    जी-२० शिखर सम्मेलन की समापन घोषणा में दुनिया की आर्थिक वृद्धि को पटरी पर लाने के लिए विकासशील देशों में बुनियादी ढांचागत  सुविधाओं में निवेश को प्राथमिकता देने की भारत की पहल को प्रमुखता से शामिल किया जाना देश के लिए एक बड़ी सफलता है। विश्व अर्थव्यवस्था में कमजोरी और यूरोजोन संकट के कारण विश्व अर्थव्यवस्था मंदी की शिकार है।
    मैक्सिको में लॉस काबोस में सातवें जी-टूवेंटी शिखर सम्मेलन की समाप्ति पर जारी १४ पृष्ठ की घोषणा में कहा गया है कि गरीबी उन्मूलन तथा समावेशी, सतत और संतुलित विकास जी-२० संगठन के मुख्य
लक्ष्य बने रहेंगे। घोषणा में कहा गया है कि विकास के अंतर्राष्ट्रीय लक्ष्यों को हासिल करने के लिए संगठन विकसित देशों के साथ मिलकर काम करने के लिए प्रतिबद्ध है। घोषणा में वैश्विक वृद्धि की मजबूती, विश्वास बहाली और रोजगार के अवसर बढ़ाने के जरूरी उपाय करने की वचनबद्धता व्यक्त की गई है। घोषणा में कहा गया है कि यूरोजोन के सदस्य देश क्षेत्र की एकता और स्थिरता बनाये रखने और  वित्तीय बाजारों के कामकाज में सुधार के लिए मिलकर काम करेंगे।
    यूरोप के आर्थिक संकट का विस्तार से उल्लेख करते हुए घोषण में कहा गया है कि जी-२० संगठन  उभरती आर्थिक परिस्थितियों को ध्यान में रखते हुये मजबूत आर्थिक नीतियों के जरिए इस संकट के समाधान के लिए काम करेगा।
    घोषणा में कहा गया है कि सदस्य देश मुक्त व्यापार,  निवेश, बाजारों के विस्तार, और सभी तरह का संरक्षणवाद खत्म करने के लिए प्रतिबद्ध हैं, ताकि आर्थिक वृद्धि, रोजगार और सतत विकास सुनिश्चित किया जा सके।
    अंतर्राष्ट्रीय वित्तीय व्यवस्था मजबूत करने के लिये घोषणा में अंतर्राष्ट्रीय मुद्राकोष में सुधार और कोष की प्रासंगिकता, प्रामाणिकता, प्रभावशीलता बढ़ाने की प्रतिबद्धता दोहराई गई हैं। घोषणा में यह भी कहा गया है कि कोटा सुधारों की प्रक्रिया २०१३ तक पूरी कर ली जाएगी।

    प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि लॉस काबोस घोषणा, भारत के इस विचार की पुष्टि करती है कि विकासशील देशों के बुनियादी ढांचे में निवेश से वृद्धि की रफ्‌तार तेज की जा सकती है तथा इससे वैश्विक मंदी से उबरने में महत्वपूर्ण मदद मिल सकती है । शिखर सम्मेलन की समाप्ति के बाद एक बयान में प्रधानमंत्री ने कहा है कि जी-२० देशों के नेताओं के बीच इस बात पर आम सहमति थी कि सभी देशों की नीति, आर्थिक वृद्धि को मज+बूत करने पर केन्द्रित होनी चाहिए तथा इस समय सबसे बड़ी जरूरत यूरोज+ोन में अनिश्चितता कम करना है। डॉक्टर सिंह ने कहा कि वर्तमान स्थिति में अंतर्राष्ट्रीय मुद्रा कोष के लिए संसाधन बढ़ाने की आवश्यकता को देखते हुए जी-२० देशों ने सकारात्मक कार्रवाई की है। अंतर्राष्ट्रीय मुद्रा कोष को भारत की ओर से १० अरब डॉलर के योगदान के बारे में प्रधानमंत्री ने कहा कि इससे पता चलता है कि विश्व समुदाय में भारत एक जि+म्मेदार राष्ट्र की भूमिका निभा रहा है।

    भारतीय रिज+र्व बैंक के गवर्नर डी. सुब्बाराव ने कहा है कि मुद्रास्फीति का वर्तमान स्तर स्वीकार नहीं किया जा सकता और देश की आर्थिक वृद्धि को पटरी पर लाना सरकार, रिज+र्व बैंक और उद्योग जगत की सामूहिक जि+म्मेदारी है।
    मुम्बई में कल शाम इंडियन मर्चेंट्स चैम्बर की वार्षिक आम बैठक में श्री सुब्बाराव ने कहा कि भारत की वृद्धि दर अब भी विश्वसनीय है। उन्होंने कहा कि वैश्विक संकट विशेषकर यूरोज+ोन संकट, तेल और जिंसों की कीमतों में उतार-चढ़ाव के साथ नीतिगत सुधार और मॉनसून की स्थिति जैसे घरेलू कारण भी तय करेंगे कि मुद्रास्फीति और आर्थिक वृद्धि के बीच भविष्य में कैसा तालमेल रहेगा।
    श्री सुब्बाराव ने कहा कि राजकोषीय घाटा कम करने के लिए सरकार को करो की दर बढ़ाने की बजाय गैर ज+रूरी खर्च में कटौती करनी चाहिए।

    भारतीय रिजर्व बैंक ने श्रम आधारित तथा लघु उद्योग क्षेत्र में रूपया निर्यात ऋण पर दो प्रतिशत ब्याज रियायत की योजना और एक साल के लिए बढ़ा दी है। रिजर्व बैंक ने अपने परिपत्र में कहा है कि हस्तशिल्प, हथकरघा, सिलेसिलाए वस्त्रों, प्रसंस्कृत कृषि उत्पादों और कालीन के निर्यातक अगली ३१ मार्च तक ब्याज में सब्सिडी प्राप्त कर सकेंगे। इसके अलावा खेल के सामान और खिलौनों पर भी यह लाभ मिल सकेगा। रिजर्व बैंक के अनुसार निर्यात ऋण सहायता पाने के हकदार निर्यातकों से बैंक आधार दर प्रणाली के तहत ब्याज दर घटा सकते हैं लेकिन इसके लिए न्यूनतम दर सात प्रतिशत रहेगी। इसमें बैंक दो प्रतिशत की पूरी ब्याज रियायत योग्य निर्यातकों को दे सकते हैं।

    सरकार ने गरीब परिवारों को ५० लाख टन अतिरिक्त खाद्यान्न आवंटित करने तथा सस्ते दर पर ३० लाख टन गेहूं की बिक्री का फैसला किया है। इससे सरकारी खजाने पर दस हजार करोड़ रुपए का बोझ आएगा। वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता वाले अधिकार प्राप्त मंत्री समूह की बैठक में यह फैसला किया गया। खाद्य और उपभोक्ता मामलों मे मंत्री प्रोफेसर के वी थामस ने बैठक के बाद संवाददाताओं को बताया कि मंत्री समूह ने ३० लाख टन गेहूं को खुले बाजार के माध्यम से बेचने की अनुमति दी है। प्रोफेसर थामस ने कहा कि सरकार ने गरीबी रेखा से ऊपर के लोगों के लिए पिछले वित्त वर्ष में २० लाख टन खाद्यान्न आवंटित किया था लेकिन राज्यों ने इसका केवल ५० प्रतिशत ही उपयोग किया।
    हमारे संवाददाता ने खबर दी है कि भंडारण क्षमता की कमी के मद्देनजर यह फैसला लिया गया।

    पाकिस्तान की सुप्रीम कोर्ट द्वारा प्रधानमंत्री युुसुफ रज+ा गिलानी को अदालत की अवमानना का दोषी ठहराने और उन्हें पद से अयोग्य घोषित करने के बाद पाकिस्तान पीपुल्स पार्टी के नेता मख्दूम शहाबुद्दीन प्रधानमंत्री पद के मज+बूत दावेदार के रूप में उभरकर सामने आए हैं। श्री शहाबुद्दीन पंजाब प्रांत के दक्षिणी हिस्से के सेराईकी इलाके के हैं और २००८ से गिलानी सरकार में कई मंत्रालय संभाल चुके हैं। पाकिस्तान पीपुल्स पार्टी के सूत्रों ने बताया कि श्री शहाबुद्दीन और पूर्व रक्षामंत्री चौधरी अहमद मुख्तार दोनों के ही नाम पर प्रधानमंत्री पद के लिए विचार चल रहा है लेकिन श्री शहाबुद्दीन को इसलिए मज+बूत दावेदार माना जा रहा है कि पाकिस्तान पीपुल्स पार्टी पंजाब के दक्षिणी हिस्से में एक नया प्रांत बनाने पर विचार कर रही है।

    मिस्र में सैन्य शासन के विरोध में मुस्लिम ब्रदरहुड तथा छह अप्रैल के क्रांतिकारी आंदोलन के हज+ारों समर्थक तहरीर चौक में जमा हैं। इन लोगों का आरोप है कि सैन्य शासको ने अपने पास बेहिसाब अधिकार रख लिये है। युवा आंदोलनकारी भी इस कदम की आलोचना करते हुए विरोध में शामिल हो गए हैं। हालांकि सैन्य परिषद का कहना है कि वह इस महीने के आखिर तक नए राष्ट्रपति को अधिकार सौंप देगी। सशस्त्र सेनाओं की सत्तारूढ़ सर्वोच्च परिषद के सदस्य ममदोह शाहीन ने बताया कि नए राष्ट्रपति को ३० जून तक संवैधानिक न्यायालय के सामने शपथ दिलाई जाएगी और राष्ट्रपति के पास सभी अधिकार होंगे।
    इस बीच, मोहम्मद मुर्सी की जीत के मुस्लिम ब्रदरहुड के दावे को
 प्रतिद्वंदी उम्मीदवार शफीक के समर्थकों ने चुनावी धोखा बताया है। चुनाव परिणामों की आधिकारिक घोषणा कल की जाएगी।

    ईरान के परमाणु कार्यक्रम के मुद्दे पर दुनिया के छह ताकतवर देशों अमरीका, ब्रिटेन, फ्रांस, रूस, चीन और जर्मनी के साथ मॉस्को में हुई ईरान की वार्ता किसी नतीजे पर नहीं पंहुच सकी। हमारे संवाददाता ने बताया है कि दो दिन तक चली बातचीत में फैसला किया गया कि तीन जुलाई को इस्तांबुल में फिर बैठक होगी, जिसमें तकनीकी पहलुओं पर विचार किया जाएगा।

    इस्तान्बुल और बग़दाद में पिछले दो दौर की बातचीत की तर्ज पर ही मोस्को में ईरान के विवादस्पद परमाणु कार्यक्रम पर बातचीत विफल रही। पश्चिमी देशों के साथ ईरान अपने-अपने रुख पर अड़े रहे। दो दिन की बैठक के बाद पश्चिमी देशों की प्रतिनिधिमंडल की नेता और यूरोपीय संघ की विदेश नीति मामलों की प्रमुख कैथरीन मेरी एस्टर्न ने कहा कि दोनों पक्षों के बीच काफी मतभेद हैं मगर यह अब ईरान पर निर्भर करता है कि वह अंतर्राष्ट्रीय चिंताओं को दूर करे। पश्चिमी देशों की मांग है कि ईरान यूरेनियम संवर्धन को बीस फीसदी से नीचे लाएं। फोदो संयंत्र को बंद करें और संवर्धित यूरेनियम को दूसरे देशों को भेजे मगर ईरान अपनी जिद पर अड़ा है कि यूरेनियम संवर्धन उसका अधिकार है और आर्थिक प्रतिबंध हटाए जाने चाहिए। अतुल तिवारी आकाशवाणी समाचार।

    भारत और रूस अगस्त में दक्षिण-पूर्व रूस के बरयातिया में आतंकवादी और विद्रोही गतिविधियों की रोकथाम के लिए संयुक्त सैनिक अभ्यास करेंगे। इन्द्र-२०१२ नाम के इस अभ्यास में दोनों देशों के करीब ढ़ाई-ढाई सौ सैनिक अपने-अपने युद्धकौशल का प्रदर्शन करेंगे। युद्धाभ्यास के पहले चरण में भारतीय सैनिक रूस के सैन्य उपकरणों की कार्यशैली से परिचित होंगे। उसके बाद दोनों देशों के सैनिक संचालन प्रक्रियाओं का संयुक्त प्रशिक्षण लेंगे।

    सरकार ने कहा कि देश में एक ऐसी व्यवस्था की जरूरत है जिसके तहत लोग बगैर सबसिडी के अपने संसाधनों से हज पर जा सकें।  नई दिल्ली में हज प्रबंधन के बारे में एक सम्मेलन के मौके पर अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद ने संवाददाताओं से कहा कि नई व्यवस्था ऐसी होनी चाहिए जिसमें कोई सबसिडी न हो और कम खर्च में हज के लिए जाना संभव हो सके।

    पाकिस्तानी सेना ने कल युद्ध विराम का उल्लंघन कर जम्मू कश्मीर के पुंछ सेक्टर में भारतीय चौकियों को निशाना बनाकर गोलीबारी की। सेना के प्रवक्ता ने जम्मू में बताया कि पाकिस्तानी सेना ने दिन में लगभग दस बजे कृष्णा घाटी क्षेत्र में नियंत्रण रेखा के पास भारत की अग्रिम चौकियों पर लगभग १५ मिनट तक गोलीबारी की। भारतीय सेना ने सयंम बरता। इस घटना में किसी के हताहत होने की  खबर नहीं है। हमारे संवाददाता ने बताया है कि पुंछ सेक्टर में पिछले नौ दिनों के दौरान पाकिस्तानी सेना द्वारा युद्ध विराम के उल्लंघन की यह पांचवीं घटना है। भारतीय सेना ने पाकिस्तानी सेना से फ्‌लैग मीटिंग करने को कहा है।

    कर्नाटक उच्च न्यायालय अवैध खनन मामले में राज्य के पूर्व मुख्यमंत्री बी एस येदियुरप्पा, उनके पुत्रों और दामाद की अग्रिम जमानत की अर्जी पर आज फैसला सुनाएगा। न्यायाधीश सुभाष बी अदी ने दोनों पक्षों की दलीलें सुनने के बाद अपना आदेश सुरक्षित रखा था।

    हिमाचल प्रदेश में मंडी की सत्र अदालत ने चौतारा गांव से पिछले सप्ताह गिरफ्तार ताईवान के आठ नागरिकों को रिहा करने का आदेश दिया है। उनके वीजा समाप्त हो गये थे तथा उनकी गतिविधियों पर संदेह पैदा हो गया था। अदालत ने प्रत्येक पर दस हजार रुपए का जुर्माना भी लगाया है। ये सभी लोग पहले ही सात दिन तक पुलिस हिरासत में रह चुके हैं, इसलिए उन्हें रिहा कर दिया गया।

In a big success for
India, the G20 countries have agreed to give priority to investment in infrastructure in developing countries as a way to stimulate global growth, which has been stunted due to the faltering world economy and the Eurozone crisis. A 14-page declaration was released at the end of the seventh summit of the Group of 20 developed and developing countries in Los Cabos in Mexico. Stating that eradicating poverty and inclusive, sustainable and balanced growth remain the core objectives of the G 20 development goals, the declaration reaffirmed the commitment of the grouping to work with developing countries particularly low income nations to fulfill internationally agreed millennium development goals.
The declaration said the G-20 will intensify its efforts to create a more conducive environment for development, including infrastructure development. It also committed itself to taking all necessary actions to strengthen global growth, restoring confidence besides enhancing job creation. It said the Eurozone members of the grouping will act to safeguard the integrity and stability of the region, improve functioning of financial markets and break the feedback loop between the sovereigns and the banks.
Dwelling at length on the crisis in
Europe, the declaration said the G 20 remains committed to reducing imbalances by strengthening deficit countries' public finances with sound and sustainable policies that take into account the evolving economic conditions. The declaration said, member countries are firmly committed to open trade, investment, expanding markets and resisting protectionism in all its forms to ensure sustained global economic recovery, jobs and development.

The Prime Minister Dr. Manmohan Singh has said that the Los Cabos declaration only reflects India's initiative that investment on infrastructure in developing countries can play a major role in strengthening development and in stimulating global recovery. In a statement after the conclusion of the summit, the Prime Minister said there was general agreement among leaders of the G-20 nations that policy in all countries must shift to strengthenging growth and the most urgent problem that must be tackled is to reduce uncertainty in the Euro zone. He said, the G20 countires have responded to the need to enhance the resources of IMF to enable it to play its role in  the current situation. On India's contributing 10 billion dollars to the IMF, Dr. Singh said it reflects the recognition that as a responsible player in the global community India has to play its part.
Briefing newsmen in Los Cabos, the Secretary of the Department of Economic Affairs Mr R.Gopalan said, there would be follow up on this front after the summit.


    "This time it has gone into the final document of the leaders declaration. You will find reference to infrastructure requirements of developing countries. What would it entail is that in various work streams that will take place subsequently, this will be brought to the fore through the finance channel or development channel. How this is to be taken forward will be worked out and then we will get some good results out of it."

Reserve Bank of India Governor D Subbarao has said that inflation at current levels is unacceptable and it is the collective responsibility of the government, the central bank and industry to revive economic growth. Addressing the annual general meeting of the Indian Merchants Chamber in Mumbai last evening, Subbarao said India's growth story is still credible but not inevitable. Subbarao also pointed out that global crises, especially in the euro-zone, movement of oil and commodity prices along with domestic factors like policy reforms and progress of the monsoon would decide the growth-inflation outlook going forward. Regarding fiscal deficit, Mr Subbarao said that the government should cut unproductive expenditure to lower fiscal deficit and not by resorting to high taxes.

The Reserve Bank has extended the 2 per cent interest subsidy scheme by another year on rupee export credit to the labour-oriented and small scale sectors. The RBI, in its circular, said that exporters of handicrafts, handlooms, readymade garments, processed agriculture products and carpets will be eligible for interest subvention to be available upto the 31st of March next year. It will be effective from the 1st of April this year. Besides, sports goods and toys exporters would also be eligible for such benefit.

The Government has decided to allocate 5 million tonnes of additional foodgrains to poor families and allow sale of 3 million tonnes of wheat to bulk users at cheap rates. This will cost the exchequer a total of 10,000 crore rupees. The decison to this effect was taken in a meeting of the Empowered Group of Ministers, EGoM headed by the Finance Minister Mr. Pranab Mukherjee in New Delhi yesterday. Food and Consumer Affairs Minister Prof. K V Thomas told reporters after the meeting that for above poverty line or APL families, the government had allocated 2 million tonnes of foodgrains last fiscal, but only about 50 per cent was lifted by states. Our correspondent reports, the decision comes in the backdrop of the government facing a storage crunch.

 Renouned Scientist Sekhar Basu took charge as Director of the Bhabha Atomic Research Centre or BARC. He played a key role in the development of the atomic reactor for India's indigenous nuclear submarine, INS Arihant. Pakistan People's Party leader Makhdoom Shahabuddin has emerged as a strong contender for the post of the premier, after the Supreme Court disqualified Prime Minister Yousuf Raza Gilani, following his conviction for contempt of court. Shahabuddin, who belongs to the Seraiki belt in the southern part of Punjab province, has held several portfolios in Gilani's Cabinet since 2008. Tourism Minister Subodh Kant Sahai yesterday launched the clean India pilot project at Qutab Minar in the national capital. प्रधानमंत्री डॉ० मनमोहन सिंह मैक्सिको में लॉस काबोस में जी-ट्वेंटी शिखर सम्मेलन में भाग लेने के बाद आज सुबह ब्राजील में रियो दी जिनेरियो के लिए रवाना हो गये, जहां वे रियो प्लस ट्वेंटी शिखर सम्मेलन में भाग लेंगे। तीन दिन के इस सम्मेलन में १९३ देश भाग ले रहे हैं। वैश्विक घटनाक्रम के बारे में यह महत्वपूर्ण शिखर सम्मेलन आज शुरू हो रहा है। इसमें आर्थिक संकट के बीच पर्यावरण संबंधी चुनौतियों से निपटने के उपायों पर एक बार फिर विचार होगा। वैश्विक नेताओं से एक ओर जहां पर्यावरण और सामाजिक मुद्दों को हल करने के लिए एक समझौते पर पहुंचने का आह्‌वान किया जा रहा है, वहीं दूसरी ओर प्रधानमंत्री डॉ० मनमोहनसिंह एक साझा सिद्धान्त, लेकिन अलग अलग जिम्मेदारियों पर जोर देंगे।
अमरीका के राष्ट्रपति बराक ओबामा, जर्मनी की चांसलर एंगला मार्कल और ब्रिटेन के प्रधानमंत्री डेविड कैमरून इस सम्मेलन में भाग नहीं ले रहे हैं। अमरीका की विदेशमंत्री हिलेरी क्लिंटन अपने देश के प्रतिनिधिमंडल का नेतृत्व करेंगी। उम्मीद है कि भारत, यूरोपीय संघ द्वारा पेश हरित अर्थव्यवस्था के नियमो पर अपना विरोध प्रकट करेगा। इससे पहले जी-ट्वेंटी शिखर सम्मेलन की समाप्ति के बाद एक वक्तव्य में डॉ० मनमोहनसिंह ने कहा कि लॉस काबोस घोषणा से भारत के इस विचार की पुष्टि होती है कि विकासशील देशों के बुनियादी ढांचे में निवेश से आर्थिक वृद्धि की रफ्‌तार तेज होगी और इससे वैश्विक मंदी से उबरने में महत्वपूर्ण सहायता मिलेगी। प्रधानमंत्री ने कहा कि जी-ट्वेंटी देशों के नेताओं के बीच इस बात पर आम सहमति थी कि सभी देशों की नीति आर्थिक वृद्धि को मजबूत करने पर केन्द्रित होनी चाहिए और इस समय सबसे बड़ी जरूरत यूरोजोन में अनिश्चितता को कम करना है।  डॉक्टर सिंह ने कहा कि मौजूदा स्थिति में अंतर्राष्ट्रीय मुद्रा कोष के लिए संसाधन बढ़ाने की आवश्यकता को देखते हुए जी-२० देशों ने सकारात्मक कार्रवाई की है। अंतर्राष्ट्रीय मुद्राकोष को भारत के दस अरब डॉलर के योगदान के बारे में डॉ० मनमोहन सिंह ने कहा कि विश्व समुदाय में एक जिम्मेदार देश होने के नाते भारत को अपनी भूमिका निभानी होगी। इस बारे में हमने आर्थिक विशेषज्ञ जयंतो राय चौधरी से बातचीत की।     

यूरो को क्राइसिस से बचाने के लिए फंड तैयार करना। ये बात बहुत दिनों से चल रही थी, बल्कि पिछले साल जब कान से मीटिंग हुई थी जी-२० की और उससे पहले पेरिस में अर्थ-मंत्रियों की बैठक हुई थी। उसमें भी यह बात तय हुआ था कि जितने भी देश है जी-२० गुट के जितने देश है, वो कुछ न कुछ पैसे डालेंगे एक फंड में आईएमएस में और वहां से पैसा दिया जाएगा यूरोजोन को क्राइसिस से बचाने के लिए। शर्त ये था कि पहले यूरोप बताये कि वो कितना पैसा खुद डालने के लिए तैयार है, वो बात तय होने के बाद जी-२० के गुट के देश इसमें तय किये। पर भारत का यह दबाब था कि सिर्फ यूरोप को बचाने के लिए पैसा न दिया जाए, बल्कि जो बाकी डवलपिंग वर्ल्ड है, जिनकी हालात माली हालात इस क्राइसिस के लिए बहुत ज्यादा अच्छा नहीं है, उनको भी बचाने के लिए कुछ बंदोबस्त किया जाए। इस बात कुछ मद्देनजर देखकर रखते हुए वर्ल्ड बैंक को रि-फाईनेंस करने की भी बात तय हुई है और यही इसी में भी कह सकते है एक तरीके से भारतीय मान्यता, भारतीय डेप्लोमेसी की जीत हुई।

ब्रिटिश प्रधानमंत्री डेविड कैमरून ने कहा है कि उन्होंने फॉकलैंड द्वीप समूह की प्रभुसत्ता के बारे में अर्जेंटीना के राष्ट्रपति क्रिस्टीना फर्नांडेस द किरचनर से जी-२० शिखर बैठक में पत्र लेने से इंकार कर दिया। श्री कैमरून के अनुसार उन्होंने राष्ट्रपति क्रिस्टीना से कहा कि अजेर्ंटीना को इन द्वीप वासियों की भावनाओं का आदर करना चाहिए। ये लोग प्रभुसत्ता के मुद्दे पर अगले साल जनमतसंग्रह में मतदान करेंगे। उधर, एक संवाददाता सम्मेलन में अर्जेंटीना के विदेश मंत्री हैक्टर टाइमरमैन ने ब्रिटेन से अनुरोध किया है कि वह फॉकलैंड द्वीपों के भविष्य पर विचार विमर्श करे। उनके अनुसार अर्जेंटीना गणराज्य संयुक्त राष्ट्र के उस प्रस्ताव को स्वीकार करता है जिसमें कहा गया है कि मालविनास वास्तव में ब्रिटेन और अर्जेंटीना गणराज्य के बीच एक मुद्दा है। टाइमरमैन ने कहा कि उनका देश बातचीत के लिए तैयार है और वह इस प्रतीक्षा में है कि श्री कैमरून बातचीत के लिए तैयार हो जाएं।

पाकिस्तान में सत्तारूढ़ पाकिस्तान पीपल्स पार्टी ने प्रधानमंत्री युसुफ रजा गिलानी को सुप्रीम कोर्ट द्वारा अयोग्य ठहराये जाने के बाद इस पद के लिए वरिष्ठ नेता मखदूम शहाबुद्दीन का नाम मनोनीत किया है। मीडिया की खबरों के अनुसार आज सुबह राष्ट्रपति आसिफ अली जरदारी की अध्यक्षता में पाकिस्तान पीपल्स पार्टी के वरिष्ठ नेताओं की बैठक में ये फैसला किया गया। बैठक में संसद के निचले सदन, नेशनल असेम्बली का कल अधिवेशन बुलाने का भी फैसला किया गया, जिसमें सदन के नये नेता का औपचारिक रूप से चुनाव होगा। पाकिस्तान पीपल्स पार्टी या राष्ट्रपति की तरफ से आधिकारिक तौर पर इस बारे में कुछ नहीं कहा गया है।
इससे पहले पाकिस्तान पीपल्स पार्टी की केन्द्रीय कार्यकारी समिति और इस पार्टी के नेतृत्व वाले सत्तारूढ़ गठबंधन के नेताओं की दो अलग अलग बैठकों में इस बारे में विचार विमर्श हुआ। दोनों बैठकों में पाकिस्तान पीपल्स पार्टी के अध्यक्ष आसिफ अली जरदारी को नया प्रधानमंत्री चुनने का अधिकार दिया गया। प्रधानमंत्री पद के उम्मीदवार के बारे में औपचारिक घोषणा आज तीसरे पहर पाकिस्तान पीपल्स पार्टी के संसदीय दल की बैठक के बाद किये जाने की उम्मीद है।

फ्रांस ने कहा है कि अगर ईरान अपनी परमाणु गतिविधियों से संबंधित वार्ता में गंभीर नहीं है तो उसके खिलाफ आर्थिक प्रतिबंध और कड़े किए जाने चाहिए। परमाणु कार्यक्रम के बारे में ईरान के साथ मॉस्को में हुई वार्ता विफल हो गई है। विश्व की बड़ी शक्तियों के समूह की मुख्य वार्ताकार कैथरीन एैशटन ने कहा है कि दोनों पक्षों में विस्तृत बातचीत हुई और दोनों का रुख़ कड़ा और दो-टूक था। ईरान के प्रमुख वार्ताकार सईद जलीली ने विश्व शक्तियों और ईरान के बीच दो दिन की वार्ता को गंभीर बताया और यह भी कहा कि यूरेनियम परिष्कृत करना ईरानी लोगों का हक है और ईरान इससे पीछे नहीं हट सकता। दोनों पक्षों में किसी बात पर भी सहमति नहीं हो पाई है। राजनयिकों का कहना है कि किसी और दौर की उच्चस्तरीय वार्ता की फिलहाल कोई उम्मीद नहीं है।

सीरिया में संयुक्त राष्ट्र के निरीक्षण मिशन के प्रमुख जनरल रॉबर्ट मूड ने कहा है कि देश में हिंसा बढ़ने से वहां के लोगों की हालत बहुत खराब होती जा रही है। वे सीरिया में संयुक्तराष्ट्र शांति योजना की स्थिति के बारे में कल देर रात बंद कमरे में सुरक्षा परिषद की बैठक में बोल रहे थे। उन्होंने कहा कि सीरिया में निगरानी रखने वाले संयुक्तराष्ट्र के प्रतिनिधियों की उपस्थिति के मुद्दे की प्रतिदिन समीक्षा की जा रही है।  और ब्यौरा हमारे संवाददाता से-

सुरक्षा परिषद को संबोधित करते हुए सीरिया में संयुक्त राष्ट्र पर्यवेक्षक मिशन के प्रमुख जनरल रॉबर्ट मूड ने कहा कि बढ़ते खून खराबे और पर्यवेक्षकों की जान पर खतरे के बीच वहां मिशन को स्थगित करना पड़ा। उन्होंने बताया कि मिशन के अगले कदम के बारे में हर रोज समीक्षा हो रही है। जनरल मूड ने साफ किया कि अन्नान शांति योजना के पालन की निगरानी के काम की फिर से शुरूआत के लिए सीरिया सरकार और विपक्ष को हिंसा रोकनी होगी। साथ ही उन्होंने कहा कि पर्यवेक्षक मिशन की सुरक्षा और उसे कहीं भी जाने की गारंटी देनी होगी। जनरल मूड ने कहा कि सीरिया सरकार से इस बारे में सकारात्मक जवाब मिला है और मिशन को अब विपक्ष के जवाब का इंतजार है। इस मौके पर संयुक्त राष्ट्र शांति सेना के प्रमुख हार्व लाड्सोस ने कहा कि अन्नान शांति योजना ही सीरिया संकट के हल का एक मात्र रास्ता है और कोई दूसरी योजना इस बारे में तय नहीं की गई है। अतुल तिवारी, आकाशवाणी समाचार।

पिछले साल काबुल में एक च्चिया मस्जिद में बम हमले के मामले के सिलसिले में दो लोगों को गिरफ्तार किया गया है। खबरों में अफगानिस्तान के एटार्नी जनरल मोहम्मद इच्चाक अलोको के हवाले से बताया गया है कि दोनों ने ६ दिसम्बर को च्चिया मुसलमानों के सबसे पवित्र दिन यौमे अच्चूरा के मौके पर मस्जिद पर हमले में अपना हाथ होना कबूल कर लिया है। अफगानिस्तान की राजधानी काबुल में पिछले साल हुए इस घातक हमले में महिलाओं और बच्चों समेत ८० से अधिक लोग मारे गये थे। श्री अलोको ने आरोप लागाया है कि इस हमले की साजिच्च पाकिस्तान के उत्तर-पच्च्िचमी शहर पेच्चावर में प्रांतीय खुफिया एजेंसियों ने रची और इसका मकसद अफगानिस्तान में साम्प्रदायिक दंगे भड़काना था।

पाकिस्तान की सुरक्षा एजेंसियों ने ईरान से लगने वाली अपनी सीमा पर अलकायदा के लिए काम करने वाले फ्रांसिसी मूल के व्यक्ति नामेन मैज+ीसे को गिरफ्तार किया है। पाकिस्तान के सरकारी मीडिया का कहना है कि मैजीसे दूसरे देशों में अलकायदा के लिए काम करने वाला एक प्रमुख व्यक्ति है और उसका नाम सबसे अधिक वांछित व्यक्तियों वाली सूची में शामिल था। कुछ मीडिया रिपोर्टों में कहा गया है कि इस संगठन के लिए काम करने वाले मैज+ीसे के यूरोपीय जेहादी गुटों से संबंध हैं। खबरों में यह नहीं बताया गया है कि उसे कब गिरफ्तार किया गया।

दक्षिण-पूर्व तुर्की में कुर्द विद्रोहियों और सेना के बीच घमासान लड़ाई में २६ लोग मारे गए हैं, जिनमें अट्ठारह विद्रोही और आठ सैनिक शामिल हैं। खबरों के अनुसार कुर्दिस्तान वर्कर्स पार्टी के करीब सौ लड़ाकों ने इराकी सीमा के निकट हक्कारी प्रांत में तीन सैनिक चौकियों पर हमले किए, जिनमें आठ सैनिक मारे गए और उन्नीस घायल हो गए। बाद के संघर्ष में तुर्की सैनिकों ने अट्ठारह विद्रोहियों को मार गिराया।
हाल में तुर्की ने कुर्द अल्पसंख्यकों की शिकायतों पर ध्यान देने और तीस साल पुराने संघर्ष को समाप्त करने के प्रयास शुरू कर दिए हैं।

असम के कारबी आंगलोंग जिले में आज तड़के सुरक्षा बलों ने कारबी पीपल्स लिबरेशन टाइगर्स-के पी एल टी के तीन उग्रवादियों को मार गिराया। कारबी आंगलोंग के पुलिस अधीक्षक बी सी छेत्री ने बताया कि सूचना मिलने पर असम पुलिस और सेना ने शांतिपुर पुलिस थाने के तहत बाड़पुंग -तारापुंग इलाके में संयुक्त कार्रवाई की और दोनों ओर से गोलीबारी में ये उग्रवादी मारे गए। वरिष्ठ पुलिस अधिकारी तत्काल घटनास्थल के लिए रवाना हुए। समझा जाता है कि इस महीने की दस तारीख को कारबी आंगलोंग जि+ले में एक निर्माणाधीन विद्युत परियोजना के १७ मजदूरों के अपहरण के पीछे के पी एल टी का हाथ था।

कर्नाटक उच्च न्यायालय के न्यायाधीश सुभाष बी आदि, अवैध खनन मामले में पूर्व मुख्यमंत्री बी एस येदियुरप्पा और उनके संबंधियों की अग्रिम जमानत याचिकाओं पर आज तीसरे पहर आदेश देंगे। श्री येदियुरप्पा के अलावा उनके पुत्रों सांसद-बी वाई    राघवेन्द्र और बी वाई विजेन्द्र तथा दामाद आर एन सोहन कुमार ने सीबीआई की अदालत द्वारा १३ जून को उनकी याचिकाएं खारिज किये जाने के बाद उच्च न्यायालय में अग्रिम जमानत की याचिकाएं दायर की हैं। अवैध खनन की जांच के लिए केन्द्रीय अधिकार प्राप्त समिति की सिफारिशों के आधार पर उच्चतम न्यायालय के निर्देश पर सीबीआई इन आरोपों की जांच कर रही है। हमारे संवाददाता ने बताया है कि एक राजनीतिक घटनाक्रम में श्री येदियुरप्पा के वफादार विधायकों ने एक बार फिर राज्य में नेतृत्व परिवर्तन की मांग की है और मुख्यमंत्री सदानंद गौडा से विधायक दल की बैठक बुलाने को कहा है।

राष्ट्रपति पद के चुनाव के लिए माहौल गरमाया हुआ है। एनडीए के संयोजक शरद यादव ने कहा है कि राष्ट्रपति पद के उम्मीदवार को अंतिम रूप देने के लिए विचार विमर्श जारी है। आज सुबह नई दिल्ली में संवाददाताओं से बातचीत में श्री यादव ने कहा कि अगर जरूरत पड़ी तो एनडीए के सभी सहयोगी दलों की उचित समय पर बैठक बुलाई जाएगी।
फैसले में इसी तरह से देर लगती है। राष्ट्रपति का चुनाव वो सब इलैक्ट्र कालेज है, एमएलए है, एमपी है उसका है, तो सब पार्टियों से राय मशविरा करना आप क्या सोचते है, गलत है। मेरे कहे से कोई किसी से नहीं बात हो रही और जनता समझ जाएगी कि मैं क्या कह रहा हूं।

केन्द्रीय विधि और न्याय तथा अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद ने कहा है कि पिछड़े वर्गो के लिए २७ प्रतिशत आरक्षण में से पिछड़े अल्पसंख्यकों के लिए आरक्षण का गलत मतलब निकाला जा रहा है। आज भोपाल में अखिल भारतीय वक्फ बोर्ड सम्मेलन को संबोधित करते हुए श्री खुर्शीद ने कहा कि सरकार ने पिछड़े अल्पसंख्यकों के लिए आरक्षण के बारे में जल्दबाजी में फैसला नहीं लिया है और उच्चतम न्यायालय ने इस मामले में अभी अपना अंतिम फैसला नहीं दिया है। उन्होंने कहा कि उच्चतम न्यायालय की नियमित पीठ जुलाई में इस मामले पर सुनवाई शुरू करेगी।

पंजाब के वित्त मंत्री परमिन्दर सिंह ढींढसा ने आज विधानसभा में २०१२-१३ के लिए पांच लाख सात हजार छह सौ अड़तालीस करोड़ रूपये का बजट पेश किया जिसमें तीन हजार एक सौ उन्नतीस करोड़ रूपये का राजस्व घाटा दिखाया गया है। बजट में कृषि और सम्बद्ध क्षेत्रों को प्राथमिकता दी गई है जिनके लिए आवंटन में ५२ फीसदी की बढ़ोतरी की गई है। बजट अनुमानों से पता चलता है कि इस वित्त वर्ष के अंत तक ८७ हजार पांच सौ १८ करोड़ रूपये का बकाया कर्ज रहेगा। वित्त मंत्री ने फिजूल खर्ची रोकने के उपायों के रूप में सरकारी खर्च में दस प्रतिशत की कटौती का प्रस्ताव किया है। केन्द्र द्वारा प्रायोजित योजनाओं के लिए राज्य के अंशदान के रूप में पर्याप्त धनराशि रखने का प्रस्ताव है।

प्रसार भारती के मुख्य कार्यकारी अधिकारी जवाहर सरकार ने कहा है कि आकाशवाणी और दूरदर्शन के लगभग ढाई हजार रिक्त अधीनस्थ पदों पर ४५ दिन में स्टाफ चयन आयोग के जरिये भर्ती कर ली जाएगी। हैदराबाद में आज उन्होंने वरिष्ठ अधिकारियों के साथ इन सार्वजनिक प्रसारण संगठनों के काम काज की समीक्षा की। श्री सरकार ने कहा कि जिन कर्मचारियों को पिछले १५ वर्षों में पदोन्नति नहीं मिली है उन्हें पदोन्नत करने की दिशा में जल्दी ही पहल की जाएगी। उन्होंने कार्यक्रमों को रचनात्मक ढंग से पेश करने पर जोर दिया।
इससे पहले श्री सरकार ने एक कार्यक्रम में जोर देकर कहा कि मीडिया के जरिये लोगों में सामाजिक मूल्यों के प्रति चेतना जगाई जानी चाहिए ताकि देश विश्व में एक प्रमुख शक्ति बनकर उभरे। वे आज सवेरे हैदराबाद स्थित राम कृष्ण मठ में स्वामी विवेकानंद की १५०वीं जयंती समारोह के सिलसिले में आयोजित कार्यक्रम में बोल रहे थे। श्री सरकार ने तेलुगू, तमिल, कन्नड़ और मलयालम भाषाओं में स्वामी विवेकानंद के जीवन और उपदेशों के बारे में पुस्तकों का लोकार्पण किया।

गुजरात में आज रात एक बजकर ४४ मिनट पर कच्छ क्षेत्र और अन्य भागों में भूकम्प आया जो रिक्टर पैमाने पर पांच दशमलव एक मापा गया। अहमदाबाद के निकट भूकम्पीय अनुसंधान संस्था के अनुसार बाद में भी देर तक झटके महसूस किये गए। भूकम्प का केन्द्र कच्छ जिले में ढोलाविरा के २६ किलोमीटर दक्षिण-पूर्व में था। किसी के हताहत होने या सम्पत्ति को नुकसान पहुंचने की कोई खबर नहीं है।

असम में बाढ़ की स्थिति सुधर रही है। नलबाड़ी और बारपेटा जि+लों में बाढ़ का पानी घट रहा है, लेकिन मोरीगांव जि+ले के लहरीघाट में नदी के किनारों में कटाव से चार सौ से अधिक परिवारों को सुरक्षित स्थानों पर पहुंचाना पड़ा है। इस बीच, बारपेटा जि+ला प्रशासन द्वारा कल बाढ़ पीड़ित परिवारों को अनुग्रह राशि भी दी गई। हमारे संवाददाता ने बताया है कि बारपेटा में गोहरपाम में आज एक और शव मिलने के बाद राज्य में हाल की बाढ़ में मरने वालों की संख्या दस हो गई है।

सरकारी आंकड़ों के मुताबिक ३० हजार लोग राहत शिविरों में रह रहे है। जिला प्रशासन बाढ़ प्रभावित लोगों में राहत के सामान बांट रहे हैं। अब तक छह सौ क्विंटल चावल, ९५ क्विंटल दाल और डेढ़ सौ लीटर तेल दिये गये है। पीने का पानी साफ करने के लिए स्वास्थ्य विभाग हेलोजन की गोलियां भी बांट रहे है। बारपेटा और नलबाड़ी जिले में ३९ चिकित्सा दल और दो मोबाइल बोट क्लीनिक तैनात किये गये है। बारपेटा जिला प्रशासन नियंत्रण कक्ष के जरिये बाढ़ और राहत कार्यो की निगरानी कर रहे है। मानस प्रतीम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

सरकार ने अस्पतालों में तपेदिक रोग की पहचान के लिए रक्त जांच की आयातित एलिसा किट पर प्रतिबंध लगा दिया गया है। इस बारे में गठित विशेषज्ञ दल की जांच-पड़ताल के बाद केंद्रीय स्वास्थ्य मंत्रालय ने सिरो-डायग्नोस्टिक किट के आयात पर यह कहते हुए प्रतिबंध लगा दिया है कि इसकी जांच में खामियां पाई गई  और इससे रोग की सही पहचान नहीं हो पाती। सरकारी अधिसूचना में कहा गया है कि इस किट के इस्तेमाल से मानवीय जीवन को खतरा उत्पन्न हो सकता है। हालांकि इसका विकल्प भी उपलब्ध है। भारतीय औषधि महानियंत्रक - डी.सी.जी.आई. द्वारा गठित विशेषज्ञ दल ने पता लगाया है कि तपेदिक की जांच के लिए की गई अधिकतर रक्त जांच सही नहीं होती, इसलिए इस किट का इस्तेमाल उचित नहीं होगा। हमारे संवाददाता ने खबर दी है कि अधिकतर एलिसा किट्स फ्रांस और ब्रिटेन से आयात की जाती हैं। हालांकि इन देशों में तपेदिक मरीज+ों के मामले में इस किट का इस्तेमाल नहीं होता। विश्व स्वास्थ्य संगठन ने हाल ही में सलाह दी है कि तपेदिक की पहचान के लिए रक्त जांच पर तुरंत प्रतिबंध लगा दिया जाना चाहिए। उसका यह भी कहना था कि विशेषकर यह रोक निजी अस्पतालों में की गई रक्त जांच पर लगाई जानी चाहिए। इस तरह की रक्त जांच के खिलाफ सबूत के बावजूद भारत में लगभग पंद्रह लाख तपेदिक मरीजों की जांच सिरो-डायग्नोस्टिक किट से की जाती है। इस तरह की जांच पर मरीज+ों का लगभग पचहत्तर करोड़ रुपये सालाना खर्च होता है।

आकाशवाणी के कोहिमा केन्द्र की निदेशक श्रीमती एन नाखरो का लम्बी बीमारी के बाद आज सवेरे निधन हो गया। वे ५९ वर्ष की थीं। श्रीमती नाखरो १९७७ से इस केन्द्र में कार्यरत थी।

The Prime Minister Dr. Manmohan Singh left Los Cabos in Mexico this morning after attending the G-20 Summit, for Rio De Janeiro in Brazil to attend the Rio+20 summit. The three-day meeting will be attended by 193 nations. The crucial summit will kick off later today in a fresh bid to rally the world behind a common environmental blueprint amid economic woes and discord. As calls go out to world leaders to commit to reaching an accord that addresses the most pressing environment and social woes, Dr. Manmohan Singh is expected to pitch for the principle of common but differentiated responsibility during the meeting.
US President Barack Obama and leaders of Germany and Britain -- Angela Merkel and David Cameron -- are not attending the two-day Summit, known as United Nations Conference on Sustainable Development. Secretary of State Hillary Clinton is leading the US delegation. India is also expected to voice its opposition to the Green Economy norms as propagated by the European Union.
Earlier in a statement after the conclusion of the G-20 summit, Prime Minister Dr. Manmohan Singh said that the Los Cabos declaration only reflects India's initiative that investment on infrastructure in developing countries can play a major role in strengthening development and in stimulating global recovery. The Prime Minister said there was general agreement among leaders of G-20 nations that policy in all countries must shift to strengthening growth and to reduce uncertainty in the Euro zone. He said the G20 countries have responded to the need to enhance the resources of the IMF to enable it to play its role in  the current situation. On India's contributing 10 billion dollars to the IMF, Dr Singh said it reflects the recognition that as a responsible player in the global community India has to play its part. The station master and a railway porter were abducted today from a railway station between Madhupur in Jharkhand and JhaJha in Bihar allegedly by Maoists. Train services on the Howrah-Delhi Main line were disrupted after the incident. Eastern railway sources in Kolkata said, the station master and the porter were abducted at around 1030 hours.

Prime Minister's communication advisor Pankaj Pachauri and and Political Editor of Nai Dunia Vinod Agnihotri were selected for  Ganesh Shankar Vidyarthi Award 2008 for their contribution in Hindi journalism. But both could not be present to receive the award being on tour with the Prime Minister. Professor Yashpal was also honoured with Atmaram Award for their outstanding contribution in the field of Science and Technology literature in Hindi. The Government has banned readymade imported ELISA kit for blood tests in hospitals to detect tuberculosis,TB. Following the findings of an expert group, the Union health ministry has banned the import of sero-diagnostic kits, ELISA, saying it is giving inconsistent and imprecise results leading to wrong diagnosis of the air-borne disease. The official gazette notification says, their use is likely to involve risk to human beings, and safer alternatives are available. An expert group, set up by the Drug Controller General of India, had found that blood tests are mostly inaccurate for TB detection.  The committee has said it is not advisable to use blood tests and hence should be banned. Our Correspondent reports, most of these ELISA kits are imported from France and the UK. However, these countries themselves do not approve the same tests for clinical use on their own TB patients. The World Health Organization, in its first-ever negative policy recommendation, recently called on governments to immediately ban blood tests prescribed and used to detect TB, mainly in the private sector. Despite the evidence against blood tests to detect TB, experts say 15 lakh TB serological tests are estimated to be done in India, with patients spending an estimated 75 crore rupees annually on such tests.

In Assam, security forces killed 3 Karbi People’s Liberation Tigers, KPLT militant early this morning in Karbi Anglong district. Karbi Anglong’s Superintendent of Police B. C Chetri said that, acting on a tip off, Assam Police and Army launched a joint operation at Barpung -Taarapung area under Shantipur Police Station and killed the militants after a gun battle. Senior police officials rushed to the spot. It may be recalled that, the KPLT is suspected to be behind the kidnapping of 17 workers of an under-construction power project in Karbi Anglong district on the 10th of this month.

Justice Subhash B Adi of the Karnataka High Court will pronounce this afternoon the orders on the anticipatory bail plea of former Chief Minister B S Yeddyurappa and his kin in the illegal mining case. Besides Yeddyurappa,his sons B Y Raghavendra, MP and B Y Vijendra and son-in-law R N Sohan Kumar have also sought advance bail after a CBI court rejected their petitions on June the 13th. The CBI is probing the charges on the apex court directive, based on recommendations of the CEC set up by it to look into illegal mining.

India and Russia are preparing to hold their annual joint counter-terrorism and counter-insurgency army war game in August this year in Buryatia in southeast Russia. The exercise, to be called Indra-2012, will witness about 250 troops from each side matching their skills and understanding each other's standard operating procedures in exercises to eliminate terrorists and insurgents. According to Army headquarters, the war game will take place at a training area in Buryatia, which falls under the Russian Army's Eastern Command.
The last Indra exercise was held in
India's Uttarakhand state in October 2010, to carry out synchronised counter-terrorism operations.

The Chief of the Naval Staff, Admiral Nirmal Verma has said that the Indian Navy’s prominence along the eastern sea coast has enhanced in the recent past and the Eastern Naval Command has much greater role to play in the days to come. Speaking on the Naval Investiture Ceremony 2012 held at Visakhapatnam, Admiral Verma said the anti-piracy measures taken by the staff and the officers of the Command have yielded results. He said, the menace of the pirates has drastically reduced due to the efforts by the Navy.

 An earthquake, measuring 5.1 on the Richter scale, jolted the Kutch region and other parts of Gujarat in the wee hours today. According to the Institute of Seismological Research, near Ahmedabad, the quake struck at 0144 hrs and left aftershocks till late morning. It had its epicenter at 26 Km South-East of Dholavira in Kutch district.  There were no reports of any casualties or damage to property.

In Assam, the overall flood situation has slightly improved. Water level has receded in Nalbari and Barpeta districts. But continuous river bank erosion at Laharighat in Morigaon district forced the administration to shift more than 400 families to safer places. Administration yesterday distributed ex gratia to the families of the flood victims. The death toll in recent flood mounted to ten in the state. A report.

"As the water level receded, a few relief camps are likely to be vacated within a day or two. 23 thousand inmates have taken shelter at various relief camps. Relief materials are being distributed by the administration to the flood affected people. Health department is also distributing Halogen tablets to purify drinking waters. 39 medical teams and two mobile boat clinics are being deployed in Barpeta and Nalbari. Prasar Bharati Chief Executive Officer Jawhar Sircar has said, about 2500 subordinate posts lying vacant in All India Radio and Doordarshan will be filled through the Staff Selection Commission within 45 days. Reviewing the functioning of the Public Broadcasters with senior officials in Hyderabad today, he said the process will be initiated soon to accord promotions to those officials who did not get it in the last 15 years. He laid emphasis on creative presentation of programmes.

The ruling Pakistan People's Party has nominated senior leader Makhdoom Shahabuddin for the post of premier following the Supreme Court's disqualification of Prime Minister Yousuf Raza Gilani. The decision was taken at a meeting of senior PPP leaders President Asif Ali Zardari early this morning. The meeting also decided to convene a session of the National Assembly tomorrow to formally elect the new leader of the House. There is no official word on the development from the PPP or the presidency.   
The move came in the wake of two separate meetings of the PPP's central executive committee and the leaders of the ruling coalition led by the PPP. Both meetings had authorised Zardari, the head of the PPP, to choose the new premier. A formal announcement about the nominee for the post of premier is expected later this afternoon.      
Reports say leaders of the ruling coalition have assured Zardari of their full support for the election of the new premier.

In Turkey, 26 people including 18 rebels and 8 soldiers have been killed in the severe fighting in the south eastern region of the country. Reports say, around 100 fighters from the rebel Kurdistan Workers’ Party attacked three army outposts in the Hakkari Province near the Iraqi border, killing eight soldiers and wounding 19 others. In subsequent clashes, Turkish troops killed 18 rebel fighters.

The head of the UN Supervisory Mission in Syria, General Robert Mood has said that the suffering of the Syrian people is getting worse amid escalating violence in the country. He briefed a closed door session of the UN Security Council late last night on the status of the UN peace plan in Syria. He said the presence of UN monitors in Syria is being reviewed on a daily basis. Our West Asia Correspondent has filed this report:

"General Robert Mood told U S Secretary Council that the monitoring operations of the UN mission was suspended in the wake of significant risks to the lives of unarmed Observers. He said the decision to suspend the monitoring activities of U
NSMIS is being reviewed on a daily basis. The first condition for the suspension to be lifted would be a significant reduction in the violence by both the sides. Plus there has to be a commitment by both the Government and the opposition to the observers’ safety and security, as well as their freedom of movement. He said the Syrian Government has responded positively but no word has come yet from the opposition. On this occasion the Chief of the UN peacekeepers Mission, Herve Ladsous made it clear that there is no plan B and the six-point Annan peace plan remains the only point of reference for a settlement of the  crisis in Syria.. Afghan national police in conjunction with the NATO-led troops have eliminated 17 anti-government militants across the country over the past 24 hours. The Interior Ministry said in a statement today that the units of national police backed by army and the NATO-led coalition force have killed 17 armed rebels in Helmand, Zabul, Ghazni and Khost provinces. However, it did not say if there were any casualties on the security troops. Taliban militants fighting the government have yet to comment.

France says sanctions against Iran must be tightened unless Iran negotiates seriously in discussions  over its nuclear activities. The latest talks with Iran about its nuclear programme abandoned without progress. The Chief negotiator for the group of world powers, Catherine Ashton said the two sides had detailed, tough and frank exchanges. Iran's Chief Negotiator Saeed Jalili described the two days of negotiations as serious and he repeated Iran's position that the enrichment of uranium was the inalienable right of the Iranian people. The two sides have not been able to find common ground. Diplomats said in Moscow that there was no guarantee of another round of high level talks.

In Egypt, General Said Abbas, a member of the ruling military council has said, the former President Hosni Mubarak suffered a stroke and is not clinically dead as reported in the media earlier. Conflicting reports had earlier appeared stating the former Egyptian strongman was clinically dead. The 84-year-old is said to have had a stroke and was moved from prison to life support in an army hospital, where he is believed to be in a coma. The former president has been portrayed as being in poor health by officials for the past year, arriving in court on a stretcher during a trial for his role in the killings of demonstrators who helped overthrow him during last year’s uprising. He was found guilty of the charges on June 2 and sentenced to life imprisonment.

In Japan, one man was killed and fifty were injured as a powerful typhoon bringing heavy rain and strong winds cut across the country's main island Honshu overnight.  Authorities said, over 400 flights were cancelled, while road and rail transport was badly affected. Authorities issued evacuation orders for more than 150,000 people in central, eastern and northeastern Japan, with warnings of dangerous landslides from the heavy rain. As typhoon Guchol - turmeric in a Micronesian language - crossed north of Tokyo overnight, winds of up to 125 kilometres per hour were recorded.

The Australian Weather Bureau Outlook has indicated of an El Nino weather pattern developing in August and September this year. It said, most climate models surved point to the appearance of this weather anomaly. El Nino is an unusual warming of the ocean surface around equatorial Pacific. Our correspondent reports, the phenomenon is often associated with bad southwest monsoons in India. The Australian Bureau of Meterology said, even though temperatures in the tropical Pacific were still within normal range, the ocean was slowly warming up. It further said, the studies suggest the warming will continue over the coming months. El Nino conditions occur when the monthly average temperature of the ocean surface is at least 0.5 degrees above normal.

The Sensex at the Bombay Stock Exchange opened 72 points, or 0.4 per cent higher, at 16,932, this morning, on continued buying by funds and retail investors, amid firm Asian markets. But later, in afternoon trade, the Sensex turned very volatile, and after slipping briefly into the red, again moved up, to stand 32 points, or 0.2 percent in the positive zone, at 16,8,92 a short while ago. Meanwhile, global rating agency, Fitch has cut the rating outlook of 11 India-based financial institutions, including State Bank of India, ICICI Bank, and Punjab National Bank, to negative.   
Key stock indices in Japan, Singapore, Taiwan, South Korea, Hong Kong and Indonesia were up by between 0.5 percent and 1.2 percent, today, on hopes of more monetary easing by the US central bank. The US Dow Jones Industrial Average had ended 0.8 per cent higher in yesterday's trade.

The rupee appreciated by 5 paise to 55.91 against the American currency in early trade today on the Interbank Foreign Exchange on dollar selling by exporters, amid a higher opening in the stock market. Forex dealers said, dollar weakness against a basket of other Asian currencies overseas also supported the rupee.

Crude slid in Asia today. New York's main contract, light sweet crude for delivery in July, fell 19 cents to 83.84 dollars a barrel on its last trading day and Brent North Sea crude for August delivery shed 13 cents to 95.63 dollars.

Union minister for law and justice and minority affairs Salman Khursheed has said that the sub quota for the backward minorities under 27 per cent quota for the backward classes has been misunderstood. Addressing All India Waqf Board Conference in Bhopal today, he said that the government has not taken decision in haste on reservation to the backward minorities and Supreme Court has not given its final verdict on the matter yet. He said that a regular bench of Supreme Court will begin hearing on this issue in July.
