मल्टीब्रांड खुदरा व्यापार में सीधे विदेशी निवेश के मुद्दे पर संसद में गतिरोध जारी है। इस मुद्दे पर कल संसद के दोनों सदनों की कार्यवाही स्थगित कर दी गई। लोकसभा में  विपक्षी सदस्यों ने नारेबाजी की और कुछ सदस्य सदन के बीचोबीच आ गये। कुछ सदस्य अलग तेलंगाना राज्य की मांग  वाले नारों की तख्तियां लिए हुए दिखाई दिए। शोर शराबे के बीच पीठासीन अधिकारी पी. सी. चाको ने सदन की बैठक आज तक के लिए स्थगित कर दी। राज्यसभा में भी कुछ ऐसा ही हाल रहा।
खुदरा व्यापार में सीधे विदेशी निवेश की अनुमति देने के सरकार के फैसले को सही ठहराते हुए वित्तमंत्री प्रणब मुखर्जी ने पार्टी सांसदों को इस फैसले के औचित्य की जानकारी दी। उन्होंने सांसदों को बताया कि सरकार ने मंहगाई और कालेधन से निपटने के लिए क्या-क्या कदम उठाये हैं। श्री मुखर्जी से पार्टी सांसदों को सरकार के रूख के बारे में जानकारी देने के लिए कहा गया था। उन्होंने कांग्रेस संसदीय दल को बताया कि मल्टीब्रांड खुदरा व्यापार में ५१ प्रतिशत और सिंगल ब्रांड कारोबार में १०० प्रतिशत सीधे विदेशी निवेश को अनुमति देने से किसान की उपज और उपभोक्ताओं कीमतों के बीच की खाई पाटने में मदद मिलेगी। वाणिज्य मंत्री आनन्द शर्मा आज कांग्रेसी सांसदों को सीधे विदेशी निवेश के बारे में विस्तार से बताएंगे।

पेट्रोल के दाम कल मध्यरात्रि से ७८ पैसे प्रति लीटर कम हो गए हैं। अब दिल्ली में पेट्रोल ६६ रुपये ४२ पैसे की जगह ६५ रुपये ६४ पैसे प्रति लीटर मिलेगा। पिछले दो सप्ताह में पेट्रोल के दामों में दूसरी बार कमी की गई है। कच्चे तेल के अन्तर्राष्ट्रीय मूल्यों में गिरावट आने के बाद ऐसा किया गया है।     कोलकता और मुंबई में पेट्रोल की कीमत में ८२ पैसे और चेन्नई में ८३ पैसे की कमी आयेगी।

लोकपाल पर संसद की स्थाई समिति ने कल लोकपाल विधेयक पर अपनी चर्चा पूरी कर ली । समिति के अध्यक्ष अभिषेक मनु सिंघवी ने बताया कि समिति ने रिपोर्ट मंजूर कर ली है लेकिन विपक्षी सदस्यों ने इस दावे का खंडन करते हुए कहा कि जबतक उनके  मतभेद शामिल नहीं किये जाते रिपोर्ट को मंजूर हुआ नहीं माना जा सकता। हमारे संवाददाता ने बताया है कि अगस्त में संसद के मानसून सत्र के दौरान लोकपाल विधेयक समिति को विचार के लिए सौंपा गया था। अपनी १५ बैठकों में समिति ने लोकपाल के विभिन्न पहलुओं पर विचार किया जिनमें प्रधानमंत्री को लोकपाल के अधीन लाने, नागरिक चार्टर, जन शिकायत निवारण प्रणाली और समूची अफसरशाही को इसके दायरे में लाने के मुद्दे शामिल हैं।

केरल में राजनीतिक पार्टियों के सभी वरिष्ठ नेताओं ने दलगत राजनीति से ऊपर उठते हुए मुल्लापेरियार बांध की सुरक्षा के मुद्दे पर तत्काल केन्द्रीय हस्तक्षेप की मांग की है। राज्य मंत्रिमंडल की कल रात हुई विशेष बैठक में फैसला किया गया कि इस मुद्दे पर चर्चा के लिए इस महीने की नौ तारीख को राज्य विधानसभा का आपात अधिवेशन बुलाया जाएगा।
मुख्यमंत्री ओम्मन चंडी केरल और तमिलनाडु के बीच के इस विवाद में प्रधानमंत्री के सीधे हस्तक्षेप की मांग करने आज नई दिल्ली पहुंच रहे है॥

केरल के मुख्यमंत्री ने साफ किया है वह इद्दुकी सहित चार जि+लों में रह रहे ३० लाख लोगों की सुरक्षा को देखते हुए मुल्लापेरियार बांध मुद्दे पर न्यायालय के निर्णय का इंतजार नहीं कर सकते। इस संवेदनशील मुद्दे पर विधानसभा के विशेष सत्र के अलावा आने वाले दिनों में सर्वदलीय बैठक भी होगी। राष्ट्रीय मानव अधिकार आयोग की पूरी पीठ भी सोमवार को इस मुद्दे पर विचार करेगी। मुख्यमंत्री ने फिर कहा है कि मुल्लापेरियार में प्रस्तावित नए बांध से पानी की आपूर्ति के लिए तमिलनाडू को कानूनी आश्वासन दिया जा सकता है।'' तिरूअनंतपुरम्‌ से आर के पिल्लई के साथ की रिपोर्ट के साथ दिल्ली से मैं प्रियंका अरोड़ा आकाशवाणी समाचार।

आंध्र प्रदेश विधानसभा का शीतकालीन अधिवेशन आज होगा। हमारी संवाददाता ने बताया है कि इस संक्षिप्त सत्र के दौरान तेलगुदेशम पार्टी का सरकार के खिलाफ अविश्वास प्रस्ताव लाने का इरादा है और तेलंगाना राष्ट्र समिति अलग तेलंगाना राज्य पर प्रस्ताव लाने की मांग करेगी, जिसके कारण सदन में हंगामा होने की संभावना है।

रेलमंत्री दिनेश त्रिवेदी ने रेलवे के सभी क्षेत्रीय प्रमुखों से कहा है कि वे रेल सुरक्षा को सर्वोच्च प्राथमिकता दे। कल नई दिल्ली में रेल सुरक्षा पर क्षेत्रीय महाप्रबंधको के विशेष सम्मेलन में श्री त्रिवेदी ने कहा कि  सुरक्षा से जुड़े सभी लोगों को नियमों का कड़ाई से पालन सुनिश्चित करना चाहिये। उन्होंने कहा कि गाड़ियों के परिचालन में सुरक्षा को सबसे ज्यादा महत्व दिया जाए। श्री त्रिवेदी ने कहा कि हाल ही में दून एक्स्प्रेस में आग लगने की घटना को देखते हुये सुरक्षा में कोई चूक बर्दाश्त नहीं की जाएगी।

ब्रिटेन ने सुरक्षा कारणों से तेहरान में अपना दूतावास बंद कर दिया है और वहां के सभी कर्मचारियों को तेहरान छोड़ने के निर्देश दिए हैं। मंगलवार को तेहरान में ब्रिटेन के दूतावास पर प्रदर्शनकारियों के हमले की प्रतिक्रिया के तौर पर ब्रिटेन सरकार ने अपने यहां तैनात सभी ईरानी राजनयिकों से ४८ घंटे के अंदर ब्रिटेन छोड़ने और लंदन में ईरानी दूतावास बंद करने के आदेश दिए हैं।
ब्रिटेन के विदेशमंत्री विलियम हेग ने तेहरान में ब्रिटेन के दूतावास पर हुए हमले में ईरान सरकार के शामिल होने का आरोप लगाते हुए कहा है कि ईरान का यह तर्क स्वीकार नहीं किया जा सकता कि वह भीड़ को रोक नही पाई।

हम चाहते हैं कि लंदन में ईरानी दूतावास को तुरंत बंद किया जाए और ईरान के सभी राजनयिक ४८ घंटे के अंदर ब्रिटेन छोड़ कर  चले जाए। ईरान की इस कार्रवाई से दोनों देशों के रिश्ते काफी कमजोर हुए हैं।''
जर्मनी, फ्रांस और स्वीडन ने भी अपने यहां कार्यरत ईरानी राजनयिकों को तलब कर ब्रिटेन के दूतावास पर हुए हमले पर विरोध व्यक्त किया है। इटली ने भी कहा है कि वह तेहरान में अपना दूतावास बन्द करने पर विचार कर रहा है।

पाकिस्तान ने कहा है कि वह अफगानिस्तान मुद्दे पर जर्मनी के बॉन में होने वाली बैठक के बहिष्कार के अपने फैसले पर कायम है और  अमरीकी दबाव के आगे नहीं झुकेगा। शनिवार को नेटो के एक हवाई हमले में २४ पाकिस्तानी सैनिकों के मारे जाने की घटना पर अपना रूख कड़ा करते हुए पाकिस्तानी विदेश मंत्री हिना रब्बानी खार ने कहा कि इस हमले ने संयम की सीमा पार कर दी है।
इस बीच, पश्चिमी देशों ने बॉन बैठक में पाकिस्तान की भागीदारी सुनिश्चित करने के प्रयास तेज कर दिए हैं। इस बैठक में ८५ देश और १५ अंतर्राष्ट्रीय संगठनों को भाग लेना है।

कुवैत में निवर्तमान रक्षा मंत्री शेख जाबर मुबारक अल-सबाह को कुवैत के अमीर ने नया प्रधानमंत्री नियुक्त किया है। मुबारक ने निवर्तमान प्रधानमंत्री शेख नासिर मोहम्मद अल-अहमद अल-सबाह का स्थान लिया है। नासिर मोहम्मद ने सोमवार को इस्तीफा दे दिया था। विपक्ष ने प्रधानमंत्री नासिर मोहम्मद पर भ्रष्टाचार के आरोपों को लेकर इस्तीफा देने का दबाव बनाया था।

आज विश्व एड्स दिवस है। एचआईवी संक्रमण से होने वाले एड्स रोग के बारे में जागरूकता बढ़ाने के लिये १९८८ से दुनिया भर में यह दिवस मनाया जाता है। इस साल एड्स दिवस का थीम  एचआईवी संक्रमण को पूरी तरह खत्म करना है। एड्स से होने वाली मौतों को पूरी तरह रोकना और एड्स रोगियो के साथ भेदभाव पूरी तरह खत्म करना। इस सिलसिले में देशभर में अनेक कार्यक्रम आयोजित किए गये हैं।
उधर, मुम्बई में विश्व एड्स दिवस के अवसर पर इस बीमारी के बारे में जागरूकता फैलाने के अनेक कार्यक्रम आयोजित किए गये हैं। मुम्बई जिला एड्स नियंत्रण सोसाइटी के आंकड़ों में बताया गया है कि शहर में पिछले पांच वर्षों में एड्स के मामलों में ८८ दशमलव छह चार प्रतिशत की कमी आई है।

इस बार मुम्बई एड्स नियंत्रण सोसाईटी को जो जानकारी मिली है उसके अनुसार मुम्बई की एड्स के केसिस में पिछले पांच सालों में ८८ दशमलव छह चार प्रतिशत की कमी हुई है। मुम्बई में एच आई वी पोजिटीव केसिस में भी पिछले पांच सालों में कमी पाई गई है। एड्स  के कारण मृत्यु दर के मामले भी इस शहर में पिछले पांच सालों में घटे हैं। सुधारमन सुब्रमणियम आकाशवाणी समाचार मुम्बई।

भारतीय निशानेबाज मानसिंह ने एशियाई शाटगन चैंपियनशिप में एशियाई रिकार्ड की बराबरी करते हुए स्वर्ण पदक जीत लिया है। कल क्वालालम्पुर में मानसिंह ने क्वालीफिकेशन में १२५ में से १२४ अंक और फाइनल्स में २५ में से २५ अंक हासिल किए। मानसिंह, पीपी सिंह और मैराज अहमद खान की भारतीय टीम ने टीम स्पर्द्धा में भी स्वर्ण पदक दिलाया।

गोवा में पणजी में चल रहे ४२वें अंतर्राष्ट्रीय भारतीय फिल्म समारोह में आज पिछले जमाने के लोकप्रिय अभिनेता शम्मी कपूर को श्रद्धांजलि देने के लिए ६० के दशक की उनकी फिल्म प्रोफेसर दिखाई जाएगी। श्रद्धांजलि श्रेणी की सात फिल्मों में यह अंतिम फिल्म है।
इस बीच, फिल्म समारोह के संचालन समिति की अध्यक्ष माईक पांडेय ने कहा है कि क्षेत्रीय सिनेमा को बढ़ावा देने के लिए सभी राज्यों की एक समान नीति होनी चाहिए।

The stalemate in Parliament on allowing FDI in the retail sector continues. Both   Houses of Parliament were adjourned  yesterday on the issue of allowing Foreign Direct Investment in the multi-brand retail sector.  In the Lok Sabha, the Opposition members again raised slogans with some of them surging into the well of the House. Some others were seen holding placards demanding a separate Telangana state. Amidst noisy scenes, the Presiding Officer, Mr. P.C. Chako adjourned the House till today. Similar scenes were witnessed in the Rajya Sabha as well.
Finance Minister Pranab Mukhjee has said that the government is committed to break the logjam in the Parliament. Talking to reporters in
New Delhi he said that government is ready and willing to discuss all issues in Parliament.
Defending the Government's decision to allow  FDI in  retail, the Finance Minister Pranab Mukherjee  briefed party MPs about the rationale behind the decision. He also explained to them the steps being taken to address inflation and black money  to  counter the opposition attack.
Mr. Mukherjee was deputed to apprise party MPs about the government's actions and positions.  He told the Congress Parliamentary Party that the move to  allow 51 percent FDI in multi-brand retail and 100 percent in single brand will help bridging the gap between farm-gate and consumer prices. Commerce Minister Anand Sharma will give a detailed briefing on FDI to the party MPs today.

The price of Petrol has been slashed by 78 paise, a litre in Delhi. Petrol in Delhi now costs  65.64 rupees per litre against 66.42. This came in to force from midnight last night.  Petrol now costs 82 paise less in Kolkata and Mumbai and 83 paise less in Chennai. This is the  second reduction in two weeks. This follows  firming of international prices.
But, State-owned oil companies have hiked the Aviation turbine fuel  - ATF - price by 3.7 per cent. This  also came in to force by
Midnight last night. This is the third increase in rates in a month.  The price of ATF in Delhi has been raised to 2,312 rupees per kilo litre to cost  64,622 rupees.

The parliamentary Standing Committee on Lokpal completed its deliberations on the Lokpal Bill yesterday. The committee chairman Abhishek Manu Singhvi said the report has been adopted by the committee but opposition members contested this saying it cannot be considered as adopted till the time their dissent notes were submitted.  Our correspondent reports, the committee concluded its deliberations on the Lokpal bill that was referred to it in August during the monsoon session of Parliament. During its 15 sittings, the panel deliberated on various issues, including bringing the office of the Prime Minister under the Lokpal, the citizens' charter, public grievances mechanism and inclusion of the entire bureaucracy under its ambit.

In Kerala, cutting across party lines all senior  leaders are  demanding  immediate central intervention to sort out the Mullapperiyar dam safety issue.  A special cabinet meeting held yesterday night has decided to convene an emergency session of the state assembly on the 9th of this month to discuss the issue. Our correspondent reports that Chief Minister Oommen Chandy is reaching Delhi today to seek the Prime Minister's direct intervention in the dispute between the state and Tamil Nadu.
Kerala Chief Minister has made it clear that the state cannot afford to wait for court decision in the Mullapperiyar dam case considering the safety of 30 lakh people living in four districts including Idukki. Apart from special session of the state assembly  all party meeting will be held in coming days on the sensitive issue.  Kerala High court has also sought details of disaster management  strategy in place in case of an exigency. The full bench of the National Human Rights Commission will consider Mullapeiyar dam issue on Monday. Water level of the 116 year old dam continues to above the permissible level of 136 feet.

Security of the country's major airports at Delhi, Mumbai and Hyderabad has been further increased. The Government has sanctioned more than 250 additional Central Industrial Security Force, CISF,  personnel to provide  security at the Delhi, Mumbai and Hyderabad  international airports. Talking to reporters in New Delhi yesterday, Home Minister P Chidambaram said that all these airports already have a deployment strength of 3,000 to 4,000 personnel each at present. The Home Minister announced sanction of additional CISF personnel for the samadhi sthal's of late Indian leaders in Delhi and at the Rajiv Gandhi memorial, Sriperumbudur in Tamil Nadu.

The United Kingdom shut down the Iranian embassy in London and expelled all its staff in retaliation to the storming of the British diplomatic compound by an angry mob. This has been announced by  Foreign Secretary William Hague. He was asking for immediate closure of the Iranian embassy in London, with all its staff to leave the UK within 48 hours. Reports say that the British government also shut its embassy in Iran and evacuated the staff.
The Iranian Charter in London is being informed now that we require the immediate closure of the Iranian embassy in London and all Iranian diplomats and expect must leave the United Kingdom within the next 48 hours.  If any country makes it impossible for us to operate on their soil. They cannot expect to have a functioning embassy here.
France and Germany have both recalled their ambassadors to Iran for consultations following the attack on the U.K. embassy in Tehran.

Pakistan  stuck by its decision to boycott the Bonn meet on Afghanistan saying that its stand was  final  and that it would not  bow before US pressure .
Signalling a hardening of its stand on the NATO air strike that killed 24 Pakistani soldiers, Foreign Minister Hina Rabbani Khar while briefing the standing committee on foreign affairs of the Senate, said the attack had crossed the red lines.

World Aids Day is being  observed today.  The day is dedicated to raising awareness of the Aids pandemic caused by the spread of HIV infection  The day has been marked across the globe since 1988. This years theme is "Getting to zero".  Several functions across  the country have been organised to mark the day. India has been placed in the list of 22 countries fighting against Mother to child transmission infection. The report released ahead of World AIDS Day says, out of fortyeight lakh people living with HIV in Asian in 2010, 49 persons are in India.  However, the government has taken suitable measures to prevent the dreaded pandemic.  World Bank also hailed India's advances in preventing HIV AIDS. A recently published impact evaluation found a significant decline in HIV prevalence among female sex workers and young women seeking ante natal care in high prevalence southern states in the country.  This is only the positive input in this significant day. As Mumbai observes the World Aids Day today, many events have been organised across the city to spread awareness about AIDS. The Mumbai District AIDS Control Society's data shows that the number of new Aids cases reported annually in the city has dropped 88.64% in the last five years. According to the data, even
Maharashtra has seen a drop in AIDS cases.

The winter session of the Andhra Pradesh Legislature will commence this morning. The brief session is likely to be stormy with the main opposition, Telugu Desam Party firm on moving a no-confidence motion and the Telangana Rastra Samithi insisting for a resolution on Statehood for Telangana.  खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश और अन्य मुद्दों पर संसद में गतिरोध जारी रहने के कारण लोकसभा और राज्यसभा की कार्यवाही आज लगातार आठवें दिन स्थगित करनी पड़ी। दोपहर १२ बजे तक स्थगन के बाद दोनों सदनों की बैठक फिर शुरू होने पर शोरशराबा होता रहा। लोकसभा को खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश, अलग तेलंगाना राज्य और केरल में मुल्लई पेरियार बांध के मुद्दों पर विरोध के कारण स्थगित करना पड़ा जबकि राज्यसभा में भी प्रत्यक्ष विदेशी निवेश और अन्य मुद्दों पर शोर शराबे के कारण कार्यवाही स्थगित कर दी गई। सुबह लोकसभा की बैठक शुरू होते ही विपक्षी सदस्य नारे लगाने लगे और कुछ सदस्य सदन के बीच में आ गये। अलग तेलंगाना राज्य की मांग और केरल में मुल्लई पेरियार बांध की सुरक्षा के समर्थन में तख्तियां भी लहराई गई। शोर शराबा होने पर अध्यक्ष मीरा कुमार ने सदन की कार्यवाही १२ बजे तक के लिए स्थगित की। राज्यसभा में भी बैठक शुरू होते ही प्रत्यक्ष विदेशी निवेश के विरोध में नारे लगने लगे। भारतीय जनता पार्टी के कुछ सदस्य सदन के बीच में आ गये। सभापति मोहम्मद हामिद अंसारी को कार्यवाही दोपहर तक स्थगित करनी पड़ी। पिछले सप्ताह शुक्रवार को विपक्ष ने खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश का विरोध शुरू किया था। इस सप्ताह आज चौथे दिन इस मुद्दे पर दोनों सदनों की कार्यवाही स्थगित करनी पड़ी। पिछले सप्ताह मूल्य वृद्धि, कालेधन पर अंकुश, तेलंगाना राज्य की मांग और प्रत्यक्ष विदेशी निवेश के मुद्दे दोनों सदनों में उठे थे और चार दिन तक कोई कामकाज नही हो सका था।

 प्रधानमंत्री ने मल्टीब्रैंड खुदरा व्यापार क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति देने के मुद्दे पर चर्चा के लिए यूपीए में शामिल सहयोगी दलों के नेताओं से आज मुलाकात की। बाद में पत्रकारों से बात करते हुए तृणमूल कांगे्रस के नेता, केन्द्रीय मंत्री सुदीप बंदोपाध्याय ने कहा कि उन्होंने इस मामले में अपनी पार्टी का रूख रखा और प्रधानमंत्री को जनभावनाओं से अवगत कराने की कोशिश की।
 डीएमके, मुस्लिम लीग, नेशनल कांफ्रेंस और राष्ट्रवादी कांगे्रस पार्टी के नेताओं ने भी अपने-अपने विचार रखे। लोकसभा के नेता, वित्तमंत्री प्रणव मुखर्जी ने बैठक में प्रत्यक्ष विदेश निवेश के फायदे समझाये।

 संसदीय मामलों के कार्य राज्य मंत्री राजीव शुक्ला ने संसद की कार्रवाही के गतिरोध को दूर करने पर अपनी प्रतिक्रिया में कहा कि इसे व्यस्थित करने की कोशिश जारी है।
 भारतीय जनता पार्टी और मार्क्सवादी कम्युनिस्ट पार्टी ने प्रत्यक्ष विदेशी निवेश पर अपना रूख दोहराते हुए सरकार से मल्टीब्रैंड खुदरा व्यापार में इसकी अनुमति तुरंत वापस लेने को कहा है। भारतीय जनता पार्टी के नेता राजीव प्रताप रूढ़ी ने आज कहा कि सरकार जब तक ये फैसला वापस नहीं लेती उनकी पार्टी संसद में किसी बहस में हिस्सा नहीं लेगी।
 मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचूरी ने इस मुद्दे पर गतिरोध के लिए सरकार को जिम्मेदार ठहराया और कहा कि संसद में इस पर बहस होनी चाहिए। उन्होंने आरोप लगाया कि यूपीए सरकार मूल्य वृद्धि और कालेधन पर अंकुश जैसे मुद्दों पर बहस नहीं कराना चाहती।
 उधर, फिक्की के अतिरिक्त महासचिव समीर बर्डे ने आकाशवाणी के साथ खास बातचीत में खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के फैसले से जुड़ी कई भ्रांतियों को निराधार बताया।

 खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश के विरोध में व्यापारियों के अखिल भारतीय बंद का मिलाजुला असर रहा है। राजधानी दिल्ली में कुछ बाजार बंद हैं। व्यापारियों के समर्थन में भारतीय जनता पार्टी ने मार्च आयोजित किये और सत्तारूढ़ दल के नेताओं सहित अनेक नेताओं के पुतले जलाये। महाराष्ट्र में मुंबई सहित कई शहरों में छोटे और मझोले व्यापारियों ने दुकाने बंद रखीं हैं। अनाज, फल, सब्जी और किराने के बड़े बाजार भी बंद हैं। तमिलनाडु में भी दुकाने बंद हैं। चेन्नई में मशहूर कोयमबेदू सब्जीमंडी एक दिन के लिए बंद है। आंध्र प्रदेश में भारतीय कम्युनिस्ट पार्टी व्यापारियों के विरोध का समर्थन कर रही है। असम में गुवाहाटी के फैंन्सी बाजार और अन्य बाजारों में कुछ दुकाने बंद हैं। लेकिन अन्य इलाकों में दुकाने खुली हैं।
 उधर, बिहार में प्रमुख बाजारों में दुकाने खुली हैं। लेकिन एहतियात के तौर पर निजी स्कूल बंद हैं। सत्तारूढ़ एन डी ए ने भारत व्यापार बंद का समर्थन किया है जबकि कांगे्रस और लोकजनशक्ति पार्टी इसका विरोध कर रही हैं।

 लोकसभा की विशेषाधिकार समिति ने केन्द्र से राज्यों और केन्द्र शासित प्रदेशों को निर्देश देने को कहा है कि वे सांसदों के मामले में शिष्टाचार का उल्लंघन न होने दें। समिति के अध्यक्ष पी सी चाको ने नई दिल्ली में पत्रकारों से कहा कि वरीयता के वारंट के उल्लंघन के बारे में कई शिकायतें मिल रही हैं। उन्होंने कहा कि सरकार सड़क परिवहन मंत्रालय को निर्देश दे कि सांसदों की गाड़ियों पर लालबत्ती लगाई जाए।

 आन्ध्रप्रदेश विधानसभा का शीतकालीन सत्र आज सुबह हंगामे के साथ शुरू हुआ। विपक्षी तेलुगुदेशम पार्टी के सदस्य अविश्वास प्रस्ताव पर बहस के लिए जोर दे रहे थे। सदन की कार्यवाही निर्दलीय सदस्य राजेश्वर रेड्डी के सम्मान में शोक प्रस्ताव पारित करने के बाद कल तक के लिए स्थगित हो गई। श्री रेड्डी का अक्तूबर में देहांत हो गया था।
 आज सुबह जैसे ही सदन की कार्यवाही शुरू हुई तेलुगुदेशम पार्टी के ेसदस्यों ने कुछ देर के लिए कार्यवाही में बाधा डाली। वे नारे लगाते हुए अध्यक्ष के आसन के पास आ गए। वे मांग कर रहे थे कि अध्यक्ष अविश्वास प्रस्ताव पर तुरंत बहस कराएं, जिसके लिए उन्होंने नोटिस दिया है। तेलंगाना राष्ट्र समिति के सदस्य भी अलग तेलंगाना राज्य की मांग का समर्थन करने वालों के खिलाफ मामले वापस लेने की मांग को लेकर सदन के बीचोंबीच आ गए। शोर-शराबे के बीच अध्यक्ष ने सदन की कार्यवही कुछ देर के लिए स्थगित कर दी। सदन की बैठक फिर शुरू होने पर शोक प्रस्ताव पारित किया गया।

बिहार विधानसभा का शीतकालीन सत्र कल से शुरू हो रहा है। यह सत्र इस महीने की ९ तारीख तक चलेगा। मुख्यमंत्री नीतिश कुमार ने बताया कि इस सत्र में नया लोकायुक्त विधेयक रखा जाएगा।

उत्तरप्रदेश में अम्बेडकर ग्रामसभा विकास मंत्री रतनलाल अहिरवार ने आज भ्रष्टाचार के आरोप में मायावती सरकार से त्यागपत्र दे दिया। कुछ दिन पहले राज्य लोकायुक्त ने मुख्यमंत्री से उनको हटाने की सिफारिश की थी। हमारे लखनऊ संवाददाता ने खबर दी है कि राज्यपाल बी एल जोशी ने उनका त्यागपत्र स्वीकार कर लिया है और उनके विभाग का काम पंचायती राज मंत्री स्वामी प्रसाद मौर्य को सौंप दिया है। लोकायुक्त न्यायमूर्ति एन के महरोत्रा ने सरकार को लिखा था कि यह मंत्री बुंदेलखण्ड विकास कोष, विधायक कोष के दुरूपयोग और ग्रामसभा भूमि हड़पने जैसे कई भ्रष्टाचार के आरोपो में शामिल है। मंत्री पर आय के ज्ञात स्रोत से अधिक धन जमा करने का भी आरोप है। लोकायुक्त ने ये भी लिखा कि इस मंत्री को मध्यप्रदेश के शिवपुरी जिले में एक अदालत ने एक साल की सजा सुनाई थी। श्री अहिरवार झांसी में बबीना से विधायक हैं। लोकायुक्त द्वारा भ्रष्टाचार के आरोपों में शामिल राज्य का यह पांचवां मंत्री है।

 भारत के परमाणु बिजली घर कड़ी से कड़ी प्राकृतिक आपदा की स्थिति में भी सुरक्षित हैं और सरकार परमाणु ऊर्जा के उपयोग में सुरक्षा को सबसे अधिक महत्व देती है। प्रधानमंत्री कार्यालय में राज्य मंत्री वी नारायणसामी ने आज राज्यसभा में बताया कि भारत के परमाणु बिजली निगम और परमाणु ऊर्जा नियमन बोर्ड में गठित कार्यदलों और समितियों ने सभी चालू और निर्माणाधीन परमाणु बिजली घरों में सुरक्षा की स्थिति का जायजा लिया है। इनकी सिफारिशों को समयबद्ध ढंग से अपनाने की रूपरेखा तैयार कर ली गई है।

 सरकार चालू वित्त वर्ष में एक राष्ट्रीय मॉनसून मिशन लाने पर विचार कर रही है। भू विज्ञान मंत्रालय ने देश भर में मॉनसून की वर्षा के बारे में भविष्यवाणी करने संबंधी एक परियोजना तैयार की है। इसके लिए सभी आवश्यक प्रशासनिक और वित्तीय मंजूरी ले ली गई है। ये जानकारी आज लोकसभा में भू विज्ञान राज्यमंत्री श्री अश्विनी कुमार ने दी।

  केरल के मुख्यमंत्री उम्मन चांडी ने तमिलनाडु की मुख्यमंत्री जयललिता को पत्र लिखकर उनसे इडुक्की जिले में मुल्लापेरियार बांध के बारे में केरल के लोगों की सुरक्षा चिंताओं पर विचार करने का अनुरोध किया है। उन्होंने सुश्री जयललिता से इस बारे में मानवता के आधार पर विचार करने को कहा है। इस बीच, केरल सरकार ने इडुक्की जलाशय से बिजली का उत्पादन बढ़ा दिया है, ताकि बांध का जलस्तर कम किया जा सके। एक सौ १६ साल पुराने मुल्लापेरियार बांध से सम्बन्धित आपात स्थिति में आपदा प्रबंधन के उपाय के तौर पर ऐसा करना जरूरी है। मुख्यमंत्री उम्मन चांडी इस मुद्दे पर प्रधानमंत्री के हस्तक्षेप की मांग को लेकर आज नई दिल्ली पहुंच रहे हैं। इस महीने की नौ तारीख को राज्य  विधानसभा का विशेष अधिवेशन बुलाया गया है तथा सात तारीख को सर्वदलीय बैठक भी होगी। केरल विधानसभा के अध्यक्ष जी. कार्तिकेयन और मंत्री पी.जे. जोजफ ने आज इडुक्की मे सत्याग्रह स्थल का दौरा किया। बांध का जलस्तर आस-पास के इलाकों में भारी वर्षा के कारण अब भी एक सौ ३६ फुट के निर्धारित स्तर से ऊपर बना हुआ है। केरल जलस्तर तुरंत घटाकर एक सौ २० फुट करने और नये बांध का निर्माण करने की मांग कर रहा है, जो भूकंप के झटकों को सहन कर सके।

 गुजरात उच्चन्यायालय ने इशरत जहान और तीन अन्य व्यक्तियों की फर्जी मुठभेड़ की सीबीआई से जांच कराने के आदेश दिये है। २००४ में हुई इस घटना की जांच के बाद विशेष जांच दल ने कहा था कि कॉलेज की इस छात्रा को फर्जी मुठभेड़ में मारा गया था। उसके बाद गुजरात उच्च न्यायालय ने इस मामले में आरोपी पुलिस कर्मियों के खिलाफ नई एफआईआर दर्ज करने को कहा था।
 विशेष जांच दल की रिपोर्ट में कहा गया है कि इशरत और तीन अन्य व्यक्तियों को १५ जून २००४ को मुठभेड़ से पहले ही मार दिया गया था। जांच दल ने १८ नवंबर को अपनी जांच रिपोर्ट उच्च न्यायालय को सौंपी थी।
 न्यायमूर्ति जयंत पटेल और न्यायमूर्ति अभिलाषा कुमारी ने आदेश दिया कि संबंद्ध थाने में गोलीबारी के लिए जिम्मेदार पुलिस अधिकारियों के खिलाफ धारा ३०२ के तहत अलग एफआईआर दर्ज की जाए।
 १९ वर्ष की कॉलेज छात्रा इशरत जावेद शेख उर्फ प्रणेश पिल्लई , अमजद अली राणा और जीशान जौहर को अहमदाबाद अपराध नियंत्रण शाखा के अधिकारियों ने १५ जून २००४ को गोली मार दी थी।

 भारत ने आज परमाणु हथियार ले जाने में सक्षम अग्नि एक मिसाइल का सफल परीक्षण किया। ओड़िशा तट के पास व्हीलर द्वीप पर स्थित परीक्षण रेंज से सेना के उपयोग परीक्षण के तहत ये मिसाइल दागा गया जो सात सौ किलोमीटर तक मार कर सकता है। देश में विकसित, जमीन से जमीन पर मार करने वाले एक चरण वाले इस मिसाइल में ठोस ईंधन इस्तेमाल हुआ है। इसे आज सुबह करीब सवा नौ बजे एक मोबाइल लांचर से दागा गया।
 एक वरिष्ठ अधिकारी ने परीक्षण को सफल बताया। रक्षा अनुसंधान और विकास संगठन के एक अधिकारी का कहना है कि अग्नि एक मिसाइल में विशेषज्ञ किस्म की दिशा निर्देशन प्रणाली लगी है जिससे यह लक्ष्य पर बहुत सटीक मार करता है। इसे देश की प्रमुख और उन्नत रक्षा अनुसंधान प्रयोगशालाओं में विकसित किया गया है।
 इससे पहले २५ नवंबर २०१० को इसी प्रक्षेपण स्थल से अग्नि एक मिसाइल का सफल परीक्षण हुआ था।

  आज विश्व एड्स दिवस है। एचआईवी संक्रमण से होने वाले एड्स रोग के बारे में जागरूकता बढ़ाने के लिये १९८८ से दुनिया भर में यह दिवस मनाया जाता है। इस साल एड्स दिवस का थीम है एचआईवी संक्रमण को पूरी तरह खत्म करना। एड्स से होने वाली मौतों को पूरी तरह रोकना और एड्स रोगियो के साथ भेदभाव पूरी तरह खत्म करना। ताजा आंकलन के अनुसार भारत में लगभग २५ लाख़ लोग एचआईवी एड्स पीड़ित हैं। इस सिलसिले में देशभर में अनेक कार्यक्रम आयोजित किए गये हैं।

  इस अवसर पर नई दिल्ली में आयोजित एक समारोह में केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि केन्द्र एड्स पीड़ितों के साथ भेदभाव के खिलाफ जल्दी ही एक कानून बनाएगा। उन्होंने कहा कि सरकार एड्स के दुष्प्रभावों के बारे में लोगों में जागरूकता फैलाने के लिए गैर-सरकारी संगठनों को पूरी वित्तीय सहायता देगी। श्री आजाद ने कहा कि सरकार का लक्ष्य देश से एड्स का पूरी तरह से सफाया करने का है। उन्होंने कहा कि वैश्विक आर्थिक संकट के कारण अन्तर्राष्ट्रीय एजेंसियों से पैसा कम मिल रहा है, लेकिन एड्स को जड़ से उखाड़ फैंकने के लिए पैसे की कमी नहीं होने दी जाएगी। श्री आजाद ने कहा कि देश में एड्स के मरीजों की संख्या ५० प्रतिशत कम हो गई है। इस अवसर पर दिल्ली की मुख्यमंत्री शीला दीक्षित ने एड्स से प्रभावित बच्चों के लिए १६ सौ से दो हजार रुपये के बीच नकद मासिक सहायता की घोषणा की। उन्होंने कहा कि वयस्कों के लिए ये सहायता एक हजार रुपये प्रति माह होगी। श्रीमती दीक्षित ने एड्स के मरीजों से भेदभाव बरतने के खिलाफ संघर्ष की आवश्यकता पर जोर दिया। हमारे संवाददाता ने खबर दी है कि राजधानी दिल्ली में एड्स के बारे में जागरूकता पैदा करने के लिए कई सांस्कृतिक कार्यक्रमों, वाद-विवाद, परिचर्चाओं और अन्य कार्यक्रमों का आयोजन किया जा रहा है।

  लोकसभा में अध्यक्ष मीरा कुमार ने कहा कि करीब तीन करोड़ चालीस लाख से अधिक लोग एच आई वी एड्स के शिकार हैं। १९८१ में इसका पहला मामला सामने आने के बाद से दुनियाभर में करीब ढाई करोड़ लोग इसके कारण मर चुके हैं। एड्स को सबसे कठिन चुनौती बताते हुए लोकसभा अध्यक्ष ने सबसे आग्रह किया कि एच आई वी पीड़ितों की मदद करें।

  खाद्य पदार्थों की मुद्रास्फीति में १९ नवम्बर को समाप्त हुए सप्ताह के दौरान काफी गिरावट दर्ज की गई और ये आठ प्रतिशत हो गई, जबकि इससे पहले के हफ्ते में ये दर नौ दशमलव शून्य एक प्रतिशत थी। थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति की यह दर पिछले वर्ष इसी अवधि में नौ दशमलव शून्य तीन प्रतिशत थी।  गैर खाद्य वस्तुओं की मूल्यस्फीति की दर दो दशमलव एक चार प्रतिशत रही, जो इससे पहले के हफ्ते में चार दशमलव शून्य पांच प्रतिशत थी।

  सरकार ने दिसंबर में खुली बिक्री और राशन की दुकानों से बिक्री के लिए १९ लाख सात हजार टन चीनी अवंटित की है। सरकारी प्रैस विज्ञप्ति में कहा गया है कि इसमें से दो लाख सात हजार टन चीनी राशन की दुकानों से और बाकी खुले बाजार में बेची जाएगी। चीनी मिलों को अपने उत्पादन का दस प्रतिशत सरकार को सस्ती दरों पर बेचना जरूरी है और यह चीनी राशन की दुकानों पर बेची जाती है।

 गरीबी की रेखा से नीचे के परिवारों की पहचान के लिए व्यापक तरीका तय करने के लिए राज्यों और अन्य संबंद्ध पक्षों की सलाह से विशेषज्ञ समिति गठित की जाएगी। योजना राज्य मंत्री डॉ० अश्विनी कुमार ने आज राज्यसभा में एक प्रश्न के लिखित उत्तर में बताया कि गरीबी का पैमाना तय करने के लिए समग्र दृष्टिकोण अपनाया जायेगा। उन्होंने बताया कि सबसे विश्वसनीय विधि तय करने के लिए जरूरत पड़ने पर सारे मामले पर दुबारा गौर किया जायेगा।

 तेल विपणन कंपनियों ने रसोई गैस का दुरूपयोग रोकने के लिए एक ही परिवार में एलपीजी के कई कनेक्शन होने का पता लगाने का फैसला किया है। पेट्रोलियम और प्राकृतिक गैस राज्य मंत्री आर पी एन सिंह ने आज लोकसभा में एक प्रश्न के लिखित उत्तर बताया है कि एक विशेष सोफ्‌टवेयर की मदद से एक ही नाम या एक ही पते पर कई कनेक्शन होने की पहचान की जा रही है। उन्होंने सदस्यों को सूचित किया कि पिछले तीन वर्ष के दौरान व्यापारिक प्रतिष्ठानों में करीब १६ हजार छापे मारकर घरेलू एलपीजी के ८६ हजार से अधिक सेलेंडर जब्त किये गये हैं।

 बम्बई शेयर बाजार के सेंसेक्स में आज शुरूआती कारोबार में पांच सौ नब्बे अंक से अधिक का उछाल आया जबकि नेशनल स्टॉक एक्सचेंज का निफ्टी फिर पांच हजार के स्तर पर पहुंच गया। इसे वित्तीय प्रणाली में नकदी डालने की केन्द्रीय बैंकों की सामूहिक कार्रवाई के बाद दुनियाभर के बाजारों में चुस्ती का असर बताया जा रहा है। बम्बई शेयर बाजार में आज खुलने की घंटी बजने के साथ ही सेंसेक्स साढे तीन प्रतिशत से भी ज्यादा उछलकर १६ हजार ७१४ तक पहुंच गया।  अब से कुछ देर पहले सेंसेक्स -३३० अंक के उछाल के बाद १६ हजार ४५३ पर था जबकि नेशनल स्टॉक एक्सचेंज का निफ्टी ४ हजार ९२४  पर था। अन्तर बैंक विदेशी मुद्रा बाजार में रुपया आज शुरूआती कारोबार में डॉलर के मुकाबले ४८ पैसे मजबूत हुआ। एक डॉलर की कीमत ५१ रुपये ७२ पैसे हो गई।

मिस्र में राष्ट्रीय अंतरिम सरकार के गठन की कोशिशें जारी हैं। अंतरिम प्रधानमंत्री कमाल अल गनजोरी ने बताया कि राष्ट्रपति पद के पांच उम्मीदवारों ने मंत्रिमंडल में शामिल होने से इंकार कर दिया है। लेकिन उन्होंने इनके नाम नहीं बताये। श्री गनजोरी ने कहा कि वे मंत्रिमंडल में शामिल करने के लिए लोगों से बात कर रहे हैं और अगले दो दिनों में नई सरकार का गठन हो सकता है।

खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश-एफडीआई की अनुमति के मुद्दे पर गतिरोध जारी रहने के मद्देनजर प्रधानमंत्री डॉक्टर मनमोहन सिंह ने आज डीएमके और तृणमूल कांग्रेस के नेताओं से मुलाकात की। यूपीए के इन दोनों सहयोगी दलों ने मल्टी-ब्रांड खुदरा व्यापार में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने के सरकार के फैसले पर आपत्ति जताई है। एजेंसी की खबरों के अनुसार, डॉक्टर मनमोहन सिंह ने इन नेताओं को फैसला वापस लेने का कोई आश्वासन नहीं दिया।
कांग्रेस ने विपक्षी दलों को चुनौती देते हुए कहा है कि अगर उनके पास पर्याप्त संख्या है, तो वे सरकार के खिलाफ अविश्वास प्रस्ताव ला सकते हैं। पार्टी प्रवक्ता राशिद अल्वी विपक्षी दलों से संसद की कार्यवाही में बाधा न डालने की अपील की। उन्होंने कहा कि मल्टी-ब्रांड खुदरा व्यापार में एफडीआई की अनुमति का फैसला देश के हित में है। उन्होंने कहा कि भारतीय जनता पार्टी के नेतृत्व वाले एनडीए ने भी अपने २००४ के चुनावी घोषणा-पत्र में खुदरा व्यापार में २६ प्रतिशत एफडीआई लाने की बात कही थी।
दूसरी तरफ भाजपा और अन्य दलों ने आरोप लगाया कि प्रत्यक्ष विदेशी निवेश के मुद्दे पर सरकार संसद में अल्पमत में है। भाजपा के वरिष्ठ नेता एस. एस. अहलुवालिया ने आरोप लगाया कि सरकार इस मुद्दे पर संसद में मत विभाजन प्रस्ताव के तहत बहस नहीं कराना चाहती है।
मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि एफडीआई मुद्दे पर सरकार का फैसला अनुचित है, क्योंकि संसद का शीतकालीन सत्र चल रहा है। पार्टी के वरिष्ठ नेता सीताराम येचुरी ने कहा कि सरकार इस मुद्दे पर जारी गतिरोध समाप्त करना नहीं चाहती है।

एफडीआई मुद्दे पर विपक्षी दलों ने आज भी संसद की कार्यवाही चलने नहीं दी और दोनों सदनों को स्थगित कर देना पड़ा।

योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने कहा है कि मल्टी-ब्रांड खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश की अनुमति देने के पहले यूपीए के सहयोगी दलों सहित सभी संबद्ध पक्षो से सरकार ने परामर्श किया है। श्री अहलुवालिया ने एक टी वी कार्यक्रम में कहा कि इस फैसले में राज्यों को ऐसे स्टोर खोलने के बारे में निर्णय लेने का अधिकार दिया गया है।

श्री अहलुवालिया ने कहा कि बहुराष्ट्रीय कंपनियां देश के करीब २० शहरों में अपने स्टोर खोल पाएंगी।

खुदरा व्यापार क्षेत्र में प्रत्यक्ष विदेशी निवेश के विरोध में देशव्यापी बंद का आज मिलाजुला असर रहा। कई जगहों पर दुकानें और व्यापारिक प्रतिष्ठान बंद रहे, लेकिन दिल्ली, आंध्रप्रदेश, असम तथा एन.डी.ए. शासित गुजरात और बिहार सहित कई जगहों पर बंद का आंशिक असर रहा। महाराष्ट्र, पश्चिम बंगाल और हिमाचलप्रदेश में छोटे और मझोले व्यापारियों ने अपनी दुकानें बंद रखीं। तमिलनाडु, कर्नाटक और ओड़ीशा में बाजार बंद रहे।

गुजरात उच्च न्यायालय ने इशरत जहां और तीन अन्य लोगों की फर्जी मुठभेड़ की सीबीआई से जांच कराने के आदेश दिये है। २००४ में हुई इस घटना की जांच के बाद विशेष जांच दल ने कहा था कि कॉलेज की इस छात्रा को फर्जी मुठभेड़ में मारा गया। उसके बाद गुजरात उच्च न्यायालय ने इस मामले में आरोपी पुलिस कर्मियों के खिलाफ नई एफआईआर दर्ज करने को कहा था।
न्यायमूर्ति जयंत पटेल और न्यायमूर्ति अभिलाषा कुमारी ने आदेश दिया है कि संबंद्ध थाने में गोलीबारी के लिए जिम्मेदार पुलिस अधिकारियों के खिलाफ धारा ३०२ के तहत अलग एफआईआर दर्ज की जाए।

दिल्ली की एक अदालत ने टू-जी स्पेक्ट्रम मामले में आज पूर्व दूरसंचार मंत्री ए. राजा के तत्कालीन निजी सचिव आर. के. चंदोलिया को जमानत दे दी। इसके साथ ही इस मामले में अब तक विभिन्न अदालतों द्वारा १२ आरोपियों को जमानत दी जा चुकी है। केवल दो आरोपी- ए. राजा और पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा अभी-भी जेल में हैं।

सीबीआई ने बेहुरा की जमानत अर्जी का यह कह कर विरोध किया कि लोक सेवकों की सह-अपराधिता को गंभीरता से लिया जाना चाहिए।

हैदराबाद में सीबीआई की विशेष अदालत ने खनन में अनियमितताओं के मामले में गिरफ्‌तार आई.ए.एस. अधिकारी श्रीलक्ष्मी को १२ दिसम्बर तक न्यायिक हिरासत में भेज दिया है। ओबलापुरम माइनिंग कंपनी में खनन अनियमितताओं के मामले में सीबीआई ने उन्हें मंगलवार को गिरफ्‌तार किया गया था। सीबीआई अधिकारियों ने तीन दिन की हिरासत अवधि पूरी होने के बाद श्रीलक्ष्मी को आज अदालत में पेश किया। अदालत ने श्रीलक्ष्मी की जमानत याचिका पर सुनवाई के बाद उन्हें न्यायिक हिरासत में भेज दिया।

मुंबई में मकोका अदालत ने ज्योर्तिमय डे हत्या मामले में गिरफ्‌तार एशियन ऐज+ की पत्रकार जिग्ना वोरा की पुलिस हिरासत सोमवार तक बढ़ा दी है। उसे पिछले सप्ताह गिरफ्‌तार किया गया था।

न्यायालय ने जिग्ना वोरा का नारको टेस्ट कराने की पुलिस की मांग नामंजूर कर दी है, क्योंकि वह इसके लिए राजी नहीं हुई। पत्रकार ज्योतिर्मय डे० की ११ जून को मुंबई में गोली मार कर हत्या कर दी गई थी।

केंद्रीय विधि मंत्री सलमान खुर्शीद ने पिछड़े मुसलमानों के लिए सरकारी नौकरियों में आरक्षण की वकालत की है। उन्होंने नई दिल्ली में पत्रकारों से कहा कि पिछड़े मुसलमानों को उन्हें अलग से आरक्षण देना संभव नहीं है, लेकिन अन्य पिछड़े वर्गों के लिए २७ प्रतिशत आरक्षण में उन्हें जगह दी जा सकती है।

प्रधानमंत्री ने कहा है कि मुल्लापेरियार बांध का मुद्दा अभी न्यायालय के विधाराधीन है, इसलिए इस बारे में कुछ नहीं किया जा सकता । तमिलनाडु की मुख्यमंत्री जयललिता के पत्र के जवाब में डॉ० मनमोहन सिंह ने कहा कि उन्होंने सुश्री जयललिता द्वारा उठाई गई बातों पर ध्यान दिया है और केरल के मंत्रियों के प्रतिनिधिमंडल द्वारा उठाए गए मुद्दों को भी सुना है।

केरल के इड्डुकी जिले में मुल्लापेरियार बांध में पानी का स्तर एक सौ छत्तीस दशमलव छह फुट तक पहुंच गया है। बांध के ऊपरी इलाकों में भारी वर्षा होने और तमिलनाडु की तरफ सीमित पानी निकलने से एक सौ सोलह साल पुराने इस बांध में जलस्तर बढ़ गया है।

अग्नि-एक प्रक्षेपास्त्र का सेना ने आज सफल परीक्षण किया। ओड़ीशा में व्हीलर द्वीप के पास इसे सड़क से मोबाइल लॉन्चर से छोड़ा गया और उसने बंगाल की खाड़ी में अपने लक्ष्य पर सफलतापूर्वक प्रहार किया। हमारे संवाददाता ने खबर दी है कि ये मिसाइल सेना में शामिल की जा चुकी है।

मंत्रिमंडल की आर्थिक मामलों की समिति-सीसीईए ने आज ब्याज सब्सिडी योजना के तहत दो हजार करोड़ रूपए का अतिरिक्त फंड देने को मंजूरी दी। छोटे और मझौले उद्यमियों के लिए इस योजना का विस्तार अगले साल मार्च तक के लिए किया गया है। इस योजना में हस्तशिल्प, हथकरघा और कालीन क्षेत्र को भी शामिल किया गया है। आज नई दिल्ली में जारी सरकारी विज्ञप्ति में कहा गया है कि भारतीय रिजर्व बैंक ने ब्याज सब्सिडी दावों के लिए अब तक एक हजार छह सौ ५४ करोड़ रूपए जारी किए हैं।
सीसीईए ने जापान अंतर्राष्ट्रीय सहयोग एजेंसी के प्रस्ताव को भी मंजूरी दी है, जो दिल्ली में यमुना कार्ययोजना के तीसरे चरण में सहायता कर रही है।

खाद्य पदार्थों की मुद्रास्फीति १९ नवम्बर को समाप्त हुए सप्ताह में गिरकर आठ प्रतिशत हो गई। इससे पहले के हफ्ते में ये नौ दशमलव शून्य एक प्रतिशत थी। थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति की यह दर पिछले वर्ष इसी अवधि में नौ दशमलव शून्य तीन प्रतिशत थी। गैर खाद्य वस्तुओं की मूल्यस्फीति की दर दो दशमलव एक चार प्रतिशत रही, जो इससे पहले के हफ्ते में चार दशमलव शून्य पांच प्रतिशत थी।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने देश में गैरसंचारी रोगों की रोकथाम और उनके नियंत्रण पर ध्यान देने पर जोर दिया है। उन्होंने पुणे में एंडोक्राइम सोसाइटी ऑफ इंडिया के ४१वें वार्षिक सम्मेलन का उद्घाटन करते हुए कहा कि गैरसंचारी रोगों के कारण मरीज अपंगता का शिकार हो सकते हैं।

The Prime Minister today had a meeting with the leaders of the DMK and Trinamool on the vexed issue of FDI. Both allies of the UPA expressed reservation over the Government's announcement of allowing 51 per cent FDI in multi-brand retail. Agency reports said Dr.Manmohan Singh gave no assurance of any roll back. The BJP has charged the government of being in minority in Parliament on the issue of Foreign Direct Investment. Senior party leader S.S. Ahluwalia alleged that the government is shying away from debates with voting provisions in Parliament. The Congress on the other hand has challenged the opposition to move a no confidence motion if it has the required strength. Party spokesman, Rashid Alvi called upon the opposition not to disrupt proceedings in Parliament. He said the BJP-led NDA in its 2004 election manifesto had also favoured the entry of 26 per cent FDI in the retail sector. The CPIM has said the decision on FDI issue amounts to impropriety as the winter session of Parliament is on. Senior party leader Sitaram Yechury said the government is not interested to end the ongoing logjam on the FDI issue. FDI in retail and other issues including a separate Telangana state and safety of the Mullapperiyar dam led to adjournment of both Lok Sabha and the Rajya Sabha for the eighth consecutive day today.

Planning Commission Deputy Chairman Montek Singh Ahluwalia has said the government has consulted all stakeholders, including UPA allies, before opening the multi-brand retail to foreign investment. Participating in a TV programme he said the decision provides States the power to decide on opening up of such stores.

The call for Bandh against FDI in the retail sector evoked a mixed response across the country today. The response was partial in many places including the capital Delhi, Andhra Pradesh, Assam and opposition-ruled Gujarat and Bihar. Nearly one lakh wholesalers, small traders and retailers across Mumbai, Navi Mumbai and other cities of Maharashtra kept their shops shut today. Most of the shops and business establishments in Tamil Nadu, Karnataka, West Bengal, Himachal Pradesh and Odisha also remained closed. In some cities, shop keepers took out marches demanding a rollback.

In Kerala, the water level of the 116 year old mullapperiyar dam in Idukki district has gone up to 136.6 feet after heavy rain in the catchment area. Meanwhile Kerala Chief Minister Oommen Chandy has reached Delhi to seek immediate central nod to reduce the water level to 120 feet and permission for a new dam. In a letter to his Tamil Nadu counterpart, Chandy urged Jayalalitha to adopt a humanitarian approach for the safety of thirty lakh people in Kerala. The Prime Minister in his reply to a letter by Jayalalitha has said that nothing should be said or done to create undue alarm among the people on the issue as the matter is sub-judice. Meanwhile, the Tamil Nadu Government today moved the Supreme Court accusing the Kerala Government of whipping up "fear psychosis" on the Mullapperiyar row. It also sought the court's direction, restraining the state from making any controversial statement on the issue.

In a setback to the Narendra Modi Government, the Gujarat High Court today ordered a CBI inquiry into the fake encounter case of Ishrat Jahan and three others. Earlier the special investigation team probing the 2004 case had concluded that the college girl was killed in a fake encounter, prompting the Gujarat High Court to order a fresh FIR against accused policemen in the case. The SIT in its report said Ishrat and three others were killed prior to the encounter date of June 15, 2004. A division bench ordered that a separate FIR under section 302 (punishment for murder) should be filed in the concerned police station against those police officers who were involved in the shootout.

A Delhi court today granted bail to former Telecom Minister A Raja's erstwhile private secretary R K Chandolia in the 2G case. With this order, twelve accused, including Chandolia, have been granted bail so far by various courts. Only 2 accused - A.Raja and former Telecom Secretary Siddharth Behura - are still in jail. The CBI today opposed the bail plea of Behura in the case saying complicity of public servants should be viewed seriously. The agency said, if he is released, A Raja may also seek the same relief on grounds of parity.

The Delhi Police today announced a reward of 15 lakh rupees for giving any information about Indian Mujahideen(IM) operative Imran alias Shahrukh, wanted in several terror-related cases. The announcement of the Police Commissioner B K Gupta comes a day after the police arrested six suspected IM operatives allegedly involved in several blast cases. Two each of the six were arrested from Delhi, Chennai and Bihar.

Union Law Minister Salman Khurshid today called for reservation to the backward Muslims. Talking to reporters in New Delhi, he said that the separate reservation for a community is not possible and it can be provided to them under 27 per cent seats reserved for other backward classes. Congress leader Rashid Alvi hailed the proposal of Salman Khurshid.
"Separate reservation for the Muslim community is not possible according to the constitution, so what Salman Sahib has said, I welcome that,"
The CPIM on the other hand is in favour of a discussion on the issue before any final decision is taken.

The Cabinet Committee on Economic Affairs, CCEA, today approved a proposal for additional funds under the interest subsidy scheme to the tune of over 2000 crore rupees. This scheme has been extended for the small and medium enterprises till March next year. It also covers handicrafts, handloom and carpet sector. An official release issued in New Delhi says, 1654 crore rupees have been released by the Reserve Bank of India as the interest subsidy claims so far. In another decision, the CCEA approved 1645 crore rupees proposal by Japan International Cooperation Agency, assisted Yamuna Action Plan Phase III project at Delhi.

Food inflation witnessed a sharp moderation to 8 per cent for the week ended November 19. Food inflation, as measured by the Wholesale Price Index was 9.01 per cent in the previous week. It stood at 9.03 per cent in the corresponding week of the previous year. According to data released by the government today, onions, potatos and wheat became cheaper but all other food items grew more expensive on an annual basis. Inflation in the overall primary articles category stood at 7.74 per cent during the week ,as against 9.08 per cent in the previous week. Commenting on the sharp fall in food inflation, Finance Minister Pranab Mukherjee said the overall rate of price rise will moderate to around 6 to 7 percent by March, 2012.
"After month of August, that means full September and October, for the first time, it has comedown to 8% if this trend continue perhaps we may have the year end inflation around 6 to 7%."

India today successfully flight tested AGNI one ballistic messile from Wheeler Island near Orissa by the Armed Forces. Our Bangalore Correspondent quoting DRDO press release says, the missile was launched from Road Mobile Launcher System and reached the target point in the Bay of Bengal.
"The indigenously developed surface-to-surface, single-stage missile, powered by solid propellants weighs 12 tonnes and is 15-metre-long and carry payloads up to 1000 kg. The Strategic Forces Command of the Army carried out the tests today as it is important to conduct user trials for training of defence personnel and improvement of their skills.This was the fifth success in a row when a series of missiles developed by DRDO were launched from the Wheeler Island. The flights included Shourya, Prithvi-II and Agni-II missiles in the last week of September and Agni-IV on November 15. पेट्रोल के मूल्य में मध्यरात्रि से ७८ पैसे प्रति लीटर की कमी की जा रही है। पिछले दो सप्ताह में पेट्रोल के दामों में दूसरी बार कमी की गई है। कच्चे तेल के अन्तर्राष्ट्रीय मूल्यों में गिरावट होने से ऐसा किया गया है। दिल्ली में पेट्रोल के वर्तमान मूल्य ६६ रुपये ४२ पैसे के स्थान पर आधी रात के बाद मूल्य अब ६५ रुपये ६४ पैसे प्रति लीटर होगा।

संसद के दोनों सदनों की कार्यवाही मल्टी ब्रांड ख्ुादरा क्षेत्र में प्रत्यक्ष विदेशी निवेश एफडीआई की अनुमति के मुद्दे को लेकर इस सप्ताह लगातार तीसरे दिन भी स्थगित कर दी गई।
लोकसभा में विपक्षी सदस्यों ने नारेबाजी की। शोर शराबे के बीच पीठासीन अधिकारी पी सी चाको ने कार्यवाही दिनभर के लिए स्थगित कर दी। राज्यसभा में भी कुछ ऐसे ही हालात थे।
पिछले हते भी मूल्यवृद्धि, काले धन, तेलंगाना और एफडीआई के मुददों पर शोर शराबे के कारण चार दिन संसद की कार्यवाही स्थगित की गई थी।

कांग्रेस कोर समिति की आज दोपहर प्रधानमंत्री के निवास पर बैठक हुई। इसमें एफडीआई मुद्दे पर विचार विमर्श हुआ। इस मुद्दे पर संसद की कार्रवाई आज चौथे दिन भी स्थगित रही। पार्टी सूत्रों ने बताया है कि पार्टी के वरिष्ठ नेताओं ने इस गतिरोध को दूर करने के लिए विचार विमर्श किया।

वित्त मंत्री प्रणब मुखर्जी ने खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति देने के सरकार के फैसले का बचाव करते हुए कहा है कि इससे महंगाई कम करने में सहायता मिलेगी। वे इस संबंध में कांग्रेस सांसदों की आशंकाओं को दूर कर रहे थे। उन्होंने कांग्रेस संसदीय दल से कहा कि मल्टी-ब्रांड खुदरा कारोबार में ५१ प्रतिशत एफडीआई की अनुमति से कृषि उत्पाद और उपभोक्ता मूल्यों के बीच अंतर कम होगा।

देश की आर्थिक विकास दर चालू वित्तवर्ष की दूसरी तिमाही में छह दशमलव नौ प्रतिशत रही जो पहली तिमाही में सात दशमलव तीन प्रतिशत थी। पिछले वर्ष इसी अवधि में यह वृद्धि दर आठ दशमलव चार प्रतिशत थी। वित्तमंत्री प्रणव मुखर्जी ने कहा कि विनिर्माण, कृषि और खनन क्षेत्रों के खराब प्रदर्शन के कारण वृद्धि दर में कमी आई है।

इस साल की दूसरी तिमाही में वृद्धि दर में कमी मुख्य रूप से इसलिए है क्योंकि पिछले साल वृद्धि ज्यादा हुई थी। हालांकि इस तिमाही में भी औद्योगिक उत्पादन और कृषि उत्पादन बढ़ा है। कृषि क्षेत्र में दो प्रतिशत से अधिक की वृद्धि हुई है। खनन और विनिर्माण क्षेत्र में सबसे ज्यादा गिरावट आई है।
आर्थिक मामलों के जानकार वी वी भट्टाचार्या ने विश्व भर में नाजुक आर्थिक परिस्थितियों को देखते हुए इन आंकड़ों को आशाजनक बताया।

देश काफी नाजुक परिस्थिति में और विदेश भी काफी नाजुक परिस्थिति में सिक्स पाइंट नाइन सकल घेरलू उत्पादन भी काफी आशाजनक है। इस साल की बरसात काफी अच्छी हुई है उम्मीद की जा रही है कि इस बार खरीफ फसल एक रिकॉर्ट होगा तो इससे लगता है कि अगला क्वार्टर में कृषि के उत्पादन में काफी बढ़ोतरी होगी और उसके साथ साथ ग्रामीण क्षेत्रों में औद्योगिक समानता भी एक होने की संभावना भी अच्छा होगा। तो अगले क्वार्टर में उम्मीद करते हैं कि अगर बाहर के देशों की परिस्थिति और न बिगड़ जाये तो हमारा देश थोड़ा और ऊपर जायेगा।

भारतीय जनता पार्टी का कहना है कि सकल घरेलू उत्पाद दर में गिरावट का कारण यूपीए सरकार की गलत नीतियां हैं। नई दिल्ली में संवाददाताओं से बातचीत में पार्टी के वरिष्ठ नेता मुरली मनोहर जोशी ने आरोप लगाया कि सरकार पश्चिमी देशों की उन आर्थिक नीतियों को अपनाने की कोशिश कर रही है, जो वहां असफल रहीं।

डॉ० जोशी ने आशंका व्यक्त की कि अगर मल्टी ब्रांड खुदरा क्षेत्र में एफडीआई की अनुमति के निर्णय पर सरकार कायम रहती है, तो सकल घरेलू उत्पाद में और गिरावट आ सकती है।

उधर, कांगे्रस ने कहा है कि मल्टी ब्रांड रिटेल क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति देने का फैसला सरकार ने देश हित और बहुत सोच विचार के बाद लिया है। उन्होंने विपक्ष पर संसद के कामकाज में रूकावट डालने का आरोप लगाया। उन्होंने प्रत्यक्ष विदेशी निवेश के मुद्दे पर भाजपा के रवैये को अवसरवादी बताया।

जहां तक भारतीय जनता पार्टी की बात है आप देख रहे हैं कि वो बार बार वही रवैया अपनाते हैं। जिन लोगों ने असैन्य परमाणु सहयोग समझौते की पहल की थी उन्हीं लोगों ने बाद में इसका पुरजोर विरोध किया। अब भी ऐसा ही हो रहा है। कि एनडीए सरकार का वह केबिनेट नोट जनता के सामने है जिसमें उन्होंने खुदरा क्षेत्र के लिए प्रत्यक्ष विदेशी निवेश का समर्थन किया था और अब इसका विरोध कर रहे हैं।
एक सवाल के जवाब में श्री तिवारी ने कहा कि कांगे्रस इस फैसले का विरोध करने वाले यूपीए के कुछ सहयोगी दलों से बातचीत कर रही है। उन्होंने कहा कि सरकार, मंहगाई और कालेधन के मुद्दे पर संसद में स्थगन प्रस्ताव पर चर्चा के लिए तैयार है।

योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने आज कहा कि  इस वर्ष आर्थिक वृद्धि दर सात से साढे सात प्रतिशत रहेगी। आकाशवाणी से बातचीत में उन्होंने आशा व्यक्त की कि चालू वित्त वर्ष की चौथी तिमाही में वृद्धि दर में सुधार होगा।

गृह मंत्री पी चिदम्बरम ने माओवादियों और पूर्वोत्तर के उग्रवादी गुटों से कहा है कि वे पहले हिंसा का रास्ता छोड़ें और फिर बातचीत के लिए आगे आयें। उन्होंने आज नई दिल्ली में कहा कि अपने राजनीतिक उद्देश्यों को पूरा करने के लिए हिंसा को नीति के रूप में इस्तेमाल करने वालों के आगे सरकार नहीं झुकेगी। गृह मंत्री ने कहा कि केंद्र, असम सरकार और युनाइटेड पीपुल्स डेमोके्रटिक सॉलिडैरिटी के बीच हुआ समझौता, अन्य उग्रवादी गुटों के लिये उदाहरण है।

मैं आशा करता हूं कि केन्द्र सरकार, असम सरकार और युनाइटेड पीपुल्स डेमोक्रेटिक सॉलिडैरिटी (यू पी डी एस) के बीच हुआ समझौता अन्य उग्रवादी गुटों के लिए एक उदाहरण साबित होगा और वे भी अपनी समस्याओं का राजनीतिक समाधान निकालने और बातचीत के लिए आगे आयेंगे।

दिल्ली पुलिस ने इंडियन मुजाहिदीन के छह संदिग्ध आतंकवादियों को गिरफतार किया है। इनमें एक पाकिस्तानी है, जिस पर पुणे की बेस्ट बेकरी , बंगलौर के चिन्नास्वामी स्टेडियम और दिल्ली में जामा मस्जिद  विस्फोट मामलों में शामिल होने का आरोप है। दिल्ली पुलिस की विज्ञप्ति में कहा गया है कि इन छह आतंकवादियों के अलावा एक और आतंकवादी अहमद सिद्दी बप्पा उर्फ इमरान बच निकला है। इन आतंकवादियों से हथियार तथा गोला बारूद मिला है।

दिल्ली, मुम्बई और हैदराबाद हवाई अड्डों पर सुरक्षा और बढ़ा दी गयी है। सरकार ने इन हवाई अड्डों पर सुरक्षा बढ़ाने के लिए केंद्रीय औद्योगिक सुरक्षा बल के ढाई सौ से अधिक कर्मियों को तैनात करने की मंजूरी दी है।

केरल उच्च न्यायालय ने राज्य सरकार को निर्देश दिया कि वह शुक्रवार तक एक लिखित वक्तव्य पेश कर मुल्ला पेरियार बांध को संभावित खतरे से बचाने की योजनाओं के बारे में जानकारी दें।
कार्यवाहक मुख्य न्यायाधीश मंजुला चेलुरू और न्यायाधीश पी.आर. रामचन्द्र मेनन की खण्डपीठ ने सरकार से कहा है कि आपदा प्रबंधन के मद्देनजर लोगों को सतर्क करने और उनके सुरक्षित आश्रय स्थलों को प्राथमिकता दी जाए। खण्डपीठ मुल्ला पेरियार बांध की सुरक्षा के संबंध में तीन याचिकाओं पर विचार कर रही है।

पश्चिम बंगाल में दक्षिण कोलकाता संसदीय सीट और पांच राज्यों की सात विधानसभा सीटों के उपचुनाव के लिये आज  मतदान शांतिपूर्ण रहा। दक्षिण कोलकाता की संसदीय सीट पर ५२ प्रतिशत से अधिक मतदान हुआ। बिहार में लौकहा विधानसभा क्षेत्र में ५५ प्रतिशत ,हरियाणा की रतिया क्षेत्र में लगभग ७६ प्रतिशत तथा आदमपुर क्षेत्र में लगभग ८२ प्रतिशत मतदान हुआ। हिमाचल प्रदेश में नालागढ़ क्षेत्र में ८१ प्रतिशत और रेणुका सीट पर ७४ प्रतिशत  वोट पडे। ओडिशा में उमरकोट आरक्षित सीट के लिये और कर्नाटक में बेल्लारी गा्रमीण क्षेत्र में भी आज वोट डाले गये।

ब्रिटेन ने ईरान से अपने कुछ कर्मचारियों को राजधानी तेहरान से हटा लिया है। कल तेहरान में उसके दो राजनयिक कार्यालयों पर प्रदर्शनकारियों के हमले के बाद ब्रिटेन ने यह क़दम उठाया है।
ईरान के परमाणु कार्यक्रम के कारण उस पर लगाये गए नए आर्थिक प्रतिबंध के बाद प्रदर्शनकारियों ने ब्रिटिश कार्यालयों में घुसकर तोड़-फोड़ की और उसके झंडे जलाए।
ब्रिटेन के प्रधानमंत्री डेविड कैमरन ने कहा है कि इन हमलों के लिए ईरान को गंभीर नतीजे भुगतने होंगे।    अमरीका और संयुक्तराष्ट्र सुरक्षा परिषद ने इसकी निंदा की है जबकि यूरोपीय संघ ने गंभीर चिंता जताई है।

रुपया डालर के मुकाबले १९ पैसे कमजोर हुआ और एक डालर की कीमत ५२ रुपये २१ पैसे दर्ज हुई।
सोना दिल्ली में २२० रुपये के उछाल से २९ हजार ४४० रुपये प्रति दस ग्राम हो गया। चांदी डेढ़ सौ रुपये महंगी होकर ५५ हजार ९०० रुपये प्रति किलो दर्ज हुई।

Petrol price has been slashed by 78 paise, a litre in Delhi. Petrol in Delhi will now cost 65.64 rupees per litre against the present 66.42. This will come in to force from midnight tonight. Petrol will cost 82 paise less in Kolkata and Mumbai and 83 paise less in Chennai. This is the second reduction in two weeks. This follows firming of international prices. But, State-owned oil companies have hiked Aviation turbine fuel - ATF - price by 3.7 per cent. This will also come in to force by Midnight tonight. This is the third increase in rates in a month. The price of ATF at Delhi has been raised 2,312 rupees per kilo litre to cost 64,622 rupees. It will will cost 65,650 rupees In Mumbai.

Both the Houses of Parliament were adjourned for the third day today on the issue of allowing Foreign Direct Investment in the multi-brand retail sector. Earlier, the Lok Sabha and the Rajya Sabha were adjourned for an hour till noon. In the Lok Sabha, the Opposition members again raised slogans with some of them surging into the well of the House. Some others were seen holding placards demanding a separate Telangana state. Amidst noisy scenes, the Presiding Officer, Mr. P.C. Chako adjourned the House till tomorrow. Similar scenes were witnessed in the Rajya Sabha also.

Finance Minisater Pranab Mukhjee has said the government is committed to break the logjam in the Parliament. Talking to reporters in New Delhi today he said that the government is ready and willing to discuss all the issues in Parliament. Defending the Government's decision to allow FDI in retail, the Finance Minister Pranab Mukherjee today briefed party MPs about the rational behind the decision. He also explained to them the steps being taken to address inflation and black money to counter the opposition attack. He told the Congress Parliamentary Party that the move to allow 51 percent FDI in multi-brand retail and a 100 percent in single brand will help in bridging the gap between farm-gate and consumer prices. Commerce Minister Anand Sharma will give a detailed briefing on FDI to the party MPs tomorrow. UPA allies Trinamool Congress and the DMK have strong objections to this move while the entire opposition barring the Akali Dal is opposed to it. The Congress says, the government’s move to allow Foreign Direct Investment in the multi-brand retail sector is a well-thought out decision in the larger interest of the country. Talking to reporters in New Delhi, party spokesman Manish Tiwari said the opposition should realize the difference between constructive and disruptive opposition. He charged the opposition with derailing the functioning of Parliament and termed as opportunistic the BJP’s stand on FDI.
"In the case of the BJP, you are seeing the same syndrome played self out over and over again. Those people who had initiated the next steps in the strategic partnership, oppose the civil nuclear deal to the hilt. And now you have the spectacle of a cabinet note in the public domain, where the NDA Government had advocated opening up the retail sector for Foreign Direct Investment."
The BJP today charged the government with succumbing to the pressure from Western countries on the Foreign Direct Investment issue and reiterated its opposition to the proposal of allowing it in multi-brand retail sector. Talking to reporters in New Delhi, Senior Party leader, Dr Murli Manohar Joshi said that the government should either roll back or allow a discussion on FDI with a voting provision in Parliament.
"No study except this international pressure and this government is turning millions of Indian people into unemployment just to give job opportunities to people from United States, Britain and France. We have been saying this from the very beginning and we repeat today that this can not be allowed."

India's economic growth has dipped to 6.9 per cent in second quarter in comparison to 7.3 per cent in the first quarter in the current fiscal. According to the latest data released by the government today,India's GDP grew by just 6.9 per cent in the second quarter this fiscal in comparison to 8.4 per cent expansion in the same period last year. The Finance Minister, Mr. Pranab Mukherjee said that the slow down happened due to poor performance of the manufacturing, agriculture and mining sectors. The Reserve Bank has projected that the Indian economy will grow by 7.6 per cent in 2011-12. Economic Expert, B. B. Bhattacharya gives his views on the issue:
"This year monsoon has been quite good. According to the estimation of the Food and Agriculture Ministry, we are likely to have a bumper Kharif crop, if we expect equally good Rabi crop, then agricultural output will be next quarter much better than earlier. This would provide a boost not only to agriculture but also to industrial growth by stimulating sales of industrial consumer goods in the rural areas. So next quarter we can expect a slightly higher GDP growth rate provided of course the international situation do not deteriorate even worse."

The Centre today urged Maoists and insurgents in the north east to come forward for talks after shunning the path of violence. Addressing a press Conference in New Delhi today Home Minister P. Chidambaram said that the state will not bend before anyone who uses violence as an instrument of policy to achieve political demands.
"The tripartite memorandum of settlement was signed among the government of India. The government of Assam and the United peoples Democratic Solidarity, UPDS. I hope that this agreement will be an example for other militant groups and they will also come forward to hold talks in order to find political solutions to their problems."
Rejecting allegations of a fake encounter in the case of Maoist leader Kishenji, Chidambaram said there is no doubt that he was killed in a gun battle with security forces in West Bengal last week.
"a senior Polit Bureau member of the CPI Maoist was killed in an encounter with security forces. Preliminary reports indicate that he was killed in the gun battle. The government of West Bengal has ordered an enquiry by the CID. Government has never encouraged fake encounters or killing of persons after they are apprehended by security forces."
The Home Minster said Manipur is on high alert though measures have been taken to control the situation. Chidambaram expressed hope that the parties in Andhara Pradesh will decide on the Telangana issue before the end of December.

The Delhi Police today claimed to have smashed a pan-India terror module with the arrest of six suspected Indian Mujahideen operatives. They include a Pakistani national, allegedly involved in three blasts the Best Bakery case, Pune Chinnaswamy Stadium in Bangalore and Delhi's Jama Masjid case. The terrorists belong to the Indian Mujahidin outfit. A Press release issued by the Delhi police said that a seventh person Ahmad Siddi Bappa alias Imran, believed to be the brain behind who was allegedly providing finance and other logistics besides coordinating various modules is on the run.

Britain is to expel all Iranian diplomats following the storming of its embassy in Tehran. This has been announced by Foreign Secretary William Hague. He said he had ordered the immediate closure of the Iranian embassy in London. Tuesday's attack by hundreds of protesters followed Britain's decision to impose further sanctions on Iran over its nuclear programme. Iran's parliament had previously voted to reduce diplomatic ties with the UK. Hague said he was asking for immediate closure of the Iranian embassy in London, with all its staff to leave the UK within 48 hours.

Turkey has slapped sanctions on Syria. Turkish Foreign Minister Ahmet Davutoglu said in Ankara today that his country will suspend all financial dealings with Syria and freeze Syrian government assets. He also said that Turkey will block the delivery of all weapons and military equipment to Damascus aimed at persuading the Assad regime to end the crackdown against protesters. Turkey’s move follows in the wake of sanctions announced by the Arab league.

The Kerala High Court today directed the state government to file a written statement by Friday on the steps being planned in the event of a possible damage to the Mullaperiyar dam. A Division Bench comprising Acting Chief Justice Manjula Chellur and Justice P. R. Ramachandra Menon directed the government to prioritize the disaster management steps, measures to be taken to alert people and publicise details of safe shelters. The Bench was considering three petitions relating to the safety of the Mullaperiyar dam. Meanwhile, Kerala Chief Minister Oommen Chandy said that the state will not backtrack on its demand for the construction of a new dam in Mullapperiyar decommissioning the present one. Addressing the media in Thiruvananthapuram after the cabinet meeting today Chandy said that he will be reaching Delhi tomorrow to meet Prime Minister Dr.Manmohan Singh seeking immediate central help.

In Karnataka, a private complaint was filed today against three former Chief Ministers and 11 bureaucrats in the Special Lokayukta court, seeking inquiry into the alleged illegal mining during their tenure. A social activist and regional Director of a city based NGO - T J Abraham has alleged in his complaint that former Chief Ministers S M Krishna, N Dharam Singh and H D Kumaraswamy as Chief Ministers caused a loss to the state Exchequer by allowing illegal mining and received illegal gratification. After hearing the complainant's contention, the Lokayuktha Special Judge N K Sudhindra Rao posted the hearing of the petition on second of next month.

Bye-elections to South Kolkata Parliamentary constituency in West Bengal and eight other assembly constituencies in six states passed off peacefully today. Over 52 per cent of votes were cast in South Kolkata Parliamentary constituency which fell vacant after the resignation of Mamta Banerjee. In Bihar, 55 per cent of voting was recorded in LAUKAHA constituency and in Haryana, 75.79 per cent of polling was recorded in Ratia and 81.81 per cent in Adampur. In Himachal Pradesh, 80.66 per cent was recorded in Nalgarh assembly constituency and 73.99 at Renuka. Umorkote reserved constituency in Odisha. Mandu seat in Jharkhand and Bellary rural assembly in Karnataka also went to polls.

In Manipur, one person died in a bomb blast in Imphal this morning. The bomb was reportedly brought by a rickshaw puller to the venue of Manipur Sangai Festival. He was injured in the blast and later succumbed to his injuries at the Jawaharlal Nehru Institute of Medical Sciences Hospital at Imphal. Three persons also got minor injuries. State Governor Gurbachan Jagat and Manipur Chief Minister Okram Ibobi Singh have condemned the incident.
