भारतीय प्रेस परिषद ने चुनावों के दौरान पैसा देकर खबरे लगवाने की घटनाओं को चुनावी धांधली का दर्जा देने की सिफारिश की है। परिषद का सुझाव है कि ऐसे मामले में शामिल लोगों को सजा देने के लिए संबंधित कानूनों में परिवर्तन किया जाना चाहिए। परिषद के दो सदस्यों की उप समिति ने अपनी रिपोर्ट में प्रस्ताव किया है कि जनप्रतिनिधित्व कानून १९५१ में जरूरी संशोधन कर पैसा देकर अखबारों और टीवी चैनलों में खबरें लगवाने की कार्रवाई को भ्रष्टाचार मानते हुए इसके लिये सजा का प्रावधान किया जाए। केंद्रीय सूचना आयोग के निर्देश पर पिछले महीने भारतीय प्रेस परिषद ने उप समिति की इस रिपोर्ट को सार्वजनिक किया था।

सरकार ने नई दूरसंचार नीति का मसौदा जारी कर दिया है। नई नीति लागू होते ही मोबाइल टेलिफोन धारकों को रोमिंग शुल्क नहीं देना होगा और वे एक ही नम्बर रखते हुए सेवा प्रदाता कंपनी बदल सकेंगे यानी नम्बर पोर्टेबिलिटी समूचे देश में लागू हो जाएगी। स्पेक्ट्रम का पारदर्शी आवंटन नई नीति की एक और विशेषता है।
दूरसंचार मंत्री कपिल सिब्बल ने नई नीति जारी करते हुए कहा कि इस नीति का उद्देश्य सभी सेवाओं में एक राष्ट्र एक लाइसेंस की व्यवस्था कायम करना है। नई नीति में ग्रामीण इलाकों में दूरसंचार सेवाओं का विस्तार, ब्रॉडबैंड की तेज गति और ऑपरेटरों को अधिक पूंजी जुटाने का विकल्प शामिल है।

हमारा उद्देश्य मांग पर ब्रॉड बैंड उपलब्ध कराना है। हम चाहते हैं कि ग्रामीण और शहरी दोनों क्षेत्रों में समान और समग्र विकास सुनिश्चित करने के लिए सभी लोग इंटरनेट तथा वेब इकॉनामी का उपयोग करें। हमारा विश्वास है कि दूरसंचार, ब्रॉड बैंड तथा सूचना तकनीकी सेवाओं, नेटवर्क, प्लेटफॉर्म को एक साथ लाया जाये तथा लाइसेंस, पंजीकरण और नियमन तंत्र को और आसान बनाया जाये।

उच्चतम न्यायालय ने २००८ के मुंबई आतंकी हमले के एकमात्र जीवित पाकिस्तानी आतंकवादी अजमल कसाब के मृत्युदंड पर यह कहते हुए रोक लगा दी है कि सभी कानूनी प्रक्रिया का पालन करना होगा। न्यायालय ने कहा कि वह कसाब की अर्जी पर पूरी सुनवाई करना चाहेगा। न्यायालय तेजी से सुनवाई करने पर भी सहमत है। न्यायमूर्ति आफताब आलम और सी के प्रसाद की विशेष पीठ ने कसाब को उसकी विशेष याचिका में संशोधन करने और निचली अदालत में सुनाये गये मृत्युदंड को चुनौती के लिए अतिरिक्त तथ्य पेश करने की भी अनुमति दी। बम्बई उच्च न्यायालय, कसाब की मौत की सजा की पुष्टि कर चुका है।

गुजरात के राज्यपाल द्वारा लोकायुक्त की नियुक्ति के मामले पर गुजरात उच्च न्यायालय के दो न्यायाधीशों की पीठ में एक-राय नहीं है। एक न्यायाधीश ने इसे सही बताया है जबकि दूसरे न्यायाधीश ने इससे असहमति जताई है। हमारे संवाददाता ने खबर दी है कि राज्यपाल कमला बेनीवाल द्वारा २५ अगस्त को न्यायमूर्ति आर. एन. मेहता को लोकायुक्त नियुक्त किए जाने को चुनौती देने वाली राज्य सरकार की याचिका को खारिज करते हुए न्यायाधीश अकिल कुरैशी ने सरकार की इस दलील को खारिज कर दिया कि राज्यपाल ने मंत्रिपरिषद की सहायता और सलाह के बिना ये कदम उठाया था।

गुजरात में लोकायुक्त के मुद्दे पर हाईकोर्ट के विभाजित निर्णय से इस केस में नाटकीय मोड़ आ गया है। हाईकोर्ट की दो जजों की डिवीजन बेंच के वरिष्ठ न्यायमूर्ति श्री अकिल कुरैंशी ने राज्यपाल द्वारा लोकायुक्त की नियुक्ति के फैसले को सही ठहराया है। उन्होंने अपने फैसले में कहा है कि आठ साल से खाली इस पद पर लंबे डेडलॉक के बाद हाईकोर्ट के मुख्य न्यायमूर्ति द्वारा प्रस्तावित नाम पर राज्यपाल का फैसला इन परिस्थितियों में सही है जबकि डिवीजन बैंच की दूसरी जज सोनिया बोकाड़ी ने कुछ मुद्दों पर असहमति जताते हुए इस फैसले को सही नहीं माना है। वे अपना पूरा निर्णय आज सुनाएंगी। योगेश पंड्या, आकाशवाणी समाचार, अहमदाबाद

कर्नाटक में बंगलौर में लोकायुक्त की अदालत ने कल पूर्व मुख्यमंत्री बी. एस. येडियुरप्पा के खिलाफ वकील सिराजिन बाशा की चौथी शिकायत से संबंधित बयान दर्ज किये। सिराजिन बाशा ने पूर्व मुख्यमंत्री पर आरोप लगाया है कि उन्होंने गैर कानूनी तरीके से सरकारी जमीन को आवास परिसर बनाने के लिए आवंटित किया। इस शिकायत से सम्बन्धित बयान दर्ज करने के बाद लोकायुक्त अदालत के न्यायाधीश एन. के. सुधीन्द्र राव ने २० अक्तूबर को मामले की अगली सुनवाई तय की है। इसी दिन बाशा की पांचवी और अंतिम शिकायत पर बयान दर्ज किये जाएंगे।

उत्तर प्रदेश में एक जिला अदालत ने नोएडा क्षेत्र के भट्टा पारसौल गांव में पी.ए.सी. पुलिसकर्मियों के खिलाफ बलात्कार के कथित मामलों का विरोध करने वाली पुनर्विचार अर्जी खारिज कर दी है।
जिला और सत्र न्यायाधीश हेत सिंह यादव ने पुलिसकर्मियों की यह पुनर्विचार अर्जी खारिज की। यह अर्जी पुलिसकर्मियों के खिलाफ बलात्कार मामले में एफ.आई.आर दर्ज करने के मुख्य न्यायिक मजिस्ट्रेट के आदेश के विरूद्ध दायर की गई थी।

अमरीका के टॉमस सार्जेंट और क्रिस्टोफर सिम्स को इस वर्ष का अर्थशास्त्र का नोबेल पुरस्कार देने की घोषणा की गई है।
रॉयल स्वीडिश एकेडमी ऑफ साइंसेज+ के अनुसार उन्हें १५ लाख अमरीकी डॉलर का पुरस्कार मैक्रो इकॉनामी में कारण और प्रभाव पर आधारित अनुसंधान के लिए दिया गया है। अर्थशास्त्र का पुरस्कार अलफ्रेड नोबेल की याद में १९६८ में शुरू किया गया था।

पूर्व केन्द्रीय मंत्री मोहन धारिया को राष्ट्रीय एकता की भावनाओं को बढ़ावा देने के लिए २६वें इन्दिरा गांधी राष्ट्रीय एकता पुरस्कार के लिए चुना गया है। पुरस्कार समिति के सदस्य सचिव मोतीलाल वोरा ने इसकी घोषणा की। पुरस्कार के तहत पांच लाख रूपये नकद और एक प्रशस्ति पत्र दिया जाता है। ये पुरस्कार श्री धारिया को इस महीने की ३१ तारीख को इन्दिरा गांधी राष्ट्रीय एकता पुरस्कार समिति की अध्यक्ष सोनिया गांधी प्रदान करेंगी।

तुर्की की यात्रा पर गए उप राष्ट्रपति मोहम्मद हामिद अंसारी आज तुर्की संसद के अध्यक्ष कामिल सिसेक के साथ प्रतिनिधिमंडल स्तर की बातचीत करेंगे। श्री अंसारी तुर्की के प्रधानमंत्री रिसेप तईप इरडोगन के साथ भी बैठक करेंगे। वे तुर्की के राष्ट्रपति अब्दुल्ला गुल से भी मिलेंगे।

एमबीबीएस में दाखिले के लिए अगले साल से होने वाली प्रस्तावित राष्ट्रीय पात्रता और प्रवेश परीक्षा में नेगेटिव मार्किंग यानी ग़लत उत्तर पर नम्बर काट लिये जाने की प्रणाली का इस्तेमाल नहीं किया जाएगा। भारतीय चिकित्सा परिषद के संचालन मंडल की बैठक में यह फैसला किया गया। परिषद ने फैसला किया है कि दो आवेदकों के एक समान अंक होने की स्थिति में ही नेगेटिव मार्किंग का इस्तेमाल किया जाएगा। परिषद ने वस्तुनिष्ठ प्रश्न रखने की विशेषज्ञ समिति की सिफारिश भी मंजूर कर ली है।

सिक्किम सरकार राज्य में भूकंप प्रभावित क्षेत्रों में तत्काल पुनर्वास के लिए अगले पांच दिनों में केंद्र सरकार को प्रस्ताव भेजेगी। लंबी अवधि के पुनर्वास के प्रस्तावों के बारे में विस्तृत परियोजना रिपोर्ट भी इस महीने के अंत तक केंद्र को भेज दी जाएगी। केंद्रीय गृह मंत्रालय में संयुक्त सचिव शंभू सिंह के नेतृत्व में नौ सदस्यों के केंद्रीय आकलन दल और राज्य सरकार के अधिकारियों के बीच कल शाम गंगटोक में हुई बैठक में यह फैसला किया गया।

असम में ग्वालपाड़ा जिले में सौ साल पुरानी दारंग गिरी केला मंडी में बिक्री चरम पर पहुंच गई है। हमारे संवाददाता ने खबर दी है कि इस मंडी से बांगलादेश, नेपाल, भूटान, बिहार, पश्चिम बंगाल और उत्तर प्रदेश में केला भेजा जाता है।

बारहवीं सीनियर महिला मुक्केबाजी चैम्पियनशिप आज से मध्यप्रदेश की राजधानी भोपाल में शुरू हो रही है। हमारे संवाददाता ने खबर दी है कि छह दिन की इस प्रतियोगिता में २७ टीमों की करीब ढाई सौ महिला मुक्केबाज हिस्सा लेंगी।

जाने माने ग़जल गायक जगजीत सिंह का आज दोपहर मुम्बई के चंदनवाड़ी श्मशानघाट में अंतिम संस्कार किया जायेगा। ७० वर्षीय जगजीत सिंह का मुम्बई के लीलावती अस्पताल में निधन हो गया था।

मिस्र की राजधानी काहिरा में दो समुदायों और सुरक्षा बलों के बीच हुई हिंसक झड़पों में तीन सैनिकों सहित २५ लोग मारे गए। असवान इलाके में एक गिरजाघर पर हुए हमले का विरोध कर रहे इसाई समुदाय के लोगों की सुरक्षा बलों के साथ हुई झड़प के बाद हिंसा भड़क उठी और प्रशासन को काहिरा के तहरीर चौक इलाके में कर्यू लगाना पड़ा। प्रधानमंत्री इसाम शराफ ने इस संकट से निपटने के लिए मंत्रिमंडल की आपात बैठक बुलाई और इलाके में भड़के उपद्रव की तेजी से जांच कराने के आदेश दिये हैं।

इराक में अधिकारियों का कहना है कि बगदाद में हुए सिलसिलेवार धमाकों में नौ लोग मारे गए और अन्य बीस घायल हुए हैं। पुलिस के मुताबिक पहला बम धमाका शिया बहुल इलाके में सड़क किनारे हुआ। इसके कुछ ही मिनट बाद पास में एक और विस्फोट हुआ।
अफ्रीकी संघ के सैनिकों का कहना है कि उन्होंने सोमालिया की राजधानी मोगादिशू में इस्लामी संगठन अल शबाब के उग्रवादियों को उनके उत्तरी गढ़ से खदेड़ दिया है। अफ्रीकी संघ की सेना के जनरल फ्रेड मुगीसा ने संवाददाताओं को बताया कि इस अभियान में सोमालिया की सरकारी सेना ने भी हिस्सा लिया। सुरक्षा बलों और उग्रवादियों के बीच लड़ाई में अफ्रीकी संघ का एक सैनिक और आठ नागरिक मारे गए।

The Press Council of India, the PCI has recommended making 'paid news' a punishable "offence. A two-member sub-committee of the PCI proposed that section 123 of the Representation of the People Act, 1951 be amended by Parliament to make the practice of paying for news coverage in newspapers and television channels during elections an act of corruption and a punishable offence. To eliminate the phenomenon, the sub-committee suggested that PCI guidelines on demarcation of news from advertisements by printing disclaimers, should be strictly enforced by all publications. The committee comprising eminent journalists Paranjoy Guha Thakurta and K Sreenivas Reddy was set up to probe the phenomenon of paid news following allegations that publicity material of some politicians camouflaged as news was being published by some media organisations. The Central Information Commission had directed the PCI last month to make public the report of the sub-committee on paid news as part of the suo motu disclosure mandated under the RTI Act.

Mobile telephone users will be able to make calls without paying roaming charges and change operator outside their circle while retaining the same number, on the implementation of the draft New Telecom Policy. Transparent allocation of airwaves is another highlight of the policy. Unveiling the draft, Telecom Minister Kapil Sibal said the aim is to create One Nation - One Licence across services and service areas.

Strategies to increase rural reach, higher broadband speeds, more funding options for operators and a new law on spectrum allocation and usage are some other highlights of the policy. The new draft policy, which was uploaded on the official website by Communications Minister Kapil Sibal, seeks to de-link allocation of licence to service providers from the award of radio waves. This will pave the way for acquiring air waves through competitive bidding or by sharing it with existing firms. Mr. Sibal also said that after receiving inputs from stakeholders and people at large, the final policy will be unveiled by December. He said, the policy is designed to transform the socio-economic scenario through accelerated, equitable and inclusive economic growth. Mr Sibal said, this can be achieved by laying emphasis on providing affordable and quality services in rural and remote areas.

The Supreme Court has stayed the death sentence awarded to Pakistani terrorist Ajmal Kasab, the lone surviving gunman from the 2008 Mumbai attacks, saying that the due process of law has to be observed. The court noted that it would like to hear Kasab's plea against the death penalty in the Mumbai attack case at length and at the same time agreed to deal with this matter in an expeditious manner. A special bench of justices Aftab Alam and C K Prasad also observed that many people in the country are of the view that the appeal by 24-year-old Kasab should be rejected outright and should not be heard at all. The court permitted Kasab to amend his Special Leave Petition and furnish additional grounds to challenge the sentence awarded by the special court and confirmed by the Bombay High Court.

The Gujarat High Court has pronounced a split verdict on the appointment of Lokayukta in the state by the Governor. A two judge bench was divided on the appointment of Justice RN Mehta as the state Lokayukta. More from our correspondent:
"One of the two Judges of Gujarat High court Division bench Justice Akil Qureshi has rejected the Narandra Modi Government's petition challenging appointment of Lokayukta by the Governor. Justice Qureshi said in his judgement that Lokayukta post in the state was vacant since last 8 years and after the long dead lock over the issue, the Governor has right to take decision in the special situation. The other judge of the bench Justice Sonia Gokani differs on the several points, who will pronounce her detail judgement today. Governor Dr. Kamala had appointed Justice retired RA Mehta as State Lokayukta on 25th August. Yogesh Pandya, AIR News, Ahmedabad."

The Allahabad High Court has directed the concerned officials to submit a report regarding the steps taken to prevent the outbreak of Japanese encephalitis in eastern Uttar Pradesh. The court said the report should be submitted by the 20th of October. The disease has claimed many lives this year. The order was passed by Justice Sunil Ambawani on a contempt application in which it was alleged that despite earlier directions issued by the court, the state government failed to take adequate steps to curb the outbreak of the disease. The court also ordered that a meeting of experts be convened at New Delhi in the next 15 days to chalk out an effective strategy.

Two Americans - Thomas Sargent and Christopher Sims have been awarded the 2011 Nobel prize for economics for research on the relationship between government policy decisions and the economy. The Royal Swedish Academy of Sciences awarded the prize to the American professors for their empirical research on cause and effect in the macro-economy. The prize committee said, the winners developed methods for addressing questions such as how economic growth and inflation are affected by a temporary increase in the interest rate or a tax cut. The committee said, the research is especially relevant as governments in Europe and the United States struggle with policy choices to deal with high debt while boosting lagging economies.

The Vice President Mohammed Hamid Ansari, who is on a visit to Turkey, will hold delegation level talks with the Speaker of the Turkish Grand National Assembly Cemil Cicek today. Mr. Ansari will also hold meetings with the Prime Minister of Turkey Recep Tayyp Erdogan later in the day. He will also call on the President of Turkey Mr. Abdullah Gul.
Earlier yesterday, Mr Ansarı saıd, Indıa and Turkey will exchange views on the developments in the region besıdes achieving a more vıable commercial relationship with Turkey. Speakıng to reporters on board the specıal aircraft en route to Ankara from New Delhi, he also hinted at enhancing Indo-Turkey cooperation on the Afghan issue. Mr Ansari said, that Turkey has started playing a pro-active role in politics of its own region with Europe on the one side and the Asian landmass on the other.

India has taken over as chairman of the United Nations South Asian Regional Commission for Tourism. This was announced at the ongoing United Nations World Tourism Organisation, the UNWTO conference at Gyeongju in South Korea. The chairmanship of the commission was with Iran for the last four years.

The Sikkim government will submit its immediate rehabilitation proposals to the Centre within the next five days. Detailed Project Reports for long term rehabilitation proposals will also be submitted by the end of this month. This was decided at a meeting of the nine member Central Assessment Team led by the Joint Secretary in the Union Home Ministry Shambhu Singh and officials of the State Government in Gangtok last evening.

In Assam, sales have reached an all time high at the century old Darang Giri banana market at Goalpara district. Bananas from the market are being supplied to Bangladesh, Nepal, Bhutan, Bihar, West Bengal and Uttar Pradesh from Darang Giri. A report from our correspondent:

प्रधानमंत्री मनमोहन सिंह ने आज नई दिल्ली में सेना के तीनों अंगों के कमान्डरों के सम्मेलन का उद्घाटन किया। सम्मेलन में संचालन संबंधी तैयारियों से जुड़े विभिन्न मुद्दों, क्षमता बढ़ाने तथा सामरिक और प्रशासनिक पहलुओं पर विशेष रूप से चर्चा होगी।

भारत फार्मा क्षेत्र के नये उद्यमों में शत-प्रतिशत विदेशी निवेश की अनुमति जारी रखेगा। औषधि और फार्मास्युटिकल क्षेत्र में प्रत्यक्ष विदेशी निवेश नीति पर चर्चा के लिए प्रधानमंत्री डॉ० मनमोहन सिंह की अध्यक्षता में कल रात नई दिल्ली में हुई बैठक में ये फैसला लिया गया। सरकारी विज्ञप्ति के अनुसार इस व्यवस्था से देश में मैन्युफैक्चरिंग क्षमता बढ़ाने, प्रौद्योगिकी प्राप्त करने और फार्मा क्षेत्र का विकास करने में मदद मिलेगी, लेकिन फार्मा क्षेत्र के मौजूदा उद्यमों के मामले में विदेशी निवेश प्रोत्साहन बोर्ड की स्वीकृति मिलने के बाद छह महीने की अवधि के लिए प्रत्यक्ष विदेशी निवेश की अनुमति रहेगी। ये फैसला भी किया गया कि भारतीय स्पर्धा आयोग को और सशक्त बनाया जाएगा, ताकि विलय और अधिग्रहण की गतिविधियों पर प्रभावी निगरानी रखी जा सकें। इससे सार्वजनिक स्वास्थ्य से जुड़ी चिन्ताएं और फार्मा क्षेत्र में प्रत्यक्ष विदेशी निवेश आकर्षित करने में संतुलन रखा जा सकेगा।
बैठक में, वित्तमंत्री प्रणब मुखर्जी, स्वास्थ्यमंत्री गुलाम नबी आजाद, वाणिज्य मंत्री आनंद शर्मा, फार्मास्युटिकल रसायन मंत्री एम.के. अलागिरी और योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने हिस्सा लिया।
इस वर्ष देश के गेहूं उत्पादक राज्यों में मॉनसून की अच्छी बारिश होने से गेहूं का उत्पादन रिकार्ड, आठ करोड़ साठ लाख टन होने का अनुमान है। नई दिल्ली में संवाददाताओं से बातचीत में कृषि सचिव पी० के० बसु ने बताया कि अच्छी बारिश से खेतों में पर्याप्त नमी है और इन इलाकों में धूप खिली हुई है। इसके अलावा कहीं से कीट लगने का समाचार नहीं है। जलाशयों में भी पर्याप्त पानी का भंडार है जो सिंचाई की आवश्यकता को पूरा करेगा। उन्होंने कहा कि इन अनुकूल परिस्थितियों को देखते हुए किसान पूरे उत्साह से गेहूं बोने के लिए खेत तैयार कर रहे हैं। श्री बसु ने बताया कि इस वर्ष आठ करोड़ चालीस लाख टन गेहूं उत्पादन का लक्ष्य रखा गया है लेकिन अनुकूल परिस्थितियों से इसमें बीस लाख टन का इजाफा होने की आशा है। कृषि सचिव ने बताया कि पिछले गेहूं का रिकार्ड आठ करोड़ ५९ लाख टन से कुछ अधिक उत्पादन हुआ था। हमारे संवाददाता का कहना है कि मध्य अक्तूबर से शुरू रबी सीजन में देश में गेहूं, सरसों, चना, मटर तथा जौ की खेती बड़े पैमाने पर की जाती हैं।
वाणिज्य मंत्री आनंद शर्मा ने कहा है कि सरकार विदेशी मुद्रा दरों में हो रहे उतार-चढ़ाव को रोकने के प्रभावी उपाय करेगी। आज नई दिल्ली में व्यापार बोर्ड की बैठक में वैश्विक व्यापार, आर्थिक मंदी के प्रभाव को रोकने के नीतिगत उपायों और प्र+क्रियाओं को सरल बनाने पर चर्चा हुई। विदेश व्यापार नीति से जुड़े मुद्दों पर विचार विमर्श के लिए बोर्ड और सरकार के बीच परामर्श जारी रखने पर भी जोर दिया गया। वर्तमान अन्तर्राष्ट्रीय आर्थिक परिवेश में निर्यात बढ़ाने की दीर्घावधि और अल्पावधि नीति के उपायों पर भी विचार किया गया। बैठक में प्रमुख उद्योग प्रतिनिधि भी हिस्सा ले रहे है।
उत्तरप्रदेश के लोकायुक्त न्यायमूर्ति एन० के० मेहरोत्रा ने मायावती सरकार के पूर्व श्रममंत्री बादशाह सिंह को महोबा जिले में अपने पैतृक शहर में सरकारी जमीन पर कब्जा करने का दोषी करार दिया है। लोकायुक्त ने बादशाह सिंह के नाम पर किसी भी संवैधानिक पद के लिए विचार नहीं करने की भी सिफारिश की है। न्यायमूर्ति मेहरोत्रा ने महोबा के एक स्थानीय नागरिक की शिकायत पर जांच की थी। मुख्यमंत्री को भेजी रिपोर्ट में उन्होंने सरकार को बादशाह सिंह से जमीन वापस लेने और उन पर उत्तरप्रदेश जमींदारी उन्मूलन तथा भूमि सुधार अधिनियम के तहत जुर्माना लगाने को कहा है। लोकायुक्त ने राज्य सरकार से एक महीने के भीतर कार्रवाई रिपोर्ट देने को कहा है।
हमारे संवाददाता ने खबर दी है कि मुख्यमंत्री मायावती ने मउदाहा से विधायक बादशाह सिंह को भ्रष्टाचार के आरोपों में हाल ही में अपने मंत्रिमंडल से हटा दिया था। बादशाह सिंह लोकायुक्त द्वारा दोषी ठहराये गए मायावती सरकार के चौथे मंत्री हैं।
इलाहाबाद उच्च न्यायालय ने उत्तर प्रदेश के स्वास्थ्य अधिकारियों को निर्देश दिया है कि वे राज्य के पूर्वी भागों में मष्तिष्क ज्वर को फैलने से रोकने के लिए उठाए गए कदमों के बारे में एक रिपोर्ट २० अक्तूबर तक न्यायालय को दें। इस बीमारी ने इस वर्ष कई जानें ली हैं। न्यायमूर्ति सुनील अम्बवानी ने यह आदेश न्यायालय की अवमानना के मामले में सुनवाई करते हुए दिया। आरोप है कि न्यायालय के निर्देशों के बावजूद राज्य सरकार इस बीमारी से निपटने के लिए पर्याप्त कदम उठाने में विफल रही है।
असम के मुख्यमंत्री तरूण गोगोई ने दरांग जिले के बेछीमाड़ी साप्ताहिक हाट में कल हुई पुलिस फायरिंग की न्यायिक जांच के आदेश दिये है। उन्होंने फायरिंग में मारे गए लोगों के परिजनों को तीन-तीन लाख रूपये देने की घोषणा की है और किसानों को उनके पटसन का उचित मूल्य दिलाने का भरोसा दिया है।
अपने पटसन की सही कीमत की मांग कर रहे किसानों की उग्र भीड़ पर काबू पाने के लिए पुलिस ने गोली चलाई, जिसमें चार किसान मारे गये और १७ घायल हो गये। राष्ट्रीय राजमार्ग संख्या ५२ को रोककर किसान पुलिसकर्मियों पर ईंट पत्थर फेंक रहे थे, इसलिए पुलिस को गोली चलानी पड़ी। हमारे संवाददाता के अनुसार अब स्थिति नियंत्रण में बताई गई है।
अरूणाचल प्रदेश में कल से चार दिनों तक बंद रखे जाने से जनजीवन अस्त-व्यस्त हो गया है। आज एक गु्रप के बंद रखने और एक गु्रप के रैली निकालने की कोशिश से स्थिति तनावपूर्ण हो गई। रैली निकालने वालों की कई जगहों पर बंद समर्थकों से झड़+पे हुई। राज्य की राजधानी के विवेक विहार इलाके में आज सवेरे झड़पों में लगे गु्रपों को तितर-बितर करने के लिए पुलिस ने कई बार हवा में गोलियां चलाई। बंद समर्थकों ने आज कुछ वाहनों को आग लगा दी। मुख्य स्थानों से पथराव, टायर जलाने और सड़कों पर रूकावटें पैदा करने की खबरें तो मिली है, लेकिन किसी के हताहत होने की सूचना नहीं है। ईटानगर और नहरलागून शहरों में सुरक्षा बढ़ा दी गई है।
मणिपुर में कांगलेइपाक कम्युनिस्ट पार्टी का प्रमुख चिरॉम टिकेन उर्फ सुनील मैती आज सवेरे पुलिस मुठभेड़ में मारा गया। पुलिस सूत्रों ने बताया कि मुठभेड़ पश्चिमी इम्फाल जिले के यमनम हुइड्रॉम क्षेत्र में हुई। पुलिस ने उसके कब्जे से नौ एम एम की एक पिस्तौल और दो राउंड गोलिया बरामद की हैं।
मणिपुर पुलिस ने केसीपी प्रमुख को जिन्दा या मृत पकड़ने के लिए एक लाख रूपये का ईनाम रखा था। हमारे संवाददाता ने खबर दी है कि इस महीने की तीन तारीख को सुनील मैतेई पुलिस के कब्जे से भाग निकला था। इस सिलसिले में पोरोम्पट थाना के प्रभारी पुलिस अधिकारी सहित नौ पुलिसकर्मियों को निलंबित कर दिया गया था।
आन्ध्रप्रदेश के तेलंगाना क्षेत्र में आम हड़ताल के २९वें दिन भी जनजीवन प्रभावित है। राज्य सरकार के कम्रचारी, शिक्षक और सिंगरेनी कोयला श्रमिक अपना आंदोलन जारी रखे हुये है, लेकिन राज्य सड़क परिवहन निगम के कुछ कर्मचारियों ने हड़ताल समाप्त कर दी है।हमारे संवाददाता को बताया है कि करीब एक हजार बसें कड़ी सुरक्षा के बीच चलायी जा रही हैं।
राज्य परिवहन निगम के कुछ कर्मचारियों द्वारा हड़ताल वापस लेने से इस क्षेत्र में २३ दिन बाद बस सेवा आंशिक रूप से शुरू हो गई है। पुलिस की मदद से एक हजार से अधिक बसें चलाये जाने से लोगों को राहत मिली है। परिवहन निगम के अधिकारियों के अनुसार कुछ कर्मचारी जो मुख्यतः राष्ट्रीय मजदूर संघ की तेलंगाना इकाई के सदस्य हैं, अब भी हड़ताल पर हैं और अलग राज्य की मांग को लेकर प्रदर्शन कर रहे हैं। इस बीच तेलंगाना संयुक्त संघर्ष समिति ने १५ अक्टूबर से प्रस्तावित तीन दिन का रेल रोको आन्दोलन स्थगित कर दिया है। आकाशवाणी समाचार के लिए हैदराबाद की रिपोर्ट के साथ दिल्ली से मैं निखिलेश पाठक।
झारखंड के पलामू जिले में लेसलीगंज पुलिस थाने के सोहरी गांव में नक्सलियों के दो गुटों के बीच लगभग घंटे भर गोलीबारी हुई। हमारे रांची संवाददाता ने सरकारी सूत्रों के हवाले से बताया है कि पुलिस ने सीपीआई माओवादियों और टी पी सी गुट के नक्सलियों के बीच हो रही गोलीबारी के इलाकों को चारों तरफ से घेर लिया है। समझा जाता है कि इस क्षेत्र में अवैध वसूली पर नियंत्रण के लिए दोनों पक्षों के बीच गोलीबारी हो रही है।
गुजरात में अहमदाबाद के सत्र न्यायालय ने गिरफ्तार आईपीएस अधिकारी संजीव भट्ट की जमानत याचिका पर आज आगे सुनवाई शुरू की। शहर की एक अन्य अदालत ने कल उसकी पुलिस रिमान्ड के लिए
दाखिल पुनर्विचार याचिका पर सुनवाई ३० नवम्बर तक के लिए स्थगित कर दी थी। भट्ट को एक पुलिस कांस्टेबल के.डी. पंत का बयान जबरन दर्ज करने की शिकायत पर गिरफ्तार किया गया। हमारे संवाददाता ने खबर दी है कि निलम्बित आईपीएस अधिकारी संजीव भट्ट को ३० सितम्बर को गिरफ्तार किया गया था और अहमदाबाद की जिला अदालत द्वारा पुलिस रिमान्ड नामंजूर किये जाने के बाद उसे न्यायिक हिरासत में भेज दिया गया था।
इससे पहले भट्ट ने उच्चतम न्यायालय में दायर हलफनामे में
गोधराकांड के बाद हुए दंगों में मुख्यमंत्री नरेन्द्र मोदी के कथितरूप से शामिल होने का आरोप लगाया था। बाद में राज्य सरकार ने अनधिकृत रूप से ड्यूटी से अनुपस्थित होने का आरोप लगाकर उसे निलम्बित कर दिया था।
सिक्किम सरकार राज्य में भूकम्प प्रभावित क्षेत्रों में तत्काल पुनर्वास के लिए अगले पांच दिनों में केंद्र सरकार को प्रस्ताव भेजेगी। लंबी अवधि के पुनर्वास के प्रस्तावों के बारे में विस्तृत परियोजना रिपोर्ट भी इस महीने के अंत तक केंद्र को भेज दी जाएगी। केंद्रीय गृहमंत्रालय में संयुक्त सचिव शंभू सिंह के नेतृत्व में नौ सदस्यों के केंद्रीय आकलन दल और राज्य सरकार के अधिकारियों के बीच गंगटोक में हुई बैठक में यह फैसला किया गया। राज्य के राहत आयुक्त बी.के. खरेल ने बताया है कि केंद्रीय दल ने राज्य को करीब ढाई सौ प्री-फेब्रीकेटेड सामुदायिक भवन उपलब्ध कराने का आश्वासन दिया है जिनमें बेघर हुए लोगों को शरण दी जाएगी और भूकम्प में नष्ट हुए स्कूलों के बच्चों की पढ़ाई कराई जाएगी।
जलवायु परिवर्तन के बारे मे दक्षिण अफ्रीका में अगले महीने होने वाले १७वें सम्मेलन कॉप सेवेन्टीन के अस्थायी एजेन्डा मे ंभारत ने बौद्धिक संपदा अधिकार, समानता पर आधारित स्थायी विकास और एकतरफा व्यापार उपायों जैसे मुद्दों को शामिल करने का प्रस्ताव किया है। सरकार ने इन तीनों अत्यंत महत्वपूर्ण मुद्दों को एजेण्डा में शमिल करने का प्रस्ताव, जलवायु परिवर्तन के बारे में संयुक्त राष्ट्र ढाचांगत समझौते से सम्बद्ध प्रारूप सम्मेलन के सचिवालय को भेजा है। पर्यावरण और वन मंत्रालय के वक्तव्य में कहा गया है कि हालांकि २०१० के कानकुन सम्मेलन में भारत और अनेक विकासशील देशों ने ये मुद्दें उठाये थे, लेकिन इन पर समुचित ध्यान नही दिया गया। भारत ने अपने प्रस्ताव में कहा है कि जलवायु-अनुकूल प्रौद्योगिकियों के विकास, इस्तेमाल, विस्तार और हस्तांतरण संबंधी बौद्धिक सम्पदा कानूनों की व्यवस्था के लिए प्रभावी और चुस्त वैश्विक तंत्र होना चाहिए। प्रस्ताव में ये भी कहा गया है कि समानता के सिद्धान्त की स्पष्ट व्याख्या की जानी चाहिए, ताकि ये तय हो सकें कि वैश्विक पर्यावरण संसाधन, समुचित मानवता की सांझा संपदा है और विकासशील देशों की प्राथमिकतायें पूरी करने के लिए प्रत्येक मानव को इनका इस्तेमाल करने का समान अधिकार है। भारत ने जोर देकर कहा है कि विकासशील देशों को एकतरफा व्यापार उपाय नहीं अपनाने चाहिये, क्योंकि इससे पर्यावरण,, समाज और अर्थव्यवस्था पर प्रतिकूल असर पड़ेगा।

केरल विधानसभा में कोझीकोड़ इंजीनियरिंग कॉलेज में सोमवार को स्टूडेंट फेडरेशन ऑफ इंडिया के सदस्यों पर पुलिस गोलीबारी और लाठीचार्ज की न्यायिक जांच की मांग पर आज भारी शोरगुल हुआ। विपक्षी वाम लोकतांत्रिक फ्रंट के सदस्य प्रश्नकाल शुरू होते ही न्यायिक जांच की मांग जोरशोर से उठाने लगे। इसके बावजूूद अध्यक्ष ने प्रश्नकाल जारी रखा।
बाद में इस मुद्दे पर स्थगन प्रस्ताव के नोटिस पर जवाब देते हुए मुख्यमंत्री ओमन चांडी ने कहा कि छात्रों पर पुलिस गोलीबारी दुर्भाग्यपूर्ण थी। उन्होंने बताया कि पुलिस महानिदेशक को मामले की जांच कर रिपोर्ट देने को कहा गया है। हालांकि गोलीबारी को सही ठहराते हुए मुख्यमंत्री ने कहा कि पुलिस ने आत्म रक्षा में गोली चलाई थी। मुख्यमंत्री के जवाब पर असंतोष व्यक्त करते हुए विपक्ष दोषी पुलिस अधिकारियों के खिलाफ कार्रवाई करने और न्यायिक जांच की मांग करता रहा। विपक्षी सदस्य नारे लगाते हुंए सदन के बीचोबीच भी आ गए। बार-बार अनुरोध के बाद भी जब सदन में शांति बहाल नहीं हुई तो अध्यक्ष ने तेजी से कार्यवाही पूरी की और सदन को दिनभर के लिए स्थागित कर दिया।

बारहवीं सीनियर महिला मुक्केबाजी चैम्पियनशिप आज से मध्यप्रदेश की राजधानी भोपाल में शुरू हो रही है। हमारे संवाददाता ने खबर दी है कि छह दिन की इस प्रतियोगिता में २७ टीमों की करीब ढाई सौ महिला मुक्केबाज हिस्सा ले रही हैं।

म्यामां सरकार ने देश के ६ हजार ३०० कैदियों के लिए माफी की घोषणा की है। लेकिन अभी ये स्पष्ट नहीं है कि जिन लोगों को जेल से रिहा किया जा रहा है उनमें राजनीतिक कैदी शामिल हैं या नहीं। गौरतलब है कि देश के नवगठित मानवाधिकार आयोग ने मीडिया में जारी पत्र में उन कैदियों की रिहाई की मांग की थी जिनमें देश को कोई खतरा न हो। ऐसा माना जाता है कि म्यामां में कम से कम दो हजार राजनीतिक कैदी हैं।
चीन में दक्षिण पश्चिम सिचुआन प्रान्त में १२ दिनों से लापता पर्वतारोहियों की खोज जारी है। स्थानीय अधिकारियो ंने आज बताया कि नौ पर्यटकों, एक स्थानीय गाइड और चार कुलियों के दल के साथ हैज+ी बीहड़ में प्रवेश करते ही सम्पर्क टूट गया। यह स्थान सिचुआन के पर्वतीय अबा जिले का प्रसिद्ध पर्यटन केन्द्र है। नौ में से छह पर्यटकों ने बाहरी गतिविधियां प्रबंधन केन्द्र के साथ रजिस्ट्रेशन करवाया था और इस पर्यटन केन्द्र पर तीस सितम्बर से दो अक्तूबर तक शिविर लगाने की मंजूरी मांगी थी।

न्यूजीलैंड की सरकार का कहना है कि उसके समुद्री तट पर एक जहाज से हो रहा तेल रिसाव देश की सबसे बड़ी पर्यावरण त्रासदी है। अधिकारियों के अनुसार अब तक रेना नामक इस जहाज से कम से कम ३५० टन तेल समुद्र में बह चुका है जो पूर्व के अनुमानों से दस गुणा ज्+यादा है। रेना जहाज बुधवार को तुरांगा बंदरगाह से कुछ दूर एस्ट््र्रोलेव शैवाल द्वीप से टकराकर फंस गया था। न्यूजीलैंड के पर्यावरण मंत्री निक स्मिथ ने संवादाताओं से कहा कि प्रभावित तटीय क्षेत्र के आसपास के लोगों को समुद्र से दूर रहने को कहा गया है। बचाव कार्य जारी हैं।

The Prime Minister Dr. Manmohan Singh today inaugurated the three services Commanders' conference in New Delhi.  The conference is focussing on various issues pertaining to operational preparedness, capacity building, including logistics and other administrative aspects.  Defence sources told our correspondent that restructuring of army headquarters for enhancing vigil at the vulnerable northern and north-eastern sectors and reorientation of army and air force aviation power will be discussed prominently.  Acquisition of fighter aircraft and security of island territory including increased role of navy in the Indian ocean is also likely to come up for discussion.

In Uttar Pradesh,  Lokayukta Justice NK Mehrotra has indicted former labour Minister of Mayawati government Badshah Singh for grabbing government land at his native town in Mahoba district. The Lokayukta has also recommended that Mr. Singh should never be considered for any constitutional post. Justice Mehrotra has sent his report to the Chief Minister after probing the allegations on a complaint lodged by a local resident from Mahoba. He has asked the government that the land should be taken back and a fine imposed on Badshah Singh under the UP Zamindari Abolition and Land Reforms Act. Our correspondent reports that an action-taken report has also been sought from the UP government within a month.
The Chief Minister Mayawati had removed Badshah Singh, an MLA from Maudaha assembly constituency, from her cabinet recently in view of the charges of corruption against him. Singh is the fourth minister in Mayawati government to be indicted by Lokayukta for corruption.

Assam Chief Minister Tarun Gogoi has instituted a judicial inquiry into the police firing incident at Bechimari weekly market in Darrang district. He announced three lakh rupees as compensation to each of those killed. Mr. Gogoi has also assured the Jute growers of taking steps to ensure that they get the right prices for their produce. Four marginal jute cultivators were killed and 17 others sustained injuries yesterday when the police opened fire to control an irate mob, demanding right price for their jute produce. The incident followed a blockade of the national highway number 52 by the jute growers and attack on policemen with stones and bricks leading to the police firing. Our correspondent reports, the current situation is however stated to be completely under control.

In Gujarat, an Ahmedabad session court today resumed the hearing of the bail plea of the arrested IPS officer Sanjiv Bhatt. The same was adjourned for today after yesterday’s hearing. In another city court, a review petition filed by the police for his remand was adjourned yesterday  to the 30th of next month. Bhatt was arrested following a complaint of forcefully recording the statement of a police constable K.D.Pant. AIR Ahmedabad correspondent reports that Suspended IPS officer Sanjiv Bhatt was arrested on the 30th September and sent to judicial custody after Ahmedabad district court rejected his police remand. Earlier, Bhatt had filed an affidavit in Supreme Court alleging complicity by Chief Minister Narendra Modi during post-Godhra riots. Later, he was charge sheeted by the state Government and suspended for alleged unauthorized absence from duty.

In Andhra Pradesh,  normal life in Telangana region continued to be affected today as the ongoing general strike continues. The National Majdoor Union of the state owned Road Transport Corporation has called off their strike, and bus services have been partially restored in the region. However, members of the Telangana unit of the Union are refusing to call off their stir and many buses are still confined to the depots. More from AIR correspondent;
After 23 days, the state owned state Road transport bus services have been partially restored in telangana region with a section of corporation employees calling off their strike. Providing relief to the commuters to some extent, over thousand buses have been operated in the region with the help of police security. According to RTC officials, a section of employees mainly the members of the Telangana Unit of the National Majdoor Union are still on strike and holding protest demonstrations demanding statehood at several depots throughout the region. Meanwhile, the Telangana Joint Action Committee has postponed its scheduled three-day Rail Roko agitation to 15th of this month. On the other hand, the state government has been making unrelenting efforts to reduce the impact of the General Strike underway for the past 29 days on the normal public of the region. In Manipur, Kangleipak Communist Party, KCP-MTF Chief Chirom Tiken alias Sunil Meitei has been killed in an encounter with the Imphal West District Police Commandos in the early hours this morning.  Police sources said, the militant leader was killed at Yumnam Huidrom under Wangoi Police Station in Imphal West District. The Manipur Police had announced a cash reward of one lakh rupees for information leading to the arrest of the KCP-MTF Chief dead or alive.  Nine police personnel including the Officer-in-Charge of the Porompat Police Station were suspended in connection with the escape of Sunil Meitei.

In Jharkhand, two factions of naxals engaged in exchange of fires for one hour in Shohri village under Lesliganj police station in Palamu district. Police sources told our Ranchi Correspondent that the police has started surrounding the area where cadres of CPI (Maoist) and another faction of naxals-TPC, were engaged in firing. It is believed that the infighting among the two naxal groups is for claim of supremacy for collecting levies from the area.

The Allahabad High Court directed the concerned officials to submit a report regarding the steps taken to prevent outbreak of Japanese encephalitis in eastern Uttar Pradesh.The court said the report should be submitted by the 20th October.  The disease has claimed many lives this year.   The order was passed by Justice Sunil Ambawani on a contempt application in which it was alleged that despite earlier directions issued by the court, the state government had failed to take adequate steps to curb the outbreak of the disease which had caused many deaths.   The court also ordered that a meeting of experts be convened at New Delhi in the next 15 days to chalk out an effective strategy.

In Arunachal Pradesh, normal life has been thrown out of gear due to a series of bandh calls spanning four days since yesterday. The situation became tense today with one group going for a bandh call while another group trying to hold a rally. Those holding the rally clashed with bandh supporters at several locations. Police fired several blank rounds to disperse mobs and group clashes at Vivek Vihar area in the state capital this morning. A few vehicles have been set on fire today by bandh supporters. There has been no casualty so far though reports of stone pelting, burning of vehicle tyres and road blockades in prominent locations have been received.

India has proposed to include issues on intellectual property rights, equitable access to sustainable development and unilateral trade measures in the provisional agenda of the 17th meeting of the Conference of Parties, COP 17 to be held in South Africa next month. The proposal to include these three contentious but very important issues have been submitted by the Government to the Secretariat of the United Nations Framework Convention on Climate Change, UNFCCC. A statement by the Environment and Forest ministry stated that these issues have been neglected and not properly addressed in the 2010 Cancun decision despite being raised by India and a large number of developing countries . In its proposal, New Delhi has said that an effective and efficient global regime for management of Intellectual property Rights of climate friendly technologies is critical to the global efforts for development, deployment, dissemination and transfer of such technologies. The proposal also states that the principle of equity must be defined so as to recognize that the global atmospheric resource is the common property of all mankind and each human being has equal entitlement to use of this resource in the interest of meeting the overriding priorities of developing countries. India has also stressed that developed countries should not take recourse to Unilateral Trade Measures as this will have negative environmental, social and economic consequences for the developing countries.

Vietnamese President Truong Tan Sang who is in Banglore on the first leg of his four day State visit to India will arrive in New Delhi this evening. President Truong Tan Sang will visit the IT giant Infosys in Bangalore. The visiting President will hold delegation level talks with the  Prime Minister Dr Manmohan Singh at the Hyderabad House in New Delhi tomorrow to strengthen India-Vietnam bilateral strategic partnership and explore new areas of cooperation. He will also exchange views with the Captains of Industry to enhance Trade and Commerce between the two countries. The bilateral  trade between the two countries stood at around three billion US Dollars in 2009 which was much higher than last year's target. The Vietnamese President will also hold discussions with External Affairs and Defence Ministers besides Leader of the opposition in Lok Sabha on issues of mutual concern.

Five pirates hijacked an Italian cargo ship carrying 23 crew members, including six Indians off the Somali coast. The D'Alesio shipping company said that there has been no contact with the ship since 1014 IST yesterday, when the captain sent a message saying the vessel was under attack and had activated the security operating procedure.  Italian media reports said that there are seven Italians, 10 Ukrainians and six Indian nationals aboard, the ship, which was travelling from Liverpool to Vietnam with a cargo of scrap iron.
Commander Harrie Harrison, spokesman of the EU counter-piracy mission, told AFP that warships and aircraft would search for the missing ship. Italy's foreign ministry said it was closely monitoring the situation.

Myanmar has announced an amnesty for more than 6,300 prisoners.  This follows an appeal by the government appointed Human Rights Commission in Myanmar for the President to free prisoners of conscience.  However it is not clear whether amnesty includes political detainees. In New Zealand, authorities say a cargo ship has leaked significantly more oil than previously thought after it sustained damage. Maritime New Zealand said up to 350 tonnes of Oil has spilled from the vessel Rena since it ran aground Wednesday.  Officials have closed the affected beach and residents close to vulnerable coastlines have been asked to stay out of the water. India and Japan have agreed to cooperate in the field of tourism and infrastructure. Tourism Minister Subodh Kant Sahai met Japanese Minister for Tourism and Infrastructure  Jin Matsubara in Tokyo and discussed opportunities for investment in tourism infrastructure in India. An official press release stated that Japanese government is also keen to invest in Buddhist and Medical Tourism in India. Mr. Matsubara  appreciated the Indian medical systems like Yoga and Ayurveda as both are immensely popular in Japan. He showed keen interest to open more yoga centers in Japan. During the meeting,  Mr. Sahai informed that Indian cultural troupe will participate in the festival of India in Japan. India has taken over as the Chairman of United Nations South Asian Regional Commission for tourism. An official release said, this was announced at the ongoing United Nations World Tourism Organisation (UNWTO) conference at Gyeongju in South Korea.  Addressing the UNWTO meeting, Tourism Minister Subodh Kant Sahai, leading the Indian delegation at Gyeongju, said that it signifies the confidence of various countries in India and the efforts of the Indian government in the promotion of tourism in the country as well as across the globe in a responsible and sustainable manner to achieve inclusive growth.

India will continue to allow 100 percent Foreign Direct Investment for new ventures in the pharma sector.  The decision was taken at a high level meeting chaired by  Prime Minister Dr Manmohan Singh to discuss the FDI policy in drugs and pharmaceutical sector held in New Delhi last night. An official release said, the move will facilitate addition of manufacturing capacities, technology acquisition and development of the pharma sector in the country.
However, in case of existing ventures in the pharma sector, FDI will be allowed for a period of six months after approval from the Foreign Investment Promotion Board, FIPB. It was also decided that the Competition Commission of India will be strengthened for effective oversight on mergers and acquisitions to ensure that there is a balance between public health concerns and attracting FDI in the pharma sector.

Wheat production is expected to touch an all-time high of 86 million tonnes this rabi season as crop prospects look bright on account of good monsoon. Talking to reporters in New Delhi, Agriculture Secretary P K Basu said wheat crop prospects are expected to be encouraging as reports say there will be abundant sunshine and no pest menace in wheat fields during the rabi season. Mr. Basu said that the target of wheat production this year is 84 million tonnes, but it may touch 86 million tonnes. He informed that the country has produced a record 85.93 million tonnes of wheat in the last season.

Veteran ghazal singer Jagjit Singh was cremated at Chandanwadi crematorium in Mumbai today.  Jagjit Singh had passed away yesterday, two weeks after he was admitted to the Lilavati Hospital in Mumbai.  The veteran singer, popularly known as the Ghazal King had gained acclaim together with his wife Chitra Singh in 1970s and 1980s. Jagjeet Singh had sung in several Indian languages like Punjabi, Hindi, Urdu, Bengali, Gujarati, Sindhi and Nepali. He was awarded, the Padma Bhushan, in 2003.  More from AIR correspondent;

प्रधानमंत्री ने आगाह किया है कि आतंकवादी गुटों का आपसी नेटवर्क बहुत सक्रिय और घातक हो गया है, इसलिए उससे उपयुक्त और समन्वित ढंग से निपटने की जरूरत है। डॉ० मनमोहन सिंह ने कहा कि हमारे पडोस में परमाणु प्रसार और परमाणु सुरक्षा गंभीर खतरे बने हुए हैं। वे आज नई दिल्ली में सशस्त्र बलों के कमांडरों के संयुक्त सम्मेलन को सम्बोधित कर रहे थे। प्रधानमंत्री ने कहा कि हमारे पडोस और इस क्षेत्र की अशांत स्थिति को देखते हुए हमें अपने समुद्री तटो, समुद्री क्षेत्रों और द्वीपों की सुरक्षा के साथ-साथ समुद्री मार्ग खुले रखने पर ज्यादा ध्यान देने की जरूरत है। आने वाले समय में साइबर चुनौतियों को चिंता का विषय बताते हुए प्रधानमंत्री ने कहा कि साइबर और सूचना क्षेत्र की लड़ाई परम्परागत लड़ाई के मैदान की परिभाषा ही बदल सकती है।

भारत का निर्यात, मौजूदा वित्त वर्ष में एक अरब अमरीकी डॉलर के लक्ष्य को पार कर जाएगा। वाणिज्य मंत्री आनन्द शर्मा ने आज नई दिल्ली में व्यापार बोर्ड के साथ बैठक के बाद यह जानकारी दी। उन्होंने कहा कि विश्व के आर्थिक संकट का भारतीय अर्थव्यवस्था पर अधिक असर नहीं पड़ेगा, लेकिन कच्चे तेल की कीमतों में उतार-चढ़ाव के कारण ंिचंता बनी रहेगी।
वाणिज्य मंत्री ने बताया कि उनका मंत्रालय उद्योगों को कम ब्याज पर अधिक कर्ज उपलब्ध कराने के लिए वित्त मंत्रालय के साथ सलाह-मश्विरा कर रहा है। उन्होंने यह भी बताया कि सरकार कोशिश कर रही है कि भारत का औषधि उद्योग, चीन को अधिक उत्पादों का निर्यात कर सके।

चीन भारत का सबसे बड़ा व्यापारिक सहयोगी है केवल चिंता का विषय है हमारा विपरित व्यापार संतुलन। क्योंकि हम ज्यादा मूल्य का निर्यात नहीं कर पा रहे हैं। हमें उम्मीद है जिस तरह भारतीय आईटी कम्पनियों के लिए हमें भरोसा दिलाया गया है उसी तरह ज्यादा सरकारी ठेकों और औषधि उद्योग को भी मौका मिलेगा।

ग्रामीण विकास मंत्री जयराम रमेश ने केन्द्र और राज्य सरकारों से प्रशासन में लोगों का विश्वास बहाल करने के लिए मिलकर काम करने का आग्रह किया है। उन्होंने कहा कि इससे नक्सलवाद से निपटने में बहुत मदद मिलेगी। उन्होंने कहा कि इसके लिए प्रशासन को तुरंत और पूरी संवेदना के साथ कार्रवाई करनी होगी और बरसों से हुए अन्याय को दूर करना होगा। श्री रमेश ने कहा कि सरकार की कल्याण योजनाओं का लाभ जनजातीय समुदायों तक पहुंचना सुनिश्चित करने के लिए आदिवासी क्षेत्रों में प्रशासन का पुनर्गठन बहुत जरूरी है। वे आज नई दिल्ली में आकाशवाणी द्वारा आयोजित सरदार पटेल स्मारक व्याख्यान दे रहे थे। उन्होंने कहा कि आंध्रप्रदेश ने ऐसे प्रयास किए जिनका सकारात्मक परिणाम देखने को मिला। लेकिन अब भी बहुत कुछ किए जाने की जरूरत है।
उन्होंने कहा कहा कि नक्सली हिंसा से प्रभावित साठ जिलों की पहचान की गई है और इनके विकास के लिए विशेष कार्यक्रम शुरू किए गए हैं। उन्होंने कहा कि प्रधानमंत्री ग्राम सड़क योजना से इन इलाकों में भूमि संबंधी विवादों को जल्द निपटाने में मदद मिलेगी।

उच्चतम न्यायालय ने गुजरात में गोधरा कांड के बाद के दंगों सम्बन्धी मुकदमों की निगरानी बंद करने के गुजरात सरकार के अनुरोध को एक तरह से नामंजूर कर दिया है और कहा कि अगर इन पर नजर रखने का काम कुछ और महीने चलता है, तो इससे कोई खास फर्क नहीं पड़ेगा। राज्य सरकार ने कहा था कि इन मामलों की निगरानी बंद होनी चाहिए, क्योंकि आरोप पत्र दाखिल कर दिये गए हैं और सुनवाई चल रही है इसलिए यह उच्चतम न्यायालय द्वारा एक समानान्तर व्यवस्था करने जैसा होगा। लेकिन न्यायमूर्ति डी.के. जैन की अध्यक्षता वाली तीन जजों की विशेष पीठ ने कहा कि आरोप पत्र दाखिल होने के बाद किसी मामले की सुनवाई पर नजर रखना कोई नयी बात नहीं है। इन मामलों की निगरानी कुछ और महीने चलने देनी चाहिए। पीठ ने यह भी कहा कि वह राज्य सरकार के अनुरोध पर बाद में विचार करेगी।

गुजरात में गिरतार आईपीएस अधिकारी संजीव भट्ट की जमानत याचिका पर सुनवाई कल तक स्थगित कर दी गई है। कल एक अन्य अदालत ने भट्ट को रिमांड पर लेने के लिए पुलिस द्वारा दायर पुनर्विचार याचिका पर सुनवाई ३० नवम्बर तक स्थगित कर दी थी। संजीव भट्ट को, एक पुलिस कांस्टेबल के.डी. पंत से जबर्दस्ती बयान रिकॉर्ड कराने की शिकायत के बाद ३० सितंबर को गिरतार किया गया था। अहमदाबाद की जिला अदालत द्वारा पुलिस रिमांड में देने की याचिका खारिज कर दिए जाने के कारण उन्हे ंन्यायिक हिरासत में भेज दिया गया था।

दुबई में दो दिनों तक चली अंतर्राष्ट्रीय क्रिकेट परिषद यानी आईसीसी बोर्ड की बैठक के बाद यह निर्णय लिया गया। हालांकि आईसीसी के मुख्य कार्रकारी अधिकारी हारूक युगराट ने कहा कि भारतीय कंट्रोल क्रिकेट बोर्ड अकेला ऐसा बोर्ड नहीं था जो इसका विरोध कर रहा था। लेकिन खेल समीक्षकों का कहना है कि भारतीय क्रिकेट कंट्रोल बोर्ड तकनीक में अचूकता की कमी के कारण इसका लगातार विरोध करता रहा है। इस बीच आईसीसी ने स्पष्ट किया है कि उसके द्वारा आयोजित सभी मैचों में यह तकनीक जारी रहेगी। धीरेन्द्र ओझा आकाशवाणी समाचार दुबई।

The Prime Minister Dr. Manmohan Singh has renewed government's commitment for a strong Lokpal Bill to deal with the menace of corruption. In a letter to Social Activist Anna Hazare, Dr. Singh said that the government is keenly looking at electoral reforms to cleanse the electoral system. He added that the demand of Anna Hazare on the right to reject provision needs political consensus. The Prime Minister's Media Advisor Harish Khare told our correspondent that the Prime Minister has responded to a communication by the Anna Hazare. The Prime Minister made it clear in the letter that the government is going beyond the Lokpal as demanded by team Anna. Meanwhile, Union Law Minister Salman Khurshid has said that the proposed Lokpal will be a powerful, effective and transparent constitutional authority.

The Rural development Minister Jairam Ramesh today urged the states and the Centre to work in cohesion to restore the people's faith in the administration. He said, this will go a long way in addressing the menace of Naxalism. He elaborated for this they have to be prompt and caring and prepared to redress the injustices of the past to stem the tide. The Minister strongly advocated for revamping the administration and governance in tribal areas to ensure that maximum benefits of the welfare programmes reach the tribal communities. Delivering the Sardar Patel memorial Lecture in New Delhi today, organized by All India Radio, he said that Andhra Pradesh attempted this which yielded  positive results but added that more needs to be done. The Minister said, the recent decision of the Union Cabinet to enact a new law on the mines and minerals regulation and development will ensure that tribals are benefited. This law provides for giving royalty to these communities in their respective areas for minerals other than coal. In case of coal, 26 percent of profit will flow to them. Mr. Ramesh called for an expanded role of elected local representatives in the development activities in naxal affected areas. 60 districts have been identified as affected by the naxal violence and special programme has been launched for development of  these areas.

The Prime Minister has cautioned that terrorist groups have become highly networked, more lethal and said, there is a need for appropriate and integrated responses. Expressing anxiety, Dr. Manmohan Singh said that Nuclear proliferation and nuclear security remain a serious threat in the neighbourhood. He was addressing the combined Commanders conference of the Armed Forces in New Delhi today. He asserted that given the volatile situation in the neighbourhood and the region, there is an urgent need to focus more on maritime security, securing the country's coastline and its exclusive economic zone, security of island territories and keeping the sea lanes of communication open. Describing cyber threats as an emerging major source of worry, Dr. Singh pointed out that cyber and information warfare could qualitatively change the concept of a battlefield. The Prime Minister asserted that in this age of rapid information flows and explosion of technologies, one of the most important security imperatives is the ability to respond to these challenges quickly and in an integrated fashion.

Indian Exports will exceed the target of one billion US dollars set for the current financial year. This was stated by Commerce Minister Anand Sharma while talking to reporters after a meeting with the Board of Trade in New Delhi today.  Mr. Sharma said that global economic crisis will not have much  impact on the Indian economy. However, the Minister said that the volatility in the crude prices, remains a matter of concern. He added that Indian exports will maintain the growth momentum attained in the past two years. The Commerce Minister said, the  government is taking various measures to reduce red-tapism and encourage new players in the export sector. Mr. Sharma also said that his Ministry is in consultation with the Finance Ministry to provide more credits to the industry at lesser interest rates. The Commerce Minister also noted that the government is trying to get more access in the Chinese market for the pharmaceutical industries.
China is India's largest trading partner. There is one concern that there is adverse trade balance and we are not exporting much of the value added products and we hope that we will get more access as we have been assured for the Indian IT companies. for the government contracts and also for the pharmaceutical industries.

UPA Chairperson and Congress President, Sonia Gandhi has assured all support to the flood-affected people of Odisha. She has also expressed her deep feelings for the people of the state who have been shaken by two devastating floods recently during her meeting with the Odisha Pradesh Congress Committee president Niranjan Patnaik at New Delhi today. The Odisha PCC chief apprised Sonia Gandhi about the loss of human lives, livestock and crop loss in thousands of acres of farm land in the Odisha flood. He requested Sonia Gandhi to declare adequate compensation for the flood-affected people of the state immediately. Meanwhile, the Odisha Chief Minister Naveen Patnaik has directed the administration to give relief to about 7 lakh Below Poverty Line people of 21-flood-affected districts for 10 more days.

The Gujarat government's plea to stop monitoring of the trial of the post-Godhra riot cases was today virtually turned down by the Supreme Court. The apex court said, it would not make much difference if monitoring goes on for a few more months. The state government submitted that monitoring of cases should come to an end as it would amount to running parallel proceedings by the apex court when the chargesheets have been filed and trial was going on.    However, a three-Judge special bench headed by Justice D K Jain ruled that monitoring of a case after filing of the chargesheet is not a new phenomenon and let the monitoring continue for a few more months. The Bench however added, it would consider the state government's plea later.

India and South Africa signed a pact to facilitate exchange of Knowledge and experience in the field of election management and administration in New Delhi today. It was signed by the Chief Election Commissioner of India, Dr. SY Quraishi and the Chairperson of the Electoral Coommission of South Africa, Dr. Brigalia Bam. The MoU also paves the way for promotion and implementation of educational research and training programmes.   On this occassion, Dr. Bam complimented India for the model conduct of election and the practices of democracy in a complex and challenging situation. Dr. Qureshi emphasized the similarity of experience of the two Election Commissions. He commended the South African Electoral Commission for having served as an example for Africa. He said, the Election Commission of India has so far signed eleven MoUs with Election Management Bodies across the world including Brazil, Russia Indonesia, Bhutan and Nepal.

Iqbal Memon alias 'Iqbal Mirchi', considered to be the right-hand man of underworld don Dawood Ibrahim, was arrested in the UK today. According to CBI, 61-year-old Memon, who is wanted by Mumbai police in connection with cases related to drug peddling and 1993 Mumbai serial blasts, was arrested in London by the police for an incident of crime. Memon, against whom an Interpol Red Corner Notice was pending since 1994, was interrogated by the London Police. CBI sources said they would approach the UK police through the Interpol and diplomatic channels to seek his extradition or deportation to India.

Several agreements in diverse fields are expected to be signed during the Vietnamese President Truong Tan Sang's state visit to India. He will hold delegation level talks with the Prime Minister Dr. Manmohan Singh at Hyderabad House tomorrow. A spokesman of the External Affairs Ministry said in New Delhi that cooperation in the hydrocarbon sector, culture, civil nuclear energy, space, health and education will be high on the agenda in the talks. Back Home: Senior BJP leader L K Advani today began his 38-day Jan Chetna Yatra from Sitabdiara in Chhapra district of Bihar. State Chief Minister Nitish Kumar flagged off the Yatra. Earlier, addressing a public meeting at Gandhi Maidan, Mr. Advani said that his Yatra was against corruption and for bringing back black money stashed abroad. The Yatra will go through 23 states and four union territories. The 84-year old leader also emphasised that the Yatra is aimed at good governance and clean politics. Meanwhile, Criticizing the BJP, the Congress today said that issues like black money and corruption cannot be solved by organizing Rath Yatras. Briefing reporters in New Delhi, party spokesman Manish Tewari said that the Congress led UPA government has taken a series of measures to tackle this menace. Describing the Jan Chetna Yatra by senior BJP leader L K Advani as a 'treachery', the CPI today alleged that BJP governments in the states were 'neck-deep' in corruption and therefore the party had lost moral authority to hold public shows. The party's Bihar state council said this in Patna.

The 12th Senior National Women Boxing Championship began at Tatya Tope Stadium in Bhopal this evening. A total of 27 preliminary bouts are being played today. The Championship is being organized by the Madhya Pradesh State Boxing Association under the aegis of the Indian Boxing Federation. A report:
More than 150 women boxers from 25 states and sports boards are taking part in the six day Championships. In all 153 bouts will be played in the Championships and 40 medals would be at stake. Snapping two days of gains, the Sensex at the Bombay Stock Exchange fell a modest 21 points, or 0.1 percent, to 16,536, on profit-booking by investors, and amid weak European markets, today. The Nifty lost 5 points, or 0.1  percent, to 4,974. But stock markets in Japan, China, Hong Kong, Singapore and South Korea gained between 0.2 percent and 2.4 percent.  The rupee depreciated 35 paise, to 49.33 against the dollar. Gold rose 195 rupees, to 27,115 rupees per ten grams in Delhi.
