संसद की स्थायी समिति ने कल लोकपाल विधेयक पर   रिपोर्ट को मंजूरी दे दी। समिति के अध्यक्ष अभिषेक मनु सिंघवी ने संसद के बाहर पत्रकारों को बताया कि शुक्रवार को इसे संसद में पेश किया जाएगा। उन्होंने कहा कि समिति के कुछ सदस्यों ने ग्रुप-सी और ग्रुप डी कर्मचारियों को विधेयक के दायरे में लाने के मुद्दे पर असहमति व्यक्त की है।
मुझे बहुत हर्ष है। समिति ने यह रिपोर्ट स्वीकृत कर ली है। यह रिपोर्ट असहमती के साथ जो नोट्स आए हैं उनको लगाकर स्वीकृत हुई है। इस समिति की रिपोर्ट अब संसद में प्रजेन्ट की जाएगी। लगभग पच्चीस मुद्दे इसमें बड़े विस्तार से व्यापक रूप से डिस्कस हुए हैं।
अनुसूचित जाति और जनजाति संसदीय मंच ने प्रस्तावित लोकपाल में महिलाओं, अनुसूचित जाति, जनजाति तथा अन्य पिछड़े वर्गो को आरक्षण देने की मांग की है। कांगे्रस सांसद और मंच के सदस्य पी एल पूनिया ने कल बताया कि इस मुद्दे पर बातचीत के लिये उन्होंने प्रधानमंत्री से आज का समय मांगा है। श्री पूनिया ने कहा कि अगर यह मांग नहीं मानी गयी तो दोनों सदनों में मंच के सभी १६६ सदस्य कार्यवाही का बहिष्कार करेंगे। मंच के सदस्य और लोक जनशक्ति पार्टी नेता रामविलास पासवान ने कहा है कि लोकपाल से संबंधित स्थायी समिति ने उनकी बात नहीं सुनी।

बिहार लोकायुक्त विधेयक २०११, राज्य विधानसभा में कल पारित कर दिया गया। मुख्यमंत्री नीतिश कुमार ने बताया कि नया लोकायुक्त विधेयक मजबूत बनाया गया है, जो भ्रष्टाचार मिटाने में प्रभावशाली रहेगा।
यह सशक्त लोकायुक्त का प्रावधान किया गया है और लोकायुक्त के चयन की पूरी प्रक्रिया से कार्यपालिका को अलग कर दिया गया है, ताकि स्वतंत्र ढंग से सेलेक्शन कमेटी एक सर्च कमेटी बनाकर उसका चयन करे।
विपक्षी दलों ने विधेयक को पारित करने में जल्दबाजी किये जाने का मुद्दा उठाया।
हमारे पटना संवाददाता ने खबर दी है कि नये लोकायुक्त विधेयक के दायरे में मुख्यमंत्री, पूर्व मुख्यमंत्री और मंत्री भी होंगे। राज्य विधानसभा के अध्यक्ष और विधान परिषद के सभापति के अलावा विधायक, पूर्व विधायक भी इसके दायरे में आयेंगे।

सरकार ने कर चोरी और कालेधन की समस्या से निपटने के लिए अधिक अंतरराष्ट्रीय सहयोग और कर प्रणाली की दिशा में वैश्विक तालमेल पर जोर दिया है। वित्तमंत्री प्रणब मुखर्जी ने आज नई दिल्ली में कर और समानता के बारे में एक अंतरराष्ट्रीय सम्मेलन को संबोधित करते हुए यह बात कही। श्री मुखर्जी ने कहा कि वैश्विक कर चोरी की समस्या से प्रभावी ढंग से निपटने की आवश्यकता है। उन्होंने आशा व्यक्त की कि प्रत्यक्ष कर संहिता अगले वर्ष पहली अप्रैल से लागू हो जाएगी। इसमें देश के कर कानूनों को आधुनिक बनाने की व्यवस्था है।

सरकार ने कहा है कि कालेधन के खिलाफ की जा रही कार्रवाई का परिणाम अगले पांच वर्षों में दिखाई देगा। वित्त सचिव आर.एस. गुजराल ने कल नई दिल्ली में कर और समानता के बारे में एक अंतरराष्ट्रीय सम्मेलन से बाहर पत्रकारों को बताया कि इस बारे में करीब दस देशों ने भारत को सूचना मुहैया कराई है। उन्होंने कहा कि बैंकिंग सूचनाओं और आंकडा+ें के आदान-प्रदान के महत्व को रेखांकित करने में अंतरराष्ट्रीय मंच पर भारत अहम भूमिका निभा रहा है।

भारतीय जनता पार्टी ने खाद्य सामग्रियों और अन्य जरूरी वस्तुओं की कीमतों में वृद्धि के लिए यू.पी.ए. सरकार को जिम्मेदार ठहराया है। पार्टी नेता वेंकैया नायडू ने कल राज्यसभा में महंगाई पर चर्चा की शुरुआत करते हुए आरोप लगाया कि सरकार मुद्रास्फीति नियंत्रित करने के लिए अपनी वित्तीय, मौद्रिक और बाजार हस्तक्षेप के उपाय करने में विफल रही है।
मूल्यवद्धि, मुद्रास्फीति, काला, बाजारी जैसे मुद्दे पर सरकार द्वारा कोई कदम नहीं उठाया गया है। दूरदर्शिता का अभाव, सही योजना बनाने में विफलता, आयात-निर्यात में भ्रष्टाचार, यह सब सरकार की गलत आर्थिक नीतियों के कारण ही है।
कांगेस की डॉक्टर प्रभा ठाकुर ने कहा कि यूपीए सरकार आम लोगों के कल्याण के लिए प्रतिबद्ध है और इसके लिए अनेक कदम उठाए गए हैं। उन्होंने कहा कि मुद्रास्फीति रोकने के लिए सरकार आवश्यक कदम उठा रही है। 
जिस तहर दिल्ली में दिल्ली सरकार में ऐसे काला बाजारी करने वाले लोगों पर छापे मारे गए। उनके अनाजों को जब्त किया गया। राजस्थान में कार्रवाई हुई। मिलावटी चीजों के खिलाफ कार्रवाई हुई, अभियान चलाया गया। ऐसे लोगों को जब्त किया गया। महाराष्ट्र में इस तरह से कार्रवाई हुई। जहां-जहां कांग्रेस की सरकारें थीं।
मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने कृषि क्षेत्र में वायदा कारोबार पर प्रतिबंध लगाने और पेट्रोलियम पदार्थों की मूल्यवृद्धि वापस लेने की मांग की।

सरकार ने त्रिपुरा, मणिपुर और मेघालय में अलग-अलग उच्च न्यायालयों के गठन को मंजूरी दी है। प्रधानमंत्री डॉ. मनमोहन सिंह की अध्यक्षता में केंद्रीय मंत्रिमंडल की बैठक में त्रिपुरा, मणिपुर और मेघालय में अलग-अलग उच्च न्यायालयों के गठन के लिए पूर्वोत्तर क्षेत्र पुनर्गठन अधिनियम १९७१ में संशोधन के प्रस्ताव को मंजूरी दी। हमारे संवाददाता ने खबर दी है कि सभी पूर्वोत्तर राज्य गुवाहाटी उच्च न्यायालय के दायरे में आते हैं। सिक्किम में अलग उच्च न्यायालय है। प्रधानमंत्री ने पिछले सप्ताह अपने इम्फाल दौरे में मणिपुर उच्च न्यायालय के नवनिर्मित भवन का उद्घाटन किया था।

लोकसभा में कल ध्वनिमत से दामोदर घाटी निगम संशोधन विधेयक - २०११ पारित हो गया। ऊर्जा मंत्री सुशील कुमार शिंदे ने बताया कि पश्चिम बंगाल और झारखंड राज्य सरकारों के परामर्श से दामोदर घाटी निगम में प्रशासनिक सुधार किए गए हैं। उन्होंने जानकारी दी कि परियोजना क्षेत्र के कुछ बांधों के पुराने हो जाने से जल प्रबंधन में कठिनाई हो रही है। श्री शिंदे ने आश्वासन दिया कि जिन विस्थापितों का पुनर्वास नहीं हो पाया है, उनकी शिकायतों पर ध्यान दिया जाएगा।

अमरीका से गतिविधियां चलाने वाले अलगाववादी नेता सैयद गुलाम नबी फई ने पाकिस्तानी खुफिया एजेंसी आईएसआई के लिए जासूसी करने और कश्मीर पर अमरीकी नीति को प्रभावित करने के लिए अमरीकी संसद के निचले सदन में अवैध तौर पर लॉबिंग करने के आरोप स्वीकार कर लिया है। फई ने आईएसआई से गुपचुप तरीके से धन मंगवाने और अमरीकी सरकार को दो लाख से चार लाख डॉलर तक की राजस्व हानि पहुंचाने का भी आरोप भी स्वीकार किया।
अमरीका में वर्जीनिया की ईस्टर्न डिस्ट्रिक्ट अदालत में कश्मीरी अमरीकन कांग्रेस के अध्यक्ष फई ने स्वीकार किया कि उसने आईएसआई से वर्ष १९९० से २०११ तक ३५ लाख डॉलर की धनराशि प्राप्त की है। फई ने अदालत में माना कि वह सुरक्षा निदेशालय के प्रमुख सहित आईएसआई के अधिकारियों के सीधे सम्पर्क में था। वर्जीनिया के एटार्नी नील मैकब्राइड ने इस बारे में न्यायालय को जानकारी दी। फई सजा सुनाए जाने तक नजरबंद रहेगा। उसे जासूसी के आरोप में १९ जुलाई को गिरतार किया गया था।
पाकिस्तान मामलों के जानकार राहुल जलाली ने इस घटना को पाकिस्तान के लिए चेतावनी बताया है-
अब यह साफ हो गया है कि उनके सामने जब कोई रास्ता नहीं रहा ये बात आ गई कि वो अब जेल में जाएंगे, तो उन्होंने यही सोचा कि यह बात मानने से ही सही बेहतर रहेगा कि वो एक आई. एस. आई के ऑपरेटर थे अमरीका में। इस बात से यह साफ है कि जो कार्रवाई पाकिस्तान किए जा रही है अमरीका में और बाकी मुल्कों में जहां उन्होंने अपने एजेन्ट रखे हुए हैं। जिनको पैसा दिया जाता है कि वो कश्मीर के बारे में एक गलत रूप से उनका केस पेश करे वह अब साफ हो गया है कि चलने वाला नहीं है।
फई को जासूसी के आरोपद में १९ जुलाई को गिरफ्‌तार किया गया था।

दक्षिण अफ्रीका के डरबन शहर में जलवायु परिवर्तन पर जारी संयुक्त राष्ट्र सम्मेलन में प्रतिनिधि ग्रीन क्लाइमेट कोष बनाने पर सहमति के करीब पहुंच गये हैं। इस कोष के गठन का उद्देश्य धरती के बढ़ते तापमान की समस्या से निपटने में गरीब देशों की मदद करने और उन्हें जलवायु परिवर्तन से निपटने के वैश्विक प्रयासों में शामिल होने के लिए प्रेरित करना है।
धरती के बढ़ते तापमान से सबसे ज्यादा प्रभावित होने वाले गरीब देशों की मदद के लिए धनी देशों ने वर्ष २०२० तक सालाना एक सौ अरब डॉलर देने की प्रतिबद्धता व्यक्त की है। इस धनराशि से उन्हें अपनी अर्थव्यवस्थाओं को अनुकूल बनाने तथा मौसम के प्रतिकूल प्रभावों से अपनी सुरक्षा करने में मदद मिलेगी।

मिस्र में प्रधानमंत्री कमाल अल गंजोरी के नेतृत्व में राष्ट्रीय अंतरिम सरकार ने कार्यभार संभाल लिया है। ये सरकार चुनाव प्रक्रिया संपन्न होने तक देश की बागडोर संभालेगी। राजधानी काहिरा के गीजा जिले के पुलिस प्रमुख रह चुके मोहम्मद इब्राहिम यूसुफ देश के नये गृह मंत्री होंगे। मुमताज अल सईद देश के नये वित्त मंत्री होंगे, जबकि विदेश मंत्री मोहम्मद कमाल अम्र सहित दस से ज्यादा मंत्री अपने पदों पर बने रहेंगे।

वाणिज्य और उद्योग मंत्री आनंद शर्मा ने २२ में से १३ भारतीय व्यापारियों को चीन द्वारा छोड़े जाने पर संतोष व्यक्त किया है। इन व्यापारियों को पिछले साल चीन में हीरों की तस्करी के आरोप में गिरफ्‌तार किया गया था। कल नई दिल्ली में जारी एक सरकारी विज्ञप्ति में बताया गया है कि आनंद शर्मा ने चीन के उद्योग मंत्री को पत्र लिखकर भारत सरकार की खुशी का इज+हार किया।
चीन की एक अदालत ने बाकी ९ व्यापारियों को लगभग ७३ लाख अमरीकी डॉलर मूल्य के हीरों की तस्करी का दोषी पाए जाने पर अलग-अलग अवधि की जेल और जुर्माने की सज+ा सुनाई है।

लोकपाल विधेयक के मसौदे पर संसद की स्थायी समिति से कुछ असहमतियों के साथ मंजूरी मिलने की खबर आज कई अखबारों के पहले पन्ने पर है। अमर उजाला लिखता है-लोकपाल मसौदे पर असहमति के सुर। हरिभूमि के अनुसार-प्रधानमंत्री लोकपाल के दायरे में हों या नहीं संसद करेगी फैसला। देशबंधु लिखता है-संसद के भरोसे विवादित मुद्दे। नईदुनिया की खबर है-१६ सदस्यों ने असहमति दर्ज कराई, कांग्रेस के तीन सांसदों ने ग्रुप सी कर्मचारियों को भी लोकपाल के दायरे में लाने की मांग की। 
हिंदुस्तान की खबर के मुताबिक भ्रष्ट कर्मचारियों पर लोकपाल की लगाम कसने की कोशिश के साथ-साथ मेहनती कर्मचारियों को बेहतर काम का सरकार देगी इनाम। छठे वे आयोग की सिफारिशों के अनुसार नए साल में केंद्रीय कर्मचारियों को परफॉमेर्ंस बोनस दिया जा सकता है।
दिल्ली में सड़कों पर भीड़ घटाने की कोशिश में कंजेशन टैक्स लगाने के प्रस्ताव पर नवभारत टाइम्स की सुर्खी है-महंगा पड़ेगा गाड़ी से गुजरना। हिंदुस्तान के अनुसार-बढ़ेगा टैक्स घटेगा जाम।

डरबन जलवायु परिवर्तन सम्मेलन में हो रही चर्चा पर नईदुनिया का कहना है-भारत के एजेंडे को मिली शुरुआती जीत। बराबरी, स्थायी विकास और बहुदेशीय व्यापार को चर्चा के मसौदे में जगह मिली। जनसत्ता ने डरबन में व्यापारियों की पदचाप पर सवाल उठाया है कि क्या पर्यावरण किसी नए व्यवसाय का रूप लेने जा रहा है।

The Parliamentary Standing Committee on Lokpal Bill adopted its report yesterday. The Chairman of the committee, Mr. Abhishek Manu Singhvi told reporters outside Parliament that some of the members have given dissenting views on the issue of group'C' and 'D' staff being brought under the ambit of the Bill.  The report is likely to be tabled in parliament tomorrow.
"As far as the Lokapal  Bill is concerned appears to be over now. The adoption has been done. I expect to lay this in the very near future, probably on Friday before the houses of parliament. The report has been adopted subject to various dissent notes, most of the dissent notes were submitted and all dissent notes will be faithfully reflected in the table of contents and in the main report. This report addresses some 25 odd issues."

The Bihar Lokayukta Bill, 2011, was passed in the state Assembly yesterday. Chief Minister Nitish Kumar said, the new Lokayukta Bill had been made stronger and move effective to eliminate corruption. AIR Patna Correspondent reports that the Chief Minister, former Chief Ministers and Ministers have been included under the ambit of the New Lokayuta Bill.
"The post of chief minister, assembly speaker, chairman of legislative council and government employees among others have been brought under the ambit of Lokayukta. Former Chief ministers and ministers will also come under the purview of Lokayukta. Under the provision of new lokayukta bill, the whistler would be given all protections. Besides, the office of Lokayukta will have its vigilance and prosecution wing to take the corruption cases to there logical conclusion. KK Lal. Air News, Patna"

The Rajya Sabha discussed the issue of price rise yesterday.  Initiating a debate on the issue, BJP party leader, Venkaiah Naidu alleged that the government has failed in its fiscal, monetary and market intervention measures to contain inflation.
"There is price rise, there is inflation, there is black market and then there is so much approval, nothing is being done by the government. So lack of foresight, lack of proper planning, lack of leadership, on the top of it sheer incompetence, wrong economic policies, massive corruption in export and import are the main reasons for corruption over the price rise. Its because of the government's mismanagement only and wrong economic policies only."
Dr Prabha Thakur of the Congress said, the UPA government is committed to the welfare of the common man and has taken several measures in this regard. She said, the government is making all out efforts to address the issue of inflation.
"Delhi government raided black marketiers in Delhi. In Rajasthan, investigation was done against adulteration materials. I want to know why protection has been given to those states where BJP government are in power it is the moral responsibility of state government to ensure implementation of moral duties."
Mr Sitaram Yechury of the CPIM demanded a ban on forward trading in the agriculture sector and roll back of petrol prices.
"If the prices do not rise, those who make speculation in this forward trading do not make any profits. So the pressure for prices to rise automatically there, when you have this sort of accumulative value that is there in this forward speculative trading. Ban all forward trading and speculation trading in agricultural commodities." The debate on the issue will continue today.

The Government has  approved the setting up of separate High Courts for Tripura, Manipur and Meghalaya. A meeting of the Union Cabinet, chaired by the Prime Minister Manmohan Singh, gave its approval to the proposal to amend the North-Eastern Areas  Reorganisation  Act, 1971, to set up the separate High Courts in Tripura, Manipur and Meghalaya  Our Correspondent reports that all the northeastern states come under the jurisdiction of the Gauhati High Court. Sikkim has a separate High Court. The Prime Minister had, during his visit to Imphal last weekend, inaugurated the newly-constructed building of the Manipur High Court.

The Delhi High Court has asked Centre and Telecom Regulatory Authority of India to explain their its stand on a public interest litigation challenging limiting of bulk short messages from a single sim to a maximum of 200 in a day. A bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw issued notices to the Ministry of Telecommunication and the Telecom Regulatory Authority of India. Seeking their replies within two weeks, the bench adjourned the matter for the next hearing on January the 18th. The bench was hearing a petition by Telecom Watchdog Secretary Anil Kumar challenging the rule as arbritrary.

US-based Kashmiri separatist leader Syed Ghulam Nabi Fai, pleaded guilty to federal charges of spying for the Pakistani  agency the ISI and illegally lobbying Congress to influence the American policy on Kashmir. Fai, also acknowledged secretly receiving money from the ISI through clandestine routes and causing huge revenue losses to the US government. Pleading before the US Eastern District Court of Virginia, Fai, head of the Kashmiri American Council   agreed to the charges of the federal prosecutors that he received at least 3.5 million US dollars from the ISI between 1990 to 2011 and was in direct contact with ISI officials including the head of its security directorate. Fai was arrested on spying charges on July the 19th and then put under house arrest. Noted journalist Rahul Jalali opines that Fai's confession has exposed nefarious activities of the ISI.
"Ghulam Nabi FAI, the ISI agent or rather someone who has been caught operating for the ISI in the United Staes, has now turned approver. During his tenure as the person who headed the American Kashmir Council, Ghulam Nabi Fai had distributed money and lobbied with American sanitor for the Pakistani version of Kashmir. He had faced a threat of going  to bars, therefore FAI on seeing no other option has turned approver and with this Pakistani bid to corner opinion on Kashmir through nefarious means has now been totally exposed.

Negotiators at the International Conference on Climate Change in Durban  are close to agreeing the shape of a Green Climate Fund, which is  designed to help poor nations tackle global warming and nudge them towards a new global effort to fight climate change. Rich countries have pledged up to a $100 billion dollar a year by 2020 to aid the poor  states most directly affected by rising global temperatures to adapt their  economies and protect themselves from adverse weather.

India has firmly defended it's environment policy at the conference and said it has a very small carbon footprint and was implementing ambitious energy efficiency programmes. Environment Minister Jayanthi Natarajan, who is leading the Indian delegation at the 12-day talks  said that India needs to continue on the development track along with battling the climate change crisis.

Commerce and Industry Minister Annand Sharma has expressed relief over the release of 13 of 22 Indian businessmen who were arrested in China last year for allegedly smuggling diamonds. An official release said in New Delhi yesterday that Commerce and Industry Minister has written to his Chinese counterpart conveying the deep appreciation of the Indian government. The minister had strongly raised this issue with Chinese Trade Minister Chen Deming during the meeting of the Joint Economic Group in Beijing on 19th January 2010. Nine Indian traders were  sentenced by a Chinese court with varied jail terms and fines for smuggling diamonds worth 7.3 million US dollars to the country even as 13 others got a reprieve as they were ordered to be deported.

India pressed for greater international cooperation and global alignment of taxation systems to deal with the menace of tax evasion and black money. Finance Minister Pranab Mukherjee said this yesterday while addressing a global conference on tax and inequality. Mr Mukherjee said, Centre has adopted a five-pronged strategy to deal with the issues of tax evasion and black money. वित्तमंत्री प्रणव मुखर्जी ने कहा है कि कमजोर वितरण प्रणाली, अंतरराष्ट्रीय अर्थव्यवस्था और दुनिया में पेट्रोलियम पदार्थों की कीमतों में वृद्धि सहित ऐसे कई मुद्दे हैं, जो महंगाई के लिए जिम्मेदार हैं। महंगाई के मुद्दे पर राज्यसभा में बहस का जवाब देते हुए श्री मुखर्जी ने विपक्ष के आरोपों को खारिज किया और अपने दावे के समर्थन में आंकड़े पेश किए। उन्होंने कहा कि मुद्रास्फीति में कमी आई है। उन्होंने आर्थिक सुधारों की प्रक्रिया में, खासकर मल्टी ब्रांड खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश जैसे मुद्दों पर विपक्ष से सहयोग मांगा। श्री मुखर्जी ने कहा कि खाद्य पदार्थों की मुद्रास्फीति २९ अक्टूबर को समाप्त सप्ताह में ग्यारह दशमलव आठ प्रतिशत थी, जो २६ नवंबर को समाप्त सप्ताह में गिरकर छह दशमलव छह प्रतिशत हो गई। उन्होंने कहा कि अंतरराष्ट्रीय परिस्थितियों के कारण पेट्रोल की कीमतें बढ़ानी पड़ीं।

इससे पहले विपक्षीे सदस्यों ने महंगाई के मुद्दे पर सरकार पर विफलता का आरोप लगाते हुए उसकी आलोचना की। लोकसभा में भी इस मुद्दे पर चर्चा हुई। भारतीय कम्युनिस्ट पार्टी के गुरुदास दासगुप्ता ने चर्चा शुरु करते हुए सरकार पर महंगाई पर काबू न पाने का आरोप लगाया। विपक्ष की नेता सुषमा स्वराज ने भी आरोप लगाया कि सरकार महंगाई को प्रभावी ढंग से नहीं रोक सकी। उन्होंने कहा कि सदन में कई बार इस पर बहस के बावजूद, सरकार ने कोई ठोस कदम नहीं उठाया।

राज्यसभा ने आज ध्वनिमत से प्रसार भारती, संशोधन विधेयक - २०१० पारित कर दिया। सूचना और प्रसारण मंत्री अम्बिका सोनी ने विधेयक पर हुई चर्चा का जवाब देते हुए कहा कि प्रसार भारती में काम करने वाले कर्मचारियों को एक ढांचे के अंतर्गत लाया जा रहा था, लेकिन कर्मचारियों द्वारा केन्द्रीय प्रशासनिक ट्रिब्यूनल और उच्च न्यायालय में याचिका दायर करने के कारण इस सम्बन्ध में फैसला लेने में देरी हुई। उन्होंने घोषणा की कि प्रसारण परिषद्-ब्रांडकास्टिक काउंसिल के गठन तथा उससे जुड़े अन्य मुद्दों के लिए प्रसार भारती के बारे में एक अन्य संशोधन विधेयक संसद के अगले सत्र में लाया जाएगा।

श्रीमती सोनी ने दूरदर्शन का उर्दू चैनल बंद किये जाने के आरोपों का खंडन करते हुए कहा कि इस चैनल की गुणवत्ता बढ़ाने के लिए लगभग अस्सी करोड़ रुपये खर्च किए गए हैं। श्रीमती अंबिका सोनी ने बताया कि सीमावर्ती क्षेत्रों में प्रसारण प्रणाली को दुरुस्त करने के लिए एक सौ दस करोड़ रुपये खर्च किए गए हैं।

लोकपाल विधेयक पर विचार कर रही है स्थायी समिति की रिपोर्ट कल संसद में रखी जाएगी। संसदीय कार्यमंत्री पवन कुमार बंसल ने बताया कि इसे अगले सप्ताह के आरंभ में मंत्रिमंडल के पास मंजूरी के लिए भेजा जा सकता है। उन्होंने कहा कि सरकार इस विधेयक को वर्तमान सत्र में संसद के दोनों सदनों में पारित कराने के सभी प्रयास करेगी।

कर्नाटक लोकायुक्त पुलिस ने श्री एस. एम. कृष्णा सहित राज्य के तीन पूर्व मुख्यमंत्रियों के खिलाफ एफ आई आर दर्ज की है ताकि इन आरोपों की जांच हो सके कि उन्होंने अपने कार्यकाल के दौरान व्यक्तिगत लाभ के लिए अवैध खनन को बढ़ावा दिया। लोकायुक्त अदालत ने पिछले सप्ताह इस बारे में टी.जे. अब्राहम की शिकायत मिलने के बाद लोकायुक्त पुलिस को मामले की जांच करने को कहा था। शिकायतकर्ता ने आरोप लगाया है कि श्री एस. एम. कृष्णा ने मुख्यमंत्री के रूप में खनन अधिनियम का उल्लंघन करते हुए वन्य भूमि पर ं खनन की अनुमति दी थी। हमारे संवाददाता ने बताया है कि लोकायुक्त पुलिस को अपनी जांच रिपोर्ट छह जनवरी तक देनी है।

जांच समुहों द्वारा न्यायालय में मुकदमें के सिलसिले से सौंपे गये दस्तावेज+ की प्रमाणिकता की जांच करने की संभावना है। न्यायालय में दो प्रमुख दो दस्तावेज+ शामिल है। एक है जस्टिक संतोष हेगड़े द्वारा तैयार किये गये अवैध खनन की लोकायुक्त रिपोर्ट और दूसरा है माईन्स और जियोलॉजी द्वारा प्राप्त प्राप्त किये गये उत्खलन लाईसेंस की जानकारी। एसएम कृष्णा १९९९ से २००४ तक मुख्यमंत्री रहे उनके बाद धर्मसिंह और एचडी कुमार स्वामी मंख्यमंत्री रहे। राज्य में इनके अधिकार अवधि से लेकर अब तक हुए उत्खलन का विचार अब कोर्ट के सामने आने की संभावना है।

विदेश मंत्री एस एम कृष्णा ने कहा है कि कर्नाटक के तत्कालीन मुख्यमंत्री के रूप में खनन के लिये लाइसेंस जारी करने में उनकी कोई भूमिका नहीं थी। उन्होंने विश्वास वयक्त किया कि न्यायापालिका उनके चरित्र हनन के घिनौने प्रयासों पर विराम लगा देगी। नई दिल्ली में जारी एक बयान में उन्होंने कहा कि उनके वकील इस मामले में सही समय पर उचित कार्रवाई करेंगे। श्री कृष्ण ने कहा कि उनका यह स्पष्टीकरण इसलिए जरूरी है, क्योंकि उनकी खामोशी से अफवाहों को बल मिलेगा। १९९९ से २००३ तक कर्नाटक के मुख्यमंत्री रहे श्री कृष्णा ने कहा कि उनके शासन काल में राज्य में जंगलों की कटाई नहीं हुई। उन्होंने कहा कि २००३ में केबिनेट ने आरक्षित खनिज संपदा क्षेत्र को वापस लेने का फैसला किया था। उन्होंने कहा कि १९६० के खनन रियायत कानून के तहत सरकार ऐसे फैसले ले सकती है।

दिल्ली की एक अदालत ने जनता पार्टी के अध्यक्ष सुब्रमण्यम स्वामी को टू जी स्पैक्ट्रम आवंटन मामले में गृहमंत्री पी चिदम्बरम के खिलाफ अपनी निजी शिकायत की सुनवाई में गवाह बनने की इजाजत दे दी है। अदालत ने उन्हें अपनी शिकायत के समर्थन में और सबूत रखने की अनुमति भी प्रदान कर दी है। श्री स्वामी को अपना बयान देने के लिए १७ दिसम्बर को हाजिर होने को कहा गया है।

सरकार ने आज कहा कि टू-जी स्पेक्ट्रम आंवटन मामले में गृहमंत्री पी. चिदम्बरम के इस्तीफे का सवाल ही नहीं उठता । कानून मंत्री सलमान खुर्शीद ने संसद के बाहर संवाददाताओं से कहा कि मामले की सुनवाई कर रही अदालत ने श्री चिदम्बरम के खिलाफ कोई आदेश जारी नहीं किया है। उन्होंने श्री चिदम्बरम के इस्तीफे की मांग करने के लिए भारतीय जनता पार्टी की आलोचना करते हुए कहा कि उसे पहले अदालत के आदेश का ठीक से अध्ययन करना चाहिए।
संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि अदालत ने अपने आदेश में कहीं भी श्री चिदम्बरम का नाम नहीं लिया है। उन्होंने कहा कि भाजपा इस मामले में तथ्यों की जांच किए बगैर संसद में हंगामा कर रही है।
कांग्रेस ने भी कहा कि अदालत ने गृहमंत्री के खिलाफ कोई आदेश नहीं दिया है। पार्टी प्रवक्ता राशिद अल्वी ने नई दिल्ली में पत्रकारों से कहा कि भाजपा इस मामले को जरूरत से ज्यादा उछाल कर लोगों को गुमराह कर रही है।

भाजपा नेता मुरली मनोहर जोशी ने श्री चिदम्बरम से तुरन्त इस्तीफा देने की मांग की है। उन्होंने कहा कि इस मामले में श्री चिदम्बरम की भूमिका की पूरी जांच की जानी चाहिए।
एनडीए संयोजक शरद यादव ने कहा कि वे संसद में गृहमंत्री का बहिष्कार करना जारी रखेंगे।

उच्चतम न्यायालय ने सभी राज्यों को निर्देश दिया है कि चार सप्ताह के अन्दर वाहनों में टेम्पर फ्री नम्बर प्लेट लगाना सुनिश्चित करें। इस योजना को लागू करने का राज्य सरकारों को अन्तिम अवसर देते हुए न्यायालय की खंडपीठ ने कहा कि तय समय सीमा के अन्दर इसे लागू नहीं करने पर राज्य के अधिकारियों पर न्यायालय की अवमानना की कार्यवाही की जाएगी। चार सप्ताह के अन्दर अधिकारियों को योजना लागू करने सम्बन्धी शपथ पत्र दाखिल करना होगा।

Finance Minister Pranab Mukherjee today asserted that several issues including poor public distribution system, international economy and a rise in global petroleum prices are responsible for inflation. Replying to the debate in the Rajya Sabha on the issue, Mr. Mukherjee dismissed the Opposition's charges and quoted figures in support of his claim. He said inflation has been coming down gradually and sought cooperation from the opposition in reforms, especially in foreign direct investment in multi-brand retail.
"It is the collective responsibility and for that collective responsibility we shall have to work in cooperation with each other, and not only petroleum prices you look at any price which you have to import metal price, intermediate goods, prices are increasing in the international market and this is a serious question which is haunting all of us."
Mr Mukherjee pointed out that food inflation has come down from 11.8 percent in the week-ending Oct 29 to 6.6 percent in the week-ending the Nov 26. He added that prices of petroleum were not entirely deregulated and blamed the international situation for the rise in petrol prices. The debate on price rise was taken up by the Rajya Sabha yesterday. Earlier participating in the debate in the house, the opposition members strongly criticized the government for its alleged failure in dealing with the issue of price rise.

The Lok sabha also took up the discussion on the issue. Initiating the debate Gurudas Dasgupta of the CPI-M charged the government of failure in arresting price rise. The leader of the opposition Sushma Swaraj made a strong case of the government’s inaction in ineffectively tackling the price rise. She alleged that no concrete action has been taken though the house debated the issue several times.

The Rajya Sabha today passed a bill to amend the law governing the Broadcasting Corporation of India. It ensures that recruitments between November, 1997 and October, 2007 will be considered as deemed deputation till retirement. The Bill was approved by the House through a voice-vote. Winding up the debate on the Bill, the Information and Broadcasting Minister Ambika Soni that the employees working in the Corporation are being brought under a structure but decisions in this regard were delayed as employees had moved the Central Administrative Tribunal and High Court. She announced that the government will bring another amendment bill on Prasar Bharati for setting up of Broadcasting Council and other issues in the next session of Parliament. Speaking on the Bill, she denied the allegations that Doordarshan Urdu has been closed.
"I would like to share that there is a misconception that the DD Urdu channel has been closed and why I am clarifying some of the points is because I don't want that misconception to stay with any honourable member because it is not exactly what is the fact. DD Urdu channel is a channel we are really trying to upgrade and make it one of the most watched channels by people."
Mrs Soni said, about 80 crore rupees have been spent to strengthen the channel. She said the government has spent 110 crore rupees for strengthening the telecast system in border areas. She said 264 crore rupees were spent to strengthen Doordarshan Kashir.

The government has said that there is no question of Home Minister P Chidambaram’s resignation on the 2G spectrum allocation issue. Talking to reporters outside Parliament, Law Minister Salman Khurshid said that the Trial Court has not passed any order against Home Minister P Chidambaram. Criticizing the BJP for demanding Chidambaram's resignation, Mr. Khurshid said that they should first study the order properly. The Congress today said that trial court has not given any order against the Home Minister P Chidambaram in the 2G spectrum allocation case. Briefing reporters in New Delhi, party spokesperson Rashid Alvi said that BJP the is misleading the nation by blowing this issue out of proportion.

A Delhi court today allowed Janata Party chief Subramanian Swamy to become a witness in his private complaint against Home Minister P Chidambaram in the 2G case.The court also allowed Swamy to lead further evidence in support of his complaint. It told Swamy to appear in the witness box on the 17th of this month to make his statement.

The government has agreed to the adjournment motion on Black Money. Top government sources said that the discussion on black money and corruption may take place in Parliament early next week. Sources said that the Congress is holding consultations with Trinamool Congress Chief Mamata Banerjee to evolve a consensus on the Pension Bill. The draft report prepared by the standing committee looking into the Lokpal is being tabled in Parliament tomorrow. Talking to reporters outside Parliament, Parliamentary Affairs Minister Pawan Bansal today said that the report is likely to be sent to the cabinet for approval early next week. He added that the government will make all efforts to get the bill passed in both the houses of Parliament in the ongoing session.

In Karnataka, the Lokayukta police today registered FIR against three former Chief Ministers including S M Krishna to investigate allegations that they encouraged illegal mining during their tenure for personal gains. This follows directions from the Lokayukta court, which had asked the Lokayukta police to investigate the matter after receiving a private complaint from T J Abraham last week. The complainant has alleged that S M Krishna as Chief Minister allowed mining on forest land violating the mining Act. The other two former Chief Ministers - Dharam Singh and H D Kumaraswamy are also facing allegations of renewing mining leases for personal gains. Our correspondent has filed this report:
"The Additional Director General of Police of Lokayukta has handed over the investigation of the allegations to a team headed by Lokayukta Superintendent of Police Jagadeesh Prasad. The investigating team are likely to verify the documents submitted by the Complainant. Basically two documents are submitted to the Court. One is Lokayukta report on illegal mining submitted by the then Lokayukta Justice Santosh Hegde and another is mining lease details obtained from Mines and Geology Department. S M Krishna was the Chief Minister from 1999 to 2004, thereafter Dharam Singh and H D Kumaraswamy succeeded as Chief Ministers. Mr Krishna said he had no role in issuance of licences for mining as Chief Minister and expressed confidence that the judiciary will put to rest "unholy attempts" at his character assassination. The Defence Ministry has ordered an inquiry into the alleged benefits extended to a private defence equipment manufacturing company. Talking to All India Radio, Defence Spokesperson Sitanshu Kar said that the enquiry was ordered by Defence Minister A. K. Antony this morning. He said, Army Chief General V. K. Singh will inquire into the matter and submit a report to the Defence Minister on priority basis. It was alleged in a media report that the upgrades  to the imagery interpretation capability critical to providing information on locations of enemy troops was compromised by a flawed contract given to a private Indian company.

Australia today supported India's claim for a permanent seat in an expanded UN Security Council. It maintains the decision of its ruling party on supplying Uranium to New Delhi has removed any potential irritant in their growing bilateral relationship. Australian Defence Minister Stephen Smith, who is on a three-day visit to India, said that the two countries have also agreed to look into prospects of enhancing practical military cooperation by holding bilateral naval exercises in future.

"The Sensex at the Bombay Stock Exchange plunged 389 points, or 2.3 percent, to 16,488, on concerns of slow industrial growth, and weak Asian markets, today. The Nifty at the National Stock Exchange dropped 119 points, or 2.4 percent, to 4,944. Stock markets in Japan, China, Hong Kong, South Korea and Singapore fell between 0.1 percent and 2 percent. The rupee depreciated 4 paise, to 51.76 against the dollar. But gold rallied 240 rupees, to hit a fresh all-time high of 29,540 rupees per ten grams in Delhi. However, silver declined 150 rupees, to 56,250 rupees per kilo. And US crude oil futures rose 60 cents, to 101.09 dollars a barrel, while Brent  crude stood above 110 dollars a barrel. The European Central Bank, ECB has cut interest rates back to their historic low of one per cent.  The quarter-point cut comes as crisis and recession threaten the eurozone.  It is the second such rate cut since Mr. Mario Draghi took over the ECB presidency last month.  The cut comes just ahead of the Brussels summit of EU heads to hammer out a plan to save the euro. The Bank of England has also decided to hold its key interest rate at a record low 0.50 percent, amid turmoil for Britain's economy and the eurozone.

Food inflation fell sharply by 1.4 per cent to 6.60 per cent for the week ended the November 26. It was 8 per cent in the previous week ended the November 19.  The fall in food inflation rate is on the back of declining prices of essential items like vegetables, onions, potatoes and wheat.

At Indore today, India posted their highest one-day total of 418 for five in the fourth match against the West Indies today. The highlight of the Indian innings was swashbuckling opener Virender Sehwag's world record of 219.  Sehwag joined his idol Tendulkar in the record books as the only other cricketer to score a double hundred in the limited overs game. The Supreme Court today directed all states to ensure vehicles carry tamper-free high security number plates within four weeks. Giving a last opportunity to state governments to implement the scheme, a bench of the apex court said contempt proceedings will be initiated against the state authorities in case of non-compliance of the scheme within the time limit fixed by it.
