. भारत और चीन उच्चस्तरीय रक्षा सम्पर्क फिर शुरू करने और सीमा से जुुड़े मसलों के लिए एक तंत्र विकसित करने पर सहमत हो गए हैं। चीन के तटवर्ती शहर सान्या में प्रधानमंत्री डॉक्टर मनमोहन सिंह और चीन के राष्ट्रपति हू चिन ताओ की बैठक में ये सहमति हुई। बैठक के बाद राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन ने संवाददाताओं को बताया कि दोनों नेताओं में भारतीय सेना की विभिन्न-कमानों का एक शिष्टमण्डल इस साल चीन भेजने पर सहमति बनी है। उन्होंने कहा कि दोनों देशों के विशेष प्रतिनिधि सीमा मसले को सुलझाने के लिए वार्ता जारी रखेंगे और वार्ता का अगला दौर दिल्ली में होगा।

दोनों नेताओं ने भारत-चीन संपर्क वर्ष २०११ की शुरूआत की। इसमें शीर्ष राजनीतिक नेताओं की यात्राएं, आर्थिक वार्ता, आधिकारिक आपसी विचार-विमर्श, रक्षा संपर्क और सीमा से जुड़े मसलों पर बातचीत और जनसंपर्क शामिल है। सीमा मसले पर परामर्श और समन्वय स्थापित करने के लिए एक कारगर तंत्र बनाने पर सैद्धांतिक रूप से सहमति हुई।
श्री मेनन ने कहा कि दोनों देश वर्ष २०१५ तक एक सौ अरब डॉलर के कारोबार का लक्ष्य हासिल करने की तरफ बढ़ रहे हैं। व्यापार और आर्थिक भागीदारी बढ़ाने के लिए उनमें जल्द ही आर्थिक वार्ता होगी।
श्री चिनताओ ने भारत और चीन के बीच उच्चस्तरीय सम्पर्क जारी रखने और परस्पर राजनीतिक विश्वास बढ़ाने पर जोर दिया। प्रधानमंत्री डॉक्टर मनमोहन सिंह ने अपने शुरूआती टिप्पणी में कहा कि भारत, चीन के साथ सहयोग के क्षेत्र बढ़ाने का इच्छुक है।

सी बी आई ने टू-जी स्पेक्ट्रम आवंटन मामले में दायर आरोप पत्र में शामिल पांच कार्पोरेट अधिकारियों की दिल्ली की एक अदालत में जमानत अर्जी का विरोध किया है। सी बी आई ने कहा कि ये पांचों अब अभियुक्त हैं और उन्हें जमानत की अपील को उचित ठहराना होगा। ये पांचों अधिकारी कल न्यायालय में पेश हुए । विशेष सरकारी वकील यू. यू. ललित ने इस मामले कहा कि अदालत में पेश होने मात्र से ये पांचों अधिकारी जमानत पर रिहा होने के हकदार नहीं हो जाते।
बचाव पक्ष के वकील ने कहा कि सी बी आई को इन अधिकारियों की गिरफ्तारी को उचित ठहराना होगा, क्योंकि जांच के दौरान उन्हें गिरफ्तार नहीं किया गया था।

बंबई उच्च न्यायालय ने आदर्श हाऊसिंग सोसायटी की इमारत को गिराने पर रोक लगाने की सुनवाई २७ अप्रैल तक स्थगित कर दी है। अदालत ने कहा कि अगली सुनवाई तक यथास्थिति बनी रहेगी। केंद्रीय पर्यावरण मंत्रालय ने इस वर्ष जनवरी में ३१ मंजिला इमारत को तीन महीने के भीतर गिराने के आदेश दिए थे। इस नोटिस की अवधि आज समाप्त हो रही है।

तमिलनाडु, केरल और पुद्दुचेरी विधानसभा चुनाव के लिए कल बहुत भारी मतदान होने की खबर है। प्रारंभिक सूचनाओं के अनुसार तमिलनाडु में ७६ से ८० प्रतिशत मतदान हुआ, जो नया रिकार्ड है। केरल में पिछले बीस वर्ष में सर्वाधिक ७४ दशमलव चार प्रतिशत मतदान हुआ। पुद्दुचेरी में भी ८५ प्रतिशत मतदान की खबर है।
चुनाव उपायुक्त जे पी प्रकाश ने नई दिल्ली में बताया कि सभी राज्यों में मतदान शांति से हुआ। मतगणना १३ मई को होगी।
उधर पश्चिम बंगाल में तीसरे चरण के मतदान के लिए कल नाम वापस लेने का समय समाप्त होने के बाद चार सौ अस्सी उम्मीदवार मैदान में रह गए हैं।

राष्ट्रीय महिला आयोग ने नोएडा में दो बहनों के ६ महीने से ज्यादा समय तक अपने ही घर में खुद बंद रहने की घटना की जांच के आदेश दिये है और इस बारे में प्रशासन से रिपोर्ट मांगी है। आयोग की कार्यवाहक अध्यक्ष यासमीन बरार ने नई दिल्ली में संवाददाताओं से कहा कि आयोग एक दल का गठन करके घटनास्थल का दौरा कर सकता है। अनुराधा और सोनाली नाम की इन दोनों बहनों को मंगलवार को पुलिस और एक स्वयंसेवी संगठन ने उनके घर से निकाला था। दोनों बहने महीनों से भूखी प्यासी थी। उन्हें तत्काल अस्पताल में भर्ती कराया गया था। जहां इलाज के दौरान अनुराधा ने दम तोड़ दिया।

उत्तर प्रदेश में बरेली के निकट वॉलीबाल खिलाड़ी सोनू सिन्हा को चेन झपटमारी का विरोध करने पर चलती ट्रेन से नीचे फैक दिया गया। सोनू पटरी पर गिर गई और वहां से गुजर रही दूसरी रेलगाड़ी के नीचे आ कर उसका पैर कुचल गया। सोनू का पैर काटना पड़ा है और इस समय उसका लखनऊ के अस्पताल में इलाज चल रहा है। रेलवे पुलिस ने लूटपाट का मामला दर्ज कर लिया है और घटना की जांच के आदेश दिये है।

India and China have agreed to resume high-level defence exchanges and establish a working mechanism to handle border affairs. These decisions were taken at a meeting between Prime Minister Dr. Manmohan Singh and Chinese President Hu Jintao in the Chinese coastal resort of Sanya. National Security Advisor Shivshankar Menon told reporters after the 50-minute long meeting that it has been agreed that a multi-command Indian army delegation will visit China later this year. He said that these official border mechanisms will ensure cooperation in the border area:

Both the leaders formally launched the year of India - China exchange in 2011. This will include visits by senior political leaders, the holding of the strategic economic dialogue, bilateral official consultations, defence exchanges and people to people contacts. They also reached agreement in principle on establishing a working mechanism for consultation and coordination on border affairs.
India suspended defence exchanges in August last year, objecting to China issuing a visa on a loose sheet to Lt. Gen. B.S. Jaiswal of the army's Northern Command. He said that the two countries have agreed in principle to work out a mechanism to coordinate border affairs. Mr. Menon said that the two countries are set to achieve trade target of 100 billion US dollars by 2015. They will soon hold an economic dialogue to enhance trade and economic partnership. Commerce & Industry Minister Anand Sharma said, the dialogue will encourage Chinese industries to invest in different sector in India.

Very heavy polling was reported in the single phase Assembly elections in Southern states of Tamilnadu, Kerala and Union Territory of Puducherry yesterday. According to reports, 76 to 80 per cent of polling was recorded in Tamilnadu, a new record. Kerala recorded 74.4 per cent of polling, the highest in the last 20 years. In Puducherry too, the voting was very heavy with 85 per cent of polling for the 30 member Assembly. Talking to reporters in New Delhi, Deputy Election Commissioner J.P. Prakash said, the polling was peaceful in all states.

In a Gory incident, an athlete and volleyball player Sonu Sinha was thrown off a running train near Bareilly in Uttar Pradesh when she tried to resist the snatching of her gold chain. The girl was traveling on the Delhi bound Padmavati Express. She fell on the track and her leg was run over by another passing train. The athlete's leg had to be amputated and she is undergoing treatment in a Lucknow hospital. The Railway police have registered a case of attempted robbery and a probe into the incident is on.
