 सरकार ने १९९८ से २००९ की अवधि में कथित टूजी स्पैक्ट्रम आबंटन मामले की जांच के लिए संयुक्त संसदीय समिति के गठन का प्रस्ताव रखा है। लोकसभा में सदन के नेता प्रणब मुखर्जी ने यह प्रस्ताव पेश करते हुए कहा कि समिति में २० सदस्य लोकसभा से और १० राज्यसभा से होंगे। श्री मुखर्जी ने यह भी बताया कि समिति के अध्यक्ष का नाम लोकसभा अध्यक्ष तय करेंगे और समिति की रिपोर्ट संसद के अगले सत्र की समाप्ति से पहले मिल जाने की उम्मीद है। उन्होंने समिति में शामिल किए जाने वाले लोकसभा सदस्यों के नामों की भी घोषणा की।
 इससे पहले, प्रधानमंत्री डॉक्टर मनमोहन सिंह ने मंगलवार को संयुक्त संसदीय समिति के गठन की विधिवत्‌ घोषणा की थी।

 प्रधानमंत्री ने कहा हे कि सरकार मुद्रास्फीति पर काबू पाने और सार्वजनिक जीवन से भ्रष्टाचार मिटाने के लिए हरसंभव उपाय करने को वचनबद्ध है। डॉ. मनमोहन सिंह संसद के दोनों सदनों में राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव पर  लोकसभा में बहस का जवाब दे रहे थे। प्रधानमंत्री ने स्वीकार किया कि पिछले १८ महीनों से बढती मुद्रास्फीति एक बडी समस्या बनी हुई है। उन्होंने आशा व्यक्त की कि चालू वित्त वर्ष के अंत तक मुदा्रस्फीति की दर कम होकर करीब सात प्रतिशत हो जाएगी।
 
हमारी सरकार महंगाई पर काबू पाने के लिए वचनबद्ध है। हमें उम्मीद है कि मौजूदा वित्त वर्ष के अंत तक मुद्रास्फीति की दर गिरकर सात प्रतिशत तक रह जाएगी। खाद्य पदार्थों की मुद्रास्फीति भी चिंता विषय रही है, लेकिन हाल में स्थिति सुधरी है और हमें उम्मीद है कि आगे स्थिति और बेहतर होगी।
 डॉ. मनमोहन सिंह ने कहा कि यह सुनिश्चित करना होगा कि रोजगार के अवसरों को नुकसान पहुचाये बिना मुद्रास्फीति पर काबू पाया जाए और इनमें संतुलन बनाये रखना होगा। उन्होंने कहा कि सरकार कृषि क्षेत्र के विकास और उत्पादन के वृद्धि करने तथा सार्वजनिक वितरण प्रणाली को सुचारू बनाने के लिए हरसंभव प्रयास कर रही है। अपने करीब एक घंटे के जवाब में डॉ मनमोहन सिंह ने आश्वासन दिया कि राष्ट्रीय खाद्य सुरक्षा विधेयक जल्दी ही संसद में लाया जाएगा।
 भ्रष्टाचार के बारे में डॉ. मनमोहन सिंह ने सदस्यों को आश्वासन दिया कि सार्वजनिक जीवन को साफ करने के लिए पूरी कोशिश की जाएगी। उन्होंने कहा कि सरकार प्रस्तावित सयुक्त संसदीय समिति और लोक लेखा समिति सहित सभी एजेसियांें को सच्चाई का पता लगाने के लिए उनकी जांच में पूरा सहयोग देगी।
 उन्होंने कहा कि दूरसंचार क्षेत्र. और राष्ट्रमंडल खेलो के दौरान कुछ दुर्भाग्यपूर्ण बातें हुई और सरकार इन्हें दूर करने की पूरी कोशिश कर रही है।
 
मैं इस बात से इंकार नहीं करता हूं कि दूरसंचार और राष्ट्रमंडल खेलों में गडबड़ी नहीं हुई। जहां कहीं भी विश्वसनीय सबूत मिले हैं, वहां कार्रवाई की गई।
 प्रधानमंत्री ने कहा कि बुनियादी दूरसंचार नीति में कोई कमी नहीं है लेकिन समस्या इसे लागू करने के तरीके में है। एस-बैंड स्पेकट्रम आवंटन पर एंट्रिक्स-देवास सौदे की चर्चा करते हुए प्रधानमंत्री ने कहा कि इस समझौते को सरकार की मंजूरी नहीं मिली और ये सौदा रदद कर दिया गया है। उन्होंने कहा कि इसके व्यवासायिक पहलुओं की जांच और जिम्मेदारी तय करने के लिए एक उच्चस्तरीय समिति बनाई गयी है।
 विदेशी बैंकों में जमा काले धन पर व्यक्त की जा रहीं चिंताओं का जवाब देते हुए प्रधानमंत्री ने कहा कि इसके लिए कई कदम उठाये जा रहे हैं। इनमें काले धन के बारे में जानकारी प्राप्त करने के लिए अन्य देशों के साथ नई कानूनी संधियों के बारे में बातचीत शामिल है। उन्होंने कहा कि सरकार काला धन वापस लाने और इस समस्या से निपटने के लिए ठोस सुझावों का स्वागत करेगी।
 आतंरिक सुरक्षा की स्थिति के बारे में प्रधानमंत्री ने कहा कि आतंकवाद को किसी धर्म से नहीं जोडा जा सकता। उन्होंने कहा कि आतंकवाद का सफाया करने के लिए मिलकर प्रयास करने होगे। उन्होंने माओवादी उग्रवाद से निपटने के लिए सरकार की दो सूत्री नीति दोहरायी।
 विदेश नीति के बारे में डा मनमोहन सिंह ने कहा कि हम पाकिस्तान के साथ सभी मुद्दों पर बातचीत करने को तैयार है, बशर्ते की पाकिस्तान अपनी जमीन का इस्तेमाल भारत के खिलाफ आंतकवादी गतिविधियों के लिए न करने दे।
 बाद में सदन ने धन्यवाद प्रस्ताव पारित कर दिया।

 उधर राज्यसभा में प्रधानमंत्री ने बताया कि एंट्रिक्स-देवास सौदे में कोई आश्वासन नहीं दिया गया। उन्होंने यह भी कहा कि ऐसे मुद्दे मंत्रिमंडल की स्वीकृति के लिए नहीं आते, क्योंकि एंट्रिक्स इसरो की वाणिज्यिक शाखा है। डॉक्टर सिंह ने सदन को बताया कि इस सौदे पर प्रधानमंत्री कार्यालय की स्वीकृति का कोई सवाल ही नहीं है।
 प्रधानमंत्री कार्यालय में राज्यमंत्री वी. नारायण सामी ने बताया कि एक उच्चाधिकार प्राप्त समिति इस सौदे के विभिन्न पहलुओं की जांच कर रही है और इसकी सिफारिशें आने पर ही कोई कार्रवाई की जाएगी। श्री नारायण सामी ने कहा कि इस सौदे में शामिल किसी भी व्यक्ति को बख्शा नहीं जाएगा।

 तेलंगाना मुद्दे पर शोरशराबे के कारण लोकसभा की कार्यवाही १५ मिनट तक के लिए स्थगित करनी पड़ी। सवा ११ बजे से संसद का कामकाज फिर से शुरू हुआ। कल भी तेलंगाना मुद्दे पर संसद की कार्यवाही कई बार स्थगित करनी पड़ी थी। सदन के नेता प्रणव मुखर्जी ने कल तेलंगाना क्षेत्र के सांसदों से मिलने के बाद पत्रकारों से कहा था कि आम बजट पेश होने के बाद सरकार इस मुददे को उठायेगी।

 रेलमंत्री ममता बनर्जी कल लोकसभा में रेल बजट पेश करेंगी। आकाशवाणी से रेलमंत्री के भाषण का सीधा प्रसारण ११ बजकर ५५ मिनट से किया जाएगा। भाषण से पहले ११ बजकर ३० से रेल बजट से अपेक्षाओं पर विशेष चर्चा प्रसारित होगी। रेलमंत्री के भाषण के बाद रेल बजट पर चर्चा फिर शुरू होगी जो दो बजे तक चलेगी। यह कार्यक्रम आकाशवाणी के सभी राजधानी केन्द्रों से प्रसारित किया जाएगा। रेल बजट प्रसारण के कारण कई भाषाई समाचार बुलेटिनों का समय बदला गया है।

 :मध्प्रदेश में राज्य के वित्तमंत्री राघव जी ने वर्ष २०११-१२ के लिए ६५ हजार आठ सौ ४५ करोड़ रूपये का आम बजट विधानसभा में पेश किया। इस बजट में मौजूदा बजट की तुलना में उर्जा क्षेत्र के लिए ६५ प्रतिशत, कृषि के लिए ३२ प्रतिशत, स्वास्थ्य के लिए ४१ और महिला तथा बाल विकास के लिए ४५ प्रतिशत ज्यादा धनराशि के आवंटन का प्रावधान किया गया है। वित्तमंत्री ने कहा कि राज्य सरकार अपने कर्मचारियों को मंहगाई भत्ते की एक और किश्त देगी।

 :ओड़ीशा में मलकानगिरी के अपहृत जिला कलैक्टर आर विनील कृष्णा को छोड़े जाने के मुददे पर अब भी संशय बरकरार है। मध्यस्थों प्रोफेसर जी हरगोपाल, प्रो० आर सोमेश्वर राव और दंडपाणि मोहन्ती ने श्री कृष्णा को माओवादियों के चंगुल से छुड़ाने के लिए ४८ घंटे का समय लिया था जो आज शाम खत्म हो जायेगा। माओवादियों ने श्रीरामुल्लु श्रीनिवास, पदम, ईश्वरी, रोजी मन्दांगी सहित कट्टर माओवादीें नेताओं को छुड़ाने की जो नई शर्तें रखी हैं उससे मामला उलझ गया है। हमारे संवाददाता ने बताया है कि मध्यस्थों और ओड़ीशा सरकार ने माओवादियों द्वारा रखी नई शर्तों पर चिंता जताई है।
 
उड़ीसा के मुख्य मंत्री नवीन पटनायक ने -- कलेक्टर को आज शाम तक छोड़ देने के लिए माओवादियों से फिर से अपील की है। उन्होंने कहा है कि मध्यस्थ माओवादियों के नए मांग को लेकर विचार कर रहे हैं। इस बीच मध्यस्थ दण्डपाणि मोहंती ने भुवनेश्वर में कहा है कि आज शाम तक मलकानगिरी कलेक्टर को छोड़ने के लिए किया गया अपील माओवादियों तक पहुंच गया है। तीन मध्यस्थ की तरफ से तेलगू में लिखी हुई एक चिट्ठी भी माओवादियों को भेजा गया है। इस बीच माओवादी नेता गंती प्रसादम उड़ीसा हाईकोट से जमानत पेपर के सर्टिफिकेट कॉपी न मिलने के कारण कोरापुट --- कोर्ट ने फिर से कोरापुट -- भेज दिया है। गंती प्रसादम की रिहाई के साथ माओवादी के अन्य माओ नेता की रिहाई की मांग कर रहे हैं।

 दुनिया के अनेक देश लीबिया में फंसे अपने नागरिकों के निकालने में जुटे हैं। भारत और संयुक्त राष्ट्र सुरक्षा परिषद के १४ अन्य सदस्यों ने लीबिया में शांति से प्रदर्शन करने वालों पर सुरक्षाबलों की कार्रवाई की कड़ी निंदा की है और हिंसा तुरंत बंद किये जाने का आग्रह किया है। विदेश सचिव निरूपमा राव का कहना है कि लीबिया की स्थिति पर भारत की बराबर नजर है। वहां सरकार विरोधी प्रदर्शनों में मृतकों की संख्या तीन सौ के पार हो चुकी है। उन्होंने ट्विटर पर संदेश में कहा है कि भारत अपने नागरिकों को निकालने के लिए जहाजो और विमानो के उतरने की अनुमति का इंतजार कर रहा है। चीन ने लीबिया में विकास परियोजनाओं में लगे अपने हजारों नागरिकों को निकालने के लिए विशेष विमान और जहाज रवाना कर दिये हैं।
 इस बीच, रूस का एक विमान ११८ व्यक्तियों को लेकर कल लीबिया से मॉस्को पहुंचा। यूरोपीय संघ ने लीबिया से आग्रह किया है कि वह विदेशी नागरिकों की सुरक्षा का पक्का इंतजाम करे और उन्हें देश से जाने की सुविधा दे।
 हजारों विदेशी नागरिक देश से भागने के लिए बंदरगाहों, हवाई अड्डों और ट्यूनीशिया और मिस्र की सीमा पर उमड़ रहे हैं।

 इस बीच भारत सरकार लीबिया में फंसे भारतीयों को वापस लाने के लिए सभी इंतजाम कर रही है। संसद के बाहर पत्रकारों से बातचीत में विदेशमंत्री एस एम कृष्णा ने कहा कि लीबिया से भारतीयों को लाने के लिए पहला जलपोत कुछ ही घंटों में लीबिया पहुंच जायेगा। उन्होंने बताया कि दूसरा जलपोत रास्ते में है। श्री कृष्णा ने कहा कि सभी भारतीयों को सुरक्षित वापस लाया जायेगा। उन्होंने कहा कि त्रिपोली में भारतीय दूतावास लगातार स्थिति पर नजर रखे हुए हैं।

 बहरीन में राजनीतिक सुधारों की मांग को लेकर प्रदर्शनकारी अब भी पर्ल चौक पर जमा हैं। उन्होंने कहा है कि जब तक मुख्य विपक्षी शिया कार्यकर्ताओं को रिहा नहीं कर दिया जाता और शाह बातचीत के लिए आगे नहीं आते, वे वहीं डटे रहेंगे। बहरीन की सरकारी समाचार एजेंसी ने खबर दी है शाह हमाद बिन ईशा अल- खलीफा ने कहा है कि राष्ट्रीय स्तर की वार्ता के लिए चौक उचित जगह नहीं है। वार्ता के लिए विपक्ष को बाकायदा शहजादा सलमान द्वारा बुलाई गई वार्ता की मेज पर आना चाहिए। हमारे संवाददाता ने बताया है कि प्रदर्शनकारियों के मुख्य चौक पर डटे रहने से सरकार दबाव में है।
 
प्रदर्शनकारियों के म्यांमा के मुख्य चौक पर डटे रहने के कारण सरकार भारी दबाव में है। बातचीत शुरू करने के उद्देश्य से सरकार ने कई बंदियों को रिहा करने की घोषणा की। रिहा होने वालों में २३ वे लोग भी शामिल है, जिन्हें राष्ट्र की सुरक्षा के लिए खतरा बताते हुए आतंकवादी विरोधी कानून के तहत गिरफ्तार किया गया था। बहरीन में अमरीका का पांचवा नौ सेनिक बेडा तैनात है जिसे मध्य पूर्व में देश की रणनीति के लिए महत्वपूर्ण माना जाता है। अमरीका ने बहरीन सरकार के कदम का स्वागत किया है, लेकिन विपक्ष का कहना है कि बातचीत के पहले उनकी सभी मांगों का माना जाना जरूरी है। जिसमें सरकार का इस्तीफा और घटना की निष्पक्ष जांच शामिल है।
 बहरीन के अलावा पश्चिम एशिया के दूसरे देशों में भी विरोध प्रदर्शन जारी है। यमन में सरकार समर्थक और विरोधियों के बीच हिंसंक झड़पों में दो प्रदर्शनकारियों की मौत के बाद वहां स्थिति और खराब हो गई है।
 खबरों में कहा गया है कि प्रदर्शनकारियों के बढ़ते दबाव से सत्तारूढ़ पार्टी के आठ सांसदों ने इस्तीफा दे दिया है। इस बीच, राष्ट्रपति सालेह ने अपने इस्तीफे की मांग को नामंजूर कर दिया है। हालांकि उन्होंने प्रदर्शनकारियों को एक बार फिर बातचीत का न्यौता दिया है।
 एक अन्य घटनाक्रम में जॉर्डन की कैबिनेट ने प्रदर्शनकारियों की मांगों पर एक कानून को मंजूरी दे दी है।

 संयुक्त अरब अमारात में प्रवासी भारतीयों के कल्याण के लिए काम कर रहे कई भारतीय संगठनों को सामुदायिक विकास प्राधिकरण द्वारा पंजीकृत किया जाएगा। इसके तहत दुबई ंमें भारतीय वाणिज्य दूतावास के अंतर्गत आने वाली भारतीय समुदाय कल्याण समिति से संबद्ध सामाजिक सांस्कृतिक और स्वैच्छिक एसोसिएशनों और क्लबों को इस प्राधिकरण के सामाजिक नियमन और लाइसेंस विभाग में पंजीकृत किया जाएगा।
 इस प्रक्रिया को शुरू करने के लिए आयोजित समारोह में भारत के महावाणिज्य दूत संजय वर्मा ने कहा कि सामाजिक कार्यकर्ताओं, कलाकारों, बैंकरों राज्य सरकारी संगठनों और ऐसे ही अन्य लोगों की निष्काम सेवाओं से संयुक्त अरब अमीरात में भारतीय मिशनों के लिए वहां रह रहे भारतीयों तक पहुंचना आसान हो गया है। इस अवसर पर समुदाय विकास प्राधिकरण के महानिदेशक खालिद अल कामदा ने संयुक्त अरब अमारात के विकास में भारतीयों की भूमिका की सराहना की।

  सरकार हज यात्रियों की सुविधाओं में सुधार के लिए मुस्लिम सांसदों की बैठक बुलाएगी। विदेशमंत्री एस एम कृष्णा ने आज राज्यसभा में बताया कि इस बारे में वे संसद के दोनों सदनों के  मुस्लिम सदस्यों से बातचीत करेंगे। उन्होंने कहा कि सरकार ने २००६-०७ में तीन अरब ६७ करोड़ रूपये की हज सब्सिडी दी थी, जो बढ़ाकर २००८-०९ में आठ अरब ६७ करोड़ रूपये कर दी गई।

 पाकिस्तान के सिंधु जल आयोग के दल ने जम्मू का तीन दिन का दौरा कल पूरा कर लिया। शिराज जमील मेमोन के नेतृत्व में आए इस दल ने भारत के सिंधु जल संधि आयुक्त जी रंगराजन और केन्द्र तथा राज्य सरकार के अधिकारियों के साथ तवी नदी पर कृत्रिम झील का मुआयना किया। साथ ही जम्मू की दो प्रमुख नहरों- रणबीर और प्रताप पर चल रहे कार्य का भी निरीक्षण किया। उन्होंने तवी नदी पर बनने वाली कृत्रिम झील के व्यापक नक्शें मांगे क्योंकि पाकिस्तान को आशंका है कि इस झील के निर्माण से सिंधु जल संधि का उल्लंघन होगा। इस झील का निर्माण जम्मू-कश्मीर का सिंचाई और बाढ़ नियंत्रण विभाग कर रहा है, ताकि कृषि भूमि के लिए पर्याप्त सिंचाई सुविधा उपलब्ध हो सके और साथ ही राज्य की शीतकालीन राजधानी जम्मू और खूबसूरत दिखाई दे।

 न्यूजीलैंड में क्राइस्टचर्च शहर में विनाशकारी से तबाह इमारतों के मलबे में फंसे लोगों को निकालने के लिए राहतकर्मी अब भी कोशिश कर रहे हैं। मंगलवार को रिक्टर पैमाने पर छह दशमलव पांच की तीव्रता वाले भूकंप से क्राइस्टचर्च में भारी तबाही आई। अब तक ७६ लोगों के मरने की पुष्टि हो चुकी है। पुलिस सूत्रों के अनुसार दो सौ ३८ लोग अब भी लापता हैं। एक सौ ६४ लोगों को अस्पताल में भर्ती कराया गया है। प्रधानमंत्री जॉन की ने बताया है कि न्यूजीलैंड में आपात स्थिति घोषित कर दी गई है।
 इस बीच, अमरीका के राष्ट्रपति बराक ओबामा ने क्राइस्टचर्च में भूकंप से हुई तबाही पर गहरा शोक व्यक्त किया है और राहत तथा बचाव कार्यों में पूरी मदद की पेशकश की है।

 सोमालिया के सुरक्षा बलों ने अफ्रीकी संघ समर्थित सैनिकों की मदद से अल कायदा से जुड़े अल-शेबाब विद्रोहियों के खिलाफ अभियान तेज कर दिया है। सेना की कार्रवाई में कम से कम ५० लोगों के मारे जाने की खबर है । राजधानी  मोगादिशु में एंबुलेंस सेवा के प्रमुख अली मुसे ने यह खबर दी। स्थानीय नागरिकों का कहना है कि कार्रवाई मे अफ्रीकी संघ के सैनिक भी मारे गए हैं।
  इस बीच, अधिकारियों ने बताया है कि जब तक  अल-शेबाब विद्रोहियों का खात्मा नहीं किया जाता उनके खिलाफ कार्रवाई जारी रहेगी।

 खाद्य पदार्थो की मुद्रास्फीति दर मे १२ फरवरी को समाप्त हुए सप्ताह के दौरान मामूली वृद्धि हुई और यह ११ दशमलव चार नौ प्रतिशत हो गई। इससे पहले के हफ्ते में यह ११ दशमलव शून्य-पांच प्रतिशत थी। यह वृद्धि दूध, अंडों, मांस और सब्जियों के दाम बढ़ने के कारण हुई। इससे पहले के दो हफ्तों में खाद्य मुद्रास्फीति की दर में कमी हुई थी। एक वर्ष पहले इसी अवधि के दौरान यह दर २१ दशलमव आठ-दो प्रतिशत थी। आज जारी आंकड़ों के अनुसार १२ फरवरी को समाप्त सप्ताह में अंडे, मांस और मछली के दाम में १४ दशमलव सात-नौ प्रतिशत की वृद्धि हुई, जबकि दूध के दाम करीब १७ प्रतिशत बढे+।

 दुनिया के बाजारों में कमजोर रूख के बीच विदेशी संस्थागत निवेशकों द्वारा जमकर की गई बिकवाली से बम्बई शेयर बाजार का संवेदी सूचकांक आज शुरूआती कारोबार में ९० अंक की गिरावट के साथ खुला। अब से कुछ देर पहले यह ४५५.  अंक गिर कर १७ हजार ७२१ पर था। नेशनल स्टॉक एक्सेंज का निफ्टी भी १४७ अंक गिरकर पांच हजार २९७ पर था।
 अंतर्राष्ट्रीय मुद्रा बाजार में डॉलर के मुकाबले रूपया १४ पैसे कमजोर हुआ और शुरूआती कारोबार में एक डॉलर की कीमत ४५ रूपये २६ पैसे लगाई गई।

 दिल्ली के फिरोजशाह कोटला मैदान पर खेले जा रहे इस मुकाबले में दक्षिण अफ्रीका ने टॉस जीतकर पहले क्षेत्ररक्षण का फैसला किया। इमरान ताहिर और रॉबिन पीटरसन को दक्षिण अफ्रीकी टीम में शामिल किया गया है। दिसंबर २००९ के बाद फिरोजशाह कोटला मैदान, पहली बार किसी अंतर्राष्ट्रीय मैच की मेजबानी कर रहा है।

 कल की जीत के साथ ही पाकिस्तान ने बाकी टीमों को संकेत दे दिया कि वह अपनी मजबूत बल्लेबाजी और पैनी गेंदबाजी के बूते किसी भी टीम को टक्कर देने में सक्षम है। वहीं दूसरी तरफ केन्या को अनुभव की कमी की वजह से पूरे मैच में मुश्किलात का सामना करना पड़ा। १२ रन पर पाकिस्तान के दो खिलाड़ियों को आउट करने के बाद केन्याई गेंदबाजों ने दिशाहीन गेंदबाजी की, जिसका फायदा उठाते हुए पाकिस्तान ने पचास ओवर में सात विकेट पर ३१७ रन का स्कोर खड़ा किया। जवाब में, केन्याई टीम ३४वें ओवर में ही महज ११२ रन पर ऑल आउट हो गई। अब पाकिस्तान का असली इम्तिहान २६ फरवरी को होगा, जब उसका सामना श्रीलंका की मजबूत टीम से होगा।

जमशेद पुर में चल रहे तरींदाजी के सेमीफाइनल प्रतियोगिताओं में झारखंड और असम के प्रतियोगियों ने अपना झंडा गाड रखा है। दूसरी तरफ रांची में कांस्य पदक के लिए हॉकी मैच को लेकर उत्साह बना हुआ है। धनबाद में नेटबॉल के सेमीफाइनल का प्रतियोगिता हरियाणा और कर्नाटक के बीच काफी रोचक है, जिसमें हरियाणा का दबदबा साफ दिखाई दे रहा है। इससे पहले उत्तर प्रदेश ने चंड़ीगढ़ को हराकर फाइनल में जगह बना ली है। आज शाम को पूर्व राष्ट्रपति ए.पी.जे अब्दुल कलाम रांची के खेल गांव में आकर खिलाड़ियों के साथ रात्रि का भोजन करेंगे, जिसको लेकर सुरक्षा इंतजाम काफी कड़े कर दिए गए हैं। शाम को टेबल टेनिस एवं हैंडबॉल के महत्वपूर्ण मुकाबले भी तय है।

 जम्मू-कश्मीर में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन पर अब तक कुल तीन सौ चालीस करोड़ रूपये खर्च हो चुके हैं। यह कार्यक्रम दिसम्बर २००५ में लागू किया गया था। इस योजना में केन्द्र सरकार राज्य सरकार को ८५ प्रतिशत धनराशि देती है। १५ प्रतिशत धनराशि राज्य सरकार को खर्च करनी होती है।

 केंद्रीय शहरी विकास मंत्री कमलनाथ ने आज जयपुर मेट्रो रेल परियोजना की आधारशिला रखी। इस मौके पर मुख्यमंत्री अशोक गहलोत और डीएमआरसी के अध्यक्ष ई श्रीधरन मौजूद भी थे। जयपुर मेट्रो के पहले चरण में सवा नौ सौ किलोमीटर रेल पटरी बिछाने के काम को जून २०१३ तक पूरा कर लिया जाएगा। श्रीकमलनाथ में बताया कि जयपुर मेट्रो के दूसरे चरण के लिए भी इस साल काम शुरू कर दिया जाएगा।

 प्रसार भारती की अध्यक्ष डॉ. मृणाल पांडे ने प्रसारण कर्ताओं से कहा कि वे लोकप्रियता की अंधी होड़ से बचे। प्रसारण कर्ताओ को इस बारे में पूरी सावधानी बरतनी चाहिए कि वे क्या प्रसारित कर रहे है?

 The Prime Minister has said that the government is committed to control inflation and do everything to cleanse public life of corruption. Dr. Manmohan Singh was replying to a debate in Lok Sabha today on the Motion of Thanks to the President's address to the joint sitting of Parliament. Admitting that inflation has been a problem for the last 18 months, the Prime Minister hoped that it will come down to nearly seven percent by the end of this fiscal.

          Dr. Singh said that there is need to ensure that inflation is controlled without hurting employment opportunities and a balance has to be maintained in this regard. He also said that the government is doing everything in its power to increase agriculture growth and production and streamlining PDS. In his nearly one hour long reply, Dr. Singh assured the House that the National Food Security Bill will be brought in Parliament at an early date. On corruption, Dr. Manmohan Singh assured the members that everything will be done to cleanse public life. He said the government will cooperate with all agencies including the proposed JPC and the PAC in the investigations till the truth is brought out. He said that some unfortunate developments have taken place in Telecom and Commonwealth Games and these are being addressed.

          The Prime Minister however said that there is nothing wrong in the basic telecom policy pursued by the government but the problem was with the way it was implement. Referring to the Antrix Devas deal, the Prime Minister said that the government's approval for the agreement was not given and the contract has since been annulled. He said that a high level committee has been constituted to look into the commercial aspects and to fix responsibilities on individual.

          Responding to the concerns with regard to black money stashed in foreign banks, the Prime Minister said that steps are being taken like negotiating new legal treaties with other countries for smooth flow of information on black money. He said that the government is open to constructive suggestions for tracking and bringing back black money. On internal security situation, he said acts of terrorism cannot be attributed to any religion. He said that the menace of terrorism has to be fought unitedly. He reiterated the government's two pronged strategy in dealing with left wing extremism. He said that the ULFA leadership has come to the negotiating table which is a welcome step. On Jammu and Kashmir he said that there is no place secessionist elements. He hoped that the situation will further improve in the state. On foreign policy, he said that New Delhi is ready to discuss all outstanding issues with Pakistan provided Islamabad stops using it soil for terror activities against India. The House later adopted the Motion of Thanks on the President's address.

          The government today said that no decision has been taken as yet to decontrol the prices of urea. The Chemical and Fertilizer Minister Mr. Srikant Jena told Lok Sabha that the decision on the issue will be taken on the recommendations of the Group of Ministers. He said that there is no problem regarding the availability of fertilizers and the states have been provided adequate quantities. Mr. Jena said, fertilizers are being provided to over two lakh twenty thousand retail outlets. He however said that the onus of monitoring to ensure that the fertilizers reach the farmers on time lies with the states. He also informed the House that nearly 80 thousand crore rupees are being spent on fertilizers subsidy.

          Senior CPI leader D Raja today urged the government to adopt a better mechanism to tackle the left wing extremism. Holding Home Ministry responsible for the emerging situation, he added that it should be treated as a political problem and not a law and order issue.<><><>

          The Information and Broadcasting ministry has been directed to review the claims made by SIS Live jointly with Prasar Bharati to ensure that there is no over payment. The ministry has also been directed to take appropriate action for recovery in case of any over payment. These directions have been issued on the recommendations of the initial report of the V K Shunglu committee constituted to look into the irregularities in Commonwealth Games 2010 . In reply to a question in the Rajya Sabha today, sports minister Ajay Maken informed an oversight mechanism has been set up by the information and broadcasting ministry to look into the issues, which will be referred to the GoM on Prasar Bharti. The minister added that the GoM has been urged to expedite its work so that corrective measures at the administrative and legislative level put in place. Mr Maken said Director General of Doordarshan for her allegedly involvement in the case has been reverted for parent cadre.

          The Information and Broadcasting Ministry is planning to allow self regulation for the entertainment channels on the lines of the news channels. This was revealed by I&B Secreatry Raghu Menon in New Delhi today. Addressing the 17th Broadcast Engineering Society Expo,  Mr Menon said that the Government does not want to directly regulate the entertainment channels. He informed that  the self regulation mechanism will be finalised soon.  Expressing concern over increasing viewers' complaint against the content being aired on some of the entertainment channels, Mr Menon said content regulation is important for ensuring smooth functioning of Broadcasting Services. Speaking on the occasion, Chairperson of Prasar Bharti Dr Mrinal Pandey cautioned the broacasters against following the hysterical ratings driven race. She said that the programmers must be careful of what they broadcast.

          Eight Hundred and Six new FM Channels will be granted licenses under third phase of private FM expansion. Auctions for these will be held very soon. This was revealed by Information and Broadcasting Secretary Raghu Menon in New Delhi today. Mr Menon said that all procedures have been completed and auctions will be held soon after getting the Cabinet's Approval.He added that the new stations will be set up in over 280 smaller cities and towns where private FM radio has not reached so far including the north eastern regions.

          The Government will call a meeting of Muslim MPs soon to decide on reforms in arrangements for Haj pilgrimage. External Affairs Minister S M Krishna informed the Rajya Sabha today that he plans to convene a meeting of Muslim members of Parliament from both Lok Sabha and Rajya Sabha to incorporate suggestions for Haj pilgrimage this year. He said the government gave a Haj subsidy of 367 crore rupees in 2006-07 which rose to  867 crore rupees in 2008-09. As per provisional figures, Haj subsidy in 2009-10 amounted to 611 crore rupees. He said, it is the constant endeavour of the Government to improve and reform the management of the arrangements for Haj pilgrimage in consultation with all concerned. Asked about increasing quota of people going for Haj, he said the government has to operate within a quota fixed by the Saudi Arabia.

          The Lok Sabha was adjourned for about 15 minutes following noisy scenes over the Telengana issue. Normal proceedings resumed after the House reassembled at 11.15. The issue had led to repeated adjournments of the house yesterday. The leader of the house Mr. Pranab Mukherjee after a meeting with Congress MPs from the region told the reporters yesterday that the government would revisit the issue after the budget presentation.

          In Odisha, suspense continues over the release of abducted Malkangiri district magistrate and collector R Vineel Krishna. The 48-hour time taken by the Maoist appointed mediators, Prof G Haragopal, Prof R Someswar Rao and Dandapani Mohanty, to free Krishna from the clutches of Maoists is coming to an end this evening. The Maoists' fresh demand to release some top Maoist leaders including Sriramulu Srinivas, Padam, Iswari, Rosy Mandangi from jail in lieu of Malkangiri collector's release has complicated the situation. Our correspondent reports, the mediators and Odisha Government have expressed shock over the fresh condition of the Maoists.
          "Odisha Chief Minister Naveen Patnaik has once again appealed the Maoists to free Malkangiri collector R Vineel Krishna by today evening. He said the negoiators are discussing with the Odisha Government representatives, Home Secretary UN Behera and Information and Public Relations Secretary SN Tripathy over the fresh conditions put forwarded by the Maoists. Mediator Dandapani Mohanty said at Bhubaneswar that the Maoists have got the message of the mediators appealing Krishna's release by today evening. The mediators have also sent a letter in telugu to the Maoists stating the difficulties in meeting fresh conditions after the Odisha Government resolving all the 14 demands put forwarded by them.

         The government is making all arrangements to bring back the stranded Indians from Libya. Speaking to reporters outside Parliament, External affairs minister S M Krishna said that the first ship will reach Libya in next few hours to evacuate the people. He said the next ship is on its way. Mr Krishna said all Indian will be brought back home safely.

          Mr Krishna said that Indian mission in Tripoli is constantly monitoring the situation there. He, however, said that operating flights from there is uncertain.

           As countries across the world started evacuating their nationals trapped in Libya, India and 14 other members of the  powerful UN Security Council strongly condemned the use of force against the peaceful protesters and demanded an immediate end to violence in the country. Foreign Secretary Nirupama Rao  said, India is keeping a close watch on the situation in Libya, where the death toll in anti- government protests has crossed 300.  She said in a tweet, New Delhi is awaiting clearance for landing of its aircraft and for ships to evacuate its nationals.  China   began dispatching chartered planes and ships to evacuate thousands of its nationals working in a host of development projects in trouble-torn Libya.

          In Bahrain, protestors are camping out at Pearl Square calling for sweeping political reforms in the country. They have vowed not to leave the place despite the release of leading Shiite opposition activists and renewed calls by the king for talks. Our West Asia correspondent reports that according to Bahrain’s official news agency Bahrain’s King Hamad bin Issa al-Khalifa has renewed an appeal for dialogue and said that public squares are not the right place for national dialogue and right thing is to sit to the table of national dialogue.
        The government has been under intense pressure as protestors are camping at the Pearl Square in manama. In order to initiate dialogue, government released number of prisoners. Among those released are 23 terrorist suspects, who were charged to be a part of a cell aimed to endanger state security. Bahrain is a close ally of US and it is home to its Navy's Fifth Fleet, which is considered crucial for the U.S. defence strategy in the Middle East. US have welcomed the decision to release the prisoners and initiate a meaningful dialogue with the full spectrum of Bahraini society. However, opposition groups and protesters say, all their demands must be met before they enter into talks.

          Meanwhile,  thousands of Yemeni anti-regime demonstrators are defiant after government loyalists shot two of them dead, Reports say that eight ruling party MPs resigned over the suppression of protests. Country’s president Saleh has already rejected demands of his stepping down. He however renewed calls for talks with the protesters. In a related development, Jordan's Cabinet has approved a laws making it easier to organize protests. The law will also revive a government body that works to ensure basic commodities remain affordable to the poor.     In an attempt to discourage unrest that has spread to neighboring Bahrain, Saudi Arabia's King Abdullah nearly doubles a development fund that helps citizens buy homes, get married, start businesses, and sets up unemployment assistance for the first time which will cost government nearly 10.7 billion dollars.

          In Greece, Police have fired tear gas to disperse demonstrators hurling petrol bombs and stones as a 24-hour general strike grips in Athens. The violence erupted during a rally by more than 30,000 angry workers near the Greek parliament. They object to the government's far-reaching budget cuts. The strike paralyzed public transport and more than 100 flights were cancelled.

          The Zimbabwe authorities have detained forty six people for attending a lecture on the unrest in North Africa and the Middle East. The group has been charged with seeking to overthrow President Robert Mugabe by emulating the protests which toppled the leaders of Egypt and Tunisia. Correspondents say they could face further treason charges when they appear in court again today. The activists, trade unionists and students were attending a meeting on revolt in Egypt and Tunisia.

          The US has slapped sanctions against two Iranian officials allegedly responsible for serious human rights abuses in the aftermath of the 2009 presidential election. It also blocked access to any assets the two might have in American financial institutions. The designation of Tehran Prosecutor General Abbas Jafari Dolatabadi, and commander of the paramilitary Basij Forces Mohammed Reza Naqdi, supplements the list of eight Iranian officials designated in September 2010 for human rights abuses.

          The US has begun talks with Myanmar's pro-democracy leader Aung San Suu Kyi about US aid programmes in the country. The US official Larry Dinger, said he was also consulting Myanmar's military-backed authorities. The US currently imposes sanctions on Myanmar, and offers direct aid only for emergency and humanitarian causes. Ms Suu Kyi's National League for Democracy recently called for talks on modifying sanctions.

          A team of Indus Water Commission of Pakistan led by Sheraj Jameel Memon concluded its three day visit of Jammu yesterday. During their visit ,the Pak team along-with  Indus Water Treaty Commissioner of India,  Mr. G Rangarajan and other Central and State Government officers inspected the site for artificial lake on River Tawi , the head-works of two main canals of Jammu-Ranbir and Pratap canals, which are the tributaries of Chenab and Salal Hydro Electric Project in Reasi district . They sought detailed drawings of the Artificial Lake to be constructed on River Tawi as the Pakistan had apprehensions about the violation of Indus Water Treaty in the construction of artificial lake. The artificial lake on River Tawi is being created by the Irrigation and Flood Control Department of the State for providing irrigation facilities to large chunk of agriculture land besides giving aesthetic look to the winter capital (Jammu) of the State.

          Food inflation rose marginally to 11.49 per cent for the week ended February 12 from 11.05 per cent in the previous week, driven by rising prices of milk, egg, meat and vegetables. The marginal rise in food inflation for the seven-day period ended February 12 snaps a fortnight of consecutive decline during the weeks ended January 29 and February 5. Food inflation stood at 21.82 per cent in the corresponding year-ago period. As per wholesale price index data released today, prices of eggs, meat and fish rose by 14.79 per cent in the week ended February 12. Similarly, milk prices rose by about 17 per cent.

          The Sensex at the Bombay Stock Exchange declined a massive 406 points, or 2.2 percent, to slip below the psychological 18,000 mark, and stand at 17,773, in afternoon trade, a short while ago. Earlier, in the morning, the Sensex had opened 90 points lower, at 18,088. The markets fell on sustained selling by investors, with sentiment dampened by rising crude oil prices, amid the political unrest in Libya, and weak global bourses.

          The Indian rupee fell by 14 paise to 45.26 rupees per US dollar in early trade. Forex dealers said besides dollar demand from importers, gains made by the American currency against other rivals overseas put pressure on the rupee. The government today moved a resolution for setting up of a joint parliamentary committee to go into the allegation of 2G spectrum allocation from 1998 to 2009.  Moving the resolution in the Lok Sabha,  the leader of the House, Mr. Pranab Mukherjee said, 20 members would be from the Lok Sabha and 10 from the Upper House.  Mr. Mukherjee informed that the Chairman of the Committee will be nominated by the Speaker and the report is expected to be submitted by the  end of next session of Parliament.  He also announced the names of the members of the Lok Sabha who will be part of the committee. Earlier, the Prime Minister, Dr. Manmohan Singh formally announced the formation of the committee on Tuesday.

South Africa-West Indies encounter would be first since then. The head-to-head record says that South Africa lead 37-12 in ODI encounters. While in World Cups statistic both team are tied at 2-2. As this encounter promises to be the first top drawer of this mega event, the record in the World Cups between these two sides is very close with West Indies having eked out two close wins in the 1996 and 2003 World Cups.Interestingly, all four matches between two sides in the World Cups have been won by the team batting first. Going by history, West Indies won their four toss in a row and never lost a toss to South Africa in the World Cups.

ओड़ीशा में माओवादियों ने अपहृत जूनियर इंजीनियर पवित्र मोहन मांझी को छोड़ दिया है, जबकि मल्कानगिरी के जिला कलैक्टर आर वी. कृष्णा को छोड़े जाने के मामले में भी संशय बरकरार है। उन्हें छोड़ने के लिए माओवादियों ने कुछ नई मांगे रखी हैं। माओवादी, संगीन धाराओं में जेल में बंद कट्टर माओवादी नेताओं श्रीरामुलू श्रीनिवास, पद्म, रोजी मंदांगी, ईश्वरी और गोकुल कुलदीपिया की तत्काल रिहाई चाहते हैं। भुवनेश्वर में हमारे संवाददाता को ये जानकारी देते हुए मध्यस्थों में से एक- प्रोफेसर जी हरगोपाल ने कहा कि अगर सरकार माओवादियों की मांगे मान लेती है तो वे जिला कलैक्टर को मध्यस्थों और सामाजिक कार्यकर्ता स्वामी अग्निवेश की मौजूदगी में आम जनता के सामने छोड़ना चाहते हैं। लेकिन उन्होंने कहा कि अब जबकि दोनों पक्षों के बीच समझौता हो चुका है नई मांगों पर विचार करना मुमकिन नहीं होगा।
माओवादियों के हिमायती और क्रांतिकारी लेखक बारा-बारा राव ने भी माओवादियों से श्री आर वी कृष्णा को छोड़ने की अपील की है।
मैं उनसे अपील करता हूं अब से लेकर 24 घंटे में आप कलेक्टर बिनील कृष्णा को रिहा कीजिए। आप 24 घंटे में ही मांझी को रिहा किये हैं उसके लिए आपको धन्यवाद। एग्रीमेंट हुआ है उसमें केवल प्रशासन से बात किये हैं वो भी मान लिया है और मैं खुद श्रीनिवासन से बात किया हूं वो लोग भी मान लिया है इसलिए यह आप मानने के तुरंत बाद ही यानि अब से लेकर 24 घंटे में बिनील कृष्णा को उसकी जान को कोई खतरा नहीं पहुंचते हुए छोड़ देने के लिए आपसे एक बार फिर मैं विनती करता हूं।
राज्य के गृहसचिव यू एन बेहरा ने फिर कहा है कि जैसा कि माओवादियों के मध्यस्थों ने वायदा किया है, श्री कृष्णा को जल्द ही छोड़ दिया जाएगा। बताया गया है कि माओवादियों ने छोड़े गए जूनियर इंजीनियर पवित्र मांझी के जरिए तेलुगु में लिखे एक पत्र में नई मांगों को जोड़ा है।
इस बीच ओड़ीशा उच्च न्यायालय ने कट्टर माओवादी नेता गन्ती प्रसादम की जमानत मंजूर कर ली है। गन्ती प्रसादम को राष्ट्रद्रोह और सरकार के खिलाफ युद्ध छेड़ने जैसे संगीन मामलों में बंद किया गया था। बताया जाता है कि ट्रांजिट रिमांड पर कोरापुट की जेल से भुवनेश्वर की झारपाडा विशेष जेल लाए गए गन्ती प्रसादम ने मध्यस्थों और सरकार के बीच चल रही बातचीत को अंतिम नतीजे तक पहुंचाने में अहम भूमिका निभाई।
मलकानगिरि कलेक्टर आर विनील कृष्णा को कल शाम छह बजे तक छोड़ देने के लिए माओवादियों की तरफ से मध्यस्थ बने प्रोफेसर हरगोपाल के साथ बरबरा राव और माओ नेता गंती प्रसादम फिर से माओवादियों से अपील की है। राज्य सरकार माओवादियों के 14 मांग के ऊपर सहमत हो गई है और यह सब पूरी की जायेगी। इस समय माओ नेता श्रीनिवास, पदमा, ईस्वरी और अन्य तीन को जेल से तुरन्त रिहा करना मुमकिन नहीं है यह उन्होंने माओवादियों से कहा है। मीडिया से बातचीत करते हुए माझी ने कहा है कि कलेक्टर और वो साथ साथ रहते थे। माओवादियों ने उन्हें कोई परेशानी नहीं की। अगले 48 घंटे में कलेक्टर को छोड़ देने के लिए माओवादियों ने माझी से कहा है कलेक्टर का हालत ठीक ठाक है उनको जल्द ही छोड़ेंगे 48 ऑवर के अन्दर ऐसा वो लोग मुझे बोलकर छोड़े हैं आज जब जूनियर एंजीनियर पवित्र मोहन माझी को रिहा किया गया उन्हें देखने के लिए चित्रकुंडा और मलकानगिरि भारी भीड़ देखने को मिला।

लोकसभा में आज तेलंगाना मुददे पर शोरशराबा हुआ और सदन की कार्यवाही दिन में दो बजे तक स्थगित की गई। तेलंगाना राष्ट्र समिति, कांग्रेस और तेलगुदेशम पार्टी के सदस्यों ने यह मुद्दा उठाया और शोरशराबे के कारण कार्यवाही पहले दो बार आधे-आघे घंटे के लिए और फिर दो बजे तक के लिए स्थगित कर दी गई।

विपक्ष की नेता सुषमा स्वराज ने कहा कि यदि तेलंगाना राज्य के गठन का विधेयक पेश किया जाता है तो भाजपा के नेतृत्व वाला एनडीए इसका पूर्ण समर्थन करेगा।

इस बीच, कांग्रेस ने कहा है कि संसद में आम बजट पेश होने के बाद वह अलग तेलंगाना राज्य के मुद्दे पर विचार करेगी। पार्टी प्रवक्ता शकील अहमद ने बताया कि लोकसभा के नेता प्रणब मुखर्जी ने तेलंगाना क्षेत्र से आए कुछ सांसदों को यह आश्वासन दिया है।

विदेष मंत्री एस.एम. कृष्णा ने कहा है कि लीबिया में भारतीय नागरिक सुरक्षित हैं, उन्हें वहां से निकालने के लिए भेजा गया जहाज मिस्र पहुंच चुका है। विदेष मंत्री ने आज राज्यसभा में आष्वासन दिया कि लीबिया में फंसे भारतीयों को निकालने के लिए उनसे कोई पैसा नहीं लिया जायेगा।
विदेष सचिव निरूपमा राव ने कहा है कि लीबिया में भारतीय विमानों के उतरने और जहाजों के लगने के लिए स्वीकृति की प्रतिक्षा की जा रही है। उन्होंने बताया है कि त्रिपोली में भारत के राजदूत लीबिया के छोटे षहरों में भी भारतीय लोगों के सम्पर्क में हैं।
भारत ने सरकार विरोध प्रदर्षनकारियों पर लीबिया के अधिकारियों द्वारा भारी बल प्रयोग पर खेद जताया है। सरकार ने कहा है कि लीबिया से लगभग 18 हजार भारतीयों को निकालने के बड़े अभियान पर काम किया जा रहा है। श्री कृष्णा ने इससे पहले लोकसभा में अपनी ओर से दिये गये एक वक्तव्य में बताया था कि विदेष मंत्रालय तथा लीबिया, यमन और बहरीन में भारतीय दूतावासों ने अरब जगत के विभिन्न देषों में बसे भारतीयों की मदद के लिए हेल्पलाइन षुरू की है, जो दिन-रात काम कर रही है।

बहरीन में पर्ल चौक पर जमा प्रदर्शनकारियों ने कहा है कि जब तक मुख्य विपक्षी शिया कार्यकर्ताओं को रिहा नहीं कर दिया जाता और शाह बातचीत के लिए आगे नहीं आते, वे वहीं डटे रहेंगे। बहरीन की सरकारी समाचार एजेंसी ने खबर दी है शाह हमाद बिन ईशा अल- खलीफा ने कहा है कि राष्ट्रीय स्तर की वार्ता के लिए चौक उचित जगह नहीं है। वार्ता के लिए विपक्ष को बकायदे शहजादा सलमान द्वारा बुलाई गई वार्ता की मेज पर आना चाहिए।

इराक में सुलेमानिया में भ्रष्ट अधिकारियों के विरोध में करीब चार हजार प्रदर्शनकारी एक चौक पर जमा हुए। कई अन्य शहरों में भी विरोध प्रदर्शन हुए।
ईरान में विपक्षी नेता मेहंदी करौबी ने अपनी वेबसाइट में कहा है कि पुलिस ने उनके बेटे को गिरतार कर उनके घर से कुछ दस्तावेज जब्त कर लिए हैं। ईरान ने संयुक्त राष्ट्र मानवाधिकार परिषद से कहा है कि वह मिस्र, यमन, बहरीन और लीबिया में हालात का जायजा लेने के लिए एक समिति बनाए।

Maoists today released Odisha junior engineer Pabitra Mohan Majhi from their captivity while suspense over the release of Malkangiri district collector R Vineel Krishna still continues. The Maoists have put some additional conditions for the release of the Malkangiri collector. They want top Maoist leaders Sriramulu Srinivas, Padma, Rosy Mandangi, Iswari and Gokul Kuldipia currently in jail under serious charges to be released from jail immediately. One of the mediators, Prof G Haragopal, told AIR News in Bhubaneshwar that the Maoists want to release the Malkangiri collector before the public and in the presence of mediators and social activist Swami Agnivesh if their demands are met. He said, it will not be possible to include fresh conditions as an agreement has already been arrived at between the two sides. Maoists supporter and revolutionary writer Bara Bara Rao also appealed to the Maoists to release Malkangiri Collector immediately.

Odisha Home Secretary UN Behera reiterated that Krishna would be released soon as promised by the Maoists choosen mediators. A letter written in Telugu by the Maoists putting fresh conditions has repotedly been sent through junior engineer Pabitra Majhi. In a related development, the Odisha High Court today granted bail to top Maoist leader Ganti Prasadam. The government did not oppose the bail of Ganti Prasadam who was booked under charges like sedition and waging war against the government. Our correspondent reports that Prasadam, who is now lodged in Jharpada special jail in Bhubaneswar after being brought from Koraput, is believed to have played a key role in giving shape to the negotiation between the interlocutors and the state government.

After being released the abducted junior engineer told media persons at Malkangiri that the collector is safe and healthy. Both of them were put up together and the Maoists have assured him that the collector would be released within 48 hours. He, however, was unable to say where the Maists kept both. Majhi was taken by local villagers on a motor-cycle to Chitrakonda after being released by the Maoists in a remote forest in Malkangiri. Huge crowds gathered at the Chitrakonda Tehsil office and also at Malkangiri to have a glimpse of the freed engineer. Meanwhile, mediator Prof Haragopal, revolutionary poet Varavara Rao and top Maoist leader Ganti Prasadam have appealed the Maoists to release the Malkangiri collector by 6 of tomorrow evening. They have said the Odisha Government understands its responsibilites and will abide by the 14 agreements agreed upon with the mediators during the 3-day talks. They also said, the additional conditions put by Maoists to free some top Maoists leaders immediately will not be feasible.

The Telegana issue rocked the Lok Sabha and forced repeated adjournments today. Members of the TRS, Congress and TDP raised the issue. Repeated pleas by the presiding officer were ignored forcing the adjournments. The Congress has said that it will take up the issue of a separate Tengana state after presentation of the Union Budget. Talking to reporters in New Delhi, Party spokesman, Dr Shakeel Ahmed said this assurance was given by the Leader of the Lok Sabha, Mr Pranab Mukherjee to a group of party MPs from Telangana, who met him this afternoon. The BJP has urged the government to announce the formation of a separate Telangana state without delay. Party spokesman Shahnawaz Hussain suggested the government to bring a bill in thecurrent Session of Parliament. Meanwhile, normal life remained affected in the Telangana region of Andhra Pradesh today on the second day of the 48-hour bandh demanding introduction of a bill for statehood for the region.

India may allow export of wheat and rice owing to the record food grain production this year. Agriculture and Food Processing Industries Minister Sharad Pawar said in New Delhi that the time is right to allow export of wheat and rice as there is ample buffer stock and good production is expected in the coming season. He said that the total food grain production is expected to grow by 6.5 percent this year over the previous year. He informed that the final decision on exports will be taken in the meeting of the Empowered Group of Ministers to be held next week. He however made it clear that the first priority will be given to meet the demands of domestic consumers.

The two top executives responsible for organising the Commonwealth Games, Lalit Bhanot and V K Varma were today arrested by the Central Bureau of Investigation. The duo were arrested after they were summoned to the CBI headquarters and subjected to questioning. Both have been arrested for irregularities in a 107 crore contract with a Swiss company for time-keeping equipment during the October 2010 Games. Bhanot has been booked by the probe agency under sections of criminal conspiracy and cheating of the IPC and various sections of the Prevention of Corruption Act, along with Switzerland-based firm Swiss Timing Ltd and other unknown persons.

The External Affairs Minister S. M. Krishna has said that Indian citizens are safe in violence-torn Libya and that a rescue vessel has already reached Egypt on its way to Libya. Mr Krishna assured the Rajya Sabha this evening that the stranded Indians will not be charged money during the evacuation. Foreign Secretary Nirupama Rao said in tweet that the clearance for landing of Indian aircraft and ships are awaited. She said the Ambassador in Tripoli is also in touch with the Indian community in smaller Libyan cities. India has deplored the use of force by Libyan authorities against anti-government protesters and said it was working on a 'mammoth' operation to evacuate about 18,000 Indian nationals from the North African nation. Mr Krishna informed the Lok Sabha earlier in a suo moto statement that his Ministry and Indian embassies concerned in Libya, Yemen and Bahrain have set up round-the-clock helplines to help Indians across the volatile Arab world. Meanwhile, unrest continues in Libya following a defiant and angry speech from Moamar Gaddafi, people there reacted with anger and derision to yesterday's speech in which he referred to the protesters as rats and cockroaches. During the rambling 75-minute address on state TV, Col Gaddafi - who has ruled the country since taking power in a 1969 military coup - swore to crush the revolt and die as a martyr. According to the first official figures released by Mr Gaddafi's regime, 300 people including 111 soldiers have been killed since the unrest broke out a week ago. Human Rights groups estimate that the death toll is much higher.

In Bahrain, protestors gathered at Pearl Square have vowed not to leave the place despite the release of leading Shiite opposition activists and renewed calls by the king for talks. According to Bahrain’s official news agency, King Hamad bin Issa al-Khalifa has said that public squares are not the right place for national dialogue and the right thing is to sit to the table of national dialogue adopted by Prince Salman. Our West Asia correspondent has filed this report.

While Bahrain’s government has met one major demand of protestors and released political prisoners, the opposition groups and anti-government protesters say, all their demands must be met before they enter into talks. Street protesters are saying they want nothing less than the end of monarchy as part of political reforms but official opposition groups have stopped short of voicing the same demand instead they are asking the resignation of the government, investigations of deaths of protesters and the creation of a real constitutional monarchy. Diplomatic efforts are also underway to resolve the issue. Bahrain’s King Hamad is travelling to Riyadh for discussions and US Assistant Secretary for Near Eastern Affairs Jeffrey Feltman is in the region travelling to Qatar, Kuwait, Bahrain, Oman, and the United Arab Emirates for discussions with leaders of the region.

Apart from Bahrain, there are reports of unrest in some other countries in West Asia. In Yemen, armed supporters of Yemen President Ali Abdullah Saleh opened fire on a student sit-in in Sanaa last night, killing two students and wounding 11. Earlier the President’s supporters clashed with students in the capital Sanaa wounding five. In Iraq, around 4,000 demonstrators crowded a square in the centre of the Iraqi city of Sulaimaniyah opposing corrupt elements in the administration. Demonstrations were also held in and around Baghdad, Kut, Nasiriyah, Diwaniyah, Ramadi and Basra. In response, Iraqi authorities have proposed slashing politicians' pay in half and to redirect more government funds to feeding the needy. In Iran, the website of opposition leader Mehdi Karroubi has reported that security forces swept through the homes of opposition leader Mehdi Karroubi and his family, arresting one of his sons and confiscating several documents. Meanwhile, Iran has called for the UN Human Rights Council to form a committee to examine the situation in Egypt, Yemen, Bahrain and Libya. Saudi Arabia's King Abdullah has announced increased benefits for his citizens, as he heads home after months abroad getting medical treatment. According to state television, there will be extra funds for housing, studying abroad and social security. King Abdullah has been away from the country for three months, during which time mass protests have changed the political landscape of West Asia. There have been few demonstrations in Saudi Arabia.

Falling for the second straight session, the Sensex at the Bombay Stock Exchange declined 118 points, or 0.6 percent, to 18,178, today. The Sensex fell on continued selling by investors, triggered by concerns that surging oil prices due to political unrest in West Asia will lift inflation and interest rates. The Nifty fell 32 points, or 0.6 percent, to 5,437. The bourses in Japan, Hong Kong, South Korea and Singapore dropped between 0.4 percent and 0.8 percent. The rupee strengthened 13 paise, to 45.13 against the dollar. Gold declined 20 rupees, to 20,940 rupees per ten grams in Delhi. And U.S. crude oil futures rose 51 cents, to 95.93 dollars a barrel, while Brent oil rose above 107 dollars a barrel.

In their opening Group 'A' match at Hambantota in Sri Lanka, they beat Kenya by an emphatic margin of 205 runs. International rider Mahitha Mohan has clinched the women's 28 kilometre individual road time trial title in the 34th National Games. It was the third Gold medal for Mahitha Mohan in the cycling competition.
