIR correspondent, quoting CBI sources, reports that the extent of loss to the state exchequer may not be included in this chargesheet as the Telecom Regulatory Authority of India is yet to complete the process of ascertaining the loss on allocation of spectrum to all operators between 2001 and 2008. The chargesheet is likely to cover the alleged criminal conspiracy behind the allocation of spectrum during 2007-2008 by Raja.

The CBI today informed the Supreme Court that it is willing to take over the probe into the mysterious death of Sadiq Batcha, a close aide of 2G spectrum case accused, former Telecom Minister A Raja. CBI's willingness was coveyed by Senior advocate K K Venugopal, appearing for the agency, to a Bench of Justices G S Singhvi and A K Ganguly. Earlier, the Tamil Nadu Government had favoured a CBI probe into Batcha's death. The Bench asked Additional Solicitor General Indira Jaising to take instructions from the Centre and inform it about the issuance of a notification for transferring the case to the CBI by Monday.The CBI also informed the court that senior advocate U U Lalit will be appointed as special public prosecutor for the trial in the 2G spectrum case before a special court exclusively set up for the purpose.

30 lakh voters will be casting their votes in 3200 polling stations of a little less than 50 per cent have been identified as sensitive. With the Model Code of Conduct in force in five election-bound states, the Election Commission today said, Chief Ministers can take a non-gazetted officer as his personal staff to accompany him on personal tours. However, the personal staff shall not take part in any political activity or assist the Chief Minister in his political work. The EC said, these instructions will be applicable also in the case of the Prime Minister and Union Cabinet Ministers.

Government says, the country will be fully literate by 2020. Releasing a report card on the completion of first year of Right to Free and Compulsory Education Act in New Delhi this evening, the Human Resource Development Minister Kapil Sibal said that the Centre has taken a host of measures to improve literacy. These include enhancing student-teacher ratio, better infrastructure and greater motivation. The Census data released yesterday says that the literacy rate in the country has gone up to over 74 per cent, thus registering an increase of over nine per cent.

The government has set up a Committee to dig out the alleged role of insiders in the issuance of bogus pilot licences. AIR correspondent reports that a twelve member Committee would probe charges that several insiders had a role in the churning out of tampered and fudged pilot licences. Besides submitting its report in six weeks' time, the Committee will offer opinions on how well to cleanse the system and correct the faults in the examination process of accreditation of Commanders in Airlines.

The Group of Ministers set up to look into the issue of honour killings, today gave a final chance to ten states which have not yet responded on the proposed amendments in the Indian Penal Code. At a meeting of the GoM, headed by Finance Minister Pranab Mukherjee, it was decided to give these states a final chance to respond.

The CPI(M) has opposed the government's new FDI policy. The party politbureau in a statement said, it would not only strengthen the grip of foreign multinationals over Indian companies but also adversely affect agriculture as farmers would be at their mercy for supply of seeds. The Karnataka High Court today granted stay on a lower court order against Chief Minister and five others in the land scam case. Staying the lower Court order, the Single Bench Judge Justice K N Keshavanarayana ordered issue of notices to the two respondents, advocates Sirajin Basha and K N Balaraj. On March 29th, the High Court had also stayed proceedings in the first complaint on which the lower court had ordered a Lokayukta probe.

In Libya, rebels have reportedly massed for a counter-attack against Moamar Gaddafi's forces in the east of the country. They have been battling Colonel Gaddafi's forces in the oil town of Brega, the new frontline in their bid to march on Tripoli. As battles rage in the east, there has been house-to-house fighting in the bombed-out streets of Central Misrata which has held out against a relentless siege by Gaddafi's forces. Meanwhile, NATO has formally taken over full command and control of military operations against Libya from the United States.

Prime Minister Dr. Manmohan Singh today wished Team India all success as they take on Sri Lanka in the World Cup cricket final at the Wankhade stadium in Mumbai tommorow. The Home Minister P. Chidambaram said that all arrangements have been made for safe and secure conduct of final of World Cup in Mumbai tomorrow. He told reporters in New Delhi today that elaborate security arrnagements have been made for the purpose. A multilayer security is being put in place around the stadium and air space over and around the venue has been declared as a no-flying zone. Mumbai police will be constantly keeping a close watch to check any unlawful activity. AIR Correspondent reports that one hundred and eighty CCTVs have been installed in and outside the stadium for the purpose.

The ICC tonight lifted the ban on news television channels covering the world cup finals following intervention by Information and Broadcasting Ministry. Cricket's global governing body said in a statement, it will however seek legal action against them for alleged violation of media guidelines. It said, the ICC will also seek to recover damages through the courts in India rather than bar the channels from the final match.
