प्रवर्तन निदेशालय ने राष्ट्रमंडल खेल आयोजन समिति के बर्खास्त अध्यक्ष सुरेश कलमाड़ी और उनके पांच अन्य सहयोगियों के खिलाफ आरोप पत्र दायर किया है। इन सभी पर लंदन में क्वीन बैटन रिले के आयोजन में कथित वित्तीय अनियमितताओं का आरोप है।
आरोप-पत्र विदेशी मुद्रा प्रबंधन कानून के अंतर्गत कल नई दिल्ली में दायर किया गया। इसमें आरोप लगाया गया है कि लंदन में २००९ में क्वीन बेटन रिले के आयोजन में पांच करोड़ रुपये के भुगतान में भारतीय रिजर्व बैंक के दिशा निर्देशों का उल्लंघन किया गया।
 निदेशालय ने आरोप पत्र में कलमाड़ी के अलावा आयोजन समिति के पांच अधिकारियों-पूर्व महासचिव ललित भनौत, महानिदेशक वी के वर्मा, उपमहानिदेशक संजय महिन्द्रू, संयुक्त महानिदेशक-लेखा और वित्त एम जयचन्द्रन और ए के मट्टू के नाम शामिल किए हैं।

उच्चतम न्यायालय ने वर्ष २००८ में कंपनियों को  आवंटित किये गए सभी १२२ टू जी लाइसेंस रद्द कर दिये है। न्यायालय ने कहा है कि ये लाइसेंस मनमाने और गैर-संवैधानिक तरीके से दिये गए। न्यायालय ने भारतीय दूरसचांर नियामक प्राधिकरण ट्राई को टू जी स्पैक्ट्रम लाइसेंस देने के लिए नई सिफारिशे करने को कहा है। न्यायालय ने उन तीन दूरसंचार कंपनियों पर पांच पांच करोड़ रुपये का जुर्माना लगाया है जिन्होंने लाइसेंस लेने के बाद अपनी हिस्सेदारी बेच दी। न्यायालय ने कहा कि स्पैक्ट्रम आवंटन चार महीने के अंदर नीलामी के जरिये किया जायेगा। न्यायालय ने टू जी स्पैक्ट्रम मामले में गृहमंत्री पी चिदम्बरम की कथित भूमिका की जांच की मांग के बारे में फैसला निचली अदालत पर छोड़ दिया है।

केन्द्रीय कानून मंत्री सलमान खुर्शीद ने कहा है कि टूजी आबंटन पर उच्चतम न्यायालय का फैसला सरकार पर आक्षेप नहीं है और इसका सम्मान किया जाएगा। कानून मंत्री ने कल उत्तर प्रदेश में शोहरतगढ़ में पत्रकारों से ये बात कही। दूरसंचार मंत्री कपिल सिब्बल ने एक सौ २२ टूजी लाइसेंस रद्द करने के उच्चतम न्यायालय के फैसले का स्वागत करते हुए कहा कि न्यायालय के निर्देश के अनुसार उनका मंत्रालय भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई की सिफारिशें मिलने के बाद इस दिशा में आगे बढ़ेगा।

हम सुर्प्रीम कोर्ट जजमेंट का स्वागत करते हैं। उन्होंने जो स्पष्टीकरण किया है कि हिन्दुस्तान में स्पेक्ट्रम का एलोकेशन है वह केवल  आक्सन के द्वारा होना चाहिए और जो फस्ट कम फस्ट सर्व पॉलिसी शुरूआत से ही गलत है, २००३ से ही गलत है क्योंकि वो डिस्क्रिमिनेटरी है।''
दूर संचार विनियामक प्राधिकरण ट्राई के अध्यक्ष जे एस सरमा ने नई दिल्ली में पत्रकारों से बातचीत करते हुए कहा है कि आठ कम्पनियों के एक सौ २२ टूजी लाइसेंस रद्द होने का ग्राहकों पर कोई खास असर नहीं पड़ेगा।

जिनके लाइसेंस कैंसिल की गई हैं वो ऑपरेटर्स को मेरे ख्याल में पांच परसेंट के सब्सक्राइवर बेस हैं। तो नाइंटी फाइव परसेंट जब बाकी लोग उनके पास हैं और वो वहां पर मौजूद हैं तो मेरे ख्याल में कोई असर पड़नी नहीं चाहिए। ''
श्री सरमा ने कहा कि ट्राई को अभी फैसले का अध्ययन करना है और पूरी तरह अध्ययन करने के बाद ही इस बारे में विस्तार से कुछ कहा जा सकता है।
भारतीय जनता पार्टी और भारतीय कम्युनिस्ट पार्टी सहित विपक्षी दलों ने उच्चतम न्यायालय के फैसले का स्वागत किया है। भाजपा नेता अरूण जेटली ने कहा कि चिदम्बरम को गृहमंत्री के पद पर बने रहने के बारे में खुद सोचना चाहिए। सीपीआई महासचिव ए बी वर्धन ने कहा कि चिदम्बरम की यह जिम्मेदारी थी कि वित्तमंत्री के पद पर रहते हुए वे इन अनियमितताओं को रोके।

उत्तर प्रदेश में चौथे चरण के विधानसभा चुनाव में ५६ निर्वाचन क्षेत्रों के लिए कुल एक हजार ४५ नामांकन पत्र वैध पाये गए हैं। नामांकन वापस लेने की अंतिम तारीख कल है।
हमारे संवाददाता का कहना है कि पहले चरण के मतदान के लिए विभिन्न राजनीतिक दलों के नेता चुनाव सभाएं कर रहे हैं।

उच्चतम न्यायालय ने नोएडा प्राधिकरण द्वारा व्यावसायिक बैंको के परिसरों को सील करने पर छह हते की रोक लगा दी है।
 न्यायमूर्ति स्वतंत्र कुमार और रंजना प्रकाश देसाई की एक पीठ ने नोएडा प्राधिकरण को बैंकों के लिए वैकल्पिक स्थान उपलब्ध कराने का समय दिया है। उच्चतम न्यायालय के पहले के निर्देशों का पालन करते हुए एनसीआर के रिहायशी इलाकों में व्यावसायिक बैंकों ने काम करना बंद कर दिया था। पीठ ने न्यायालय के पांच दिसम्बर २०११ के फैसले से परेशान १९ बैंकों की एक याचिका के जवाब में यह आदेश दिया।

संयुक्त राष्ट्र महासचिव बान जी मून ने इस्राइल से कहा है कि वह गज+ा क्रॉसिंग को खोले और २००६ से गज+ा पट्टी पर लागू प्रतिबंध को हटाये। गज+ा पट्टी में संयुक्त राष्ट्र शरणार्थी कल्याण एसोसिएशन की आवास परियोजना को दौरा करने के बाद एक संवाददाता सम्मेलन में उन्होंने कहा कि क्रॉसिंग के बंद होने और इस्राइल द्वारा आवश्यक सामग्री के प्रवेश पर प्रतिबंध लगाने के कारण अनेक परियोजनाएं रूकी पड़ी हैं। संयुक्त राष्ट्र महासचिव ने इस्राइल और फलस्तीन दोनों से आग्रह किया कि वे रूकी हुई शांति बातचीत को फिर से शुरू करें।

अभी कुछ चिंताए हैं या आपसी विश्वास की कमी है, लेकिन मुझे उम्मीद है कि शांति वार्ता आगे बढ़ती रहेगी। मैंने इस्राइल सरकार से अनूकूल राजनैतिक माहौल बनाने के महत्व पर जोर दिया है।''

संयुक्त राष्ट्र सुरक्षा परिषद को सीरिया पर एक संशोधित मसौदे का प्रस्ताव मिला है। सुरक्षा परिषद के अध्यक्ष ने कहा है कि सदस्यों द्वारा प्रस्ताव को स्वीकार किए जाने से पूर्व इस पर और अधिक विचारविमर्श होने की आशा है। खबरों के अनुसार संयुक्त राष्ट्र सुरक्षा परिषद में कूटनयिकों ने सीरिया पर आए प्रस्ताव पर नरम रूख अपना लिया है। कूटनीतिक सूत्रों के अनुसार पश्चिमी देश नए मसौदे का समर्थन कर रहे हैं जो मोरक्को ने तैयार किया है लेकिन शर्त ये रखी गई है कि इसे रूस का समर्थन मिलना चाहिए न कि वो मतदान के दौरान गैर मौजूद रहे।

मिस्र में प्रधानमंत्री अल गंजौरी ने मिस्र के फुटबॉल संघ को भंग कर दिया है। पोर्ट सईद में अहली और मैसरी के बीच फुटबॉल मैच खत्म होने के बाद हुए संघर्ष में बुधवार को ७४ लोगों की मौत हो गयी थी। संसद के आपात सत्र में कल इस फैसले की घोषणा की गई। प्रत्यक्षदर्शियों ने बताया कि घरेलू टीम मैसरी की ३-१ से जीत के बाद उसके प्रशंसकों के मैदान में उतर आने पर पुलिस मूकदर्शक बनी रही। अनेक फुटबॉल प्रशंसंकों के मारे जाने से नाराज प्रदर्शनकारियों और मिस्र की पुलिस के बीच मध्य काहिरा में संघर्ष हुए। पुलिस ने प्रदर्शनकारियों पर आंसू गैस के गोले छोड़े जिसमें अनेक लोगों के घायल होने की खबर है।

 बिहार के पूर्व मुख्यमंत्रियों लालू प्रसाद यादव और जगन्नाथ मिश्र को चारा घोटाले के सिलसिले में इस महीने की १४ तारीख को बुलाया है। अदालत ने उन्हें १९९४ से १९९५ के दौरान चायबासा राजकोष से लगभग ३८ करोड़ रुपये अवैध तरीके से निकालने के संबंध में बयान दर्ज करने को कहा है। ९५० करोड़ रुपये के चारा घोटाले के ५४ मामलों में से ४१ की सुनवाई हो गई है और सौ से अधिक लोगों को सजा दी गई है।

वर्ष २००८ के बाद आबंटित किए गए २जी स्पेक्ट्रम के १२२ लाइसेंस निरस्त करने के सुप्रीम कोर्ट के फैसले की खबर आज के लगभग सभी अखबारों में अलग-अलग सुर्खियों से छपी है। दूसरी ओर नवभारत टाइम्स और अमर उजाला ने लिखा है कि ट्राई के अनुसार ९५ प्रतिशत ग्राहकों पर इस फैसले कोई असर नहीं पड़ेगा।
प्रधानमंत्री डॉ. मनमोहन सिंह और यूपीए अध्यक्ष सोनिया गांधी का यह बयान कि मनरेगा में भ्रष्टाचार गरीबों के साथ बड़ा अन्याय - जनसत्ता के पहले पृष्ठ पर बॉक्स में छपा है।

The Enforcement Directorate, ED has filed a charge sheet against the sacked Chairman of the Commonwealth Games Organising Commission or OC, Suresh Kalmadi alongwith five of his colleagues for alleged financial irregularities in the Queens Baton Relay event held in 2009 in London. Our correspondent reports that the chargesheet was filed in New Delhi under the Foreign Exchange Management Act for violating Reserve bank of India Guidelines while making payments in the conduct of the Queens Baton Relay.
"In Enforcement Directorate's complaint, Commonwealth Games Organising Committee Chairman Suresh Kalmadi has been named for providing his signatures in his individual capacity and allowing unauthorised payments during the conduct of the Queen's Baton Relay held in 2009 in London. Few others have also been named for side-stepping five other service providers in favour of a firm - AM Films and Cars limited. The multiple-angle ED probe, which is part of the complaint, also allegedly found that few Organising Committee officials misused the 'debit cards' issued by the Organising Committee to them for transfer of funds in the conduct of the events of the 2010 Commonwealth Games. The RBI compliance reports in this regard formed the basis of the chargesheet in the case, which is also being probed by the CBI for alleged corruption charges. The ED also named five Organising Committe officials apart from Kalmadi in its complaint. They are former Secretary General Lalit Bhanot, Director General V K Verma, Deputy Director General Sanjay Mahindroo, Joint Director General, accounts and finance, M Jaychandran and A K Mattoo.

The Supreme Court has cancelled 122 licenses of 2G spectrum allocated to telecom companies in 2008. The Apex Court held that the licenses were granted in an arbitrary and unconstitutional manner and asked the Telecom Regulatory Authority of India to make fresh recommendations on the grant of these licenses. The Court imposed a fine of five crore rupees each for three telecom companies, which off-loaded their shares after getting the licenses. It maintained that the allocation of spectrum will be done through auction within four months. The order came on petitions filed by an NGO and the Janata Party President, Subramanian Swamy. It also directed the CBI to file status reports on its ongoing probes into the 2G spectrum allocation case to the Central Vigilance Commission.

Union Law Minister Salman Khurshid has said that the Supreme Court ruling on 2G allocation was not an indictment of the government and it would be honoured. The Law Minister said this to reporters, in Shohratgarh, Uttar Pradesh yesterday. Telecom Minister Kapil Sibal welcomed the Supreme Court's judgement and said as per the direction of the Supreme Court, his ministry will move forward on the issue after the Telecom Regulatory Authority of India, TRAI makes its recommendations.
"The order will not be operative till after a period of two or four months date of the judgement. In the meantime, the TRAI has been asked to prepare guidelines for the purposes of auction of spectrum, that will be released on account of the cancellation of the licenses."
Talking to reporters in New Delhi, TRAI Chairman JS Sarma said, there will not be much impact on subscribers due to the cancellation of the 2G licenses of eight companies.
"The operators, whose licenses have been cancelled, have a subscriber base of less than 5 per cent. Rest 95 per cent of the subscribers are with other companies. So I think, this will not have any impact on the services."
Opposition parties, including the BJP and CPI also welcomed the Apex Court verdict. BJP leader Arun Jaitley said, Chidambaram himself must consider his continuance as Home Minister untenable. CPI General Secretary A B Bardhan said, it was Chidambaram's job as the then Finance Minister to prevent irregularities.

Former Bihar Chief Ministers Lalu Prasad Yadav and Jagganth Mishra have been called by the special CBI court of Ranchi on the 14th of this month. The Court called them to record their statements in a case related to illegal withdrawals of nearly 38 crores rupees from the Chaibasa treasury during 1994-95. Out of 54 cases in the 950 crores rupees fodder scam, 41 cases have been heard and more than 100 convicts have already been sentenced.

A city court of Kolkata has remanded two senior IAS Officers of the West Bengal cadre to three days police custody in connectin with an iron ore export scam. The CID arrested both of them on Wednesday. Mr. RM Jamir, a retired IAS Officer had served as Director General, Food and Mr. Debaditya Chakraborty was Managing Director of the West Bengal Essential Commodities Supply Corporation, when the incident took place. The scam resulted in a loss of around 200 crore rupees to the state exchequer. The scam came to light in a report of the Comptroller and Auditor General. The present Managing Director of the Corporation lodged a police complaint, following the publication of the report.

The Supreme Court has stayed the sealing of the premises of commercial banks by the NOIDA authority for six weeks. A bench of justices Swatanter Kumar and Ranjana Prakash Desai granted time to the Noida Authority to provide alternative sites to the banks. The commercial banks had stopped operating from the NCRs residential areas, in compliance with the Apex Court's earlier directive. The bench passed the order in response to an intervention application filed by 19 banks aggrieved by the court's December 5, 2011, judgement. The Apex Court had, earlier, ruled that banking, hospitals and other commercial activities cannot be carried out from plots in Noida developed for residential purpose and ordered 21 banks and nursing homes in Sector-19 to immediately close their operations.

The government has decided to give preference in procurement to domestically manufactured electronic products, which have security implications for the country. The decision was taken in the Cabinet meeting held yesterday. The Government procures electronic items to meet the defence and security needs of the country. Domestically manufactured electronic items are promoted to ensure that information processed through them is not compromised. A few years ago, it had restricted a few foreign companies from supplying such items to Indian security agencies.

In Uttar Pradesh, a total of 1,045 nomination papers have been found valid in 56 constituencies for the fourth phase of Assembly Elections. February 4 is the last date for withdrawal of papers. Our Lucknow correspondent reports that helicopter surveillance would be carried out in Naxal-affected districts during polling.
"A total of 8 candidates have filed their nominations on the first day for sixth phase election after the issuance of the notification yesterday. Nominations for phase five is in full swing as only two days are left for it in 49 constituencies spread over 13 districts from Agra, Aligarh, Kanpur, Jhansi and Chitrakoot Dham divisions. A total of 473 nominations have been filed till now for this phase. The election commission has said that the helicopter surveillance would be done in Naxal-affected districts of Chandauli, Mirzapur and Sonbhadra in Assembly elections. The Deputy Election Commissioner has said that special vigil should be maintained in the districts bordering with the states of Bihar, Jharkhand, Chhattisgarh and Madhya Pradesh. United Nations Secretary-General Ban Ki-Moon has called on Israel to open the Gaza crossings and to lift the siege imposed on the Gaza Strip, since 2006. At a press conference, after a visit to an United Nations Refugee Welfare Association housing project in the Gaza strip, he lamented that many projects are on hold due to closure of the crossings and ban on entry of necessary material by Israel. The UN Secretary General urged both Israel and Palestine to resume the stalled peace talks.
"There are still some concerns over lack of mutual trust, but I am hopeful that this dialogue will continue in a sustainable way. For the talks to move ahead continuously and sustainably, I emphasised the importance for the Israeli government to create the politically conducive atmosphere."

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने केन्द्र, राज्यों और केन्द्रशासित प्रदेशों के सचिवों से देश के सामने आ रही चुनौतियों का मुकाबला करने के लिए मिलकर काम करने की अपील की है और उनसे यह सुनिश्चित करने को कहा है कि लोगों को समय पर सेवायें उपलब्ध कराई जायें। आज नई दिल्ली में मुख्य सचिवों के दो दिन के सम्मेलन का उद्घाटन करते हुए डॉक्टर मनमोहन सिंह ने सार्वजनिक जीवन में पारदर्शिता, जवाबदेही और इमानदारी सुनिश्चित करने पर जोर दिया और कहा कि ऐसी व्यवस्था कायम की जाए कि भ्रष्टाचार के ज्यादा मौके ही न मिलें। उन्होंने कहा कि संसद में पेश, नागरिक चार्टर विधेयक से आम लोगों को सरकारी विभागों से सेवायें मांगने का अधिकार मिल जायेगा। उन्होंने कहा कि सरकारी खरीद को नियमित करने के एक कानून पर भी काम चल रहा है। डॉक्टर मनमोहन सिंह ने कहा कि सरकार जल्दी ही एक मजबूत लोकपाल कानून लागू कर सकेगी।

दुर्भाग्य से लोकपाल और लोकायुक्त बिल संसद के पिछले सत्र में पास नहीं हो सका लेकिन मुझे उम्मीद है कि हम जल्द ही एक मजबूत लोकपाल कानून बना सकेंगे।
प्रधानमंत्री ने कहा कि लोगों को सेवाओं में सुधार के लिए राष्ट्रीय ई- गर्वनेंस योजना लागू की जा रही है। उन्होंने कहा कि १३ करोड़ लोगों को आधार नम्बर उपलब्ध कराया गया है और हाल में ४० करोड़ लोगों को आधार योजना के तहत लाने की मंजूरी दी गई।

इससे सूचना का अधिकार कानून, न्यायिक जवाबदेही विधेयक और भ्रष्टाचार का पर्दाफाश करने वालों की सुरक्षा संबंधी व्हिसल ब्लोअर विधेयक जैसे सरकार के प्रयासों को और मजबूती मिलेगी। लेकिन अभी हमें सार्वजनिक जीवन में पारदर्शिता, जवाबदेही और ईमानदारी लाने के लिए बहुत प्रयास करने है। मैं आप सभी से यह सुनिश्चित करने का आग्रह करता हूं कि केंद्र और राज्य दोनों मिलकर इन लक्ष्यों की दिशा में काम कर रहे हैं।
प्रधानमंत्री ने वैश्विक आर्थिक संकट के बावजूद २०१०-११ में देश की आर्थिक वृद्धि दर ८ दशमलव ४ प्रतिशत रहने को बहुत सराहनीय बताया। उन्होंने ६ दशमलव ६ प्रतिशत कृषि की विकास दर की भी सराहना की और इस क्षेत्र की उत्पादकता बढ़ाने के लिए इसे और आधुनिक बनाने पर जोर दिया। उन्होंने कहा कि राष्ट्रीय विनिर्माण नीति में एक दशक के अन्दर देश के सकल घरेलू उत्पाद में इस क्षेत्र की हिस्सेदारी बढ़ाकर २५ प्रतिशत करने और १० करोड़ नौकरियां उपलब्ध कराने की बात कही गई है।
कार्मिक, लोक शिकायत और पेंशन राज्य मंत्री वी नारायणसामी ने सम्मेलन में कहा कि लोक सेवा में ईमानदारी रखने के लिए पारदर्शिता जरूरी है और उससे प्रदर्शन भी बेहतर होता है। उन्होंने कहा कि प्रशासनिक सुधार और लोक शिकायत विभाग की सेवोत्तम व्यवस्था सरकारी तंत्र को जवाबदेह और पारदर्शी व्यवस्था के प्रति प्रशिक्षित और जागरूक करने का महत्वपूर्ण साधन है। पिछले दो वर्ष में राज्यों और केन्द्रशासित प्रदेशों के साथ सलाह करके अनेक सेवोत्तम कार्यशालाएं आयोजित की गई हैं। उन्होंने बताया कि अब इस व्यवस्था को जिला स्तर पर ले जाने का प्रस्ताव है और राज्य सरकारों के साथ मिलकर प्रशिक्षण कार्यक्रम की योजना बनाई जा रही है।
श्री नारायणसामी ने यह भी कहा कि सरकार अब तक दूसरे प्रशासनिक सुधार आयोग की १५ में से १३ रिपोर्ट पर विचार कर चुकी है। केन्द्र सरकार से सम्बद्ध ५०८ सिफारिशों पर अमल हो चुका है और ४९७ पर अमल चल रहा है। उन्होंने मुख्य सचिवों से आग्रह किया कि वे प्रशासनिक सुधार आयोग की सिफारिशों पर अमल को प्राथमिकता दें, क्योंकि बड़ी संख्या में सिफारिशों से राज्यों से सम्बद्ध हैं।

उच्चतम न्यायालय ने सरकार से थलसेना अध्यक्ष जनरल वी के सिंह के जन्मतिथि विवाद पर अपना रुख स्पष्ट करने को कहा है। न्यायालय ने
आज कहा कि सरकार ने थल सेना अध्यक्ष जनरल वी के सिंह की आयु के मामले में वैधानिक शिकायत जिस ढंग से अस्वीकार की है, उसमें खामियां नजर आती हैं।
न्यायालय ने अगली सुनवाई दस फरवरी को तय की है। रक्षामंत्रालय ने ३० दिसम्बर को आदेश जारी कर जनरल वी के सिंह की वैधानिक शिकायत अस्वीकार कर दी थी। जनरल सिंह ने अपनी शिकायत में कहा था कि सेना के रिकार्ड में उनकी जन्मतिथि १० मई १९५० के बजाय १० मई १९५१ मानी जाए।
न्यायालय ने जनरल सिंह की शिकायत अस्वीकार करने के बारे में ३० दिसम्बर को जारी आदेश में अपनाई गई प्रक्रिया पर सवाल उठाया है।
न्यायमूर्ति आर एम लोढ़ा और एचएल गोखले की पीठ का मानना था कि रक्षा मंत्रालय ने २१ जुलाई २०११ को सेना अध्यक्ष की जन्मतिथि १० मई १९५० मानने का जो आदेश दिया था, वह महाधिवक्ता की राय पर आधारित था और ३० दिसम्बर का आदेश भी उन्ही की राय से दिया गया था।

उच्चतम न्यायालय ने आज गुजरात सरकार द्वारा दायर उस याचिका को सुनवाई के लिए स्वीकार किया जिसमें राज्य में अवकाश प्राप्त न्यायाधीश आर० ए० मेहता को लोकायुक्त नियुक्त करने के राज्यपाल के फैसले को चुनौती दी गई है। न्यायमूर्ति बी० एस० चव्हाण और न्यायमूर्ति जे० एस० खेहर की पीठ ने कहा कि वे इस मामले की पूरे विस्तार से जांच करेगी क्योंकि इसमें संवैधानिक कानून का अहम प्रश्न जुड़ा है। पीठ ने कहा कि वह २० फरवरी से इस मामले की तीन दिन की सुनवाई करेगी।
गुजरात सरकार ने न्यायमूर्ति मेहता की लोकायुक्त के रूप में नियुक्ति को सही ठहराने वाले राज्य उच्च न्यायालय के आदेश को इस आधार पर चुनौती दी है कि उनकी नियुक्ति असंवैधानिक है और उसकी सलाह के बिना की गई है। गुजरात उच्च न्यायालय ने १८ जनवरी को न्यायमूर्ति मेहता को लोकायुक्त नियुक्त किये जाने को सही ठहराया था।

उत्तर प्रदेश में पांचवें और छठे चरण के मतदान के लिए मध्यवर्ती, पश्चिमी और बुंदेलखंड क्षेत्रों के २६ जिलों में नामांकन पत्र भरे जा रहे हैं। इन दो चरणों में २३ और २८ फरवरी को कुल ११७ विधानसभा क्षेत्रों में मतदान होगा। पांचवें चरण के लिए नामांकन पत्र कल शाम तक भरे जा सकते हैं, जबकि छठे चरण के लिए नौ फरवरी तक नामांकन पत्र भरे जाएंगे।
चुनाव आयोग ने एसएमएस के जरिए मतदान के रुझान पाने के इंतजाम किये हैं। उप मुख्य चुनाव अधिकारी अनीता मेशराम ने बताया है कि चुनाव अधिकारी हर दो घंटें में मतदान के रूझान आयोग को एसएमएस से भेंजेंगे। मुख्यालयों में इस सारी जानकारी को संकलित करके आयोग की वेबसाइट पर डाला जाएगा।
इस बीच, पहले और दूसरे चरण के मतदान के लिए मध्य और पूर्वी उत्तर प्रदेश के ११४ निर्वाचन क्षेत्रों में प्रचार जोरशोर से चल रहा है।  पहले चरण में आठ फरवरी और दूसरे चरण में १० फरवरी को मतदान होगा।
बहुजन समाज पार्टी की अध्यक्ष मायावती ने कल अम्बेडकर नगर में अपनी पार्टी के उम्मीदवारों के लिए समर्थन मांगा, जबकि समाजवादी पार्टी की राज्य इकाई के अध्यक्ष अखिलेश यादव ने बलरामपुर और महाराजगंज में चुनाव सभाएं कीं। कांग्रेस सांसद राज बब्बर, बहुजन समाजपार्टी के महासचिव सतीश मिश्रा और भारतीय जनता पार्टी के पूर्व अध्यक्ष राजनाथ सिंह ने भी कल इन क्षेत्रों में कई चुनाव सभाओं में भाषण दिये।

गोरखपुर जिले में विधानसभा की ९ सीटें हैं। नये परिसीमन के बाद संख्या तो उतनी ही रही। लेकिन कुछ सीटों की भौगोलिक सीमाएं और नाम परिवर्तित हो गए। इन सीटों पर विभिन्न पार्टियों के चार  वर्तमान विधायक भी इस बार अपना भाग्य अजमा रहे हैं। जबकि कुछ नये चेहरे भी है। सामुदायिक और जातिगत समीकरणों में हेरफेर के कारण पार्टियों ने बहुत सोझ समझकर प्रत्याशी खड़े किए हैं। इस वजह से लगभग सभी पार्टियों में बगावत के आसार दिख रहे हैं। जिसका असर परिणामों पर पड़ सकता है। बसपा सरकार से निष्कासित फतेह बहादुर और सदल प्रसाद को पार्टी ने टिकट नहीं दिया। पूर्व मंत्री राजेश त्रिपाठी ने लोकायुक्त की शिकायत के बाद इस्तीफा दे दिया था चिल्लुपार से दुबारा बसपा के प्रत्याशी बनाये गये हैं।  चौरी चौरा और गोरखपुर शहर सीटों पर सबसे अधिक ३१-३१ प्रत्याशी चुनाव मैदान में हैं। सलमान हैदर, आकाशवाणी समाचार, गोरखपुर।

असम में चिलाराई एक्सप्रेस के नौ डिब्बे आज सुबह कामरूप जिले में मिर्जा के पास पटरी से उतर जाने से तीन व्यक्तियों की मृत्यु हो गयी और १३ यात्री घायल हो गए। तीन घायलों की हालत चिंताजनक बताई जाती है, जबकि दस को मामूली चोटें आई हैं। हमारे संवाददाता ने बताया है कि न्यू बोंगाई गांव और गुवाहाटी के बीच चलने वाली यह रेलगाड़ी एक जे सी बी एक्सकवेटर से टकरा गई। रेल अधिकारियों के अनुसार जे सी बी के ड्राइवर और उसमें सवार दो लोगों की मौके पर ही मौत हो गई।

मिर्जा और अजारा के बीच एक बिना लेवल क्रासिंग में एक जे सी बी एक्सकलेटर और रेलगाड़ी के बीच हुए टक्कर में जेसीबी के ड्राइवर सहित तीन सवारी घटनास्थल में मारे गए। पटरी से निकल गई नौ बोगियों के १३ लोग घायल हुए। घायलों को मालेगांव के रेलवे हॉस्पिटल और गुवाहाटी मेडिकल कॉलेज हॉस्पिटल में भरती किया गया है। राष्ट्रीय आपदा सहरी वहनी, स्थानीय लोग और रेलवे के  उद्धारकारी दलों ने घटनास्थल में पहुंचकर उद्धार के काम में लगे हुए हैं।  राज्य के मुख्यमंत्री तरूण गोगोई के निर्देश में कृषि मंत्री  नीलमणि सेन डेका घटनास्थल गये हैं। रमणीकांत शर्मा, आकाशवाणी समाचार, गुवाहाटी।

पाकिस्तान के उत्तर पश्चिमी क्षेत्र में एक सैनिक चौकी पर आतंकवादियों के हमले में सात सैनिक मारे गये हैं और तीन घायल हो गये हैं। खुर्रम कबाईली इलाके के अधिकारियों ने बताया है कि पाकिस्तानी सुरक्षा बलों की जवाबी कार्रवाई में १८ आतंकवादी भी मारे गये। एसोशिएटेड प्रैस ने खबर दी है कि करीब ४० आतंकवादियों ने यह हमला किया था।

ऑस्ट्रेलिया में न्यू साउथ वेल्स और क्विंसलैंड के कुछ हिस्सों में भयंकर बाढ़ का खतरा पैदा हो गया है। हजारों निवासियों को वहां से निकाला जा चुका है। अधिकारियों ने आज बताया कि बाढ़ से प्रभावित इलाकों में दस हजार से ज्यादा लोग फंसे हैं। न्यू साउथ वेल्स के उत्तरी शहर मोरी में बिस्तर और सामग्री लेकर एक सैनिक हेलीकॉप्टर भेजा गया था। बताया जाता है कि मोरी में ३५ साल से भी अधिक समय में सबसे भयंकर बाढ़ आई है। दो हजार से ज्यादा लोगों को उनके घरों और इमारतों से निकलने को कहा गया है। आपात सेवा अधिकारियों का कहना है कि मेही नदी का पानी सबसे ऊंचे स्तर पर है और अगले कई दिन तक बाढ़ का प्रकोप रहेगा।

मिस्र में स्वेज शहर में सुरक्षा बलों के साथ झड़पों में दो व्यक्तियों की मृत्यु हो गई है। पुलिस के अनुसार पोर्ट सईद में फुटबाल मैच के दौरान हुए दंगे में शहर के एक निवासी की मौत का विरोध कर रहे प्रदर्शनकारियों ने सुरक्षा बलों के मुख्यालय पर पथराव किया और पेट्रोल बम फैंके तो उसे गोली चलानी पड़ी जिसमें दो व्यक्तियों की मृत्यु हो गई। मिस्र के स्वास्थ्य मंत्रालय का कहना है कि बृहस्पतिवार को राजधानी काहिरा में पुलिस और प्रदर्शनकारियों के बीच झड़पों में कम से कम नौ सौ व्यक्ति घायल हो गए थे। काहिरा में गृह मंत्रालय के मुख्यालय के सामने जमा करीब १० हजार लोग फुटबाल मैच में सुरक्षा बलों की कथित निष्क्रियता के विरोध में प्रदर्शन कर रहे थे। उन्होंने सत्तारूढ़ सैन्य परिषद और पुलिस के विरोध में नारे लगाए।

नेपाल के कालीकोट जिले में मानमा में कल देर रात एक होटल में आग लग जाने से तीन लोग मारे गये। होटल की इमारत की ऊपरी मंजिल पर रहने वाली दो बहनों और एक महिला की इस घटना में मृत्यु हो गई। पुलिस का कहना है कि यह आग शायद मोमबत्ती से लगी। होटल के मालिक ने कहा है कि उसे आग का उस समय पता चला, जब आग से बचने के लिए इन बहनों की मॉं खिड़की से कूद गई।

कांगो गणतंत्र के राष्ट्रपति जोसफ कबीला राष्ट्रपति चुनाव में विजयी    घोषित किये गए हैं। नवम्बर में हुए विवादास्पद राष्ट्रपति चुनाव का परिणाम दो महीने बाद आया है। चुनाव परिणाम कल रात राष्ट्रीय टेलीविजन पर घोषित किया गया। इससे पहले खुद को राष्ट्रपति घोषित करने वाले विपक्षी नेता एतिएन शिसेकदी ने संसद का बहिष्कार करने को कहा है। श्री कबीला की पीपीआरडी पार्टी ने संसद में अपनी चालीस प्रतिशत से ज्यादा सीटें खो दी हैं। इससे बहुमत का गठबंधन कायम करने में मुश्किल आयेगी। पीपीआरडी को पांच सौ सीटों वाली राष्ट्रीय असेम्बली में ६३ सीटें मिली हैं जबकि २००६ के चुनावों में इसे १११ सीटें मिलीं थी। श्री शिसेकदी की यूडीपीएस पार्टी ४१ सीटों के साथ दूसरे स्थान पर है। अंतर्राष्ट्रीय पर्यवेक्षकों ने चुनावों को दोषपूर्ण बताया है।

ब्राजील में परिवहन परियोजना मंत्री मारियो नेग्रोमोंटे ने भ्रष्टाचार के आरोपों के कारण त्यागपत्र दे दिया है। इससे पहले राष्ट्रपति दिलमा राउसेफ के मंत्रिमंडल के छह मंत्री भ्रष्टाचार के आरोप में इस्तीफा दे चुके हैं। श्री नेग्रोमोंटे पर आरोप है कि उन्होंने पार्टी की वित्तीय मदद करने वाली कंपनियों को सार्वजनिक काम का ठेका दिया। श्री नेग्रोमोंटे ने इन आरोपों का खंडन किया है।

कांग्रेस महासचिव दिग्विजय सिंह ने कहा है कि टूजी स्पैक्ट्रम आवंटन में लाइसेंस रद्द करने के उच्चतम न्यायालय के फैसले पर पुनर्विचार याचिका दायर की जाएगी। श्री सिंह ने आज हैदराबाद में पत्रकारों से कहा कि लाइसेंस लेने के बाद बुनियादी ढांचा खड़ा करने में भारी निवेश करने वाली कंपनियों के हितों को देखते हुए शायद पुनर्विचार याचिका के जरिए इस फैसले को चुनाती दी जाएगी।

देश में लगातार चौथे साल, २०११-१२ के दौरान गेहूं का रिकार्ड उत्पादन होने की आशा है। अधिक फसल और अच्छे मौसम की वजह से आठ करोड़ अस्सी लाख टन से ज्यादा की पैदावार होने का अनुमान है। पिछले साल भी लगभग आठ करोड़ ६९ लाख टन गेहूं का उत्पादन हुआ था। सरकारी विज्ञप्ति के अनुसार कुल खाद्यान्न उत्पादन २४ करोड़ पचास लाख टन के लक्ष्य से ज्यादा होने की उम्मीद है। २०११-१२ के लिए फसल के दूसरे पूर्वानुमान के अनुसार यह  २५ करोड़ टन का होगा।
कुल खाद्यान्न उत्पादन में चावल का उत्पादन बढ़कर दस करोड़ २७ लाख ५० हजार टन होने की उम्मीद है। पिछले साल यह नौ करोड़ ५९ लाख ८० हजार टन था। हालांकि दालों के उत्पादन में इस बार कमी आयेगी। पिछले साल इसका उत्पादन लगभग एक करोड़ ८२ लाख ४० हजार टन था। इस बार इसके लगभग एक करोड़ ७३ लाख टन होने की संभावना है।

सरकार घरेलू बिजली उपकरण क्षेत्र में स्पर्द्धा बढ़ाने की रूपरेखा तैयार करने के लिए जल्दी ही एक मिशन योजना बनाएगी। नई दिल्ली में आज जारी सरकारी वक्तव्य में कहा गया है कि देश में बिजली उपकरण उद्योग में १५ सौ से ज्यादा फैक्टरी हैं और इस उद्योग का सालाना कारोबार एक लाख १० हजार करोड़ रूपये के आसपास है। भारी उद्योग और सार्वजनिक उपक्रम मंत्रालय ने इस सिलसिले में पांच कार्यदल गठित किये हैं। इनमें विभिन्न सरकारी मंत्रालयों और विभागों के प्रतिनिधि शामिल हैं। इन दलों की सिफारिशों पर विचार करने के बाद करीब तीन महीने में मिशन योजना तय की जानी है।

जवाहर लाल नेहरू विश्वविद्यालय सोमवार से अपने सभी पाठ्यक्रमों के लिए प्रवेश प्रक्रिया आरंभ करेगा। सभी पाठ्यक्रमों और दूसरे विश्वविद्यालयों के साथ संयुक्त पाठ्यक्रमों के लिए प्रवेश परीक्षाएं देशभर में ५२ केन्द्रों पर आयोजित की जायेंगी। विश्वविद्यालय के परीक्षा संयोजक डाक्टर चन्द्रशेखर ने आकाशवाणी को बताया कि छात्र विश्वविद्यालय की वेबसाइट डब्ल्यू डब्ल्यू डब्ल्यू डाट जेएनयू डाट एसी डाट आईएन पर आवेदन कर सकते हैं। सोमवार सुबह दस बजे से ऑनलाइन रजिस्ट्रेशन भी शुरू हो जायेगा। छात्र २१ मार्च शाम पांच बजे तक आवेदन कर सकते हैं। ऑफ लाइन आवेदन करने वाले विश्वविद्यालय को क्रास्ड बैंक ड्राफ्ट भेजकर डाक के जरिये आवेदन पत्र हासिल कर सकते हैं।

यूरोप में पड़ रही कड़ाके की ठंड से एक सौ तीस लोगों से ज्यादा की मृत्यु हो गई है। भारी बर्फबारी से सर्बिया के दूरदराज के इलाकों में कम से कम ११ हजार गांववालों से सम्पर्क टूट गया है। सर्बिया में कम से कम छह लोगों की मौत हो गई है। यूरोप के कुछ हिस्सों में तापमान शून्य से तीस डिग्री सेल्सियस नीचे चला गया है। यूक्रेन में ६३ और पोलैंड में २९ लोगों की मौत हो गई है। मौसम विशेषज्ञों का कहना है कि इटली में इस सप्ताह में पिछले २७ सालों में सबसे ज्यादा सर्दी है। कुछ स्थानों पर दो मीटर तक बर्फ जम गई है। हेलीकॉप्टर से प्रभावित लोगों को सुरक्षित स्थानों पर पहुंचाया गया है और दूरदराज के इलाकों में विमान से खाद्य और चिकित्सा सामग्री पहुंचाई जा रही है। सर्बिया में सात जनवरी से बर्फ गिरनी शुरू हुई थी और तब से यह नहीं रूकी है। आने वाले दिनों में और बर्फ पड़ने की संभावना है।

The Prime Minister Dr. Manmohan Singh today called for a systemic response to reduce chances of corruption and to ensure transparency, accountability and probity in public life. Inaugurating the two day Chief Secretaries conference in New Delhi, Dr. Singh asked the Secretaries of the Centre, States and Union Territories to work in tandem to face the challenges before the nation and also to ensure timely delivery of services to the people which is a matter of major concern. The Prime Minister said that the Bill on Citizen's Charter introduced in Parliament will empower citizens to demand services from government departments. He said, progress is also being made on a law to regulate public procurement. Dr. Singh said, the government would soon be able to enact a strong Lokpal law.
"Unfortunately, the Lokpal and Lokayukt Bill could not be passed in the last session of Parliament but I do hope that we would soon be able to enact a strong Lokpal law. We are moving forward on framing a law for regulating public procurement."
The Prime minister said, the National E-governance plan is being implemented to improve delivery of services to the people. He said, Aadhaar numbers have been provided to 13 crore residents and the coverage of 40 crore residents under the Aadhaar Scheme has been recently approved. The Prime Minister termed the Food security Bill as a historic step the government has taken.
"All this builds upon our earlier initiatives such as the Right to Information Act, the Judicial Accountability Bill and the Whistle Blowers Bill. But we still have a long way to go in our efforts for ensuring transparency, accountability and probity in public life. I would urge all of you to ensure that the Centre and the States work together to move ahead to achieve these goals. "
The Prime Minister termed the 8.4 per cent economic growth in 2010-11 as a credible performance by India in the wake of a crisis ridden global economy. He also lauded the 6.6 per cent growth in agriculture in 2010-11 and stressed on modernising the sector to increase productivity. He said, the National Manufacturing Policy envisages enhancing the share of manufacturing in GDP to 25 per cent within a decade and the creation of 100 million jobs.
The Prime Minister asked the senior most officers to address the challenges faced by the country through innovation and creative solutions. He urged the States and the Centre to jointly focus on areas of internal security, decreasing the infrastructure deficit, skill development, disaster management and other vital areas for overall development of the country.

The Supreme Court has said, the manner in the Army Chief Gen V K Singh's statutory complaint was rejected by the Government, appears to be vitiated.  The Apex court has posted the matter for hearing on February 10. Defence Ministry had issued an order on December 30, turning down the statutory complaint of General Singh that his date of birth be treated in Army's records as May 10, 1951 and not as May 10, 1950.
Apex court questioned the procedure adopted by the government in passing the December 30 order in not allowing the complaint of General Singh.  The Bench of Justices R M Lodha and H L Gokhale was of the view that the Defence Ministry's order of July 21, 2011 holding the date of birth as May 10, 1950, was based on the opinion of Attorney General and so was the case when the December 30th order was passed on the statutory complaint.

The Supreme Court today admitted an appeal filed by the Gujarat Government challenging the state governor's decision to unilaterally appoint Justice (Retd) R A Mehta as the Lokayukta.
A bench of justices B S Chauhan and J S Khehar said it would examine the matter at length as a vital question of constitutional law is involved. The bench said it will hear the matter at a stretch of three days from February the 20th.       The Gujarat government has challenged the state High Court order upholding the appointment of Justice Mehta as the Lokayukta on the ground that it was unconstitutional and done without its consent. The Gujarat High Court had on January the 18th upheld the appointment of Justice Mehta as the Lokayukta.

In Assam, three persons died and 13 passengers were injured when nine coaches of the ‘Chilarai Express’ running between New Bongaigaon and Guwahati, derailed near Mirza in Kamrup district this morning. The accident occurred when the train hit a JCB excavator at an unmanned level-crossing between Mirza and Azara railway stations. According to railway authorities, the driver and two other riders of the JCB died on the spot. Our Correspondent reports that three of the injured are stated to be critical while ten others sustained minor injuries.
"The North East Frontier Railway authority has dispatched medical and rescue teams to the incident spot. A team of the National Disaster Response Force and the local people of the area are also rendering help for rescue of the passengers from the derailed bogies. The injured have been rushed to the Railway Hospital at Maligaon and the Gauhati Medical College and Hospital. Meanwhile, the State Chief Minister Tarun Gogoi has sent the Agriculture Minister Nilmoni Sen Deka to oversee the rescue operation of the ill-fated passengers at the accident spot. In Uttar Pradesh, the filing of nomination papers for the fifth and sixth phase is going on in 26 districts of central, western and Bundelkhand regions of the state. A total of 117 assembly constituencies will go to poll in these two phases on the 23rd and 28th of this month. The last date for filing nomination for the fifth phase ends tomorrow while the nomination for the sixth phase can be filed up to the 9th of this month. The Election Commission has made arrangements to get election trends through SMS. Deputy Chief Electoral Officer Anita Meshram said that the Returning Officers will SMS the voting trends to the Commission every two hours. The information will be compiled at the headquarters and made available on the Commission’s website.
Meanwhile, intense campaigning is going on in 114 assembly segments of central and eastern Uttar Pradesh where elections will be held in first and second phases on the 8th and 10th of this month, respectively.  Gorakhpur district has 9 assembly segments. After delimitation of constituencies the number remains the same while the physical boundaries and names of five seats have been changed. Four sitting MLAs from different parties are trying their luck again this time. In 2007 elections,  the BSP had highest four seats in the district, BJP had 2 while Samajwadi Party, Congress and Independents had one seat each.  Now, the rebels are giving a tough time to official party candidates. Two expelled ministers in Mayawati cabinet Fatehbahadur and Sadal Prasad were denied ticket this time. While Sadal Prasad had shown his loyalty with Mayawati, Fatehbahdur is in the fight from Campiyarganj seat on NCP ticket. Rajesh Tripathi another minister who was formed to resign from cabinet has been given ticket from Chillupar from where he is sitting MLA. He is locked in fight with 6 time winner Harishankar Tiwari.  Highest 31 candidates are contesting from Gorakhpur urban and Chauri Chaura.  The country is expected to see a record wheat production for the fourth consecutive year at an estimated over 88 million tonnes in the 2011-12 crop year due to higher yield and good weather conditions. Wheat output was at a record high of 86.87 million tonnes last year as well. According to an official release, the overall food grains output is also estimated to exceed the target of 245 million tonnes. It will touch a record over 250 million tonnes, according to the second advance crop estimate for 2011-12. The food grains output was at 244.78 million tonnes in 2010-11.  Out of total food grains output, rice production is estimated to increase to 102.75 million tonnes this year, as against 95.98 million tonnes last year. However, pulses production is estimated to be lower at 17.28 million tonnes this year, as against 18.24 million tonnes last year. Similarly, oilseed production is estimated to fall to 30.52 million tonnes in the reviewed period, from 32.47 million tonnes.

The government will soon come up with a Mission Plan to lay down a clear roadmap for enhancing the competitiveness of the domestic electrical equipment sector. An official statement issued in New Delhi today said that electrical equipment industry in the country covers over 15 hundred manufacturing units and the annual turn over of industry is around one lakh ten thousand crore rupees. The Ministry of Heavy Industries and Public Enterprises has constituted five working groups in this connection.  These groups have been formed with the representatives from various government ministries and departments.  The Mission Plan is slated to be finalised in about three months time after considering the recommendations of these groups.

Seven security personnel and 18 militants were killed in a clash between security forces and Taliban militants in northwest Pakistan. Five soldiers were kidnapped by militants in the clash.  The militants attacked the check post in Shidano Dand area near the border with Afghanistan overnight Troops recently took control of the mountain after flushing militants out of the area. Combat jets carried out air strikes in the region after the Taliban killed several soldiers in attacks. The Pakistan army and air force have been conducting operations against the Taliban in Kurram Agency since the beginning of the year.

In Australia, severe flooding is threatening parts of New South Wales and Queensland, with towns cut off and thousands of residents evacuated. Authorities said today, more than 10,000 people in communities affected by the floods have been left stranded. A military helicopter was sent to the northern New South Wales town of Moree with bedding and supplies. Moree is reportedly facing its worst flooding in more than 35 years, with more than 2,000 people ordered to evacuate homes and buildings. Emergency officials said water levels at the Mehi River there had peaked and flooding was expected to continue for several days.

At least six people have died in Serbia, with emergency services expressing concern for the health of the sick and the elderly in particular. Temperatures are below -30C in parts of Europe and 63 people have died in Ukraine and 29 in Poland. In Italy, weather experts say it is the coldest week in 27 years. In places, the snow has reached a depth of 2 meters. Helicopters have helped move several people to safety, and food and medicines have been airlifted to isolated areas. Snow began falling in Serbia on the 7th of last month and has hardly stopped since.

Democratic Republic of Congo President Joseph Kabila has been declared the outright winner in results released two months after November's disputed presidential election. The election results were declared last night on national television. Veteran opposition leader Etienne Tshisekedi, who declared himself president before this announcement, has called for a boycott of the parliament. Mr. Kabila's PPRD party has lost more than 40 per cent of its legislative seats to rivals, which will complicate the task of forming a majority coalition. It won 63 seats in the 500-seat national assembly, down from 111 after the previous legislative polls in 2006. Mr. Tshisekedi's UDPS party came second with 41 seats. International observers have declared the elections were flawed.

Trends from Kuwait's parliamentary elections indicate major gains by opposition groups including the Islamists. The results are expected later today. Early trends show opposition gaining ground, which also include liberals inspired by the Arab Spring. Kuwait's ruling family controls all main ministries, but the parliament has the power to change the policies.

Iran today launched an observation satellite into orbit above Earth, its Arabic satellite television channel Al-Alam reported.  The head of Iran's Space Organisation, Hamid Fazeli, was quoted as saying by the official IRNA news agency that the Navid satellite was launched successfully. It will be placed into an orbit at an altitude between 250 and 370 kilometres.

Back Home: Assam government is likely to conduct Gross State Happiness Index survey. The survey will be undertaken in collaboration with IIT Guwahati, Flinders University of Australia and supported by the United Nations Development Programme, UNDP.
Talking to AIR, Dr. Seeta Prabhu, Senior Adviser to the UNDP says that if the plan goes well, Assam will be the first state in the country to undertake such a survey. Our correspondent reports that the survey will be initiated on the model of the Bhutan Gross National Happiness, BGNH.
"The term Gross National Happiness, GNH, was coined in 1972 in Bhutan. It refers to the concept of a quantitative measurement of well-being and happiness. Again, the concept of well -being survey was initiated by the UNDP. Last year, Assam chief minister Tarun Gogoi ,in his visit to Bhutan was highly impressed by the GNH carried out in the country and the chief minister had shown interest in the same being conducted in Assam. The happiness index will be measured on the aspects of living standard, health, education, culture etc. At the first phase, some of the districts will be covered as pilot basis. The Sensex at the Bombay Stock Exchange rose 37 points, or 0.2 per cent, to 17,469, in early trade, today, on modest buying by funds and retail investors. Later, the Sensex traded in a narrow range, as it oscillated between the negative and positive zone, and stood a slim 9 points in positive territory, at 17,441 in afternoon deals, a short while ago. The Sensex has gained over 560 points in the past three trading sessions. Other Asian markets in Japan, Hong Kong, South Korea, China, Taiwan, Indonesia and Singapore were trading mixed, as investors digested a number of corporate earnings reports, and remained cautious ahead of key US jobs data due later today.

No improvement in the unemployment rate of 8.5 percent is also forecasted, a worrying sign for the economy of the world's largest oil consumer.

The Cellular Operator Association of India, COAI has said that it will work with the government to protect the interest of consumers. In a statement, COAI Director General Rajan S Mathews said GSM industry body respects the Supreme Court's decision canceling 122 licenses in the 2G spectrum allocation scam. He said he always stood by the principle of spectrum pricing via fair market price based auction. Mr. Mathews, however, said the government should ensure the financial health of the sector, which is critical to the growth of the nation.

A strong earthquake measuring 6 on the Richter Scale hit off the South Pacific island of Vanuatu today, a day after a shallow 6.9 tremor hit the country. The US Geological Survey said the latest quake was at a depth of about 21 kilometres and some 116 kilometres west-northwest of the capital Port Vila. There are no immediate reports of casualties or damage from either quake.

A Khmer Rouge jailer who oversaw the deaths of some 15,000 people was given life in prison on appeal today, bringing down the curtain on a landmark first case at Kampuchea's UN-backed war crimes court. Survivors of the regime's reign of terror hailed the decision to increase the original jail term of 30 years handed in 2010 to Kaing Guek Eav, better known as Duch, for war crimes and crimes against humanity. Judges said the initial punishment given to the former head of the prison did not reflect the gravity of the crimes committed in the late 1970s. He had appealed for an acquittal on grounds that he was just following orders, but prosecutors also appealed saying the original sentence was not long enough. Led by Pol Pot, who died in 1998, the Khmer Rouge was responsible for one of the worst horrors of the 20th century, wiping out up to two million people through starvation, overwork and execution.

दूरसंचार नियामक प्राधिकरण ट्राई ने आज टू-जी स्पैक्ट्रम की नीलामी की प्रक्रिया शुरू कर दी। २२ सर्किलों में नीलामी द्वारा टू-जी बैंड हासिल करने की पूरी जानकारी देने वाला दस्तावेज जारी कर दिया गया। सभी सम्बद्ध पक्षों से इस बारे में १५ फरवरी तक अपनी टिप्पणियां देने को कहा गया है। न्यायालय द्वारा १२२ दूरसंचार लाइसेंस रद्द करने और टू-जी स्पैक्ट्रम की नये सिरे से नीलामी के आदेश के एक दिन बाद यह कार्रवाई की गई है। अदालत ने सरकार से इस बारे में ट्राई से ताजा सिफारिशें लेने को कहा था।

कांग्रेस ने भारतीय जनता पार्टी का यह आरोप खारिज कर दिया है कि टू-जी लाइसेंस रद्द करने का उच्चतम न्यायालय का फैसला सरकार को दोषी ठहराए जाने के बराबर है। नई दिल्ली में पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने पत्रकारों से कहा कि भाजपा इस मुद्दे का राजनीतिकरण कर रही है।
बीजेपी का यह एक आधारित नीति हो गई है कि उच्चतम न्यायालय, उच्च न्यायालय जैसे संस्थाओं द्वारा कानूनी निर्णयों को तोड़फोड़ कर राजनीतिक बनाया जाए। बीजेपी ने उसी नीति की भ्रसता की है। इसका इजाज बीजेपी ने किया है।
उधर भाजपा नेता मुरली मनोहर जोशी ने कहा है कि उच्चतम न्यायालय का फैसला, लोक लेखा समिति के तथ्यों पर आधारित सिफारिशों को दर्शाता है।

सुर्प्रीम कोर्ट ने यह साबित कर दिया कि यह सारे आरोप गलत हैं और जो हम कह रहे थे वो सही था। हम समझते हैं ऐसा अवसर है जिसमें जो काम सारी कमेटी कर रही थे। सारे लोग कर रहे थे। उसको सुर्प्रीम कोर्ट ने पूरे तौर पर समर्थन दिया है और उसको स्वीकार किया है।
श्री जोशी ने नई दिल्ली में पत्रकारों से बातचीत में आरोप लगाया कि पहले आओ, पहले पाओ की नीति का पालन करते हुए स्पेक्ट्रम आवंटन में गड़बड़ी की गई, जिससे राजस्व का भारी नुकसान हुआ।

उच्चतम न्यायालय ने सरकार से थलसेना अध्यक्ष जनरल वी के सिंह के जन्मतिथि विवाद पर अपना रुख स्पष्ट करने को कहा है। न्यायालय ने आज कहा कि सरकार ने थल सेना अध्यक्ष जनरल वी के सिंह की आयु के मामले में वैधानिक शिकायत जिस ढंग से नामंजूर की है, उसमें खामियां नजर आती हैं। न्यायालय ने अगली सुनवाई दस फरवरी को तय की है।
रक्षा मंत्रालय ने ३० दिसम्बर को आदेश जारी कर जनरल वी के सिंह की वैधानिक शिकायत नामंजूर कर दी थी। जनरल सिंह ने अपनी शिकायत में कहा था कि सेना के रिकार्ड में उनकी जन्मतिथि १० मई १९५० के बजाय १० मई १९५१ मानी जाए।
न्यायालय ने जनरल सिंह की शिकायत नामंजूर करने के बारे में ३० दिसम्बर को जारी आदेश में अपनाई गई प्रक्रिया पर सवाल उठाया है। न्यायमूर्ति आर एम लोढ़ा और न्यायमूर्ति एच एल गोखले की खंडपीठ का मानना था कि रक्षा मंत्रालय ने २१ जुलाई २०११ को सेना अध्यक्ष की जन्मतिथि १० मई १९५० मानने का जो आदेश दिया था, वह महाधिवक्ता की राय पर आधारित था और ३० दिसम्बर का आदेश भी उन्ही की राय से दिया गया था।

नागरिक विमानन मंत्री अजीत सिंह ने पूर्व नागरिक विमानन मंत्री प्रफुल्ल पटेल के खिलाफ २००७ में एयर इंडिया खरीदारी मामले में रिश्वत लेने के आरोपों की जांच कराने से इंकार किया है। उन्होंने नई दिल्ली में आज पत्रकारों से कहा कि उन्होंने कुछ भी नहीं किया है। कनाडा के एक मुख्य समाचार पत्र ने खबर दी है कि इस मामले में भारतीय मूल के कनाडा के एक नागरिक नज+ीर कारीगर को श्री पटेल को रिश्वत देने के आरोप में सजा दी जाएगी। इस मामले में मुंबई के पूर्व पुलिस प्रमुख का भी नाम है। श्री पटेल ने इन आरोपों को बेबुनियाद और हास्यास्पद बताया है।

मणिपुर में कल ३४ मतदान केन्द्रों पर दोबारा वोट डाले जायेंगे। ये केन्द्र उखरूल, चूड़ाचांदपुर, तामेंगलांग, सेनापति और चंदेल पर्वतीय जिलों में हैं। इन केन्द्रों पर सुबह सात बजे से शाम तीन बजे तक वोट डाले जाएंगे। निर्वाचन आयोग ने २८ जनवरी को हुए चुनाव में गड़बड़ियों के कारण पुनर्मतदान के आदेश दिए हैं। राज्य विधानसभा चुनाव की मतगणना ६ मार्च को होगी।

प्रधानमंत्री ने केन्द्र और राज्यों से भ्रष्टाचार से निपटने के लिए मिलकर काम करने और यह सुनिश्चित करने को कहा है कि लोगों का काम समय पर हो सके। डॉक्टर मनमोहन सिंह ने कहा कि सरकार ने भ्रष्टाचार से निपटने के लिए उल्लेखनीय उपाय किए हैं। भ्रष्टाचार को समाप्त करने के लिए सभी कानूनी और प्रशासनिक उपाय करने की सरकार की वचनबद्धता दोहराते हुए प्रधानमंत्री ने कहा कि लोगों को सेवाओं में सुधार के लिए राष्ट्रीय ई-गवर्नेंस योजना लागू की जा रही है।
आज नई दिल्ली में मुख्य सचिवों के दो दिन के सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री ने सार्वजनिक जीवन में पारदर्शिता, जवाबदेही और ईमानदारी सुनिश्चित करने पर जोर दिया। उन्होंने कहा कि सरकार जल्दी ही एक मजबूत लोकपाल कानून लागू करेगी।

प्रधानमंत्री ने कहा है कि सूचना का अधिकार कानून, न्यायिक जवाबदेही विधेयक और भ्रष्टाचार का पर्दाफाश करने वालों की सुरक्षा सम्बन्धी यानी व्हिसिल ब्लोअर जैसे विधेयकों से सरकार के प्रयासों को और मजबूती मिलेगी।

इससे सूचना का अधिकार कानून, न्यायिक जवाबदेही विधेयक और भ्रष्टाचार का पर्दाफाश करने वालों की सुरक्षा संबंधी विधेयक जैसे सरकार के प्रयासों को और मजबूती मिलेगी। लेकिन अभी हमें सार्वजनिक जीवन में पारदर्शिता, जवाबदेही और ईमानदारी लाने के लिए बहुत प्रयास करने है।

लगातार चौथे दिन बढ़ते हुए मुम्बई शेयर बाजार का सेंसेक्स १७३ अंक ऊपर १७ हजार ६०५ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी ५६ अंक बढ़कर पांच हजार ३२६ हो गया। रूपया डालर के मुकाबले लगातार चौथे दिन तेजी दर्शाता हुआ चार महीनोंसे अधिक के उच्चतम स्तर पर जा पहुंचा। रूपया डालर के मुकाबले ४६ पैसे मजबूत हुआ और एक डालर की कीमत ४८ रूपये ६९ पैसे दर्ज हुई। सोना दिल्ली में ११० रूपये महंगा होकर २८ हजार ६४० रूपये प्रति दसग्राम हो गया। चांदी एक हजार ४० रूपये के उछाल से ५७ हजार २४० रूपये प्रति किलो पर जा पहुंची।

The Telecom Regulatory Authority of India, TRAI today started  the process of auction of 2 G spectrum. It released a pre-consultation paper on allocation of airwaves in the 2G band across 22 circles by auction. It asked all the stakeholders to give their comments by Feb 15. The TRAI move came a day after the Supreme Court scrapped 122 telecom licenses and sought fresh auction of the 2G spectrum. The Court verdict has asked the regulatory authority to adhere to the Central government's focus on allocation of spectrum only through auction. The Apex Court in its order had asked the government to seek fresh recommendations from TRAI on allocation of licenses and spectrum in the case. TRAI Chairman J.S. Sarma told a television channel that he was happy that the Supreme Court had stated that spectrum will be auctioned. He also said that the Authority was considering the idea of spectrum liberalization.

The Congress today dismissed BJP allegations that the  verdict of the apex court on the cancellation of 2G licences  is  an indictment of the working of the government. Briefing reporters in New Delhi, Party Spokesman Abhishek  Manu Singhvi said the BJP is politicizing the issue  and its leader, Murali Manohar Joshi misusing the Public Accounts Committee for this purpose.

The Supreme Court has asked the government to explain its stand on the age row of Army Chief General V.K. Singh. The Court said the manner in which the Army Chief General V.K. Singh's statutory complaint was rejected by the Government appears to be vitiated.  The Apex court has posted the matter for hearing on February 10. Defence Ministry had issued an order on December 30th turning down the statutory complaint of Gen Singh that his date of birth be treated in Army's records as May 10, 1951 and not as May 10, 1950. Meanwhile, all arrangements have been completed for repoll in five hill districts of Manipur tomorrow. Security and polling personnel have reached the 34 polling stations.  About 28,076 persons are registered as voters in these polling stations in the Ukhrul Churachandpur,Tamenglong, Senapati and Chandel districts.  The repoll is necessary due to malfunctioning of the electronic voting machines and irregularities found during the assembly elections on January 28 last. The repoll would be held between 7 a.m. to 3 p.m.

 In Assam, three persons died and 13 passengers were injured when nine coaches of the ‘Chilarai Express’-running between New Bon-guy-gaon and Guwahati derailed near Mirza in Kamrup district this morning. Three of the injured are stated to be critical while ten others sustained minor injuries. The North East Frontier Railway has set up helpline numbers for information of the train passengers. Prime Minister Dr. Manmohan Singh today stressed on a systemic response to reduce chances of corruption and to ensure transparency, accountability and probity in public life. Inaugurating the two day Chief Secretaries conference in New Delhi, the Prime minister said the Bill on Citizen charter introduced in Parliament will empower citizens to demand services from government departments. Dr. Singh said progress is also being made on a law to regulate public procurement. He said, all this will boost the earlier initiatives of the government .
All this builds upon our earlier initiatives such as the Right to Information Act, the Judicial Accountability Bill and the Whistle Blowers Bill. But we still have a long way to go in our efforts for ensuring transparency, accountability and probity in public life.
Dr Singh said the government has made substantial progress in anti corruption initiatives. Reiterating that the government is committed to taking all legal and administrative measures to end corruption, Dr. Singh said advances in modern technology should be utilized to further improve the public services delivery system.

Civil Aviation Minister Ajit Singh today ruled out any investigation into allegations that his predecessor Praful Patel was bribed in an Air India procurement case in 2007. He told reporters in New Delhi that Patel did not do anything wrong. A leading Canadian newspaper had reported that an Indian -born Canadian citizen, Nazir Karigar, would be prosecuted on charges of paying off Patel in a case in which a former Mumbai police chief also figures. Patel has rubbished the charges as baseless and pre-posterous.

To reduce Naxal influence in tribal areas, the Government is planning six projects that would enable tribals to fetch better prices for produce like bamboo, gum and lakh in sixty such districts. Rural Development Minister Jairam Ramesh today said that he has sought a strategic Public Private Panchayat Partnership in projects which would be executed in six months time to improve tribal livelihoods. In Australia, severe flooding is threatening parts of Queensland and New South Wales. Many   towns have been cut off and thousands of People evacuated. Authorities said , more than 10,000 people have been left stranded. Queensland premier today declared a state disaster in the state. The US has warned its citizens about the risks while traveling to Pakistan in view of recent developments and tension in US-Pak ties. The Supreme Court today issued notices to Gujarat Lokayukt Justice (retd) R A Mehta, the Principal Secretary to the State Governor and an NGO on the petition filed by the state government against the State High Court order upholding the appointment of Justice Mehta as state Lokayukt. A bench comprising Justices B S Chauhan and J S Khehar issued notices after hearing Counsel for State of Gujarat who contended that the action of Governor Kamla Beniwal in appointing Justice Mehta as state Lokayukt without taking the Gujarat government into confidence was illegal. It amounted to an assault on the federal structure of the Constitution, the Counsel added.
