प्रधानमंत्री डॉ. मनमोहन सिंह आज तीन दिन के दौरे पर म्यामां रवाना हो रहे हैं। प्रधानमंत्री की यह यात्रा उस समय हो रही है जब म्यांमां लोकतांत्रिक व्यवस्था और खुली बाजार अर्थव्यवस्था की ओर बढ़ रहा है। प्रधानमंत्री के साथ विदेशमंत्री एस एम कृष्णा और वरिष्ठ अधिकारी भी जा रहे हैं।
प्रधानमंत्री की यात्रा के बारे में जानकारी देने के लिए गए हमारे संवाददाता ने बताया है कि डा. सिंह का कल राष्ट्रपति महल में रस्मी स्वागत किया जाएगा।

श्री मुखर्जी नेकहा कि जिस स्तर के संकट का हम सामना कर रहे हैं वह मजबूर करता है कि हम अपनी खामियों के मद्देनजर नीतियों और प्राथमिकताओं को समुचित तरीके से संशोधित करें। उन्होंने कहा कि कई विकासशील देशों में सकल घरेलू उत्पाद के विकास के साथ युवाओं की आकांक्षाएं पूरी करने पर भी ध्यान दिया जाना चाहिए।
अंतर्राष्ट्रीय मुद्राकोष को उम्मीद है कि २०१२ में एशिया प्रशांत क्षेत्र में विकास की गति में तेजी आएगी उसने २०१२ के लिए छह प्रतिशत और २०१३ के लिए साढ़े छह प्रतिशत विकास दर का अनुमान लगाया है। वित्त मंत्री ने कहा कि २०११-१२ में भारत की विकास दर कम होकर छह दशमलव नौ प्रतिशत हो जाने का अनुमान लगाया गया था।

वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता में अधिकार प्राप्त मंत्री समूह स्पेक्ट्रम की नीलामी के लिए न्यूनतम मूल्य निर्धारित करने के बारे में फैसला करेगा। दूरसंचार सचिव आर. चन्द्रशेखर ने कल नई दिल्ली में संवाददाताओं को यह जानकारी दी। उन्होंने बताया कि ट्राई की सलाह पर स्पेक्ट्रम का आधार मूल्य निश्चित करने के लिए दूरसंचार आयोग की बैठक दो बार हुई लेकिन आयोग ने इसका निर्णय,अधिकार प्राप्त मंत्री समूह पर छोड़ दिया।

सी बी आई, आय से अधिक संपत्ति के मामले में कडप्पा से लोकसभा सदस्य और वाई एस आर कांग्रेस पार्टी के अध्यक्ष जगनमोहन रेड्डी से आज तीसरे दिन भी पूछताछ करेगी। हैदराबाद में सी बी आई के शिविर कार्यालय और अन्य प्रमुख स्थानों पर कड़ी सुरक्षा व्यवस्था की गई है। कल शाम जगनमोहन रेड्डी ने संवाददाताओं को बताया कि सी बी आई ने उनसे कुछ और स्पष्टीकरण मांगे हैं जिसके लिए वे उसके समक्ष फिर उपस्थित होंगे। यह पहली बार है जब जगनमोहन रेड्डी अपने खिलाफ आय से अधिक संपत्ति के मामले में केंद्रीय जांच एजेंसी के समक्ष पेश हुए हैं।

आंध्रप्रदेश में निर्वाचन आयोग ने लोकसभा की एक और विधानभा की १८ सीटों के उपचुनाव के लिए २८१ नामांकन पत्रों को सही पाया है। नामांकन पत्रों की जांच के बाद निर्वाचन अधिकारियों ने उपचुनावों के लिए भरे गए ८४ नामांकन पत्रों को खारिज कर दिया। वैध पर्चों में से १३ पर्चे नेल्लूर लोकसभा निर्वाचन क्षेत्र के लिए जबकि विधानसभा की १८ सीटों के लिए २६८ पर्चे भरे गए हैं। नाम वापस लेने की अंतिम तारीख कल है। मतदान १२ जून को होगा।

यूपीए प्रमुख और कांग्रेस अध्यक्ष सोनिया गांधी ने गुटों से केंद्र की शांति पहल में शामिल होने की अपील की है। कल गुवाहाटी में सारू हजाई स्टेडियम में विशाल जनसभा को संबोधित करते हुए श्रीमती गांधी ने कहा कि पिछले दस वषोर्ं में असम में काफी प्रगति हुई है। श्रीमती गांधी ने कहा कि राज्य की कांग्रेस सरकार असम को विकसित और शांतिपूर्ण राज्य बनाने में लोगों को कभी निराश नहीं करेगी।
सरकार शांति कायम करने के सभी प्रयास कर रही है और मुझे उम्मीद है कि जो उग्र्रवादी संगठन अभी भी हिंसा छोड़ने पर राजी नहीं हैं वे भी जल्दी ही सरकार के शांति प्रयासों का साथ देंगे।

हमारे संवाददाता ने खबर दी है कि उत्तराखंड के विभिन्न हिस्सों में गर्मी से जनजीवन प्रभावित हुआ है। पर्वतीय अंचल में तापमान बढ़ने के कारण जंगलों में आग लगने की घटनाएं बढ़ गई हैं।

The Prime Minister Dr Manmohan Singh will leave on a three-day visit to Myanmar today. Dr Singh's visit comes at a time when Myanmar is undergoing a transition towards a democratic polity and an open market economy. He is being accompanied by External Affairs Minister SM Krishna and senior officials. During the visit, a number of agreements and memorandums of understandings, MoUs, are expected to be signed between the two countries to provide a boost to bilateral relations. These include bilateral cooperation in the fields of security, connectivity, infrastructure development, trade, investment promotion and capacity building. Initiatives are likely to be taken to enhance people to people contact through cultural exchanges, visits of pilgrims and tourists and university level contacts. There is also a proposal of launching Imphal-Mandlay bus service. Our correspondent covering the Prime Minister’s visit reports from Nay Pyi Taw that the Prime Minister will be accorded a ceremonial reception at the Presidential Palace tomorrow.

Finance Minister Pranab Mukherjee has said that India's domestic demand, high savings rate and regulatory mechanisms make it a resilient economy amid persisting global uncertainties. The Finance Minister said this while inaugurating a seminar on the topic of '21st century as the Asian Century- Role of India and China', organised at Manipal in Karntaka. He, however, emphasised upon the need for increased coordination among countries to realise collective gains in the face of global economic woes. Mr. Mukherjee also said that performance of Asian economies in short to medium-term is crucial not only to keep the engine of global growth running, but also to hasten global recovery. He said, in the long term, a key advantage that Asian economies, prominently India and China, possess is high rates of savings and investment. Mr. Mukherjee added that India's resilience results from the fact that the bulk of the country's GDP is driven by domestic demand.

A high-powered Ministerial panel headed by Union Finance Minister Pranab Mukherjee will decide on the minimum price to be fixed for auction of spectrum. This was disclosed by Telecom Secretary R Chandrashekhar in New Delhi yesterday. He said, Telecom Commission, which met for the second time, deliberated on the base price suggested by the sector regulator TRAI but decided to leave it to the Empowered Group of Ministers, to decide on auction price for the airwaves. Mr. Chandrashekhar said, the Department of Telecommunication will also make certain analysis which will be presented before the Empowered Group of Ministers on Telecom.

In Andhra Pradesh, the CBI interrogated Kadapa Lok Sabha MP and YSR Congress Party president Y S Jagamohan Reddy for nearly seven hours in Hyderabad yesterday. This was the second consecutive day of his questioning in connection with disproportionate assets case. He has been asked to join the questioning today also. The CBI had grilled the Kadapa MP for nearly eight hours on Friday. The interrogation was carried out in the presence of his advocates and was reportedly focused on the investments in Jaganmohan Reddy’s companies.

UPA Chairperson Sonia Gandhi has appealed to militant outfits to join the peace initiative of the Centre. Addressing a gathering at Saru Hajai Stadium in Guwahati yesterday, Mrs Gandhi said most of the militants have already realized that violence is not going to solve their problems.
"Government is making all efforts to maintain peace in the state. And I hope that the militant outfits which have not yet joined the peace initiative of the centre, will soon do so."

The United Nations has called for urgent international action on Syria after reports of a horrific massacre by regime forces that left 92 people dead in the Houla village of Homs province. UN Secretary General Ban Ki-moon and UN-Arab League envoy Kofi Annan jointly condemned the incident, which involved indiscriminate and disproportionate use of force. They described it as a flagrant violation of international law and commitments by Syria's government not to use heavy weapons or violence. Our West Asia correspondent has filed this report:

Odisha government has asked people to avoid venturing out of their homes between 11 am to 3 PM as the death toll due to sunstroke mounted to 19. In Maharashtra, Nagpur recorded the highest temperature at 46.5 degree Celsius. Most parts of Madhya Pradesh are reeling under intense heat wave conditions. Our correspondent reports that the maximum temperature at a number of places touched 45 degree Celsius.
Scorching weather has thrown life out of gear in the state. In Naugaon maximum day temperature was recorded at a sweltering 46.8 degree Celsius yesterday making it the hottest place in the state. The minimum temperatures have also crossed the 30 degrees Celsius mark, giving no respite during late night hours as well. प्रधानमंत्री मनमोहन सिंह ने कहा है कि भारत और म्यांमा, सहयोग के नये क्षेत्रों का पता लगायेंगे और व्यापार, निवेश और आपसी संपर्क पर जोर देते हुए आपसी संबंधों को और मजबूत करने का रोडमैप तैयार करेंगे। म्यांमा की तीन दिन की यात्रा पर रवाना होने से पहले अपने वक्तव्य में उन्होंने कहा कि हाल के वर्षों में दोनों देशों के बीच संबंधों में महत्वपूर्ण तरीके से विस्तार हुआ है। प्रधानमंत्री ने कहा कि भारत अपने मित्र और पड़ोसी देश म्यांमा के साथ संबंधों को बहुत महत्व देता है। डॉक्टर सिंह ने कहा कि उनकी इस यात्रा से पिछले वर्ष अक्टूबर में म्यांमा के राष्ट्रपति थियेन सेन की सफल यात्रा के दौरान किए गए फैसलों पर अमल में हुई प्रगति की समीक्षा का अवसर मिलेगा। डॉक्टर सिंह म्यामां की यात्रा पर रवाना हो गये हैं।

पर्यावरण से जुड़े राष्ट्रीय न्यायाधिकरण ने पर्यावरण और वन मंत्रालय को निर्देश दिए हैं कि ताप बिजली परियोजनाएं स्थापित करने के लिए दिशा-निर्देशों को संशोधित करके उनमें ऐसे क्षेत्रों का स्पष्ट रूप से निर्धारण किया जाए, जो इन परियोजनाओं के अनुकूल नहीं है।
पर्यावरण और वन मंत्रालय से तीन महीने के भीतर संशोधित दिशा-निर्देश सौंपने को कहा गया है जिसमें किसी परियोजना के लिए संबंधित जगह के अनुकूल होने या न होने के बारे में स्पष्ट संकेत होना चाहिए।
न्यायाधिकरण ने ये निर्देश अपने एक निर्णय के दौरान दिए जिसमें कहा गया है कि आंध्र प्रदेश के श्रीकाकुलम जिले में कोयले पर आधारित २६४० मेगावाट क्षमता के प्रस्तावित ताप बिजली संयंत्र के पहले चरण के लिए एक निजी निर्माण कम्पनी को दी गई पर्यावरण मंजूरी स्थगित रहेगी और पर्यावरण मंत्रालय इस स्वीकृति की समीक्षा करेगा।

केन्द्र ने इस साल पांच लाख सत्तर हजार करोड़ रुपये के प्रत्यक्ष कर की उगाही का लक्ष्य रखा है। कोलकाता में आज सवेरे एक आयकर सेवा केन्द्र का उद्घाटन करते हुए वित्त मंत्री प्रणब मुखर्जी ने कहा कि सरकार चाहती है कि प्रत्यक्ष करों की उगाही सकल घरेलू उत्पाद के बारह प्रतिशत तक पहुंच जानी चाहिए। उन्होंने करदाताओं के फायदे के लिए उठाये गए विभिन्न कदमों का जिक्र किया। वित्त मंत्री ने कहा कि पश्चिम बंगाल के दुर्गापुर और जलपाईगुड़ी में जल्दी ही आयकर के दो कार्यालय खोले जाएंगे।

आंध्र प्रदेश में अनुसूचित जातियों और जनजातियों के लोगों को दी गई लगभग ४६ हजार एकड़ बंजर ज+मीन में, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना - मनरेगा - के तहत सिंचाई सुविधाएं देने के बाद खेती के योग्य बना दिया गया है। राज्य में इंदिरा जल प्रभा नामक विशेष पहल के तहत पिछले सात महीने में अनुसूचित जाति और जनजाति के लगभग २५ हजार किसानों को फायदा पहुंचा है। महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कार्यक्रम की सहायता से राज्य में इस साल लगभग दो लाख तीस हजार एकड़ ज+मीन को कृषि योग्य बनाया जाएगा।

सीबीआई - कड़प्पा से लोकसभा सांसद वाई एस जगन मोहन रेड्डी से उनकी सम्पत्ति के मामले में आज लगातार तीसरे दिन पूछताछ कर रही है। यह पूछताछ जगन मोहन रेड्डी के वकीलों की मौजूदगी में की जा रही है। सीबीआई पिछले दो दिनों में जगन मोहन रेड्डी से पंद्रह घंटे से अधिक समय तक पूछताछ कर चुकी है।
इस बीच, जगन मोहन रेड्डी से इसी मामले में कल सीबीआई की विशेष अदालत में पेश होने को कहा गया है।

केन्द्र एक समयबद्ध योजना तैयार कर रहा है, जिसके तहत यह सुनिश्चित किया जा सकेगा कि सभी अधिकारी, सूचना के अधिकार अधिनियम के प्रावधानों का पूरी तरह पालन करें। कार्मिक और प्रशिक्षण विभाग ने कहा है कि इस बारे में सभी सरकारी अधिकारियों को निर्देश जारी किए जायेंगे। सरकार के इस कदम को महत्वपूर्ण माना जा रहा है क्योंकि केन्द्रीय सूचना आयोग और सिविल सोसायटी संगठनों ने सरकार से शिकायत की थी कि सूचना के अधिकार का कानून लागू होने के छह साल बाद भी, सूचना के अनिवार्य खुलासे से संबंधित प्रावधानों की लगातार अनदेखी की जा रही है।

यूपीए प्रमुख और कांग्रेस अध्यक्ष सोनिया गांधी ने आतंकवादी गुटों से केंद्र की शांति पहल में शामिल होने की अपील की है। कल गुवाहाटी में सारू हजाई स्टेडियम में विशाल जनसभा को संबोधित करते हुए श्रीमती गांधी ने कहा कि ज्यादातर आतंकवादी पहले ही महसूस कर चुके हैं कि हिंसा से उनकी समस्याओं का समाधान नहीं होगा। उन्होंने कहा कि पिछले दस वषोर्ं में असम में काफी प्रगति हुई है। उन्होंने कहा कि राज्य की कांग्रेस सरकार असम को विकसित और शांतिपूर्ण राज्य बनाने में लोगों को कभी निराश नहीं करेगी।
सरकार शांति कायम करने के सभी प्रयास कर रही है और मुझे उम्मीद है कि जो उग्र्रवादी संगठन अभी भी हिंसा छोड़ने पर राजी नहीं हैं वे भी जल्दी ही सरकार के शांति प्रयासों का साथ देंगे।

नेपाल में चारों मुख्य राजनीतिक दलों यूसीपीएन-माओवादी, नेपाली कांग्रेस, सीपीएन-यूएमएल और संयुक्त लोकतांत्रिक मधेशी मोर्चा की राजधानी काठमांडू में प्रधानमंत्री आवास पर बैठक हो रही है। यह महत्वपूर्ण बैठक आज रात संविधान सभा का कार्यकाल समाप्त होने के ठीक पहले हो रही है। चारों दलों के बीच कल कई दौर की वार्ताओं का कोई नतीजा नहीं निकला।
प्रधानमंत्री बाबूराम भट्टराई ने आज सुबह राष्ट्रपति डॉ रामबरन यादव से मुलाकात कर उन्हें वार्ताओं की स्थिति से अवगत कराया। संविधान सभा का कार्यकाल खत्म होने के संबंध में, राष्ट्रपति ने कानूनी विशेषज्ञों से भी मशविरा किया है।
नेपाल में नये संविधान को लागू करने पर जारी अनिश्चितता को देखते हुए वहां संवैधानिक संकट खड़ा होने की संभावना है। सुप्रीम कोर्ट ने भी कहा है कि अगर संविधान सभा आज तक किसी नतीजे पर पहुंचने में नाकाम रही तो उसे भंग कर दिया जाएगा। इसके बाद राजनीतिक दलों के पास सीमित विकल्प रह जाएंगे जिनमें नये सिरे से चुनाव कराना शामिल है।

अफगानिस्तान के पूर्वी पक्तिया प्रांत में कल रात नैटो गठबंधन सेनाओं के हवाई हमले में आठ नागरिक मारे गये हैं। खबरों में प्रांतीय अधिकारियों के हवाले से बताया गया है कि मारे गये सभी लोग एक ही परिवार के सदस्य थे जो गर्द सराय जिले में सुरी खैल गांव के रहने वाले थे। मृतकों में एक दम्पति और उनके छह बच्चे षामिल हैं। इस बीच नैटो के नेतृत्व वाली अंतर्राष्ट्रीय सेना ने कहा है कि वह इस घटना की छान-बीन कर रही है।

एक अमरीकी नागरिक जेफ्री जिनिन वॉर्न को नई दिल्ली के इंदिरा गांधी अंतरराष्ट्रीय हवाई अड्डे पर २३ कारतूसों के साथ गिरफ्तार किया गया है। पुलिस सूत्रों ने बताया है कि सुरक्षा जांच के दौरान, वार्न के पास कुछ संदेहास्पद चीजें पाई गईं। वॉर्न से कोई हथियार बरामद नहीं हुआ। वह कल तुर्की एयर लाइंस के विमान पर सवार होने वाला था।

देश के कई हिस्सों में गर्मी का प्रकोप जारी है। कई स्थानों पर पारा ५० डिग्री सेल्सियस को छू चुका है। पारे के सामान्य से दो से तीन डिग्री ऊपर होने से कई लोगों की मृत्यु होने की भी खबर है। विभिन्न स्थानों से हमारे संवाददाताओं ने खबर दी है कि गर्मी बढ़ने और लू की स्थिति से आम जीवन पर असर पड़ने लगा है। बिजली और पेयजल की भी कमी हो रही है।
उत्तरप्रदेश के कई जिलों में गर्मी ने पिछले रिकार्ड तोड़ दिये हैं। हमारे गोरखपुर संवाददाता ने बताया है कि कई जगहों पर तापमान ४७ डिग्री सेल्सियस के आसपास है।
उत्तराखंड के मैदानी इलाकों में भी भीषण गर्मी पड़ रही है। हमारे देहरादून संवाददाता ने बताया है कि राज्य के पहाड़ी इलाकों में भी तापमान बढ़ गया है।

झारखंड और ओड़िशा में लू का प्रकोप जारी है। झारखंड में खेलाड़ी में तापमान ४८ डिग्री सेल्सियस रहा। हमारे रांची संवाददाता ने बताया है कि झारखंड पानी की कमी और बिजली की कटौती की समस्या से भी जूझ रहा है।

The Prime Minister Dr. Manmohan Singh says India and Myanmar would explore new initiatives and define a roadmap for further boosting of bilateral ties with focus on trade, investment and connectivity. In his statement before leaving on a three-day visit to the country, he said recent years have witnessed significant strengthening and expansion of the bilateral relations.
Dr. Singh leaving for Myanmmar in a shortwhile from now. He asserted that India attaches the highest importance to its relations with Myanmar, a close friend and neighbour. Dr Singh said his visit provides an opportunity to review the progress in implementation of decisions taken during the highly successful visit of Myanmar President Thein Sein to India in October last year.
The Prime Minister, who will hold talks with Sein tomorrow at Nay Pyi Taw, said that during his visit to Myanmar he hopes to focus on stronger trade and investment links, development of border areas, improving connectivity between our two countries and building capacity and human resources. Dr.Singh, who will also meet leader of the opposition and Nobel Laureate Aung San Suu Kyi in Yangon on Tuesday, said India welcomes Myanmar's transition to democratic governance and the steps taken by its government towards a more broad-based and inclusive reconciliation process and offered to share democratic experiences with that country.
Since taking office more than a year ago, President Thein Sein has surprised many critics by releasing Suu Kyi from 15 years of house arrest and allowing her National League for Democracy (NLD) to contest and win parliamentary elections in April this year, freeing other political prisoners, opening talks with ethnic rebels and easing media censorship and restoring labour unions right to strike.
Dr. Singh said he was looking forward to address a cross-section of Myanmar society and interact with the Indian and Indian-origin community in Yangon on the final day of his visit. He retirated that India is committed to a close, cooperative and mutually beneficial partnership with the government and people of Myanmar. Dr. Singh said he is looking forward to visiting the historic Shwedagon Pagoda, a testament to 2600 years of Buddhist heritage, and the grave of the last Emperor of India, Bahadur Shah Zafar, in Yangon.
A number of agreements will be signed during the visit. Apart from the one relating to an offshore gas block awarded to private Indian company Jubilant Energy in global competition and a passenger bus service, pacts in the areas of security, investment promotion and trade are slated to be inked.

Elaborate arrangements have been made to Welcome Dr. Singh at new capital of south-eastern neighboring country. Entire Nay Pyi Taw town new and emerging capital of Myanmar has been decorated. The visit of an Indian Prime Minister to Myanmar is taking place after 25 years.

The National Green Tribunal has directed the Ministry of Environment and Forests (MoEF) to revise guidelines for setting up of thermal power projects TPPs by clearly demarcating the areas not conducive for projects. The MoEF was asked to submit the revised guidelines, which should clearly indicate 'Go' as the area for a project and 'No go' as the place where a project cannot be undertaken, with in three months.
The order came along with the Tribunal's decision that environment clearance to a private construction company for the first phase of proposed 2,640 MW coal-based thermal power plant in Andhra Pradesh's Srikakulam district, shall remain suspended and the MoEF shall revisit the nod.
The Rs 14,000-crore thermal power project was caught in controversy after protests by locals that led to death of three persons in police firing in July, 2010. A bench of Tribunal headed by its Acting Chairperson A S Naidu said the guidelines relating to TPPs followed by MoEF were formulated "way back" in 1987 and should be updated.

In Andhra Pradesh, about 46 thousand acres of barren land, assigned to SCs and STs has been brought under cultivation after providing irrigation facility under the Mahatma Gandhi National Rural Employment Guarantee Programme.
About 25 thousand SC and ST farmers have been benefitted under the special initiative called Indira Jala Prabha in the past seven months in the state. Our correspondent reports that about 2 lakh 30 thousand acres of assigned land will be brought under cultivation this year with the help of MGNREGP.
The 25 thousand SC and ST beneficiaries of the anti-poverty initiative, called Indira Jala Prabha taken up under the Mahatma Gandhi National Rural Employment Guarantee Programme in Andhra Pradesh are now proud farmers who are either growing horticulture crops like mango or sowing regular crops like paddy due to uninterrupted water facility provided through bore wells under the scheme. Aimed at providing assured water source to 10 lakh acres of parched land belonged to SCs and STs, the anti-poverty measure was initiated under the MG-NREGP about seven months ago. Under this, a cluster of 10 acres assigned land belonged to SCs and STs is identified and provided continuous water supply by digging bore wells or tube wells. An electrified motor pump set is being fixed free of cost. Fifty percent of the entire cost is being met under the MGNREGP while the National Bank for Agriculture and Rural Development is providing the remaining. On completion of this special project by 2015, it is estimated that an income of 3800 crore rupees per annum is assured to about six lakh SC ST families in the state.-Lakshmi, airnews, Hyderabad.

The CBI continues questioning of Kadapa Lok Sabha Member Y S Jaganmohan Reddy on the third consecutive day today in connection with the alleged disproportionate assets case. The questioning is being done in the presence of Jaganmohan's advocates. The CBI has interrogated the Kadapa MP for over 15 hours in the past two days.
Meanwhile, Jaganmohan Reddy has been summoned to appear before the CBI special court tomorrow in the same case. The CBI registered a case against him and 71 others last year. Four persons including state excise minister M Venkataramana have been arrested in the case so far.

The Centre has fixed a target of five lakh 70 thousand crore rupees direct tax collection this year. Inaugurating an Aaaykar Sewa Kendra in Kolkata this morning the Finance Minister Pranab Mukherjee said that besides this target the government desires that the direct tax collection should reach 12 percent of the GDP. Referring to the various customer friendly steps for tax payers Mr. Mukherjee said that the aim is to promote more voluntary tax compliance. The Finance Minister said that two Income Tax Offices will be opened at Durgapur and Jalpaigudi of West Bengal soon.

The Centre is working on a time-bound plan to ensure that all public authorities adhere to the provisions of the Right to Information Act. Department of Personnel and Training which acts as a nodal agency for the implementation of the RTI Act has said a directive will be issued to all public authorities in this regard.
The move assumes significance as the Central Information Commission and civil society organisations complained to the government about continuous non-compliance of mandatory proactive disclosure provisions mentioned in the RTI Act even six years after the law came into force.

In Nepal, the four main political parties UCPN (maoist) , Nepali Congress, CPN_UML and the Samyukta Loktantrik Madhesi Morcha are meeting at the Prime Minister’s residence in Kathmandu. The crucial meeting is taking place hours before term of the Constituent assembly comes to an end tonight. Though several rounds of negotiations between the four main political forces were held yesterday but no headway could be made.
Prime Minister Baburam Bhattarai this morning called on President Ram Baran Yadav to brief him on the negotiations that have been held so far. The President is said to have expressed the hope the political parties will reach an agreement on the disputed issues and will promulgate the constitution within the deadline. In the run-up to the expiry of the Constituent Assembly term, the President also engaged in consultation with legal experts.
The Nepali Congress and the CPN-UML have been proposing a multiple identity based federalism with eight to eleven states, while the Maoist and Madhesi Morcha have proposed a single identity with ten or fourteen states as recommended by the State restructuring Commission and the Constituent Assembly thematic Committee
With uncertainty continuing over the promulgation of a new constitution the Himalayan state is facing a constitutional crisis. The Supreme Court has already ruled if the Constituent Assembly fails to meet today´s deadline, it would be dissolved leaving the parties with limited options including fresh elections.

The nation is paying homage to first Prime Minister Jawaharlal Nehru on his 48th death anniversary today. President Pratibha Devisingh Patil, Vice-President Mohammed Hamid Ansari and UPA Chairperson Sonia Gandhi paid floral tributes to Nehru at his Samadhi at Shanti Van in New Delhi.
Delhi Chief Minister Sheila Dikshit and Union Urban Development Minister Kamal Nath were among prominent citizens who paid floral tributes at the memorial. An all religion prayer meeting was organized in the premises of the memorial.

Heat wave conditions continue to prevail in several parts of the country with temperature touching 50 degree celsius. Several deaths have also been reported with mercury hovering 2 to 3 degrees above normal. Our Correspondents report that heat wave conditions have added to the woes of the common man with power shortage and reports of scarcity of drinking water facility.
In Uttar Pradesh two more deaths have been reported due to heat wave with mercury shooting up to 47 degrees.

Normal life has been severely affected in Dehradun, Haridwar and Udham Singh Nagar due to heat wave conditions. In Dehradun the road and market wore a deserted look during the day time as the people preferred keeping indoors to save themselves from scorching heat. People in famous hill stations such as Nainital and Mussoorie are also affected with the maximum crossing about 30 degree marks at both the places. As per reports natural water resources in some parts of the state have become dry and villagers are facing water crisis in hill areas. According to Director Met department Anand Sharma there is no possibility of rainfalls in the plain areas in the next couple of days and heat wave conditions are likely to continue in the state in coming days. In Madhya Pradesh, mercury is on the rise with temperature hovering between 43 to 45 degree celsius. Our Correspondent adds people are facing acute water shortage in some areas.
Gwalior, Chambal and Bundelkhand areas of the state are facing intense heat wave conditions. Naugaon recorded the highest maximum temperature of 47 degree Celsius during the last 24 hours. Sagar, Gwalior , Hoshangabad, Satna, Guna and several other places recorded maximum temperature of over 44 degrees. Citizens are having real harrowing time with the hot weather conditions. After 45 days of intense battle, the IPL is at its climax. For the first time neither of the two teams can claim that they are the favourite for today's summit clash. One area were Chennai Super King's may just be a little ahead, is the depth of their bating. The entire line up has come good over the two play off matches. Kolkata Knight Riders on the other hand are just a little too dependent on their captain Gautam Gambhir. Indian Railways have introduced over 119 summer special trains to clear extra rush of passengers during the summer season. The special trains have been planned over 44 different popular routes across the country to clear the extra rush from the April to June. The major cities like New Delhi, Mumbai, Kolkata, Ahmedabad , Bangalore, Jammu Tawi, Jaipur, Guwahati and Lucknow will be connected with the special trains.
Extra coaches have also been attached to the existing trains. The passengers can get the time table of these summer specil trains at major stations and on the Indian railways website, www.indianrailways.gov.in.

Vajra Corps, a striking corps of the Indian Army and also known as Defenders of Punjab has started four-day Army exercise ‘ASHWAMEDH’ on the Western front, as part of annual formation level training, from today. The exercise involves unmanned aerial vehicles, attack helicopters and frontline fighter aircraft carrying out battle drills in synergy with various corps of the Army. It will also include movement of formations to the tactical battle area and launching an offensive in obstacle ridden terrain.
