सरकार ने छोटे ऋणों से संबद्ध माइक्रो फाइनेंस नियमन विधेयक २०११ को मंजूरी दे दी है। इसके अनुसार छोटे ऋण देने वाली संस्थाओं को भारतीय रिजर्व बैंक से पंजीकरण कराना अनिवार्य होगा तथा साथ ही उनके पास कम से कम पांच लाख रुपये का अपना कोष भी होना चाहिए।
सरकार ने वायुसेना के युवा पायलटों को प्रशिक्षण देने के लिए स्विटजरलैंड से ७५ पिलाट्स विमान खरीदने के दो हजार आठ सौ करोड़ रूपए के प्रस्ताव को मंजूरी दे दी है।
प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में कल शाम हुई सुरक्षा मामलों से संबंद्ध मंत्रिमंडलीय समिति की बैठक में यह फैसला लिया गया।
रक्षा मंत्रालय के अधिकारियों ने बताया कि नए पिलाट्स विमान एच पी टी-३२ प्रशिक्षण विमानों का स्थान लेंगे। एक दुर्घटना के बाद दो वर्ष से अधिक समय से एच पी टी-३२ विमानों का इस्तेमाल बंद कर दिया गया था।
हाल ही में रक्षा मामलों से संबंधित संसद की स्थायी समिति ने वायुसेना के युवा पायलटों के लिए प्रशिक्षण विमानों की भारी कमी होने की बात उजागर की थी। भारत को ये विमान वर्ष २०१३ के मध्य से मिलने शुरू हो जाएंगे।
मंत्रिमंडल समिति ने  उत्तर प्रदेश में छत्रपति साहूजी महाराज नगर जिले में इंद्रिरा गांधी मातृत्व सहयोग योजना को लागू करने के प्रस्ताव को भी मंजूरी दी। समिति ने जम्मू-कश्मीर में १२वीं पास या केन्द्रीय माध्यमिक शिक्षा बोर्ड से संबद्ध विद्यालयों से समकक्ष परीक्षा पास विद्यार्थियों के लिए विशेष छात्रवृत्ति योजना में संशोधन को भी स्वीकृति दी। इससे पहले इस योजना में उन्हीं विद्यार्थियों को छात्रवृत्ति दी जाती थी जो जम्मू-कश्मीर शिक्षा बोर्ड से १२वीं परीक्षा पास हो।

राज्य सभा ने बाल यौन अपराध संरक्षण विधेयक, २०११ ध्वनिमत से पारित कर दिया है। इस विधेयक में बच्चों को यौन शौषण, यौन प्रताड़ना और अश्लील फिल्में बनाने से संरक्षण देने की व्यवस्था की गई है।  ऐसे अपराधों के लिए मुकदमा चलाने के वास्ते विशेष अदालतों का गठन करने का भी विधेयक में प्रावधान किया गया है। महिला और बाल विकास मंत्री कृष्णा तीरथ ने विधेयक पेश करते हुए २००१ से २०१० के बीच ऐसी घटनाओं के बढ़ने पर चिंता व्यक्त की। उन्होंने कहा कि विधेयक से सभी बच्चों को सुरक्षा तथा यौन शोषण से संरक्षण के अधिकार को लागू करने में मदद मिलेगी। उन्होंने कहा कि विधेयक में दोषियों पर कड़ी कार्रवाई का प्रावधान है।

सरकार ने कहा है कि वह देश में अनाज के भंडारण की अतिरिक्त सुविधा उपलब्ध कराने के उपाय कर रही है। खाद्य और उपभोक्ता मामलों के मंत्री के वी थॉमस ने नई दिल्ली में एक कार्यशाला में यह बात कही। उन्होंने कहा कि भारतीय खाद्य निगम के पास इस समय छह करोड़ चालीस लाख टन भंडारण की क्षमता है। निजी और सार्वजनिक भागीदारी के तहत एक करोड़ ५२ लाख टन की अतिरिक्त भंडारण सुविधा उपलब्ध कराने के प्रयास किये जा रहे हैं। उन्होंने कहा कि इस वर्ष मार्च तक २८ लाख टन अतिरिक्त भंडारण क्षमता उपलब्ध करा दी गयी थी।

 दिल्ली की एक अदालत ने कहा है कि किसी व्यक्ति के मकान का भाड़ा बढ़ाने से इस आधार पर इंकार नहीं किया जा सकता कि उसका इस्तेमाल सार्वजनिक सेवा के लिए किया जा रहा है। अदालत ने डाक विभाग को निर्देश दिया है कि मकान का भाड़ा बढ़ाये जाने से इंकार करने के लिए एक मकान मालकिन को सात लाख रुपये का हर्जाना दे। अदालत ने दिल्ली के एक नागरिक की याचिका पर यह फैसला सुनाया, जिसमें बढ़ी हुई दरों पर किराया वसूल करने की मांग की गई थी।

भारतीय रिजर्व बैंक ने निर्यातकों समेत विदेशी मुद्रा अर्जित करने वालों से कहा है कि उन्हें कुल प्राप्त विदेशी मुद्रा का ५० प्रतिशत हिस्सा रूपये में परिवर्तित करना होगा। मुंबई में जारी रिजर्व बैंक की विज्ञप्ति में बताया गया है कि ई ई एफ सी यानी विदेशी मुद्रा खातों के रख-रखाव के नियमों में आवश्यक परिवर्तन किये गये हैं। बैंक ने निर्यातकों से कहा है कि अब वे कुल अर्जित विदेशी मुद्रा का ५० प्रतिशत हिस्सा ही ई ई एफ सी खातों में रख सकते हैं। शेष ५० प्रतिशत हिस्सा उन्हें रूपये में बदलना होगा। अब तक निर्यातक कुल अर्जित विदेशी मुद्रा का शत-प्रतिशत हिस्सा अपने पास रखते थे। निर्यातकों के लिए विदेशी मुद्रा खरीदने के नियम भी कड़े बनाये गये हैं। नये नियमों के अनुसार निर्यातक अब अपने पास रखी सारी विदेशी मुद्रा खर्च करने के बाद ही नई मुद्रा खरीद सकते हैं।

संयुक्त राष्ट्र की एक रिपोर्ट में कहा गया है कि ऊंची बचत और निवेश दरों की बदौलत चालू वित्त वर्ष में भारत की अर्थव्यवस्था में साढ़े सात प्रतिशत वृद्धि का अनुमान है। हालांकि ज्यादातर एशिया-प्रशांत क्षेत्र की अर्थव्यवस्थाओं में विकास की गति धीमी रहेगी। एशिया और प्रशांत के लिए संयुक्त राष्ट्र आर्थिक आयोग के प्रमुख अर्थशास्त्री नागेश कुमार ने कहा कि ऊंची बचत और निवेश दरों तथा श्रम शक्तियों में लगातार बढ़ोतरी और मध्यम वर्ग के परिवारों की क्षमता में वृद्धि जैसी भारतीय अर्थव्यवस्था की सशक्त बुनियादी बातों से आर्थिक प्रदर्शन में स्थिरता सुनिश्चित होगी।
भारत के बारे में संयुक्त राष्ट्र के इस रिपोर्ट में कहा गया है कि अर्थव्यवस्था के पटरी पर लौटने के संकेत है क्योंकि विनिर्माण जैसे मुख्य क्षेत्रों में सुधार हो रहा है।

दक्षिणी चीन सागर में फिलिपीन्स और चीन के बीच हाल के क्षेत्रीय विवाद पर भारत ने चिंता प्रकट की है। नई दिल्ली में विदेश मंत्रालय के प्रवक्ता सैयद अकबरूद्दीन ने कहा कि दोनों पक्षों को संयम बरतना चाहिए और अंतर्राष्ट्रीय नियमों के अनुसार इसका राजनयिक समाधान करना चाहिये। उन्होंने कहा कि इस क्षेत्र में शांति और सुरक्षा अंतर्राष्ट्रीय समुदाय के हित में है। आठ अपै्रल को फिलिपीन्स की सेना ने इस इलाके में चीन के एक जहाज को मछली पकड़ते हुए पाया। इस जहाज ने फिलिपीन्स के नौसैनिक पोत को बीच में ही रोक दिया।
दक्षिणी चीन सागर में विभिन्न देशों के बीच सीमाओं को लेकर मतभेद है। इस इलाके पर वियतनाम, ताईवान, मलेशिया और ब्रुनेई अपने अपने दावे करते हैं।  चीन लगभग इस पूरे क्षेत्र पर अपना दावा करता है। समझा जाता है कि दक्षिणी चीन सागर में तेल और प्राकृतिक गैस के बडे भंडार हैं।

अमरीकी संसद की एक प्रमुख समिति ने पाकिस्तान को आर्थिक और सैन्य सहायता दिये जाने पर शर्ते लगाने संबंधी विधेयक बहुमत से पारित कर दिया है। इस विधेयक के अनुसार पाकिस्तान को दी जाने वाली सहायता इस बात पर निर्भर करेगी कि पाकिस्तान आतंकवाद से निपटने और धमाकों में प्रयोग होने वाले आधुनिक उपकरणों को खत्म करने के लिये क्या उपाय करता है। वित्तीय वर्ष २०१३ के लिये सैन्य बजट निर्धारित करने वाले रक्षा अधिकृत विधेयक एनडीडीए-२०१३ को लम्बी बहस के बाद सैन्य सेवा समिति ने पारित कर दिया। इससे अगले सप्ताह पूरी संसद के इस पर विचार करने का रास्ता साफ हो गया है।
इस विधेयक से पाकिस्तान के साथ तब तक महत्वपूर्ण वस्तु और सेवाओ का व्यापार करने पर प्रतिबंध लग जाएगा, जब तक पाकिस्तान नेटो सेनाओं के लिये अफगानिस्तान में आपूर्ति के महत्वपूर्ण रास्ते दोबारा नहीं खोल देता।

इटली की हेलीकॉप्टर बनाने वाली कंपनी अगस्ता ऐवियशन अपने हेलीकॉप्टर के दुर्घटनाग्रस्त होने के कारणों की जांच करेगी। इस दुर्घटना में झारखंड के मुख्यमंत्री अर्जुन मुंडा और पांच अन्य लोग घायल हो गए थे। रांची के बिरसामुंडा हवाई अड्डे के अधिकारियों ने संवाददाताओं को बताया कि इससे पहले हेलीकॉप्टर सेवा प्रदाता कंपनी आर्यन ने शिकायत दर्ज करने का फैसला किया था। इस बीच हेलीकॉप्टर दुर्घटना की जांच पूरी करने के बाद नागरिक उड्डयन महानिदेशालय-डी जी सी ए के दो सदस्य कल नई दिल्ली वापिस आ गए।

आईपीएल ट्वैन्टी-ट्वैन्टी क्रिकेट टूर्नामेंट में कल जयपुर में चेन्नई सुपर किंग्स ने राजस्थान रॉयल्स पर चार विकेट से जीत दर्ज की। इस तरह चेन्नई सुपर किंग्स ने प्ले ऑफ्‌स में क्वालीफाइ करने की उम्मीद बरकरार रखी। इससे पहले चेन्नई सुपर किंग्स ने निर्धारित २० ओवर में राजस्थान रॉयल्स की पारी ६ विकेट पर १२६ रन पर ही समेट दी।
 इससे पहले हैदराबाद में डेल्ही डेयरडेविल्स ने डैक्कन चार्जर्स को नौ विकेट से हरा दिया। पहले बल्लेबाजी करते हुए डैक्कन चार्जर्स ने १८७ रन बनाए। जवाब में डेल्ही डेयरडेविल्स ने महज १६ ओवर और चार गेंदों में एक विकेट के नुकसान पर १९३ रन बनाकर मैच जीत लिया। डेविड वार्नर ने १०९ रन बनाए।

संयुक्तराष्ट्र सुरक्षा परिषद ने बृहस्पतिवार को सीरिया में हुए आतंकवादी हमलों की कड़ी निंदा की है। परिषद ने १४ महीने से संघर्षरत सभी पक्षों से हिंसा त्यागने और संयुक्तराष्ट्र शांति योजना लागू करने का आह्‌वान किया है। संयुक्तराष्ट्र में सीरिया के दूत ने अलकायदा पर इन हमलों की साजिश रचने का आरोप लगाया है। कल के हमलों में ५५ लोग मारे गए थे और तीन सौ ७२ घायल हो गए थे। संयुक्ट राष्ट्र महासचिव बान जी मून ने इन विस्फोटों की कड़ी निंदा की है।

The government has approved the micro financial sector development and regulation bill, 2011. The decision was taken in the Cabinet meeting held in New Delhi yesterday which was chaired by the Prime Minister Dr. Manmohan Singh. The bill proposes to make it mandatory for micro-finance institutions to be registered with the RBI and have minimum net-owned funds of 5 lakh rupees.
Government has also cleared a proposal worth over Rs 2,800 crore for procuring 75 Pilatus aircraft from Switzerland to train Indian Airforce pilots.
Defence Ministry officials said the new Pilatus aircraft will replace the HPT-32 trainer aircraft which have been grounded for over two years after a fatal accident in 2009.
Recently, the Parliament's Standing Committee on Defence also highlighted the critical deficiency of trainer aircraft for young IAF pilots.
In another decision, the Cabinet Committee on Economic Affairs CCEA yesterday approved the proposal for implementation of the Indira Gandhi Matritva Sahyog Yojna in Chhatrapati Sahuji Maharaj Nagar district of Uttar Pradesh. The CCEA also approved the amendments in the special scholarship scheme for Jammu and Kashmir by including students who have passed the class 12 or equivalent exam from CBSE affiliated schools in the state. Earlier, this scheme was open to only those students who had passed the class 12 or equivalent exams from the Jammu and Kashmir Board.

The Rajya Sabha passed the Protection of Children from Sexual Offences Bill, 2011 by a voice vote yesterday. The bill provides for protection of children from offences of sexual assault, sexual harassment and pornography and provides for establishment of special courts for trial of such offences. Piloting the bill, Minister for Women and Child Development Krishna Tirath expressed concern over the increasing number of incidents between 2001 and 2010. She said the bill would contribute to enforcement of the right of all children to safety, security and protection from sexual abuse and exploitation. She said it provides for stringent action against the culprits.

The Supreme Court has allowed the government to withdraw its petition seeking review of the 2G scam judgement. It granted withdrawal of the review petition on the oral request made by Additional Solicitor General Indira Jaising. The apex court however criticized the government for circulating a letter on its intention to various parties linked to the matter.
The apex court had earlier cancelled 122 2G licences, allotted during the tenure of former Telecom Minister A Raja.
Meanwhile, investigation agencies, the CBI, the Enforcement Directorate and the Income Tax Department yesterday submitted to the Supreme Court their status reports on the probe into the 2G spectrum allocation scam. The status reports were filed by the three agencies in a sealed cover to the bench of justices G S Singhvi and K S Radhakrishnan. Taking on record, the status reports filed by the various probe agencies, the bench posted the matter for further hearing on July 17.

Air India has moved the Supreme Court against striking pilots and also stopped flight bookings for the US, Canada and Europe till May 15. Air India moved a petition in the Epex court seeking initiation of criminal contempt proceedings against the office bearers of the Indian Pilots Guild (IPG) for allegedly obstructing implementation of its order on training of pilots for the Dreamliner aircraft.
An application in this regard alleged that the ongoing protest action by IPG, which has disrupted international flight operations of airline, amounts to contempt of the apex court orders.

The Reserve Bank of India - RBI has asked foreign exchange earners, including exporters to convert 50 percent of their retained foreign exchange earnings into the rupee currency. In a notification issued from Mumbai yesterday, the RBI has revised the rules regarding Exchange Earner's Foreign Currency - EEFC Account. The notification informs exporters that from now on, they can retain just 50 percent of their foreign exchange earnings in non-interest bearing EEFC accounts. The balance 50 percent will have to be surrendered for conversion to the rupee. Earlier, exporters were allowed to retain 100 per cent of their earnings in foreign currency. <><>

A United Nation report says India is projected to see a faster growth of 7.5 per cent this fiscal on the back of higher savings and investment rates. However, most of the Asia-Pacific economies are likely to expand at a slower pace. United Nations economic Commission for Asia and Pacific, Chief Economist Nagesh Kumar has said the Indian economy's strong fundamentals such as high saving and investment rates and rapidly expanding labour force and middle class will ensure a steady economic performance. He said the growth estimate in the current fiscal is higher than the estimated 6.9 per cent growth in the last fiscal year.
The UN report, however, said that weaknesses of major developed economies pose a major threat to growth in the Asia-Pacific region.

The Government has said it is taking steps to expand additional food grain storage facilities in the country. Minister for Food and Consumer Affairs K.V. Thomas said this while addressing a national workshop on Best Practices in Targeted Public Distribution System, TPDS and Food Fortification in New Delhi yesterday. Mr. Thomas said storage capacity of about 64 million tonnes is currently available with the Food Corporation of India, FCI and additional capacity of 15.2 million tonnes is being created under the Private Entrepreneurs Guarantee scheme through private entrepreneurs, and Central and State Warehousing Corporations. He said 2.8 million tonnes capacity has already been constructed up to March, 2012 and another 5.2 million tonnes is likely to be completed by 2012-13, and the balance by 2013-14. The minister said that the centre has also approved creation of a capacity of 2 million tonnes in silos. In the North Eastern States, the Centre has finalized a scheme for creation of total storage capacity of 5.40 lakh tonnes.

A Delhi Court has ruled that one cannot be denied rent hike of ones' premises, hired by the government, on the ground that the same is being used for a public service. The court directed the postal department to pay 7 lakh rupees as damages to a woman for refusing to revise the rent. The court gave the ruling on a civil suit by a Delhi resident against the postal department seeking recovery of rent at hiked rates.

The U.N. Security Council has strongly condemned the terrorist attacks in Syria on Thursday. It has called upon all parties to the 14-month conflict, to cease armed violence and comply with a the U.N. peace plan. The Syrian envoy to UN accused Al-Qaeda of masterminding the attacks against his country. 55 people were killed and over 372 were wounded in two bombings in Damascus yesterday. U.N. Secretary-General Ban Ki-moon strongly condemned the suicide car bombings in Syria and called on all sides to distance themselves from indiscriminate bombings and other terrorist attacks. The Security Council in a statement urged all the parties in Syria to immediately implement the six-point UN peace plan to end the conflict. During a debate on the global fight against terrorism, Syrian Ambassador to UN Bashar Jaafari said there had been an increase in the scale and frequency of terrorist activities and operations in Syria since the ceasefire came into effect on 12th April. A key US Congressional Committee has overwhelmingly passed a bill that imposes conditions on Pakistan for receiving American economic and military aid. The bill provides that the aid will depend on the action Islamabad takes against terrorists and the menace of improvised explosive devices. The Defense Authorization Act (NDAA) 2013, which determines the defence budget for the fiscal 2013, was approved by the powerful House Armed Services Committee yesterday.
The action clears the way for consideration of the bill by the full House, scheduled for next week.
House Armed Services Committee Ranking Member, Adam Smith, said, the bill places appropriate conditions on aid to Pakistan. Mr. Smith added that it is imperative that Pakistan support America's counter terrorism efforts and work to prevent the interdiction of improvised explosive devices (IEDs) to Afghanistan.

संसद के दोनों सदनों में आज बहुजन समाज पार्टी, समाजवादी पार्टी, आल इंडिया अन्ना डी एम के और अन्य सदस्यों के शोरशराबे के कारण बार-बार कार्यवाही में बाधा आई। ये सदस्य एन सी आर टी की एक पाठ्य पुस्तक में डॉक्टर भीम राव आम्बेडकर पर छपे कार्टून का जोरदार विरोध कर रहे थे। लोकसभा में उत्तेजित सदस्यों की चिंता से सहमत होते हुए वित्तमंत्री प्रणब मुखर्जी ने कहा कि मानव संसाधन विकास मंत्री कपिल सिब्बल इस मामले में जवाब देंगे। शोरशराबा जारी रहने के कारण अध्यक्ष मीरा कुमार ने कार्यवाही बारह बजे तक स्थगित कर दी। सदन की बैठक फिर शुरू होने पर स्थिति में कोई परिवर्तन नहीं था और सदन में हल्ला होता रहा। भारतीय जनता पार्टी के सदस्य खड़े हो गए, और बहुजन समाज पार्टी, समाजवादी पार्टी, आल इंडिया अन्ना डी एम के और राष्ट्रीय जनता दल के सदस्य नारे लगाते हुए सदन के बीचों बीच आ गए, जिस पर अध्यक्ष ने कार्यवाही दो बजे तक स्थगित कर दी। लोकसभा की कार्यवाही फिर शुरू हो गई है।

राष्ट्रीय अनुसूचित जाति आयोग के अध्यक्ष और कांग्रेस नेता पी.एल पुनिया ने एन सी ई आर टी की पाठ्यपुस्तक में डॉक्टर बी.आर आम्बेडकर का आपत्तिजनक कार्टून प्रकाशित करने के मुद्दे पर गंभीर आपत्ति व्यक्त की है और मांग की है कि मानव संसाधन विकास मंत्री को इस बारे में सार्वजनिक रूप से माफी मांगनी चाहिए। संसद के बाहर संवाददाताओं से बातचीत में श्री पुनिया ने कहा कि उन्होंने प्रधानमंत्री डॉक्टर मनमोहन सिंह और कांग्रेस अध्यक्ष श्रीमती सोनिया गांधी के सामने यह मामला उठाया है। उन्होंने कहा कि पाठ्यपुस्तक से कार्टून को हटाया जाना ही पर्याप्त नहीं है, इसके लिए जिम्मेदार लोगों के खिलाफ कार्रवाई भी होनी चाहिए।

अन्तर्राष्ट्रीय मुद्राकोष की एक रिपोर्ट में भारत के वास्तविक सकल घरेलू उत्पाद की वृद्धि दर मौजूदा बाजार मूल्यों पर इस वर्ष ६ दशमलव ९ प्रतिशत और २०१३ में ७ दशमलव ३ प्रतिशत होने का अनुमान व्यक्त किया गया है। वित्त राज्य मंत्री नमो नारायण मीणा ने आज लोकसभा में एक प्रश्न का उत्तर देते हुए कहा कि २०११-१२ के आर्थिक सर्वेक्षण के अनुसार अगले वर्ष भारत के वास्तविक सकल घरेलू उत्पाद की विकास दर ७ दशमलव ६ प्रतिशत रहने का अनुमान है। रिपोर्ट में कहा गया है कि इस वित्त वर्ष में सकल घरेलू उत्पाद की विकास दर के मामले में अन्तर्राष्ट्रीय स्तर पर भारत की गिनती अग्रणी देशों में हो सकती है। श्री मीणा ने सदन को बताया कि १२वीं पंचवर्षीय योजना के दृष्टिकोण पत्र में तेजी से समग्र और सतत विकास के लक्ष्य को हासिल करने के लिए सकल घरेलू उत्पाद की वार्षिक विकास दर ९ प्रतिशत का लक्ष्य प्रस्तावित है। उन्होंने कहा कि इस लक्ष्य को हासिल करने के लिए कृषि क्षेत्र में अच्छा उत्पादन, विनिर्माण क्षेत्र में नई नौकरियां और बुनियादी सुविधाओं का समुचित विकास बहुत जरूरी है। उन्होंने देश की आर्थिक विकास दर को बढ़ावा देने के लिए कृषि, सिंचाई परियोजनाओं में निवेश बढ़ाने पर जोर दिया।

सरकार ने भूटान की मुद्रा एंगुलत्रम के पूर्वोत्तर राज्यों में अत्याधिक प्रचलन खबरों का खंडन किया है। लोकसभा में लिखित उत्तर में वित्त राज्य मंत्री नमो नारायण मीणा ने कहा कि गृह मंत्रालय से इस बारे में कोई पुष्टि नहीं हुई है। उन्होंने स्पष्ट किया कि वर्ष २००६ में भारत और भूटान के समझौते के अनुसार दोनों देशों के बीच व्यापार भारतीय रूपये और एंगुलत्रम दोनो में हो सकते हैं। श्री मीणा ने बताया कि रिजर्व बैंक ने कहा है कि भूटान से लगे देश के उन पूर्वोत्तर राज्यों में एंगुलत्रम को स्वीकार किया जाता है जो भूटान के साथ ज्यादा व्यापार करते हैं।

सरकार ने मरीजों पर दवाइयो ंके परीक्षण की निगरानी और नियमन के लिए अनेक कदम उठाये हैं। उसने १२ नये औषध सलाहकार समिति और छह मेडिकल उपकरण सलाहकार समिति बनाई हैं। इन समितियों में केन्द्र और राज्य सरकारों के संस्थानों के जाने माने विशेषज्ञ शामिल हैं। लोकसभा में लिखित उत्तर में स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि मरीजों पर दवाओं के परीक्षण भारतीय मेडिकल अनुसंधान परिषद - आई सी एम आर से पंजीकृत होने चाहिएं। परीक्षण किये जाने वाले मरीजों के वित्तीय हर्जाने और उनकी देखरेख के सन्दर्भ में आचार समिति, प्रायोजक और जांचकर्ताओं की जिम्मेदारी बढ़ाई गई है।

१३ मई, रविवार को संसद अपनी ६० वीं वर्षगांठ मनायेगी। इस अवसर पर लोकसभा और राज्यसभा की विशेष बैठकें होंगी। राष्ट्रपति प्रतिभा देवीसिंह पाटील संसद के केन्द्रीय कक्ष में शाम साढ़े पांच बजे दोनों सदनों के सदस्यों को सम्बोधित करेंगी। इस अवसर पर वे पॉंच और दस रूपये के विशेष सिक्के और दोनों सदनों के सचिवालयों के प्रकाशन जारी करेंगी। इस मौके पर पहली और तीसरी लोकसभा के सदस्य रहे रिशांग किशिंग और पहली, दूसरी तथा नौवीं लोकसभा के सदस्य रहे रेशम लाल जांगड़े को सम्मानित किया जायेगा। उपराष्ट्रपति और राज्यसभा के सभापति मोहम्मद हामिद अंसारी, प्रधानमंत्री डॉक्टर मनमोहन सिंह और लोकसभा अध्यक्ष मीरा कुमार माननीय सदस्यों को सम्बोधित करेंगी। लोकसभाा अध्यक्ष मीरा कुमार ने आज सदन में घोषणा की कि ११ बजे से साढ़े चार बजे तक की कार्यवाही में प्रश्न काल नहीं होगा। उन्होंने कहा कि भारतीय संसद के साठ वर्ष की यात्रा विषय पर सदन में चर्चा होगी। राज्यसभा के सभापति मोहम्मद हामिद अंसारी ने विशेष बैठक की घोषणा करते हुए बताया कि इस विषय पर चर्चा के लिए पांच घंटे का समय आवंटित किया गया है।

उच्चतम न्यायालय ने तय किया है कि टू जी स्पैक्ट्रम मामले में अपने फैसले से उत्पन्न मुद्दों पर राष्ट्रपति की तरफ से राय मांगे जाने के बारे में सरकार के आवेदन पर दस जुलाई से सुनवाई शुरू होगी। इनमें एक मुद्दा यह है कि क्या सभी क्षेत्रों में प्राकृतिक संसाधनों की नीलामी अनिवार्य है। प्रधान न्यायाधीश एस.एच कापड़िया की अध्यक्षता में पांच न्यायाधीशों की संविधान पीठ ने आज राज्य सरकारों और फिक्की तथा सी आई आई जैसे उद्योग संघों को नोटिस जारी कर निजी उद्योगों की तरफ से जवाब दाखिल करने को कहा है। राष्ट्रपति ने न्यायालय से इस बारे में भी सलाह मांगी है कि क्या टू जी मुकदमें में उसके फैसले को १९९४ से लाइसेंसशुदा रेड़ियो तरंगों पर भी लागू किया जा सकता है। न्यायालय ने गैर-सरकारी संगठन सैंटर फॉर पब्लिक इंटरेस्ट लिटिगेशन और जनता पार्टी के अध्यक्ष सुब्रह्ममण्यम स्वामी को भी नोटिस जारी किया है जिनकी याचिका पर न्यायमूर्ति जी.एस सिंघवी की अध्यक्षता में एक पीठ ने दो फरवरी को फैसला दिया था। इस फैसले में पीठ ने पहले आओ- पहले पाओ की नीति को अवैध और असंवैधानिक बताते हुए एक सौ बाईस दूरसंचार लाइसेंस रद्द कर दिए थे। पीठ ने कहा था कि सभी प्राकृतिक संसाधनों का आवंटन नीलामी के जरिए होना चाहिए। सरकार ने राष्ट्रपति प्रतिभा देवी सिंह पाटील के हस्ताक्षर से उच्चतम न्यायालय की राय मांगने का आवेदन बारह अप्रैल को पेश किया था।

दिल्ली की एक अदालत ने टू जी स्पैक्ट्रम आवंटन मामले में पूर्व दूरसंचार मंत्री ए. राजा की जमानत याचिका पर अपना आदेश पन्द्रह मई तक सुरक्षित रखा है। ए.राजा पिछले वर्ष दो फरवरी को अपनी गिरफ्तारी के बाद से हिरासत में हैं और उन पर मुकदमा चलाया जा रहा है। उनकी याचिका पर सुनवाई के दौरान सी बी आई ने उनकी जमानत का विरोध किया। राजा ने अपनी गिरफ्तारी के करीब पन्द्रह महीने बाद बुधवार को अपनी पहली जमानत याचिका दायर की थी। विशेष सी बी आई जज ओ.पी. सैनी ने सी बी आई से बुधवार तक अपना जवाब देने को कहा था। डी.एम के सांसद ए. राजा ने मामले के तेरह अन्य अभियुक्तों को उच्चतम न्यायालय, उच्च न्यायालय और विशेष न्यायालय द्वारा जमानत दिए जाने के आधार पर अपनी जमानत की याचिका दायर की है। राजा ने पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा को उच्चतम न्यायालय द्वारा जमानत दिए जाने के तुरन्त बाद अपनी जमानत याचिका दायर की थी। बेहुरा को राजा के साथ ही पिछले वर्ष दो फरवरी को गिरफ्तार किया गया था। राजा ने अपनी जमानत याचिका में कहा है कि वे निर्दोष हैं और उनके खिलाफ झूठा और मनघड़न्त मामला बनाया गया है। राजा इस मामले में एकमात्र ऐसे आरोपी हैं, जिन्हें अभी तक जमानत नहीं मिली है।

केन्द्रीय अन्वेषण ब्यूरो - सीबीआई ने श्रीनगर में रक्षा भूमि घोटाले का नया मामला दर्ज किया है। सीबीआई जम्मू, श्रीनगर, पटना और दिल्ली में रक्षा सम्पदा अधिकारियों कें निवास और कार्यालयों में छापे मार रही है। रक्षा सम्पदा अधिकारियों द्वारा पिछले चार वर्षों में निजी बिल्डरों को ७० अनापत्ति प्रमाणपत्र जारी करने का मामला सरसरी तौर पर सामने आने के बाद सरकार ने श्रीनगर में भारतीय वायुसेना की जमीन के मामले की सीबीआई से जांच कराने का आदेश दिया था।

उच्चतम न्यायालय ने कर्नाटक के पूर्व मुख्यमंत्री बी.एस येदियुरप्पा द्वारा अपने संबंधी के धर्मार्थ ट्रस्ट को दान देने के बदले अवैध खनन में लगी फर्मों को कथित रूप से लाभ पहुंचाने के आरोपों की सी बी आई जांच के निर्देश दिए हैं। प्रधान न्यायाधीश न्यायामूर्ति एस.एच कापड़िया की अध्यक्षता में विशेष वन पीठ ने सी बी आई से किसी व्यक्ति के रूतबे और राजनीतिक दबदबे तथा इस मामले में बड़ी कम्पनियों के शामिल से प्रभावित हुए बिना जांच करने और तीन अगस्त तक अपनी रिपोर्ट पेश करने को कहा है। इस पीठ में न्यायमूर्ति आफताब आलम और न्यायमूर्ति स्वतंत्र कुमार भी शामिल हैं। पीठ ने विभिन्न अदालतों में इस मामले से संबंधित सभी लम्बित कार्रवाइयों पर रोक लगा दी। उच्चतम न्यायालय ने केन्द्रीय अधिकार प्राप्त समिति की २० अप्रैल की रिपोर्ट को स्वीकार किया जिसमें श्री येदियुरप्पा तथा जिंदल और अदानी सहित कई कम्पनियों के खिलाफ आरोप लगाए गए थे और इसकी सी बी आई से जांच की सिफारिश की गई थी। न्यायालय ने आन्ध्र प्रदेश सरकार से भी इस जांच में सी बी आई को सहयोग देने को कहा है। केन्द्रीय अधिकार प्राप्त समिति ने उच्चतम न्यायालय के दस फरवरी के आदेश पर अपनी रिपोर्ट तैयार की है। इसमें कहा गया है कि भारतीय जनता पार्टी के इस नेता के खिलाफ सी बी आई जांच का दायरा बढ़ाने की गुंजाइश है। समिति ने अपने निष्कर्षों को साबित करने के लिए दस्तावेज भी लगाए हैं।

दिल्ली उच्च न्यायालय ने घूस लेने के एक मामले में भाजपा के पूर्व अध्यक्ष बंगारू लक्ष्मण को दी गई सजा स्थगित करने से इंकार कर दिया है। बंगारू लक्ष्मण ने निचली अदालत द्वारा उन्हें दोषी करार दिए जाने और सजा सुनाए जाने के खिलाफ उच्च न्यायालय में अपील दायर की थी। लक्ष्मण की अपील पर सी बी आई को नोटिस जारी करते हुए न्यायमूर्ति मुक्ता गुप्ता ने उससे पांच जुलाई तक अपना जवाब देने को कहा है, लेकिन न्यायालय ने श्री लक्ष्मण की सजा को स्वास्थ्य कारण से तुरन्त स्थगित करने का उनका अनुरोध नामंजूर कर दिया। निचली अदालत ने २८ अप्रैल को बंगारू लक्ष्मण को घूस के इस मामले में चार साल कैद की सजा सुनाई थी और उन पर एक लाख रूपये का जुर्माना लगाया था। श्री लक्ष्मण को यह सजा एक फजर्+ी रक्षा सौदे में घूस लेते हुए पकड़े जाने के मामले में सुनाई गई है। ग्यारह वर्ष पहले एक न्यूज चैनल ने अपने स्टिंग ऑपरेशन में उन्हें पकड़ा था।

नागरिक उड्डयन मंत्री अजीत सिंह ने आज प्रधानमंत्री को पायलटों की हड़ताल से उत्पन्न स्थिति की जानकारी दी। संसद के बाहर संवाददाताओं से बातचीत में उन्होंने कहा कि सरकार हड़ताली पायलटों के साथ बातचीत के लिए तैयार है। श्री अजीत सिंह ने एयरइंडिया की गरिमा को बहाल करने के लिए उसके सभी कर्मचारियों से सहयोग की अपील की।

एयरइंडिया पायलटों की हड़ताल का आज चौथा दिन है। एयरलाइन प्रवक्ता ने बताया कि अमरीका, यूरोप, रियाद और जेद्दाह की उड़ानें रद्द कर दी गई हैं और इन देशों के लिए टिकटों की बुकिंग भी इस महीने की १५ तारीख तक रोक दी गई है। पायलटों के अपने रूख पर अड़े रहने के कारण एयरइंडिया प्रबन्धन ने ४६ पायलटों को निलम्बित कर दिया है। इस बीच उच्चतम न्यायालय ने इंडियन पायलट्स गिल्ड के खिलाफ एयरइंडिया की अवमानना याचिका को स्वीकार करने से आज इंकार कर दिया। न्यायालय ने उसे निर्देश दिया कि वह पायलटों के साथ बातचीत के जरिये मतभेद सुलझाये। याचिका में आरोप लगाया गया था कि गिल्ड के सदस्य ड्रीमलाइनर विमान के पायलटों के प्रशिक्षण से सम्बन्धित अदालत के आदेश लागू करने में बाधा डाल रहे हैं।

एयर इंडिया ने पायलटों की हड़ताल के कारण आज मुम्बई से अपनी तीन उड़ानें रद्द की हैं। एयर इंडिया सूत्रों ने मुम्बई में आकाशवाणी को बताया कि मुम्बई से न्यूयॉर्क की उड़ान- ए आई-१९१ मुम्बई से लंदन की ए आई - १३१ और मुम्बई से दिल्ली की उड़ान ए आई - १०१ आज रद्द कर दी गई हैं।

नागरिक उड्डयन महानिदेशालय- डी जी सी ए ने निजी विमान कम्पनियों को चेतावनी दी है कि वे अपने किराये निर्धारित स्तर से अधिक न बढ़ायें। डी जी सी ए ने अपने आदेश में कहा है कि पिछले दो महीनों में विमान संचालन की लागत में कोई बड़ा बदलाव नहीं हुआ है, लेकिन विमान कम्पनियों की वेबसाइट, मीडिया की खबरों और यात्रियों से पता चला है कि कुछ कम्पनियों ने चुनिन्दा मार्ग पर अपने किराये अचानक बढ़ा दिये हैं। एक महीने पहले की तुलना में विभिन्न मैट्रो शहरों के विमान किरायों में १५ से २० प्रतिशत तक की बढ़ोत्तरी हुई है। कई सदस्यों ने संसद में कल यह मुद्दा उठाते हुए सरकार से इस पर उचित कार्यवाही करने का आग्रह किया था।

महाराष्ट्र में नक्सलियों के एक सशस्त्र गिरोह ने गोंडा जिले से कल अपहृत सरपंच की गोली मारकर हत्या कर दी। पुलिस सूत्रों के अनुसार नक्सल प्रभावित इस जिले के देवरी तालुका के इस्तारी गांव के सरपंच का सोमवार की रात को अपहरण कर लिया गया था। मिस्सीपिरी -धामदिटोला वन में सरपंच घनश्याम कोरेटी का खून से लथपथ शव मिला, जिस पर दो गोलियों के निशान भी हैं। नक्सलियों ने एक पर्चा छोड़ा है, जिस पर लिखा है कि पुलिस मुखबिर होने के लिए सरपंच को दण्डित किया गया है, जबकि पुलिस का कहना है कि घनश्याम कोरेटी नक्सलियों का समर्थक था और उनकी गैर कानूनी गतिविधियों में मदद करता था। नक्सलियों की धरपकड़ के लिए तालशी अभियान शुरू किया गया है।

देश में इस वर्ष मार्च में औद्योगिक उत्पादन में साढे तीन प्रतिशत की गिरावट आई है। ऐसा विनिर्माण और खनन क्षेत्र में कम उत्पादन की वजह से हुआ है। औद्योगिक उत्पादन दर पिछले वर्ष मार्च में नौ दशमलव चार प्रतिशत थी। औद्योगिक उत्पादन सूचकांक में ७५ प्रतिशत हिस्सा रखने वाले विनिर्माण क्षेत्र में इस वर्ष मार्च में चार दशमलव चार प्रतिशत और खनन क्षेत्र में भी एक दशमलव तीन प्रतिशत की गिरावट आई। पिछले वित्त वर्ष में औद्यागिक उत्पादन दर दो दशमलव आठ प्रतिशत रही जबकि इससे पहले के वर्ष में यह आठ दशमलव दो प्रतिशत थी।

बम्बई शेयर बाजार में आज उतार-चढ़ाव जारी है। शुरूआती कारोबार में सेन्सेक्स ७४ अंक गिरा। तीसरे पहर के कारोबार में सेन्सेक्स कुछ देर के लिए संभला लेकिन बाद में इसमें फिर गिरावट आनी शुरू हो गई। अब से कुछ देर पहले सेन्सेक्स ३० अंक की गिरावट के साथ १६ हजार ३८९ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ९ अंक गिरकर ४ हजार ९५६ पर आ गया।
एशियाई बाजारों में आज मिलाजुला रूख रहा। हांगकांग का हैंगसैंग एक दशमलव शून्य आठ प्रतिशत गिरा जबकि जापान के निक्केई में शून्य दशमलव चार-पांच प्रतिशत की वृद्धि दर्ज हुई। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस कल शून्य दशमलव एक-छह प्रतिशत की बढ़त के साथ बन्द हुआ था। उधर अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १८ पैसे कमजोर हुआ। एक डॉलर ५३ रूपये ६० पैसे का हो गया।

फलस्तीन की राष्ट्रीय विमान सेवा फलस्तीन एयरलाइन्स ने सात वर्ष बाद मिस्र में अल अरिश और अम्मान के लिए कल से विमान सेवा शुरू की। अम्मान और अल अरिश के बीच एयरलाइन्स सप्ताह में दो उड़ाने चलायेगी। फलस्तीन एयरलाइन्स के महानिदेशक ज+ायद अल्बाद ने कहा कि फलस्तीन एयरलाइन्स मिस्र में अल अरिश से सउदी अरब में जेद्दाह के लिए जल्दी ही उड़ान सेवा शुरू करेगी। वह तुर्की और संयुक्त अरब अमारात में भी नये मार्गों पर विमान सेवा के संचालन के बारे में विचार कर रही है। उन्होंने कहा कि गजा से रफा सीमा के जरिये मिस्र जाने वाले फलस्तीनी नागरिकों की सुविधा के लिए विमान सेवा शुरू की जा रही है। १९९५ में शुरू हुई फलस्तीन एयरलाइन्स की सेवाएं गजा के यासर अराफात अंतर्राष्ट्रीय हवाईअड्डे से पश्चिम एशिया में विभिन्न स्थानों के लिए चलाई जातीं थी लेकिन गजा हवाईअड्डे पर इस्राइल के प्रतिबध के बाद ये सेवाए स्थािगत कर दी गईं थी। २००१ में इस्राइल की बमबारी में हवाईअड्डे के रनवे नष्ट हो गए थे।

सऊदी अरब में जॉर्डन की सीमा के पास उत्तर पश्चिमी तट के पास पानी के अंदरं विश्व की पहली मस्जिद बनाई गई है। इसका निर्माण सऊदी अरब के गोताखोरों के एक ग्रुप ने किया है। उत्तर पश्चिमी शहर ताबुक के तट के पास पानी के अंदर बालू से भरे प्लास्टिक पाइप से यह मस्जिद बनाई गई है। मस्जिद के पूरी तरह तैयार हो जाने के बाद इन गोताखोरों ने इसमें दिन की नमाज अदा की। इस्लाम का उदय सउदी अरब से ही हुआ है। पश्चिम एशिया में पानी में बने अन्य भवन निर्माण देखने के बाद ऐसी मस्जिद बनाने का विचार आया।

नेपाल में गुल्मी जिले में बिजली गिरने की घटना में तीन लोग मारे गए और छह घायल हो गए। खबरों के अनुसार यह घटना तामघास इलाके में कल रात बारिश के दौरान हुई। गुल्मी जिले के ही जासीठोक गांव में बिजली गिरने से दो महिलाएं घायल हो गईं। घायलों का स्थानीय अस्पताल में इलाज चल रहा है। तानाहुन जिले में कल शाम बिजली गिरने की घटना में एक व्यक्ति मारा गया और केश्वातर गांव में सात घायल हो गए। घायलों का स्थानीय अस्पताल में इलाज किया जा रहा है और वे खतरे से बाहर बताये जा रहे हैं।

नेपाल में संयुक्त संघर्ष समिति के दूसरे दिन के बंद का जनजीवन पर असर पड़ा है। यह समिति नये संविधान में जाति और पहचान पर आधारित संघ का विरोध कर रही है। इस समिति में बाहुन, खास, क्षेत्रीय, ठाकुरी और दलित शामिल हैं। ये लोग मूल निवासियों की सूची में उन्हें शामिल करने की भी मांग कर रहे हैं। राजधानी काठमांडू में वाहनो ंके आने जाने पर असर पड़ा है। लंबी दूरी के सार्वजनिक और निजी वाहन सड़क पर नहीं हैं। शिक्षा संस्थान आज दूसरे दिन भी बंद हैं। अधिकांश मुख्य बाजार और उद्योगों में काम नहीं हो रहा है। खबरों के अनुसार बंद के कारण अनाज और अन्य आवश्यक वस्तुओं की बाजार में कमी हो गई है।

दक्षिणी चीन सागर में फिलिपीन्स और चीन के बीच हाल के क्षेत्रीय विवाद पर भारत ने चिंता प्रकट की है। नई दिल्ली में विदेश मंत्रालय के प्रवक्ता सैयद अकबरूद्दीन ने कहा कि दोनों पक्षों को संयम बरतना चाहिए और अंतर्राष्ट्रीय नियमों के अनुसार इसका राजनयिक समाधान करना चाहिये। उन्होंने कहा कि इस क्षेत्र में शांति और सुरक्षा अंतर्राष्ट्रीय समुदाय के हित में है। आठ अपै्रल को फिलिपीन्स की सेना ने इस इलाके में चीन के एक जहाज को मछली पकड़ते हुए पाया। इस जहाज ने फिलिपीन्स के नौसैनिक पोत को बीच में ही रोक दिया। दक्षिणी चीन सागर में विभिन्न देशों के बीच सीमाओं को लेकर मतभेद है। इस इलाके पर वियतनाम, ताईवान, मलेशिया और ब्रुनेई अपने अपने दावे करते हैं। चीन लगभग इस पूरे क्षेत्र पर अपना दावा करता है। समझा जाता है कि दक्षिणी चीन सागर में तेल और प्राकृतिक गैस के बडे भंडार हैं।

अमरीका में विशेषज्ञों की एक सलाहकार समिति ने अमरीकी खाद्य और औषधि प्रशासन को सलाह दी है कि वो एड्स निरोधक दवा --ट्रुवाडा ज्तनअंकं के इस्तेमाल को स्वीकृति दे। अगर सहमति मिल जाती है तो ट्रुवाडा, ज्तनअंकं अमरीका में पहली एड्स निरोधक दवा होगी। सलाहकार समिति ने कहा है कि यह समलैंगिक पुरूषों में एचआईवी वायरस को फैलने से रोक सकती है ।

Both Houses of Parliament witnessed repeated adjournments with members belonging to BSP, Samajwadi Party, AIADMK and others taking strong exception to a cartoon carried in a NCERT text book.
Sharing the concern of the agitating members, Finance Minister Pranab Mukherjee said that Human Resources Development Minister Kapil Sibal will be responding to the matter. As the din continued, the Speaker, Mrs Meira Kumar adjourned the House till 12 noon. When the House re-assembled, there was no change in the situation.
The members from the BJP were also on their feet while members from the BSP, SP, AIADMK, RJD trooped into the well of the house shouting slogans, forcing the Speaker to adjourn the Lok Saba till 2 pm. Speaking on Dr. BR Ambedkar, the Finance Minister stressed on Dr. B.R. Ambedkar contribution to the Indian Constitution as a whole.
I express we are just going to pay tributes to the great sons of India just after today on 13th. We have decided and they have no doubt whoever will speak from this side or that side without reference to Dr. Ambedkar and the contribution of India's constitution which has kept our democracy functioning. Without Dr.Ambedkar's contribution it would have never been possible.
In the Rajya Sabha, BSP members forced the adjournment of the House thrice on the same issue and demanded government's response. Mr Brajesh Pathak of the BSP raised the matter in the midst of question hour. Supported by his party colleagues, they trooped into the well of the House. The House was first adjourned till 11.57 hrs, then till noon and finally till 2.30 pm.

Expressing serious reservation on the issue of publishing objectionable cartoon of B.R Ambedkar in an NCERT text book, the Chairman of the National Commission for Scheduled Castes and Congress leader P.L Punia today demanded that Human Resource Development Minister Kapil Sibal should publicly tender an apology in this regard.
Talking to reporters outside Parliament, Mr Punia said that he has taken up the matter with Prime Minister Dr Manmohan Singh and Congress President Mrs Sonia Gandhi. He said it is not sufficient only to remove the cartoon from the text book but serious action must be taken against those responsible for this incident.

The Supreme Court today decided to commence hearing from July 10 on Presidential Reference moved by government for its opinion on issues arising out of its 2G spectrum judgement including whether auctioning of natural resources across all sectors is mandatory. A five-judge Constitution Bench headed by Chief Justice S H Kapadia issued notices to the state governments and industrial chambers FICCI and CII and sought their responses on behalf of the private industries. The Reference has also asked the court for its view whether the verdict in the 2G case be given retrospective effect for radio waves granted since 1994.
The Court also issued notices to the NGO, Centre for Public Interest Litigation (CPIL) and Janata Party President Subramanian Swamy on whose petitions a bench headed by justice G S Singhvi had delivered a judgement on February 2. In its judgement, the bench had canceled 122 telecom licences by holding that the first-come-first-served policy was illegal and unconstitutional. The bench had held that all natural resources should be allocated through auction. The government had on April 12 moved the Reference signed by President Pratibha Patil.

A Delhi court today reserved its order on the bail plea of former Telecom Minister A Raja, for May 15 in the 2G spectrum allocation case. Raja is in custody since his arrest on February 2 last year and is facing trial in them case. During hearing the CBI opposed the bail plea of Raja, who had moved his first bail application on Wednesday after over 15 months of his arrest.
Special CBI Judge O P Saini had on Wednesday directed the CBI to file its response, if any, on Raja's bail plea on May 11. The DMK MP had filed the bail plea on the ground of parity with other 13 accused who all have been granted the relief by the Supreme Court, the Delhi High Court and the special court trying the case.
Raja had filed the application soon after former Telecom Secretary Siddharth Behura, who was arrested along with him on February 2 last year, was granted bail by the Supreme Court. Raja, in his bail plea, contended that he is innocent and the case against him is false and fabricated. Raja is the only accused yet to secure bail in the case.

The Supreme Court today directed a CBI probe against former Karnataka Chief Minister B S Yeddyurappa for allegedly granting undue favours to firms involved in illegal mining in lieu of donations to a charitable trust run by his kin. A Special Forest bench headed by Chief Justice S H Kapadia directed the probe agency to carry out the probe uninfluenced by the stature of the person and political clout and corporates involved in the case and file its report by August 3.
The bench, also comprising justices Aftab Alam and Swatanter Kumar, stayed all pending proceedings before all judicial forums in connection with the case. The apex court accepted the April 20 report of the Central Empowered Committee, CEC which had pointed out several allegations against Yeddyurappa and corporate entities involving the Jindals and Adanis and had recomended a CBI probe. The court also asked the Andhra Pradesh government to cooperate with the CBI in the investigation.
The April 20 report prepared by the CEC in pursuance of the apex court's February 10 order, said there was scope for expanding the CBI probe against the BJP leader and annexed the documents to support its findings.

Union Civil Aviation Minister Ajit Singh today apprised the Prime Minister of the situation in Air India following its pilots' strike. Talking to reporters outside Parliament, he expressed the government's readiness to talk to the striking pilots. He said the government has given a package of 30 thousand crore rupees to bail out Air India. It will take 8 to 9 years to bring the airline on a sound footing. The Minister sought the cooperation of all employees of Air India to restore the glory of the national flag carrier.
We are always willing to sit down in any way even before Supreme Court said it. Trade union wings don't really go by their political leadership. But it is not a political question, it is trade union and we are willing to talk to them.
Air India Pilots strike has entered the fourth day today. An Airline spokesman said that all long haul flights to the United States of America, Europe and Saudi Arabia have been cancelled. He said bookings of its flight to these destinations have already been stopped till 15th of this month. With pilots remaining defiant, the Air India management had suspended 46 pilots.
Meanwhile, the Supreme Court today refused to entertain Air India's contempt petition against the Indian Pilots Guild. It asked Air India to sit with pilots and sort out differences. Air India had moved a petition in the Apex court seeking initiation of criminal contempt proceedings against the office bearers of the Indian Pilots Guild for allegedly obstructing implementation of its order on training of pilots for the Dreamliner aircraft.

The CBI has registered fresh case in the defence land scam of Srinagar. The agency is also raiding the residences and offices of defence estate officials in this connection at Jammu, Srinagar, Patna and Delhi. The government had ordered a CBI inquiry into the alleged land scam involving IAF land in Srinagar after a prima-facie probe found around 70 no-objection certificates were issued to private realtors by defence estates officers during the last four years.

Parliament will celebrate its 60th Anniversary on Sunday. The Lok Sabha and the Rajya Sabha will hold Special Sittings to mark the occasion. The President Mrs. Pratibha Devi Singh Patil will address the members of both the Houses in the Central Hall of Parliament at 5.30 pm. The President will release 5-rupee and 10-rupee coins besides releasing publications of the Secretariats of both the Houses.

The Speaker Meira Kumar announced in the Lok Sabha today that there will be no question hour in the sitting scheduled from 1100 hours to 16.30 hours. She said, the subject of 60 years journey of the Indian Parliament, will be taken up for discussion. Announcing about the Special Sitting in the Rajya Sabha, Chairman Hamid Ansari said, five hours have been allotted for discussion on the subject.

The government today said, the target of institutional credit flow to the farmers has been fixed at 5 lakh, 75 thousand crore rupees, for the year 2012-13. Last year, the achievement was 4 lakh, 76 thousand, 550 crore rupees as against the target of 4 lakh, 75 thousand crore rupees.
Giving this information in a written reply in the Rajya Sabha, the Minister of State for Agriculture, Mr Harish Rawat said, the government has taken several measures to increase institutional credit flow and bringing more farmers including small and marginal farmers within the ambit of institutional credit. He said measures inter alia include fixation of annual targets for improving agricultural credit flow, and provision of crop loans up to three lakh rupees at 4 per cent per annum.

The Delhi High Court today refused to suspend the sentence awarded to former BJP President Bangaru Laxman in a graft case, on his appeal filed against his conviction and sentencing by the trial court. Issuing notice to the CBI on the appeal of Bangaru Laxman, Justice Mukta Gupta sought its response by July 5. However, the court declined his plea to immediately suspend the sentence on medical grounds.
The trial court had on April 28 awarded Bangaru Laxman four years jail term and had imposed a fine of one lakh rupees on him in a graft case. Bangaru Laxman's conviction in the case came eleven years after he was caught accepting a bribe in a fictitious defence deal during a sting operation by a news portal.

In Maharashtra, an armed group of Naxalites gunned down the abducted Sarpanch of Istari village in Deori taluka of the Naxal-affected Gondia district yesterday. As per Police sources, the body of the victim, Ghanshyam Koretti was found in a pool of blood with two bullet wounds in the Missipiri-Dhamditola forest.
The Istari Sarpanch was abducted by an armed group of Naxalites on Monday night. The Naxals fled from the spot immediately, leaving a note that the man was being punished for being a police informer. However, as per the police version, he was a Naxal supporter and used to help them conduct their unlawful activities. The police have launched search operation to nab the culprits.

Palestine Airlines, the Palestinian national carrier, resumed operations with flights between Egypt’s El-Arish and Amman on Thursday, after a gap of seven years. The airline will operate two flights a week between Amman and El Arish. The Director General of the Palestine Airlines Zeyad Albad said that the carrier is planning flights from El-Arish in Egypt to Jeddah in Saudi Arabia soon. It is also eyeing some new routes to Turkey and United Arab Emirates. He said the resumption of flights was intended to make life easier for Palestinians travelling from Gaza through the Rafah border crossing into Egypt.
Founded in 1995, Palestinian Airlines once took passengers from Gaza’s Yasser Arafat International Airport to various destinations in the Middle East. But it was forced to suspend operations from Gaza after Israel imposed restrictions on the airport. The runways were torn and bombed in 2001 in Israeli air raids.

In Afghanistan, 16 people have been killed and 20 others reported missing after heavy rains and floods hit the Takhar province, 245 km north of capital Kabul. Local officials said today that heavy rains lashed Askhamish district last evening and continued for several hours leading to flooding in several areas. As a result 16 people were killed and 20 others are missing in Mandara village. Rescue and relief operations are underway to look for the missing persons. Several houses have also been washed away due to flooding.

The Sensex at the Bombay stock Exchange fell 74 points, or 0.5 per cent, to 16,346 in early trade, today, on renewed selling by funds and retail investors, ahead of industrial output data. Later, after the release of the industrial output numbers, the Sensex lost some more ground, and stood 113 points, or 0.7 per cent in negative territory, at 16,307 in afternoon deals, a short while ago.
The 30-share Sensex had fallen almost 500 points in the previous three trading sessions. Other Asian markets in Japan, Hong Kong, China, Indonesia, Singapore, South Korea and Taiwan were down by between 0.3 percent and 1.5 percent, today, on concern that Europe's debt crisis may worsen. But the US Dow Jones Industrial Average had gained 0.2 per cent in yesterday's trade.

Oil prices fell in Asian trade today, weighed down by disappointing Chinese trade data and an increase in crude production by the OPEC cartel. New York's main contract crude for delivery in June, was down 94 cents to 96.14 dollar per barrel while Brent North Sea crude for June shed 81 cents to 111.92 dollar in morning trade.

The Directorate General of Civil Aviation, DGCA today warned private airlines against hiking fares beyond their band. In its order DGCA has said, the cost of operation has not undergone any major change over the past two months. DGCA has said, through search of websites of airlines and media reports as well as feedback from air travellers that fares on certain high demand sectors have registered a sudden spurt, which is almost 15 to 20 per cent higher on various metro routes compared to a month ago. DGCA has directed domestic airlines to ensure that fares offered on various sectors remain within the fare band uploaded on the website of respective airlines.
The DGCA order came in the wake of MPs raising the issue in Parliament yesterday and asking the government to act.

The country's industrial production declined 3.5 per cent in March 2012, mainly on account of contraction in manufacturing and mining output. Growth in factory output, as measured by the Index of Industrial Production, had stood at 9.4 per cent in March last year. Output of the manufacturing sector, which constitutes over 75 per cent of the index, contracted 4.4 per cent in March. Mining output declined 1.3 per cent during the month.
And growth in industrial production slowed to 2.8 per cent in the whole of 2011-12, against 8.2 per cent growth in the previous fiscal, as per the latest government data released today.

The government today discounted reports suggesting rampant rise in the use of Bhutanese currency, Ngultrum, in the North-Eastern States. In a written reply in the Lok Sabha today, Minister of State for Finance, Namo Narain Meena said there is no confirmation from the Home Ministry on this matter. He clarified that as per an agreement between India and Bhutan in 2006, trade between the two countries is transacted in both Indian rupee and Ngultrum.

Admission forms for various courses in Delhi University, DU, will now be available at post offices across Delhi this year. According to the dean students welfare J M Khurana, it would now be more comfortable for candidates to collect forms as post offices exist in all zones in the city.
Admission seekers will be spared the trouble of commuting to colleges to get the forms. Mr Khurana said the aspirants will get more time to buy and submit their forms at post offices as compared to colleges. He said, post offices will sell and receive forms from 10 am to 4 pm where as forms at colleges are available only from 10 am to 1 pm.
Our Correspondent reports, Delhi University was considering three different proposals for reforms in undergraduate admissions this year. The decision to introduce online as well as offline, forms at post offices, was taken on Thursday by the University.

Saudi Arabia has built the world’s first underwater mosque off a north-western coast close to the Jordanian border. The mosque has been built by a group of private divers from Saudi Arabia, who used plastic pipes filled with sand under the sea off the coast in the north-western city of Tabuk.
The divers who built the mosque said that they have just completed the construction of the mosque. When they put the final touches on it, it was time for afternoon prayers and they performed group prayers in the first underwater mosque in history.

डाक्टर भीमराव आम्बेडकर के विवादास्पद कार्टून को एन सी ई आर टी की ११वीं कक्षा की पाठ्यपुस्तक से हटा दिया गया है।  मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज संसद के दोनों सदनों में बताया कि पुस्तक के वितरण पर भी रोक लगा दी गयी है। उन्होंने कहा कि पाठय पुस्तक की समूची सामग्री की समीक्षा के लिए समिति बनाई गयी है।

इस मामले पर दोनों सदनों को आज बार बार स्थगित करना पड़ा। लोकसभा पहले १२ बजे तक ,फिर दो बजे तक और अंत में दिनभर के लिये स्थगित हुई। राज्यसभा भी इसी मुद्दे पर तीन बार स्थगित हुई।
लोकसभा में वी सी के पार्टी के सदस्य तिरूमावलवन ने यह मामला उठाते हुए कहा कि एन सी ई आर टी की पाठ्य पुस्तक में यह कार्टून संविधान निर्माता डाक्टर आम्बेडकर का अपमान है। मामले में हस्तक्षेप करते हुए वित्त मंत्री प्रणब मुखर्जी ने कहा कि डाक्टर आम्बेडकर के योगदान के बिना भारतीय संविधान का प्रारूप पूरा नहीं हो सकता था।

मुझे नहीं मालूम इस तरह ये कार्टून किसने बताया है। ये पूरी तरह गलत है। डॉक्टर आम्बेडकर को भारतीय संविधान का जनक माना जाता है। और उनके अथक प्रयासों के बिना देश की सामाजिक, आर्थिक परिवर्तन का वृहत कार्य, जैसा कि संविधान के बारे में सर एंटनी इडेन ने कहा था तीन वर्ष में संभव नहीं था।
लेकिन श्री मुखर्जी के वक्तव्य के बावजूद सदन में शोर-शराबा होता रहा और उतेजित सदस्य मानव संसाधन विकास मंत्री कपिल सिब्बल से जवाब की मांग करते रहे।
राज्यसभा में बहुजन समाज पार्टी के ब्रजेश पाठक और अन्य दलों के सदस्यों ने  यह मामला उठाया।

भारतीय जनता पार्टी ने एन सी ई आर टी की पाठ्य पुस्तक में डाक्टर आम्बेडकर के कार्टून के प्रकाशन पर आपत्ति और चिंता जताई है। आज नई दिल्ली में पार्टी प्रवक्ता शाहनवाज हुसैन ने कहा कि डाक्टर आम्बेडकर भारतीय संविधान के निर्माता थे और किताबों में उनका कार्टून छापना कोई अच्छी बात नहीं है।

एनसीईआरटी की किताबों में जिस तरह के कार्टून बने और बाबा साहेब आम्बेडकर जी का जिस तरह से अपमान किया गया है, इसका भारतीय जनता पार्टी घोर निंदा करती है।
बहुजन समाज पार्टी की नेता मायावती ने भी इस घटना की निंदा की है।

बाबा साहेब डाक्टर अम्बेडकर के जो सम्मान और स्वाभिमान का जो मामला है, उसको मंभीरता से लेना चाहिए और केन्द्र की सरकार उनके मान और सम्मान की ध्यान नहीं रखेगी तो वो उनका अपमान नहीं है, भारतीय संविधान का अपमान है।

उच्चतम न्यायालय द्वारा एयर इंडिया के हड़ताली पायलटों के खिलाफ अवमानना की कार्रवाई शुरू करने से इंकार के बाद, पायलटों ने आज सरकार से बातचीत के लिए संपर्क किया। एयर इंडिया प्रबंधन के कड़े रूख और छुट्टियों के मौसम में उड़ानों के रद्द होने और उनमें देरी से पनपे जन आक्रोश को देखते हुए हड़ताली पायलटों ने गतिरोध समाप्त करने के लिए बातचीत के वास्ते पहला कदम उठाया। हड़ताली पायलटों के संगठन इंडियन पायलट्स गिल्ड के प्रवक्ता तौेसीफ मुकद्दम ने कहा कि नागरिक विमानन मंत्री अजित सिंह से बातचीत के लिए समय मांगा गया है। सरकार ने भी काम पर लौटने की शर्त के साथ पायलटों से बातचीत की पेशकश की है।

दिल्ली उच्च न्यायालय ने एयर इंडिया के पायलटों के जारी प्रशिक्षण पर रोक लगाने से इंकार कर दिया है। इन पायलटों को अंतर्राष्ट्रीय उड़ानों के लिए उन्नत बोइंग-७७७ विमानों पर प्रशिक्षण दिया जा रहा है। लेकिन न्यायालय ने और पायलटों के भावी प्रशिक्षण पर रोक लगाते हुए कहा कि न्यायमूर्ति धर्माधिकारी समिति की रिपोर्ट लागू होने तक उनके प्रशिक्षण पर रोक लगी रहेगी। न्यायमूर्ति सुरेश कैत ने कहा कि जो लोग पहले ही उन्नत विमान उड़ाने का प्रशिक्षण ले चुके हैं, उनका भविष्य मौजूदा याचिका पर फैसला होने पर ही तय होगा। इंडियन एयरलाइंस के पूर्व पायलटों ने केवल एयर इंडिया के पूर्व पायलटों को प्रशिक्षण देने के प्रबंधन के फैसले के खिलाफ यह याचिका दायर की थी।

उच्चतम न्यायालय ने एयर इंडिया के पायलटों के एक वर्ग द्वारा की जा रही हड़ताल में हस्तक्षेप करने से इंकार कर दिया है। नागरिक उड्डयन मंत्री अजित सिंह ने प्रधानमंत्री को आर्थिक संकट से जूझ रही सरकारी विमानन कंपनी के संकट की जानकारी दी। हड़ताल के कारण आज बारह अंतर्राष्ट्रीय उड़ानें रद्द करनी पड़ी, जिससे कारण छुट्टियों के मौसम में सैकड़ों यात्रियों को असुविधा हो रही है। बाद में, श्री अजित सिंह ने हड़ताली पायलटों के खिलाफ आवश्यक सेवा कानून-एस्मा लागू करने के प्रस्ताव को खारिज करते हुए उनसे सहयोग करने और हड़ताल समाप्त करने की अपील की।

एयर इंडिया को बचाने के लिए सरकार ने अप्रूवल दिया है टर्नअराउंड प्लान में जिसमें वो करीब ३० हजार करोड़ अगले आठ-नौ साल में एयरइंडिया में इन्फ्यूज+ करने की परमिशन गवरमेंट ने दी है। एयरइंडिया को बचाने के लिए उनके इम्पलोईज+ का को-ऑपरेशन जरूरी है। हाई कोर्ट ने उनकी स्ट्राई को इंलिगल ओपनली कहा है। वो कोई बात करना चाहते है तो वो काम पर आ जाये सभी इश्यू पर बात हो सकती है।

गृह मंत्री पी चिदम्बरम ने कहा है कि देश में आतंकवाद का खतरा बना हुआ है,और इसे देखते हुए राष्ट्रीय आतंकवाद निरोधक केंद्र -एन सी टी सी का गठन समय की मांग है। अपने मंत्रालय की सलाहकार समिति की बैठक में श्री चिदम्बरम ने कहा कि एन सी टी सी के गठन में देरी से देश में खतरा बढ़ सकता है। गृह मंत्री ने कहा कि पूर्वोत्तर में नक्सलवाद औेर उग्रवाद अब आतंकवाद का रूप लेता जा रहा है। इससे निपटने के लिये देश को एक संस्थागत तंत्र की आवश्यकता है।

उच्च सुरक्षा वाले श्रीनगर हवाई अड्डे के नजदीक की रक्षा भूमि की बिक्री के लिए अनापत्ति प्रमाण पत्र जारी करने के आरोप में सीबीआई ने आज रक्षा सम्पदा अधिकारियों के खिलाफ आपराधिक मामला दर्ज किया। उसने ये मामला तत्कालीन रक्षा संपदा अधिकारी अजय चौधरी और उनके सहयोगी विजय कुमार और एक महिला अधिकारी के खिलाफ दायर किया है। ये सभी मामले जम्मू-कश्मीर भ्रष्टाचार निरोधक कानून के तहत दायर किये गए हैं। सीबीआई ने इस सिलसिले में श्रीनगर, जम्मू, दिल्ली, पटना और अम्बाला स्थित इनके सम्पर्क स्थानों पर छापे मारे।

बिहार में आज एक महिला सहित २५ माओवादियों ने मुंगेर जिले पुलिस के सामने समर्पण कर दिया। इनमें एक एरिया कमांडर भी शामिल है।  मुंगेर के कमिश्नर एस एम राजू ने बताया कि समर्पण करने वाले माओवादियों को सामान्य जीवन बिताने में सहायता दी जायेगी।

ओडिशा में माओवादियों ने कोरापुट जिले के नारायणपटना इलाके में एक ठेकेदार को पुलिस का मुखबिर होने के संदेह में मार दिया। पुलिस के अनुसार ठेकेदार का शव आज तड़के बरामद हुआ।
इससे पहले माओवादियों ने मंगलवार को छत्तीसगढ़ से लगे नुआपाड़ा जिले के जंगल  क्षेत्र में एक सहायक सब-इंस्पेक्टर का अपहरण कर उसकी हत्या कर दी थी।

स्वास्थ्य मंत्री गुलाम नबी आजाद ने देश में दवाओं के अनुमोदन की प्रक्रिया के परीक्षण के लिए एक समिति नियुक्त की है। तीन सदस्यों की इस  समिति में भारतीय चिकित्सा अनुसंधान परिषद के सचिव डाक्टर वी एम कटोच और राष्ट्रीय मस्तिष्क अनुसंधान केंद्र के अध्यक्ष डाक्टर  पी एन टंडन भी शामिल हैं। यह समिति अपनी रिपोर्ट दो महीने में दे देगी। यह कदम केंद्रीय औषधि मानक नियं+त्रण संगठन के कामकाज के बारे में संसद की स्थायी समिति की रिपोर्ट को देखते हुए उठाया गया है।

देश में इस वर्ष मार्च में औद्योगिक उत्पादन में साढे तीन प्रतिशत की गिरावट आई है। ऐसा विनिर्माण और खनन क्षेत्र में कम उत्पादन की वजह से हुआ है। औद्योगिक उत्पादन दर पिछले वर्ष मार्च में नौ दशमलव चार प्रतिशत थी। औद्योगिक उत्पादन सूचकांक में ७५ प्रतिशत हिस्सा रखने वाले विनिर्माण क्षेत्र में इस वर्ष मार्च में चार दशमलव चार प्रतिशत और खनन क्षेत्र में भी एक दशमलव तीन प्रतिशत की गिरावट आई। पिछले वित्त वर्ष में औद्यागिक उत्पादन दर दो दशमलव आठ प्रतिशत रही जबकि इससे पहले के वर्ष में यह आठ दशमलव दो प्रतिशत थी।

उच्चतम न्यायालय ने कर्नाटक के पूर्व मुख्यमंत्री बी.एस येदियुरप्पा द्वारा अपने संबंधी के धर्मार्थ ट्रस्ट को दान देने के बदले अवैध खनन में लगी फर्मों को कथित रूप से लाभ पहुंचाने के आरोपों की सी बी आई-जांच के निर्देश दिए हैं। प्रधान न्यायाधीश न्यायमूर्ति एस.एच कापड़िया की अध्यक्षता में विशेष पीठ ने सी बी आई से किसी व्यक्ति के रूतबे और राजनीतिक दबदबे तथा इस मामले में बड़ी कम्पनियों के शामिल से प्रभावित हुए बिना जांच करने और तीन अगस्त तक अपनी रिपोर्ट पेश करने को कहा है।

दिल्ली उच्च न्यायालय ने घूस लेने के एक मामले में भाजपा के पूर्व अध्यक्ष बंगारू लक्ष्मण को दी गई सजा स्थगित करने से इंकार कर दिया है। बंगारू लक्ष्मण ने निचली अदालत द्वारा दोषी करार दिए जाने और सजा सुनाए जाने के खिलाफ उच्च न्यायालय में अपील दायर की थी।

रूपया २१ पैसे कमजोर हुआ। एक डॉलर की कीमत रही ५३ रूपये ६३ पैसे।
सोने की कीमतें भी १५५ रूपये कम हुई। १० ग्राम सोना २८ हजार ७८५ रूपये में बिका। चांदी की कीमतें भी ७०० रूपये की गिरावट के साथ प्रति किलों ५३ हजार ५०० रूपये पर पहुंच गई।
अमरीकी क्रूड ऑयल फ्यूचर की कीमतें भी एक डॉलर ३४ सेंट की गिरावट के साथ प्रति बैरल ९५ डॉलर ७४ सेंट पर पहुंची।

The controversial cartoon on Dr. B.R. Ambedkar in the 11th Class text book has been withdrawn by the NCERT after an uproar in the two Houses of Parliament.  Human Resource Development Minister Kapil Sibal told both the Houses of Parliament that the distribution of the book has been put on hold.
It has been considered advisable to withdraw the acrton from the N.C.E.R.T textbooks of Political Sciences, Indian constitution for class XI. Actions taken in the matter when these be intimidated to the ministers at the earliest. The distribution of both these textbook have been stopped and we have set up a committee to review not just the cartoon but the content of the textbook at the Length
Earlier, both the Houses witnessed repeated adjournments on the issue. The Lok Sabha and the Rajya Sabha were adjourned thrice. In the Lok Sabha BSP supremo Mayawati described the incident as unfortunate.
The issue of prestige and esteem of Baba Sahab Dr.Bhim Rao Ambedkar should be taken seriously. If the Central Government does not take care of his prestige and esteem, its not the insult of Baba Sahab but that of Constitution of India.
In the Rajya Sabha, the issue was taken up by Brajesh Pathak of the BSP, who was supported by members from other parties.
Meanwhile, NCERT text book advisors Yogendra Yadav and Suhas Palashikar have resigned in the wake of Dr. B. R. Ambedkar cartoon row.

The BJP has expressed concern over the publication of an objectionable cartoon on Dr Ambedkar in the text books of the NCERT. Talking to reporters in New Delhi, Party spokesman, Shahnawaz Hussain said Dr Ambedkar was the Architect of the Indian Constitution and projecting such cartoons are not in the good taste.
The Bharati Janata Party criticizes the kind of cartoon that has been published in the NCERT books and disrespect that has been shown to Baba Sahab Ambedkar.

The striking Air India pilots today approached the Government for talks after the Supreme Court refused to initiate contempt proceedings against them and instead asked the airline to negotiate. The agitating pilots made the first move for talks to end the impasse. The spokesman of the Indian Pilots Guild, Tauseef Mukaddam which is spearheading the agitation said, IPG has sought time to hold talks with Civil Aviation Minister Ajit Singh. He has offered them to come forward for talks.
The Government has approved a turn around plan to save Air India. The cabient has given permission to infuse thirty thousand crore rupees in the national carrier in next 8 to 9 years. Cooperation from the employees is important to save Air  India. The High Court has already termed their strike as illegal. If they want to talk they should come back to work. All issues can be discussed.
Earlier, Refusing to disturb the ongoing training of Air India pilots on advanced Boeing 777 to be used in international flights, the Delhi High Court today stayed further training of more pilots till implementation of Justice Dharmadhikari panel recommendations on the issue. Mr. Justice Suresh Kait however said, those who have already taken the training on advance aircraft shall be subject to the outcome of the instant petition.

Home Minister P Chidambaram today said, NCTC was the need of the hour as threat perception of terrorism continues to be high. Addressing a meeting of the Consultative Committee of the Ministry of Home Affairs in New Delhi, he said, delay in setting up the anti-terror hub will increase the risk in the country.
Mr. Chidambaram said, the country needed an institutional mechanism by mobilising all elements of national power to tackle the menace of terrorism. The Home Minister said Naxalism and insurgency in the North East were now becoming terrorist in nature and the country needed institutional mechanism to deal with it.

The Government has constituted a committee to examine the validity of scientific and statutory basis adopted for approval of new drugs without clinical trials. The Health Minister, Ghulam Nabi Azad has set up the committee. The three-member committee includes Secretary of Indian Council for Medical Research, Dr. V.M.Katoch and President National Brain Research Centre, Dr. P.N.Tandon. The committee which has been asked to submit its report within two months, will suggest steps to instituionalise improvements in other procedural aspects of functioning of Central Drugs Standard Control Organisation.

The Supreme Court directed a CBI probe against former Karnataka Chief Minister B S Yeddyurappa for allegedly granting undue favours to firms involved in illegal mining in lieu of donations to a charitable trust run by his kin. A Special Forest bench headed by Chief Justice S H Kapadia directed the probe agency to carry out the probe uninfluenced by the stature of the person and political clout and cooperates involved in the case and file its report by August 3.
Another bench of the apex court decided to commence hearing from 10th of July on Presidential Reference moved by government for its opinion on issues arising out of its 2G spectrum judgement including whether auctioning of natural resources across all sectors is mandatory. The Reference has also asked the court for its view whether the verdict in the 2G case be given retrospective effect for radio waves granted since 1994.

A Delhi court today reserved its order on the bail plea of former Telecom Minister A Raja, for May 15 in the 2G spectrum allocation case. Raja is in custody since his arrest on February 2 last year and is facing trial in them case. During hearing the CBI opposed the bail plea of Raja, who had moved his first bail application on Wednesday after over 15 months of his arrest.

The Delhi High Court today refused to suspend the sentence awarded to former BJP President Bangaru Laxman in a graft case, on his appeal filed against his conviction and sentencing by the trial court.
The trial court had on April 28 awarded Laxman four years jail term and had imposed a fine of one lakh rupees on him in a graft case.

A CBI Special Court in Hyderabad today granted bail to former Karnataka Minister, Gali Janardhan Reddy in OMC mining irregularities case. The special Court granted conditional bail to the former Karnataka Minister which includes surety from two individuals and 5 lakh rupees. He has been asked not to leave the country.

In Bihar, altogether 25 Maoists including a woman naxal today surrendered to the police in Munger district of the state in the presence of a number of officials. Surrendered Maoists include one area commander.
Speaking on the occasion, Munger Divisional Commissioner S M Raju said, the administration would provide the surrendered Maoists assistance under the Naxal Reform Package to enable them to take to return to mainstream life. He urged otehr Maoists to follow their example and give up arms.

CBI today filed a case against Defence Estate officials for allegedly entering into a criminal conspiracy and issuing no-objection certificates for sale of defence land located near the high security Srinagar airport, a sensitive installation in Jammu and Kashmir.
The CBI registered the case against the then Defence Estate Officer Ajay Chowdhury, his second-in-command Vijay Kumar and a lady officer in the same department under various sections of Jammu and Kashmir Prevention of Corruption Act and criminal conspiracy and cheating under the Ranbir Penal Code.
Agency sources said, immediately after registering the cases, the CBI carried out searches at various places in Srinagar, Jammu, Delhi, Patna and Ambala against the accused persons and their kin.

Science and Technology Minister Mr. Vilasrao Deshmukh today called for making right choices of technologies for addressing the challenges of the modern world. He was addressing scientists and technocrats on the National Technology Day at a function in New Delhi to mark the National Technology Day today.

We should develop the capacity of making the right choice of technologies for addressing the challenges of the modern world. We need to ensure synergy between research and product development. We should focus on gaining access to critical technology.

The Parliament will celebrate its 60th Anniversary on Sunday. The Lok Sabha and the Rajya Sabha will hold Special Sittings to mark the occasion. The President Mrs Pratibha Devi Singh Patil will address the members of both the Houses in the Central Hall of Parliament at 17.30 hours. The President will release 5-rupee and 10-rupee coins besides releasing publications of the secretariat of both the Houses.

Falling for the fourth straight session, the Sensex at the Bombay Stock Exchange dropped 127 points, or 0.8 percent, to 16,293, on disappointing industrial output data, and amid falling Asian and European markets, today. The Nifty lost 37 points, or 0.7 percent, to 4,929. Stock markets in Japan, China, Hong Kong, Singapore and South Korea declined between 0.6 percent and 1.4 percent.  The rupee depreciated 21 paise, to 53.63 against the dollar. Gold lost 155 rupees to 28,785 rupees per ten grams in Delhi. Silver dropped 700 rupees, to 53,500 rupees per kilo. And US crude oil futures fell 1.34 dollars, to 95.74 dollars a barrel, while Brent crude fell below 112 dollars a barrel.  Pradeep Kumar, AIR News.

The country's industrial production declined 3.5 per cent in March 2012, mainly on account of contraction in manufacturing and mining output. Growth in factory output, as measured by the Index of Industrial Production, had stood at 9.4 per cent in March last year. Output of the manufacturing sector, which constitutes over 75 per cent of the index, contracted 4.4 per cent in March. Mining output declined 1.3 per cent during the month.

Police sources said, the nine persons-- seven men, one woman and a child were in the field at Chilandighi, when lightning struck them this morning.In Bihar four boys were killed when lightning struck them at Maheshacall in Araria district today.
