मल्टी ब्रांड खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के मुद्दे पर आज नई दिल्ली में सर्वदलीय बैठक होगी। एक ओर विपक्षी दल सरकार से इस फैसले को वापस लेने की मांग पर अड़े हुए हैं तो दूसरी ओर सरकार को बैठक के बाद, संसद में बना गतिरोध  समाप्त होने की उम्मीद है।
भारतीय जनता पार्टी और मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि वे सर्वदलीय बैठक के बाद कोई फैसला करेंगे। लोकसभा के नेता प्रणब मुखर्जी ने इस बारे में सोमवार को विभिन्न राजनीतिक दलों के नेताओं से बातचीत की थी। वे आज इस बारे में संसद में बयान देंगे।
कांग्रेस ने कहा है कि वह खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति के मुद्दे पर सर्व सहमति बनाने के लिए सभी राजनीतिक दलों के साथ सलाह -मशविरा करेगी।
उधर, भारतीय जनता पार्टी के नेता अरुण जेटली ने आरोप लगाया कि सरकार ने भ्रष्टाचार और मंहगाई जैसे मुद्दों से जनता का ध्यान हटाने के लिए खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश की अनुमति  का फैसला किया है।
मार्क्सवादी कम्युनिस्ट पार्टी के महासचिव प्रकाश करात ने कहा है कि सरकार खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के बारे में संसद की स्थाई समिति की रिपोर्ट पर ध्यान नहीं दे रही है।
तृणमूल कांग्रेस के संसदीय दल के नेता और केंद्रीय मंत्री सुदीप बंद्योपाध्याय ने आकाशवाणी को बताया कि उनकी पार्टी सर्वदलीय बैठक के बाद अपनी भावी रणनीति तय करेगी।
हमारे संवाददाता ने बताया है कि सर्वदलीय बैठक में संसद में जारी गतिरोध दूर करने की कोशिश की जाएगी।

खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश को लेकर संसद में जारी गतिरोध को दूर करने की यह दूसरी सर्वदलीय बैठक बुलाई गई है। इस मुद्दे पर कांग्रेस, बीजेपी, वामदल सहित अन्य दलों ने आपस में चर्चाएं की है। सरकार में आम सहमति बनाने के लिए बीच का रास्ता अपनाते हुए अपनी राय रखने के लिए विपक्ष की सर्वदलीय बैठक की मांग को स्वीकारा है। ऐसे में अब यह विपक्ष पर निर्भर करता है कि वो संसद की सुचारू कार्रवाई सुनिश्चित करें ताकि संसद में मंहगाई और काले धन जैसे महत्वपूर्ण मुद्दों पर चर्चा हो सके। आकाशवाणी समाचार के लिए नई दिल्ली से विजय रैना के साथ मैं दिवाकर।

केरल के मुख्यमंत्री उम्मन चांडी ने राज्य के लोगों से अपील की है कि वे मुल्लपेरियार बांध के मुद्दे पर हिंसक प्रदर्शन न करें। इस मुद्दे पर कल तिरूवनंतपुरम में सर्वदलीय बैठक के बाद उन्होंने बताया कि बैठक में सर्वसम्मति से प्रस्ताव पास कर मांग की गई कि बांध के  जलस्तर को कम करके १२० फुट किया जाए और इस बांध के स्थान पर नया बांध बनाया जाए। श्री चांडी ने आशा व्यक्त की कि दोनों राज्यों के बीच यह मुद्दा शांतिपूर्वक सुलझा लिया जाएगा। प्रस्ताव में तमिलनाडु को पानी की नियमित आपूर्ति का भी आश्वासन दिया गया है।
इस बीच, केरल उच्च न्यायालय ने राज्य सरकार के विशेषज्ञ दल को निर्देश दिया है कि वे मुल्लपेरियार बांध से इदुकी जलाशय तक विभिन्न स्तरों पर पानी के वेग का ब्यौरा दें। विशेषज्ञों के दल ने न्यायालय को बताया कि इदुकी बांध का जलस्तर कम करने के प्रयास किए जा रहे हैं।

केरल में स्थानीय स्वशासन संस्थाओं की ं सेवाएं प्रदान करने की व्यवस्था में सुधार के लिए आज से एक परियोजना शुरु की जा रही है। लगभग ११ अरब  ९६ करोड़ रुपये की लागत वाली यह परियोजना विश्व बैंक के सहयोग से चलाई जा रही है।+ इसकी शुरुआत मुख्यमंत्री उम्मन चांडी तिरूवनंतपुरम में करेंगे। हमारे संवाददाता ने खबर दी है कि इस परियोजना से ९७८ ग्राम पंचायतें और ६० स्थानीय निकाय, सेवाएं प्रदान करने की अपनी व्यवस्था को दुरुस्त कर सकेंगे।

कर्नाटक और पश्चिम बंगाल के बाद, केरल देश का तीसरा ऐसा राज्य है जिसे निचले स्तर पर आम लोगों के लिए मूल-भूत सुविधाओं में सुधार के वास्ते विश्व बैंक से सहायता मिली है। इसके तहत एक प्रतिशत से भी कम ब्याज दर पर +ऋण उपलब्ध कराया जा रहा है । ऋण का भुगतान बीस वर्ष बाद शुरु होगा। चूंकि केरल, सेवा के अधिकार को सुनिश्चित करने के लिए कानून बनाने की तैयारी कर रहा है, इसलिए पंचायती राज संस्थानों को और मजबूत बनाने में यह  परियोजना महत्वपूर्ण साबित होगी। तिरूअनंतपुरम से आर के पिल्लई की रिपोर्ट के साथ अंजू सेठिया आकाशवाणी समाचार।''

अफगानिस्तान में कल तीन अलग अलग बम विस्फोटों में ५८ लोग मारे गए और डेढ़ सौ से अधिक घायल हुए। राजधानी काबुल में एक आत्मघाती हमलावर ने एक मस्जिद के गेट के नजदीक विस्फोट किया जिसमें ५४ लोग मारे गए और डेढ़ सौ से अधिक घायल हो गए। मरने वालों में कई महिलाएं और बच्चे शामिल हैं। योम-ए-आशुरा के सिलसिले में सैंकड़ों लोग यहां इकटठा हुए थे। दूसरा विस्फोट उत्तरी बलाख प्रांत की राजधानी मजार-ए-शरीफ में एक मस्जिद के नजदीक हुआ, जिसमें चार लोग मारे गए। बम मस्जिद के नजदीक खड़ी एक साइकिल पर रखा हुआ था। तीसरा हमला कंधार में मोटरसाइकिल में रखे बम से हुआ। इस घटना में छह लोग घायल हो गए। अभी तक किसी संगठन ने इन हमलों की जिम्मेदारी नहीं ली है।
हमारे संवाददाता के अनुसार इन विस्फोटों को अफगानिस्तान को सांप्रदायिकता के आधार पर बांटने के रूप में देखा जा रहा है।

शिया और सुन्नी संप्रदायों के बीच तनाव और हिंसा कोई नयी बात नहीं है। दुनिया के कई देशों में इसके उदाहरण मिल जाते हैं। मगर अफगानिस्तान में इन दोनों संप्रदायों के बीच अमन और सद्भाव का माहौल रहा है। कम से कम पिछले दस सालों में इस तरह के तनाव की कोई बड़ी घटना नहीं हुई है। इन आत्मघाती धमाकों के पीछे किसका हाथ था, यह तो जांच के बाद ही पता चल पायेगा, लेकिन इसमे अफगानिस्तान को सांप्रदायिक आधार बांटकर पर हिंसा भड़काने की चाल साफ नज+र आती है। राजेन्द्र उपाध्याय आकाशवाणी समाचार काबुल।''

भारत ने विकसित देशों से कहा है कि संयुक्त राष्ट्र जलवायु वार्ता फिर से शुरू करने के लिए कानूनी रूप से बाध्यकारी समझौते पर उसके द्वारा विचार करने से पहले क्योतो संधि के दूसरे चरण की पुष्टि करें। डरबन में बेसिक देशों-ब्राजील, दक्षिण अफ्रीका, भारत और चीन के संयुक्त संवाददाता सम्मेलन में पर्यावरण मंत्री जयंती नटराजन ने कहा कि जलवायु परिवर्तन के लिए कानूनी रूप से बाध्यकारी समझौते की विकसित देशों की योजना पूरी तरह लक्ष्य से हटकर है। श्रीमती नटराजन ने जोर देकर कहा कि वे विकसित देशों से इस बारे में और अधिक आश्वासन चाहती है।

विश्व बिल्कुल भी बदला नहीं है। वह अपनी आजीविका और आधारभूत जरूरतों के लिए संघर्ष कर रहे हैं, जबकि वह कोई उत्सर्जन कर ही नहीं रहे हैं, उनसे उत्सर्जन कम करने के लिए कानूनी रूप से बाध्य होने की अपेक्षा ही नहीं की जा सकती। गरीबी उन्मूलन और सामाजिक और आर्थिक विकास ही उनका प्राथमिक लक्ष्य है। विकास ही प्रर्यावरण को बचाने का सबसे अच्छा उपाय है।''
श्रीमती नटराजन यूरोपीय संघ, जापान और अन्य देशों द्वारा उठाई गई कानूनी बाध्यकारी संधि की नयी मांग के सवाल का जवाब दे रही थीं। उन्होंने कहा कि कानूनी रूप से बाध्यकारी संधि का हिस्सा बनने से भारत मूलभूत जरूरतों को पूरा करना चाहता है।
इस बीच, चीन ने घोषणा की है कि वह २०२० के बाद कानूनी बाध्यकारी जलवायु संधि में शामिल होने के बारे में विचार कर सकता है।

ब्रिटेन के प्रधानमंत्री डेविड कैमरून ने कहा है कि अगर ब्रिटेन की मांगें नहीं मानी जाती है तो वह यूरो बचाने के उद्देश्य से फ्रांस और जर्मनी द्वारा प्रस्तावित नई यूरोपीय संघ संधि को स्वीकार नहीं करेगा। उन्होंने कहा कि अगर यूरो जोन के देश एकल मुद्रा को राहत देने के लिए यूरोपीय संस्थाओं का इस्तेमाल चाहते हैं तो उन्हें ब्रिटेन की सुरक्षा मांगों पर सहमत होना पड़ेगा जिसने अभी तक यूरो को स्वीकार नहीं किया है।
फ्रांस और जर्मनी ने कल कहा था कि वे अगले वर्ष मार्च तक एक नई यूरोपीय संधि चाहते हैं जिसमें ऋण संकट से निपटने के लिए कड़े बजटीय प्राबधान होंगे।

स्टैंडर्ड एंड पुअर्स ने चेतावनी दी है कि यूरोपीय संघ के नेता अगर इस सप्ताह के अंत में होने वाली शिखर बैठक में क्षेत्र के ऋण संकट का हल नहीं निकाल पाते हैं तो वह यूरोजोन देशों की क्रेडिट रेटिंग कम कर सकता है। स्टैंडर्ड एंड पुअर्स ने यूरोजोन के १५ देशों को क्रेडिट रेटिंग घटाने की निगरानी सूची में रखा है। इस सूची में क्षेत्र की दो बड़ी अर्थ व्यवस्थाओं जर्मनी और फ्रांस को भी शामिल किया गया है। स्टैंडर्ड एंड पुअर्स का कहना है कि १७ देशों वाले इस क्षेत्र के कर्ज में जकड़ने के कारण तंगी पैदा हो रही है।

बिहार में भारी हथियारों से लैस माओवादियों ने कल देर रात औरंगाबाद जिले में धीबरा थाने पर हमला किया। करीब सौ जवानों और माओवादियों के बीच गोलीबारी हुई लेकिन किसी के हताहत होने की खबर नहीं है। एक अन्य घटना में माओवादियों ने मुजफरपुर में एक मोबाइल टावर को उड़ा दिया। माओवादियों के हमलों को देखते हुए राज्य के माओवाद से प्रभावित इलाकों में सुरक्षा बढ़ा दी गई है।

An all party meeting will be held today in New Delhi to resolve the issue of FDI in retail. The government is hopeful of ending the logjam in Parliament after the meeting. Opposition BJP and CPIM have said that they will take a final view on the FDI in multi-brand retail after the meeting. The meeting has been convened after opposition parties made such a demand in their discussions with the Finance Minister Pranab Mukherjee. Both the Lok Sabha and the Rajya Sabha could not transact much business last week due to the stalemate. The leader of the Lok Sabha held consultations with leaders of political parties on Monday. He is scheduled to make a statement in Parliament today. The Congress party maintains that the government will consult all political parties to evolve a consensus on the matter. The BJP says, government is just keen to put the decision on hold so as to revive it later. Expressing similar sentiments, the CPIM General Secretary Prakash Karat alleged that the government is not taking into account the report of the Parliamentary standing committee on FDI in retail. Trinamool Congress Parliamentary Party leader and Union Minister Sudip Bandyopadhyay told AIR that the party will chalk out its future strategy after the all party meeting. This is the second all party meeting on the issue to break the impasse in Parliament. The FDI retail has been debated by Congress, BJP and Left apart from other political parties. The government has taken a middle path to create a consensus on the issue. They also agreed to the opposition proposal to have an all party meeting to discuss the government's proposition on the FDI retail. The onus is now on the opposition to cooperate with the government and ensure smooth functioning of parliament debating important issues like price rise and black money. The Tamilnadu Chief Minister Ms.J.Jayalalithaa made an appeal to the people of Kerala not to be carried away by unscrupulous mischief mongers in matters relating to the Mullai Periyar dam. Meanwhile, in Kerala, the state cabinet is meeting today to discuss whether the stand taken by the Advocate General in the High Court on the Mullaperiyar dam safety issue was against the interest of the state. At the same time, the state is to approach the Supreme Court today with the plea to reduce water level of the dam from 136 to 120 feet.
Kerala Government is launching today the World Bank assisted project worth 1195.80 crore rupees to improve service delivery system in Local self government institutions of the state. Our correspondent reports that, the project is to benefit 978 village panchayats and 60 municipalities.
Kerala is the third state after Karnataka and West Bengal in the country to get such an assistance from world bank that can improve basic service to aam admi at the grass root level. The soft loan with less than one per cent interest is focused on timely service from local self government institutions to people across the state. Repayment of the loan will start only after twenty years. As Kerala is getting geared to bring about a legislation ensuring Right to Service, the present world bank assistance can go long way in further strengthening panchayati raj institutions of the state. In Bihar, heavily armed Maoists attacked Dhibra police station in Aurangabad district late last night. About one hundred jawans exchanged fire with the rebels. No causality has been reported. In another incident Maoists blew up a mobile tower in Muzaffarpur. In View of Maoist attacks, the state government has stepped up securirty in Maoist infested areas of the state. Meanwhile, an Indian Mujahedeen operative has been arrested from Purnea district. Aftab, who operated under aliases Farooq and Roshan, was nabbed from a village under the Jalalgarh police station by a Special Branch team, following an Intelligence Bureau tip-off. Last month, police nabbed six of them from Delhi, Bihar and Chennai. They are believed to hold the key to major terror incidents in the recent past like the blasts at the Chinnaswamy stadium in Bangalore and the German Bakery in Pune, as well as the Jama Masjid firing.

At least 58 people have been killed and more than 150 injured in yesterday's bomb blasts at three different places in Afghanistan. In the first incident in capital Kabul a suicide attacker blew himself up near the gate of a mosque where hundreds of people had gathered on the occasion of Yaum-e-Ashura killing 54 people and injuring more than 150. The dead include several women and children. In another incident in Mazare Sharif, capital of northern Balakh province, four people including a policeman, died in a blast near a mosque. The bomb was strapped to a bicycle parked near the mosque. The third blast took place in a motorcycle parking lot in Kandahar city in southern Afghanistan. 6 people were wounded in the incident. So far no organization has claimed responsibility for any of the blasts. President Hamid Karzai has condemned the attacks. Addressing a press conference in Berlin yesterday he said that for the first time a horrible terrorist attack has taken place in Afghanistan on such an important religious day.

India has asked developed countries to ratify a second commitment period of the Kyoto protocol before it considers legally-binding agreement to revive the UN climate talks. Speaking at a joint press conference in Durban called by the BASIC countries, (Brazil, South Africa, India and China) Environment Minister Jayanthi Natarajan said the developed countries' projection of legally binding agreement being a panacea for climate change was completely off the mark.
The world has not changed at all. They continue to struggle with the challenge of eking out their livelihoods, meeting their basic needs and cannot be expected to be legally bound to reduce emissions, when they make no emissions at all. Eradication of their poverty and social and economic development is their primary goal. Development is the best healer for the environment.
Mrs. Natarajan stressed that she is looking for more reassurances from the developed world and would like to know whether it would be binding only for mitigation and whether it will be same for developed and developing countries. She said New Delhi needed the fulfillment of fundamental imperatives before it would consider being part of a legally binding treaty. These fundamental imperatives include rapid action by developed countries on carbon emissions reduction, finance and technology as well as addressing India's concern of intellectual property rights, unilateral trade measures and equity. Meanwhile, China has announced that it could consider entering into a legally binding climate treaty after 2020. The high-level segment of the climate talks kicked off in Durban yesterday.

British Prime Minister David Cameron has said if London's demands are not met, he would block a new European Union treaty proposed by France and Germany aimed at saving the euro. He said if eurozone countries wanted to use European institutions to rescue the single currency, they would have to agree to safeguards demanded by Britain, which has not adopted the euro. Meanwhile, President of the European Council, Herman Van Rompuy has entered the debate on the debt crisis affecting the Eurozone. Mr. Rompuy said, toughening the rules governing the country which is using the single currency could be achieved within existing EU treaties. France and Germany said they have reached agreement on how the rules governing the Eurozone should be significantly strengthened.

Pakistan has temporarily recalled some troops from border posts meant to coordinate activity with international forces in Afghanistan. Pakistan army spokesman Maj Gen Athar Abbas said the troops were pulled back for consultation on how to improve coordination with NATO and should be back at their posts within the next few days. He did not specify the number of troops who would be recalled, but said some would remain at the border centers.

 सरकार ने मल्टी ब्रैण्ड खुदरा क्षेत्र में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने के फैसले को फिलहाल स्थगित कर दिया है। लोकसभा में यह घोषणा करते हुए वित्तमंत्री प्रणब मुखर्जी ने बताया कि सरकार इस फैसले को तब तक स्थगित रखेगी, जब तक सभी पक्षों के बीच इस बारे में आम सहमति नहीं बन जाती। उन्होंने कहा कि राज्य के मुख्यमंत्रियों और राजनीतिक दलों के नेताओं से विचार विमर्श करने के बाद ही कोई फैसला किया जाएगा।

 एफडीआई को लेकर संसद के दोनों सदनों में एक सप्ताह से चल रहा गतिरोध दूर हो जाने के कारण आज सामान्य कामकाज हो रहा है। लोकसभा और राज्यसभा में इस गतिरोध के कारण ज्यादा कामकाज नहीं हो पाया था, क्योंकि विपक्ष इस मुद्दे पर कड़ा रूख अपनाए हुए था। आज सुबह सर्वदलीय बैठक में सरकार खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश-एफ.डी.आई की अनुमति के फैसले पर आम सहमति होने तक उसे स्थगित रखने पर सहमत हो गई। श्री प्रणब मुखर्जी ने बैठक के बाद यह जानकारी दी। इस मुद्दे पर विचार विमर्श के लिए यह दूसरी सर्वदलीय बैठक बुलाई गई थी। हमारे संवाददाता ने खबर दी है कि लोकसभा के नेता प्रणब मुखर्जी ने इस मुद्दे पर गतिरोध दूर करने के लिए विपक्षी नेताओं के साथ कई दौर की बातचीत की।

 प्रधानमंत्री डॉक्टर मनमोहन ंिसह ने आश्वासन दिया है कि सरकार दूरसंचार क्षेत्र का विकास बनाये रखने के लिए प्रगतिशील नीतियां बनायेगी और दूरसंचार उद्योग की चिंताओं को भी ध्यान में रखेगी। आज नई दिल्ली में छठें भारतीय दूरसंचार सम्मेलन को संबोधित करते हुए प्रधानमंत्री ने देश की सामरिक और सुरक्षा आवश्यकताओं को ध्यान में रखते हुए घरेलू दूरसंचार उपकरणं उद्योगों को बढ़ावा देने की आवश्यकता पर जोर दिया। प्रधानमंत्री ने कहा कि सरकार राष्ट्रीय दूरसंचार नीति २०११ पर काम कर रही है जिसमें देश के ग्रामीण और दूरदराज के इलाकों में सस्ती और स्तरीय दूरसंचार सेवाएं उपलब्ध कराने पर विशेष जोर दिया जायेगा। उन्होंने देश में ही दूरसंचार उपकरण तैयार करने और इस क्षेत्र में अनुसंधान और विकास की आवश्यकता पर जोर दिया।

भारत के सामरिक तथा सुरक्षा हितों और देश में दूरसंचार उपकरणों के निर्माण की क्षमताओं को देखते हुए। देश में ही दूरसंचार उपकरण तैयार करने और अनुसंधान प्रयासों को बढ़ाए जाने की तुरंत आवश्यकता है।
 डा० मनमोहन सिंह ने निजी क्षेत्र से सहयोग की अपील करते हुए कहा कि इस क्षेत्र में घरेलू अनुसंधान और विकास तथा उत्पादन को और बढ़ाने की बहुत जरूरत है।
 सरकार द्वारा उठाये गए विभिन्न कदमों की चर्चा करते हुए उन्होंने कहा कि इस क्षेत्र के तेजी से विकास के लिए ब्रॉड बैंड कनेक्टिविटी एक शक्तिशाली माध्यम है और राष्ट्रीय ऑप्टीकल फाइबर नेटवर्क से सभी ग्राम पंचायतों को जोड़ने में सहायता मिलेगी।
बाइट-पीएम पंचायत
सरकार देश के सभी गांवों के पंचायतों को ब्रॉडबैंड सेवा से जोड़ने का प्रयास कर रही है। चूंकि गांवों की पंचायतों में ब्रॉडबैंड का उपयोग ज्यादा होता है। इसलिए गांवों में ब्रॉडबैंड सेवा के लिए ऑप्टीकल फाइबर का प्रयोग आवश्यक हो जाता है।
 प्रधानमंत्री ने कहा कि इस परियोजना के बुनियादी ढांचे पर सरकार शुरू में करीब बीस हजार करोड़ रूपये खर्च करेगी और इतना ही पैसा निजी क्षेत्र खर्च करेगा। डा० सिंह ने राष्ट्रीय दूरसंचार नीति के मसौदे के बारे में बताते हुए कहा कि इसका लक्ष्य सन्‌ २०१७ तक  साढे १७ करोड़ और २०२० तक साठ करोड़ ब्रॉडबैंड कनैक्शन देना है।
 सम्मेलन को संबोधित करते हुए दूरसंचार मंत्री कपिल सिब्बल ने कहा कि भारत में सबसे कम दूरसंचार शुल्क लिया जाता है। उन्होंने कहा कि हर स्तर पर लोगों को  दूरसंचार सुविधाएं उपलब्ध कराने के लिए कई और कदम भी उठाये जा रहे हें।

 वित्तमंत्री प्रणव मुखर्जी ने आशा व्यक्त की है कि प्रत्यक्ष कर संहिता पहली अप्रैल २०१२ से लागू हो जायेगी।  इस संहिता में प्रत्यक्ष करों संबधी सभी नीतिगत पहलों को शामिल किया गया है और इससे कर कानून आधुनिक बन जायेंगे।  आज नई दिल्ली में कर और समानता के बारे में एक अंतर्राष्ट्रीय सम्मेलन को संबोधित करते हुए श्री मुखर्जी ने कहा कि सरकार देश में हर स्तर पर वस्तु और सेवा करों की एक समान मूल्यवर्द्धित कर व्यवस्था कायम करने की दिशा में आगे बढ़ रही है।
 सरकार के कर सुधारों का ब्यौरा देते हुए श्री मुखर्जी ने कर चोरी और कालेधन की समस्या से निपटने में ज्यादा अंतर्राष्ट्रीय सहयोग की आवच्च्यकता पर भी जोर दिया। उन्होंने कहा कि करों की चोरी से प्रगतिच्चील कर नीति के पूरे फायदे नहीं मिल पाते हैं। वित्तमंत्री ने कहा कि इन मुद्दों को हल करने के लिए अंतर्राष्ट्रीय सहयोग की जरूरत है।
 एक अंतर्राष्ट्रीय वित्तीय संस्था की रिपोर्ट का हवाला देते हुए श्री मुखर्जी ने कहा कि उभरती अर्थव्यवस्थाओं और विकासच्चील देच्चों से हरवर्ष औसतन  ७२५ से ८१० अरब डॉलर कालाधन बाहर जाता हैं।
 श्री मुखर्जी ने कहा कि उनके मंत्रालय ने कर चोरी और कालेधन के मुददे से निपटने के लिए चार सूत्री नीति अपनाई है। उन्होंने कहा कि इस नीति के परिणाम दिखाई देने लगे हैं लेकिन देश से बाहर बढ़ रहे लेनदेन के कारण मामला और जटिल हो रहा है।
 देश में कर सुधारों की चर्चा करते हुए श्री मुखर्जी ने कहा कि इनका उददेश्य कर दरों को तर्कसंगत बनाना और करों का आधार बढ़ाना है।
 वित्तमंत्री ने कहा कि प्रगतिशील व्यक्तिगत आयकर नीति से राजस्व में दस गुणा वृद्धि हुई है। इनसे १९९६-९७ में आठ अरब ६२ करोड़ डॉलर का राजस्व प्राप्त हुआ जो २०१०-११ में बढ़कर ८७ अरब डॉलर हो गया।

 केरल, सुरक्षा की दृष्टि से मुल्लपेरियार बांध का पानी १३६ फुट से घटाकर १२० फुट करने की मांग को लेकर आज उच्चतम न्यायालय में याचिका दायर करेगा। इस संबंध में आज तिरूअनंतपुरम में राज्य मंत्रिमण्डल की बैठक में बांध की सुरक्षा के मुद्दे पर केरल उच्च न्यायालय में महाधिवक्ता द्वारा दी गई दलील की समीक्षा की गई। हमारे संवाददाता ने खबर दी है कि महाधिवक्ता की इस दलील को वापस लिये जाने की संभावना है। विपक्षी नेता वी. एस अच्युत्यानन्दन आज इस मुद्दे को लेकर इदुकी में सत्याग्रह कर रहे हैं। उन्होंने कहा कि नया बांध ही अतिम विकल्प है। उन्होंने लोगों से अनुरोध किया कि वे तमिलनाडु सरकार के साथ अच्छे पड़ोसी जैसे रिश्ते बनाए रखें।

 उच्चतम न्यायालय ने ए. राजा के पूर्व निजी सचिव और टू-जी घोटाला मामले के एक आरोपी आर के चंदोलिया की जमानत से संबंधित एक अपील पर विचार करने पर सहमति व्यक्त कर दी है। इस अपील में चंदोलिया की जमानत पर रोक लगाने के दिल्ली उच्च न्यायालय के फैसले को चुनौती दी गई है। न्यायमूर्ति अल्तमश कबीर, एस एस निज्जर और  जे चेलामेश्वर की एक पीठ आज मामले की सुनवाई कर रही है।

 राष्ट्रीय जांच एजेंसी ने १८ सम्पत्तियां और बैंक खाते जब्त किये है जिनका इस्तेमाल देश में आतंकवादी गतिविधियों के लिए किया जाना था। आज राज्यसभा में एक प्रश्न के उत्तर में गृह राज्यमंत्री जितेन्द्र सिंह ने कहा कि सरकार विदेशों से दान प्राप्त होने और उनके इस्तेमाल पर विदेशी सहायता नियमन कानून के जरिये नजर रखती है। उन्होंने कहा कि संयुक्त राष्ट्र ने भी आतंकवादी संगठनों को धनराशि उपलब्ध कराने में कथित रूप से भूमिका निभाने वाले कई धर्मार्थ ट्रस्टों और गैर सरकारी संगठनों की पहचान की है। उन्होंने कहा कि ऐसे संगठनों पर इस कानून के तहत विदेशों से दान लेने पर रोक लगाई गई है।

 भारत और पाकिस्तान आपसी व्यापार को तीन वर्ष के अंदर मौजूदा दो अरब ७० करोड़ डालर वार्षिक के स्तर से दोगुने से अधिक बढ़ाकर छह अरब डालर वार्षिक करने के लिए मिलकर काम करने पर सहमत हो गए हैं। आज राज्यसभा में एक प्रश्न के उत्तर में वाणिज्य और उद्योगमंत्री आनंद शर्मा ने कहा कि दोनों देशों के बीच सचिव स्तर की वार्ता शुरू हो गई है। उन्होंने कहा कि भारत सीमेंट, कपड़ा, फल और सब्जियों, डिब्बाबंद खाद्य पदार्थों और सर्जिकल उपकरणों के आयात के लिए गैर शुल्क बाधाओं के बारे में पाकिस्तान द्वारा उठाये गए मुद्दों को दूर करने पर सहमत हो गया है। उन्होंने कहा कि दोनों पक्ष इस बात पर सहमत थे कि व्यापारियों के लिए मौजूदा वीजा व्यवस्था आपसी व्यापार को तेजी से बढ़ाने में एक बड़ी बाधा है। उन्होंने कहा कि भारत और पाकिस्तान पैट्रोलियम उत्पादों का व्यापार बढ़ाने तथा बिजली के व्यापार के लिए बुनियादी ढांचा तैयार करने पर भी सहमत हुए।

 आन्ध्रप्रदेश में तुमल्लापल्ली में एक नई यूरेनियम खान और एक मिल में अगले वर्ष मार्च के अंत तक उत्पादन हो जाने की संभावना है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने आज लोकसभा में यह जानकारी दी। देश में इस समय परमाणु उर्जा की स्थापित क्षमता चार हजार ७८० मेगावाट है। निर्माणाधीन परमाणु उर्जा रियेक्टरों के पूरा हो जाने पर देश की परमाणु उर्जा क्षमता २०१७ तक दस हजार अस्सी मेगावाट हो जायेगी।

 असम में सुरक्षाबलों ने अपहृत चाय बागान के मालिक प्रणव गोस्वामी की रिहाई के लिए तिनसुकिया जिले में असम-अरूणाचल प्रदेश सीमा से लगे पांच पुलिस थाना क्षेत्रों में सघन कार्रवाई शुरू की है। कल शाम तिनसुकिया जिले में पंगेरी पुलिस थाने के अन्तर्गत ब्रह्‌मजान में सशस्त्र उल्फा उग्रवादियों ने बन्दूक की नोक पर इनका अपहरण कर लिया था। सेना की डोगरा रेजीमेंट और कोबरा बटालियन के साथ तिनसुकिया जिले की पुलिस भी इस काम में लगी है। आकाशवाणी के संवाददाता ने बताया है कि ऊपरी असम के विभिन्न इलाकों से संदिग्ध उग्रवादियों ने इस  वर्ष दस चाय बागान मालिकों का अपहरण किया है।

 अमरीका ने कल अफगानिस्तान में काबुल और मज+ारे शरीफ में दो आत्मघाती बम विस्फोटों की कड़ी निंदा की है। इन विस्फोटों में कम से कम ५९ लोग मारे गए और १५४ लोग घायल हो गए। व्हाइट हाउस के प्रवक्ता जे० कार्ने ने कहा है कि मारे गए लोगों में अघिकतर महिलाएं, बच्चे और वो लोग शामिल थे जो मुहर्रम के अवसर पर शोक मनाने के लिए वहां एकत्र हुए थे। श्री कार्ने ने कहा कि अमरीका आतंकवाद के खिलाफ लड़ाई में अफगान लोगों का हमेशा साथ देगा। उन्होंने बम विस्फोटों में मारे गए लोगों के प्रति शोक व्यक्त किया।

विश्व के संसदीय चुनाव के पहले दौर में जीत के बाद मुस्लिम ब्रदरहुड ने कहा है कि वह एक व्यापक गठबंधन के पक्ष में है। ब्रदरहुड के नेता मोहम्मद बादी ने काहिरा में इस बात से इंकार किया कि इस्लामिक मूल्यों को सबके ऊपर थोपा जाएगा। ब्रदरहुड के विरोधी मानते हैं कि वह मिस्र को इस्लामिक राष्ट्र घोषित कर कड़े इस्लामिक कानूनों को अल्पसंख्यकों के ऊपर थोप देगी। मोहम्मद बादी ने इस बात का भी खुलासा किया कि उनका गुट सैनिक शासकों से टकराव मोल नहीं लेगा। उनका कहना था कि उम्मीद है कि सैनिक शासक नई संसद की भावनाओं की अनदेखी नहीं करेंगे। इसके पहले फ्रीडम एंड जस्टिस पार्टी ने कहा था कि नई सरकार चुनने की जिम्मेदारी नई पीपुल्स एसेंबली को होनी चाहिए न कि सैनिक शासकों की। अतुल तिवारी, आकाशवाणी समाचार

 लोकसभा में आज सरकार ने स्पष्ट किया कि देश में सुरक्षा, पर्यावरण को बचाये रखने और स्थानीय लोगों की आजीविका के साधनों को बनाये रखने पर पूरा ध्यान देते हुए देश में परमाणु बिजलीघर लगाये जाएंगे। लोकसभा में एक प्रश्न का उत्तर देते हुए प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने यह जानकारी दी। उन्होंने कहा कि परमाणु बिजली ऊर्जा का महत्वपूर्ण स्वच्छ विकल्प है जिससे देश को दीर्घकालीन ऊर्जा सुरक्षा प्रदान की जा सकती है। एक प्रश्न के उत्तर में श्री नारायणसामी ने कहा कि तमिलनाडु सरकार और स्थानीय लोगों के पूरे सहयोग से कुडनकुलम परमाणु बिजलीघर के काम में प्रगति हुई है। इस बिजलीघर की सुरक्षा व्यवस्थायें वैसी ही हैं जैसी अमरीका, फ्रांस और ब्रिटेन सरीखे प्रमुख विकसित देशों में हैं।

 समुद्रों से संबंधित कानून के बारे में संयुक्त राष्ट्र समझौते के अंतर्गत भारत को पायनियर इन्वेस्टर का दर्जा दिया गया है। राज्यसभा में आज एक प्रश्न का उत्तर देते हुए रक्षामंत्री ए के एंटनी ने कहा कि इस दर्जे के तहत भारत को हिंद महासागर के मध्यवर्ती थाले में लगभग ७५ हजार वर्ग किलोमीटर क्षेत्र में कई प्रकार की धातुओं के पिंड खोजने का ठेका मिला है। उन्होंने कहा कि भारत गंधक युक्त धातुओं की खोजबीन की दिशा में भी काम कर रहा है।

 सरकार ने कहा है कि बंधुआ मजदूर व्यवस्था समाप्त करने संबंधी कानून १९७६ में संशोधन का कोई प्रस्ताव नहीं है। संसदीय मामलों के राज्यमंत्री हरीश रावत ने आज राज्यसभा में पूरक प्रश्नों का उत्तर देते हुए यह जानकारी दी। उन्होंने कहा कि सरकार द्वारा गठित कार्यदल ने सिफारिश की है कि इस कानून में संशोधन की कोई जरूरत नहीं है। इस कानून में समाज के कमजोर वर्गों के लोगों का आर्थिक और शारीरिक शोषण रोकने के लिए बंधुआ मजदूर व्यवस्था समाप्त करने का प्रावधान है।

 केंद्र सरकार ने विदेशों में रोजगार पर लगे भारतीय मूल के लोगों के लिए एक सामुदायिक कल्याण कोष बनाया है। प्रवासी भारतीय मामलों के मंत्री वायलार रवि ने आज लोकसभा में बताया कि सरकार पेंशन और पुनर्वास कोष बनाने पर भी विचार कर रही है। उन्होंने कहा कि प्रवासी भारतीय बीमा योजना के तहत बीमे की जो व्यवस्था की गई है उसमें कर्मचारियों को केवल एक बार प्रीमियम जमा करना पडेगा।

 केंद्र ने देश में तीन सौ पॉलीटेक्निक खोलने के लिए वित्तीय सहायता की एक योजना को मंजूरी दे दी है। यह पॉलीटेक्निक सार्वजनिक और निजी भागीदारी की व्यवस्था के अंतर्गत स्थापित किये जायेंगे। प्रत्येक पॉलीटेक्निक के लिए केंद्र सरकार तीन करोड़ रूपये देगी और राज्य सरकारों की हिस्सेदारी दो करोड़ रूपये की होगी। निजी भागीदार को दस करोड़ रूपये खर्च करने होंगे और जमीन की भी व्यवस्था करनी होगी। लोकसभा में आज मानव संसाधन विकास मंत्री कपिल सिब्बल ने यह जानकारी दी।

 सरकार ने चीन के साथ बढ़ते हुए व्यापार घाटे की समस्या से निपटने के लिए कई उपाय किये हैं। वाणिज्य राज्य मंत्री ज्योतिरादित्य सिंधिया ने राज्यसभा में आज एक प्रश्न के उत्तर में यह जानकारी दी। उन्होंने बताया कि आर्थिक संबंधों को बेहतर बनाने और व्यापार, विज्ञान और टैक्नोलॉजी के मुद्दों पर भारत और चीन ने एक मंत्रिस्तरीय संयुक्त समूह का गठन किया है। इस समूह की आठवीं बैठक के बाद व्यापार विस्तार और आर्थिक सहयोग के बारे में सहमति के एक ज्ञापन पर हस्ताक्षर किये गये। ज्ञापन में यह स्वीकार किया गया है कि दोनों देशों के बीच दीर्घकालीन स्थायी और उचित आर्थिक सहयोग के लिए व्यापारिक संतुलन जरूरी है। श्री सिंधिया ने कहा कि भारतीय उत्पादों को चीन के बाजार तक ले जाने और चीनी कंपनियों के साथ सहयोग बढ़ाने की आवश्यकता को देखते हुए भारतीय निर्यात कर्ताओं को चीन के प्रमुख व्यापार मेलों में भाग लेने के लिए प्रोत्साहित किया जाता है।

The government has decided to suspend its decision on allowing 51 per cent Foreign Direct Investment (FDI) in the multi-brand retail sector. Making an announcement in the Lok Sabha today, the Finance Minister, Mr Pranab Mukherjee said the government will withhold the decision till a consensus is reached among the stakeholders.

The decision to permit 51 percent FDI in multibrand retail trade is suspended till consensus is developed through consultation among various stakeholders. Stakeholders include the state Chief Ministers, political parties because without the involvement of the state Chief Minister this can never be implemented.
Welcoming the announcement, the Leader of the Opposition, Mrs Sushma Swaraj said by making the announcement, the government has shown its respect for public sentiments. She said, this has strengthened democracy.

Both the Houses of Parliament today resumed normal business after a week long stalemate on FDI in retail. The Lok Sabha and Rajyasabha could not transact much business during the stalemate with opposition having strong views against opening of the sector to Foreign Direct Investment. Normalcy was restored in the two houses after the all party meeting this morning on the issue in which the government agreed to suspend the decision on FDI in retail till a consensus is reached on the issue. This was the second all party meeting to discuss the issue. Our correspondent reports that Mr. Pranab Mukerjee held several rounds of talks with opposition leaders to end the stalemate. Expressing happiness over the decision, the Trinamool Congress leader Sudeep Bandyopadhyay said that their party already knew it. CPI leader D. Raja described the decision as a virtual roll back, Union Minister and National conference leader Dr. Farooq Abdullah said this will pave the way for smooth functioning of Parliament.

Finance Minister Pranab Mukherjee today expressed the hope that the Direct Taxes Code, DTC, will come into force from April 1, 2012. Addressing an international conference on Tax and Equality in New Delhi today he said that government is moving towards a generalised value-added tax system of Goods and Service Taxes at all levels in the country.

Our tax reforms have been directed at simplification of the tax system and administration, rationalisation of tax rates, broadening of the tax rebates, special focus on sunrise area of taxation, like transfer pricing and international taxation, strengthening tax information exchange in network with countries and jurisdiction, improvement of tax administration.
While giving details of the tax reforms being pursued by the government, Mr. Mukherjee also called for greater international cooperation to deal with the menace of tax evasion and black money. He asserted that Tax evasion undermines the intended benefits of a progressive tax policy. Mr Mukherjee said that his ministry has adopted a four-pronged strategy to deal with the issues of tax evasion and black money. This includes joining the global crusade against black money and creation of a legislative and institutional framework to deal with illicit money. Referring to tax reforms within the country, Mukherjee said India has been pursuing them in a gradual manner. The tax reforms, he added, are aimed at rationalisation of tax rates, broadening of the tax base, and special focus on sunrise areas. The progressive personal income tax policy, Mukherjee said, has resulted in a ten-fold increase in revenue collections, which went up from 8.62 billion in 1996-97 to 87 billion US Dollars in 2010-11.

Prime Minister Dr. Manmohan Singh today assured that the government will formulate forward-looking policies to sustain Telecom sector's growth and also look into the concerns of the telecom industry. Addressing the 6th edition of India Telecom in New Delhi the Prime Minister stressed the need to promote domestic telecom equipment manufacturing facilities in the wake of strategic and security needs of the country. Noting that the two National Telecom Policies of 1994 and 1999 were major initiatives to propel growth in the sector, the Prime Minister said the government is working on the National Telecom Policy-2011 with a special emphasis on affordable and quality telecom services in rural and remote areas of the country. At the same time, he asked the industry to look ahead in giving a new sense of momentum to the sector. He also emphasised on the need for promoting domestic telecom equipment manufacturing and R&D in the sector.

It is the endeavour of our government to provide broadband connectivity to all village Panchayats in our country. Since the bandwidth requirements for village Panchayats are higher due to the nature of applications that are used there, it becomes imperative to use optical fibre to provide broadband connectivity to Panchayats.
The Prime Minister said that an amount of 20,000 crore rupees is estimated to be spent by the government initially on infrastructure of the project and a similar amount will be spent by the private sector. Dr. Singh while talking about draft national telecom policy said that it aims to achieve 175 million broadband connections by 2017 and 600 million connections by 2020. Addressing the function, Telecom Minister Kapil Sibal said that India has the cheapest telecom tariff and said many more initiatives are being taken to increase tele-density to empower people at all levels. In the Rajya Sabha, Members from Tamil Nadu and Kerala sought Centre's intervention to resolve the Mullaperiyar Dam. Raising the issue in the Rajya Sabha today they said apprehensions are raised over the safety of the dam relevant to both the States. They said the Prime Minister should convene a meeting of the Chief Ministers of both the states to resolve the issue. Dr. V. Maitrain of AIADMK, Mr. D. Raja of CPI, Prof. P.J.Kurien of the Congress, Mr. Tiruchi Shiva of the DMK, Ms. T.N.Seema of the CPIM participated in the discussion on the dam seeking an amicable solution.

The Kerala government is to approach the Supreme Court today with the plea to reduce water level of the Mullapperiyar dam from 136 to 120 feet urgently on safety grounds. The state cabinet held a detailed meeting at Thiruvananthapuram today to reassess the stand taken by the Advocate General in the Kerala High Court the other day. Our correspondent reports the statement of the Advocate General in the court is likely to be withdrawn. He informed the cabinet meeting that no reference was made in the court that the water level is not related to the safety of the dam. At the same time, Opposition leader V S Achuthanandan who is on a one day hunger strike in Idukki asserted that the construction of a new dam is the only alternative. He urged the people to maintain good neighbourly relations with Tamil Nadu.

The day is dedicated for rehabilitation of battle casualties, welfare of serving personnel, resettlement and welfare of ex-servicemen and their families. The United States has strongly condemned the two suicide bombings in Afghanistan yesterday that left at least 59 people killed and 154 others injured in the cities of Kabul and Mazar-i-Sharif. Palestinians say Israeli air strikes have killed one Palestinian militant and injured at least another two in the Gaza Strip. The group said the militants were all members of the Islamic Jihad. Palestinian officials also said Israeli troops moved into a buffer zone near Gaza City before the strikes. The Israeli military said its air strikes targeted two groups of militants east of Gaza City, who were preparing to fire rockets into Israel.

In Egypt, the Prime Minister-designate Kamal al-Ganzouri has said the country's new government is expected to be formed today. Mumtaz al-Saeed will be the new finance minister. The military rulers had appointed Al-Ganzouri after the clashes between protesters and police in November in which 42 people were killed. Brotherhood leader Mohammed Badie, played down suggestions that Islamists would try to dominate parliament. Back Home; Supreme Court today agreed to examine the appeal filed by R K Chandolia, former private secretary of A Raja and an accused in the 2G scam case, challenging the stay granted by the Delhi High Court on his bail. A bench of justices Altamas Kabir and S S Nijjar and J Chelameswar posted the matter for hearing at 2 pm in the mentioning list after the counsel Sen mentioned the appeal before it. Chandolia, who was out of Tihar Jail on 1st of this month after being granted bail, has challenged the high court's suo-motu decision to stay the grant of bail by the special court on the ground that the decision of stay was unwarranted and erroneous.

The government made it clear in the Lok Sabha today that nuclear power plants will be set up in the country with full regard to safety, security and environmental protection and the livelihood of the local people will be protected. Replying to a question in the Lok Sabha today, the Minister of State in the Prime Minister’s Office, Mr. V. Narayanasamy said nuclear power is an important clean energy option that can provide long-term energy security for the country. India’s energy needs are huge and growing. Given the limited availability of resources, all energy sources have to be used fully. In reply to a question he said work on the Kudankulam nuclear plant in Tamilnadu has progressed with full cooperation of the State Government and in complete harmony with the local people. The safety provisions of the Kudankulam nuclear power plant are at par with those in the major developed countries like USA, France and Britain. He said, all safeguards of the international Atomic Energy Agency, IAEA, have been met fully and in fact, some of the safety features of the Kukdankulam plant are more advanced.

India and Pakistan have agreed to jointly work to more than double bilateral trade within three years from current levels of 2.7 billion US dollars per annum to about six billion US dollars. Replying to a question in the Rajya Sabha today, the Commerce and Industry Minister, Mr. Anand Sharma said both the countries have started Secretary-level talks between the two neighbours. Giving details about the fifth and sixth round of talks, Mr Sharma said with the entire phasing out of the Negative List, the transition process to Most Favoured Nation (MFN) treatment shall be complete. He said Indian side has agreed to address issues raised by Pakistan under Non-Tariff Barriers for import of cement, textiles, fruits and vegetables, processed food items and surgical instruments. He said both sides agreed that the present visa regime for businesspersons was a significant barrier to the rapid expansion of trade.

The Government has created a community welfare fund for the people of Indian origin employed overseas. In reply to a question in the Lok Sabha today Overseas Minister Vayalar Ravi said that enough funds are available with Indian embassies to extend welfare programmes and to help out employees working overseas, in any emergency. The Minister stated that the government is also considering to create a pension and resettlement fund. He said that there is a provision of insurance also under the Pravasi Bhartiya Bima Yojana for which the employee has to give a one time premium.

The Prime Minister today said India’s policy has a great element of continuity with regard to the West Asian countries. Briefly intervening during the question hour in the Lok Sabha, Dr Manmohan Singh said changes are taking place in some of these West Asian countries following the reform process there. He said the welfare of these countries is of prime importance to India. He said New Delhi lays special emphasis on the Middle-East countries in promoting peace, harmony and enduring economic ties. The Lok Sabha today strongly condemned the dastardly attack on Mr. Inder Singh Namdhari, a sitting member of the House. Making a reference, the Speaker, Ms Meira Kumar said Mr Namdhari, who represents Chatra in Jharkhand narrowly escaped a landmine blast in Latehar district on Saturday. She informed the House that several policemen and civilians were killed in the blast. The House stood in silence for a while as a mark of respect to the departed.

India has been granted the Pioneer Investor Status under the United Nations Convention on Law of Seas (UNCLOS). Replying to a question in the Rajya Sabha today, the Defence Minister Mr A K Antony said under this status, India holds the contract to explore about 75 thousand square kilometers for polymetallic nodules in the Central Indian Ocean Basin. He said India is also working towards exploration of polymetallic sulphides and efforts are targeted to study the sea floor hydrothermal systems.

The government today said there is no proposal to amend the Bonded Labour System Abolition Act, 1976. The Minister of State for Parliamentary Affairs, Mr. Harish Rawat said this while replying to supplementaries during the question hour in the Rajya Sabha. He said the Task Force constituted by the government has recommended that the Act per se did not merit any amendment. The Act provides for the abolition of bonded labour system with a view to preventing the economic and physical exploitation of the weaker sections of the people.

In Assam, security forces have launched a massive joint operation in five police station areas along the Assam-Arunachal Pradesh boundary in Tinsukia distric to rescue the kidnapped tea planter Pranab Goswami. The veteran tea planter was abducted at gun-point by six motor cycle-borne heavily-armed banned ULFA militants from his residence at Brahmajan under Pangeri Police Station in Tinsukia District yesterday evening.

The Karnataka Government has released more than 31 crore rupees during 2011-12 for providing drinking water under Multi Village programme of Rajiv Gandhi National Drinking water scheme. Rural Development and Panchayat Raj Minister Jagadish Shetter informed this in his written reply in the Assembly today. He said action is being taken to complete 189 schemes. Shivalingegowda, the MLA from Arasikere who had sought the answer in the House pointed out that fluoride in water has posed greater threat in his region and maintenance of water projects is another problem. The Minister replied that fluoride issue is being tackled by supply of surface water and the management policy is being relooked.

सरकार ने मल्टी ब्रांड खुदरा क्षेत्र में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने के फैसले को फिलहाल स्थगित कर दिया है। लोकसभा में यह घोषणा करते हुए वित्तमंत्री प्रणब मुखर्जी ने बताया कि सरकार इस फैसले को तब तक स्थगित रखेगी, जब तक सभी पक्षों के बीच इस बारे में आम सहमति नहीं बन जाती। उन्होंने कहा कि राज्यों के मुख्यमंत्रियों और राजनीतिक दलों के नेताओं से विचार विमर्श करने के बाद ही कोई फैसला किया जाएगा।

मल्टी ब्रांड खुदरा क्षेत्र व्यापार में ५१ प्रतिशत विदेशी निवेश के निर्णय को संबद्ध पक्षों में आम सहमति होने तक स्थगित कर दिया गया है। संबद्ध पक्षों में राज्य के मुख्यमंत्री, राजनीतिक पार्टियां शामिल हैं, क्योंकि बिना राज्य के मुख्यमंत्रियों के शामिल हुए इसे लागू नहीं किया जा सकता है।

बिहार लोकायुक्त विधेयक २०११, राज्य विधानसभा में आज पारित कर दिया गया। मुख्यमंत्री नीतिश कुमार ने कहा  कि नया लोकायुक्त विधेयक मजबूत बनाया गया है, जो भ्रष्टाचार उन्मूलन  में प्रभावशाली सिद्ध होगा। विपक्षी दलों ने विधेयक को पारित करने में जल्दबाजी किये जाने का मुद्दा उठाया। उनका कहना था कि इस बारे में आम लोगों और मीडिया में भरपूर चर्चा के बाद ही इस विधेयक को पारित किया जाना चाहिए था।

सरकार ने कर चोरी और कालेधन की समस्या से निपटने के लिए अधिक अंतरराष्ट्रीय सहयोग और कर प्रणाली की दिशा में वैश्विक तालमेल पर जोर दिया है। वित्तमंत्री प्रणब मुखर्जी ने आज नई दिल्ली में कर और समानता के बारे में एक अंतरराष्ट्रीय सम्मेलन को संबोधित करते हुए यह बात कही। श्री मुखर्जी ने कहा कि वैश्विक कर चोरी की समस्या से प्रभावी ढंग से निपटने की आवश्यकता है। उन्होंने आशा व्यक्त की कि प्रत्यक्ष कर संहिता अगले वर्ष पहली अप्रैल से लागू हो जाएगी। इसमें देश के कर कानूनों को आधुनिक बनाने की व्यवस्था है।

सरकार ने कहा है कि कालेधन के खिलाफ की जा रही कार्रवाई का परिणाम अगले पांच वर्षों में दिखाई देगा। वित्त सचिव आर.एस. गुजराल ने आज नई दिल्ली में पत्रकारों को बताया कि इस बारे में करीब दस देशों ने भारत को सूचना मुहैया कराई है।

लोकसभा ने  २०११- १२ के लिये पूरक अनुदान मांगों को ध्वनि मत से पास कर दिया है जिससे २०११-१२ के दौरान सरकारी खर्च पर अतिरिक्त ५६ हजार आठ सौ करोड़ रूपये का भार पडेगा ।
इससे पहले वित्त मंत्री प्रणब मुखर्जी ने कहा कि मुद्रास्फीति और विकास दर कीं चिंता के बावजूद भारत की बुनियादी आर्थिक स्थिति मजबूत है। २०११-१२ के लिए पूरक अनुदान मांगों के दूसरे दौर में चर्चा का जवाब देते हुए श्री मुखर्जी ने कहा कि अगर संसदीय कामकाज सुचारू रूप से चलता रहा और महत्वपूर्ण विधेयक पारित होते रहे तो आर्थिक स्थिति और बेहतर होगी।
मूल्य वृद्धि का जिक्र करते हुए श्री मुखर्जी ने कहा कि फरवरी २०१० की २२ प्रतिशत खाद्य मुद्रास्फीति घटकर नवम्बर २०११ में आठ प्रतिशत रह गयी। लेकिन इसे पांच-छह प्रतिशत तक लाने की जरूरत है।

सरकार देश के सभी गांवों के पंचायतों को ब्रॉडबैंड सेवा से जोड़ने का प्रयास कर रही है। चूंकि गांवों की पंचायतों में ब्रॉडबैंड का उपयोग ज्यादा होता है। इसलिए गांवों में ब्रॉडबैंड सेवा के लिए ऑप्टीकल फाइबर का प्रयोग आवश्यक हो जाता है।

अफगानिस्तान के दक्षिणी प्रांत हेलमंड में एक बम धमाके में १९ लोगों की मौत हो गई है। सरकारी सूत्रों ने बताया कि सड़क किनारे विस्फोट में १२ महिलाओं और बच्चों सहित १९ लोग उस समय मारे गए जब वे एक वैन में लशक्रगाह से सानगिन जिले में जा रहे थे। विस्फोट में पांच लोग घायल भी हुए हैं।

The government has decided to suspend its decision on allowing 51 per cent Foreign Direct Investment (FDI) in the multi-brand retail sector. Making an announcement in the Lok Sabha today, the Finance Minister, Mr Pranab Mukherjee said the government will withhold the decision till a consensus is reached among the stakeholders.
The decision to permit 51 percent FDI in multibrand retail trade is suspended till consensus is developed through consultation among various stakeholders. Stakeholders include the state Chief Ministers, political parties because without the involvement of the state Chief Minister this can never be implemented.
Congress has expressed the hope that important legislative business will be transacted in the remaining days of the winter session. Briefing reporters in New Delhi today, party spokesman Manish Tewari welcomed the end of the logjam in Parliament over FDI in multi brand retail issue. The BJP welcomed the government’s decision to suspend the FDI in multi-brand retail till a consensus is reached on the issue. Briefing reporters in New Delhi, senior Party leader S S Ahluwalia said that Parliament could have taken up important legislative business if the government had withdrawn the decision earlier. CPI(M) has expressed satisfaction over the government’s decision to suspend FDI in retail. Briefing reporters in New Delhi, senior party leader Sitaram Yechury said that discussions on important issues like price rise, black money and corruption can be taken up now that the stalemate has ended.

Meanwhile the FDI in retail issue came up for discussion in Cabinet meeting this evening. Top official sources said that the Prime Minister Dr. Manmohan Singh explained the rationale behind the decision to suspend the FDI in multi brand retail. The Government announced in Parliament earlier in the day, to put this decision on hold till a consensus is involved on the issue. The sharp difference of opinion on allowing 51 per cent in the multi-brand retail led to the stalemate in the Lok Sabha and the Rarya Sabha last week.

The BJP today held the UPA government responsible for rise in the prices of food and other essential commodities. Initiating a debate in the Rajya Sabha, senior party leader, Venkaiah Naidu alleged that the government has failed in its fiscal, monetary and market intervention measures to contain inflation. He said, the inflation touched the highest 18 to 20 per cent. Naidu said, the government has failed to take effective steps to check the prices of fertilizers and black marketing. Dr Prabha Thakur of the Congress said, the UPA government is committed to the welfare of the common man and has taken several measures in this regard. She said, the government is making all out efforts to address the issue of inflation. She alleged that the opposition has not come out with concrete suggestions. Mr Sitaram Yechury of the CPIM demanded a ban on forward trading in the agriculture sector and a roll back of petrol price hike. He also demanded that surplus food grains should be given to the states on BPL rates.

The Chhattisgarh government has decided to raise the percentage of reservation for the scheduled tribes and scheduled castes in government jobs. In a decision taken in the Cabinet meeting held in Raipur today, the STs will now get 32 per cent whereas the SCs will get 12 per cent reservation. The OBCs will continue to be given 14 per cent reservation as usual.

Replying to the discussion in Loksabha on the second batch of Supplementary Demands for Grants 2011-12, Mr Mukherjee said, the overall environment will improve significantly if Parliament functions and approves important legislations. Referring to price rise, Mr Mukherjee said that food inflation has come down from 22 per cent in February 2010 to 8 per cent in November 2011 but there is a need to bring it down to 5-6 per cent. The Finance Minister said, the country has been recording good growth compared to many other countries, though it has come down from the high level of 9 per cent. 
2005 of the  GDP growth was 6.8%, 2009-10 it was 8% 2010-11 it was 8.50%, therefore  to project that GDP growth of 2011-12 will be around 9% plus minus 0.25% was not unrealistic.
Later, the Lok Sabha approved the Supplementary Demands with a voice vote that seeks to raise government expenditure by an additional 56,800 crore rupees during 2011-12.

Cabinet Committee on Economic Affairs, CCEA, today approved the proposal of Energy Grid Automation Transformers and Switch Gears from Haryana for bringing a Foreign Direct Investment of approximately two thousand crore rupees. In another decision, the CCEA approved bringing foreign direct investment of 4,500 crore rupees by approving the proposal of Grid Equipment Limited. In yet another decision, the CCEA also gave its nod to increase the share-holding to hundred per cent of UTV Software Communications Limited.

The government today approved a one-time grant of 150 crore rupees along with accrued interest for ten years for Jute Corporation of India. A decision to this effect was taken by the Cabinet Committee on Economic Affairs, CCEA, today. This will help 40 lakh farm families across the country.

India today pressed for greater international cooperation and global alignment of taxation systems to deal with the menace of tax evasion and black money. Finance Minister Pranab Mukherjee said this while addressing a global conference on tax and equality. Mr. Mukherjee, quoting the global financial integrity report, said that the annual illicit outflows from emerging economies and developing countries, average between 725 billion and 810 billion US Dollars. On the domestic front, Mr. Mukherjee expressed the hope that the Direct Taxes Code, DTC, which seeks to modernise tax laws in the country, will come into force from April 1, 2012. He said, in a bid to modernise the tax system, the government has proposed to replace the Income Tax Act, 1961, with a new legislation. Mr Mukherjee said, Centre has adopted a five-pronged strategy to deal with the issues of tax evasion and black money.

The Prime Minister Dr. Manmohan Singh today assured that the government will formulate forward-looking policies to sustain Telecom sector's growth and also look into the concerns of the telecom industry. Addressing the 6th edition of India Telecom in New Delhi the Prime Minister stressed the need to promote domestic telecom equipment manufacturing facilities in the wake of strategic and security needs of the country. Noting that the two National Telecom Policies of 1994 and 1999 were major initiatives to propel growth in the sector, the Prime Minister said the government is working on the National Telecom Policy-2011 with a special emphasis on affordable and quality telecom services in rural and remote areas of the country.
"Keeping in view the growth potential for the manufacture of telecom equipment in our country and our strategic and security interests, there is an urgent need to give impetus to domestic Research & Development and manufacturing in the telecom sector."

India and Russia are expected to sign nine agreements in the fields of military, energy and trade during Prime Minister Manmohan Singh's visit to Moscow next week. The two countries are also finalising a pact to build Kudankulam nuclear plant's third and fourth units.  Russian Ambassador Alexander Kadakin told reporters in New Delhi today that the work on development of the ambitious co-production of fifth generation fighter aircraft was proceeding well.

"The Sensex at the Bombay Stock Exchange gained 72 points, or 0.4 percent, to 16,877, amid rising Asian and European markets, today. The Nifty rose 23 points, or 0.5 percent, to 5,063. Stock markets in Japan, China, Hong Kong, South Korea and Singapore rose between 0.3 percent and 1.7 percent, on hopes that  the euro-zone debt crisis may ease. The rupee depreciated 30 paise, to 51.72 against the dollar. Gold rose 160 rupees, to 29,300 rupees per ten grams in Delhi. Silver gained 700 rupees, to 56,400 rupees per kilo. And U.S. crude oil futures climbed 66 cents, to 101.94 dollars a barrel, while Brent crude stood below 111 dollars a barrel."

In Afghanistan, at least 19 people were killed in a bomb blast at Helmand province today. Provincial government sources confirmed that 19 people, including 12 women and children, were killed when a van in which they were traveling from Lashkar Gah to Sangin district, struck a roadside bomb. Five others injured in the incident are undergoing treatment in a hospital.

India finished second in the Group to set up a last-four clash with Maldives on Friday.
