दिल्ली सरकार के कर्मचारियों को पन्द्रह सितम्बर से निश्चित समय-सीमा के अंदर सेवाएं उपलब्ध न कराने पर जुर्माना देना पड़ेगा, जो आवेदकों को मिलेगा। इस साल मार्च में दिल्ली सरकार द्वारा पारित एक कानून के प्रावधानों के अनुसार ड्राइविंग लाइसेंस, राशन कार्ड तथा जन्म और मृत्यु पंजीकरण से संबंधित प्रमाण पत्र जारी करने जैसी सेवाओं में सुधार के तहत यह व्यवस्था शुरू की गई है। एक वरिष्ठ सरकारी अधिकारी ने बताया कि सेवाएं उपलब्ध कराने में विफल रहने पर इस कानून के तहत दस रुपये से दो सौ रुपये प्रतिदिन तक का जुर्माना देना होगा। प्रत्येक नागरिक को कुछ निश्चित सरकारी एजेंसियों और विभागों से निश्चित समय के भीतर सेवाएं प्राप्त करने का अधिकार होगा। सेवाएं उपलब्ध न कराने पर कर्मचारियों को अधिकतम पांच हजार रुपये तक का जुर्माना देना पड़ सकता है।
इस कानून के तहत राजस्व, खाद्य और नागरिक आपूर्ति, परिवहन और व्यापार तथा कर विभागों के साथ साथ दिल्ली नगर निगम और नई दिल्ली नगर पालिका जैसी एजेंसियों को भी शामिल किया गया है। राशन कार्ड जारी करने के लिए ४५ दिन की अधिकतम समय सीमा तय की गई है। दिल्ली नगर निगम और नई दिल्ली नगर पालिका को जन्म और मृत्यु प्रमाण पत्र अधिकतम सात दिन के भीतर जारी करने होंगे।
परिवहन विभाग स्थायी ड्राइविंग लाइसेंस के नवीकरण के लिए एक दिन से अधिक समय नहीं लगा सकेगा जबकि लरनर्स लाइसेंस आवेदन की तारीख पर ही जारी करना होगा।
दिल्ली की मुख्यमंत्री शीला दीक्षित ने बताया है कि इस कानून का उद्देश्य लोगों को जागरूक करना और सरकारी कर्मचारियों को जवाबदेह बनाना है।

तमिलनाडु में वरिष्ठ डी एम के नेता और राज्य के पूर्व मंत्री के०पोनमुडी को ज+मीन हड़पने के एक मामले में गिरतार किया गया है। पुलिस सूत्रों ने बताया कि पूर्व उच्च शिक्षा मंत्री पोनमुडी को कल चेन्नई से १६० किलोमीटर दूर उनके पैतृक गांव विल्लुपुरम से गिरतार किया गया। वीरापांडी एस. अरूमुगम, के.एन. नेहरू और एन के के पी राजा के बाद वे चौथे पूर्व मंत्री हैं जिन्हें ज+मीन हड़पने के मामले में जयललिता सरकार द्वारा शुरू की गई कार्रवाई के तहत गिरतार किया गया है। पुलिस पिछले तीन महीने में विधायकों जे.अनबझगन और सुंदरपांडियन सहित डी एम के पार्टी के कई अन्य पदाधिकारियों को गिरतार कर चुकी है।
मुख्यमंत्री जयललिता ने हाल में कहा था कि तीन महीने पहले सत्ता में आने के बाद से उनकी सरकार चार अरब+ रूपये से अधिक मूल्य की ज+मीन उनके मालिकों को लौटा चुकी है।

खेल मंत्री अजय माकन ने कहा है कि खेल संगठनों के कामकाज  को ज्यादा पारदर्शी और जवाबदेह बनाने की ज+रूरत है। कल नई दिल्ली में संवाददाताओं से बातचीत में श्री माकन ने कहा कि उन्हें इससे संबंधित विधेयक का क्रिकेट अधिकारियों द्वारा विरोध किए जाने को लेकर विशेष रूप से निराशा हुई है।  खेल मंत्री ने जोर देकर कहा कि  बी सी सी आई सहित खेल परिसंघों को सूचना अधिकार कानून के दायरे में लाने की ज+रूरत है ताकि उन्हें ज्यादा जवाबदेह बनाया जा सके।
हम उनसे सूचना के अधिकार के तहत पूछ रहे हैं। कम से कम उनके हिसाब-किताब के बारे में लोगों को पता होना चाहिए। वे प्रत्यक्ष या अप्रत्यक्ष रूप से सरकारी धन का इस्तेमाल करते हैं और टीम विदेश भेजते हैं जो भारत का प्रतिनिधित्व करती है। इसलिए हम चाहते हैं कि वे सूचना अधिकार कानून के तहत भारतीय जनता के प्रति जवाबदेह और जिम्मेदार हों। हम बस यही चाहते हैं।
मंगलवार को इस विधेयक पर केन्द्रीय मंत्रिमंडल की बैठक में विचार-विमर्श किया गया। बैठक की कार्यवाही का ब्यौरा प्राप्त करने के बाद श्री माकन ने कहा कि उनका मंत्रालय इस विधेयक का मसौदा फिर से तैयार  करेगा और उसे मंत्रिमंडल के सामने पेश करेगा। उन्होंने स्पष्ट किया कि उनका एकमात्र उद्देश्य खेलों में ज्यादा पारदर्शिता और जवाबदेही लाना है और उन्हें पूरा विश्वास है कि यह विधेयक इस उद्देश्य को पूरा करेगा।

उच्चतम न्यायालय टू जी स्पैक्ट्रम आवंटन मामले में आज आगे सुनवाई करेगा। सी बी आई और प्रवर्तन निदेशालय द्वारा आज इस मामले में अपनी जांच के बारे में उच्चतम न्यायालय में ताजा स्थिति रिपोर्ट पेश किए जाने की संभावना है। २४ अगस्त को पिछली सुनवाई के दौरान सी बी आई ने न्यायालय को सूचित किया था कि उसने करोड़ों रूपये के इस घोटाले की अपनी जांच पूरी कर ली है। इस मामले में सी बी आई ने पूर्व दूरसंचार मंत्री ए.राजा और डी एम के सांसद कणिमोरि सहित सत्रह लोगों के खिलाफ आरोप पत्र दाखिल किया है। सी बी आई ने कहा कि १५ सितम्बर तक तीसरा आरोप पत्र दाखिल किया जाएगा।

जेद्दाह से मुंबई आ रहे एयर इंडिया के एक विमान को कल मुंबई में आपात स्थिति में उतारना पड़ा। एयर इंडिया के प्रवक्ता ने बताया कि विमान की हाइड्रॉलिक नियंत्रण प्रणाली में खराबी आ जाने के कारण उसे एहतियात के तौर पर उतारना पड़ा। प्रवक्ता ने बताया कि विमान में सवार सभी यात्रियों को सुरक्षित निकाल लिया गया और किसी को कोई चोट नहीं आई।

भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो, नई श्रेणी के सशक्त संचार उपग्रह तैयार करने वाला है जिनमें नई प्रौद्योगिकी का उपयोग किया जाएगा और जिनकी क्षमता अधिक होगी। इसरो के अध्यक्ष के० राधाकृष्णन ने बंगलुरू में बताया कि इन उपग्रहों में ज्यादा शक्ति होगी और एक ही उपग्रह में पहले से अधिक ट्रांसपोंडर लगाए जा सकेंगे। इन ट्रांसपोंडर्स में अधिक उन्नत तकनीक और बैंड क्षमता का उपयोग होगा। उन्होंने बताया कि इसरो इंडियन रीजनल नेवीगेशन सैटेलाइट सिस्टम-आई आर एन एस कार्यक्रम के तहत अगले वर्ष पहला नेवीगेशन उपग्रह छोड़ेगा। बाद में ऐसे छः और उपग्रह छोड़े जाएंगे।
इसरो का जीएसएलवी यान इस समय दो दशमलव दो टन के उपग्रह अंतरिक्ष में ले जा सकता है। श्री राधाकृष्णन ने बताया कि अगली पंचवर्षीय योजना में एक प्रमुख लक्ष्य, जीएसएलवी एमके-थ्री तैयार करने का है जो चार टन तक के उपग्रह अंतरिक्ष में ले जा सकेगा।

छत्तीसगढ़ सरकार ने एक ऐसा नियम लागू किया है जिससे किसी भी छात्र को प्राथमिक शिक्षा के दौरान फेल नहीं किया जा सकेगा। राज्य सरकार ने शिक्षा के अधिकार कानून के तहत यह नियम अधिसूचित किया है। इस नियम के अंतर्गत नर्सरी और प्राइमरी स्कूलों में प्रवेश के लिए कैपिटेशन फीस पर भी प्रतिबंध लगाने की व्यवस्था है।

उत्तर प्रदेश सरकार इस वर्ष नवम्बर तक चालीस हजार पुलिसकर्मियों की भर्ती करेगी। नए कार्यवाहक पुलिस महानिदेशक राजेन्द्र कुमार तिवारी ने कल लखनऊ में यह जानकारी दी। उन्होंने कहा कि अगले वर्ष शांतिपूर्वक विधानसभा चुनाव कराना, राज्य पुलिस के लिए एक चुनौती होगी।

असम में बाढ़ग्रस्त धेमाजी जिले में राष्ट्रीय राजमार्ग संख्या ५२ और सीमावर्ती अरुणाचल प्रदेश में सड़कों पर आवाजाही फिर शुरू हो गई है। १५ अगस्त को सीसी बोरगांव में गाई नदी की बाढ़ से राष्ट्रीय राजमार्ग बुरी तरह क्षतिग्रस्त हो जाने से धेमाजी, जोनई और अरुणाचल प्रदेश के तीन जिलों के बीच सड़क सम्पर्क टूट गया था।

एक उपभोक्ता अदालत ने एयर इंडिया से उस यात्री को पच्चीस हजार रुपये का मुआवजा देने को कहा है, जिसके सामान को २००८ में नुकसान पहुंचा था। यात्री शिकागो में अपने मित्र के लिए उपहार लेकर जा रहा था। दिल्ली की उपभोक्ता अदालत ने एयर इंडिया के इस तर्क को नहीं माना कि १९२९ की वारसा संधि के प्रावधानों के अनुसार क्षतिग्रस्त सामान के लिए विमान कंपनी का दायित्व सीमित है।

आज गणेश चतुर्थी है। इसके साथ ही देशभर में दस दिन तक चलने वाला गणेश उत्सव शुरू हो गया है। मुंबई में इस अवसर पर विशेष धूमधाम है। वहां घरों और पंडालों में गणेश प्रतिमाएं स्थापित की गई हैं। भगवान गणेश की आरती के लिए आज तड़के बढी संख्या में श्रद्धालु मंदिर पहुंचे। हमारी संवाददाता ने बताया है कि श्रद्धालुओं ने गणेश प्रतिमाओं पर तिलक लगाकर मोदक, और फूल अर्पित किए।

मुम्बईकरों ने अपने लाडले भगवान गणेश का स्वागत करने के लिए सारे शहर को श्रद्धा और भक्ति के रंग से रंग दिया है। मुम्बई के हर गली मोहल्ले में भक्ति संगीत गूंज रहा है और उत्सव का माहौल छाया हुआ है। लोकमान्य बालगंगाधर तिलक द्वारा सन १८९३ में ये त्यौहार सार्वजनिक स्तर पर मनाया जाने लगा और तब से यह त्यौहार दिलों को जोड़ने का और समाज को एक सूत्र में बांधने का काम करते आ रहा है। मुम्बई शहर का कोई भी ऐसा कोना नहीं है जो उत्सव के रंग से रंगा न हो। हर गली मोहल्ले में भक्ति संगीत गूंज रहा है और गणपति बप्पा मोरिया की गूंज सुनाई दे रही है। गणेश उत्सव के इस त्यौहार ने फिर से एक बार मुम्बई के अमिट उत्साह और सांस्कृतिक परम्परा को दर्शाया है। सुधाराम सुब्रमण्यम्‌ आकाशवाणी समाचार मुम्बई।

महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण ने कल बताया कि गणेश उत्सव के दौरान सुरक्षा सुनिश्चित करने के लिए हर संभव उपाय किए गए हैं।
आन्ध्र प्रदेश में भी गणेश उत्सव आज धार्मिक श्रद्धा और उल्लास के साथ शुरू हो गया।

मैनचेस्टर में कल रात इंगलैंड ने भारत को एक मात्र ट्वेंटी-ट्वेंटी क्रिकेट मैच में छः विकेट से हरा दिया। भारत ने टॉस जीता और पहले बल्लेबाजी करते हुए १९ ओवर और चार गेंदों में एक सौ पैंसठ रन बनाए। जवाब में इंगलैंड ने चार विकेट पर एक सौ छियासठ रन बनाकर मैच जीत लिया। भारत की तरफ से युवा खिलाड़ी अजिंक्य रहाणे ने ज+ोरदार बल्लेबाजी करते हुए ३९ गेंदों में ६१ रन बनाए। रहाणे का अन्तर्राष्ट्रीय क्रिकेट में यह पहला मैच था।
इंगलैंड की ओर से इऑन मोरगन सबसे सफल बल्लेबाज रहे, उन्होंने २७ गेंदों में ४९ रन बनाए।

Come September 15, Delhi government officials will have to pay a financial penalty to applicants if they fail to deliver services within a time-frame. The reforms in delivery of services like issuing of driving licenses, ration card and registration of births and deaths in a time-bound manner has been initiated by the city government as per provision of a legislation passed by Delhi Assembly in March. A senior government official said that the legislation fixes a financial penalty in the range of 10 to 200 rupees per day for failing to deliver services while making it a right of every citizen to obtain time bound delivery of services from certain government agencies. A maximum penalty of 5,000 rupees can be imposed on officials for failing to deliver services. Delhi Chief Minister Shiela Dixit said that a citizen should be aware of his rights and the government officials must be accountable.

Senior DMK leader and former Tamil Nadu Minister K. Ponmudi has been arrested in a land grabbing case. Police said, Ponmudi, former higher education minister, was arrested from his native Villupuram, 160 km from Chennai, yesterday. He is the fourth former minister after Veerapandi S Arumugam, K.N. Nehru and N.K.K.P. Raja to be arrested on land grabbing charges in the crackdown launched by the Jayalalithaa Government on land grabbing. Besides these four, several other DMK functionaries including MLAs J. Anbazhagan and Soundarapandian have been arrested by the police in the past three months.
Our correspondent reports that Jayalalithaa had recently announced that her government had returned over 400 crore rupees worth of land to its rightful owners since it came to power three months ago.
Since the taking over of the AIADMK Government DMK party has been facing the heat over land grabbing charges. Seperate police cells have been formed and 25 fast track courts have been set-up to clear these cases and more than 8000 complaints have been received and land amoutng to 419 crores were retrieved and given back to the owners. More than 400 have been arrested throughout the state on these charges. S. Joy, reporting from Chennai.

Sports Minister Ajay Maken has said that the sports bodies need to be more transparent and accountable in their functioning. Talking to newsmen in New Delhi yesterday, Mr Maken said that he was particularly disappointed with the opposition to the Bill by cricket administrators. The Sports Minister emphasised that Sports Federations including the BCCI need to be brought under the ambit of the Right to Information Act for greater accountability.
We are asking them through RTI, at least their accounts should be known to the Indian citizens. After all they are using government funds directly or indirectly and sending team representing India as a country. So we want them to be accountable and answerable through RTI or through citizen of India.
Mr. Maken said, after receiving Minutes of the Cabinet Meeting which discussed the Bill on Tuesday, the Ministry would start redrafting the Bill and place it before Cabinet again. He made it clear that his sole intention was to bring about transparency and accountability in sports and he was convinced that the Bill would serve this purpose.

The Supreme Court will resume hearing of 2G spectrum allocation case today. CBI and the Enforcement Directorate are likely to file fresh status report before the apex court today on their probe in the case. During the last hearing on August 24, the CBI had informed the court that it has completed its probe in the multi-crore scam in which charge sheet has been filed by it against 17 persons including former Telecom Minister A Raja and DMK MP Kanimozhi. It had said that a third charge sheet will be filed by September the 15.

The Chhattisgarh government has filed a petition in the Supreme Court seeking its directions to restrain Andhra Pradesh from continuing the construction of a dam on river Godavari at Polavaram. In its petition, Chhattisgarh government said that the clearances given to the project are illegal and the project threatens the environment and tribals of the state. Chhattisgarh is a second state after Orissa to move the apex court against the Polavaram project by the AP government.

The Chhattisgarh government has brought into force a rule which prohibits failing a student throughout primary school years. The state government notified rules under Right to Education Act, which also ban capitation fees for admission to pre-primary or primary schools. The rules also say that no primary school teacher will be allowed to give private tuitions. The person/institute found to be taking capitation fees in any form will be fined 10 times the amount taken.

The Uttar Pradesh government will appoint 40 thousand police personnel by November this year. This was disclosed by newly appointed Acting Director General of Police Rajendra Kumar Tiwari in Lucknow yesterday. He said, holding peaceful assembly elections next year will be a challenge for the state police. Mr Tiwari said, state police needs to identify places where disturbances occured during previous elections and take suitable measures.

The Indian Space Research Organisation, ISRO plans to build a new class of powerful communication satellites that packs more capacity and new technologies. ISRO Chairman K Radhakrishnan said in Bengaluru that this kind of spacecraft will handle a larger amount of power and accommodate more number of transponders in the same satellite. He said, ISRO plans to incorporate new technologies in them and get into higher bands like Ka band. The new generation transponders of Ka band have larger band with and can provide better communication and clear images in comparison to the earlier transponders of Ku band and S band.

A Mumbai bound Air India flight from Jeddah made an emergency landing in Mumbai yesterday. An Air India Spokesperson said that the flight had developed a technical snag in its hydraulic control system due to which it made an emergency landing as a precautionary measure. He said all passengers on board were evacuated from the aircraft safely and no body suffered any injuries.

The Gorkha Janmukti Morch, GJM has expressed displeasure over the Gorkha Land Territorial Administration Bill slated to be tabled in the State Assembly tomorrow. A GJM delegation met West Bengal Chief Secretary Samar Ghosh in Kolkata yesterday and alleged that the draft bill has deviated from the committed in the tripartite agreement. GJM Secretary Roshan Giri told media persons that under the tripartite agreement, administrative and financial power were supposed to be delegated to the Gorkha Land Territorial Administration Authority, GTA but there is no mention about these in the draft bill.

In Assam, the road communication on the national highway no. 52 in the flood-ravaged Dhemaji district and neighbouring Arunachal Pradesh has been restored. Road communication between Dhemaji, Jonai and three districts of Arunachal Pradesh was disrupted for the last fortnight following severe damage to the national highway by flash floods in Gaai River at Sisi Borgaon on 15th of this month.

For India, young Ajinkya Rahane smashed a quickfire 61 off 39 balls with 8 fours in his maiden innings in international cricket.
For England, Eoin Morgan struck 49 off 27 balls to lead England to a comprehensive victory over India. Left-hander Morgan was the hero of England's chase of 166, striking seven fours and one-six.

Celebration of Ganesh Chaturthi at a public level was first initiated by renowned freedom fighter Lokmanya Bal Gangadhar Tilak in the year 1893 to promote unity among the people and since then the festival continues to bring people together. The festival has today reached a stage where not a single lane in the city remains untouched by it. Devotional music and Chants of Ganpati bappa moraya have taken over footpaths and building compounds giving a festive colour to the city. This festival has yet again brought out the splendour of Mumbai’s street life, the vibrancy of its cultural traditions and the strength of the city’s artistic traditions.  योजना आयोग की विशेषज्ञ समिति ने बजट में योजना और गैर योजना खर्चों के बीच भेद समाप्त करने की सिफारिश की है। नई दिल्ली में जारी अपनी रिपोर्ट में प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष डाक्टर सी रंगराजन ने कहा कि वांछित परिणाम हासिल करने के लिए बजट प्रक्रिया में परिवर्तन की आवश्यकता है। उन्होंने कहा कि इससे पूरे देश में केन्द्रीय और अन्य योजनाओं के समुचित कार्यान्वयन और निगरानी सुनिश्चित  हो सकेगी।
 श्री रंगराजन ने कहा कि समिति ने वित्तीय खर्च पर समग्र दृष्टिकोण अपनाने को कहा है। इसके लिए संस्थागत ढांचे में परिवर्तन के साथ साथ मानव संसाधन विकास और सूचना टैक्नोलोजी के बीच बेहतर समन्वय की जरूरत है।
  इस अवसर पर योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने कहा कि योजना आयोग की समिति वित्त मंत्रालय सहित विभिन्न केन्द्रीय मंत्रालयो ंऔर राज्य सरकारों के साथ विचार विमर्श करेगी ताकि समिति द्वारा निर्धारित लक्ष्यों को प्राप्त किया जा सके। उन्होंने कोर बैंकिंग के बारे में विस्तार से जानकारी दी।

केन्द्रीय सरकार से इतना पैसा रिलीज हुआ, स्टेट लेवल में इतना पैसा रिसीव किया गया। इतना उन्होंने लोअर लेवल पर रिलीज किया। लोअर लेवल ने कितना रिसीव किया। कितना रिलीज किया और लोअस्ट लेवल में कितना रिसीव हुआ और कितना खर्च हुआ। वो सब ओन लाइन पता चल जाएगा।  केन्द्रीय सरकार मंत्रियों के लिए और चीफ मिनिस्टर के लिए बहुत ही फायदेमंद होगा, क्योंकि वो देख सकेंगे कि ये जो पैसा आ रहा है एक सौ पचास सेन्ट्रली फंड्डेड स्कीम है, जिनमें पैसा जा रहा है, ये सब जा रहा है,  डिस्ट्रीक में जा रहा है, ब्लॉक में जा रहा है, पंचायतों में जा रहा है। एक बटन दबाने से पता लग सकता है कि हरेक स्कीम में कैसी डिस्ट्रीब्यूशन हुई।
 श्री मोंटेक सिंह आहलूवालिया ने कहा कि समिति के नये सुझावों से सेवा के क्षेत्रों, विशेषकर स्वास्थ्य, शिक्षा और बुनियादी ढांचे के क्षेत्र में बेहतर विकास होगां। अध्यापकों और डाक्टरों जैसे मानव संसाधन, विकास योजनाओं के लिए महत्वपूर्ण है। उच्चस्तरीय समिति ने सिफारिश की है कि किसी भी मंत्रालय या विभाग की संयुक्त सार्वजनिक-निजी योजनाओं को पूंजीगत व्यय के रूप में देखा जाना चाहिए।

 इस वर्ष जुलाई में देश के निर्यात में पिछले वर्ष की तुलना में ८१ प्रतिशत की वृद्धि हुई है। आयात में भी ५१ प्रतिशत की बढ़ोतरी हुई। आज जारी आंकड़ों के अनुसार जुलाई में कुल निर्यात २९ अरब तीस करोड़ डालर से अधिक का था जबकि आयात ४० अरब ४० करोड़ डालर का रहा। इसमें बढ़ोतरी मुख्य रूप से गैर तेल उत्पादों के आयात के कारण हुई जिसमें ५८ प्रतिशत से अधिक की वृद्धि रही। तेल आयात में भी इस अवधि में ३७ प्रतिशत की वृद्धि दर्ज की गई।

 खाद्य पदाथोर्ं की मंहगाई दर पांच महीने बाद फिर दहाई अंक में पहुंच गई है। बीस अगस्त को समाप्त हुए सप्ताह में खाद्य पदार्थों की मुद्रास्फीति की दर बढ़कर दस दशमलव शून्य पांच प्रतिशत हो गई। इससे पहले के सप्ताह में यह नौ दशमलव आठ प्रतिशत थी। पिछले वर्ष इसी अवधि में मुद्रास्फीति की दर १५ प्रतिशत से अधिक थी। आज जारी आंकड़ों के अनुसार प्याज के दाम वार्षिक आधार पर ५७ दशमलव शून्य एक प्रतिशत बढ़े। आलू के दाम में भी १३ दशमलव तीन-एक प्रतिशत की बढ़ोतरी हुई। वार्षिक आधार पर फलों के दाम में २१ दशमलव पांच आठ प्रतिशत तथा सब्जियों में १५ दशमलव सात आठ प्रतिशत बढ़ोतरी दर्ज की गई। हालांकि इस दौरान दालें चार दशमलव एक-छह प्रतिशत और गेहूं दो दशमलव पांच दो प्रतिशत सस्ते हुए।

 प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन ने कहा है कि देश में अच्छे मानसून के कारण खाद्य पदार्थों की मुद्रास्फीति की दर घटकर उचित स्तर पर आ जायेगी। नई दिल्ली में एक समारोह के अवसर पर उन्होंने कहा कि सरकार मंहगाई पर नियंत्रण के लिए तुरन्त अनाज जारी कर सकती है। उन्होंने कहा कि देश में कुछ भागों में ट्रक हड़ताल जैसे ताकालिक कारणों के वजह से मंहगाई में वृद्धि देखी जा रही है।
 श्री रंगराजन ने कहा कि बढ़ती सब्सिडी के कारण वित्तीय  घाटा होता है। सरकार इसे निपटने के लिए डीजल के मूल्यों में संशोधन पर विचार कर सकती हैं। डाक्टर रंगराजन ने कहा कि देश की विकास दर इस वित्त वर्ष में आठ दशमलव दो प्रतिशत रहने की संभावना है। उन्होंने कहा कि पहली तिमाही में आशा के अनुरूप वृद्धि दर रही है लेकिन वर्तमान वित्तवर्ष के अन्तिम दो तिमाहियों में वृद्धि दर बढ़ने की संभावना है।

 उच्चतम न्यायालय ने  काले धन मुद्दे की जांच करने के लिए विशेष जांच दल नियुक्त करने के चार जुलाई के अपने आदेश को वापस लेने की केन्द्र की याचिका बहाल रखने पर आज अपना आदेश सुरक्षित रखा। न्यायमूर्ति अल्तमस कबीर और न्यायमूर्ति एस एस निज्जर की पीठ ने कहा कि वह याचिका को बहाल रखने के बारे में बीस सितम्बर को अपना आदेश देगी।

 खेल मंत्रालय, पारदर्शिता और जवाबदेही से समझौता किये बगैर राष्ट्रीय खेल विकास विधेयक का नया मसौदा लायेगा। नई दिल्ली में खेलमंत्री अजय माकन ने कहा कि उनका मंत्रालय कुछ उपबंधों पर फिर से विचार करेगा। श्री माकन ने कहा कि वे अपने कैबिनेट सहयोगियों को राजी करने के लिए उनके साथ बातचीत करेंगे।  भारतीय क्रिकेट कंट्रोल बोर्ड -बीसीसीआई से किसी वार्ता से इंकार करते हुए श्री माकन ने फिर कहा कि वे भारतीय क्रिकेट बोर्ड को सूचना के अधिकार कानून के तहत लाने के लिए वचनबद्ध है। उन्होंने स्पष्ट किया कि विधेयक का इरादा खेल परिसंघों पर नियंत्रण या हस्तक्षेप करने का नहीं है। उन्होंने कहा कि मुख्य उद्देश्य खेल संगठनों के प्रबंधन को साफ सुथरा बनाना तथा उनको पारदर्शिता और जवाबदेही की परिधि में लाना है ताकि हाल के राष्ट्रमंडल खेल घोटाले जैसी और अनियमितताएं न हो सकें। हमारे संवाददाता ने बताया है कि  मंगलवार को केन्द्रीय मंत्रिमंडल की बैठक में खेल विधेयक पर विचार किया गया जिसमें कई मंत्रियों ने आयु और कार्यकाल संबंधी प्रतिबंधों सहित अनेक मुद्दों पर आपत्ति की थी। इसके बाद इसे नये सिरे से बनाने के लिए वापस खेल मंत्रालय भेज दिया गया।

 प्रवर्तन निदेशालय ने कथित विदेशी मुद्रा कानून के उल्लंघन के मामले में योगगुरू स्वामी रामदेव और हरिद्वार में उनके ट्रस्टों के खिलाफ मामला दर्ज किया है। नई दिल्ली में सरकारी सूत्रों ने आज बताया कि प्रवर्तन निदेशालय ने भारतीय रिजर्व बैंक की एक रिपोर्ट और इन ट्रस्टों द्वारा संदेहात्मक वित्तीय लेन देन करने के बारे में विदेश से प्राप्त रिपोर्टों के आधार पर यह मामला दर्ज किया है। प्रवर्तन निदेशालय को पहले इस मामले में जांच के दौरान विदेशों में धन का भुगतान करने और विदेशों से कुछ धन यहां आने का पता चला था और अब यह कार्रवाई विदेशी मुद्रा प्रबंधन अधिनियम के प्रावधानों के तहत की गई है। सूत्रों ने बताया कि प्रवर्तन निदेशालय की जांच का उद्देश्य रामदेव के ट्रस्टों द्वारा पैसे के लेनदेन और विदेशों से धन के यहां आने का पता लगाना है । इन ट्रस्टों में पतंजलि योगपीठ ट्रस्ट, दिव्य योग मंदिर ट्रस्ट और भारत स्वाभिमान ट्रस्ट शामिल हैं।

 आज गणेश चतुर्थी है। इसके साथ ही देशभर में दस दिन तक चलने वाला गणेश उत्सव शुरू हो गया है। मुंबई में इस अवसर पर विशेष धूमधाम है। घरों और पंडालों में गणेश प्रतिमाएं स्थापित की गई हैं। हमारी संवाददाता ने खबर दी है कि भगवान गणेश की आरती के लिए आज तड़के बड़ी संख्या में श्रद्धालु मंदिरों में पहुंचे।

      मुम्बई के हजारों घरों और गणेश पांडालों में गणेश की आज जोश और उत्साह के माहौल के बीच विराजमान हुये। भक्तों ने लड्डू, मोदक और सुरीले भजनों के साथ गणेश जी का स्वागत किया। आम आदमी के इस भगवान ने अपने भक्तों के अन्दर छुपी हुई्र प्रतिभाओं और विचारों को बाहर  प्रकट किया। श्री गणेश पांडालों के विरूद्ध झाकियों के रूप में सामने आया। कई गणेश मंदिरों ने अपनी झाकियों के द्वारा भु्रण हत्याओं जैसी कुप्रथाओं के खिलाफ आवाज उठायी। कुछ गणेश मंंडलों ने अपनी झाकियों के द्वारा तम्बाकू की हानियों के बारे में दर्शाया। कई गणेश मंडलों के गुजरात के अक्षरधाम मंदिर, कर्नाटक के मल्लिकार्जुन मंदिर, मध्येन के मीनाक्षी मन्दिर जैसे  कई प्रख्यात मंदिरों के प्रतिरूप बनाये। कई भक्तों ने सब्जी, फूल और पत्तों जैसे पदार्थो का उपयोग करके सुन्दर गणेश मूर्तियां बनाई। इस साल भी गणेश भक्तों ने पर्यावरण का ध्यान रखते हुए इकोफैमिली गणेश जी की प्रतिष्ठता की। सुधा रानी सुबह्‌मणयम, आकाशवाणी समाचार, मुम्बई।

 कर्नाटक में गणेश चतुर्थी धार्मिक उत्साह के साथ मनाई जा रही है। गणेश पंडालों में समकालीन मुद्दों पर आधारित झांकियां सजाई गई हैं। बंगलूरू में गणेश प्रतिमाओं के विसर्जन के लिए व्यापक प्रबन्ध किये गये हैं। राज्य के गृहमंत्री आर० अशोक ने बताया कि २६ जिलों में प्रतिमा विसर्जन के दौरान तैराक भी तैनात किये जायेंगे ताकि विसर्जन के दौरान श्रद्धालुओं को किसी प्रकार की दुर्घटना से बचाया जा सके। फूल और अन्य पूजा सामग्री डालने के लिए अलग से कन्टेनरों की व्यवस्था की गई है।

 उच्चतम न्यायालय ने आदेश दिया है कि दिल्ली के निजी अस्पताल गरीबों का मुफ्‌त इलाज करें क्योंकि ये अस्पताल सरकार द्वारा रियायती दर पर दी गई जमीन पर बनाये गये हैं। न्यायमूर्ति आर० वी० रविन्द्रन और ए० के० पटनायक की पीठ ने निर्देश दिया है कि ये निजी अस्पताल गरीबों का इलाज करने की अपनी जिम्मेदारी से बच नहीं सकते। न्यायालय ने निजी अस्पतालों की इस याचिका को खारिज कर दिया कि वे गरीबों का मुफ्‌त इलाज नहीं कर सकते।

 सीबीआई ने चंडीगढ़ में पोस्ट ग्रेजुएट इंस्टीट्यूट में एम एस और एम डी पाठ्यक्रमों में डॉक्टरों को प्रवेश दिलाने के गिरोह के एक सरगना को गिरफ्‌तार किया है। गौरव शालीन नामक व्यक्ति को अदालत ने भगोड़ा घोषित कर दिया था। कल शाम मजिस्ट्रेट के समक्ष पेश किए जाने के बाद उसे एक सप्ताह के लिए पुलिस हिरासत में भेज दिया गया। इस पर पीजीआई चंडीगढ़ में दो डाक्टरों से एक-एक करोड़ रुपये लेकर प्रवेश दिलाने का आरोप है।

 केन्द्रीय महिला और बाल विकास मंत्री कृष्णा तीरथ ने उत्तराखंड के मुख्यमंत्री से राज्य में सबला और इंदिरा गांधी मातृत्व सहयोग योजना पर अमल तेज करने को कहा है। श्रीमती कृष्णा तीरथ ने मुख्यमंत्री रमेश पोखरियाल को एक पत्र लिखकर राज्य में इन योजनाओं पर अमल की धीमीगति पर चिंता व्यक्त की है। सबला योजना का लक्ष्य है-नवयुवतियों का सशक्तीकरण जबकि इंदिरा गांधी मातृत्व सहयोग योजना का उद्देश्य है गर्भावस्था के दौरान उचित देखभाल और सुरक्षित प्रसव से गर्भवती महिलाओं और शिशुओं के स्वास्थ्य में सुधार करना। उन्होंने कहा कि दोनों योजनाओं की प्रगति में कई खामियां हैं। श्रीमती तीरथ ने राज्य में आंगनवाड़ी कार्यकताओं के लिए आठ हजार से अधिक रिक्त पद होने पर भी चिंता व्यक्त की है। उन्होंने राज्य सरकार से इन दोनों योजनाओं के अमल के बारे में कार्ययोजना इस महीने के अंत तक भेजने को कहा है।

 ओड़िशा में क्योंझर जिले में तंगरियापाल स्टेशन पर हुई रेल दुर्घटना में मृतकों की संख्या पांच हो गई है। तीन शवों को निकाला जा चुका है और दो शव क्षतिग्रस्त इंजन में फंसे हुए हैं। मरने वाले सभी रेल कर्मचारी हैं। कल सवेरे दो मालगाड़ियों की आमने सामने टक्कर से यह दुर्घटना हुई थी। रेलवे के वरिष्ठ अधिकारियों ने बताया है कि राहत कार्य जारी हैं। यातायात सामान्य करने के लिए तंगरियापाल रेलवे स्टेशन पर मरम्मत का काम भी चल रहा है। हमारे संवाददाता ने खबर दी है कि जाखापुरा-बंसपानी रेलमार्ग पर आज शाम तक यातायात बहाल हो जायेगा।

 दक्षिण कोरिया में  विश्व एथलेटिक्स चैम्पियनशिप में भारत की टींटू लुका महिलाओं की आठ सौ मीटर दौड़ के सेमीफाइनल में पहुंच गई हैं। वे दो मिनट एक दशमलव आठ नौ सैंकेड का समय लेकर हीट चार में छठे स्थान पर रहीं। टींटू लुका राष्ट्रीय रिकार्ड बनाया हैं और उनकी कोच जानीमानी एथलीट पी टी ऊषा है।

 पंजाब में सीमावर्ती जिले फिरोजपुर और फाजिल्का में सतलुज की बाढ़ से करीब ४० गांव प्रभावित हैं। फाजिल्का जिले में एक पुल के ढह जाने से २० गांवों का सम्पर्क टूट गया है। दो सौ से अधिक मकान ढह गए हैं। जानमाल के किसी नुकसान की खबर नहीं है। पूरे इलाके में फसल बर्बाद हो गयी है। पंजाब सरकार ने दोनों जिलों में हुए नुकसान का पता लगाने के निर्देश दिए हैं। सेना, सीमा सुरक्षा बल और राज्य प्रशासन, लोगों को सुरक्षित स्थानों पर पहुंचाने में मदद कर रहे हैं।

 उत्तरप्रदेश में ज्योतिबाफुले नगर और मुजफ्‌फरनगर जिलों में बाढ़ की स्थिति में कुछ सुधार हुआ है क्योंकि गंगा नदी का पानी घटने लगा है। राज्य के पूर्वी भागों में गोंडा, बहराइच, पीलीभीत और हरदोई में एक दर्जन से अधिक जिले बाढ़ से प्रभावित हैं क्योंकि घाघरा, रामगंगा और शारदा नदियां उफान पर हैं। हमारे संवाददाता ने खबर दी है कि राहत और बचाव कार्य जोरशोर से चल रहा है।

 जम्मू कश्मीर में पाकिस्तानी सैनिकों ने केरन क्षेत्र में संघर्षविराम का दो बार उल्लंघन किया जबकि भारतीय सुरक्षा बलों ने आतंकवादियों की घुसपैठ की कोशिश को नाकाम कर दिया, लेकिन गोलीबारी में एक सैनिक अधिकारी मारा गया है। सेना ने आज कहा कि कुपवाड़ा जिले के केरन क्षेत्र में नियंत्रण रेखा के पार से पिछली रात से संघर्षविराम का दो बार उल्लंघन हुआ। रक्षा मंत्रालय के प्रवक्ता लेफ्टिनेंट कर्नल जे एस बरार ने कहा कि संघर्षविराम का पहला उल्लंघन पिछली रात को आठ बजे हुआ और नियंत्रण रेखा के पास से करीब ५० मिनट तक गोलीबारी होती रही। प्रवक्ता ने कहा कि दूसरा उल्लंघन आज सुबह ग्यारह बजे हुआ और ताजा रिपोर्ट मिलने तक दोनों तरफ से गोलीबारी जारी है।

 भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो, नई श्रेणी के सशक्त संचार उपग्रह तैयार करने वाला है जिनमें नई प्रौद्योगिकी का उपयोग किया जाएगा और जिनकी क्षमता अधिक होगी। इसरो के अध्यक्ष के० राधाकृष्णन ने बंगलुरू में बताया कि इन उपग्रहों में ज्यादा शक्ति होगी और एक ही उपग्रह में पहले से अधिक ट्रांसपोंडर लगाए जा सकेंगे। इन ट्रांसपोंडर्स में अधिक उन्नत तकनीक और बैंड क्षमता का उपयोग होगा। उन्होंने बताया कि इसरो इंडियन रीजनल नेवीगेशन सैटेलाइट सिस्टम-आई आर एन एस कार्यक्रम के तहत अगले वर्ष पहला नेवीगेशन उपग्रह छोड़ेगा। बाद में ऐसे छः और उपग्रह छोड़े जाएंगे।
 इसरो का जीएसएलवी यान इस समय दो दशमलव दो टन के उपग्रह अंतरिक्ष में ले जा सकता है। श्री राधाकृष्णन ने बताया कि अगली पंचवर्षीय योजना में एक प्रमुख लक्ष्य, जीएसएलवी एमके-थ्री तैयार करने का है जो चार टन तक के उपग्रह अंतरिक्ष में ले जा सकेगा।
 उन्होंने जोर देकर कहा कि इसरो की पहली प्राथमिकता स्वदेशी क्रायोजनिक इंजन इस्तेमाल करने की है।

 दो भारतीयों, हरीश हांडे और नीलिमा मिश्रा को कल मनीला में प्रतिष्ठित रेमॉन मेगसायसाय पुरस्कार दिया गया। कर्नाटक के हरीश हांडे को दस लाख से अधिक गरीब लोगों को सस्ते दामों पर सौर ऊर्जा उपलब्ध कराने के लिए यह सम्मान दिया गया। उन्होंने एक सामाजिक संस्था सेल्को इंडिया बनाया है जिसका लक्ष्य है ग्रामीण भारत में प्रौद्योगिकी का विकास कर गरीबी मिटाना। सेल्को इंडिया ने गुजरात और कर्नाटक के ग्रामीण क्षेत्रों में एक लाख बीस हजार घरों में सौर प्रकाश प्रणाली स्थापित की है।

 लीबिया में कर्नल गद्दाफी की सेना में मतभेद उभरने की खबरे हैं। उनके तीसरे पुत्र सादी गद्दाफी ने अल अरबिया टेलीविजन को बताया कि लीबिया में खून खराबा रोकने के लिए उन्होंने फोन पर अंतरिम राष्ट्रीय परिषद के सदस्य अब्दुल हकीम बेलहाद से बात की। श्री सादी ने बताया कि उनके पिता कर्नल गद्दाफी ने विद्रोहियों से बात करने के लिए उन्हें अधिकृत किया है और गद्दाफी सरकार अंतरिम राष्ट्रीय परिषद को एक वैधानिक पक्ष मानती है।
 इससे पहले, अब्दुल हकीम बेलहाद ने अलजजरा टेलीविजन को बताया था कि पूर्व फुटबॉल खिलाडी सादी ने उनसे सम्पर्क किया और आत्म समर्पण का प्रस्ताव किया था। उन्होंने कहा कि श्री सादी अगर आत्मसमर्पण करते हैं तो उनके साथ उचित व्यवहार किया जायेगा। एक अन्य घटनाक्रम में विद्रोहियों का कहना है कि उन्होंने कर्नल गद्दाफी की सरकार के विदेशमंत्री अब्दुल लती अल उबैदी को गिरफ्तार कर लिया है।
 दूसरी तरफ सीरिया के टीवी चैनल पर एक ऑडियो प्रसारण में गद्दाफी के दूसरे पुत्र सैफ अल इस्लाम ने वफादारों से लड़ाई जारी रखने की अपील की है। दमिश्क में प्रसारण में उन्होंने कहा है कि वे त्रिपोली के उपनगरीय इलाके में मौजूद हैं और उनकी सेना का प्रतिरोध जारी रहेगा।  अल इस्लाम ने दावा किया है कि गद्दाफी के गृहनगर सिरते में बीस हजार से अधिक सशस्त्र युवा उसके साथ हैं।

An expert committee set up by the Planning Commission has recommended removal of plan and non plan distinction in the Budget. Releasing the Report in New Delhi today, the Chairman of Prime Minister's Economic Advisory Council, Dr. C. Rangarajan said that shift in budgeting approach is needed to achieve the desired objectives. Dr. Rangrajan added it will also ensure proper and timely implementation and monitoring of the centrally sponsored programmes and other schemes across the country.

We have suggested that as far as the new project in the 12th plan was concerned they can be through the Treasury mode immediately . And as far as old projects or old schemes where the transfer is to the society rather than through the state fisheries the some time can be given or to shift them also to the Treasury Mode.
Dr. Rangrajan said that the Committee asked for adopting a holistic view on expenditure. This will require changes in organisational structure besides appropriate interventions in human resource development and information technology. Speaking on the occasion, the Deputy Chairman of Planning Commission Montek Singh Ahulawalia said that the plan panel will hold consultations with several central ministries including finance besides the state governments for taking their inputs to ensure that the desired objectives as recommended by the Committee are achieved.

We will examine the report very carefully internally. We will obviously consult the other Ministries and formally the Finance Ministry, more importantly we will have to consult state government. One of the implication of abolishing the plan and non-plan discussion distinction is that we are giving assistance to State government in a certain area than really we will not be funding the states plan in that area. We will be funding the states programme in that area. So that we would need to discuss with the state government not just the plan but actually the functioning of the entire programme.
Mr. Ahulwalia said that the new approach advocated by the Committee will ensure better delivery of services particularly in the areas of health, education and infrastructure development. The requirement of man power like teachers and doctors is important for success of these schemes. The high level committee has recommended that public private partnership of any ministry or department must be treated as capital expenditure.

The Chairman of the Prime Minister's Economic Advisory Council Dr. C. Rangarajan today said that food inflation will come down to comfortable levels as the country has had a good monsoon. Talking to reporters on the sidelines of a function in New Delhi today, he said the government may release food grains to check this inflation immediately. He, however, said that this is a temporary phenomena due to reasons like truckers strike in some parts of the country.
In response to a question he said that growing subsidies result in deficit and the government may revise the prices of diesel to address this issue. Dr. Rangarajan said the country will clock around 8.2 percent growth this fiscal. He said the growth in the first quarter is as per the estimates and it will increase in the last two quarters of the current financial year.

The Country’s export grew by over 81 percent for the month of July this year compared to the corresponding month last year. Imports grew by over 51 percent in the same period. According to an official release, exports during July, 2011 were valued at over 29 thousand three hundred million US dollars while the imports during the month were valued at over 40 thousand four hundred million US dollars. The increase in imports was driven by non-oil products which registered an increase of over 58 percent. Oil imports during the same time period increased by over 37 percent.

Food inflation entered double-digit after a gap of five months, at 10.05 per cent for the week ended August 20. Food inflation, as measured by the Wholesale Price Index has stood at 9.80 per cent in the previous week. The rate of price rise of food items was over 15 per cent during the same week last year. As per the official data released today, prices of onion soared by 57 per cent year-on-year, while that of potato by 13.31 per cent during the week under review. Fruits became dearer by 21.58 per cent and vegetables overall by 15.78 percent on an annual basis.
However, pulses became cheaper by 4.16 per cent and wheat by 2.52 per cent year-on-year.

The Sports Ministry will prepare of a new draft of the National Sports Development Bill without compromising on the transparency and accountability clauses. Sports Minister Ajay Maken said in New Delhi today that his Ministry will rework some of the clauses and he will talk to his Cabinet colleagues to convince them. Ruling out any dialogue with the BCCI, Mr Maken reiterated his commitment to bring the Indian Cricket Board under the ambit of RTI. The Minister clarified that the bill does not intend to control or intrude into the working of various sports federations in the country. He said that the aim is to cleanse the system of managing the sports organisations by bringing in transparency and accountability and prevent any more scams like those during the recent Common Wealth Games in Delhi. Our Correspondent reports that the Sports Bill was discussed by the Union Cabinet on Tuesday and was referred back to the Sports Ministry after several ministers raised objections to many of the clauses, including cap on age and tenure restrictions.

In Odisha, the death toll in the train accident at Tangriapal station in Keonjhar district has increased to five. Only three bodies have been recovered so far. Two more bodies are still inside the mangled engines of the ill-fated goods trains. All those dead are staffers of the Indian Railways. The accident took place yesterday in the early hours following a head-on collision between two goods train. Senior railway officials said, rescue operations are on. Repair work is also on at Tangriapal railway station to restore normalcy in train movement. Our correspondent reports that train movements in the Jakhapura-Banspani rail route where the accident took place is likely to be restored this evening.

Union Minister for Women and Child Development, Krishna Tirath has asked the Uttrakhand Chief Minister to expedite the pace of implementation of the scheme of SABLA and Indira Gandhi Matritva Sahyog Yojana, IGMSY in the State. Mrs. Tirath had written a letter to Chief Minister Ramesh Pokhariyal expressing concern over the slow pace of implementation of these schemes in the State. The SABLA scheme aims at empowerment of adolescent girls while the objective of IGMSY is to improve the health and nutrition status of pregnant, lactating women and infants by promoting appropriate practices during pregnancy, safe delivery and lactation. She said that, there were several lacunae in the progress of both the schemes. The Minister also expressed concern over more than 8000 posts of Aanganwadi Workers lying vacant in the State. Mrs. Tirath has asked the State Government to file the action plan for implementation of these schemes latest by the end of this month.

Yoga guru Swami Ramdev and his trusts in Haridwar have been booked by the Enforcement Directorate, ED in a case of alleged foreign exchange violation. Official sources said in New Delhi today. The Directorate registered the case on the basis of a report from the RBI and inputs from abroad on suspicious financial transactions done by the trusts. The ED had earlier allegedly found foreign remittances and inflow of certain funds during its discreet probe in the case and action has now been taken under the provisions of the Foreign Exchange Management Act (FEMA). Sources said that the ED's probe is aimed at checking the flow of money and transactions through various trusts floated by Ramdev including the Patanjali Yogpeeth Trust, Divya Yoga Mandir Trust and Bharat Swabhiman Trust.

Inaugurating the new facility to ensure speed and transparency in administration the Chief Minister said people can lodge complaints from anywhere in the world, anytime throughout the week. A Parliamentary panel looking into the issue of depleting ground water levels has urged the Centre to build national consensus on putting water in either the Union List or Concurrent list of Constitution. The Panel has called for preparing a comprehensive plan for conservation. The Parliamentary Standing Committee on Water Resources presented its latest report on Augmentation of Depleted Ground Water level presented in both Houses of Parliament early this week. In one of its recommendations the committee has recommend that the draft proposal in this regard may be initiated by the Ministry expeditiously to work on the recommendations made by the Committee. While water supplies, irrigation and canals, drainage and embankments and storage fall in the State List, issues like development of inter-state rivers come under the Union List.

In Libya, reports say differences have emerged within Col. Gaddafi's forces as one of his sons claimed to be in talks with the rebels on ending the bloodshed. Saadi Gaddafi, the third son of Gaddaffi, told al-Arabiya TV that he had talked on the phone with Abdel Hakim Belhadj, a member of the Libyan National Transitional Council in Tripoli. Saadi said, he was authorized by his father to contact the rebels, and that Gaddaffi's government acknowledges that the NTC represents a legal party. Earlier, Abdel Hakim Belhadj told Al Jazeera that Saadi, had contacted him offering to surrender. He said, the rebels guaranteed Saadi fair treatment if he surrendered. In another development the rebels have said that they have arrested the Libyan foreign minister Abdelati al-Obeidi, a key figure in Muammar Gaddafi' government. Meanwhile, in an audio tape broadcast on a Syrian TV channel, Saif al-Islam, the second son of Gaddafi has urged Gaddafi's loyalists to continue resistance against the rebels.

August was the deadliest month for the U.S. military so far in the decade-long war in Afghanistan is concerned. Sixty six U.S. troops died last month, topping by one the death toll for July 2010, which previously had been the deadliest single month for the United States in Afghanistan since 2001. In Karnataka, Ganesh Pandals are resplendent with decorations and notably different current issues are being portrayed at the Ganesh pandals. Special arrangements have been made for visarjan of Ganesh idols in Bangaluru. State Home minister R Ashoka, has informed that swimmers would be deployed to immerse the idols in 26 designated lakes, to avoid drowning of devotees coming in hordes to perform the ritual. A separate container will be available where flowers and other pooja material can be disposed of. The Karnataka State Pollution Control Board has organised 163 mobile immersion tanks in and around Bangalore for immersion of idols.

The Alternative Indigenous Development Foundation, based in the central Philippine province of Negros Occidental, was also cited for its work in combating rural poverty. Other winners of the 2011 Ramon Magsaysay Awards include Cambodian Koul Panha, the founder of a group that advocates free and fair elections in his country's nascent democracy; Indonesian entrepreneur Tri Mumpuni, who has built community-run hydropower plants in rural communities; and her compatriot Hasanain Juaini, who has established an Islamic boarding school for girls. The All India Senior ranking Badminton tournament will open up for competion from tomorrow in Bangaluru. The qualifying rounds of the tournament had began yesterday featuring 250 players from 20 states vying for the top honours. The Supreme Court today reserved its orders on the maintainability of the Centre's plea for recall of its July 4 order appointing an SIT to probe the black money issue. A bench of justices Altamas Kabir and S S Nijjar said it would pass appropriate orders on the maintainability plea on September 20. Attorney General G E Vahanvati, in his brief intervention, said the order ought to be recalled as the Centre was proceeding in the right direction in unearthing the black money allegedly stashed away in foreign tax havens.

Syrian government says that its Attorney General in Hama Adnan Bakour was kidnapped by an armed terrorist group two days ago. प्रवर्तन निदेशालय ने विदेशी मुद्रा कानून के उल्लंघन के मामले में योगगुरू स्वामी रामदेव और उनके ट्रस्टों के खिलाफ मामला दर्ज किया है। नई दिल्ली में सरकारी सूत्रों ने बताया कि प्रवर्तन निदेशालय को अमरीका, ब्रिटेन और न्यूजीलैंड से बाबा रामदेव और उनके ट्रस्टों को धन मिलने के सबूत मिले हैं। निदेशालय ने विदेशी मुद्रा विनिमय प्रबंधन कानून-फेमा के तहत मामला दर्ज किया है। वह, विदेशों से धन प्राप्त करने वाले ट्रस्टों के बारे में कंपनियों के रजिस्ट्रार के माध्यम से और भी जांच कर रहा है। सूत्रों ने बताया कि बाबा रामदेव द्वारा किये गए निवेश और कारोबार की भी जांच की जा रही है ताकि ये पता लगाया जा सके कि क्या इन कंपनियों का संचालन रिजर्व बैंक के दिशा-निर्देशों के अनुसार किया गया या नहीं?

उच्चतम न्यायालय ने काले धन मामले की जांच के लिए विशेष दल बनाने का अपना आदेश वापस लेने की केन्द्र की याचिका स्वीकार करने पर अपना आदेश सुरक्षित रखा है। न्यायालय ने कहा कि वह इस पर इस महीने की २० तारीख को अपना आदेश देगा। अटॉर्नी जनरल जी ई वाहनवती ने कहा कि आदेश का वापस लेना जरूरी है क्योंकि केन्द्र सरकार विदेशी बैंकों में जमा काले धन का पता लगाने के लिए सही दिशा में कदम उठा रही है।

इलेक्ट्रॉनिक सेवा (प्रदान) विधेयक शीतकालीन सत्र में संसद में पेश किया जाएगा, इसके तहत सभी मंत्रालयों और विभागों द्वारा जनता को ऑन लाइन सेवा प्रदान करना अनिवार्य हो जाएगा। दूर-संचार और सूचना टैक्नोलॉजी मंत्री कपिल सिब्बल ने आज नई दिल्ली में एक समारोह में बताया कि उनके मंत्रालय ने इस संबंध में सुझाव देने के लिए सभी राज्य सरकारों और इससे जुडे+ अन्य पक्षों को पत्र लिखा है। इन सेवाओं में सभी तरह के आवेदन, लाइसेंस, परमिट और धन के भुगतान की रसीद शामिल हैं। राज्य सरकारों को पांच साल के भीतर अपनी सेवाओं को ऑन लाइन करना होगा।

पाकिस्तानी सेना ने जम्मू कश्मीर के केरन सैक्टर में नियंत्रण रेखा पर फिर युद्धविराम का उल्लंघन किया है। युद्ध विराम के इस बड़े उल्लंघन के बाद दोनों ओर से भारी गालीबारी हुई। इसमें भारत के एक जे.सी.ओ. शहीद हो गए और पाकिस्तान के तीन सैनिक मारे गए हैं। रक्षा प्रवक्ता ले्‌िटनेंट कर्नल जे. एस. बरार ने बताया कि गोलीबारी की पहली घटना कल शाम आठ बजे हुई जबकि दूसरी घटना आज दिन में ग्यारह बजे हुई। उन्होंने बताया कि गोलीबारी के दौरान भारी मोर्टार और मशीनगनों का इस्तेमाल किया गया। ज्यादातर आतंकवादी केरन सेक्टर से ही घुसपैठ करते हैं।

प्रधानमंत्री की आर्थिक सलाहकार परिषद् के अध्यक्ष सी. रंगराजन की अध्यक्षता वाली विशेषज्ञ समिति ने कहा है कि राज्यों की वार्षिक योजनाएं मंजूर करने का काम योजना आयोग से अलग कर देना चाहिए। इसके बदले आयोग को राज्यों के प्रतिनिधियों के साथ समीक्षा बैठकें करनी चाहिए। समिति ने सिफारिश की है कि योजना आयोग के पास पंचवर्षीय योजनाओं को तैयार करने की जिम्मेदारी होनी चाहिए, जबकि वार्षिक योजनाओं की जिम्मेदारी वित्तमंत्रालय के पास रहनी चाहिए। श्री रंगराजन ने बताया कि समिति ने १२वीं पंचवर्षीय योजना के बारे में भी कुछ सुझाव दिये हैं।

हमने सुझाव दिया है कि जहां तक १२वीं योजना की नई परियोजनाओं का संबंध है, उन्हें जल्दी से जल्दी ट्रेजरी के माध्यम से भेजा जा सकता है और पुरानी परियोजनाओं या पुरानी योजनाओं में जहां ट्रांसफर राज्य ट्रेजरी की बजाय सोसाइटी के माध्यम से होगा, उनके लिए भी वही समय दिया जाएगा।

इस मौके पर योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने कहा कि समिति द्वारा सुझाए गए नए उपायों से सेवाओं, खासतौर से स्वास्थ्य, शिक्षा तथा बुनियादी ढांचे के क्षेत्र में सेवाओं को बेहतर ढंग से लागू करने में मदद मिलेगी।

खाद्य पदाथोर्ं की मुद्रास्फीति की दर दहाई में पहुंच गई है। बीस अगस्त को समाप्त हुए सप्ताह में यह दर बढ़कर दस दशमलव शून्य पांच प्रतिशत हो गई। इससे पहले के सप्ताह में यह नौ दशमलव आठ प्रतिशत थी। पिछले वर्ष इसी अवधि में मुद्रास्फीति की दर १५ प्रतिशत से अधिक थी।

भारतीय नौसेना ने इन खबरों को गलत बताया है कि आई.एन.एस.-ऐरावत के हाल ही में वियतनाम के समुद्री जल क्षेत्र से लौटने के बाद चीन का एक लड़ाकू जहाज इसके सामने आ गया था।
विदेश मंत्रालय ने कहा है कि आई.एन.एस -ऐरावत वियतनाम के मैत्री दौरे पर था। नौसेना के प्रवक्ता ने बताया कि चीन की नौसेना ने आई.एन.एस.-ऐरावत से कहा कि वह चीन के जल क्षेत्र में प्रवेश कर रहा है। हालांकि ऐरावत से न तो कोई जहाज और न ही कोई विमान दिखाई पड़ा और यह अपनी निर्धारित यात्रा पर आगे बढ़ गया तथा आमने-सामने होने की कोई घटना नहीं हुई।

Justice Soumitra Sen has resigned as a judge of the Calcutta High Court. Justice Sen has sent his resignation letter to President Pratibha Patil and the Lok Sabha Speaker, Meira Kumar. The Lok Sabha was scheduled to take up his impeachment proceedings against the Judge on Monday. The Rajya Sabha voted in favour of impeaching him on 18th of last month. In the day long discussion legal luminaries who are members of the house called for setting up a Judicial Accountability Commission to ensure transparency and accountability in the higher Judiciary. Justice Sen has been found guilty of misappropriating funds as a judge and of misrepresenting facts. A special committee constituted by Rajya Sabha chairman Hamid Ansari had found charges of financial irregularities against Justice Sen to be correct. He is accused of misappropriating nearly 24 lakh rupees in the 1980s when he was a lawyer and was appointed receiver by the Calcutta High Court.

An expert committee headed by Chairman of the Prime Minister's Economic Advisory Council C Rangarajan has said that Planning Commission should dispense with the exercise of approving annual Plans of states and instead hold a strategy or review meeting with representatives of the states. The Committee also suggested removal of plan and non plan distinction in the Budget. It stated that all public expenditure should be split into capital and revenue expenditure. Dr. C. Rangarajan said that shift in budgeting approach is needed to ensure proper and timely implementation and monitoring of the centrally sponsored programmes and other schemes across the country.
We have suggested that as far as the new project in the 12th plan was concerned they can be through the Treasury mode immediately. And as far as old projects or old schemes where the transfer is to the society rather than through the state Treasury the a time can be given or to shift them also to the Treasury Mode.
Speaking on the occasion, the Deputy Chairman of Planning Commission Montek Singh Ahluwalia said that the new approach advocated by the Committee will ensure better delivery of services particularly in the areas of health, education and infrastructure development. The Committee was constituted by the government in April last year to suggest steps to improve management of the public expenditure.

The Home Minister has said that UPA II expedited the process of clearing the mercy petitions of convicts facing death row as fast as possible. Talking to reporters in New Delhi today, Mr P Chidambaram said that he recommended 23 cases and 13 of them have been decided.

The Home Minister also said that the land acquisition process for strengthening coastal security has started at 60 places and fencing of India-Bangladesh border is in progress.

Defence spokesman Lt Colonel J S Brar said the first ceasefire violation took place at 8 PM last night and the firing from other side of LoC continued for nearly 50 minutes. The second ceasefire violation began at 11 AM today and the exchange of fire was continuing till last reports came in.

Country’s export grew by over 81 percent for the month of July this year compared to the corresponding month last year. The imports grew by over 51 percent in the same period. According to an official release, the exports during July, 2011 were valued at over 29 thousand three hundred million US dollars while the imports during the month were valued at over 40 thousand four hundred million US dollars. The Oil imports during the same time period increased by over 37 percent.

Food inflation entered the double-digit number after a gap of five months, at 10.05 per cent for the week ended August 20. Food inflation, as measured by the Wholesale Price Index was 9.80 per cent in the previous week. The rate of price rise of food items was over 15 per cent during the same week last year. The official data released today says prices of onion soared by 57.01 per cent year-on-year, while that of potato by 13.31 per cent during the week under review. Fruits became dearer by 21.58 per cent and vegetables overall by 15.78 on an annual basis. However, pulses became cheaper by 4.16 per cent and wheat by 2.52 per cent year-on-year.

The Enforcement Directorate, ED today registered a foreign exchange violation case against Swami Ramdev and his trusts. Official sources said in New Delhi today that the Directorate has found evidence of Ramdev and his trusts receiving financial aid from the USA, Britain and New Zealand. ED has formally registered a case under the provisions of Foreign Exchange Management ACT, FEMA. Ramdev's close aide Bal Krishna is also in trouble with CBI registering a preliminary enquiry against him for allegedly using forged educational certificate to acquire Passport. In the backdrop of charges of violating foreign exchange regulations, Yoga Guru Ramdev said he has no official intimation even while asserting that that he has not committed any wrong as far as foreign exchange regulations are concerned. Talking to media persons in Haridwar this evening,Ramdev said he did not fear anything and blamed some influential persons trying to defame them.

In Jammu and Kashmir, an Indian JCO and three Pakistani soldiers were killed in first major violation of ceasefire in Keran sector in north Kashmir . The troops from the two sides traded heavy gunfire. The key Keran sector is the major ingress route of the militants from across the border. Defence spokesman Lt Colonel J S Brar said while the first exchange of fire took place at 2000 hours yesterday, the second ceasefire violation took place at 1100 hours today. He said heavy mortars and machine guns were used during firing.

The Indian Navy today denied reports that a Chinese Warship had confronted its vessel after it left Vietnamese waters in late July. The Ministry of External Affairs said in New Delhi that Indian Naval Vessel INS Airavat paid a friendly visit to Vietnam between 19 to 28th of July.

The Indo Tibetan Border Police force ITBP is making all efforts to increase its infrastructure and logistics at the Sino-Indian border. The newly appointed chief of the force Ranjit Sinha said in New Delhi today that information has been received about development of infrastructure being done on the Chinese side. Sinha, however, stated that the situation is normal and no incident has happened along the China border.

In Libya, reports say one of Col. Gaddafi's sons claimed to be in talks with the rebels on ending the bloodshed. Saadi Gaddafi, the third son of Gaddaffi, told al-Arabiya TV that he had talked on the phone with Abdel Hakim Belhadj, a member of the Libyan National Transitional Council in Tripoli. Saadi said, he was authorized by his father to contact the rebels, and that Gaddaffi's government acknowledges that the NTC represents a legal party. However , in an audio tape broadcast on a Syrian TV channel, Saif al-Islam, the second son of Gaddafi has urged Gaddafi's loyalists to continue resistance against the rebels. In another development the rebels have said that they have arrested the Libyan foreign minister Abdelati al-Obeidi, a key figure in Muammar Gaddafi' government.

Reports from Yemen say that 30 al-Qaida suspects have been killed in U.S. airstrikes and clashes with Yemeni soldiers in al-Qaida-held Abyan citiy in the south. Reports quoting a military official say that the United States bombed al-Qaida positions, which militants had seized taking advantage of the political turmoil in the country.
