प्रधानमंत्री ने कहा है कि संसद के वर्तमान सत्र में लोकपाल विधेयक पारित कराने की हर संभव कोशिश की जा रही है। डॉ. मनमोहन सिंह ने कहा कि यह विधेयक आज मंत्रिमंडल के समक्ष प्रस्तुत किया जाएगा।


हम विधेयक को अंतिम रूप देने के लिए रात-दिन काम कर रहे हैं और हमें उम्मीद है कि इस विधेयक को कैबिनेट के सामने रखने में कामयाब होंगे। इसके बाद इसे संसद में लाया जायेगा। एक बार जब विधेयक संसद में पेश कर दिया जायेगा तब यह संसद के हाथों में होगा और तब क्या होगा हम कुछ नहीं कह सकते। लेकिन संसद के इसी सत्र में विधेयक को पास कराने की हमारी प्रतिबद्धता के बारे में कोई शक नहीं होना चाहिए।''
कुडनकुलम परमाणु बिजली घर के बारे में प्रधानमंत्री ने भरोसा दिलाया कि यह परमाणु रिएक्टर दुनिया भर के रिएक्टरो में सबसे सुरक्षित हैं।

हमें पूरी उम्मीद है कि बिजली के संकट से जूझ रहे तमिलनाडु में १४ हजार करोड़ रुपये की लागत से २००० हजार मेगावाट का बिजली संयंत्र स्थापित हो जायेगा। हम इस बारे में कोई ढिलाई नहीं बरत सकते और हमें इस बात का पूरा विश्वास है कि आखिरकार बेहतर माहौल बनेगा।''
डॉ. सिंह ने कहा कि एक खरब ४० अरब रुपए की लागत से बनने वाले दौ हजार मेगावॉट की क्षमता के इस परमाणु बिजली घर से तमिलनाडु और दक्षिणी राज्यों की जनता को फायदा होगा।
अर्थव्यवस्था के बारे में प्रधानमंत्री ने कहा कि भारत अगले पांच वर्षों में आठ से नौ प्रतिशत की वृद्धि दर बरकरार रखने की क्षमता रखता है, लेकिन विश्व अर्थव्यवस्था की उथल-पुथल से अछूता नहीं रह सकता।
विदेशी प्रत्यक्ष निवेश के मुद्दे पर डॉक्टर सिंह ने कहा कि राज्य विधान सभा चुनावों के बाद इस मुद्दे पर व्यापक सर्वसम्मति बनाई जाएगी।
तमिलनाडु और केरल के बीच मुल्लपेरियार बांध के मामले में प्रधानमंत्री ने आशा व्यक्त की कि इस मुद्दे को पारस्परिक विचार-विमर्श से सुलझा लिया जाएगा। प्रधानमंत्री कल नई दिल्ली लौट आये हैं।

केंद्रीय मंत्रिमंडल का आज विस्तार किया जाएगा। राष्ट्रपति भवन के प्रवक्ता ने बताया कि शपथ ग्रहण समारोह दिन में साढ़े ११ बजे होना है। मीडिया की खबरों में बताया गया है कि राष्ट्रीय लोक दल प्रमुख अजीत सिंह को शामिल किए जाने की संभावना है। उनकी पार्टी हाल में ही यूपीए में शामिल हुई है ।

केन्द्रीय मंत्रिमंडल में आज राष्ट्रीय खाद्य सुरक्षा विधेयक को मंजूरी देने पर विचार किया जा सकता है। विधेयक का उद्देश्य देश की साढ़े ६३ फीसदी जनसंख्या को कानूनी रूप से सस्ती दर पर अनाज उपलब्ध कराना कराना है।
खाद्य मंत्री के वी थॉमस ने कहा कि उन्होंने घटक दलों सहित सभी सदस्यों को विधेयक के प्रावधानों की पूरी जानकारी दे दी है। उन्होंने आशा व्यक्त की कि विधेयक के मसौदे को मंत्रिमंडल की मंजूरी मिल जाएगी। उन्होंने कहा कि विधेयक को मंजूरी मिलने पर संसद के इसी सत्र में पेश करने का प्रयास किया जाएगा।

उत्तर प्रदेश सरकार ने सरकारी उद्यमों के नियमित कर्मचारियों की सेवानिवृत्ति की आयु ५८ से बढ़ाकर ६० वर्ष कर दी है। राज्य सरकार ने सेवा के १०, १६ और २६ वर्ष पूरे होने पर तीन सुनिश्चित पदोन्नति देने का भी फैसला किया है। लखनऊ में जारी विज्ञप्ति में कहा गया है कि राज्य सरकार के कर्मचारियों को अब १८ वर्ष की बजाय १६ वर्ष की नौकरी पूरी करने पर दूसरी पदोन्नति मिल जाएगी। लिपिक वर्ग के कर्मचरियों की ग्रेड पे में सुधार का भी फैसला किया गया है। इससे राज्य सरकार पर पांच सौ पचपन करोड़ रुपये का अतिरिक्त भार पड़ेगा।

रेल राज्य मंत्री के एच मुनियप्पा ने नागौर से करईकल तक बढाई गई लाइन का उद्घाटन किया। इस अवसर पर उन्होंने चेन्नई जाने वाली कम्बन एक्सप्रैस को हरी झंडी दिखाकर रवाना किया। कल करईकल रेलवे स्टेशन पर आयोजित समारोह में श्री मुनियप्पा ने सेलम और माइलादुथुरई तक रेल सेवा की मांग के बारे में कहा कि मंत्रालय इन जरूरतों पर गौर करेगा।

उत्तर भारत के ज्यादातर हिस्से में शीतलहर जारी है। झारखंड और उत्तर प्रदेश में पिछले २४ घंटों में ठंड के कारण २६ लोगों की मौत हो गई है। घने कोहरे से कई स्थानों पर रेल और सड़क यातायात में बाधा उत्पन्न हुई है। उतराखंड में ठंड के कारण जनजीवन प्रभावित है।

प्रदेश के विभिन्न हिस्सों में रात के तापमान में दो से पांच डिग्री तक की गिरावट दर्ज की गई है जिससे लोगों की मुसीबतें बढ़ गई है, खासकर राज्य के सीमांत जिले पिथौरागढ़, उत्तरकाशी और चमौली में। उधर, देहरादून, हरिद्वार उधमसिंह नगर सहित प्रदेश के मैदानी इलाकों में कोहरे से रेल सेवा और सड़क यातायात बाधित हो रहा है। मौसम विभाग ने अगले २४ घंटों में मौसम में किसी खास बदलाव से इनकार किया है। राघवेश पांडेय आकाशवाणी समाचार देहरादून।''

उत्तर प्रदेश में भी सर्दी बढ़ रही है।
राज्य में सर्दी का कहर और बढ़ गया है क्योंकि बीते २४ घंटों के दौरान कई जगहों पर तापमान सामान्य से आठ डिग्री सेल्सियस तक नीचे चला गया। लोग भीषण ठंड के कारण घरों के भीतर रहने पर मजबूर हैं। ऊनी कपड़ों की खरीदारी बढ़ गई है और समूह में आग जलाकर तापते देखे जा रहे हैं। नगरपालिकाओं द्वारा अलाव जलाने की व्यवस्था की गई है। इस बीच, आजमगढ़, प्रतापगढ़ और माहराजगंज जिलों में तीन-तीन जिलों की मौत सर्दी की वजह से हो गई है। जिला प्रशासन ने विभिन्न जिलों में ग़रीबों को कम्बल बांटना शुरू कर दिया है। सलमान हैदर आकाशवाणी समाचार गौरखपुर।''
उधर, पंजाब और हरियाणा में कई स्थानों पर तापमान में सामान्य से पांच डिग्री सेल्सियस तक कमी आने की वजह से शीतलहर का प्रकोप है। राजस्थान में कई स्थानों पर तापमान में गिरावट आई है। चुरू में न्यूनतम तापमान एक डिग्री सेल्सियस रहा।
जम्मू कश्मीर में राजधानी श्रीनगर में न्यूनतम तापमान शून्य से चार दशमलव तीन डिग्री सेल्सियस पहुंच जाने से ठंड का प्रकोप बढ़ गया है। लद्दाख क्षेत्र के लेह जिले में तापमान शून्य से १४ डिग्री सेल्सियस नीचे रहा।

तापमान फ्रीजिंग प्वाइंट के नीचे होने की वजह से सारे विकास कार्यों पर एक तरफ से ब्रेक लग गया है। यहीं नहीं ठंड की वजह से सड़के और बाजार भी विरान नजर आने लगे हैं। लेह-श्रीनगर राष्ट्रीय राजमार्ग पहले से ही बंद है और लोगों के पास देश और दुनिया से जुड़ने के लिए सिर्फ वायुमार्ग ही एक विकल्प है। यही हाल करगिल का भी है, जहां पारा फ्रीजिंग प्वाइंट. से नीचे है। लेह से यांचन के साथ दिवाकर कुमार, आकाशवाणी समाचार के लिए''

उधर, बिहार में पिछले कुछ दिनों से राज्यभर में कड़ाके की सर्दी के कारण अगले आदेश तक सभी सरकारी और निजी स्कूल बंद कर दिए गए हैं। मौसम विभाग के अनुसार ठंड अभी जारी रहेगी।

पश्चिम बंगाल के उत्तरी और पश्चिमी जिलों में भी कुछ ठंड महसूस की जा रही है। उत्तरी भारत के कई हिस्से जहां ठंड की चपेट में हैं वहीं केरल में धूप खिली है और खुशगवार मौसम बना हुआ है।

दक्षिणी फिलीपीन्स में समुद्री तूफान के कारण आई बाढ़ से ४४० लोग मारे गए और २०० लापता हैं। सेना के प्रवक्ता ने बताया कि मिंदानाव के उत्तरी तट के कई गांव समुद्री तूफान ÷÷वाशी'' के कारण आई भारी बारिश से समुद्र में बह गए हैं। इलिगन और कागायन डी ओरो शहरों पर भी असर पड़ा है। घरों में सो रहे लोग बाढ़ में बह गए। हजारों लोग सुरक्षित स्थानों पर शरण लिए हैं। फिलीपीन्स में आमतौर पर एक साल में बीस बड़े तूफान आते हैं लेकिन इसने उत्तरी मिंदानाव को भी अपनी चपेट में ले लिया है जो आमतौर पर इस तरह के तूफान से सुरक्षित माना जाता है। यह १९७० के दशक के बाद सबसे भयानक तूफान है।

इंडोनेशिया के जावा द्वीप में दो सौ से ज्यादा लोगों को ले जा रही एक नौका डूब गयी है। अब तक ३३ लोग बचा लिया गये हैं। स्थानीय पुलिस का कहना है कि यात्रियों की संख्या ज्यादा होने की वजह से नाव डूबी। समझा जाता है कि इसमें सवार ईरान और अफगानिस्तान सहित अनेक देशों के लोग थे। पश्चिम एशिया और एशिया के लोग अवैध रूप से इंडोनेशिया के रास्ते ऑस्ट्रेलिया जाते हैं।

मणिपुर में कूकी रिवोल्यूशनरी आर्मी के संदिग्ध उग्रवादियों ने कल सेनापति जिले में कांगपोकपी में एक समारोह में गोलीबारी की। इस समारोह में मुख्यमंत्री ओकराम इबोबी सिंह भी शामिल थे। मुख्यमंत्री स्वायत्तशासी जिला परिषद - एडीसी परिसर के उदघाटन समारोह में पूरे समय गोलीबारी के बावजूद मौजूद रहे।

देश में चाय उद्योग का कुल कारोबार २०१५ तक ३३ हजार करोड़ रुपये तक पहुंचने की उम्मीद है। गुवाहाटी में एसोचैम की प्रेस विज्ञप्ति में कहा गया है कि चाय उद्योग का मौजूदा कारोबार १९ हजार ५०० करोड़ रुपये है।

चंद्रिका, आज प्रकाशित अखबारों ने लोकपाल बिल इसी सत्र में पारित होने की प्रधानमंत्री की उम्मीद को और उनके इस बयान को कि सरकार की गंभीरता पर संदेह न किया जाए, प्रमुखता दी है। आज प्रधानमंत्री द्वारा बुलाई गई कैबिनेट की बैठक का समाचार अखबारों ने साथ ही दिया है। राजस्थान पत्रिका लिखता है - आज तय होगा खाका।
नई दुनिया ने अपनी रिपोर्ट में लिखा है-दुनिया के कई देशों में भ्रष्टाचार के लिए लोकपाल जैसी संस्था दशकों से काम कर रही है। १९६७ में संसद में पहली बार विधेयक पेश होने के बाद अब शक्तिशाली लोकपाल की मांग जोर पकड़ चुकी है।
कुदनकुलम परियोजना को उबारने के प्रधानमंत्री के संकल्प को भी अखबारों ने प्रमुखता दी है।

The Prime Minister says, all efforts are being made to pass the Lokpal bill in the current session of Parliament. Talking to reporters on board the flight on his way back from Moscow, Dr. Manmohan Singh said the bill will come up before the cabinet today and there should be no doubt about the sincerity of the government in this regard.
"We are working day and night to give shape to the Bill. Once it is in Parliament, it is in the hands of the Parliament, we don't know what could happen. But there be should no doubt about our sincerity to get the bill passed in this session."
About the Koodankulam nuclear power plant, the Prime Minister assured that these reactors are the safest available anywhere in the world. He said that the 2,000 Megawatt power plant set up at a cost of 14,000 crore rupees cannot be allowed to sit idle. Dr. Singh said that more and more people were now of the view that the agitation on the issue was overdone.
"This is my sincere hope that Tamil Nadu, which is short of power supply, will recognise that here is a plant of 2,000 megawatt set up at a cost to the nation of 14,000 crore. We cannot simply let it idle. So, I am confident that ultimately good sense will prevail."
Dr. Singh said India has the ability to sustain a growth rate of 8 to 9 per cent in the next five years but we cannot be oblivious of what is happening to the world economy.
"In India, we have the ability and the will to push for a growth rate of atleast 8 percent per annum. If we can increase investment in infrastructure and create adequate domestic demand for capital goods, we have the ability to sustain a growth path of 8, maybe even 9 percent in the next five years."
On the FDI issue, the Prime Minister said that a broadbased consensus has to be evolved, once the elections to the state assemblies are over. He said, his government is committed to the reforms process.
"We have to evolve a broad-based consensus and we will work towards that. All political parties can sit together and we will then explore with them the possibilities of implementing the decision, which is placed on hold."
On the Mullaperiyar dam issue between Tamil Nadu and Kerala, the Prime Minister hoped that good sense would prevail with the leadership of the two states and the matter resolved in a mutually satisfactory manner. The Prime Minister returned to New Delhi yesterday.

Minister of State in the Prime Minister's Office V. Narayanasamy has urged the Tamil Nadu government to act against the activists trying to hold up work on the Kudankulam Nuclear Power Project. Speaking to reporters in Puducherry yesterday, he charged the protesters with resorting to delaying tactics by asking for irrelevant information. He said, the experts committee formed by the central government has explained in detail the safety aspects.

The National Food Security Bill is likely to be discussed in the Union Cabinet today. The bill aims at providing legal entitlement to subsidised foodgrain to 63.5 per cent of the country's population. Food Minister KV Thomas said that he has explained the provisions of the Bill to all members, including the allies. He expressed the hope that the Bill will get Cabinet approval. He said once the Cabinet approves the bill, his Ministry will finalise the Bill and try to introduce it in the winter session of Parliament, as promised.

A Cold wave has gripped large parts of North India, while dense fog disrupted road and rail traffic at several places. In Uttar Pradesh, 14 people lost their lives due to the cold during the past 24 hours. Our correspondent reports that Agra remained the coldest place, where the minimum temperature dipped to 2.5 degrees celsius.
"The cold wave has intensified in the state as mercury further dropped by up to 8 degrees below normal. This has compelled people to remain indoors. The sale of woolen clothing has picked up and people were seen clustered around the log fire in towns during the night. Bonfire has been arranged by the municipalities. The district administration at several places has made arrangements to distribute blankets and to open night shelters for needy people. Salman Haider, AIR news, Gorakhpur."
Most parts of Uttarakhand are reeling under dry cold conditions, particularly the hill areas of the state. Our correspondent has more;
"According to weatherman, minimum temperature has dropped to 2 to 5 degrees celsius at various places in the night. The people are facing difficulty, due to dry cold at border districts of Pithrogadh, Uttarkashi, and Chamoli. Whereas, fog has been disrupting road traffic and train services in the plain areas of the state, Dehradun, Haridwar, and Udham Singh Nagar. Raghvesh Pandey, Air News, Dehradun."
In Bihar, all schools have been closed till further orders due to the intense cold wave sweeping the state. The MET department has predicted cold wave conditions in the state for the next few days. In Jharkhand, the cold wave has claimed 12 more lives during the past 24 hours taking the total toll this season to 25. The Cold wave also tightened its grip in Punjab and Haryana with the mercury dipping to five degrees celsius below normal at many places. In Rajasthan, the mercury dipped further at many places with Churu recording a minimum of one degrees Celsius. In Jammu and Kashmir, the cold has intensified with the minimum temperature in the capital Srinagar plunging to minus 4.3 degrees Celsius. In the remote Leh district in Ladakh region, the mercury plummeted to a low of minus 14 degrees celsius. In contrast, the southern state of Kerala is experiencing pleasant weather and bright sunny days. Our correspondent has filed this report;

The Uttar Pradesh government has decided to raise the retirement age of regular employees under public enterprise from 58 to 60 years. The state government also decided to grant three assured career promotions on completion of 10, 16 and 26 years of service. A decision was also taken to amend the grade pay for clerical staff which will put an additional burden of 555 crore rupees on the state exchequer.

A tropical storm has hit the southern Philippines, triggering flash floods that killed 440 people and left 200 missing. An army spokesman said, many villagers on the north coast of Mindanao island were swept into the sea after Tropical Storm Washi brought heavy rain. Iligan and Cagayan de Oro cities have been hit hard, where many victims were asleep as the flood swept into their homes. Tens of thousands of people have fled to higher grounds. This has been the most ferocious storm to hit the region since the 1970s.

In Egypt, the death toll in clashes between the Egyptian military police and protesters in the capital Cairo has gone up to 10, with 299 people being injured. The Tahrir Square was evacuated by the security forces as the clashes continued on Saturday. Our West Asia correspondent reports that the clashes have overshadowed the ongoing polls in the country.
"The clashes between the security forces and the protesters began on Friday, as the security forces were tried to break up the sit ins at the Cabinet headquarters in Cairo. Papers give the information that the Cabinet is scheduled to meet at 7.30 pm on Sunday to discuss the amended legislation.
The Hindustan Times writes, 'At a time when experts are wondering whether the great Indian growth story is over, Prime Minister Manmohan Singh dismissed the current downtrends as a temporary setback and asserted that the country could sustain an 8 to 9 percent growth a year.'

राष्ट्रीय लोकदल प्रमुख अजित सिंह को केन्द्रीय मंत्रिपरिषद में शामिल किया  गया है। उन्होंने आज राष्ट्रपति भवन में आयोजित समारोह में मंत्रि पद की शपथ ली। राष्ट्रपति प्रतिभा देवीसिंह पाटील ने उन्हें पद और गोपनीयता की शपथ दिलाई।

लोकपाल विधेयक का मसौदा संसद में पेश किये जाने से पहले आज केन्द्रीय मंत्रिमंडल की मंजूरी के लिए रखा जायेगा। प्रधानमंत्री ने बताया कि उनकी सरकार यह विधेयक संसद के मौजूदा सत्र में ही पारित करने के सभी प्रयास करेगी। डा० मनमोहन सिंह ने मॉस्को से स्वदेश लौटते हुए विशेष विमान में पत्रकारों से बातचीत में कहा कि इस विधेयक के बारे में उनकी सरकार के इरादे पर किसी प्रकार का शक नहीं होना चाहिए।
कुडनकुलम परमाणु उर्जा संयंत्र पर प्रधानमंत्री ने भरोसा दिलाया कि यह  दुनियाभर के रियेक्टरों में सबसे सुरक्षित हैं। उन्होंने कहा कि १४ हजार करोड़ रूपये की लागत से बनने वाले दो हजार मेगावाट क्षमता के इस परमाणु बिजलीघर से तमिलनाडु और अन्य दक्षिणी राज्यों को लाभ होगा। डा० सिंह ने कहा कि अब अधिकतर लोग मान रहे हैं कि इस मुद्दे पर जरूरत से ज्यादा विरोध हुआ है। प्रधानमंत्री ने कहा कि देश में अगले पांच वर्षों मे ंआठ से नौ प्रतिशत वृद्धि दर बनाये रखने की क्षमता है लेकिन वह विश्व अर्थव्यवस्था की उथलपुथल से  अछूता नहीं रह सकता।
प्रत्यक्ष विदेशी निवेश के मुद्दे पर डाक्टर सिंह ने कहा कि राज्य विधानसभा चुनावों के बाद इस पर व्यापक आम सहमति बनायी जायेगी। उन्होंने कहा कि उनकी सरकार सुधार प्रक्रिया के लिए प्रतिबद्ध है।
तमिलनाडु और केरल के बीच मुल्लपेरियार बांध के मामले में प्रधानमंत्री ने आशा व्यक्त की कि दोनों राज्य इसे आपसी विचार विमर्श से संतोषजनक तरीके से सुलझा लेंगे।
केन्द्रीय मंत्रिमंडल की आज की बैठक में राष्ट्रीय खाद्य सुरक्षा विधेयक पर भी विचार होने की आशा है। इस विधेयक का उद्देश्य देश की ६३ प्रतिशत से अधिक आबादी को कम कीमत पर अनाज उपलब्ध कराने का कानूनी प्रावधान करना है। खाद्य मंत्री के० वी थॉमस ने कहा है कि उन्होंने घटक दलों सहित सभी सदस्यों को विधेयक के प्रावधानों के बारे में स्पष्ट कर दिया है। उन्होंने आशा व्यक्त की कि विधेयक के मसौदे को मंत्रिमंडल की मंजूरी मिल जायेगी। श्री थॉमस ने बताया कि अपने वायदे के अनुसार मंत्रालय इसके बाद इसे अन्तिम रूप देकर संसद के मौजूदा सत्र में पेश करने की कोशिश करेगा।

इस बीच, कांग्रेस ने कहा है कि वह लोकपाल विधेयक पर आम सहमति बनाने के सभी प्रयास कर रही है। पार्टी प्रवक्ता जर्नादन द्विवेदी ने कहा कि पार्टी संसद के मौजूदा सत्र में सशक्त लोकपाल विधेयक लाने के पक्ष में है। उन्होंने कहा कि कांग्रेस ने अन्ना हजारे के आंदोलन से पहले ही भ्रष्टाचार से निपटने के लिए प्रभावी व्यवस्था करने का सुझाव दिया था। उन्होंने यह भी कहा कि ऐसे महत्वपूर्ण मुद्दों पर अंतिम फैसला संसद पर छोड़ दिया जाना चाहिए।
खुदरा क्षेत्र में प्रत्यक्ष विदेशी निवेश के मुद्दे पर श्री द्विवेदी ने कहा कि किसानों और उपभोक्ताओं, दोनों के हितों को ध्यान में रखते हुए कुछ शर्तो के साथ इसकी अनुमति दी जानी चाहिए।

गृहमंत्री पी चिदम्बरम ने मुल्लपेरियार बांध मामले को उपचुनाव से जुड़ा बताने का अपना बयान वापस ले लिया है। उन्होंने कहा कि उनकी मंशा किसी की भावनाओं को चोट पहुंचाना नहीं थी। श्री चिदम्बरम ने कहा कि बांध की सुरक्षा को लेकर जताई जा रही आशंका उचित नहीं है। उन्होंने कहा कि इस प्रकार की आशंकाओं को दूर करना सरकार का फर्ज है। उन्होंने केरल और तमिलनाडु के लोगों से अपील की कि वे कल चेन्नई में कांग्रेस की बैठक में दिये गये उनके भाषण को पूरा पढ़ें। उन्होंने कहा कि मुल्लपेरियार बांध का मुद्दा  दोनो राज्यों को आपसी भाईचारे और सहयोग  से निपटाना चाहिए।

भारत  के नियंत्रक और महालेखा परीक्षक - कैग ने पिछले वर्ष विभिन्न संस्थाओं से ४५ अरब रूपये से अधिक की बकाया कर  वसूली नहीं करने के लिए आयकर विभाग की आलोचना की है। संसद में पेश की गई अपनी ताजा रिपोर्ट में कैग ने कहा है कि बकाया कर के डेढ़ लाख से अधिक मामले हैं। कर आकलन अधिकारियों द्वारा चार हजार, ५४३ करोड़ रूपये के बकाया कर के मामलों को कर वसूली अधिकारियों को नहीं सौंपा गया। कैग ने आयकर विभाग की इन दो इकाइयों के बीच तालमेल बेहतर बनाने के लिए उचित उपाय करने के वास्ते वित्त मंत्रालय को सुझाव दिया है, ताकि मामलों को तेजी से निपटाया जा सके।

संसद में इस सप्ताह एक ऐसा विधेयक पेश किया जा सकता है जिसके अनुसार, लोगों की शिकायतों को १५ दिनों के भीतर न निपटाने वाले मंत्रालय और सरकारी विभाग के संबंधित अधिकारी के खिलाफ कार्रवाई का प्रावधान है। नागरिक शिकायत निपटान अधिकार विधेयक-२०११ में प्रशासन में निचले स्तर पर रिश्वतखोरी से निपटने के लिए व्यवस्था कायम करने का प्रावधान है। मंत्रिमंडल ने इस विधेयक को हाल ही में मंजूरी दी है।
सरकारी सूत्रों के अनुसार, अब सरकारी अधिकारियों को शिकायत प्राप्ति की सूचना लोगों को अनिवार्य रुप से २४ घंटे के भीतर देनी होगी। इस विधेयक के दायरे में केन्द्र सरकार की सभी योजनाएं और विभाग होंगे।

प्रधानमंत्री की वैज्ञानिक सलाहकार परिषद ने वैज्ञानिक अनुसंधान को बढ़ावा देने के लिए देश में दो सौ छोटे उत्कृष्टता केन्द्रों की स्थापना की सिफारिश की है। परिषद के अध्यक्ष प्रोफेसर सी.एन.आर. राव ने आज बंगलौर में, परिषद की बैठक के बाद संवाददाताओं से कहा कि ये केन्द्र महत्वपूर्ण क्षेत्रों में अनुसंधान के लिए, मान्यता-प्राप्त वैज्ञानिक समूहों को अनुदान और सहायता उपलब्ध कराएंगे। उन्होंने कहा कि इन सिफारिशों का उद्देश्य भारत को अगले पांच वर्षों में वैज्ञानिक महाशक्ति बनाना है।

उत्तराखंड में कल रात उधमसिंह नगर जिले में गदरपुर के पास, एक वाहन के नाहल नदी में गिर जाने से, १२ लोगों की मौत हो गई और १८ घायल हो गए। हमारे संवाददाता ने बताया है कि ये दुर्घटना घने कोहरे के कारण हुई।

देश के उत्तरी भागों में कड़ाके की शीतलहर चल रही है। राजस्थान में चुरू एक दशमलव आठ डिग्री सेल्सियस तापमान के साथ राज्य का सबसे ठंडा स्थान बना हुआ है। पिलानी में न्यूनतम तापमान तीन दशमलव तीन, श्रीगंगानगर में तीन दशमलव छह और वनस्थली तथा सीकर में  चार दशमलव आठ डिग्री सेल्सियस है। जयपुर में न्यूनतम तापमान पांच दशमलव छह डिग्री सेल्सियस रिकॉर्ड किया गया।

कश्मीर घाटी में गुलमर्ग में न्यूनतम तापमान शून्य से सात दशमलव चार डिग्री सेल्सियस नीचे चला गया। पहलगाम में न्यूनतम तापमान शून्य से चार दशमलव छह डिग्री, लद्दाख के लेह जिले में शून्य से नौ डिग्री नीचे जबकि करगिल जिले में शून्य से १२ दशमलव चार डिग्री सेल्सियस नीेचे रहा। तापमान शून्य से नीचे पहुंचने के कारण कई इलाकों में जलापूर्ति बाधित हुई है। अगले कुछ दिनों में शीतलहर और बढ़ने की संभावना व्यक्त की गई है।

नेपाल में भैतादी जिले में श्रीकेदार राजमार्ग पर कल शाम एक बस के सड़क से फिसलकर गिर जाने से १५ लोग मारे गए और ६ घायल हो गए। पुलिस ने बताया कि मृतकों में ११ पुरूष और चार महिलाएं हैं। हमारी संवाददाता ने बताया है कि ये बस धारचुला से पश्चिमी नेपाल के महेन्द्रनगर जा रही थी।

उत्तर अटलांटिक संधि संगठन-नाटो ने इराक में अपना प्रशिक्षण मिशन समाप्त कर दिया है। इस मिशन का उद्देश्य इराक में सुरक्षा बलों के लिए प्रशिक्षण व्यवस्था और संस्थाओं के विकास में सहायता देना था। मिशन में १२ देशों के १२० सैनिक शामिल थे। ये सभी वर्ष के अंत तक इराक छोड़ देंगे।
एक दिन पहले ही, अमरीकी सेना ने इराक में अपने आखिरी सैन्य अड्डे को खाली करते हुए इराक में अपना अभियान बंद करने की घोषणा की है। इससे पहले, नाटो के प्रवक्ता ने कहा था कि इराक के प्रधानमंत्री नूरी अल मालिकी ने नाटो से अपना प्रशिक्षण मिशन २०१३ तक जारी रखने का आग्रह किया था जिसे सैद्धांतिक रूप से स्वीकार कर लिया गया था। लेकिन इराक सरकार ने स्पष्ट कर दिया है कि नाटो के सैनिकों को, मंत्रिमंडल और संसद की मंजूरी के बाद ही मुक्ति दी जा सकेगी।

फिलीपिन्स में समुद्री तूफान के कारण आई भीषण बाढ़ से मरने वालों की संख्या बढ़कर पांच सौ हो गई है।  ३७० से अधिक लोग अब भी लापता हैं। देश के दक्षिणी भागों में कल आए समुद्री तूफान- वाशी के कारण आई इस बाढ़ में कई गांव बह गये और पुल टूट गये। बचाव कर्मियों को लोगों को कीचड़ से निकालने में काफी कठिनाई हो रही है। बीस हजार सैनिकों को बचाव कार्यो में लगाया गया है। अमरीकी विदेशमंत्री हिलेरी क्लिंटन ने फिलीपिन्स को भेजे अपने संवेदना संदेश में कहा है कि उनका देश उसे हर प्रकार की मदद देने को तैयार है। ब्रिटेन ने भी तूफान के कारण हुए जानमाल के नुकसान पर दुख व्यक्त किया है।

इंडोनेशिया में जावा द्वीप के पास, मछली पकड़ने वाली एक नौका के डूबने के बाद, लापता सैकड़ों लोगों की तलाश जारी है। एक स्थानीय अधिकारी ने बताया कि नौका पर ३८० लोग सवार थे जिनमें से केवल ७६ को बचाया जा सका है। खबरों के अनुसार अस्पतालों में इलाज के लिए लाए गए यात्री अब भी दहशत में हैं। खराब मौसम के कारण बचाव कार्य में दिक्कत आ रही है।

रूस में एक तेलवाहक पोत सखालिन द्वीप से दो सौ किलोमीटर दूर ओखोत्स समुद्र में डूब गया है। इस पोत पर ७६ यात्री थे। एक एजेंसी की रिपोर्ट में कहा गया है कि १४ लोगों को बचा लिया गया है जबकि दो की मौत हो गई है। रिपोर्ट के मुताबिक बचाव कार्य में एक हेलीकॉप्टर, एक आईसब्रेकर और एक जहाज को लगाया गया है। खबरों के मुताबिक यह   दुर्घटना खराब मौसम के कारण हुई लगती है।

The Rashtriya Lok Dal Chief Ajit Singh has been inducted into the Union Cabinet. He has been allocated the Civil Aviation Ministry. This is the third expansion of the Union Cabinet in the second term of the UPA government. The President Mrs. Pratibha Devisingh Patil administered the oath of office and secrecy to him at a brief function at Rashtrapati Bhawan this morning. The 72 year old Ajit Singh has recently joined the UPA government. With his induction into the Cabinet its strength has gone upto 33. The Vice President, the Prime Minister Union Ministers besides the Congress President Mrs. Sonia Gandhi and other dignitaries were present on the occasion.

The draft Lokpal Bill will come up before the Union Cabinet today for its approval before presentation to Parliament. Disclosing this, the Prime Minister Dr. Manmohan Singh has said that his government will make every effort to pass the bill in the current session of Parliament itself. He was talking to reporters on board the special flight on his way back to New Delhi from Moscow, Dr. Singh said there should be no doubt about the sincerity of the government in this regard.
About Koodankulam nuclear power plant, the Prime Minister stated that these reactors are the safest available anywhere in the world. He said that the 2,000 Megawatt power plant set up at a cost of 14,000 crore rupees will benefit Tamil Nadu and southern states. It cannot be allowed to sit idle. Dr. Singh said that more and more people were now of the view that the agitation on the issue was overdone. Dr. Singh said India has the ability to sustain a growth rate of 8 to 9 per cent in the next five years but we cannot be oblivious of what is happening to the world economy.
On the FDI issue, the Prime Minister said that a broadbased consensus has to be evolved once the elections to the state assemblies are over. On the Mullaperiyar dam issue between Tamil Nadu and Kerala, the Prime Minister hoped that good sense will prevail on the leadership of the two states and the matter will be resolved in a mutually satisfactory manner.
The Union Cabinet is also expected to take up the National Food Security bill for approval today. The bill aims to provide legal entitlement to subsidized foodgrain to 63.5 per cent of the country's population.
Food Minister K V Thomas has said that he has explained the provisions of the Bill to all the members, including those from allies. He expressed the hope that the draft Bill will get the Cabinet approval. Home Minister P Chidamabram has withdrawn his remarks referring to by-elections in the context of the Mullaiperiyar dam issue. The Home Minister today said that it was not his intention to hurt the feelings of anyone. He said fears over the safety of the dam are not justified but it is the government's duty to allay all such apprehensions. The Home Minister appealed to the people of Kerala and Tamil Nadu to read the whole of his speech delivered at a Congress Party meeting in Chennai yesterday. The Comptroller and Auditor General of India has pulled up the Income Tax Department for not recovering tax arrears worth over 4,500 crore rupees from various entities in the past one year. In its latest report tabled in Parliament, the government auditor has said that over one lakh and fifty thousand cases involving outstanding demands of 4,543 crore rupees were not transferred to Tax Recovery Officers by the Assessing Officers. The CAG has recommended that the Finance Ministry should work out appropriate modalities for improving the liaison between the two wings of the income tax department to ensure speedy disposal of cases.

 Severe cold wave is sweeping large part of northern India. Dense fog disrupted road and rail traffic at several places.
In the Kashmir valley, people continue to shiver under freezing weather as the skiing resort of Gulmarg recorded a minimum of minus 7.4 degrees Celsius. Pahalgam recorded a freezing minus 4.6 degrees Celsius. The sub-zero night temperatures have resulted in freezing of water supply lines in many areas.
In the remote Leh district of Ladakh region, the mercury plunged to a low of minus 9.0 degrees Celsius. Kargil district in the Ladakh region recorded a minimum of minus 12.4 degrees Celsius.The cold wave is expected to further intensify in coming days.
In Rajasthan, Churu remains the coldest place in the state with minimum 1.8 degree Celsius followed by Pilani where people shivered at 3.3 degrees. Sriganganagar recorded a low of 3.6 degree celsius while Vanasthali and Sikar recorded 4.8 degrees. Most parts of Uttarakhand also reeling under dry cold conditions particularly the hill areas of Uttar Pradesh.
Cold wave tightened its grip in Punjab and Haryana with mercury dipping up to five degrees Celsius below normal at many places. Ambala turned out to be the coldest place in the region with the minimum temperature settling at 2.3 deg C, down by five notches.
In Uttar Pradesh, 14 people lost their lives due to cold during the last 24 hours. Agra remained the coldest place. In Jharkhand, cold wave has claimed 12 more lives during the past 24 hours taking the total toll this season to 25. Minimum temperature has dipped to 2.5 degree Celsius in the state capital Ranchi.
In Bihar, all schools have been closed till further orders due to intense cold wave sweeping the state. Met department has predicted that the cold wave conditions will prevail in the state for a few days.

12 people were killed and 18 others injured in a road accident in Uttarakhand late last night. Quoting official sources our correspondent reports that all the deceased were from Uttar Pradesh.
"As per officials all the passengers were from Rampur and Bareilly districts of Uttar Pradesh. They were coming back to their home after participating in a religious congregation at Kurukshetra in Haryana. The vehicle, in which they were travelling, fell down in Nahal river after breaking the bridge ralling due to dense fog. The accident took place near Gadarpur in Udhamsingh Nagar district. According to official sources, three Bills are to be laid on the table of the Assembly during the Session. A Bill seeking to make incidents of violence against the doctor on-duty a non-bailable offence, with punishment ranging from three years’ imprisonment or heavy fine is likely to be tabled in the House. The need for such a Bill has been felt following the increase in cases of violence by irate attendants of patients off late in the State.

NATO has ended its training mission in Iraq. The mission was aimed at assisting in the development of Iraqi security forces training structures and institutions. It was comprised of 120 soldiers from 12 countries. All of them will leave by year end. The move follows a day after US military handed over the last military base in Iraq and officially announced shutdown of its operations in the country. Earlier, the NATO spokesman had said the alliance had been asked by Prime Minister Maliki to extend its training mission until the end of 2013 and it had accepted the request in principle. However Baghdad made it clear that it can't grant immunity to the soldiers on its own as the matter has to be taken to the cabinet and then parliament for approval.

The US forces ended combat missions in Iraq last year and have already handed over much of their security role. In Nepal, fifteen people have been killed and six injured when a bus fell off the highway at Shreekedhar in Bhaitadi district last evening. Police sources said, the dead include eleven men and four women . Our Kathmandu correspondent reports that the bus was travelling from Darchula to Mahendranagar in Far west of the country when it skidded off the road.
"The accident took place around 7.40 after darkness hampering relief and rescue operation in the far western part of the country. The ill fated bus which was travelling from Darchula to Mahendranagar which is at a distance of about hundred and five kilometers had started with 37 passengers and picked more on the way . Reports say the bus which was overcrowded skidded off the road while taking a turn and fell off a cliff plunging about three hundred meters down. राष्ट्रीय लोकदल अध्यक्ष अजित सिंह को केन्द्रीय मंत्रिमंडल में शामिल कर लिया गया है और उन्हें नागरिक उड्डयन मंत्रालय का कार्यभार सौंपा गया है। अब मंत्रिमंडल के सदस्यों की संख्या ३३ हो गई है। पिछले फेरबदल में श्री प्रफुल्ल पटेल के केबिनेट स्तर का मंत्री बनाए जाने के बाद नागरिक उड्डयन मंत्रालय का अतिरिक्त कार्यभार विदेशी मामलों के मंत्री व्यालार रवि के पास था। हमारे संवाददाता ने बताया कि यू पी ए सरकार के दूसरे कार्यकाल के दौरान मंत्रिमंडल में यह तीसरा फेरबदल है। राष्ट्रपति प्रतिभा देवी सिंह पाटील ने आज राष्ट्रपति भवन में एक संक्षिप्त समारोह में श्री अजित सिंह को पद और गोपनीयता की शपथ दिलाई। हाल ही में अजित सिंह के नेतृत्व में राष्ट्रीय लोकदल यू पी ए गठबंधन में शामिल हो गया था।
इसके साथ ही लोकसभा में यू पी ए सदस्यों की संख्या दो सौ बहत्तर से बढ़कर दो सौ सतहत्तर हो गई है। पार्टी ने कांग्रेस के साथ मिलकर उत्तर प्रदेश के आगामी विधानसभा चुनाव लड़ने का फैसला किया है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि देश में मुद्रास्फीति की दर दस प्रतिशत के आसपास है और अगर कीमतों में गिरावट का वर्तमान दौर जारी रहा तो यह मार्च तक ६ से ७ प्रतिशत तक आ सकती है। आज बंगलौर में दक्षिण राज्यों के मुख्यमंत्रियों और दक्षिण भारत में स्थित सार्वजनिक क्षेत्र के बैंकों के मुख्य कार्यकारी अधिकारियों के साथ बैठक के बाद श्री मुखर्जी ने कहा कि हालांकि विनिर्माण क्षेत्र, ईंधन और कुछ अन्य ेवस्तुओं के बारे में मुद्रास्फीति की दर ऊंची है लेकिन खाद्य मुद्रास्फीति में कमी आई है।
वैश्विक मंदी के बारे में श्री मुखर्जी ने कहा कि यह सच है कि न केवल भारत में बल्कि पूरी दुनिया में हम कठिन समय से गुजर रहे हैं।
इससे पहले, दक्षिणी क्षेत्र के मुख्यमंत्रियों के सम्मेलन में श्री मुखर्जी ने मुख्यमंत्रियों और बैंकों के मुख्य कार्यकारी अधिकारियों से प्राथमिकता के आधार पर ऋण देने, किसान क्रेडिट कार्ड जारी करने तथा स्वाभिमान और कैवेलरीमैन कार्यक्रमों पर तेजी से अमल करने को कहा। उन्होंने देश के सभी जिलों में जीवन बीमा और गैर-जीवन बीमा कंपनियों की शाखाएं खोलने की जरूरत पर भी जोर दिया।

इस सम्मेलन में केरल के मुख्यमंत्री ओमन चांडी ने कहा है कि अगर मुल्लपेरियार बांध के नीचे की तरफ रहने वाले लोगों की सुरक्षा के लिए केरल को आवश्यक कदम उठाने की अनुमति दी जाती है तो वह तमिलनाडु को पानी देना जारी रखेगा। श्री चांडी ने कहा कि उन्होंने तमिलनाडु के वित्तमंत्री पनीरसेलवम के साथ मुल्लपेरियार बांध के मुद्दे पर चर्चा की है और उनसे मुख्यमंत्री जयललिता को यह संदेश देने को कहा है। उन्होंने कहा कि तमिलनाडु को पानी देना केरल के अपने हित में है क्योंकि वह पड़ोसी राज्य के चार जिलों पर सब्जियों और फलों के लिए निर्भर है। उन्होंने आशा व्यक्त की कि दोनों राज्यों के बीच सद्भावपूर्ण संबंध बने रहेंगे और इस मुद्दे को आपसी बातचीत से निपटा लिया जाएगा।

देश की समुद्री और तटीय सुरक्षा को मजबूत करने के लिए तटीय सुरक्षा लागू करने और उसकी प्रगति की नियमित रूप से समीक्षा की जाती है। इसके लिए एक उच्चस्तरीय समिति बनाई गई है जिसके अध्यक्ष कैबिनेट सचिव हैं। गृह मंत्रालय के सूत्रों ने बताया कि २००५ से तटीय सुरक्षा व्यवस्था को दो चरणों में लागू किया जा रहा है। पहला चरण इस वर्ष मार्च में संपन्न हो गया था। इसके लिए धन केंद्र ने उपलब्ध कराया था।

देश के उत्तरी भाग कड़ाके की शीतलहर की चपेट में हैं। उत्त्राखंड मे घने कोहरे के कारण बारह लोगों की एक सड़क हादसे में मौत हो गई। हमारे संवाददाता ने बताया है कि राज्य के पर्वतीय इलाकों में रात के तापमान में करीब चार डिग्री सेल्सियस की गिरावट से मुसीबते बढ़ गई हैं।

उत्तर प्रदेश में शीतलहर से मरने वालों की संख्या छब्बीस हो गई है। हमारे संवाददाता ने खबर दी है कि ठंड के कारण प्रतापगढ़, देवरिया, बाराबंकी, बलिया, बस्ती और लखनऊ में एक-एक व्यक्ति की मौत हो गई है।

राजस्थान में चुरू एक दशमलव आठ डिग्री सेल्सियस तापमान के साथ राज्य का सबसे ठंडा स्थान बना हुआ है।
पंजाब और हरियाणा में भी कडाके की ठंड पड़ रही है।

आमदपुर आज भी मैदानी इलाकों में सबसे ठंडा शहर रहा, यहां पारा लुढ़ककर १ दशमलव दो डिग्री सेल्सियस दर्ज किया गया। अंबाला और अमृतसर में भी ठंड ने जोर पकड़ा है, चंडीगढ़ में न्यूनतम तापमान ५ डिग्री सेल्सियस से कम दर्ज किया गया। परन्तु सुबह व शाम की ठंड लोगों को अंदर रहने पर मजबूर करने लगी है। मौसम विभाग के अनुसार पंजाब और हरियाणा में कुछ स्थानों पर कोहरे के साथ सुबह व शाम के समय धुंध भी पड़ सकती है।

उधर, कश्मीर घाटी में गुलमर्ग में न्यूनतम तापमान शून्य से सात दशमलव चार डिग्री सेल्सियस नीचे चला गया। तापमान शून्य से नीचे पहुंचने के कारण कई इलाकों में जलापूर्ति बाधित हुई है। अगले कुछ दिनों में शीतलहर और बढ़ने की संभावना व्यक्त की गई है।

दिल्ली में पड़ रही कड़ाके की ठंड के चलते ऊनी कपड़ों की बिक्री बढ़ गई है। गर्म कपड़ों की मांग बढ़ने से इनकी कीमतों में भी उछाल देखा जा रहा है वहीं घने कोहरे से रेल, सड़क और वायुयातायात प्रभावित हुआ है। कई उड़ानें और बड़ी संख्या में रेले देरी से चल रही हैं। घने कोहरे की वजह से शाम को दिल्ली में सड़कों पर यातायात रेंगते हुए दिखाई दिया और वाहन चालक अपने-अपने वाहनों की हैडलाइट जलाए नजर आए। यात्रियों के लिए एक बुरी खबर यह है कि मौसम विभाग ने आने वाले दिनों में धुंध की स्थिति बने रहने की संभावना जताई है।

फिलीपिन्स में समुद्री तूफान के कारण आई बाढ़ से मरने वालों की संख्या छह सौ बावन हो गई है। आठ सौ से अधिक लोग अब भी लापता हैं। रेडक्रास सूत्रों ने आज बताया कि कागयान डी ओरो और मिंदानाओ द्वीप में इलिगन में ज्यादातर मौतें हुई हैं। सरकार की आपदा प्रबंधन एजेंसी के प्रमुख बेनिटो रामोस ने कहा है कि उनके पास उपलब्ध जानकारी के अनुसार ५१६ लोगों की मृत्यु हुई है और २७४ लोग लापता हैं लेकिन उन्होंने स्वीकार किया कि मृतकों की संख्या बढ़ सकती है।

इराक़ में बाकी बचे अमरीकी सैनिक स्वदेश के लिए रवाना हो गए हैं। पांच सौ सैनिकों को ले जाने वाले सौ बख्तरबंद वाहनों का अंतिम काफिला इराक़ से रवाना होकर पड़ोस के कुवैत में प्रवेश कर गया जहां से ये लोग अमरीका जाएंगे। सैनिकों की रवानगी के साथ ही इराक़ में करीब नौ साल से चला आ रहा अमरीका का आक्रमण समाप्त हो गया है।

मिस्र में आज तीसरे दिन भी सुरक्षाबलों और प्रदर्शनकारियों के बीच हिंसक झड़पें जारी रहीं। दोनों पक्षों ने एक दूसरे पर पथराव और पेट्रोल बम फेंकने का आरोप लगाया। मिस्र के आंतरिक मंत्रालय के केन्द्रीय सुरक्षाबल भी प्रदर्शनकारियों पर हमलों में शामिल हो गये हैं। प्रदर्शनकारी तुरंत सैनिक शासकों को हटाये जाने और अंतरिम नागरिक सरकार को सत्ता सौंपे जाने की मांग कर रहे हैं।

अफगानिस्तान में एक बंदूकधारी ने कन्धार में जनजातिय और सीमा मामलों के मंत्री के सलाहकार अब्दुल बाकी रगब+ात की हत्या कर दी। अधिकारिक सूत्रों ने बताया कि कल कन्धार शहर में शाम की सैर के समय उनपर यह हमला किया गया। राष्ट्रपति हामिद करजई ने इस हत्या की निन्दा की है। राष्ट्रपति कार्यालय से जारी एक वक्तव्य में कहा गया है कि रगब+ात पर इसलिये हमला किया गया क्योंकि वे सरकार के लिये काम करते थे।

भारत की साइना नेहवाल को विश्व बैडमिंटन सुपर सीरीज के फाइनल में हार का सामना करना पड़ा है। चीन के लियुजोउ में खेले गए फाइनल में दुनिया की नंबर एक खिलाड़ी चीन की वांग यिहान ने साइना को  एक घण्टे ग्यारह मिनट तक चले मुकाबले में १८-२१, २१-१३, २१-१३ से पराजित किया। वांग ने साइना के साथ अब तक खेले गए सभी चारों मुकाबलों में जीत हासिल की है।

उधर, दक्षिण अफ्रीका की टीम अर्जेंटीना में चार देशों के महिला हॉकी टूर्नामेंट के फाइनल में पहुंच गई है। अंतिम राउंड रोबिन मैच में दक्षिण अफ्रीका ने भारत को दो-एक से पराजित किया। भारत की ओर से मैच का एकमात्र गोल जसप्रीत कौर ने किया। कल होने वाले फाइनल में दक्षिण अफ्रीका का सामना विश्व चैंपियन अर्जेंटीना से होगा।

भारत और ऑस्ट्रेलिया अध्यक्ष एकादश के बीच तीन दिवसीय अभ्यास क्रिकेट मैच कल से कैनबरा में शुरू होगा। चोटिल इशांत शर्मा के इस मैच में खेलने की उम्मीद नहीं है। २६ दिसंबर से मेलबर्न में शुरू हो रहे चार मैचों की श्रृंखला के पहले टेस्ट मैच से पूर्व भारतीय टीम के लिए अभ्यास का यह अंतिम अवसर होगा। दोनों टीमों के बीच कैनबरा में ही खेला गया पहला अभ्यास मैच ड्रॉ रहा था।

The Rashtriya Lok Dal Chief Ajit Singh has been given  cahrge of the Civil Aviation Ministry after his induction into the  Union Cabinet this morning.With his induction into the Cabinet its stength has gone upto 33.  Overseas Affairs Minister Vylar Ravi was holding the additional charge of the Civil Aviation ministry after Praful patel was elevated to cabinet rank in the last reshuffle. Our Correspondent reports that this is the third  expansion of the Union Cabinet in the second term of  the UPA government.  The President Mrs. Pratibha Devisingh Patil administered the oath of office and secrecy to Ajit Singh  at a brief function at Rashtrapati Bhawan. RLD led by Ajit Singh recently joined the UPA alliance.

Finance Minister Pranab Mukherjee has said,  headline inflation in the country remains perilously close to double digits but is expected to moderate to 6-7 per cent by March if the present declining trend continues. He was speaking at a press conference  in Bangalore today after meeting with the chief ministers of southern states and the CEOs of public sector banks based in the South.
Mr. Mukherjee however highlighted that though overall inflation is high in the manufacturing sector, fuel and certain other commodities, food inflation has come down. Earlier, addressing the South Zone Chief Ministers’ Conference, Mr. Pranab Mukherjee called upon the participating Chief Ministers  and Bank CEOs to expedite their efforts in priority lending and issue of Kisan Credit card and speedy implementation of Swabhiman and Cavalryman programmes. He also stressed the need to  opening of branches of Life insurance and non-life insurance companies in all the districts of the country. Talking about the global slowdown, Mr. Mukherjee said, it is true that we are going through difficult times, not only in India, but also all over the world.
Many of the emerging economies, their growth are come down, rate of inflation is high in those country ,therefor in that context, we are also facing problems.

Kerala Chief Minister Oomen Chandy has said, his state will continue to give water to Tamilnadu if it is allowed to take care of the safety of its people living downstream of Mullaperiyar dam. Speaking to newsmen on the sidelines of the South Zone Chief Minister’s Conference in Bangalore, Mr. Oomen Chandy said, he spoke to Tamilnadu Finance Minister Panneerselvam on the Mullaperiyar dam issue, asking him to convey this message to  Chief Minister Jayalalitha.

Intense cold wave conditions continue to prevail over northern parts of the country including Punjab, Haryana, Uttar Pradesh and Himachal Pradesh. The intensity of cold wave in Delhi has increased with the night temperature coming down by three degrees below normal.  Our correspondent reports that  fog engulfed Delhi this evening putting normal life out of gear.
"The cold wave coupled with fog has not only disrupted the rail, road and air traffic but also severely affected the normal life in the national capital. Over 70 trains to and from Delhi are running late while a number of domestic and international flights have been delayed. With the foggy conditions resulting in poor visibility, the vehicular traffic was seen operating head lights even during the day time. Meanwhile, the local markets witnessed sudden spurt in business for woolens with vendors doing brisk business.Lakshmi Air News Delhi.

In Punjab and Haryana, Adampur near Jalandhar  shivered with a minimum of 1.2 degree Celsius and remained the coldest in the plains followed by Ambala and Amritsar. Our correspondent reports that Chandigarh has also registered below five degrees Celsius.

The Met Deptt. has predicted ground frost at isolated places in Punjab and Haryana. Fog is also expected at many places in both the states during morning and late evening. The cold wave conditions claimed six more lives in Uttar Pradesh taking the toll in the state to 26. Our correspondent reports that dense fog is hampering the movement of road and rail traffic.
Even bonfire is not giving enough respite due to bone chilling wind. The poor and resource-less people are the worst affected lot who are spending restless night on railway platforms or under the tin sheds of closed shops. Schools up to eighth standard have been closed till Wednesday in view of cold. The rail, road and air traffic is affected due to dense fog for past 4 days. In Udhamsingh Nagar twelve devotees of Uttar Pradesh were killed when their vehicle fell down in a river after breaking a bridge’s railing due to dense fog. District administration has banned the movement of heavy vehicles on the national highway to check the road accidents due to foggy weather conditions. The death toll from the mammoth floods unleashed in the southern Philippines by tropical storm Washi has climbed to 652 with over 800 still  missing. The Red Cross sources said today, the devastated port cities of Cagayan de Oro and Iligan in Mindanao island accounted for most of the deaths. The head of the government's disaster response agency, Benito Ramos however said their own count stood at 516 deaths and 274 missing. But he conceded that the death toll would be likely to go up.

In Egypt, violent clashes between the security forces and the protesters are continuing for the third day today. Both the sides have accused each other of stone pelting and throwing of petrol bombs. Egyptian Interior Ministry’s Central Security Forces joined the crackdown on protesters who have been demanding immediate exit of the military rulers and handing over power to a transitional civilian Government. The clashes are now concentrated on Sheikh Rihan Street, adjacent to Qasr al-Aini, a major downtown Cairo thoroughfare.

Meanwhile, masked attackers blew up the Egyptian pipeline which supplies natural gas to Israel and Jordan in the Sabeel region of the North Sinai district. This was the tenth attack on the pipeline since the beginning of the year. Egypt’s state run GASCO Agency Chief said the pipeline has been under maintenance and inoperative since the November explosion. Egypt signed a 20-year gas deal with Israel during the Mubarak era.

All the  remaining US troops in Iraq have left for home. The last convoy of 100 armoured vehicles carrying 500 soldiers moved out of Iraq into neighbouring Kuwait on their way back to US.  Our correspondent reports that their exit marks the end of the nearly nine year long US invasion of Iraq.
The end of US invasion in Iraq has come at a price. It left over one lakh Iraqis dead while  over 4000 American soldiers were killed. Almost an equal number were injured while more than 1.75 million Iraqis were displaced. The cost of the mission was nearly $800 billion. For President Obama the military pullout is the fulfillment of an election promise while for Iraqi Prime Minister Nouri Al Maliki it a matter of pride that Iraqi sovereignty has been restored. However, the war that was launched to oust Saddam Hussein has left behind a legacy of a fragile democracy facing insurgents, sectarian tensions and a struggle to define its place in the Arab world. In Afghanistan, a gunman killed Abdul Baqi Raghbat, adviser to the minister of tribal and border affairs in Kandhar. Official sources say he was attacked when he was walking in Kandhar city last evening. Afghan President Hamid Karzai has condemned the killing. A statement issued by the presidential palace today said that Raghbat was targeted because he worked for the government.

A petition has been filed in a Pakistani court to restrain President Asif Ali Zardari  from holding his position as his mental health was not up to the mark. The petitioner, who approached the Lahore High Court yesterday, sought the interpretation of Article 47 of the Constitution, which provides for the removal of a President on the ground of physical or mental incapacity.   He claimed the President had violated his oath and disregarded the Constitution, and should be restrained from holding office. Zardari's abrupt departure for Dubai on December 6 to seek treatment for a heart condition triggered speculation that he might be facing pressure from the powerful military to resign.

The US government has lifted most of its sanctions on Libya, unfreezing some of Libya's assets held in the United States. On Friday, the US government freed about 30 billion dollars in assets owned by the Libyan government and 2 Libyan banks that had been blocked since February. But holdings of the late leader Muammar al-Qadhafi and his family, as well as those of his aides, will be kept frozen. The US decision coincided with a similar action by the UN Security Council, which decided to end a freeze on the assets of Libya's financial institutions, including the central bank.

India's ace shuttler Saina Nehwal went down fighting to World Number One Yihan Wang of China in the finals of the BWF World Super series Badminton tournament at Liuzhou, China. The home nation's top seed defeated World Number 4 Saina 18-21, 21-13, 21-13 in a match that lasted for over an hour. With this win, Yihan Wang has kept her 100 per cent record against Saina intact, having now beaten her in all the four face matches, played between the two so far. Saina, yesterday became India's first Singles player to reach the finals of the Super Series tournament.

The South African women's hockey team defeated India 2-1 in the last round robbin league match to qualify for tomorrow's Four nation finals against world champions Argentina in Parana. The South Africans who were 1-0 up at half time, scored via penalty corner goals from Kate Woods and Captain Marsha Maredscia.
