निर्वाचन आयोग ने केन्दी्रय विधि मंत्री सलमान खुर्शीद पर आदेश की अवमानना करने और अनुचित व्यवहार का आरोप लगाते हुए इस मामले में राष्ट्रपति प्रतिभा देवीसिंह पाटील के तत्काल निर्णायक हस्तक्षेप की मांग की है।
अल्पसंख्यकों के लिए कोटे के भीतर कोटा देने के वायदे के लिये आयोग ने खुर्शीद को गलत बताया था। राष्ट्रपति को भेजे पत्र में निर्वाचन आयोग ने कहा है कि श्री खुर्शीद के बयान से उत्तर प्रदेश में स्वतंत्र और निष्पक्ष चुनाव में बाधा आएगी।
आयोग ने एक केंद्रीय मंत्री के खिलाफ राष्ट्रपति को शिकायत करने का अभूतपूर्व फैसला किया है। श्री खुर्शीद ने उत्तर प्रदेश में एक चुनावी रैली में कहा था कि वे अल्पसंख्यकों के लिए ९ प्रतिशत कोटा देने के लिए कहते रहेंगे, चाहे उनके खिलाफ कार्रवाई की जाए।

उत्तर प्रदेश में कल विधानसभा चुनाव के दूसरे चरण में नौ जिलों में ५९ सीटों के लिए लगभग ६० प्रतिशत मतदान हुआ। मतदान शांतिपूर्ण रहा। संत कबीर नगर, महाराजगंज, गोरखपुर, कुशीनगर, देवरिया, आज+मगढ़, मउ, बलिया और गाज+ीपुर जिलों में मतदान कराया गया। राज्य के मुख्य चुनाव अधिकारी उमेश सिन्हा ने बताया कि पिछली बार विधानसभा चुनाव में इन क्षेत्रों में डाले गए वोटों के मुकाबले इस बार ३६ प्रतिशत अधिक मतदान हुआ।
हमारे संवाददाता ने खबर दी है कि कल के मतदान में युवाओं और महिलाओं ने बढ़ चढ़कर हिस्सा लिया।

कुशीनगर जिलें में सर्वाधिक चौसठ प्रतिशत मतदान हुआ है जबकि गाजीपुर में ६१, आजमगढ़ और महाराजगंज में साठ-साठ प्रतिशत वोट डाले गए हैं। सबसे कम चौवन प्रतिशत मतदान देवरिया जिले में हुआ है। जबकि मऊ में ५९, गोरखपुर में ५८ और संतकबीर नगर और बलिया में ५६-५६ प्रतिशत वोट पड़े हैं। निवार्चन आयोग ने कैम्पियारगंज विधानसभा क्षेत्र में एक मतदानकर्मी की मृत्यु हो जाने पर पांच लाख रूपये का मुआवजा दिए जाने की घोषणा की है। इस मतदान के बाद एक हजार ९८ उम्मीदवारों का राजनीतिक भाग्य इलेक्ट्रोनिक वोटिंग मशीन में बंद हो गया है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

महाराष्ट्र में अहेरी, एटापल्ली, भमरागाद और नक्सल प्रभावित गढ़चिरौली में सिरौन्चा सहित चार तालुकों की जिला परिषद और पंचायत समिति की सीटों के लिए दूसरे चरण का मतदान आज हो रहा है। जिला परिषद की १६ सीटों के लिए १०२ उम्मीदवार और पंचायत समिति की ३२ सीटों के लिए १७२ उम्मीदवार चुनाव मैदान में हैं। लगभग एक लाख बहत्तर हजार मतदाताओं के लिए ३१५ मतदान केन्द्र लगाये गए हैं।

केंद्रीय खाद्य और उपभोक्ता मामलों के मंत्री के.वी. थॉमस ने कहा है कि उनका मंत्रालय प्रस्तावित राष्ट्रीय खाद्य सुरक्षा विधेयक के बारे में पश्चिम बंगाल और तमिलनाडु से चर्चा के लिए तैयार है। ये दोनों राज्य इस विधेयक का विरोध कर रहे हैं। पुदुचेरी में कल संपादक सम्मेलन के समापन सत्र में उन्होंने कहा कि वे पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी से शीघ्र मिल कर इस मुद्दे पर चर्चा करेंगे।
तमिलनाडु का जि+क्र करते हुए श्री थॉमस ने बताया कि विधेयक में शामिल व्यापक सार्वजनिक वितरण योजना से इस राज्य को फायदा होगा।

असम सरकार ने गांवों के उत्थान के लिए ग्रामीण प्रशासनिक सेवा के लिए अलग संवर्ग के गठन का फैसला किया है। मुख्यमंत्री तरूण गोगोई ने गुवाहाटी में असम प्रशासनिक सेवा अधिकारियों के सम्मेलन में यह जानकारी देते हुए कहा कि अर्थव्यवस्था का विकास समाज के गरीब तबकों के लिए योजनाओं को सही ढंग से लागू करने पर निर्भर करता है। उन्होंने हर दस वर्ष में राज्य के प्रशासनिक अधिकारियों की योग्यता मापने के लिए परीक्षा लेने के बारे में संकेत दिया। इस परीक्षा में सफल अधिकारियों को वेतनमान के सुपरस्केल में रखा जाएगा।

आंध्रप्रदेश में जूनियर डॉक्टरों की चल रही हड़ताल से सभी सरकारी अस्पतालों में आपात सेवाएं ठप्प हैं। कल शाम मंत्रियों के समूह और जूनियर डॉक्टरों के प्रतिनिधियों के बीच वार्ता विफल रही। वरिष्ठ मंत्री गीता रेड्डी ने पत्रकारों को बताया कि मामला सुलझाने के लिए उन्हें कुछ समय लगेगा। जूनियर डॉक्टरों की मांग है कि उनके स्टाइपेंड की राशि बढ़ाई जाए और ग्रामीण इलाकों में काम करने के तौर तरीकों को शीघ्र स्पष्ट किया जाए।

राज्य में सभी शिक्षण, अस्पतालों में करीब पन्द्रह सौ जूनियर डॉक्टरस ने आपातकालीन सेवाओं को बंद किया है। इसके वजह से सभी सरकारी अस्पतालों में सैकड़ों मरीजे चिकित्सा सेवाएं अनुपलब्ध होने की वजह से पीड़ित रहे हैं। इस बीच करीब छह सौ मेडिकल ऑफिसर्स और नॉन क्लीनिकल स्पेशलिस्ट स्टाफ को वैकल्पिक व्यवस्था बनाने के लिए काम में लगाये गए हैं। आकाशवाणी समाचार के लिए हैदराबाद से लक्ष्मी।

सीरिया के लिए अरब - संयुक्त राष्ट्र निगरानी मिशन स्थापित किये जाने पर चर्चा के लिए आज काहिरा में अरब लीग की बैठक होगी। हमारे संवाददाता ने बताया है कि अरब लीग ने सीरिया में हिंसा बढ़ने के कारण पिछले महीने की २८ तारीख को वहां अपना मिशन स्थगित कर दिया था।

अरब लीग के प्रमुख नाबील एल अराबी ने संयुक्त राष्ट्र महासचिव बान की मून से बात कर एक विशेष दूत की देखरेख में सीरिया में एक अरब संयुक्त राष्ट्र के मिलेजुले मिशन को भेजने की वकालत की थी। रिपोर्ट के मुताबिक संयुक्त राष्ट्र संघ पर्यवेक्षकों को तकनीकि मदद और प्रशिक्षण दे सकता है। नये मिशन का दायरा पहले से ज्यादा परिपक्व होगा और इसमें अधिक संख्या में अंतर्राष्ट्रीय पर्यवेक्षक शामिल होंगे। अतुल तिवारी आकाशवाणी समाचार।

नोबेल पुरस्कार से सम्मानित भारतीय मूल के अर्थशास्त्री अमर्त्य सेन को वर्ष २०११ के लिए यू एस नेशनल ह्‌यूमेनिटिज+ मैडल के लिए चुना गया है। उन्हें राष्ट्रपति बराक ओबामा सम्मानित करेंगे। व्हाइट हाउस ने कल घोषणा में कहा कि श्री सेन को यह सम्मान गरीबी, अन्याय और भुखमरी के कारणों पर उनकी गहरी सूझबूझ के लिए दिया जा रहा है। श्री सेन ने जीवनस्तर के मापदण्ड बदलने और भुखमरी से लड़ने के उपायों पर गहरी चर्चा के बाद नीतिगत सवालों को नया मोड़ दिया है।

इराक में पुलिस और डॉक्टरों के अनुसार राजधानी बगदाद में कल के हमलों में कबायली प्रमुख सहित सात लोगों की मौत हो गई। अन्बार प्रांत में अमरियात-अल फालूजा में एक बम धमाके में अवैसत कबीले के प्रमुख शेख नजम मुस्तफा अल हाफिज , उनके भाई, पत्नी और दो साल के बेटे की मौत हो गई। गृहमंत्रालय के एक कर्मचारी की पूर्वी बगदाद में उनकी कार पर अज्ञात हमलावरों की गोलीबारी में मौत हो गई।

The Election Commission has sought the immediate and decisive intervention of President Pratibha Devisingh Patil charging the Law Minister Salman Khurshid with improper and unlawful defiance of its orders under which he was censured for promising sub-quota for minorities. In a communication to the President, the Commission said his action could vitiate free and fair polls in Uttar Pradesh. The Commission took the unprecedented decision to complain against a union minister to the President after Mr Khurshid had told an election rally in Uttar Pradesh that he will continue to pursue the nine percent sub-quota for minorities even if action is taken against him. The decision about writing to the President came after an emergency meeting of the full three-member Commission headed by SY Quraishi in New Delhi last night. The President has forwarded the Election Commission's letter to the Prime Minister's Office for appropriate action.

The second phase of Assembly elections in Uttar Pradesh witnessed about 60 per cent voters' turnout. Briefing media persons in Lucknow last evening, Chief Electoral Officer Umesh Sinha said the poll percentage this time is 36 percent higher than the last assembly elections in 2007. 59 constituencies spread over nine districts went to the polls yesterday amidst tight security. More from our correspondent:
"Kushinagar has recorded the highest turnout with 64 per cent. Only three constituencies out of 59 including Gorakhpur urban, Salempur and Ballia Nagar have polled minimum 47 to 48 percent votes. The turnout of youth and women voters has been a significant fact. In fact the voting percentage of women voters was higher than that of their male counterparts. FIR has been registered against Samajwadi Party candidate Sanatan Pandey by BSP in Rasara seat in Ballia. The poll authorities have announced a compensation of 5 lakh rupees to the family members of presiding officer died in Gorakhpur district. Altogether 34 sitting MLAs contested the elections in this phase. Sunil Shukla, AIR News Lucknow".

In Andhra Pradesh, emergency medical services continue to remain paralysed at all government teaching hospitals with Junior Doctors continuing agitation. The talks between the Group of Ministers and representatives of Junior Doctors held last evening have failed. Senior Minister Gita Reddy told reporters that Murali Mohan who took over the medical education portfolio recently needs some more time to resolve the issue. The Junior Doctors wanted their demands including hike in stipend and clear guidelines on working in rural areas, to be fulfilled immediately. More from our correspondent:
"Most of the emergency services are rendered by the junior doctors, hundred of patients are suffering due to non-availability of medical services at the major government hospitals. The situation is even serious at the hospitals in Hyderabad , Visakhapatnam , Kurnool , Guntur and Kakinada as most of them are referral hospitals. In an effort to make alternate arrangements, the services of about 600 medical officers and non-clinical specialties staff have been pressed into service. However, these measures are proving inadequate in tackling the huge number of critically ill patients across the state. Following Government directions, concerned district collectors are making arrangements to take services of private doctors at some places. LAXMI,AIR NEWS,HYDERABAD".

Minister of State for Food and Consumer Affairs, K V Thomas has said that his ministry is prepared to discuss the proposed National Food Security Bill with West Bengal and Tamil Nadu which are opposed to it. He said, he will soon meet Chief Minister Mamata Banerjee and discuss the matter. Mr. Thomas was addressing the concluding session of the Editors conference in Puducherry. Referring to Tamil Nadu, the Minister said the state will stand to benefit by the bill in its universal PDS scheme.

The Assam government has decided to create a separate Rural Administrative Service cadre to ensure speedy implementation of schemes meant for village upliftment. This was disclosed by Chief Minister Tarun Gogoi while addressing the 69th general meeting of the Assam Civil Service Officers’ Association at Guwahati. He said, the development of the economy depends upon proper implementation of schemes meant for weaker sections of the society. He hinted at conducting aptitude test to verify ability of state civil service officers after every 10 years.

The Arab League will meet in Cairo today to discuss the setting up of a joint Arab-UN monitoring mission for Syria. The Arab League had suspended its mission on the 28th of January in the wake of escalation of violence in Syria. Our Correspondent has filed this report:
"Led by a Special UN envoy Joint UN-Arab mission will monitor the progress of Arab peace plan in Syria. Its scope will be wider with international observers and in large numbers. UN Secretary General Ban Ki Moon is receptive to the idea. Reports suggest UN may provide technical assistance and train the observers going to Syria. However the new monitoring mission would require Syria’s approval. Amidst rising international pressure expectations are high that Arab Foreign ministers will come out with a mechanism which can stop the bloodshed in Syria. Atul Tiwary, AIR News".
Russia has rejected the fresh draft to resolve the Syrian crisis. Russian Deputy Foreign Minister Gennady Gatilov said Moscow can not support the move at the UN General Assembly since it is unbalanced and along similar lines which was vetoed earlier at the Security Council. The draft has been circulated by Saudi Arabia for discussion at the UN General Assembly tomorrow.

As India and Pakistan are on the verge of opening their bilateral trade in a big way, discussions are on for giving multiple entry visas to their business men. This was stated by Pakistan's Commerce Minister Makhdoom Amin Fahim, while inaugurating Pakistan's largest ever India-specific trade exhibition in Lahore yesterday. Indian High Commissioner Sharat Sabharwal said both the countries have the potential to boost bilateral trade to 15 billion dollars a year. The opening of the exhibition comes two days ahead of Indian Commerce Minister Anand Sharma's visit to Lahore.

A group of Indian and Pakistani doctors have jointly performed a complicated liver transplant at a hospital in Lahore. This is the first time that such a transplant was conducted in Pakistan. Officials said, the living donor liver transplantations were performed at Lahore's Shiekh Zayed Hospital by a team of Indian and Pakistani surgeons. Doctors said, such a transplant is a highly sensitive and complicated surgical procedure as two lives that of the donor and the recipient - are at risk.

India-born Nobel laureate Amartya Sen has been selected for the 2011 US National Humanities Medal. He would be felicitated with the award by President Barack Obama along with others. The White House announced yesterday that the award is being given to Sen for his insights into the causes of poverty, famine, and injustice. The White House said, by applying philosophical thinking to questions of policy, Sen has changed how standards of living are measured and increased the understanding of how to fight hunger.

Grammy Award-winning singer and actress Whitney Houston has died at the age of 48. A family spokesman said Houston was inspired by soul singers in her New Jersey family, including mother Cissy Houston and cousins Dionne Warwick and the late Dee Dee Warwick. उत्तर प्रदेश विधानसभा चुनाव के तीसरे, चौथे और पांचवे चरण के मतदान के लिए प्रचार चरम पर है। बहुजन समाज पार्टी की प्रमुख मायावती ने मिर्जापुर और सोनभद्र जिले में कई जनसभाएं की। भारतीय जनता पार्टी के नेता राजनाथ सिंह, समाजवादी के अध्यक्ष अखिलेश यादव और कांग्रेस के बड़े नेता चुनाव प्रचार में जुटे हैं। प्रियंका वाड्रा और राहुल गांधी ने आज रायबरेली में रोड-शो किया। यहां इस महीने की १९ तारीख को चौथे चरण में वोट डाले जाएंगे। तीसरे चरण के मतदान के लिए चुनावी तैयारियां अंतिम दौर में हैें। हमारे संवाददाता ने बताया है कि इस चरण में राज्य के मध्य और विंध्यांचल क्षेत्रों के दस जिलों के ५६ निर्वाचन क्षेत्रों में बुधवार को वोट डाले जाएंगे। जहां एक करोड़ ७५ लाख मतदाता, एक हजार २१ उम्मीदवारों के चुनावी भाग्य का फैसला करेंगे।

अमेठी की प्रतिष्ठता परख सीट पर कांग्रेस से अमृता सिंह, समाजवादी पार्टी से गायत्री प्रजापति, बहुजन समाजवादी पार्टी से आशीष शुक्ला और  बीजेपी से लक्ष्मी सिंह चुनाव लड़ रहे है। जगदीशपुर की सीट से राधेश्याम धोबी इस बार कांग्रेस से चुनाव लड़ रहे है। इनका मुकाबला समाजवादी पार्टी के विजय पासी से है। यहां बीजेपी के टिकट पर राम लखन पासी और बीएसपी के टिकट पर श्रीराम क्रांतिकारी चुनाव मैदान में है। गौरीगंज की सीट पर करीब-करीब सीधा-सीधा मुकाबला दिखाई पड़ रहा है। बीएसपी से निवर्तमान विधायक चन्द्रप्रकाश मटयारी और कांग्रेस से मोहम्मद नईम आमने-सामने है, हालांकि सपा से राकेश सिंह और भाजपा से तेजबान सिंह ताल ठोंक रहे है। तीसरे चरण में मतदान वाली इन सीटों पर कुल ४९ उम्मीदवारों के राजनीतिक भाग्य का फैसला साढ़े आठ लाख से भी ज्यादा मतदाताओं को करना है। सलोन और तिलोई की सीटों से कुल २७ उम्मीदवार चुनाव मैदान में है, जिनके भाग्य का फैसला चौथे चरण में छह लाख १४ हजार से भी ज्यादा मतदाताओं को करना है। दर्शन साहू के साथ मैं श्रीकांत श्रीवास्तव, आकाशवाणी समाचार, अमेठी।

महाराष्ट्र में जिला परिषद और पंचायत समिति के आज सुबह दूसरे चरण में मतदान की गति धीमी रही, लेकिन बाद में इसमें तेजी आ गई। हमारे संवाददाता ने बताया है कि विदर्भ क्षेत्र के चार तालुकों- अहेरी, एटापल्ली, भमरागड और नक्सल प्रभावित गढ़चिरौली की जिला परिषद और पंचायत समिति की १६ सीटों के लिए मतदान हो रहा है।

पहले चार घंटों के दौरान लगभग २१ प्रतिशत मतदाताओं ने अपने मताधिकार का प्रयोग किया।  पुलिस तथा अन्य सुरक्षा अधिकरणों द्वारा मतदान केन्द्रों पर अप्रत्याशी रूप से कड़ी सुरक्षा व्यवस्था की गई है। इस क्षेत्र की जिला परिषद की १६ सीटों के लिए एक सौ दो उम्मीदवारों के साथ पंचायत समितियों की ३२ सीटों के एक सौ ७२ उम्मीदवार चुनाव मैदान में भाग ले रहे है। प्रमुख राजनीतिक पार्टियों के स्वतंत्र रूप से चुनाव लड़ने तथा विभिन्न पार्टियों के असंतुष्टों के साथ निदर्लीय  उम्मीदवारों की उपस्थिति के कारण इस बार ज्यादातर बहुकोणीय मुकाबले हो रहे है। आकाशवाणी समाचार के लिए गढ़चिरौली में सुरेश सरोदे के साथ नागपुर से मैं सुनील डबीर।

वाणिज्य मंत्री आनन्द शर्मा ने आशा व्यक्त की है कि पाकिस्तान के वाणिज्य मंत्री के साथ कल इस्लामाबाद में होने वाली उनकी बातचीत से दोनों के बीच व्यापार बढ़ाने के लिए सकारात्मक माहौल बनाने में मदद मिलेगी। श्री शर्मा ने इस यात्रा पर जाने से पहले नई दिल्ली में संवाददाताओं से बातचीत में कहा कि पाकिस्तान के साथ संबंध पूरी तरह सामान्य बनाने से दोनों देशों के बीच विश्वास बहाली में काफी मदद मिलेगी। उन्होंने कहा कि इससे सार्क क्षेत्र में भी आर्थिक गतिविधियों को बढ़ावा मिलेगा। श्री शर्मा ने कहा कि भारत को वरीयता वाले देश का दर्जा देने के पाकिस्तान के फैसले से पता चलता है कि वह उसके साथ आर्थिक संबंध बढ़ाना चाहता है। श्री शर्मा ने कहा कि पाकिस्तान की उनकी यह यात्रा उस प्रक्रिया का हिस्सा है जो दोनों देशों के वाणिज्य सचिवों की बातचीत से शुरू हुई थी। इसमें दोनों देशों के बीच व्यापार बढ़ाने के लिए विश्वास बहाली के दिशा निर्देश तय किए गए थे। श्री शर्मा, पाकिस्तान के वाणिज्य मंत्री से विचार-विमर्श के अलावा बड़े उद्योगपतियों से भी बातचीत करेंगे। उनके साथ जा रहे उच्च स्तरीय प्रतिनिधिमंडल में एक सौ बीस उद्योगपति शामिल होंगे।

आंध्रप्रदेश में जूनियर डॉक्टरों की हड़ताल से सरकारी मेडिकल कॉलेज अस्पतालों में आपात सेवाएं ठप्प हैं। राज्य सरकार ने विकल्प के रूप में लगभग छह सौ चिकित्सा अधिकारियों और गैर-विशेषज्ञ कर्मचारियों को तैनात किया है। जिला अधिकारियों को निर्देश दिये गए हैं कि इन अस्पतालों में चिकित्सा सेवाएं सुनिश्चित करें।
कल शाम राज्य सरकार और जूनियर डॉक्टरों की बातचीत विफल रही। जूनियर डॉक्टरों की मांग है कि उनके स्टाइपेंड की राशि बढ़ाई जाए और ग्रामीण इलाकों में काम करने के तौर तरीकों को जल्द स्पष्ट किया जाए।
मुख्यमंत्री किरण कुमार रेड्डी ने वैकल्पिक व्यवस्था के बारे में मंत्रियों के समूह के साथ बैठक की।

केन्द्रीय जांच ब्यूरो-सी बी आई ने ओड़िशा के छह जिलों में मनरेगा के लिए आवंटित राशि के इस्तेमाल में कथित भ्रष्टाचार की जांच-रिपोर्ट उच्चतम न्यायालय को सौंप दी है। यह रिपोर्ट शुक्रवार को मुख्य न्यायाधीश एस.एच.कापड़िया की अध्यक्षता वाली पीठ के सामने बंद लिफाफे में पेश की गई। न्यायालय ने १२ मई, २०११ को सी बी आई को आदेश दिया था कि याचिकाकर्ता, नियंत्रक और महालेखापरीक्षक तथा राष्ट्रीय ग्रामीण विकास संस्थान की रिपोर्टों के आधार पर पूरे मामले की जांच करे।
ओड़िशा के कालाहांडी, मयूरभंज, रायगड़ा, भवानीपाटन, कोरापुट और मलकानगिरि जिलों में कथित अनियमितताओं का पता चला था।
उच्चतम न्यायालय ने १६ दिसम्बर, २०१० को एक जनहित याचिका पर सुनवाई करते हुए ग्रामीण रोजगार गांरटी योजना को ठीक ढंग से लागू करने में विफल रहने पर केन्द्र और राज्य सरकारों की आलोचना की थी।

एसोचैम के एक अध्ययन के अनुसार देश के चालीस अरब डॉलर के पेट्रो-रसायन उद्योग में अगले पांच वर्ष में १२ से १५ प्रतिशत तक सालाना वृद्धि होने और रोजगार के लाखों अवसर पैदा होने की संभावना है। इस समय इस क्षेत्र में दस लाख से अधिक लोगों को रोजगार मिला हुआ है। दुनिया में पेट्रो-रसायन उद्योगों के पूर्वी देशों की ओर बढ़ने के साथ भारत में भारी विदेशी निवेश होने की उम्मीद है, हालांकि चीन, सिंगापुर और पश्चिम एशिया उसे कड़ी टक्कर दे सकते हैं। ज्यादा निवेश हासिल करने के लिए भारत को प्रतिस्पर्धा और कम लागत का स्तर बनाये रखना होगा।

आर्थिक मंदी के बावजूद घरेलू पर्यटन में बढ़ोतरी से भारत के पर्यटन और होटल उद्योग में भारी वृद्धि की संभावना है। भारतीय उद्योग परिसंघ-सी आई आई और परामर्शदाता कंपनी प्राइस वॉटरहाउस कूपर्स के संयुक्त अध्ययन के अनुसार घरेलू उपभोक्ताओं में बेहतर सुविधाओं की मांग बढ़ रही है और साथ ही वे अपने पैसे का पूरा मूल्य प्राप्त करना चाहते हैं। इसे देखते हुए बजट और मध्यम वर्ग में वृद्धि की संभावना है। अध्ययन में कहा गया है कि उद्योग के सामने कई चुनौतियां हैं, जिनमें प्रतिभा प्रबंधन और शुल्क तथा नियमन के मुद्दे प्रमुख हैं। अध्ययन में यह भी कहा गया है कि कर प्रणाली को तर्कसंगत बनाने और सिंगल-टैक्स प्रणाली लागू करने से उद्योग को भारी फायदा होगा।

नागर विमानन महानिदेशालय-डीजीसीए ने सभी विमान कम्पनियों से कहा है कि वे विमान चालकों और केबिन क्रू के लिए कार्य समय निर्धारित करें। डीजीसीए के ताजा सर्कुलर के अनुसार सभी कम्पनियों से कहा गया है कि वे इस बारे में उचित नीति अपनाएं और पायलट तथा केबिन क्रू को पर्याप्त विश्राम दें। इसमें अधिकतम आठ घंटे की ड्यूटी निर्धारित की गई है, जिसमें बीच में विराम देना शामिल है। इसमें स्पष्ट किया गया है कि कोई भी शिफ्‌ट १२ घंटे से ज्यादा न हो।

मालदीव के नये राष्ट्रपति मोहम्मद वाहिद हसन ने आज अपने मंत्रिमंडल का विस्तार कर उसमें सात और मंत्री शामिल किए हैं। सरकारी सूत्रों ने बताया कि देश में राष्ट्रीय सहयोग की सरकार बनाने के प्रयासों के तहत ऐसा किया गया है। श्री हसन ने राष्ट्रपति का पद संभालने के तुरंत बाद सेवारत कर्नल मोहम्मद नाजि+म को रक्षामंत्री और वकील मोहम्मद जमील अहमद को गृहमंत्री बनाया था।
इस बीच, पूर्व राष्ट्रपति मोहम्मद नशीद ने अपनी सत्ता के केन्द्र अद्दू की अपनी निर्धारित यात्रा स्थगित कर दी है। उन्होंने इसका कोई कारण नहीं बताया है। अद्दू शहर, श्री नशीद की मालदीव डेमोक्रेटिक पार्टी का गढ़ माना जाता है। श्री नशीद के सत्ता से बाहर होने के बाद वहां भी हिंसा हुईं थीं।

अरब लीग में शामिल देशों के विदेश मंत्रियों की आज काहिरा में बैठक हो रही है, जिसमें सीरिया के बारे में आगे की रणनीति पर चर्चा की जाएगी। सीरिया में संयुक्त राष्ट्र और अरब देशों का संयुक्त मिशन स्थापित करने पर खासतौर पर चर्चा होगी। अरब लीग प्रमुख नबील अल अरबी ने संयुक्त राष्ट्र के विशेष दूत की अध्यक्षता में ऐसे संयुक्त मिशन की पेशकश की है। बैठक में विपक्षी सीरियन नेशनल काउंसिल को मान्यता देने पर भी विचार होने की संभावना है। काउंसिल के नेताओं ने दोहा में अपनी बैठक के बाद कहा था कि उन्हें विश्वास है कि कई अरब राष्ट्र उन्हें जल्द ही मान्यता प्रदान करेंगे।

ईरान के राष्ट्रपति महमूद अहमदीनिजाद ने कहा है कि उनका देश जल्द ही अपनी नई परमाणु उपलब्धियों का खुलासा करेगा। श्री अहमदीनिजाद देश में इस्लामी क्रांति की ३३वीं जयंती के अवसर पर तेहरान के आजादी चौक में एक रैली को सम्बोधित कर रहे थे। उन्होंने ईरान के परमाणु कार्यक्रम का और कोई ब्यौरा नहीं दिया, लेकिन कहा कि वे पश्चिमी देशों के साथ बातचीत के लिए तैयार हैं। उन्होंने यह भी कहा कि प्रतिबंधों से ईरान का परमाणु कार्यक्रम बंद नहीं होगा। अमरीका और यूरोपीय संघ ने ईरान पर वार्ता में शामिल होने का दबाव बढ़ाने के लिए आर्थिक प्रतिबंध लगाए हैं।

भारतीय सूचना सेवा के सेवानिवृत्त अधिकारी श्री अक्षय कुमार का कल शाम गुड़गांव के एक निजी अस्पताल में निधन हो गया। वे ६५ वर्ष के थे। श्री अक्षय कुमार पत्र सूचना कार्यालय में सहायक प्रधान सूचना अधिकारी के पद से सेवानिवृत्त हुए थे। वे राष्ट्रपति, उपराष्ट्रपति और प्रधानमंत्री की मीडिया टीम में भी शामिल रहे। उन्होंने क्षेत्रीय प्रचार निदेशालय और दूरदर्शन समाचार में भी कार्य किया।

ओड़िशा में कछुए की विलुप्त होती प्रजातियों ने राज्य में समुद्री तट के चार सौ अस्सी किलोमीटर इलाके में अंडे देना शुरू कर दिया है। हमारे संवाददाता ने बताया है कि हर साल नवम्बर-दिसम्बर में दुनिया भर से कछुए ओड़िशा तट पर आते हैं।
 
विगत कुछ दशंदी से ओडीशा के समुद्री तटों में विश्वभर के लुप्त हो रहे विरल सामुद्रिक जीव कछुओं के लिए अभ्यरण्य पलट गया है। इस तटवर्ती इलाके में दूर-दूर से प्रशांत महासागर से भी कछुआ पहुंचते है, अंडा देने के मसाद में।  अंडादान प्रक्रिया खत्म होते ही ये मेहमान जी अपनी आये हुए जगह को प्रत्यावर्तन करते है। राज्य वन विभाग द्वारा इन जीवों की सुरक्षा के लिए समुंद्र किनारे, जहां इन्होंने अंडे दिये है, वहां से २० किलोमीटर  तक मछली पकड़ने के ऊपर सम्पूर्ण रूप से रोक लगा दी गई है। कटक से आकाशवाणी समाचार के लिए रामेश्वर नाइक।

In Uttar Pradesh, electioneering in the third, fourth and fifth phase for the assembly elections has picked up pace. The BSP Chief Mayawati held several public meetings in Mirzapur and Sonebhadra districts. BJP leader Rajnath Singh, SP Chief Akhilesh Yadav and senior Congress leaders are in the area pitching for their candidates.
Priyanka Vadra and Rahul Gandhi held a road show in Raebareli today which is going to poll in 4th phase on 19th February. The poll preparations in third phase areas are in its last leg. The elections for third phase will be held on 15th February for 56 constituencies spread in 10 districts of Central and Vindhyanchal regions of the state.
Our correspondent reports that over 1.75 Crore voters will decide the fate of 1021 candidates in third phase.
All attentions are diverted towards third phase elections, where the prestige of several prominent leaders sitting MLAs and Ministers is at stake. The seats involved in this phase remain the traditional pockets of left, congress, BJP and Samajwadi Party. However, the ruling BSP had an edge over opposition during 2007 elections. All major parties are out to improve their past performance. Star Campaigners are intensively campaigning, but winning the hearts of voters this time seems a hard nut to crack. Filing of nomination for the 7th phase will end tomorrow. So far, a total of 711 candidates have filed their nominations in 7th phase of elections. Tomorrow is also the last day for withdrawal of candidature for 6th phase election. Polling for these two phases will be held on 28th February and 3rd March respectively. The elections for 403 seats of UP assembly are being held in 7 phases between 8th February and 3rd March. The counting will be held simultaneously on 6th March.

Union Minister Anand Sharma today hoped that his visit to Pakistan for Commerce Minister level talks beginning tomorrow will help in creating a positive environment for enhanced bilateral trade. Mr. Sharma during his visit will hold talks with his Pakistan counterpart Makhdoom Amin Fahim on bilateral trade and all issues to enhance trade between the two countries.
Briefing reporters in New Delhi on the first visit by a Commerce minister to Pakistan, Anand Sharma said, fully normalizing relationship with Pakistan and elevating it to a higher level will contribute substantially to building trust and confidence between the two neighbor countries and for increased economic engagements within the SAARC region.
Mr. Sharma said, Pakistan having declared to move to a negative list regime on good and commodities for trade with its Most Favored Nation- India, it is understood that there is an expressed desire and wish in Islamabad to deepen bilateral economic engagements.

Negative list regime would facilitate more of the commodities of the products from this country to go to Pakistan. As of now India also allows 90 per cent of its tariff line, which have covered, and the peak tariff as of today is 8 percent which will be brought down to 5 percent by the end of this year.

In Andhra Pradesh, emergency medical services continued to be hit at the Government teaching hospitals with Junior Doctors continuing agitation. The state Government is making alternate arrangements. About 600 medical officers and non-specialist staff have been pressed into service to provide emergency medical services at different teaching hospitals.
Earlier, the talks between state government and junior doctors failed last evening. The Government has also directed concerned District Collectors to ensure medical services at those hospitals. Chief Minister Kiran Kumar Reddy had a meeting with a Group of Ministers on the alternate arrangements. More from our correspondent:
Hundreds of patients coming to Government teaching hospitals for better and critical medical services are being sent back as the junior doctors continue to boycott even the emergency duties. The scene is not different at the critical services of the casualty wards and intensive care units of various departments. The alternate arrangements that are being made by deploying medical officers, non specialist staff and at some places even private doctors are proving inadequate to tackle the huge number of patients. The situation is more serious at the hospitals in Hyderabad , Visakhapatnam , Kurnool , Guntur and Kakinada as the number of patients is much high at those referral hospitals. Directorate General of Civil Aviation, DGCA has asked all airlines to formulate duty time limitations for pilots and cabin crew. According to the DGCA latest airworthiness circular, all airline operators have been asked to frame a proper policy for duty time limitations and giving them adequate rest period. Recommending a maximum of eight hours duty with breaks keeping in view logistic and other constraints, the regulator has made it clear that no scheduled shift should exceed 12 hours.
Observing that the maintenance personnel should get adequate rest between two shifts, the sources said the risk became more prominent when night shifts were in tandem. Wherever work allocations involved multiple aircraft or engines in a shift, the circular said due consideration should be given to the complexity or criticality of the task and quantum of work.

The Central Bureau of Investigation, CBI has placed before the Supreme Court its report on the investigation into alleged corruption in utilization of Central funds by six districts of Odisha under Mahatma Gandhi Rural Employment Generation Act, MNREGA.
The report in a sealed cover was placed on Friday before a bench headed by Chief Justice S H Kapadia in compliance with its May 12, 2011 order by which CBI was directed to conduct the investigation on the basis of survey reports provided by the petitioner, CAG report and the National Institute of Rural Development.
The alleged irregularities have been detected in the districts of Kalahandi, Mayurbhanj, Rayagada, Bhawanipatna, Koraput and Malakangiri. The CBI was asked to spell out the offences likely to be made against the officials.
The apex court had on December 16, 2010, while hearing the PIL, rapped both the Union and the state governments for their failure in properly executing the rural job guarantee scheme.

An Assocham study says, the 40-billion dollar Indian petrochemicals industry is expected to grow at 12-15 per cent annually over the next five years and generate millions of new jobs.
The sector, which employs more than 10 lakh people, would attract foreign funds as the global petrochemical industry moves eastwards. This presents an opportunity for India to attract investments in the sector. However, the Indian industry faces major competition from hubs in China, Singapore and West Asia to grab a share of the investment pie.
The Study said, India needs to maintain certain levels of competitiveness and cost effectiveness to tackle this competition. The government, so far, has notified four petroleum, chemicals and petrochemical investment regions. These are Dahej in Gujarat, Haldia in West Bengal, Paradeep in Orissa and Vishakhapatnam in Andhra Pradesh.

Notwithstanding the economic slowdown, India's hospitality sector is likely to witness high growth in the long-run driven by increasing domestic travel. In a joint study, industry body CII and consultancy firm PwC said, with consumers becoming more demanding and price-conscious, the budget and mid-market segments are the possible growth areas.
The study said that there are a number of challenges faced by the industry while managing talent and the tax and regulatory issues. It said, rationalization of the number of tax levies and implementation of single-tax regime will benefit the industry.

Assam Government has prepared a draft proposal to revise minimum wages for workers and employees engaged under Mahatma Gandhi National Rural Employment Guarantee Act. The wages are to be revised under the relevant provisions of Minimum Wages Act, 1948.
The minimum rates of wages fixed for different categories included- 208 rupees per day for skilled work and 150 rupees per day for semi-skilled and unskilled supervisory work. A minimum rate of 130 rupees per day has been proposed for unskilled workers who are engaged in agriculture, construction or maintenance of roads, building operation, stone breaking, flood control, irrigation and public health engineering.
An official press release said, the workers and the employees shall be entitled to variable dearness allowance to the extent of 75 per cent in addition to the rates of wages as per the all India consumer price index for industrial workers.

The new President of Maldives Mohamed Waheed Hassan has expanded his cabinet with induction of seven new ministers. Official sources said this is an effort to establish a national unity government. Soon after taking over as the new President, Hassan had made urgent appointments of retired Colonel Mohamed Nazim as the Defence Minister and lawyer Mohamed Jameel Ahmed as the Home Minister.
Meanwhile, deposed President Mohammed Nasheed postponed his scheduled visit to his power centre Addu due to unspecified reasons. Addu city is one of the major strongholds of the Maldivian Democratic Party of Nasheed, and was the only city besides Male that witnessed violence following his ouster.
In a related development, Commonwealth officials say, they will hold urgent talks on a stand-off in the Maldives between President Mohammed Waheed Hassan and his predecessor. A Commonwealth ministerial watchdog will convene the meeting within 24 hours. It has the power to suspend member states. Former President Mohamed Nasheed says he was forced out in a coup on Tuesday. Mr Waheed denies the claim.

कांग्रेस ने विधि मंत्री सलमान खुर्शीद द्वारा अल्पसंख्यकों को आरक्षण संबंधी निर्वाचन आयोग पर की गई टिप्पणी को नामंजूर कर दिया है। कांग्रेस के महासचिव और मीडिया विभाग के अध्यक्ष जनार्दन द्विवेदी ने नई दिल्ली में संवाददाताओं को बताया कि उनकी पार्टी हमेशा यह चाहती रही है कि उसके नेता कानून और सार्वजनिक जीवन की मर्यादाओं को ध्यान में रखते हुए बयान दें। श्री द्विवेदी ने यह बात कल फर्रूखाबाद में सलमान खुर्शीद के बयान पर पैदा हुए विवाद के बारे में पूछे गए सवाल के जवाब में कही।

निर्वाचन आयोग की शिकायत पर तुरंत कार्रवाई करते हुए राष्ट्रपति ने कल रात ही प्रधानमंत्री डॉक्टर मनमोहन सिंह के कार्यालय को उचित कार्रवाई करने के लिए कहा। लोकसभा में विपक्ष की नेता सुषमा स्वराज ने संविधान के विरूद्ध बयान देने पर सलमान खुर्शीद को विधि मंत्री के पद से हटाने की मांग की है।

केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि देश के विभिन्न राज्यों में और अधिक निर्मल ग्राम बनाने के लिए २०१२-१३ के आम बजट में अतिरिक्त धन का प्रावधान किया जाएगा। उन्होंने कहा कि देशभर में छह लाख गांव हैं, लेकिन उनमें से सिर्फ पच्चीस हजार गांवों को ही निर्मल ग्राम बनाया जा सका है। श्री जयराम रमेश आज गुवाहाटी में एक कार्यक्रम में असम सहित पूर्वोत्तर राज्यों के विकास के लिए विभिन्न केंद्रीय ग्रामीण विकास योजनाओं की प्रगति की समीक्षा कर रहे थे। उन्होंने घोषणा की कि केंद्र सरकार अगले पांच वर्षों में असम के सभी ग्राम पंचायत क्षेत्रों में पेयजल और स्वच्छता सुविधाएं उपलब्ध कराने के लिए आवश्यक धन देगी।

सड़क परिवहन और राजमार्ग मंत्रालय देश में एम्बुलेंस प्रणाली को व्यवस्थित करने और रोगियों को सुविधाजनक ढंग से अस्पताल भेजना सुनिश्चित करने के लिए राष्ट्रीय एम्बुलेंस संहिता बनाने की तैयारी कर रहा है। इस बारे में संहिता के मसौदे को अंतिम रूप देने के लिए अखिल भारतीय आयुर्विज्ञान संस्थान-एम्स के डॉक्टर शक्ति के. गुप्ता की अध्यक्षता में समिति बनाई गई है। इसमें एम्स, ए आर ए आई, सड़क परिवहन और राजमार्ग मंत्रालय तथा स्वास्थ्य मंत्रालय के विशेषज्ञ सदस्य के रूप में शामिल किए गए हैं।

पाकिस्तान के प्रधानमंत्री यूसुफ रज+ा गिलानी न्यायालय की अवमानना के आरोपों का सामना करने के लिए कल सुप्रीम कोर्ट में पेश होंगे। पाकिस्तान के उच्चतम न्यायालय के मुख्य न्यायाधीश इतिखार चौधरी ने शुक्रवार को अवमानना के आरोप तय करने के खिलाफ दायर की गई गिलानी की अपील खारिज कर दी थी।
उन्नीस जनवरी को अवमानना के इस मामले में गिलानी ने खुद न्यायालय में पेश होकर कहा था कि सरकार, राष्ट्रपति के खिलाफ मामले फिर शुरू नहीं कर सकती, क्योंकि उन्हें पाकिस्तान और विदेश में इस तरह के मामलों से छूट हासिल है।
श्री गिलानी ने कहा है कि यदि उच्चतम न्यायालय अवमानना के मामले में उन्हें दोषी ठहराता है, तो वे इस्तीफा दे देंगे। श्री गिलानी ने अरब न्यूज चैनल को बताया कि राष्ट्रपति आसिफ अली जरदारी के खिलाफ मामले राजनीति से प्रेरित हैं।

सीरिया के बारे में चर्चा के लिए अरब लीग के विदेशी मंत्रियों की बैठक काहिरा में शुरू हो गई है। हमारे संवाददाता ने खबर दी है कि अरब लीग प्रमुख नबी-उल-अरबी ने सीरिया में अरब शांति योजना की प्रगति की निगरानी के लिए संयुक्त राष्ट्र और अरब देशों का संयुक्त मिशन बनाने का प्रस्ताव किया है।

अरब लीग के विदेशमंत्रियों की बैठक सीरिया में हिंसा और सुरक्षा परिषद के वीटो के साए में हो रही है। अहम मुद्दों में सीरिया में संयुक्त राष्ट्र संघ और अरब देशों के साथ अन्य मुस्लिम देशों के पर्यवेक्षक मिशन को भेजने का प्रस्ताव है। विपक्षी सीरिया काउंसिल को मान्यता देने को लेकर लीग के विदेशमंत्री आम राय बनाने के हक में हैं। बैठक से पहले खाड़ी सहयोग परिषद के ६ देशों के विदेशमंत्रियों ने अपनी रणनीति पर चर्चा की। खाड़ी देशों समेत जार्डन और मोरक्को लीग के पर्यवेक्षक मिशन से पहले ही अपना नाम वापस ले चुके हैं। अरब लीग ने हिंसा के चलते सीरिया को पर्यवेक्षक मिशन को स्थगित कर दिया था, मगर अब मिशन के सामने फिर से इसे शुरू करने की चुनौती है।

इस बीच, अरब लीग प्रमुख नबी-उल-अरबी ने जॉर्डन के पूर्व विदेश मंत्री अब्दुल इलाह-उल-खातिब को सीरिया के लिए संगठन का दूत नियुक्त किया है। मिस्र के सरकारी टेलीविजन ने अरब लीग के हवाले से खबर दी है कि इस नियुक्ति के लिए अरब देशों के विदेश मंत्रियों की सहमति की जरूरत होगी, जो फिलहाल काहिरा में सीरिया संकट पर चर्चा कर रहे हैं।

दिल्ली वार्ता का चौथा दौर कल नई दिल्ली में शुरू होगा। इस साल इसका विषय हैः- भारत और आसियान : शांति, प्रगति और स्थिरता में भागीदार। हमारे संवाददाता ने बताया है कि इसकी शुरूआत २००९ में आसियान क्षेत्र के साथ भारत के व्यापक सहयोग के लिए हुई थी।

इस वर्ष भारत आसियान संवाद भागीदारी को जहां दो दशक पूरे हो रहे हैं। वहीं दोनों के बीच कायम शिखर स्तर भागीदारी के दस वर्ष हो जाएंगे। दो दशकों के साथ सामाजिक, आर्थिक, संबंधों के साथ सुरक्षा वार्ता को भी नये आयाम दिए हैं, दोनों पक्षों ने अंतरराष्ट्रीय क्षेत्रीय मंचों पर एक जुटता दिखाकर विश्व के कई फैसले हक में करवाये हैं। उम्मीद जताई जा रही है कि भारत आसियान मुक्त व्यापार जल्द ही सघन आर्थिक सहयोग संधि में बदल जाएगा, जिससे संगठन के सभी देश आर्थिक तरक्की कर पाएंगे।

दो दिन के इस कार्यक्रम में सभी दस आसियान देशों ने या तो अपने प्रतिनिधिमंडल भेजे हैं या वक्ताओं के रूप में भाग ले रहे हैं। इस कार्यक्रम को चार हिस्सों में बांटा गया है जिसमें आर्थिक सहयोग, क्षेत्रीय सुरक्षा, गैरपरम्परागत सुरक्षा की धमकियों तथा ज्ञान और विज्ञान के बारे में चर्चा होगी। विदेश मंत्री एस एम कृष्णा इसका उद्घाटन करेंगे और पूर्व राष्ट्रपति डॉ० ए पी जे अब्दुल कलाम मंगलवार को समापन भाषण देंगे।

आंध्र प्रदेश में सरकारी मेडिकल कॉलेज और अस्पतालों में डॉक्टरों की हड़ताल के कारण आपातकालीन चिकित्सा सेवाएं अब भी प्रभावित हैं। हालांकि राज्य सरकार ने जूनियर डॉक्टरों से हड़ताल समाप्त करने की फिर से अपील की है। हमारे संवाददाता के अनुसार जूनियर डॉक्टरों ने राज्य सरकार द्वारा उनकी ११-सूत्री मांगों को मानने का आश्वासन देने तक अपनी हड़ताल वापस लेने से इंकार किया है।

आन्ध्र प्रदेश में सरकारी मेडिकल कॉलेजों और जूनियर डॉक्टरों की हड़ताल के चलते बड़ी संख्या में भारी असुविधा का सामना करना पड़ रहा है, इसके मद्देनजर राज्य सरकार ने आपातकालीन चिकित्सीय सुविधाओं के खासे प्रबंध किए हैं। राज्यभर में मेडिकल कॉलेजों और अस्पतालों में आपातकालीन चिकित्सा सुविधा मुहैया कराने के लिए ६०० गैर चिकित्सीय और मेडिकल स्टॉप को तैनात किया गया है। संबंधित जिलों कलेक्टरों ने आज अस्पतालों का दौरा किया और आपातकालीन सुविधाओं का जायजा लिया, आईसीयू और कैज्युवलटी विभागों में आंशिक रूप से सेवाएं जारी हैं। हालांकि रैफरल अस्पतालों में सघन चिकित्साओं की आपात सुविधाओं के चलते मरीजों को परेशानियां का सामना करना पड़ रहा है।

In Uttar Pradesh, intense campaigning is on for the third, fourth and fifth phase elections. The third phase elections will be held in 56 constituencies of 10 districts of eastern UP and Vindhyachal region in the state on 15th February. Our Correspondent reports that the income tax enforcement team seized about 59 lakh rupees today and cases have been lodged against five people.
The third phase of elections campaigning reached on its peak today since many top leaders and star campaigners of all political parties addressed several Meetings in different districts throughout the day. The campaigning for 56 assembly constituencies for third phase elections is going to end tomorrow evening. C Election commission has also made special arrangements for visually impaired voters to facilitate them. More than one crore seventy five lakh voters  will give their verdict for one thousand and twenty one candidates on Eastern  and vindhyachal regions of UP on Wednesday. The Congress Party has disapproved Law Minister Salman Khurshid's remarks regarding Election Commission of India, ECI, censuring him on minorities' sub-quota issue. AICC General Secretary and media department Chairman Janardan Dwivedi told newsmen in New Delhi that the party always wants its leaders to speak as per the norms of public life and law of the land.

Union Minister Anand Sharma today hoped that his visit to Pakistan for Commerce Minister level talks beginig tommorow, will help in creating a positive environment for enhanced bilateral trade. Mr. Sharma during his visit, will hold talks with his Pakistan counterpart Makhdoom Amin Fahim on all issues to enhance trade between the two countries. Briefing reporters in New Delhi before embarking on the first visit by a Commerce Minister to Pakistan, Mr. Sharma said, fully normalising relationship with Pakistan and elevating it to a higher level will contribute substantially to building trust and confidence between the two neighbour countries and for increased economic engagements within the SAARC region.
The Pakistan giving a very clear assurance to move towards a negative list in bilateral trade. Negative list regime would facilitate more of the commodities of the products from this country to go to Pakistan. As of now India also allows 90 per cent of its tariff line, which have covered, and the peak tariff as of today is 8 percent which will be brought down to 5 percent by the end of this year.

Defence co-operation between India and Saudi Arabia is set to get a big boost with Defence Minister A K Antony embarking on a two-day visit to Riyadh, beginning tomorrow. This is going to be the first ever visit by an Indian Defence Minister to Saudi Arabia. In Riyadh, Mr. Antony will hold discussions with his counterpart, Prince Salman bin Abdul Aziz Al Saud, besides meeting other leaders.

The fourth edition of Delhi Dialogue begins in New Delhi tomorrow. The theme this year is -India and ASEAN: Partners for Peace, Progress and Stability. Our correspondent reports, the event began in 2009 for greater engagement of India with the ASEAN region.
The year 2012 marks 20 years of the ASEAN-India dialogue partnership and 10 years of Summit level partnership. Pakistan's embattled Prime Minister Yousuf Raza Gilani will appear before Supreme Court tomorrow to face contempt charges. Dealing a major blow to Gilani, Pakistan's apex court headed by Chief Justice Iftikhar Chaudhry on Friday had rejected his appeal against framing of contempt charges over his failure to act on its repeated orders to revive cases of alleged money laundering against Asif Ali Zardari in Switzerland. The court told Gilani that he had no option but to write to Swiss authorities to revive graft cases against Zardari as no one was above the law.
Pakistan's Prime Minister Yousuf Raza Gilani has said that he would resign if the Supreme Court convicts him in a contempt of court case. While talking to an Arab News channel, the Premier said the cases against President Asif Ali Zardari are politically motivated and the President enjoys immunity in the country and abroad.

Arab League Task force on Syria meeting is underway in Cairo. The 7 member group led by Qatar Prime Minister is mulling its options to end the blood shed in Syria. Arab League Chief Nabil El Arabi has proposed the name of former Jordanian foreign minister, Abdul Ilah al-Khatib, as the Arab envoy to Syria. The Arab Foreign Ministers meeting comes in the backdrop of fresh diplomatic moves to end the bloodshed in Syria. It would oversee the implementation of Arab League peace plan in Syria. UN may provide technical assistance and train the observers going to Syria. In Andhra Pradesh, emergency medical services continue to remain paralysed at the Government hospitals while the state authority once again called upon the junior doctors to call off their stir.
State Medical Education Minister Murali Mohan has once again called upon the junior doctors to call off their strike keeping in view the inconvenience being caused to patients. Our Correspondent reports that the junior doctors refused to call off their agitation till the state Government gives assurance on their 11-point demands.
 
Keeping in view the inconvenience being caused to huge number of patients due to junior doctors’ agitation at the Government teaching hospitals, the state Government has made arrangements to meet the emergency medical needs. Union Minister for Rural Development Jairam Ramesh said, additional budget provision will be made for setting up more Nirmal Grams in various states of the country in the new Central Budget for 2012-13. He said there are six lakh villages across the country, but only 25 thousand of them have so far been transformed into Nirmal Grams.
Mr. Ramesh was reviewing the performance and implementation status of different rural development schemes sanctioned by the Centre for development of the North-Eastern states, including Assam at a day-long programme in Guwahati today. The Union Minister announced that Centre will provide necessary funds to provide drinking water and sanitation facilities in all the Gram Panchayat areas of Assam within the next five years.

The CBI will begin tomorrow its first training exercise for its investigators on ways to recover of black money stashed abroad as part of Interpol's Global Programme on anti-corruption and asset recovery for prosecutors. Our correspondent reports, the purpose of this global programme is to enhance the knowledge and skills of investigators and prosecutors in tracking assets of mass corruption, and making effective use of legal assistance in international and trans-border investigations.
The six-day training, which will be inaugurated by Minister of State for Personnel V Narayanasamy here on Monday, would be the first such international training exercise for police officers, investigators and prosecutors of Interpol member countries. The CBI will host 30 police officers from Australia, Afghanistan, China, Hong Kong, Sri Lanka, the United Kingdom, Indonesia, Fiji, Malaysia, Nepal, Singapore and the Philippines for the training programme.

The Ministry of Road Transport and Highways is to put in place the National Ambulance Code to rationalize the Ambulance specifications in the country and to ensure quality pre-inter-hospital transfer of patients. A Committee has been constituted under the Chairmanship of Dr. Shakti K. Gupta of All India Institute of Medical Sciences, AIIMS,   comprising experts from AIIMS, ARAI, Ministry of Road Transport and  Highways, Ministry of Health and other stake holders to finalize the Draft code in this regard.
