संसद का बजट सत्र तीन सप्ताह के अवकाश के बाद आज आगे शुरू होगा। सरकार ने कहा है कि वह लोकपाल और लोकायुक्त विधेयक पर आम सहमति बनाने की कोशिश कर रही है और संसद में इस पर चर्चा होगी। नई दिल्ली में मंत्रिसमूह के संवाददाता सम्मेलन में प्रधानमंत्री कार्यालय में राज्य मंत्री वी नारायण सामी ने कहा कि लोकपाल विधेयक, लोकसभा पहले ही पास कर चुकी और यह राज्य सभा में विचाराधीन है।

लगभग एक सौ उनचास संशोधन प्रस्तुत किए हैं और सरकार इन पर विचार कर चुकी है। विभिन्न राजनीतिक नेताओं से चर्चा के बाद इस विधेयक के बारे में मतभेद कम हुए हैं और अब केवल पांच-छह मुद्दों पर सहमति नहीं है। सरकार इन्हें सुलझाने और बड़े मुद्दों पर आम सहमति बनाने के लिए विभिन्न राजनीतिक दलों के नेताओं के साथ विचार-विमर्श कर रही है।
संसदीय मामलों के मंत्री पवन कुमार बंसल ने विश्वास व्यक्त किया है कि संसद के दोनों सदनों की कार्यवाही सुचारू रूप से चलेगी। उन्होंने कहा कि इस सत्र के दौरान कई महत्वपूर्ण विधेयकों पर चर्चा होनी है। श्री बंसल ने बताया कि करीब ४० विधेयक संसद द्वारा पारित किये जाने हैं। इनमें से २३ विधेयक संसद की विभिन्न स्थायी समितियों के पास हैं। 
श्री बंसल ने कहा कि दस विधेयक तैयार हैं और सरकार उन्हें जल्द से जल्द कार्यसूची में शामिल करना चाहती है।  उन्होंने कहा कि अनुदान मांगों पर बहस, इस महीने की २६ तारीख को शुरू होगी। संसदीय मामलों के मंत्री ने कहा कि बीमा संशोधन विधेयक, पेंशन नियमन विधेयक और बैंकिंग संशोधन विधेयक पर, वित्त विधेयक पारित होने के बाद चर्चा होने की उम्मीद है।

बीमा संशोधन विधेयक, पेंशन नियामक विधेयक और बैंकिंग संशोधन विधेयकों को संसद की स्थायी समिति देख चुकी है। वित्तमंत्रालय हमें बतायेगा कि वह इसमें क्या संशोधन चाहता है। वित्त विधेयक पारित होने के के तुरंत बाद इन्हें चर्चा के लिए प्रस्तुत किया जा सकता है।

मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि केन्द्रीय शिक्षा आरक्षण विधेयक सहित उच्च शिक्षा के दो महत्वपूर्ण विधेयकों पर इस सत्र में चर्चा होगी। नागरिक शिकायत निवारण विधेयक पर भी चर्चा होगी।
खाद्य सुरक्षा संबंधी महत्वपूर्ण विधेयक संसद में स्थायी समिति के पास है। इसके अलावा संसद २०१२ -१३ का बजट पास करेगी।

भारतीय जनता पार्टी के नेतृत्व वाले एनडीए ने कहा है कि वह बजट सत्र के आज से शुरू हो रहे दूसरे भाग में माओवाद और देश की रक्षा तैयारियों जैसे कुछ महत्वपूर्ण मुद्दे उठायेगी। भाजपा के वरिष्ठ नेता अरूण जेटली ने कल एनडीए नेताओं की बैठक के बाद संवाददाताओं से बातचीत में यह जानकारी दी। बैठक की अध्यक्षता श्री लालकृष्ण आडवाणी ने की। श्री जेटली ने कहा कि देश में आर्थिक सुधार और कपास के निर्यात समेत कई मुद्दे इस सत्र में भी उठाये जाएंगे।

देश की डिफेंस प्रिपेर्नेस क्या है। इसको लेकर कई प्रश्न उठे हैं और हम लोग चाहेंगे कि इस विषय पर अगर संभव हो तो माननीय प्रधानमंत्री जी स्पष्टीकरण दें और देश को आस्वथ करें कि डिफेंस की दृष्टि से देश की पूरी तैयारी है।

छत्तीसगढ़ में सभी दलों ने माओवादियों से सुकमा के अपहृत जिला कलैक्टर एलैक्स पॉल मेनन को सुरक्षित छोड़ने की अपील की है। कल रात राजधानी रायपुर में सर्वदलीय बैठक में आम सहमति बनने के बाद आधार और लोकतांत्रिक मूल्यों की रक्षा को ध्यान में रखते हुए श्री मेनन की सुरक्षित रिहाई की अपील की गई है। अपील में कहा गया है कि श्री मेनन कठिन परिस्थितियों के बावजूद ग्रामीण जनजातीय समुदाय के कल्याण के लिए काम कर रहे हैं।
मुख्यमंत्री डॉक्टर रमन सिंह ने कहा कि सरकार अपहृत कलैक्टर की सुरक्षित रिहाई के लिए अपने प्रयास जारी रखेगी। लोकतांत्रिक व्यवस्था में बातचीत की प्रक्रिया के महत्व पर जोर देते हुए उन्होंने कहा कि सरकार बातचीत के लिए तैयार है।

भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई ने स्पेक्ट्रम की नीलामी के लिए न्यूनतम या आधार मूल्य, तीन हजार छह सौ बाईस करोड़ अट्ठारह लाख रुपये निर्धारित किए हैं। टू-जी स्पेक्ट्रम मामले में एक सौ बाईस लाइसेंस रद्द करने के उच्चतम न्यायालय के फैसले के मद्देनज+र यह नीलामी की जानी है। नीलामी के लिए तय की गई यह न्यूनतम राशि, २००८ में पूर्व दूरसंचार मंत्री ए. राजा द्वारा यूनिटेक वायरलैस और स्वान टेलीकॉम जैसी कंपनियों को आबंटित दूरसंचार लाइसेंस और स्पेक्ट्रम की कीमत से लगभग दस गुना अधिक है।

उच्चतम न्यायालय ने लेफ्टिनेंट जनरल विक्रम सिंह की थल  सेनाध्यक्ष के रूप में नियुक्ति को चुनौती देने वाली जनहित याचिका कल खारिज कर दी। न्यायमूर्ति आर.एम. लोढा और एच.एल. गोखले की खंडपीठ ने कहा कि इसके खारिज हो जाने से लेफ्टिनेंट जनरल सिंह के खिलाफ कोई लंबित मामला प्रभावित नहीं होगा। इससे पहले न्यायालय ने केंद्र से अगले सेना प्रमुख की नियुक्ति संबंधी फाइल उसके समक्ष पेश करने का आदेश दिया था।

केन्द्रीय अन्वेषण ब्यूरो-सीबीआई ने १९८४ के सिक्ख विरोधी दंगों के लिए कांग्रेस नेता सज्जन कुमार को आरोपी ठहराया है। इन दंगों में सज्जन कुमार के लिप्त होने के मामले की सुनवाई के दौरान दिल्ली उच्च न्यायालय में दलील देते हुए सीबीआई ने कहा कि सज्जन कुमार अपराध की जगह पर मौजूद थे और उन्होंने दंगाइयों को उकसाया था।

उत्तर प्रदेश में सीबीआई ने राष्ट्रीय ग्रामीण स्वास्थ्य मिशन में करोड़ों रुपये के कथित घोटाले के सिलसिले में एक और व्यक्ति को गिरफ्तार किया है। हमारे संवाददाता ने बताया कि विवेक जैन को राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के तहत चिकित्सा उपकरणों की खरीद में कथित अनियमितताओं के आरोप में गिरफ्तार किया गया है।

विवेक जैन पर आरोप है कि इसने चार सौ करोड़ रूपए के ठेके प्राप्त किए और सामानों की आपूर्ति मनमाने दर से करके लगभग डेढ़ करोड़ रूपए की सरकारी राजस्व को क्षति पहुंचाई। सीबीआई एनआरएचएम के कथित घोटाले में तत्कालीन स्वास्थ्य महानिदेशक डॉक्टर एसपी राम सहित १४ लोगों के खिलाफ अदालत में आरोप पत्र दाखिल कर चुकी है। उधर, प्रवर्तन निदेशालय ने इस मामले में आरोपी व्यक्तियों के विरूद्ध चल-अचल संपतियों का पता लगाना शुरू कर दिया है जिसे उसे मनी लांड्रिंग के नियमों के तहत जब्त किया जा सके। सुनील शुक्ल, आकाशवाणी समाचार, उखनऊ।

भारतीय रिजर्व बैंक ने सभी वित्तीय संस्थानों को क्रेडिट डिफॉल्ट स्वैप यानी सीडीएस मार्केट में हिस्सा लेने की अनुमति दे दी है, ताकि इन संस्थानों की जोखिम से रक्षा की जा सके।
कल मुम्बई में जारी अधिसूचना में भारतीय रिजर्व बैंक ने कहा है कि अखिल भारतीय वित्तीय संस्थानों -आयात निर्यात बैंक, राष्ट्रीय कृषि और ग्रामीण विकास बैंक -नाबार्ड, राष्ट्रीय आवास बैंक-एनएचबी और भारतीय लघु उद्योग विकास बैंक-सिडबी को सीडीएस मार्केट में भाग लेने की अनुमति देने का निर्णय लिया गया है। इससे वे कॉर्पोरेट बॉन्डों से संबंधित ऋण जोखिमों से अपना बचाव कर सकेंगे। 
क्रेडिट डिफॉल्ट स्वैप एक गारंटी होती है, जिसमें क्रेडिट स्वैप के खरीदार को ऋणों से संबंधित संरक्षण प्राप्त होता है, जबकि क्रेडिट स्वैप का विक्रेता किसी उत्पाद की क्रेडिट क्षमता की गारंटी देता है। सीडीएस गारंटी का नतीजा यह होता है कि चूक की जोखिम, स्थाई आय की सुरक्षा वाले व्यक्ति से स्वैप के विक्रेता को हस्तांतरित हो जाती है।

नॉर्वे की एक अदालत ने दोनों प्रवासी भारतीय बच्चे उनके चाचा को सौंप दिये हैं। इन बच्चों को पिछले साल नॉर्वे में बाल कल्याण सेवा ने अपने संरक्षण में ले लिया था और उन्हें उचित देखभाल में कमी के आधार पर देखभाल केन्द्र में रखा था। अदालत ने अभिज्ञान और ऐश्वर्य को कल उनके चाचा अरूणाभास भट्टाचार्य को सौंप दिया। श्री भट्टाचार्य ने कहा कि भारत में बच्चों की देखभाल से संबंधित शर्तें पूरी कर ली गई हैं। इन बच्चों के आज उनके चाचा और विदेश मंत्रालय के अधिकारियों के साथ भारत पहुंचने की उम्मीद है।

चीन ने भारत से बासमती चावल के आयात को अनुमति दे दी है। इस निर्णय से भारतीय निर्यातकों को, चीन के विशाल बाजार में ४५ लाख टन अच्छी किस्म के चावल का निर्यात करने से काफी फायदा होगा।
चीन ने भारत में कीट नियंत्रण और भंडारगृहों में उचित देखभाल की कमी के मुद्दे पर बासमती चावल सहित कई भारतीय कृषि उत्पादों के आयात पर रोक लगा दी थी। चीन की सरकारी एजेंसियों द्वारा जरूरी परीक्षण किये जाने के बाद आयात को मंजूरी दी गई।

अमरीका के राष्ट्रपति बराक ओबामा ने सीरिया और ईरान पर नये प्रतिबंध लगा दिये हैं, ताकि वे अपने देश में लोगों के दमन के लिए तकनीक का इस्तेमाल न कर सकें। श्री ओबामा ने कहा कि दोनों देशों ने इन्टरनेट नेटवर्क के जरिए लोगों पर नजर रखने, उनका पीछा करने और बाधा पहुंचाने के लिए मानवाधिकारों के गंभीर उल्लंघन किये हैं। ब्यौरा हमारे संवाददाता से -

मध्य प्रदेश सरकार ने जिला प्रशासनों को आज अक्षय तृतीया के अवसर पर बाल विवाह रोकने के उपाय करने को कहा है। हमारे संवाददाता ने खबर दी है कि अधिकारियों से सामूहिक विवाह समारोहों पर नजर रखने को कहा गया है।

The Budget Session of Parliament resumes today after a recess of three weeks. The government has said that it is trying for consensus on the Lokpal and Lokayukta Bill and will bring it for consideration before Parliament. In a  press conference by the Group of Ministers in New Delhi yesterday, The Minister of State in the Prime Minister's Office, V Narayansamy said, that the Lokpal Bill has already been passed by the Lok Sabha and it is under consideration of the Rajya Sabha.
"Now about 149 amendments have been given by them and all these things have been considered by the government.  After discussion with the various political leaders, the difference of opinion has been narrowed down to 5-6 issues. We are engaging with the various political leaders and we are trying to bring a consensus on major issues and trying to bring the bill before the parliament, it is the Government's priority."
Parliamentary Affairs Minister Pawan Kumar Bansal  expressed confidence that both the Houses will function smoothly. He said, many important Bills have to be taken up during the session. Mr. Bansal informed that there are about 40 Bills to be passed by Parliament, out of these 23 Bills are with different Standing Committees of Parliament.
 "Three bills- the Insurance Amendment Bill,  Pension fund regulatory Bill and the Banking Amendment Bill.  The Bills have been through standing committee,  the Finance Ministry has to intimate us otherwise as to what amendments they are wanting to bring in.  But since the Finance Minister has said that they would like to bring in this Bill, these are likely to be taken up immediately after the finance Bill is passed."
Mr. Bansal said, 10 Bills are ready and the government wants them to be listed at the earliest. He said that discussions on demand of grants will start on Thursday.  HRD Minister Kapil Sibal informed that two important Bills regarding higher education including Central Education Reservation Bill will also be considered during the session.
The legislation related to citizens' grievances redressal is also to be taken up. Our correspondent reports, another key legislation to provide food security is with a Parliamentary Standing Committee. Moreover, the budget for the fiscal 2012-13 is also to be passed by Parliament. The first phase of the session had ended on the 30th of last month.

The BJP led National Democratic Alliance-NDA has said that it will raise some crucial issues like Maoism and defence preparedness of the country in this session. Senior BJP leader Arun Jaitley said this while talking to reporters in New Delhi yesterday after the meeting of NDA floor leaders which was held under the chairmanship of  L.K Advani. Mr. Jaitley said, besides, issues of economic reforms in the country, issues of cotton exports related to farmers are among those which will be raised during the session.
Senior BJP leader Mrs. Sushma Swaraj and JD(U) President Sharad  Yadav were among others present in the meeting.

In Chhattisgarh, an all party meeting has appealed to the Maoists for the safe release of the abducted Sukma District Collector  Alex Paul Menon. The appeal was issued after a consensus in a meeting held in Raipur last evening. Briefing media persons the Chief Minister Dr. Raman Singh read out the contents of the appeal.
The appeal, among other things asks for the safe release of Mr. Menon, keeping in view the humanitarian grounds and the protection of the democratic ideals. He said that Mr. Menon had been working for the amelioration of the lot of the rural tribal community despite difficult situations.
Underlining the efficacy of dialogue in a democratic system, he said that the government is ready for talks. Replying to the queries on the demands of the Maoists for the release of Mr. Menon, the Chief Minister said that the government has not yet received any such information from any authorized person or group. He said whenever the dialogue takes place, it will be seen which of the conditions could be met and which could not. Dr. Singh said that whenever the Maoists identify the names of the mediators, the government too would disclose the names of its negotiators.

The Supreme Court has dismissed the PIL challenging appointment of Lt. General Bikram Singh as the next Army Chief. The Court did not find any justifiable ground to entertain the petition. The apex court also said that dismissal of the PIL shall not affect any pending proceedings against Lt. Gen. Singh.
The Bench of Justices R.M. Lodha and H.L. Gokhale also observed that the Government had gone through all allegations against Lt. Gen. Singh before clearing his appointment.

Congress leader and Rajya Sabha Member Abhishek Manu Singhvi has stepped down from the post of the Chairman of Parliamentary Standing Committee on Law, Justice, Personnel and Grievances. In Uttar Pradesh, the Central Bureau of Investigation CBI has arrested one more person in connection with alleged multi crore National Rural Health Mission NRHM scam in the state. Our correspondent reports that he has been identified as Vivek Jain a relative of jailed  medical supplier Saurabh Jain in connection with the scam. 
"Vivek Jain has been arrested in connection with alleged irregularities in the procurement of medical equipment under the Mission. The Reserve Bank has allowed all financial institutions to participate in the Credit Default Swap, CDS, market to help such entities to protect their risk.
The RBI in the notification said  in Mumbai yesterday that it has now been decided to permit all India financial institutions, namely, EXIM Bank, NABARD, NHB and SIDBI to participate in the CDS market as user to hedge the underlying credit risk in corporate bonds in their portfolio.
The CDS is a guarantee in which the buyer of a credit swap receives credit protection, whereas the seller of the swap guarantees the credit worthiness of the product. By doing this, the risk of default is transferred from the holder of the fixed income security to the seller of the swap.

A Norwegian court has handed over two NRI children to their paternal uncle ending months of custody row. The children were taken away by the Child Welfare Services in Norway last year and kept in Foster Care for lack of proper child care. The court gave the custody of Abhigyan and Aishwarya to their uncle Arunabhas Bhattacharya yesterday.
The Paternal uncle stated that the conditions for the care of the children in India have been made. The children are expected to reach India today along with the uncle and officials of the External Affairs Ministry. Prime Minister Manmohan Singh had taken up the matter with his Norwegian counterpart during the Nuclear Security Summit in Seoul last month.

China has allowed the imports of Basmati rice from India. This comes as a big boost to Indian exporters for exporting 4.5 million tonnes of aromatic rice to huge markets of of 1.3 billion Chinese populations. This was stated by the Indian Ambassador to China S Jaishankar to media in Beijing yesterday.
China had banned imports of several Indian agricultural products, including Basmati rice, due to the issues of pest control and monitoring of quarantine pests in processing and storage houses in India. The approval came after Chinese official bodies conducting necessary tests.

US President Obama has slapped new sanctions on Syria and Iran so that they can not use the technologies to oppress the people in their own country. छत्तीसगढ़ सरकार ने सुकमा के अपहृत जिलाधिकारी एलेक्स पॉल मेनन को छुड़वाने के लिए माओवादियों से बातचीत के वास्ते दो मध्यस्थ मनोनीत किए है। ये हैं- मध्य प्रदेश की पूर्व मुख्य सचिव निर्मला बुच और छत्तीसगढ़ के पूर्व मुख्य सचिव एस.के मिश्रा। मुख्यमंत्री रमण सिंह ने आज रायपुर में इसकी घोषणा की।

चर्चा तो बहुत लोगों से की, मगर दो से हमने सहमति मांगी है और उन्होंने अपनी सहमति भी दी है। जो आगे इस चर्चा के लिए अपने समय देने को तैयार है और छत्तीसगढ़ की परिस्थिति के बारे में उन्हें जानकारी है। एक सेवा निवृत्त मुख्यसचिव मध्यप्रदेश श्रीमति निर्मला बुच उनसे मैंने बात की और मैंने कहा कि आपकी जरूरत पड़ेगी, इस पूरी चर्चा में और दूसरा हमारे सेवानिवृत्त मुख्यसचिव छत्तीसगढ़ एस.के.मिश्रा, है।

श्री सिंह ने कहा कि उन्हें पता चला है कि माओवादियों द्वारा प्रस्तावित कुछ मध्यस्थों ने पेशकश नामंजूर कर दी है। हालांकि मुख्यमंत्री ने मध्यस्थ मनोनीत करने के माओवादियों की पहल का स्वागत किया । दमा रोग से पीड़ित जिलाधिकारी के स्वास्थ्य पर चिंता व्यक्त करते हुए मुख्यमंत्री ने कहा कि उन्होंने जिलाधिकारी तक दवा पहुंचाने के लिए अखिल भारतीय आदिवासी महासभा के अध्यक्ष मनीष कुंजम से टेलीफोन पर बातचीत की है। उन्होंने कहा कि राज्य सरकार इस मुद्दे पर केन्द्र के साथ लगातार संपर्क बनाए हुए है। इस बीच, माओवादियों द्वारा मनोनीत तीन में से एक मध्यस्थ तथा टीम अन्ना के सदस्य प्रशांत भूषण ने मध्यस्थता करने से इंकार कर दिया था। लेकिन उन्होंने सरकार से माओवादियों द्वारा उठाए गए मुद्दे हल करने का आग्रह किया। माओवादियों द्वारा सुझाए गए दो अन्य मध्यस्थों में राष्ट्रीय अनुसूचित जाति/जनजाति आयोग के पूर्व अध्यक्ष बी.डी. शर्मा और अखिल भारतीय आदिवासी महासंघ के अध्यक्ष मनीष कुंजम शामिल थे। श्री कुंजम ने भी क्षेत्रीय परिस्थितियों और पार्टी के प्रति अपने दायित्वों का उल्लेख करते हुए मध्यस्थता करने में असमर्थता प्रकट की। कल रायपुर में सर्वदलीय बैठक मे  माओवादियों से जिलाधिकारी को छोड़ने की अपील कीं गई। मुख्यमंत्री ने कहा कि इस मसले पर जब भी बातचीत होगी, यह देखा जाएगा कि माओवादियों की किन शर्तों को माना जाए और किनको नहीं।

लोकसभा की कार्यवाही में आज अलग तेलंगाना राज्य की मांग के समर्थन में शोर शराबे के कारण बाधा पड़ी। अध्यक्ष ने पहले १२ बजे और फिर दो बजे तक सदन की कार्यवाही स्थगित कर दी। अंतराल के बाद आज सदन की बैठक फिर शुरू होने पर पूर्व सदस्यों श्री दिनेश प्रताप सिंह और एन के पी साल्वे को श्रद्धांजलि दी गई। इसके बाद तेलंगाना क्षेत्र से कांग्रेस सदस्य प्रश्नकाल के दौरान सदन के बीच में आकर नारे लगाने लगे। लोकसभा अध्यक्ष मीरा कुमार ने बार-बार सदस्यों से अपने स्थान पर लौटने का अनुरोध किया लेकिन उन्होंने एक न सुनी। तब अध्यक्ष ने सदन की कार्यवाही दोपहर १२ बजे तक के लिए स्थगित कर दी। १२ बजे सदन की बैठक दोबारा शुरू होने पर अग्नि पांच मिसाइल के सफल परीक्षण पर वैज्ञानिकों को बधाई दी। अध्यक्ष मीराकुमार ने कहा कि इस परीक्षण से भारत उन चुनिंदा देशों में शामिल हो गया है जिनके पास ऐसी मिसाइलें हैं। आज पंचायती राज दिवस के अवसर पर उन्होंने देश में पंचायतों और पंचायती राज सस्थाओं को भी बधाई दी। इसके बाद तेलंगाना क्षेत्र से कांग्रेस सदस्य फिर सदन के बीच में आकर तेलंगाना राज्य की मांग के समर्थन में तख्तियां लहराते हुए नारे लगाने लगे। इस शोरगुल के बीच कई कागजात सदन के पटल पर रखे गए। विदेश राज्यमंत्री ई अहमद ने समुद्री डकैती रोकने और उसके लिए दंड के विशेष प्रावधान के साथ एक विधेयक पेश किया।

शून्यकाल के दौरान सत्तारूढ़ पक्ष के सदस्य नारेबाजी करते रहे। इसी शोरगुल के बीच अन्ना डी एम के पार्टी के थंबी दुरई और डी एम के पार्टी के टी आर बालू सहित अनेक सदस्यों ने सुकमा के कलैक्टर एलैक्स पॉल मेनन को माओवादियों के कब्जे से छुड़वाने के लिए कार्रवाई की मांग की। सदस्यों ने माओवादियों द्वारा बार-बार किये जा रहे अपहरणों के प्रति सतर्क करते हुए उनके विरूद्ध कार्रवाई की मांग की। अध्यक्ष के बार बार अनुरोध करने के बावजूद जब तेलंगाना क्षेत्र से कांग्रेस के सदस्य सदन के बीच में आकर नारे बाजी करते रहे तो अध्यक्ष ने दो बजे तक के लिए कार्यवाही स्थगित कर दी।

तेलंगाना क्षेत्र से कांग्रेस के आठ सदस्यों को चार दिन के लिए लोकसभा की कार्यवाही से निलम्बित कर दिया गया है। इन सदस्यों को अलग तेलंगाना राज्य की मांग के समर्थन में सदन के बीचोबीच प्रदर्शन के दौरान शोर शराबा करने के लिए निलम्बित किया गया है। लोकसभा की बैठक दिन में दो बजे तीसरी बार शुरू होने पर संसदीय कार्यमंत्री पवन कुमार बंसल ने इस आशय का प्रस्ताव रखा। पीठासीन अध्यक्ष ने सदन की कार्यवाही ढाई बजे के लिए स्थगित कर दी।
इन आठ सांसदों ने आज अलग तेलंगाना राज्य की मांग को लेकर संसद के बाहर धरना दिया। उन्होंने मांग की कि केन्द्र को बिना किसी देरी के तेलंगाना राज्य का गठन कर अपना वायदा पूरा करना चाहिए।

जमीन से जमीन पर पांच हजार किलोमीटर तक मार करने वाली अंतर महाद्वीपीय मिसाइल अग्नि-पांच के सफल परीक्षण का आज राज्यसभा में स्वागत किया गया। यह परीक्षण ओड़िशा तट के पास १९ अप्रैल को किया गया था। सभापति मोहम्मद हामिद अंसारी ने सदन में इसका उल्लेख करते हुए कहा कि अब भारत लंबी दूरी तक मार करने वाली मिसाइल रखने वाले चुनिंदा देशों में शामिल हो गया है। उन्होंने इस ऐतिहासिक उपलब्धि का श्रेय वैज्ञानिक समुदाय विशेषकर रक्षा अनुसंधान और विकास संगठन के वैज्ञानिकों को दिया। उन्होंने इस परियोजना से जुड़े वैज्ञानिको और इंजीनियरों को बधाई भी दी जिन्होंने इस शानदार उपलब्धि से देश का गौरव बढ़ाया है।

राज्यसभा में आज १५ राज्यों से चुने गए कुल पचास सदस्यों को शपथ दिलाई गई। दोबारा निर्वाचित दस सदस्यों में विपक्ष के नेता अरूण जेटली, दो मंत्री विलासराव देशमुख और राजीव शुक्ला तथा पूर्व उपसभापति के रहमान खान शामिल हैं। नये सदस्य हैं - उत्तरप्रदेश की पूर्व मुख्यमंत्री मायावती, तेलगु फिल्म अभिनेता चिंरजीवी, अभिनेत्री जया बच्च्न और हॉकी खिलाडी दिलीप तिड़के। सभापति मोहम्मद हामिद अंसारी ने इन्हें शपथ दिलाई।

सरकार ने महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कानून के तहत काम करने वालों की मजदूरी में संशोधन किया है। राज्यसभा में एक लिखित प्रश्न के उत्तर में ग्रामीण विकास मंत्री जयराम रमेश ने बताया कि संशोधित दरें पहली अप्रैल से लागू होंगी।

केन्द्र ने देश में विभिन्न उपभोक्ता संगठनों के प्रदर्शनों और कामकाज में सुधार के लिए अनेक उपाय अपनाये हैं। उपभोक्ता, खाद्य और सार्वजनिक वितरण मंत्री प्रोफेसर के वी थॉमस ने आज लोकसभा में एक प्रश्न के लिखित उत्तर में सूचित किया कि केन्द्र सरकार उपभोक्ता मंचों की बुनियादी सुविधाएं मजबूत करने के लिए राज्यों और केन्द्रशासित प्रदेशों को वित्तीय सहायता दे रही है। देशभर में सभी उपभोक्ता मंचों में कम्प्यूटर से काम करने और कम्प्यूटर नेटवर्किंग की व्यवस्था की जा रही है। उन्होंने बताया कि राज्य सरकारों से बार-बार अनुरोध किया गया है कि वे अध्यक्ष और सदस्यों के रिक्त पद भरने के लिए पहले से कदम उठायें और भविष्य में खाली होने वाले पदों के लिए उम्मीदवारों की सूची तैयार रखें ताकि नियुक्ति में देरी न हो। प्रोफसर थॉमस ने यह भी बताया कि बकाया मामलों को निपटाने के लिए राष्ट्रीय आयोग की सर्किट पीठ विभिन्न राज्यों का दौरा करती है। उन्होंने सूचना दी कि अब तक राष्ट्रीय आयोग ने हैदराबाद, बंगलूर, चेन्नई, पुणे, कोलकाता, एर्णाकुलम, अहमदाबाद और भोपाल में सर्किट पीठ की बैठकें कराई हैं। उनका कहना था कि कुछ राज्यस्तरीय आयोगों ने बकाया मामले निपटाने के लिए अतिरिक्त पीठ गठित की हैं।

सरकार ने जनसंख्या के सबसे कमजोर वर्गों, विशेषकर गर्भवती और स्तनपान कराने वाली महिलाओं तथा छह वर्ष तक के बच्चों का पोषण स्तर मजबूत करने के लिए अनेक उपाय अपनाये हैं। उपभोक्ता कार्य, खाद्य और सार्वजनिक वितरण मंत्री के वी थॉमस ने आज लोकसभा में एक प्रश्न के लिखित उत्तर में यह जानकारी दी। इनमें समेकित बाल विकास योजना, दोपहर भोजन योजना, मातृत्व सहयोग योजना और अन्नपूर्ण योजना के तहत पूरक पोषाहार कार्यक्रम शामिल हैं। श्री थॉमस ने बताया कि सार्वजनिक वितरण प्रणाली को चुस्त करने के उपायों में नौ सूत्री कार्ययोजना, जाली राशनकार्ड रखने के विरूद्ध कार्रवाई, लक्षित सार्वजनिक वितरण योजना के संचालन में पारदर्शिता बनाने औेर उसमें कम्प्यूटर के उपयोग जैसे उपाय शामिल हैं।

सरकार ने देश की जनसंख्या में युवाओं की बढ़ती  संख्या को देखते हुए नई युवा नीति का मसौदा तैयार किया है। युवा और खेल कार्य राज्यमंत्री अजय माकन ने आज लोकसभा में एक प्रश्न के लिखित उत्तर में यह जानकारी दी। उन्होंने बताया कि उनके मंत्रालय ने युवाओं के विकास और प्रोत्साहन से जुड़ी योजनाओं और कार्यक्रमों को अधिक असरदार बनाने के लिए उनकी समीक्षा की है। श्री माकन ने कहा कि नई युवा नीति के मसौदे में राष्ट्रीय मूल्यो, सामाजिक सौहार्द और राष्ट्रीय एकता को बढ़ावा देने पर जोर दिया गया है। नीति का मसौदा सभी राज्य सरकारो ंको भेजा गया है। इसमें लड़के-लड़की के बीच समानता और न्याय को बढ़ावा देने, सामुदायिक सेवा में भागीदारी और किशोरों को जीवन की चुनौतियों का सामना करने में सक्षम बनाने के प्रावधान भी हैं।

नार्वे में अधिकारियों ने प्रवासी भारतीयों के जिन दो बच्चों को बालकल्याण एजेंसी के संरक्षण में सौप रखा था वे लंबी कानूनी लड़ाई के बाद अपने चाचा के साथ आज नई दिल्ली लौट आए। अभिज्ञान और ऐश्वर्य नाम के इन बच्चों का इन्दिरा गांधी अंतर्राष्ट्रीय हवाईअड्डे पर उनके दादा-दादी और विदेश राज्यमंत्री परणीत कौर ने स्वागत किया।  नार्वे की एक अदालत ने कल इन बच्चों को इनके चाचा को सौप दिया था। भारत को इन बच्चों को आधिकारिक संरक्षण से वापस लेने के लिए नार्वे की सरकार पर राजनयिक दबाव डालना पड़ा था। विदेशमंत्री एस एम कृष्णा ने नार्वे सरकार का आभार व्यक्त करते हुए कहा है कि ये बच्चे भारत के हैं। मैं इस मुद्दे का हल करने में उनके रचनात्मक रूख अपनाने के लिए नार्वे की सरकार खासकर मेरे सहयोगी वहां के विदेशमंत्री का धन्यवाद करता हूं। मैं ऐसा उचित फैसला लेने के लिए नार्वे की न्यायिक व्यवस्था को बधाई देना चाहता हूं। अनुरूप और सागरिका भट्टाचार्य के इन दो बच्चों को पिछले वर्ष  मई में नार्वे की बाल कल्याण एजेंसी ने भावनात्मक उपेक्षा के आधार पर अपने संरक्षण में ले लिया था।

सरकार ने कहा है कि देश में चीनी उद्योग में वृद्धि ग्रामीण विकास के लिए महत्वपूर्ण है क्योंकि पांच करोड़ किसान और उनके परिवार इस पर निर्भर हैं। आज नई दिल्ली में अंतर्राष्ट्रीय चीनी परिषद के ४१वें अधिवेशन में वित्तमंत्री प्रणव मुखर्जी ने कहा कि इस उद्योग से विभिन्न सहायक गतिविधियों में लोगों को रोजगार मिलता है। उन्होंने कहा कि सरकार ने चीनी उद्योग में नई जान डालने के लिए अनेक उपाय किये हैं ताकि यह मुक्त और बढ़ते बाजार से फायदा उठा सके। वित्तमंत्री ने कहा कि सरकार देश के भीतर चीनी की कमी और अधिकता के मौसम के दौरान उसके दाम स्थिर रखने की कोशिश कर रही है।

चीनी क्षेत्र के पास उत्पादन और उत्पादकता बढ़ाने के लिए नवीनतम टैक्नोलॉजी उपलब्ध हो। मैंने अंतर्राष्ट्रीय चीनी परिषद से आग्रह किया कि मिलकर अनुसंधान और विकास के लिए आवश्यक कदम उठाये जिससे दुनियाभर के चीनी उद्योग को लाभ मिल सके।

श्री मुखर्जी ने चीनी प्रौद्योगिकी के अनुसंधान और विकास में अंतर्राष्ट्रीय सहयोग के महत्व पर जोर दिया ताकि विकासशील देशों में इस उद्योग की पूरी क्षमता का उपयोग किया जा सके।
इस अवसर पर खाद्य और उपभोक्ता कार्यमंत्री के वी थॉमस ने कहा कि सरकार की मुख्य चिंता यह भी है कि गन्ना किसानों को अपनी मेहनत और खेत में खर्च शक्ति का उचित पारिश्रमिक मिले।

उच्चतम न्यायालय ने श्री शंकर बिदारी की कर्नाटक के पुलिस महानिदेशक के रूप में नियुक्ति को कर्नाटक उच्च न्यायालय द्वारा अवैध ठहराये जाने के फैसले पर रोक लगा दी है। न्यायमूर्ति आफताब आलम और सी.के प्रसाद की खंडपीठ ने उच्च न्यायालय को मामले की फिर से सुनवाई करने और अगले महीने की ३१ तारीख से पहले निपटारा करने का आदेश दिया। खंडपीठ ने उच्च न्यायालय के ३० मार्च के फैसले पर रोक लगाते हुए कहा कि, लगता है कि उच्च न्यायालय ने श्री शंकर बिदारी की दलीलों पर पूरी तरह गौर किए बिना ही फैसला सुना दिया । श्री बिदारी ने कहा था कि सदाशिव आयोग तथा राष्ट्रीय मानवाधिकार आयोग ने आदिवासी महिलाओं के एसटीएफ द्वारा यौन उत्पीड़न और ज्यादतियों के मामले में उन्हें क्लीन चिट दी है। इस घटना के समय वे एसटीएफ के उप-कमांडेंट थे। उच्च न्यायालय ने शंकर बिदारी की नियुक्ति को यह कहते हुए रद्द कर दिया था कि आयोग ने उन्हें दोषी पाया है।

अजमेर में टाडा की एक विशेष अदालत ने १९९३ के जयपुर बम विस्फोट के मुख्य अभियुक्त अब्दुल कारी को बीस साल की कैद की सजा सुनाई है।  दूसरे अभियुक्त डॉक्टर जलीस अंसारी को भी पन्द्रह साल की जेल की सजा सुनाई गई है। कारी और जलीस ने तीस मार्च १९९३ को जयपुर में टिफिन में बम रखा था। ये दोनों अभियुक्त मुम्बई के ट्रेन विस्फोट मामले में भी शामिल थे।

असम के मुख्यमंत्री तरूण गोगोई ने सरकार की विकास की गतिविधियों की जानकारी देने के लिए टी वी समाचार चैनल शुरू करने की घोषणा की है। गुवाहाटी में पत्रकारों से बातचीत में श्री गोगोई ने स्थानीय टी वी चैनल की आलोचना करते हुए कहा कि यह चैनल अपनी खबरों में निष्पक्षता नहीं बरतते। उन्होंने कहा कि सरकार का चैनल होने से संतुलन बनाने में मदद मिलेगी।

असम और अरूणाचल प्रदेश के बीच सड़क सम्पर्क, बेहतर बनाने के लिए ब्रह्मपुत्र नदी पर सबसे बड़ा रेल-सड़क पुल बनाया जा रहा है। पूर्वोत्तर सीमांत रेलवे के प्रवक्ता ने डिब्रूगढ़ में पत्रकारों को बताया कि  चार किलोमीटर नौ सो चालीस मीटर लम्बा पुल दोनों राज्यों के बीच ब्रह्मपुत्र के उत्तरी और दक्षिणी किनारे को जोड़ेगा।

सीमा सुरक्षा बल ने कल रात पाकिस्तान से लगे अमृतसर सेक्टर के फतहपुर इलाके में १२ किलोग्राम हीरोइन जब्त कर मादक पदार्थों की तस्करी की कोशिश को नाकाम कर दिया है। अंतर्राष्ट्रीय बाजार में इसकी कीमत करोड़ों में आंकी गई है।
सीमा सुरक्षा बल ने एक मामूली गोलीबारी के बाद तस्करों से हीरोइन और कुछ गोला-बारूद बरामद किए। हालांकि तस्कर खड़ी फसलों और अंधेरे का लाभ उठाते हुए भागने में सफल हो गए।

ओड़ीशा के नयागढ़ जिले में एक सड़क दुर्घटना में पांच स्कूली छात्रों सहित छह लोगों की मौत हो गई और पांच घायल हुए हैं। दुर्घटना एक वैन और ट्रक के टकरा जाने से हुई। सनपाड़ा हाई स्कूल के करीब दस छात्र-छात्राएं नोगांव से हाई स्कूल की परीक्षा देकर लौट रहे थे।

उत्तर प्रदेश में शाहजहांपुर जिले में पटाखे के विस्फोट में कम से कम छह लोग मारे गए हैं और तीन अन्य घायल हो गएं। हमारे लखनऊ संवाददाता ने खबर दी है कि विस्फोट के कारण आसपास की दुकानों में भी आग लग गई। छह दुकानें जल कर नष्ट हो गई। विस्फोट के कारणों की जांच की जा रही है।

केरल में इटली के जहाज एनरीका लेक्सी जहाज के सुरक्षा गार्डों द्वारा मारे गए दो मछुआरों के परिजनों को दी जाने वाली अनुग्रह राशि के बारे में आज कोच्ची में लोक अदालत में एक समझौता हुआ। समझौते के अनुसार दोनों परिवारों को इटली सरकार से एक-एक करोड़ रूपये मिले हैं। समझौते के अनुसार मछुआरा जेलेस्टिन की पत्नी और दो बच्चों को ३३-३३ लाख रूपये मिलेंगे। दूसरे मछुआरे अजीश पिंक के दो नाबालिग बहनों को ५०-५०  लाख  रूपये दिए जाएंगे।

अक्षय तृतीया का पर्व आज सारे देश में मनाया जा रहा है। इस अवसर पर राजस्थान में पारम्परिक उल्लास की धूम है। यह तिथि विवाह के लिए बहुत शुभ मानी जाती है। हमारे संवाददाता का कहना है कि बालविवाह रोकने के लिए पुलिस और प्रशासन को सतर्क कर दिया गया है। राजस्थान में अक्षय तृतीया को अबूज सावा माना जाता है और ऐसी प्रथा है कि इस दिन होने वाले विवाहों के लिए अलग से मुर्हूत नहीं निकलवाया जाता। इनमें से काफी बाल विवाह भी होते है। राज्य सरकार ने बाल विवाहों की रोकथाम के लिए कई कदम उठाये है। इस बार जहां शादियों के निमंत्रण पत्रों पर दूल्हे और दूल्हन की आयु लिखना अनिवार्य किया गया है, वहीं एक शून्य नौ आठ नम्बर की टेलिफोन हेल्पलाइन भी काम कर रही है। इस हेल्प लाइन पर बाल-विवाह की सूचना दी जा सकेंगी। बाल विवाह के खिलाफ लंबे समय से चल रहे जागरूकता अभियान के कारण अब राज्य में इन विवाहों की संख्या में कमी तो आई है।  पिछले साल राज्य भर में एक हजार दो सौ ३२ बाल विवाह रूकवाये गये थे। बाल विवाहों को रोकने के लिए सामुहिक विवाह सम्मेलन भी काफी कारगर साबित हुये हैं। अनुराग वाजपेयी, आकाशवाणी समाचार, जयपुर।

बम्बई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में सेन्सेक्स में ७० अंक की बढ़त रही। संस्थागत और छोटे निवेशकों की लिवाली से बाजार में यह तेज+ी आयी। पिछले दो कारोबारी सत्रों में सेन्सेक्स में चार सौ सात अंक की गिरावट दर्ज हुई थी। अब से कुछ देर पहले सेन्सेक्स १०९ अंक की वृद्धि के साथ १७ हजार-२०५ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी १९ अंक बढ़कर ५ हजार २१९ पर आ गया। अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज २९ पैसे कमजोर हुआ। एक डॉलर की कीमत ५२ रूपये ७९ पैसे हो गई।

संयुक्त राष्ट्र महासचिव बान की मून ने आशा व्यक्त की है कि भारत जैसे देशों की आकांक्षाओं को पूरा करने के लिए सुरक्षा परिषद की व्यवस्था में सुधार की प्रक्रिया को तेज किया जाएगा। उन्होंने कहा कि यह देश सुरक्षा परिषद के स्थायी सदस्य के रूप में बड़ी भूमिका निभाने को इच्छुक है। श्री बान की मून ने भारत की तीन दिन की यात्रा के अवसर पर यह बातें कही हैं। उन्होंने कहा कि संयुक्त राष्ट्र के सदस्य देश सुधार प्रक्रिया को तेज करने के लिए कड़ी मेहनत कर रहे हैं। उन्होंने कहा कि १५ सदस्यीय सुरक्षा परिषद में सुधार के बारे में लगभग सहमति बन गई है लेकिन सदस्य देश ऐसा स्पष्ट फार्मूला नहीं बना पा रहे हैं जो सभी की आकांक्षाओं को पूरा करे। श्री बान की मून कल नई दिल्ली पहुंच रहे हैं। वे प्रधानमंत्री तथा अन्य नेताओं के साथ बातचीत करेंगे। जामिया मिलिया इस्लामिया विश्वविद्यालय द्वारा उन्हें डॉक्ट्रेट की मानद उपाधि दी जाएगी।

संयुक्त राष्ट्र महासचिव बान की मून ने कहा है कि सीरिया ने छह सूत्री शांति योजना पर पूरी तरह अमल नहीं किया है तो भी वहां अगले सप्ताह से तीन सौ युद्धविराम निरीक्षकों की तैनाती शुरू की जा सकती है। इस बीच, संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान शांति योजना की प्रगति के बारे में आज तीसरी बार सुरक्षा परिषद को जानकारी देंगे। वे जिनेवा से वीडियो कांफ्रेंसिंग के जरिए सुरक्षा परिषद के अधिकारियों के साथ बातचीत करेंगे।

सीरिया में तीन सौ पर्यवेक्षकों वाला शांति मिशन अगले हफ्ते के बाद से अलग-अलग चरणों में सीरिया पहुंचना शुरू होगा। वहीं स्थिति का जायजा लेने गई अग्रिम टीम के सभी तीस सदस्य इस महीने के अंत तक सीरिया में पहुंच जाएंगे। सुरक्षा परिषद ने तीन महीने के लिए सीरिया में संघर्ष विराम के लिए और छह सूत्री शांति योजना को लागू कराने के लिए तीन सौ सदस्यों वाले पर्यवेक्षक मिशन को मंजूरी दी है। साथ ही महासचिव बान की मून से कहा था कि वह इस बात को तय करें कि पर्यवेक्षक का दल कब तक सीरिया जाएगा। अमरीका ने कहा है कि मिशन की अवधि तीन महीने से ज्यादा नहीं बढ़ाई जाएगी। वहीं ब्रिटेन, फ्रांस और अन्य देश शांति समझौतों के विफल होने की स्थिति में सीरिया पर कड़े प्रतिबंध लगाने के पक्षधर है। अतुल तिवारी, आकाशवाणी समाचार।

पाकिस्तान में उच्चतम न्यायालय के न्यायाधीश नसीरूल मुल्क की अध्यक्षता वाली सात सदस्यीय विशेष पीठ ने विवादास्पद राष्ट्रीय सुलह-सफाई अध्यादेश को लेकर प्रधानमंत्री युसूफ रजा गिलानी के खिलाफ न्यायालय की अवमानना मामले की सुनवाई आज फिर शुरू की। न्यायालय ने सरकारी वकील की बहस से पहले और बाद में अवमानना से जुड़े चार मुद्दों पर विचार किया।
इस मामले की सबसे महत्वपूर्ण बात यह है कि यदि श्री गिलानी दोषी ठहराये जाते हैं तो वे न केवल पांच वर्षों के लिए किसी उच्च सरकारी पद ग्रहण करने के अयोग्य हो जाएंगे बल्कि उन्हें जेल की सज भी हो सकती है।

The Chhattisgarh government has nominated two mediators to hold talks with Maoists to seek  safe release of Sukma District Collector Alex Paul Menon. The nominated mediators are former chief secretary of Madhya Pradesh Mrs. Nirmala Buch and former chief secretary of Chhattisgarh Mr. S.K.Mishra. This was announced by the Chief Minister Dr. Raman Singh at Raipur today. He said, it has come to his knowledge that some of the negotiators proposed by Maoists have declined the offer. He however, welcomed their move of at least identifying the negotiators. Expressing concern over the health of the District Magistrate, who is suffering from Asthama, the Chief Minister said that he has talked to Manish Kunjam over phone to take the medicine kit to the place as specified by the Maoists. Dr. Raman Singh said that the state government is in constant touch with the Centre over the issue. Earlier, Prashant Bhushan named by Maoists as one of the three mediators refused to mediate with the government. He however, urged the government  to  address the issues raised by the Maoists. Maoists named three mediators after the Chhattisgarh government offered to hold talks to secure the release of the Sukma district collector. Two other mediators  named by the Maoists are former National SC/ST Commission chairperson B D Sharma and president of All India Adivasi Mahasabha Manish Kunjam. Kunjam has also declined the Maoists' offer citing regional circumstances and party obligations. An all party meeting yesterday appealed to the Maoists for the safe release of the abducted District Collector. He said, whenever the dialogue takes place, it will be seen which of the conditions could be met and which could not.

The proceedings of the Loksabha were disrupted today following uproar on the demand for a separate Telegana state. The Speaker adjourned the house first till 12 pm and later to 2 pm. The proceedings of the house began today by paying obituary references to the former members Shri. Dinesh Pratap Singh and N.K.P Salve. Immediately after, Congress members from the Telengana region came to the well of the house and slogan shouting continued during Question Hour in support of their demand. As the member did not heed to the repeated requests of Loksabha Speaker Meira Kumar to return to their seats, the Speaker adjourned the house till 12 pm. When the house reassembled at 12 pm, the House congratulated the Scientists for the successful test firing of the Agni-V missile. Soon after, the members from the treasury benches from the Telengana region rushed to the well of the house and continued slogan shouting and displaying of placards in favour of separate state hood for Telegana. The din continued, even as several papers were laid on the house. The Minister of State for External Affairs, E Ahmed introduced a Bill to make special provisions for suppression of piracy and to provide for punishment for the offence of piracy. During Zero hour, the slogan shouting by members from the treasury benches continued. Amidst the din, several members including Thambi Durai of (AIADMK) and T.R Balu of the DMK sought action to secure the safe release of Sukma Collector Alex Paul Menon abducted by the maoists. The members cautioned against repeated abductions by the maoists and demanded action against the Ultras. Inspite of repeated requests by the Speaker the slogan shouting by Congress members from the Telegana region continued in the well of the house. Amidst the din, Speaker Meira Kumar adjouned the house till 2 p.m.

The Centre has taken several measures to improve the performance and working of various Consumer fora in the country. Consumer Affairs and Public Distribution Prof. K.V. Thomas in a written reply in the Lok Sabha today informed that financial assistance is being provided by the Central Government to the States and Union Territories for strengthening of infrastructure of Consumer Fora . The Computerization and Computer Networking of all the Consumer Fora across the country is also being implemented. He said, the State government has been requested from time to time to take action well in advance for filling up of vacancies of President and Members and to maintain a panel of candidates for filling up  of future vacancies also to avoid delays in appointments. Prof. Thomas added that in order to dispose of the pending cases; Circuit Benches from National Commission have been visiting States. He informed that so far, the National Commission has held Circuit Bench sittings at Hyderabad, Bangalore, Chennai, Pune, Kolkata, Ernakulam, Ahmedabad and Bhopal. The Minister said that some State Commissions have constituted Additional Benches mainly to dispose off backlog of pending cases.

Two NRI children, who were kept in foster care by authorities in Norway for nearly a year, arrived in New Delhi today to a warm welcome after a protracted legal battle.The children  Abhigyan and Aishwarya accompanied by their foster father, were received at the Indira Gandhi International airport by their grandparents and Minister of State for External Affairs Preneet Kaur. A Norwegian court yesterday handed over the two NRI children in foster care to their paternal uncle, ending months of custody row that saw India stepping up diplomatic pressure on Norway to send back the children, taken away by authorities there last year. Welcoming the children, External Affairs Minister S M Krishna thanked Norway for their release, saying the children belonged to India.       
" The Uncle will take care of them in environment of their extended family in India. I thank the government of Norway and in the particular by the distinguish counter part the foreign ministers for the reconstructive approaches in dessolving in this humanitarian issue. I will congratulate the judicial system in Norway for taking such a right decision. All is well.       
The children were taken away from their parents --Anurup and Sagarika Bhattacharya -- by Norway's Child Welfare Agency in May last year on grounds of "emotional disconnect.

The government today said that the growth of the sugar industry in the country is critical for rural development as 50 million farmers and their families are dependent on it. Addressing the 41st session of the International Sugar Council in New Delhi, the Finance Minister, Mr. Pranab Mukherjee said that the industry has supported employment in various ancillary activities.  Mr. Mukherjee said that the government has taken a number of steps to revitalise the sugar industry so that it is in a position to reap the advantages of free and growing market. The minister said that the government has been seeking to stabilize sugar prices by moderating volatility during scarce and surplus domestic sugar seasons.         
"The sugar sector has access to the latest technology for enhancing production and productivity I will ask the international sugar council to take the  instant step in collaborated research and development, so the collectivity enter to the industry around the world."   
Mr Mukherjee emphasised the importance of global co-operation in research and development of sugar technologies to unlock the full potential of the industry in developing countries. Speaking on the occasion Food and Consumer Affairs minister K V Thomas said  that the main concern of the government is that sugarcane farmers get  due share of their labour time and energies invested by them on the field.

The Supreme Court today stayed the Karnataka High Court order, which had quashed the appointment of Shankar Bidari as Director General of state police. A bench of justices Aftab Alam and C K Prasad asked the state High Court to examine afresh the matter and dispose it of before May 31. The apex court while staying the High Court's March 30th order said that the latter had passed the order on assumptions without going into the findings of the Justice adashiva Commission and National Human Rights Commission, which, according to Bidari, had given him a clean chit in the case of alleged excesses and sexual abuse perpetrated by the Joint STF on tribal women. The high court had earlier quashed Bidari's appointment saying that he was indicted by the commission as he was the deputy commandant at the time of the alleged excesses committed by the Joint STF of Karnataka and Tamil Nadu.

In Kerala, an agreement was executed at the Lok Adalat in Kochi today on the ex gratia to be paid to the kin of the two fishermen who were shot dead by Italian marines on board the vessel Enrica Lexie. As per the  next of the kin of the families of two fishermen families have received one crore rupees each from the Italian government. As per the settlement , wife and two children of Jelastine, one of the fishermen killed will get 33,33,333 rupees each, while the two minor sisters of Ajeesh Pink, the other fisherman killed, will get 50 lakh rupees each. With the Italian government coming forward for an out of court settlement, the Kerala High Court had referred the compensation case to the Lok Adalat last week. The agreement reached between the two parties will be placed before the High Court for ratification.

A Special TADA Court in Ajmer today sentenced Abdul Kari to 20 years imprisonment to main accused of 1993's Jaipur bomb blasts .Another accused Dr.Jalis Ansari has been sentenced to 15 years imprisonment .Kari and Jalis planted tiffin bombs in Jaipur on 30th March 1993.Both the accused were also involved in Mumbai serial trains blasts .

In Odisha, at least six persons, including five school students, were killed and five others injured after a van carrying High School Certificate examinees collided with a truck in the Nayagarh district today. About ten students, including girls of Sanpada High School, were returning after writing their papers in Nuagaon, when the collision took place near Sanpada, about 17 km from Nayagarh.

In Punjab, with the seizure of 12 kilogram of Heroin from Fatehpur area in Amritsar sector adjoining border with Pakistan, the vigilant Border Security Force has once again thwarted another attempt of smugglers to smuggle narcotics into India, late last night. The cost of the seized Heroin is said to be in crores in the international market. The BSF personnel seized the heroin packed in 12 packets along with arms and ammunition from smugglers after a brief shoot-out. No body has reportedly been hurt in this. However, smugglers managed to flee from the site taking advantage of standing crops and darkness.

United Nations Secretary General Ban Ki-moon today expressed hope that the UN Security Council's reform process will be accelerated to meet the expectations of countries like India. These countries  are keen to play a bigger role as permanent members of the powerful UN body. Mr. Ban Ki Moon told this in an interview  on the eve of his three-day visit to India. Mr. Ban also said that UNSC reforms have been one of the most important and most debated issues, particularly during the last 20 years and has picked up pace in the last three years. He noted that UN member states have been working very hard to accelerate the pace of the reform process. While there is almost near consensus that the UN's powerful 15-nation body should be reformed, Mr. Ban said member states have not been able to find a clear formula, which would satisfy and meet the expectations of all member states. The UN Secretary General Ban Ki Moon will arrive tomorrow and would be meeting Prime Minister Manmohan Singh and other senior political leaders in New Delhi. UN Secretary General Ban Ki-moon has said the deployment of 300 ceasefire monitors in Syria can begin next week even though Syria hasn’t yet fully complied with the six point peace plan. Meanwhile, UN Special envoy Kofi Annan will brief the Security Council for the third time today on the progress of the peace plan in Syria. In Pakistan, a seven-member special bench of the Supreme Court headed by Justice Nasirul Mulk resumed the contempt of court proceedings against Prime Minister Yousuf Raza Gilani in the infamous National Reconciliation Ordinance today. The Supreme Court today could see four major issues in the Prime Minister’s contempt case before or after the arguments of the prosecutor . Iran has launched a probe into a suspected cyber attack on its main oil export terminal and on the oil ministry itself. National Iranian Oil Company said a virus was detected inside the control systems of Kharg Island, which handles the vast majority of Iran’s crude oil exports. However the terminal remained operational. Iranian Mehr news agency reported that the virus hit the Internet and communications systems of Iran’s oil ministry and of its national oil company. Computer systems controlling a number of Iran’s other oil facilities were disconnected from the internet as a precaution.

Eight Congress members from the Telegana region have been suspended from the Loksabha for four days. The members were suspended for creating ruckus during there demonstrations in the well the house in support of separate statehood for Telegana. A resolution to this effect was moved by Parliamentary affairs minister P.K Bansal and adopted by the Loksabha when the house reassembled at 2pm. The Chair has adjourned the house till 2.30 pm.

The government has drafted a new youth policy in keeping pace with changing youth demography in the country. This was stated by the Minister of State for Youth Affairs and Sports Ajay Maken in a written reply in the Lok Sabha today. The Centre has released an amount of about seventy lakh rupees for a skill development programme being implemented in 34 districts in eight states affected by Left wing extremism. A Ministry of Labour and Employment release said that so far proposals amounting to more than nine thousand lakh rupees have been received from Chhattisgarh, Bihar, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Uttar Pradesh and West Bengal. Our correspondent reports the objective of the scheme is to create skill development infrastructure in these districts closer to the people by establishing one Industrial Training Institute and two Skill Development Centers in each district. It also aims to run demand driven vocational training courses both long term and short term.

In a bid to strengthen road communication between Assam and Arunachal Pradesh  longest Rail-cum-Road Bridge is being constructed over river Brahmaputra in Assam.  Talking to media persons in Dibrugarh, a spokesperson of Northeast Frontier Railway said that the  Bridge having a length of 4.94 kilometers will facilitate connectivity between North and South bank of river Brahmputra between the two states.  Our correspondent who visited the construction site reports that the work  is in progress in full swing. उच्चतम न्यायालय ने टूजी स्पेक्ट्रम लाइसेंसों की नए सिरे से नीलामी की प्रक्रिया पूरी करने के लिए सरकार को चार सौ दिन का समय देने से इंकार कर दिया है, लेकिन दो जून की निर्धारित सीमा बढ़ाकर इस वर्ष ३१ अगस्त कर दी है। टूजी स्पेक्ट्रम के मौजूदा लाइसेंस सात सितंबर २०१२ तक वैध रहेंगे। न्यायालय ने कहा कि श्री ए. राजा के कार्यकाल में आवंटित एक सौ २२ लाइसेंसों को रद्द करने का दो फरवरी का आदेश लागू रहेगा।

छत्तीसगढ़ सरकार ने सुकमा जिले के अपहृत कलेक्टर एलेक्स पॉल मेनन को सुरक्षित छुड़ाने के लिए प्रयास तेज कर दिये हैं। इस संबंध में राज्य के वरिष्ठ पुलिस अधिकारियों ने आज नई दिल्ली में केंद्र सरकार के साथ बैठक की। मुख्यमंत्री डॅाक्टर रमन सिंह ने कहा कि राज्य सरकार  निरंतर केंद्र के संपर्क में है।
दो मध्यस्थों श्रीमती निर्मला बुच और श्री एस के मिश्रा के साथ आंतरिक सुरक्षा पर मंत्रिमंडलीय उपसमिति की कल बैठक होने की संभावना है। इन दोनों को माओवादियों के मध्यस्थों के साथ बातचीत के लिए राज्य सरकार का प्रतिनिधि बनाया गया है। इन दोनों मध्यस्थों ने संवाददाताओं को बताया कि श्री मेनन को सुरक्षित छुड़ाना उनकी पहली प्राथमिकता होगी।
इस बीच, अखिल भारतीय आदिवासी महासभा के अध्यक्ष मनीष कुंजम श्री मेनन को दवाइयां पहुंचाने गए हैं।
दूसरी तरफ केंद्रीय कृषि और खाद्य प्रसंस्करण उद्योग मंत्री डॉक्टर चरणदास महंत ने आज नई दिल्ली में केंद्रीय गृह मंत्री पी चिदम्बरम से मुलाकात की और उनसे श्री मेनन को सुरक्षित छुड़ाने के लिए राज्य सरकार को हर संभव मदद उपलब्ध कराने का अनुरोध किया।

उच्चतम न्यायालय ने श्री शंकर बिदारी की कर्नाटक के पुलिस महानिदेशक के रूप में नियुक्ति को कर्नाटक उच्च न्यायालय द्वारा अवैध ठहराये जाने के फैसले पर रोक लगा दी है। सर्वोच्च न्यायालय ने, उच्च न्यायालय को फिर से सुनवाई करने और अगले महीने की ३१ तारीख से पहले मामले को निपटाने का आदेश दिया। उच्चतम न्यायालय ने कहा कि लगता है कि उच्च न्यायालय ने श्री शंकर बिदारी की दलीलों पर पूरी तरह गौर किए बिना ही फैसला सुना दिया है। श्री बिदारी ने कहा था कि सदाशिव आयोग तथा राष्ट्रीय मानवाधिकार आयोग ने आदिवासी महिलाओं के एसटीएफ द्वारा यौन उत्पीड़न और ज्यादतियों के मामले में उन्हें क्लीन चिट दी है। इस घटना के समय वे एसटीएफ के उप-कमांडेंट थे।

अजमेर में टाडा की एक विशेष अदालत ने १९९३ के जयपुर बम विस्फोट के मुख्य अभियुक्त अब्दुल कारी को बीस साल की कैद की सजा सुनाई है।  दूसरे अभियुक्त डॉक्टर जलीस अंसारी को भी पन्द्रह साल की जेल की सजा सुनाई गई है। कारी और जलीस ने तीस मार्च १९९३ को जयपुर में टिफिन में बम रखा था। ये दोनों अभियुक्त मुम्बई के ट्रेन विस्फोट मामले में भी शामिल थे।

तेलंगाना क्षेत्र से कांग्रेस के आठ सदस्यों को लोकसभा से चार दिन के लिए निलंबित कर दिया गया है। इन्हें अलग तेलंगाना राज्य के समर्थन में सदन के बीचोंबीच प्रदर्शन करने और कार्यवाही में बाधा डालने के लिए निलंबित किया गया है। इस मुद्दे पर शोर-शराबे के कारण सदन की बैठक पहले दो बजे तक और फिर ढाई बजे तक स्थगित कर दी गई। लेकिन निलंबित सदस्य सदन के बीचोंबीच धरना पर बैठ गए। सदन की बैठक ढाई बजे फिर शुरू होने पर स्थिति ज्यों की त्यों बनी रही और निलंबित सदस्य सदन के बीचोंबीच बैठ कर नारेबाजी करते रहे। हंगामा जारी रहने के कारण सदन की बैठक कल तक के लिए स्थगित कर दी गई।

केरल में इटली के जहाज एनरीका लेक्सी के सुरक्षा गार्डों द्वारा मारे गए दो मछुआरों के रिश्तेदार इटली सरकार द्वारा अनुग्रह राशि के भुगतान के बदले आपराधिक शिकायत वापस लेने और आरोपियों के खिलाफ सभी दावे छोड़ने पर सहमत हो गये हैं। इस संबंध में आज कोच्चि में लोक अदालत में एक समझौते पर   हस्ताक्षर किये गये। इटली सरकार ने दोनों मछुआरों के करीबी रिश्तेदार को एक -एक करोड रूपये की अनुग्रह राशि दी है। इस समझोते पर दोनों मछुआरों के रिश्तेदारों और इटली की सरकार ने हस्ताक्षर किये, ताकि सुरक्षा गार्डों को रिहा किया जा सके।
इस बीच, केरल उच्च न्यायालय ने दोनों पक्षों के बीच समझौता होने के मद्देनजर  इस मामले के संबंध में जहाज के मालिक द्वारा जमा कराये गये तीन करोड़ रूपये वापस करने का आदेश दिया है।

केंद्रीय अन्वेषण ब्यूरो - सी बी आई ने रोज+गार के नाम पर फर्जी नियुक्ति-पत्र देने के मामले में झारखंड में छह स्थानों पर छापे मारे हैं। हमारे संवाददाता ने खबर दी है कि ओड़िशा में एक मामला दर्ज किया गया है, जिसमें कहा गया है कि रेलवे और सेना में विभिन्न पदों पर भर्ती के लिए बेरोजगारों को फर्जी नियुक्ति पत्र दिये जा रहे हैं और उनसे नौकरी के बदले एक लाख से दो लाख रूपये मांगे जा रहे हैं।  जांच में यह भी पता चला है कि इस साजिश के तार झारखंड, छत्तीसगढ और दिल्ली से जुड़े हैं। रांची में निजी प्लेसमेंट एजेंसी के कार्यालय पर छापा मारा गया और कुछ आपत्तिजनक दस्तावेज बरामद किये गये।

नार्वे में अधिकारियों ने प्रवासी भारतीयों के जिन दो बच्चों को बालकल्याण एजेंसी के संरक्षण में सौप रखा था वे लंबी कानूनी लड़ाई के बाद अपने चाचा के साथ आज नई दिल्ली लौट आए। अभिज्ञान और ऐश्वर्य नाम के इन बच्चों का इन्दिरा गांधी अंतर्राष्ट्रीय हवाईअड्डे पर उनके दादा-दादी और विदेश राज्यमंत्री परणीत कौर ने स्वागत किया।  नार्वे की एक अदालत ने कल इन बच्चों को इनके चाचा को सौप दिया था। भारत को इन बच्चों को आधिकारिक संरक्षण से वापस लेने के लिए नार्वे की सरकार पर राजनयिक दबाव डालना पड़ा था।
विदेशमंत्री एस एम कृष्णा ने नार्वे सरकार का आभार व्यक्त किया है।

पाकिस्तान में लाहौर में मुख्य रेलवे स्टेशन में बम विस्फोट हुआ है। पुलिस ने बताया कि इस विस्फोट में कम से कम दो लोग मारे गये और २५ घायल हुये हैं। बताया गया है यह बम स्टेशन के प्रतीक्षा   कक्ष में रखा गया था।
लाहौर पुलिस के प्रमुख असलम तरीन ने बताया कि  इस धमाके में छह से आठ किलोग्राम विस्फोटक का इस्तेमाल किया गया ।

पाकिस्तान में सुप्रीम कोर्ट की सात सदस्यीय विशेष पीठ ने प्रधानमंत्री युसुफ रजा गिलानी के खिलाफ अदालत की अवमानना मामले में आज फैसला सुरक्षित रखा। अब बृहस्पतिवार को फैसला सुनाया जाएगा। अगर श्री गिलानी को दोषी पाया गया तो उन्हें अधिकतम छह महीने की कैद की सजा मिल सकती है।

सरकार ने कहा है कि उसने डीजल की कीमतों को नियंत्रण मुक्त करने का सैद्धांतिक रूप से निर्णय ले लिया है, लेकिन रसोई गैस की कीमतों को पूरी तरह नियंत्रण मुक्त करने का फिलहाल कोई प्रस्ताव नहीं है। वित्त राज्य मंत्री नमोनारायण मीणा ने आज राज्यसभा में यह जानकारी दी। पेट्रोल की कीमतें पहले ही नियंत्रण मुक्त की जा चुकी है, लेकिन रसोई गैस, मिट्टी के तेल और डीजल की कीमतें सरकार निर्धारित करती है, जिसके कारण बजट का बड़ा हिस्सा सब्सिडी पर खर्च हो रहा है।
बाद में वित्त मंत्री प्रणब मुखर्जी ने संवाददाताओं से कहा कि डीजल की कीमतों को नियंत्रण मुक्त करने का सैद्धांतिक रूप से फैसला पिछले साल जून में किया गया था।

ग्रामीण विकास मंत्रालय अपने एक लाख करोड़ रुपए के बजट में से एक प्रतिशत देश में पंचायती राज संस्थाओं को मजबूत बनाने के लिए देने पर सहमत हो गया है। पंचायती राज मंत्री वी किशोरचन्द्र देव ने आज नई दिल्ली में राष्ट्रीय पंचायती राज दिवस समारोह में यह बात कही। उन्होंने कहा कि पहली बार ग्रामीण विकास मंत्रालय उसे आवंटित धन राशि का कुछ हिस्सा पंचायती राज मंत्रालय को देगा। श्री देव ने कहा कि देश में पंचायती राज आधारभूत ढांचे को मजबूत करने की जरूरत है तथा ग्रामीण विकास मंत्रालय द्वारा दिए जाने वाले धन से इसमें सहायता मिलेगी।

The Supreme Court today extended the deadline for fresh auctioning of the 2G spectrum licences from June 2 to August 31, 2012.  A Bench of Justices G.S. Singvhi and K.S. Radhakrishnan said, the existing licences for 2G spectrum will continue to be operational till September 7, 2012. The Bench further said, its February 2 order cancelling 122 licences, allocated during the tenure of A Raja, will remain operational.
The Bench was hearing the Centre's application, seeking clarification of its direction in the February 2, 2012 judgement which had fixed June 2 as the deadline, when the 122 licenses for 2G spectrum, issued in 2008, would stand quashed.

The Chhattisgarh government has intensified its efforts for the safe release of the abducted Collector of Sukma district, Alex Paul Menon. In this connection, top police officials from the state had a meeting with the Centre in New Delhi today. The Chief minister Dr. Raman Singh has reiterated that the state government is in constant touch with the Centre on this issue.
Former Chief Secretary of Madhya Pradesh, Mrs. Nirmala Buch and former Chief Secretary of Chhattisgarh, Mr. S.K.Mishra have been identified to represent the state government in the talks with the mediators of the Maoists. The Cabinet sub-committee on internal security is likely to have a meeting tomorrow with the two negotiators.
Meanwhile, Mrs Asha Paul Menon, the wife of the
Collector, today said in Sukma that she has given medicines and clothes for her husband to Mr. Manish Kunjam, President of the All India Adivasi Mahasabha . Kunjam has already left for an unidentified location for this purpose.

Eight Congress members from the Telegana region were today suspended from the Lok Sabha for four days. The members were suspended for creating disturbances during their demonstration in the well of the House in support of seperate statehood for Telegana. A resolution to this effect was moved by Parliamentary Affairs Minister, P.K Bansal and adopted by the Lok Sabha when the House reassembled at 2 pm. Following the suspension of the members, the Chair adjourned the House till 2.30 pm. The suspended members however sat on Dharna in the well of the House. When the House again assembled at 2.30 pm, the situation remained the same and the suspended members continued to shout slogans sitting in the well of the House. When the disturbance continued, the Chair adjourned the House till tommorow.
The suspended members had demonstrated in the House since proceedings began in the morning. The Lok Sabha earlier witnessed three adjounments, first till 12 pm, then till 2pm and then till 2.30 pm before finally adjourning for the day.

The Congress party today termed, the suspension of eight of its own party members from the Lok Sabha who continously demonstrated in the well of the House on the Telegana issue, as a well thought over decision. Party spokesman Manish Tiwari said, the suspension of the members will also enable the transaction of more important business by the House. He said, a separate Telegana state is a complex issue, which need a holistic approach.

Telengana continues to remain a senstive issue, as we earlier pointed out that it is not easy to gerrymondar the state  boundries because they are competing a conflicting claim which needs to be reconciled holisticaly.  Over the past couple of years the Central government has attempted to engage with all the stakeholders and see if they can find a viable solution to the entire impass.

The Supreme Court today stayed the Karnataka High Court order, which had quashed the appointment of Shankar Bidari as Director General of police in the State. A bench of justices Aftab Alam and C K Prasad asked the state High Court to examine afresh the matter and dispose it off before May 31st. The apex court while staying the High Court's March 30th order said that the latter had passed the order on assumptions without going into the findings of the Justice Sadashiva Commission and National Human Rights Commission, which, according to Bidari, had given him a clean chit in the case of alleged excesses and sexual abuse perpetrated by the Joint STF on tribal women.
The high court had earlier quashed Bidari's appointment saying that he was indicted by the commission as he was the deputy commandant at the time of the alleged excesses committed by the Joint STF of Karnataka and Tamil Nadu.

CBI today raided six places in Jharkhand in connection with an inter-state forgery case relating to job placements. Our Correspondent reports that a case was registered in Odisha that unemployed youth are being lured with appointment letters of different posts in Railways and Army and they are being demanded to give one lakh to two lakhs rupees each for the job. Investigation also revealed that the scandal has links in Jharkhand, Chhattisgarh and Delhi as well.

Two NRI children, who were kept in foster care by authorities in Norway for nearly a year, today arrived in New Delhi to a warm welcome after a protracted legal battle.The children Abhigyan and Aishwarya accompanied by their foster father, were received at the Indira Gandhi International airport by their grandparents and Minister of State for External Affairs Preneet Kaur. A Norwegian court yesterday handed over the two NRI children in foster care to their paternal uncle, ending months of custody row that saw India stepping up diplomatic pressure on Norway to send back the children, taken away by authorities there last year. Welcoming the decision, External Affairs Minister, S.M.Krishna thanked Norway for their release.

Norway has expressed satisfaction over settlement of the custody row of the two NRI Indian children, saying the resolution of the issue illustrated the good relations between the two countries. The State Secretary of Norwegian Ministry of Environment, Heidi Sorensen told reporters in Chennai today that her government was very happy that the issue had been resolved in the children's best interest. She appreciated the active and constructive engagement of the Indian government in this regard.

In Kerala, the relatives of the two fishermen have agreed to withdraw their criminal complaint and to abandon all claims against the two Italian marines accused of killing the fishermen, in return of an ex-gratia payment by Italian government. An agreement to this effect was signed at the Lok Adalat in Kochi today, to settle the Admiralty suit filed by the kin of the two fishermen. The Italian government gave one crore rupees each as ex gratia to the fishermen's kin, as part of the deal to settle the compensation claim. The agreement signed by the relatives of the two fishermen and the Italian government released the marines from all liability under the Admiralty suit.
Meanwhile, the Kerala High Court has ordered to return the three crore rupees furnished by the vessel owner in connection with the case, in view of the settlement reached between the two parties.

The government today said that it has taken an in-principle decision to link diesel prices with market rates, however, there is no proposal at present  to fully deregulate the price of cooking gas. Minister of State for Finance, Namo Narain Meena said this in a written reply to the Rajya Sabha today.

The Sensex at the Bombay Stock Exchange rose 111 points, or 0.7 percent, to 17,207, on heavy buying in IT stocks, and in line with rising European markets, today. The Nifty gained 22 points, or 0.4 percent, to 5,223. Stock markets in Japan, China, Hong Kong, South Korea and Singapore ended mixed.The rupee weakened 18 paise, to 52.68 against the dollar. Rising for the fifth straight day, gold gained 30 rupees, to 29,100 rupees per ten grams in Delhi, on heavy buying for Akshaya Tritiya. But silver fell 275 rupees, to 56,300 rupees per kilo.And US crude oil futures rose 6 cents, to 103.17 dollars a barrel, while Brent crude stood above 118 dollars a barrel. AIR News.

In West Bengal, the indefinite bandh in Terai-Dooars area of North Bengal has entered second day today. Stray incidents of violence were reported from Odlabari, Banarhat in Jalpaiguri District. Police arrested over hundred bandh supporters from Jaigaon for disturbing peace.
Our Correspondent reports that prohibitory orders have been imposed in seven police station areas of Jalpaiguri district. The bandh has hit the normal life at Kalchini, Jaigaon and Banarhat areas while rest of the places in Terai-Dooars have remained normal. The indefinite bandh has been called by the Terai-Dooars Coordination Committee, demanding inclusion of several mouzas in the proposed Gorkhaland Territorial Administration from Terai-Dooars regions of Darjeeling and Jalpaiguri districts.

A bomb has exploded at the main railway station in the Pakistani city of Lahore.  Police said that at least two people were killed and 25 wounded in the blast.  Television footage showed broken glass and debris littered across a platform. Local reports said the bomb was placed in the Station's waiting room.

In Pakistan, a seven-member special Bench of the Supreme Court headed by Justice Nasirul Mulk today reserved the verdict in contempt of court case against Prime Minister Yousuf Raza Gilani. The case relates to the National Reconciliation Ordinance. Mr. Gilani's Counsel Aitzaz Ahsan told reporters outside SC that the Court will announce the judgment in the case on Thursday. He said, the maximum punishment that Mr. Gilani could face if convicted, was six months in prison.

UN Secretary General Ban Ki-moon has said the deployment of 300 ceasefire monitors in Syria can begin next week even though Syria hasn’t yet fully complied with the six point peace plan. Ban urged the Syrian regime to protect the unarmed observers and allow them to travel freely throughout the country using airplanes and helicopters. The deputy UN spokesman Eduardo del Buey said that the monitors will arrive in phases starting next week. The advance team of 30 observers will be in place by the end of this month which will be followed by the deployment of 300 observers in phases.

The Russian President-elect, Vladimir Putin said today that he would resign from his leadership post of Russia's ruling party and hand it over to his future Prime Minister, Dmitry Medvedev.    Mr. Putin had chaired United Russia while serving as Mr.  Medvedev's Prime Minister for the past four years.  Both  will swap jobs after the May 7 inauguration and Mr. Putin said it would only be logical for Mr. Medvedev to take his seat at the party as well.  United Russia held two-thirds control of Parliament and dominated most regional legislatures across the country for the past four years.

At Pune today, Delhi Daredevils defeated Pune Warriors by eight wickets in an IPL league match. Delhi surpassed the victory target of 147 by making 148 for two in 16 overs.   Skipper Virender Sehwag scored 87 off a mere 48 balls.  Earlier, electing to bat after winning the toss, the Warriors made a modest 146 for two in the stipulated twenty overs.
With the victory, Delhi have maintained their top position in the current edition of the IPL tournament with five wins and two defeats.  Pune have eight points from eight games.
The start of today's other IPL match between Kolkata Knight Riders and Deccan Chargers in Kolkata has been delayed due to rain.

Rural Development Ministry has agreed to share one percent of its one lakh crore rupees budget for strengthening the institution of Panchayati Raj in the country. This was stated by the  Panchayti Raj Minister, V Kishore Chandra Deo at a function organised to celebrate the National Panchayati Raj Day in New Delhi today.
Mr. Deo said that the Ministry of Rural Development has a budget of nearly one lakh crore and out of that one percent is being given to the Panchayati Raj Ministry which means that approximately 990 crore rupees will be given to the Ministry.
