 प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि सरकार मजदूरों के कल्याण के लिए श्रम कानून को सुचारू बनाने के वास्ते कई उपायों पर काम कर रही है। उन्होंने कहा कि श्रमिकों और प्रबन्धन के बीच अच्छे सम्बन्धों का औद्योगिक विकास के लिए बुनियादी महत्व है और दोनों पक्षों को प्रगति के समग्र लक्ष्य पर ध्यान रखते हुए आपसी सहयोग और समन्वय की भावना से काम करने की जरूरत है। कल शाम नई दिल्ली में श्रम पुरस्कार प्रदान करते हुए प्रधानमंत्री ने कहा कि सरकार उद्योग और श्रमिकों के बीच अच्छे सम्बन्ध सुनिश्चित करने के लिए हर संभव कदम उठाने को प्रतिबद्ध है।  डॉक्टर सिंह ने कहा कि इस बारे में सरकार केवल आम सहमति वाले क्षेत्रों में ही अपना कदम बढ़ाएगी और ऐसा करने में श्रमिकों के हितों के संरक्षण पर पूरा ध्यान रखेगी। उन्होंने बताया कि सरकार ने असंगठित क्षेत्र के कामगारों के कल्याण के लिए कई कदम उठाए हैं।

हमारी सरकार ने असंगठित क्षेत्र के कामगारों के हितों के लिए कई कदम उठाए है। राष्ट्रीय स्वास्थ्य बीमा योजना से ढाई करोड़ कामगारों को पहले से ही फायदा मिल रहा है और हमारी योजना है कि इस महत्वाकांक्षी योजना का लाभ और श्रेणियों के कामगारों तक पहुंचे। असंठित क्षेत्र के कामगारों के विकास के लिए चलाई जा रही योजनाओं के वित्तपोषण के लिए राष्ट्रीय कोष की भी स्थापना की गई है।
 प्रधानमंत्री ने इस बात पर बल दिया कि स्थाई आर्थिक विकास के लिए पूरे देश के युवाओं में दक्षता के विकास पर पर्र्याप्त ध्यान दिये जाने की आवश्यकता है।

 हम इस तथ्य से भली भांति अवगत है कि कई अन्य देंशों की तुलना में हमारे यहां युवाओं की कुल आबादी में अच्छी संख्या है, और युवाओं की इस बड़ी आबादी का कौशल विकास अनिवार्य शर्तो में से एक है। पिछले सात सालों की हमारी नीतियों में शिक्षा और कौशल विकास का महत्व परिलक्षित हुआ है।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह और भारत की यात्रा पर आये म्यांमा के राष्ट्रपति ऊ तेइन सेईं के बीच आज नई दिल्ली में होने वाली बातचीत प्रमुख रूप से आर्थिक, ऊर्जा और सामरिक क्षेत्रों में आपसी सहयोग बढ़ाने पर केन्द्रित रहेगी। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने संवाददाताओं को बताया कि बातचीत के बाद कुछ समझौतों पर हस्ताक्षर होने की उम्मीद है। उन्होंने बताया कि म्यांमा के राष्ट्रपति आतंकवाद से निपटने के उपायों के अलावा सुरक्षा और रक्षा के क्षेत्र में आपसी सहयोग पर भी चर्चा करेंगे।

सुरक्षा के बारे में म्यांमा के साथ सहयोग चल रहा है। हमें यह भी भरोसा मिला है कि म्यांमा अपनी ज+मीन से भारत के खिलाफ किसी भी तरह की उग्रवादी गतिविधि को नहीं चलने देगा।
 इससे पहले श्री तेईन सेईं भारत की चार दिन की यात्रा पर कल शाम नई दिल्ली पहुंचे थे। उनका आज सवेरे राष्ट्रपति भवन के प्रांगण में औपचारिक स्वागत किया जाएगा। हमारे संवाददाता ने बताया है कि म्यांमा के राष्ट्रपति की यात्रा से दोनों देशों के बीच राजनीतिक और आर्थिक सहयोग बढ़ने की उम्मीद है।

 भारत जी-२० के सदस्य देशों से काले धन और आतंकवाद के लिए धन उपलब्ध कराने से संबंधित सूचनाओं के निर्बाध आदान-प्रदान में मदद देने का आग्रह करेगा। उम्मीद की जा रही है कि केन्द्रीय वित्त मंत्री प्रणब मुखर्जी आज से पेरिस में शुरू हो रही जी-२० देशों के वित्त मंत्रियों और केन्द्रीय बैंक गवर्नरों की दो दिन की बैठक में ये मुद्दे उठाएंगे। श्री मुखर्जी जी-२० सदस्य देशों से बैंकिंग संबंधी पिछली जानकारियों सहित कर उद्देश्यों के लिए स्वैच्छिक आधार पर सूचनाओं का आदान-प्रदान श्ुारू करने का भी आग्रह करेंगे। वित्तमंत्री प्रणब मुखर्जी जी-२० देशों की मंत्रिस्तरीय बैठक में भाग लेने के लिए कल शाम पेरिस के लिए रवाना हुए। इस बैठक से फ्रांस में कान में अगले महीने होने वाले जी-२० शिखर सम्मेलन का आधार तैयार किया जा सकेगा।

उच्चतम न्यायालय ने सभी राज्यों और केन्द्रशासित प्रदेशों को बाल अपराधियों के प्रति पुलिस के व्यवहार पर नजर रखने और उनसे बेहतर व्यवहार करने के लिए प्रत्येक थाने पर बाल कल्याण अधिकारी नियुक्त करने के निर्देश दिए हैं। न्यायमूर्ति आर. वी. रविन्द्रन और ए. के. पटनायक की खंडपीठ ने राज्य तथा राष्ट्रीय विधि सेवा प्राधिकरणों को पुलिस अधिकारियों के प्रशिक्षण के लिए उचित निर्देश जारी करने को भी कहा है। इन पुलिस अधिकारियों को बाल कल्याण अधिकारियों के रूप में नियुक्त किया जा सकता है।

 उच्चतम न्यायालय ने आईआईटी संयुक्त प्रवेश परीक्षा के लिए अपनाई जाने वाली रैंकिंग और चयन प्रक्रिया में हस्तक्षेप करने से इनकार कर दिया है। न्यायालय ने कहा है कि इस प्रवेश परीक्षा की प्रणाली तैयार करने में किसी भी तरह की मनमानी या कोई अन्य मंशा दिखाई नहीं देती। न्यायालय ने आई आई टी प्रवेश परीक्षा २००६ में सामान्य श्रेणी के एक उम्मीदवार की अपील खारिज करते हुए यह निर्णय दिया।

 उच्चतम न्यायालय ने एक अन्य आदेश में दिल्ली में उपहार सिनेमा अग्निकांड के पीड़ितों को दिल्ली उच्च न्यायालय द्वारा दी गई मुआवजा राशि को कम कर दिया है। उच्चतम न्यायालय की एक खंडपीठ ने २० साल से अधिक की आयु के मृतकों के परिवारों को दी जाने वाली मुआवजे की राशि अट्ठारह लाख रुपये से घटाकर दस लाख रुपये और २० वर्ष से कम आयु के मृतकों के परिवारों को पंद्रह लाख रुपये से घटाकर साढ़े सात लाख रुपये कर दी है। खंडपीठ ने उपहार सिनेमा के मालिकों, अंसल बन्धुओं द्वारा केन्द्र को दी जाने वाली क्षतिपूर्ति की राशि को भी ढाई करोड़ से घटाकर पचीास लाख रुपये कर दिया है। न्यायालय ने घायलों को एक  लाख रूपये की मुआवजा राशि देने के उच्च न्यायालय के फैसले को बरकरार रखा है।

 माफिया सरगना दाउद इब्राहीम का दाहिना हाथ और मुम्बई में १९९३ के बम विस्फोटों के आरोपी इकबाल मिर्ची को ब्रिटेन की एक अदालत ने न्यायिक हिरासत में भेज दिया है। पुलिस सूत्रों ने बताया कि मिर्ची को एसेक्स के रोमफॉर्ड से मंगलवार को गिरतार किया गया था। उस पर एक व्यक्ति को जान से मारने की धमकी का आरोप तय किया गया है। इस बीच, भारत इकबाल मिर्ची को भारत लाने के लिए प्रत्यर्पण प्रक्रिया शुरू कर रहा है। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने बताया है कि उसकी गिरतारी के लिए रेड कार्नर नोटिस वैध है क्योंकि भारत में उसके खिलाफ मामले दर्ज हैं।

 पाकिस्तान के उत्तरी वजीरीस्तान में अमरीकी ड्रोन हमले में आतंकवादी संगठन-हक्कानी नेटवर्क का एक वरिष्ठ कमांडर मारा गया है। एक अमरीकी अधिकारी ने इस बात की पुष्टि करते हुए कहा है कि जांबाज जादरान नाम के इस कमांडर ने अफगानिस्तान की राजधानी काबुल और दक्षिण-पूर्वी अफगानिस्तान में अमरीकी और गठबंधन सेनाओं के अन्य ठिकानों पर हक्कानी नेटवर्क के हमलों में अहम भूमिका निभायी थी।

 उत्तर प्रदेश में राज्य मानवाधिकार आयोग ने मुख्य सचिव और स्वास्थ्य अधिकारियों को जापानी मस्तिष्क ज्वर की चुनौती पर काबू पाने के लिए सरकार द्वारा अब तक किये गए उपायों के बारे में नोटिस जारी किये हैं। आयोग ने इस बारे में रिपोर्ट देने के लिए आज तक का समय दिया है। गोरखपुर और अन्य पड़ोसी जिलों में इस बीमारी के फैलने के बारे में मीडिया में छपी खबरों का स्वयं संज्ञान लेते हुए राज्य मानवाधिकार आयोग के सदस्य न्यायमूर्ति विष्णु सहाय ने राज्य सरकार से दिमाग़ी बुखार से पीड़ित लोगों के इलाज के वास्ते उचित प्रबंध करने को कहा है।

The Prime Minister has said that the government has taken a series of steps for the benefit of unorganized sector workers. Giving away the Shram Awards in New Delhi last evening, Dr Manmohan Singh said that the Rashtriya Swathya Bima Yojana is already benefiting about 25 million workers and the government is in the process of covering more categories of workers under this ambitious scheme. He said, a national fund has been created to finance develoment schemes for the unorganised workers.

Dr Singh said that healthy worker-management relations are fundamental to industrial development and both sides need to work in a spirit of collaboration and cooperation, without losing sight of the overall objective of progress. He asserted that the government is committed to taking all possible steps to ensure good industry-labour relations.

Though our Government is working on several fronts to streamline labour legislation for the welfare of workers, we are also aware that there are many areas of labour legislation that may require reform to encourage business and enterprise. We will move ahead only in those areas where a broad consensus for reform can be built up and we will ensure that the interests of our workers are fully protected in doing so.
The Prime Minister emphasised that for sustained economic growth, it was necessary to provided sufficient attention to skill development of youth across the country. Pointing out that India has younger population in comparison to most other countries, Dr. Manmohan Singh said, skill development is necessary for making use of this demographic dividend. He said for this to happen, support to the National Skill Development Corporation would have to be significantly enhanced and the State Skill Development Missions in all the States would have to be fully operational during the 12th plan.

Intensifying economic, energy and strategic cooperation will be the focus of discussions between Prime Minister Dr. Manmohan Singh and the visiting President of Myanmar U. Thein Sein in New Delhi today. The Myanmar President, who is on a four-day state visit to India, will also discuss security and defence cooperation besides counter terrorism measures. This was disclosed by the External Affairs Ministry Spokesman Vishnu Prakash in New Delhi yesterday.

With respect to security, we have ongoing cooperation with Myanmar. We have also received assurances that Myanmar territory will not be allowed to be used for insurgent activities against India. Both sides remain enclosed and regular contact in this regard.
Mr Praksh said that New Delhi will help Myanmar in capacity building in its armed forces. The two countries are expected to sign a slew of agreements after the talks. Economic cooperation between the two countries is on the upswing and the bilateral trade which is at present at 1.28 billion dollars is expected to touch three billion dollars by 2015. Mr Prakash said that a large number of Indian Companies are already working there including ONGC Videsh.
Mr. Thein Sein, who reached New Delhi last evening, will be accorded a ceremonial reception in the Forecourt of Rashtrapati Bhawan this morning.

India will ask the G20 member countries to impress upon concerned nations, specially tax havens to facilitate the uninterrupted exchange of information on black money and terror financing. Finance Minister Pranab Mukherjee is expected to raise these issues at the two-day G-20 meeting of Finance Ministers and Central Bank Governors beginning in Paris today. He will also impress upon G-20 member countries to start exchanging information automatically for tax purposes on a voluntary basis including past banking information.
New Delhi will also pitch for ensuring a strong and balanced economic growth across regions, reforms of the international Monetary System and call for short and long term economic measures to restore market confidence. The G-20 group of nations including major economies and developing countries account for about 85 per cent of the global economic output and two thirds of the world's population.

Vice President Mohammed Hamid Ansari, who is on a visit to Turkey, will address an Indo-Turkish Business Forum meet in Istanbul today. Earlier, during his meetings with the country’s top political leadership in Ankara, Mr Ansari stressed the need for a greater role for India and Turkey in the region. He also outlined the broad contours of India's Look West policy, which include an endorsement of Palestinian aspirations in the United Nations. The Vice-President was conferred with an honorary Doctorate degree in International Relations by the Mevlana University.

The Supreme Court has directed the states and Union territories to appoint child welfare officers in every police station for monitoring and extending better treatment to juveniles by the police. The apex court, which is monitoring the implementation of Juvenile Justice (Care and Protection of Children) Act, also directed that state and national legal services authorities issue appropriate guidelines for training and orientation of police officers, who could be designated as child welfare officers.
A bench of justices R V Raveendran and A K Patnaik said that the training and orientation should be done over a period of six months to one year in every state and Union territory.

In another judgment, the Supreme Court has slashed the amount of compensations to the Uphaar theatre fire tragedy victims awarded by the Delhi High Court. A bench headed by Justice R V Raveendran reduced the amount of compensation from 18 lakh to 10 lakh rupees to the families of deceased where the victims were above 20 years of age and for the victims below 20 years, it was reduced to 7.5 lakh rupees from 15 lakhs. The bench also drastically reduced the punitive damages to be paid by Uphaar Cinema owners, Ansal brothers to the Centre from 2.5 crore rupees to 25 lakh rupees.
The court, however, retained the part of the High Court's verdict that mandated payment of 1 lakh rupees as compensation to those injured in the incident. 59 people were killed and 103 injured following a devastating fire in an electrical transformer during a film show on 13th of June, 1997 at the Uphaar theatre in South Delhi.

Analog transmission in Indian cable television is all set to be phased out with the government deciding to promulgate an ordinance that makes digitisation of such services mandatory.
The Union Cabinet, at a meeting chaired by the Prime Minister Manmohan Singh, approved a proposal to promulgate Digitalisation of Analogue Cable Systems Ordinance.
The Information and Broadcasting Minister Ambika Soni said this when asked about the proposal for digitisation of cable TV services. She said that the Cabinet has sent the proposal to the President.

Iqbal Mirchi, the right hand man of underworld don Dawood Ibrahim and an accused in the 1993 Mumbai serial blasts, has been remanded to judicial custody by a British court. Police sources said, the 61-year-old Mirchi, who was arrested from Romford in Essex on Tuesday, has been charged with threatening to kill a man.
New Delhi will initiate extradition processes with England to get Iqbal Mirchi deported back to India. External Affairs Ministry spokesman Vishnu Prakash said that a red corner notice for his arrest is valid as he is a wanted person in India.

The opening encounter of the five-match ODI cricket series between India and England will be played in Hyderabad today. The Day-Night match at the Rajiv Gandhi stadium is scheduled to start at 2.30 P.M. M C Mary Kom will take on P Nirosha of Andhra Pradesh while L Sarita Devi of All India Police will meet Vanlal Duati of Mizoram in 51 kilogram flyweight category. Also bouts will be held in 57, 64, 75, 81 kilogram categories today. World Youth Champion Sarjubala Devi, Janhvi Gogoi, Mamta and Krishna Thapa entered in the semifinal round of 48 kilogram category after defeating their respective opponents.  प्रधानमंत्री ने कहा है कि सरकार और कम्पनी क्षेत्र के कामकाज में ज्यादा पारदर्शिता लाने के लिए सार्वजनिक जानकारी योग्य सूचना स्वेच्छा से प्रदान की जानी चाहिए। डॉक्टर मनमोहन सिंह ने सूचना अधिकार कानून में छूट के प्रावधानों के दायरे से बाहर की सूचनाएं देने में देरी पर चिंता व्यक्त की और कहा कि अधिकारियों को आवेदनों का इंतजार किये बगैर, स्वेच्छा से जानकारी सार्वजनिक कर देनी चाहिएं। उन्होंने कहा कि भ्रष्टाचार रोकने और शासन प्रक्रिया को बेहतर बनाने की दिशा में सूचना का अधिकार एक बहुत बड़ा कदम है। आज नई दिल्ली में केन्द्रीय सूचना आयोग के छठे सम्मेलन में डॉक्टर मनमोहन सिंह ने कहा कि सरकार सूचना अधिकार कानून को अधिक कारगर बनाने को प्रतिबद्ध है और इसके लिए अगले कुछ महीनों में गड़बड़ी की शिकायत करने वालों की सुरक्षा के लिए कानून बनायेगी। उन्होंने कहा कि इससे अन्य बातों के अलावा शिकायत करने वालों के साथ हिंसा पर रोक लगाने में मदद मिलेगी।

 हमारी सरकार भ्रष्टाचार से निपटने के लिए व्यापक कानूनी, सरकारी और तकनीकी पहल करने के प्रति वचनबद्ध है। हम इस दिशा में आगे बढ़ने के लिए सूचना के अधिकार को एक शक्तिशाली साधन मानते हैं।
 प्रधानमंत्री ने कहा कि सूचना का अधिकार कानून के जरिये ऐसे निजी संगठनों से भी जानकारी प्राप्त की जा सकती है, जो नियामक संस्थाओं के दायरे में आती हैं।

मैं आशा व्यक्त करता हूं कि निगमित क्षेत्र स्वैच्छा से अपने कामकाज की बुनियादी जानकारी सार्वजनिक करेगा। इस सार्वजनिक भागीदारी से चलने वाली परियोजनाओं की बढ़ती संख्या को देखते हुए आरटीआई का महत्व और बढ़ जाता है।
 सूचना के अनुरोध और अधिकारियों के पास उपलब्ध सीमित समय और संसाधनों के बीच संतुलन स्थापित करने की जरूरत पर जोर देते हुए उन्होंने कहा कि जिन अनुरोधों का जनहित से कोई लेना देना नहीं है, उनका कोई महत्व नहीं हैं। सूचना का अधिकार कानून की समीक्षा का समर्थन करते हुए प्रधानमंत्री ने कहा  कि इस कानून के तहत मांगी जा रही जानकारी से प्रशासन की प्रक्रिया पर गलत असर नहीं पड़ना चाहिए। डा० मनमोहन सिंह ने कहा कि अधिकारियो ंकी राय सार्वजनिक किये जाने से ईमानदारी से पूरी राय देने का उनका हौंसला कम होगा।

 भारत यात्रा पर आए हुए म्यामां के राष्ट्रपति  ऊ थिएन सान और प्रधानमंत्री डॉक्टर मनमोहन सिंह के बीच आज के विचार-विमर्श में खासतौर पर महत्वपूर्ण सहयोग और ऊर्जा के क्षेत्र में भागीदारी पर चर्चा हुई। सुरक्षा और रक्षा के क्षेत्रों में सहयोग और बढ़ाने पर भी बातचीत की गई। दोनों पक्षों ने भारत और म्यामां के बीच सम्पर्क बढ़ाने के लिए प्रमुख परिवहन परियोजनाओं पर भी विचारों का आदान-प्रदान किया। दोनों देशों के बीच आर्थिक सहयोग और आपसी व्यापार लगातार बढ़ रहा है। इस समय यह एक अरब २८ करोड़ डॉलर के बराबर है और २०१५ तक इसके तीन अरब डॉलर तक पहुंच जाने की आशा है।
 श्री सान भारत के चार दिन के दौरे पर हैं। उन्होंने सरकार को आश्वासन दिया है कि म्यामां से भारत के खिलाफ आतंकवादी गतिविधियां चलाने की अनुमति नहीं दी जायेगी।
 म्यामां के राष्ट्रपति कल शाम नई दिल्ली पहुंचे थे। आज सवेरे राष्ट्रपति भवन के प्रांगण में उनका रस्मी स्वागत किया गया। राष्ट्रपति श्रीमती प्रतिभा देवी सिंह पाटील आज शाम उनके स्वागत में भोज का आयोजन कर रही हैं। श्री सान शनिवार को भारतीय कृषि अनुसंधान परिषद भी जाएंगे ताकि दोनों देशों के बीच कृषि क्षेत्र में सहयोग को बढ़ावा दिया जा सके।

 केन्द्र सरकार ने  कोयले की ई-नीलामी करने का फैसला किया है ताकि बिजली पैदा करने वाले कारखानों को कोयले की आपूर्ति जल्दी हो सके। इस तरह कोयले की अस्थायी कमी दूर करने में विद्युत क्षेत्र को मदद मिलने की आशा है।  सरकारी विज्ञप्ति में कहा गया है कि कोयला मंत्रालय ई-नीलामी के कोटे से बिजली क्षेत्र के लिए कोयले की अतिरिक्त मात्रा आवंटित करेगी। ई-नीलामी की प्रक्रिया में बाजार मूल्य पर कोयले की तत्काल बिक्री कर दी जाती है। सरकारी प्रतिष्ठान कोल इंडिया जितने कोयले का उत्पादन करता है उसमें से लगभग दस फीसदी ई-नीलामी से बेचा जाता है। कोयला मंत्री श्रीप्रकाश जायसवाल ने सार्वजनिक क्षेत्र की कोयला कम्पनियों के प्रमुखों और वरिष्ठ अधिकारियों से विद्युत क्षेत्र के लिए कोयले की उपलब्धता की जानकारी ली। श्री जायसवाल ने अधिकारियों को निर्देश दिया कि वे मौजूदा १५३ रेक से बढ़ाकर प्रतिदिन १८० रेक कोयले की लदान करवायें। इनमें से १४५ रेक बिजली क्षेत्र के लिए आरक्षित रहेंगी।

  मुद्रास्फीति की दर में इस वर्ष अगस्त के मुकाबले सितम्बर में मामूली गिरावट दर्ज की गई है। यह अगस्त में नौ दशमलव सात-आठ प्रतिशत थी और सितम्बर में नौ दशमलव सात-दो प्रतिशत हो गई। थोक मूल्य सूचकांक के अनुसार पिछले वर्ष सितम्बर में मुद्रास्फीति की दर आठ दशमलव नौ-आठ प्रतिशत थी।
 सरकार द्वारा जारी आंकड़ों के अनुसार वार्षिक आधार पर सितम्बर महीने में खाने की वस्तुएं नौ दशमलव दो-तीन फीसदी मंहगी हुईं। सब्जियों के दामों में १४ दशमलव शून्य-चार प्रतिशत वृद्धि हुई। आवश्यक वस्तुओं की मुद्रास्फीति दर अगस्त के १२ दशमलव पांच-आठ प्रतिशत से घटकर सितम्बर में ११ दशमलव आठ चार प्रतिशत रह गई। विनिर्मित वस्तुओं के मूल्य अगस्त में सात दशमलव सात-नौ प्रतिशत थे और सितम्बर में सात दशमलव छह-नौ प्रतिशत हो गए।
 कुल मिलाकर मुद्रास्फीति की अनुमानित दर इस वर्ष जून में नौ दशमलव दो-दो प्रतिशत रखी गई थी जिसे अब संशोधित कर नौ दशमलव तीन-छह प्रतिशत कर दिया गया है।

 केन्द्र ने त्यौंहारों के मौसम में आतंकवादी हमलों की आशंका को देखते हुए चार महानगरों-दिल्ली, मुम्बई, कोलकाता और चेन्नई के साथ ही हैदराबाद और बंगलुरू में अधिकारियों को बहुत अधिक सतर्कता बरतने की सलाह दी है। अम्बाला में विस्फोटकों से भरी एक कार को हाल में बरामद किए जाने की घटना को देखते हुए यह सलाह दी गई है।
 गृह मंत्रालय के सूत्रों के अनुसार खुफिया एजेंसियों से संभावित आतंकी हमलों के बारे में सूचना मिलने के बाद ये निर्देश जारी किए गए हैं। पुलिस प्रमुखों से कहा गया है कि वे चौकसी बढ़ाएं और संवेदनशील इलाकों, धार्मिक स्थानों, बाजारों, हवाई अड्डों, रेलवे स्टेशनों, बस अड्डों और भीड़भाड़ वाले स्थानों पर अतिरिक्त बल तैनात करें ताकि शांति बनी रहे।

 संसद के एक पैनल ने भूमि अधिग्रहण, पुनः स्थापन तथा पुनर्वास विधेयक-२०११ के बारे में सुझाव आमंत्रित किये हैं। इस विधेयक को इस वर्ष सितम्बर में लोकसभा में पेश किया गया था। इसके बारे में लोगों, दिलचस्पी रखने वालों और संबंधित गुटों से सुझाव मांगे गए हैं।
 भूमि अधिग्रहण, पुनः स्थापन तथा पुनर्वास विधेयक-२०११ का उद्देश्य जमीन के अधिग्रहण की प्रक्रिया को अधिक मानवीय और पारदर्शी बनाने के अलावा इसमें जानकार लोगो के सुझाव और सहभागिता सुनिश्चित करना है। इसमें यह भी कोशिश रहेगी कि बुनियादी सुविधाओं के विकास और शहरीकरण के दौरान जमीन के मालिकों और अन्य प्रभावित परिवारों को कम से कम कठिनाई हो।

 आंध्र प्रदेश में अलग तेलंगाना राज्य के समर्थकों के रेल रोको आंदोलन के कारण दक्षिण-मध्य रेलवे के ११ सेक्शनों पर लम्बी और कम दूरी की लगभग १२४ रेलगाड़ियां रद्द कर दी गई हैं। अगले तीन दिन के लिए ५० से अधिक रेलगाड़ियां आंशिक रूप से रद्द की गई हैं, जबकि ९५ गाड़ियों का मार्ग या समय बदला गया है। इससे तमिलनाडु, कर्नाटक, महाराष्ट्र, केरल और गोवा के लिए रेल सेवाओं पर भी असर पड़ेगा। दक्षिण-मध्य रेलवे के अधिकारियों ने घोषणा की है कि यह परिवर्तन आज आधी रात से लागू होंगे। हालांकि यात्रियों की सुविधा के लिए कड़ी सुरक्षा के साथ २० एक्सप्रेस और यात्री गाड़ियां चलायी जाएंगी। रेलवे की सम्पत्ति और यात्रियों की सुरक्षा के लिए व्यापक इंतजाम किये गये हैं। पुलिस महानिदेशक दिनेश रेड्डी ने प्रदर्शनकारियों को रेलवे अधिनियम के अंतर्गत सख्त कार्रवाई की चेतावनी दी है। हमारे संवाददाता ने बताया है कि तेलंगाना क्षेत्र में हड़ताल के कारण जनजीवन पर असर पड़ रहा है।

 इमारतों को अनिवार्य रूप से भूकम्परोधी बनाने के लिए नई नीति बनाई जा रही है।  भू-विज्ञान मंत्री विलासराव देशमुख ने नई दिल्ली मे आयोजित एक समारोह में यह जानकारी दी। उन्होंने इस सिलसिले में कड़े कानून बनाने की आवश्यकता पर जोर दिया ताकि सभी शहरी निर्माणों में भूकम्परोधी तकनीकों को शामिल किया जा सके। श्री देशमुख ने कहा कि यह नीति भवन निर्माण से पहले पर्यावरण संबंधी मंजूरी दिए जाने के अनुरूप होगी। उन्होंने कहा कि भूकम्प का पहले से अनुमान नहीं लगाया जा सकता, लेकिन आम जनता को भूकम्प के खतरों को कम करने के बारे में जागरूक बनाना आवश्यक है।

 असम में लखीमपुर जिले के हरमाती में आज सुबह बम विस्फोट में दो लोग घायल हो गए। घायलों को तुरंत अस्पताल ले जाया गया। पुलिस सूत्रों ने बताया कि यह विस्फोट लालुक थाना क्षेत्र में हरमाती बाजार में हुआ। अपराधियों को पकड़ने के लिए तलाशी अभियान चलाया जा रहा है। अभी तक किसी भी संगठन ने इस विस्फोट की जिम्मेदारी नहीं ली है।

 केरल में त्रिशूर में पूर्व नक्सली और ट्रेड यूनियन नेता ग्रो वासु को आज सुबह पुलिस ने हिरासत में ले लिया। तमिलनाडु के तीन नक्सलियों सहित पांच अन्य लोगों को हिरासत में लिया गया है, जिनसे पुलिस पूछताछ कर रही है।
 पुलिस सूत्रों ने बताया कि इन सभी को त्रिशूर के रेस्ट हाउस से हिरासत में लिया गया।

  उत्तरप्रदेश में राज्य मानवाधिकार आयोग ने राज्य के प्रमुख सचिव और स्वास्थ्य अधिकारियों को जापानी एन्सेफटाइटिस यानि दिमागी बुखार की रोकथाम के लिए उचित कदम न उठाए जाने पर नोटिस जारी किया है। आयोग ने इस मामले में आज ही रिपोर्ट मांगी है। आयोग ने गोरखपुर और आसपास के जिलो ंमें इस बीमारी के फैलने की खबरों का संज्ञान लिया है। राज्य मानवाधिकार आयोग के सदस्य न्यायमूर्ति विष्णु सहाय ने उत्तरप्रदेश सरकार से जपानी बुखार के मरीजों के इलाज के लिए उचित उपाय करने को कहा है।
 पिछले ३६ घंटों में छह और लोगों की जापानी बुखार से मृत्यु हो गई है। इसके साथ ही पूर्वी जिलों में जापानी बुखार से मरने वालों की संख्या बढ़कर ४३८ हो गई है। हमारे गोरखपुर संवाददाता ने खबर दी है कि गोरखपुर के बीआरडी मेडिकल कॉलेज और आसपास के जिलों के अस्पतालों में दो सौ ६१ मरीजों का इलाज चल रहा है।

  अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने फिर कहा है कि आतंकवाद से लड़ाई में पाकिस्तान की सक्रिय भूमिका को लेकर अमरीका उस पर दबाव बनाये रखेगा। वाशिंगटन में एक अमरीकी समाचार एजेंसी के साथ बातचीत में उन्होंने कहा कि आतंकवादियों के खिलाफ लड़ाई जारी रहेगी। उन्होंने यह भी कहा कि अफगान-तालिबान, पाकिस्तानी तालिबान या हक्कानी नेटवर्क से संबंधित आतंकवादियों को मारने, गिरफ्तार करने या उनका प्रभाव कम करने के प्रयास जारी रहेंगे। श्रीमती क्लिंटन ने कहा कि कई देश तालिबान के सम्पर्क में हैं और अफगानिस्तान में दखलंदाजी कर रहे हैं।

 पाकिस्तान के उत्तरी वजीरीस्तान में अमरीकी ड्रोन हमले में आतंकवादी संगठन-हक्कानी नेटवर्क का एक वरिष्ठ कमांडर मारा गया है। एक अमरीकी अधिकारी ने इस बात की पुष्टि करते हुए कहा है कि जांबाज जादरान श्रंदइं्र र्ंकतंद नाम के इस कमांडर ने अफगानिस्तान की राजधानी काबुल और दक्षिण-पूर्वी अफगानिस्तान में अमरीकी और गठबंधन सेनाओं के अन्य ठिकानों पर हक्कानी नेटवर्क के हमलों में अहम भूमिका निभायी थी।

 असम के मुख्यमंत्री तरूण गोगोई ने राज्य में मिट्टी के कटाव की समस्या से निपटने के लिए बंगलादेश की विशेषज्ञता का इस्तेमाल करने की इच्छा जाहिर की है। श्री गोगोई ने कल गुवाहाटी में पूर्वोत्तर क्षेत्र विभाग मे सचिव जयति चन्द्रा के साथ बैठक में कहा कि असम की यह समस्या बंगलादेश के समान ही है। हमारे संवाददाता के अनुसार श्री गोगोई ने ब्रह्‌मपुत्र के जलमार्गों के इस्तेमाल के फायदों और पूर्वोत्तर क्षेत्र में बुनियादी ढांचा विकसित करने की जरूरत पर भी जोर दिया।
  बाढ़ और कटाव से लाखों लोग हर साल प्रभावित होते हैं। बाढ़ की वजह से ही फसल का भी भारी नुकसान होता है। सरकारी सूत्रों के अनुसार असम में १९५० से कम से कम चार लाख हैक्टेयर जमीन कटाव की वजह से गवाया है। हाल ही में ऊपरी असम के चार जिलों के तीन सौ तीस गांव के दो लाख पचास हजार लोग बाढ़ और कटाव से क्षतिग्रस्त हुए थे। अब इस समस्या का स्थाई हल खोजते हुए प्रदेश सरकार ने पड़ोसी बंगलादेश से मदद की मांग की है। मुख्यमंत्री तरूण गोगोई ने हाल ही में अपनी बंगलादेश यात्रा में कटाव से बचने के लिए बंगलादेश द्वारा उठाए गये कदम की जायजा लिया था। मानस प्रतिम सरमा, आकाशवाणी समाचार, गुवाहाटी।

 जम्मू-कश्मीर में श्रीनगर में कल राज्य के स्वास्थ्य और परिवार कल्याण मंत्री शाम लाल शर्मा ने केन्द्र और राज्य सरकार की संयुक्त रूप से आयोजित राष्ट्रीय स्वास्थ्य बीमा योजना का औपचारिक रूप से उद्घाटन किया। फिलहाल यह योजना जम्मू और श्रीनगर जिलों में लागू की गई है। बाद में धीरे-धीरे इसे राज्य के अन्य जिलों में लागू किया जाएगा। हमारे संवाददाता ने बताया है कि श्रीनगर और जम्मू में इस योजना से गरीबी रेखा से नीचे रह रहे लगभग ६६ हजार परिवारों को लाभ होगा।

 इस योजना से गरीबी रेखा से नीचे रहने वाले हर एक परिवार के पांच सदस्यों के इलाज केे लिए तीस हजार रूपये का प्रबंध रखा गया है। योजना के तहत केन्द्र और राज्य सरकार बीमा कंपनियों को प्रीमियम अदा करेंगी। इसमें से केन्द्र सरकार ९० प्रतिशत और राज्य सरकार १० प्रतिशत खर्चा वहन करेंगी। हर परिवार को एक स्मार्ट कार्ड जारी किया जाएगा, जिसके लिए उसे तीस रूपये देने होंगे। योजना के अंतर्गत सभी परिवारों के मुखियाओं का नाम कम्प्यूटर में स्टोर किया जाएगा। परिवार के मुखिया को स्मार्ट कार्ड दिया जाएगा, जिससे उनको राज्य सरकार की तरफ से चुने गये अस्पतालों में उनका और उनके परिवार का इलाज किया जा सकेगा। इस स्मार्ट कार्ड पर दस रूपये का खर्चा आएगा, जो कि केन्द्र सरकार उठाएगी। आकाशवाणी समाचार के लिए जम्मू से आर के रैना।

 मारूति सुजुकी इंडिया के मानेसर संयंत्र में हड़ताल के कारण उत्पादन ठप्प हो गया है। सुजुकी पॉवरट्रेन इंडिया लिमिटेड- एसपीआईएल के कर्मचारियों द्वारा उनके मानेसर संयंत्र के सहयोगियों के समर्थन में की जा रही इस हड़ताल से मारूति सुजुकी इंडिया के प्रबंधन के लिए स्थिति और कठिन हो गई है। कम्पनी ने गुड़गांव में इसकी प्रमुख फैक्टरी में हड़ताल के कारण इंजिनों और ट्रांसमीटरों की भारी कमी को देखते हुए आज और कल उत्पादन रोकने का फैसला किया है।
 कल पंजाब और हरियाणा उच्च न्यायालय ने मानेसर स्थित मारूति सुजुकी इंडिया कंपनी परिसर के १०० मीटर के दायरे में हड़ताल न करने के निर्देश दिये थे।

 बिहार के गया जिले में पिछले एक हफ्ते के दौरान जापानी  बुखार से आठ और बच्चों की मौत हो गई है। अनुग्रह नारायण मेडीकल कॉलेज के अधीक्षक सीताराम प्रसाद ने आकाशवाणी को बताया कि दो बच्चों की पिछले चौबीस घंटों में और छः की पिछले पांच दिनों में मृत्यु हुई है। उन्होंने कहा कि तीन दर्जन से अधिक बच्चे अब भी जीवन और मृत्यु से संघर्ष कर रहे हैं।
 राज्य सरकार ने सभी स्वास्थ्य अधिकारियों को प्रभावित क्षेत्रों में मैलाथिऑन छिड़कने के निर्देश दिए हैं।

 उत्तराखंड सरकार ने हर वर्ष श्रद्धालुओं और पर्यटकों की बढती संख्या को देखते हुए सार्वजनिक और निजी क्षेत्र की भागीदारी से एक हवाईअड्डा स्थापित करने का फैसला किया है। सरकारी विज्ञप्ति के अनुसार मुख्य सचिव सुभाष कुमार ने देहरादून में एक उच्चस्तरीय बैठक में वन और राजस्व अधिकारियों को हवाईअड्डे के लिए एक सप्ताह के भीतर जमीन निर्धारित को कहा है।
 मुख्य सचिव ने नागरिक उड्डयन विभाग को भारतीय हवाईअड्डा प्राधिकरण के अधिकारियों से प्रस्तावित अंतर्राष्ट्रीय हवाईअड्डे के लिए परामर्श लेने को कहा है। हमारे देहरादून संवाददाता ने खबर दी है कि सरकार ने इसके लिए लक्सर से हरिद्वार के बीच जमीन देखना शुरू कर दिया है।

 राष्ट्रीय मानवाधिकार आयोग ने सरकार से देश में दृष्टिबाधित लोगों के सशक्तिकरण के लिए अंतर्राष्ट्रीय सहयोग बढ़ाने की अपील की है। नई दिल्ली में दृष्टिबाधित लोगों के दो दिवसीय सम्मेलन के उद्घाटन समारोह को सम्बोधित करते हुए विशेष संयोजक पी के पिंचा ने शारीरिक रूप से अक्षम लोगों के लिए अधिक विद्यालय और संस्थान खोलने की जरूरत पर बल दिया। हमारे संवाददाता ने बताया है कि देशभर से २० संगठनों के डेढ़ सौ से अधिक शिष्टमंडल इस सम्मेलन में हिस्सा ले रहे हैं। यह शिष्टमंडल दृष्टिबाधित लोगों की शिक्षा, रोजगार और मनरेगा जैसी योजनाओं में उनकी भागीदारी जैसे मुद्दों पर चर्चा करेगा। इस सम्मेलन में विकलांग व्यक्ति अधिकारिता विधेयक के प्रावधानों पर भी चर्चा होगी।

 ऑस्ट्रेलिया के वैज्ञानिकों ने एक बड़ी कामयाबी हासिल की है। उन्होंने विश्व की पहली ऐसी दवाई बनाने का दावा किया है जो मोतियाबिंद से होने वाले अंधेपन का इलाज कर सकेगी। कल्पेन नाम के एक प्रोटीन के आंखों की पुतलियों को ढक लेने से मोतियाबिंद होता है। यह प्रोटीन बढ़ती उम्र  सहित कई कारणो ंसे बढ़ जाता है। इस समय मोतियाबिंद को केवल सर्जरी और कृत्रिम लैंस लगाकर ही ठीक किया जा सकता है।

The Prime Minister has called for voluntary disclosure of information in public domain proactively  for greater transparency by the government as well as corporate sectors.  Expressing concern over delay in the disclosure of information not covered by the exemption provisions of the Right to Information Act,  Dr. Manmohan Singh exhorted the officials to voluntarily put information in public domain without waiting for applications from information seekers.  He said the Right to Information is a huge step forward to curb corruption and improving the process of governance.  He was addressing the sixth convention of the Central Information Commission in New Delhi today.

I would like to mention here our initiative to enact legislation of the protection of whistleblowers which would further strengthen Right to Information. We expect this law to be enacted in the next few months.  And it will, among other things, help in prevention of violence against those who seek to expose wrong doings in out public administrations.

The Prime Minister said that the RTI enables access to information even from a private body that comes under a regulatory framework.  This assumes an added significance in the context of an increasing number of projects being taken up in the Public Private Partnership mode.

I hope the discussions would also cover the commitment and responsibility of the private sector companies for dissemination of certain basic information relating to their operations.

 Elaborating the need to strike a balance between request for information and  limited time and resources available with public authorities, he asserted that requests for information having no bearing on public interest,  is not really desirable.
 Supporting  a critical review of the RTI Act, he noted  that Information sought  through RTI, should not adversely affect delivery process in governance. Dr. Singh maintained that bringing opinions in public scrutiny can discourage officials from giving honest and full views.

India and Myanmar have signed an agreement to strengthen cooperation in the areas of science and technology and a MoU in health care. The agreements were signed after the delegation level talks between the Prime Minister Dr Manmohan Singh and the visiting Myanmar President U. Thein Sein at Hyderabad House in New Delhi today.

Strengthening of strategic cooperation besides partnership in energy sector remained at the centre of discussions between the two. Intensifying cooperation in  security and defence fields also figured prominently in the talks between the two leaders two sides also held  discussions on key transport projects to accelerate connectivity between the two countries. The economic cooperation between the two countries is on the upswing and the bilateral trade which is at present at 1.28 billion dollars is expected to touch three billion dollars by 2015.

The Myanmar President, who is on a four-day state visit to India has assured New Delhi  that it will not allow its territory to be used by insurgents against India.
Mr. Thein Sein, who reached New Delhi last evening, was  accorded ceremonial reception at the Forecourt of Rashtrapati Bhawan  this morning.  The President Mrs. Pratibha Devisingh Patil is hosting a banquet in the honour of the visiting dignitary this evening. Mr. Thein Sein will also visit the Indian Council of Agriculture Research on Saturday before leaving back home to boost cooperation in agriculture sector as Myanmar has vast tracts of cultivable land. Our correspondent reports that the maiden visit of the President of Myanmar is bound  to scale up political and economic cooperation between the two countries.

The government has decided to offer E auction of coal to ensure faster supply to Power generation units. This step is expected to help power sector to overcome the temporary shortage of coal. An official press release said that the Coal Ministry will allocate additional quantity of coal to the power sector from the e-auction quota.
E-auction is a process whereby coal is sold at spot market price. Around 10 per cent of the total coal produced by state-run Coal India is sold through e-auction.
Coal Minister Sriprakash Jaiswal took stock of the coal availability for the power sector with senior officials and Head of Public Sector Coal Companies. The Minister directed the officials to immediately increase loading of coal to 180 rakes per day from the present 153 rakes. Out of these 145 rakes will be reserved for the power sector.

A new policy for making it mandatory to build earthquake resistant buildings is on the anvil. This was revealed by Minister of Earth Sciences Vilasrao Deshmukh at a function in New Delhi. Mr Deshmukh stressed the need for putting in place stringent laws so that all urban infrastructures incorporate  earthquake resistant techniques. He said that the policy will be on the lines on environmental clearance given to buildings before their construction. Stating that earthquakes can not be predicted, Mr Deshmukh said that general public must be made aware about mitigating earthquake risks.

 In Andhra Pradesh, about 124 trains including express and long distance trains have been cancelled in 11 sections of South Central Railway due to the call for Rail Roko agitation by Telegana protestors. Over 50 more trains have been partially cancelled while 95 other trains have been diverted, rescheduled or regulated for the next three days. The cancellation of train services will also affect the services to other states including Tamilnadu, Karnataka, Maharastra, Kerala and Goa.   Our correspondent reports, that normal life in the Telangana region continues to be affected by the Strike.

"This is the second time that the rail services have been severely affected due to the ongoing Telangana agitation in the past one month. Despite assurances given by the State Government and Police, the Railway authorities have opted for canceling and diverting trains while keeping the safety of the passengers in view. However, about 20 trains will be run with security for the convenience of passengers. Meanwhile, Elaborate Security arrangements have been made at all sensitive places through out the region in the wake of the Rail Roko agitation. Besides the state police, 18 companies of additional central forces have been called in for maintaining law and order. Section 144 has been already imposed at some places as a precautionary measure. In Assam, two persons were injured in a bomb blast at Harmati in Lakhimpur district this morning. The injured persons were rushed to the civil hospital. Police sources said  that the blast occurred at Harmati market under Laluk Police station. A search operation is on to nab the culprits. So far no group has claimed responsibility for the blast.
       Our correspondent reports that in another instance, security personnel recovered an IED bomb at Kukurkata in Goalpara district of the state.

The Centre has advised authorities in four metros besides Hyderabad and Bangalore to remain on high alert as terrorists may try to strike during the festival season. The advisory has been issued in the wake of the recent recovery of an explosives laden car at Ambala.
    Home Ministry sources said there are some intelligence agencies inputs about imminent terror strike. Keeping in view these inputs, the Centre has asked authorities in Delhi, Mumbai, Kolkata, Chennai, Hyderabad and Bangalore to remain on high alert.
    It has also asked police chiefs of these cities to intensify vigil and deploy additional forces in all sensitive locations, religious places, markets, airports, railway stations, bus terminals and other crowded places to ensure peace.

In Kerala, former Naxalite and trade union leader Gro Vasu was taken into custody by the police in Thrissur this morning.  Five others, including three from Tamil Nadu, were also taken into custody and are being questioned by the police. Police sources said,  all of them were taken into custody from Thrissur Rest House, while returning after visiting a person with Maoist links.

A Parliamentary panel has invited suggestions on the Land Acquisition, Rehabilitation and Resettlement Bill, 2011. The bill has been introduced in Lok Sabha in September this year. Suggestions have been sought from individuals, stake holders and related groups.

The Land Acquisition, Rehabilitation and Resettlement Bill, 2011 seeks to ensure a humane, participatory, informed consultative and transparent process for land acquisition. It also seeks development of essential infrastructural facilities and urbanisation with least disturbance to the owners of the land and other affected families.

In Jammu and Kashmir, the Rashtriya Swasthya Bima Yojna, jointly sponsored by the Centre and State governments was formally launched by State Health and Family Welfare Minister Sham Lal Sharma in Srinagar yesterday. The scheme has been initially launched in the twin capital districts of Jammu and Srinagar and will be gradually extended to all the districts of the State. Our Correspondent reports that the initial launch of the scheme will benefit around 66,000 BPL families in Srinagar and Jammu.

 Entitled to cashless hospitalization coverage for most of the diseases through the network of identified hospitals up to expenditure of Rs. 30,000/- per family per annum. This will cover five members of a family which include the head of the household, spouse and up to three dependents. The Central and State Governments will pay the premium to the healthcare providers (insurance companies) being selected by the State Government. The contribution will be on 90-10 basis annually and the beneficiary family has to pay only registration fee of Rs. 30/- only. The US Secretary of State Hillary Clinton has reiterated that America will continue to mount heavy pressure on Pakistan for a positive role in the war on terror.  In an interview with an American news agency in Washington, Clinton said war against terrorists will persist, adding that efforts will continue to kill, arrest or dilute the influence of militants belonging to Afghan Taliban, Pakistani Taliban or Haqqani network. She said several countries are in contact with Taliban and interfering in Afghanistan.

 India and the United States have agreed to explore new models for educational institutions to take knowledge partnership to a higher level. This will also help in further deepening the bilateral strategic  cooperation. In a Joint Statement issued at the end of the India-US Higher Education Summit in Washington, the goals of the partnership were outlined. Human Resource Development Minister Kapil Sibal, during discussions in the summit, made it clear that India is keen to strengthen teacher exchange programmes to promote development of human resources. New Delhi  intends to sponsor initially up to 1,500 faculty and junior scholars to leading universities and research institutes in the United States.

In what could be called a major breakthrough, Australian scientists claim to have created the world's first drug which can prevent blindness from cataracts. Cataracts are formed when a protein, known as calpain, clouds the eye lens and impairs vision. The protein can be activated by various triggers, including aging. Currently, the only treatment is to have the cloudy lens surgically removed and replaced with a synthetic lens.
Now, a team, led by Adelaide University, says this is for the first time that a non-surgical cure for the debilitating condition has been discovered.

Chief Minister Mr. Tarun Gogoi in his meeting with  Secretary, Ministry of Development of North-Eastern Region,  Jayati Chandra in Guwahati yesterday said,  the problem of erosion in Assam was similar to Bangladesh.   Mr.Gogoi also stressed on the benefits of using the waterways of the river Brahmaputra and the need to develop infrastructure in the region.  We have more from our Correspondent:
Flood and erosion affect lakhs of people every year across the state. Flood also damages standing crops leaving many farmers in miserable conditions. According to official reports, Assam has lost more than four lakh hectare lands due to erosion since 1950.Around 2 lakh 50 thousand people in 330 villages have been affected in recent flood and erosion in four districts of Upper Assam. Now, state government has sought help from the neighboring country to solve the problem permanently. The Union Minister of State for Consumer Affairs Mr K.V Thomas today asked the manufactures and exporters to comply fully to the prescribed standards and regulations to protect consumer interest and also boost overseas confidence in Indian manufactured goods and products. He said this while speaking at a function to  mark the World Standards Day in New Delhi with the theme 'International Standards - creating Confidence Globally'. He said that the country has to play a vital role in the area of greater international competitiveness.

Human Rights Commission, NHRC today urged the government  to  enhance international co-operation for empowerment of  the visually impaired people in the country.  Addressing the inaugural function of the two day National conference of the Blind in New Delhi, Special Rapporteur of NHRC  Mr. P.K Pincha also stressed the need for setting up of more schools and institutions for the  disabled. Our Correspondent reports that more than 150 delegates from over 20 organisations of the blind from across the country are participating in the conference.

Overall inflation eased marginally to 9.72 per cent in September, this year, from 9.78 per cent in August. Inflation, as measured by the Wholesale Price Index, had stood at 8.98 per cent in September 2010. According to data released by the government today, food items became 9.23 per cent more expensive during September, on an annual basis. Overall, vegetable prices rose 14.04 per cent during September. Inflation in overall primary articles stood at 11.84 per cent  in September, compared to 12.58 per cent in August. Prices of manufactured products, which have a weight of around 65 per cent in the WPI basket, rose 7.69 per cent, year-on-year, in September, compared to 7.79 per cent in August.And the figure for overall inflation in June this year, has been revised upward to 9.36 per cent, from the provisional estimate of 9.22 per cent.

The Sensex at the Bombay Stock Exchange rose 44 points, or 0.3 per cent, to 16,928 in opening trade, this morning, on buying in select stocks by investors. Later, the Sensex gained some more ground, and stood 71 points, or 0.4 percent in positive territory, at 16,955 in afternoon trade, a short while ago.

       But other Asian markets in Japan, China, Hong Kong, Indonesia, and Taiwan were down by between 0.4 percent and 1 percent, today, as data showed that Chinese inflation in September remained at uncomfortably high levels. Over in the US, the Dow Jones Industrial Average had lost 0.4 per cent, overnight.

The  Rupee gained 2 paise to  49.10 Rupees per US dollar in early trade. The Rupee had closed 17 paise lower at 49.12 Rupees per US dollar in yesterday's trade on dollar demand and weakness in equities.

M.S. Dhoni led Team India will be without its 7 key players, which includes Sachin Tendulkar, Harbhajan Singh and Zaheer Khan. Gautam Gambhir has, however, made a come back to the injury-hit side.  Former champions Churchill Brothers today outplayed Shillong Lajong FC 4-1 to set up a summit clash against Prayag United in the 124th Durand Cup football tournament in New Delhi. Prayag United had defeated Pune FC 2-0 in the first semifinal yesterday.
Twice champions Churchill will, however, miss their star striker Henri Arnaud in the final tomorrow as the Gabon international was sent off in the 55th minute after receiving a second yellow card.

 In Hockey, defending champion Indian Oil takes on Bharat Petroleum while Air India plays Namdhari-XI, today in the semifinals of the Indian Oil SERVO Surjit Hockey Tournament in Jalandhar. Namdhari-XI had defeated ONGC 4-1 yesterday, while Air India beat Punjab & Sind Bank 2-1 to enter into the semis. Earlier, Indian Oil had defeated Punjab Police while Bharat Petroleum beat RCF Kapurthala to enter the semifinals. The tournament is being played at Olympian Surjit Hockey Stadium.
