दिल्ली के पूर्वी इलाके नन्दनगरी में कल शाम एक सामुदायिक भवन में भीषण अग्निकांड में १४ लोग मारे गए और ३१ घायल हो गये। सामुदायिक भवन में किन्नरों का समारोह चल रहा था, जिसमें लगभग एक हजार किन्नर एकत्र हुए थे। घायलों को गुरूतेग बहादुर अस्पताल में भर्ती कराया गया है। दिल्ली सरकार में मंत्री डॉक्टर अशोक कुमार वालिया ने अस्पताल जाकर घायल लोगों का हालचाल पूछा।
आग को बुझाने के लिए बीस दमकल गाड़ियों को लगाया गया था। पुलिस ने प्रारंभिक रिपोर्ट के हवाले से कहा है कि यह आग संभवतः शॉर्ट सर्किट के कारण लगी। हमारे संवाददाता ने बताया कि आग शाम सात बजे लगी और उसने पूरे सामूदायिक भवन को अपनी चपेट में ले लिया।

दिल्ली सरकार ने आग की वजह का पता लगाने के लिए इंक्वायरी करने को कहा है। मौके पर मौजूद लोगों ने आग लगने के कई वजह दिए। दमकल विभाग और आम लोगों का कहना है कि तंग गलियों की वजह से लोगों के बचाने के काम में बाधाएं उत्पन्न हुईं। और साथ ही उस कम्युनिटी सेंटर में कोई इमरजेंसी दरवाजा भी नहीं था जबकि आग बुझा दिया गया है। गौरतलब बात ये है कि ऐसी इमारतों में सलामती के क्या इंतजेमात हैं। ये मुद्दा इसलिए और अहम हैं क्योंकि दिल्ली में ऐसी इमारतों की तादाद में हर रोज बढ़ोत्तरी हो रही है। आकाशवाणी समाचार के लिए दिल्ली से मैं विजय रैना।''

प्रधानमंत्री डॉक्टर मनमोहन सिंह इंडोनेशिया और सिंगापुर की सफल यात्रा के बाद कल रात स्वदेश लौट आये। प्रधानमंत्री ने इंडोनेशिया में बाली में नौवें आसियान-भारत शिखर सम्मेलन और पूर्वी एशिया शिखर सम्मेलन में भाग लिया। इन सम्मेलनों के दौरान उन्होंने अमरीकी राष्ट्रपति बराक ओबामा, चीन के प्रधानमंत्री वेन चियापाओ, कम्बोडिया के प्रधानमंत्री हुन सेन, आस्ट्रेलिया की प्रधानमंत्री जूलिया गिलार्ड और इंडोनेशिया के  राष्ट्रपति एच सुसीलो बम्बांग युद्धोयूनो के साथ बैठकें की।
 अपनी यात्रा के दूसरे चरण में प्रधानमंत्री ने सिंगापुर का दौरा किया और वहां के प्रधानमंत्री ली सेन लुंग के साथ बैठक की। श्री ली ने संयुक्त राष्ट्र सुरक्षा परिषद में स्थाई सदस्यता की भारत की दावेदारी का समर्थन किया। उन्होंने कहा कि सिंगापुर चाहता है कि भारत अंतर्राष्ट्रीय मामलों में और अधिक सक्रिय भूमिका निभाए। और ब्यौरा दे रहे हैं हमारे संवाददाता।

बाली इंडोनिशया में हुए एशियाई देशों के सबसे बड़े सम्मेलन में आपसी हित के आर्थिक मुद्दे छाए रहे। प्रयास एक ही था आपसी फायदे के लिए सहयोग। एशियाई देशों में ये भरोसा-विश्वास साफ दिख रहा था और क्यों न हो। वे उस वक्त मिल रहे थे जब विश्व के दूसरे देश, खासतौर से यूरोप के देश आर्थिक मंदी के दौर से गुजर रहे हैें। दूसरी ओर, एशिया के देश न सिर्फ अपनी तरक्की कर रहे हैं बल्कि विश्व के आर्थिक उत्थान में भी अपना योगदान दे रहे हैं। प्रधानमंत्री मनमोहन सिंह ने कहा कि एशियाई देशों को ऐसे समय में यूरोप को समर्थन का संदेश देना चाहिए। चीनी प्रधानमंत्री मंत्री वेन जिया पाओ ने कहा कि भारत और चीन आपसी सहयोग से दिखा सकते हैं कि २१वीं सदी एशिया की सदी होगी। रतन प्रकाश, आकाशवाणी सामचार, दिल्ली। ''

कल से शुरू हो रहे संसद के शीतकालीन सत्र में ३१ विधेयक पेश किए जायेंगे। सत्र के दौरान विपक्ष की अन्य मुद्दों के साथ-साथ  भ्रष्टाचार और मंहगाई के मुद्दों पर सरकार को घेरने की योजना है। सरकारी सूत्रों ने बताया है कि सत्र के दौरान जिन महत्वपूर्ण विधेयकों को पेश किए जाने की सम्भावना है उनमें लोकपाल विधेयक और न्यायिक जवाबदेही विधेयक प्रमुख हैं। संसदीय कार्य मंत्री पवन कुमार बंसल ने इन महत्वपूर्ण विधेयकों पर चर्चा करने और उन्हें पारित कराने में विपक्ष से सहयोग मांगा है। भारतीय जनता पार्टी और वामदल पहले ही यह घोषणा कर चुके हैं कि वे मंहगाई के मुद्दे पर स्थगन प्रस्ताव लायेंगे।

उत्तर प्रदेश विधानमंडल के दोनों सदनों का शीतकालीन अधिवेशन आज शुरू हो रहा है। हमारे लखनऊ संवाददाता ने बताया है कि अधिवेशन के पहले दिन सरकार आज विधानसभा में मौजूदा वित्त वर्ष के अगले तीन वर्ष के लिए लेखानुदान पेश करेगी।
 
उत्तर प्रदेश के बंटवारे, खराब कानून व्यवस्था और भ्रष्टाचार जैसे मुद्दों की वजह से शीतकालीन सत्र हंगामेदार होने की उम्मीद की जा रही है। मायावती सरकार विभाजन संबंधी प्रस्ताव इसी सत्र में पारित कराने की घोषणा पहले ही कर चुकी है जबकि राष्ट्रीय लोकदल को छोड़कर कोई भी दल इसके पक्ष में नहीं हैं। समाजवादी पार्टी और भारतीय जनता पार्टी ने सरकार के खिलाफ अविश्वास प्रस्ताव लाने का निर्णय लिया है। विधानसभा में विपक्ष के नेता शिवपाल सिंह यादव ने आशंका व्यक्त की है कि सरकार सत्र के पहले ही दिन इसे अनिश्चित काल के लिए  स्थगित कर सकती है। उन्होंने राज्यपाल से मिलकर सरकार को बर्खास्त करने की मांग की है और कहा है कि  सरकार विश्वास खो चुकी है। मुख्यमंत्री मायावती ने अपने विधायकों से पूरी संख्या में सत्र में शामिल होने के निर्देश दिए हैं। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।''

मध्य प्रदेश विधानसभा का शीतकालीन सत्र भी आज से भोपाल में शुरू हो रहा है। हमारे संवाददाता ने खबर दी है कि १२ दिन के इस अधिवेशन में दस बैठकें होंगी।

रेलवे आरक्षण की संशोधित तत्काल योजना आज से लागू हो गई है। रेल मंत्री दिनेश त्रिवेदी ने पिछले सप्ताह इसकी घोषणा की थी। इस योजना में आरक्षण कराने की अवधि दो दिन से घटाकर एक दिन कर दी गई है। सुबह आठ बजे से दस बजे तक रेलवे एजेंट तत्काल कोटे से टिकट नहीं बुक करा  सकेंगे। पहचान पत्र दिखाने पर ही कांउटर से टिकट मिल सकेगा।

असम में ब्रह्यमपुत्र नदी पर तैरते अस्पताल आशा से लाखों लोगों को फायदा हुआ है। इससे दूरदराज के इलाकों में लोगों को स्वास्थ्य सुविधाएं मिली है और उनके जीवन स्तर में भी सुधार हुआ है। डिब्रुगढ़ में वर्ष २००५ में शुरू की गई इस योजना का विस्तार अब १३ जिलों में हो गया है। पूर्वोत्तर अध्ययन और नीति अनुसंधान केंद्र ने अस्पताल नौकाओं की संख्या बढ़ा कर १५ कर दी है। यह योजना केवल एक नौका से ही आरंभ हुई थी।

अंतर्राष्ट्रीय दबाव को नज+र अंदाज करते हुए लीबिया के अंतरिम शासन ने कर्नल गद्दाफी के उत्तराधिकारी माने जाने वाले उनके बेटे सैफ अल इस्लाम पर लीबिया में ही मुकदमा चलाने का फैसला किया है। अंतर्राष्ट्रीय समुदाय ने अंतर्राष्ट्रीय अपराध अदालत ने उस पर मुकदमा चलाने के लिए अनुरोध किया था । इन नेताओं को आशंका है कि  कर्नल गद्दाफी के मौत के बाद उनके बेटे सैफ की निष्पक्ष सुनवाई नहीं हो सकती। आरोप है कि उन्होंने इस साल फरवरी में सरकार विरोधी मुहिम के दौरान विरोध प्रदर्शन कर रहे लोगों पर गद्दाफी की सेना से दमनकारी कार्रवाईयां करवायीं थी।

दिल्ली के नन्दनगरी इलाके में एक कम्युनिटी सेंटर में आग लगने को सभी अखबारों ने पहली खबर बनाया है। हिन्दुस्तान का कहना है काल बना पंडाल। ऐसा भयानक मंजर की दिल दहल जाए। नई दुनिया का शीर्षक है खुशियों की बधाई देने वालों को लग गई बद्दुआ।
प्रधानमंत्री के सिंगापुर यात्रा के दौरान यह बयान कि भारत के बुनियादी ढांचा क्षेत्र में निवेश करें- जनसत्ता ने पहले पन्ने पर प्रकाशित किया है। देश बंधु ने उनके इस बयान को अहमियत दी है कि सिंगापुर ने खोले संभावनाओं के नये द्वार।

कल से शुरू हो रहे संसद के शीतकालीन सत्र के हंगामेदार रहने की संभावना सभी अखबारों में है। राष्ट्रीय सहारा ने भ्रष्टाचार का हमाम शीर्षक से लिखा है कि संसद के इस सत्र में भ्रष्टाचार को मटियामेट करने का कदम उठाने का सबसे बढ़िया मौका है। उधर, नवभारत टाइम्स का कहना है कि सिर्फ लोकपाल कानून से नहीं जाएगा भ्रष्टाचार। हरिभूमि का मानना है कि शीत सत्र में सरकार लोकपाल मुद्दे के साथ- साथ उच्च शिक्षा पर भी अहम विधेयक पास कराने की कोशिश में रहेगी।
इकॉनोमिक टाइम्स की पहली खबर है कि भारतीय फर्मो का लोन बेचने बाजार में उतरे यूरोपीय बैंक। अखबार के अनुसार यूरोप के कई बड़े बैंक भारतीय कंपनियों को दिए गये फॉरेन करेंसी लोन को बेचना चाह रहे हैं। इससे मुश्किलें बढ़ेंगी, यह ट्रेंड अगले कुछ महीनों तक एशियाई फर्मो को डराता रहेगा क्योंकि उनके लिए फंड जुटाना मुश्किल होगा।

At least 14 people were killed and 31 others injured in a major fire that broke out at a Community Centre in Nand Nagari area of East Delhi last evening. Delhi Health Minister A.K. Walia visited Guru Tegh Bahadur hospital where the injured are being treated.
About 20 fire tenders were rushed to the spot to douse the flame. According to the police, nearly 1000 eunuchs had gathered at the community hall for a function. Our correspondent reports that narrow lanes in the area posed great problem during rescue operation.
"It was around 7 p.m. when the fire started which engulfed the entire community Centre very fast. Though Delhi government has ordered enquiry to look into the cause of the fire, eye witness gave different versions about its cause. Fire officials and common people who joined the rescue efforts said narrow lanes in the area created problems to carry out operation and there was no emergency door in the community hall. Authorities cut the power supply to save the people from being electrocuted, but this added to the panic as it was complete dark resulting in a stampede. The blaze has been doused, but it raises a very big question about the safety of such buildings with their number rising everyday in the metro city. Vijay Raina, AIR News, Delhi."

The modified Tatkal scheme for booking of train tickets will come into effect from today. Under the new scheme announced by Railway Minister Dinesh Trivedi last week, the reservation period has been reduced to one day from the earlier two days. The scheme also restricts the agents from booking the ticket under the tatkal quota from 8 am to 10 am. Tatkal tickets will now only be issued on production of identity proof at the counter.

Thirty-one bills will come up for consideration and passage in the Winter Session of Parliament, beginning tomorrow. The opposition plans to take up corruption and price rise apart from other issues during the month long session, which is expected to be a stormy. The Prime Minister Dr. Manmohan Singh returned home last night after a successful visit to Indonesia and Singapore. The Prime Minister attended the 9th ASEAN-India and East Asia Summits at Bali in Indonesia. He also held bilateral talks with US President Barack Obama, Chinese Prime Minister Wen Jiabao. Dr. Singh also met Prime Minister of Cambodia, Hun Sen, Prime Minister of Australia, Julia Gillard and President of Indonesia, Susilo Bambang Yudhoyono on the sidelines of the Summits. In the second leg of his tour, the Prime Minister visited Singapore, where he held bilateral meeting with Prime Minister of Singapore, Lee Hsien Loong. Mr. Lee supported India's permanent membership in the UN Security Council. He said that Singapore looks forward to India playing a more active role in global affairs. Dr. Manmohan Singh invited greater investment from Singapore for India's ambitious infrastructure plans. He also unveiled the bust and commemorative marker of the first Prime Minister of India, Pandit Jawaharlal Nehru, at the Asian Civilizations museum.

Over 10 lac cases have been disposed off by Lok Adalats across the country since 2010. This is part of the drive to reduce the pendency of cases in judiciary. The Official sources said that shift courts disposed off over 12 lac cases and over 3 lac 50 thousands people were provided free legal aid in the same period. The Chief Justice of State High courts have also been requested to initiate a campaign mode approach towards clearing petty and long pending cases. According to law commission's recommendations senior citizens, women and marginalized communities have to be given priority while clearing such cases.

In Madhya Pradesh, the winter session of the State Legislative Assembly begins today in the capital Bhopal . Our correspondent reports that the twelve day session will have ten sittings in all.

The Arab League has rejected amendments proposed by Syria to the peace plan to end the crisis in the country. A statement issued by the League in Cairo yesterday said, the changes suggested by Damascus are not acceptable as they alter the essence of the plan. The Arab League's deadline for Syria to implement its peace plan or face economic sanctions, ended on Saturday. Here is more from our West Asia correspondent:
"Arab League foreign ministers will meet in Cairo on Thursday to hold another crisis meeting on Syria. Damascus has asked for more clarifications on the League's plan to send Observers in the country. Syrian Foreign Minister Walid al-Moallem said the League's observers mission gave excessive authority to the observers in a way that violated Syria's sovereignty. He denied that Damascus was trying to restrict the observers' movement within the country. Earlier the 22-member bloc rejected Syrian request to amend its plan to send observers. In Egypt, at least 11 people have been killed as security forces tried to clear protesters from Cairo's Tahrir Square, casting a shadow over the country's first elections since Hosni Mubarak's downfall. Police and military forces used batons, tear gas and birdshot to clear the Central square of thousands of protesters demanding that the ruling military cede power to a civilian authority. It was the second day of violence in the Egyptian capital, following a peaceful anti-military mass rally on Friday.

Ignoring world pressure, Libya's interim rulers insisted that Seif al-Islam, Gaddafi's one-time heir apparent, would be tried inside Libya rather than at the International Criminal Court, ICC, at The Hague. World powers, are fearful that Seif would not be given a fair trial after being captured a month ago. They are urging Libya to work with the ICC. But Libya's National Transition Council, Vice Chairman and official spokesman Abdel Hafiz Ghoga told reporters that the decision is that he will be tried by Libyan courts.

 भारत और बंगलादेश ने एक दूसरे की जेलों में बंद कैदियों की अदला बदली करने के लिए परस्पर कानूनी सहायता संधि पर अमल करने का फैसला किया है। इस संधि पर पिछले साल जनवरी में बंगलादेश की प्रधानमंत्री शेख हसीना की भारत यात्रा के दौरान हस्ताक्षर किये गये थे। इससे बंगलादेश से अलफा के महासचिव अनूप चेतिया के भारत प्रत्यर्पण का रास्ता खुल जाएगा। इससे दोनों देशों में एक दूसरे के खिलाफ गतिविधियां चला रहे आतंकवादियों और अपराधियों को भी एक दूसरे को सौंपा जा सकेगा।
 नई दिल्ली में दोनों देशों के गृह सचिवों ने दो दिन की वार्ता के अंत में पत्रकारों को बताया कि दोनों देशों ने ये प्रतिबद्धता फिर व्यक्त की है कि किसी के यहां ऐसी कोई गतिविधि नहीं चलने दी जाएगी, जिससे दूसरे देश के हितों को नुकसान पहुंचता हो।
 बंगलादेश के गृहसचिव मंजूर हुसैन ने कहा कि बंगलादेश की धरती पर भारत विरोधी गतिविधियां नहीं चलने दी जाएंगी। उन्होंने ये आश्वासन भी दिया कि अनूप चेतिया को जल्दी से जल्दी भारत के हवाले कर दिया जाएगा। उन्होंने कहा कि बंगलादेश सुरक्षा की स्थिति में सुधार करना चाहता है, ताकि दोनों पड़ोसी देश आपसी लाभ के नये क्षेत्रों का पता लगा सकें।
  गृहसचिव आर के सिंह ने कहा कि भारत अनूप चेतिया के प्रत्यपर्ण के लिए बंगलादेश द्वारा उठाये जा रहे कदमों से संतुष्ट है। उन्होंने बताया कि पिछले लगभग डेढ़ साल से दोनों देश काफी नजदीकी सहयोग कर रहे हैं और ऐसा सहयोग बना रहना चाहिए।

 गृहमंत्रालय के एक वक्तव्य में बताया गया है कि दोनों देश संगठित अपराध और नशीली दवाओं की तस्करी रोकने के समझौते करने पर भी सहमत हो गये हैं। दोनों देश सीमा प्रबंधन में पूरा तालमेल भी करेंगे। उन्होंने एक दूसरे के यहां जेलों में बंद कैदियों की नागरिकता की पहचान का काम तेज करने का भी फैसला किया है, ताकि उन्हें जल्दी स्वदेश भेजा जा सके। भारत-बंगलादेश सीमा पर मानव तस्करी से निपटने के लिए दोनों पक्षों ने दो कार्यदलों के बीच नियमित बैठकों के लिए बेहतर तालमेल करने को कहा है।
 दोनों देशों के गृहसचिव अपनी अपनी पुलिस तथा कानून का पालन कराने वाली अन्य एजेंसियों की क्षमता बढ़ाने पर भी सहमत हुए। हमारे संवाददाता ने बताया है कि गृहसचिवों की अगली वार्ता ढाका में होगी।

 कल से शुरू हो रहे संसद के शीतकालीन सत्र के दौरान महंगाई कालाधन और भ्रष्टाचार के मुद्दों पर प्रमुखता से चर्चा होने की सम्भावना है। सरकार,  ३१ विधेयकों पर बहस कराने और उन्हें पास कराने पर विचार कर रही है जबकि विपक्ष महंगाई के मुद्दे पर स्थगन प्रस्ताव रखने की तैयारी कर रहा है। हमारे संवाददाता ने खबर दी है कि विपक्षी दल सत्र के लिए अपनी रणनीति को अन्तिम रूप दे रहे हैं जबकि सरकार ने विधायी कामकाज निपटाने के लिए विपक्ष से सहयोग की मांग की है।

लगभग एक महीने के इस सत्र में चर्चित लोकपाल बिल और राष्ट्रीय खाद्य सुरक्षा विधेयक  उन महत्वपूर्ण विधेयकों में है जो संसद में लाये जायेंगे। विपक्ष के आम लोगों से जुडे मुद्दे को लेकर कड़े रूप से सत्र हंगामेदार होने की संभावना है। वहीं दूसरी ओर सरकार भी कई महत्वपूर्ण कार्य निपटाने की पूरी कोशिश करेगी। सरकार भ्रष्टाचार के खातमे को लेकर हाल ही में उठाये गये कदमों से विपक्ष के आरोप की धार को कम करेगी। देखा जाये तो यूपीए सरकार ने भ्रष्टाचार के खातमे को लेकर पांच सूत्री रणनीति बनाई है। साथ ही अंतर्राष्ट्रीय बाजार में कच्चे तेल की कीमत अधिक होने के बावजूद पैट्रोल के दामों में कमी कर आम जनता  को महंगाई से राहत दी है। चाहे जो भी हो संसद बहस और चर्चा की संस्था है और उम्मीद है कि इस सत्र में जन सरोकार से जुडे महत्वपूर्ण विधायिका संजीदगी से निपटाये जायेंगे। आकाशवाणी समाचार के लिए दिल्ली से विजय रैना के साथ मैं दिवाकर।

 उत्तरप्रदेश विधानसभा ने समूचे विपक्ष के जोरदार विरोध के बीच राज्य को चार नए राज्यों में बांटने के प्रस्ताव को ध्वनिमत से पारित कर दिया। यह प्रस्ताव पारित करने के बाद विधानसभा की कार्यवाही अनिश्चितकाल के लिए स्थगित हो गई। हमारे संवाददाता ने खबर दी है है कि वित्तमंत्री लाल जी वर्मा ने अगले वित्त वर्ष के तीन महीनों के लिए अनुदान मांगें भी पेश की जिन्हें नारेबाजी के बीच पारित कर दिया गया।

मुख्यमंत्री मायावती ने कहा है कि उनकी सरकार विधानसभा भंग करने की सिफारिश नहीं करेगी। विधानसभा में उत्तरप्रदेश के बंटवारे का प्रस्ताव पारित होने के बाद उन्होंने संवाददाताओं से कहा  कि सदन की कार्रवाई निर्धारित समय से पहले स्थगित होने के लिए विपक्ष जिम्मेदार है। उन्होंने विपक्ष के  इस आरोप से इंकार किया है कि उनकी सरकार अल्पमत में है।  विधानमंडल के दोनों सदनों की कार्रवाई आज जो शुरू हुई समूचा विपक्ष सरकार के खिलाफ अविश्वास प्रस्ताव  पर चर्चा कराने की मांग  करने लगा । समाजवादी पार्टी के सदस्यों ने बैनर लगाते हुए बसपा सरकार  के भ्रष्ट और अल्पमत से होने का आरोप लगाया और उसे बर्खास्त करने की मांग की। सदस्यों के शोर शराबे के कारण सदन की कार्यवाही प्रश्नकाल तक स्थगित हो गई। दोबारा कामकाज शुरू होने पर विपक्ष के भारी शोरशराबे और विरोध के बावजूद मुख्यमंत्री ने उत्तरप्रदेश को चार नये राज्यों में बांटने का प्रस्ताव पढा जिसे सत्तारूढ दल की भारी उपस्थिति के बीच  ध्वनिमत से पारित कर दिया गया। सरकार की ओर से यह भी कहा गया कि वित्त विधेयक स्वीकृत होने को विश्वास मत हासिल करने के रूप में देखा जाना चाहिए। हरि लाल के साथ मै सुनील शुक्ल आकाशवाणी समाचार लखनउ।

 मध्यप्रदेश विधानसभा का शीतकालीन अधिवेशन आज भोपाल में शुरू हुआ। हमारे संवाददाता ने बताया है कि १२ दिन के इस सत्र में कुल १० बैठकें होंगी।

राज्य विधानसभा के शीतकालीन सत्र की शुरूआत की हंगामेदार रही। मुख्य विपक्षी दल कांग्रेस ने राज्य में पैट्रोलियम पदार्थों में टैक्स कम करने की मांग को लेकर आज सदन से बर्हिगमन किया। नेता प्रतिपक्ष अजय सिंह ने पहले ही दिन मुख्यमंत्री शिवराज सिंह चौहान की सरकार के खिलाफ अविश्वास प्रस्ताव प्रस्तुत किया।  अविश्वास प्रस्ताव पर चर्चा इस महीने की २८ और २९ तारीख को होगी। सत्र के दौरान राज्य सरकार मौजूदा वित्त वर्ष के लिए २४ नवम्बर को अपना दूसरा अनुपूरक बजट पेश करेगी। सरकार एक दर्जन से भी अधिक विधेयक सदन में लायेगी। शारिक नूर, आकाशवाणी समाचार, भोपाल।

 केरल सरकार ने घरों का कूड़ा-कचरा प्लास्टिक थैलियों में सार्वजनिक स्थानों पर फैंकने पर प्रतिबंध लगा दिया है। उच्च न्यायालय की पीठ ने स्थानीय निकायों से भी इसका उल्लंघन करने वालों के खिलाफ कड़ी कार्रवाई करने को कहा है। न्यायमूर्ति सी.एन. रामचन्द्रन नायर और न्यायमूर्ति पी.एस. गोपीनाथन की पीठ ने महिला वकील परिसंघ की याचिका पर यह निर्देश दिया।

 पूर्वोत्तर राज्यों असम, मणिपुर और मेघालय में आज सुबह करीब पौने नौ बजे हल्का भूकम्प आया। इसे रिक्टर पैमाने पर पांच दशमलव आठ मापा गया। भूकम्प का केन्द्र भारत-म्यामां सीमा पर था। कहीं से जानमाल के किसी नुकसान की फिलहाल कोई खबर नही है। हमारे संवाददाता ने खबर दी है कि भूकम्प का झटका करीब तीस सैकेंड तक महसूस किया गया। गुवाहाटी में कुछ ऊंची इमारतों में दरारें आ गई हैं। लोग घबराकर अपने घरों से बाहर  आ गए।
 मणिपुर में भी भूकम्प के हलके झटके आए, जिनका केन्द्र म्यांमा में चिंदविन नदी के निकट था। लोग घबरा कर बाहर निकल आए। भूकम्प के झटके करीब १५ मिनट तक आते रहे।
 मेघालय में भी भूकम्प का झटका महसूस किया गया। किसी के  घायल होने या नुकसान की खबर नहीं है।
 उधर, म्यामां के सगाइंग क्षेत्र के एक छोटे शहर होमालिन के निकट भी भूकम्प के झटके महसूस किए गए। जानमाल के नुकसान की अभी कोई खबर नहीं है।

 असम के शिबसागर जिले में आज तड़के रेल पटरियों पर शक्तिशाली विस्फोटक रखते समय विस्फोट हो जाने से दो उग्रवादी मारे गये। इस रेल मार्ग से लंबी दूरी की रेलगाड़ियां गुजरती हैं।
 हमारे संवाददाता ने खबर दी है कि रेल पटरी पर विस्फोट के कारण गुआहाटी और ऊपरी असम के इलाकों के बीच रेल सम्पर्क बाधित हुआ है।

  डिब्रुगढ़-कोलकाता कामरूप एक्सप्रेस, दिल्ली जा रही ब्रह्‌मपुत्र मेल और नॉर्थ ईस्ट एक्सप्रेस के आने से पहले ये उग्रवादी बोजो लांगपोटिया के बीच पटरी पर बम लगा रहे थे। तड़के करीब पौने दो बजे इसमें विस्फोट हो गया और दोनों इसकी चपेट में आ गये। ये उग्रवादी उल्फा के वार्ता विरोधी गुट के थे। घटनास्थल से पुलिस ने उनके शव बरामद किये। सेना और सुरक्षा बलों ने घटनास्थल को घेर लिया है और सुरक्षा एजेन्सियों से अनुमति मिलने तक रेलों की आवाजाही रोक दी गई है। विस्फोट से क्षतिग्रस्त रेल पटरी की मरम्मत की जा रही है। घटना के मद्देनजर असम के साथ सीमावर्ती राज्य नागालैण्ड और अरूणाचल प्रदेश में भी सुरक्षा बलों को सतर्क कर दिया गया है। गुवाहाटी से रमणीकांत शर्मा की रिपोर्ट के साथ दिल्ली से आनंद प्रकाश सोनी।

दिल्ली सरकार ने पूर्वी दिल्ली के नंदनगरी  इलाके में  एक सामुदायिक भवन में कल रात लगी आग की घटना की जांच के आदेश दिए हैं। भवन में किन्नरों का तीन दिन का सम्मेलन चल रहा था। घटना में चौदह लोग मारे गए और चालीस से अधिक घायल हुए। घायलों का गुरू तेग बहादुर अस्पताल में इलाज चल रहा है।   मुख्यमंत्री शीला दीक्षित आज सुबह घायलों को देखने अस्पताल गई। उन्होंने घटना में मारे गए लोगों के परिजनों को दो-दो लाख रूपये का मुआवजा देने की घोषणा की।

कंपनसेशन, वेरिफिकेशन के बाद पचास हजार रूपया हम उनको देते हैं जो सीरियसली इंजर्ड हैं। पांच हजार जो थोडा कम इंजरी है और दो-दो लाख रूपया जितने मृतक हैं उनको भी वेरिफिकेशन के बाद मिल जायेगा। इन्क्वायरी हमने बैठा दी है।

 केन्द्र सरकार ने कम से कम दस गैर सरकारी संगठनों अर्थात्‌ एनजीओ के खिलाफ जांच का आदेश दिया है। खबर है कि इन संगठनों ने विदेशों से मिला पैसा देश में राजनीतिक गतिविधियां चलाने को दिया। हमारे संवाददाता ने सूत्रों के हवाले से बताया कि गृह मंत्रालय को ये सूचना मिली थी कि इन संगठनों को विदेशों से करोड़ों रूपये सामाजिक कार्यो के लिए मिले हैं, लेकिन ये पैसा सामाजिक कार्यकर्ताओं को, सरकार की नीतियों खलाफ प्रदर्शन करने और आंदोलन चलाने के लिए दिया गया।
 सरकार ने हाल ही में सभी एनजीओ और धर्मार्थ संगठनों के लिए यह अनिवार्य कर दिया था कि वे विदेशी अंशदान नियमन कानून के अपने नम्बर के साथ साथ विदेशों से मिले दान का ब्यौरा अपनी आयकर रिर्टन में भी दें।
 आयकर में छूट संबंधी महानिदेशक ने इस बारे में एक संशोधित आयकर रिर्टन का फॉर्म भी तैयार किया है। मंजूरी के लिए ये फॉर्म केन्द्रीय प्रत्यक्ष कर बोर्ड के पास पड़ा है। उसके अगले वित्त वर्ष में अधिसूचित तथा कार्यान्वित होने की संभावना है।

 भारत ने जोर देकर कहा है कि शांति प्रयासों की सफलता के लिए सीमा पर तथा अफगानिस्तान और पाकिस्तान के आसपास के क्षेत्रों में स्थिरता बहुत आवश्यक है। विदेश सचिव रंजन मथाई ने ये बात आज नई दिल्ली में रक्षा अध्ययन तथा विश्लेषण संस्थान की संगोष्ठी में अपने मुख्य भाषण में कही। दक्षिण एशिया में सुरक्षा तथा आर्थिक व्यवस्था खड़ी करने में भारत की भूमिका की व्याख्या करते हुए उन्होंने अफगानिस्तान में पुनर्निर्माण परियोजनाएं चलाने , व्यापार के जरिये पाकिस्तान के साथ संबंधों को सामान्य बनाने और बंगलादेश के साथ कई महत्वपूर्ण मामले सुलझाने के भारत के महत्वपूर्ण प्रयासों का जिक्र किया। 
 आतंकवाद के बारे में श्री मथाई ने कहा कि भारत उन कुछ देशों में से एक है, जिन्होंने लगातार आतंकवादी घटनाओं के बावजूद लोकतांत्रिक और धर्मनिरपेक्ष संस्थाओं के मूल्य बनाए रखे।
 अमरीका की विदेशमंत्री हिलेरी क्लिंटन की न्यूसिल्क रूट की हाल की धारणा पर श्री मथाई ने कहा कि तुर्की से लेकर दक्षिण एशिया और मध्य एशिया से लेकर खाड़ी तक आर्थिक सहयोग बढ़ाने के लिए इस इलाके के देशों के बीच सहमति बनाने की कोशिश की जा रही है।
 चीन के साथ भारत के संबंधों के बारे में उनका कहना था कि दोनों देशों को अपनी समस्याएं सुलझाने के लिए प्रतिस्पर्धा के साथ साथ आपस में सहयोग भी करना चाहिए। भारत और चीन की समस्याएं हल होने से ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका के मंच-ब्रिक्स को मजबूत करने में मदद मिलेगी।

 अमरीका में अलकायदा के एक समर्थक को न्यूयॉर्क में गिरफ्‌तार किया गया है।   २७ वर्षीय जोस पिमेन्टल पर आरोप है कि वह इराक और अफगानिस्तान से स्वदेश लौटे सैन्य और पुलिसकर्मियों पर आतंकी हमले की साजिश रच रहा था। अमरीकी अधिकारियों ने बताया कि उस पर आतंकवाद से जुड़े कई आरोप हैं, जिनमें बम बनाने की साजिश और बम रखना शामिल हैं। न्यूयॉर्क के मेयर माइकल ब्लूमबर्ग ने कहा कि न्यूयॉर्क पुलिस ने उसे एक अपार्टमैंट से शनिवार को गिरफ्‌तार किया। पुलिस का आरोप है कि अलकायदा से सहानुभूति रखने वाला यह शख्स पुलिस के गश्ती वाहन तथा डाक सेवाओं पर बम धमाके की साजिश कर रहा था। उसने पाइप बम के इस्तेमाल से इराक और अफगानिस्तान से स्वदेश लौटे अमरीकी सैनिकों को निशाना बनाने की भी योजना बनाई थी। पुलिस कमीशनर रे कैली ने बताया कि बेरोजगार पिमेन्टल, डोमिनिकन गणराज्य का अमरीकी नागरिक है और २००९ से ही पुलिस उसकी गतिविधियों पर नजर रखे हुए थी।

 दुबई में काम कर रहे भारतीयों द्वारा स्वदेश में पैसा भेजने में तेजी आई है। पिछले तीन महीने में दुनिया भर से भारतीयों ने लगभग २१ अरब डॉलर की रकम स्वदेश भेजी है। पिछले सितम्बर में देश के बैंकों में प्रवासी भारतीयों के एन० आर० ओ० खातों में ५६ करोड़ ५० लाख डॉलर आए, जो एक रिकार्ड है। ये पिछले ढाई साल में, विदेशों से भेजी गई सबसे बड़ी राशि है। विशेषज्ञों का कहना है कि इसका एक कारण ये भी है कि भारत के बैंक एन० आर० ओ० के फिक्स्ड डिपोजिट खातों में दस प्रतिशत तक ब्याज देते हैं। ये अब तक की सबसे अधिक ब्याज दर है। इतनी ब्याज दर विकसित देशों में भी नहीं मिलती।

 इस्राइल के रक्षा मंत्री एहुद बराक ने कहा है कि परमाणु हथियार बनाने पर आमादा ईरान को रोका जाना चाहिए। रविवार को सी एन एन को दिये साक्षात्कार में उन्होंने यह बताने से इंकार कर दिया कि क्या इस्राइल, ईरान पर सैनिक कार्रवाई की योजना बना रहा है। उन्होंने कहा कि इस्राइल ने अपने सभी विकल्प खुले रखे हैं और उसे अन्तर्राष्ट्रीय समुदाय से भी ऐसी ही उम्मीद है। श्री बराक ने स्पष्ट किया कि यह मुद्दा सार्वजनिक बहस का विषय नहीं है। अन्तर्राष्ट्रीय परमाणु ऊर्जा एजेन्सी ने ईरान की परमाणु गतिविधियों की निन्दा करते हुए शुक्रवार को एक प्रस्ताव पास किया था।
 इससे पहले संयुक्त राष्ट्र की परमाणु निगरानी समिति ने ८ नवम्बर को प्रकाशित रिपोर्ट में कहा था कि इस बात की पक्की सूचना है कि ईरान परमाणु हथियार बनाने की कोशिश कर रहा है, लेकिन ईरान ने इस खबर को बेबुनियाद बताते हुए कहा कि उसका परमाणु कार्यक्रम केवल शान्तिपूर्ण कार्यों के लिए है।

बम्बई शेयर बाजार में आज भी गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स १९१ अंक गिरा। पिछले सात कारोबारी सत्रों में सेन्सेक्स में एक हजार एक सौ ९८ अंकों से अधिक की गिरावट आ चुकी है। अब से कुछ देर पहले यह ३२१ अंक की गिरावट के साथ १६ हजार ५० पर था।

India and Bangladesh have decided to operationalise Mutual Legal Assistance Treaty for transfer of sentenced fugitives. The treaty was signed during the visit of Bangladesh Prime Minister Sheikh Hasina to India in January last year.  The treaty , paves the way for extradition of ULFA general secretary Anup Chetia from Bangladesh. It will also facilitate handing over of terrorists and criminals operating on each other's soil. Addressing a joint press conference at the end of two day Home Secretary level talks, the two sides reaffirmed their commitment not to allow the territory of either country for any activity inimical to each other's interests. Bangladesh Home Secretary Monzur Hossain said that his country will not tolerate anti-India activities on its soil and gave the assurance that fugitives like ULFA general secretary Anup Chetia will be handed over to India at the earliest. He added that Dhaka was keen to further improve security cooperation with New Delhi by exploring new areas for mutual benefit of the two neighbours.Home Secretary R K Singh said that New Delhi was happy with the the steps being taken by Bangladesh on extradition of ULFA general Secretary Anup Chetia. He said that in the past one-and-a-half years, cooperation has been very close and the two countries look forward to this cooperation.
A Home Ministry statement said, the two nations also agreed to operationalise the agreements on Combatting Organised Crime and Illegal Drug Trafficking and to implement the Coordinated Border management plan. They have also decided to hasten the process verification of nationality status of prisoners lodged in jails of either country to enable their early repatriation. To prevent the menace of human trafficking along the Indo-Bangladesh border, the two sides called for regular meeting of the two task forces for better coordination. The Home Secretaries also agreed to enhance cooperation in capacity building of Police and other law enforcement agencies. Our correspondent reports, that the next Home Secretary level talks will be held in Dhaka.

In Uttar Pradesh, amid strong protests from the entire opposition, the resolution for the division of the state in four new states was passed by a voice vote in the State Assembly. The assembly has been adjourned sine die after the passage of the resolution.
Chief Minister Mayawati has said that her government would not recommend for early dissolution of the Assembly. She has said that opposition was responsible for early adjournment of the house. She also refuted the allegation of running a minority government. As soon as both the houses met for today's business members from most of the opposition parties protested against the alleged misrule of Mayawati government. Members from different parties trooped into the bell and repeated requests for normalcy of the Speaker in the assembly were not headed forcing him adjourned the house till question hour. When house met for second time amid protest from opposition Mayawati read out resolution for division of the State and it was passed with voice vote. In Madhya Pradesh, the winter session of the state legislative assembly began today in Bhopal . Our correspondent reports that the twelve day session will have ten sittings.
The session began on a stormy note as demanding reduction in taxes imposed on petroleum products in the state, the main opposition party Congress staged walk out from the House. The Centre has ordered an inquiry against at least 10 Non Governmental Organisations (NGOs) following reports that they were providing funds received from abroad for funding political activities in the country.  Our correspondent quoting sources reports,  the inquiry has been ordered after the Home Ministry received information that funds to the tune of crores of rupees received by these NGOs have been given to social activists to stage protests and resort to other agitational programmes against government policies and creating unrest. The Government recently made it mandatory for all NGOs and  charitable trusts to file details of foreign contributions received  in their Income Tax returns along with their Foreign Contributions  Regulation Act number.    A revised I-T return form has been prepared by the Directorate  General of I-T Exemption and is pending with the Central Board of Direct Taxes for final approval before it is notified for  implementation, likely from the next financial year.

Two militants belonging to the anti-talk faction of the ULFA were killed when a powerful bomb they were planting on railway tracks to target long-distance trains exploded in Assam's Sibsagar district early today. The police have recovered two bodies of the suspected militants from the blast site.
Train movement between Guwahati and Upper Assam area has been affected following the explosion on the railway track. A portion of the railway track between Bhojo and Longpotia stations has been damaged following the blast.   Our correspondent reports, security forces have been alerted across the state, particularly in bordering areas along Nagaland and Arunachal Pradesh following the incident.
The two militants were fixing the bomb on the railway tracks between Bojo and Langpotia under Charaido subdivision of Sibsagar district in Upper Assam at around 1:45 this morning when they were blown off in the blast. Officials said, the blast went off ahead of the arrival of the long-distance Dibrugarh-Kolkata Kamrup Express, the Delhi-bound Brahmaputra Mail and the North East Express. An earthquake of moderate intensity rocked the Northeastern states of Assam, Manipur and Meghalay at 8.46 this morning. The magnitude of the quake has been recorded as 5.8 in the Richter scale. According to official reports, the epicenter has been located on the Indo-Myanmar border. No reports of damage to life and property has so far been received. AIR Correspondent reports that, cracks developed in some high-rise buildings in Guwahati city following the impact of the quake that lasted for around 30 seconds. People came out of their houses out of fear. It was the second quake experienced in the State within one week. Mild tremors of the quake epicentred near Chindwin River in Myanmar rocked Manipur creating panic. People ran out of their homes as the tremors lasted for about 15 seconds in the state. Sources from the Seismological Observatory Centre at the Manipur University in Imphal said, the quake occurred at a depth of 120 kilometres from the sea level.
Tremors were also felt in Meghalaya, the seismic observatory in Shillong said the quake was epicenter on 95.3 degree east longitude and 25.1degree north Latitude.

The enquiry into the fire incident at a Community Centre in East Delhi has started. The probe will look into whether any permission was sought for such a large scale programme. The State government had ordered a probe into the incident which claimed 14 lives and injured more than 40 others. The Delhi Police has also registered a case against unknown persons for causing death due to negligence in the accident which occurred last night. The injured are being treated at the Guru Teg Bahadur, GTB Hospital. The Chief Minister Shiela Dikshit visited the hospital this morning and announced a compensation of two lakh rupees each to the kin of those who died in the incident. The incident took place last evening at the community hall in Nand Nagri area where a three-day congregation of eunuchs was taking place.

Jordan’s King Abdullah will visit the occupied West Bank today. King Abdullah who has been critical of the diplomatic deadlock, will meet Palestinian President Mahmoud Abbas in Ramallah. The two leaders will discuss the regional situation. A Jordanian palace official said the visit comes in the context of Jordan’s support for the Palestinian Authority. It also shows its support for the Palestinian people's right to have an independent state. Jordan is one of the few Arab countries which recognizes Israel. It is also the home to many Palestinians who were displaced during the 1948 war when Israel was founded.
The visit is significant in the wake of proposed peace talks between Israel and Palestine and between Hamas and Fatah on the other end.  The Palestinian President met U.S. envoy William Burns on Sunday. US officials said, Jose Pimentel of Washington Heights in Manhattan faces terrorism related charges, including conspiring to build a bomb for terrorist purposes and possessing a bomb. Mayor Michael Bloomberg said, Pimentel, arrested by New York City police officers on Saturday from an apartment, is an "Al-Qaeda sympathiser who was plotting to bomb police patrol cars and also postal facilities, as well as target members of the US Armed Forces returning from abroad using pipe bombs. Police Commissioner Ray Kelly said, Pimentel, an unemployed native of the Dominican Republican, is a US citizen and was under police surveillance since 2009.

The fall was due to the pull-out of foreign capital from the equity market, amid persistent dollar demand from banks and importers, despite weakness of the American currency overseas. In Arunachal Pradesh, preparation has been almost completed for hosting the 7th National Youth Boys and Girls National Weightlifting Championship in Itanagar tomorrow. The state will also be holding the 48th Men and 24th Women Junior National Weightlifting from the 28th of this month at the same venue. In the northern parts of the country dense fog has disrupted rail services. Talking to reporters in New Delhi, Northern Railway spokesperson S K Sharma said that 18 trains originating from the national capital have been rescheduled due to late arrival of trains. The late arriving trains included Rajdhani Express trains from Patna, Howrah, Sealdah and Bhuwneshwar. These trains have been rescheduled by four to five hours from New Delhi railway station.

विशेष जांच दल-एस.आई.टी. ने गुजरात उच्च न्यायालय को बताया है कि इशरत जहां और तीन अन्य के साथ हुई मुठभेड़ फर्जी थी। इस घटनाक्रम से गुजरात की नरेन्द्र मोदी सरकार को झटका लगा है। उच्च न्यायालय ने फर्जी मुठभेड़ में शामिल लोगों के खिलाफ एक नई एफ.आई.आर. दाखिल करने के आदेश दिए है। एसआईटी ने पिछले शुक्रवार को गुजरात उच्च न्यायालय में अपनी रिपोर्ट पेश की।
हमारे संवाददाता ने बताया है कि न्यायालय अभी इस बात पर विचार कर रहा है कि दूसरी एफआईआर के दर्ज कराये जाने के बाद इस मामले की जांच सीबीआई द्वारा कराई जाय या एनआईए द्वारा।

१९ वर्षीय मुंबई की कॉलेज गर्ल इशरतजहां और तीन अन्य लोग १५ जून २००४ को अहमदाबाद क्राइम ब्रांच के साथ मुठभेड़ में मारे गये थे। पहले क्राइम ब्रांच ने दावा किया था कि ये लोग आतंकवादी संगठन लश्कर-ए-तइबा के सदस्य थे और मुख्यमंत्री नरेन्द्र मोदी की हत्या के इरादे से गुजरात आये थे। इशरत की माता शमीमा कौसर और मुठभेड में मारे गये अन्य व्यक्ति जावेद शेख उर्फ प्रणेश पिल्लई के पिता गोपीनाथ पिल्लई की जनहित याचिका पर गुजरात हाईकोर्ट ने विशेष जांच दल गठित कर जांच की सीधी निगरानी की थी। कुछ वरिष्ठ आईपीएस अधिकारियों सहित कुल २१ पुलिस अधिकारी इस केस में आरोपी बताये गये हैं। योगेश पांडेया आकाशवाणी समाचार अहमदाबाद।

उत्तर प्रदेश विधान मंडल के दोनों सदन आज विपक्ष के भारी हंगामे के बीच अनिश्चितकाल के लिए स्थगित कर दिए गए।
हमारे लखनऊ संवाददाता ने खबर दी है कि विपक्ष के भारी विरोध के बीच राज्य को चार भागों में बांटने का प्रस्ताव पारित किया गया। प्रस्ताव विधानसभा में मुख्यमंत्री मायावती ने रखा। हालांकि सदन की कार्यवाही शुरू होते ही समाजवादी पार्टी के सदस्यों ने सरकार को अल्पमत में आ जाने और भ्रष्ट होने का आरोप लगाते हुए, इे बर्खास्त करने की मांग की। भारी शोर-गुल के बीच अध्यक्ष सुखदेव राजभर ने कार्यवाही स्थगित कर दी। जब सदन की कार्यवाही फिर शुरू हुई, तो बिना बहस के अगले वित्त वर्ष के चार महीनों के लिए अनुदान मांगों और राज्य के बंटवारे का प्रस्ताव पारित कर दिया गया।
समाजवादी पार्टी और भारतीय जनता पार्टी ने राज्यपाल से अलग-अलग भेंट कर आज की सदन की कार्यवाही खारिज करने की मांग की। उन्होंने सदन की बैठक फिर से बुलाने की मांग की।
उधर, कांग्रेस ने राज्य विधानसभा में प्रस्ताव को जल्दबाजी में पास कराने के लिए मायावती सरकार की आलोचना की।
राज्य के बंटवारे के प्रस्ताव को राजनीतिक चाल के आरोप को खारिज करते हुए मुख्यमंत्री ने कहा कि वे इसके लिए विवश थीं। बाद में संवादाताओं से बातचीत में सुश्री मायावती ने कहा कि उनकी सरकार विधानसभा को भंग करने की सिफारिश नहीं करेगी।

कल से शुरू हो रहे संसद के शीतकालीन सत्र में सरकार का कई महत्वपूर्ण विधेयक पेश करने और पारित कराने का कार्यक्रम है। सरकार ३१ विधेयकों पर चर्चा और उन्हें पारित कराना चाहेगी। इसके अलावा २३ नए विधेयक पेश किए जाएंगे। सरकार १६ महत्वपूर्ण आर्थिक विधेयक पारित कराकर स्पष्ट संदेश देना चाहेगी कि वह दूसरी पीढ़ी की वित्तीय सुधारों की ओर बढ़ रही है।
विपक्षी दलों ने भी सत्र के लिए अपनी रणनीति तैयार कर ली है। एनडीए की बैठक आज शाम को हुई तथा भाजपा ने आज सुबह में चर्चा की। सत्ताधारी कांग्रेस के वरिष्ठ नेताओं ने भी आज शाम बैठक कर पार्टी की रणनीति तय की। वामदलों ने पहले ही अपना रूख तय कर लिया है। हमारे संवाददाता का मानना है कि सत्र की शुरूआत हंगामेदार हो सकती है।

बहुचर्चित लोकपाल बिल शीतकालीन सत्र में चर्चा के लिए लाया जायेगा। संसद की स्थानीय समिति पहले ही इस बिल पर विस्तृत परामर्श कर चुकी है। न्यायिक उत्तरदायित्व बिल भी इसी सत्र में आना है। इधर आर्थिक मोर्च पर पेंशन निधि नियामक और विकास प्राधिकरण बिल भी महत्वपूर्ण हैं। इससे पेंशन में २६ प्रतिशत विदेशी निवेश का रास्ता खुलेगा। सरकार और कांग्रेस ने विपक्ष से सत्र के सुचारू संचालन में सहयोग की अपील की है। आकाशवाणी समाचार के लिए दिल्ली से मैं विजय रैना।

कांग्रेस ने टू-जी स्पेक्ट्रम मामले पर गृह मंत्री पी. चिदम्बरम के इस्तीफे की मांग और संसद में बहिष्कार के एनडीए के फैसले को बाधक बताया है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि समय आ गया है कि एनडीए सदन की कार्यवाही में बाधा डालने के रवैये को छोड़े और महत्वपूर्ण विधेयकों को पारित कराकर राष्ट्र निर्माण में योगदान करे।

भारत और बंगलादेश ने सजायाफ्ता भगौड़ों के स्थानांतरण के लिए परस्पर कानूनी सहायता संधि पर अमल करने का फैसला किया है। इस संधि पर पिछले साल जनवरी में बंगलादेश की प्रधानमंत्री शेख हसीना की भारत यात्रा के दौरान हस्ताक्षर किये गये थे। इससे बंगलादेश से अल्फा के महासचिव अनूप चेतिया के भारत प्रत्यर्पण का रास्ता खुल जाएगा। इससे दोनों देशों की जमीन से एक-दूसरे के खिलाफ गतिविधियां चला रहे आतंकवादियों और अपराधियों को भी एक-दूसरे को सौंपा जा सकेगा।
नई दिल्ली में दोनों देशों के गृह सचिवों ने दो दिन की वार्ता के अंत में पत्रकारों को बताया कि दोनों पक्षों ने ये प्रतिबद्धता फिर व्यक्त की है कि किसी के यहां ऐसी कोई गतिविधि नहीं चलने दी जाएगी, जिससे दूसरे देश के हितों को नुकसान पहुंचता हो।
हमारी संवाददाता ने बताया है कि इस वर्ष सितम्बर में प्रधानमंत्री मनमोहन सिंह की ढाका यात्रा के बाद दोनों देशों के बीच संबंध काफी मजबूत हुए हैं।

भारत ने अमरीका से अपने विदेश विभाग की वेबसाइट पर मौजूद भारत के मानचित्र में गलतियों को सुधारने को कहा है। विदेश मंत्रालय के प्रवक्ता विष्णुप्रकाश ने आज नई दिल्ली में कहा कि सरकार ने अमरीका सरकार द्वारा इस्तेमाल किए गये मानचित्रों में भारत की सीमाओं को गलत तरीके से दर्शाने को लगातार खारिज किया है। उन्होंने कहा कि इस बारे में भारत ंने हर मौके पर अपनी आपत्ति जताई है और अमरीका से इन मानचित्रों को सुधारने के लिए कहा है। विदेश मंत्रालय के एक वरिष्ठ अधिकारी ने आज अमरीका के उप मिशन प्रमुख को भारत के इस रूख से अवगत कराया, जिन्होंने भारत की चिन्ताओं के बारे में अमरीकी विदेश विभाग को बताने का आश्वासन दिया।
अमरीकी विदेश विभाग की वेबसाइट पर भारतीय उपमहाद्वीप का एक मानचित्र मौजूद है, जिसमें पाकिस्तान के कब्जे वाले कश्मीर को पाकिस्तान के एक हिस्से के रूप में दिखाया गया है। हमारे संवाददाता ने बताया है कि उत्तर में चीन के साथ लगने तथा अभी चीन के कब्जे वाले अक्साई चिन क्षेत्र के मामले में मानचित्र में एक संकेतक दिया गया है जिसमें ''भारतीय दावा'' लिखा गया है। लेकिन पाकिस्तान के कब्जे वाले कश्मीर के मामले में इसके विवादित होने और इसके संदर्भ में भारतीय स्थिति के बारे में कुछ भी नहीं कहा गया है।

बॉम्बे स्टॉक एक्सचेंज का सेंसेक्स आज ४२५ अंक की भारी गिरावट के साथ १५ हजार ९४६ पर बंद हुआ। विदेशी निवेशकों द्वारा बाजारों से अपना पैसा निकाला जाना और रुपये का लगातार कमजोर होना शेयर बाजार में गिरावट की मुख्य वजह माना जा रहा है। नेशनल स्टॉक एक्सचेंज का निफ्टी भी दो दशमलव छह प्रतिशत की गिरावट के साथ चार हजार ७७८ पर बंद हुआं एशियाई और यूरोपीय बाजारों में भी आज गिरावट रही।
रुपया डॉलर के मुकाबले ३२ महीने के निचले स्तर पर पहुंच गया है। एक डॉलर की कीमत रही ५२ रुपये पंद्रह पैसे।
सोना ३५ रुपये चढ़कर २९ हजार २४० रुपये प्रति दस ग्राम हो गया, लेकिन चांदी की कीमत साढ़े पांच सौ रुपये लुढ़ककर प्रतिकिलो ५५ हजार आठ सौ पचास रुपये पर पहुंच गईं।

वित्त मंत्रालय ने कहा है कि भारतीय रिजर्व बैंक को विदेशी मुद्रा बाजार में हस्तक्षेप कर रूपए के मूल्य में गिरावट से निपटने के लिए सीमित अधिकार है। आज नई दिल्ली में मीडिया से बातचीत में आर्थिक मामलों के सचिव आर. गोपालन ने कहा कि रिजर्व बैंक रातभर में गिरावट की स्थिति को बदल नहीं सकता।

सेना ने बताया कि पृथकतावादियों ने यह हमला चामालांग प्रांत में किया। चामालांग प्रांत में भारी मात्रा में कोयला पाया जाता है और पिछले दिनों यहां कई झड़पें हुई हैं। बलूचिस्तान के विद्रोही प्रांत के प्राकृतिक संसाधनों पर अधिक अधिकार और स्वायत्तता के लिए लड़ाई लड़ रहे हैं।

In a setback to the Narendra Modi government, the Special Investigation Team, SIT probing the 2004 Ishrat Jehan case has concluded that Ishrat and three others were killed in a fake encounter. Gujarat high court has ordered a fresh FIR against accused police officers in the case. SIT in its report said Ishrat and three others were killed prior to the encounter date of June 15, 2004. A division bench of Justice Jayant Patel and Justice Abhilasha Kumari ordered that a separate FIR under section 302 for murder should be filed in the concerned police station against the accused police officers involved in the fake encounter. SIT had submitted its final report in the Gujarat high court last Friday. Our Ahmedabad Correspondent reports that the court is at present considering which central agency-CBI or NIA-can probe the case after the second FIR will be filed.
"19-year-old college girl from Mumbai Ishrat, along with three others were killed in a shoot out by Ahmedabad Crime Branch on 15th June 2004. Earlier, Crime Branch had claimed that four were Lashkar e Taiba members and killed while on a mission to kill Chief Minister Narendra Modi. A judicial inquiry report by metropolitan magistrate S P Tamang submitted in September 2009 in this encounter case had also found that the encounter was fake. Gujarat high court had constituted SIT last year to investigate genuineness of the encounter after petitions filed by Ishrat's mother Shamima Kausar and Gopinath Pillai, father of another victim of the encounter-Javed Sheikh alias Pranesh Pillai. In Uttar Pradesh both the houses of State legislature have been adjourned sine die amidst noisy scenes by the Opposition members. Our Lucknow correspondent reports that amid strong protest from the entire opposition the resolution for division of the state in four new states has been passed with voice vote. It was moved by the Chief Minister Mayawati in the Assembly although it was mentioned in the agenda. "Within 16 minutes of proceedings vote on account for four months for next financial year, resolution of division and other amendment bills were passed in the assembly without any discussion and amendments. Delegations from SP and BJP met the Governor separately and handed over memorandums to him seeking quashing of today's proceedings. They have also demanded that both the houses should be reconvened. The winter session of Parliament begins tomorrow. The Government has listed 31 bills for consideration and passing while 23 new bills will be introduced in the session. Among other legislations, the government will seek passage of 16 key economic bills in the session to give a clear signal that it is moving ahead with the second generation financial reforms. The Congress top brass met at Prime Minister  Dr Manmohan Singh's residence today in the national capital to finalize the strategy ahead of the winter session of Parliament. The BJP led NDA has decided to  support  adjournment motion of Left parties on price rise issue and  bring an  adjournment motion against the government in Lok Sabha on   Black money. Disclosing this in New Delhi today, BJP leader  S.S Ahluwalia said the adjournment motion on black money  will be supported by the Left. Briefing reporters after the meeting of NDA floor  leaders chaired by L.K Advani in New Delhi,  Mr. Ahluwalia said that they will demand the government to disclose the names of those who have stashed  black money in foreign banks. Alleging that Home Minister P. Chidambaram is responsible for 2G scam , Mr Ahluwalia demanded his  resignation and said, if Mr Chidambaram does not resign then they will boycott him.

India and Bangladesh have decided to operationalise Mutual Legal Assistance Treaty for transfer of sentenced fugitives. The treaty was signed during the visit of Bangladesh Prime Minister Sheikh Hasina to India in January last year.  It paves the way for extradition of ULFA general secretary Anup Chetia from Bangladesh. It will also facilitate handing over of terrorists and criminals operating on each other's soil. Addressing a joint press conference at the end of the Home Secretary level talks, the two sides reaffirmed their commitment not to allow the territory of either country for any activity inimical to each other's interests. "The discussions have certainly created a congenial atmosphere for greater cooperation and better border management. In their extensive discussions, the two Home Secretaries, also decided to hasten the process of verification of nationality status of prisoners lodged in jails of either country. This is to enable their early repatriation. The issue of menace of human trafficking along the Indo-Bangladesh border also figured prominently in the talks with the decision to have regular meeting of the two task forces for better coordination. India has asked the US to correct the inaccuracies, in the map of India, on the US State Department website. External Affairs Spokesperson Vishnu Prakash today said in New Delhi that the Government has consistently rejected incorrect depiction of India's borders on maps used by the US Government. He said, it has used every opportunity to convey to the US side its concern in this regard, and has asked that these maps be corrected. This position was reiterated by a senior MEA official to the US Deputy Chief of Mission today, who assured that the US Embassy would convey the concerns to the US State Department. Mr. Prakash said, the entire State of Jammu and Kashmir is an integral part of India and it has consistently been conveyed to the international community that maps of India should depict the boundaries of the country correctly.

Railway Minister Mr Dinesh Trivedi today said that the government has accorded high priority to passenger's safety. Speaking at a Railway Award Function in New Delhi, he  said that his Ministry is  fully committed for the modernization of Railways to ensure security and safety of passengers.
