भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो द्वारा नियुक्त समिति ने इसरो के पूर्व अध्यक्ष जी माधवन नायर और तीन वरिष्ठ वैज्ञानिकों को ऐन्ट्रिक्स-देवास सौदे में अनियमितताओं का दोषी पाया है। पूर्व मुख्य सतर्कता आयुक्त प्रत्यूष सिन्हा की अध्यक्षता वाली समिति ने अपनी रिपोर्ट में कहा है कि इस सौदे में पारदर्शिता की कमी है। समिति ने सिफारिश की है कि माधवन नायर, ए. भास्कर नारायण, के. आर. श्रीधर मूर्ति और के. एन. शंकर के खिलाफ कार्रवाई की जानी चाहिए। एन्ट्रिक्स इसरो की व्यावसायिक कम्पनी है।पांच सदस्यों की उच्चस्तरीय जांच समिति ने कल देर रात अपनी रिपोर्ट दी है। हमारे संवाददाता ने समिति के हवाले से कहा है कि सौदे में न केवल गम्भीर प्रशासनिक तथा प्रक्रिया संबंधी खामियां है बल्कि कुछ लोगों की मिली भगत का भी संकेत मिलता है।
अंतरिक्ष कार्पोरेशन जो इंडियन स्पेस रिसर्च आर्गनाइजेशन-इसरो से जुड़ी संस्था है इसके उपग्रह के एस ब्रांड ट्रांसपोडर को किराये पर देने के लिए देवास मल्टीमीडिया के साथ जनवरी २८ दो हजार पांच को एग्रीमेंट साइन किया था। यह आरोप लगाया गया था कि इस एग्रीमेंट से सरकार को घाटा पहुंचा। इस मामले की जांच करने के लिए दो आयोग बिठाये गये थे। वरिष्ठ वैज्ञानिक बी के चतुर्वेदी और रॉडम नरसिम्हा के नेतृत्व में बनाये गये हाई पावर कमिटी ने इस एग्रीमेंट के तांत्रिक, व्यापारिक प्रक्रिया से जुड़े मामले की जांच की। भूतपूर्व सैंट्रल विजिलेंस कमिश्नर प्रत्यूष सिन्हा के नेतृत्व में पांच सदस्यों की टीम ने एग्रीमेंट के लोक दोष पर ध्यान देते हुए इस मामले में आरोपी को खोजने का काम किया। इन दोनों रिपोर्ट का अब खुलासा करते हुए इसरो के भूतपूर्व अध्यक्ष माधवन नायर और तीन अन्य -को दोषी करार कर दिया गया है। सुधीन्द्र आकाशवाणी समाचार बैंगलोर।

उत्तर प्रदेश विधानसभा चुनाव के पहले और दूसरे चरण में ११४ सीटों के मतदान के लिए प्रचार अभियान तेज हो गया है। पहले चरण के मतदान का प्रचार अभियान कल शाम समाप्त होगा। बुधवार को पहले चरण, और ११ फरवरी को दूसरे चरण का मतदान होगा। भारतीय जनता पार्टी के वरिष्ठ नेता लाल कृष्ण आडवाणी ने देवरिया और फैजाबाद में कई रैलियों को संबोधित किया। बहुजन समाज पार्टी प्रमुख मायावती ने महाराजगंज और बस्ती जिलों में रैलियां की। कांग्रेस महासचिव राहुल गांधी ने वाराणसी और सिद्धार्थनगर जिलों में जनसभाओं को संबोधित किया।निर्वाचन आयोग ने सभी राजनीतिक दलों को निर्देश दिया है कि चुनाव अभियान के लिए विमान या हेलिकॉप्टर का उपयोग करने से पहले मुख्य निर्वाचन अधिकारी को इसकी जानकारी दें।

राज्य में पहले चरण में गोंडा सहित दस जिलों की ५५ सीटों के लिए बुधवार को मतदान होगा।
गोंडा अवध के ही एक इलाके का जिला है। लेकिन अपने क्षेत्र के तमाम और जिलों की तरह ही बुनियादी सुविधाओं की कमी से जूझ रहा है। परिसीमन के बाद गोंडा में एक और विधानसभा सीट जुड़ गई है और अब यहां सात विधानसभा क्षेत्रों से इस बार १०६ उम्मीदवार चुनाव लड़ रहे हैं। इनमें सात महिला उम्मीदवार भी हैं। २००७ के विधानसभा चुनाव में गोंडा में समाजवादी पार्टी और बसपा का मुकाबला बराबरी पर छूटा था और दोनों को तीन-तीन सीटें मिली थी। इस चुनावी जंग में राजघराने से जुड़े दो उम्मीदवार कुंवर आनंद सिंह और कुंवर अजय प्रताप भी अपनी किस्मत अजमा रहे हैं वहीं सात महिला उम्मीदवारों में सपा उम्मीदवार नंदिता शुक्ला ही वर्तमान में विधायक हैं। स्थानीय लोग चाहते हैं कि दस सालों से बंद पड़ी नवाबगंज चीनी मिल का ताला फिर खुले। गोंडा के इक्कीस लाख मतदाताओं की मांगे बहुत हैं और उन्हें उम्मीद है कि इस बार जरूर कुछ अच्छा होगा। गोंडा से कैलाश नाथ वर्मा के साथ संजय प्रताप सिंह आकाशवाणी समाचार।

महाराष्ट्रवाड़ी गोमांतक पार्टी ने गोवा में कांग्रेस के नेतृत्व वाली गठबंधन सरकार से समर्थन वापस ले लिया है। पार्टी ने ये फैसला राज्य में तीन मार्च को निर्धारित विधानसभा चुनाव से ठीक पहले किया है। पार्टी अध्यक्ष दीपक धावलिकर ने कहा कि ये फैसला पार्टी की केन्द्रीय समिति का है। उन्होंने कहा कि समर्थन वापसी के निर्णय से राज्यपाल के शंकर नारायणन, विधानसभा अध्यक्ष प्रताप सिंह राणे और मुख्यमंत्री दिगम्बर कामत को इस फैसले की जानकारी दे दी गई है। श्री धावलिकर ने कहा कि पार्टी ने चुनाव के लिए, मुख्य विपक्षी दल भारतीय जनता पार्टी के साथ गठबंधन को अंतिम रूप दे दिया है और आज इस बारे में औपचारिक घोषणा की जाएगी। चालीस सदस्यों वाली गोवा विधानसभा में महाराष्ट्रवाड़ी गोमांतक पार्टी के दो विधायक हैं।--
चंडीगढ़ में राष्ट्रीय एंटीबायोटिक प्रतिरोध निगरानी केंद्र की स्थापना की जाएगी। देश में इस तरह के पहले केंद्र की स्थापना चिकित्सा विज्ञान और अनुसंधान स्नातकोत्तर संस्थान में की जाएगी। भारतीय चिकित्सा अनुसंधान परिषद द्वारा स्थापित किये जाने वाला यह केंद्र कुछ ही महीनों में काम शुरू कर देगा। चंड़ीगढ़ के पीजीआई में मेडिकल माइक्रो बायोलॉजी विभाग के प्रोफेसर डॉ० पल्लब रे ने इसकी जानकारी देते हुए बताया कि देश में एंटीबायोटिक के अनावश्यक उपयोग और उसके दुष्प्रभाव को देखते हुए इस तरह के केन्द्र स्थापित करने का फैसला किया गया। पिछले वर्ष नवम्बर में भारतीय चिकित्सा अनुसंधान परिषद ने इसकी मंजूरी दी थी।--
सीरिया से संबद्ध संयुक्त राष्ट्र प्रस्ताव पर रूस और चीन के वीटो पर व्यापक प्रतिक्रिया हुई है। पश्चिमी और अरब देशों में इसकी कड़ी आलोचना की है, जबकि रूस और चीन ने इस प्रस्ताव पर और काम करने की आवश्यकता बतायी है। भारत सहित १३ देशों ने प्रस्ताव के पक्ष में मतदान किया। केवल रूस और चीन ने इसके खिलाफ वीटो का इस्तेमाल किया। प्रस्ताव का प्रारूप मोरक्को ने पेश किया था, जिसमें सभी प्रकार की हिंसा को तत्काल समाप्त करने का आग्रह किया गया था। प्रारूप में किसी प्रकार का प्रतिबंध लगाने या सैन्य कार्रवाई करने को नहीं कहा गया है। ब्यौरा हमारे पश्चिम एशिया संवाददाता सेः-संयुक्त राष्ट्र महासचिव बान की मून ने वीटो प्रस्ताव को दुखद बताते हुए कहा कि इससे संयुक्त राष्ट्र को गहरा धक्का पहुंचा है। वहीं प्रस्ताव पेश करने वाले मोरक्को के राजदूत ने इसके वीटो होने पर गहरा अफसोस जताया। संयुक्त राष्ट्र में भारत के प्रतिनिधि हरदीप सिंह पुरी ने कहा कि भारत समस्या के हल के लिए सीरिया के लोगों द्वारा चलाई गई राजनीतिक प्रक्रिया की दिशा में अरब लीग की कोशिशों का समर्थन करता है। संयुक्त राष्ट्र में अमरीकी राजदूत सूजन राइट्स ने वीटो को एक शर्मनाक कार्रवाई की संज्ञा दी और कहा कि सीरिया में अब आगे जो भी खून खराबा होगा उसकी जिम्मेदारी से रूस और चीन बच नहीं सकते। तारीफ में जारी एक बयान में फ्रांस के राष्ट्रपति निकोला सारकोजी ने आशंका जताई कि इससे सीरिया सरकार की दमन की कार्रवाई को बल मिलेगा। ब्रिटेन के विदेश मंत्री विलियम हेक का कहना था कि रूस और चीन ने सीरिया के लोगों के खिलाफ वोट डाला है। वहीं संयुक्त राष्ट्र में रूस के राजदूत विटाली चरकिन ने वीटो का समर्थन किया और कहा कि प्रस्ताव एकतरफा था। रूस ने पहले भी आरोप लगाया था कि वह प्रस्ताव में सीरिया में सत्ता परिवर्तन के खिलाफ है। चीन के प्रतिनिधि ली बॉ डॉन का कहना था कि प्रस्ताव से संकट का हल नहीं निकल सकता क्योंकि अभी भी एक राय नहीं बन पाई है। सीरिया के राजदूत बशा गफ्फारी ने प्रस्ताव को खारिज करते हुए कहा कि उसे लोकतंत्र के बारे में उन देशों से सीखने की जरूरत नहीं है जो खुद इन मूल्यों के खिलाफ है। अतुल तिवारी, आकाशवाणी समाचार।

नेपाल में भारत के राजदूत जयंत प्रसाद ने कास्की जिले के अरबा में भारत की सहायता से बनाए गए विद्यालय के भवन का उद्घाटन किया। इसकी निर्माण लागत लगभग दो करोड़ नेपाली रूपये है। विद्यालय की नई इमारत बन जाने से करीब चार सौ से अधिक छात्रों को शिक्षा की बेहतर सुविधाएं प्रदान की जा सकेगी। श्री जयंत प्रसाद ने छात्रों के लिए विद्यालय के प्रांगण में एक नेत्रशिविर का भी उद्घाटन किया। यहां जरूरतमंद बच्चों को चश्में और अन्य उपकरण निशुल्क वितरित किए जाएंगे।--
नेपाल में तीन प्रमुख दल - यूनाइटेड कम्युनिस्ट पार्टी ऑफ नेपाल - माओवादी, कम्युनिस्ट पार्टी ऑफ नेपाल - यू एम एल और नेपाली कांग्रेस विवादित मुद्दों का हल निकालने तथा शांति प्रक्रिया और समय पर संविधान का प्रारूप पूरा करने के लिए काम करने पर सहमत हो गए हैं। काठमांडू में कल संविधान सभा में शामिल सभी पार्टियों की बैठक हुई जिसमें संविधान सभा के अध्यक्ष सुभाष चन्द्र नेमवांग ने प्रधानमंत्री और विपक्षी दलों से सदन का कामकाज फिर शुरु कराने का आग्रह किया। बैठक के बाद पूर्व प्रधानमंत्री पुष्प कमल दहल ने कहा कि वे सभी लंबित जटिल मुद्दों का सदभावपूर्ण हल निकालने की कोशिश करेंगे।--
असम में, राजीव गांधी ग्रामीण विद्युतीकरण योजना के तहत २३ जिलों में बिजली पहुंचाने का प्रस्ताव है। इनमें से १६ जिलों में राज्य बिजली बोर्ड और सात जिलों में पावर ग्रिड कॉरपोरेशन बिजली पहुचाएगा। सरकारी इस योजना के तहत सात हजार दो सौ उनचास और गांवों में बिजली पहुंचाई जाएगी। एक रिपोर्ट-योजना के तहत गरीबी रेखा से नीचे रहने वाले लगभग साढ़े सात लाख घरों में बिजली कनेक्शन निशुल्क मुहैया कराये जाएंगे। यह योजना यूपीए सरकार के न्यूनतम साझा कार्यक्रम में किए गए वायदे के अनुरूप होगी। जिसमें अगले पांच वर्ष में सभी घरों में बिजली पहुंचाने और गांवों को बिजली सुविधा प्रदान करना शामिल है। राज्य के दो हजार एक सौ पैंतालीस दूर-दराज के गांवों में जहां ग्रिड से बिजली नहीं पहुंचाई जा सकती, उन्हें गैर पारंपरिक ऊर्जा स्रोत से बिजली प्रदान की जाएगी। राज्य बिजली बोर्ड, असम ऊर्जा विकास एजेंसी और वन विभाग ने दूर-दराज के गांवों में इसे लागू करने के लिए संयुक्त रूप से काम करने की योजना बनाई है। १९ जिलों के सात सौ ऐसे गांव सौर ऊर्जा प्रणाली के अंतर्गत लाए जा चुके हैं। राज्य सरकार ने ऊपरी असम के मार्गरिटा में पांच हजार मेगावाट थर्मल पावर का संयंत्र लगाने की भी योजना है, ताकि गर्मियों के दिनों में बिजली की कमी दूर की जा सके। समाचार कक्ष से मैं आशुतोष जैन।

विश्वप्रसिद्ध मरू महोत्सव आज से राजस्थान के जैसलमेर में शुरू हो गया है। महोत्सव में सांस्कृतिक, लोक संगीत और नृत्य के कार्यक्रम आयोजित किए जाएंगे। पहले दिन पगड़ी बांधने की प्रतियोगिता का आयोजन किया जा रहा है। हमारे संवाददाता ने बताया है ऊंट पोलो, ऊंट साज सज्जा और ऊंट दौड़ जैसे कुछ आयोजन मेले का प्रमुख आकर्षण हैं।हजारों देशी-विदेशी सैलानियों की मौजूदगी के बीच तीन दिन का मरू उत्सव शुरू हुआ। राजस्थान के राज्य पूर्व मंत्री हेमाराज चौधरी ने ढोल की थाप बजाकर इस उत्सव का उद्घाटन किया। उत्सव की शुरूआत एक शोभा यात्रा के साथ हुई जो गड़सीसर सरोवर से शुरू हुई। इस शोभा यात्रा में बड़ी संख्या में लोक कलाकार रंगारंग राजस्थानी वस्त्रों में सजे धजे थे और नाचते गाते चल रहे थे। शोभा यात्रा शहीद पूनम स्टेडियम पर संपन्न हुई जहां तीन दिन के इस उत्सव के विभिन्न कार्यक्रमों की औपचारिक शुरूआत हो गई। मरू उत्सव सात फरवरी को संपन्न होगा। अनुराग वाजपेयी, आकाशवाणी समाचार, जयपुर।

असम में चौथा सिने एएसए अंतराष्ट्रीय फिल्म समारोह आज शाम गुवाहाटी में शुरू हो रहा है। मशहूर अभिनेता बीजू फूकन रवीन्द्र भवन में इसका औपचारिक उद्घाटन करेंगे। समारोह में दुनिया भर की लगभग चालीस फिल्में दिखाई जाएंगी।समारोह का आयोजन असम के सिने आर्ट सोसायटी, सिने एएसए और राज्य फिल्म विकास निगम ने मिलकर किया है। समारोह की शुरूआत ऋतुपर्णो घोष की बंगला फिल्म नौका डूबी से होगी। सप्ताह भर का यह समारोह गुवाहाटी के अलावा डिब्रूगढ़ और लखीमपुर में भी चलेगा।

पैगम्बर मोहम्मद का जन्मदिन मिलाद-उन-नबी आज धार्मिक उल्लास के साथ मनाया जा रहा है। दिल्ली में कई जगहों पर रात भर चलने वाली प्रार्थना सभाओं और जुलूस का आयोजन किया जा रहा है। लोगों ने अपने घरों और मस्जिदों की भव्य सजावट की है। कश्मीर घाटी और लद्दाख क्षेत्र में, कड़ाके की ठंड और बर्फबारी के बावजूद मस्जिदों, खानकाहों, जामा-मस्जिदों और अन्य स्थलों पर रात भर विशेष नमाज अदा की गई। मुख्य समारोह मशहूर डल झील के किनारे, हजरतबल दरगाह में हुआ, जहां पैगम्बर मोहम्मद का मू-ए-मुकद्दस मौजूद है। यहां हजारों श्रद्धालुओं ने सुबह की नमाज के बाद पैगम्बर मोहम्मद के केश के दर्शन किए। आज यह सिलसिला हर नमाज के बाद जारी रहेगा।

Former ISRO chief G Madhavan Nair and three senior scientists have been indicted by a Committee appointed by the space body, for acts of commission in the Antrix-Devas deal. The report prepared by the Committee headed by Pratyush Sinha, former Chief Vigilance Commissioner, said that the Antrix-Devas deal lacked transparency. It recommended that action needs to be taken against Nair, A Bhaskaranarayana, K R Sridhara Murthi and K N Shankara, all of whom have retired. Antrix is the commercial arm of ISRO.
The five-member high level Committee made its report public last night. It said, there have not only been serious administrative and procedural lapses but also suggestion of collusive behaviour on the part of certain individuals. The Committee set up on May 31 last year, also proposes action against four other scientists - S S Meenakshisundaram, Veena Rao, G Balachadran and R G Nadadur.
They have been found responsible for the acts of omissions by not paying enough attention to details and not ensuring that the various notes that were put up for decision to the competent authorities, included all necessary details and had undergone various necessary consultative processes. "Two commissions of enquiry were set up to probe allegations of revenue losses in the allocation of space spectrum using S-band between the Indian Space Research Organisation ISRO’s commercial arm Antrix Corporation and a private company Devos multimedia . The agreement was reached on January 28, 2005. The high-powered committee comprising BK Chaturvedi and Roddam Narasimha reviewed the technical, commercial, procedural and financial aspects of the agreement. Campaigning for the 1st phase will end tomorrow evening. BJP stalwart Lal Krishna Advani addressed several rallies in Deoria and Faizabad. The election commission has issued orders to political parties that they should inform the chief electoral officer of the state before using any aircraft or helicopter for election campaign. Our Gorakhpur correspondent reports that several cases of violation of the model code of conduct have also been reported during the past 24 hours.
"The enforcement agencies seized over 31 Lakh rupees and more than 2.5 Kilolitres of liquor from Moradabad. With this, the seizure of cash recovered in the state exceeds 70 Crore rupees since the enforcement of model code of conduct. Gonda is part of Awadh area of Uttar Pradesh which is suffering many infrastructural problems like other districts of this region. Delimitation has increased one assembly segment and Gonda has now seven assembly constituencies where 106-candidates including seven women are contesting 2012 the assembly elections . In 2007 elections both Samajwadi and BSP shared three seats each. This time Samajwadi party ignored its six times MLA Ramkishan Azad from Mankapur reserved seat and party ticket has been given to five time winner Babulal. Two candidates from royal family Kunwar Anand Singh and Kunwar Ajay Pratap are also testing their fate in this election. Among seven women contestants the Samjawadi candidate Nandita Shukla is only sitting MLA here . The wish list of 21 lakh voters of Gonda is long and political promises are also many, but local citizens could hope for the best at least this time. Maharashtrawadi Gomantak Party today withdrew support from the Congress-led coalition government in Goa. The move comes less than a month ahead of the March 3 Assembly polls. MGP President Deepak Dhavalikar said, the decision has been taken as per a resolution passed by the Central Committee, the party's highest decision making body. He said, the party has forwarded letters conveying its decision to Governor K Sankaranarayanan, Assembly Speaker Pratapsinh Rane and Chief Minister Digambar Kamat. Dhavalikar said, the party has finalised a pre-poll alliance with main opposition BJP which will be formally announced later in the day.
MGP has two MLAs in the 40-member Goa Assembly. The party's withdrawal of support, however, will not affect the stability of the Congress-led government, which still enjoys a majority in the House. Sharad Pawar-led NCP is a part of the ruling coalition.

The new draft of National Water Policy has stressed the need for better management to meet the growing demand due to population growth and urbanisation. Noting that changing lifestyle pose serious challenges to water security, the government has admitted that large parts of the country have become water stressed.
Recently released draft of the policy has asserted to utilise modern techniques and information technology with adequate trained personnel for scientific planning.

The Russia-China Veto on the resolution on Syria at UN Security Council has evoked widespread reactions. Western nations and Arab nations have slammed the move while Russia and China insisted that the text needed more work.
Thirteen countries including India voted for the resolution with only Russia and China voting against with a veto which saw to it that the resolution couldn’t sail through.
The draft resolution, put forward by Morocco, had called for an immediate end to all violence. It did not impose any sanctions, nor did it authorize military action. Our West Asia Correspondent has filed this report-

The Syrian embassy in Canberra has become one of several Syrian consulates to be attacked around the world. The attack on the embassy comes as Russia and China vetoed a UN Security Council resolution calling on Syrian President Bashar al-Assad to stand down. A group of about 40 men stormed the embassy in the southern Canberra suburb of O'Malley last night.
Once inside, they smashed everything in sight on the ground floor of the building. Police Superintendent Mick Calatzis said three embassy staff took refuge in the basement. Calatzis said so far no arrests have been made and federal police and other Commonwealth agencies are all investigating.
Syrian embassies in London, Berlin, Cairo and Kuwait are among others which have come under attack from protesters in recent days.

In Egypt, saboteurs in the wee hours of today, blew up a pipeline that supplies gas to Israel, the 12th such attack in a year. Authorities said, masked gunmen planted explosives under the pipeline in the Al-Massaeed area, close to the town of El-Arish in the north of the Sinai peninsula.
Witnesses said they heard a very loud explosion, before a large fire broke out. Officials said emergency services were rushed to the scene to try to control the blaze, adding that there were no immediate reports of casualties.

Tokyo and Washington have agreed to move 4,700 Marines from the Japanese island of Okinawa to Guam in a bid to revive a stalled plan for the realignment of US forces in Japan. The two countries in 2006 agreed to the transfer of around 8,000 Marines from Okinawa to the US territory of Guam and the relocation of an air base on Okinawa but the move has been delayed as Tokyo struggles to convince Okinawans to accept the deal.
According to Kyodo News, the US Defense Department is now considering shifting the remaining 3,300 Marines to elsewhere in the Pacific, such as Hawaii, Australia and the Philippines. The daily said senior Japanese and US foreign and defence officials will meet in Washington tomorrow, with the two governments expected to announce details of the transfer on February 13.

Early results from Republican caucuses in the US state of Nevada give Mitt Romney an early lead. Voting in most areas finished early last evening, but Clark County, which includes Las Vegas, held an evening caucus to allow observant Jews to participate. Milad-un-Nabi, the birth anniversary of Prophet Mohammad, is being celeberated today with religious fervour. In Assam, the 4th Cine ASA International Film Festival, 2012 will begin in Guwahati this evening. Noted Assamese film star Biju Phukan will formally inaugurate the festival at Rabindra Bhawan. Around 40 movies from across the world will be screened in the festival.

In Assam, villages in 23 districts are proposed to be electrified under the Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) scheme. Electrification in 16 districts is to be implemented by State Electricity Board and in seven districts by the Power Grid Corporation of India. The Centre has already provided an approval for implementation of the programme in 13 districts of the State.
According to official sources, electrification of 7249 new villages has been completed under the programme providing free electricity connections to 7.38 lakh below poverty line households. The scheme has been launched to fulfill the commitment of the National Common Minimum Programme of the UPA Government completing the household electrification in the next five years and modernizing the rural electricity infrastructure.
2145 remote villages in the state which cannot be electrified through grid-are to be covered through the means of non-conventional source of energy.

भारत ने कहा है कि सीरियाई लोगों द्वारा विवाद के समाधान की संयुक्त राष्ट्र सुरक्षा परिषद के समर्थन वाली अरब लीग शान्ति योजना के प्रति भारत का समर्थन इस मुद्दे पर भारत के निर्धारित रूख के अनुरूप है। एक बयान में संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि हरदीप पुरी ने कहा कि इस प्रस्ताव में संयुक्त राष्ट्र चार्टर के तहत कोई कदम उठाये जाने की संभावना से इंकार किया गया है और इसमें सीरियाई सरकार और अरब लीग देशों के तत्वावधान में पूरे विपक्ष के बीच राजनीतिक वार्ता पर जोर दिया गया है। श्री पुरी ने कहा कि राजनीतिक वार्ता सीरियाई नेताओं द्वारा घोषित राजनीतिक सुधारों पर आधारित होनी चाहिए ताकि सीरियाई समाज के सभी वर्ग उसे स्वीकार कर सकें।उधर, प्रस्ताव के इस मसौदे को रूस और चीन ने वीटो कर दिया है। श्री पुरी ने सीरिया की मौजूदा स्थिति पर चिन्ता व्यक्त करते हुए कहा कि इसके चलते पिछले दस महीनों में हजारों की संख्या में नागरिक और सुरक्षाकर्मी मारे गए हैं। श्री पुरी ने स्पष्ट किया कि भारत, मानवाधिकार के सभी प्रकार के उल्लंघनों और किसी के भी द्वारा की जा रही हिंसा का विरोध करता है।
श्री पुरी ने सीरिया के नेताओं से कहा है कि वे हिंसा रोंके और सीरिया के लोगों की आकांक्षाओं को ध्यान में रखे। उन्होंने दोहराया कि भारत का पक्का विश्वास है कि मौजूदा संकट के समाधान के लिए राजनीतिक प्रक्रिया सीरियाई लोगों द्वारा ही चलाई जानी चाहिए।

उत्तरप्रदेश में विधानसभा चुनाव के पहले चरण का चुनाव प्रचार कल समाप्त हो जाएगा। इस चरण में अवध और पूर्वी उत्तरप्रदेश के दस जिलों के पचपन निर्वाचन क्षेत्रों में इस महीने की ८ तारीख को मतदान होगा। पांचवें चरण के लिए नाम वापस लेने का कल आखिरी दिन है। सातवें और अंतिम चरण के लिए कल से पर्चे भरे जाएंगे। सातवें चरण में मुरादाबाद, लखनऊ और बरेली मंडलों के दस जिलों के साठ निर्वाचन क्षेत्रों में चुनाव होंगे।हमारे संवाददाता ने बताया है कि पहले दो चरणों के लिए चुनाव प्रचार जोरों पर है।

सरकार ने कहा है कि वह इस साल अगस्त तक कोयला, लिग्नाइट और बालू को छोड़ कर प्रमुख खनिजों के लिए नई रॉयल्टी दरों को अंतिम रूप दे देगी। खनिज मंत्री दिनशा पटेल ने आज पत्रकारों से कहा कि इससे राजस्व प्राप्ति में काफी वृद्धि होगी। उन्होंने कहा कि रॉयल्टी दरों की समीक्षा के लिए एक समिति बनाई गई है और यह राज्य सरकारों सहित सभी संबंधित पक्षों के साथ लगातार बैठकें कर रही है। श्री पटेल ने कहा कि जून महीने तक पारित होने वाले नए खनन विधेयक में रॉयल्टी बढ़ाने के प्रावधान हैं।हमारे संवाददाता ने बताया है कि लोह अयस्क सहित प्रमुख खनिजों के लिए रॉयल्टी दरों की समीक्षा इस साल होनी है और इसके लिए गठित अध्यन दल द्वारा अगले वित्त वर्ष की शुरूआत में अपनी रिपोर्ट देने की संभावना है।

अफगानिस्तान के दक्षिणी कंधार षहर में पुलिस मुख्यालय के पास एक बम विस्फोट में आज पांच पुलिसकर्मियों समेत नौ लोग मारे गये हैं और १९ घायल हो गये हैं। घायलों में छह पुलिसकर्मी शामिल हैं। मीडिया की खबरों में प्रांतीय सरकार के अधिकारियों के हवाले से बताया गया है कि यह धमाका इतना जबरदस्त था कि आस-पास की इमारतों के षीषे चकनाचूर हो गये। अब तक किसी संगठन ने इस हमले की जिम्मेदारी नहीं ली है।------

पश्चिम बंगाल में बांकुरा जिले के बेलफारीं में आज सुरक्षाबलों के साथ मुठभेड़ में एक कट्टर माओवादी मारा गया। पुलिस सूत्रों के अनुसार मधुपुर जंगल में इस आतंकवादी के होने की खबर मिलने पर संयुक्त पुलिस बल ने हमला किया और उसे मार गिराया। पुलिस ने घटनास्थल से हथियार और गोला बारूद बरामद किए हैं।------
महाराष्ट्र में उस्मानाबाद जिले में नलदुर्ग में आज एक सड़क दुर्घटना में ८ लोगों की मृत्यु हो गई और ७ अन्य घायल हो गए।यह दुर्घटना उस समय हुई जब तीर्थ यात्रियों को पंढरपुर से हैदराबाद ले जा रहा एक ट्रक सड़क किनारे पेड़ से टकरा गया। घायलों को सोलापुर सिविल अस्पताल में भर्ती कराया गया है।

ओड़िशा में केन्द्रीय मुर्गीपालन विकास संगठन के एक फार्म में बर्डफ्लू का पता चलने पर आज भुबनेश्वर में मुर्गियों को मारने का काम शुरू कर दिया हैं। इस काम में लगे पांच त्वरित कार्रवाई दलों ने २९ हजार मुर्गियों में से अब तक १८ हजार से अधिक मुर्गियों को मार दिया है। एक दिन पहले केन्द्र ने ओड़िशा सरकार को केन्द्रीय मुर्गीपालन विकास संगठन तथा इसके आसपास के तीन किलोमीटर के दायरे के फार्मों में मुर्गियों को मारने का निर्देश दिया था।------

असम में चौथा सिनेआसा अंतरराष्ट्रीय फिल्म समारोह-२०१२ आज से गुवाहाटी में शुरू हुआ। असमिया फिल्म अभिनेता बीजू फुकन ने आज रवींद्र भवन में इस समारोह का उद्घाटन किया। समारोह में दुनियाभर की करीब चालीस फिल्में दिखाई जाएंगी। हमारे संवाददाता ने खबर दी है कि समारोह के उद्घाटन पर प्रसिद्ध फिल्म निर्देशक ऋतुपरणा घोष की बंगला फिल्म ÷नौकाडुबी' दिखाई गई।इस महोत्सव में स्पॉटलाइट, इंडियामोजइक, एनआरएएडेवर और वर्ल्ड प्रिज्म जैसे विभिन्न शाखओं फिल्में प्रदर्शित किया जाएगी। हफ्ते भर चलने वाले महोत्सव के तहत गुवाहाटी के अलावा डिब्रगढ़ और लखीमपुर में भी फिल्में दिखाएं जाएंगे। बांग्लादेश, कनाडा, टर्की, जर्मनी, नार्वे जैसे देशों में निर्मित फिल्में आकर्षण के केन्द्र होंगे। आयोजक असम के निदेशक जानु बरूआ द्वारा निर्मित फिल्म फ्रीनिति प्रदर्शन करने के साथ ही इस फिल्म से जुड़े हुए कलाकारों को सम्मानित भी करेंगे।

India has said its support for a UN Security Council draft resolution backing an Arab League peace plan for a Syrian-led political resolution of the conflict was in accordance with its consistent stand on the issue. India’s permanent representative to the UN Hardeep Puri in a statement said, the resolution expressly rules out any measure under the UN Charter and calls for serious political dialogue between the Syrian government and the whole spectrum of the opposition under the auspices of the League of Arab States.
Mr Puri said, the political dialogue should be built upon the political reforms already announced by the Syrian leadership with necessary changes so that they find acceptance among all sections of Syrian society. The draft resolution, was however, vetoed by Russia and China.
Mr Puri expressed India's concern with the present situation which, he said, has resulted in the deaths of thousands of civilians and security forces personnel over the last ten months.
Mr Puri made it clear that India was against all violations of human rights and all forms of violence, irrespective of who were its perpetrators.
Mr Puri said India had already impressed upon the Syrian side to abjure violence and pay heed to the aspirations of the people of Syria. He reiterated that India was firmly of the view that a political process for resolution of the present crisis should be led by the Syrians themselves.

In Uttar Pradesh the campaigning for the first phase will end tomorrow. Polling for first phase will be held on 8th February in 55 constituencies of 10 districts of mainly Awadh and eastern UP . More from our correspondent.

The last date for withdrawal of Candidature for fifth phase is also ending tomorrow. The Nomination for seventh and last phase will also begin from Monday. In the seventh phase, elections will be held in 60 assembly constituencies of ten districts of Muradabad, Lucknow and Bareilly divisions.

Maharashtrawadi Gomantak Party today withdrew support to the Congress-led coalition government in Goa. MGP President Deepak Dhavalikar said the party has forwarded letters conveying its decision to Governor K Sankaranarayanan, Assembly Speaker Pratapsinh Rane and Chief Minister Digambar Kamat.
Dhavalikar said, the party has finalised a pre-poll alliance with main opposition BJP. MGP has two MLAs in the 40-member Goa Assembly. The party's withdrawal of support, however, will not affect the stability of the Congress-led government, which still enjoys a majority in the House.

In West Bengal, one hard-core Maoist was killed in an encounter with security force at Belphari in Bankura district today. According to police sources the joint force launched attack on Maoists following a tip of on their presence in Madhupur forest area. Police recovered arms and ammunition from the spot. Meanwhile, the state government today gave compensation of one lakh rupees each to the 9th families at Goaltore west Midnapur who were killed in Maoist attacks in the district.

Freezing weather has hit transport hubs across Europe, closing airports, blocking roads and halting trains. Transport hubs in Central and Eastern Europe have been forced to close amid the biggest freeze in decades, which has claimed more than 260 lives. Ukraine has been hardest hit, with at least 122 deaths over the past week, including many who froze to death in the streets as temperatures plunged to as low as minus 38 degree Celsius.
Hundreds of heated tents have been set up around the country to provide food, drink and shelter. Poland has lost at least 45 people in temperatures as low as minus 27 degree Celsius, while Romania's death toll has reached 28. Reports says, the cold snap has also killed people in Bosnia, Latvia, Lithuania, Estonia, Bulgaria, the Czech Republic, Italy, Slovakia, France, Austria and Greece.

Finland is going through second round of polling to elect its new President. The final results are expected later today. In the first round of voting on 22nd January, none of the eight candidates obtained more than half of the votes. In Afghanistan, nine persons including five policemen have been killed and 19 others injured in a car bomb attack near police headquarters in the southern Kandhar city today. According to official sources insurgents detonated an explosive laden vehicle near provincial police headquarters around 11 a.m. IST. The 19 persons injured in the blast include 6 policemen. The blast was so massive that the window panes of nearby buildings got shattered. No group has so far claimed responsibility for the incident.

Libya has put 41 loyalists of Moamar Gaddafi on trial, in the first legal proceedings launched against members of the former regime which was ousted after a bloody conflict. The accused, mostly civilians, appeared in a military court today in the eastern city of Benghazi.
They are accused of supporting the Gaddafi regime in its attempts to crush the popular revolt, as well as helping prisoners to escape and setting up "criminal gangs."
Their trial comes as human rights groups have raised concerns over Libya's judicial system and also accused former rebels of "torturing" Gaddafi loyalists in custody. The trial was later adjourned to February 15.

The West Bengal government has constituted nine member committee to evaluate the performance of Gram Panchayat in the State. The State Panchayat Secretary Mr. Sourabh Das is heading the Committee. Giving the information, the State Panchayat and Rural Development Minister Mr. Subroto Mukherjee told AIR that the State Government has decided to reward and penalise the Panchayat, based on their performance. Mr Mukherjee informed that the government will initiate legal action against those Panchayats whose performance are not satisfactory.
The State Government has already identify 135 non- performing Gram Panchayat who have failed to utilize funds mostly for project under Mahatma Gandhi National Rural Employment Act (NREGA) and Pradhan Mantri Gram Sadak Yojana. The government also decided to clear the wages to the workers under MGNREGA on daily wages.

India has pitched for greater collaboration among South Asian countries in addressing common health problems. Inaugurating the 4th Regional Meeting of South Asian Forum of Health Research in New Delhi, Union Health and Family Welfare Minister Ghulam Nabi Azad said vector borne diseases, diarrheal diseases and other health problems are such areas where collaborative efforts are required to develop common solutions and their cross border implementation.
"In the first stage , the pilot programme we are going on take about hundred district which will involve about population of hundred fifty to two hundred million population ,almost the size of our each individual neighboring countries .Within next two years, we would like to roll out this programme for the entire nation to screen everybody for diabetes and cancer cardio-muscular daises."

In Odisha, culling of birds started in Bhubaneswar today following detection of avian flu H5N1 virus in a farm of the Central Poultry Development Organisation. More than 18,000 of the 29,000 fowls have so far been culled by the five rapid response teams engaged in the work. A huge pit has been dug to bury the culled birds and elaborate arrangements have been made for disinfecting the area. The operation is likely to be completed in three days.

Milad-un-Nabi, the birth anniversary of Prophet Mohammed, was celebrated today with religious fervour and gaiety across the country. In Delhi, prayer meetings and procession were organized in the different parts of the city. In the Kashmir valley and Ladakh region, despite severe cold night-long special prayers were held in mosques and other shrines. The main function was held at Hazratbal shrine, which houses the Holy Relic of Prophet Mohammed.

Chasing a victory target of 217 runs set by the hosts, India were bundled out for 151 in 29.4 overs. For India, Virat Kohili made 31. Clint Mckay took four wickets for Australia. The match was reduced to 32 overs due to rain.
