सरकार ने कहा है कि वह पूर्वोत्तर राज्यों के विकास में पूरी मदद करेगी और इन राज्यों को बाजार से ऋण जुटाने में सहयोग देगी। कल नई दिल्ली में पूर्वोत्तर राज्यों के मुख्यमंत्रियों की बैठक में वित्त मंत्री प्रणब मुखर्जी ने कहा कि अगर किसी राज्य को बाजार से अपनी जरूरत का ऋण लेने में समस्या आती है तो केन्द्र निर्धारित सीमा के भीतर ऋण की राशि बढ़ाने और इसका लाभ संबंधित राज्य को देने को तैयार है। श्री मुखर्जी ने यह भी वादा किया कि वित्त मंत्रालय पूर्वोत्तर क्षेत्र में उद्योगों को कर राहत देने के बारे में जल्दी ही अधिसूचना जारी करेगा। वित्त मंत्री ने ज्यादातर पूर्वोत्तर राज्यों में बेहतर राजकोषीय प्रबंधन की सराहना की, जिसके कारण इन राज्यों को ओवर ड्राफ्ट का सहारा नहीं लेना पड़ा। श्री मुखर्जी ने बताया कि तेरहवें वित्त आयोग ने पूर्वोत्तर राज्यों के लिए विशेष अनुदान की सिफारिश की है, जिसे जल्दी ही राज्यों को जारी किया जाएगा।

भारतीय रिर्जव बैंक ने बैंको से कहा है कि फ्लोटिंग ब्याज दरों पर दिये गये आवास ऋणों के पूर्व भुगतान पर जुर्माना लेना तुरंत बंद करें। कल मुंबई में जारी अधिसूचना में रिजर्व बैंक ने कहा कि निर्धारित समय सीमा से पहले आवास ऋण की अदायगी पर जुर्माना हटा देने से मौजूदा और नए कर्जदारों के बीच भेदभाव कम होगा और साथ ही फ्लोटिंग ब्याज दरों का बेहतर निर्धारण भी होगा। हाल ही में बैंकों की ग्राहक सेवा से संबंधित एम दामोदरन समिति ने कहा था कि समय से पहले ऋण अदायगी पर जुर्माना लेने की नीति से कर्जदार नाराज हैं, क्योंकि यह नीति ग्राहकों के लिये दूसरे सस्ते उपलब्ध विकल्पों को अपनाने में रोड़ा बनती है। समिति ने यह भी पाया कि ब्याज दर घटने की स्थिति में बैंक इसका लाभ मौजूदा कर्जदाताओं को देने में झिझकते हैं।

ओडीशा में राष्ट्रवादी कांग्रेस पार्टी-एन सी पी के सभी चार विधायक सत्तारूढ़ बीजू जनता दल में शामिल हो गए हैं। ये विधायक हैं-अमर प्रसाद सतपथी, प्रशांत नंदा, नवीन नंदा और रामचंद्र हंसदा। इन लोगों ने मुख्यमंत्री और बीजू जनता दल अध्यक्ष नवीन पटनायक के साथ बातचीत के बाद यह फैसला किया। एन सी पी विधायक दल के विलय के बाद १४७ सदस्यों वाली ओडीशा विधानसभा में बीजू जनता दल के विधायकों की संख्या १०४ से बढ़कर १०८ हो गई है। एन सी पी के इन चारों विधायकों ने बताया कि बीजू जनता दल में विलय के लिए कोई पूर्व शर्त नहीं रखी गई थी। ओडीशा में २००९ में हुए विधानसभा चुनाव में एन सी पी ने बीजू जनता दल के सहयोगी के रूप में चुनाव लड़ा था।

केन्द्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल ने सभी राजयों से आई आई टी , एन आई टी और आई आई आई टी समेत अन्य केन्द्रीय संस्थानों में इंजीनियरिंग की साझा प्रवेश परीक्षा की नई प्रणाली में शामिल होने का अनुरोध किया है । उन्होंने कहा कि राज्य इस बारे में एक महीने के भीतर अपनी राय केन्द्र को भेज सकते हैं। कल नई दिल्ली में राज्यों के शिक्षा मंत्रियों के सम्मेलन को सम्बोधित करते हुए श्री सिब्बल ने बताया कि केन्द्र ने सभी संबंधित पक्षों के साथ सलाह मशविरे के बाद साझा प्रवेश परीक्षा का फैसला किया है । उन्होंने कहा कि राज्यों को पूरी तरह सोच-विचारकर इस बारे में अपना फैसला लेना चाहिए।
मेरिट टेस्ट जो होगा आईआईटी कंडक्ट करेगी वो मेरिट टेस्ट और वो मेरिट टेस्ट का अपना महत्व है और अगर स्टेट्स वो टेस्ट को अपनाएंगी और अपनी इंस्ट्टीयूशन को भी साथ जोड़ लेंगे तो निश्चित रूप से स्टेट एजेकुशनल इंस्ट्टीयूशन को भी अपौरच्यूनियुटी मिलेगी की अच्छे बच्चे उनके इंस्ट्टीयूशन में एडमिट हो।
श्री सिब्बल ने कहा कि साझा प्रवेश परीक्षा से न केवल संस्थानों को प्रतिभाशाली छात्र मिलेंगे, बल्कि छात्रों को अनेक परीक्षाओं में भाग लेने के झंझट से भी छुटकारा मिलेगा ।

अलकायदा का दूसरा बडा+ सरगना अबू याहिया अल लीबी पाकिस्तान के अशांत उत्तर पश्चिमी कबायली इलाके में अमरीका के ड्रोन हमले में मारा गया है । व्हाइट हाउस के प्रेस सचिव जे कारने ने वाशिंगटन में संवाददाता सम्मेलन में इसकी घोषणा करते हुये कहा कि अलकायदा के लिए यह बहुत बड़ा धक्का है। उन्होंने कहा कि अल लीबी जैसे अलकायदा के बड़े सरगना का खात्मा आतंकी नेटवर्क को खत्म करने के ओबामा प्रशासन के प्रयासों का हिस्सा है। अल लीबी पर अमरीका ने दस लाख डॉलर का ईनाम घोषित किया था। उत्तरी वजीरिस्तान के कबायली इलाके में मीर अली कस्बे के पास उग्रवादियों के ठिकाने पर ड्रोन हमले का मुख्य निशाना अल लीबी ही था। सोमवार को हुए इस हमले में १५ लोग मारे गए थे। इमान अल जवाहिरी के बाद अल लीबी को ही अलकायदा का सरगना माना जाता था। इस बीच, पाकिस्तान ने कार्यवाहक अमरीकी राजदूत को बुलाकर लगातार हो रहे अमरीकी ड्रोन हमलों पर अपना विरोध दर्ज किया है।

रूस की संसद के निचले सदन ने एक विवादास्पद विधेयक पारित कर दिया है, जिसमें सार्वजनिक विरोध प्रदर्शनों पर नए प्रतिबंध लगाए गए हैं। विपक्षी सांसदों के विरोध के कारण इस विधेयक को मंजूरी मिलने में बहुत समय लगा और इसमें लगभग चार सौ संशोधन सुझाए गए। सत्तारूढ़ पार्टी युनाइटेड रशिया का यह विधेयक रूसी संसद में लाए गए सबसे ज्यादा विवादास्पद विधेयकों में से एक है, जिस पर लंबी बहस हुई । इसके प्रावधानों में निर्धारित किया गया है कि विरोध प्रदर्शन कहां और किस तरह से होंगे।

विदेश मंत्री एस एम कृष्णा शंघाई सहयोग संगठन के १२वें सम्मेलन में भाग लेने के लिए चीन पहुंच गए हैं। भारत इस सम्मेलन में पर्यवेक्षक की हैसियत से शामिल है। दो दिन का यह सम्मेलन आज शुरू हो रहा है। चीन में अपने तीन दिन के प्रवास के दौरान श्री कृष्णा चीन के उपप्रधानमंत्री से द्विपक्षीय मुद्दों पर विचार विमर्श करेंगे।

भारत की दो दिन की यात्रा पर आए अमरीका के रक्षामंत्री लियोन पेनेटा आज नई दिल्ली में रक्षामंत्री ए के एंटनी से मुलाकात करेंगे। दोनों मंत्री क्षेत्रीय सुरक्षा की स्थिति और दोनों देशों के बीच जारी रक्षा सहयोग पर मुख्य रूप से चर्चा करेंगे। वे रक्षा अध्ययन और विश्लेषण संस्थान में भारत-अमरीका रक्षा संबंध पर व्याख्यान भी देंगे। रक्षामंत्री श्री एंटनी आज रात उनके सम्मान में भोज देंगे। श्री पेनेटा ने कल प्रधानमंत्री मनमोहन सिंह और राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन से मुलाकात की थी। समझा जाता है कि दोनों पक्षों के बीच रणनीतिक भागीदारी तथा सैन्य व्यापार जैसे मुद्दों पर बातचीत हुई।

देश के पूर्वी भागों में गर्मी का प्रकोप जारी है। लेकिन उत्तरी इलाकों में कुछ स्थानों पर हल्की वर्षा से गर्मी में कुछ कमी आई है।
ओड़िशा में कुछ स्थानों पर तापमान ४७ डिग्री सेल्सियस को पार कर गया है। हमारी संवाददाता के अनुसार यह स्थिति आगे आने वाले दिनों में भी जारी रहने की संभावना है।
ओडिशा के कई भागों में तापमान ४७ डिग्री से भी ऊपर पहुंच गया है। तलचर में तापमान ४७ दशमलव तीन डिग्री दर्ज किया गया। राजधानी भुवनेश्वर में तापमान ४६ दशमलव सात डिग्री सेल्सियस रहा जो पिछले ४० वर्षों में सबसे अधिक है। तेज गर्मी के कारण राज्य में सामान्य जीवन बुरी तरह से प्रभावित है। पश्चिमी ओडिशा में पीने के पानी की भारी कमी का सामना करना पड़ रहा है। मौसम विभाग का कहना है कि यह स्थिति अगले ४८ घंटों तक जारी रह सकती है। भुवनेश्वर से प्रकाशदास की रिपोर्ट के साथ, दिल्ली से विजयलक्ष्मी।
पश्चिम बंगाल में तेज गर्मी को देखते हुए सरकार ने स्कूल अधिकारियों को गर्मी की छुट्टियां और १० दिन बढ़ाने के निर्देश दिए हैं।
इस बीच, राज्य में विभिन्न जिलों में गर्मी के कारण कुछ और लोगों के मरने की खबर है। खबरों में बताया गया है कि पिछले ४८ घंटों में दक्षिण बंगाल के विभिन्न जिलों में लू लगने से कम से कम ४६ लोग मारे गए हैं। उधर, समूचे झारखंड में कल तेज गर्मी के कारण ४६ लोगों की मौत हो गई। हमारे संवाददाता ने बताया है कि सबसे ज्यादा मौतें बोकारो जिले में हुईं, जबकि दुमका और धनबाद में सात - सात लोगों के मरने की खबर है। दिल्ली में कल वर्षा की बौछार से गर्मी से कुछ राहत मिली है। आज भी हल्की बारिश की संभावना है। उत्तर प्रदेश में वर्षा होने से अलीगढ़, हापुड, इलाहाबाद और आगरा मंडलों में तापमान में कुछ कमी आई है। राजस्थान में भी तापमान में कुछ कमी आई है।

इस बीच दक्षिण पश्चिम मानसून कल केरल तट पर पहुंच गया। मौसम विभाग के निदेशक बी पी यादव ने आकाशवाणी को बताया कि केरल तट पर कुछ दिनों से बारिश हो रही है, लेकिन बारिश की जो विशेषतायें हैं, उससे पता चलता है कि मानसून अब पहुंच गया है। उन्होंने बताया कि पूरे केरल में मानसून की वर्षा हो रही है।

The Government has expressed its commitment to support the development of the North Eastern states and said it would help these states in raising loans from the market. Addressing a meeting of the Chief Ministers of North Eastern states in New Delhi yesterday the Finance Minister Pranab Mukherjee said, if any state faced a problem on account of an undersubscribed market loan, the Centre would be ready to raise the loan within the permitted borrowing ceiling, and pass it on to the concerned state. Mr Mukherjee also promised that the Finance Ministry would soon issue notifications to provide tax relief to industry in the region.

The Reserve Bank of India has asked banks to immediately stop charging penalty on pre-payment of home loans taken on floating interest rates. In a notification issued in Mumbai yesterday, the RBI has said that removal of foreclosure charges or prepayment penalty on home loans will lead to a reduction in the discrimination between existing and new borrowers. The action will also result in finer pricing of the floating rate home loans.

In Odisha, all the four MLAs of the Nationalist Congress Party, NCP have joined the ruling Biju Janata Dal or BJD. The NCP legislators, Amar Prasad Satpathy, Prasant Nanda, Naveen Nanda and Ramchandra Hansda, joined the BJD after holding talks with Chief Minister and BJD president Naveen Patnaik. The merger of the NCP legislative party with the BJD has increased the ruling party's strength in Odisha from 104 to 108 in the 147-member Odisha Legislative Assembly. The four NCP MLAs have said that there was no pre-condition for joining the BJD. The NCP had fought the 2009 assembly elections in Odisha as an ally of the BJD.

The Empowered Group of Ministers or EGoM has finalised broad modalities for auction of spectrum including the schedule and the quantum of airwaves to be sold. Talking to reporters after the meeting in New Delhi yesterday, Telecom Minister Kapil Sibal said that some decisions have been taken in this regard. The EGoM, headed by Finance Minister Pranab Mukherjee, deliberated on the reserve price for the auction, recommended Telecom Regulatory Authority of India-TRAI.

Union Human Resource Development Minister Kapil Sibal has called upon the states to join the new system of common engineering entrance test for central institutions, including IITs, NITs and IIITs. Mr. Sibal said, the States can express their choice within this month to make it possible for the Centre to move forward. Addressing a State Education Ministers' Conference in New Delhi yesterday, Mr Sibal said the Centre's decision to go for the common entrance test was taken after taking all the stakeholders on board.

In Maharashtra, the Crime Branch of the Mumbai Police has arrested fourteen people for their alleged involvement in leaking question paper of two engineering exams last month. All those arrested have been sent to police custody till the 8th of June. Two college professors, four Mumbai University peons and five students are among those arrested. The Police have also seized computer hard discs, copies of question papers, mobiles and cash from the accused. Meanwhile, the examination committee of the Mumbai University will meet on the 8th of June to decide whether a re-exam should be conducted or not. Over 20,000 students of Mumbai University were affected by the leak.

Al-Qaeda's second-in-command Abu Yahya al-Libi was killed in a US drone strike in Pakistan's northwestern tribal region. Talking to reporters in Washington yesterday, White House Press Secretary Jay Carney termed it a major blow to the terrorist outfit. Carney said that removing leaders like al-Libi from Al-Qaeda's top rung, is part of the effort of the Obama Administration to defeat and dismantle the terror network.
His death is the part of degradation that has been taking place to the core Al-Qaeda in the last several years and that degradation has completed the ranks to such an extent that there is no clear successor to take on the breadth of his responsibility.
Washington had put a reward of 1 million US dollars on Libi's head. He was the main target of the drone strike at a militant compound near the town of Mir Ali in the North Waziristan tribal region. Libi was considered the most-prominent figure in al-Qaeda after Ayman al-Zawahiri.
Meanwhile, Pakistan summoned the acting US ambassador and lodged a protest over continued US drone strikes.

The visiting US Defence Secretary Leon Panetta will meet Defence Minister A.K. Antony today. Ongoing defence co-operation and the regional security situation will figure prominently during the discussion between the two leaders. Mr. Panetta will lay a wreath at the Amar Jawan Jyoti and will be presented a tri-Services Guard of Honour at South Block this morning. He is to deliver a lecture on Indo-US Defence Relations at the Institute for Defence Studies and Analyses. This will be followed by an interactive session and will be his only public event in New Delhi. Mr. Antony will also host a dinner in honour of the visiting dignitary. Leon Panetta met Prime Minister Manmohan Singh and National Security Adviser Shivshankar Menon in New Delhi yesterday. They are believed to have discussed several issues relating to the strategic partnership and military trade between the two countries.

The External Affairs Minister Mr. S.M. Krishna has reached China to participate in the 12th summit of the Shanghai Cooperation Organisation in Beijing. The two day summit begins today. India is an observer for the summit. During his three-day visit, Mr. Krishna will also be discussing bilateral issues with Deputy Premier of China Li Kequiang.

The mercury continued to soar in the eastern parts of the country but the heat wave ebbed marginally in the north as light rain drenched some pockets of the region. In Odisha, normal life has been severely affected following the gruelling heatwave condition. A report :
Severe heatwave condition is prevailing all over Odisha with mercury soaring upto 47 degree Celsius in some part of state. Taicher recorded a maximum temperature of 47.3 degree Celsius followed by Chandwali 47.2 degree and Kitlagarh 47 degree Celsius yesterday. The capital city of Bhubneshwar recorded 46.7 degree Celsius, the highest in the last 40 years. The entire Western Odisha are also facing acute shortage of drinking water and regular power cuts made life of common people miserable. The Bhubneshwar Metrological office has predicted extreme heat wave condition for next 48 hours all over Odisha. In West Bengal, the Government has instructed school authorities to enhance the summer vacation for ten more days due to the prevailing heat wave condition in the state. Reports reaching Kolkata indicate that at least 46 people have died of sunstroke in South Bengal Districts in the last 48 hours.
The Entire State of Jharkhand is reeling under a heat wave. 46 people died yesterday in the state due to the heat.
However, Delhiites got some relief from severe heat yesterday as summer showers brought down the mercury in the national capital. Light rains is also expected today. The rain also brought down temperatures marginally in the Aligarh, Hapur, Allahabad and Agra divisions in Uttar Pradesh. The temperature also dropped marginally in Rajasthan.

The south-west monsoon hit Kerala bringing much-needed relief to farmers. The Monsoon generally arrives on the Kerala coast on the 1st June, but it got delayed due to cyclonic pressure over the Arabian Sea this year. In a special front page story, the Indian Express exposes a land racket in Bihar in which government officials and brokers ganged up to buy land dirt cheap from villagers and then sold it to the government at four to five times the price. नागरिक उड्डयन मंत्री अजीतसिंह ने आज हड़ताल से प्रभावित एयर इंडिया की अंतर्राष्ट्रीय उड़ानों के लिए नई योजना की घोषणा की। उन्होंने संवाददाताओं को बताया कि क्वालालम्पुर और लंदन के लिए दो नई उड़ानें शुरू की जाएंगी तथा हांगकांग, ओसाका और सोल के लिए पहली अगस्त से उड़ानें शुरू होंगी। उन्होंने कहा कि एयर इंडिया के बेडे+ में तीन बोइंग-७८७ ड्रीम लाइनर विमान शामिल किये जाएंगे। श्री अजीतसिंह ने कहा कि साठ पायलट उड़ानों के लिए तैयार हैं।
पायलटों की उपलब्धता के मामले में हमने दिल्ली-टोरन्टो और मुंबई-न्यूयार्क सहित एयर इंडिया की अंतर्राष्ट्रीय उड़ानें बहाल कर दी हैं। एयर इंडिया के पास अभी ९० ट्रेनी पॉयलट हैं, जिनमें से ६० पॉयलटों ने ट्रेनिंग कर ली है और अगले चार-पॉंच महीनों के अंदर ही नियमित उड़ानों के लिए उपलब्ध होंगे। एयर इंडिया की बाकी ३० पायलटों की भी ट्रेनिंग जल्द ही शुरू किए जाने की योजना है।
श्री सिंह ने कहा कि घरेलू उड़ाने सामान्य रूप से चल रही हैं और इस महीने के शुरू से २६ हजार यात्री प्रतिदिन एयर इंडिया से यात्रा कर रहे हैं। उन्होंने आज नई दिल्ली में संवाददाताओं से कहा कि एयर इंडिया के प्रबंधकों के अनुसार हड़ताल समाप्त हो गई है।
उन्होंने कहा कि एयर इंडिया, देश विदेश से पायलटों को अनुबंध पर रखने की योजना बना रही है, क्योंकि अंतर्राष्ट्रीय उड़ानों में हर रोज करीब ११ हजार यात्री सफर कर रहे हैं, जो सामान्य से दो से तीन हजार कम हैं।
पायलटों की हड़ताल के बारे में एक प्रश्न के उत्तर में श्री अजीत सिंह ने स्पष्ट किया कि पायलट बिना कोई शर्त रखे काम पर लौट सकते हैं।
मैंने हाल ही में अखबारों में देखा कि उन्होंने धरमाधिकारी रिपोर्ट की निन्दा की है। अब धरमाधिकारी रिपोर्ट बहुत महत्वपूर्ण है और हमारी योजना का हिस्सा है। इसलिए अगर, वे धरमाधिकारी रिपोर्ट स्वीकार नहीं करते तो मेरे विचार से उनकी वापसी का कोई मतलब ही नहीं है।
नौकरी से हटाये गये पायलटों के भविष्य के बारे में एक प्रश्न के उत्तर में श्री अजीतसिंह ने कहा कि उन्हें नये सिरे से आवेदन करना होगा। उड्डन मंत्री ने कहा कि उच्च न्यायालय पायलटों की हड़ताल को पहले ही गैर कानूनी घोषित कर चुका है। श्री अजीत सिंह ने कहा कि वे संसद में कह चुके हैं कि अगर हड़ताली पायलट काम पर लौट आएं, तो उन्हें परेशान नहीं किया जाएगा, लेकिन वे ऐसा करने को तैयार नहीं हैं। उड्डयन के क्षेत्र में प्रत्यक्ष विदेशी निवेश के बारे में उन्होंने कहा कि इस बारे में सहयोगी दलों के साथ विचार विमर्श चल रहा है।

इंडिगो एयरलाइन्स के एक विमान को आज आपात स्थिति में नागपुर के बाबासाहेब अम्बेडकर अंतर्राष्ट्रीय हवाई अड्डे पर उतारकर पायलट ने एक बड़ी दुर्घटना टाल दी। नई दिल्ली से हैदराबाद जा रहे इस विमान में यात्रियों और चालक दल के सदस्यों सहित १३० लोग सवार थे। वे सभी सुरक्षित हैं। यात्रियों को दूसरे विमान से नई दिल्ली लाया जाएगा।
हवाई अड्डे के अधिकारियों से प्राप्त जानकारी के अनुसार उड़ान के दौरान पायलट को विमान में कुछ तकनीकी खराबी का पता लगा। पायलट ने नागपुर हवाई अड्डे पर उतरने की अनुमति मांगी और विमान को सुरक्षित वहां उतार लिया। नागपुर हवाई अड्डे पर विमान की तकनीकी खराबी के बारे में आवश्यक जांच और उसमें मरम्मत का काम चल रहा है।

लोकसभा अध्यक्ष मीरा कुमार ने अन्य पिछड़ा वर्ग के लोगों के कल्याण के बारे में एक नई संसदीय समिति बनाई है। इसके अध्यक्ष बी. के. हांडिक होंगे। ये समिति सार्वजनिक क्षेत्र के उपक्रमों, वैधानिक और अर्द्धसरकारी संस्थाओं तथा केन्द्रशासित प्रदेशों में नियुक्तियों सहित सेवाओं और पदों पर अन्य पिछड़े वर्गो विशेष रूप से अत्याधिक पिछड़े वर्गो को उचित प्रतिनिधित्व देने के लिए केन्द्र सरकार के उपायों की जांच करेगी।
लोकसभा के एक वक्तव्य में कहा गया है कि इस समिति का कार्यकाल इसकी पहली बैठक की तारीख से लेकर एक वर्ष तक के लिए होगा। ये समिति राष्ट्रीय पिछड़ा वर्ग आयोग द्वारा पेश की गई रिपोर्टो पर भी विचार करेगी और ये सिफारिश करेगी कि सरकार इसके लिए क्या उपाय करे। समिति सदन या अध्यक्ष द्वारा सौंपे गये मामलों की भी जांच करेगी। हमारे संवाददाता ने खबर दी है कि इस समिति में तीस सदस्य होंगे, जिनमें से बीस लोकसभा से और दस राज्यसभा से होंगे।

बिहार के मुख्यमंत्री नितीश कुमार ने प्रतिबंधित रणबीर सेना के प्रमुख ब्रह्मेश्वर सिंह मुखिया की हत्या की सी बी आई जांच की सिफारिश की है। पटना में आज सरकारी प्रवक्ता ने कहा कि राज्य पुलिस और गृह विभाग के वरिष्ठ अधिकारियों के साथ बैठक में इस बारे में फैसला किया गया।
प्रतिबंधित रणबीर सेना के मुखिया की भोजपुर जिले में पिछले शुक्रवार को उनके गांव खोपिरा में घर के निकट ही गोली मार कर हत्या कर दी गई थी। हमारे पटना संवाददाता ने खबर दी है कि राज्य सरकार ने मुखिया की हत्या और उसके अन्तिम संस्कार के दौरान हुई तोड़फोड़ और हिंसा की दो रिपोर्ट राज्यपाल को भेज दी हैं। राज्यपाल ने ये रिपोर्ट मांगी थी।

भारत ने वायुसेना में इस्तेमाल के लिए देश में विकसित आकाश मिसाइल का आज एक और सफल परीक्षण किया। ज+मीन से हवा में मार करने वाली इस मिसाइल को आज सुबह सात बजकर सत्तावन मिनट पर ओड़ीशा तट से दूर बालेश्वर जिले में चांदीपुर के समन्वित परीक्षण रेंज से एक मोबाइल लाँचर के ज+रिये छोड़ा गया। हमारे संवाददाता ने बताया है कि साठ किलोग्राम हथियार के साथ पच्चीस किलोमीटर तक मार करने वाले विमान भेदी आकाश मिसाइल का पिछले एक पखवाड़े में पांचवा सफल परीक्षण है। थलसेना में इस्तेमाल लायक आकाश मिसाइल को सेना ने २००८ में अपना लिया था।
विमान भेदी आकाश मिसाइल राजेन्द्र राडार प्रणाली की मदद से एक साथ कई लक्ष्यों पर हमला कर सकता है। बंगलूर में रक्षा अनुसंधान और विकास संगठन के इलैक्ट्रॉनिक तथा राडार विकास प्रतिष्ठान ने राजेन्द्र राडार प्रणाली विकसित की है। राजेन्द्र लक्ष्य की टोह लेकर उसे निशाने पर लेता है और फिर मिसाइल को उसकी तरफ निर्देशित करता है। आकाश मिसाइल को १९९० के दशक में देश के समन्वित निर्देशित मिसाइल विकास कार्यक्रम के अन्तर्गत विकसित किया गया था और इसके कई सफल परीक्षण हो चुके हैं। ये राडार एक साथ ६४ लक्ष्यों पर नजर रख सकता है और १२ मिसाइलों को नियंत्रित कर सकता है। भुवनेश्वर से प्रकाश दास की रिपोर्ट के साथ मैं विमलेंदु पाण्डेय।
रक्षा विशेषज्ञ आकाश मिसाइल प्रणाली को अमेरिका की पैट्रियट मिसाइल प्रणाली के समकक्ष मानते हैं। उनका कहना है कि पैट्रिएट एम आई एम १०४ मिसाइल की तरह आकाश भी मानव रहित विमानों, लड़ाकू विमानों, क्रूज मिसाइल और हवा से ज+मीन पर छोड़ी गई मिसाइलों जैसे लक्ष्यों का सफाया कर सकता है।

अफगानिस्तान में पूर्वी प्रांत लोगर में आज सवेरे अफगान और नेटो गठबंधन सेना की कार्रवाई में सत्ताईस तालिबान आतंकवादी मारे गए हैं। सरकारी प्रवक्ता ने बताया है कि खुफिया सूचना के आधार पर सेना ने बराकी बराक जिले में छिपे इन आतंकवादियों पर धावा बोला जिसमें ये हथियार बन्द आतंकवादी मारे गए। उन्होंने बताया कि मारे गए आतंकवादियों में से कई विदेशी थे।

अफगानिस्तान के दक्षिणी कंधार प्रांत में आज दो आत्मघाती धमाकों में कम से कम २२ लोग मारे गये हैं और ५० घायल हो गये हैं। प्रांतीय अधिकारियों के हवाले से खबरों में बताया गया है कि पहले एक हमलावर ने कंधार शहर में वाहन खड़े करने की जगह विस्फोट किया, जब हताहतों की मदद के लिए वहां लोग़ जमा हो गये तो दूसरे हमलावर ने भीड़ में घुसकर अपने शरीर पर बंधे विस्फोटकों से धमाका कर दिया। हमले में कम से कम २२ लोग मारे गये और ५० घायल हुए हैं जो सभी आम नागरिक हैं। अफगान सुरक्षा बल इलाके में पहुंच गये हैं। अभी तक किसी संगठन ने हमले की जिम्मेदारी नहीं ली है।

अलकायदा का दूसरा बडा नेता अबू याहिया अल लीबी पाकिस्तान के अशांत उत्तर पश्चिमी कबायली इलाके में अमरीका के ड्रोन हमले में मारा गया है। व्हाइट हाउस के प्रेस सचिव जे कारने ने वाशिंगटन में संवाददाता सम्मेलन में इसकी घोषणा करते हुये कहा कि अलकायदा के लिए यह बहुत बड़ा धक्का है। उन्होंने कहा कि अल लीबी जैसे अलकायदा के बड़े सरगना का खात्मा आतंकी नेटवर्क को खत्म करने के ओबामा प्रशासन के प्रयासों का हिस्सा है।
अल लीबी पर अमरीका ने दस लाख डॉलर का इनाम घोषित किया था। उत्तरी वजीरिस्तान के कबायली इलाके में मीर अली कस्बे के पास उग्रवादियों के ठिकाने पर ड्रोन हमले का मुख्य निशाना अल लीबी ही था। सोमवार को हुए इस हमले में १५ लोग मारे गए थे। अययान अल जवाहिरी के बाद अल लीबी को ही अलकायदा का सबसे बड़ा सरगना माना जाता था।
इस बीच, पाकिस्तान ने कार्यवाहक अमरीकी राजदूत को बुलाकर लगातार हो रहे अमरीकी ड्रोन हमलों पर अपना विरोध दर्ज किया है। पाकिस्तान के विदेश मंत्रालय के एक बयान में कहा गया है कि कार्यवाहक राजदूत रिचर्ड हौगलैंड को पाकिस्तानी इलाके में ड्रोन हमलों पर पाकिस्तानी सरकार की गहरी चिंता से अवगत कराया गया। पाकिस्तान ने कहा कि ये हमले गैर कानूनी और अंतर्राष्ट्रीय कानून के विरूद्ध हैं तथा पाकिस्तान की प्रभुसत्ता का उल्लंघन हैं।

चीन और रूस के नेतृत्व में शंघाई सहयोग संगठन शिखर वार्ता में मध्य एशिया क्षेत्र में सुरक्षा और विकास पर प्रमुखता से चर्चा हो रही है। रूस के राष्ट्रपति ब्लादिमीर पुतिन ने कहा है कि अफगानिस्तान की स्थिरता सभी के लिए चिन्ता का विषय है। पेइचिंग में दो दिन की इस वार्ता में चार अन्य देशों ईरान, मंगोलिया, भारत, पाकिस्तान और अफगानिस्तान के नेता भी भाग ले रहे हैं। छह सदस्यों के शंघाई सहयोग संगठन में मध्य एशियाई देश कजाख्स्तान, किर्गिजिस्तान, ताजि+किस्तान और उजबेकिस्तान शामिल हैं। अफगानिस्तान को मेहमान देश के रूप में आमंत्रित किया गया है जबकि भारत, ईरान, मंगोलिया और पाकिस्तान पर्यवेक्षक देश हैं।
यह संगठन क्षेत्र में उग्रवाद की रोकथाम और सीमा सुरक्षा बढ़ाने के उद्देश्य से वर्ष २००१ में गठित किया गया था। इसे पश्चिमी देशों के उत्तर अटलांटिक संधि संगठन - नेटो जैसे गुटों के प्रभाव को रोकने की कोशिश माना जा रहा था।

बम्बई शेयर बाजार में आज जबर्दस्त उछाल देखा गया। शुरूआती कारोबार में ही बाजार एक सौ उनहत्तर अंक की बढ़त लेकर १६ हजार एक सौ नब्बे तक पहुंच गया। फंडों की ज+बर्दस्त लिवाली और रिज+र्व बैंक द्वारा ब्याज दरों में कटौती की संभावना तथा एशियाई बाजारों में वृद्धि के रूख के कारण सेन्सेक्स में यह उछाल आया। तीसरे पहर के कारोबार में तो सेन्सेक्स चार सौ अंक से अधिक चढ़ गया। अब से कुछ देर पहले यह ४४३ अंक की वृद्धि के साथ १६ हजार ४४६ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी १३८ अंक बढ़कर ५ हजार एक पर था।
विश्व के प्रमुख शेयर बाजारों, जापान, हांगकांग, इंडोनेशिया, ताईवान और सिंगापुर के बाजारों में शून्य दशमलव आठ से दो दशमलव सात प्रतिशत तक की वृद्धि दर्ज हुई।

भारतीय रिर्जव बैंक ने बैंको से कहा है कि फ्लोटिंग ब्याज दरों पर दिये गये आवास ऋणों के पूर्व भुगतान पर जुर्माना लेना तुरंत बंद करें। कल मुंबई में जारी अधिसूचना में रिजर्व बैंक ने कहा कि निर्धारित समय सीमा से पहले आवास ऋण की अदायगी पर जुर्माना हटा देने से मौजूदा और नए कर्जदारों के बीच भेदभाव कम होगा और साथ ही फ्लोटिंग ब्याज दरों का बेहतर निर्धारण भी होगा। हाल ही में बैंकों की ग्राहक सेवा से संबंधित एम दामोदरन समिति ने कहा था कि समय से पहले ऋण अदायगी पर जुर्माना लेने की नीति से कर्जदार नाराज हैं, क्योंकि यह नीति ग्राहकों के लिये दूसरे सस्ते उपलब्ध विकल्पों को अपनाने में रोड़ा बनती है। समिति ने यह भी पाया कि ब्याज दर घटने की स्थिति में बैंक इसका लाभ मौजूदा कर्जदाताओं को देने में झिझकते हैं।

संचाई, जल संसाधन और कमान एरिया विकास विभागों के सचिवों का वार्षिक सम्मेलन आज नई दिल्ली में हो रहा है। इसमें निगरानी और आकलन के लिए संस्थागत तंत्र को मजबूत करने और उदारता से धन आवंटन को जल क्षेत्र में सुधारों की गति तेज+ करने के राज्यों के प्रयासों से जोड़ने पर प्रमुख रूप से चर्चा हो रही है। जल संसाधन मंत्रालय में सचिव ध्रुव विजय सिंह ने कहा कि १२वीं योजना के दौरान देश के ग्रामीण और शहरी क्षेत्रों में पेयजल सुरक्षा, सिंचाई और पानी की आपूर्ति स्थायी रूप से सुनिश्चित करने के लिए जल भंडारों के नक्शे बनाने का महत्वपूर्ण कार्यक्रम शुरू किया जा रहा है। अठारह राज्यों और चार केन्द्र शासित प्रदेशों में छत पर बारिश के पानी के संचयन की व्यवस्था को अनिवार्य कर दिया गया है, जबकि मेघालय, अरूणाचल प्रदेश, ओडीशा, झारखंड और लक्षद्वीप में इसे लागू करने की प्रक्रिया चल रही है।

पूर्व दूरसंचार मंत्री और टू जी स्पैक्ट्रम घोटाले के मुख्य अभियुक्त ए राजा को आज दिल्ली की एक अदालत ने आठ से तीस जून के बीच अपने गृह राज्य तमिलनाडु जाने की अनुमति दे दी। अदालत ने १५ मई को उन्हें जमानत दी थी। लेकिन उन पर कुछ शर्ते लगाई गई थीं, जिसमें ये शर्त भी शामिल थी कि वे अदालत की अनुमति के बिना अपने गृह राज्य नहीं जाएंगे। राजा ने तमिलनाडु जाने की अनुमति के लिए आवेदन किया था। राजा ने इस आधार पर भी अनुमति मांगी कि नौ से तीस जून तक अदालत में गर्मियों की छुट्टियां होने के कारण मुकदमे की कार्रवाई नहीं होगी, इसलिए उन्हें तमिलनाडु जाने दिया जाए।

आंध्रप्रदेश में नेल्लूर संसदीय निर्वाचन क्षेत्र और १८ विधानसभा सीटों के उपचुनाव के लिए प्रचार जोर पकड़ रहा है। इस महीने की १२ तारीख को होने वाले मतदान में अब केवल चार दिन रह गये हैं। विधानसभा की ये सीटें यहां के विधायकों को अयोग्य करार दिये जाने के बाद खाली हुई है। और नेल्लूर सीट के सांसद द्वारा त्यागपत्र दिये जाने के कारण उपचुनाव हो रहा है।

सी बी आई ने आय से अधिक सम्पत्ति के मामले में आन्ध्रप्रदेश के एक और मंत्री पुन्नाला लक्ष्मैया को कल पूछताछ के लिए बुलाया है। लक्ष्मैया सिंचाई मंत्री रहते हुए उन कम्पनियों के लिए जलाशयों से पानी आवंटित करने के आदेश दिए थे, जिन्होंने जगन मोहन रेड्डी की कम्पनियों में पैसा लगाया था। इस बीच सी बी आई कडप्पा से लोकसभा सांसद जगन मोहन रेड्डी से आज चौथे दिन भी पूछताछ कर रही है। जगन मोहन रेड्डी इस महीने की ग्यारह तारीख तक न्यायिक हिरासत में हैं।

मध्यप्रदेश के आईपीएस अधिकारी नरेन्द्र कुमार सिंह की हत्या के मामले में संदिग्ध खनन माफिया सदस्य और मुख्य अभियुक्त मनोज गुर्जर के खिलाफ आज सीबीआई ने इन्दौर में आरोपपत्र दायर किया। गुर्जर पर इस वर्ष आठ मार्च को मुरैना जिले के बारमोर कस्बे में ३२ वर्षीय नरेन्द कुमार सिंह को ट्रैक्टर ट्रॉली से कुचलकर मार देने का आरोप है। श्री सिंह इस टै्रक्टर ट्रॉली को रोकने की कोशिश कर रहे थे, जिसमें गैरकानूनी रूप से खानों से निकाला हुआ पत्थर लदा था। मनोज गुर्जर पर भारतीय दण्ड संहिता की धारा ३०४ और ३५३ तथा मोटर वाहन कानून के तहत आरोप लगाये गये हैं।

भारत ने जोर देकर कहा है कि अमेरिका के साथ रक्षा व्यापार में उसकी प्राथमिकता सिर्फ खरीदने-बेचने के सौदों से आगे बढ़ने की है। नई दिल्ली में अमेरिका के रक्षा मंत्री लिओन पेनेटा के साथ शिष्टमंडल स्तर की वार्ता के बाद रक्षा मंत्री ए.के. एंटनी ने कहा कि भारत, स्वदेशी क्षमता विकसित करने के लिए तकनीक के हस्तांतरण और साझेदारी पर ध्यान देना चाहता है। श्री पेनेटा ने आश्वस्त किया कि अमेरिका सरकार टैक्नोलॉजी देने में सहायक उपाय अपनाने वाली है।
दोनों पक्षों ने दक्षिण एशिया, पश्चिम एशिया और एशिया प्रशांत में सुरक्षा की स्थिति और साइबर सुरक्षा सहित वैश्विक सुरक्षा की चुनौतियों पर भी विचार-विमर्श किया।
एक घंटे की शिष्टमंडल स्तर की वार्ता में दोनों पक्षों ने रक्षा क्षेत्र में भारत और अमेरिका के बीच मौजूदा आपसी सहयोग पर गौर किया। इस बात पर सहमति थी कि आपसी हित और परस्पर लाभकारी सरोकारों के मामले में आपसी सहयोग बढ़ाने के अवसर मौजूद हैं।
श्री पेनेटा के साथ दस सदस्यीय शिष्टमंडल में अमेरिकी रक्षा विभाग के वरिष्ठ अधिकारी और भारत में अमेरिका के राजदूत शामिल थे। भारत की ओर से रक्षा सचिव शशिकांत शर्मा, रक्षा उत्पादन सचिव शेखर अग्रवाल और रक्षा मंत्री के वैज्ञानिक सलाहकार डॉक्टर वी.के सारस्वत ने बातचीत में हिस्सा लिया।

आज देश भर में शुक्र ग्रह की यात्रा का दुर्लभ खगोलीय नजारा देखने को मिला। वैज्ञानिकों और खगोल विज्ञान के दूसरे विद्वानों ने आज सवेरे सूर्य की सतह पर सरकते काले धब्बे को देखा। राजधानी दिल्ली और उत्तर भारत के कुछ हिस्सों में सुबह छाई बदली के कारण लोगों को इसे देखने में कुछ कठिनाई हुई। नेहरू तारा मंडल की निदेशक एन.रत्नाश्री ने पत्रकारों से कहा कि इस सदी में शुक्र का यह अंतिम चक्कर था, जिसे देखने का अवसर आज सुबह मिला। हमारे संवाददाता ने बताया है कि तारा मंडल में बड़ी संख्या में लोग प्रौजेक्टर, कैमरे और दूरबीन की मदद से इस नजारे को देखने आए।

दुनिया में इंटरनेट सेवा प्रदान करने वाली प्रमुख कम्पनियां, वेब कम्पनियां और नेटवर्किंग उपकरण बनाने वाली कम्पनियां आज से इंटरनेट प्रोटोकॉल एडे्रस का नया संस्करण अपना रही हैं। विश्व आई पी वी-सिक्स दिवस पर दूरसंचार सचिव श्री आर.चन्द्रशेखर ने कहा कि देश में और अधिक ग्राहकों को विभिन्न सेवाएं प्रदान करने के लिए परिवर्तन का यह काम २०२० तक समयबद्ध ढंग से विभिन्न चरणों में पूरा किया जाएगा। हमारे संवाददाता ने खबर दी है कि सरकार की सभी वेबसाइट वर्ष के अंत तक नई टैक्नोलॉजी के अनुरूप ढल जाएंगी।
दूरसंचार नेटवर्क जिस प्रणाली के अंतर्गत काम करते हैं, उन्हें इंटरनेट प्रोटोकॉल के नाम से जाना जाता है। जिसके माध्यम से किसी भी इक्यूपेट का पता जाना जा सकता है। फिलहाल दुनियाभर में २७ पुराने आई पी पी फोर इंटरनेट प्रोटोकॉल का इस्तेमाल किया जाता है। इस प्रणाली में ३२ बिट के एड्रेसिंग सिस्टम का प्रयोग किया जाता है जिससे करीब चार अरब ३० करोड़ इक्यूमेंट एड्रेसिस बन सकते हैं। जिस तेजी से देशभर में दूरसंचार का काम हो रहा है इसमें ये संख्या तेजी से कम हो रही है। नया आई पी वी सिक्स एक सौ अट्ठाइस बिट की तकनीक पर काम करेगा और इसमें असीमित पते बन सकते हैं। भारत में फिलहाल साढ़े तीन करोड़ आई पी वी फोर इक्यूमेंट एड्रेसिंस हैं जिसमें ३६ करोड़ लोग आंॅकड़ों का इस्तेमाल करते हैं। इसके अलावा सरकार की योजना २०१७ तक १६ करोड़ और २०२० तक साठ करोड़ उपभोक्ताओं तक ये सुविधा पहुॅंचाने की है। आकाशवाणी समाचार के लिए दिल्ली से मैं मणिकांत ठाकुर।

योजना आयोग ने कहा है कि ये बड़े दुर्भाग्य की बात है कि आयोग के शौचालयों के नियमित रख-रखाव और उनमें सुधार पर किये गये खर्च को मीडिया की खबरों में फिजूलखर्ची बताया जा रहा है। योजना आयोग ने कहा है कि इन दो शौचालयों पर किये गये खर्च के बारे में जो कुछ बताया जा रहा है, वह पूरी तरह से गलत है। योजना आयोग का ये वक्तव्य मीडिया की इन खबरों के बाद आया है कि योजना आयोग ने ३५ लाख रूपये की लागत से दो शौचालयों को फिर से ठीकठाक किया है।

Civil Aviation Minister Ajit Singh today unveiled new plans for international operations of the strike-hit Air India. He told reporters that two new flights to Kualalumpur and London will be started and operations to Hong Kong, Osaka and Seoul will begin from the first of August. He said that three Boeing 787 Dreamliner Aircraft will be inducted in the Air India Fleet.
"Regarding availability of Pilots we restore, International operation of Air India including Delhi-Toronto and Mumbai Newyork. Air India presently have 90 trainee Pilots out of which 60 Pilots are already having their training and will be available for regular flying within next four or five months. Air India plans to start training the balance of 30 Pilots also immediately."
Mr. Ajit Singh asserted that the domestic flight operations are normal and the national carrier is carrying 26 thousand passengers daily from the beginning of this month. Talking to reporters in New Delhi today, he said that for Air India management the strike is over. The national carrier is planning to hire pilots from domestic and international markets as the international traffic is around eleven thousand passengers daily which is two to three thousand less than the normal.
In response to a question on the ongoing pilots' strike, Mr. Singh said
"I saw in the papers recently they have condemned the Dharmadhikari report. Now the Dharmadhikari report implementation is part of the turn around Plan. So if they don't accept Dharmadhikari report, I don't think there is any point their coming back."
On the matter of the fate of the terminated pilots, Mr. Singh said they will have to apply afresh. The Minister noted that the strike has already been declared illegal by the high court and he was on record in Parliament that there will be no victimisation if the striking pilots come back. On FDI in aviation, the minister said, discussions are on with the allies on the matter.

A major mishap was averted this morning, when the pilot of the Indigo flight heading towards New Delhi from Hyderabad landed the aircraft safely at Dr. Babasaheb Ambedkar International Airport in Nagpur following an emergency situation. All the 130 persons on board including passengers and the crew members are safe and the passengers would be taken to New Delhi by another plane which would leave Nagpur later in the afternoon. As per the information received from the Airport authorities, the pilot came to know about some technical snag following an alarm during the flight. He immediately sought the permission to make an emergency landing at Nagpur airport and landed the flight safely.
Meanwhile, the necessary investigations with regard to the technical snag of the aircraft and repairs are being undertaken at Nagpur airport at present.

The Reserve Bank Of India has asked banks to immediately stop charging penalty on pre-payment of home loans taken on floating interest rates. RBI has said that removal of foreclosure charges or prepayment penalty on home loans will lead to reduction in the discrimination between existing and new borrowers. The action will also result in finer pricing of the floating rate home loans. Recently, the Committee on Customer Service in Banks chaired by M. Damodaran had observed that foreclosure charges levied by banks on prepayment of home loans were resented by home loan borrowers. As such, foreclosure charges are seen as a restrictive practice deterring the borrowers from switching over to cheaper available source. The committee had also said that the banks were found to be hesitant in passing on the benefits of lower interest rates to the existing borrowers in a falling interest rate scenario.

Lok Sabha Speaker Meira Kumar has set up a new Parliamentary Committee on Welfare of Other Backward Classes with B.K Handique as the Chairman. The Commitee will report to both the Houses of Parliament on the action taken by the Union Government and the Union Territories on measures proposed by the Committee. It will also examine the measures taken by the Union Government to secure due representation of the Other Backward Classes, particularly the Most Backward Classes, in services and posts including appointments in Public Sector Undertakings, statutory and semi-Government Bodies and in the Union Territories.
A Lok sabha statement said, the term of the Committee would be one year from the date of its first sitting. Our correspondent reports the committee comprises of 30 Members, 20 from Lok Sabha and 10 from the Rajya Sabha.

The CBI has summoned another Andhra Pradesh Minister Ponnala Lakshmiaih to its office tomorrow in connection with the disproportionate assets case. Lakshmiaih was then the Major Irrigation Minister who issued orders allocating water from reservoirs to those companies which invested in the firms of Jaganmohan Reddy.
Meanwhile, the CBI is continuing interrogation of Kadapa Lok Sabha Member Y S Jaganmohan Reddy in the case on the fourth consecutive day today. Jaganmohan Reddy is on judicial remand till the 11th of this month.

India today successfully test fired indigenously developed surface-to-air ‘Akash’ missile of Air Force version from the Integrated Test Range (ITR) at Chandipur in Balasore district off Odisha coast. This is the fifth successful trial of the anti-aircraft system in the last fortnight. Akash missile, with a strike range of 25 km and capable of carrying warhead of 60 kg, was test fired from a mobile launcher at launch complex-III of the ITR at 7.57 this morning.

"The successful test-firing of surface-to-air Akash missile has added one more feather to the Indian missile mission. Defence forces conducted the trial test-firing of Akash with logistic support from ITR to re-validate the technology and operational efficacy of the missile. The development of Akash missile took place during 1990s under the country’s Integrated Guided Missile Development Programme (IGMDP) and after many trials, it was inducted into the armed forces. Defence experts have often compared Akash missile system with the American MIM-104 Patriot surface-to-air missile system. They say that Akash missile, like MIM-104, is capable of neutralising aerial targets such as unmanned aerial vehicles, fighter jets, cruise missiles and air-to-surface missiles. Bihar Chief Minister Nitish Kumar today recommended a CBI probe into the killing of the banned Ranvir Sena chief Brahmeshwar Singh,Mukhia. An official spokesman said in Patna that the decision to this effect was taken during a meeting he had with top state police and home department officials this morning. Mukhia was shot dead by gunmen in Khopira village in Bhojpur district last Friday. Our Patna Correspondent reports the state government has already submitted two reports regarding the killing of Mukhia and vandalism during his funeral procession. Soon after the killing of Brahmeshwar Mukhia, Rajbhawan had sought a report from the state government. Later, another report was sought on violence during the funeral procession.

The CBI today filed a chargesheet against suspected mining mafia member and main accused Manoj Gurjar in murder case of Madhya Pradesh IPS officer Narendra Kumar Singh in Indore.
Gurjar allegedly mowed down 32-year-old Singh, who was posted as Sub Divisional Officer of Police at Barmore town in Morena district, on March 8 when he tried to intercept a tractor-trolley laden with illegally mined stones. Gurjar has been charged under section 304 and 353 of Indian Penal Code and Motor Vehicle Act.
CBI prosecutor A H Khan said it was not an intentional murder and was non-political. The maximum punishment in the case is 10 years or life imprisonment.The next hearing in the case will be on June 11.

Strengthening of institutional mechanism for monitoring and evaluation and linking of liberal funding criteria to push water Sector reforms by the States is high on the agenda of the Annual Conference of the Secretaries of Irrigation, Water Resources and Command Area Development Departments being held in New Delhi today. The Secretary, Ministry of Water Resources Mr. Dhruv Vijai Singh said, nation wide aquifer mapping is being taken up as a flagship programme during the 12th plan to achieve drinking water security, irrigation and sustainability in rural and urban areas of the country. Eighteen states and four Union Territories have made roof top rain water harvesting mandatory, while the four states of Meghalaya, Arunachal Pradesh, Odisha, Jharkhand and Lakshadweep are in the process of implementing roof top rain water harvesting.

In Odisha, all the four MLAs of the Nationalist Congress Party (NCP) have joined the ruling Biju Janata Dal (BJD). The NCP legislators, Amar Prasad Satpathy, Prasant Nanda, Naveen Nanda and Ramchandra Hansda, joined BJD after holding talks with Chief Minister and BJD president Naveen Patnaik. The merger of NCP legislative party with the BJD has increased the ruling party's strength in Odisha from 104 to 108 in the 147-member Odisha Legislative Assembly. The four NCP MLAs have said that there was no pre-condition for joining the BJD. The NCP had fought the 2009 assembly elections in Odisha as an ally of the BJD.

Major internet service providers, networking equipment manufacturers and web companies around the world are migrating to a new version of Internet Protocol address from today onwards. On the occasion of the world IPV6 launch Day across the globe, the Telecommunication Secretary Mr. R. Chandrasekhar said the transition will be complete in a phased and time bound manner in the country by 2020 to accommodate more consumers for different services. Our correspondent reports that all the government websites will be new technology compliant by the end of the year.
"The traditional communication networks run on Internet Protocol which provides the addresses of the equipment. The current version of the Internet Protocol is IPV 4. The biggest limitation of this 27 year old protocol is its 32-bit addressing space resulting in 4.3 billion addresses. With exponential growth of telecom services in several products, most of the addresses have been consumed. The new IPV 6 improves on the addressing capacities of old system by using 128 bits. This makes an infinite pool of IP addresses besides providing more security, autoconfiguration, host mobility and innovative applications. India has at present 35 million IPV4 addresses against 360 million data users. In addition, government is planning to have a target of 160 million by 2017 and 600 million by 2020. Twenty seven Taliban insurgents were killed in an operation carried out by Afghan forces and NATO-led coalition troops today in the eastern Afghan province of Logar. Din Mohammad Darwish, provincial government spokesman said a unit of Afghan and coalition special operation force, backed by gunships, conducted an operation against a Taliban hideout in Baraki Barak district in the wee hours today.

Al-Qaeda's second-in-command Abu Yahya al-Libi was killed in a US drone strike in Pakistan's lawless northwestern tribal region. Talking to reporters in Washington yesterday White House Press Secretary Jay Carney termed it as a major blow to the terrorist outfit. Carney said that removing leaders like al-Libi from the top of al-Qaeda is part of the effort of the Obama Administration to defeat and dismantle the terror network. Washington had put a reward of one million US dollars on Libi's head. Addressing a seminar, in Kathmandu yesterday Country Manager for Nepal, Tahseen Sayed said the World Bank has embarked on an ambitious Openness Agenda with transparency, accountability and citizen participation, which are all central to this citizen oriented approach.
The forum has been organized by the World Bank Institute, the Program for Accountability in Nepal and the Affiliated Network for Social Accountability-South Asia. The forum intends to serve as a kick off for devising country level action agenda on greater budget accountability at national and local level.

China and Russia are leading a group summit, with talks focusing on security and development in central Asia. Russian President Vladimir Putin said that the stability of Afghanistan is a 'common concern. Leaders of Iran, Mongolia, India, Pakistan, and Afghanistan are attending the two-day talks in Beijing. The six-member Shanghai Cooperation Organisation group including the two economic power-houses, and the central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, was formed in 2001. Afghanistan has been invited to the meeting as a guest, while Iran, Mongolia, Pakistan and India are observer members. The group was formed to curb extremism in the region and enhance border security. It was widely viewed as a countermeasure to curb the influence of western alliances such as Nato.

Extending early gains, the Sensex at the Bombay Stock Exchange spurted a hefty 366 points, or 2.3 percent, to 16,386 in afternoon deals, a short while ago. India and Turkey has signed a Memorandum of Understanding, MoU, for enhancing cooperation in the field of sports and youth activities. The MoU was signed by Sports and Youth Affairs Minister, Ajay Maken and his Turkish counterpart, Mr. Suat Kilic in Ankara. Mr. Maken is currently on three days official visit to Turkey. According to an official release issued in New Delhi, the agreement provides the framework for advancement of linkages and cooperation through sports and youth agencies of the two countries. The MoU further states that the cooperation under this will be through exchange of sports experts, government officials, coaches, athletes and curriculum materials on sports. Speaking on the occasion, Mr. Maken expressed hope that the MoU will pave the way for further enhancing traditional ties between both the countries especially among youth populations.

The Planning Commission today said, it is unfortunate that the routine maintenance and upgradation of expenses of toilets is being projected as wasteful expenditure in media reports. The Planning commission said the impression being created on the expenses on the two toilets is totally false. An official statement clarified that the toilet blocks have multiple seats in addition to separate facility for the differently abled. Each of these blocks can be simultaneously used by approximately ten people. The Planning commission statement came in the wake of media reports stating that the commission has renovated 2 toilets at the cost of 35 lakh rupees.

प्रधानमंत्री मनमोहन सिंह ने कहा है कि देश में बुनियादी ढांचा क्षेत्र की जरूरतें काफी बड़ी हैं और इसके लिए अगले पांच वर्षों में दस खरब डॉलर से भी अधिक की जरूरत होगी। वर्ष २०१२-१३ के लिए बुनियादी ढांचे के लक्ष्यों को अंतिम रूप देने की बैठक में डॉक्टर मनमोहन सिंह ने कहा कि विकास के मार्ग में आने वाली बाधाओं को समाप्त करने की आवश्यकता है। उन्होंने कहा कि सरकार मौजूदा स्थिति में सुधार लाने और भारत की विकास गाथा को पुनर्जीवित करने के लिए प्रतिबद्ध है।
डॉक्टर सिंह ने कहा कि अकेले सरकार इतनी बड़ी राशि नहीं खर्च कर सकती, इसलिए सरकारी और निजी क्षेत्र की भागीदारी के जरिए हमारे प्रयासों में निजी क्षेत्र को शामिल करना महत्वपूर्ण है। प्रधानमंत्री ने कहा कि इस वर्ष साढ़े नौ हजार किलोमीटर सड़कों का निर्माण किया जाएगा और नई प्रणाली के तहत चार हजार किलोमीटर से अधिक लंबी सड़कों का रख-रखाव किया जाएगा।
डॉक्टर मनमोहन सिंह ने कहा कि सरकार मुंबई में एलीवेटिड रेल गलियारे, दो नई लोको इंजन निर्माण इकाइयों और विशेष माल गाड़ी गलियारे के पीपीपी हिस्से के निर्माण का कार्य का आदेश की योजना बना रही है।

अमरीका ने कहा है कि पाकिस्तान में अलकायदा के खिलाफ ड्रोन हमले जारी रहेंगे। अमरीकी रक्षामंत्री लिओन पनेटा ने आज नई दिल्ली में रक्षा अध्ययन और विश्लेषण संस्थान में कहा कि न्यूयॉर्क में नौ ग्यारह के हमले में तीन हजार अमरीकी मारे गए थे और इन हमलावरों के नेता पाकिस्तान के कबायली इलाके में छिपे हुए थे। श्री पनेटा का यह बयान पाकिस्तान द्वारा इस्लामाबाद स्थित अमरीकी दूत को बुलाकर ड्रोन हमले के खिलाफ विरोध दर्ज कराने के अगले दिन ही आया है। पाकिस्तान ने उत्तर-पश्चिम के कबायली इलाके में ड्रोन हमले में पंद्रह अन्य आतंकवादियों सहित अलकायदा के दूसरे सबसे बड़े सरगना अबु याहया अल-लीबी के मारे जाने के तुरंत बाद अमरीका से यह विरोध दर्ज कराया।

भारत ने जोर देकर कहा है कि अमरीका के साथ रक्षा व्यापार में उसकी प्राथमिकता खरीदने-बेचने के सौदों से आगे बढ़ने की है। नई दिल्ली में अमरीका के रक्षा मंत्री लिओन पेनेटा के साथ शिष्टमंडल स्तर की वार्ता के बाद रक्षा मंत्री ए.के. एंटनी ने कहा कि भारत, स्वदेशी क्षमता विकसित करने के लिए तकनीक के हस्तांतरण और साझेदारी पर ध्यान देना चाहता है। श्री पेनेटा ने आश्वस्त किया कि अमेरिकी सरकार टैक्नोलॉजी देने में सहायक उपाय अपनाने वाली है।

भारत और तुर्की ने खेल और युवा गतिविधियों के क्षेत्र में सहयोग बढ़ाने के लिए एक सहमति-पत्र पर हस्ताक्षर किए हैं। खेल और युवा मामलों के मंत्री अजय माकन और तुर्की के खेल मंत्री सुआत किलिक ने अंकारा में इस समझौते पर हस्ताक्षर किए। समझौते के तहत खेल विशेषज्ञों, प्रशिक्षकों, खिलाड़ियों और खेल की तकनीकी जानकारियों संबंधी सामग्री का आदान-प्रदान किया जाएगा। श्री माकन तीन दिन के दौरे पर तुर्की गए हुए हैं।

नागरिक उड्डयन मंत्री अजीतसिंह ने आज हड़ताल से प्रभावित एयर इंडिया की अंतर्राष्ट्रीय उड़ानों के लिए नई योजना की घोषणा की। उन्होंने संवाददाताओं को बताया कि क्वालालम्पुर और लंदन के लिए दो नई उड़ानें शुरू की जाएंगी तथा हांगकांग, ओसाका और सोल के लिए पहली अगस्त से उड़ानें शुरू होंगी। उन्होंने कहा कि एयर इंडिया के बेडे+ में तीन बोइंग-७८७ ड्रीम लाइनर विमान शामिल किये जाएंगे। श्री अजीतसिंह ने कहा कि साठ पायलट उड़ानों के लिए तैयार हैं। उन्होंने कहा कि घरेलू उड़ाने सामान्य रूप से चल रही हैं।
नौकरी से हटाये गये पायलटों के भविष्य के बारे में एक प्रश्न के उत्तर में श्री अजीतसिंह ने कहा कि उन्हें नये सिरे से आवेदन करना होगा। उड्डन मंत्री ने कहा कि उच्च न्यायालय पायलटों की हड़ताल को पहले ही गैर कानूनी घोषित कर चुका है।
धरमाधिकारी रिपोर्ट को लागू करना हमारी टर्न अराउण्ड योजना का हिस्सा है। अगर उन्हें धरमाधिकारी रिपोर्ट मंजूर नहीं तो उनके वापस आने का भी कोई मतलब नहीं रहता। हम अब भी उन पायलटों का स्वागत करते हैं। अगर वे आना चाहते हैं तो उन्हें बिना किसी शर्त के आना होगा। उन्हें नौकरी से बर्खास्त किया जा चुका है इसलिए यदि उन्हें वापस आना है तो फिर से आवेदन करना होगा।

योजना आयोग ने मणिपुर की मौजूदा वित्तवर्ष की ३५ अरब रुपये की योजना को मंजूरी दे दी है, जो पिछले वर्ष की योजना राशि से नौ प्रतिशत अधिक है। आज नई दिल्ली में योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया और मणिपुर के मुख्यमंत्री ओकराम ईबोबी सिंह की बैठक में राज्य की वर्ष २०१२-१३ की योजना को अंतिम रूप दिया गया।

केरल उच्च न्यायालय ने मोहम्मद फजल हत्या मामले में मार्क्सवादी कम्युनिस्ट पार्टी के दो नेताओं की अग्रिम जमानत की याचिका आज खारिज कर दी। न्यायालय ने कहा कि फजल की हत्या की साजिश रचने में इन दोनों का हाथ था।
इस बीच, उच्च न्यायालय के न्यायाधीश एस एस सतीसचन्द्रन ने सी बी आई को फजल हत्या मामले की जांच की प्रगति रिपोर्ट एक सप्ताह के भीतर देने का निर्देश दिया। यह निर्देश फजल की विधवा मारियू की याचिका पर दिया गया।

मुंबई शेयर बाजार का सेंसेक्स ४३४ अंकों के जबर्दस्त उछाल से १६ हजार ४५४ पर बंद हुआ। इस वर्ष एक दिन में होने वाली यह सबसे अधिक बढ़त है। सरकार द्वारा निवेश और आर्थिक सुधारों को बढ़ावा देने की दिशा में कदम उठाने, ब्याज दरों में कटौती की आशाओं और वैश्विक शेयर बाजारों में मजबूती के बीच बाजार में ये तेजी आई। नेशनल स्टॉक एक्सचेंज का निफ्टी १३४ अंक बढ़कर ४ हजार ९९७ पर जा पहुंचा। एक डालर की कीमत ५५ रुपये ३६ पैसे दर्ज हुई। जो एक सप्ताह का रुपये का सबसे मजबूत स्तर है। सोना दिल्ली में दो सौ रुपये की तेजी से ३० हजार ४०० रुपये प्रति दस ग्राम के ताजा रिकार्ड उच्चतम स्तर पर जा पहुंचा। चांदी ५५ हजार ५०० रुपये प्रति किलो दर्ज हुई।

उच्चशक्ति की कम्प्यूटिंग के क्षेत्र में और ऊँचाइयां हासिल करने के लिए एक योजना बनाई गई है। जिसके लिए दो साल में ६ हजार करोड़ रुपये उपलब्ध कराए जाएंगे। प्रधानमंत्री ने इसके लिए सैधांतिक रूप से मंजूरी दे भी दी है। मैंने चार जुलाई को नई दिल्ली उच्च स्तरीय बैठक बुलाई है जिसमें देशभर के साईंस के विद्वान और अग्रणी लोग शामिल होंगे और मेरी उपस्थिति में सभी पहलुओं पर चर्चा होगी। श्री अश्विनी कुमार ने राष्ट्रीय रसायन प्रयोगशाला में सौर ऊर्जा के उत्कृष्टता केंद्र का उद्घाटन भी किया।

Speaking at a meeting to finalise the targets for infrastructure for 2012-13, Dr Singh said government is committed to reverse present situation and revive India's growth story. The Prime minister reviewed the targets and approved them. Dr Singh expressed hope that the measures taken by the government will turnaround the country and take it back to a growth path of nine per cent.
In these difficult times, we must do everything possible to revive business and investor sentiment. We must work to create an atmosphere which is conducive to investment and to removing any bottlenecks that may be hurting the growth process. He said, the government alone cannot invest such a huge amount and therefore it is important that we involve the private sector in our efforts, through Public Private Partnerships.
The targets that we are setting for ourselves today are certainly ambitious and impressive. For example in roads, we plan to award 9,500 kms of roads for construction this year. In Railways we plan to award work on the Elevated Rail Corridor in Mumbai, two new Loco manufacturing units and the PPP stretch of the Dedicated Freight corridor, in addition to redeveloping 4 or 5 stations through PPP mode.
The Prime minister said in shipping the government has the challenging task of awarding work for two new major Public Private Partnership Ports. Dr Singh said in Civil Aviation, work will be awarded on three new Greenfield airports in Navi Mumbai, Goa and Kannur and new international airports at Lucknow, Varanasi, Coimbatore, Trichy and Gaya.

Election Commissioner V S Sampath was today appointed the new Chief Election Commissioner who will preside over the next Lok Sabha general elections in 2014. 62-year-old Sampath will take over as CEC after incumbent S Y Quraishi demits office on June 10. Our correspondent reports, President Pratibha Devisingh Patil cleared the appointment of Mr Sampath, a 1973-batch IAS officer of Andhra Pradesh cadre.
Mr. Sampat has had stints in varied positions in Andhra Pradesh and Delhi and was Power Secretary at the Centre before he was appointed Election Commissioner in April, 2009.

The US today said, the drone attacks against Al-Qaeda will continue in Pakistan. The US Defence Secretary Leon Panetta during an interaction at the Institute of Defence Studies and Analyses in New Delhi said, more than 3,000 American nationals were killed in the 9/11 attacks in New York and the leadership of these attackers was holed up in Pakistan's tribal regions. His assertion came a day after Pakistan summoned the US envoy in Islamabad and lodged a protest over continued drone strikes, terming these as unlawful and violative of the country's sovereignty.

India today emphasized that the priority for the country is to move beyond the buyer-seller transactions in the defence trade with the US. Following a delegation level talks with the visiting US Secretary of Defence Mr. Leon Panetta in New Delhi, the Defence Minister Mr. A.K. Antony said that New Delhi seeks to focus on transfer of technologies and partnerships to build indigenous capabilities. Mr. Panetta assured the Indian side that the US Government will initiate measures to facilitate technology access and sharing.
With regard to the security concerns in the Asia-Pacific, Mr. Antony conveyed that India supports unhindered freedom of navigation in international waters for all.

External Affairs Minister S M Krishna held a meeting with Chinese Vice Premier Li Kaqiang in Beijing today and discussed bilateral relations with him. After the 45 minute meeting, Li said,this was an important opportunity to enhance the bilateral relations. Reciprocating the sentiments, Krishna recalled the recent visit of President Hu Jintao to New Delhi to take part in the BRICS summit and the positive momentum it had helped maintain in bilateral ties. Mr. Krishna will meet Chinese Foreign Minister, Yang Jeichi tomorrow. The External Affairs Minister is in Beijing to take part in the Shanghai Cooperation Organistion summit.

Government is planning to set up several supercomputing facilities to enhance capabilities in the areas of weather modeling, Strategic science and technology and space discoveries. It will also help for disaster management and ocean modeling. This was stated by Minister of State for Planning, Science and Technology and Earth Sciences Mr. Ashwani Kumar while talking to media after visiting Center for Development of Advance Computing and National PARAM Supercomputing facility in Pune today. He said that the Prime Minister has approved an initial outlay of 5000 crores rupees for this purpose.
There is a plan to scale up the high power computing to extra scale after a couple of years for which I think another six thousand crore rupees would be made available. This inprinciple approvals have already been obtained from the Prime Minister. I have convened a meeting on the 4th of July in New Delhi of the top brains and leaders in the field of high power computing so that all the establishments in the country that are working on this discuss all the issues in my presence.

Government today rejected criticism of the decision to have a common IIT-JEE examination from next year. Speaking to reporters in New Delhi, HRD Minister Kapil Sibal said it was approved without dissent at the IIT Council meeting and had the backing of the senates of four of the seven Indian Institutes of Technology. Mr Sibal categorically said at the IIT council meeting that if there is a single dissent he will not go ahead with the proposal. Last week, Mr Sibal had announced that from 2013, aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under new a format of common entrance test which will also take plus two board results into consideration. Mr Sibal said this was not a government decision and all directors of IIT, NIT, and IIIT sitting together unanimously said that this was a right decision.

Civil Aviation Minister Mr. Ajit Singh today unveiled new plans for international operations of strike-hit Air India. He told reporters that two new flights to Kualalumpur and London will be started and operations to Hong Kong, Osaka and Seoul will begin from first of August. He said that three Boeing 787 Dream Liner Aircraft will be inducted in the Air India Fleet.
On the matter of fate of the terminated pilots, Mr. Singh said they will have to apply afresh. The Minister noted that the strike has already been declared illegal by the high court and he was on record in Parliament that there will be no victimisation if the striking pilots returned back.
On FDI in aviation, the minister said, discussions are on with the allies on the matter.

The Kerala High Court today dismissed anticipatory bail petitions of two CPI-M leaders in connection with the Mohammed Fasal murder case. Stating that the duo had a role in the conspiracy to do away with Fasal, the court dismissed their petitions. Fasal, who switched over from CPI-M to National Defence Force (NDF) was allegedly murdered by CPI-M activists at Thalassery in 2006. The case was handed over to the CBI following a High Court order.
Meanwhile, in a related development, Justice S S Satheesachandran of the Kerala High Court directed the CBI to produce the progress report relating to the Fasal murder case within a week. This was on a petition moved by Mohammed Fasal's widow Mariyu, seeking a direction to conduct an effective and meaningful investigation to bring out all conspirators involved in the murder.

In Uttar Pradesh, only three nominations have been filed for Kannauj Lok Sabha seat by-election. Today was the last day for filing of nominations. Our Allahabad correspondent reports, none of the major political parties including the Congress, BSP and Bharatiya Janata Party have fielded their nominees for the by-election. Ruling Samajwadi Party has fielded Dimple Yadav, wife of Chief Minister Akhilesh Yadav. This by election has been necessitated after resignation of Akhilesh Yadav from the Lok Sabha after being elected for Upper House of the State Legislature. The other two candidates who have filed their papers are Dashrath Shankhawar from Sanyukta Samjwadi Party and Sanjeev alias Sanju Katiyar as Independent candidate. June 9 is the last date for withdrawal. Polling will be held on June 24.

Rallying for the third straight session, the Sensex at the Bombay Stock Exchange spurted a massive 434 points--its biggest single-day gain this year--to 16,454, today, as the government moved to push investment and reforms, and on rate cut hopes, and in line with rising global stock markets. The Nifty jumped 134 points, or 2.8 percent, to 4,997. Stock markets in Japan, Hong Kong, and Singapore climbed between 1.4 percent and 1.8 percent. The rupee appreciated 28 paise, to a one week high of 55.36 against the dollar. Gold rose 200 rupees, to a fresh all-time high of 30,400 rupees per ten grams in Delhi. Silver climbed 1,200 rupees, to 55,500 rupees per kilo. And US crude oil futures gained 1.10 dollars, to 85.39 dollars a barrel, while Brent crude rose above 99 dollar a barrel.
