उत्तर प्रदेश विधानसभा चुनाव के तीसरे चरण में दस पूर्वी और दक्षिणी जिलों की ५६ सीटों पर कड़ी सुरक्षा में मतदान आज सुबह सात बजे से शुरू हो गया है। फैजाबाद, वाराणसी, इलाहाबाद और विंध्यांचलधाम मंडलों में तीन निर्वाचन क्षेत्रों को छोड़कर बाकी जगह शाम पांच बजे तक वोट डाले जा सकेंगे। सुचारू और शांतिपूर्ण मतदान के लिए राज्य में १८ हजार तीन सौ ७४ मतदान केन्द्र बनाये गए हैं। सुरक्षा व्यवस्था कड़ी कर दी गई है और पड़ोसी राज्यों से लगी सीमा को सील कर दिया गया है।
राज्य में बाकी के चार चरणों के मतदान के लिए चुनाव प्रचार में तेजी आ गयी है। चौथे चरण में १९ फरवरी को और पांचवे चरण में २३ फरवरी को मतदान होगा। छठें चरण में ६८ निर्वाचन क्षेत्रों में २८ फरवरी को मतदान होगा। सातवें और अन्तिम चरण के लिए नामांकन पत्रों की जांच कल की गई। बृहस्पतिवार तक प्रत्याशी अपना नाम वापस ले सकते हैं। उधर, गोवा  विधानसभा चुनाव के लिए  नाम वापस लेने की अन्तिम तारीख १६ फरवरी है। विधानसभा के चालीस सदस्यों के चुनाव के लिए तीन मार्च को वोट ड़ाले जाएंगे। पांचों राज्यों में मतगणना छह मार्च को होगी।

निर्वाचन आयोग ने मणिपुर, पंजाब और उत्तराखंड में आदर्श आचार संहिता की शर्तों में ढील देने का फैसला किया है। इन राज्यों में मतदान पूरा हो चुका है। नई दिल्ली में जारी वक्तव्य में आयोग ने कहा है कि इन राज्यों में अब मंत्री अधिकारियों के साथ जिलों का दौरा कर सकते हैं। इसके अलावा वे चालू कार्यक्रमों के क्रियान्वयन और समीक्षा का काम भी कर सकते हैं। आयोग ने राज्यों को निविदाएं आमंत्रित करने, उनकी जांच करने और उनके बारे में अंतिम फैसला करने तथा ठेके देने की भी अनुमति दे दी है।

आन्ध्र प्रदेश में हड़ताली जूनियर डॉक्टरों ने सरकार के साथ सार्थक बातचीत के बाद अपनी हड़ताल अस्थायी रूप से समाप्त कर दी है। राज्य के चिकित्सा शिक्षा मंत्री मुरली मोहन ने कल देर रात हड़+ताली जूनियर डॉक्टरों के प्रतिनिधियों के साथ बातचीत की। यह बातचीत आज तड़के तक चली। बाद में जूनियर डॉक्टरों ने संवाददाताओं को बताया कि सरकार ने उनकी ११ सूत्री मांगों पर अनुकूल रूप दिखाया है, वे अपनी हड़ताल आंशिक तौर पर वापस ले रहे हैं। इसके साथ ही राज्य में सरकारी मेडिकल कॉलेज अस्पतालों में आपात चिकित्सा सेवाएं आज शुरू हो जाएंगी।

पाकिस्तान में मंत्रिमंड़ल ने कुछ मंत्रालयों और घरेलू उद्योग  के कुछ वर्गों की आपत्तियों के बाद भारत के साथ व्यापार में प्रतिबंधित सूची व्यवस्था अपनाने पर फैसला टाल दिया। गृह और वस्त्र मंत्रालयों ने इस पर आपत्ति की है। एक आधिकारिक बयान में कहा गया है कि पाकिस्तान के प्रधानमंत्री यूसुफ रजा गिलानी की अध्यक्षता में मंत्रिमंडल की  बैठक में वाणिज्य मंत्रालय को यह सूची तैयार और तय करने से पहले सभी पक्षों से विचार-विमर्श करने का निर्देश दिया गया। मंत्रिमंडल ने सीमा शुल्क में सहयोग, मानकों को परस्पर मान्यता देने और दोनों पक्षों के बीच व्यापार से जुड़ी शिकायतें दूर करने से सम्बद्ध समझौतों को मंजूरी दे दी। इन समझौतों पर आज हस्ताक्षर होंगे। पाकिस्तान गए उच्चस्तरीय भारतीय व्यापारिक शिष्टमंड़ल के नेता वाणिज्य मंत्री आनन्द शर्मा ने इस पर टिप्पणी करने से इंकार कर दिया।

भारत और सउदी अरब रक्षा सहयोग पर साझा कार्य समूह गठित करने पर सहमत हो गए हैं। यह फैसला सउदी अरब की यात्रा पर गए रक्षामंत्री ए के एंटनी और सउदी रक्षामंत्री शहजादा सलमान के बीच रियाद में हुई बैठक में किया गया। बैठक में दोनों देशों के बीच रक्षा के क्षेत्र में आपसी सहयोग बढ़ाने पर बल दिया गया। दोनों पक्षों ने आतंकवाद और समुद्री डकैती की समस्या से निपटने तथा क्षेत्रीय मामलों में सहयोग बढ़ाने से जुडे+ मसलों पर व्यापक चर्चा की। रक्षामंत्री ने सउदी अरब के शाह अब्दुल्ला बिन अब्दुल अजीज अल सउद से सोमवार को मुलाकात की। सउदी अरब के शाह ने कहा कि अगर भारत चाहे तो उनका देश उसे अतिरिक्त कच्चे तेल की आपूर्ति कर सकता है।

भारत और जॉर्जिया में इस्राइली राजनयिकों पर हुए बम हमलों के बाद इस्राइल में देशवासियों को सतर्क कर दिया गया है। इस्राइल के रक्षा मंत्री येहुद बराक ने सोमवार को नई दिल्ली और तिबलिसी में हुए हमलों के लिए ईरान और हिजबुल्ला को जिम्मेदार ठहराया है। इस्राइल ने सोमवार को नई दिल्ली में अपने एक राजनयिक की कार में हुए विस्फोट की छानबीन में हिस्सा लेने के लिए फोरेंसिक विशेषज्ञ भेजे हैं। ईरान ने भारत में हुए कार बम विस्फोट और जॉर्जिया में एक इसा्रइली राजनयिक की कार में बम विस्फोट की नाकाम कोशिश में अपना हाथ होने से इंकार किया है।

वित्तमंत्री प्रणव मुखर्जी के नेतृत्व में मंत्री समूह की आज बैठक होगी, जिसमें १२ हजार करोड़ रूपये जुटाने के लिए तेल और प्राकृतिक गैस निगम में पांच प्रतिशत सरकारी हिस्सेदारी की बिकवाली पर विचार किया जायेगा। पेट्रोलियम मंत्री एस.जयपाल रेड्डी ने कल नई दिल्ली में पत्रकारों को ये जानकारी दी। हालांकि उन्होंने मंत्री समूह के निर्णय पर कोई अटकल लगाने से इंकार कर दिया।

४२वां अखिल भारतीय पुलिस विज्ञान सम्मेलन आज से सिक्किम की राजधानी गंगटोक में  हो रहा है। सिक्किम के मुख्यमंत्री पवन चामलिंग इसका उदघाटन करेंगे। हमारे संवाददाता ने खबर दी है कि इस सम्मेलन का उद्देश्य देशभर में पुलिस विभाग की संरचना और इसके कामकाज को बेहतर बनाने के उपायों का सुझाव देना है।

सिक्किम जैसे छोटे से राज्य में पहली बार इस कांग्रेस का अयोजन किया जा रहा है। भारतीय पुलिस अनुसंधान तथा विकास ब्यूरो के महानिदेशक श्री विक्रम श्रीवास्तव ने बताया कि ब्यूरो अब उन राज्यों में इसका आयोजन करना चाहता है, जहां अब तक ऐसा नहीं हुआ है। उन्होंने साइबर अपराधों को देश ही नहीं विश्व के लिए भी बड़ी चुनौती बताते हुए कहा कि पुलिस विज्ञान कांग्रेस में इस पर भी चर्चा की जाएगी। सिक्किम पुलिस के महानिदेशक श्री जसवीर सिंह को उम्मीद है इस कांग्रेस से राज्य की पुलिसकर्मियों की कुशलता का स्तर बढ़ेगा विनय राज तिवारी आकाशवाणी समाचार गंगतोक''।

ऑस्ट्रेलिया में एक दिवसीय क्रिकेट मैचों की त्रिकोणीय श्रृंखला में पांचवां मैच भारत और श्रीलंका के बीच रोमांचक रूप से टाई हो गया। कल एडिलेड में श्रीलंका ने नौ विकेट पर २३६ रन बनाये थे। जवाब में भारत ने भी नौ विकेट पर २३६ रन ही बनाये। शुक्रवार को श्रृंखला का छठा मैच सिडनी में ऑस्ट्रेलिया और श्रीलंका के बीच खेला जाएगा। भारत का मुकाबला रविवार को ऑस्ट्रेलिया से होगा।

देश में जमीन के नीचे ऐसी जगहों की तलाश की जा रही है जहां परमाणु बिजली घरों से उत्पन्न कचरे को दशकों तक दबाकर तक रखा जा सके। परमाणु ऊर्जा आयोग के अध्यक्ष श्रीकुमार बनर्जी ने नई दिल्ली में संवाददाताओं को बताया कि उनका विभाग अपनी एक यूरेनियम खान में जमीन के नीचे एक ऐसी प्रयोगशाला बनायेगा, जिसमें खान की तली की मिट्टी की जांच करके यह पता लगाने की कोशिश की जाएगी कि वहां परमाणु कचरा रखा जा सकता है या नहीं।

In Uttar Pradesh, voting for the third phase of Assembly Elections in 56 constituencies, spread over 10 districts, is underway. Voting will continue till 5 in the evening in poll bound Faizabad, Varanasi, Allahabad and Vindhyachal Dham divisions. In three constituencies - Robertsganj and Duddhi in Sonbhadra and Chakiya in Chandauli district - polling will end one hour earlier at 4 in the evening. The Election Commission has made elaborate arrangements for peaceful and impartial elections. The districts going to polls in this phase are Chhatrapati Sahuji Nagar, Sultanpur, Kaushambi, Allahabad, Jaunpur, Chandauli, Varanasi, Sant Ravidas Nagar, Mirzapur and Sonebhadra. Our correspondent reports that a total of 1,018 candidates, including 77 women, are in the fray in this phase of elections. Stringent security arrangements are in place to ensure event free voting. The interstate border with Bihar, Jharkhand, Madhya Pradesh and Chhattisgarh has been sealed. In addition to state police and 100 companies of PAC, about 750 companies of central para-military force have been deployed.

The Election Commission has decided to relax the conditions for the model code of conduct in the States of Manipur, Punjab and Uttarakhand, where polling has been completed. In a statement issued in New Delhi yesterday, the Commission said that the ministers in these states have now been allowed to tour districts with officials, besides reviewing and implementing on-going programmes. The Commission has also allowed calling of review meeting of officers at headquarters and in the field, except the officers, who are on election duty.

The Pakistan Cabinet deferred a key decision on switching to a negative list regime for trade with India after reservations from sections of the government and domestic industry. Information Minister Firdous Ashiq Awan told a news conference that the decision on the Commerce Ministry's proposal to finalise a negative list, as part of measures to normalise trade relations with India, was put off as all stakeholders were not on board. The Interior and Textiles Ministries were among the stakeholders which had expressed reservations. However, the Cabinet gave its approval for signing agreements on co-operation in customs, mutual recognition of standards and for redressing trade grievances between the two sides. They will be signed today. Commerce Minister Anand Sharma, who led the high-level Indian business delegation on his three-day visit, declined to comment on the development.

Finance Minister Pranab Mukherjee said that Directorate of Transfer Pricing in the Ministry helped in saving 66,085 crore rupees, during last year, by stopping the illegal transfer of money timely through transfer pricing by Multi-national companies. In a meeting of Central Direct Taxes Advisory Committee in New Delhi, the Finance Minister said, the government has taken several steps to unearth black money and legislative measures to obtain banking information through Double Taxation Avoidance Agreements and Tax Information Exchange Agreements. Multi-national companies use transfer pricing for products and services in cross-border trade between their related entities to shift profits to countries with low tax rates. In the process, countries lose tax revenue.

Cheaper food items pulled down overall inflation to more than a two year low of 6.55 per cent in January 2012. Headline inflation, as measured by the Wholesale Price Index, had stood at 7.47 per cent in December 2011 and at 9.47 per cent in January 2011. As per the official data released yesterday, food inflation stood at minus 0.52 per cent in January 2012, against 0.74 per cent in December 2011.

India has begun scouting for deep underground sites to store for several decades the nuclear waste generated from its atomic power programme. Talking to reporters in New Delhi, Atomic Energy Commission Chairman Srikumar Banerjee said that the Department of Atomic Energy, DAE will set up an underground laboratory in one of its uranium mines to study qualities of the rock at the mine bottom to decide whether it can be used to store nuclear waste. He said, the DAE plans to set up the underground facility during the 12th Plan Period for studying the Deep Geological Repository to store the high level nuclear waste. In Israel, a nationwide alert has been sounded after the bomb attacks on Israeli diplomats in New Delhi and Tbilisi. Israel has sent forensic scientists to New Delhi to participate in the investigations. Israeli Defence Minister Ehud Barak blamed Iran and Hezbullah for Monday's attacks in India and Georgia. Iran has denied responsibility for the attack in India, as well as a foiled bombing of an Israeli diplomatic car in Georgia. Israeli police have increased the general state of alert in the country, with emphasis on security in public places and areas, including foreign embassies and places of foreign interest, such as the airport. Officials are also trying to ascertain whether Israelis were the intended target in the attack in Bangkok, in which four persons were injured.

India and Saudi Arabia have agreed to set up a Joint Working Group on Defence Co-operation. The decision to set up the high level group was arrived at a meeting of the visiting Defence Minister A.K Antony and his Saudi counterpart, the Saudi Defence Minister, Prince Salman in Riyadh yesterday. The focus was on strengthening bilateral co-operation in the defence sector. The two sides held wide ranging talks including those on combating terrorism and piracy and co-operation in regional affairs. The Defence Minister said, the situation in the Gulf region is a cause of great concern for India. He hoped the crisis will be resolved through peaceful dialogue.

The 42nd All India Police Science Congress is beginning in Gangtok in Sikkim from today. The Chief Minister Mr. Pawan Chamling will inaugurate it. उत्तर प्रदेश में, विधानसभा चुनाव के तीसरे चरण में कहीं सामान्य तो कहीं तेज मतदान की खबर है। पहले छह घंटो में करीब ३५ प्रतिशत मतदाता वोट डाल चुके थे। दस जिलों के ५६ निर्वाचन क्षेत्रों में सवेरे सात बजे मतदान शुरू हुआ जो शाम पांच बजे समाप्त होगा, लेकिन तीन निर्वाचन क्षेत्रों में यह शाम चार बजे संपन्न होगा। ये तीन विधानसभा निर्वाचन क्षेत्र हैं-सोनभद्र जिले के  रॉबर्ट्सगंज और दुद्धी तथा चंदौली जिले में चकिया। चुनाव के मौजूदा चरण में छत्रपति साहूजी महाराज नगर, सुल्तानपुर, कौशाम्बी, इलाहाबाद, जौनपुर, चंदौली, वाराणसी, संत रविदास नगर, मिर्जापुर और सोनभद्र जिलों में वोट डाले जा रहे हैं।  वाराणसी में मौजूद हमारे संवाददाता से और ब्यौरा    
मैं इस समय वाराणसी कैंट विधानसभा क्षेत्र के सिगरा मतदान केंद्र पर हूं। यहां मतदान बड़े ही शांतिपूर्वक ढंग से चल रहा है। अन्य केंद्रों की तरह यहां भी महिलाएं अधिक उत्साह से मतदान में हिस्सा ले रही हैं। मैंने कई मतदाताओं से बात की तो उन्होंने बताया कि वोट देने के बाद उनके पास चुनाव आयोग के नियंत्रण कक्ष से फोन आये जिसमें उनसे पूछा गया कि उन्हें वोट डालने में कोई परेशानी तो नहीं हुई। इसके अलावा इस बार सुरक्षा के कड़े प्रबंध तो है लेकिन सड़कों में निजी वाहन चलने में छूट दिये जाने से लोगों को काफी राहत मिली है और इस वहत से मतदान का प्रतिशत बढ़ने की भी उम्मीद है। सलमान हैदर, आकाशवाणी समाचार, वाराणसी।

एक करोड़ ७८ लाख से अधिक मतदाता एक हजार १८ उम्मीदवारों के राजनीतिक भविष्य का फैसला करेंगे। तीन हजार पांच सौ से अधिक मतदान केन्द्रों को संवेदनशील और बहुत अधिक संवेदनशील माना गया है। इन मतदान केन्द्रों में ऐसे विशेष प्रबंध किये गये हैं, ताकि किसी प्रकार की अप्रिय घटना न हो।

नक्सली गतिविधियों से प्रभावित मिर्जापुर, चंदौली और सोनभद्र जिलों में भी बड़ी तादाद में मतदाता वोट डालने पहुंच रहे हैं। मिर्जापुर में दोपहर एक बजे तक तकरीबन ३७ प्रतिशत मतदान हो चुका है। इसी तरह सोनभद्र और चंदौली के चकिया में भी मतदान प्रतिशत ३५ तक पहुंच चुका है। ५६ में से अधिकांश सीटों पर २५ प्रतिशत से अधिक मतदान हुआ है। वोट डालने का काम पूरी तरह शांतिपूर्ण ढंग से चल रहा है। केंद्रीय अर्धसैनिक बलों की  सक्रिय उपस्थिति से मतदाताओं में अतिरिक्त सुरक्षा का भाव बढ़ा है। फर्जी मतदान और मतदान केंद्रों में कब्जे की घटनाओं परं पूरी तरह रोक से लोगों के मन में मतदान केंद्रों तक जाने में अब कोई हिचकिचाहट नहीं है। हेमंत प्रभा के साथ मैं सुनील शुक्ल, आकाशवाणी समाचार, मिर्जापुर।

गोआ में ४० सदस्यीय विधानसभा चुनाव के लिए नाम वापस लेने का कल अन्तिम दिन है। यहां तीन मार्च को वोट डाले जाएंगे। कुल ३१७ उम्मीदवारों ने पर्चे दाखिल किए हैं जिनमें ४५ महिला उम्मीदवार हैं। इस बार सबसे ज्यादा नामांकन-पत्र भरे गए हैं।

प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि देश में २०२०-२१ में होने वाली मांग को देखते हुए खाद्य उत्पादन में कम से कम दो प्रतिशत की वृद्धि होनी चाहिए। वे आज राष्ट्रपति भवन में कृषि के बारे में एक कार्यशाला में बोल रहे थे। डॉ. सिंह ने कहा कि इस साल २५ करोड़ टन तक खाद्यान्न का उत्पादन होने की आशा है, जो अपने आप में एक रिकॉर्ड होगा। उन्होने कहा कि भारत की खाद्य सुरक्षा के लिए कृषि क्षेत्र का मजबूत होना जरूरी है। प्रधानमंत्री के अनुसार हाल के वर्षों में अनाज उत्पादन में फिर से तेजी आई है, लेकिन देश को इस पर आत्म संतुष्ट होकर बैठना उचित नहीं होगा। उन्होंने कहा कि बागवानी और डेरी उत्पादों की बढ़ती हुई मांग को देखते हुए यह खासतौर पर जरूरी है। डॉक्टर सिंह ने वर्षा सिंचित कृषि क्षेत्रों की आवश्यकता पर विशेष ध्यान देने का आह्‌वान किया। उन्होंने कहा कि ये इलाके तिलहनों और दालों के ८० प्रतिशत से अधिक उत्पादन में योगदान करते हैं। प्रधानमंत्री ने यह भी कहा कि इन क्षेत्रों में खेती से होने वाले लाभ के लिए सभी संबद्ध पक्षों को तकनीकी दृष्टि से उचित और प्रशासनिक दृष्टि से लागू की जा सकने वाली सिफारिशें पेश करनी चाहिए।

कार्यशाला का उद्घाटन करते हुए राष्ट्रपति श्रीमती प्रतिभा देवीसिंह पाटील ने सुझाव दिया कि वर्षा सिंचित क्षेत्रों की विशिष्ट समस्याओं से निपटने के लिए अलग प्रशासनिक व्यवस्था की जानी चाहिए और इन इलाकों में छोटे किसानों का सशक्तिकरण भी किया जाना चाहिए। श्रीमती पाटील ने इस बात पर जोर दिया कि इस क्षेत्र के प्रति सरकारी स्तर पर तत्काल ध्यान देने की जरूरत है और विभिन्न एजेंसियों के बीच आपसी भागीदारी को बढ़ावा देना आवश्यक है। उन्होंने कहा कि यह सब लोगों द्वारा मिलकर काम करने से ही संभव है।

कृषि और खाद्य प्रसंस्करण मंत्री हरीश रावत ने खेती के लिए नुकसानदेह रासायनिक कीटनाशकों का कम से कम इस्तेमाल करने पर जोर दिया है। वे आज नई दिल्ली में फसलों की सुरक्षा से संबंधित रसायनों, स्वास्थ्य और पर्यावरण के बारे में दूसरे अंतर्राष्ट्रीय सम्मेलन में बोल रहे थे। श्री रावत ने कहा कि खेती के लिए नुकसानदेह कीटनाशकों के बहुत ज्यादा इस्तेमाल का पर्यावरण और स्वास्थ्य पर काफी बुरा प्रभाव पड़ता है, इसलिए किसानों को फसलों की उत्पादकता बढ़ाने के लिए जैव खादों का उपयोग करना चाहिए। उन्होंने किसानों में उवर्रकों के इस्तेमाल के बारे में जागरूकता के अभाव पर चिंता व्यक्त की। श्री रावत ने कहा कि इस मुद्दे पर किसानों में चेतना पैदा करने की जरूरत है। उन्होंने यह भी कहा कि कृषि क्षेत्र में उत्पादकता और मुनाफा बढ़ाने के लिए बेहतर मानवीय संसाधनों का विकास करने की आवश्यकता है। चार दिन के सम्मेलन में १२ देशों के २५४ से अधिक प्रतिनिधि भाग ले रहे हैं।

१२वीं पंचवर्षीय योजना के दौरान देश में निर्मल ग्राम योजना के तहत लगभग एक करोड़ शौचालय बनाए जाएंगे। इससे खुले में शौच करने से छुटकारा मिलने में बड़ी मदद मिलेगी। आज नई दिल्ली में राष्ट्रीय ग्रामीण स्वच्छता पर परामर्श सम्मेलन में बोलते हुए ग्रामीण विकास मंत्री जयराम रमेश ने यह जानकारी दी। उन्होंने कहा कि अगले दस वर्षों में खुले में शौच की मजबूरी से निजात दिलाने में पंचायतों को बड़ी भूमिका निभानी है। उन्होंने इस कार्यक्रम से जुड़े सभी लोगों से स्वच्छता कार्यक्रम में भाग लेने का अनुरोध किया।

महाराष्ट्र सरकार ने २००८ के मुंबई आतंकी हमले में दोषी पाए गए एकमात्र आतंकी मोहम्मद अजमल आमिर कसाब के आरोपों को खारिज कर दिया है। कसाब ने कल उच्चतम न्यायालय से इस आधार पर मृत्युदंड को कम कर आजीवन कारावास में बदलने की अपील की थी कि उसके मामले की सुनवाई उचित ढंग से नहीं हुई है।
राज्य सरकार की ओर से पैरवी करते हुए पूर्व सोलिसिटर जनरल गोपाल सुब्रमण्यम ने दलील दी कि कसाब की सुनवाई सही ढंग से हुई है और उसे दी गई मृत्युदंड की सजा सही है। उन्होंने कहा कि कसाब को कभी भी यातना नहीं दी गई और न ही उसके साथ कभी भी दुर्व्यहार किया गया और न ही उसके संवैधानिक अधिकारों का उल्लंघन हुआ है। आतंकी हमले का उल्लेख करते हुए श्री गोपाल सुब्रमण्यम ने न्यायमूर्ति आफताब आलम और सी के प्रसाद की खंडपीठ में दलील दी कि यदि कसाब को पकड़ा नहीं गया होता तो इस बात का पता नहीं चलता कि हमले में बाहरी व्यक्ति भी शामिल है।

फरवरी २००७ में समझौता एक्सप्रेस में हुए विस्फोट के सिलसिले में गिरफ्‌तार  आर एस एस के पूर्व कार्यकर्ता कमल चौहान को इस महीने की २४ तारीख तक राष्ट्रीय जांच एजेंसी की हिरासत में भेज दिया गया है। जांच एजेंसी ने उसे कल पंचकुला में अतिरिक्त जिला और सत्र जज कंचन माही की अदालत में पेश किया था। एजेंसी के वकील ने अदालत को बताया कि इंदौर के कमल चौहान ने हथियार चलाने और बम बनाने का प्रशिक्षण लिया था। राष्ट्रीय जांच एजेंसी के अनुसार लाहौर जा रही समझौता एक्सप्रेस में चार बम रखे गए थे जिनमें से एक बम कमल चौहान ने रखा था।

राजधानी दिल्ली में अधिक तीव्रता के भूकंप आने पर स्थिति से निपटने के लिए विभिन्न सरकारी एजेंसियों की तैयारियों और सतर्कता की जांच करने के लिए आज बड़े पैमाने पर मॉक ड्रिल किया गया। यह अभ्यास राष्ट्रीय आपदा प्रबंधन प्राधिकरण और दिल्ली आपदा प्रबंधन प्राधिकरण ने संयुक्त रूप से आयोजित किया था। अभ्यास में मेट्रो रेल के छह स्टेशन भी शामिल किए गए । भीषण भूकंप से फ्‌लाई ओवरों के गिरने, मेट्रो के खम्बों में दरार आने, अस्पतालों के ढहने तथा आवासीय इलाकों में तबाही जैसे नकली दृश्य बनाकर अभ्यास किया गया।

भारतीय रिजर्व बैंक ने देश भर में एटीएम मशीनों की संख्या बढ़ाने के उद्देश्य से गैर बैंकिंग कंपनियों को एटीएम मशीनें लगाने की अनुमति देने के लिए दिशा-निर्देशों का मसौदा जारी किया है। एटीएम मशीन लगाने की इच्छुक गैर बैंकिंग कंपनियों की कुल संपत्ति कम से कम एक अरब रूपए की होनी चाहिए और उन्हें भुगतान तथा हस्तांतरण प्रणाली अधिनियम २००७ के तहत अनुमति के लिए आवेदन करनी होगी दिशा-निर्देशों में कहा गया है कि इस तरह की एटीएम मशीनें डब्ल्यू एल ए ट्रेलर मशीनों की तरह होंगी और उन्हें सभी बैंकों के लिए एटीएम सेवा उपलब्ध कराना होगा। आरबीआई ने इस बारे में बैंकों, अधिकृत एटीएम संचालकों, गैर बैंकिंग कंपनियों तथा आम लोगों से अगले महीने की छह तारीख तक सुझाव देने को कहा है। फिलहाल देश में लगभग ८७ हजार एटीएम मशीनें काम कर रही हैं लेकिन इनमें से अधिकांश मेट्रो शहरों और शहरी इलाकों में हैं।

बंबई शेयर बाजार में आज उछाल का रूख है। शुरूआती कारोबार में ही सेंसेक्स करीब २०९ अंक की बढ़त के साथ १८,००० के स्तर को पार कर गया। विदेशी संस्थागत निवेशकों और छोटे निवेशकों की लिवाली तथा कंपनियों के उम्मीद से बेहतर तिमाही नतीजों से बाजार में तेजी आई। अब से कुछ देर पहले सेन्सेक्स ३२५ अंक की वृद्धि के साथ १८ हजार १७३ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी १०६ अंक बढ़कर पांच हजार ५२२ पर था।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज आठ पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये २८ पैसे बोली गई।
एशियाई बाजारों में आज तेल के भाव मिले-जुले रहे। मार्च की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड दो सेंट महंगा होकर एक सौ डॉलर ७६ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी कूड की कीमत में चार सेंट की गिरावट आई और एक बैरल ११७ डॉलर ३५ सेंट का हो गया।

रियाद की सफल यात्रा के बाद रक्षा मंत्री ए. के. एंटनी नई दिल्ली लौट आये हैं। उनकी दो दिन की यात्रा के दौरान भारत और सऊदी अरब के बीच रक्षा सहयोग के क्षेत्र में संयुक्त समिति बनाने पर सहमति हुई। सऊदी अरब के शाह अब्दुल्ला ने कहा कि अगर जरूरत होगी तो उनका देश भारत के लिए अतिरिक्त आपूर्ति करने को तैयार रहेगा। हमारे संवाददाता का कहना है कि दोनों पक्षों ने आतंकवाद और समुद्री डकैती की समस्याओं से निपटने तथा क्षेत्रीय मामलों में सहयोग करने सहित कई विषयों पर बातचीत की।                  

भारत और सउदी अरब के बीच प्रस्तावित संयुक्त समिति रक्षा के क्षेत्र में सहयोग बढ़ाने की ओर काम करेगी। इस बात का फैसला रियाद गये रक्षामंत्री ए के एंटनी के नेतृत्व वाले उच्च स्तरीय भारतीय प्रतिनिधिमंडल की सउदी रक्षामंत्री प्रिंस सलमान से बैठक में लिया गया। दोनों देश संयुक्त नौसैनिक अभ्यास, नौ सैनिक जहाजों के एक दूसरे के बंदरगाहों में दौरे और उच्च स्तर पर परामर्श की दिशा में काम करेंगे। रक्षामंत्री का सउदी अरब का दौरा  खाड़ी क्षेत्र में एक दूसरे की पहल का परिचायक है। अतुल तिवारी, आकाशवाणी समाचार।

संयुक्त राष्ट्र महासभा में सीरिया के बारे में कल एक नये प्रस्ताव पर वोट पड़ेगे। इस प्रस्ताव में कहा गया है कि राष्ट्रपति  अल असद नागरिकों पर घातक हमले बंद करें। इससे पहले चार फरवरी को रूस और चीन ने सीरिया के संकट पर सुरक्षा परिषद के एक प्रस्ताव को वीटो कर दिया था। उनका कहना था कि यह प्रस्ताव संतुलित नहीं है। समझा जाता है कि रूस और चीन नये प्रस्ताव का विरोध करेंगे, लेकिन १९३ सदस्य देशों की महासभा में इस पर वीटो के अधिकार का प्रयोग नहीं किया जा सकता। राजनयिकों को कहना है कि प्रस्ताव का पारित होना लगभग सुनिश्चित है।
इस प्रस्ताव को सऊदी अरब और कतर ने तैयार किया है और इसे कल सदस्य देशों के सुपुर्द किया गया।
                   
थाइलैंड के अधिकारियों का कहना है कि सिलसिलेवार विस्फोटों के बाद बैंकॉक में गिरफ्‌तार दो संदिग्ध आतंकवादियों के निशाने पर व्यक्ति विशेष थे। थाइलैंड की राष्ट्रीय सुरक्षा परिषद, एनएससी के प्रमुख ने बताया कि भारत और जॉर्जिया में इस्राइली राजनयिकों को निशाना बना कर किए गए विस्फोटों के बीच संभावित कड़ी की जांच की जा रही है। कहा जाता है कि बैंकॉक में गिरफ्‌तार दोनों व्यक्ति ईरानी हैं। एक आतंकवादी उस समय घायल हो गया जब विस्फोटक में धमाका हो गया और दूसरे को बैंकॉक के हवाई अड्डे पर गिरफ्‌तार किया गया। तीसरा संदिग्ध आतंकवादी फरार है। एनएससी प्रमुख ने संवाददाताओं को बताया कि जांच से इस नतीजे पर पहुंचा गया है कि धमाकों का लक्ष्य कुछ ही लोग थे न कि बड़े पैमाने पर तबाही मचाने या भीड़ तथा भवनों को नुकसान पहुंचाना था।

अलकायदा से कथित रूप से जुड़े एक पाकिस्तानी नागरिक पर आतंकवादी हमले की साजिश रचने के लिए अमरीका में आरोप लगाया गया है। आरोपों में पूर्व पाकिस्तानी राष्ट्रपति जनरल परवेज मुशर्रफ की हत्या की साजिश और अमरीका में पेट्रोल पम्पों को उड़ानें की योजना शामिल है। उस पर न्यूयॉर्क में ट्रेड टावर पर आतंकी हमले के बाद अलकायदा के लिए काम करने और अन्य हमलों की साजिश रचने का भी आरोप है। पाकिस्तान लौटने से पहले माजोद शौकत खान नाम का यह पाकिस्तानी नागरिक १९९६ से २००२ के बीच अमरीका में रहता था। उस पर षड़यंत्र रचने, हत्या करने या हत्या करने की कोशिश करने, आतंकवादी वारदात के लिए जरूरी चीजों की आपूर्ति करने और जासूसी करने का आरोप है।

नेपाल के राष्ट्रपति राम बरन यादव ने देश की तीनों मुख्य पार्टियों - माओवादी, नेपाली कांग्रेस और सीपीएन-यूएमएल से सौहार्दपूर्ण वातावरण तैयार करने का अनुरोध किया है ताकि २८ मई की समय-सीमा के भीतर संविधान का मसौदा बन जाए और शांति प्रक्रिया पूरी हो जाए। आज काठमांडु में इन तीनों दलों के वरिष्ठ नेताओं के साथ बातचीत में राष्ट्रपति ने सीमित समय की ओर उनका ध्यान आकृष्ट किया। डॉ राम बरन यादव ने रविवार को प्रधानमंत्री बाबूराम भट्टराई के साथ अपनी बैठक में इन मुद्दों को उठाया था।

अमरीकी राष्ट्रपति बराक ओबामा और     चीन के नेता झी जिनपिंग के बीच वांिशंगटन में पहली बार बैठक हुई है, जिसमें व्यापार और मानवाधिकारों सहित विवाद के विभिन्न विषयों पर चर्चा हुई। समझा जाता है कि ५८ वर्षीय श्री झी आने वाले समय में चीन के राष्ट्रपति बनेंगे। अमरीकी विदेश विभाग द्वारा कल दिये गये भोज के अवसर पर श्री झी ने यह स्वीकार किया कि चीन में मानवाधिकारों की स्थिति में सुधार लाने की गुजाइंश है। अलग से हुई बातचीत में श्री झी और राष्ट्रपति बराक ओबामा ने व्यापार और मुद्रा संबंधी मामलों तथा सीरिया के प्रति चीन के रवैये पर विचार विमर्श किया।

आधं्र प्रदेश विधानसभा की कार्यवाही तेलंगाना मुद्दे के समाधान और दो मंत्रियों के शराब व्यापारियों के साथ कथित संबंधों के मुद्दों पर भारी शोरगुल के बीच आज दूसरे दिन भी स्थगित कर दी गई। सदन में कोई कामकाज नहीं हो सका।
सदन की कार्यवाही जैसे ही शुरू हुई विपक्षी तेलगुदेशम पार्टी के सदस्य अध्यक्ष के मंच के पास आ गए और मंत्रियों के इस्तीफे की मांग करने लगे। साथ ही तेलंगाना राष्ट्र समिति के सदस्य अलग तेलंगाना राज्य के गठन की मांग करने लगे। भारी शोरगुल के बीच अध्यक्ष ने पहले आधे घंटे के लिए फिर दिन भर के लिए सदन की बैठक स्थगित कर दी।

तमिलनाडु में सतर्कता निदेशालय और राज्य पुलिस के भ्रष्टाचार निरोधक विंग के अधिकारी आज सवेरे से विरूधुनगर जिले में पूर्व मंत्री थंगम थेन्नारासु के आवास और अन्य स्थानों पर तलाशी ले रहे हैं। पुलिस सूत्रों के अनुसार पूर्व मंत्री के चेन्नई आवास पर भी छापे मारे गये। इसके अलावा मदुरै में उनके रिश्तेदारों और नजदीकी सहायकों के घरों आदि में भी तलाशियां ली गईं।
श्री थंगम थेन्नारासु २००६ से २०११ तक डीएमके मंत्रिमंडल में स्कूली शिक्षा मंत्री के पद पर रहे। उन पर आय के ज्ञात स्रोतों से अधिक संपत्ति जुटाने का आरोप है।

मध्यप्रदेश में न्यूनतम समर्थन मूल्य पर गेहूँ की खरीद के लिए किसानों का ऑनलाइन पंजीकरण आज समाप्त हो रहा है। हमारे भोपाल संवाददाता ने खबर दी है कि राज्य में गेहूँ की खरीद के लिए अब तक दस लाख किसानों ने अपना पंजीकरण कराया है।

राज्य में गेंहू खरीदी की समस्त प्रक्रिया में पारदर्शिता सुनिश्चित करने के उद्देश्य से ई खरीदी की व्यवस्था लागू की जा रही है। सभी किसान द्वारा खरीदी केंद्र पर कोड और रजिस्ट्रेशन नम्बर दिये जाने पर उससे संबंधित सारी जानकारी कम्प्यूटर के मॉनिटर पर आ जायेगी। राज्य में समर्थन मूल्य पर गेंहू की खरीदी अगले महीने की पंद्रह तारीख से शुरू होगी। गेंहू खरीदी शुरू होने से पूर्व सभी पंजीकृत किसानों को  एसएमएस भेजकर खरीदी की तारीख, खरीदी केंद्र और  खरीदे जाने वाले गेंहू की मात्रा के बारे में जानकारी दी जायेगी। किसानों का भुगतान सीधे उनके बैंक खातों में जमा किया जायेगा। शारिक नूर, आकाशवाणी समाचार, भोपाल।

नागरिक विमानन मंत्रालय ने देश की दो प्रमुख विमान सेवाओं - एयर इंडिया और इंडियन एयरलाइन्स के विलय के बाद विभिन्न प्रशासनिक मसलों पर न्यायमूर्ति धर्माधिकारी की सिफारिशों की समीक्षा के लिए तीन सदस्यीय समिति बनाई है। मंत्रालय के अनुसार समिति से  महीने के पहले सप्ताह में अपनी रिपोर्ट देने के कहा गया है।

 ४२वां अखिल भारतीय पुलिस विज्ञान सम्मेलन आज सिक्किम की राजधानी गंगटोक में शुरू हुआ। हमारे संवाददाता का कहना है कि इसका उद्देश्य देश भर में पुलिस बलों के ढांचे और कामकाज में सुधार लाने के लिए सुझाव देना है।


१९५८ में हुये पुलिस महानिरीक्षकों के सम्मेलन में की गई सिफारिशों के मद्देनजर पटना में  १९६० में पहली अखिल भारतीय पुलिस विज्ञान कांग्रेस हुई। इसकी भारी सफलता को देखते हुए इसे हर साल आयोजित करने का निर्णय लिया गया। इस बार सिक्किम जैसे छोटे राज्य को  कांग्रेस के लिए इसलिए चुना गया क्योंकि इसे आयोजित करने वाला पुलिस अनुसंधान तथा विकास ब्यूरो उन राज्यों को भी मौका देना चाहता है जो अब तक इससे महरूम रहे हैं। इस बार १२ ऐसे विषय चुने गये हैं जिनमें अगले तीन दिनों में विस्तार से चर्चा की जायेगी। इनमें अन्य बातों के अलावा पुलिस सुधार, राष्ट्रीय सुरक्षा के विशेष संदर्भ में साइबर सुरक्षा तथा इंटरनेट निगरानी में उभरती चुनौतियां और वामपंथी उग्रवाद, आतंकवाद और उपग्रहों से निपटने में टैक्नोलॉजी का इस्तेमाल जैसे मुद्दे शामिल हैं। विनयराज तिवारी, आकाशवाणी समाचार, गंगटोक।

पिछले वर्ष देश के कुल चाय उत्पादन की ५० प्रतिशत से अधिक पैदावार असम में हुई। इस अवधि में असम में लगभग ५० करोड़ ९० लाख किलोग्राम चाय का उत्पादन हुआ और यह तीसरी बार है कि राज्य में चाय का उत्पादन ५० करोड़ किलोग्राम से ज्यादा हुआ है। हमारे संवाददाता ने बताया है कि इस उद्योग में दस लाख से अधिक लोगों को रोजगार मिला हुआ है।
 
असम ने अपने १८० साल पुराने इतिहास में दूसरी सबसे ज्यादा चाय उत्पादन कार्य का रिकॉर्ड हासिल किया है। इससे पहले २००७ में  प्रदेश ने ५०० मिलियन किलोग्राम चाय उत्पादन किये थे। असम में एक लाख के करीब छोटे चाय बागान हैं। इस उद्योग का सालाना कारोबार पांच हजार करोड़ रूपया है। असम सरकार ने चाय को प्रदेश के पेय के रूप में घोषणा करने के साथ ही चाय को राष्ट्रीय पेय के रूप में भी घोषणा करने के लिए केंद्र से आग्रह किया है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

    Moderate to brisk polling is on in the third phase of Assembly elections in Uttar Pradesh.  About 35 percent voters had exercised their right of franchise in first six hours. Polling which began at 7 in the morning in 56 constituencies spread over 10 districts will end at 5.00 PM. However, in three Assembly constituencies including Robertsganj and Duddhi in Sonbhadra and Chakiya in Chandauli district polling it will end at 4.00 PM. Chhatrapati Sahuji Nagar, Sultanpur, Kaushambi, Allahabad, Jaunpur, Chandauli, Varanasi, Sant Ravidas Nagar, Mirzapur and Sonebhadra districts are going to polls in this phase.     More than 1 crore 78 lakhs electorates will decide the political fortune of 1018 candidates including 77 women.  Over three thousand five hundred polling booths have been identified as sensitive or hyper sensitive and special arrangements have been made for incident free polling. The Election Commission has made elaborate arrangements for smooth conduct of polls. Stringent security arrangements are in place to ensure free and fair polling. Polling began with a dull note but it get momentum very soon as weather is very clear and shining sun has minimized the impact of cold. In comparison of urban areas rural voters are reaching to polling booths in good numbers. Elaborate security arrangements are in place and it has given very deep sense of security among common men. Most of the polling centers are manned by the central Para military forces. Prior distribution of voters slips and availability of electorates photo identity cards have encouraged the voters to cast their votes. Women are being given priority in polling and it has resulted very well in female voters turn out. At some places people were seen lodging complaints for missing of their names from voters lists. The Prime Minister, Dr. Manmohan Singh today said that the country needs a minimum two per cent growth in food production to meet its demand in 2020-21.  Addressing a workshop on agriculture at Rashtrapati Bhavan today, Dr. Singh said that food grain  production is expected to touch a record 250 million tones this year. He said, strong agriculture sector is necessary for India's food security. The Prime Minister asserted that though food grain production has regained momentum in recent years, the country cannot afford to be complacent. He added that this is particularly important in view of growing demand for horticulture and dairy products. Dr. Singh called for paying special attention to the needs of rain-fed farming as these areas contribute more than 80 per cent of oil seeds and pulses grown in the country. The Prime Minister called upon all stakeholders to come up with technically-sound and administratively implementable recommendations for the benefit of agriculture in rain-fed areas. In her inaugural address, the President Mrs. Pratibha Devisingh Patil suggested a separate administrative set up to address the specific problems of rain-fed areas and empower small farmers in this areas. Mrs. Patil asserted that this area needs thrust to generate a sense of emergency at the government level and promote partnership among various agencies. The President said, this all can be achieved only when people work in unison.

    Minister of State for  Agriculture and Food Processing Harish Rawat stressed the need to minimize the use of harmful agrochemicals pesticides in the agriculture sector. Addressing the second International Conference on Agrochemicals Protecting Crops, Health and Natural Environment in New Delhi today, Mr Rawat said that environment and health are badly affected due to accessive use of harmful pesticides in this sector.

The Industry should play a more active role in spread knowledge and technics of judicial use of pesticide among the users in ordered to avoid or minimize the harmful affect of the chemicals fertilizers. It should not hurt the health of human being and animals as well as the productivity of soil.
    The Minister said farmers should use Bio fertilizers to increase the productivity of their crops. Expressing concern over the lack of awareness about the use of pesticides among the farmers, Mr Rawat said there is a need to create awareness among them.

    Around 10 million toilets will be made in the 12th 5-Year Plan under Nirmal Gram Yojana.  This will go a long way in making the country open air defecation free.  This was revealed by Rural Development Minister, Jairam Ramesh while addressing a consultation on rural sanitation in New Delhi today.  The Minister said that Panchayats have to play an important role in making the country open air defecation free in next 10 years .Mr. Ramesh urged all stake holders to fully participate in the sanitation work across the country.

    Delhi has undertaken one of the biggest co-ordinated mock drills today, to check the alertness and preparedness of various public agencies, if an earthquake of high magnitude rocks the national capital. The drills were conducted in several places, including six Metro stations, across the national capital by the National Disaster Management Authority and Delhi Disaster Management Authority from 11.30 AM. Six metro stations were closed for over half-an-hour and road traffic in many areas in Central, South and North Delhi were diverted as part of the exercise. A number of simulated situations like collapse of flyovers, crack in metro pillars, damage to hospitals and collapse of residential buildings due to an earthquake measuring 7 on the Richter scale were created. Officials from all the important Emergency Support Functionary departments like police, MCD, DMRC, Health department, Delhi Jal Board and Food and Civil Supplies co-ordinated with senior officials of all the nine districts to make the drill a success.

    The Civil Aviation Ministry  has constituted a three Member Committee to examine the recommendations of Justice Dharmadhikari Committee on various HR issues after the merger of the two national carriers Air India and Indian Airlines. According to the Ministry, the committee has been asked to submit its report by the first week of next month. This committee will look into various recommendations and give its comments in terms of implementability of those recommendations, keeping in mind the employee’s interests, the functional viability of the Company, the financial implications and also various other practical aspects of implementation. The committee will also give an implementation schedule indicating the priority of implementation of various recommendations. The committee include Prashant Sukul, Joint Secretary, Ministry of Civil Aviation and A. K.Sinha, Joint Secretary, Department of Public Enterprises.

    State owned National carrier Air India would no longer enjoy exclusive privilege on all bilateral air traffic rights  as the government  allowed all Indian carriers to use these rights. The Civil Aviation Ministry has  decided to allow all scheduled Indian carriers, including Air India, to utilise allocated bilateral till they reach the maximum permissible limit under Air Service Agreements -ASAs with various countries. According to the Civil Aviation Ministry, the  allocation of traffic rights to Indian Scheduled Carriers shall be done well in advance upto a maximum limit of five schedules keeping in mind the demands from them, their capacities and capabilities, operational plans and other relevant factors.

    The Maharashtra Government today refuted the allegations of the sole convict in the 26/11 Mumbai terror attack case, Mohammad Ajmal Amir Kasab. Kasab had yesterday pleaded to the Supreme Court to commute his death sentence to life imprisonment on the ground that he was not given a fair trial. Former Solicitor General Gopal Subramaniam, appearing for the state government, today contended that Kasab was given a fair trial and the death sentence awarded to him was a permissible means of punishment. He said that Kasab was never tortured or maltreated and there has been no violation of his constitutional rights.

    In Haryana,  a former RSS activitist Kamal Chauhan, who was arrested by the National Investigation Agency (NIA) for his role in the Samjhauta Express blasts close to Diwana railway station near Haryana's Panipat town in February 2007 produced before a Panchkula court of Additional District and Session Judge Kanchan Mahi on Tuesday. The court granted his custody to the NIA till February 24 for questioning him on his alleged role in the blasts. The NIA counsel told the court that Chauhan, a resident of Indore underwent training in handling of weapons and explosives.

    In a move to  accelerate the growth and penetrations of Automated Teller Machines, ATMs, across the country, the Reserve Bank of India, RBI has issued draft guidelines for permitting non-banking entities to set up, own and operate such money dispensing machines. Non-bank entities proposing to set up such service will have a minimum net worth of 100 crore rupees and they have to apply to RBI for seeking authorisation under the Payment and Settlement Systems Act 2007.  The RBI in its guidelines has said that  such ATMs will be in the nature of White Label  Automated Teller Machines-WLAs and will  provide ATM services to customers of all banks. The WLA operator can earn fees from banks as acquirer for all transactions but will not be allowed to charge customers. RBI has also sought views and comments on the draft circular from banks, authorized ATM network operators, non-bank entities and members of public in this regard upto 6th of next month.

    The Sensex at the Bombay Stock Exchange jumped 209 points, or 1.2 per cent, to regain the psychological 18,000 level, at 18,057, in opening trade, this morning. Later, the Sensex firmed up further, and had gained a solid 318 points, or 1.8 per cent, to 18,167 in afternoon deals, a short while ago. The Sensex rose on sustained buying by funds and retail investors, on better-than-expected quarterly earnings by corporates, and firm Asian bourses. Other Asian markets in Japan, China, Taiwan, South Korea, Hong Kong, and Singapore were up by between 0.8 percent and 2 percent, today. Over in the US, the Dow Jones Industrial Average had ended flat, overnight.

    Oil price was mixed in Asian trade today amid concerns about US energy demand and tensions between the West and major crude producer Iran. In morning trade, New York's main contract, light sweet crude for delivery in March, was two cents higher at 100.76 dollars and Brent North Sea crude for April delivery fell by four to 117.35 dollars a barrel.

    In Madhya Pradesh, the online registration of farmers for the wheat procurement for minimum support price ends today. Our Bhopal correspondent reports that 10 lakh farmers have registered themselves for the procurement of wheat in the state so far.

The e-procurement system is being launched in the state to ensure transparency in the entire process of wheat procurement. Codes have been provided to all the registered farmers. When a farmer will produce his code number and registration number at a procurement centre, all the information about him will be displayed on computer’s monitor. Wheat will be procured from a farmer on the basis of land under his possession. The wheat procurement will be start in the state from 15th of the next month. Before the start of wheat procurement each farmer will be alerted through SMS about the date of procurement, the quantity of wheat to be bought from him and his procurement centre.     Assam contributed more than 50 percent of the country’s total tea production in 2011. Official sources said that Assam produced around 509 million kg tea which also led the country’s total tea output to 988.32 million kg in this period. It is for the third time that the state has crossed the 500 million kg mark in terms of tea production.  We have more from our correspondent:

Assam has achieved the record of producing second highest tea in its 180 years old history. Earlier in 2007, the state produced 512 million kilogram tea. Attributing the success mainly to the small tea growers of the state, Mr. Bidyananda Barkakoty, the chairman of the North-Eastern Tea Association said that Assam has recorded an increase of over 5 percent in comparison to 2010. Assam has around one lakh small tea gardens. The annual turnover of this industry is Rs five thousand crore and it employs over 10 lakh people.     The charity 'Save the Children' says five hundred million children could grow up physically and mentally stunted over the next 15 years because they do not have enough to eat. It says much more needs to be done to tackle mal-nutrition in the world's poorest countries. The agency surveyed families in India, Bangladesh, Pakistan, Peru and Nigeria that are home to 50 per cent of the world's mal-nourished children. One parent in six said their children were abandoning school to help out by working for food. The agency said the price hikes have worsened child malnutrition and could hit progress reducing child deaths.

    The United Nations General Assembly will vote tomorrow on a new resolution calling on Syrian President Bashar Al-Assad to put a stop to deadly attacks on civilians. The move comes after Russia and China vetoed a Security Council resolution on the crisis in Syria on the 4th of this month. They said it was unbalanced.  Russia and China are expected to oppose the new text but it cannot be vetoed in the 193-nation General Assembly. Diplomats said the measure was almost sure to be passed. The resolution has been drawn up by Saudi Arabia and Qatar, was given to member nations yesterday. It also expresses support for the Arab League's plan to end the 11-month crackdown in Syria and calls for the naming of a UN special envoy.

    In Singapore, an Indian construction worker was awarded a death penalty yesterday on charges of murdering another Indian. According to a Singaporean newspaper, 20-year old, Periyasamy Devarajan, accused of killing 31-year-old Raju Arivazhagan on February 8 this year, was convicted by a court yesterday. Devarajan, a native of Tiruchirappalli in Tamil Nadu, was in remand for one week before being prosecuted for murder charge, which carries a mandatory death sentence.

    Defence Minister A.K.Antony has returned to New Delhi after a successful visit to Riyadh. During his two day visit, India and Saudi Arabia agreed to set up a Joint Committee in Defence co-operation.  Our correspondent reports that the two sides held wide ranging talks including those on combating terrorism and piracy and co-operation in regional affairs.

The Joint Committee between India and Saudi Arabia will work out the road map for defence co-operation. The decision was arrived at after one to one talks followed by delegation level talks between the Defence Minister A.K.Antony and his Saudi counterpart Prince Salman in Riyadh. The Group will work out details on combating piracy in the Gulf of Aden, Indian Ocean and its neighbourhood. The two countries are planning to conduct joint exercises, ship visits from both the sides and to work closely to combat sea piracy. The Defence Minister met Saudi King Abdullah who said Riyadh was willing to provide extra crude oil to India if needed. सरकार ने एक समान दूरसंचार लाइसेंस शुल्क नीति की घोषणा की है। दूरसंचार मंत्री कपिल सिब्बल ने बताया कि भविष्य में जारी किये जाने वाले सभी लाइसेंस एकीकृत होंगे और स्पेक्ट्रम के आबंटन को लाइसेंसों से अलग कर दिया जाएगा। एक समान लाइसेंस शुल्क, २०१२-१३ से दो साल के भीतर समायोजित सकल राजस्व के आठ प्रतिशत के बराबर होगा। श्री सिब्बल ने कहा कि नई दूरसंचार नीति अगले वित्त वर्ष से लागू हो जाएगी। उन्होंने कहा कि दूरसंचार नियामक-ट्राई  समान लाइसेंस व्यवस्था के तहत मौजूदा लाइसेंस धारकों के लिए एक माइग्रेशन पाथ की घोषणा करेगा।
दूरसंचार मंत्री ने कहा कि दूरसंचार क्षेत्र में ३५ प्रतिशत मार्किट शेयर तक विलय और अधिग्रहण की एक आसान और त्वरित प्रक्रिया के अंतर्गत अनुमति दी जाएगी।
श्री कपिल सिब्बल ने कहा कि भारतीय दूरसंचार नियामक प्राधिकरण - ट्राई नियमित रूप से स्पेक्ट्रम आडिट करेगा।

स्पेक्ट्रम के सुचारू प्रबंधन के लिए भारतीय दूरसंचार नियामक प्राधिकरण ट्राई नियमित रूप से स्पेक्ट्रम ऑडिट करेगा। प्राधिकरण उपलब्ध स्पेक्ट्रम के इस्तेमाल की समीक्षा भी करेगा। दोनों स्थिति में प्राधिकरण सरकार को अपनी सिफारिशें देगा। सरकार उच्चतम न्यायालय के फैसले से पड़ने वाले असर की जाचं कर रही है।  प्राधिकरण की सिफारिशें मिलने के बाद आगे कदम उठाए जाएंगे।
हमारे संवाददाता ने बताया है कि नई दूरसंचार नीति में क्षेत्रों के आधार पर विभिन्न दूरसंचार सर्किलों में दूरसंचार कंपनियों को स्पेक्ट्रम आबंटित करने की पुरानी लाइसेंस नीति समाप्त कर दी गई है। इसका अर्थ यह हुआ कि पहले वोडाफोन या भारती एयरटेल जैसी कंपनियों को पूरे भारत में विभिन्न शहरों में काम करने के लिए अलग-अलग लाइसेंस लेने होते थे। अब ऐसी कंपनियां माइग्रेशन शुल्क देकर एक राष्ट्रीय समान लाइसेंस हासिल कर सकती हैं। दो सौ आठ में से एक सौ २२ लाइसेंसों के आबंटन को रद्द करने के उच्चतम न्यायालय के फैसले के बाद यह घोषणा और भी महत्वपूर्ण हो जाती है।

सरकार, तेल तथा प्राकृतिक गैस निगम-ओ एन जी सी में अपने पांच प्रतिशत शेयरों की नीलामी के लिए सिद्धांत रूप से सहमत हो गई है।  यह फैसला आज नई दिल्ली में वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता में विनिवेश के बारे में मंत्रीदल की बैठक में लिया गया।  नीलामी के लिए न्यूनतम मूल्य के बारे में फैसला दल की अगली बैठक में किया जाएगा।  इससे सरकार को करीब एक सौ बीस अरब रुपये की राशि प्राप्त होगी।

गोधरा कांड के बाद हुए दंगों में जिन लोगों की दुकानें जला दी गई थीं, उन्हें हर्जाना देने के न्यायालय के आदेश का पालन न करने के लिए गुजरात उच्च-न्यायालय ने राज्य सरकार को अवमानना का नोटिस जारी किया है। न्यायालय की खण्डपीठ ने अहमदाबाद के जिलाधीश से १४ मार्च तक जवाब दाखिल करने को कहा है कि २००२ के दंगों के दौरान जिन ५६ लोगों की दुकाने जला दी गई थीं, उनकी याचिका के आधार पर क्यों न जिलाधीश के खिलाफ अवमानना की कार्रवाई शुरू की जाए। हमारे संवाददाता ने बताया है कि पीड़ितों ने न्यायालय के आदेशों का पालन न करने के लिए जिलाधीश और राज्य सरकार के खिलाफ अवमानना की एक याचिका दायर की थी।

गुजरात हाईकोर्ट द्वारा दी गई अवमानना नोटिस राज्य की नरेन्द्र मोदी सरकार के लिए दूसरा बड़ा झटका है। पिछले सप्ताह गुजरात हाईकोर्ट ने २००२ के दंगों में क्षतिग्रस्त धर्मस्थानों के पुर्नस्थापना के लिए राज्य सरकार को आदेश दिया था। अहमदाबाद में २००२ के दंगों में दुकानों को हुए नुकसान का मुआवजा देने का हाईकोर्ट ने पिछले साल आदेश दिया था। जिसका पालन नहीं होने की दंगा पीड़ित की याचिका पर अदालत ने आज अवमानना नोटिस जारी किया है। योगेश पांड्या, आकाशवाणी समाचार, अहमदाबाद।

अहमदाबाद की एक मेट्रोपोलिटन अदालत ने विशेष जांच दल-एस आई टी की अंतिम रिपोर्ट की प्रतियां देने की जकिया जाफरी की दलील को खारिज कर दिया है। न्यायालय ने कहा कि इस बारे में फैसला जांच एजेंसी द्वारा सभी संबंधित दस्तावेज दाखिल करने के बाद ही लिया जायेगा। जकिया जाफरी , तीस्ता सीतलवाड़ , जन-संघर्ष मंच के कार्यकर्ता मुकुल सिन्हा और गुलबर्ग सोसायटी दंगा पीड़ितों में से एक पीड़ित ने रिपोर्ट की प्रतियां देने के लिये आवेदन किया है।
उत्तर प्रदेश विधानसभा चुनाव के तीसरे चरण में आज दस जिलों में प्रारंभिक अनुमान के अनुसार लगभग ५७ प्रतिशत वोट डाले गए। मतदान पूरी तरह शांतिपूर्ण रहा। किसी भी जिले से कोई अप्रिय घटना का समाचार नहीं है।

लगभग १ लाख ५० हजार ९४६ एम्पलाइज कर्मचारी जो हैं। अपनी ड्यूटी पर लगे हुए थे। ५६ आब्जबर थे, भारत निर्वाचन आयोग के जर्नल आब्जबर ९ पुलिस आब्जबर थे। १४ एक्जिम्बर आब्जबर थे। ६३ एसिसटेंड..आब्जबर थे। तीन हजार एक सौ नवासी माईक्रो आब्जबर थे। एक हजार एक सौ बयासी वीडियो कैमरा का इस्तेमाल किया गया। एक हजार पिन्चानबे डिजिटल कैमरा का इस्तेमाल किया गया और २४० मतदान केंद्रों से लाइव वेबकास्टिंग.. की गई थी। दो हेलीकाप्टर का भी उपयोग आज के मतदान में हुआ था।
हमारे संवाददाता ने बताया है कि आज के मतदान में भी मतदाताओं में खास उत्साह दिखा।

तीसरे चरण के आज के मतदान को उसके कुल वोटों के आंकड़ों से ज्यादा मतदाताओं के उत्साह और युवाओं की लोकतंत्र में बढ़ती भागीदारी के तौर पर भी देखा जाएगा। आज ५६ विधानसभा क्षेत्रों के ज्यादातर जगह मतदान का प्रतिशत २००७ की विधानसभा चुनावों की तुलना में १० से २० प्रतिशत ज्यादा रहा। मतदान के मामले में फिसड्डी समझे जाने वाले कई मतदान केंद्रों पर आज मतदाताओं की अच्छी भीड़ नजर आई। सोनभद्र जैसी नक्सली और शिक्षा के मामले में बेहद पिछड़े इलाके में करीब ६० प्रतिशत जागरूक मतदाताओं ने वोट डाले। बनारस में इस बार ५७ प्रतिशत और इलाहाबाद में ५६ प्रतिशत वोट पड़े। जोकि पिछली बार की तुलना में कहीं ज्यादा है। चुनाव आयोग की लगातार की गई मेहनत रंग लाई और नक्सल प्रभावित मिर्जापुर, सोनभद्र, चंदौली समेत बाकी सभी चुनाव वाले जिलों में कहीं से भी किसी अप्रिय वारदात का कोई समाचार नहीं मिला। संजय प्रताप सिंह, आकाशवाणी समाचार, इलाहाबाद।

प्रधानमंत्री ने कहा है कि इस साल २५ करोड़ टन तक अनाज का उत्पादन होने की आशा है, जो एक रिकॉर्ड होगा।  वे आज राष्ट्रपति भवन में कृषि के बारे में एक कार्यशाला में बोल रहे थे।  डा. मनमोहन सिंह ने कहा कि देश में २०२०-२१ में पैदा होने वाली मांग को देखते हुए अनाज के उत्पादन में कम से कम दो प्रतिशत वृद्धि होनी चाहिए।
कार्यशाला का उद्घाटन करते हुए राष्ट्रपति प्रतिभा देवीसिंह पाटील ने सुझाव दिया कि वर्षा सिंचित क्षेत्रों की विशिष्ट समस्याओं से निपटने के लिए अलग प्रशासनिक व्यवस्था की जानी चाहिए और इन इलाकों में छोटे किसानों का सशक्तिकरण भी किया जाना चाहिए।

भारत ने कहा है कि नई दिल्ली में एक इस्राइली राजनयिक की कार पर हुए हमले में किसी व्यक्ति या संगठन या देश के शामिल होने के बारे में उसके पास कोई सबूत नहीं है।  विदेश मंत्रालय के प्रवक्ता सैयद अकबरूद्दीन ने इस हमले में किसी के भी शामिल होने के बारे में कुछ भी कहने से इंकार किया।
इस बीच, जांचकर्ताओं ने कहा है कि विस्फोट सामग्री की प्रारंभिक फोरेंसिक जांच से उसमें पोटेशियम क्लोरेट और नाइट्रेट के अंश मिले हैं।

भारत ने दो अनिवासी भारतीय बच्चों की कस्टडी के विवाद को जल्दी सुलझाने के लिए नार्वे की राजदूत एन ओलेस्ताद को विदेश मंत्रालय में बुलाया। अनिवासी भारतीय दंपत्ति अनुरूप और सागरिका भट्टाचार्य के बच्चों अभिज्ञान और ऐश्वर्य को पिछले साल नार्वे की बाल कल्याण सेवा द्वारा अपने कब्जे में ले लिया था और नार्वे की स्थानीय अदालत के निर्देश पर उन्हें नार्वे में नियुक्त अभिभावकों की देख-भाल में रख दिया गया था।

ईरान ने आज तीन परमाणु परियोजनाओं की शुरूआत की, जिनमें चौथी पीढ़ी का एक अल्ट्रा सेन्ट्रीयूज भी शामिल है, जो पहले के मॉडलों की तुलना में यूरेनियम को अधिक तेजी से परिषकृत कर सकता है। तेहरान में एक समारोह में ईरान के राष्ट्रपति महमूद अहमदीनेजाद ने इन परमाणु परियोजनाओं का शुभारंभ किया। पहली परियोजना तेहरान में ईरानी परमाणु संगठन अनुसंधान केन्द्र में है, जहां स्वदेश में बनी पहली परमाणु ईंधन छड़ों को एक चिकित्सा रिएक्टर में डाला गया। इसका इस्तेमाल कैंसर के रोगियों के इलाज में इस्तेमाल होने वाले आईसोटॉप बनाने में किया जाएगा। श्री अहमदीनेजाद ने वीडियो कांफ्रेंस लिंकअप के जरिये मध्य ईरान में नतांज+ में दो अन्य परियोजनाओं का भी शुभारंभ किया।

मध्य अमरीकी देश होंडूरास की एक जेल में आग लगने के कारण २७० से अधिक लोगों की मौत हो गई है और कई लोग घायल हो गए हैं। राजधानी तेगुसिगांल्पा से ८० किलोमीटर दूर एक जेल में कल रात आग लग गई। आग पर काबू पाया जा चुका है। उस समय इस जेल में आठ सौ से ज्यादा बंदी थे। बंदी घबराहट में छत से ही कूदने लगे। कुछ     घायल हो गए लेकिन कई लोगों की जान बच गई। आशंका है कि आग बिजली संबंधी किसी गड़बड़ी के कारण लगी।

मुंबई शेयर बाजार का सेंसेक्स ३५४ अंकों की  उछाल  से छह महीने से अधिक समय के बाद १८ हजार २०२ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी ११६ अंक बढकर ५ हजार ५३२ पर जा पहुंचा। रूपया डालर के मुकाबले ७ पैसे मजबूत हुआ और एक डालर की कीमत। ४९ रूपये २९ पैसे दर्ज हुई। सोना दिल्ली में ११५ रूपये की तेजी से २८ हजार २८० रूपये प्रति दसग्राम पर जा पहुंचा। चांदी ५० रूपये मंहगी होकर ५६ हजार २०० रूपये प्रति किलो दर्ज हुई।

The Government today announced a uniform telecom license fee policy. Briefing the newsmen in New Delhi, the Telecom Minister Kapil Sibal said that all future licenses would be unified and telecom spectrum in each city for operators, would be allotted separately. The uniform license fee will be upto eight per cent of adjusted gross revenue of the telecom company. Mr. Sibal said, a new telecom policy will come into force from the next financial year. He said that the telecom regulator, TRAI, will announce a migration path for existing license holders to the uniform license regime and will regularly undertake spectrum audit.
For efficient management of spectrum TRAI will under take regular spectrum audit TRAI also carry on a review of the usage of spectrum available.  In both cases TRAI may make recommendations to the government.
Mr.Sibal said there will be an entry charge for migration to the unified license. Licenses will be renewed for ten years after expiry.
The Minister said, mergers and acquisitions in the telecom sector upto 35 per cent of market share will be allowed under a quick and simple process.
If two licences merge then the duration of the licence of the resultant entity in respect of service area will be equal to the higher of two periods on the date of merger.
Our Correspondent reports that the new telecom policy does away with the previous license policy of allocating the spectrum to telecom companies in various telecom circles based on regions.  The announcement assumes significance after the Supreme Court verdict that set aside the allocation of 122 licenses in 2008. Mr. Sibal said that the government was still examining implications of the verdict.

The government has agreed in principle for auction of  five per cent of its share in the Oil and Natural Gas Corporation ONGC. The decision was taken by the empowered group of ministers EGoM on disinvestment headed by the Finance Minister, Pranab Mukherjee in New Delhi today. The EGoM is now slated to take a decision in the next meeting on floor price for the auction which can fetch the government about 12,000 crore rupees.
Minister for petroleum and natural gas, S Jaipal Reddy said after the meeting, the government is considering the auction route for ONGC disinvestment. Heavy industries and public enterprises Minister Praful Patel, who is also part of the Ministers’ panel, said, no decision on BHEL disinvestment has been taken. He said, it may happen in the next fiscal.

The Gujarat High Court today issued contempt notice to the State Government for not obeying its order to compensate people whose shops were burnt down in the post-Godhra riots. The notice comes a week after the court indicted the state government for non-restoration of religious places destroyed in the communal frenzy. A division bench of Justices Akil Qureshi and C. L. Soni asked the Ahmedabad district Collector to reply by March 14 as to why contempt proceedings should not be initiated, based on a petition filed by 56 riot victims whose shops were gutted during the 2002 riots. Based on their application, the court had passed an order in September last year directing the Collector to examine their applications for compensation.

A Metropolitan court in Ahmedabad today rejected pleas seeking copies of SIT's final report regarding Zakia Jafri's complaint, saying it would decide on them only after all related documents are submitted by the probe agency. Passing the order, the Magistrate M S Bhatt said, at this stage, all applications seeking copies are disallowed and the SIT is being given time till March the 15th to submit the remaining documents related to the report .

India today said, it has no evidence about any individual, entity, organisation and country involved in the attack which left an Israeli diplomat critically injured in New Delhi. Official spokesperson in the Ministry of External Affairs Syed Akbaruddin refused to speculate on any involvement.
Investigators probing the explosion of an Israeli diplomat's car today said preliminary forensic examination of the blast material showed traces of potassium chlorate and nitrate.
Israel has expressed satisfaction over the progress in the probe of a suspected terror attack on an Israeli diplomat in Delhi this month. The Israeli Ambassador in India, Mr. Alon Ushpiz told reporters in New Delhi after meeting External Affairs Minister S. M. Krishna at his residence that the meeting was very good.

India today summoned Norwegian Ambassador Ann Ollestad seeking expeditious solution to the custody row involving two NRI children, who have been kept in foster care by the authorities of that country. Official spokesperson in the External Affairs Ministry Syed Akbaruddin told reporters in New Delhi, the Norwegian Ambassador was summoned to the Ministry  and she met Secretary (West) Madhusudan Ganapathi .
NRI couple Anurup and Sagarika Bhattacharya's children Abhigyan and Aishwarya were taken away last year by Norwegian Child Welfare Services,  and placed in foster parental care according to the local Norwegian court's directive.

In Uttar Pradesh, over 57 per cent votes have been cast in phase three Assembly elections in 56 constituencies spread over 10 districts from Faizabad, Varanasi, Allahabad and Vindhyachal Dham divisions. Chief Electoral Officer of the State, Umesh Sinha told our Lucknow correspondent that maximum 67 per cent votes have been cast in Sakaldiha constituency in Chandauli district and Marihan in Mirzapur districts. Both districts are Naxal infested.
Our Correspondent reports that in most of the constituencies from Sultanpur and Chandauli districts above 60 per cent votes have been polled.
In each and every constituency went for poll in this phase have recorded significant increase in voting in the comparison of 2007 assembly and 2009 Lok Sabha elections.  In most of the constituencies from Sultanpur and Chandauli districts above 60 per cent votes have been polled.  In Allahabad North constituency only 24 per cent votes were cast in last assembly elections while in today's polling just double 48 per cent voters have exercised their franchise.  Similarly Varanasi South, Contonment and North constituencies had voted about 31 per cent in last assembly election and in today's polling 50 to 55 per cent voting has been recorded in all three segments.  Naxal infested Chandauli district has recorded more than 10 per cent increase in polling as all four segments have been voted 52 to 65 per cent votes.  In last assembly elections only 42 per cent votes were cast in the district.  Now political fate of 1018 candidates including 77 women has been sealed in  electronic voting machines.  Sunil Shukla, AIR News Mirzapur.

The Election Commission of India has decided not to take any further action in the alleged violation of the Model Code of Conduct by Mr.Salman Khurshid,  Union Law Minister.  The Commission has advised all contending political parties and poll officials to be extremely careful during campaigning to avoid repeat of any such situation in future.  The Commission today reviewed the matter in the light of the letter received from Mr. Khurshid.

The Prime Minister, Dr. Manmohan Singh today said that the food grain  production is expected to touch a record 250 million tones this year.   Addressing a workshop on agriculture at Rashtrapati Bhavan today, Dr. Singh  asserted though food grain production has regained momentum in the recent years,  but the country cannot afford to be complacent.
There is a big gap between the farm gate prices and the retail prices that the consumers pay. There is also volatility, with prices being low after harvest. We need to address all this by reforming the agricultural marketing systems and in investing in supply chain logistics, including the cold chain.
In her inaugural address, the President Mrs. Pratibha Devisingh Patil suggested to set up a separate administrative set up to address the specific problems of rain-fed areas and empower small farmers in these areas.
An administrative set up in the form of a separate Directorate for RFDFunder the Ministry of Agriculture be useful for focused and co-ordinated action.

The Sensex at the Bombay Stock Exchange surged 354 points, or 2 percent, to close above the key 18,000 level after more than six months, at 18,202, today, on hopes that easing inflation will lead to lower interest rates, and on firm Asian and European bourses. The Nifty jumped 116 points, or 2.1 percent, to 5,532. Stock markets in Japan, China, Hong Kong, Singapore and South Korea rose between 0.8 percent and 2.3 percent. The rupee appreciated 7 paise, to 49.29 against the dollar. Gold rose 115 rupees, to 28,280 rupees per ten grams in Delhi. Silver gained 50 rupees, to 56,200 rupees per kilo. And US crude oil futures climbed 1.02 dollars, to 101.76 dollars a barrel, while Brent crude crossed 118 dollars a barrel.

A fire has swept through a jail in Honduras, a Central American country, killing at least 272 prisoners. Local forensic services head Lucy Marder said, this is a preliminary report  indicating that the number could rise. According to reports, some prisoners escaped the blaze at the jail in Comayagua by breaking through the roof to jump from the building. Dozens of prisoners died trapped in their cells and were burnt beyond recognition.  The fire broke out late last night and took more than an hour to be brought under control.

Iran launched three nuclear projects today including a fourth generation Ultra Centrifuge, which is capable of enriching the Uranium faster than its earlier models. At a function in Teheran, President Mahmoud Ahmadinejad unveiled three nuclear projects. The first one was at the Iranian Atomic Organization Research Center in Tehran where Iran's first home-made nuclear fuel rods were loaded into a medical reactor. This would be used for production of isotopes used in treatment of cancer patients. Ahmedinejad unveiled by Video Conference link-up, two other projects in the Natanz plant in central Iran. These include a facility which will enable the plant to enrich uranium to 20 per cent. The fourth generation Ultracentrifuge will enable far higher enrichment speed than previous models. Enriched uranium is a critical component for both civil nuclear power generation and nuclear weapons.

The two day 44th Session of Indian Labour Conference which ended today, has recommended national minimum wages applicable to all employments throughout the country. Briefing reporters in New Delhi after the end of the Conference, the Union Minister of Labour and Employment, Mallikarjun Kharge said that issues of minimum wages, social security and Employability and Employment were discussed by a Conference Committee during the conference. He said that there was a broad consensus that Minimum Wages Act should cover all employments. He said, it was recommended that the payment of minimum wages should be done through banks and post offices.
