राष्ट्रीय जांच एजेंसी ने दिल्ली उच्च न्यायालय परिसर के बाहर कल हुए विस्फोट की जांच शुरू कर दी है। इस विस्फोट में ग्यारह लोगों की मृत्यु हो चुकी है और ७४ घायल हैं। जांच के लिए एक उप महानिरीक्षक के नेतृत्व में बीस सदस्यीय दल गठित किया गया है। अपराधियों की धरपकड़ के लिए जबरदस्त छानबीन चल रही है। दिल्ली पुलिस ने प्रत्यक्षदर्शियों से मिली जानकारी के आधार पर संदिग्ध व्यक्तियों के स्केच जारी किए हैं। राष्ट्रीय जांच एजेंसी के प्रमुख शरद चन्द्र सिन्हा ने बताया है कि एजेंसी विस्फोट के लिए हरकत-उल-जिहादी इस्लामी के कथित दावे की छानबीन कर रही है।

हूजी के मेल के बारे में अभी कुछ कहना बहुत जल्दबाजी होगी पर हां उस मेल पर गंभीरता से विचार करना होगा क्योंकि हूजी एक बहुत बड़ा आतंकी संगठन है जिसके निशाने पर भारत है।

गृहमंत्री पी चिदम्बरम्‌ ने कहा है कि गुजरात में राष्ट्रीय फोरेंसिक प्रयोगशाला के विशेषज्ञ घटनास्थल की बारीकी से जांच कर रहे हैं और महत्वपूर्ण प्रमाण देने वाली विस्तृत फॉरेंसिक जांच रिपोर्ट आज मिलने वाली है। श्री चिदम्बरम ने दिल्ली के अस्पतालों का भी दौरा किया।
गृह मंत्रालय में आंतरिक सुरक्षा सचिव यू के बंसल ने पत्रकारों से कहा कि विस्फोट में करीब दो किलोग्राम विस्फोटक इस्तेमाल किया गया था। शुरूआती फोरेंसिक रिपोर्ट से संकेत मिलते है कि विस्फोटक नाइट्रेट वाले हो सकते है और इसमें पीईटीएन के तत्व शामिल होने की भी आशंका है।

देशभर में सभी राज्यों से कहा गया है कि वे चौकसी बढ़ा दें और एहतियाती उपाय करें। प्रधानमंत्री डॉक्टर मनमोहन सिंह ने ढाका से लौटने के तुरंत बाद राम मनोहर लोहिया अस्पताल जाकर घायलों का हालचाल पूछा।
प्रधानमंत्री ने अपने राष्ट्रीय राहत कोष से मृतकों के निकट संबंधियों के लिए दो-दो लाख रुपए और गम्भीर रूप से घायलों के लिए एक-एक लाख रुपए की अनुग्रह राशि देने की स्वीकृति दी है।
दिल्ली सरकार ने भी मृतकों के निकट संबंधियों के लिए चार-चार लाख रुपए और स्थायी रूप से अक्षम हुए लोगों के लिए दो-दो लाख रुपए देने की घोषणा की है। गम्भीर रूप से घायलों को एक-एक लाख रुपए दिए जाएंगे, जबकि जिन नाबालिग लोगों की मृत्यु हुई है, उनके परिवारों को डेढ़-डेढ़ लाख रुपए दिए जाएंगे।

प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा है कि दिल्ली उच्च न्यायालय के बाहर हुए आतंकवादी हमले के बारे में कुछ सुराग मिले हैं, लेकिन फिलहाल ये कहना जल्दबाजी होगी कि इसके पीछे किस गुट का हाथ है।
डॉ० सिंह ने यह बात कल रात ढाका से नई दिल्ली लौटते समय अपने साथ मौजूद पत्रकारों से कही। प्रधानमंत्री ने सभी राजनीतिक दलों से आग्रह किया कि आपसी विवाद और दोषारोपण करने के बजाय आतंकवाद से निपटने के लिए मिलकर काम करें।

अंतर्राष्ट्रीय समुदाय ने दिल्ली उच्च न्यायालय परिसर के बाहर कल हुए आतंकवादी हमले की निंदा की है। संयुक्त राष्ट्र महासचिव बान की मून ने इस हमले की कड़ी निंदा करते हुए कहा कि नागरिकों पर ऐसे बर्बर हमलों को किसी भी सूरत में सही नहीं ठहराया जा सकता। अमरीका ने इस जघन्य अपराध को अंजाम देने वालों के खिलाफ कार्रवाई करने में हर संभव मदद की पेशकश की है।
ब्रिटेन के विदेश मंत्री विलियम हेग ने इस विस्फोट को कायराना हमला करार देते हुए कहा कि उनका देश आतंकवाद के हर रूप का मुकाबला करने में भारत का साथ देने को प्रतिबद्ध है।
ऑस्ट्रेलिया के प्रधानमंत्री ने आशंका व्यक्त की है कि यह साजिश आम लोगों को ज्यादा से ज्यादा नुकसान पहुंचाने के इरादे से रची गई थी। इसरायल ने भी इस विस्फोट की निंदा की है।
इस्राइल ने भी दिल्ली उच्च न्यायालय को निशाना बनाकर किये गए विस्फोट की निंदा की है।
पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी और प्रधानमंत्री यूसुफ रजा गिलानी ने पीड़ित परिवारों, भारत सरकार और भारतीय जनता के प्रति गहरी संवेदना व्यक्त की है।
बांग्लादेश की प्रधानमंत्री शेख हसीना ने भी इस बर्बर घटना की निंदा की है।

दिल्ली, गाजियाबाद और नोएडा तथा गुड़गांव में कल देर रात ११ बजकर २८ मिनट पर मध्यम तीव्रता के भूकंप के झटके महसूस किये गए।
पृथ्वी विज्ञान मंत्रालय के सचिव शैलेश नायक और भारतीय मौसम विभाग के महानिदेशक अजित त्यागी ने पीटीआई को बताया कि भूकंप की तीव्रता रिक्टर पैमाने पर ४ दशमलव २ मापी गयी। भूकंप का केन्द्र सोनीपत में था। भूकंप के झटके १० सेंकण्ड से भी कम समय तक महसूस किये गये। किसी के हताहत होने की खबर नहीं है।

भारत और बांग्लादेश आपसी व्यापार बढ़ाने के लिए सभी बाधायें हटाने और रेल, बंदरगाह तथा सड़क सम्पर्क सुधारने पर सहमत हो गए हैं। बांग्लादेश की दो दिन की सफल यात्रा के बाद स्वदेश लौटते समय विशेष विमान में प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा कि दोनों देशों के बीच हुए व्यापक समझौतों का दोनों देशों के समग्र विकास पर दूरगामी और रचनात्मक प्रभाव पड़ेगा। डॉ० मनमोहन सिंह ने आशा व्यक्त की कि भारत-बांग्लादेश सीमा पर माल और लोगों की अवैध आवाजाही अब रुक जाएगी।
तीस्ता नदी जल बंटवारे पर गतिरोध का जिक्र करते हुए इस मुद्दे पर सभी सम्बद्ध पक्षों के बीच चर्चा जारी रहने का आश्वासन देते हुए प्रधानमंत्री ने कहा कि पश्चिम बंगाल का हित उनकी पहली प्राथमिकता है। उन्होंने बताया कि असम, मिजोरम, मेघालय, और त्रिपुरा को विभिन्न मुद्दों पर हुए समझौतों से बहुत लाभ होगा। इन राज्यों की सीमा बांग्लादेश से लगी है।
डॉ० मनमोहन सिंह ने बताया कि वे बांग्लादेश में विपक्ष की नेता खालिदा जिया और जातीय पार्टी के नेता एच एम इरशाद से मिले ताकि ये बता सकें कि भारत, बांग्लादेश के साथ गहरी मित्रता चाहता है।
प्रधानमंत्री के साथ गए हमारे संवाददाता का कहना है कि दो दिन की ढाका यात्रा के दौरान प्रधानमंत्री और उनके शिष्टमंडल के सदस्यों ने बहुत सार्थक विचार-विमर्श किया।

प्रधानमंत्री ने कहा कि उनकी व्यक्तिगत भावनाएं बांग्लादेश से जुड़ी हुई हैं क्योंकि उसकी आजादी के बाद तत्कालीन प्रधानमंत्री इंदिरा गांधी ने उन्हें बंग बंधु शेख मुजिबुर्रहमान से मिलने के लिए ढाका भेजा था। कल जब वो ढाका विश्वविद्यालय में भाषण दे रहे तो उन्होंने विश्वविद्यालय के शिक्षकों और छात्रों के मुक्ति आंदोलन और पाकिस्तान द्वारा उन पर ढाए गए जुल्म और उनकी शहादत को याद किया। प्रधानमंत्री की बारह वर्षों बाद हुई द्विपक्षीय यात्रा इस मामले में एतिहासिक है कि कई ऐसे मुद्दों पर समझौते हुए जिनमें से कई का तय होना मुश्किल लग रहा था। सलमान हैदर आकाशवाणी समाचार दिल्ली।

सरकार ने कल भूमि अधिग्रहण, राहत और पुर्नवास विधेयक २०११ लोकसभा में पेश किया। यह सौ वर्ष से अधिक पुराने कानून का स्थान लेगा। ये विधेयक जमीन मालिकों को अधिक मुआवजे सहित बेहतर ढांचे की पेशकश करता है और १८९४ के कानून में आमूल-चूल बदलाव का आधार तैयार करता है।

ऐसे संकेत हैं कि स्थाई समिति द्वारा जांच पड़ताल के बाद सरकार इस विधेयक को शीतकालीन अधिवेशन में पारित कराने की कोशिश कर सकती है।

गुजरात उच्च न्यायालय ने राज्य में लोकायुक्त की नियुक्ति के मामले में उच्च न्यायालय के सेवानिवृत्त न्यायाधीश, न्यायमूर्ति आर ए मेहता और उच्च न्यायालय के महापंजीयक तथा मुख्य न्यायाधीश के प्रधान निजी सचिव को नोटिस जारी कर २१ सितम्बर तक जवाब दाखिल करने को कहा है। राज्यपाल द्वारा लोकायुक्त की नियुक्ति किये जाने से संबद्ध मामले पर दाखिल याचिका की सुनवाई करते हुए उच्च न्यायालय ने ये नोटिस जारी किये। मामले की अगली सुनवाई २१ सितम्बर को होगी।
हमारे अहमदाबाद संवाददाता ने खबर दी है कि गुजरात की राज्यपाल डॉ. श्रीमती कमला ने न्यायमूर्ति मेहता को २५ अगस्त को गुजरात का लोकायुक्त नियुक्त किया था।

The National Investigation Agency, NIA, has started probe into the blast outside the Delhi High Court premises that left 11 people dead and 74 injured. A 20 member team headed by a DIG is conducting the investigations. A massive manhunt and combing operation has been launched to bring the perpetrators of the blast to book. Delhi Police has released the sketches of the suspects based on the deion given by the eye witnesses. NIA Chief Sharad Chandra Sinha has said that the agency is probing the reported claim of Harkatul Jehadi Islami for the blast.
NIA has constituted a special investigation team headed by a DIG to investigate the case. It could be very pre-mature to make any comment from the Huji mail at this stage but that mail has to be looked at seriously. Huji is a very prominent terrorist group among whose targets India is one.
Home Minister P. Chidambaram has said detailed forensic report carrying critical evidence on the blast outside Delhi High Court is expected today. He said that experts in bomb blast who have been called from Forensic Laboratory, FSL, Gujarat are closely examining the blast site and are likely to come up with critical evidence regarding the nature of the blast soon. The Prime Minister visited RML hospital immediately after his arrival from Dhaka last night and met the blast victims admitted there.
The Home Minister also met the blast victims admitted in RML hospital. Talking to reporters he said that he has spoken to relatives of the injured and assured them that the doctors conveyed that best possible medical attention would be given to every injured.
The number of people who died in the blasts remains at 11 while those injured are 74. 17 persons were discharged after first aid from the Delhi High Court dispensary that makes it 91 injured persons. Four of the injured are reported to be in a critical condition.
Secretary Internal Security in the Home Ministry U.K. Bansal told reporters that about two kilogram of explosives were used in the blast and the explosives used could be nitrate based.
Preliminary forensic reports indicate that the explosive could be nitrate based and some traces of PETN are also suspected.
A nationwide alert has been sounded in the wake of the blast. All the states have been asked to step up vigil and take precautionary measures.
The Prime Minister has sanctioned an ex-gratia of two lakh rupees each from the Prime Minister’s National Relief Fund to the next of kin of the persons deceased in the blast. He has also announced one lakh rupees each to those who got seriously injured in the incident.
The Delhi Government has also announced a compensation of 4 lakh rupees to the next of the kin of those killed in the blast while those permanently incapacitated will get 2 lakh rupees. Apart from that, those seriously injured in the blast will get one lakh rupees while in case of any death of minor, the family will get 1.5 lakh rupees.

The Prime Minister Dr Manmohan Singh has said there are some leads to the terror attack outside Delhi High Court but it is too early to say which group is behind the incident. He was talking to mediapersons on board last night on his return from Dhaka to New Delhi last night.
Replying to a question about a sense of insecurity among the people since the 26/11 Mumbai terror attacks, Dr. Singh said the government had put in place several mechanisms and innovative measures but there are obviously unresolved problems and weaknesses in the system and the terrorists are taking advantage of that.
He said the government must work hard to plug those weaknesses. The Prime Minister called upon the political parties to end mutual bickering and mutual recriminations and work together to combat the problem of terrorism.

The world community has condemned the terror attack at the Delhi High Court that caused heavy casualties. United Nations Secretary-General Ban Ki Moon strongly condemned the bomb attack. The Secretary-General reiterates his firm stance that there is no justification for indiscriminate violence against civilians. He expresses his solidarity with the Government and people of India.
Nations across the world also condemned the Delhi High Court bomb blast. The US has offered every possible assistance to help bring the perpetrators of the heinous crime to justice.

The Gujarat high court has issued notices to retired high court judge R. A. Mehta and registrar general of high court and the principal private secretary to the Chief Justice over the appointment of Lokayukta in the state. Hearing the petition over the appointment of Lokayukta by the Governor, the high court asked for a reply from all the respondents to clear their stand on the issue by 21st September. The next hearing in this case was fixed on 21st September.
AIR Ahmedabad Correspondent reports that the Governor Dr Shrimati Kamla had appointed Justice Mehta as Lokayukta on 25th August, which the state government had challenged in the high court. The State Government had amended its petition recently and removed the Governor's name as one of the respondents on instruction of the High Court.

The government has introduced Land Acquisition, Rehabilitation and Resettlement Bill, 2011 in the Lok Sabha to replace a more than 100 year old Act. It proposes to give a much better deal, including higher compensation, to landowners, and sets the stage for a radical overhaul of the 1894 Act.
The bill aims at ensuring among other things, a humane, participatory, informed, consultative and transparent process for land acquisition. Among other things, the bill makes it mandatory for private parties buying 50 acres in urban areas to file intimation with the district collectors on the intent to buy the land, the purpose of purchase and the particulars of the land to be bought. It has also been ensured that consent of at least 80 per cent of the project affected families is to be obtained through a prior informed process. Its rehabilitation and resettlement provisions will apply when private companies buy land for a project - more than 100 acres in rural areas, or more than 50 acres in urban areas.

An earthquake of medium intensity jolted Delhi and its satellite towns late last night. The tremors were felt across Delhi and its adjoining satellite towns of Ghaziabad and Noida in Uttar Pradesh and Gurgaon in Haryana at 11:28 pm.

It is 4.2 magnitude earthquake of slight intensity. Time was 11 hours 28 minutes and the epicenter is in near Delhi Haryana border in some around Sonepat district. This is a slight magnitude earthquake so we do not expect any damage from this earthquake.
The quake sent shivers among citizens who ran out of the high-rise buildings. The tremors were felt for less than ten seconds. There were no immediate reports of any casualty. The fire brigade and police said they have not received any immediate calls of casualty or damage.

In Madhya Pradesh, Mr. Ramnaresh Yadav will take over as the new governor of the state today. Acting Chief Justice of Madhya Pradesh high court Sushil Harkuli will administer the oath of office to him at the Raj Bhavan in Bhopal. Mr. Yadav will replace incumbent governor Rameshwar Thakur.

India and Bangladesh have agreed to remove all barriers and improve infrastructure like road, port and rail links for enhancing bilateral trade. This was agreed after a two-day successful visit by Prime Minister Manmohan Singh.
During his visit, Dr.Singh announced to remove 46 textiles lines, of interest to Bangladesh, from India's negative list for the least developed countries under the South Asia Free Trade Area Agreement (SAFTA).
Import duties on these items from Bangladesh will be eliminated with immediate effect.
Dr Singh and Bangladesh Prime Minister Sheikh Hasina reviewed the progress of bilateral trade.
Talking to media onboard the special aircraft after completion of his two-day state visit, Dr. Manmohan Singh has said that wide ranging agreements between New Delhi and Dhaka will have far reaching and positive impact on overall development of the two countries. Dr. Singh said, the two countries were successful in signing an umbrella agreement on diverse fields which include not only infrastructure, land connectivity, settlement of long pending issues of enclaves and adversely possessed land but also on cultural and academic cooperation. Dr Manmohan Singh said that he sincerely hope that the illegal migration of men and material across the Indo-Bangla border becomes a thing of past. Talking about the deadlock on the Teesta river water sharing issue he said there remained some misunderstanding on the part of both the State and Centre and one learns from one’s mistake. Assuring continued discussion on the matter between all the stakeholders, the PM said that the interest of west Bengal will be his top priority. He said Assam, Mizoram, Meghalaya and Tripura, that share borders with Bangladesh are going to achieve from the agreement signed on a variety of issues.
He said, during his visit to Dhaka he met the Opposition leader Khalida Zia and Jatiyo Party leader H.M Ershad to underline his intention that New Delhi is interested in a deep rooted friendship with Dhaka. दिल्ली उच्च न्यायालय विस्फोट की जिम्मेदारी लेने वाले हूजी के ई-मेल के बारे में जांच के बाद जम्मू कश्मीर पुलिस ने किश्तवाड़ में पांच लोगों को हिरासत में ले लिया है। हमारे जम्मू संवाददाता ने बताया है कि क्षेत्र के पुलिस उपमानिरीक्षक के नेतृत्व में एक टीम और कुछ कंप्यूटर विशेषज्ञों ने इन लोगों से कई घंटे तक पूछताछ की। यह पता लगा था कि यह ई-मेल किशतवाड़ जिले से भेजा गया था जो कभी हूजी उग्रवादियों का गढ़ हुआ करता था।
राष्ट्रीय जांच एजेंसी ने इस विस्फोट के अपराधियों के बारे में जानकारी देने के लिए पांच लाख रूपये के ईनाम की घोषणा की है। केंद्रीय गृह सचिव आर के सिंह ने आज नई दिल्ली में कहा कि इस विस्फोट में कीलों के इस्तेमाल से उसका असर अधिक हुआ और हताहतों की संख्या भी अधिक रही। श्री सिंह को विस्फोट की प्राथमिक फोरेंसिक रिपोर्ट भी मिल गई है।
इस बीच मुम्बई और दिल्ली में मीडिया को एक और ई-मेल मिला है। बताया जाता है कि यह ई-मेल इंडियन मुजाहिदीन द्वारा भेजा गया है, जिसमें उसने दिल्ली उच्च न्यायालय के विस्फोट की जिम्मेदारी ली है। इस ई-मेल में कहा गया है कि किसी शापिंग माल में एक और धमाका किया जायेगा। सूत्रों का कहना है कि इस मामले में हरसंभव सावधानी बरती जा रही है इस ई-मेल के भेजे जाने की जगह के बारे में पता लगाया जा रहा है तथा अगर जरूरत हुई तो सेवा प्रदाता से भी संपर्क किया जायेगा।
नई दिल्ली में आंतरिक सुरक्षा सचिव यू के बंसल ने कहा कि एजेंसियां इस ई-मेल की गंभीरता से जांच कर रही हैं।
जो ई-मेल कल प्राप्त हुई थी। उसका कुछ कनेक्शन कश्मीर से होना पाया जा रहा था। उस मसले में आगे तफशील जम्मू और कश्मीर पुलिस की मदद से कराई जा रही है। कुछ पोलिटिक्स साईंस के विशेषज्ञ जो हैदराबाद और गांधीनगर से बुलाये गये थे उन्होंने आज घटनास्थल का पुनः मुआयना किया और घटना स्थल से उनको कुछ नई वस्तुएं प्राप्त हुई है, जिसका की संबंध इस विवेचना से हो सकता है, उसकी गहराई से छानबीन की जा रही है।
राष्ट्रीय जांच एजेंसी प्रमुख एस सी सिन्हा ने आज दिल्लीके पुलिस आयुक्त बी के गुप्ता से मुलाकात की और इस विस्फोट की जांच की औपचारिकताओं के बारे में चर्चा की।
एन आई ए अधिकारियों की एक टीम ने दिल्ली पुलिस की विशेष शाखा के अधिकारियों से बातचीत की। सरकार ने विस्फोट की जांच की जिम्मेदारी कल एन आई ए को सौंपी थी जिसने जांच के लिये बीस सदस्यों की एक टीम गठित की है।
इस बीच, इस विस्फोट में मरने वालों की संख्या बारह हो गयी है। एक व्यक्ति की आज सुबह मौत हो गयी थी। ९१ लोग घायल हैं और इनमें से कुछ के अंग काटने पड़ सकते हैं।
केंद्रीय गृह मंत्री ने आज सुबह रिसर्च एंड एनेलिसिस विंग -रॉ, इंटेलीजेंस ब्यूरो और राष्ट्रीय जांच एजेंसी के प्रमुखों की एक बैठक में सुरक्षा स्थिति की समीक्षा की।

मॉनूसन सत्र के अन्तिम दिन आज संसद के दोनों सदनों की कार्यवाही अनिश्चितकाल तक के लिए स्थगित कर दी गई। लोकसभा अध्यक्ष मीरा कुमार ने लोकपाल पर अच्छी बहस की प्रशंसा की। उन्होंने कहा कि प्रश्नकाल बहुमूल्य होता है। भविष्य में इसमें बाधा डालने की किसी भी कोशिश की अनुमति नहीं दी जा सकती। श्रीमती कुमार ने बताया कि सत्र में बिजली की मांग और आपूर्ति, तेलंगाना, एयर इंडिया की वित्तीय स्थिति, अनाज भंडारण क्षमता जैसे महत्वपूर्ण जनहित के मुद्दों पर चर्चा हुई। सत्र में सदन की २६ बैठकें हुईं।

सरकार ने मानसून सत्र में संसदीय प्रक्रिया में बाधा डालने के लिए विपक्ष की कड़ी आलोचना की है। आज नई दिल्ली में संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा कि विपक्षी सदस्यों द्वारा बार-बार बाधा डालने से कई महत्वपूर्ण विधेयक पारित नहीं हो सके।

श्री बंसल ने कहा कि वे आश्चर्यचकित हैं कि भारतीय जनता पार्टी की भ्रष्टाचार के खिलाफ राष्ट्रव्यापी मुहिम छेडने की योजना है जबकि उसके कुछ नेता भ्रष्टाचार में बुरी तरह डूबे हुए हैं।

भारतीय जनता पार्टी वोट के बदले नोट घोटाले का विरोध करने के लिए देशव्यापी भ्रष्टाचार विरोधी अभियान शुरू करेगी। पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने नई दिल्ली में कहा कि इस अभियान में अच्छे शासन और राजनीति को साफ-सुथरा बनाने पर भी बल दिया जाएगा। उन्होंने कहा कि संसद में नोटों के प्रदर्शन के बिना वोट के बदले नोट घोटाले की प्रमाणिकता स्थापित नहीं हो सकती थी।
इस मुद्दे पर भाजपा के दो पूर्व सांसद फिलहाल जेल में हैं, उनका बचाव करते हुए श्री आडवाणी ने कहा कि वे इसकी नैतिक जिम्मेदारी लेते हैं।

नियंत्रक और महालेखा परीक्षक - कैग - की रिपोर्ट में सरकार से एयर इंडिया की जरूरतें पूरी करने के लिए तुरंत हस्तक्षेप करने और उसे सहायता पैकेज देने को कहा गया है। आज लोकसभा में पेश कैग की रिपोर्ट में कहा गया है कि सरकार, शेयर पूंजी के जरिए, सीधे सहायता से या उदार शर्तों पर ऋण के रूप में सहायता दे सकती है।
नियंत्रक और महालेखा परीक्षक ने एयर इंडिया और इंडियन एयरलाइंस के विलय के लिये भी नागरिक विमानन मंत्रालय की खिंचाई की है।
रिपोर्ट में कर्ज में डूबी एयरइंडिया के लिये एक सौ ग्यारह विमान खरीदने के मंत्रालय के फैसले पर आपत्ति की गयी है और कहा गया है कि विमान खरीदने से एयरलाइंस का कर्ज काफी अधिक बढ गया है।
केंद्रीय मंत्री प्रफुल्ल पटेल ने सीए जी की रिपोर्ट में किसी को दोषी ठहराये जाने के आरोप का खंडन किया है। श्री पटेल के पास पहले नागरिक उड्डयन मंत्रालय का प्रभार था। उन्होंने बताया कि एयर बसें खरीदने का फैसला एयरलाइन की निर्णय लेने की व्यापक प्रक्रिया के तहत लिया गया था।

Five persons have been detained by Jammu and Kashmir police in Kishtwar after investigations traced the HuJI e-mail claiming responsibility for Delhi High Court blast. Our Jammu correspondent reports that a police team led for the DIG of the area along with some computer experts questioned the detained people by several hours. It was traced that the e-mail was sent from Kishtwar district, once a hub of HuJi militants.
The NIA has announced a reward of five lakh rupees for any information from the general public about the blast culprits. Home Secretary RK Singh today said in New Delhi that shrapnel was used in the blast to maximise the impact and casualties. Yesterday, officials had claimed that shrapnel was not used in the blast as it was carried out using penta erythritol tetra nitrate (PETN), which is a plastic explosive. Mr.Singh has also received the preliminary forensic report on the blast.
Meanwhile ,another mail has been received by media houses in Mumbai and Delhi purportedly written by Indian Mujahideen who claimed responsibility for the Delhi High Court blasts .The mail claimed that another blast will take place at a shopping mall. Sources said as of now nothing was being left to chance and the origin of the mail was being ascertained and, if need be, the service provider would also be contacted. Talking to reporters in New Delhi secretary internal security U.K.Bansal said ,the agencies are seriously examining the purported IM email.
Union Home Minister P Chidambaram chaired a meeting of the chiefs of the Research and Analysis Wing, Intelligence Bureau and NIA this morning to review the security situation. Meanwhile, the death toll in the blast has risen to 12 after a victim succumbed to his injuries early this morning.

Both the Houses of Parliament have been adjourned sine die today on the last day of the monsoon session. In her valedictory remarks in the Lok Sabha, the Speaker, Mrs. Meira Kumar said 14 Bills were passed in the Session and 11 others introduced.Mrs. Meira Kumar said that the House sat late for 18 hours and 25 minutes and lost 51 hours and six minutes due to disruptions. 63 Standing Committee Reports were also placed on the table. The session had 26 sittings. In his valedictory remarks in the Rajya Sabha, the Chairman Mohammed Hamid Ansari regretted that the monsoon session was characterized by frequent interruptions and disturbances. He said no business whatsoever was transacted for 10 days.

The government has strongly criticized the opposition for crippling the Parliamentary proceedings in the monsoon session. Briefing media persons in New Delhi today, Parliamentary Affairs Minister Pawan Kumar Bansal observed the output in the session was less than the expectation. A Delhi court today directed Tihar jail authorities to submit a report on Rajya Sabha MP Amar Singh's health condition. Singh was remanded to judicial custody on Tuesday in cash-for-vote case. The Special Judge also asked prison authorities to apprise her of the conditions in which the high-profile politician is being kept in jail after a brief hearing on Singh's bail plea seeking relief on health grounds.

The Comptroller and Auditor General, has called for immediate government intervention and a bailout package to fullfill the requirements of Air India. In its report tabled in Parliament today, the CAG said that intervention can be in the form of equity infusion, outright grant and soft loans as per the requirements of the airline. The Auditor general has recommended a total hands-off approach by the government. It has recommended professional management of the airlines and asked the government to provide it with a level playing field. The Comptroller and Auditor General has also pulled up the Ministry of Civil Aviation on the merger of the two erstwhile state-run carriers, Air India and Indian Airlines. The report also found faults in the Ministry's decision to acquire 111 planes for Air India through debt. It said that the aircraft acquisition has contributed to the airlines massive debt liability.

Food inflation fell to a single-digit at 9.55 per cent for the week ended August 27 after breaching the double-digit mark in the previous week. Food inflation, as measured on the basis of the Wholesale Price Index (WPI), stood at 10.05 per cent in the previous week. The rate of price rise of food items was 14.76 per cent in the corresponding week of 2010. As per data released by the government today, prices of pulses fell by 1.56 per cent year-on-year, while wheat became cheaper by 1.04 per cent during the week ended August 27. However, other food items became more expensive during the week under review. The fall in food inflation could be attributed to a moderation in the rate of price rise of some of the items on a week-on-week basis, even though they continued to go up.

The government has decided to lift a ban on wheat exports and put a ban on onion exports to control its rising prices.
The decision to open wheat exports was taken by the empowered Group of Ministers EGoM on food, headed by Finance Minister Pranab Mukherjee in the wake of record production and storage problem. Talking to reporters in New Delhi, the Union Minister of State for Food and Consumers Affairs, Mr K.V Thomas said that his ministry will stop export of wheat and non-basmati rice once shipments reaches two million tonnes each.

प्रधानमंत्री डॉ. मनमोहन सिंह ने बंगलादेश की प्रगति और समृद्धि के लिए भारत की पूर्ण प्रतिबद्धता व्यक्त की है। कल ढाका में भोज के अवसर पर अपने भाषण में प्रधानमंत्री ने कहा कि भारत, बंगलादेश को एक स्थिर, सुरक्षित और आत्मनिर्भर राष्ट्र के रूप में देखना चाहता है। उन्होंने बंगलादेश को राष्ट्र निर्माण के हर क्षेत्र में भारत के समर्थन का आश्वासन भी दिया। डॉ. सिंह ने कहा कि दोनों देशों का भविष्य एक दूसरे से जुड़ा हुआ है क्योंकि उनकी धार्मिक मान्यताएं, भाषा, रीति-रिवाज और महत्त्वाकांक्षाएं समान हैं। प्रधानमंत्री ने घोषणा की कि भारत, बंगलादेश से ४६ तरह के सिलेसिलाए वस्त्रों पर निशुल्क आयात की अनुमति देगा।

डॉ. मनमोहन सिंह ने कहा कि समझौतों पर हस्ताक्षर से दोनों देशों के बीच आपसी संबंधों की दिशा में महत्वपूर्ण प्रगति का संकेत मिलता है और दोनों देशों ने कठिन महसूस होने वाली समस्याओं का हल ढूंढ लिया है। इससे पहले, दोनों देशों के प्रधानमंत्रियों ने विकास में सहयोग के लिए ढांचागत समझौते पर हस्ताक्षर किए।

बंगलादेश की प्रधानमंत्री शेख हसीना ने भारत द्वारा दी जा रही सहायता की विस्तृत जानकारी देते हुए कहा कि दोनों देश आंतरिक सुरक्षा, जलवायु परिवर्तन, प्राकृतिक आपदा और अस्थिर विश्व अर्थव्यवस्था जैसी समान चुनौतियों का सामना कर रहे है और इन समस्याओं के खिलाफ एकजुट संघर्ष किया जाना चाहिए।

डॉक्टर मनमोहन सिंह ने सहयोग और विकास के प्रारूप समझौते पर हस्ताक्षर किए।

दोनों देशों के सचिवों और अधिकारियों ने १९७४ की संधि पर एक प्रोटोकॉल सहित आठ सहमति पत्रों पर हस्ताक्षर किए। इस प्रोटोकॉल के जरिए दहाग्राम और अंगारपोटा के लोगों की तीन  बीघा कॉरिडोर से चौबीसों घंटे बेरोक-टोक आवाजाही को अनुमति दी गई है। जिन समझौता ज्ञापनों पर हस्ताक्षर किए गए, उनमें वन संरक्षण और सुन्दरबन क्षेत्र में प्रसिद्ध रॉयल बंगाल टाइगर्स का संरक्षण शामिल है।

प्रधानमंत्री डॉ. मनमोहन सिंह आज ढाका विश्वविद्यालय में ÷÷भारत, बंगलादेश और दक्षिण एशिया'' विषय पर एक व्याख्यान देंगे। नई दिल्ली रवाना होने से पहले वे बंगलादेश के राष्ट्रपति जिल्लुर रहमान से मुलाकात करेंगे। डॉक्टर मनमोहन सिंह बंगबंधु स्मारक संग्रहालय में माल्यार्पण भी करेंगे।

'वोट के बदले नोट' कांड में राज्यसभा सदस्य अमर सिंह और भाजपा के दो पूर्व सांसद फग्गन सिंह कुलस्ते तथा महावीर सिंह भगोरा को चौदह दिन की न्यायिक हिरासत में तिहाड़ जेल भेज दिया गया है। इससे पहले, वे दिल्ली की एक अदालत में पेश हुए लेकिन अदालत ने उन्हें जमानत देने से इंकार कर दिया। उच्चतम न्यायालय द्वारा वोट के बदले नोट मामले में जांच पर नाराजगी व्यक्त किए जाने के बाद दिल्ली पुलिस ने अमर सिंह और अन्य लोगों के खिलाफ आरोप-पत्र दाखिल किया था।

अवैध खनन के आरोपों में गिरतार किए गए खनन व्यवसायी और कर्नाटक के पूर्व मंत्री जी. जनार्दन रेड्डी ने कल हैदराबाद में सीबीआई की विशेष अदालत में जमानत याचिका दायर की। इस याचिका पर आज सुनवाई होने की संभावना है। जनार्दन रेड्डी से पूछताछ के लिए सीबीआई की १५ दिन की हिरासत की मांग की याचिका पर भी आज सुनवाई हो सकती है।

अपने आवास ऋणों की मासिक किस्त का बोझ कम करने के लिए समय से पहले भुगतान करने का विचार कर रहे लोगों के लिए एक अच्छी खबर है। भारतीय रिजर्व बैंक ने लोटिंग ब्याज दरों वाले ऋणों का समय से पहले भुगतान किए जाने की स्थिति में बैंकों को कोई शुल्क न वसूलने का निर्देश दिया है। आवास ऋण के बारे में भारतीय रिजर्व बैंक द्वारा यह निर्णय सोमवार को मुम्बई में बैंकिंग लोकपालों के वार्षिक सम्मेलन में लिया गया। सम्मेलन में मौजूद बैंक प्रमुखों और बैंकिंग लोकपालों से ग्राहक सेवा में सुधार के लिये दस कार्य बिन्दुओं की पहचान करने का कहा गया। इन कार्य बिंदुओं में अनधिकृत एटीएम लेनदेन में ग्राहकों के हितों का संरक्षण और मानसिक परेशानी के लिए ग्राहको को मुआवजा देने की नीति से संबंधित उपाए शामिल है।

 भूमि अधिग्रहण, राहत और पुर्नवास विधेयक २०११ को आज लोकसभा में  पेश किए जाने की संभावना है। इसे केंद्रीय मंत्रिमंडल ने सोमवार को मंजूरी दी थी। इस विधेयक का उद्देश्य भूमि अधिग्रहण के लिए एक पारदर्शी और वैधानिक ढांचा तैयार करना है। प्रस्तावित विधेयक के अनुसार सार्वजनिक उद्देश्य के लिये जमीन के अधिग्रहण को छोड़कर, भूमि अधिग्रहण के अन्य मामलों में कम से कम ८० प्रतिशत लोगों की सहमति अनिवार्य होगी।

 सरकार पारदर्शिता सुनिश्चित करने के लिए एक सार्वजनिक अधिप्राप्ति विधेयक संसद के शीतकालीन सत्र में पेश करेगी। मंत्रियों के दल ने सचिवों की समिति की अधिकांश सिफारिशों को सिद्धांत रूप में मंजूरी दे दी है। वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता में मंत्रियों के दल की बैठक के बाद संवाददाताओं से बातचीत में विधि और न्यायमंत्री सलमान खुर्शीद ने कहा कि सामान, औषधियों, सेवाओं और कार्यों की अधिप्राप्ति से जुड़ी चार समितियां इनसे संबंधित नियमों का मसौदा और मानक प्रारूप तैयार करना शुरू कर देंगी।

बिहार सरकार, राज्य के सूखे से प्रभावित क्षेत्रों में डीजल की खरीदारी पर किसानों को प्रति लीटर २० रुपये की सब्सिडी देगी। राज्य मंत्रिमंडल ने इस उद्देश्य के लिए तीन अरब ७० करोड़ रुपये की राशि मंजूर की है। हमारे पटना संवाददाता ने खबर दी है कि राज्य का दक्षिणी हिस्सा, मॉनसून के दौरान वर्षा कम होने के कारण सूखे की स्थिति का सामना कर रहा है।

The Prime Minister Dr. Manmohan Singh has affirmed India’s complete commitment to the progress and prosperity of Bangladesh. At a banquet speech in Dhaka yesterday he said India wants a stable, secure and self-reliant Bangladesh. He also assured Dhaka of extending full support in every sphere of nation building efforts. Earlier, India and Bangladesh signed the historic land boundary agreement relating to un-demarcated boundary areas, enclaves and land under adverse possession. India also agreed to allow duty free import of 46 lines of readymade textiles from Bangladesh to Indian market.
Bangladesh Prime Minister Sheikh Hasina while underlining the extent of support by India said that both countries are facing similar challenges like internal security, climate change, natural disaster and an unstable world economy which should be fought together.
Bangladesh and India have a common civilization heritage. We have shared history, culture and language. We have common challenges and shared aspirations and values. Our bilateral relations are reflective of this commonality, a multifaceted and multidimensional relationship with strong, secular and democratic foundation.
The Prime Minister Dr. Manmohan Singh said that the signing of agreements represents a qualitative leap forward in bilateral relations and that the two countries have found solutions to seemingly difficult problems.
This will open new vistas of bilateral cooperation, strengthen regional cooperation within South Asia and set an example of good neighbourly relation. The frame work agreement on cooperation for development that Prime Minister Sheikh Hasina and I have signed is a contemporary blue print designed to encompass all forms and sectors of cooperation
As many as eight MoUs, were signed by the secretaries and officers of the two countries beside a protocol on the 1974 treaty allowing 24 hours unfettered movement of people of Dohagram and Angarpota through the Tin Bigha Corridor.

India and Bangladesh have embarked on a new journey of partnership with the two Prime Ministers signing the Framework agreement on co-operation for Development last evening. The framework agreement envisages co-operations in trade, investment power sector, sharing of water resources, co-operation to tackle natural disasters, and in areas like environment, health agriculture, science and technology, education and culture. The two sides will also establish a Joint Consultative Commission for effective and smooth implementation of the framework Agreement which will meet once a year. Describing the agreement as a new architecture for India Bangladesh partnership, Prime Minister Manmohan Singh said that the shared rivers need not be sources of discord and the two sides would continue to hold discussions to reach a mutually acceptable agreement on Teesta and Feni river waters.

Rajya Sabha Member Amar Singh and two former BJP MPs were yesterday sent to 14 days judicial custody. They have been arrested in the cash-for-vote scam. Earlier in the day, Amar Singh, and two former BJP MPs, Faggan Singh Kulaste and Mahbir Singh Bhagora were denied bail by a Delhi Court hearing the case. A police spokesman said that they have been taken to Tihar jail. All three were charge-sheeted by the Delhi Police in the cash for vote scam after the Supreme Court expressed displeasure over the probe in the case.

Land Acquisition, Relief and Rehabilitation Bill 2011 is likely to be introduced in the Lok Sabha today. It was approved by the Union Cabinet on Monday. The bill aims to put in place a transparent and legal framework for land acquisition. According to the proposed Bill, consent of at least 80 per cent of people will be mandatory to acquire land except where land is acquired for public purpose. The Bill defines public purpose as land use for strategic purposes, infrastructure and industry.

The Government will introduce a Public Procurement Bill in the winter session of Parliament to ensure transparency and to place maximum information in the public domain. The Group of Ministers has accepted most of the recommendations of the Committee of Secretaries in principle. Briefing reporters after a meeting of the Group of Ministers chaired by Finance Minister Pranab Mukherjee, the Law and Justice Minister Mr. Salman Khurshid said that the four committees on procurement of goods, pharma drugs, services and works will directly commence drafting rules and standard templates.

The Reserve Bank of India, barred bank's from imposing pre-payment charges on floating rate loans. The Central bank also asked them to offer long term fixed rate housing loans. The RBI's decision on home loan was taken at the banking Ombudsmen conference in Mumbai where it asked bank chiefs and the Ombudsmen present to identify 10 action points to improve their customer service. The action points include measures to protect customer interest in unauthorised ATM transactions and a policy for compensation to customers for mental harassment.
In his inaugural remark RBI Governor D. Subbarao asked all banks to have a customer grievance redressal officer. The officer should explain most important terms and conditions to customers before they sign documents.

The Bihar government has taken a decision to provide subsidy of a rupees 20 per litre to farmers to buy diesel in drought affected areas of the state. The state cabinet has approved rupees 370 crore for this purpose. AIR Patna correspondent reports that the southern part of the state is facing drought due to scanty rainfall during the monsoon.

The Prasar Bharati board approved further expansion of the Direct to Home (DTH) platform of Doordarshan, so as to reach 150 channels by December. According to a Prasar Bharati Release, the Board also approved the expansion of another 100 channels in 2012.
In its meeting in New Delhi yesterday, the board also approved the immediate expansion of All India Radio FM stations to all 313 cities planned for coverage under the FM expansion scheme of the Ministry of Information and Broadcasting.

In Gujarat more than 4000 people were shifted to safer places due to heavy and intermittent rain in bordering district of Kutch since yesterday. AIR Bhuj correspondent reports that 300 fishermen of the region are missing at sea while 55 fishermen were rescued from the Jakhau sea coast by police coast guard. More from our correspondent:
More than 3,000 houses were submerged in Bhuj city alone and until this morning, water is still not descending in the region which cause panic among the affected people. The rural areas of Mandvi, Mundra, Nakhatrana and Bhuj blocks of Kutch district have been disconnected by roads and telecommunication. Electricity supply in the cities and villages were also badly affected. Opposition forces in Libya have concluded their talks with tribal elders in Bani Walid for a peaceful surrender of the town. The senior negotiator for the elders said, they had returned to Bani Walid to convince residents and pro-Gaddafi troops to let them enter. The Indian Express writes that after more than 3 decades of indecision, India and Bangladesh signed a historic agreement on demarcation of the entire land boundary between the two countries, resolving the status of 162 adversely held Enclaves. Papers have also highlighted there was no agreement on the sharing of the Teesta waters during the visit.

 दिल्ली उच्च न्यायालय के बाहर आज सुबह विस्फोट में कम से कम दस लोग मारे गए और ६१ लोग घायल हो गए। आज लोकसभा में वक्तव्य देते हुए गृहमंत्री पी चिदम्बरम ने कहा कि यह एक आतंकवादी कार्रवाई थी और इसका इरादा देश को अस्थिर करना था। उन्होंने कहा कि इस समय यह कहना मुश्किल है कि इस विस्फोट के पीछे किस गुट का हाथ है। उन्होंने कहा कि विस्फोट की जांच का काम राष्ट्रीय जांच एजेंसी को ेसौंपा जाएगा। श्री चिदम्बरम ने कहा कि सरकार इस आतंकी कार्रवाई की कड़ी निंदा करती है।

फिलहाल आज के बम विस्फोट के लिए जिम्मेदार गुट की पहचान कर पाना मुमकिन नही है। आतंकवादी गुट देश में डर और अस्थिरता फैलाना चाहते हैं। हमारा पक्का मानना है कि वजह कोई भी हो आतंकवादी हमले को सही नहीें ठहराया जा सकता। सरकार इस आतंकवादी हमले की कड़ी निदां करती है । इसकी जांच राष्ट्रीय जांच एजेसी को सौंपी जाएगीं । मै सरकार की ओर से शोक संतप्त परिवारों के प्रति संवेदना व्यक्त करता हूं।
 गृहमंत्री ने वरिष्ठ अधिकारियों की बैठक में स्थिति का जायजा लिया। उन्होंने विस्फोट स्थल का दौरार भी किया। वे वहीं दस मिनट तक रहे।

 अधिकतर घायलों को डॉक्टर राम मनोहर लोहिया अस्पताल में दाखिल कराया गया है। कुछ घायलों को अखिल भारतीय आयुर्विज्ञान संस्थान और नजदीक के अस्पतालों में भेजा गया है। कुछ घायलों को गंभीर चोटें आई हैं। मामूली रूप से घायल कुछ लोगों का इलाज उच्च न्यायालय की डिस्पेंसरी में किया जा रहा है। गृहमंत्री ने लोकसभा को आश्वासन दिया कि घायलों को अच्छी से अच्छी चिकित्सा सुविधा दी जाएगी। गृह मंत्री ने कहा कि सी. एफ. एस. एल. राष्ट्रीय सुरक्षा एजेंसी, राष्ट्रीय सुरक्षा गार्ड और दिल्ली पुलिस का जांच दल घटनास्थल पर पहुंच गया है। मामले की जांच राष्ट्रीय जांच एजेंसी को सौंपी जा रही है।  उन्होंने कहा कि सरकार इस जघन्य अपराध के जिम्मेदार लोगों का पता लगाने और उन्हें न्याय के कटघरे में लाने के लिए  दृढ़संकल्प है।  सदन में सदस्यों ने विस्फोट की जोरदार निंदा की और इस आतंकी हमले के जिम्मेदार लोगों के खिलाफ कड़ी कार्रवाई की मांग की। भारतीय जनता पार्टी के नेता लालकृष्ण आडवाणी ने विस्फोट पर गहरी चिंता व्यक्त करतेहुए कहा कि दिल्ली आतंकी हमलों का बार-बार निशाना बन रही है। उन्होंने सुझाव दिया कि सदन की कार्यवाही दिनभर के लिए स्थगित कर दी जाए। मार्क्सवादी कम्युनिस्ट पार्टी के बासुदेव आचार्य ने आतंकवाद के खिलाफ एकजुट होकर संघर्ष करने की अपील की है। उन्होंने कहा कि  चार महीने के अंदर इसी जगह पर किया गया यह दूसरा विस्फोट है। समाजवादी पार्टी के मुलायम सिंह यादव ने हमले में मारे गए लोगों के परिजनों को पर्याप्त वित्तीय सहायता और रोजगार उपलब्ध कराने का सुझाव दिया। जनता दल युनाइटेड के शरद यादव ने सरकार से अनुरोध किया  कि ऐसी घटनाओं को फिर होने से रोकने के लिए समुचित एहतियाती उपाय किये जाएं। बाद में उपाध्यक्ष करिया मुंडा ने विस्फोट में मारे गए लोगों के प्रति सम्मान व्यक्त करते हुए सदन की कार्यवाही दिनभर के लिए स्थगित कर दी।

 कानून मंत्री सलमान खुर्शीद ने लोगों से अनुरोध किया है कि वे दिल्ली उच्च न्यायालय में आज सुबह हुए बम विस्फोट को लेकर अफवाहें न फैलाये। संसद के बाहर संवाददताओं से बातचीत में कहा कि यह एक बहुत संवेदनशील मामला है और अभी इस बारे में पूरी जानकारी उपलब्ध नहीं है। उन्होंने कहा कि पुलिस मामले की जांच कर रही है। श्री खुर्शीद ने विस्फोट की कड़ी निंदा की और इसमें लोगों के मारे जाने पर गहरा शोक व्यक्त किया।

 राष्ट्रपति, उपराष्ट्रपति और प्रधानमंत्री ने दिल्ली उच्च न्यायालय के पास विस्फोट की कड़ी निंदा की है। प्रधानमंत्री ने मृतकों के परिवारों के लिए गहरी शोक संवेदना व्यकत की। उन्होंने विस्फोट में घायल लोगों के जल्द स्वस्थ होने की कामना की। उपराष्ट्रपति और राज्यसभा के सभापति मोहम्मद हामिद अंसारी ने विस्फोट की निंदा की।
  प्रधानमंत्री डाक्टर मनमोहन सिंह ने ढाका में संवाददाताओं से बातचीत करते हुए  इसे एक कायरतापूर्ण कार्रवाई बताया। डाक्टर सिंह ने कहा कि भारत आतंकवाद के सामने नहीं झुकेगा।

भारत आतंकवाद के सामने नहीं झुकेगा। देश आतंकवाद के खिलाफ लंबी लड़ाई लड़ रहा है और सभी राजनीतिक दलों और लोगों को इस लड़ाई में एकसाथ खड़ा होना चाहिए।
 डा० सिंह ने बताया कि वे इस विस्फोट की ताजा जानकारी के लिए गृहमंत्री से सम्पर्क बनाये हुए हैं।

 कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि इस जघन्य काम की निंदा की जानी चाहिए और जिम्मेदार लोगो के खिलाफ कडी कार्रवाई होनी चाहिए।

मैं समझता हूं कि जो स्टेक होल्डर्स है न्यायाधीश की सामुहिक रूप से एक कम्युनिटी, वकीलों की बराबरी  लिटिगन्स और हमारे संसद सदस्यों की । और इसके अलावा निश्चित रूप से सुरक्षाबलों की। सामुहिक रूप से बैठकें आज से ठोस कदम के अगर ठोस सुझाव देते है तो बहुत  हद तक भविष्य के लिए प्रीवेन्ट किया जा सकता है।
भारतीय जनता पार्टी के प्रवक्ता रविशंकर प्रसाद ने कहा कि यह बड़े दुख की बात है कि दिल्ली उच्च न्यायालय के सामने चार महीने के भीतर दोबारा विस्फोट हुआ है। उन्होंने खुफिया सूचना देने में असफल रहने पर सरकार को जिम्मेदार ठहराया।

ये बहुत ही दुर्भाग्यपूर्ण है। दिल्ली हाई कोर्ट के सामने बम  बलास्ट कुछ महीने पहले हुआ था।  सरकार बार बार सुरक्षा की पुख्ता व्यवस्था का आश्वासन देती है और आज भारत की राजधानी के हृदय में इंडिया के बगल में हाई कोर्ट के सबसे बिजी गेट पर ब्लास्ट होता है। कुछ लोग मरते है  और घायल होते है। क्या हो रहा है  हिन्दुस्तान में? वह कब तक होना चाहिए। बार बार भारत सरकार आश्वासन देती है कि  हम पूरी पुख्ता व्यवस्था कर रहे हैं। यह  बहुत दुर्भाग्यपूर्ण है हम सही में आज आतंकवाद पर राजनीतिक नहीं  करना लेकिन एक सवाल जरूर खडा करना चाहते कितने निर्दोष हिन्दुस्तानी मरेगे और कब तक आतंकवाद की घटनाओं में सरकार जिसे जवाब देना पडेगा और  अब ये देश इसे बर्दास्त करने को तैयार नहीं है। 
भारतीय कम्युनिस्ट पार्टी ने बम विस्फोट की पूरी जांच की मांग की है। संसद के बाहर संवाददाताओं से बातचीत करते हुए पार्टी नेता डी राजा ने कहा कि दोषियों को नहीं बख्शा जाना चाहिए। पार्टी के वरिष्ठ नेता गुरूदास दास गुप्ता ने सरकार से इस मामले में वक्तव्य देने की मांग की। उन्होंने दिल्ली पुलिस को नाकामी के लिए जिम्मेदार ठहराया।

न्यायालय के सामने ब्लास्ट करने के  मायने हैं।  न्यायालय के खिलाफ भी कुछ करना है। यह  बहुत गंभीर बात है। इसके बारे में स्टेटमेन मांगिए और पुलिस की तरफ से कमजोरी के कारण ज्यादा से ज्यादा ये हो रहा है।

  इस बीच दिल्ली सरकार ने विस्फोट में मारे गए वयस्कों के परिजनों को चार-चार लाख रूपये और नाबालिगों के लिए डेढ़-डेढ़ लाख रूपये की अनुग्रह राशि देने की घोषणा की है। गंभीर रूप से घायलों को एक -एक लाख रूपये और मामूली रूप से घायलों को दस-दस हजार रूपये दिये जाएंगे। दिल्ली की मुख्यमंत्री शीला दीक्षित डॉक्टर राम मनोहर लोहिया अस्पताल गईं। उन्होंने कहा कि सभी घायलों का मुफ्त इलाज किया जाएगा।

 दिल्ली उच्च न्यायालय में बम विस्फोट के बाद महाराष्ट्र और मुम्बई शहर में हाई अलर्ट  कर दिया है। महाराष्ट्र के गृह विभाग के अधिकारियों ने आकाशवाणी को बताया कि प्रमुख गणेश पंडालों सहित पूरे राज्य में सुरक्षा बढ़ा दी गई है।

 सरकार ने आज भूमि अधिग्रहण, राहत और पुर्नवास विधेयक २०११ को लोकसभा में  पेश किया। इस विधेयक का उद्देश्य भूमि अधिग्रहण के लिए एक पारदर्शी और वैधानिक ढांचा कायम करना है। प्रस्तावित विधेयक के अनुसार भूमि अध्रिहण के समय जमीन के मालिकों और उनके प्रभावित परिवारों को उचित और पर्याप्त मुआवजा देना होगा और उन्हें कम से कम असुविधा होनी चाहिए। विधेयक को ग्रामीण विकास मंत्री जयराम रमेश ने पेश किया।

 सरकार ने आज लोकसभा में परमाणु सुरक्षा नियामक प्राधिकरण विधेयक -२०११ पेश किया। इस विधेयक का उद्देश्य विकिरण और परमाणु सुरक्षा के लिए एक नियामक व्यवस्था कायम करना है। इसमें विकिरण और परमाणु सुरक्षा संबंधी नीतियों की समीक्षा करने के लिए परमाणु सुरक्षा परिषद बनाने की बात कही गई है। प्रधानमंत्री कार्यालय में राज्य मंत्री वी नारायणसामी ने यह विधेयक पेश किया। हमारे संवाददाता ने खबर दी है कि जापान में फुकुशिमा परमाणु दुर्घटना के बाद सरकार ने ऐसा प्राधिकरण बनाने और देश के २५ परमाणु ऊर्जा संयंत्रों में सुरक्षा उपाय करने की घोषणा की थी। सरकार ने सदन को सूचित किया कि भारत अगले वर्ष दक्षिण कोरिया में होने वाले परमाणु सुरक्षा शिखर सम्मेलन में भाग लेगा। श्री नारायणसामी ने एक लिखित उत्तर में बताया कि इस शिखर सम्मेलन में परमाणु सुरक्षा से संबंधित मुद्दों पर विचार विमर्श किया जाएगा।

 सरकार पारदर्शिता सुनिश्चित करने के लिए एक सार्वजनिक अधिप्राप्ति विधेयक संसद के शीतकालीन सत्र में पेश करेगी। मंत्रियों के दल ने सचिवों की समिति की अधिकांश सिफारिशों को सिद्धांत रूप में मंजूरी दे दी है। वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता में मंत्रियों के दल की बैठक के बाद संवाददाताओं से बातचीत में विधि और न्यायमंत्री सलमान खुर्शीद ने कहा कि सामान, औषधियों, सेवाओं और कार्यों की अधिप्राप्ति से जुड़ी चार समितियां इनसे संबंधित नियमों का मसौदा और मानक प्रारूप तैयार करना शुरू कर देंगी। उन्होंने कहा कि विधेयक में शामिल करने पर विचार के लिए सामान्य सिद्धांतों से संबंधित प्रस्ताव अक्टूबर के अंत तक स्वीकार किये जायेंगे। हमारे सवाददाता ने बताया है कि प्रधानमंत्री डॉक्टर मनमोहन ंिसंह ने पिछले महीने स्वतंत्रता दिवस के अवसर पर अपने भाषण में इस तरह का एक विधेयक लाने का वायदा किया था, ताकि सार्वजनिक अधिप्राप्ति और खरीद प्रक्रिया से भ्रष्टाचार समाप्त करके पारदर्शिता लाई जा सके।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि भारत, बंगलादेश के साथ हर स्तर पर अपने संबंधों को मजबूत करने के लिए वचनबद्ध है। उन्होंने कहा कि बंगलादेश में सजग और बहुलतावादी समाज और जीवंत लोकतंत्र है। उसने आर्थिक क्षेत्र में अच्छी प्रगति की है। आज ढाका विश्वविद्यालय में भारत , बंगलादेश और दक्षिण एशिया पर व्याख्यान देते हुए डॉक्टर मनमोहन सिंह ने कहा कि दोनों देशों को अपने लोगों को रोटी, कपड़ा और मकान तथा सम्मानजनक जीवन उपलब्ध कराने का काम पूरा करना है। उन्होंने कहा कि एशियाई देश अगर एक दूसरे पर भरोसा करना सीख जाए और शांति विकास और समृद्धि के लिए मिलकर काम करें तो उनमें ऐसा करने की बहुत क्षमता है।

भारत और बांगलादेश साम्राज्यवादी और आतंकवादी चुनौतियों से जूझ रहा है जो सामाजिक और आर्थिक प्रगति मे बाधक है, यह जरूरी हो गया है कि दोनों देश इन चुनौतियों से निपटने के लिए मिलकर काम करें।
 प्रधानमंत्री ने कहा कि देशों के बीच सीमाएं हमारी प्रभुसत्ता की प्रतीक हैं लेकिन हमें उन्हें अपने विकास और आशा की सीमाएं बनानी चाहिएं । डॉक्टर सिंह ने कहा कि व्यापार और वाणिज्यिक विकास के लिए सीमा प्रबंधन व्यवस्था कायम की गई है। डॉक्टर मनमोहन सिंह ने उग्रवाद और आतंकवाद की समस्याओं से निपटने में सहयोग देने के लिए बंगलादेश की सराहना की। उन्होंने कहा कि भारत और बंगलादेश मित्र हैं और उनकी मित्रता हमेशा बनी रहेगी।

अपने पडौसी देशों विशेषकर बांगलादेश के साथ दोस्ताना संबंध मजबूत बनाना और दक्षिण एशिया में शाति के साथ संपन्न क्षेत्रीय माहौल को  मजबूत करना भारत  सरकार की सबसे बड़ी प्राथमिकता है।

 पाकिस्तान में क्वेटा के दक्षिण-पश्चिम में दो आत्मघाती बम विस्फोटों में कम से कम २० लोग मारे गए और ४० जख्मी हो गए। खबरों में कहा गया है कि ये विस्फोट क्वेटा में कमिश्नर कार्यालय के पास सिविल लाईन क्षेत्र में हुए। पुलिस का कहना है कि एक हमलावर ने विस्फोटक ले जा रही एक कार को कमिश्नर कार्यालय के बाहर खड़े एक अन्य वाहन से टकरा दिया, जबकि दूसरे हमलावर ने घर में घुसकर गोलीबारी शुरू कर दी। बाद में उसने खुद को भी विस्फोट से उड़ा लिया। इन दोनों बम विस्फोटों में आसपास की इमारतों को भी नुकसान पहुंचा। बचाव दल ने घटना स्थल पर पहुंचकर घायलों को अस्पताल में दाखिल कराया। अभी तक किसी ने भी  इन विस्फोटों की जिम्मेदारी नहीं ली है।

 अफगानिस्तान में कल अफगान और नैटो गठबंधन सेनाओं के संयुक्त दल ने कंधार और वरदाक प्रान्त में कुछ संदिग्ध घुसपैठियों को हिरासत में ले लिया। अंतर्राष्ट्रीय संयुक्त कमान ने आज काबुल में जारी प्रेस विज्ञप्ति में कहा है कि ये घुसपैठिए अंतर्राष्ट्रीय सहायता कर्मचारियों पर हमले करने और इस क्षेत्र में मौजूद अन्य घुसपैठियों के मददगार समझे जाते हैं।  एक अन्य घटना में  गश्त कर रहे गठबंधन सैनिकों ने कल हेलमंड प्रान्त के मरजेह जिले में गोली बारूद का एक ज+ख़ीरा भी पकड़ा है।

 मिस्र के पूर्व राष्ट्रप्रति हुस्नी मुबारक पर आज काहिरा में फिर मुकदमे की कार्रवाई होगी। सोमवार को उनके समर्थकों और विरोधियों के बीच अदालत में लड़ाई हो जाने के कारण यह कार्रवाई एक दिन के लिए स्थगित कर दी गई थी। अदालत के बाहर प्रदर्शनकारियों की पुलिस के साथ भी झड़प हो गई। श्री मुबारक पर इस वर्ष के शुरू में अपने विरोधियों पर गोली चलाने के आरोप में मुकदमा चल रहा है, लेकिन उन्होंने इन आरोपों से इंकार किया है।

 सेना प्रमुख जनरल वी.के. सिंह रक्षा संबंधों को सुदृढ़ करने के उद्देश्य से आज तीन दिन की मंगोलिया यात्रा पर रवाना हुए। जनरल सिंह सात वर्ष में मंगोलिया की यात्रा पर जाने वाले पहले सेनाध्यक्ष हैं। सेना के प्रवक्ता ने नई दिल्ली में बताया कि भारत और मंगोलिया के बीच रक्षा सहयोग के तहत संयुक्त सैन्य अभ्यास शामिल है।  हमारे संवाददाता ने खबर दी है कि राष्ट्रपति प्रतिभा देवी सिंह पाटील ने इस वर्ष जुलाई में मंगोलिया की यात्रा की थी। यह किसी भी भारतीय राष्ट्रपति की पिछले २४ वर्ष में पहली मंगोलिया यात्रा थी। उनकी इस यात्रा के दौरान रक्षा सहयोग सहित कई द्विपक्षीय रणनीतिक समझौते हुए थे। जनरल सिंह इन समझौतों के सिलसिले में ही मंगोलिया गए हैं।

 संयुक्त राष्ट्र की एक एजेंसी ने कहा है कि भारतीय अर्थव्यवस्था की विकास दर वर्ष २०११ में आठ दशमलव एक प्रतिशत रहने का अनुमान है। यह चीन के बाद विश्व की सबसे तेज गति वाली वृद्धि दर होगी। संयुक्त राष्ट्र व्यापार और विकास सम्मेलन-अंकटाड ने वर्ष २०११ के लिए जारी की गई व्यापार और विकास से संबंधित अपनी अंतर्राष्ट्रीय रिपोर्ट में कहा है कि विकसित राष्ट्रों और कई अन्य देशों में अर्थव्यवस्था की खराब स्थिति के बावजूद भारतीय अर्थव्यवस्था की वृद्धि दर २०१० में आठ दशमलव छह प्रतिशत के मुकाबले वर्ष २०११ में आठ दशमलव एक प्रतिशत रहेगी। अंकटाड के अनुसार केवल चीन ही वृद्धि दर के मामले में भारत से आगे रहेगा। चीन की वृद्धि दर २०१० में १० दशमलव ३ प्रतिशत के मुकाबले वर्ष २०११ में ९ दशमलव ४ प्रतिशत रहने का अनुमान है।

 सरकार ने मोटर वाहन उद्योग से स्वच्छ और प्रदूषण मुक्त टैक्नोलॉजी का इस्तेमाल करने को कहा है। आज नई दिल्ली में मोटर वाहन के ५१वें सम्मेलन का उद्घाटन करते हुए भारी उद्योग और सार्वजनिक उद्यम मंत्री प्रफुल्ल पटेल ने उनसे वाहनों के लिए ऐसी टैक्नोलॉजी विकसित करने को भी कहा है जिसमें ईंधन की कम खपत हो। श्री पटेल ने कहा कि विनिर्माण क्षेत्र के सकल उत्पाद में मोटर वाहन उद्योग का २२ प्रतिशत हिस्सा है। उन्होंने कहा कि सन्‌ २०२० तक देश में करीब एक करोड़ वाहन हो जाएंगे जो इस समय २५ लाख है। श्री पटेल ने इस बात पर चिंता व्यक्त की कि वाहनों का इतना बोझ सहने के लिए देश के शहरी या ग्रामीण इलाकों में पर्याप्त बुनियादी सुविधाएं उपलब्ध नहीं हैं। उन्होंने कहा कि सरकार द्वारा निजी भागीदारी के साथ बुनियादी ढांचे का विकास किये जाने के साथ साथ वाहन उद्योग को भी देश के दीर्घकालिक विकास में सहयोग देना होगा।

 साठ करोड़ से अधिक लोगों को मार्च २०१४ तक विशिष्ट पहचान पत्र आधार जारी कर दिये जाएंगे। योजना राज्य मंत्री अश्विनी कुमार ने आज लोकसभा में एक लिखित उत्तर में यह जानकारी दी। इस वर्ष पहली सितम्बर तक तीन करोड़ ग्यारह लाख चौरासी हजार छह सौ तीस आधार पत्र जारी कर दिये गए थे।

 आवास ऋणों की मासिक किस्त का बोझ कम करने के लिए समय से पहले भुगतान करने का विचार कर रहे लोगों के लिए एक अच्छी खबर है। भारतीय रिजर्व बैंक ने फ्लोटिंग ब्याज दरों वाले ऋणों का समय से पहले भुगतान किए जाने की स्थिति में बैंकों को कोई शुल्क न वसूलने का निर्देश दिया है। आवास ऋण के बारे में भारतीय रिजर्व बैंक द्वारा यह निर्णय सोमवार को मुम्बई में बैंकिंग लोकपालों के वार्षिक सम्मेलन में लिया गया। उद्घाटन भाषण में रिजर्व बैंक के गवर्नर डी सुब्बाराव ने सभी बैंकों से ग्राहक शिकायत निवारण अधिकारी की व्यवस्था लागू करने को कहा है। दस्तावेजों पर हस्ताक्षर कराने से पहले यह अधिकारी सर्वाधिक महत्त्वपूर्ण शर्तों की जानकारी ग्राहकों को उपलब्ध करायेगा।

 बिहार में लोक सेवा अधिकार अधिनियम लागू करने को भारी समर्थन मिला है और १२ लाख से अधिक लोग अपनी पंसदीदा सेवाओं की मांग कर रहे हैं। यह अधिनियम इस वर्ष स्वतंत्रता दिवस के अवसर पर अमल में आया था और २५ दिनों से भी कम समय में ही राज्यभर के लोग अपने इस नए अधिकार का उपयोग कर रहे हैं। लोक सेवा अधिकार अधिनियम के अंतर्गत काम को समय पर निपटाना जरूरी है। अलग-अलग लोक सेवाओं के निपटान के लिए तीन से ६० दिन की समय सीमा तय की गई है।
हमारे पटना संवाददाता के अनुसार राज्य के तीन लाख लोगों को अब तक विभिन्न लोक सेवाएं प्रदान की गई हैं। एक लाख ३० हजार लोगों को आवास प्रमाण-पत्र जारी किए गए हैं, जिसके लिए पहले उन्हें दर-दर भटकना पड़ता था। उधर, एक लाख से ज्यादा लोगों को जाति और आय प्रमाण पत्र मिले हैं। मुख्यमंत्री नीतीश कुमार ने इस अधिनियम के अंतर्गत आवेदन करने वालों से अपील की है कि वे समय सीमा के अंतिम दिन ही प्रमाण पत्र लेने जाएं, नहीं तो अधिकारी उनकी मजबूरी का फायदा उठाकर पैसे वसूलने की कोशिश करेंगे। उन्होंने कहा कि छह महीने बाद सरकार काम निपटाने की समय सीमा और कम करेगी।

 बिहार सरकार, राज्य के सूखे से प्रभावित क्षेत्रों में डीजल की खरीदारी पर किसानों को प्रति लीटर २० रुपये की सबसिडि देगी। राज्य मंत्रिमंडल ने इस उद्देश्य के लिए तीन अरब ७० करोड़ रुपये की राशि मंजूर की है। हमारे पटना संवाददाता ने खबर दी है कि राज्य का दक्षिणी हिस्सा, मॉनसून के दौरान वर्षा कम होने के कारण सूखे की स्थिति का सामना कर रहा है।

 मध्य प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान ने आज भोपाल के राजा भोज हवाई अड्डे पर एयर टैक्सी सेवा का उद्घाटन किया। इस सेवा की पहली उड़ान भोपाल से ग्वालियर के लिए रवाना की गई। हमारे संवाददाता ने खबर दी है कि इसके साथ ही मध्य-प्रदेश एयर टैक्सी सेवाएं उपलब्ध कराने वाला देश का पहला राज्य बन गया है।

विदेश में पर्यटन सुविधाओ के विस्तार के उद्देश्य से मध्यप्रदेश राज्य पर्यटन निगम और एक लेबी कंपनी द्वारा संयुक्त रूप से टैक्सी सेवा शुरू की गई है। इससे पहले चरण में  नौ सीटों वाले विमान प्रदेश के चार महानगरों भोपाल,  इन्दौर, जबलपुर और ग्वालियर को वायुमार्ग से जोडेगे। पर्यटक  इन नगरों के आसपास स्थित पर्यटन और धार्मिक नगरों तक कम समय में पहुंच सकेगे। दूसरे चरण में खजराहो, उज्जैन, सतना और पंचमढी,  बाधोगढ और कान्हा तक उड़ानें शुरू कीे जाएंगी।  राज्य सरकार ने हर मार्ग पर प्रत्येक उडान में अधिकतम तीन सीटों की आर्थिक जिम्मेदारी ली है। इनके किराये की भरपाई राज्य सरकार करेगी या उसके कर्मचारी इन सीटों पर यात्रा कर सकेंगे। शारिक नूर आकाशवाणी समाचार  भोपाल।

ओडिशा में डेंगू से मरने वालों की संख्या बढ़कर २६ हो गई है। सरकारी सूत्रों के अनुसार ५८ और लोगों में डेंगू के लक्षण पाए गए हैं, जिसके बाद डेंगू प्रभावित लोगों की संख्या एक हजार २५३ तक जा पहुंची है। इनमें से ५०९ मरीज अंगुल जिले के हैं, जहां इस बीमारी का सबसे ज्यादा असर पड़ा है। राज्य के ३० में से २४ जिलों में डेंगू के मामले प्रकाश में आने की खबर है।

गुजरात के भुज में कल रात राष्ट्रीय आपदा बचाव दल ने बाढ़ में फंसे दो सौ से अधिक लोगों को बचा लिया। हमारे भुज संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि हाल की वर्षा से १५ हजार लोग प्रभावित हुए हैं।  हमारे संवाददाता ने सीमावर्ती गांव खावदा से खबर दी है कि बाढ़ में डूबे सभी गांवों का सम्पर्क बाकी हिस्सों से कट गया है। बाढ़ग्रस्त इलाकों में राहत और बचाव कार्य शुरु कर दिए गए हैं।

कच्छ के सीमावर्ती बन्नी और पचंम क्षेत्रों में मेघ कहर से ४३ से भी ज्यादा गांव पानी से घिरे हुए है। आज दोपहर जब मैने इस क्षेत्र का दौरा किया तो मानो जैसे समुद्र मे बने रास्ते पर गाडी चल रही है। ऐसा दृश्य देखने को मिला। इस क्षेत्र में पानी के जमाव मे कारण खडी फसल बर्बाद हो गई और लाखो रूपये का नुकसान हुआ है।  भुज में विशेष नियंत्रण कक्ष को दिया गया है। शहर के शांति नगर , संजुग नगर, गांधीनगर तथा कई झोपड पटिटयों में अब भी पानी भरा हुआ है। सरहदी गांव हावडा तथा आसपास के अन्य गांव में अभी भी वर्षा चालू होने से राहत कार्यो में बाधा पहुंच रही है। आकाशवाणी समाचार के लिए हावड़ा से मैं शैलेष व्यास।

 प्रसार भारती बोर्ड ने दूरदर्शन की डायरेक्ट टू होम-डीटीएच सेवा के और विस्तार को मंजूरी दे दी है। इससे दिसम्बर तक चैनलों की संख्या १५० हो जायेगी। प्रसार भारती द्वारा जारी प्रेस विज्ञप्ति के अनुसार बोर्ड ने वर्ष २०१२ में सौ अन्य चैनलों के विस्तार को भी मंजूरी दे दी।
 कल नई दिल्ली में अपनी बैठक में प्रसार भारती बोर्ड ने सूचना और प्रसारण मंत्रालय की एफ एम विस्तार योजना के तहत आकाशवाणी के एफएम स्टेशनों का विस्तार सभी ३ सौ १३ शहरों तक करने को भी मंजूरी दे दी। बोर्ड ने आकाशवाणी में कार्यालय और प्रबंधन के लिए २ हजार १८३ नए पदों के सृजन को भी स्वीकृति दे दी।

 ब्राजील के वैज्ञानिकों ने विश्वास व्यक्त किया है कि अमेजन नदी से चार हजार मीटर नीचे एक और नदी बहती है। इसकी खोज करने वाले दल के नेता के नाम पर इस नदी का नाम हमजा रखा गया है। इस नदी की लम्बाई छह हजार किलोमीटर है और यह अटलांटिक महासागर में जाकर मिलती है। नदी पश्चिम से पूर्व की ओर बहती है, लेकिन इसके बहने की गति अमेजन नदी से धीमी है। ब्राजील की राष्ट्रीय वैधशाला ने आशा व्यक्त की है कि आने वाले कुछ वर्षों में यह नदी अस्तित्व में आ जाएगी।

Nine people have been killed and 47 others injured in a blast outside the Delhi High Court. Making a statement in the Lok Sabha today the Home Minister Mr. P Chidambaram said that this is a terrorist act and is aimed to destablize the country. He said it is difficult at this point to say which group is behind the blast and the investigation will be handed over to the National investigation agency. Mr.Chidambarm said that government strongly condemns the terror act .

At this stage this is not possible to identify the group that cause the Bomb Blast today. The objective of terrorist group is strike fear and destablise the country. The house joined him in condemning the blast and called for joining the hands to fight the menace of terrorism. Our team of Correspondents reporting from the the blast site and the hospitals say that the people are making frantic efforts to know the fate of their near and dear ones out side hospitals where there is a chaoitic situation and stains of blood can be seen at the blast site.
Police has cordoned off the blast site and have asked people to clear the area. Top officials of Delhi police including Special Commissioner Dharmendra Kumar and Joint Commissioner of Special Cell, R S Krishnaiah are on the spot to supervise the investigations. The blast may have occured due to explosive material kept in a brief case out side the court complex. Injured persons have been rushed to AIIMS, Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital. Ambulances and Fire tenders have been rushed to the blast site.
The Home minister held a high level meeting to take stock of the situation in the wake of the blast. Senoir home ministry and intelligence officials attended the meeting.

In Pakistan, at least 20 people have been killed and 40 others injured in two suicide blasts in the south-western city of Quetta today. Reports say, the explosions took place in Civil Lines area of Quetta near the Commissioner's office. Police said, one of the attackers rammed a car carrying explosives into another vehicle parked outside the commissioner's office while the other entered the house and started firing. Later, he blew himself up. Sixteen people were killed in both the blasts. Some nearby buildings were damaged in the twin explosions. Rescue teams have reached the spot and the injured have been admitted to local hospitals. No one has so far claimed responsibility for the blasts.

The Army Chief General V.K. Singh today left for a three day visit to Mongolia to strengthen defence ties. General Singh's visit marks the first one by an Army Chief to Mongolia in seven years. An army spokesperson said in New Delhi that defence cooperation between India and Mongolia encompassed conduct of joint exercises and training of Mongolian armed forces at Indian establishments. The Sensex at the Bombay Stock Exchange rose 140 points, or 0.8 percent, to cross the 17,000-mark, at 17,003 in early trade, today, on sustained buying by investors, amid a firm Asian trend. The government has asked the automobile industry to move to clean and green technology. Inaugurating the 51st conclave of the automobile manufactures in New Delhi today, the Minister for Heavy Industries and Public Enterprises Mr.Praful Patel also exhorted the industry to explore options for future fuel efficient technologies for vehicles.
Pointing out that automobile industry comprise 22 per cent of manufacturing GDP, the minister said that bu 2020 about 10 million vehicles will be on the roads from 2.5 million currently. Mr. Patel, however, expressed concern that there  were not adequate infrastructure available either in urban or rural India for this overload. He asserted that along with infrastructure building by the government in private partnership, the auto industry will have to re-distribute itself in the longer development of the country.
Assuring all help, the minister said that the government would be happy to see a sustained growth in the industry.

A UN war crimes court has sentenced ex-Yugoslav army chief Momcilo Perisic to 27 years in jail for helping the Bosnian Serb army murder and persecute Bosnian Muslims including at Srebrenica in 1995. In Afghanistan, a combined force of Afghan and NATO Coalition troops detained several suspected insurgents in Kandhar and Wardak province yesterday. The Indian Consulate in Dubai has advised the Indian community to be alert about fellow citizens for any signs of depression, low esteem, excessively pessimistic behaviour in friends and acquaintances and consider these as a message seeking support and assurances.
The advice has been posted on Consulate’s official face book page after the incident in which an Indian family of three members committed suicide last week in Ras al Khaimah by hanging themselves due to deep financial problems.
The Indian Consulate has also appealed the Indian Community organisations, employees, peer groups and neighbours to pick up distress signals and draw the attention of the Consulate or the community organisations to these problems.

The government today introduced the Nuclear Safety Regulatory Authority Bill 2011 in the Lok Sabha. The bill aims at establishing an authority for the regulation of radiation and nuclear safety. It also envisages the establishment of a Council of Nuclear Safety to oversee and review the policies relating to radiation and nuclear safety. It was introduced by the Minister of State in Prime Minister's Office Mr. V Narayansamy. Our correspondent reports that taking lessons from Fukushima Nuclear disaster in Japan, the government had announced for setting up such authority and safety measure in 22 Nuclear power plants in the country.
The government today informed the Lok Sabha that it will participate in the Nuclear Security Summit scheduled to be held next year in South Korea. In a written reply , Minister of State in the Prime Minister's Office Mr. V Narayansamy said that the summit will discuss issues relating to nuclear security as follow up to the first Nuclear security summit held in United States of America last year.

The government today introduced the Land Acquisition Rehabilitation and Resettlement Bill 2011 in the Lok Sabha. The bill aims at ensuring among other things, a humane, participatory, informed, consultative and transparent process for land acquisition. It also ensures least disturbance to the owners of the land and other affected families and provides just and fair compensation to the affected families whose land has been acquired or proposed to be acquired. The bill was introduced by the Rural Development Minister, Mr Jairam Ramesh.

The Prasar Bharati board approved further expansion of Direct to Home (DTH) platform of Doordarshan, so as to reach 150 channels by December. According to a Prasar Bharati Press Release, the Board also approved the expansion of another 100 channels in 2012.
In its meeting in New Delhi the board also approved immediate expansion of All India Radio FM stations to all 313 cities planned for coverage under the FM expansion scheme of the Ministry of Information and Broadcasting.

More than 600 million people will be issued the Unique Identification Numbers, Aadhar by the March 2014. This information was given by Minister of State for Planning, Ashwani Kumar in a written reply in Lok Sabha today. A total of three crore, eleven lakh, eighty four thousand, six hundred and thirty aadhar numbers were issued till 1st of September this year. The Minister in his reply said the estimated cost of the project being undertaken by the Unique Identification Authority of India spread over five years is over 3170 crore rupees.

The University Grants Commission, UGC has identified 21 fake Universities and Institutions across the country. In a written reply in the Lok Sabha, Minister of State for Human Resource Development Dr. D Purandeswari informed the House that maximum 8 fake universities have been identified in Uttar Pradesh. She said All India Council for Technical Education, AICTE has identified 348 fake Institutions. The Minister said the legal action has been initiated by the UGC and AICTE. She said State governments have also been advised to take appropriate action against fake institutions.

In Odisha, the death toll due to dengue has increased to 26. According to official sources, 58 more people have been tested positive for dengue, taking the total affected by the mosquito-borne virus to 1253. As many as 509 of the 1253 patients who tested dengue positive belong to Angul district, which has been worst hit by the mosquito-borne virus. Dengue cases have been reported from 24 of the state’s 30 districts.

Brazilian scientists believe they have located an underground river, an estimated 4,000 meters below the Amazon River. Named after the head of the research team that located the river, the Hamza River stretches an estimated 6,000 kilometers, emptying deep in the Atlantic Ocean. Like its famous above ground counterpart, the underground river is believed to flow from west to east, but at a much slower pace than the Amazon. नई दिल्ली में आज सुबह दिल्ली उच्च न्यायालय परिसर में हुए विस्फोट में ग्यारह लोग मारे गये है और ७६ घायल हो गये। आंतरिक सुरक्षा सचिव यू के बंसल ने संवाददाताओं को बताया कि दो लोगों की हालत गंभीर है, जबकि ६१ लोग खतरे से बाहर हैं। उन्होंने कहा कि प्रारंभिक जांच में पता चला है कि विस्फोट में पी ई टी एन किस्म के विस्फोटक का इस्तेमाल किया गया था।

इस मामले की जांच एनआईए को सौंप दी गई है। एनआईए ने दिल्ली सरकार और दिल्ली पुलिस से मामले की जांच में सहयोग करने का अनुरोध किया है। इस घटना के बाद हमने सभी राज्याों में अलर्ट जारी कर दिया है और हमने सभी संवेदनशील क्षेत्रों में एहतियात बरतने का सुझाव दिया है।

यह विस्फोट उच्च न्यायालय परिसर के गेट नंबर चार औेर पांच के बीच हुआ। उस समय वहां करीब दो सौ लोग न्यायालय में प्रवेश के लिए अपना पास बनवाने के लिये खड़े थे। गृह मंत्री पी चिदम्बरम ने लोकसभा में एक बयान देते हुए कहा कि यह देश को अस्थिर करने के इरादे से की गयी आतंकवादी कार्रवाई है। विस्फोट की कड़ी निंदा करते हुए श्री चिदम्बरम ने कहा कि सरकार इस बर्बर घटना के जिम्मेदार लोगों को पकड़ने और सजा दिलाने के लिए कृत संकल्प है।

मैं सभा से और देश के लोगों से अपील करता हूं कि हमें ऐसे समय में एकजुट रहना चाहिए। हमें अलग-अलग नहीं पड़ाना है। हमें कभी भी आतंकवादी समूहों से घबराना नहीं है। हम इस घिनौने कृत्य के जिम्मेदार लोगों को पकड़ने और उन्हें सजा दिलाने के लिए दृढ़ संकल्प है।

प्रधानमंत्री मनमोहन सिंह ने ढाका में संवाददाताओं से बातचीत में इसे एक कायरतापूर्ण कार्रवाई बताया। डाक्टर सिंह ने कहा कि भारत आतंकवाद के सामने नहीं झुकेगा।

देश के प्रधान न्यायाधीश न्यायमूर्ति एच.एस. कपाड़िया ने दिल्ली उच्च न्यायालय के मुख्य न्यायाधीश दीपक मिश्रा और अन्य न्यायाधीशों साथ आज शाम विस्फोट स्थल का निरीक्षण किया। प्रधान न्यायाधीश के साथ गये दिल्ली उच्च न्यायालय बार एसोसिएशन के अध्यक्ष ए.एस. चण्डोक ने बताया कि प्रधान न्यायाधीश ने पूरे देश में न्यायालयों की सुरक्षा व्यवस्था मजबूत करने की आवश्यकता बताई।

दिल्ली पुलिस ने मौके पर मौजूद लोगों द्वारा दिये गये ब्यौरे के आधार पर संदिग्धों के स्केच जारी किये हैं। गृह मंत्री ने स्थिति का जायजा लेने के लिए घटनास्थल का मुआयना भी किया। इससे पहले गृह मंत्रालय औेर खुफिया विभाग के वरिष्ठ अधिकारियों की एक आपात बैठक भी हुई, जिसमें स्थिति का जायजा लिया गया।
विस्फोट के मद्देनजर पूरे देश में सतर्कता बरतने के आदेश दिये गये हैं। मेट्रो स्टेशनों के साथ साथ राजधानी दिल्ली के सभी प्रमुख स्थानों में सुरक्षा व्यवस्था बढ़ा दी गयी है।

कांगे्रस महासचिव राहुल गांधी और दिल्ली की मुख्यमंत्री शीला दीक्षित सहित अनेक नेताओं ने राममनोहर लोहिया अस्पताल का दौरा किया, जहां अधिकांश घायलों को भर्ती किया गया है। दिल्ली सरकार ने मृतकों के परिजनों को चार-चार लाख रूपये, स्थाई रूप से विकलांग हुए लोगों को दो-दो लाख रूपये और गंभीर रूप से घायलों को एक -एक लाख रूपये देने की घोषणा की है। विस्फोट में अगर किसी बच्चे की मौत हुई है तो उसके परिवार को डेढ लाख रूपये और मामूली रूप से घायलों को दस -दस हजार रूपये दिये जायेंगे।

प्रधानमंत्री ने दिल्ली विस्फोट में मारे गये लोगों के परिजनों को दो दो लाख रूपये और गंभीर रूप से घायलों को एक एक लाख रूपये की सहायता देने की घोषणा की है। यह राशि प्रधानमंत्री राहत कोष से दी जायेगी।
अखिल भारतीय आयुर्विज्ञान संस्थान-एम्स, सफदरजंग और राममनोहर लोहिया अस्पतालों में घायल लोगों के बारे में पूछताछ के लिये हेल्पलाइन की व्यवस्था की गयी है। एम्स की हेल्पलाइन का नंबर है- २६१०१९२५, सफदरजंग अस्पताल का हेल्पलाइन नंबर है- २६७०७४४४ और राममनोहर लोहिया अस्पताल के हेल्पलाइन नंबर हैं- २३७४४७२१ तथा -२३३६५५२५ दिल्ली के बाहर से डॉयल करने पर ०११ लगाएं।
इस विस्फोट की व्यापक निंदा की गयी है। कांगे्रस प्रवक्ता राशिद अल्वी ने जघन्य अपराध के जिम्मेदार लोगों के खिलाफ सख्त कार्रवाई की मांग की है।

भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने घटना को बहुत दर्दनाक और विचलित करने वाला बताया ।

हम सब इसकी निंदा करते है और अपेक्षा करते है कि सरकार ने जो आश्वासन दिया है सदन को, कि वे शीघ्रातिशीघ्र विभिन्न एजेंसियों का उपयोग करके समुचित कार्रवाई करेंगे।
मार्क्सवादी कम्युनिस्ट पार्टी के बासुदेव आचार्य ने आतंकवाद के खिलाफ सभी को मिलकर संघर्ष करने की अपील की। भारतीय कम्युनिस्ट पार्टी के डी राजा ने इस जघन्य घटना के जिम्मेदार लोगों को सजा दिलाने की मांग की।

इस बम विस्फोट की घोर निंदा करते है। हम चाहते हैं कि सरकार इसकी पूरी जांच कराए। किसी भी दोषी को बचना नहीं चाहिए। इसमें शामिल सभी लोगों को पकड़ा जाये। हमें देश को इस तरह की आतंकी कार्रवाई से बचना है।
जनता दल-यू के अध्यक्ष शरद यादव ने भविष्य में इस तरह की घटनाओं को रोकने के लिये पर्याप्त निवारक उपाय करने को कहा है।

मैं अपनी पार्टी और अपनी तरफ से घोर निंदा करता हूं ये जितने हमले हो रहे हैं और ठीक कहा है गृहमंत्री ने किसी कीमत पर ये देश जो है वो घुटने नहीं टेकेगा, मुकाबला करेगा। समाजवादी पार्टी के अध्यक्ष मुलायम सिंह यादव ने इस घटना की कड़े शब्दों में निंदा की है।

प्रधानमंत्री मनमोहन सिंह बंगलादेश की दो दिन की यात्रा के बाद स्वदेश लौट आये हैं। लौटते समय विमान में मीडिया से बातचीत में उन्होंने कहा कि वे अपनी इस यात्रा से पूरी तरह संतुष्ट हैं। उन्होंने कहा कि दोनों पक्षों ने समग्र विकास के लिए व्यापक समझौते किये हैं। प्रधानमंत्री ने आशा व्यक्त की कि भारत-बंगलादेश सीमा से गैर कानूनी आवाजाही और तस्करी बीते समय की बात हो जायेगी। प्रधानमंत्री ने विपक्ष की नेता खालिदा जिया और जातीय पार्टी के प्रमुख एच.एम. इरशाद से भेंट कर संकेत दिया कि भारत बेहतर समझ, सहयोग और विकास के लिए बंगलादेश के सभी वर्गों के साथ सम्पर्क रखने का इच्छुक है।

भारत और बंगलादेश ने अपने विदेश मंत्रियों की अगुवाई में एक संयुक्त आयोग बनाने का फैसला किया है। यह आयोग दोनों देशों के बीच हुए आधारभूत समझौते के तहत उठाये जाने वाले विभिन्न कदमों के अमल में समन्वय स्थापित करेगा और उन पर नजर भी रखेगा। प्रधानमंत्री मनमोहन सिंह की दो दिन की बंगलादेश यात्रा के बाद ढाका में जारी संयुक्त वक्तव्य में दोनों प्रधानमंत्रियों ने प्रत्यर्पण संधि के प्रारूप को तेजी से पूरा करने पर जोर दिया। यह तय किया गया कि दोनों देश गृह मंत्री स्तर पर वार्षिक रूप से परामर्श करेंगे। बंगलादेश सरकार ने भारतीय निवेश के लिए एक विशेष आर्थिक क्षेत्र स्थापित करने का भी फैसला किया है। चिलाहाटी-हल्दीबाड़ी और कुलौरा महिशासन के बीच रेल संपर्क फिर से स्थापित करने के बारे में भी सहमति व्यक्त की गयी है। दोनों प्रधानमंत्रियों ने भारत द्वारा चटगांव और मोंगला बंदरगाहों के इस्तेमाल के लिए आवश्यक औपचारिकतायें शीघ्र पूरा करने के निर्देश भी दिये हैं। इसके अलावा बगरहाट में एक हजार तीन सौ बीस मेगावाट क्षमता का कोयला आधारित बिजलीघर स्थापित करने का भी प्रस्ताव है। दोनों देशों ने कवि नजरूल इस्लाम की कविता विद्रोही की ९०वीं वर्षगांठ संयुक्तरूप से मनाने का फैसला किया। हमारे संवाददाता ने बताया है कि प्रधानमंत्री की इस यात्रा से दोनों देशों के संबंध और मजबूत हुए है।

प्रधानमंत्री ने अपनी यात्रा को सफल बताते हुए दिप्ता नदी के जल बटवारें पर समझौता न होने पर अफसोस जताया और कहा कि कही किसी कमी की वजह से समझौता नहीं हो सका। और वे किसी भी सुरत में पश्चिम बंगाल का नुकसान नहीं होने देंगे। उन्होंने कहा कि न सिर्फ सरकारी पक्ष बल्कि विपक्ष के नेताओं से मुलाकात करके। उन्होंने सभी की सहमति और आम राय से दोनों देशों के संबंधों को प्रगाड़ करने के लिए कदम उठाया है। ये दोनों देशों के विकास का मार्ग भी प्रसस्त करेगा।

Terror struck Delhi this morning when a blast outside Delhi High Court premises left 11 people dead and 76 injured. Secretary Internal Security U K Bansal told reporters this evening that the condition of two of the injured is very serious and 61 are out of danger. He said that preliminary investigations suggest that PETN explosive was used in the blast.
Investigation has been transfered to NIA. The NIA has requested Delhi government and Delhi police to associate and assist in investigations. We sent out an alert to all states and advised them to enforce all possible precaution in sensitive areas.
The blast took place outside the High Court compound between Gate No. 4 and 5 when about 200 people were waiting to get passes to enter the premises. Making a statement in the Lok Sabha the Home Minister Mr. P. Chidambaram said that this was a terrorist act aimed to destabilize the country. Strongly condemning the blast Mr. Chidambaram asserted the resolve of the government to track down the perpetrators of the horrific crime and bring them to justice.
At this point of time, I appeal to the House and people of the country that we must remain resolute and united. We shall never be intimidated by the terrorists. We are determined to track down the culprits of this horrific crime and bring them to justice
The National Investigation Agency has started a probe into the blast. The Home Minister had announced that the agency will conduct the investigations; a 20 member team headed by a DIG was constituted to carry out the probe. The NIA Chief Sharad Chandra Sinha said that the agency will seriously look into the claim of Harkat-ul-Jehadi which took responsibility for the blast. The Delhi Police has released the sketches of the suspects based on the deion given by eye witnesses. The Home Minister visited the blast site to have an on the spot assessment of the situation. Earlier, he held an emergency meeting with the senior officials of the Home Ministry and Intelligence to take stock of the situation. AIR team of correspondents after visiting the blast site and hospitals report that terror was writ large on the faces of people in search of their near and dear ones. Many of the injured admitted in the hospital were operated on as extra medical teams were rushed to these hospitals. A nationwide alert has been sounded in the wake of the blast. All the states have been asked to step up vigil and take precautionary measures. The security in the national capital region has also been beefed up including the Delhi Metro premises and its installations across the capital. Congress General Secretary Rahul Gandhi, Delhi Chief Minister, Sheila Dikshit and several other leaders visited Ram Manohar Lohia hospital to enquire about the condition of the injured. The Prime Minister has sanctioned an ex-gratia of two lakh rupees each from the Prime Minister’s National Relief Fund to the next of kin of the persons deceased in the blast. He also announced one lakh rupees each to those who got seriously injured in the incident. Delhi Government has announced a compensation of 4 lakh rupees to the next of the kin of those killed in the blast while those permanently incapacitated will get 2 lakh rupees. Those seriously injured in the blast will get one lakh rupees while in case of any death of minor, the family will get 1.5 lakh rupees. Helplines have been set up at All India Institute of Medical Sciences (AIIMS), Safdarjung and Ram Manohar Lohia Hospitals in the capital to answer the queries of relatives of those hospitalised. For AIIMS, the helpline number is - 011-26101925. For Safdarjung Hospital, the helpline telephone No. is 011-26707444. For Ram Manohar Lohia Hospital, the telephone numbers are - 011-23744721 and 011-23365525. The blast has been widely condemned.
Talking to reporters in Dhaka on the blast outside Delhi High Court, The Prime Minister Dr. Manmohan Singh said that terrorism is a scourge and India will not succumb to it.
Dr. Singh said that terror is a war that we will and must win. He said, the government will take help of all political parties and intelligentia in fighting terror.
The Congress spokesman Rashid Alvi called for strict action against the perpetrators of this heinous crime.
Condemning the incident, senior BJP leader, L.K.Advani urged the Government to bring the culprits to the book as soon a possible.
We all condemn this incident. We expect that the government will fulfil its assurances about taking action against those responsible for the act.
Mr. Basudeb Acharya of CPIM, called for a united fight against terrorism.
Terrorists have no religion. So we have to face this challenge unitedly because they are out to destabilise our nation. They are out to divide our nation.
Mr. D. Raja of CPI urged the government that those responsible for the heinous act must be punished.
We want the government to probe it thoroughly. Nobody should go scot free. All those involved must be penned down and nature should be free from this kind of acts terror.
JD(U) Chief Sharad Yadav stressed the need to take enough preventive measures to deter a recurrence of such events.
I condemn the blast on behalf of my party. The country will not surrender before the terrorist at any cost and will fight against them.

Nations across the world today condemned the bomb blast. The US has offered every possible assistance to help bring the perpetrators of the heinous crime to justice.
Calling the blast a cowardly attack, British Foreign Secretary William Hague said, the UK is committed to standing together with India in the fight against terrorism in all its forms and will continue to work together to counter this threat.
Unreservedly condemning the bombing, a statement from the Australian Prime Minister's office, said, the act of senseless violence, directed at one of the institutions of the government, appears to have been planned to cause a high number of casualties among the general public.
Israel also condemned the blast with its visiting Tourism Minister Stas Misezhnikov expressing shock and dismay over the vicious terror attack and conveyed his country's condolences to the bereaved families.
Pakistan President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani expressed their deepest sympathies to the families of the victims of the bombing, to the Government and people of India.
They expressed the hope that the perpetrators of this heinous act will be brought to justice.
Bangladesh Prime Minister Sheikh Hasina condemned the heinous act and stated that any act of terrorism is unacceptable, criminal and unjustifiable, regardless of their motivation.

Maharashtra Chief Minister Prithviraj Chavan held a review meeting in Mumbai with Deputy Chief Minister Ajit Pawar and Home Minister R.R. Patil regarding the security situation in the city and the rest of the state.

Talking to media on board special plane he said that he is fully satisfied over the goals achieved during his visit. India and Bangladesh have decided to set up a joint commission led by the Minister of Foreign and External Affairs from both sides to coordinate and oversee implementation of various initiatives being taken under the framework agreement. The government today introduced Land Acquisition, Rehabilitation and Resettlement Bill, 2011 in the Lok Sabha. The proposed legislation will replace a more than century old Act. The bill aims at ensuring among other things, a humane, participatory, informed, consultative and transparent process for land acquisition. The bill also says only rehabilitation and resettlement provisions will apply when private companies buy land for a project - more than 100 acres in rural areas, or more than 50 acres in urban areas. Public purpose has been comprehensively defined, so that Government's intervention in acquisition is limited to defence and certain development projects only.

The bill aims at establishing a legal framework to regulate nuclear and radiation safety and establish an authority to carry out the task was introduced by Minister of State in the Prime Minister's Office V. Lifted by rising global markets, the Sensex at the Bombay Stock Exchange surged 202 points, or 1.2 percent, to close above the 17,000 mark after nearly a month, at 17, 065, amid across-the-board buying interest, today. The Nifty climbed 60 points, or 1.2 percent, to 5,125. Stock markets in Japan, China, Hong Kong, Singapore and South Korea rallied between 1.7 percent and 3.8 percent.The rupee weakened 6 paise, to 46.17 against the dollar. Gold dropped 930 rupees, to 27,820 rupees per ten grams in Delhi. Silver plunged 2,100 rupees, to 63,000 rupees per kilo.
