उत्तर प्रदेश विधानसभा चुनाव के पहले चरण के लिए मतदान चल रहा है। इस चरण में फैजाबाद, लखनऊ, देवीपाटन और बस्ती मंडलों के दस से ज्यादा जिलों में ५५ विधानसभा सीटों पर वोट डाले जा रहे हैं। मतदान शाम पांच बजे तक चलेगा। हमारे संवाददाता ने खबर दी है कि आज के मतदान में ६५ महिलाओं सहित आठ सौ ६२ उम्मीदवारों के राजनीतिक भविष्य का फैसला होगा।
निर्वाचन आयोग ने पांच राज्यों उत्तर प्रदेश, पंजाब, उत्तराखंड, मणिपुर और गोआ विधानसभाओं का चुनाव होने तक एग्जिट पोल के प्रसारण और प्रकाशन पर तीन मार्च तक रोक लगा दी है। आयोग ने इस आशय की अधिसूचना जारी करते हुए जन प्रतिनिधित्व अधिनियम १९५१ की धारा १२६ के तहत प्रत्येक चरण में मतदान समाप्त होने से पहले की ४८ घंटे की अवधि के दौरान इलेक्ट्रोनिक मीडिया पर किसी भी रूप में जनमत सर्वेक्षण के प्रसारण पर भी रोक लगा दी है। एग्जिट पोल पर रोक तीन मार्च की शाम साढ़े पांच बजे तक इलेक्ट्रोनिक और प्रिंट मीडिया दोनों पर लागू होगी जबकि जनमत सर्वेक्षण पर रोक केवल इलेक्ट्रोनिक मीडिया के लिए है।
उच्चतम न्यायालय ने व्यवस्था दी है कि रिक्त पदों की संख्या ज्यादा होने के बावजूद सरकार विज्ञापन में दिये गए रिक्त पदों से ज्यादा नियुक्तियां या चयन नहीं कर सकती क्योंकि ऐसा करना संविधान का उल्लंघन होगा। न्यायमूर्ति अल्तमस कबीर और न्यायमूर्ति एस. एस. निज्झर ने कहा कि ऐसा कोई भी फैसला अनुच्छेद १४ के तहत कानून के समक्ष समानता और अनुच्छेद १६ के तहत सार्वजनिक नियुक्तियों के समान अवसर पाने के अधिकार का उल्लंघन होगा।
उच्चतम न्यायालय ने ये व्यवस्था असम सरकार के फैसले को चुनौती देने वाली अपीलों को खारिज करते हुए दी। असम सरकार ने भूमि रिकॉर्ड और सर्वेक्षण निदेशालय में रिक्त पड़े ६९० पदों को न भरने का फैसला किया था, क्योंकि अधिकारियों के मुताबिक केवल १६० पदों पर नियुक्ति के लिए विज्ञापन दिया गया था।
मंत्रियों के अधिकार प्राप्त समूह ने चीनी का आवश्यकता से अधिक उत्पादन और बासमती चावल का निर्यात मूल्य नौ सौ डॉलर से घटकर सात सौ डॉलर प्रति टन रह जाने के मद्देनजर और दस लाख टन चीनी निर्यात की अनुमति दे दी है। नई दिल्ली में कल शाम हुई मंत्रिसमूह की बैठक में इस आशय का फैसला लिया गया। बैठक की अध्यक्षता करते हुए वित्तमंत्री प्रणब मुखर्जी ने ४० लाख टन तक गैर बासमती चावल के निर्यात को जारी रखने की भी मंजूरी दी।
सरकार ने एयरलाइंस को ईंधन का सीधे आयात करने की अनुमति देने का फैसला किया है। मंत्रिसमूह ने एयरइंडिया को बॉण्ड जारी करके या अन्य संसाधनों से ७४ अरब रुपये जुटाने की अनुमति देने का भी निर्णय लिया है। विदेशी विमानन कंपनियों को, भारतीय कम्पनियों में ४९ प्रतिशत हिस्सेदारी की अनुमति का भी फैसला लिया गया है।
उत्तर प्रदेश के मैनपुरी जिले में एक बस के ट्रक से भिड़ जाने से कम से कम २७ लोगों की मौत हो गई और १२ घायल हो गए। सभी यात्री एटा जिले के बागवाला गांव में एक सगाई समारोह में जा रहे थे। पुलिस के अनुसार १८ लोगों ने घटनास्थल पर ही दम तोड़ दिया जबकि २४ को तुरंत अस्पताल ले जाया गया जहां गंभीर रूप से घायल नौ लोगों की मृत्यु हो गई। जिला प्रशासन ने घटना की जांच के आदेश दिये हैें।
भारत ने कच्चे तेल के आयात के भुगतान के बारे में ईरान से एक समझौता किया है, जबकि अमरीका और यूरोपीय संघ के प्रतिबंधों की वजह से नियमित भुगतान बाधित हुआ है। समाचार एजेंसी आई ए एन एस ने भारत में ईरान के राजदूत सैयद मेहदी नबीज+ादेह के हवाले से खबर दी है कि भारतीय तेल कंपनियां ईरान से होने वाले कच्चे तेल के आयात के ४५ फीसदी हिस्से का भुगतान रुपयों में करेंगी। ईरानी राजदूत ने कहा कि बाकी के ५५ फीसदी हिस्से के भुगतान का तंत्र विकसित करने पर दोनों देशों के बीच सहमति बन गई है। ईरानी राजदूत ने कहा कि अमरीका के प्रतिबंधों की वजह से उनके देश के भारत से रिश्ते प्रभावित नहीं होंगे।

In Uttar Pradesh, polling for the first phase of assembly elections began at 7 AM in 55 constituencies. These constituencies are spread over 10 districts of four divisions Faizabad, Lucknow, Devipatan and Basti divisions. Polling will continue till 5 in the evening.
Our correspondent reports that political fate of 862 candidates including 65 women will be decided in today’s polling. More than 18 thousand polling booths have been set up and adequate security arrangements have been made to ensure the smooth conduct of polling.

The Election Commission of India has banned exit polls till the completion of Assembly elections in five states of Uttar Pradesh, Goa, Punjab, Uttarakhand and Manipur. The Commission has issued a notification to this effect.
According to the notification, the Commission has also banned release of opinion polls in any manner on the electronic media under Section 126 of the Representation of the People Act, 1951 during a period of 48 hours, counted backwards from close of poll, in each phase of election.
The ban on exit polls will apply to both the electronic and print media till 5:30 PM on 3rd of March while the ban on opinion polls will only be applied to electronic media. The Commission has also clarified that there is no ban on the opinion poll in print media as the said Act does not apply to print media

In Uttar Pradesh, at least 27 people have been killed and 12 others injured when a bus collided with a truck in Oncha police station area in Mainpuri district yesterday. Police said that the passengers of the bus were on their way to attend an marriage ceremony in Etah district. 18 people were killed on the spot, while nine other succumbed to their injuries in hospital. The District Authority has order an inquiry in to the mishap.

The Supreme Court has ruled that the government cannot make appointments or selections beyond the number of advertised post even if there is a large number of a vacancy since it would be violation of the Constitution.
A bench of Justices Altamas Kabir and S S Nijjar said that any such decision would be violation of Article 14- equality before law and Article 16- equal opportunities in terms of public appointments.
The apex court passed the ruling dismissing a bunch of appeals challenging the Assam government's decision not to fill up 690 vacant posts in the Directorate of Land Records and Survey, as according to the authorities the initial advertisement was confined only to 160 posts.

India has reached an arrangement with Iran for payment of crude oil imports. The Indo Asian News Service news agency quoting Iranian ambassador to India Syed Mehdi Nabizadeh reported that Indian Oil companies would pay for 45 per cent of the crude imported from Iran in rupees.
The Iranian ambassador said that the two countries had agreed to find a mechanism for payment of the remaining 55 per cent. Nabizadeh said that the sanctions by the United States would not hurt Iran's relations with India.
Iran contributes about 12 per cent of India's oil imports. The two countries had been trying to find ways to pay for imports after US and Europe Union imposed sanctions on Iran over its disputed nuclear programme.

The Government has allowed the national carrier Air India to raise 7,400 crore rupees by issuing bonds or other means. It has also decided to allow all airlines to directly import jet fuel to enable them save on the high incidence of tax.
The decision was taken by a Group of Ministers, GoM, headed by Finance Minister Pranab Mukherjee. Civil Aviation Minister Ajit Singh told reporters that while the decisions on direct import of aviation turbine fuel would go to the Union Cabinet for a final nod, the Cabinet Committee on Economic Affairs would take up Air India's financial restructuring plan for approval soon.

Finance Minister Pranab Mukherjee will present the Union Budget for 2012-13 on March 16th in the Lok Sabha. Talking to reporters after the meeting of the Cabinet Committee on Parliamentary Affairs (CCPA) in New Delhi yesterday, Parliamentary Affairs Minister Pawan Kumar Bansal said that the Rail budget will be presented on March 14th and the Economic Survey will be tabled on the 15th.
The budget session, which generally starts in the third week of February, has been delayed this time due to the ongoing Assembly elections in five states. The model code of conduct is in force till March 9th when the election process will be completed.

The forest cover in the country has decreased by 376 square kilometres in comparison to the year 2009 with Andhra Pradesh recording the highest loss of 80 percent. This was revealed in the India State of Forest Report 2011, released by the Secretary, Environment and Forest, T. Chatterjee in New Delhi yesterday.
The forest cover of the country is over 78 million hectares which is around 24 percent of the geographical area of the country. The report says, 15 states have registered an aggregate increase of 500 square kilometres with Punjab heading the list with increase of 100 square kilometres.
On the other hand 12 states have shown a decrease to the extent of over 800 square kilometres. Our correspondent takes a look at the reason for the maximum loss in Andhra Pradesh:
Andhra Pradesh has recorded a maximum decline of forest cover in the last two years amounting to loss of 281 square kilometres forests in the state. The India State of Forest Report 2011 of the Forest Survey of India attributed mainly to harvesting of matured eucalyptus trees for the drastic decline. With the Maoist affected areas contributing to the decline more, the satellite images have shown that there was about 180 square kilometre of forest erosion took place in Khamma district since 2009. गुजरात उच्च न्यायालय ने वर्ष २००२ में गोधरा दंगों के बाद भड़की हिंसा के दौरान उचित कार्रवाई न करने के लिए नरेन्द्र मोदी सरकार की कड़ी आलोचना की है। कार्यवाहक मुख्य न्यायाधीश न्यायमूर्ति भास्कर भट्टाचार्य और न्यायमूर्ति जे० बी० पार्दीवाला की खण्डपीठ ने इस्लामिक रिलीफ कमेटी ऑफ गुजरात की याचिका पर सुनवाई के दौरान यह टिप्पणी की। न्यायालय ने दंगों के दौरान ध्वस्त हुए लगभग पॉंच सौ धार्मिक स्थलों के लिए मुआवजा देने का आदेश दिया। न्यायालय ने कहा कि दंगों को रोकने के लिए राज्य सरकार द्वारा उचित और कारगर कदम न उठाने और लापरवाही के कारण बड़े पैमाने पर हिंसा भड़की तथा राज्यभर में कई धार्मिक ढांचे ध्वस्त कर दिये गये। न्यायालय ने कहा कि ऐसे ढांचों की मरम्मत और मुआवजे की जिम्मेदारी राज्य सरकार की है।------
कांग्रेस ने गोधरा कांड के बाद सांप्रदायिक दंगे रोकने के लिए कुछ नहीं किए जाने पर गुजरात सरकार को गुजरात उच्च न्यायालय की फटकार पर कहा है कि मुख्यमंत्री नरेन्द्र मोदी को नैतिकता के आधार पर त्यागपत्र दे देना चाहिए।------

उत्तर प्रदेश विधानसभा के चुनाव के पहले चरण में आज ६२ प्रतिशत से अधिक मतदान हुआ। इस चरण में अवध तथा पूर्वांचल क्षेत्र के दस जि+लों में ५५ सीटों के लिए वोट डाले गए।हमारे लखनऊ संवाददाता ने खबर दी है कि मतदान शांतिपूर्ण संपन्न हो गया ।

इस बीच, इलाहाबाद उच्च न्यायालय ने निर्वाचन आयोग के निर्देशों का उल्लंघन करने के लिए दो टीवी चैनलों को कारण बताओ नोटिस जारी किया है। न्यायमूर्ति अमर सरण और न्यायमूर्ति रमेश सिन्हा की पीठ ने एक जनहित याचिका पर कारण बताओ नोटिस जारी किया है। याचिका आरोप लगाया गया है कि दोनों टीवी चैनलों ने अपने कार्यक्रमों के दौरान एग्जिट पोल का प्रसारण किया था। मामले की अगली सुनवाई २९ फरवरी को होगी।------

नियमित परीक्षण की एक कड़ी के रूप में ओड़िशा में बालेश्वर के पास चान्दीपुर एकीकृत परीक्षण केन्द्र से देश में ही निर्मित सूक्ष्म पायलटरहित विमान, लक्ष्य-१ ने आज दोपहर सफलतापूर्वक परीक्षण उड़ान भरी। लक्ष्य-१ पर जमीन से नियंत्रण रखा जा सकता है और इसके जरिये वायुसेना के पायलटों को प्रशिक्षण दिया जा सकता है। इस उड़ान की अवधि ३० मिनट थी और परीक्षण का उद्देश्य उड़ान की अवधि बढ़ाना था।------
ओड़ीशा में जहरीली शराब पीने से अब तक २९ लोगों की मृत्यु हुई है। मरने वालों में अधिकतर मजदूर थे। पिछले सोमवार रात को नकली शराब पीने के बाद ये लोग छाती और आंख में दर्द की शिकार की पांच मृतकों की

पर्थ में त्रिकोणीय एक दिवसीय श्रृंखला के दूसरे मैच में भारत ने श्रीलंका को चार विकेट से हरा दिया है। श्रीलंका ने पहले बल्लेबाजी करते हुए निर्धारित ५० ओवर में आठ विकेट पर २३३ रन बनाए। भारत ने जीत के लक्ष्य को ४७वें ओवर में हासिल कर लिया।बेहतरीन गेंदबाजी और फील्डिंग के बाद जब टीम इंडिया २३४ रन के लक्ष्य को लेकर उतरी तो एक समय १८१ रन पर छह खिलाड़ी पैवेलियन लौट चुके थे। लेकिन तब तक युवा बल्लेबाज विराट कोहली के ७७ रन ने जीत की नींव रख दी थी और फिर आर. अश्विन और रवीन्द्र जड़ेजा ने सातवें विकेट के लिए ५३ रन की साझेदारी कर भारत को अखिरकार जीत का स्वाद चखा ही दिया। जड़ेजा ने नाबाद २४ और मैन ऑफ द मैच रहे आर अश्विन ने नाबाद ३० रन का महत्वपूर्ण योगदान दिया। इससे पहले श्रीलंका ने दिलशान के ४८ और फिर चांडीमल के ६४ रन की बदौलत २३३ रन बनाए।

The Narendra Modi Government was today pulled up by the Gujarat High Court for inaction and negligence on its part during the 2002 post-Godhra riots. The riots led to large-scale destruction of religious structures. A division bench of acting Chief Justice Bhaskar Bhattacharya and Justice J.B. Pardiwala made these observations, while ordering compensation for over 500 religious structures in the state. The court was hearing a petition filed by the Islamic Relief Committee of Gujarat. The court observed that inadequacy, inaction and negligence on the part of the state government to prevent the riots resulted in large-scale destruction of religious structures across the state. It further said that the state government is responsible for repair and compensation for such places. The court said that when the government had paid compensation for destruction of houses and commercial establishments, it should also pay compensation for religious structures.

Three BJP Ministers in Karnataka, allegedly caught on camera watching porn on a mobile phone during assembly proceedings, resigned today. The Minister for Cooperation Laxman Savadi, Minister for Women and Child Development C C Patil and Minister for Science and Technology, Krishna Palemar announced their resignation which has been accepted by the Governor after the Chief Minister's recommendation.
The State's opposition parties sought resignation of the three ministers and parts of the state also witnessed protests yesterday. The Congress demanded that the three ministers should be arrested while asking the Assembly Speaker to suspend them.
Karnataka Legislative Assembly Speaker K.G. Boppaiah has constituted a House Committee to probe the matter of three former Ministers caught watching the obscene video in the House yesterday. He has also barred these members, who have resigned as Ministers, from coming to the session till the report of the House Committee is out. He informed the House that former Ministers Lakshman Savadi, C C Patil and Krishna Palemar have been issued show cause notice to explain their action in the House by the 13th of this month. Our Correspondent reports that the House Committee comprising of six members selected from the ruling and opposition parties, has been asked to submit the report by the 12th of next month.
"The decorum and dignity of the House, the ethics and moral position to be adopted, the role of the Speaker and his rulings came under scrutiny in the legislative assembly today. The Opposition led by Congress party sought disqualification of members involved in scandal and asked the Speaker to permit criminal proceedings against them. The BJP members referred to scandals in which Congress members were involved at some point of time. This led to verbal exchanges between the two sides. The BJP today said, it will take strong action against the party leaders of Karnataka involved in the porn watching incident. Talking to reporters in New Delhi, party spokesperson Rajeev Pratap Rudy said that the incident is unfortunate and the party has taken note of it. The Congress Spokesperson Rashid Alvi today described the incident of Bharatiya Janta Party Ministers watching sleaze in the Karnataka Assembly as unfortunate. Speaking to reporters in Delhi, Mr. Alvi said that people trust the Legislative Assembly to make policies for them but such incidents destroy the image of politics in the people's mind. Talking about the Gujarat High Court berating the state government today for not doing anything to control the communal riots, post Godhra in 2002, Mr. Alvi said that the state Chief Minister Narendra Modi should resign on moral grounds now.

In Uttar Pradesh, over 62 per cent of voters cast their votes on the 55 seats spread over 10 districts of Awadh and eastern regions, during the first phase of incident-free Assembly polls today.
"In the comparison of last assembly elections about 16 percent increase in voting has been recorded in first phase of Assembly polling. In each and every poll bound district voting was totally peaceful with not a single incident of violence reported from any part of the state. Maximum 62 to 65 percent voting has been recorded in Barabanki, Ambedkar Nagar and Sitapur districts. In the Shrawasti district 59 percent voting has been recorded where it was only 36 percent in last assembly elections. The Election Commission has said that it was highest voting percentage in these constituencies after independence. In spite of bad weather increase in poling has proved that initiatives taken by the Commission in this regard has resulted well. One presiding officer in Gosaiganj assembly constituency in Faizabad district was removed by the central observer on the charges for trying to influence the voters in favour of one particular candidate. In Goa, two nominations were received today on the third day of filing nominations for Assembly polls slated on the March 3rd. Mr. Domnic Fernandes of the Janata Dal (U) filed his nomination for Panaji constituency while Shyam Gawade of the Communist Party of India filed his nomination for Priol constituency. With this, the total number of nominations filed till today, have reached seven. The 13th February is the last date of filing nominations.

In Odisha, at least 29 persons have died of drinking spurious liquor. As many as 51 more persons are still struggling for life at the SCB Medical College and Hospital at Cuttack. Deaths have taken place in several villages spread over Mahidharpada and Balianta areas of Cuttack and adjoining Khurda districts of Odisha. The Odisha Government has ordered a judicial inquiry into the incident.
"District Collector of Cuttack, Girish SN, has said that people within five km radius of Mahidharpada have been affected by the killer drink and the tragedy struck due to a deadly mixture as country liquor had been mixed with some cough syrup procured from a pharma company located at Rasulgarh of Bhubaneswar. The pharmaceutical company's unit has been raided and sealed last night and further investigation is on. Two people have already been arrested in the case. Chief Minister Naveen Patnaik has ordered a judicial inquiry into incident. Union Finance Minister Pranab Mukherjee today said that massive investments are needed in the agriculture sector to meet the requirements for implementation of the Food Security Bill. The Minister said this while addressing the two day conference of Food and Agriculture Ministers of States and Union Territories that began in New Delhi today. Mr. Mukherjee said the challenge of providing food to all can be achieved through investments in agriculture, enhancement of production and application of technology.
Agriculture Minister Sharad Pawar urged to address the critical issues in the sectors of production, procurement, storage, movement and distribution immediately so that the system is ready to efficiently implement the requirement of the food Security Act when enacted. He said it is the largest social sector programme in the world and a major expansion of the public distribution system involving procurement, transportation, storage and distribution is being undertaken. The Minister of State for Consumer Affairs, Food & Public distribution, K.V Thomas called for speedy modernisation of the PDS to check pilferage and to ensure payment to farmers through cheque or account transfer.

The gross direct tax collection in the country during April to January of the current fiscal, is up by 14.57 per cent at four lakhs 25 thousand 274 crore rupees as against three lakhs 71 thousand 188 crore rupees in the same period last fiscal. According to Finance Ministry data, while the gross collection of corporate taxes was up 11.87 per cent, to two lakhs 85 thousand 837 crore rupees as against two lakhs 55 thousand 514 crore rupees last year. The gross collection of personal income tax was up by 20.43 per cent.
