 मल्टी ब्रैंड खुदरा कारोबार में प्रत्यक्ष विदेशी निवेश की अनुमति देने के सरकार के फैसले पर संसद में गतिरोध तोड़ने के प्रयास जारी है। प्रधानमंत्री डॉ. मनमोहन सिंह ने डीएम के और तृणमूल कांग्रेस के नेताओं से मिलकर इस क्षेत्र में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति देने के फैसले का तर्क समझाने की कोशिश की। यूपीए में शामिल दोनों सहयोगी दलों ने इस मामले में अपनी आपत्तियां बताई। एजेंसी की खबरों के अनुसार डॉ. मनमोहन सिंह ने फैसला वापस लेने के बारे में कोई आश्वासन नहीं दिया।
 खुदरा व्यापार में प्रत्यक्ष विदेशी निवेश की अनुमति और कई अन्य मुद्दे को लेकर लोकसभा और राज्यसभा की बैठक कल लगातार आठवें दिन भी स्थगित करनी पड़ी।
 इस बीच, कांग्रेस ने विपक्ष को चुनौती दी है कि अगर उसके पास आवश्यक बहुमत है, तो सरकार के प्रति अविश्वास प्रस्ताव रखे। पार्टी प्रवक्ता राशिद अल्वी ने विपक्ष से आग्रह किया कि वह संसद की कार्यवाही में बाधा ना डाले।

सरकार के एलाइस हैं। उन्हें अपनी राय रखने का इख्तियार है, लेकिन पार्लियामेन्ट के अंदर कभी भी अगर डिविज+न होता है, हमारे एलाईस हमारे साथ खडे होंगे।''
 उधर, भारतीय जनता पार्टी ने आरोप लगाया है कि प्रत्यक्ष विदेशी निवेश के मुद्दे पर सरकार संसद में अल्पमत में है। पार्टी के वरिष्ठ नेता एस.एस. अहलुवालिया का कहना था कि सरकार संसद में वोटिंग के प्रावधान वाले नियमों के तहत बहस से बच रही है।

भारतीय जनता पार्टी या एनडीए या पूरा विपक्ष सदन को चलाना चाहता है। बशर्ते इस पर चर्चा हो जाए और चर्चा का फैसला वोट के माध्यम से हो जाए।''
मार्क्सवादी कम्युनिस्ट पार्टी के वरिष्ठ नेता सीताराम येचुरी ने कहा कि इस मुद्दे पर गतिरोध खत्म कराने में सरकार की दिलचस्पी नहीं है।

अब सरकार खुद तय करेगी कि वह क्या करनी चाहती है, क्योंकि स्पष्ट रूप से बहुत सारे ऐसे सवाल हैं-महंगाई है, भ्रष्टाचार है, काला धन है। ऐसी चीजें है जिसके चलते वे अफसोस की बात यह है कि सदन होने नहीं दे रहे हैें।''

 प्रत्यक्ष विदेशी निवेश के विरोध में देश व्यापी बंद का कल मिलाजुला असर रहा। कई जगहों पर दुकानें और व्यापारिक प्रतिष्ठान बंद रहे, लेकिन दिल्ली, आंध्र प्रदेश, असम तथा एन. डी. ए. शासित गुजरात और बिहार सहित कई जगहों पर बंद का आंशिक असर रहा।

प्रधानमंत्री ने कहा है कि मुल्लापेरियार बांध का मुद्दा न्यायालय के विचाराधीन है और इस बारे में ऐसा कुछ भी कहा या किया नहीं जाना चाहिए जिससे लोगों में अनावश्यक डर पैदा हो। तमिलनाडु की मुख्यमंत्री जे जयललिता के पत्र के जवाब में डॉ० मनमोहन सिंह ने कहा कि उन्होंने सुश्री जयललिता द्वारा उठाई गई बातों पर गौर किया है और केरल के मंत्रियों के प्रतिनिधिमंडल द्वारा उठाए गए मुद्दों को भी सुना है। प्रधानमंत्री ने कहा कि  उन्होंने जल संसाधन मंत्रालय को सलाह दी है कि वह दोनों राज्यों के अधिकारियों की जल्द बैठक बुलाए ताकि इन बकाया मुद्दों को सुलझाया जा सके और वास्तविक आशंकाएं दूर हो सकें।
इस बीच, केरल के इदुकी जिले में ११६ साल पुराने मुल्लापेरियार बांध में जलस्तर बढ़कर १३६ दशमलव ६ फुट तक चला गया है। बांध के जलग्रहण क्षेत्र में भारी बारिश और तमिलनाडु के लिए  सीमित मात्रा में पानी छोड़े  जाने के कारण  जलस्तर बढ़ा है।

केरल के मुख्य मंत्री उम्मन चंडी मुल्ला पेरियार बांध में पानी का स्तर   घटाकर तुरंत १२० फीट कराने के लिए प्रधानमंत्री से मिलने नई दिल्ली पहुंच चुके हैं। हमारे संवाददाता ने बताया है कि राज्य सरकार बांध में कोई अप्रिय घटना होने की स्थिति से निपटने के लिए किये गए उपायों के बारे में आज केरल उच्च न्यायालय को सूचित करेगी।

तमिलनाडु की मुख्यमंत्री ने केरल के मुख्य मंत्री को उत्तर दिया है कि उनकी सरकार मुल्लापेरियार बांध के मामले में सहयोग के लिए तैयार है। लेकिन तमिलनाडु के इस रुख से केरल के वैज्ञानिक और भूगर्भ शास्त्री हैरान है कि ११६ साल पुराना बांध नये बांध जितना ही सुरक्षित है। तिरूनन्तपुरम में आज उच्च स्तरीय आपदा प्रबंधन दल के बैठक में तीस लाख लोगों की जान की हिफाजत को ध्यान में रखते हुए आपात रणनीति तय की जाएगी। केरल सरकार इस मामले में उच्चतम न्यायालय द्वारा नियुक्त उच्च स्तरीय समिति से संपर्क करने वाली है।  इस बीच, और विधायक भूख हड़ताल में शामिल हो गए हैं। भारतीय कम्युनिस्ट पार्टी के बीजीमॉल विधायक की भूख हड़ताल का इदुकी में आज छठा दिन है। सभी वर्गों के लोग आंदोलन के समर्थन में आगे आ रहे हैं। तिरूनन्तपुरम से राम कृष्ण पिल्लै की रिपोर्ट के साथ दिल्ली से  अखिल मित्तल।

तमिलनाडु की मुख्यमंत्री जयललिता ने मुल्लापेरियार बांध के मसले पर प्रधानमंत्री डॉ. मनमोहन सिंह से हस्तक्षेप करने की अपील की है। कल एक बयान में सुश्री जयललिता ने कहा कि केरल सरकार उच्चतम न्यायालय के २००६ के आदेश का पालन करे और पानी का स्तर १४२ फुट होने दे। जयललिता ने लोगों के बीच डर पैदा करने के लिए केरल के राजनैतिक दलों की आलोचना की।
उन्होंने दोहराया कि केंद्र को केरल सरकार से कहना चाहिए कि वह नए बांध का निर्माण न करे। उन्होंने कहा कि अन्ना द्रमुक के सांसद आज प्रधानमंत्री डॉ. मनमोहन ंिसंह से मुलाकात करेंगे।

तमिलनाडु सरकार ने उच्चतम न्यायालय में याचिका दायर कर मांग की है कि केरल सरकार को इस मुद्दे पर विवादस्पद बयान देने से रोका जाए। उसका आरोप है कि केरल सरकार मुल्लापेरियार बांध विवाद पर डर फैला रही है।

 बिहार विधानसभा का शीतकालीन अधिवेशन आज से शुरू हो रहा है। यह अधिवेशन इस महीने की ९ तारीख तक चलेगा। मुख्यमंत्री नीतीश कुमार ने बताया कि सत्र के दौरान लोकपाल विधेयक पेश किया जायेगा। हमारे पटना संवाददाता ने खबर दी है कि इस सत्र के हंगामेंदार होने की संभावना है क्योंकि विपक्ष ने भ्रष्टाचार और उर्वरकों तथा खाद्यानों की कालाबाजारी सहित विभिन्न मोर्चों पर नीतीश सरकार को घेरने की तैयारी कर रखी है।

उच्चतम न्यायालय ने सोहराबुद्दीन शेख फर्जी मुठभेड़ मामले में शामिल वरिष्ठ पुलिस अधिकारियों की टेलीफोन पर हुई बातचीत का विवरण पेश करने में विफल रहने पर गुजरात सरकार की खिचाई की है। न्यायालय ने राज्य सरकार को निर्देश दिया है कि वह बुधवार को इससे जुड़ी सभी सीडी उसके सामने रखे।
 न्यायालय ने राज्य सरकार को यह निर्देश सीबीआई की एक याचिका पर सुनवाई के दौरान दिया।

तमिलनाडु में डीएमके पार्टी के कोषाध्यक्ष और पूर्व उप मुख्य मंत्री एम के स्टालिन पर जमीन पर कब्जा करने का मामला दर्ज किया गया है। कल रात दर्ज की गई एफआई आर में श्री स्टालिन के साथ उनके पुत्र उदयनिधि स्टालिन और छह अन्य लोगों के नाम लिये गए हैं।

हैदराबाद में सीबीआई की विशेष अदालत ने खनन में अनियमितताओं के मामले में गिरफ्‌तार आई.ए.एस. अधिकारी श्रीलक्ष्मी को १२ दिसम्बर तक न्यायिक हिरासत में भेज दिया है। उन्हें ओबुलापुरम माइनिंग कंपनी में खनन अनियमितताओं के मामले में मंगलवार को गिरफ्‌तार किया गया था और पूछताछ के लिए सीबीआई की हिरासत में भेज दिया गया  था।

 दिल्ली की एक अदालत ने टू-जी स्पेक्ट्रम मामले में कल पूर्व दूरसंचार मंत्री ए. राजा के तत्कालीन निजी सचिव आर. के. चंदोलिया को जमानत दे दी। इसके साथ ही इस मामले में अब तक विभिन्न अदालतों द्वारा १२ आरोपियों को जमानत दी जा चुकी है। केवल दो आरोपी- ए. राजा और पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा अभी-भी जेल में हैं।

मंत्रिमंडल की आर्थिक मामलों की समिति-सीसीईए ने ब्याज सब्सिडी योजना के तहत दो हजार करोड़ रूपए का अतिरिक्त फंड देने को मंजूरी दे दी है। छोटे और मझौले उद्यमियों के लिए इस योजना का विस्तार अगले साल मार्च तक के लिए किया गया है। इस योजना में हस्तशिल्प, हथकरघा और कालीन क्षेत्र को भी शामिल किया गया है।

 यूरोपीय संघ ने सीरिया में हिंसा जारी रहने के कारण उस पर प्रतिबंध बढ़ा दिये हैं। उधर, संयुक्त राष्ट्र मानवाधिकार परिषद भी आज सीरिया की निन्दा के एक प्रस्ताव पर मतदान करने वाली है। हमारे पश्चिम एशिया संवाददाता ने खबर दी है कि सीरिया पर अरब लीग की शांति योजना लागू करने के लिए अंतर्राष्ट्रीय दबाव बढ़ता जा रहा है।

यूरोपीय संघ ने सीरियाई बांड की खरीद फरोक और वहां निगरानी रखने सॉफ्टवेयर की बिक्री पर पाबंदी लगा दी है। साथ ही यूरोपीय कंपनी को कहा है कि वे तेल या बिजली के क्षेत्र में सीरिया के साथ कोई सहयोग न करे। यूरोपीय बैंको में सीरियाई खाते खोलने या सीरिया के संयुक्त बैंक उपक्रमों के साथ संयुक्त उपक्रम लगाने पर पाबंदी लागू कर दी गई है। संयुक्त राष्ट्र मानवाधिकार आयोग की ताजा रिपोर्ट में सीरिया में जारी हिंसा में मरने वालों की संख्या चार हजार से ऊपर पहुंच गई है। अतुल तिवारी आकाशवाणी समाचार।''

भारत और वेस्टइंडिज के बीच दूसरा एक दिवसीय क्रिकेट मैच आज विशाखापत्तनम में खेला जाएगा। आकाशवाणी से दिन रात के इस मैच का आंखों देखा हाल दोपहर बाद दो बजे से प्रसारित किया जाएगा।

Efforts are on to break the stalemate in the Parliament on government's decision to allow foreign retailers in the country in Multi-Brand shops. The Prime Minister Dr Manmohan Singh met the leaders of DMK and Trinamool with an objective to explain the rationale of the government's decision of allowing 51 per cent FDI in multi-brand retail. Both allies of UPA expressed reservation over the issue. Agency reports said Dr.Manmohan Singh gave no assurance of any roll back. Commerce Minister Anand Sharma was also present in the meeting to explain in greater details the benefits this decision will bring about to small farmers and traders.

The stalemate in Parliament over FDI in retail and other issues led to adjournment in the Lok Sabha and the Rajya Sabha for the eighth consecutive day yesterday.

Meanwhile, Congress has challenged the opposition to move a no confidence motion against the government, if they have the required strength. Party spokesman, Rashid Alvi called upon the opposition not to disrupt proceedings in Parliament.

Government has its allies, who have the right to give their opinion. But in case of division in the Parliament, our allies are with us.

Rashid Alvi said the BJP-led NDA in its 2004 election manifesto had also favoured the entry of 26 per cent FDI in the retail sector.

The BJP on the other hand charged the government of being in minority in Parliament on the issue of Foreign Direct Investment. Senior party leader S S Ahluwalia alleged that the government is shying away from debates with voting provisions in Parliament.

The CPI(M) has said the decision on FDI issue amounts to impropriety as the winter session of Parliament is on. Senior party leader Sitaram Yechury said government is not interested to end the ongoing logjam on FDI issue.

We are waiting for the government to break this Logjam and we think, the fact that, we have not heard anything so far also means that the government does not appear interested in breaking this Logjam.

The call for Bandh against FDI in the retail sector evoked a mixed response across the country yesterday. The response was partial in many places including the capital Delhi, Andhra Pradesh, Assam and opposition-ruled Gujarat and Bihar. Most of the shops and business establishments in Tamil Nadu, Karnataka, West Bengal, Himachal Pradesh and Odisha also remained closed. In some cities, shop keepers took out marches demanding a rollback.

The Prime Minister has said that nothing should be said or done to create undue alarm among the people on the Mullaperiyar Dam issue as the matter is sub-judice. In reply to the letters of the Tamil Nadu Chief Minister Ms Jayalalithaa, Dr. Manmohan Singh said ,he has made a note of the points raised by her and also heard the issues raised by a delegation of Ministers from Kerala. Dr.Singh said that he has already advised the Ministry of Water Resources to arrange an early meeting between the officials of the two states to sort out outstanding issues and allay genuine concerns. Jayalalitha reiterated that Centre should ask the Kerala Government to desist from building a new dam and said that the AIDMK MPs would be meeting the Prime Minister today.

The water level of 116 year old mullapperiyar dam in Idukki district of Kerala has gone up further to 136.6 feet. Kerala Chief Minister Oommen Chandy is in Delhi to seek immediate central assistance to reduce the water level to 120 feet and permission for a new dam. An emergency session of Kerala assembly has been convened on the 9th of this month on the issue. More from correspondent:

In a letter, Tamil Nadu Chief Minister has replied to Kerala CM that her state is prepared to cooperate in mullapperiyar dam issue. A high level disaster management team is meeting in Thiruvananthapuram today to work out exigency strategies keeping in mind lives of thirty lakh people. Meanwhile, the Tamil Nadu government has moved the Supreme Court accusing Kerala government of whipping up fear psychosis on Mullaperiyar row. It also sought the court's direction, restraining the state from making any controversial statement on the issue.

The Supreme court has pulled up Gujarat government on its failure in handing over telephone call details of senior police officials involved in Sohrabuddin Sheikh fake encounter case. It has directed the state to place before it all CDs in that regard on Wednesday.

The court's direction to the state government came during the hearing of a CBI plea challenging the Gujarat High Court's order granting bail to former state Home Minister Amit Shah who is facing trial for his alleged involvement in the 2005 Sohrabuddin fake encounter killing by police. The CBI plea has also sought the transfer of his trial to a place outside the state.

The European Union has slapped increased sanctions on Syria over continuing violence. The UN Human rights council is likely to vote on a resolution to censure Syria today. International pressure is mounting on Syria to comply with the measures as per the Arab League's peace plan,Our West Asia correspondent has filed this report:

European Union has banned the purchase of Syrian bonds and the sale of surveillance software to the Syrian government. It has stopped EU companies from participating in oil or power projects in Syria. Arab League has identified a list of 17 powerful people from Syria against whom the travel bans have been issued. These include the Syrian defence and the interior ministers. Meanwhile, the United Nations High Commissioner for Human Rights has said in a report that more than 4,000 people had been killed in the crackdown on anti-government protesters in Syria. A 12 member committee of Governors has been constituted by the President Pratibha Devisingh Patil to study and recommend measures for enhancing productivity, profitability and sustainability of the agriculture sector in India .The committee will deliberate on the need for formulating requisite policy initiatives and legislative measures and prospects for investment in the agriculture and allied sectors among others. The Committee will also discuss on measures for transfer of innovations and cutting edge technologies to the farm and allied sectors. It will work under the Chairmanship of Governor of Punjab and Rajasthan Mr. Shivraj Patil.

The Delhi Assembly passed the Delhi Municipal Corporation,MCD (Amendment) Bill -2011 to trifurcate the Civic body with voice vote. The move will help provide better amenities in the city. As per the bill, the MCD which came into existence on April 7, 1958 under an Act of Parliament, will be split into North, South and East Delhi municipal corporations and 50 per cent of total two hundred and seventy-two seats will be reserved for women as against current 33 per cent.

  मल्टीब्र्रैंड खुदरा कारोबार में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की अनुमति के मुद्दे पर विपक्ष ने आज पांचवें दिन भी संसद के दोनों सदनों की कार्यवाही चलने नहीं दी। लोकसभा और राज्यसभा की कार्यवाही पहले दोपहर तक के लिए और फिर ६ दिसम्बर तक स्थगित कर दी गई।
 मूल्यवृद्धि, कालाधन और अलग तेलगांना राज्य बनाने जैसे अन्य मुद्दों पर संसद की कार्यवाही पिछले सप्ताह लगातार चार दिन बाधित रही।
 लोकसभा की बैठक जैसे ही शुरू हुई भाजपा के नेतृत्व में  विपक्षी सदस्य मल्टीब्रैंड खुदरा क्षेत्र में एफडीआई की अनुमति के सरकार के फैसले के खिलाफ नारे लगाने लगे। कुछ सदस्य सदन के बीचोंबीच आ गये। कुछ अन्य सदस्य हाथों में तख्तियां लिये हुए मुल्लपेरियार बांध की सुरक्षा की मांग कर रहे थे। भारी शोरगुल के बीच उपाध्यक्ष करिया मुंडा ने सदन की कार्यवाही दिनभर तक के लिए स्थगित कर दी।
 राज्यसभा की बैठक जैसे ही फिर दोपहर को शुरू हुई, विपक्षी सदस्य एफडीआई के मुद्दे पर नारे लगाने लगे। सभापति हामिद अंसारी ने सदन की कार्यवाही दिनभर तक के लिए स्थगित कर दी।

 संसद की बैठक सोमवार को नहीं होगी। इसके बदले इस महीने की २२ तारीख को लोकसभा और राज्यसभा की बैठकें होंगी। इस दिन कोई प्रश्नकाल नहीं होगा। राज्यसभा की कार्यमंत्रणा समिति ने आज यह घोषणा की। लोकसभा पहले ही यह घोषणा कर चुकी है। अब संसद के दोनों सदनों की अगली बैठक बुधवार को होगी।

     कांग्रेस ने कहा है कि प्रत्यक्ष विदेशी निवेश के मुद्दे पर संसद में गतिरोध दुर्भाग्यपूर्ण है। संसद के बाहर पार्टी प्रवक्ता राशिद अल्वी ने कहा कि मल्टी ब्रांड खुदरा क्षेत्र में ५१ प्रतिशत एफडीआई  का सरकार का फैसला उचित है। उन्होंने कहा है कि ऐसा लगता है कि विपक्षी दलों का संसद के प्रति सम्मान नहीं है।

 ये फैसला सरकार करती है कि देश कैसे चले, अपोजिशन अपनी राय रख सकती है। लेकिन हाउस को न चलने देना, पार्लियामेंट के अन्दर बहस न होने देना, ये दुर्भाग्यपूर्ण है।
 उधर, प्रमुख विपक्षी दल भारतीय जनता पार्टी ने एफडीआई पर उसका स्थगन प्रस्ताव स्वीकार न किये जाने पर सरकार की आलोचना की है। संसद के बाहर पार्टी के वरिष्ठ नेता राजनाथ सिंह ने कहा कि उनकी पार्टी नियम और प्रक्रिया के अनुसार इस मुद्दे पर बहस चाहती है। उन्होंने एफडीआई पर सरकार के फैसले को तुरन्त वापस लेने की मांग की। श्री सिंह ने कहा कि इससे उपभोक्ताओं और उत्पादकों को लाभ नहीं होगा।

हम लोगों ने जो भी पार्लियामेंट के रूल्स और प्रोसिजर्स है, उन्ही के तहत ही एडजर्नमेंट मौसम मूव किया है और उसी के साथ हम चर्चा चाहते है। रूल्स और प्रोसिजर के बाहर जाकर हम चर्चा नहीं चाहते है। फिर भी उन रूल्स और प्रोसिजर के अन्तर्गत भी ये सरकार चर्चा कराने को तैयार नहीं है। ये बात समझ के परे है।
  मार्क्सवादी कम्युनिस्ट पार्टी के वरिष्ठ नेता सीताराम येचुरी ने एफडीआई मुद्दे पर संसद में गतिरोध के लिए सरकार को जिम्मेदार ठहराया। उन्होंने कहा कि यह सरकार का कर्त्तव्य है कि वह संसद के दोनों सदनों की कार्यवाही सुचारू रूप से चलाने में सहयोग करे। श्री येचुरी ने कहा कि प्रत्यक्ष विदेशी निवेश पर सरकार का फैसला संसदीय प्रक्रिया के खिलाफ है।

साफ है कि सरकार नही चाहती ये सत्र चलना। जवाब देना है मंहगाई में, जवाब देना है भ्रष्टाचार परं, जवाब देना है ब्लैक मनी पे, जवाब देना है कि लोकपाल के अंदर प्रधानमंत्री को क्यों नही जोड़ा जा रहा। इन सभी सवालों पे इस जवाब से वो मुकर रहे है और उसके चलते हुए उनको शूट करता है कि ये सत्र न चले।
 समाजवादी पार्टी के नेता मोहन सिंह ने कहा कि सरकार प्रत्यक्ष विदेशी निवेश मुद्दे पर बने गतिरोध को तोड़ने के लिए अभी तक कोई ठोस प्रस्ताव सामने नहीं लाई है।

 भारतीय कम्युनिस्ट पार्टी ने मल्टी ब्रॉण्ड खुदरा बाजार में प्रत्यक्ष विदेशी निवेश को पूरी तरह वापस लेने की मांग की है। नई दिल्ली में  जारी एक बयान में इस मुद्दे पर सरकार के अडिग रवैये पर चिन्ता व्यक्त की गई। पार्टी ने आरोप लगाया कि देश की अर्थव्यवस्था पहले से ही संकट में है, लेकिन सरकार दस लाख से अधिक खुदरा व्यापारियों का जीवन बर्बाद करने के खतरनाक रास्ते पर चल रही है। पार्टी ने कहा कि मल्टी ब्रॉण्ड खुदरा बाजार में विदेशी कंपनियों के आने से लाखों खुदरा व्यापारियों और छोटे तथा मझोले किसानों पर बुरा असर पड़ेगा। पार्टी ने इस मामले में व्यापारियों और छोटे दुकानदारों के आंदोलन का पूरा समर्थन किया।

 यूपीए के सहयोगियों और विपक्ष को स्पष्ट संदेश देते हुए वित्त मंत्री प्रणब मुखर्जी ने उनसे खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश, यानी एफडीआई को लागू करने वाले राज्यों के रास्ते में नहीं आने को कहा है। उन्होंने कहा कि इस मुद्दे पर संसद में मतदान का सामना के लिए एक मान्य प्रस्ताव तैयार करने की कोशिश हो रही है। नई दिल्ली में हिन्दुस्तान टाइम्स लीडरशिप समिट में बोलते हुए वित्त मंत्री ने खेद व्यक्त किया कि विपक्ष का रूख  नीतिगत ढांचे को तेजी से लागू करने में बाधा पैदा कर रहा है हालांकि नीतियां पूरे सोच समझकर और संवेदना के साथ लागू की जा रहीं हैं।

 दुनिया की एकीकृत आपूर्त्ति की सुनियोजित रिटेल चेन और कोल्ड स्टोरेज चेने की मदद से फसल काटने के बाद बर्बादी में अप्रत्याशित रूप से कमी आ सकती है, जबकि किसानों को बेहतर रिटर्न और उपभोक्ताओं को प्रतिस्पर्धा दाम मिल सकेंगे।
 मल्टीबै्रंड रिटेल में एफडीआई की अनुमति के खिलाफ यूपीए के भागीदार तृणमूल कांग्रेस और डीएमके के विरोध के साथ संसद में इस मुद्दे पर गतिरोध के परिपेक्ष्य में श्री मुखर्जी के बयान को काफी महत्वपूर्ण माना जा रहा है।

 सरकार देशभर में राष्ट्रीय राजमार्गो पर १६० नये सदमा उपचार केन्द्र खोलेगी। स्वास्थ्य मंत्री गुलाम नवी आजाद ने आज लोकसभा में एक लिखित उत्तर में बताया कि ये केन्द्र १२वीं पंचवर्षीय योजना में सरकारी अस्पतालों में खोले जाएंगे। उन्होंने बताया कि १४० सरकारी अस्पतालों तथा मेडिकल कॉलेज अस्पतालों की पहचान कर ली गई है, जिनमें से १८ ने काम करना शुरू कर दिये हैं। श्री आज+ाद ने बताया कि इन केन्द्रों के लिए केन्द्र सरकार राज्य सरकारों को आर्थिक सहायता दे रही है। ये केन्द्र उत्तर-दक्षिण तथा पूर्व-पश्चिम स्वर्ण चतुर्भुज और महत्वपूर्ण शहरों को जोड़ने वाले राजमार्गो पर खोले जा रहे हैं।

 केन्द्र ने २५ लाख रुपये की लागत वाले मकान पर १५ लाख तक के आवास ऋण पर एक प्रतिशत सब्सिडी देने की योजना बनायी है। लोकसभा में एक लिखित उत्तर में वित्त राज्यमंत्री नमो नारायण मीणा ने बताया कि यह योजना अगले वर्ष मार्च तक जारी रहेगी। इस योजना का लाभ उन सभी लोगों को मिलेगा जिन्होंने चालू वित्त वर्ष में आवास ऋण लिया है। उन्होंने बताया कि इस योजना के लिए राष्ट्रीय आवास बैंक को नोडल बैंक बनाया गया है।

 भारत का विदेशी ऋण इस वर्ष जून में ३१६ अरब डॉलर हो गया। यह इस वर्ष मार्च तक ३०६ अरब ५० करोड़ डॉलर था। वाणिज्यिक उधारी और अल्पावधि के व्यापार क्रेडिट के चलते यह वृद्धि हुई है। ३१६ अरब के विदेशी ऋण में से २४८ अरब डॉलर से अधिक का ऋण लंबी अवधि के विदेशी ऋण है, जबकि अल्पावधि के विदेशी ऋण ६८ अरब ५० करोड़ डॉलर है। यह जानकारी वित्त राज्य मंत्री नमोनारायण मीणा ने लोकसभा में एक लिखित उत्तर में दी। उन्होंने कहा कि सरकार का ऋण प्रबंधन नीति का जोर लंबी और अल्पावधि के ऋण का मॉनिटरिंग करने और रियायती दर पर लंबी अवधि के लिए ऋण लेने पर है। श्री मीणा ने बताया कि इस नीति का उद्देश्य अंतिम उपयोग के जरिये विदेशी व्यावसायिक उधारी का नियमन करना और अप्रवासी भारतीयों के जमा पर ब्याज दर को तर्कसंगत बनाना भी है।

 सरकार ने छोटे और मामूली किसानों को कृषि ऋण देने की व्यवस्था में सुधार के कई उपाय किये हैं। ये फैसला किया गया है कि पचास हजार रूपये तक के ऋण के लिए कोई बकाया नहीं का प्रमाणपत्र लेने की जरूरत नहीं होगी। वित्तमंत्री प्रणब मुखर्जी ने आज लोकसभा में एक लिखित उत्तर में बताया कि सरकार ने चालू वित्त वर्ष में कृषि क्षेत्र के लिए चार लाख ७० हजार करोड़ रूपये का ऋण देने का वार्षिक लक्ष्य निर्धारित किया है। उन्होंने बताया कि ३० सितम्बर तक दो लाख २३ हजार करोड़ रूपये के ऋण मंजूर किये जा चुके हैं।

 केरल के मुख्यमंत्री उम्मन चांडी ने मुल्लपेरियार बांध की सुरक्षा से जुड़े मुद्दों पर ध्यान आकृष्ट करने के लिए आज नई दिल्ली में प्रधानमंत्री से मुलाकात की। बाद में संसद के बाहर संवाददाताओं से बातचीत में श्री चांडी ने कहा कि प्रधानमंत्री ने उनसे कहा है कि वे इस मुद्दे पर केन्द्रीय जल संसाधन मंत्री पवन कुमार बंसल से विचार विमर्श करें। श्री चांडी ने संसद के बाहर बांध के मुददे पर धरना दे रहे केरल के कुछ सांसदों से भी मुलाकात की।
 इस बीच, एक सौ १६ साल के मुल्लपेरियार बांध सुरक्षा मुद्दे पर आज तिरूवंनतपुरम में केरल सरकार की महत्वपूर्ण बैठक हुई। इसमें आपदा प्रबंधन की समीक्षा की गई।

 केरल सरकार ने केरल उच्च न्यायालय को बताया है कि मुल्लपेरियार बांध के खतरे वाले क्षेत्र में रहने वाले चार सौ ५० परिवारों को सुरक्षित स्थानों पर ले जाया जायेगा। अदालत में दायर हलफनामा में सरकार ने कहा है कि मुल्लपेरियार में पांच नियंत्रण कक्ष स्थापित किये जायेंगे और इन्फ्रारेड कैमरे भी लगाये जायेंगे। इसके लिए पूर्वाभ्यास भी कराये जायेंगे।
 न्यायमूर्ति श्रीमती मंजुला चेल्लूर और न्यायमूर्ति पी० आर० रामचन्द्र मेनन ने महाधिवक्ता को निर्देश दिया था कि इडुक्की, चेरूतोनी और कुलामवाऊ बांध में जलस्तर के बारे में तुरन्त विस्तृत जानकारी दी जाए। मुल्लपेरियार बांध में खतरे की स्थिति में जलस्तर रोकने में ये तीनों बांध सहायक होंगे।
 मुल्लपेरियार बांध के खतरे की स्थिति में तैयारियो ंके बारे में अनेक याचिकाओं पर अदालत विचार कर रही है।

 तमिलनाडु में द्रविड मुनेत्र कडगम के कोषाध्यक्ष और पूर्व उपमुख्यमंत्री एम के स्टालिन ने चेन्नई में पुलिस महानिदेशक के कार्यालय में मुख्यमंत्री जयललिता के खिलाफ शिकायत दर्ज कराई है।  श्री स्टालिन ने पुलिस से कहा है कि वह एफ आई आर दर्ज कर के मुख्यमंत्री पर भूमि हथियाने, धन वसूलने, डराने धमकाने और सरेआम धमकी देने के मामलों में समुचित कानूनी कार्रवाई करे। इस शिकायत में जयललिता पर आरोप लगाया गया है कि उन्होंने कोडानाडु और सिरूतव्वूर में जायदाद हासिल की है।
 इससे पहले अपने खिलाफ भूमि हथियाने के आरोपों को लेकर श्री स्टालिन ने पुलिस महानिदेशक को एक याचिका प्रस्तुत की। इसमें उन्होंने अपने खिलाफ दायर एफआईआर के आरोपों का जवाब दिया है। इस याचिका में उन्होंने आरोप लगाया है कि उनके खिलाफ राजनीतिक रंजिश निकालने के लिए ये मामले दर्ज किये गये हैं।

 बिहार मंत्रिमंडल ने लोकायुक्त विधेयक के अंतिम मसौदे को मंजूरी दे दी है। राज्य में मुख्यमंत्री ,पूर्व मुख्यमंत्री और मंत्री लोकायुक्त के दायरे में होगे। राज्य विधानसभा के अध्यक्ष, विधान परिषद के सभापति और वर्तमान तथा पूर्व विधायक भी लोकायुक्त के अंतर्गत होगे। विधयेक का मसौदा राज्यपाल देवानन्द कुंवर के पास मंजूरी के लिए भेजा गया है। इसे विधानमंडल के शीतकालीन सत्र में दोनों सदनों में पेश किया जाएगा।
 हमारे संवाददाता ने बताया है कि जन सेवक, सरकारी कर्मचारी तथा सरकार से अनुदान पाने वाले निगम और संगठन भी लोकायुक्त की निगरानी में होगे। लोकायुक्त की संस्था में अध्यक्ष और दो सदस्य होंगे। इन तीनों में से कम से कम दो न्यायिक सदस्य होगे। विधान परिषद के सभापति के अध्यक्षता में पांच सदस्यों की समिति इनका चयन करेगी।

 इस बीच, बिहार विधानसभा का शीतकालीन अधिवेशन पटना में शुरू हो गया है। यह नौ दिसम्बर तक चलेगा। सत्र के दौरान पांच बैठकें होगी। आज सदन की कार्यवाही पिछले अधिवेशन के बाद दिवंगत हुए नेताओं को  श्रद्धाजंलि अर्पित करने के बाद स्थगित हो गई । मुख्यमंत्री नीतिश कुमार ने बताया कि लोकायुक्त विधेयक इसी सत्र में रखा जाएगा। ये अधिवेशन हंगामी होने की संभावना है क्योंकि विपक्ष ने भ्रष्टाचार तथा उर्वरकों और अनाज की कालाबाजारी जैसे अनेक मुददों पर नीतिश कुमार सरकार को घेरने की नीति बनाई है।

 आन्ध्रप्रदेश विधानसभा की कार्यवाही अविश्वास प्रस्ताव और अलग तेलंगाना राज्य के मुद्दे को लेकर आज स्थगित कर दी गई। प्रमुख  विपक्षी दल तेलुगुदेशम पार्टी सरकार के प्रति अविश्वास प्रस्ताव पर तुरन्त बहस कराने की मांग कर रही थी। तेलंगाना राष्ट्र समिति के सदस्यों ने भी कार्यवाही में बाधा डाली।  वे अलग तेलंगाना राज्य के गठन का प्रस्ताव को सदन मे ंलाने की मांग कर रहे थे। शोरगुल के कारण कार्यवाही कई बार बाधित रही। बाद में विधानसभा अध्यक्ष ने पूरे दिन के लिए कार्यवाही स्थगित कर दी।
 आज जैसे ही सदन की कार्यवाही शुरू हुइर्, विपक्षी सदस्य अध्यक्ष के आसन के पास पहुंच गए और अविश्वास प्रस्ताव पर तुरन्त बहस कराने की मांग करने लगे। इसी समय तेलंगाना राष्ट्र समिति के सदस्य भी अलग तेलंगाना राज्य के समर्थन में नारे लगाते हुए अध्यक्ष के आसन के पास पहुंच गए। कांग्रेस और तेलुगेदशम पार्टी के सदस्यों ने भी उनका साथ दिया।
 इस बीच, तेलंगाना राष्ट्र समिति ने भी तेलंगाना राज्य के गठन में कथित विफलता के लिए सरकार के प्रति अविश्वास प्रस्ताव का नोटिस दिया है।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में करीब ४५ अंक की गिरावट आई, लेकिन दोपहर बाद के कारोबार में सेन्सक्स में सुधार हुआ और अब से कुछ देर पहले यह २७८ अंक की वृद्धि के साथ १६ हजार ७६२ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ९० अंक बढ़कर ५ हजार २७ पर था।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया छह पैसे मजबूत हुआ। एक डॉलर की कीमत ५१ रूपये ४० पैसे हो गई।

 दुनिया के तेल बाजारों में खराब आर्थिक आंकड़ों की वजह से गिरावट का दौर है। लंदन के बाजार में न्यूयॉर्क का लाइट स्वीट क्रूड एक डॉलर से अधिक की गिरावट के साथ ९९ डॉलर १७ सेन्ट प्रति बैरल रह गया, जबकि ब्रैंट नॉर्थ सी क्रूड २ डॉलर से अधिक की गिरावट के साथ १०८ डॉलर ३६ सेन्ट प्रति बैरल के भाव पर बिका। जानकारों का कहना है कि अमरीका में बेरोजगारी बढ़ने और चीन में मैन्युफैक्चरिंग में मंदी की खबरों के बाद तेल बाजार गिरा है।

 इलाहाबाद उच्च न्यायालय की लखनऊ खंडपीठ ने प्रदेश में स्थानीय नगर निकायों के चुनाव के लिए ३० दिसम्बर तक अधिसूचना जारी करने के निर्देश दिये हैं।
 न्यायमूर्ति डी पी सिंह और न्यायमूर्ति एस एल चौरसिया की खंडपीठ ने आज अपने आदेश में राज्य सरकार और निर्वाचन आयोग को निर्देश जारी करते हुए कहा कि राज्य सरकार उन निकायों में प्रशासक की नियुक्ति कर सकती है जिनका कार्यकाल पूरा हो गया है।

 केरल उच्च न्यायालय ने आदेश दिया कि पामोलिन मामले की जांच छह महीने के अन्दर पूरी हो जानी चाहिए। न्यायमूर्ति के टी  शंकरन ने सतर्कता अदालत की उस टिप्पणी को भी निकाल दिया जिसमें अदालत ने कहा था कि घोटाले के समय वर्तमान मुख्यमंत्री और तत्कालीन वित्त मंत्री ओमन चांडी को घोटाले की जानकारी थी। टिप्पणी निकालने की अर्जी  आई ए एस अधिकारी जे थॉमसन ने दायर की थी। उनकी दलील थी कि जांच में देरी के चलते उनकी पदोन्नोति नहीं हो रही है।

 नौसेना अध्यक्ष एडमिरल निर्मल वर्मा ने कहा है कि समुद्री डाकुओं ने अपनी गतिविधियां हिन्द महासागर क्षेत्र से पूर्वी अरब सागर में शुरू कर दी हैं। इससे लक्षद्वीप इलाके के लिए सुरक्षा संबंधी चिन्ताएं बढ़ गई हैं। एडमिरल वर्मा ने बताया कि इस इलाके में चार युद्धपोत तैनात किये गये हैं। एक सौ से अधिक समुद्री डाकुओं को पकड़ा भी गया है।
 एडमिरल वर्मा ने आज नई दिल्ली में वार्षिक संवाददाता सम्मेलन में पत्रकारों को बताया कि नौसेना समुद्र में हल्की चुनौतियों का सामना लगातार कर रही है। उन्होंने बताया कि हिन्द महासागर क्षेत्र में सोमालिया के डाकुओं की गतिविधियां बढ़ रही हैं। इस वर्ष नवम्बर तक ऐसी लगभग २३० घटनाओं की सूचना मिली। उन्होंने बताया कि भारतीय नौसेना हिन्द महासागर में विभिन्न देशों की नौसेनाओं के साथ मिलकर समुद्री डकैतियों पर काबू पाने की कोशिश कर रही है।

 सरकार को आशा है कि वर्तमान वित्त वर्ष में चालीस हजार करोड़ रूपये के विनिवेश का लक्ष्य प्राप्त कर लिया जाएगा। वित्त राज्यमंत्री एस एस पलानिमणिकम ने आज लोकसभा में एक लिखित उत्तर में बताया कि सरकार ने तेल तथा प्राकृतिक गैस निगम तथा भारत हैवी इलैक्ट्रिकल्स लिमिटेड में पांच प्रतिशत और नेशनल बिल्डिंग कॉरपोरेशन लिमिटेड में दस प्रतिशत विनिवेश की मंजूरी दी है। उन्होंने बताया कि विनिवेश के अन्य मामलों की स्वीकृति का मामला अभी विभिन्न चरणों में है।

 नेशनल इनोवेशन काउंसिल ने इंडिया इन्क्लुसिव इनोवेशन फण्ड बनाने का प्रस्ताव किया है। इस फण्ड से  शिक्षा, स्वास्थ्य, कृषि तथा ऐसे ही अन्य क्षेत्रों में ऐसी अभिनव खोजों के लिए पैसा दिया जा सकेगा, जो समाज के निचले वर्ग के लोगों के काम आ सके। ये जानकारी वित्त राज्यमंत्री नमोनारायण मीणा ने आज लोकसभा में दी। सरकार ने सैम पित्रोदा की अध्यक्षता में नेशनल इनोवेशन काउंसिल बनाई है।

The Opposition stalled the proceedings in both Houses of Parliament for the 5th day today on the issue of allowing 51 per cent Foreign Direct Investment in the multi-brand retail sector. The Lok Sabha and the Rajya Sabha which were adjourned for one hour till noon, were finally adjourned till the 6th of December. Other issues like price rise, black money and demand for a separate Telangana state, had rocked Parliament last week for four consecutive days. As soon as the Lok Sabha met for the day, the BJP-led opposition shouted slogans against the government's decision to allow FDI in the multi-brand retail sector. While some members trooped into the well of the House, others waved placards expressing concern over the safety of the Mullaiperiyar Dam. Amidst noisy scenes, the Deputy Speaker, Mr. Karia Munda adjourned the House for the day. In the Rajya Sabha opposition members started shouting slogans on the issue of FDI, as soon as the House reassembled at 12, forcing the Deputy Chairman Mr. K. Rahman Khan to adjourn it for the day.

The sitting of both the Houses of Parliament has been cancelled on Monday. Instead, the Lok Sabha and the Rajya Sabha will sit on the 22nd of this month. There will be no question hour on that day. The decision of the Business Advisory Committee to cancel the sitting of the Upper House was announced today by the Deputy Chairman Mr K Rehman Khan. The Lok Sabha had made the announcement earlier. Now, both the Houses will meet on the 7th of December.

The Congress today said, it is unfortunate that the opposition parties are stalling the proceedings in Parliament on FDI issue. Talking to reporters outside Parliament, party spokesman Mr Rashid Alvi justified the government's decision to allow 51 per cent FDI in the multi-brand retail sector. He said it appears that the opposition does not have any respect for Parliament.

The main opposition BJP criticised the government for not accepting its adjournment motion on FDI. Talking to reporters outside Parliament, senior party leader Mr Rajnath Singh said his party wanted a discussion on FDI in accordance with rules and procedures.

Demanding the immediate withdrawal of the decision on FDI, Mr Singh said the move will not benefit consumers and producers. On the other hand, senior CPIM leader, Mr. Sitaram Yechury held the government responsible for the on-going logjam in Parliament on FDI. He said it is the duty of the government to run both the Houses. He said the government's decision on FDI is against the Parliamentary procedure.

Mr Mohan Singh of the Samajwadi Party said the government has not come out with any concrete proposal to end the logjam on FDI.

The government has taken various steps to improve access to agriculture credit to small and marginal farmers. It has decided to waive the requirement of no-dues-certificate for small loans upto 50 thousand rupees. In a written reply in the Lok Sabha today, Finance Minister, Pranab Mukherjee said the government has set an annual target of four lakh seventy thousand crore rupees for the flow of credit to the agriculture sector in the current financial year. He said loans of over two lakh twenty- three thousand crore rupees had been sanctioned till 30th September.

The Centre proposes to give one per cent subsidy on home loans upto 15 lakh rupees provided the cost of the houses is under 25 lakh rupees. In a written reply in the Lok Sabha today, the Minister of State for Finance, Mr. Namo Narain Meena said the scheme is in operation till the 31st of March next year. It will benefit all those who have availed housing loans in the current financial year. The National Housing Bank is the Nodal Agency for the scheme.

India's external debt as of June this year stood at 316 billion US dollars. By March-end, 2011 the figure had stood at 306 billion dollars. The increase was largely on account of the rise in commercial borrowings and short-term trade credits. Out of the total external debt of 317 billion dollars, the long-term external debt stood at 248 billion dollars. The short-term external debt accounted for 68.5 billion dollars. This information was given in the Lok Sabha today. In reply to a question, the Minister of State for Finance, Mr. Namo Narain Meena said the government's debt management policy emphasizes on monitoring the long and short-term debts and raising sovereign loans on concessional terms with long maturities. The policy aims at regulating external commercial borrowings through end-use and rationalizing the interest rates on NRI deposits. As a result, the external debt to GDP ratio has declined from 21.1 percent in 2001-02 to 17.3 percent in 2010-11, the Minister said.

The National Innovation Council has proposed the setting up of an India Inclusive Innovation Fund. The objective of the proposed fund will be to support innovations which may impact the lives of the lowest strata of society in the fields of education, health, livelihoods and agriculture. The government had set up the National Innovation Council under the chairmanship of Mr. Sam Pitroda.

The Government is hopeful of achieving the disinvestment target of forty thousand crore rupees in the current fiscal. The Minister of State for Finance, Mr. S.S.Palanimanickam informed the Lok Sabha in a written reply today that the government has approved disinvestment of five per cent paid up equity capital each in ONGC and Bharat Heavy Electricals Limited and 10 per cent in National Building Corporation Limited. He said the other cases of disinvestment are in different stages of approval.

In a clear message to allies and opponents, Finance Minister Pranab Mukherjee today asked them not to stand in the way of states wanting to implement Foreign Direct Investment, in retail. He said, efforts are on to work out an acceptable motion to face a Parliamentary vote. Speaking at the Hindustan Times Leadership Summit in New Delhi, the Finance Minister regretted that the opposition's stand was hampering early implementation of a policy framework even though it was being done in a calibrated and sensitive manner.

Mr. Mukherjee's remarks assume significance in the context of a deadlock in Parliament on the FDI issue, with allies Trinamool Congress and DMK also voicing strong opposition to permitting foreign investment in multi-brand retail.

The government will establish one hundred sixty new Trauma care Centers near National Highways across the country. In a written reply in the Lok Sabha today, Minister of Health and Family Welfare Ghulam Nabi Azad said these Centers would be established during the 12th Plan in government hospitals. He said 140 government hospitals, medical colleges and hospitals were identified for establishment of Trauma Care facilities on National Highways during the 11th Five Year Plan. Of them, 18 are functional. The Minister said that Centre is providing financial assistance for these Centers to the State governments. These Centers are being established on golden quadrilateral North-South, East-West corridors and highways connecting major cities.

The Kerala Chief Minister Mr Ommen Chandy today met the Prime Minister Dr Manmohan Singh in New Delhi to draw his attention to the issue of the safety of the Mullaiperiyar Dam. Later talking to reporters outside Parliament Mr Chandy said the Prime Minister has asked him to talk to the Water Resources Minister, Mr Pawan Kumar Bansal. Mr Chandy also met some of the Members of Parliament from Kerala, who were on a dharana outside Parliament on the Dam issue. Meanwhile, the Kerala government has held a high level disaster management review meeting in Thiruvananthapuram today on measures to be adopted in case of an exigency in the 116 year old Mullapperiyar dam safety issue.

Meanwhile is the state government today informed the Kerala High Court that it will evacuate 450 families living in the dangerous zone of the Mullaperiyar dam. In an affidavit filed in the High Court the government said, five control rooms will be set up and sensors and infrared cameras will be installed at Mullaperiyar. It said, mock drills will be conducted as part of the efforts to improve preparedness in case of an eventuality. A Division Bench comprising Acting Chief Justice Mrs Manjula Chellur and Justice P R Ramachandra Menon directed the Advocate General to furnish immediately the details of the water level in the Idukki, Cheruthoni and Kulamavau dams and steps taken to bring down the water level. These three dams will have to contain the water in case of damage to the Mullaperiyar dam. The Bench was considering a bunch of petitions relating to the state of preparedness, in the event of a disaster involving the Mullaperiyar dam.

A legislative proposal for setting up of universities for innovation is under consideration of the government. This information was given in a written reply in the Rajya Sabha today by the Minister for Human Resources Development, Mr Kapil Sibal. He said the proposal aims at providing for the establishment and incorporation of universities for innovation to promote synergies between teaching and research. It will also create institutions universally recognized for quality in teaching, learning and research.

The Centre is implementing a scheme on Cost of Cultivation of Principal Crops for ascertaining production cost of important food crops. Giving this information in a written reply in the Rajya Sabha the Agriculture Minister, Mr Sharad Pawar, said the scheme covers 27 crops including paddy and wheat. He said these crops are selected for a block period of three years and the combination of crops in each state varies from state to state depending upon their importance in terms of its relative contribution in the production of relevant crop at India level.

In a sudden development today, the DMK treasurer and former Deputy Chief Minister M.K.Stalin filed a complaint with the DGP office against Chief Minister Ms.J.Jayalalithaa at Chennai. Mr. Stalin has requested the police to take appropriate legal action by registering an FIR against the Chief Minister for land grabbing, extortion, intimidation and threatening the public. The complaint is against the properties alleged to have been acquired by the Chief Minister in Kodanadu and Siruthavur. Earlier, with regard to the land grab charges against him, Mr.Stalin submitted a petiton to the DGP in which he has clarified his position on the FIR lodged against him. In the petition he has alleged that false complaints have been registered against him to settle political scores.

The Bihar Cabinet has approved the final draft of Bihar Lokayukta Bill, 2011 bringing the Chief Minister, former Chief Ministers and Ministers in its ambit. The Speaker of the State Assembly and the Chairman of the Legislative Council besides legislators and former legislators will also come under its purview. The draft Bill has been sent to Governor Devanand Konwar for his assent and it will be placed in both the Houses of the state legislature during the winter session which began today.

The Chief of Naval staff, Admiral Nirmal Verma today said that the piracy activities have shifted from Indian Ocean region to the East Arabian Sea. This has increased security concerns on Lakshadweep and Minikoy islands. He said, four ships have been deployed in the area and over 100 pirates apprehended. Talking to newsmen at his annual press conference in New Delhi today, Admiral Verma said that the Navy is continuously facing low intensity threat in the sea. He said, Somalian piracy incidents in the Indian ocean region is continuously increasing with 228 incidents retported till November this year. He said that Indian Navy is copperating with regional and international navys in Indian Ocean region to check piracy.

Staging a solid recovery after a weak opening, the Sensex at the Bombay Stock Exchange stood a good 196 points, or 1.2 percent in positive territory, at 16,680, in afternoon deals, a short while ago. Earlier in the morning, however, the Sensex had declined 45 points, 0.3 per cent, to 16,439 in opening trade, as investors booked profits after the strong gains of the past two sessions, amid weak regional markets. The Sensex has gained over 475 points in the past two trading sessions. But other Asian markets in China, Hong Kong, Indonesia, Singapore, South Korea and Taiwan were down by between 0.2 percent and 1.4 percent, today, as investors there resorted to profit-booking, ahead of a key European summit, next week. Across in the US, the Dow Jones Industrial Average had ended 0.2 per cent lower, overnight.

The rupee appreciated 6 paise to 51.40 rupees against the dollar in early trade on the Interbank Foreign Exchange today on steady selling of the American currency by exporters. However, a lower opening in the equity market restricted the rupee's gains. The rupee had gained 74 paise to close at a nearly two-week high of 51.46 against dollar in yesterday's trade.

United Nations economists have sharply cut their projections for world growth and warned that 2012 will be key to whether the global economy makes a slow recovery or falls back into recession. In their report, World Economic Situation and Prospects 2012, U.N. economists forecast very low growth, warning that developed economies are on the brink of a downward spiral because of four factors: sovereign debt distress, fragile banking sectors, weak aggregate demand and policy paralysis. The U.N.’s Director of Development and Policy Analysis, warns that the world could be facing a new economic downturn.

The US Senate has unanimously approved new sanctions against Iran despite warnings from the White House that the measure could alienate America's allies. US officials warn, that the new sanctions could lead to a sharp increase in oil prices. The legislation penalises foreign banks to do business with Iran's Central Bank. Iran’s economy and nuclear program depend on oil revenue, which must pass through the Central Bank. Under the measure, any business or financial entity that has dealings with Iran’s Central Bank, would be cut off from the U.S. market.

The Chinese economy is headed for troubled waters with its manufacturing sector shrinking in November for the first time in nearly three years. It is a fresh sign of a further economic slowdown that may prompt China to loosen its monetary policy. The Kerala High Court today directed that the inquiry into the palmolein case should be completed within six months. Justice K T Shankaran expunged the remarks of the Vigilance Court Thiruvananthapuram who observed that Ommen Chandy who was Finance Minister when the import took place, had knowledge about the deal. This was on a petition filed by Jiji Thomson , an IAS officer, seeking to quash a vigilance court order for further investigation into the case, pointing out that the prolonged pendency in the case has affected his promotion prospects. The Court also rejected the plea of Opposition leader V S Achuthanandan, who had filed an impleading petition in the case. The case relates to the import of palmolein in 1991-92 from a Malayasian company at a price higher than the prevailing international price, thus causing loss of over two crore rupees to the state exchequer.

The Centre has asked the states to issue instructions for withdrawal of junk food and carbonated drinks from schools and college canteens. This information was given in a written reply in the Lok Sabha today by the Minister of State for Health and Family Welfare, Mr Sudip Bandyopadhyay. He said letters have also been written to Chief Ministers to seriously consider issuing instructions to Vice Chancellors of Universities including Medical and Agriculture Universities. The Minister said several states have acknowledged the Centre's request.

संसद के दोनों सदनों की कार्यवाही इस सप्ताह आज पांचवे दिन भी मल्टी ब्रांड खुदरा क्षेत्र में ५१ प्रतिशत प्रत्यक्ष विदेशी निवेश की मंजूरी देने के मुद्दे पर ठप रही। लोकसभा और राज्यसभा की कार्यवाही आज दोपहर एक घंटे के लिए स्थगित की गई, जिसके बाद कार्यवाही छह दिसम्बर तक स्थगित कर दी गई।
पिछले सप्ताह लगातार चार दिन तक संसद में मूल्यवृद्धि, कालेधन और अलग तेलंगाना राज्य के मुद्दों पर हंगामा हुआ।
आज जैसे ही लोकसभा की कार्यवाही शुरू हुई तो भाजपा के नेतृत्व में विपक्ष ने प्रत्यक्ष विदेशी निवेश के मुद्दे पर सरकार के खिलाफ नारेबाजी की। कुछ सदस्य सदन के बीचोंबीच आ गए और कुछ ने मुल्लैपेरियार बांध की सुरक्षा को लेकर विरोध जताया। हंगामे के बीच उपाध्यक्ष करिया मुंडा ने सदन की कार्यवाही दिनभर के लिए स्थगित कर दी।
राज्यसभा में विपक्षी सदस्यों ने प्रत्यक्ष विदेशी निवेश के मुद्दे पर नारे लगाए। इसके बाद उपसभापति के० रहमान खान ने सदन की कार्यवाही दिनभर के लिए स्थगित कर दी।

तृणमूल कांगे्रस अध्यक्ष और पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने प्रधानमंत्री को बताया है कि उनकी पार्टी नहीं चाहती कि प्रत्यक्ष विदेशी निवेश के मुद्दे पर सरकार गिरे, लेकिन साथ ही खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश की मंजूरी का समर्थन करना भी संभव नहीं है।
उन्होंने हुगली जिले में पत्रकारों को बताया कि प्रधानमंत्री ने इस मुद्दे पर उनसे पार्टी के फैसले पर फिर से विचार करने का आग्रह किया था। लेकिन उन्होंने केन्द्र से अपने फैसले पर फिर से विचार करने का अनुरोध किया है। सुश्री बनर्जी ने कहा कि इस बारे में उनकी पार्टी का रूख साफ है और उसे पार्टी घोषणा पत्र में पहले ही स्पष्ट कर दिया गया है।

यूपीए के सहयोगियों और विपक्ष को स्पष्ट संदेश देते हुए वित्त मंत्री प्रणब मुखर्जी ने उनसे खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश, यानी एफडीआई को लागू करने वाले राज्यों के रास्ते में नहीं आने को कहा है। उन्होंने कहा कि इस मुद्दे पर संसद में मतदान का सामना के लिए एक मान्य प्रस्ताव तैयार करने की कोशिश हो रही है। नई दिल्ली में हिन्दुस्तान टाइम्स लीडरशिप समिट में बोलते हुए वित्त मंत्री ने खेद व्यक्त किया कि विपक्ष का रूख  नीतिगत ढांचे को तेजी से लागू करने में बाधा पैदा कर रहा है हालांकि नीतियां पूरी तरह सोच समझ कर और संवेदना के साथ लागू की जा रहीं हैं।

केरल उच्च न्यायालय ने राज्य सरकार को यह बताने के निर्देश दिये हैं कि मुल्लैपेरियार बांध से पानी को इदुक्की बांध तक पहुंचने और वहां से चेरूथोनी बांध के दरवाजे खोलने पर समुद्र तक पहुंचने में कितनी देर लगती है।
उच्च न्यायालय की एक खंडपीठ ने चेरूथोनी बांध के दरवाजों से एक घंटे में निकाले जाने वाले पानी की मात्रा के बारे में भी ब्यौरा मांगा है।
उच्च न्यायालय मुल्लैपेरियार बांध से संबंधित आपदा की स्थिति में राज्य सरकार की तैयारी के बारे में विभिन्न याचिकाओं पर विचार कर रहा है। मामले की अगली  सुनवाई मंगलवार को होगी।
इससे पहले उच्च न्यायालय में राज्य सरकार ने कहा कि उसने आपदा की स्थिति के लिए योजनाएं तैयार कर ली हैं और विभिन्न विभागों को निर्देश जारी कर दिये गये हैं। सरकार ने यह भी बताया  कि आपदा की स्थिति में सुरक्षित स्थानों पर पहुंचाने के लिए ४५० परिवारों की पहचान भी कर ली गयी है। पांच नियंत्रण कक्ष भी खोले गये हैं।

इस बीच, केरल के मुख्यमंत्री उम्मन चांडी ने मुल्लैपेरियार बांध के मुद्दे पर केरल और तमिलनाडु के बीच विवाद के समाधान के लिए प्रधानमंत्री से हस्तक्षेप करने का आग्रह किया।  प्रधानमंत्री मनमोहन सिंह और  जल संसाधन मंत्री पवन कुमार बंसल से आज नई दिल्ली में मुलाकात के बाद श्री चांडी ने कहा कि उनकी सरकार एक सौ सोलह साल पुराने इस बांध की जगह एक नया बांध बनाने के लिए केंद्र से अनुमति चाहती है।

दिल्ली उच्च न्यायालय ने टू-जी मामले में पूर्व दूरसंचार मंत्री ए. राजा के पूर्व निजी सचिव आर के चंदोलिया की जमानत पर आज रोक लगा दी। न्यायाधीश वी. के. शाली की पीठ ने मीडिया की खबरों पर संज्ञान लेते हुए चंदोलिया की जमानत पर रोक लगाई। सी बी आई की विशेष अदालत ने कल चंदोलिया की जमानत मंजूर की थी और वह कल शाम तिहाड़ जेल से बाहर आ गया था।

सी बी आई ने राजस्थान के  बर्खास्त मंत्री  महिपाल मदेरणा और सत्तारूढ़ कांगे्रस के एक विधायक के भाई को  भंवरी देवी गुमशुदगी मामले में आज गिरफतार कर लिया। विधायक मलखान सिंह के भाई पारसराम बिश्नोई को एक और दौर की पूछताछ के बाद आज शाम हिरासत में लिया गया। यह गिरफतारी सी बी आई द्वारा अदालत में पहला आरोप पत्र दाखिल करने के बाद हुई है। आरोप पत्र में तीन अभियुक्त शहाबुद्दीन, बलदेव जाट और सोहनलाल पर ३६ वर्षीय नर्स भंवरी देवी की हत्या के इरादे  से उसके अपहरण की साजिश करने का आरोप लगाया गया है।

हैदराबाद में सी.बी.आई की विशेष अदालत ने आज भारतीय प्रशासनिक सेवा की अधिकारी श्रीलक्ष्मी की सशर्त जमानत मंजूर कर ली है। श्रीलक्ष्मी को ओबलापुरम खनन कम्पनी से जुड़े अवैध खनन मामले में गिरफ्‌तार किया गया था।

उत्तराखण्ड उच्च न्यायालय ने सीबीआई द्वारा योग गुरू बाबा रामदेव के सहयोगी बालकृष्ण के खिलाफ दर्ज एफ आई आर रद्द करने से इंकार कर दिया है। हालांकि उनकी गिरतारी पर लगी रोक जारी रहेगी। न्यायालय ने आदेश दिया है कि बालकृष्ण देश नहीं छोड़ेंगे और जरूरत के मुताबिक जांच में सहयोग करेंगे। सीबीआई ने बालकृष्ण पर आरोप लगाया है कि उन्होंने पासपोर्ट हाासिल करने के लिए जाली दस्तावेज दिए हैं।

लगातार तीसरे दिन बढ़त के बाद मुंबई शेयर बाजार का संवेदी सूचकांक आज ३६३ अंक बढ़कर सोलह हजार आठ सौ ४७ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज के निफ्‌टी में भी ११३ अंकों की वृद्धि हुई और यह पांच हजार पचास पर रहा।

सरकार ने परमाणु सम्बंधी सुरक्षा समीक्षा और आडिट में मदद के लिए अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी की सुरक्षा समीक्षा टीम को आमंत्रित करने का फैसला किया है। यह फैसला देश में परमाणु संयंत्रों की सुरक्षा की मंत्रिमंडलीय सुरक्षा समिति द्वारा समीक्षा के बाद लिया गया है। देश में सभी परमाणु ऊर्जा संयंत्रों की सभी सुरक्षा प्रणालियों की तकनीकी समीक्षा की जा चुकी है।

Proceedings in both Houses of Parliament were again disrupted today on the issue of allowing 51 per cent Foreign Direct Investment (FDI) in the multi-brand retail sector. The Lok Sabha and the Rajya Sabha which were adjourned for one hour till noon, were finally adjourned till the 6th of December. Other issues like price rise, black money and demand for a separate Telangana state rocked Parliament last week for four consecutive days. Both the Houses will now meet on the 7th of December. The sitting on Monday was cancelled. Instead, the Lok Sabha and the Rajya Sabha will sit on the 22nd of this month. There will be no question hour on that day.

In a clear message to allies and opponents, Finance Minister Pranab Mukherjee today asked them not to stand in the way of states wanting to implement Foreign Direct Investment, FDI, in retail. He said, efforts are on to work out an acceptable motion to face a Parliamentary vote. Speaking at the Hindustan Times Leadership Summit in New Delhi, the Finance Minister regretted that opposition's stand was hampering early implementation of a policy framework even though it was being done in a calibrated and sensitive manner.

Trinamool Congress chief and West Bengal Chief Minister Ms. Mamta Banerjee has told the Prime Minister Dr. Manmohan Singh that her party does not want the government to be toppled on the FDI Issue, but at the same time it is not possible for her to support FDI entry into retail. She told reporters in Hugli district that the Prime Minister telephoned her for re-considering her party's decision on the issue but she requested him to re consider the center's decision. Ms. Banarjee said that her party stand on the matter is clear and has already been declared in the manifesto.

The Kerala High Court today directed the state government to inform the time required for water from Mullaperiyar dam to reach Idukki dam and from there to the sea by opening the Cheruthoni dam gates. A Division Bench of the High Court also sought details regarding the amount of water that can be flushed out of the Cheruthoni dam gates in an hour. The High Court was considering a bunch of petitions relating to the state of preparedness, in case of an eventuality involving the Mullaperiyar dam. The Court posted the hearing of the petitions to next Tuesday. Earlier, in a statement filed in the High Court, the state government said 450 families have been identified to be evacuated in case of any eventuality . Meanwhile Kerala Chief Minister Oommen Chandy has sought the intervention of the Prime Minister to settle the dispute between his state and Tamil Nadu over the Mullaperiyar dam issue.After meeting the Prime Minister Dr.Manmohan Singh and Water Resources Minister Mr.Pawan Kumar Bansal in New Delhi Mr. Chandy said, his government wants the permission of the Centre to build a new dam to replace the 116-year-old structure.

A CBI special Court in Hyderabad granted conditional bail to the IAS officer, Srilakshmi, who has been arrested in the illegal mining case relating to Obulapuram Mining Company. The court granted her bail after completing hearing on her bail petition. Accordingly, she should be available to the CBI for further enquiry and surrender her passport besides providing surety from two persons.

The Delhi High Court today stayed the grant of bail to former telecom minister A Raja's ex-private secretary R K Chandolia in the 2G case. A bench of justice V K Shali stayed the grant of bail after taking suo motu cognisance of media reports in that regard. Chandolia, who was granted bail yesterday by a special CBI court, had walked out of Tihar jail last evening.

Uttarakhand High Court has refused to quash the FIR registered against Mr Balkrishna, a close associate of yoga guru Baba Ramdev by the CBI. However, the stay on his arrest continues. More from our Correspondent:

The court has ordered that Bal Krishna would not leave the country and would cooperate in the investigation when and where required. It said that till the time the charge sheet is filed in the case Bal Krishna’s Passport would be in the custody of High Court. Sacked Rajasthan Minister Mahipal Maderna was today arrested by the CBI along with the brother of a ruling Congress MLA in Bhanwari Devi abduction case. Maderna, who was sacked from Ashok Gehlot cabinet on October 16 after his name cropped up in the case, and Parasram Bishnoi, brother of ruling party MLA Malkhan Singh, were taken into custody this evening after another round of questioning. The arrest came after the agency filed its first charge sheet in the sensational case in a court at Jodhpur.

Deputy Governor of the Reserve Bank of India H. R. Khan says that the apex bank is constantly monitoring the liquidity situation in the system, and has been buying back government bonds to ease tight money supply. Liquidity is said to be around 1.2 trillion rupees -- which is more than the comfortable 1 per cent liquidity deficit that the RBI has been maintaining for the past many months to tame inflation.

Planning Commission Deputy Chairman Montek Singh Ahluwalia today said that there is no case for providing stimulus to the industry to arrest moderating growth. Speaking at a function in New Delhi, he said that the fiscal deficit is likely to be above the Budget Estimate of 4.6 per cent of GDP. The economy expanded at 6.9 per cent---the slowest pace in 2 years--in the July-September quarter of the current fiscal.

The government has decided to invite an operational safety review team of the International Automic Energy Agency to assist in its own safety reviews and audit. The decision was taken following the review of safety of nuclear plants in the country by the Cabinet Committee on security, CCS. The Committee noted that technical review has been undertaken of all safety systems of nuclear power plants in the country with a particular focus on their ability to withstand the impact of natural desasters such as Tsunamies and earthquakes.

Army chief Gen V K Singh is in Leh today to get a first-hand feel of the security situation in the region that borders with both China and Pakistan. Gen Singh met local commanders and held discussions on the preparedness of the forces deployed in the region - both on the eastern and western fronts.The visit assumes significance as it comes ahead of the Annual Defence Dialogue between India and China on the 9th of this month.

An Indian Air Force MIG -21 crashed in a field near a village Sirsa district of Haryana. The pilot ejected but was injured. The MIG was totally damaged in the resultant fire. Technical fault in the engine is stated to be the cause of the mishap.

India is working on establishing a mechanism of direct contact with the navies of various countries to avoid any misunderstanding in the international waters.The mechanism could involve a communication line like hotline between senior navy officers, as in the army. Navy Chief Admiral Nirmal Verma told a press conference in New Delhi today that the proposal is under examination of the Government. The Chief of Naval staff further said that the piracy activities have shifted from Indian Ocean region to the East Arabian Sea. This has increased security concerns on Lakshadweep and Minikoy islands. He said, four ships have been deployed in the area and over 100 pirates apprehended.

The 12th Mumbai International Film Festival (MIFF) for Documentary, Short and Animation Films will be from February 3rd to 9th, 2012 at Mumbai. This was disclosed by MIFF Director, Bankim, who is also the Director General of Films Division, in an interaction with media on the sidelines of the 42^{nd International Film Festival} of India at Panaji in Goa, today. The MIFF Director said a total of 567 entries for Indian section had been received by MIFF, as compared to 224 entries of films for International segment. A report
