भारत और पाकिस्तान अपने आर्थिक संबंध सामान्य बनाने और आपसी व्यापार को तीन साल के भीतर दुगना कर छह अरब डॉलर तक ले जाने के लिए मिलकर काम करने पर सहमत हो गए हैं। इस समय दोनों देशों के बीच दो अरब सत्तर करोड़ डॉलर का व्यापार होता है। पाकिस्तान ने भारत की काफी अर्से से लम्बित मांग स्वीकार करते हुए दक्षिण एशियाई मुक्त व्यापार क्षेत्र-साटा समझौते के तहत सभी शर्तें लागू करने पर भी सहमति व्यक्त की है। नई दिल्ली में वाणिज्य और उद्योग मंत्री आंनद शर्मा और पाकिस्तान के वाणिज्य मंत्री मख्दूम मोहम्मद अमीन फहीम की बैठक के बाद जारी साझा बयान में कहा गया कि दोनों देश आपसी व्यापार को बढ़ावा देने के लिए मिलकर काम करेंगे।

हम व्यापार-नियमों को और उदार बनाने पर सहमत हो गए हैं ताकि अगले तीन वर्षों में आपसी व्यापार मौजूदा दो अरब सत्तर करोड़ डॉलर से बढ़ाकर छह अरब डॉलर किया जा सके। हमें पूरी उम्मीद है कि हमने जो कदम उठाए हैं और आगे जो कदम उठाने जा रहे हैं उनसे इस लक्ष्य को पा लेंगे।

बयान में यह भी कहा गया है कि दोनों देशों के वाणिज्यिक संबंध पूरी तरह से सामान्य हो जाने से उनके आपसी रिश्ते मजबूत होंगे और जनता के फायदे तथा दक्षिण एशिया में खुशहाली बढ़ाने के लिए दोस्ती, भरोसा और समझ कायम होगी। श्री फहीम के साथ ५० सदस्यों वाला व्यापारिक प्रतिनिधि मंडल भी आया है। ३५ साल से ज्यादा अर्से के बाद किसी पाकिस्तानी वाणिज्य मंत्री की ये पहली भारत यात्रा है।

प्रधानमंत्री सिक्किम के भूकम्प प्रभावित क्षेत्रों का दौरा करने के लिए आज गंगटोक जा रहे है। हाल में आए भूकम्प में घायल लोगों को देखने के लिए डॉ० मनमोहन सिंह सिक्किम के एस.टी.एन.एम अस्पताल भी जायेंगे। हमारे संवाददाता ने खबर दी है कि गंगटोक में राज्य सरकार के प्रवक्ता ने बताया कि प्रधानमंत्री उत्तरी सिक्किम के भूकम्प प्रभावित क्षेत्रों का हवाई सर्वेक्षण करेंगे।  

सिक्किम के लोगों के लिए डॉ. सिंह कितने ज्यादा फिक्रमंद थे, यह इस बात से पता चलता है कि १८ सितम्बर की शाम को भूकम्प के झटकों के ठीक बाद ही उन्होंने मुख्यमंत्री श्री चामलिंग को टेलीफोन किया। उन्होंने उनसे चिंता ना करने और केंद्र से राहत तथा बचाव कार्यों में हर तरह की मदद का भरोसा दिया। प्रधानमंत्री ने अपने न्यूयार्क यात्रा पर रवाना होने से पहले भी श्री चामलिंग को फोन किया था और यहां तक की सिक्किम आने के लिए अपनी यात्रा रद्द करने का भी प्रस्ताव किया था। उनकी सद्भावना से इस छोटे से हिमालय राज्य के लोगों को काफी खुशी हुई है। इस बीच, जनजीवन तेजी से सामान्य हो रहा है। राज्य के यात्रा एजेंट और होटल उद्योग, रविवार से शुरू हो रहे पर्यटन मौसम में पर्यटकों का स्वागत करने के लिए कमर कसने लगे हैं। विनयराज तिवारी आकाशवाणी समाचार गंगटोक।

आंध्र प्रदेश में तेलंगाना क्षेत्र के विपक्षी तेलगुदेशम विधायकों ने अलग राज्य के गठन पर जोर देने के इरादे से एक बार फिर अपना इस्तीफा विधानसभा के सचिव राजा सदाराम को सौंप दिया है। पार्टी के तेलंगाना क्षेत्र से संबंधित ३२ विधायकों ने विधानसभा से इस्तीफा दे दिया है। इन विधायकों ने पहले भी अपना इस्तीफा दिया था लेकिन अध्यक्ष एन मनोहर ने उन्हें नामंजूर कर दिया था।
इस बीच, तेलंगाना क्षेत्र के कांगे्रस नेताओं ने पार्टी के राज्य मामलों के प्रभारी गुलाम नबी आजाद से मुलाकात की और क्षेत्र में पिछले सोलह दिनों से जारी आम हड़ताल से उत्पन्न राजनीतिक घटनाक्रम पर विचार विमर्श किया।

उत्तर प्रदेश के पश्चिमी क्षेत्र में तीन नए जिलों- प्रबुद्ध नगर, पंचशील नगर और भीम नगर का गठन किया गया है। हमारे संवाददाता ने बताया है कि इसके साथ ही राज्य के कुल जिलों की संख्या बढ़कर ७५ हो गई है।
तेजी से विकास और बेहतर कानून व्यवस्था का दावा करते हुए मुख्य मंत्री मायावती ने बुधवार को तीन नये जिलों के गठन की घोषणा की है। मुज्जफरनगर जिले को काट कर प्रबुद्ध नगर जबकि गाजियाबाद को काट कर पंचशील नगर बनाया गया है। यह गाजियाबाद का तीसरा बंटवारा है। ७५वां जिला भीम नगर है जिसे मुरादाबाद और बदाऊं जिले के तीन तहसीलों को मिलाकर बनाया गया है। विपक्षी दलों ने सरकार के इस निर्णय को आगामी विधानसभा चुनाव के मद्देनजर चुनावी चाल की संज्ञा दी है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

केंद्रीेय जांच ब्यूरो ने टूजी स्पेक्ट्रम घोटाले में पूर्व केंद्रीय मंत्री दयानिधि मारन की कथित भूमिका के बारे में स्थिति रिपोर्ट उच्चतम न्यायालय में दाखिल कर दी है। सी बी आई सूत्रों के अनुसार, जांच एजेंसी ने उच्चतम न्यायालय को बताया है कि इसी मामले में एस्सार-लूप कंपनी और दयानिधि मारन के खिलाफ जांच अभी जारी है। मारन के खिलाफ एफ आई आर इस महीने के अंत तक दर्ज कर दी जायेगी।

दिल्ली की एक अदालत ने २००८ के वोट के बदले नोट मामले में राज्यसभा सदस्य अमर सिंह की नियमित और अंतरिम जमानत याचिकाएं कल खारिज कर दी। विशेष न्यायाधीश संगीता ढींगरा सहगल ने मेडिकल रिपोर्ट के आधार पर उनकी दोनों याचिकाएं रद्द कर दीं। अमर सिंह का फिलहाल अखिल भारतीय आयुर्विज्ञान संस्थान एम्स में गुर्दे की बीमारी का इलाज चल रहा है। उन्हें इस महीने की छह तारीख को गिरतार किया गया था।

उच्चतम न्यायालय आज सोहराबुद्दीन शेख फर्जी मुठभेड़ मामले की सुनवाई गुजरात से बाहर कराने संबंधी याचिका पर सुनवाई करेगा। गुजरात के पूर्व गृहमंत्री अमित शाह इस मामले के मुख्य आरोपी है। केंद्रीय जांच ब्यूरो ने इस+ मामले की सुनवाई गुजरात से बाहर कराने का अनुरोध करते हुए कहा है कि यहां तक कि मामले की सुनवाई कर रहे एक न्यायाधीश की पूर्व गृहमंत्री से काफी घनिष्ठता हो गई थी।

प्रवर्तन निदेशालय ने पुणे के व्यापारी हसन अली की संपत्ति और निवेश के बारे में जानकारी प्राप्त करने के लिए जांचकर्ताओं का दल स्विटजरलैंड, सिंगापुर, संयुक्त अरब अमारात और ब्रिटेन भेजने का फैसला किया है। हसन अली के खिलाफ पचास हजार करोड़ रूपये की आयकर चोरी के मामले की जांच चल रही है।

उच्चतम न्यायालय ने केंद्र से आतंकवादी देवेन्द्रपाल सिंह भुल्लर की दया याचिका पर निर्णय लेने में आठ साल से अधिक समय लगने का कारण स्पष्ट करने को कहा है। भुल्लर को युवक कांगे्रस के तत्कालीन अध्यक्ष मनिन्दरजीत सिंह बिट्टा के काफिले पर बम विस्फोट करने के आरोप में फांसी की सजा सुनाई गयी थी।

ओड़ीशा में बाढ़ की स्थिति में सुधार हो रहा है। हालांकि बाढ़ से घिरे लोगों तक राहत सामग्री न पंहुच पाने की शिकायतें भी मिल रही हैं। हमारे संवाददाता ने बताया है कि बाढ़ की चपेट में आए एक हजार ३६२ गांवों के लोगों को अब तक पॉलीथीन, अनाज, दवाईयां और अन्य जरूरी वस्तुएं नहीं मिल पाई हैं।

ओडिशा में विनाशकारी बाढ़ की स्थिति में धीरे-धीरे सुधार आ रही है। ब्राह्यणी, बैतरनी, बुढ़ाबलंगा और सुवर्ण रेखा नदियों में पानी घटता चला है, लेकिन जाजपुर केंद्रपाड़ा जिले का एक बड़ा हिस्सा अभी भी बाढ़ के पानी के चपेट में है। हजारों प्रभावित लोग पिछले आठ दिनों से राहत न मिलने के कारण असहाय जीवन बिता रहे हैं। यांत्रिक त्रुटि के कारण राहत काम में लगे छह हेलीकॉप्टर में से तीन हेलीकॉप्टर का उड़ान बंद कर दिया गया है। ओडिशा सरकार के अनुसार विनाशकारी बाढ़ में मृत्यु संख्या ३८ तक पहुंच गया है जबकि तीन लोग अभी भी लापता है। प्रकाश दास आकाशवाणी समाचार भुवनेश्वर।

केंद्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने ज्यादातर राज्यों में लड़कों के मुकाबले-लड़कियो के जन्म के अनुपात में गिरावट पर ंिचंता व्यक्त की है। श्री आजाद ने उन १८ राज्यों के स्वास्थ्य मंत्रियों , स्वास्थ्य सचिवों और अन्य वरिष्ठ अधिकारियों की बैठक बुलाई जहां यह गिरावट अधिकतम है। श्री आजाद ने कहा कि लड़के-लड़कियों के जन्म में असंतुलन कम करने की तत्काल जरूरत है। उन्होंने कहा कि इस चुनौती से निपटने के लिए राज्यों को गर्भधारण पूर्व और प्रसवपूर्व निदान तकनीक अधिनियम को समुचित रूप से लागू करना होगा। उन्होंने कहा कि २०११ की अस्थाई जनगणना के आंकड़े हम सब के लिए सतर्कता की घंटी है क्योंकि जन्म से छह वर्ष तक के आयु वर्ग में प्रति १ हजार लड़कों पर अब मात्र ९१४ लड़कियां है। उन्होंने कहा कि बालिकाओं के साथ भेदभाव रोकने के लिए सभी जरूरी कदम उठाने की जरूरत है। श्री आजाद ने सभी राज्यों से आग्रह किया कि वे जननी शिशु सुरक्षा कार्यक्रम को पूरे जज्बे के साथ लागू करें ताकि हमारे समाज के कमजोर तथा गरीब तबकों को सांस्थानिक घेरे में लाकर उनके खर्च के विस्तृत दायरे को कम किया जा सके।

India and Pakistan have agreed to normalise their economic relations and jointly work to double bilateral trade to six billion US dollars within three year. At present their bilateral trade is 2.7 billion US dollars. Pakistan has also agreed to implement all the obligations under the South Asian Free Trade Area, SAFTA Agreement meeting a long pending demand from India. Addressing a press conference in New Delhi Commerce and Industry Minister Anand Sharma said that efforts are on to liberalise the trade regime between the two countries.
We have agreed to ensure that there is further liberalisation of trade regime and to double the bilateral trade from the present 2.7 billion to six billian dollars within the next three years. We remained optimistic that the steps we have taken and the steps which are in the pipeline we lead to realisation on this target.
A joint statement was issued after a meeting between Commerce and Industry Minister Anand Sharma and Pakistan Commerce Minister Makdhoom Mohammad Amin Fahim in New Delhi. The statement said that both Ministers will work together to enhance bilateral trade. It also said that fully normalised commercial link between both countries would strengthen the bilateral relationship and build the bridges of friendship, trust and understanding for the mutual benefit of their people and promotion of prosperity in South Asia.
The Ministers noted that in the past few months, India and Pakistan have constructively engaged towards a liberalized business visa regime. They expressed that they now expect this matter to be expeditiously concluded before November 2011. The new business visa regime would allow multiple entry and could be for a period up to one year.

The Prime Minister Dr. Manmohan Singh is arriving today in Gangtok on a brief visit to Sikkim. He will be visiting the STNM hospital in the state capital to meet with the people injured in the earthquake which hit the state on the 18th of this month. A State Government spokesman said in Gangtok that the PM may also go for an aerial view of the quake affected areas in North Sikkim. More from our Correspondent:
Dr. Singh was very much concerned about the people of Sikkim became evident when he telephoned the Chief Minister Mr. Pawan Chamling immediately after the earthquake in the evening on the 18th September and assured him of all help from the Centre in relief and rescue work. The Prime Minister had rang Mr. Chamling before leaving for his trip to New York too and had even offered to cancel his trip to come to Sikkim then. This gesture of goodwill from him has been received very well by the people of this small Himalayan state. Meanwhile, the life is fast returning to normal. In Andhra Pradesh, 32 MLAs of the opposition Telugu Desam Party from the Telangana region have resigned once again from the state assembly. They are pressing for their demand for statehood. They submitted their resignations to Assembly Secretary Rajasadaram last evening. Our correspondent has filed this report:
The ongoing stir for separate statehood for Telangana has taken a new turn with all the 32 MLAs belonging to the opposition Telugu Desam party from the region tendering resignations once again. This is the second time the TDP MLAs have offered their resignations in support of the statehood demand. In the month of July this year, they tendered resignations along with 100 others from almost all parties. However, Speaker N. Manohar had then rejected the enmass resignations. Now, the fresh resignations from Telugu Desam Party came at a time when the agitation for separate state gathering momentum in the state. The President has called for a multi-faceted approach to combat corruption. The Central Bureau of Investigation has submitted its status report on DMK leader Dayanidhi Maran's alleged role in the 2G spectrum scam to the Supreme Court. CBI sources said the agency told the Supreme Court that the probe against the Essar-Loop company and Dayanidhi Maran in the 2G case, is still on. An FIR against Maran would be filed by the end of this month.

A Delhi court has rejected Rajya Sabha MP Amar Singh's regular as well as interim bail pleas in the 2008 cash-for-vote scam. Special Judge Sangita Dhingra Sehgal relied on the medical reports to reject both bail applications of Amar Singh who is undergoing treatment for his kidney ailment at the AIIMS.
Mr. Amar Singh was arrested on the 6th of this month after he appeared before the court. He, however, had to be rushed to the AIIMS from Tihar jail due to ill health on the 12th and later the court granted him interim bail on the 15th of this month.

The Supreme Court will today hear the CBI's plea for transferring the Sohrabuddin Sheikh fake encounter killing case outside Gujarat. The former Gujarat State Home Minister Amit Shah is a key accused in the case. CBI has in a petition sought transfer of the case outside the state on the ground that one of the judges hearing the case had become servile to the former Home Minister.

In Uttar Pradesh, three new districts - Prabuddha Nagar, Panchsheel Nagar and Bhim Nagar have been constituted in the western region of the state. With this, the total number of districts has gone up to 75 in the state. More from our correspondent:
Claiming for speedy development and effective law and order the Chief Minister Mayawati on Wednesday announced for constitution of new districts. New district Prabuddha Nagar has been set up carving out Muzaffarnagar district. While Panchsheel Nagar has been set up carving out Ghaziabad. Bhimnagar will be 75th district of the state and it has been set up carving out Moradabad and Badaun districts. In Odisha, the flood situation is improving. However complaints are pouring in about marooned people not getting relief material. People of about 1,362 flood affected villages are having sleepless nights as they are yet to get polythenes, dry foods, medicines and other essential commodities. Our correspondent reports that many of them are suffering from different types of water-borne diseases as medical teams are yet to reach them.
The devastating flood situation in Odisha is slowly improving. Flooded rivers like Brahmani, Baitarani, Budhabalanga and Subarnarekha are receding. A large tracts of Jajpur and Kendrapada districts are still marooned with flood water, while thousands of flood-hit people are, somehow, managing their life with relief not reaching them after eight days of the devastating flood. According to Odisha government reports, the death toll in the second phase of flood in Odisha has reached 38 with three people still missing. A toral of 3,569 villages and 12 cities in 10 of the 30 districts have been affected in the flood. The state government has decided to give 1,000 rupees to every flood-affected revenue villages for cleaning of schools, roads, ponds and other government offices. In Jharkhand, the Panchayats and other local bodies have been given financial power to sanction schemes at the local level. The state Cabinet took the decision yesterday in a meeting. Panchayat Samitees can now sanction schemes upto 10 lakhs rupees whereas the Mukhiyas themselves can sanction additional schemes of five lakhs rupees. Briefing reporters after the Cabinet meeting, state Cabinet Secretary said that the district level local self governance body- 'Zila Parishad', can now sanction schemes upto 25 lakhs rupees at local levels itself. Similarly the Superintending and Chief Engineers have been given powers to give technical approval to projects upto 50 lakhs rupees at their own levels.

White House officials are facing questions about a top U.S. military officer’s recent controversial remarks on the relationship between Pakistan’s government and an al-Qaida-linked militant group. The Obama administration wants Pakistan to break links with the Haqqani Network, but says it values Islamabad’s cooperation on security issues.
Admiral Mike Mullen, the outgoing Chairman of the Joint Chiefs of Staff, told a Senate committee last week the Haqqani Network is a veritable arm of Pakistan’s military.
White House Press Secretary Jay Carney told reporters; Admiral Mullen’s comment is consistent with the administration’s position.

The Union Health and Family Welfare Minister Ghulam Nabi Azad has expressed concern over the declining child sex ratio in most of the States. King Abdullah of Saudi Arabia has overturned the sentence of ten lashes imposed on a woman who broke the law against female driving in the Kingdom. A Government official confirmed the decision.

कलकत्ता उच्च न्यायालय ने सिंगूर भूमि पुनर्वास और विकास अधिनियम २०११ को संवैधानिक और वैध करार दिया है, जिसके तहत पश्चिम बंगाल सरकार ने टाटा मोटर्स लिमिटेड को पट्टे पर दी गई जमीन वापिस ली है। न्यायमूर्ति आई.पी. मुखर्जी ने इस कानून को वैध ठहराते हुए निर्देश दिया कि अगर टाटा मोटर्स लिमिटेड मुआवजे के लिए आवेदन करे, तो उसे मुआवजा दिया जाए। न्यायाधीश ने कहा कि हुगली के जिला जज को मुआवजे की राशि तय करनी चाहिए।
न्यायमूर्ति मुखर्जी ने इस आदेश के अमल पर २ नवम्बर, तक रोक लगा दी है, ताकि सम्बद्ध पक्ष अगर इस आदेश से संतुष्ट नहीं हैं, तो उन्हें ऊपरी अदालत में जाने का पूरा मौका मिल सके।
न्यायालय ने हुगली के जिला मजिस्टे्रट और पुलिस अधीक्षक को टाटा मोटर्स लिमिटेड से, राज्य को इस भूमि का दो महीने के अंदर सुचारू रूप से हस्तांतरण कराने के लिए विशेष अधिकारी नियुक्त किया है।  टाटा मोटर्स लिमिटेड ने २२ जून को उच्च न्यायालय में इस अधिनियम को चुनौती दी थी। उसका कहना था कि यह अधिनियम असंवैधानिक है और उसे पट्टे पर दी गई छह सौ एकड़ जमीन को वापिस लेना अवैध होगा।

पश्चिम बंगाल में तृणमूल कांग्रेस उम्मीदवार और मुख्यमंत्री सुश्री ममता बैनर्जी ने भवानीपुर विधानसभा सीट का उपचुनाव जीत लिया है। उन्होंने अपनी निकटतम प्रतिद्वंद्वी मार्क्सवादी कम्युनिस्ट पार्टी की प्रोफेसर नंदिनी मुखर्जी को ५४ हजार से अधिक वोटों से हराया। तृणमूल कांग्रेस ने बशीरहाट-उत्तरी सीट भी जीत ली है। पार्टी प्रत्याशी ए.टी.एम अब्दुल्ला ने अपने निकटतम प्रतिद्वंद्वी मार्क्सवादी कम्युनिस्ट पार्टी के सुबिद अली गाज+ी को तीस हजार से अधिक मतों से पराजित किया। भवानीपुर की सीट लोक निर्माण मंत्री सुब्रतो बक्शी  के त्यागपत्र देने से और बशीरहाट उत्तरी विधानसभा सीट मार्क्सवादी कम्युनिस्ट पार्टी के विधायक मुस्तफा बिन काशिम की मृत्यु के कारण खाली हुई थी।

सुश्री ममता बैनर्जी ने कहा है कि उपचुनाव में लोगों ने जो उन्हें समर्थन दिया है उससे पता लगता है कि राज्य की जनता उनकी सरकार के सौ दिन के कामकाज से पूरी तरह संतुष्ट है। अपनी विजय पर संतोष व्यक्त करते हुए उन्होंने कहा कि इससे सरकार को जनता की कल्याण योजनाओं को पूरा करने में मदद मिलेगी। सिंगूर मुद्दे पर कलकत्ता उच्च न्यायालय के निर्णय का हवाला देते हुए सुश्री बैनर्जी ने कहा कि छः सौ एकड़ भूमि पर उद्योग लगाया जाएगा। जबकि पिछली वाममोर्चा सरकार द्वारा अधिग्रहित चार सौ एकड़ भूमि को किसानों को वापिस कर दिया जाएगा। मुख्यमंत्री ने कहा कि भूमि वापसी का काम अदालत के फैसले के प्रभावी होने के बाद शुरू किया जाएगा।

सिक्किम में गृह मंत्रालय के संयुक्त सचिव के नेतृत्व में एक केंद्रीय दल ने भूकंप से हुए नुकसान का जायजा लेना शुरू कर दिया है। १८ सितम्बर के भूकंप के बाद गृह मंत्री पी० चिदम्बरम ने गंगटोक यात्रा के दौरान घोषणा की थी कि सरकार नुकसान के आंकलन के लिए राज्य सरकार के औपचारिक आवेदन का इंतजार नहीं करेगी और अपना दल भेजेगी। इसी घोषणा के तहत केंद्रीय दल ने कल से ये काम शुरू कर दिया है।

जम्मू-कश्मीर विधानसभा की कार्यवाही आज नारेबाजी और शोरशराबे के कारण तीन बार स्थगित करना पड़ी। आज सदन में संसद पर हमले के अभियुक्त अफ़जल गुरू की माफी का प्रस्ताव रखा जाना था। जैसे ही सदन की कार्यवाही शुरू हुई भाजपा के विधायक खड़े हो गए और अध्यक्ष से इस प्रस्ताव को रद्द करने के लिए कहा। उन्होंने नारेबाजी की। कांग्रेस के सदस्य भी भाजपा के सदस्यों के खिलाफ नारे लगाते हुए सदन के बीचों बीच आ गए और अध्यक्ष से अनुरोध किया कि वे इन भाजपा सदस्यों के खिलाफ कार्रवाई करें। हंगामें के कारण सदन की कार्यवाही पहले आधे घंटे के लिए और फिर एक घंटे के लिए स्थगित की गई। सदन की कार्यवाही १२ बजे फिर शुरू हुई तो हंगामा जारी रहा। इस पर अध्यक्ष ने सदन की कार्यवाही दिनभर के लिए स्थगित कर दी।

असम सरकार, राज्य में भवन और अन्य निर्माण कामगार कल्याण शुल्क अधिनियम के तहत निर्माण कार्यों में लगे श्रमिकों के लाभ के लिए कई कदम उठा रही है। राज्य के श्रमायुक्त ने बताया कि उनके विभाग को इस योजना के तहत २०१५ तक पांच सौ करोड़ रुपये का शुल्क प्राप्त करने की उम्मीद है, जिससे असंगठित क्षेत्र के कामगारों को भविष्य निधि, स्वास्थ्य, शिक्षा और दुर्घटना में मौत होने पर लाभ मिल सकेगा। हमारे संवाददाता ने बताया है कि अब तक राज्य सरकार ने निर्माण एजेंसियों से करीब ९० करोड़ रुपये का शुल्क प्राप्त किया है। इस कानून के तहत विभिन्न निजी कंपनियों, विभागों और सरकारी उपक्रमों के जरिए निर्माण कंपनियों द्वारा किये जा रहे निर्माण कार्यों पर एक प्रतिशत शुल्क लिया जाता है।

इस योजना के तहत अभी तक सात हजार समितियों को पंजीकृत किया गया है। प्रदेश के श्रम और रोजगार विभाग ने दस लाख निर्माण समितियों के पंजीकरण के लक्ष्य निर्धारित किये हैं। नियम के अनुसार किसी भी समिति के पंजीकरण के एक साल बाद लाभ प्राप्त कर सकते हैं। लक्ष्य को पूरा करने के लिए विभाग ने प्रदेश भर में बड़े पैमाने पर जागरूकता अभियान चलाने का फैसला किया है। इसके तहत ग्रामीण क्षेत्रों में बैठक आयोजित किया गया है। इसके साथ ही पोस्टर और पत्र के विचारण भी किया जा रहा है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

केरल उच्च न्यायालय की एक खण्डपीठ ने राज्य के स्वास्थ्य मंत्री अदूर प्रकाश के खिलाफ फिर से जांच कराने के राज्य सतर्कता निदेशक के आदेश पर रोक लगा दी है। उन पर, राज्य में पूर्व यू डी एफ सरकार के समय खाद्य मंत्री के पद पर रहते हुए घूंस लेने का आरोप है।
मुख्य न्यायाधीश जे० चेलामेशवर और न्यायमूर्ति पी० आर० रामचन्द्र मेनन की खण्डपीठ ने त्रिशूर के एक व्यक्ति की याचिका पर सुनवाई करते हुए अदूर प्रकाश के खिलाफ दोबारा जांच पर रोक लगा दी।

मध्यप्रदेश सरकार ने २३ हजार पंचायत सचिवों के स्थानान्तरण की नई नीति की घोषणा की है। इस नीति के अनुसार पंचायत सचिवो का स्थानान्तरण उनके आवेदन, उनके खिलाफ शिकायत या प्रशासनिक आवश्यकता के आधार पर किया जा सकता है। राज्य के ग्रामीण विकास और सामाजिक न्याय मंत्री गोपाल भार्गव ने आशा व्यक्त की है कि नई नीति से ग्रामीण क्षेत्रों में विकास कार्यों में सुधार हो सकेगा।

उत्तरप्रदेश में दो नये जिलों के गठन की घोषणा के साथ ही कुल जिलों की संख्या ७४ हो गई है। ये दो नये जिले मुजफ्‌फरनगर और गाजियाबाद जिलों से निकाल कर बनाये गये हैं। गाजियाबाद में हापुड़ में एक जनसभा को सम्बोधित करते हुए मुख्यमंत्री मायावती ने एक नई तहसील धौलाना के गठन की भी घोषणा की। इसे नये जिले पंचशील नगर में शामिल किया जायेगा। गाजियाबाद की दो तहसीलें गढ़ मुक्तेश्वर और हापुड़ भी नये जिले में शामिल की जायेंगी और हापुड़ इसका मुख्यालय होगा।
हमारे लखनउ संवाददाता ने बताया है कि नये जिले का मुख्यालय शामली होगा और इसके नाम में परिवर्तन नहीं किया जायेगा। नये जिले में कुल १२ लाख, ५१ हजार की आबादी होगी।

सरकार ने १२वीं पंचवर्षीय योजना में अध्यापकों के शिक्षण के लिए एक राष्ट्रीय आयोग लाने का प्रस्ताव किया है। इसका उद्देश्य शिक्षण के स्तर में सुधार लाने के लिए अध्यापकों को उच्च गुणवत्ता का प्रशिक्षण देना है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज नई दिल्ली में एक समारोह में यह जानकारी देते हुए बताया कि यह आयोग देश में अच्छे अध्यापकों की मांग और पूर्ति के बीच के बड़े अन्तर को खत्म करने में मदद करेगा। उन्होंने बताया कि बच्चों को उच्च गुणवत्ता की शिक्षा देने और  शिक्षा का अधिकार कानून सफलता पूर्वक लागू करने के लिए अध्यापकों का अच्छी तरह प्रशिक्षित होना जरूरी है।
श्री सिब्बल ने शिक्षण व्यवस्था में सूचना और प्रौद्योगिकी के अधिक इस्तेमाल की जरूरत पर जोर दिया। उन्होंने घोषणा की कि सरकार अगले महीने से स्कूल और कॉलेजों के सभी विद्यार्थियों को सिर्फ ३५ अमरीकी डॉलर में कम्पयूटर टेबलेट उपलब्ध करायेगी। इससे पहले श्री सिब्बल ने शिक्षा और विकास में तकनीकी के इस्तेमाल के लिए अज+ीम प्रेमजी फाउन्डेशन को पहला राजीव गांधी अन्तर्राष्ट्रीय पुरस्कार प्रदान किया।

डॉ० मनमोहन सिंह अमरीकी सेना के प्रमुख जनरल माइक मूलेन के उस वक्तव्य पर एक प्रश्न का उत्तर दे रहे थे, कि पाकिस्तान की खुफिया एजेंसी आईएसआई अफगानिस्तान में हमले करने में हक्कानी आतंकी गुट की सहायता कर रही है।
कुडनकुलम परमाणु ऊर्जा परियोजना के बारे में प्रधानमंत्री ने कहा कि वे तमिलनाडु के नेताओं से बातचीत करेंगे और इस परियोजना को लेकर चल रहे विवाद का समाधान करेंगे। उन्होंने कहा कि परमाणु ऊर्जा भविष्य के लिए बहुत जरूरी है और इसके महत्व को कम नहीं समझा जा सकता।
प्रधानमंत्री ने कहा कि यूपीए सरकार अपना पांच साल का कार्यकाल पूरा करेगी। उन्होंने आरोप लगाया कि विपक्ष बेवजह बेचैन हो रहा है और जबरन जल्दी चुनाव कराने की कोशिश कर रहा है। केन्द्रीय मंत्रिमंडल में कथित मतभेदों की मीडिया की खबरों को खारिज करते हुए उन्होंने कहा कि मंत्रिमंडल में किसी तरह का असंतोष या मतभेद नहीं है और सब मिलकर काम कर रहे हैं।
विपक्ष को ढाई साल तक और इंतजार करना चाहिए। विपक्ष को लगता है कि इसमें सरकार की कुछ कमजोरियां हैं और वे जल्द से जल्द चुनाव चाहते हैं, जो होने नहीं जा रहा है। सरकार के पास पांच साल का बहुमत है और वह अपना कार्यकाल पूरा करेगी।
प्रधानमंत्री ने कहा कि प्रणब मुखर्जी और पी. चिदम्बरम सहित सभी मंत्रियों पर उन्हें पूरा विश्वास है।
जहां तक श्री चिदम्बरम का सवाल है, वे जब वित्त मंत्री थे, तब भी मुझे उन पर पूरा भरोसा था और अब गृहमंत्री के रूप में भी वे मेरे विश्वास-पात्र हैं। ये बात उन पर और श्री मुखर्जी पर भी लागू होती है।
मुद्रास्फीति की ऊंची दर पर चिंता व्यक्त करते हुए डॉ० मनमोहन सिंह ने कहा कि सरकार इस पर काबू पाने के भरपूर प्रयास कर रही है। दुनिया भर में बढ़ रही महंगाई की चर्चा करते हुए उन्होंने कहा कि देश में खाद्य पदार्थों की कीमतें स्थिर हैं। सब्जियों और पोल्ट्री उत्पादों के दामों में मांग और आपूर्ति के बीच अंतर के कारण वृद्धि हुई है।
लीबिया की स्थिति की चर्चा करते हुए प्रधानमंत्री ने कहा कि वहां सोमालिया जैसी स्थिति पैदा होने की संभावना है।
चीन के साथ सीमा विवाद के बारे में डॉ० मनमोहन सिंह ने कहा कि उन्हें चीन के नेताओं ने भरोसा दिलाया है कि ऐसा कुछ नहीं किया जाएगा, जिससे भारत के हितों को नुकसान पहुंचे।

अमरीका, पाकिस्तान स्थित हक्कानी नेटवर्क को विदेशी आतंकवादी गुट घोषित करने के बारे में विचार कर रहा है। अमरीका के विदेश विभाग के प्रवक्ता विक्टोरिया नुलैंड ने संवाददाताओं को बताया कि अमरीका हक्कानी नेटवर्क के बदरूद्दीन हक्कानी सहित सात शीर्ष नेताओं पर पहले ही पाबंदी लगा चुका है। इस वर्ष मई में अमरीका के विदेश विभाग ने बदरूद्दीन हक्कानी को वैश्विक आतंकवादी घोषित किया था।

केन्द्र ने आज कहा है कि वह देश में बच्चों के लिंग अनुपात में संतुलन लाने के लिए बहुपक्षीय रणनीति अपनाने जा रहा है। नई दिल्ली में राज्यों के स्वास्थ्य मंत्रियों के एक सम्मेलन को सम्बोधित करते हुए स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि केन्द्र ने कन्या भ्रूण हत्या के खिलाफ अभियान को तेज करने के लिए राज्य सरकारों की मांग पर धनराशि आवंटित की है। उन्होंने कहा कि इस सम्बन्ध में केन्द्र की विभिन्न योजनाओं के क्रियान्वयन पर निगरानी रखने के लिए सशक्त समितियों का गठन किया गया है।
श्री आजाद ने कहा कि केन्द्र के कड़े कदमों का असर दिखना शुरू हो गया है। केन्द्रीय जांच दलों ने  पिछले कुछ महीनों में प्रसव पूर्व लिंग परीक्षण अधिनियम - पी सी एण्ड पी एन डी टी एक्ट का उल्लंघन कर, अवैध लिंग परीक्षण करने वाले कई क्लीनिकों पर प्रतिबंध लगा दिया है। स्वास्थ्य मंत्री ने सभी राज्य सरकारों पर कहा है कि वे बालिकाओं वाले परिवारों को आर्थिक रूप से मदद दें ताकि कन्या भू्रण हत्या की समस्या को समाप्त किया जा सके। उन्होंने कहा कि सरकार इस सम्बन्ध में लोगों में जागरूकता फैलाने पर भी जोर दे रही है।

सरकार प्रशासन में ज्यादा पारदर्शिता और जवाबदेही लाने तथा भ्रष्टाचार को बिल्कुल भी सहन न करने की नीति के प्रति वचनबद्ध है। आज नई दिल्ली में एशिया और प्रशांत में भ्रष्टाचार रोधी प्रयासों पर क्षेत्रीय सम्मेलन का उद्घाटन करते हुए राष्ट्रपति प्रतिभा देवी सिंह पाटील ने भ्रष्टाचार से निपटने के लिए बहुपक्षीय दृष्टिकोण अपनाए जाने पर जोर दिया। उन्होंने कहा कि सरकारों को मौजूदा कानूनों, व्यवस्थाओं और प्रक्रियाओं की लगातार समीक्षा करनी चाहिए, ताकि ये कारगर रूप से काम करते रहें। उन्होंने संस्थाओं को मजबूत करने, व्यवस्था की खामियों को दूर करने, कानूनों को सख्ती से लागू करने और हर संस्थान के कामकाज में ज्यादा पारदर्शिता लाने की आवश्यकता पर जोर दिया।
श्रीमती पाटील ने कहा कि भ्रष्टाचार किसी भी देश के सामाजिक, आर्थिक विकास में एक बड़ी बाधा है। उन्होंने विश्वास व्यक्त किया कि भारतीय अर्थव्यवस्था अपने मजबूत आधार और किसी भी परिस्थिति से उभरने की अपनी क्षमता के कारण समग्र विकास की नीति के साथ आगे बढ़ती रहेगी।
राष्ट्रपति ने कहा कि भ्रष्टाचार से कारगर ढंग से निपटने के उद्देश्य से एक महत्वपूर्ण कदम उठाते हुए भारत इस वर्ष मई में संयुक्त राष्ट्र भ्रष्टाचार निरोधक समझौते की पहली ही पुष्टि कर चुका है। श्रीमती पाटील ने कहा कि भ्रष्टाचार से निपटने के लिए भारतीय संसद एक कारगर और मजबूत लोकपाल विधेयक तथा न्यायिक जवाबदेही विधेयक लाने पर विचार कर रही है।

उत्तरी बिहार में बाढ़ की स्थिति अब भी गम्भीर बनी हुई है। लेकिन राज्य के मध्य भागों में इसमें सुधार हो रहा है। दरभंगा में बागमती और कमलाबालान नदियों में जलस्तर बढ़ रहा है। पूर्वी चम्पारन और शिवहर जिले के अनेक गांवों में बाढ़ का पानी भर गया है। बाढ़ से मुजफ्‌फरपुर-सीतामढ़ी और मोतिहारी-शिवहर सड़क मार्ग सहित कई मुख्य सड़कों पर पानी भर गया है। मुजफ्‌फरपुर में लाखनदेई नदी पर बने बांध में नौ स्थानों पर दरार आ गई है। जिससे औरई, कटरा और गईघाट खण्डों से लोगों को सुरक्षित स्थानों पर ले जाया जा रहा है। राहत और बचाव कार्य जारी हैं। राज्य के जल संसाधन विभाग ने बताया है कि स्थिति नियंत्रण में है।
इस बीच, सोन नदी में जलस्तर घटने से मध्य बिहार में बाढ़ की स्थिति में सुधार हो रहा है।

ओड़ीशा में जाजपुर और केन्द्रापड़ा जिलों के बड़े हिस्से में बाढ़ की स्थिति गम्भीर बनी हुई है। पिछले सात दिनों से राहत सामग्री न मिलने के कारण सैकड़ों गांवों के हजारों लोग दयनीय अवस्था में रह रहे हैं। इन इलाकों के लोग तटबंधों और दूसरे ऊंचे स्थानों पर शरण लिये हुए हैं। ओडीशा के जल संसाधन विभाग के सचिव सुरेश चन्द्र महापात्रा के अनुसार ब्राह्‌मणी, वैतरणी, स्वर्णरेखा और बुद्धबलंगा में पानी घटना शुरू हो गया है और बाढ़ प्रभावित ज्यादातर जिलों में स्थिति सुधर रही है। बाढ़ प्रभावित जाजपुर जिले में बारी और जयपुर शहर तथा केन्द्रापड़ा जिले में ऑल, राजकनिका और राजनगर में सड़क सम्पर्क कल शाम तक बहाल हो जाने की उम्मीद है। ओड़ीशा सरकार के अनुसार बाढ़ के दूसरे चरण में अब तक २७ लोगों की मौत हो गई है और तीन लोग अब भी लापता हैं। दस जिलों के १२ शहरों और तीन हजार चार सौ ५९ गावों के लगभग २३ लाख लोग बाढ़ से प्रभावित हैं।

उत्तर प्रदेश सरकार ने भारी बारिश और बाढ़ के कारण क्षतिग्रस्त राष्ट्रीय राजमार्गों की मरम्मत के लिए केन्द्र सरकार से तत्काल सहायता जारी करने को कहा है। मुख्यमंत्री मायावती ने प्रधानमंत्री डॉक्टर मनमोहन सिंह को कल एक पत्र लिखा है, जिसमें उन्होंने उनसे आवश्यक धनराशि जारी करने के लिए हस्तक्षेप करने को कहा है।

आंध्र प्रदेश में तेलंगाना राज्य की मांग को लेकर जारी आम हड़ताल के कारण तेलंगाना क्षेत्र में  जनजीवन पर असर पड़ा है। हड़ताल का आह्‌वान तेलंगाना संयुक्त कार्रवाई समिति ने किया है।
हड़ताल का सबसे ज्यादा असर बस सेवाओं और बिजली की आपूर्ति पर पड़ा है, क्योंकि सरकारी कर्मचारी, सिंगरैनी कोयला कर्मचारी और अध्यापक भी इस आंदोलन में भाग ले रहे हैं।

पूर्वी उत्तरप्रदेश में पिछले ३६ घंटों में इनसेफलाइटिस यानि दिमागी   बुखार से दो और लोगों की मौत हो गई। इसके साथ ही इस वर्ष इनसेफलाइटिस से मरने वालों की संख्या ३५० हो गई है। हमारे गोरखपुर संवाददाता ने खबर दी है कि क्षेत्र के विभिन्न सरकारी अस्पतालों में इनसेफलाटिस से पीड़ित ३२३ मरीजों का इलाज चल रहा है।

दिल्ली के चांदनी महल इलाके में कल रात एक तीन मंजिला इमारत ढह जाने से सात लोगों की मौत हो गई और २५ अन्य घायल हुए हैं। आज दूसरे दिन भी बचाव कार्य जारी हैं। मलबे में कुछ और लोगों के दबे होने की आशंका है। हमारी संवाददाता ने खबर दी है कि इलाके में गलियां संकरी होने के कारण बचाव कार्यों में दिक्कत आ रही है।

दरियागंज की संकरी गली में जहां इमारत गिरी है, वहां एम्बुलेंस और अन्य बचाव वाहनों को पहुंचने में काफी दिक्कत का सामना करना पड रहा है, हालांकि स्थानीय निवासी और नागरिक सुरक्षा दल कर्मी इमारत का मलबा हटाने में पुलिस और दूसरे बचाव दल कर्मियों का सहयोग कर रहे हैं। तंग इलाका होने के कारण पुलिस ने घटनास्थल की नाकाबंदी कर रखी है। मीडिया समेत किसी को भी आने-जाने की अनुमति नहीं दी जा रही है, ताकि बचाव कार्यो में रूकावट न आए। आकाशवाणी समाचार के लिए नई दिल्ली से मैं सुमिता यादव।

Prime Minister Dr.Manmohan Singh today announced a financial assistance of one thousand crore rupees for the earthquake affected people in Sikkim. He also assured that the central agencies like Border Road Organisations will help in strengthening the basic infrastructure in the state. Dr.Singh made the announcement at a meeting of high level officials of state government, army and other departments at the army cantonment in Gangtok today. Prime Minister Manmohan Singh earlier undertook an aerial suvey of the quake affected areas in the state and also visited the injured at the STNM Hospital in Gangtok . Our correspondent reports Dr. Singh had arrived this morning in Gangtok in a special Indian Airforce MI-75 Chopper this morning at the Army Helipad at Libing. Later, Dr. Singh left Gangtok for Delhi by an army helicopter. The National Disaster Response Force (NDRF) has treated 721 patients in several medical camps in Manul and Mangan areas of quake-hit North Sikkim district. The camps would continue to operate so long they were needed. An NDRF release said that, besides, the NDRF also provided 200 tents to the Mangan administration for their distribution among the earthquake victims. Altogether 400 NDRF personnel were airlifted from Greater Noida and Kolkata and deployed in the district for rescue and relief work besides providing medical help to the injured. Our correspondent reports, the meanwhile life is fast returning to normal in the quake affected areas as the next tourist season in the state begins this Sunday.

The Centre has called for active participation of states in the implementation of urban infrastructure development projects. Addressing a workshop in New Delhi today, the Urban Development Minister, Mr Kamal Nath said there is a need for creating sustainable, equitable and economically vibrant cities across the country. He asked the states to suggest ways to make the Urban Local Bodies economically stronger. He also underlined the need for strengthening the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The Housing and Urban Poverty Alleviation Minister, Kumari Selja, who also addressed the workshop, said urbanisation is a major challenge as it involves capacity building of all sectors. Mr Saugat Ray, Minister of State for Urban Development said the implementation of JNNURM has a definite impact on citities. He called for more investment in the Mission. Our Correspondent reports that the participants at the day-long workshop will discuss a report on Indian Urban Infrastructure and Services, submitted to the government by a High Powered Expert Committee in March 2011. The Committee was chaired by noted Economist Dr Isher Ahluwalia.

In Jammu and Kashmir, the fierce gun battle between militants and security forces in north Kupwara district entered its fourth day today even as an army jawan injured in the operation succumbed to injuries. Officials said, the jawan died last night. A total of nine persons including five militants, an Army officer, a jawan and two policemen have been killed in the gunfight in Shamsabari forests. The encounter broke out at Awathkul forest area of Kralipora, 130 kms from Srinagar, on Monday when the police assisted by the Army launched a search operation following information about the presence of heavily-armed militants. Army sources believe the militants were six to seven in number and were part of the LeT group which had recently infiltrated from the Keran sector.

Finance Minister Pranab Mukherjee is holding talks with UPA Chairperson Sonia Gandhi at her residence in New Delhi. Defence Minister A K Antony and political advisor to Mrs. Gandhi Ahmad Patel are also present in the meeting. Congress sources told AIR that the meeting is being held to discuss the 2G note on allocation of spectrum licences prepared by finance ministry. Sources added that Mr. Mukherjee is also likely to meet the Prime Minister Dr. Manmohan Singh later this evening to discuss the issue.

The Directorate of Vigilance and Anti-Corruption (DVAC) today carried out raids at the residence of former Tamil Nadu Minister T M Anbarasan at Kundrathur near Chennai in connection with a disproportionate assets complaint. Anbarasan was the Labour Minister in the previous DMK government. The DVAC had on the 27th of this month raided the premises of K Ponmudi, now in jail, in Chennai, Villupuram and Puducherry on specific information that he had allegedly accumulated assets disproportionate to his known sources of income when he was the Higher Education Minister in the previous DMK regime. Ponmudi was arrested in Chennai on August 31 in a land grabbing case. Former ministers Veerapandi S Arumugam, K N Nehru and N K K P Raja were also arrested on land grabbing charges.

The ongoing general strike call demanding statehood for Telangana region in Andhra Pradesh has affected the industrial production in the State. The dip in power generation is more evident especially in Coastal Andhra Pradesh and particularly in Visakhapatnam. Projecting an increased shortage of 31 million units (mu) per day as on the 27th of this month, AP Transco and the power distribution companies are implementing power cuts in the evenings for industries in addition to a power holiday once a week.
For a State that is dependent on thermal and hydro power projects, the general strike call in the Telangana region for more than a fortnight from now has its ill effects on the State’s power generation as coal reserves are on a decline. Transco officials explained that this was offset by a steep hike in the overall demand to 268 million units as on Tuesday last, due to the continuing dry spell as against the supply of 237 million units. Further, generation at Srisailam and Nagarjunasagar was reduced to 26 million units in order to conserve water for the coming months. Food inflation jumped to 9.13 per cent for the week ended September 17 from 8.84 per cent in the previous week, mainly due to a rise in prices of potatoes, pulses and poultry. Finance Minister Pranab Mukherjee has termed the rise in food inflation as an area of grave concern. As per Wholesale Price Index (WPI) data released by the government today while, prices of onions eased marginally during the week, gram, masoor, arhar, urad and poultry rates firmed up on an annual basis, Potato prices, too, firmed up by about 15 per cent on an annual basis. However, as a whole, inflation in the fruit and vegetable segments eased during the week under review vis-a-is the same period last year. In the week ended September 10, food inflation had declined to 8.84 per cent from 9.47 per cent in the previous week.

Rebounding smartly from early lows, the Sensex at the Bombay Stock Exchange gained a good 128 points, or 0.8 per cent, to 16,574 in afternoon trade, a short while ago. Earlier in the morning, however, the Sensex had fallen 105 points, or 0.6 per cent, to 16,341, on sustained selling by funds. Other Asian markets in South Korea, Japan, Indonesia and Taiwan were up by between 0.1 percent, and 2 percent, today. But over in the US, the Dow Jones Industrial Average has slipped 1.61 per cent, overnight.

The Chairman of the Prime Minister's Economic Advisory Council Dr C Rangarajan has said that the Indian economy has the potential to grow at 9 percent annually in the next five years. Dr Rangarajan said that tackling inflation and bringing it below five percent level is the biggest challenge the economy faces today. Stating that the present rate of inflation is a cause of concern, Dr Rangarajan said that interventions in the foodgrains market alongwith effective use of fiscal and monetary policy are the key to address rising prices. He was delivering a special lecture during the Golden Jubilee Celebrations of the Indian Economic Service at a function in New Delhi today. Dr Rangarajan said that maintaining high growth rate is essential to reduce poverty and improve the standard of living of the people. Expressing concern over India's poor ranking in the Human Development Index,HDI, Dr Rangarajan stated that the policies should not only be aimed to achieve sustainable high growth rate but should also focus on improving various social indicators including the HDI. Emphasising the need for inclusive development, Dr Rangarajan said that the disparity between the growth rates of various states in the country need to be converged.

The Reserve Bank of India has notified Unique Identification, UID Number or Aadhaar as a Know Your Customer, KYC norm for the opening any kind of bank accounts in the country. The Chairman of the Unique Identification Authority of India UIDAI, Nandan Nilekani said this while speaking at a function organised in New Delhi on the occasion of the first Anniversary of the Aadhaar Launch. He said that earlier, the RBI had given permission for opening only small accounts through the Aadhaar. Mr Nilekani said that the department has decided to generate 10 lakh Aadhaar per day from the first of next month. He also said that it has set a target of generating 60 crore Aadhaar by the year 2014.

The President leaves on a two nation tour of Switzerland and Austria tomorrow. Mrs. Pratibha Devisingh Patil will hold bilateral meetings with President of Swiss confederation Mrs Micheline Calmy-Rey and President of Austria Mr. Heinz Fischer and other top leaders to discuss issues of mutual, regional and international importance. Minister of state for Parliamentary Affairs Rajeev Shukla and a 45-member business delegation will also accompany the President. The President will visit the European Organisation for Nuclear Research, which is better known by its acronym CERN, on October 1, 2011. This is one of the largest and most reputed centre for scientific research, particularly on particle physics, in the world. In Switzerland, the President will pay homage to the Father of the Nation, Mahatma Gandhi on October 2, 2011 at his statue in Geneva. While in Switzerland and Austria, the President will also meet and address the members of the Indian community. There are around 15,500 persons of Indian Origin in Switzerland and around 20,000 persons of Indian Origin in Austria.

Overseas Indian Affairs Minister Vayalar Ravi today said that the government is initiating an Internet based attestation system of employment contracts with the United Arab Emirates to sort out the problems of Indian workers there. Addressing a meeting attended by representatives of all the state governments in New Delhi, Mr. Ravi said that India has also entered into bilateral labour contracts with Jordan, Bahrain, Malaysia, Kuwait, Qatar to protect the interests of the Indians working there. The Overseas Indian Affairs Minister said that the government is taking effective measures to impart technical skill to people going abroad. He added that the center has mandated the Indian Council of Overseas Employment to train the work force according to the requirements of the international markets. Mr. Ravi also said that center will provide all the necessary funds to develop infrastructure in this regard.

In Indonesia, a small aircraft with 18 people on board is feared to have crashed today in the Sumatra island. Officials said, the Cassa 212, carrying 15 passengers and three crew, was flying from Medan city in North Sumatra to the nearby province of Aceh when it lost contact with the air traffic control. A search and rescue operation was launched to trace the aircraft. Local search and rescue Chief Suhri Sinaga said that the aircraft sent an emergency signal from the Bahorok area of North Sumatra province.

The US Secretary of State, Hillary Clinton, has urged the military government in Egypt to end the current state of emergency as soon as possible. She said, the United States wanted to see it happen sooner than the planned date of June next year because it was a key step in establishing the rule of law. She was speaking after meeting the Egyptian Foreign Minister Mohamed Amir in Washington. Egypt's interim government recently extended its emergency powers which were introduced by the ousted leader Hosni Mubarak. Parliamentary elections in Egypt are due before the end of the year. The Supreme Council of the armed forces which currently rules the country, has promised that the elections will not be held under the state of emergency.

In Odisha, deaths due to the current devastating flood has increased to 40. Two more people have been missing and are yet to be traced. Even as major rivers like Brahmani, Budhabalanga, Baitarani, Subarnarekha and Kharasrota have started receding, the post-flood situation continues to be very grim in the state. Complaints of people starving in the worst-hit Jajpur, Kendrapada and Bhadrak districts even after eight days are being reported. Our correspondent reports, that flood-hit people have been deprived of drinking water, medical facilities and other basic amentias. :
Post flood situation in Odisha is really grim. Hungry marooned people of more than 1500 villages are living sleepless nights on the roof tops or river embankments and waiting for the government relief to reach them. The situation in Bari and Jajpur town in Jajpur district and Aul, Rajkanika, Rajnagar in Kendrapada district are very precarious. No government officials have been able to reach the marooned villages. They are being forced to drink contaminated flood-water and thousands are now suffering with fever, diorreah and other water-borne diseases. A 10-member Central team is visiting different areas of Bhadrak, Jajpur and Kendrapada districts to assess loss due to the current flood. Official reports say, a total of 3,569 villages and 12 cities in 10 of the 30 districts have been affected in the second phase of flood. In the first phase, flood in Mahanadi river system in the second week of this month had affected 3.4 million people in 19 districts, causing 50 human casualty and a loss of Rs 2,122 crore to the State.Prakash Dash/AIR NEWS/Odisha

Bihar Chief Minister Nitish Kumar has announced that monetary assistance would be provided to the farmers for crops damaged during the current spate of flood in the state. He said, the affected people will be given adequate food and shelter. After conducting an aerial survey of the flood hit districts of Sitamarhi, Samastipur, Saharsa, Supaul, Khagaria, Naugachia and parts of Nalanda district yesterday, Nitish Kumar said the flood situation in the state is under control. Our correspondent reports, the major rivers in the state including the Ganga and Sone are receding, though most of them are still flowing above the danger mark. Relief and rescue operations are also on alongwith repair work of damaged embankments of Bagmati, Kamlabalan, Lakhandei and Kosi. Road traffic is still disrupted at many places as flood water is overflowing several national highways including the NH 104 connecting Sheohar to Sitamarhi.

The President of the UN Security Council has referred Palestine’s application to become a United Nations Member State to the committee that deals with the admission of new members. According to a UN statement received by Prasar Bharti in Dubai today, the Council’s Committee on the Admission of New Members is slated to consider the application on the 30th of this month. Any application for UN membership is considered by the Council, which decides whether or not to recommend admission to the 193-member General Assembly. After this step, it has to adopt a resolution for the admission of a Member State.

वित्त मंत्री प्रणब मुखर्जी ने स्पष्ट किया है कि टू-जी स्पैक्ट्रम आबंटन के बारे में जारी नोट उनके विचारों को नहीं दर्शाता। उन्होंने आज शाम नई दिल्ली में गृह मंत्री पी० चिदम्बरम के साथ संवाददाता सम्मेलन में कहा कि वह नोट एक अंतर-मंत्रालय दस्तावेज है, जिसे कुछ अधिकारियों ने तैयार किया था। इसे २५ मार्च २०११ को प्रधानमंत्री कार्यालय भेजा गया था। वित्त मंत्री ने कहा कि उस दस्तावेज में तथ्यों के अलावा कुछ बातों की व्याख्या भी की गई है, जो उनके अपने विचार नहीं हैं।

तथ्यों की पृष्ठभूमि के अलावा नोट में कुछ संदर्भ और व्याख्या भी शामिल हैं। जो मेरे विचारों पर आधारित नहीं है।
श्री मुखर्जी ने कहा कि २००७-०८ में सरकार की नीति अक्टूबर २००३ में अपनाई गई नीति को ही जारी रखना था। ट्राई ने भी यही बात कही थी। श्री मुखर्जी ने कहा कि इस साल जनवरी में टू-जी स्पैक्ट्रम को लेकर मीडिया में कई बातें छपी थीं। ऐसा सोचा गया था कि इस मामले पर सरकार के विभिन्न प्रतिनिधि तथ्यों पर आधारित एक नोट तैयार करें।
श्री चिदम्बरम ने इस बात पर खुशी जाहिर की कि उनके सहयोगी श्री मुखर्जी ने उस नोट के साथ जुड़े विवाद पर स्पष्टीकरण दे दिया है।

प्रधानमंत्री ने आज सिक्किम के भूकम्प प्रभावित इलाकों का हवाई सर्वेक्षण किया। उन्होंने भूकंप से प्रभावित सिक्किम में तुरंत राहत कार्यों और बुनियादी ढांचे को फिर से खड़ा करने के लिए दस अरब रूपए की सहायता की घोषणा की है। डॉ० मनमोहन सिंह ने आश्वासन दिया कि भूकंप-रोधी प्रौद्योगिकी के विशेषज्ञों का दल राज्य में भेजा जाएगा, जो बुनियादी ढांचे के पुनर्निर्माण में सहायता करेगा। हमारे संवाददाता ने बताया है कि प्रधानमंत्री ने सिक्किम में गंगटोक की लिबिंग सैनिक छावनी में एक उच्चस्तरीय समीक्षा बैठक को संबोधित करते हुए ये बात कही।

दिल्ली सरकार ने सिक्किम के भूकंप पीड़ितों के लिए पांच करोड़ रूपए देने का फैसला किया है। मुख्यमंत्री शीला दीक्षित ने बताया कि यह पैसा प्रधानमंत्री राहत कोष में दिया जाएगा।

तमिलनाडु में धर्मपुरी जिला सत्र न्यायालय ने बलात्कार के एक मामले में २१५ लोगों को दोषी ठहराया है। वचाति गांव के लोगों पर वन, पुलिस और राजस्व विभाग के अधिकारियों की ज्यादतियों के करीब २० साल बाद ये फैसला आया है। भारतीय वन सेवा के चार अधिकारियों सहित एक सौ २६ वनकर्मियों, ८४ पुलिसकर्मियों और पांच अन्य कर्मचारियों को दोषी ठहराया गया है। बलात्कार के आरोपी १७ लोगों में से ११ को दस-दस साल की कठोर कारावास की सजा सुनाई गई है। बाकी छह आरोपियों को सात-सात साल कैद की सजा सुनाई गई है। कुछ अन्य आरोपियों को तीन-तीन साल की जेल की सजा सुनायी गई है।
मद्रास उच्च न्यायालय ने धर्मपुरी जिला न्यायालय को इस वर्ष जून में निर्देश दिया था कि वह इस मामले की रोज+ सुनवाई करे। अधिकारियों पर आरोप है कि वे २६ जून १९९२ को तस्करी की चंदन की लकड़ी की तलाश में वचाति गांव में घुसे थे। कार्रवाई के दौरान उन्होंने ग्रामीणों की सम्पत्ति को नुकसान पहुंचाया, महिलाओं और बच्चों को कमरों में बंद किया और उन पर ज्यादतियां कीं। आरोपियों में से ५४ की मृत्यु हो चुकी है।

कश्मीर घाटी में आतंकवादियों को कुपवाड़ा जिले के शमसबाड़ी के जंगलों से निकाल बाहर करने के लिए पुलिस और सेना की संयुक्त कार्रवाई जारी है। पुलिस सूत्रों ने बताया कि बीच-बीच में रूक-रूक कर हो रही गोलीबारी से पता चलता है कि आतंकवादी वहां मौजूद हैं। पुलिस का मानना है कि सोमवार शाम से शुरू हुई इस कार्रवाई में पांच आतंकवादी मारे जा चुके हैं, लेकिन उनके शव नहीं मिले हैं। सेना का एक जवान, एक अधिकारी और दो पुलिसकर्मी भी इस दौरान शहीद हुए हैं।

प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष डॉ० सी० रंगराजन ने कहा है कि वर्तमान वित्त वर्ष में भारतीय अर्थव्यवस्था की विकास दर आठ प्रतिशत तक रहने की आशा है। नई दिल्ली में भारतीय आर्थिक सेवा के स्वर्ण जयंती समारोह में उन्होंने कहा कि औद्योगिक उत्पादन के बारे में कुछ चिंताएं हैं, जिस कारण विकास दर को आठ दशमलव दो प्रतिशत से घटाकर आठ प्रतिशत करना पड़ा है।
वित्त मंत्रालय के मुख्य आर्थिक सलाहकार कौशिक बसु ने समारोह में कहा कि वर्तमान वैश्विक आर्थिक संकट का भारत पर कोई प्रतिकूल असर नहीं पड़ेगा, क्योंकि इसकी अर्थव्यवस्था सही आर्थिक नीतियों पर आधारित है।

The Finance Minister Pranab Mukherjee has clarified that a note issued by his Ministry on 2G spectrum allocation, did not reflect his views. In a joint press conference with Home Minister P. Chidambaram in New Delhi this evening, Mr. Mukherjee said that the said note was the part of an inter-ministerial background paper which was prepared by a group of officers. It was sent to PMO on 25th March, 2011. The Finance Minister asserted that apart from the factual background, the paper contains certain inferences and interpretations which do not reflect his views. He said, the policy of the government in 2007-08 was continuation of the policy adopted in October, 2003 and as reiterated by TRAI. Mr. Mukherjee said that a number of stories on 2G spectrum had appeared in the media in January this year. A view was taken that a harmonised note based on facts should be produced for use by various representatives of the government.
Talking to media, Mr. Chidambaram expressed happiness that his colleague cleared the air on the controversy attached to the said note. He said that the matter is now closed.
Earlier, the Home Minister P. Chidambaram and the Finance Minister Pranab Mukherjee met the Prime Minister at his residence this evening on the issue. Both the leaders had also met the UPA Chairperson and Congress President Mrs. Sonia Gandhi.

The Prime Minister Dr. Manmohan Singh today announced a financial relief of 1000 crore rupees for carrying out immediate relief works and restoration of infrastructure in the earthquake ravaged Sikkim.
The Prime Minister assured that an Expert Team on Earthquake Resistant Technology will be sent to assist the state in rebuilding its infrastructure. In Tamil Nadu, Dharmapuri District Session Court has convicted 215 accused persons in a rape case. The District and Principal sessions Judge, Justice S. Kumaraguru pronounced the judgement in the Vachathi case today. The sentence comes nearly two decades after the forest, police and revenue officials allegedly committed atrocities on Vachathi villagers. The judge convicted 126 forest personnel including four India Forest Services officers, 84 policemen and five officials. Out of the seventeen who were convicted of rape charges, 11 of them were given 10 years rigorous imprisonment. The remaining were awarded seven years imprisonment. Some of the accused convicted of other charges, were awarded upto three years jail term. The Madras High Court directed the Dharmapuri District Court to conduct the case on day-to-day basis in June this year. The officials had allegedly entered a tribal village Vachathi in Dharmapuri district for conducting a search for smuggled sandalwood on 26th June, 1992. During the operations, they were alleged to have ransacked the property of the villagers, detained women and children and also committed atrocities. It is to be noted that 54 of the accused in the case are already dead.

In Karnataka, Bharatiya Janata Party candidate Karadi Sanganna has won in Koppal bye-election with a margin of over 12,000 votes. The bypoll was necessitated to fill up the vacancy caused by Karadi Sanganna who had resigned the seat won on a JD(S) ticket in 2008 polls and defected to BJP. Karadi Sanganna bagged over 57,000 votes to Congress candidate Basavaraj Hitnal's nearly 45,000 votes. The Janata Dal-Secular was way behind with its nominee Pradeep Patil getting just over 19,000 votes.

In Kashmir valley, joint operation by police and army to flush out militants from Shamasbari forests in frontier Kupwara district, continued for the fourth day today. Police sources said that intermittant exchange of fire continued, suggesting presence of some more militants. The police believes five militants have been killed in the encounter that started on Monday evening. However, bodies of the slain militants have not been recovered till now. Two army personnel including an officer and two policemen have laid down their lives while fighting militants in this operation.

In Uttar Pradesh, the ruling Bahujan Samaj Party MLA Jitendra Kumar Singh alias Babloo joined the Peace Party today. He was arrested after an arson at the house of State Congress Committee President Dr. Rita Bahuguna Joshi on July 15, 2009 after her alleged remarks against Chief Minister Mayawati in a public rally at Moradabad. Meanwhile Bahujan Samaj Party has expelled the Bikapur MLA from the party.

In Haryana, today nearly 60 people have been hospitalised in Panipat after consuming Kuttu Atta or buckwheat flour usually consumed during Navratra fasts. The Chief Medical Officer of Civil Hospital Panipat, Dr H S Randhawa told Akashwani that around 35 people out of the 60 admitted in the civil hospital today, have been discharged after recovery. He said that one patient who was serious, has been referred to PGI Rohtak

Finance Minister Pranab Mukherjee has termed the rise in food inflation as an area of grave concern. Food inflation jumped to 9.13 per cent for the week ended September 17 from 8.84 per cent in the previous week.
It has gone up from 8.84 precent last week on 17th September to 9.13 percent. Major contributors are of course the grams-masoor, arhar, urad, poultry chicken and certain other factors. But food prices are an area of major and grave concern.

Recovering from early losses, the Sensex at the Bombay Stock Exchange closed 252 points, or 1.5 percent higher, at 16,698, amid largely positive Asian markets, today. The Nifty rose 70 points, or 1.4 percent, to 5,015. Stock markets in Japan, South Korea and Singapore moved higher. The rupee weakened 22 paise, to 48.97 against the dollar. Gold dropped 500 rupees, to 26,440 rupees per ten grams in Delhi. Silver plunged 1,700 rupees, to 53,500 rupees per kilo. The President leaves on a two nation tour of Switzerland and Austria tomorrow. Mrs. Pratibha Devisingh Patil will hold bilateral meetings with President of Swiss confederation Mrs Micheline Calmy-Rey and President of Austria Mr. Heinz Fischer and other top leaders to discuss issues of mutual, regional and international importance. Minister of state for Parliamentary Affairs Rajeev Shukla and a 45-member business delegation will also accompany the President.Briefing media, Secretary West in the Ministry of External Affairs M.Ganpaty said in New Delhi that the Mrs. Patil will also unveil the bust of Gurudev Rabindernath Tagore in the University of Lausanne in Switzerland.
The President will visit the European Organisation for Nuclear Research, on October 1, 2011. This is one of the largest and most reputed centre for scientific research, particularly on particle physics, in the world. In Switzerland, the President will pay homage to the Father of the Nation, Mahatma Gandhi on October 2, 2011 at his statue in Geneva. While in Switzerland and Austria, the President will also meet and address the members of the Indian community.

The Union Minister for Communication and Information Technology, Mr. Kapil Sibal today launched the International Money Transfer Service in selected post offices of the country. The facility will help people conducting remittance transaction easily. Initially the facility has been started in 100 post offices including Delhi, Punjab and Tamilnadu. The service has been started by India Post in collaboration with Money Gram International which is a global money transfer company. Launching the service at a function in New Delhi, Mr. Sibal said that about 30 million people are living abroad in various parts of the globe and through this facility they can transfer the money to their family who are living in India.

Off-colour Harbhajan Singh was today dropped from the 15-member squad for the first two cricket one-dayers in next month's ODI series against England. Young spinner Rahul Sharma and paceman Sreenath Aravind are the two new faces in the squad. The team was announced by new BCCI secretary Sanjay Jagdale after a marathon meeting of the selection committee in Chennai. The squad, to be captained by Mahendra Singh Dhoni, will be without the services of a host of seniors, including Sachin Tendulkar, Zaheer Khan, Virender Sehwag and Yuvraj Singh because of injuries. Goalkeeper Bharat Chetri was today named captain of the Indian hockey team for the tour of Australia starting next month. Sandeep Singh and Sardara Singh who were handed a two-year ban by Hockey India for indiscipline only to be lifted later, have found a place in the squad. During the tour of Australia, India will play a four-nation nine-a-side International Super Series tournament and another International tournament featuring Pakistan and the home team. The four-nation Super Series event will also include Pakistan and New Zealand. An 18-member Indian women's hockey team for next month's Australian tour has also been announced. Experienced striker Saba Anjum will lead the team. The women's team will play a four-match Test series against the hosts and also a three-nation nine-a-side International Super Series tournament.

Indonesian authorities say, a passenger plane that went missing earlier today has been found intact in a North Sumatra mountain range, raising hopes the 18 people onboard are alive. Director general of aviation transportation at the ministry, Mr. Herry Bhakti Gumay said the plane was found intact and the wings were not broken at 3,500 feet high in the Bohorok mountain range.

The United States has slapped sanctions on two founding leaders of Pakistan-based terror outfit Lashkar-e-Taiba for fund raising, recruitment and indoctrination of operatives. The US Treasury Department named Zafar Iqbal and Hafiz Abdul Salam Bhuttavi, top LeT leaders and founding members of the group which is a front for banned Jamaat-ud-Dawa.

In Yemen, heavy fighting has erupted in the capital, Sanaa, between forces loyal to President Ali Abdullah Saleh and armed tribesmen who side with anti-Saleh protesters. Witnesses said, explosions and heavy gunfire broke out early today in the north of the city, with government troops battling followers of tribal leader, Sheikh Sadek al-Ahmar.
