प्रधानमंत्री ने कहा कि हाल के महीनों में खाद्य मुद्रास्फीति की ऊंची दर विशेष रूप से चिंता का कारण रही है और सरकार ने इससे निपटने के लिए कृषि और सहयोगी क्षेत्रों में उत्पादकता बढ़ाने के कई उपाय किये हैं। उन्होंने कहा कि सरकार और रिजर्व बैंक मुद्रास्फीति का दबाव कम करने के लिए वित्तीय और मौद्रिक उपाय जारी रखेंगे।
डॉ. सिंह ने इस बात का खंडन किया कि केंद्र सरकार राज्यपालों की सलाह पर ध्यान नहीं देती, हालांकि उन्होंने स्वीकार किया कि इस बारे में और भी गौर किये जाने की गुंजाईश है।

प्रधानमंत्री डॉ० मनमोहन सिंह फ्रांस के कान शहर में बृहस्पतिवार से शुरू हो रहे जी-२० शिखर सम्मेलन में भारतीय शिष्टमंडल का नेतृत्व करेंगे। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने बताया कि योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया भी प्रधानमंत्री के साथ रहेंगे। हमारे संवाददाता ने खबर दी है कि जी-२० शिखर सम्मेलन ऐसे समय हो रहा है जब ग्रीस में जारी ऋण संकट से निपटने तथा यूरो जोन क्षेत्र में उसके तत्काल प्रभावों पर रोक लगाने के प्रयास जारी हैं।
नई दिल्ली में संवाददाताओं से बातचीत में योजना आयोग के उपाध्यक्ष मोन्टेक सिंह अहलुवालिया ने कहा कि यूरोप की आर्थिक स्थिति में स्थायित्व लाने के लिए अंतर्राष्ट्रीय मुद्राकोष और यूरोपीय संघ के बहुपक्षीय प्रयासों में भारत भी सहयोग करेगा।

सरकार ने राष्ट्रीय खाद्य सुरक्षा विधेयक का मसौदा फिर से तैयार करने का फैसला किया है ताकि खाद्यान्नों की उपज बढ़ने की स्थिति में आम परिवारों को सस्ती दरों पर तीन किलोग्राम से अधिक खाद्यान्न आपूर्ति करने का विकल्प खुला रह सके। खाद्य मंत्री के. वी. थॉमस ने पत्रकारों को बताया कि खाद्य सुरक्षा विधेयक मसौदे पर सार्वजनिक टिप्पणियां और राज्य सरकारों के विचार प्राप्त होने के बाद केंद्र ने विधेयक को अंतिम रूप देते समय कुछ परिवर्तन करने का फैसला किया है।
श्री थॉमस ने कहा कि गर्भवती और बच्चों को दूध पिलाने वाली महिलाओं को छह महीने के लिए प्रति माह एक हजार रूपये का नकद भुगतान ५२ जिलों के बजाय पूरे देश में किया जायेगा।

असम सरकार ने चेतावनी दी है कि अब वह उग्रवादियों की और हिंसा बर्दाश्त नहीं करेगी तथा राज्य में उग्रवाद पर काबू पाने के लिए कड़े कदम उठाएगी। गुवाहाटी, बाड़पेटा और कोकराझार में ३० अक्टूबर २००८ को हुए बम विस्फोटों में मारे गए लोगों की याद में कल दिसपुर में आयोजित समारोह में मुख्यमंत्री तरुण गोगोई ने कहा कि अल्फा सहित राज्य के ज्यादातर उग्रवादी गुट सरकार के साथ बातचीत के लिए आगे आए हैं। लेकिन कुछ गुट अब भी काबू से बाहर हैं और राज्य के लिए बेहद जरूरी शांति प्रक्रिया को बाधित करने की कोशिश कर रहे हैं। उन्होंने आतंकवादी संगठनों से शांति वार्ता के लिए आगे आने और राज्य के विकास के लिए मुख्यधारा में शामिल होने की अपील भी की।

अरूणाचल प्रदेश में सत्ताधारी कांग्रेस में नेतृत्व संकट पर विचार करने के लिए कांग्रेस हाईकमान ने आज इटानगर में राज्य विधायक दल की बैठक बुलाई है। कल दिल्ली में कांग्रेस अध्यक्ष सोनिया गांधी और अरूणाचल प्रदेश के पार्टी पर्यवेक्षकों की बैठक में यह फैसला किया गया। उच्च सूत्रों ने बताया कि पर्यवेक्षक-सुशील कुमार शिंदे, धनीराम सांडिल और विजय कृष्ण हांडिक विधायक दल की बैठक में भाग लेने के लिए आज इटानगर जायेंगे। श्रीमती सोनिया गांधी ने अरूणाचल प्रदेश के मुख्यमंत्री जार्बोम गेम्लिम तथा असंतुष्ट नेता और अरूणाचल प्रदेश कांग्रेस समिति के अध्यक्ष नाबेम तुकी को विधायक दल की बैठक में भाग लेने का निर्देश दिया है।

भारतीय जनता पार्टी ने फिर कहा है कि वह उत्तर प्रदेश में आगामी विधानसभा चुनाव के लिए समाजवादी पार्टी या बहुजन समाज पार्टी के साथ कोई चुनावी गठबंधन नहीं करेगी। कल कुशी नगर में प्रदेश भाजपा कार्यकारिणी की दो दिन की बैठक के समापन सत्र के बाद संवाददाताओं से बातचीत में श्री गडकरी ने कहा कि अगर पार्टी को प्रदेश में बहुमत हासिल नहीं होता तो वह विपक्ष में बैठना पसंद करेगी। उन्होंने कहा कि भाजपा उत्तर प्रदेश में विधानसभा चुनाव एक सामूहिक नेतृत्व में लड़ेगी।

दुनिया की आबादी आज सात अरब का आंकड़ा पार कर जाएगी। संयुक्त राष्ट्र जनसंख्या कोष के अनुसार सात अरबवें बच्चे का जन्म आज संभवतः उत्तर प्रदेश में होगा।
पिछले २५ वर्षों में विश्व की जनसंख्या मे दो अरब की बढ़ोतरी हुई है। ५० वर्ष पहले दुनिया की आबादी मात्र तीन अरब थी, जो आज दोगुने से भी अधिक हो गयी है। अनुमानों के अनुसार २१०० तक विश्व की जनसंख्या बढ़ कर दस अरब हो जाएगी।
जनसंख्या सूची के अनुसार चीन में कुल आबादी के बीस प्रतिशत लोग हैं, जबकि इसके बाद १८ प्रतिशत के आंकड़े के साथ भारत का नम्बर है। अमरीका में विश्व की कुल जनसंख्या का पांच प्रतिशत, इनडोनेशिया में चार प्रतिशत और ब्राजील में तीन प्रतिशत हैं। इस सूची में सबसे अंतिम देश वैटिकन सिटी है जहां केवल आठ सौ लोग है।

संयुक्त राष्ट्र बालकोष-यूनिसेफ पूर्वी उत्तर प्रदेश में सभी तरह के दिमाग़ी बुखार यानी इनसेफलाइटिसको खत्म करने में मदद करेगा। इस रोग से प्रदेश में प्रति वर्ष सैंकड़ों बच्चों की मौत हो जाती है। यूनिसेफ के समन्वयक वकील अहमद की अध्यक्षता में एक दल ने प्रभावित क्षेत्रों का दौरा कर स्थिति का जायजा लिया। हमारे संवाददाता ने बताया है कि यूनिसेफ ने इस बीमारी को रोकने के लिए कई कदम उठाये हैं।


 स्वास्थ्य विभाग और विशेषज्ञों का दावा है कि कई बार के टीकाकरण के बाद जापान इनसेफलाइटिस के मामलों में कमी आ गई है जबकि दूषित पानी के कारण होने वाले इनसेफलाइटिस की रोकथाम के लिए एक दीर्घकालीन कार्यक्रम की आवश्यकता है। यूनीसेफ ने लोगों को सफाई तथा स्वच्छ पेयजल के बारे में शिक्षक और जागरूक करने का बीड़ा उठाया है। लोगों को स्वच्छ वातावरण तथा पेयजल उपलब्ध कराने के लिए केन्द्र सरकार की सम्पूर्ण स्वच्छता, स्वजलधारा तथा राजीव गांधी पेयजल मिशन जैसी कई योजनाएं चलाई जा रही हैं। रमेश चन्द्र शुक्ल आकाशवाणी समाचार गोरखपुर।

रेड बुल के सेबस्टियन वेटल ने कल ग्रेटर नोएडा के बुद्ध इंटरनेशनल सर्किट में आयोजित पहली इंडियन ग्रां-प्री फार्मूला-वन रेस जीत ली। हमारे संवाददाता के अनुसार विश्व चैंपियन वेटल ने सबसे तेज लैप टाइम आखिरी लैप में निकाला।

एक बार फिर से रेडबुल टीम के सेबस्टियन वेटल ने स्पीड के जश्न में बाजी मार ली है। ३२वें लेप पर मात्र ४ दशमलव ५ सेकेंड से लीड लेकर उन्होंने मैकलॉरेन के जेन्सन बेटन को दूसरे स्थान पर रहने को मजबूर कर दिया। तीसरे स्थान पर रहे फरारी चालक फ्रनान्डो एोलांजों ने रेस के बाद बताया कि इस सीजन के अगले दो रेस जो अबूधाबी और ब्राजील में होने हैं, उनमें वो जेन्सन को पछाडने की पूरजोर कोशिश करेंगे। सेबस्टियन वेटल ने कहा कि जीत आसान नहीं थी क्योंकि इतने अच्छे ट्रैक पर गलती करना आसान था। जेन्सन ने कहा कि वो अपनी कुशलता पर ध्यान देंगे।

तुर्की में २३ अक्तूबर को आए भूकम्प में मरने वालों की संख्या छह सौ को पार कर चुकी है। तुर्की सरकार की आपातकालीन इकाई ने बताया है कि भूकम्प में चार हजार एक सौ पचास लोग घायल हुए हैं, जबकि २३१ लोगों को मलबे से जिन्दा निकाल लिया गया है।

Prime Minister Dr. Manmohan Singh has said that the government will do its utmost to improve transparency and accountability in the work of public authorities. He said that the government is committed to taking all possible measures to curb corruption and deliver good governance to citizens. Speaking at the concluding session of the Governors' conference in New Delhi yesterday, he said, it is the right time to move decisively in this direction.

Dr. Singh said that high food inflation has been a particular cause of worry in recent months. He said, the government has taken a number of steps to tackle this issue by increasing productivity and production in agriculture and allied sectors. The Prime Minister said, the government and the Reserve Bank of India will continue to take the required fiscal and monetary measures to ease inflationary pressures. The Prime Minister said, Left Wing Extremism continues to pose a major threat to the internal security, but concerted efforts made by the Centre and the States in the past few years, have shown some positive results.
In her concluding remarks at the Conference, the President Pratibha Devisingh Patil suggested the setting-up of a Committee of Governors to evolve mutually beneficial models for a farmer-industry partnership, focusing on rain-fed area farming. She said, the Committee will make suitable recommendations, and will also formulate a Concept Paper to bring about an Evergreen Revolution to harness the full potential of the agriculture sector.

The Prime Minister will lead the Indian delegation to the G-20 summit beginning at Cannes in France on Thursday. External affairs ministry spokesperson Vishnu Prakash said that Dr. Singh will be assisted by the Deputy Chairman of Planning Commission Montek Singh Ahluwalia, the designated Indian Sherpa for the G-20. Our correspondent reports that the G20 summit this time takes place in the back drop of efforts to deal with the sovereign debt crisis in Greece and to check the imminent possibilities of spill over effects in the Euro zone area. Talking to media persons in New Delhi, the Deputy Chairman of Planning commission Montek Singh Ahluwalia said that India will also be supportive of any multilateral efforts by the International Monetary Fund, and the European Union to further stabilize the economic situation in Europe

The world population will cross the 7-billion mark today.  According to United Nations Population Fund, the 7 billionth baby will be born today in Lucknow district of Uttar Pradesh. The UN body has identified Mal village, about 23 km from Lucknow, where six mothers are expecting to deliver babies.
China tops the chart with 20% of the total population, followed by India with 18%. America comes next with 5%, Indonesia 4% and Brazil stands at the fifth position with 3% of the total population. Our correspondent reports the world population has increased by two billion in the past 25 years.
 
 Although it took 122 years to become two billion in 1927 ;as in 1805, world population was one billion. Just12 years ago, the planet hit six billion today seven billionth child is expected. The challenges presented by such rapidly growing demands on the planet's water energy resources and  farm land are significant. It is a matter of great concern for India which at present has 2.4 percent of global land mark and around 18 percent of world population. According to UN projections, the population of India is expected to touch 1.5 billion and supercede that of China by 2025. It will be a matter of great joy only when India's population will be stabilized.

The government has decided to redraft the National Food Security Bill to keep the option open for supplying more than three kilograms of subsidised foodgrains to general households in case of increased output. Food Minister K V Thomas told media persons that after receiving public comments and the views of state governments on the draft Food Bill, the Centre has decided to make some changes while finalising the Bill.
 The draft National Food Security Bill seeks to provide a legal entitlement to subsidised foodgrains to 75 per cent of the country's rural population and 50 per cent of urban India.

The Assam government has warned that it will not tolerate any more violence by ultras and take stringent measures to contain militancy in the State. Chief Minister Tarun Gogoi said in Dispur yesterday that most of the insurgent groups in the state, including the ULFA, have come forward for talks with the government. He said, a few splinter groups are still at large and they are trying to hamper the much-needed peace process in the state.

A grateful nation pays homage to the former Prime Minister Indira Gandhi on her 27th death anniversary today. An all religion prayer meeting was held at her Samadhi - Shakti Sthal in New Delhi this morning. Several functions have been organised across the country to mark the occasion. 
Congress President Sonia Gandhi will present the 26th Indira Gandhi award for national integration to environmentalist and former Union Minister Mohan Dharia. 86-year old Dharia runs the NGO 'Banrai' at Pune in Maharashtra. The award carries a citation and cash prize of five lakh rupees.
Birth anniversary of Sardar Vallabhbhai Patel is also being observed today.

The United Nations Children's Fund - UNICEF will help in the eradication of various forms of encephalitis that claim hundreds of life in eastern Uttar Pradesh every year. A team headed by the UNICEF’s State Coordinator Vakeel Ahmad visited the affected area to take stock of the situation.  Union Health Minister Ghulam Nabi Azad also visited the affected areas in Gorakhpur and Basti divisions.  The water-borne encephalitis needs a multi-pronged approach to control it. Sanitation and purification of drinking water sources is core issue that needs to be takled. Unicef has now taken up the task of educating the people about hygiene and improtance of clean drinking water. The death toll due to encephalitis has crossed 500 mark this year and 90 percent of the cases are caused by the contaiminated water. There are several centrally sopnsered schemes like Total Sanitation, Swajal Dhara and Rajiv Gandhi Drinking water Mission that are meant for sanitation and safe drinking water.

Air France has cancelled at least four flights today due to a strike by cabin crew commercial trade unions. Air France said, they are compelled to reduce their flight schedule due to the strike call by cabin crew from October 29 to November the 2nd. The airline has also not excluded, on the spot cancellations as well as delays in flight operations. Our correspondent reports, the airline strike has thrown into uncertainty, the travel plans of passengers arriving for the Cannes G20 Summit on the 3rd and 4th of November.

Pakistani officials say a suspected US drone strike has killed at least four militants in Pakistan's northwestern tribal region, near the Afghan border. Authorities say the drone fired at least four missiles into a vehicle yesterday near the town of Datta Khel in the North Waziristan region. US officials have never publicly acknowledged the use of drone strikes inside Pakistan, but privately they have confirmed their existence to various news outlets.

Red Bull's Sebastian Vettel clinched the inaugural Indian Formula One Grand Prix at the Buddh International Circuit in Greater Noida yesterday. McLaren's Jenson Button came second, while Fernando Alonso stood third for Ferrari. World Champion Vettel also claimed the fastest lap - doing so in the final lap. He expressed his happiness after winning the first Indian Grand Prix.

That was fantastic and that was really enjoyable the first Indian Gram Prix. It was a big honour to be the first winner.
Sahara Force India's Adrain Sutil, who started the race from  eighth position, finished at 9th and his fellow driver Paul di  Resta finished at 13th position. India's Narain Karthikeyan, who drives for Hispania Racing, started at the 23rd position, finished at the 17th position. Here is a report:

A slow middle sector in lap 39 slowed Jenson Button down too much for him to offer any challenge for Vettel who won his 11th race of the year. He eventually finished 8.4 seconds slower while Fernando Alonso, who came in third, was 15.8 seconds off Vettel.

 वित्तमंत्रीय प्रणब मुखर्जी ने कहा है कि मुद्रास्फीति दिसंबर तक कम होने की आशा है। श्री मुखर्जी ने यह भी कहा कि मुद्रास्फीति का मुख्य कारण खाद्य पदार्थों की सप्लाई में कमी है और इससे निपटने के उपाय किए गए हैं। वित्तमंत्री ने कहा कि २००८ की वैश्विक आर्थिक मंदी से निपटने के लिए अर्थव्यवस्था में लाए गए काफी मात्रा में धन से बाजार में नकदी ज्यादा हो जाना भी मुद्रास्फीति बढ़ने का कारण है। श्री मुखर्जी ने यह भी बताया कि अर्थव्यवस्था से संसाधन जुटाने के लिए रिजर्व बैंक द्वारा दरें बढ़ाना भी इसी दिशा में एक उपाय है।
 वित्तमंत्री ने आशा जताई कि जी-२० देशों के नेता यूरो जोन संकट से निपटने के लिए जोरदार संदेश भेजेंगे। समारोह से पहले पत्रकारों से बातचीत में श्री मुखर्जी ने कहा कि उन्होंने हाल में फ्रांस के विदेशमंत्री से इस मुद्दे पर चर्चा की थी और उन्हें बताया था कि इस उद्देश्य के लिए स्थिति का विश्वसनीय आकलन जरूरी है। उन्होने कहा कि इस आकलन में अंतरराष्ट्रीय समुदाय और यूरोपीय संघ की चिंताओं को शामिल करना चाहिए।
 इससे पहले नई दिल्ली में आयोजित समारोह में ई-भुगतान प्रणाली की शुरुआत करते हुए श्री प्रणब मुखर्जी ने कहा कि यह भ्रष्टाचार के खिलाफ सरकार की पहल का हिस्सा है और इसे सभी मंत्रालयों के वेतन तथा लेखा कार्यालयों में लागू किया जाएगा।

श्री मुखर्जी ने जोर देकर कहा कि सिविल लेखा विभाग के सामने मानव संसाधन प्रशिक्षण एक बड़ी चुनौती है। उन्होंने कहा कि शुरू में यह प्रणाली आठ बैंकों में लागू होगी और इस वित्तवर्ष के अंत तक सभी मंत्रालयों को इसके तहत लाया जाएगा।
 वित्तमंत्री ने कहा कि इस प्रणाली के पूरी तरह चालू हो जाने पर इसके जरिए छह लाख करोड़ रुपये का भुगतान किया जा सकेगा। उन्होंने देश में ई-भुगतान प्रणाली के विकास के बारे में बताते हुए कहा कि इससे कार्यकुशलता बढ़ाने और संचालन लागत कम रखने में मदद मिलेगी। श्री मुखर्जी ने कहा कि नंदन नीलकेणि की अध्यक्षता में गठित कार्यबल मिट्टी के तेल और उर्वकों की नकद सब्सिडी को सीधे ट्रांसफर करने के तौर-तरीके तय करेगा। हमारे संवाददाता ने खबर दी है कि ई-भुगतान प्रणाली को महालेखा नियंत्रक और वित्तमंत्रालय ने राष्ट्रीय आसूचना केंद्र के सहयोग से विकसित किया है। इस अवसर पर वित्त राज्यमंत्री नमोनारायण मीणा और व्यय विभाग के सचिव ने भी विचार रखे।

दिल्ली उच्च न्यायालय ने आज नोट के बदले वोट मामले के चार आरोपियों की जमानत अर्जियों पर पुलिस का जवाब मांगा है। दिल्ली पुलिस को नोटिस जारी करते हुए न्यायमूर्ति एम० एल० मेहता ने भाजपा नेता लालकृष्ण आडवाणी के पूर्व सहायक सुधीन्द्र कुलकर्णी, भाजपा के पूर्व सांसदों फग्गन सिंह कुलस्ते और महावीर सिंह भगोरा तथा भाजपा कार्यकर्ता सोहेल हिन्दुस्तानी की जामनत याचिकाओं के बारे में १४ नवम्बर तक जवाब देने को कहा है। न्यायमूर्ति मेहता ने पुलिस से मामले की अगली सुनवाई पर स्थिति रिपोर्ट देने को भी कहा है।
 इन चारों आरोपियों ने उनकी जमानत अर्जियां खारिज किये जाने के निचली अदालत के आदेश को उच्च न्यायालय में चुनौती दी है।
 इस बीच मामले के एक अन्य आरोपी भाजपा सांसद अशोक अरगल ने भी दिल्ली उच्च न्यायालय में अग्रिम जमानत की अर्जी दाखिल है। उनकी अर्जी पर कल सुनवाई होने की सम्भावना है।

कर्नाटक के पूर्व मंत्री कट्टा सुब्रहमण्यम नायडू को स्वास्थ्य आधार पर कर्नाटक उच्च न्यायालय ने आज जमानत दे दी। वे कैंसर से पीड़ित हैं और उन्होंने लंदन में इलाज कराने के लिए जमानत की अर्जी दाखिल की थी। इससे पहले विशेष लोकायुक्त अदालत ने १७ अक्टूबर को भूमि अधिग्रहण अधिसूचना रद्द करने के मामले में जमानत देने से इंकार कर दिया था, लेकिन उन्हें कड़ी निगरानी में देश में ही इलाज कराने की अनुमति दी थी। उच्च न्यायालय के न्यायाधीश बी० वी० पिन्टो ने आज कट्टा सुब्रहमण्य नायडू को शर्तों के साथ जमानत दे दी, जिसे न्यायालय में सम्बद्ध चिकित्सा रिकॉर्ड दायर करने पर एक और महीने के लिए बढ़ाया जा सकता है। न्यायाधीश ने उन्हें पांच लाख रूपये  का मुचलका भरने को भी कहा। हमारे संवाददाता ने बताया कि कट्टा नायडू पर उद्योग मंत्री के रूप में इतास्का कम्पनी को तीन सौ पच्चीस एकड़ जमीन आवंटित करने में अपने पद का दुरूपयोग करने का आरोप है।

कैंसर की चिकित्सा के लिए लंदन अस्पताल जाने की आवश्यकता होने के कारण कट्टा द्वारा डाली गयी जमानत को  उच्च न्यायलय ने मान लिया हैं। कटटा ने गुजारिश की थी की कि लंदन में उन्होंने पहले भी चिकित्सा पाई थी और अभी उनको फिर से वहीं जाना होगा चिकित्सा के लिए। दूसरी तरफ येदियुरप्पा द्वारा डाली गई जमानत की गुजारिश की सुनवाई हाईकोर्ट में जारी है। उनके खिलाफ वकालत कर रहे हनुमंता राय ने आज जमानत न देने की वजह पर अपना विचार रखा। सुधीन्द्र, आकाशवाणी, समाचार, बंगलौर

 हैदराबाद में सी बी आई की विशेष अदालत ने खनन में अनियमित्ताए बरतने के मामले में जर्नादन रेड्डी और श्री निवास रेड्डी की न्यायिक हिरासत की अवधि  १४ नवम्बर तक बढ़ा दी है। सी बी आई के अनुरोध पर अदालत ने न्यायिक हिरासत की अवधि बढ़ायी है। सुरक्षा कारणों से अदालत ने वीडियों कान्फ्रेंस के जरिये मामले की सुनवाई की। दोनों आरोपी इस समय लौह अयस्क और खनन में अनियमित्ताएं बरतने के मामले में हैदराबाद की सैन्ट्रल जेल में हैं।

 कांग्रेस के तीन पर्यवेक्षक आज अरूणाचल-प्रदेश की राजधानी ईटानगर पहुंच गए हैं। इसमें सुशील कुमार शिंदे, धनीराम सांडिल और बिजॉय कृष्ण हांडिक शामिल हैं। यह टीम कांग्रेस विधायक दल की महत्वपूर्ण बैठक में भाग लेगी। विधायक दल की बैठक में यह फैसला लिया जाएगा कि जारबोम गामलिन को मुख्यमंत्री  बनाए रखा जाए या नया नेता चुना जाए। पर्यवेक्षकों ने मुख्यमंत्री और अन्य  मंत्रियों से मुलाकात की। कांग्रेस सूत्रों ने बताया कि अंतिम फैसला पार्टी अध्यक्ष श्रीमती सोनिया गांधी  करेंगी।

 अरुणाचलप्रदेश के पश्चिमोत्तर भाग में सेप्पा में शनिवार शाम को रस्सों का पुल टूटने से कामेंग नदी में गिरे लोगों में से  लापता १४ लोगों की खोज चल रही है। सरकारी तौर पर अब तक चार लोगों के मरने की पुष्टि की गई है। स्थानीय पुलिस, अर्द्धसैनिक बल, सेना के गोताखोर और स्थानीय लोग मिलकर खोज कार्य में लगे हैं।
 इस बीच, अरुणाचल सरकार ने दुर्घटना में मरने वालों के परिवारों को एक-एक लाख रुपये और घायलों को २५-२५ हजार रुपये की सहायता देने की घोषणा की है। राज्य से लोकसभा के सदस्य तकम संजॉय ने भी अपने सांसद क्षेत्रीय विकास निधि से इतनी ही सहायता राशि देने को कहा है।

 सरकार एक ब्राण्ड के खुदरा कारोबार में प्रत्यक्ष विदेशी निवेश की सीमा ५१ प्रतिशत से आगे बढ़ाने पर गम्भीरता से विचार कर रही है। वाणिज्य मंत्री आनंद शर्मा ने आज नई दिल्ली में एक समारोह में यह जानकारी दी। उन्होंने कहा कि भारत विदेशी निवेशकों को बहुत पसन्द आ रहा है और भविष्य में और ज्यादा विदेशी निवेश आकर्षित होगा। श्री आनन्द शर्मा ने कहा कि देश में नई विनिर्माण नीति से सीधे विदेशी निवेश की व्यवस्था को और तर्कसंगत बनाया जा सकेगा तथा नये कारोबार स्थापित करने में बहुत सहायता मिलेगी। श्री शर्मा ने कहा कि बुनियादी ढांचा क्षेत्र में सुधार के लिए अगले पांच वर्षों में निवेश बढ़ाकर दस खरब डॉलर किया जायेगा। उन्होंने कहा कि सूचना प्रौद्योगिकी, औषधि, कृषि और खाद्य प्रसंस्करण, कपड़ा और चमड़ा उद्योग में भी निवेश काफी बढ़ाया जायेगा।

 विश्व की जनसंख्या आज सात अरब को पार कर गई। खबरों में कहा गया है कि दुनिया का सात अरबवां बच्चा भारत के सबसे अधिक आबादी वाले राज्य उत्तरप्रदेश में पैदा हुआ। लेकिन कुछ खबरों में कहा गया है कि बच्चा फिलीपीन्स में जन्मा है।
 चीन दुनिया का सबसे अधिक आबादी वाला देश है, जहां दुनिया की २० प्रतिशत आबादी रहती है। भारत १८ प्रतिशत विश्व आबादी के साथ दूसरे स्थान पर है। अमरीका में दुनिया की कुल आबादी का पांच प्रतिशत, इन्डोनेशिया में चार प्रतिशत और ब्राजील में तीन प्रतिशत लोग रहते हैं। दुनिया की सबसे कम जनसंख्या वाला देश वेटिकन सिटी है, जहां की आबादी केवल आठ सौ है।  अनुमानों के अनुसार सन्‌ दो हजारी एक सौ तक दुनिया की आबादी १० अरब हो जायेगी। तेजी से बढ़ती इस आबादी से पानी, ऊर्जा संसाधनों और कृषि भूमि की बढ़ती मांग सबसे बड़ी चुनौती बन रही है। संयुक्त राष्ट्र की रिपोर्ट में कहा गया है कि दुनिया की आबादी का सात अरब होना, लोगों की दीर्घ आयु होने और जन्म के समय शिशुओं की मृत्यु दर कम होने का प्रतीक है। विशषज्ञों का कहना है कि संयुक्त राष्ट्र की यह रिर्पोट देशों की बीच असमानता को दर्शाती है। एशिया दुनिया में सससे अधिक आबादी वाला क्षेत्र है जहां चार अरब, २० करोड़ लोग रहते हैं। अफ्रीका की आबादी अगली शताब्दी के आरम्भ तक तीन गुना बढ़कर तीन अरब साठ करोड़ हो जाने की सम्भावना है। जबकि कई यूरोपीय देशों और जापान में जन्म दर कम हो रही है।
 संयुक्त राष्ट्र महासचिव बान की मून ने जलवायु परिवर्तन, आर्थिक संकट और असमानता की समस्याओं से निपटने के लिए दुनियाभर के देशों से मिलकर संघर्ष करने की अपील की है। अपने सन्देश में उन्होंने कहा कि दुनिया की समस्याओं का वैश्विक हल होना चाहिए।
 हमारे संवाददाता ने कहा है कि पृथ्वी के कुल क्षेत्रफल का दो दशमलव चार प्रतिशत हिस्सा भारत के ापास है जबकि दुनिया की कुल आबादी का १८ प्रतिशत भारत में है। संयुक्त राष्ट्र के अनुमानों के अनुसार भारत की आबादी २०२५ तक चीन को पीछे छोड़ देगी और डेढ़ अरब तक पहुंच जायेगी। इस पर काबू पाने की बहुत जरूरत है।

 यूनेस्को में फलस्तीन की पूर्ण सदस्यता के दावे पर आज मतदान कराया जाएगा। अमरीका और इस्राइल इस प्रस्ताव का विरोध कर रहे हैं, लेकिन अगर फलस्तीन ने पेरिस के महाधिवेशन में यूनेस्को के १९३ सदस्यों में से दो तिहाई सदस्यों का समर्थन प्राप्त कर लिया तो उसे पूर्ण सदस्यता भी मिल जाएगी। फलस्तीन के विदेशमंत्री रियाद अल मल्की ने बताया कि उनका देश दो तिहाई से ज्यादा समर्थन जुटा लेगा। इस प्रयास में सफलता से फलस्तीन को संयुक्त राष्ट्र से देश के रूप में मान्यता मिल जाएगा। यूनेस्को संयुक्त राष्ट्र की पहली एजेंसी है, जिसकी पूर्ण सदस्यता के लिए फलस्तीन के राष्ट्रपति महमूद अब्बास ने २३ सितंबर को आवेदन किया था।

 लीबिया में नाटो मिशन आज लीबियाई समय के अनुसार आधी रात के बाद विधिवत पूरा हो जाएगा। पिछले सप्ताह संयुक्त राष्ट्र सुरक्षा परिषद ने वहां सात महीने से चल रही अंतरराष्ट्रीय सैनिक कार्रवाई समाप्त करने का सर्वसम्मति से समर्थन किया था। परिषद ने मार्च में नागरिकों की सुरक्षा के सभी उपाय करने का अनुमोदन कर दिया था। लीबिया के तत्कालीन तानाशाह कर्नल मुअम्मर गद्दाफी द्वारा प्रदर्शनकारियों पर जानलेवा हमले शुरू कराने के बाद संयुक्त राष्ट्र ने यह फैसला लिया था। नाटो के महासचिव बताया कि ऑपरेशन यूनीफाइड प्रोटेक्टर नाटो के इतिहास की एक सफलतम कार्रवाइयां हैं।

 उधर, लीबिया की अंतरिम सरकार ने देश में रासायनिक हथियारों की मौजूदगी की पुष्टि की है। विदेशी निरीक्षक इस सिलसिले में सप्ताह के अंत में लीबिया आयेंगे। प्रधानमंत्री महमूद जिबरिल ने त्रिपोली में पत्रकारों को बताया कि लीबिया ऐसे हथियार रखने का इच्छुक नहीं है। लीबिया में संयुक्त राष्ट्र के दूत इयान मार्टिन ने पिछले सप्ताह सुरक्षा परिषद को लीबिया में अघोषित रासायनिक हथियार होने की सूचना दी थी। उन्होंने इन हथियारों की कमान और नियंत्रण पर भी चिन्ता व्यक्त की थी।
 इस बीच रूस द्वारा तैयार एक संयुक्त राष्ट्र प्रस्ताव इस सप्ताह के अंत में सुरक्षा परिषद में मतदान के लिए रखा जाएगा। इस प्रस्ताव में अन्तर्राष्ट्रीय सहयोग से लीबिया सरकार से ऐसे रासायनिक हथियारों के जखीरे खत्म करने की अपील की जाएगी।

 फ्रांस ने अफगानिस्तान से सभी अंतरराष्ट्रीय सेनाएं २०१४ तक हट जाने के बाद भी विभिन्न क्षेत्रों में सहायता जारी रखने का विश्वास दिलाया है। अफगानिस्तान के विदेश मंत्रालय के प्रवक्ता के अनुसार आगामी इस्ताम्बुल सम्मेलन से पहले अफगानिस्तान और फ्रांस पांच वर्ष के एक समझौते पर हस्ताक्षर करेंगे, जिसकी अवधि बाद में बढ़ाई जा सकेगी। अफगानिस्तान ने इस क्षेत्र में अपने पड़ोसी देशों से शांति प्रयासों, सुरक्षा परिवर्तन के दूसरे चरण और आतंकवाद के खिलाफ लड़ाई में समर्थन देने की अपील की है। श्री मुसाज+ई ने आशा व्यक्त की कि इस्ताम्बुल सम्मेलन उपयोगी होगा और इससे कुछ व्यावहारिक नतीजे निकलेंगे तथा अफगानिस्तान और उसके पड़ोसी देशों के बीच आपसी विश्वास बढ़ेगा।

 अफगानिस्तान के दक्षिणी कंधार शहर में उग्रवादियों ने संयुक्त राष्ट्र शरणार्थी उच्चायोग कार्यालय पर आज तड़के हमला किया। सूत्रों ने बताया है कि उग्रवादियों    ने शरणार्थी उच्चायोग कार्यालय के बाहर एक कार को बम से उड़ा दिया। कुछ गोलियों की आवाजे भी सुनाई दीं। मीडिया की खबरों में बताया गया है कि गोलीबारी में तीन लोग मारे गए हैं। अंतिम समाचार मिलने तक छिटपुट गोलीबारी जारी थी।

 उपराष्ट्रपति मोहम्मद हामिद अंसारी ऑस्ट्रेलिया में पर्थ में राष्ट्रमंडल देशों के शासनाध्यक्षों की बैठक में भाग लेने के बाद स्वदेश रवाना हो गये हैं। यह बैठक कल सदस्य देशों के इस संकल्प के साथ समाप्त हो गई कि वे अपनी जमीन का इस्तेमाल आतंकवादी गतिविधियों को बढ़ावा देने के लिए नहीं करने देंगे।  सम्मेलन में स्वीकृत घोषणा में, ५४ सदस्य देशों के नेताओं ने एक कानूनी व्यवस्था लागू करने पर भी सहमति व्यक्त की ताकि आंतकियों को धन उपलब्ध न हो सके और आतंकवादी तथा आतंकी संगठन धन की उगाही और उसका इस्तेमाल न कर सकें। घोषणा में खाद्य सुरक्षा, जलवायु परिवर्तन और सतत विकास की बात भी कहीं गई है। ऑस्ट्रेलिया की प्रधानमंत्री जुलिया गेलार्ड ने इस शिखर बैठक को सुधार सम्बन्धी फैसलों का सम्मेलन बताया।

 प्रधानमंत्री डॉ० मनमोहन सिंह फ्रांस के कान शहर में बृहस्पतिवार से शुरू हो रहे जी-२० शिखर सम्मेलन में भारतीय शिष्टमंडल का नेतृत्व करेंगे। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने बताया कि योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया भी प्रधानमंत्री के साथ रहेंगे। हमारे संवाददाता ने खबर दी है कि जी-२० शिखर सम्मेलन ऐसे समय हो रहा है जब ग्रीस में जारी ऋण संकट से निपटने तथा यूरो जोन क्षेत्र में उसके तत्काल प्रभावों पर रोक लगाने के प्रयास जारी हैं। प्रधानमंत्री की यात्रा से पहले भारत ने, ग्रीस को संकट से उबारने के लिए हाल में यूरोपीय संघ शिखर सम्मेलन के फैसलों का स्वागत किया।
 नई दिल्ली में संवाददाताओं से बातचीत में योजना आयोग के उपाध्यक्ष श्री मोन्टेक सिंह अहलुवालिया ने कहा कि यूरोप की आर्थिक स्थिति में स्थायित्व लाने के लिए अंतर्राष्ट्रीय मुद्राकोष और यूरोपीय संघ के प्रयासों में भारत भी सहयोग करेगा।

 कांग्रेस अध्यक्ष सोनिया गांधी पर्यावरणविद और पूर्व केन्द्रीय मंत्री मोहन धारिया को आज २६वां इन्दिरा गांधी राष्ट्रीय एकता पुरस्कार प्रदान करेंगी। आकाशवाणी से इस कार्यक्रम का सीधा प्रसारण किया जायेगा। इसे शाम ४ बजकर ५५ मिनट से राजधानी चैनल पर सुना जा सकता है।

 केरल के खाद्य और नागरिक आपूर्ति मंत्री टी.एम. जेकब का कल रात कोच्चि में निधन हो गया। राज्यपाल एम.ओ.एच फारूक, मुख्यमंत्री ओम्मन चांडी और विपक्ष के नेता वी.एस. अच्युतानन्दन ने श्री जैकब के निधन पर शोक व्यक्त किया है। उनके सम्मान में राज्य विधानसभा का दो दिन का सत्र स्थगित कर दिया गया है। राज्य सरकार ने तीन दिन के शोक  की   घोषणा भी की है। एर्नाकुलम जिले में आज और राज्य में कल अवकाश        घोषित किया गया है। 
 राज्य के मंत्रियों के.एम. मणि, के. बाबू, राजनेताओं और फिल्मी हस्तियों ने श्री जेकब को श्रद्धांजलि अर्पित की। मुख्यमंत्री ओम्मन चांडी और अन्य मंत्रियों के भी पहुंचने की उम्मीद है। उनका पार्थिव शरीर आज सवेरे एर्नाकुलम टाऊन हॉल में लाया गया, ताकि लोग अपनी श्रद्धांजलि दे सकें। आज भी तीसरे पहर उन्हें पिरावम ले जाया जाएगा। जहां सेंट जोसेफ हाई स्कूल में इसे लोगों के दर्शनों के लिए रखा जाएगा। उनका अन्तिम संस्कार कल सवेरे कक्कूर के सेंट मेरी चर्च में किया जायेगा।

 प्रधानमंत्री ने सार्वजनिक जीवन में भ्रष्टाचार की रोकथाम के लिए प्रशासनिक प्रक्रियाओं में सुधार पर बल दिया है। कल नई दिल्ली में राज्यपालों ेके सम्मेलन के समापन सत्र में डॉ. मनमोहन सिंह ने कहा कि इस दिशा में निर्णायक कार्रवाई के लिए यह सही समय है। उन्होंने कहा कि कामकाज में पारदर्शिता और विश्वसनीयता बढ़ाने के लिए सरकार हर संभव उपाय करेगी। प्रधानमंत्री ने कहा कि सरकार भ्रष्टाचार मिटाने के लिए हर मुमकिन कदम उठाने को प्रतिबद्ध है।
 प्रधानमंत्री ने कहा कि हाल के महीनों में खाद्य मुद्रास्फीति की ऊंची दर विशेष रूप से चिंता का कारण रही है। सरकार ने इससे निपटने के लिए कृषि और सहयोगी क्षेत्रों में उत्पादकता बढ़ाने के कई उपाय किये हैं। डॉ. मनमोहन सिंह ने कहा कि ऐसे सम्मेलनों के माध्यम से राज्यपालों के व्यापक अनुभव और उनकी विशेषज्ञता से लाभ उठाने की जरूरत है। प्रधानमंत्री ने राज्यपालों से अपील की कि वे विकास कार्यक्रमों को लागू करने में सक्रिय रूचि लें।

राज्यपालों को संबोधित करते हुए राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कियान और उद्योग के बीच साझेदारी के लिए परस्पर लाभ के लिए माडल तैयार करने के वास्ते राज्यपालों की एक समिति बनाने का सुझाव दिया है जिसमें वर्षा सिंचित क्षेत्रों में खेती पर विशेष जोर दिया जायेगा।

 सरकार ने राष्ट्रीय खाद्य सुरक्षा विधेयक का मसौदा फिर से तैयार करने का फैसला किया है ताकि खाद्यान्नों की उपज बढ़ने की स्थिति में आम परिवारों को सस्ती दरों पर तीन किलोग्राम से अधिक खाद्यान आपूर्ति करने का विकल्प खुला रह सके। खाद्य मंत्री के. वी. थॉमस ने पत्रकारों को बताया कि खाद्य सुरक्षा विधेयक मसौदे पर सार्वजनिक टिप्पणियां और राज्य सरकारों के विचार प्राप्त होने के बाद केंद्र ने विधेयक को अंतिम रूप देते समय कुछ परिवर्तन करने का फैसला किया है।
 विधेयक के वर्तमान मसौदे में खाद्य मंत्रालय ने प्रस्ताव किया है कि सरकार आम परिवारों की श्रेणी में आने वाले प्रत्येक व्यक्ति को हर महीने तीन किलोग्राम चावल और गेहू की आपूर्ति न्यूनतम समर्थन मूल्य के ५० प्रतिशत पर करेगी।
 राष्ट्रीय खाद्य सुरक्षा विधेयक के मसौदे में देश के ग्रामीण क्षेत्रों की ७५ प्रतिशत और शहरी क्षेत्रों की ५० प्रतिशत जनसंख्या को सस्ती दर पर खाद्यान्न पाने का कानूनी अधिकार देने का प्रावधान है।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ६८ अंक से अधिक की गिरावट आई। रीयल्टी, बैंकिंग, तेल और गैस क्षेत्र के  शेयरों में मुनाफा वसूली के कारण बाजार में यह गिरावट दर्ज की गई। अब से कुछ देर पहले  यह ७१ अंक की गिरावट के साथ १७ हजार ७३३ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी २७ अंक गिरकर पांच हजार ३३२ पर आ गया।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १२ पैसे कमजोर हुआ। एक डॉलर की कीमत ४८ रूपये ८८ पैसे बोली गई।

 यूरोप के नेताओं की यूरो ऋण संकट से उबारने के आश्वासन के बाद एशियाई बाजारों में वृद्धि का रूख जारी रहने से आज कच्चे तेल के भाव   बढ़े। दिसम्बर की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड १४ सेंट महंगा होकर ९३ डॉलर ४६ सेंट प्रति बैरल हो गया।
 लंदन के बेंट नार्थ सी क्रूड की कीमत में भी  २१ सेंट की वृद्धि हुई और एक बैरल ११० डॉलर १२ सेंट का हो गया।

 बिहार, झारखंड और उत्तरप्रदेश के पूर्वी भागों में आज छठ पूजा का पर्व धार्मिक हर्षोल्लास के साथ मनाया जा रहा है। इस अवसर पर पृथ्वी पर जीवन और समृद्धि प्रदान करने वाले भगवान सूर्य देव के प्रति आभार व्यक्त किया जाता है। ऐसा माना जाता है कि पवित्र और शुद्ध हृदय से छठ मनाने वालों की सभी कामनाएं पूरी होती हैं। हमारे संवाददाता ने खबर दी है कि श्रद्धालु आज शाम खरना के समय छत्तीस घंटे का उपवास आरंभ करेंगे। श्रद्धालु कल सूर्यास्त और उससे अगले दिन सूर्योदय के समय नदी अथवा जलाशय में घुटनों तक पानी में खड़े होकर सूर्य को अर्ध्य देंगे और तभी उनका उपवास भी पूरा हो जाएगा।

 इधर, राजधानी में भी छठ की तैयारियां पूरे जोरों पर है। दिल्ली में रहने वाले लगभग चालीस लाख पूर्वांचली लोग इस त्योहार को बड़े श्रद्धा और भक्तिभाव से मनाते हैं। बाजारों में छठ की खरीददारी के लिए भारी भीड़ देखी जा रही है। दिल्ली के राजस्व मंत्री डा० ए के वालिया ने कल अनेक घाटों पर जाकर छठ पर्व के लिए की गई तैयारियों का निरीक्षण किया। उन्होंने बताया कि इस बार छह नए घाट बनाए गए हैं और राजधानी में ४७ घाटों पर छठ पूजा की तैयारियां पूरी कर ली गई हैं।
 इस अवसर पर घाटों और बाजारों में भीड़-भाड़ को देखते हुए सुरक्षा के कड़े इंतजाम किए गए हैं।
 इस बीच, छठ पूजा पर यात्रियों की भीड़ को देखते हुए रेलवे ने विशेष रेलगाड़ियां चला रही है।

The Finance Minister Pranab Mukherjee today said that inflation is likely to moderate by December. Mr. Mukherjee added that inflation is mainly due to supply side constraints of food items and steps have to be taken to deal with it. The Finance Minister said that the inflationary trend is also due to liquidity hang over as huge money was pumped into the system in 2008 in the wake of global economic meltdown. Mr. Mukherjee added that the rate hike by the Reserve Bank of India to mop up the resources from the system is a step in this direction.
The current inflationary pressures are mainly from the supply side constrains of the agricultural product. There fore we shall have to improve the supply side constraints. Necessary steps have already been taken. But it takes some time. There is a time line. I hope it will helps its impacts and from the December onwards, in the rate of inflation will be moderated.
The Finance Minister expressed hope that G-20 leaders will send a strong message for addressing the Euro zone crisis. Talking to reporters at the sidelines of a function in New Delhi today Mr. Mukherjee said that he took up the issue with his French counterpart recently and made it clear a credible assessment of the situation is essential for the purpose. The Minister added that the assessment has to address the concerns of international community and European Union that effective steps are being taken to meet this challenge. Earlier, launching the e-payment system at a function in New Delhi, Mr. Pranab Mukherjee said that it is a part of government's anti corruption initiative and it will be implemented in all paid account offices of the Ministries.
E-Payment system and the Government electronic payment gateway would facilitated the payment delays of the proposed system. The E-payment system will reduce the citizen interference by eliminating the beneficially dependency on Govt. officers and officials to hand over the cheque , since the payment should be effected directly into their account . A transparent payment trade would payment trade would ensure that the entire payment process is trackable and delays can be monitored online. This would be a major initiative for good governance and will be an important toll in reducing corruption.
The Minister added once the system is fully operational, it will be responsible for payment of six lakh crore rupees. Mr. Mukherjee gave the background of the e-payment evolution in the country and maintained that it will ensure greater efficiency, cost effectiveness and better delivery of money. He said that the task force set up by the government headed by Nandan Nilkeni will work out modelties of direct transfer of cash subsidy of kerosene and fertilizers. Our correspondent reports that the e-payment system has been developed by Controller General of Accounts, Ministry of Finance in collaboration with National Informatics Centre. Minister of State for Finance Namonarain Meena and Secretary Department of Expenditure also spoke on the occasion.

Government is seriously considering extending the Foreign Direct Investment, FDI in Single Brand Retail beyond 51 per cent. This was revealed by Commerce Minister Anand Sharma while addressing a function in New Delhi today. He said that India is a favourable destination of foreign investment and will continue to attract more investment in future. The Minister also noted that the new Manufacturing Policy will rationalise the FDI policy regime in the country and bring about a paradigm change in setting up new businesses. Mr Sharma said that to improve the infrastructure sector, investment in this sector will be enhanced to one trillion US dollars in the next five years. The Commerce Minister stated that investment in Information Technology, Pharamaceuticals, Agro and food processing, Textlie and leather industry will also be increased significantly.

The CBI special court in Hyderabad has extended the judicial remand of Janardhana Reddy and Srinivas Reddy in the mining irregularities case till the 14th of next month. The court extended the judicial remand on CBI request. The court considered the matter through video conferencing due to security reasons. Both the accused are in Central Jail in Hyderabad in the multi-crore rupees irregular iron ore mining case.

The Delhi High Court today sought response from the police on the bail pleas of four accused in the cash-for-vote scam. Issuing notice to Delhi Police, Justice M L Mehta sought its response by November 14 on the bail pleas of Sudheendra Kulkarni, a former aide of BJP leader L K Advani, former BJP MPs Faggan Singh Kulaste, Mahabir Singh Bhagora and BJP activist Suhail Hindustani. Justice Mehta also sought a status report from the police by the next date of hearing. The four accused approached the High Court challenging the order of the trial court dismissing their bail pleas. Meanwhile, BJP MP Ashok Argal, an accused in the case, has also moved the Delhi High Court seeking anticipatory bail in the case and his bail plea is likely to be heard tomorrow.

Former Karnataka Minister Katta Subramanya Naidu has been granted bail by the Karnataka High Court on medical grounds today. He had appealed for bail to undergo treatment for cancer in London. Earlier his bail in the land denotification case was rejected by the Lokayuktha special court on October 17 but had permitted him to get treatment only within the country under strict surveillance. The High Court Judge B V Pinto allowed conditional bail of two months to Katta Subramanya Naidu today which can be extended by one more month, after relevant medical records are submitted to the court. He was also asked to furnish a bond of five lakh rupees. Katta Naidu is accused of misusing his power as the Industries minister to allot and process 325 acres of land to the Itaska company. Katta Subramanya Naidu had appealed to High Court for bail saying that he has to undergo treatment in London where he was treated for cancer earlier. He had submitted that his stem cells had been stored at the same hospital and if he was allowed to undergo treatment there, it would save his life. He was taken to Mumbai Hospital for undergoing treatment for cancer after Lokayuktha Court gave him permission. On the other hand, the bail plea of former Chief Minister of Karnataka B S Yeddyurappa is being heard in the High Court. The Counsel for the Complainant Hanumantharaya submitted before the court his objections for giving bail to Yeddyurappa.

Vice President Mohammad Hamid Ansari has left for home after attending the Commonwealth Heads of Governments Meeting at Perth in Australia. Curtains came down on the meeting yesterday with the adoption of a communiqué which commits the member countries to uneqvivocally prevent the use of their territories for the support, incitement to terrorist acts. The leaders from the 54 countries also agreed to implement the necessary legal framework for the suppression of terrorist financing, and preventing the raising and use of funds by terrorists, terrorist front organisations, and transnational terrorist organisations. The communiqué also talks about food security, climate change and sustainable development. Australian Prime Minister Jullia Gillard described this as the CHOGM of reforms.

The Prime Minister Dr. Manmohan Singh will lead the Indian delegation to the G-20 summit beginning at Cannes in France on Thursday. External affairs ministry spokesperson Vishnu Prakash said Dr. Singh will be assisted by the Deputy Chairman of Planning Commission Montek Singh Ahluwalia, the designated Indian Sherpa for the G-20. United Nation Secretary-General Ban Ki-moon has called for unity of purpose among people across nations to address problems of climate change, economic crisis and inequality. In his message he said, global problems demand global solutions. He appealed all nations to build a more just, tolerant and inclusive world. A grateful nation pays homage to former Prime Minister Indira Gandhi on her 27th death anniversary today. An all religion prayer meeting was held at her Samadhi- Shakti Sthal in New Delhi this morning. President Pratibha Devi Singh Patil, Prime Minister Manmohan Singh, Lok Sabha Speaker Meira Kumar, Congress President Sonia Gandhi and Rahul Gandhi paid floral tributes at Shakti Sthal besides other dignitaries. Kerala Assembly has postponed its session for two days to pay homage to Food and Civil Supplies Minister T M Jacob who passed away in Kochi last night. In Arunachal Pradesh, Congress observers arrived in Itanagar this morning. UNESCO is scheduled to vote on full membership bid of Palestine today. The move is opposed by the United States and Israel. However, it may be a reality, if Palestinians are able to muster the support of two thirds of UNESCO’s 193 members at the General Conference in Paris. Palestinian Foreign Minister Riyad al-Malki said, his country has enough votes to get over the two-thirds barrier. A positive outcome will give a boost to the Palestinian bid for recognition as a state at the United Nations. UNESCO is the first U.N. agency the Palestinians have sought to join as a full member since President Mahmoud Abbas applied for full membership of the United Nations on September 23.

Former Prime Minister of Kyrgyzstan, Almazbek Atambayev has emerged as the winner of the country's Presidential elections, the first since the uprising 18 months ago. With about 90 per cent of the votes counted, official results have Mr. Atambayev far ahead of 15 other candidates. His rivals have complained of irregularities. International observers have not yet commented. Kyrgyzstan hosts both US and Russian military bases and is a crucial hub for NATO operations in Afghanistan. Some of the candidates have promised to respect the US base lease, which expires in 2014.

In Afghanistan, at least three civilians were killed in a suicide attack near the United Nations High Commissioner for Refugees (UNHCR) office in southern Kandhar city this morning. Official sources said, an attacker exploded a car bomb outside the gate of UNHRC office. There are several international NGO offices and guest houses in the area. Media reports say, all the three Afghan’s killed in the attack were the guards posted at a check-point near the office. The Taliban has claimed responsibility for the attack. There have been two more such attacks in Kandhar recently. Our Kabul correspondent adds that violence has increased recently in Kandhar and insurgents have targeted provincial officials, foreign troops and Afghan forces. Meanwhile, Afghan President Hamid Karzai left Kabul today to attend a trilateral preparatory meeting of Afghanistan, Pakistan and the US ahead of Istanbul regional conference in Turkey. Istanbul conference is scheduled for November 2. The conference aims at building confidence among Afghanistan and its regional neighbours. Representatives of India, China, Russia, Central Asia, Saudi Arabia, the United Nations and the Euripean Union will participate in the Istanbul conference.

Interim Government in Libya has confirmed the presence of chemical weapons in the country. Foreign Inspectors would arrive later this week to deal with the issue. Prime Minister Mahmoud Jibril told reporters in Tripoli that Libya has no interest in keeping such weapons. The U.N. envoy to Libya, Ian Martin had informed the U.N. Security Council last week that undeclared chemical weapons sites have been located in Libya. He had also expressed concern over command and control of chemical and nuclear material sites. Meanwhile, a Russian drafted U.N. resolution would come up for voting in the Security Council later this week . The resolution calls on Libyan authorities to destroy stockpiles of chemical weapons in coordination with international authorities.

Australian national carrier Qantas resumed operations today after the dramatic escalation of its dispute with unions led to an unprecedented 44-hour grounding, leaving thousands of its passengers stranded. The first Qantas domestic flight took off from the Melbourne airport with passengers cheering as boarding began after the airline was grounded on Saturday following series of union issues. However reports said, the airline will not by fully operational before Wednesday, with the initial focus being on the busy Sydney-Melbourne route. The resumption of flights was ordered by industrial regulator Fair Work Australia, which after a marathon hearing ordered a complete end to the dispute between Qantas and unions.

The Sensex at the Bombay Stock Exchange fell 69 points, or 0.4 per cent, to 17,736 in opening trade, this morning, on profit-booking by investors, after the recent strong rally, and amid falling regional markets. Later the Sensex trimmed its losses, to stand 31 points, or 0.2 percent in negative territory, at 17,774, in afternoon trade, a short while ago. The 30-share Sensex had gained over 1,000 points in the past four trading sessions. Other Asian bourses in Japan, China, Hong Kong, Indonesia, Singapore, South Korea and Taiwan were down by between 0.5 percent and 1.5 percent, as they also took a breather from last week's big rally. And at the foreign exchange market in Mumbai, the rupee weakened 12 paise, to 48.88 against the dollar in early trade today. The rupee fell on fresh month-end demand for the greenback from oil refiners and banks, on the back of a firming dollar in the overseas markets.

The rupee lost 12 paise to 48.88 rupees per dollar in early trade on the Interbank Foreign Exchange today amid appreciation of the American currency against other major rivals overseas and a lower opening in the domestic equity market. The rupee posted its biggest jump in the last 17 months by gaining 74 paise to close at a one-month high of 48.76 rupees in the previous session on Friday on fresh capital inflows and dollar-selling by some banks and exporters.

उच्चतम न्यायालय ने जम्मू कश्मीर में नेशनल कांफ्रेस के नेता मोहम्मद युसुफ हाजी की रहस्यमय मौत की सी बी आई से जांच कराने की मांग सम्बन्धी याचिका पर केन्द्र सरकार से जवाब मांगा है। न्यायालय ने राज्य सरकार को नोटिस जारी करके दो सप्ताह में जवाब देने को कहा है।
शुरू में न्यायालय ने इस याचिका पर सुनवाई करने से मना कर दिया था क्योंकि डाक्टरों ने प्रमाणित किया था कि मोहम्मद युसुफ की मृत्यु दिल का दौरा पड़ने से हुई थी।

अरुणाचल प्रदेश में जारबॉम गामलिन ने मुख्यमंत्री पद से त्याग-पत्र दे दिया है, ताकि नए मुख्यमंत्री के चयन का रास्ता साफ हो सके। उन्होंने आज ईटानगर में राजभवन में राज्यपाल अवकाश प्राप्त जनरल जे. जे. सिंह को अपना त्याग-पत्र सौंपा। राज्यपाल ने श्री गामलिन का इस्तीफा स्वीकार करते हुए उन्हें नई सरकार बनने तक कार्यवाहक मुख्यमंत्री के रूप में काम करते रहने को कहा। विश्वस्त सूत्रों के अनुसार कल नया मुख्यमंत्री चुन लिया जायेगा। हमारे संवाददाता ने बताया कि हालांकि अभी तक यह स्पष्ट नहीं है कि कांग्रेस विधायक दल का नया नेता कौन होगा।

श्री सुशील कुमार शिंदे की अगुवाई में अखिल भारतीय कांग्रेस समिति का तीन सदस्य पर्यवेक्षक दल ईटानगर पहुंचा। पर्यवेक्षक दल ने मुख्यमंत्री जारबॉम गामलिन, प्रदेश कांग्रेस अध्यक्ष नबाम तुकी अन्य मंत्री और कांग्रेस विधायकों के साथ कई दौर की बैठक की। बैठक के बाद श्री सुशील कुमार शिंदे ने मीडिया कर्मियों को बताया कि पार्टी के ४२ विधायकों में से ४० ने एकसूत्रीय संकल्प पत्र पर हस्ताक्षर कर कांग्रेस विधायक दल के नेता के चुनाव के लिए कांग्रेस अध्यक्ष सोनिया गांधी को अधिकृत किया है। उन्होंने कहा कि विधानसभा अध्यक्ष वांगलिंग वांगडू और विधायक वांगलिक वांगडू संकल्प पत्र पर हस्ताक्षर नहीं किये। अखिल भारतीय कांग्रेस समिति के पर्यवेक्षक अभी भी ईटानगर में डटे हुए हैं। उनके कल नई सरकार के गठन के बाद ही दिल्ली वापस लौटने की संभावना है। आकाशवाणी समाचार के लिए ईटानगर से सोनी कुमार के साथ मैं दिनेश कुमार सिंह।

उच्चतम न्यायालय ने सीबीआई से स्पष्ट करने को कहा है कि उसने टू-जी स्पेक्ट्रम मामले में डीएमके सांसद कनीमोढ़ी तथा चार अन्य आरोपियों की जमानत की अर्जी का निचली अदालत में विरोध किस आधार पर नहीं करने का फैसला किया है। न्यायालय की पीठ ने इस मामले में अतिरिक्त सॉलीसीटर जनरल हारेन रावल को कल बयान देने को कहा। न्यायालय ने इस मामले के अन्य आरोपियों की इस दलील के बाद मांग की है जमानत के लिए जांच एजेंसी को उनके साथ श्रीमती कनीमोढ़ी और अन्य चार आरोपियों के समान व्यवहार करना चाहिए।

दिल्ली उच्च न्यायालय ने टू-जी स्पेक्ट्रम आवंटन मामले में रिलायंस टेलीकॉम लिमिटेड पर लगाए गए आरोपों को रद्द करने की कंपनी की अपील पर सीबीआई से जवाब मांगा है। न्यायालय ने सी.बी.आई. को नोटिस जारी कर चार सप्ताह में जवाब देने को कहा है और मामले की अगली सुनवाई के लिए १२ जनवरी की तारीख निर्धारित की है।

संयुक्त संसदीय समिति ने आज वित्त मंत्रालय के वरिष्ठ अधिकारियों से टूजी-स्पेक्ट्रम आवंटन घोटाले मामले में २५ मार्च के विवादास्पद नोट समिति को भेजने में कथित विफलता के लिए पूछताछ की। समिति ने अनुमानित नुकसान होने के मुद्दे पर नियंत्रक और महालेखा परीक्षक विनोद राय को बुलाने का फैसला किया है। समिति के अध्यक्ष पी.सी. चाको ने पत्रकारों से कहा कि वित्त मंत्रालय के अधिकारियों ने समिति को बताया कि ०७ जुलाई की ब्रीफिंग के दौरान वित्त मंत्रालय ने फाइलों में उपलब्ध सभी जरूरी दस्तावेज और तथ्य संयुक्त संसदीय समिति को दिए गए थे। समिति की बैठक में श्री चाको द्वारा पूछने पर आर्थिक मामलों के विभाग के सचिव ने कहा कि ०७ जुलाई की ब्रीफिंग में जो तथ्य दिए गए थे, उसके अलावा नोट में कोई नयी बात शामिल नहीं थी।

टू-जी स्पेक्ट्रम आवंटन के बारे में संसद की लोक लेखा समिति की बैठक आज स्थगित हो गई। बैठक में वरिष्ठ नियंत्रक और महालेखा अधिकारी आर.पी. सिंह से पूछताछ की जानी थी। श्री आर.पी. सिंह ने टू-जी स्पैक्ट्रम आवंटन में एक लाख ७६ हजार करोड़ रुपये का नुकसान होने के अनुमान से असहमति व्यक्त की थी।
श्री सिंह ने इसके ऑडिट के तरीके से भी असहमति व्यक्त की थी।

पूर्व केंद्रीय मंत्री मोहन धारिया को आज नई दिल्ली में एक समारोह में प्रतिष्ठित इंदिरा गांधी राष्ट्रीय एकता पुरस्कार दिया गया। कांग्रेस अध्यक्ष सोनिया गांधी से दिवंगत प्रधानमंत्री इन्दिरा गांधी के नाम पर स्थापित २६वां पुरस्कार प्राप्त करते हुए श्री धारिया ने कहा कि मतभेदों के बावजूद वे श्रीमती इन्दिरा गांधी के अदम्य साहस, योगदान और देश के लिए किए गए बलिदान को भुला नहीं सकते।

गृह मंत्री पी. चिदम्बरम ने आज कहा कि जम्मू-कश्मीर में सशस्त्र बल विशेषाधिकार अधिनियम को हटाने के बारे में और विचार-विमर्श करने की कांग्रेस पार्टी की राय काफी महत्वपूर्ण है। जम्मू-कश्मीर सरकार ने पहले इस अधिनियम को हटाने का संकेत दिया था। नई दिल्ली में पत्रकारों से बातचीत में श्री चिदंबरम ने कहा कि सशस्त्र बल विशेषाधिकार अधिनियम की समीक्षा सुरक्षा मामले की मंत्रिमंडल समिति द्वारा पिछले साल सितंबर में किये गए फैसले का हिस्सा है।
एक अन्य प्रश्न के उत्तर में गृह मंत्री ने कहा कि दिल्ली उच्च न्यायालय परिसर में हाल में हुए विस्फोट मामले में जांच एजेंसियां तीन लोगों की तलाश कर रही है।
गृह मंत्री ने कहा कि २००६ के मालेगांव बम विस्फोट मामले में पुलिस द्वारा गिरतार किये गए नौ आरोपियों की जमानत अर्जियों का राष्ट्रीय जांच एजेंसी विरोध नहीं करेगी। एक अन्य प्रश्न के उत्तर में श्री चिदंबरम ने कहा कि तेलंगाना मुद्दे पर फैसला ईदुल जुहा त्योहार के बाद किया जाएगा।  मणिपुर में नाकेबंदी से निपटने के बारे में गृह मंत्री ने कहा कि राज्य को प्रति सप्ताह औसतन ११ सौ ट्रक भेजे जा रहे हैं, ताकि वहां आवश्यक वस्तुओं की आवाजाही हो सके।

वित्त मंत्री प्रणब मुखर्जी ने आशा व्यक्त की है कि सरकार द्वारा इलैक्ट्रॉनिक भुगतान प्रणाली लागू किए जाने से पारदर्शिता बढ़ाने और भ्रष्टाचार कम करने में मदद मिलेगी। वे आज नई दिल्ली में एक समारोह में इस प्रणाली की शुरूआत कर रहे थे।
श्री मुखर्जी ने बताया कि इस प्रणाली के तहत अब सरकार के सभी भुगतान ऑन लाइन होंगे और इससे चेक के जरिए कारोबार करने से बचा जा सकेगा।

ई पेमेंट व्यवस्था से जनता की परेशानियां कम होंगी। पैसा सीधे उनके खाते में जाने से चैक प्राप्त करने के लिए सरकारी अधिकारियों पर उनकी निर्भरता कम होगी। इस पारदर्शी लेनदेन व्यवस्था से भुागतान की पूरी व्यवस्था आसान हो जायेगी और भुगतान में देरी की ऑनलाइन निगरानी की जा सकेगी। यह अच्छे प्रशासन की दिशा में बड़ा महत्वपूर्ण प्रयास है। इससे भ्रष्टाचार कम होगा।
हमारे संवाददाता ने बताया कि इलैक्ट्रॉनिक भुगतान प्रणाली एक पोर्टल है, जिसके जरिए वेतन तथा लेखा कार्यालयों से लाभान्वितों के खातों में सफलतापूर्वक ऑन लाइन भुगतान किया जाता है।
समारोह से अलग संवाददाताओं से बातचीत में श्री मुखर्जी ने कहा कि आपूर्ति पक्ष की बाधाओं को दूर करने के लिए सरकार के प्रयासों के परिणाम सामने आने लगे हैं। इससे दिसम्बर से मुद्रास्फीति की दर गिरने लगेगी।

केंद्र, झारखंड के नक्सल प्रभावित वन्य क्षेत्रों में पक्की सड़कें बनाएगा। इस काम में केंद्रीय रिजर्व पुलिस बल की मदद ली जाएगी।  केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने नई दिल्ली में झारखंड के मुख्यमंत्री अर्जुन मुंडा के साथ बैठक के बाद बताया कि झारखंड के सारंडा वन क्षेत्र में इसके सफल क्रियान्वयन के बाद इसे अन्य राज्यों में लागू किया जाएगा।

अगर हम सारंडा में सफल होंगे तो इसका असर न केवल सारंडा पर  बल्कि अलग-अलग राज्यों में जो नक्सल हिंसा से प्रभावित हैं वहां पर भी इनका असर दिखाई देगा। हमारी ओर से निधि या धनराशि की कमी कभी महसूस नहीं होने देंगे। इसमें हम कुछ पब्लिक सेक्टर कम्पनियों की भी मदद लेंगे।
श्री रमेश ने कहा कि नक्सल प्रभावित इलाकों में मनरेगा और इंदिरा आवास योजना जैसे कार्यक्रम भी लागू किए जाएंगे।

लीबिया में नाटो मिशन आज लीबियाई समय के अनुसार आधी रात के बाद विधिवत पूरा हो जाएगा। पिछले सप्ताह संयुक्त राष्ट्र सुरक्षा परिषद ने वहां सात महीने से चल रही अंतरराष्ट्रीय सैनिक कार्रवाई समाप्त करने का सर्वसम्मति से समर्थन किया था। नाटो के महासचिव एंडर्स फोघ रैसम्युसेन ने बताया कि ऑपरेशन यूनीफाइड प्रोटेक्टर नाटो के इतिहास की सफलतम कार्रवाइयों में से एक है।

भारत ने आज कहा कि उसने राष्ट्रमंडल शासनाध्यक्षों के सम्मेलन, चोगम में स्पष्ट प्राथमिकताओं के साथ भाग लिया। इनमें खाद्य सुरक्षा, जलवायु परिवर्तन, वैश्विक आर्थिक स्थिति, स्वास्थ्य और लिंग समानता शामिल था। पर्थ से स्वदेश लौटते हुए विशेष विमान में मीडिया से बातचीत में उप राष्ट्रपति मोहम्मद हामिद अंसारी ने कहा कि भारतीय प्रतिनिधिमंडल के एजेंडे में अंतर्राष्ट्रीय आतंकवाद और इससे निपटने की जरूरतों और आतंकवाद तथा समुद्री डकैती के प्रस्ताव पर जारी बहस जैसे मुद्दे शामिल थे। उन्होंने बताया कि भारत ने राष्ट्रमंडल में संस्थागत सुधारों पर भी अपने विचार दोहराए।

The Supreme Court today sought the Union government's response on a plea for a CBI probe into the mysterious death of National Conference leader Mohd Yusuf Shah Haji. A bench of the apex court issued the notice also to the Jammu and Kashmir government seeking their replies within two weeks. The bench was initially reluctant to entertain the plea as doctors had certified that heart attack was the cause of death.

Arunachal Pradesh Chief Minister Jarbom Gamlin today tendered his resignation to the Governor paving the way for a new incumbent for the post. Mr Gamlin submitted his resignation letter to the Governor General ( Retd) J J Singh at Raj Bhawan in  Itanagar at 4 this evening . After accepting the resignation, the Governor asked Jarbom Gamlin to continue as the care-taker Chief Minister till a new government is formed. Highly placed sources said the formation of the new government might take place tomorrow morning. However, it is not clear who has been chosen as the new Congress legislature Party leader.
Gamlin was sworn in as the seventh Chief Minister of Arunachal Pradesh on May 5 after the death of former chief minister Dorjee Khandu in a helicopter crash in April this year.
"Earlier today, three Congress observers - Sushil Kumar Shinde, Dhaniram Sandil and Bijoy Krishna Handique had arrived in Itanagar. They were huddled in several closed door meetings with Chief Minister Jarbom Gamlin, dissident leader and State Congress president Nabam Tuki, other ministers and Congress MLAs. After emerging from the meeting, Sushil Kumar Shinde told mediapersons that 40 Congress legislators out of 42 have signed a one point resolution authorising AICC president Sonia Gandhi to choose the CLP leader. He said Speaker Wanglin Lowangdong and MLA Wangki Lowang did not sign the resolution. The AICC observers are currently stationed in Itanagar and are expected to depart for Delhi only after a new government has been installed here tomorrow. Home minister P Chidambaram today said that the Congress party plea to hold more consultations on revoking  the Armed Forces Special Powers Act (AFSPA) in Jammu and Kashmir is perfectly understandable. The Jammu and Kashmir government had earlier hinted to revoke the AFSPA. Talking to reporters in New Delhi, Mr Chidambaram said this is part of the Cabinet Committee on Security decisions taken in September last year.
"Congress party desires more consultations that's perfectly understandable. There can be more consultations. Process of review is a process that started with the CCS decision."
In reply to another question, Mr Chidambaram  said the investigative agencies are looking for three persons in connection with the recent Delhi High Court blast case.
"Three persons have been arrested and they have pointed to three other persons. We have put out a reward for information about those three persons and all the agencies are looking for those three persons. It's only when those three are arrested, interrogated and their statement recorded, the  agency would be in a position to say whether the case has been solved or not. But at the movement we are looking for three persons."
The Home Minister announced that the NIA will not oppose the bail pleas of the nine accused arrested by the police in the 2006 Malegaon bomb blast case. In reply to another question, Mr Chidambaram said a movement towards a decision on the Telangana issue will take place after the Eid-ul-Zuha festival. He said Congress General Secretary in charge of Andhra Pradesh and Union Health Minister Ghulam Nabi Azad had conveyed to different groups in the state that since the festival season was going on, there has been no movement on the issue. On tackling the impact of blockade in Manipur, the minister said on an average 1100 trucks per week are being sent to the state to ferry essential items.

The Supreme Court today asked the CBI to explain on what basis it took the decision not to oppose the bail plea of  DMK MP Kanimozhi and four others in the trial court in 2G scam case. A bench of the apex court asked the Additional Solicitor General Haren Raval to make a statement before it tomorrow in this regard. The explanation was asked after it was pleaded by other accused in the case that the agency should also treat them on equal footing as far as bail is concerned. The court was hearing the bail pleas of five corporate honchos who pleaded that they should be released as there is no chance of them tampering with the evidence.

The Joint Parliamentary Committee today questioned top officials of the Finance Ministry for its  reported failure in providing it the controversial March 25 note on the 2G scam case. The Panel decided to call CAG Vinod Rai and a former senior official of the government auditor on presumptive loss issue. Committee Chairman P C Chacko told reporters that finance ministry officials told the panel that during its July 7 briefing, the Finance Ministry had covered all relevant documents and facts available on files to the JPC. To a pointed query by Mr. Chacko, Secretary, Department of Economic Affairs said the note did not add to any relevant facts covered in the 7th July briefing.

The Delhi High Court today sought response from the police on the bail pleas of four accused in the cash-for-vote scam. Issuing notice to the Delhi Police, Justice M L Mehta sought its response by November 14 on the bail pleas of Sudheendra Kulkarni, a former aide of the BJP leader L K Advani, former BJP MPs Faggan Singh Kulaste, Mahabir Singh Bhagora and BJP activist Suhail Hindustani. Justice Mehta also sought a status report from the police by the next date of hearing. The four accused approached the High Court challenging the order of the trial court dismissing their bail pleas. Meanwhile, BJP MP Ashok Argal, an accused in the case, has also moved the Delhi High Court seeking anticipatory bail in the case and his bail plea is likely to be heard tomorrow.

Former Union Minister Mohan Dharia was today given the Indira Gandhi Award for National Integration for his out standing service in promoting the and preserving spirit of national integration. Receiving the 26th Award, instituted in the name of the late Prime Minister, from Congress President Sonia Gandhi, Dharia admitted despite differences, he cannot forget her indomitable courage, contribution and sacrifice for the country. 86-year-old Dharia, who stays in Pune and is a Padma Vibhushan awardee, was selected for the 2010 award for his work in promoting and preserving the spirit of national integration in the country. Speaking on the occasion, Prime Minister Manmohan Singh said Indira Gandhi's sacrifice gives every one inspiration to rise above caste, community, religion and language and promote national integration .
"Even today 65% of our population is living in rural areas. Therefore, if any person or organization works towards strengthening and prosperity of our villages, it is an effort to unite our country in true sense. Mr. Mohan Dharia is contributing in the area of rural development through his organisation Vanrai."
Before giving the award to Mr. Dharia, the Congress President, in her speech, said even those who disagreed with Indira Gandhi on many issues used to respect her from the inner core of their heart and accepted her qualities.
"National integration and patriotism were two important components of her values. Her opponents also respected this commitment of her and sometimes they accepted it publicly. Mr. Mohan Dharia, a freedom fighter and social worker is dedicated to secularism."

A grateful nation paid homage to former Prime Minister Indira Gandhi on her 27th death anniversary today. An all religion prayer meeting was held at her Samadhi- Shakti Sthal in New Delhi this morning. President Pratibha Devi Singh Patil, Prime Minister Manmohan Singh, Lok Sabha Speaker Meira Kumar, Congress President Sonia Gandhi and Rahul Gandhi paid floral tributes at Shakti Sthal besides other dignitaries. Rich tributes were also paid at the Indira Gandhi memorial in new Delhi. A devotional music programme was the highlight on the occasion. Several functions are being organised across the country to mark the occasion.

Finance Minister Pranab Mukherjee today expressed the hope that introduction of an e-payment system by the government will help in increasing transparency and in reducing corruption.  He was inaugurating the electronic payment system at a function in New Delhi.
"The E-payment system will reduce the citizen interference by eliminating the beneficially dependency on Govt. officers and officials. This would be a major initiative for good governance and will be an important tool in reducing corruption."
Mr. Pranab Mukherjee  said that Under the e-payment system, all payments by the government will be made electronically from now onwards which will help in avoiding transactions through cheques. Mr.Mukherjee said that the system covering all central government departments and ministries is expected to eliminate almost two crore cheques.

The World's population has crossed the 7-billion mark today. A spokesman of United Nations Children's Educational Fund in New Delhi, Mr. Rajeev Chandran said  that the 7th billion child was born in India's most populous state of Uttar Pradesh. He, however  said, there are only token celebrations in the Philippines. China tops the population chart with 20 per cent living there. India is at number two with 18 per cent of population.  United States of America comes next with 5%, Indonesia 4% and Brazil stands at fifth position with 3% of the total population. The last country to stand on the list is Vatican City with a population of just 800 people.

UNESCO  has voted strongly in favour of membership for the Palestinians,  a move opposed by Israel and the United States.  Out of 173 countries voting, 107 were in favour, with 14 opposed and more than 40 abstentions.  Before the vote, the United States  said it would stop its funding to UNESCO  if the Palestinians' bid was accepted.  The move comes a month after Palestinian President Mahmoud Abbas asked for Palestine to become a full UN member state. The UN Security Council will vote next  month on whether Palestine should become a full UN member state.
