संसद में आज लोकपाल विधेयक के विभिन्न मसौदों पर चर्चा होने की संभावना है। प्रधानमंत्री के आवास पर उच्चस्तरीय बैठक के बाद संसदीय कार्यमंत्री पवन कुमार बंसल ने बताया कि सरकार ने भ्रष्टाचार रोधी कड़ा विधेयक लाने के लिए जनलोकपाल विधेयक और अरूणा रॉय के दस्तावेज सहित सभी प्रस्तावित मसौदों पर संसद में चर्चा कराने का निर्णय लिया है। श्री बंसल ने यह भी कहा कि सरकार अन्ना हजारे की टीम के साथ बातचीत में उभरे तीन विवादित मुद्दों पर चर्चा कराने के विकल्प तलाश रही है।

ये विधेयक श्री अन्ना हजारे के नेतृत्व में सिविल सोसाइटी ने तैयार और प्रस्तावित किया है। अब हमे यह देखना है कि इसे किस तरह लिया जाएगा।

इन विवादित मुद्दों में सिटीजन चार्टर लागू करना, राज्यों में लोकायुक्त की नियुक्ति और नौकरशाही की निचली श्रेणी को लोकपाल के दायरे में लाना शामिल है।

इस बीच, लोकपाल विधेयक के स्वरूप पर बना गतिरोध समाप्त करने के लिए बातचीत जारी है। अन्ना हजारे की टीम और सरकार के बीच चार दौर की बातचीत हो चुकी है।

केंद्रीय विज्ञान और प्रौद्योगिकी मंत्री विलासराव देशमुख ने अन्ना हजारे से मुलाकात की। प्रधानमंत्री और लोकसभा में अन्य सभी राजनीतिक दलों ने अन्ना हजारे से अनशन समाप्त करने का अनुरोध किया है। डॉ. मनमोहन सिंह ने कहा कि अन्ना हजारे ने अपना विरोध दर्ज करा दिया है और अब उन्हें अनशन समाप्त कर देना चाहिए।

मैं उनकी प्रसंशा करता हूं। मैं उन्हें सलाम करता हूं। उनका जीवन बहुमूल्य है और इसलिए मैं अन्ना हजारे से अपील करता हूं कि वो अपना अनशन तोड़ दें।

लोकसभा अध्यक्ष मीरा कुमार ने भी अन्ना हजारे से अनशन समाप्त करने की अपील की।

पूरे सदन की तरफ से यह एक अपील जाये अन्ना हजारे जी के पास कि वो अपना अनशन अब समाप्त करें। उनका जीवन बहुमूल्य है और उन्होंने जिस प्रकार से भ्रष्टाचार के इस मुद्दे को उठाया है। वो, हम लोगों ने उस पर गहन विचार विमर्श किया है।

लोकसभा में विपक्ष की नेता सुषमा स्वराज ने भी अन्ना हजारे से अनशन समाप्त करने का आग्रह किया।

हम इस सदन से उन्हें आश्वासन देते हैं कि हमे कितना भी संशोधन करना पड़े हम एक सशक्त प्रभावी लोकपाल बिल इस सदन से निकाल कर लायेंगे। ये सदन उनसे अपील करता है कि आपका जीवन अमूल्य है आप अपना अनशन त्याग दें।

शुरूआत में इस मुद्दे पर चुप्पी साधे रखने के बाद भारतीय जनता पार्टी ने अन्ना हजारे की टीम के लोकपाल विधेयक को समर्थन देने की घोषणा की है। पार्टी के वरिष्ठ नेता अरूण जेतली ने कल रात अन्ना हजारे के प्रतिनिधियों के साथ बैठक के बाद कहा कि उनकी पार्टी भी मजबूत लोकपाल विधेयक के पक्ष में है लेकिन वह संविधान के अनुरूप होना चाहिए।

कल रात नई दिल्ली में एक उच्चस्तरीय बैठक के बाद वित्तमंत्री प्रणव मुखर्जी ने कहा कि अन्ना हजारे की टीम के साथ बातचीत जारी रहेगी।

केंद्रीय विधि और न्याय मंत्री सलमान खुर्शीद ने कहा कि लोकपाल विधेयक का पूर्ण मसौदा स्थायी समिति को भेजा जाएगा।

पूरा मसौदा संसद की मर्जी से और संसद के मत से भेंट जारी कमेटी के पास भेजा जायेगा। इस आवेदन के साथ यह आपको जो भी बिल में संशोधन प्रस्तावित करने हैं यह ध्यान रखते हुए करें कि क्या अपेक्षा इन डॉक्यूमेंटस में हैं, ताकि एक सशक्त बिल बनकर वापिस हाऊस में आए और उस सशक्त बिल पर ज्यादा से ज्यादा देश में आम सहमति हो।

इस बीच, अन्ना हजारे के अनशन का आज ११वां दिन है। उनके स्वास्थ्य की निगरानी कर रहे डॉक्टर नरेश त्रेहन ने कल शाम बताया कि अन्ना हजारे का स्वास्थ्य स्थिर है, हालांकि उनका वजन छह किलोग्राम कम हुआ है।

उच्चतम न्यायालय ने व्यवस्था दी है कि सरकार को किसानों की अधिगृहीत ज+मीन का मुआवजा बाजार मूल्य के आधार पर तय करना चाहिए। न्यायालय ने अम्बाला-चंडीगढ़ राजमार्ग पर स्थित भूमि के लिए अधिक मुआवजे की मांग के बारे में जमीन मालिकों की कई याचिकाओं पर सुनवाई करते हुए यह बात कही। न्यायालय ने कहा कि जमीन मालिक सरकार द्वारा अधिगृहीत जमीन के लिए उच्चतम मूल्य पाने के हकदार हैं।

उच्चतम न्यायालय ने व्यवस्था दी है कि किसी राज्य का मुख्यमंत्री सीधे किसी व्यक्ति को भूमि आवंटित नहीं कर सकता, क्योंकि यह कानून का उल्लंघन और उपयुक्त अधिकारी की शक्तियों को अपने हाथ में लेना होगा। उच्चतम न्यायालय की पीठ ने इस आशय की याचिका खारिज कर दी है कि अगर किसी व्यक्ति को उपयुक्त अधिकारी से राहत नहीं मिलती तो वह सीधे मुख्यमंत्री या किसी अन्य के पास जा सकता है। पीठ ने कहा कि मुख्यमंत्री उस अधिकारी का काम अपने हाथ में नहीं ले सकते।

उच्चतम न्यायालय ने पुणे के व्यापारी हसन अली खान की जमानत पर लगी रोक दो सितम्बर तक बढ़ा दी है। इससे पहले बम्बई उच्च न्यायालय ने १२ अगस्त को हसन अली खान को जमानत दे दी थी, हालांकि १६ अगस्त को उच्चतम न्यायालय ने प्रवर्तन निदेशालय द्वारा उच्च न्यायालय के आदेश को चुनौती देने वाली याचिका पर विचार करते हुए २६ अगस्त तक जमानत पर रोक लगा दी थी।
मामले की सुनवाई पहली सितम्बर को होगी। हसन अली पर काले धन की हेराफेरी के कई आरोप हैं।

संयुक्त राष्ट्र के राजनयिकों का कहना है कि जब्त परिसंपत्तियों में से डेढ़ अरब डॉलर तत्काल जारी किए जाएंगे ताकि उसका इस्तेमाल मानवीय सहायता के लिए किया जा सके। अमरीका ने इसका प्रस्ताव किया था। दक्षिण अफ्रीका पहले इसका विरोध कर रहा था, लेकिन बाद में उसने अपनी आपत्ति वापस ले ली थी।

संयुक्त राष्ट्र प्रतिबंधों के बाद जब्त सम्पत्तियां विद्रोहियों के नेतृत्व वाली अंतरिम राष्ट्रीय परिषद- टीएनसी को सौंपी जाएंगी।

उधर, राजधानी त्रिपोली के कुछ हिस्सों में भीषण लड़ाई जारी है। शहर का लगभग पूरा हिस्सा विद्रोहियों के कब्जे में आ गया है।

विद्रोहियों ने मुअम्मार गद्दाफी को पकड़ने या उनकी हत्या करने वाले किसी भी व्यक्ति को क्षमादान देने की घोषणा की है। उन्हें जिंदा या मुर्दा पकड़ने के लिए १७ लाख डॉलर के इनाम की भी घोषणा की गई है।

इस बीच, लीबिया में मुअम्मार गद्दाफी ने अपने समर्थकों से कहा है कि एकजुट हों और उन्हें सत्ता से हटाने की कोशिश में लगे विद्रोहियों को हरा दें। कर्नल गद्दाफी का कोई पता नहीं है लेकिन अमरीकी अधिकारियों का मानना है कि वे अब भी लीबिया में ही हैं।

संयुक्त राष्ट्र ने लीबिया में संघर्षरत सभी पक्षों से यह सुनिश्चित करने को कहा है कि बदले की कार्रवाई न हो। ऐसी खबरें मिली रही हैं कि विद्रोही और कर्नल गद्दाफी के समर्थक, दोनों ही हत्या और उत्पीड़न में लगे हुए हैं। रेड क्रास सभी पक्षों से युद्ध के कायदे-कानून बनाए रखने का आग्रह कर रहा है।

समुद्री तूफान आईरीन से बहामाज+ द्वीपसमूह के कई घर तबाह हो गए हैं।  १८५ किलोमीटर प्रति घंटे की तेज हवाओं वाले आईरीन को पांच के पैमाने पर अभी तीसरी श्रेणी में रखा गया है। इसके और मजबूत होने और अमरीका के पूर्वी समुद्र तट की ओर बढ़ने की आशंका है।

अमरीका के राष्ट्रीय तूफान केंद्र के अनुसार आईरीन आज अपने संभावित रास्ते से हटकर मध्य तथा उत्तरी फ्लोरिडा पहुुंच सकता है। इसके कल उत्तरी कैरोलिना पहुंचने की आशंका को देखते हुए तैयारियां तेज कर दी गई हैं। न्यूयॉर्क के मेयर ने कहा है कि निचले इलाके में रहने वालों को आज ही वहां से हटना शुरू कर देना चाहिए। वर्जिनिया, न्यूयॉर्क और उत्तर कैरोलिना के पूर्वी हिस्सों में आपात स्थिति घोषित कर दी गई है।

जम्मू-कश्मीर में पुंछ जिले के मेंधर सेक्टर में नियंत्रण रेखा पर कल पाकिस्तानी सैनिकों द्वारा संघर्ष विराम के बड़े उल्लघंन की खबर है। पाकिस्तानी सैनिकों ने कल शाम छह बजे अपनी अग्रिम चौकियों से रॉकेट दागने वाली तोपों-आर पी जी का इस्तेमाल करते हुए मेंधर सेक्टर में नंगी टेकड़ी के निकट थामलोट के अग्रिम इलाके पर भारी गोलाबारी की।

उत्तर प्रदेश में बाढ़ की स्थिति गंभीर बनी हुई है। राज्य में प्रमुख नदियां कई स्थानों पर खतरे के निशान से ऊपर बह रही हैं और  २६ जिले बाढ़ से प्रभावित हैं। बाढ़ और वर्षा से जुड़ी घटनाओं में अकेले इसी महीने मरने वालों की संख्या बढकर १०५ हो गई है।

राज्य के राहत आयुक्त के अनुसार प्रदेश के २६+ जिलों में करीब दो हजार सात सौ से ज्यादा गांव अभी भी बाढ़ की चपेट में हैं। गोंडा और बारा बंकी के दो सौ से ज्यादा गांव बाढ़ से बुरी तरह से घिरे हुए हैं। इन दोनों जिलों के अलावा राज्य में बस्ती, बलिया, मुरादाबाद, शाहजहांपुर, बरेली, पीलीभीत, बहराइच, खीरी और फतेगढ़ जिलों पर बाढ़ का बहुत बुरा असर पड़ा है। इस बीच केन्द्रीय जल आयोग के अनुसार गंगा नदी फतेगढ़, कन्नौज, कानपुर, कानपुर देहात और बलिया में खतरे के निशान से उपर है जबकि इलाहाबाद और वाराणसी में लगातार बढ़ रही है। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।

१३वीं विश्व एथलेटिक्स चैंपियनशिप कल से दक्षिण कोरिया के दाएगू में शुरू हो रही है जो चार सितम्बर तक चलेगी। चैंपियनशिप में भारत की आठ सदस्यीय टीम हिस्सा ले रही है।  भारत विश्व एथलेटिक्स के २८ वर्षों के लंबे इतिहास में अब तक सिर्फ एक ही पदक जीत पाया है और यह पदक लांग जंपर अंजू बॉबी जार्ज ने फ्रांस में २००३ में हुई नौवीं विश्व चैंपयिनशिप में दिलाया था।  विश्व एथलेटिक के इतिहास में अमरीका का दबदबा रहा है।

दिल्ली की एक अदालत ने समाजवादी पार्टी के पूर्व महासचिव अमर सिंह, भारतीय जनता पार्टी नेता लालकृष्ण आडवाणी के पूर्व सहयोगी सुधीन्द्र कुलकर्णी और भाजपा के दो पूर्व सांसदों के खिलाफ वर्ष २००८ के नोट के बदले वोट मामले में उनकी कथित भूमिका के लिए सम्मन जारी किए हैं। इन चारों व्यक्तियों को छह सितम्बर को अदालत मे ंपेश होने का निर्देश दिया गया है।

जनलोकपाल विधेयक पर आज संसद में चर्चा की संभावना सभी समाचार पत्रों की सुर्खियां हैं। जनसत्ता ने लिखा है-अनशन तोड़ें अन्ना, प्रधानमंत्री सहित पूरे सदन की अपील। हिन्दुस्तान ने अन्ना हजारे के बयान को प्रकाशित किया है जिसमें उन्होंने कहा-अनशन टूटेगा, आंदोलन नहीं। दैनिक ट्रिब्यून की सुर्खी है-गतिरोध टूटने के आसार।  देशबंधु ने विलासराव देशमुख के बयान को प्रकाशित किया है जिसमें उन्होंने कहा कि सरकार अन्ना की शर्तों पर सहमत।

Parliament is likely to discuss various versions of the Lokpal bill today. Talking to reporters after a high level meeting at the Prime Minister's residence,Parliamentary Affairs Minister Pawan Kumar Bansal said the government has decided to put all the drafts proposed for Lokpal bill for discussions in Parliament including Jan Lok Pal bill and the document prepared by Aruna Roy and others for a stringent anti-corruption bill.
It is a bill which an important section of the civil society headed by Sri Anna Hazare ji has drafted, has proposed. And now we have to see and find a way as to how do we go about it.
Mr Bansal added that the government is exploring options to hold discussions on three sticky points which emerged in the talks with team Anna. These points include discussions on adoption of citizen charter, establishment of state Lokayuktas and inclusion of lower bureaucracy under the ambit of Lokpal.
Meanwhile, hectic parleys are on to break the logjam over the shape of the Lokpal Bill. Four rounds of talks have already been held between Team Anna and the Government. Union Minister of Science and Technology Shri Vilasrao Deshmukh met Anna Hazare to break the impasse.
The Prime Minister assured the Lok Sabha that all the versions of the Lokpal bill would be discussed for a strong and effective Lokpal.
We could have a debate in this House on all the bills that are in the public domain and have a discussion what are the weak points of various bills, what are the strong points of the various bills. And at the end of that debate, send the whole record for consideration of the Standing Committee of Parliament.
Dr. Manmohan Singh and leaders from all political parties in the Lok Sabha requested Anna Hazare to end his fast. Dr. Manmohan Singh said that Anna Hazare has registered his protest and he should end his fast. The leader of the opposition in the Lok Sabha Sushma Swaraj appealed to Anna Hazare to end his fast.
I would like to appeal on behalf of the opposition that Mr. Anna Hazare should end his hunger strike. As regards his demand, we are all committed to bringing an effective and strong Lokpal bill.
The BJP, after initial reluctance, announced its support to the Team Anna Lokpal bill. Senior party leader Arun Jaitley after meeting with representatives of Anna Hazare last night said that his party also wants a strong Lokpal bill but it should be adhered to the constitution.
After a high level meeting in New Delhi last night, Union Finance Minister Pranab Mukherjee said that the dialogue with team Anna will continue. Union Law Minister Salman Khurshid said that with the approval of Parliament the full draft of the Lokpal Bill will be sent to Standing Committee for its consideration.
The full draft will be sent to the Standing Committee with the approval of Parliament with a request that whatever changes they propose, please keep in mind, the expectations from this document so that a strong Lokpal Bill comes back to the House and can gather maximum consensus.
Meanwhile, Anna Hazare's fast has entered the 11th day today. However, the health condition of Anna Hazare is stable. Dr. Naresh Trehan, who is monitoring his health, informed last evening that Anna has lost over six kgs. of weight.

The Supreme Court has held that compensation given by the government to farmers while acquiring their land should be decided on the basis of its market value. The court passed the order while hearing a bunch of petitions filed by the land owners seeking enhanced compensation for their land which is situated on the Ambala-Chandigarh Highway. The court said the owners are entitled to the highest value which similar land in the locality is shown to have fetched.

Supreme court has ruled that the chief minister of a state cannot allot land directly to a person as it amounts to transgression of the law and usurpation of the competent authority's power vested under the statute. A bench of the apex court rejected the plea that if a person fails to get relief from the competent authority he or she can approach the chief minister or other functionary for necessary relief. The bench ruled that the chief minister could not take upon himself task of the authority.
The apex court passed the ruling dismissing the review petition filed by a family who was alloted a piece of land in commercial location of Ghaziabad by the then Uttar Pradesh chief minister in 1979, but subsequently cancelled on the directions of the Allahabad High Court.

The Supreme Court has said private hospitals getting subsidised land cannot run away from their responsibility to give free treatment to economically weaker section of society. Pulling up some of the hospitals for not giving free treatment to the poor, the apex court asked them to work out a mechanism with Delhi government for ensuring this. In the meantime, the court said that patients from government hospitals be referred to such private hospitals which would provide free treatment.

Former Samajwadi Party general secretary Amar Singh, BJP leader L K Advani's former aide Sudheendra Kulkarni and two former BJP MPs were issued summons by a Delhi court to stand trial for their alleged role in the 2008 cash-for-vote scam. Besides asking the four to be present in the court on the 6th of next month, Special Judge Sangita Dhingra Sehgal also issued production warrant against Amar Singh's former aide Sanjeev Saxena and alleged BJP activist Suhail Hindustani. The two were arrested earlier and are presently lodged in Tihar Jail.

The CBI carried out searches at 12 places in Uttar Pradesh and Gujarat yesterday in connection with the multi-crore National Rural Health Mission scam in Uttar Pradesh. The CBI is reported to have found leads indicating huge financial bungling allegedly committed by UP Health Department officials in connivance with contractors, sources said. The CBI raided various locations in Lucknow, Moradabad and Kanpur in Uttar Pradesh and Ahmedabad in Gujarat.

In Libya, Muammar Gaddafi has urged his supporters to rise up and defeat the rebels trying to oust him from power.
His speech came as gun battles between pro-Gaddafi forces and opposition fighters broke out in at least two areas of the capital Tripoli. Opposition fighters have been pouring into Tripoli and are reportedly advancing towards the Libyan leader's hometown of Sirte. Mr. Gaddafi's whereabout are not known, but US officials believe, he is still in Libya.

The United Nations diplomats say, the United States and South Africa have reached a deal to allow the release of 1.5 billion dollars of Libya's frozen assets for urgent humanitarian aid, including the purchase of fuel and provision of social services. The assets which were blocked by the UN sanctions will be released to the Transitional National Council, TNC, led by opponents of embattled Libyan leader, Muammar Gaddafi. However, South Africa said that although Pretoria does not reject to release the first five hundred million dollars, it does have concerns about the remaining one billion. South Africa has not yet recognised the TNC.

In Pakistan , at least 10 people were killed when a bomb attached to a bicycle exploded near a hotel in northwestern Nowshehra city yesterday. Muhammad Hussain Khan, the district police officer told this to mediapersons. He said the bomb exploded when people were gathered at a hotel in Nowshehra, an hour after breaking their Ramzan fast. Khan said 10 people died on spot, while eight injured were shifted to a hospital. No group has claimed responsibility for the attack.

In Jammu and Kashmir, Pakistan Army yesterday resorted to a major ceasefire violation on the Line of Control at Mendhar sector in Poonch district. Our correspondent reports Pakistan started heavy firing from their forward posts at 6 pm last evening in forward area of Thamlot in Mendhar sector using Rocket Projectile Guns and other automatic weapons.

 कांग्रेस महासचिव और सांसद राहुल गांधी ने लोकपाल को निर्वाचन आयोग जैसी संवैधानिक संस्था बनाकर मजबूत करने की अपील की है। उन्होंने कहा कि भ्रष्टाचार की समस्या से कारगर ढंग से निपटने के लिए व्यापक कार्रवाई और एक ठोस राजनीतिक कार्यक्रम की जरूरत है। राहुल गांधी ने अन्ना हजारे को यह कहकर धन्यवाद दिया कि उन्होंने भ्रष्टाचार के खिलाफ जन-भावना जगाने में सहायता की है।

 आज लोकसभा में वक्तव्य देते हुए उन्होंने कहा कि सांसदों के सामने असली मुद्दा यह है कि वे भ्रष्टाचार के खिलाफ डटकर संघर्ष करें। उन्होंने कहा कि भ्रष्टाचार केवल इच्छा करने से ही दूर नहीं होगा, इसके लिए काम करने का एक व्यापक कार्यक्रम बनाना होगा। राहुल गांधी ने कहा कि उन्हें इस बारे में गम्भीर सन्देह है कि केवल एक विधेयक लागू करके भ्रष्टाचार दूर किया जा सकेगा। उन्होंने कहा कि लोकपाल अकेला भ्रष्टाचार रोधी संहिता का विकल्प नहीं हो सकता। विभिन्न क्षेत्रों के लिए कई कारगर कानूनों की जरूरत है।

 उन्होंने जन प्रतिनिधियों से यह सुनिश्चित करने के लिए मिलकर काम करने का अनुरोध किया कि संसद अपनी पूरी क्षंमता से काम करे और इन कानूनों को उचित और समयबद्ध तरीके से लागू करे। उन्होंने कहा कि लोकतंत्र में संसद की सर्वोच्चता बनाई रखी जानी चाहिए और इसे आघात पहुंचाने का कोई भी प्रयास एक खतरनाक परम्परा होगा।
उन्होंने कहा कि आज यह भ्रष्टाचार के खिलाफ प्रस्तावित कानून है, कल यह एक ऐसा मुद्दा हो सकता है जो बहुलतादी समाज और लोकतंत्र पर आघात करे।

 लोकसभा सदस्य अनु टंडन, जगदम्बिका पाल और संजय निरूपम ने जन लोकपाल विधेयक और अन्य दस्तावेजों पर सदन में चर्चा की अनुमति देने के लिए अध्यक्ष को नोटिस दिये हैं। कांगे्रस पार्टी के सूत्रों ने इसकी पुष्टि करते हुए कहा है कि इन सदस्यों ने यह चर्चा उस नियम के तहत कराने का प्रस्ताव किया है, जिसमें वोटिंग की व्यवस्था नहीं है। हमारे संवाददाता ने अधिकारिक सूत्रों के हवाले से खबर दी है कि बहस के तरीके पर अन्तिम फैसला करने के लिए वरिष्ठ मंत्रियों और विपक्ष के नेताओं के बीच विचार विमर्श जारी है। कल जोरदार विचार विमर्श के बाद सरकारी सूत्रों ने कहा था कि इस मुद्दे पर आज चर्चा हो सकती है। इस बीच, केन्द्रीय मंत्री सुबोध कांत सहाय ने अन्ना हजारे से यह कहते हुए अनशन समाप्त करने की फिर अपील की है कि सरकार इस बारे में कुछ आगे बढ़ी है।
 लोकसभा और प्रधानमंत्री ने कल अन्ना हजारे से अनशन समाप्त करने का आग्रह किया था। भारतीय जनता पार्टी ने शुरू में इस मुद्दे पर चुप्पी साधे रहने के बाद अन्ना हजारे की टीम द्वारा तैयार किये गये लोकपाल विधेयक को समर्थन देने की घोषणा की है। पार्टी के वरिष्ठ नेता अरूण जेटली ने कल रात अन्ना हजारे के प्रतिनिधियों के साथ बैठक के बाद कहा कि उनकी पार्टी भी एक सशक्त लोकपाल विधेयक चाहती है लेकिन यह संविधान के अनुरूप होना चाहिए। वित्त मंत्री प्रणव मुखर्जी ने कल देर रात उच्च स्तरीय बैठक के बाद कहा कि अन्ना की टीम के साथ बातचीत जारी रहेगी। विधि मंत्री सलमान खुर्शीद ने आशा व्यक्त की है कि अन्ना हजारे आज अपना अनशन तोड़ देंगे। उन्होंने कहा कि संसद की मंजूरी के साथ सभी सिफारिशों को स्थायी संसदीय समिति के विचार के लिए भेजा जायेगा ताकि आम सहमति से एक सशक्त लोकपाल विधेयक लाया जा सके।
 इस बीच, अन्ना हजरे के अनशन का आज ११वां दिन है। उनकी सेहत स्थिर है। उनके स्वास्थ्य की देखभाल कर रहे डॉक्टर नरेश त्रेहन ने आज सुबह बताया कि अन्ना हजारे का वज+न करीब सात किलो कम हो गया है।

सरकार ने वित्तीय क्षेत्र के नियमन के लिए ओम्बुड्समैन नियुक्त किये हैं। बैंकिंग, बीमा और आयकर क्षेत्रों में तीन ओम्बुड्समैन नियुक्त किये गये हैं। आज लोकसभा में पूरक प्रश्नों का उत्तर देते हुए वित्तमंत्री ने कहा कि बैंकिंग क्षेत्र के नियमन के लिए देशभर में बैंकिंग ओम्बुड्समैन के १५ कार्यालय खोले गये हैं। उन्होंने कहा कि रिजर्व बैंक ने शिकायतें दूर करने की व्यवस्था के विकल्प के रूप में बैंकिंग ओम्बुड्समैन योजना तैयार की है। वित्त मंत्री श्री प्रणव मुखर्जी ने कहा कि इससे उपभोक्ताओं की शिकायतों को जल्दी और बिना किसी परेशानी के दूर करने में सहायता मिलेगी। बीमा क्षेत्र का ओम्बुड्समैन बीमा धारकों की समस्याओं को दूर करने में सहायता करेगा। आयकर सम्बन्धी ओम्बुड्समैंन को गलत काम करने वाले आयकर अधिकारियों के खिलाफ कार्यवाही करने की सिफारिश करने का अधिकार दिया गया है। उन्होंने कहा कि आयकर ओम्बुड्समैन को चालू वित्त वर्ष में अब तक दो हजार, ७४६ शिकायतें मिली हैं, जिनमें से दो हजार, २८६ शिकायतों का निपटारा किया जा चुका है।

जन लोकपाल विधेयक के मसौदे तथा जयप्रकाश नारायण और अरूणा रॉय द्वारा तैयार अन्य दस्तावेजों पर आज लोकसभा में ढाई बजे बहस शुरू नहीं हो सकी क्योंकि भारतीय जनता पार्टी के कुछ सदस्यों ने आपत्ति की कि उन्हें समय पर इसकी सूचना नहीं दी गई। कुछ सदस्य सदन के बीचोंबीच आ गये। सत्तारूढ़ और विपक्षी सदस्यों के बीच तीखी नोकझोंक के बाद सदन की कार्यवाही साढे तीन बजे तक स्थगित कर दी गई।
    इससे पहले, प्रधानमंत्री ने अपने कक्ष में इस मुददे पर अपने मंत्रिमंडल के वरिष्ठ सहयोगियों से विचार विमर्श किया।

 भारतीय रिजर्व बैंक के बैंकिंग निरीक्षण विभाग में एक विशेष जांच प्रकोष्ठ स्थापित किया गया है, जो सार्वजनिक क्षेत्र के बैंकों में भ्रष्टाचार की शिकायतों पर नजर रखेगा। आज लोकसभा में पूरक प्रश्नों का उत्तर देते हुए वित्तमंत्री प्रणब मुखर्जी ने कहा कि इसके अलावा सार्वजनिक क्षेत्र के बैंकों में बोर्ड स्तर की नियुक्तियों के खिलाफ प्राप्त शिकायतों की जांच का काम केबिनेट सचिवालय भी करेगा। श्री मुखर्जी ने स्पष्ट किया कि बोर्ड स्तर की नियुक्तियों के खिलाफ शिकायतों में लोन की मंजूरी और खाते, अग्रिम राशि की स्वीकृति में अनियमितताएं आदि शामिल हैं। इसके अलावा अधिकारियों द्वारा पद का दुरुपयोग और आय से अधिक सम्पत्ति के मामलों की जांच भी की जा रही है। उन्होंने सदन को बताया कि पिछले चार साल में केन्द्रीय सतर्कता आयोग ने गुमनाम २३५ शिकायतों की जांच की है।

 केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा है कि सरकार देश में डॉक्टरों की कमी से निपटने के लिए हरसंभव उपाय कर रही है। लोकसभा में एक प्रश्न के उत्तर में उन्होंने बताया कि देश में अभी एक हजार छह सौ सड़सठ मरीजों के लिए एक ही डॉक्टर है जो कि चिंता का विषय है। उन्होंने बताया कि कुछ पिछड़े राज्यों में तो हालात और भी खराब हैं। उन्होंने बताया कि सरकार ने देश से डॉक्टरों के बाहर जाने और सरकारी अस्पतालों से निजी अस्पतालों में जाने को कम करने के लिए कई उपाय किए हैं। श्री आजाद ने कहा कि सरकार ने पिछले दो वर्षों में डॉक्टरी की पढ़ाई के लिए ३५ अतिरिक्त मेडीकल कॉलेज स्थापित किए हैं। एम.बी.बी.एस पाठ्यक्रम में ८ हजार सीटें बढ़ायी गयी हैं और एम.डी पाठ्यक्रम में अतिरिक्त आठ हजार सीटें बढ़ायी जा रही हैं ताकि देश में डॉक्टरों की कमी न रहे।

 सरकार ने कहा है कि अमरीका के ट्राई विश्वविद्यालय में पढ़ने वाले किसी भी भारतीय छात्र का विश्वविद्यालय के खिलाफ कोई मामला बकाया नहीं है। राज्यसभा में प्रश्नों का उत्तर देते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि भारत ने अमरीकीा अधिकारियों को स्पष्ट कर दिया था कि छात्रों के प्रति किया गया कोई भी अमानवीय व्यवहार स्वीकार्य नहीं है। उन्होंने बताया कि इस वर्ष जनवरी में विश्वविद्यालय के बंद होने से एक हजार आठ सौ छात्र प्रभावित हुए थे। श्री सिब्बल ने सदन को सूचित किया कि सरकार ने ट्राई वैली विश्वविद्यालय मामले में भारतीय छात्रों की सुरक्षा सुनिश्चित करने के लिए राजनयिक और राजनीतिक माध्यमों के जरिये हस्तक्षेप किया था। उन्होंने बताया कि अमरीका में भारतीय उच्चायोग और दूतावास छात्रों के साथ लगातार सम्पर्क मे थे और उन्हें हर संभव मदद उपलब्ध करायी थी। श्री सिब्बल ने बताया कि सरकार ने अमरीका को बता दिया था कि भारतीय छात्रों को अन्य विश्वविद्यालयों में स्थानान्तरण के लिए पर्याप्त समय दिया जाए और सम्मान के साथ भारत वापिस भेजा जाए।

 सरकार ने जोर देकर कहा है कि स्कूलों में बच्चों को शारीरिक दंड देने पर प्रतिबंध है। स्कूलों में शिक्षकों द्वारा बच्चों को शारीरिक दंड दिये जाने के बढ़ते मामलों पर चिन्ता व्यक्त करते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि केन्द्रीय माध्यमिक शिक्षा बोर्ड ने बोर्ड से सम्बन्धित स्कूलों को निर्देश जारी किये हैं कि छात्रों को ऐसे दण्ड न दिये जायें। राज्यसभा में एक लिखित उत्तर में श्री सिब्बल ने कहा कि राष्ट्रीय बाल अधिकार संरक्षण आयोग को भी ऐसी शिकायतें मिली हैं। उन्होंने कहा कि बच्चों को निशुल्क और अनिवार्य शिक्षा अधिकार कानून २००९ के तहत छह से १४ वर्ष तक की आयुवर्ग के बच्चे को किसी तरह का शारीरिक दण्ड नहीं दिया जा सकता और न ही उस पर मानसिक दबाव डाला जा सकता है।

 रेलवे को टिकटों की तत्काल बुकिंग व्यवस्था से कोई नुकसान नहीं हुआ है। आज राज्यसभा में प्रश्नकाल के दौरान पूरक प्रश्नों का उत्तर देते हुए रेल मंत्री दिनेश त्रिवेदी ने स्पष्ट किया है कि इस सेवा से रेलवे को ज्यादा राजस्व प्राप्त हुआ है। तत्काल टिकटों की बुकिंग में हेराफेरी की शिकायतों की चर्चा करते हुए श्री त्रिवेदी ने उनके मंत्रालय द्वारा की गई जांच और अनियमितताओं में शामिल कर्मचारियों के खिलाफ की गई कार्रवाई का ब्यौरा दिया। उन्होंने कहा कि एजेन्ट सुबह आठ बजे से नौ बजे के बीच पहले घंटे में तत्काल टिकटों की बुकिंग नहीं कर सकते।

 रक्षामंत्री ए.के. एंटनी कल केरल में तिरूअनन्तपुरम में यूडीएफ सरकार    की एक रूपये प्रति किलोग्राम चावल उपलब्ध कराने की योजना की शुरूआत करेंगे। हमारी संवाददाता ने बताया कि इस योजना से राज्य के बीस लाख से अधिक राशनकार्डधारियों और अनाथाश्रमों में रह रहे लोगों को लाभ होगा।

 उच्चतम न्यायालय ने आज टूजी- स्पैक्ट्रम मामले में कथित रूप से संलिप्तता के लिए रिलायंस ए.डी.ए.जी. फर्म के तीन शीर्ष गिरफ्‌तार अधिकारियों की जमानत याचिकाओं पर सी.बी.आई. को नोटिस जारी किया है। न्यायमूर्ति जी एस सिंघवी के नेतृत्व में एक खंडपीठ ने उनकी दलीलों की सुनवाई पर सहमति व्यक्त करते हुए जांच एजेंसी से कहा है कि वे इन जमानत याचिकाओं पर अपना जवाब दाखिल करें। रिलायंस ए डी ए जी फर्म के ये तीन अधिकारी हैं- प्रबंध निदेशक गौतम दोषी, प्रेसीडेंट सुरेन्द्र पिपारा और सीनियर वाइस प्रेसीडेंट हरी नायर। इन तीनों की जमानत याचिकाएं दिल्ली उच्च न्यायालय ने २३ मई को यह कहते हुए खारिज कर दी थी कि अपराध की गंभीरता याचिकाएं खारिज करने के पर्याप्त आधार हैं। ये तीनों २० अप्रैल से जेल में हैं। टूजी मामले में विशेष निचली अदालत में सभी १७ आरोपियों की दलीलों की सुनवाई के बाद इन तीन अधिकारियों ने जमानत याचिकाएं दाखिल की हैं।

 दूरसंचार नियामक ट्राई ने कहा है कि पहली अक्टूबर से अवांछित कालों और एस एम एस पर रोक लग जाएगी। ट्राई के अध्यक्ष जे एस सरमा ने नई दिल्ली में एक समारोह मे कहा कि अक्टूबर से नई दूरसंचार नियामक नीति लागू हो जाएगी। श्री सरमा ने भारती एयरटेल, वोडाफोन और आइडिया सहित प्रमुख दूरसंचार सेवा प्रदाताओं से टैरिफ में बीस प्रतिशत तक की वृद्धि करने का औचित्य बताने को कहा है। उन्होंने कहा कि हाल  में टैरिफ बढ़ाने वाली सभी कंपनियों को पत्र भेजे गये हैं और उनसे टैरिफ बढ़ाने के कारण पूछे गये हैं।

 राजस्थान विधानसभा की कार्यवाही भ्रष्टाचार के मुद्दे पर चर्चा की मांग को लेकर तीन बार स्थगित कर दी गयी। सदन की बैठक शुरू होते ही भाजपा और मार्क्सवादी कम्युनिस्ट पार्टी के विधायकों ने इस मुद्दे पर चर्चा की मांग की। मुख्यमंत्री अशोक गहलोत ने मामले में हस्तक्षेप करते हुए कहा कि सरकार भ्रष्टाचार के मुद्दे पर चर्चा कराने के लिए तैयार है। लेकिन विपक्ष प्रश्नकाल स्थगित करने की मांग करने लगा। शोरशराबे के बीच विधानसभा अध्यक्ष ने पहले एक घंटे के लिए और बाद में एक बजे तक कार्यवाही स्थगित कर दी। सदन की कार्यवाही दोबारा शुरू होने पर सदस्य सदन के बीचों बीच आ गए और नारेबाजी करने लगे। सदन की कार्यवाही फिर एक  घंटे के लिए स्थगित कर दी गयी। इस बीच सरकार ने लोकसेवा गारंटी विधेयक सदन के पटल पर रखा।

 गुजरात के राज्यपाल ने गुजरात उच्च न्यायालय के पूर्व न्यायाधीश न्यायमूर्ति आर ए मेहता को राज्य में लोकायुक्त नियुक्त किया है। गांधी नगर में राजभवन सूत्रों के हवाले से हमारे अहमदाबाद संवाददाता ने खबर दी है कि १९८६ के गुजरात लोकायुक्त अधिनियम के तहत राज्यपाल को उच्च न्यायालय के मुख्य न्यायाधीश की सिफारिश पर लोकायुक्त की नियुक्ति का अधिकार है। न्यायमूर्ति आर ए मेहता के नाम की सिफारिश पहले ही की जा चुकी थी, लेकिन राज्य सरकार पिछले सात सालों से लोकायुक्त की नियुक्ति नहीं कर रही थी। विपक्ष और कांग्रेस विधानमंडल पार्टी के नेता शक्ति सिंह गोहेल ने आरोप लगाया है कि मुख्यमंत्री नरेन्द्र मोदी राज्यपाल द्वारा कई बार कहे जाने के बावजूद लोकायुक्त की नियुक्ति नहीं कर रहे थे। अब राज्यपाल ने अपने अधिकारों का इस्तेमाल करते हुए यह नियुक्ति की है।

 उत्तरप्रदेश में बाढ़ की स्थिति गम्भीर बनी हुई है। केन्द्रीय जल आयोग के अनुसार फतेहगढ़ कन्नौज, कानपुर देहात, कानपुर और बलिया में गंगा नदी खतरे के निशान से ऊपर बह रही है, जबकि इलाहाबाद और वाराणसी में इसका जलस्तर बढ़ रहा है। घाघरा नदी भी गोंडा, बाराबंकी तथा कुछ अन्य स्थानों पर खतरे के निशान से ऊपर है। यमुना नदी मथुरा में खतरे के निशान से ऊपर है और कई स्थानों पर इसका पानी चढ़ रहा है। मौसम विभाग के अनुसार राज्य में मॉनसून कमजोर हो गया है और पिछले २४ घंटों में राज्य के कुछ हिस्सों में हल्की से सामान्य वर्षा रिकॉर्ड की गई है।

 समााजिक कार्यकर्ता अन्ना हजारे ने प्रधानमंत्री डॉक्टर मनमोहन सिंह को एक पत्र लिखा है जिसमें कहा गया है कि अगर संसद उनकी तीन प्रमुख मांगों को मान लेती है तो वे अपना अनशन समाप्त कर देंगे। ये तीन शतेर्ं हैं- सभी सरकारी कर्मचारियों को लोकपाल के दायरे में लाया जाये, सभी सरकारी कार्यालयों में सिटिजन चार्टर लगाया जाये और सभी राज्यों में लोकायुक्त नियुक्त किया जाये। अन्ना हजारे ने कहा है कि उनका विरोध यह विधेयक पास होने तक जारी रहेगा। प्रधानमंत्री डॉक्टर मनमोहन सिंह और संसद को सशक्त लोकपाल विधेयक लाने के उनके आन्दोलन का सम्मान करने के लिए धन्यवाद देते हुए अन्ना हजारे ने कहा कि वे संसद का पूरा सम्मान करते हैं जो लोकतंत्र का मन्दिर है।
 अन्ना ने कहा कि उनके लिए यह सहन करना बहुत मुश्किल है कि  आम आदमी भ्रष्टाचार के कारण संघर्ष करे। उन्होंने कहा कि वे आम आदमी को प्रभावित करने वाले भ्रष्टाचार को दूर करने के लिए ही अपनी ये तीन प्रमुख मांगे रख रहे हैं।

 बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स २४ अंक गिरा। बाद में गिरावट का सिलसिला जारी रहने के बाद सेन्सेक्स १६ हजार के स्तर से नीचे आ गया। अब से कुछ देर पहले यह २५४ अंक की गिरावट के साथ १५ हजार ८९१ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८४ अंक गिरकर ४ हजार  ७५५ पर था।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपये की कीमत में ६ पैसे की गिरावट आयी। एक डॉलर की कीमत छियालीस रूपये १० पैसे बोली गयी।
 उधर एशियाई बाजारों में कच्चे तेल के भाव मिले-जुले रहे। अक्तूबर की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड १० सेंट सस्ता होकर ८५ डॉलर २० सेंट प्रति बैरल रहा। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत में १९ सेंट की वृद्धि हुई और एक बैरल ११० डॉलर ८१ सेंट का हो गया।

 नेपाल में यू सी पी एन-माओवादी उम्मीदवार डॉक्टर बाबूराम भट्टाराई और नेपाली कांग्रेस के उम्मीदवार रामचन्द्र पौडेल ने प्रधानमंत्री पद के चुनाव के लिए नामांकन पत्र भरे। नामांकन का काम आज शाम चार बजे तक चलेगा।  रविवार को मतदान कराया जाएगा।  अध्यक्ष सुभाष नेमबांग ने सभी कानून निर्माताओं को कहा है कि वे मतदान से या रविवार को सदन से अनुपस्थित न रहें। पार्टियां किसी सर्वमान्य उम्मीदवार का चुनाव नहीं कर सकी इसलिए मतदान कराना पड़ रहा है।

 जापान के प्रधानमंत्री नाओतो कान ने इस्तीफे की घोषणा की है, जिससे पांच साल के लिए नया नेता चुनने का रास्ता साफ हो सके। श्री कान ने जापान की डेमोक्रेटिक पार्टी की बैठक में पद छोड़ने की पेशकश की। श्री कान ने कहा कि दो जून को किए वायदे के अनुसार वे पार्टी का नेता पद छोड़ रहे हैं। उन्होंने कहा कि जैसे ही नए नेता का चुनाव हो जाएगा वे प्रधानमंत्री का पद छोड़ देंगे। श्री कान के इस फैसले की सबको आशा थी क्योंकि उनकी लोकप्रियता घटती जा रही है और पार्टी में अंदरूनी क्लह बढ़ता जा रहा है। ११ मार्च को आए भूकम्प और त्सुनामी के बाद उनके नेतृत्व की आलोचना होने लगी थी। सत्तारूढ़ डेमोक्रेटिक पार्टी सोमवार को नए नेता का चुनाव करेगी। पार्टी का नया नेता ही जापान का नया प्रधानमंत्री बनेगा।

 अरब लीग ने कहा है कि वह लीबिया के बागी राष्ट्रीय ट्रांजिश्नल परिषद- एन.टी.सी. को लीबियाई लोगों का वैधानिक प्रतिनिधि मानती है और लीबिया के लिए अब समय आ गया है कि वह अरब लीग परिषद में अपनी स्थायी सीट प्राप्त करे। लीग के महासचिव नबील इलाराबे ने काहिरा में संवाददाताओं को बताया कि कल काहिरा में होने वाली अरब लीग की बैठक में एन.टी.सी. को लीबिया का वैधानिक प्रतिनिधि होगा।
 इस वर्ष फरवरी में अरब लीग ने लीबिया की सदस्यता मुअम्मर गद्दाफी की सेनाओं द्वारा पूर्वी लीबिया में विद्रोहियों की हिंसा को दबाने के लिए उनकी धरपकड़ शुरू करने के बाद निलम्बित कर दी थी।

In the past few years, I have travelled the length and breadth of our country. I have met scores of countrymen, rich and poor, old and young, privileged and disempowered, who have expressed their disillusionment to me. In the last few months, Anna Ji has helped the people to articulate the same sentiment. I thank him for that.
Making a statement in the Lok Sabha today he asserted that the real question before the members of Parliament is to take the battle against corruption head-on. He said, corruption can't be wished away, as it will require a comprehensive programme of action. He said, he had serious doubts about the perception that the enactment of a single bill will eradicate corruption.

There are no simple solution to eradicate corruption, demands of far deeper engagement and a sustained commitment from each one of us. Witnessing the events of the last few of days, it would appear, that enactment of a single bill will usher in a corruption free society. I have serious doubts about this belief. An effective Lokpal Law is only one element in the legal frame work to combat corruption. The Lokpal institution alone cannot be a substitute for a comprehensive anti-corruption code. A set of effective laws is required. Laws that address the critical issues are necessary to stand alongside the Lokpal initiative.

Rahul said, Lokpal alone cannot be a substitute to an anti-corruption code and a set of effective laws is required covering various fields. He said, these include government funding of elections and political parties, transparency in public procurement, proper regulation of sectors fueling corruption like land mining, tax reforms and grievance redressal mechanism in public service delivery. He urged public representatives to work together to ensure parliament functions at its optimum capacity and enacts these laws in a just and time bound manner.
He cautioned that a tactical incursion divorced from the machinery of an elected government that seeks to undo the checks and balances to protect the supremacy of Parliament sets a dangerous precedent for a democracy. He reminded that today it is a proposed law against corruption; tomorrow it can be an issue that attacks the plurality of the society and democracy. He called for moving democracy deeper into villages and cities and urged the members to commit themselves to truth and probity in public life. Speaking to reporters outside parliament, Rahul Gandhi said that his proposal to set up an Election Commission like body to deal with the menace of corruption is a game changing idea.

In the Lok Sabha, three Congress MPs Anu Tondon, Jagdambika Pal and Sanjay Nirupam have given notices to the speaker to allow a discussion of the on Jan Lokpal bill and other documents in the house. Confirming this Congress party sources said that they have proposed discussion to be taken up under a rule which does not entail voting. Our correspondent quoting official sources reports that discussions are on among the senior ministers and leaders from opposition to take a final decision on the nature of the debate. Meanwhile Union Minister Subodh Kant Sahay has again appealed to Anna Hazare to give up his fast saying the government has move forward.
Lok Sabha and the Prime minister had yesterday requested Anna Hazare to end his fast. The BJP, after initial reluctance, announced its support to the Team Anna Lokpal bill. Senior party leader Arun Jaitley after meeting with representatives of Anna Hazare last night said that his party also wants a strong Lokpal bill but it should adhere to the constitution.

New Delhi last night, Union Finance Minister Pranab Mukherjee said that the dialogue with team Anna will continue. Union Law Minister Salman Khurshid was optimistic about Anna Hazare breaking his fast today. He said that with the approval of Parliament the recommendations will be sent to Parliamentary Standing Committee for its consideration so that a strong Lokpal bill is in place with consensus.

Meanwhile, Anna Hazare's fast entered the 11th day today. His health condition is stable. Dr. Naresh Trehan, who is monitoring his health, informed this morning that Anna has lost about seven kilos of weight.

The Union Minister for Health and Family Welfare Mr Ghulam Nabi Azad said that the government is taking all possible steps to streamline the shortage of doctors in the country. In reply to a question in Lok Sabha, he said that the doctor and patient ratio in the country is one doctor to 1667 patients which is a matter of concern. He said the doctor patient ratio is higher in certain backward states. The minister said, the government has taken steps to reduce exodus of Doctors from the country and from government hospitals to private hospitals within the country.

The government today said there is no case pending against any Indian student who studied in the Tri Valley university in USA. Replying to questions in the Rajya Sabha, Human Resource Development minister Kapil Sibal said India has made it very clear to the US authorities that any inhuman treatment to students is unacceptable. He, however, said that 1800 students were affected after the university was shut down in January this year. Mr Sibal said there is another University of Northern Virginia where action against the university authorities was started on July 28 this year. The Minister informed the House that in the case of Tri-Valley university, the government has intervened through diplomatic and political channels to ensure the safety of the Indian students. Mr.Sibal said, the government has conveyed to the US government that Indian students should be given adequate time and opportunity to transfer to other universities or return to India honourably.

The Railways have not suffered losses under the Tatkal system of ticket booking. Replying to supplementaries during the Question Hour in the Rajya Sabha today, the Railway Minister Mr Dinesh Trivedi clarified that, on the contrary the railways have earned more revenue. Referring to complaints of bungling in the booking of Tatkal tickets, Mr Trivedi gave details of checks conducted by his ministry and action taken against the staff involved in irregularities. He said agents cannot book Tatkal tickets in the first hour between 8 to 9 AM.

The government has stressed that corporal punishment in schools is prohibited. Expressing concern over the rising cases of corporal punishment by teachers in schools, the HRD minister Kapil Sibal said the central board of secondary education (CBSE) has issued instructions to its affiliated schools not to resort to physical punishment of students. In a written reply in the Rajya Sabha, Mr Sibal said the National Commission for Protection of Child Rights had also received complaints. The minister said under Right of Children to Free and Compulsory Education Act, 2009, no child between 6 to 14 years of age shall be subjected to physical punishment or mental harassment.

A special investigation cell in the banking supervision department of RBI has been set up to deal with complaints of corruption in the public sector banks. Replying to supplementaries in the Lok Sabha today, the Finance Minister Mr. Pranab Mukherjee said apart from this officers in the Cabinet Secretariat will also examine the complaints received against Board level appointees of public sector banks. Mr. Mukherjee explained that the nature of complaints against Board level appointees include allegations of writing of loans, taking over of accounts, other banks and irregularities in grant of advances. He said, the abuse of official position and possessing disproportionate assets by them are also being investigated. He informed the House that the Central Vigilance Commission took up 235 anonymous complaints for verification in the last four years.

The Sensex at the Bombay Stock Exchange fell a modest 24 points, to 16,123 in opening trade, this morning, on continued selling by investors, amid interest rate concerns, and subdued Asian markets. Afterwards, the Sensex briefly rebounded into positive territory, before again slipping into the negative zone, and had fallen 123 points, or 0.8 percent, to 16,023 in volatile trade, a short while ago. The Supreme Court today issued notice to the CBI on the bail pleas of three top executives of Reliance ADAG firm, arrested for their alleged involvement in the 2G spectrum scam. Agreeing to hear their pleas, a bench headed by Justice G S Singhvi asked the investigating agency to file its reply on the bail pleas of ADAG Group MD Gautam Doshi, President Surendra Pipara and Senior Vice President Hari Nair. The trio have challenged the rejection of their bail pleas by the Delhi High Court which, on May 23, had said, the the gravity of the offence itself is sufficient to deny bail. They are in jail since April 20. Their bail applications came up for hearing a day after all the 17 accused completed their arguments opposing the framing of charges against them in a special court exclusively set up to hold their trial in the 2G case. The CBI had in its first charge sheet filed on April 2 specified the role of Reliance Telecom Ltd (RTL) and its three top officials for their complicity in the 2G spectrum scam. Doshi, Pipara and Nair, along with the company, have been charge sheeted for entering into a criminal conspiracy to cheat the government by getting licences in an illegal manner.

Gujarat Governor has appointed former Justice of Gujarat High Court Justice R.A. Mehta as Lokayukta in the State. Quoting Raj Bhavan sources in Gandhinagar, our Ahmedabad Correspondent reports that under the Lokayukt Act of Gujarat, 1986, the Governor has the power to appoint Lokayukt in the State on the recommendation of Chief Justice of Gujarat High Court. Chief Justice of Gujarat High Court has already recommended the name of former Judge Justice R.A. Mehta as Lokayukt but the State Government was not appointing Lokayukt in the State since last seven years. Leader of the Opposition, and Congress Legislative Party, Mr. Shakti Singh Gohil alleged that Chief Minister, Mr. Narendra Modi was not appointing the Lokayukt in the State despite several reminders from the Governor.

In Nepal, the filing of nominations for the post of the Prime Minister is being held today. Voting will be held on Sunday. The UCPN (Maoist) has said that Party Vice President Baburam Bhattarai will be their candidate while the Nepali Congress has fielded Party Parliamentary leader Ram Chandra Poudel. Speaker Subas Nembang in a ruling directed all the lawmakers not to abstain from voting or remain absent in the House on Sunday. Mr. Nembang has urged the parties that the new Prime minister should take oath of office by Sunday evening itself. Our correspondent reports that the Parliament proposes to table the bill proposing a three month extension of the Constituent Assembly. The term of the Constituent Assembly ends on the 31st of this month.
The two main parties are trying to get support for their candidates. While the Maoists yesterday revealed their programme in a bid to garner support to the peace process, the Nepali congress said there was nothing new in the proposal. The candidate who will be able to secure at least 298 votes out of the existing 594 sitting legislators that can claim the post of Prime Minister. Japanese Prime Minister Naoto Kan has announced his resignation, clearing the way for the country's sixth leader in five years. Mr Kan announced his decision to stand down at a Democratic Party of Japan (DPJ) meeting, broadcast by the Japanese media. He is expected to address a news conference later today. Mr Kan said that as promised on 2nd June, he is resigning as the leader of the DPJ. He said, once the new leader is selected, he will also resign as the Prime Minister. The government is making all efforts to help resettlement and rehabilitation of displaced Sri Lankan Tamilians after the end of ethnic conflict in the island nation. Government has appointed Ombudsman for regulating financial sector. Three ombudsman have been appointed in banking, insurance and Income Tax sectors. Replying to supplementaries in the Lok Sabha today, the Finance Minister said that fifteen offices of the banking Ombudsman have been set up across the country to regulate banking sector. He said that the Reserve Bank of India has formulated to banking ombudsman scheme as an alternate to grievance redressal system. The Finance Minister Mr. Pranab Mukherjee said this will help in speedy and hassle free resolution of complaints of the customers. The insurance ombudsman has been appointed to mitigate the problems of insured customers. Mr. Mukherjee said that the powers of this ombudsman have been restricted to insurance contracts of not exceeding 20 lakh rupees.

A bill to regulate the removal, storage and transplantation of human organs and check their illegal trade was introduced in the Rajya Sabha today. Piloting the Transplantation of Human Organs (Amendment) Bill 2011, the Health and Family Welfare Minister, Mr Ghulam Nabi Azad said the amendment facilitates transplantation of tissues which was prohibited earlier. He said the bill also provides for maintaining a national registry of organ donors and recipients. The Minister said the measure will benefit the poor people. Initiating a discussion, Mr Prabhat Jha of the BJP expressed concern over the growing menace of illegal human organ trade in the country. He said a country-wide racket is operating in the trade by kidnapping thousands of children. He underlined the need taking stern action against those involving in such a trade. He called for creating awareness among the people.

Overflowing rivers in different regions of Uttar Pradesh are still remains the main cause of water-logging in hundreds of villages in the state. More than five hundred villages of western parts of UP have been facing severe flood condition for overflowing Ramganga river. Traffic on National Highway No 74, which connects western UP to Delhi and Uttrakhand, remained disrupted on eleventh day today. Ghaghara and saryu rivers are also on spate in Gonda district. Saryu is flowing one meter above the danger mark. Road connecting Farrukhabad, badaun and shahjhanpur is also submerged under Ganga water and local traffic is blocked due to that. This time again Ghagra River breached the Elgin-Charsari embankment on the border of Barabanki -Gonda districts although it was repaired last year by the state government. Today is the 101 birth anniversary of Mother Teresa. Prayer meetings are being held at Nirmal Hriday, her home and Ashram in Kolkata where the sick, poor and the downtrodden were cared for. Prayer meetings are also being held in other homes built by Mother Teresa, like the Leprosy home in Titagarh. The Arab League has said that it considers Libya's rebel National Transitional Council (NTC) as the legitimate representative of the Libyan people and time has come for Libya to return to its permanent seat on the League's council. लोकपाल मुद्दे पर लोकसभा में सदन के नेता प्रणब मुखर्जी के बयान के बाद कल सदन में इस मुद्दे पर बहस होगी। इसकी पुष्टि करते हुए संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि श्री मुखर्जी ने कल सुबह ११ बजे सदन में एक वक्तव्य देने के लिए अध्यक्ष की अनुमति मांगी है।

प्रणब मुखर्जी सदन के नेता व वित्तमंत्री उन्होंने स्पीकर साहिबा को एक पत्र लिखकर यह एक विनती की है कि कल सुबह उनको ११ बजे एक लोकपाल कांस्टीट्यूट करने के लिए उसके संदर्भ में जो भी कोई मुद्दे हैं उन पर अपना कोई वक्तव्य देने की उनको इजाजत दी जाये। उसके बाद जैसे विपक्ष चाहता है उस पर चर्चा होगी पूरा दिन और उसके बाद उस पर जवाब होगा।
टीम अण्णा की मांगों के बीच, आज लोकसभा में लोकपाल मुद्दे पर बहस शुरू करने के प्रस्ताव पर उस समय विवाद खड़ा हो गया, जब भाजपा के नेतृत्व मे एनडीए ने नियम-१९३ के तहत बहस कराने का विरोध किया क्योंकि इस नियम में मतदान का प्रावधान नहीं है। इसके कारण सदन की कार्यवाही एक घंटे के लिए स्थगित करनी पड़ी। बाद मे पत्रकारों से बातचीत मे श्रीमती सुषमा स्वराज ने आरोप लगाया कि सरकार इतने गंभीर मामले को हल्के से ले रही है।
इस बीच, लोकसभा अध्यक्ष ने विश्वास व्यक्त किया है कि लोकसभा में कल लोकपाल मुद्दे पर बहस कराने के लिए कोई न कोई रास्ता निकाल लिया जाएगा। श्रीमती मीरा कुमार आज सर्वदलीय बैठक के बाद पत्रकारों से बातचीत कर रही थीं।
हमारे संवाददाता ने बताया है कि सत्तारूढ कांग्रेस और विपक्षी भाजपा के बीच अण्णा हजारे के जन लोकपाल विधेयक और एन जी ओ कार्यकर्ता अरूणा राय तथा लोकसत्ता पार्टी के डॉक्टर जयप्रकाश नारायण के दस्तावेजों पर बहस कराने के तरीके को लेकर मतभेद बना हुआ है। सरकार इस मुद्दे पर जिस नियम के तहत बहस कराना चाहती है उसमें मतदान का प्रावधान नहीें है और भाजपा ने मतदान के प्रावधान वाला प्रस्ताव पेश किया है। कांग्रेस का प्रस्ताव संदीप दीक्षित ने रखा है जबकि विपक्ष का नोटिस विपक्ष की नेता सुषमा स्वराज ने दिया है। राज्य सभा में विपक्ष के नेता अरूण जेटली ने ऐसा ही प्रस्ताव पेश किया है।

कांग्रेस महासचिव और सांसद राहुल गांधी ने लोकपाल को निर्वाचन आयोग जैसी संवैधानिक संस्था बनाकर मजबूत करने की अपील की है। उन्होंने कहा कि भ्रष्टाचार की समस्या से कारगर ढंग से निपटने के लिए व्यापक कार्रवाई और एक ठोस राजनीतिक कार्यक्रम की जरूरत है। राहुल गांधी ने अन्ना हजारे को यह कहकर धन्यवाद दिया कि उन्होंने भ्रष्टाचार के खिलाफ जन-भावना जगाने में सहायता की है।
आज लोकसभा में वक्तव्य देते हुए उन्होंने कहा कि सांसदों के सामने असली मुद्दा यह है कि वे भ्रष्टाचार के खिलाफ डटकर संघर्ष करें। उन्होंने कहा कि भ्रष्टाचार केवल इच्छा करने से ही दूर नहीं होगा, इसके लिए काम करने का एक व्यापक कार्यक्रम बनाना होगा।

पिछले कुछ दिनों की घटनाओं को देखते हुए ऐसा लगता है कि केवल एक अकेला बिल लागू करने से समाज से भ्रष्टाचार नहीं हटाया जा सकता है। मुझे इसे लेकर गंभीर शंकायें हैं कि केवल एक प्रभावशाली लोकपाल कानून ही अकेला ऐसा कानून है जो भ्रष्टाचार से लड़ सकता है। लोकपाल संस्था अकेले एक सशक्त भ्रष्टाचार विरोधी तंत्र का विकल्प नहीं हो सकती कई कानून जरूरी हैं।

समाज सेवी अन्ना हजारे ने प्रधानमंत्री डॉक्टर मनमोहन सिंह को एक पत्र लिखा है जिसमें कहा गया है कि अगर संसद उनकी तीन प्रमुख मांगें मान ले, तो वे अनशन समाप्त कर देंगे। ये तीन शतेर्ं हैं- सभी सरकारी कर्मचारियों को लोकपाल के दायरे में लाया जाये, सभी सरकारी दफ्‌तरों में सिटिजन चार्टर लगाया जाये और सभी राज्यों में लोकायुक्त नियुक्त किया जाये।
इस बीच, श्री हजारे का अनशन आज ११वें दिन भी जारी है। उनकी देखभाल कर रहे डॉक्टर नरेश त्रेहन के अनुसार श्री हजारे का वजन करीब सात किलोग्राम कम हो गया है।

संसद ने मानव अंग प्रत्यारोपण संशोधन विधेयक २०११ को मंजूरी दे दी है। आज राज्यसभा ने इसे पास कर दिया। विधेयक का उद्देश्य, मानव अंगों को निकालने, रखने और लगाने को नियमित करना तथा इनके अवैध व्यापार को रोकना है। लोकसभा यह विधेयक पास कर चुकी है।
राज्यसभा में इस विधेयक पर दिन भर की चर्चा का उत्तर देते हुए स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा कि सरकार मानव अंगों के पंजीकरण के लिए नैशनल रजिस्ट्री स्थापित करने पर विचार कर रही है।

कर्नाटक उच्च न्यायालय ने ऊपरी भद्र सिंचाई परियोजना में वित्तीय अनियमितताओं के आरोपों वाली एक निजी शिकायत पर लोकायुक्त पुलिस द्वारा दर्ज एफ आई आर को खारिज करने की पूर्व मुख्यमंत्री बी एस येदियुरप्पा की याचिका नामंजूर कर दी है। यह फैसला न्यायमूर्ति के एल मंजूनाथ और न्यायमूर्ति एच एस केंपाना की खंडपीठ ने किया है।
जनता दल सेक्युलर के प्रवक्ता वाइ एस वी दत्ता द्वारा लोकायुक्त अदालत में शिकायत दर्ज कराई थी। येदियुरप्पा के वकील और उच्चतम न्यायालय के वकील यू यू ललित ने इस शिकायत और विशेष लोकायुक्त न्यायाधीश एन के सुधीन्द्र राव के विशेष आदेश को चुनौती दी थी, जिसमें कहा गया था कि राव न्यायाधीश नहीं हैं, इसलिए इस शिकायत का संज्ञान लेना उनके अधिकार क्षेत्र में नहीं आता।

उच्चतम न्यायालय ने आज कर्नाटक के तुमकुर और चित्रदुर्ग जिलों में खनन गतिविधियों पर रोक लगा दी है। उच्चतम न्यायालय ने कहा है कि जब तक उचित पुनर्वास कार्यक्रम नहीं बनाया जाता वह अपना आदेश नहीं बदलेंगा।
मुख्य न्यायाधीश एस एच कापड़िया की अध्यक्षता में तीन न्यायाधीशों की वन पीठ ने तुमकुर और चित्रदुर्ग जिलों में लौह अयस्क निकालने के बारे में अपनी विशेषज्ञ समिति की सिफारिश पर यह आदेश दिया है।

बम्बई उच्च न्यायालय ने महाराष्ट्र सरकार से तारापुर परमाणु बिजली परियोजना से विस्थापित हुए १६३ परिवारों को हर्जाने के रूप में २० लाख ३७ हजार रूपये देने को कहा है। न्यायालय ने इन लोगों को वैकल्पिक आवास उपलब्ध कराने के लिए भी राज्य सरकार को कहा है। न्यायमूर्ति रंजना देसाई और न्यायमूर्ति आर. वी. मोरे की खंडपीठ ने गांव वालों की याचिकाओं की सुनवाई के बाद यह फैसला सुनाया। याचिकाओं में कहा गया था कि सरकार तथा परमाणु ऊर्जा निगम ने लोगों को किराया देने की अपनी वचनबद्धता को पूरा नहीं किया है।

आंध्रप्रदेश के पूर्व मुख्यमंत्री के रोसैया को तमिलनाडु का नया राज्यपाल नियुक्त किया गया है। राष्ट्रपति भवन की प्रेस विज्ञप्ति के अनुसार वरिष्ठ कांग्रेस नेता रामनरेश यादव मध्यप्रदेश के नये राज्यपाल होंगे। वी पुरूषोत्तमन को मिजोरम का नया राज्यपाल बनाया गया है। सैयद अहमद झारखंड के नये राज्यपाल बनाए गए हैं। झारखंड के राज्यपाल एम ओ एच फारूक का स्थानांतरण कर दिया गया है और वे बाकी कार्यकाल के लिए केरल के राज्यपाल रहेंगे । महाराष्ट्र के राज्यपाल के शंकर नारायणन गोवा के राज्यपाल का अतिरिक्त कार्यभार भी संभालेंगे।

मुम्बई शेयर बाजार में आज सेंसेक्स २९८ अंक घटकर १५ हजार ८४९ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निटी ९२ अंक घटकर चार हजार ७४८ पर आ गया। एक डॉलर की तुलना में रुपया दस पैसे कम होकर ४६ रुपये १६ पैसे पर बंद हुआ। दिल्ली सर्राफा बाजार में सोना सात सौ रुपये कम होकर २७ हजार १४० रुपये प्रति दस ग्राम पर आ गया और अंतर्राष्ट्रीय बाजार में कच्चे तेल की कीमत ३७ सेंट घटकर ८४ डॉलर ९३ सेंट प्रति बैरल हो गयी।

भारतीय रिजर्व बैंक के बैंकिंग निरीक्षण विभाग में एक विशेष जांच प्रकोष्ठ स्थापित किया गया है, जो सार्वजनिक क्षेत्र के बैंकों में भ्रष्टाचार की शिकायतों पर नजर रखेगा। आज लोकसभा में पूरक प्रश्नों का उत्तर देते हुए वित्तमंत्री प्रणब मुखर्जी ने कहा कि इसके अलावा सार्वजनिक क्षेत्र के बैंकों में बोर्ड स्तर की नियुक्तियों के खिलाफ प्राप्त शिकायतों की जांच का काम केबिनेट सचिवालय भी करेगा।

लीबिया में विद्रोहियों की अंतरिम सरकार, ट्रांज+ीशनल नेशनल काउंसिल ने राजधानी त्रिपोली में काम करना शुरू कर दिया है। काउंसिल ने बेनगाजी से अपना अड्डा हटा लिया है। बेनगाजी में ही कुछ महीने पहले कर्नल गद्दाफी को सत्ता से हटाने की क्रांति की शुरूआत हुई थी। कल त्रिपोली में भारी गोलीबारी होती रही। कर्नल गद्दाफी ने एक संक्षिप्त रेडियो प्रसारण में अपने समर्थकों से एकजुट होने को कहा और उन्होंने इस लड़ाई में दूसरे देशों का हाथ होने के लिए उनकी आलोचना की।

अरब लीग ने कहा है कि वह लीबिया के विद्रोहियों की नेशनल ट्रांस्जिनल कौंसिल  को लीबिया के लोगों का वैध प्रतिनिधि समझती है। समय आ गया है कि लीबिया को फिर अरब लीग परिषद का स्थायी सदस्य बना दिया जाए।

सरकार श्रीलंका में तीन दशक तक चले जातीय टकराव की समाप्ति के बाद उत्तरी श्रीलंका के शिविरों में रह रहे विस्थापितों के पुनर्वास के लिए हरसंभव प्रयास कर रही है। श्रीलंकाई तमिलों के पुनर्वास के लिए सरकार द्वारा किये गये उपायों पर बहस के जवाब मे विदेश मंत्री एस. एम. कृष्णा ने आज लोकसभा में कहा कि तीन लाख विस्थापितों मे से करीब दो लाख ९० हजार लोगों का पुनर्वास किया जा चुका है और राहत शिविरों में अब केवल १० हजार लोग ही बचे हैं। उन्होंने कहा कि प्रधानमंत्री ने इन विस्थापितों के पुनर्वास के लिए ५०० करोड़ रुपये की सहायता घोषित की है।

जापान के प्रधानमंत्री नाओतो कान ने इस्तीफे की घोषणा की है, ताकि पांच साल के लिए नया नेता चुनने का रास्ता साफ हो सके। श्री कान ने जापान की डेमोक्रेटिक पार्टी की बैठक में पद छोड़ने की पेशकश की। श्री कान ने कहा कि दो जून को किए वायदे के अनुसार वे पार्टी का नेता पद छोड़ रहे हैं।

Lok Sabha is to discuss the Lokpal issue tomorrow after a statement by the leader of the House on the issue. Confirming this the Parliamentary Affairs Minister Mr. Pawan Kumar Bansal said, Mr. Pranab Mukherjee has written a letter to speaker seeking her permission to make the statement in the House in the morning.

Leader of the House, Pranab Mukharjee has written a letter to the Speaker seeking her permission to make a statement in the House tomorrow at 11 AM over the issues relating to the constitution of Lokpal. Thereafter, as demanded by Opposition, there will be a debate during the day. Then there will be reply to that.
Amid demands from Team Anna, a move to take up a discussion today in the Lok Sabha on the Lokpal issue turned contentious with BJP-led NDA opposing the debate under rule 193, which does not entail voting, forcing adjournment of the House for an hour. Later briefing the newsmen, Mrs. Swaraj alleged that the goverment is taking such a serious matter very casually. Meanwhile, Lok Sabha Speaker Meira Kumar has expressed confidence that a way out will be found for holding a debate on Lok Pal issue. Our correspondent reports the main ruling Congress and the opposition BJP got divided on the mode of the debate on Anna Hazare's Jan Lokpal and documents prepared by NGO activist Aruna Roy and Dr. Jai Prakash Narain of Lok Satta party. While the government is in favour of discussions under a rule which does not provide for voting, the opposition BJP has moved a resolution for discussion which entails voting. The Congress resolution has been moved by Sandeep Dikshit while the opposition notice has been given by the leader of the Opposition Mrs. Sushma Swaraj. In Rajya Sabha, similar motion has been moved by the leader of Opposition Arun Jaitley.

AICC General Secretary and Member of Parliament, Rahul Gandhi today called for a stronger Lokpal by making it a Constitutional body like the Election Commission. He said a comprehensive framework of action and a concerted political programme is essential to deal effectively with the menace of corruption.

There are no simple solution to eradicate corruption, demands of far deeper engagement and a sustained commitment from each one of us. Witnessing the events of the last few of days, it would appear, that enactment of a single bill will usher in a corruption free society. I have serious doubts about this belief. An effective Lokpal Law is only one element in the legal frame work to combat corruption. The Lokpal institution alone cannot be a substitute for a comprehensive anti-corruption code. A set of effective laws is required. Laws that address the critical issues are necessary to stand alongside the Lokpal initiative.
Mr. Rahul thanked, Anna Hazare saying Anna has helped articulate public sentiment against corruption. Making a statement in the Lok Sabha he asserted that the real question before the members of Parliament is to take the battle against corruption head-on. He said, he had serious doubts about the perception that the enactment of a single bill will eradicate corruption.

Social activist Anna Hazare today wrote a letter to Prime Minister Dr. Manmohan Singh saying he would break his fast if Parliament agrees to his three key demands. It contains his Team's version of a resolution to be moved in Parliament which details his three demands one all civil servants should be brought under Lokpal, two a Citizen Charter should be displayed at all government offices and three all states should have Lokayukta. However the Gandhian said that he will continue his protest till the legislation is passed.

The government is making all efforts to help resettlement and rehabilitation of Internally Displaced Persons (IDPs) living in camps in Northern Sri Lanka after the end of three decade long ethnic conflict. Replying to a discussion on steps taken by the government for relief and resettlement of Sri Lankan Tamils, the External Affairs Minister S M Krishna said of 3 Lakh displaced persons around 2 Lakh 90 thousand have already been resettled leaving only 10 thousand IDPs in the relief camps. He said, Prime Minister has announced assistance of 500 crore rupees for resettlement and rehabilitation of IDPs at the end of conflict.He said, food, medicines, tractors, agriculture starter packs and family relief packs have also been dispatched to Sri Lankan Tamils.

The Karnataka High Court today rejected former Chief Minister B S Yeddyurappa's petition, seeking quashing of FIR by Lokayukta police on a private complaint alleging financial irregularities in Upper Bhadra irrigation project. The order was passed by a division bench comprising Justices K L Manjunath and H S Kempanna. The complaint was filed by JD-S spokesperson Y S V Dutta in the Lokayukta court, which later ordered a probe on August 8. Subsequently an FIR was filed by Lokyukta police on Aug 10. Yeddyurappa's counsel and Supreme Court lawyer U U Lalit had challenged the complaint and order of reference by Special Lokayukta judge N K Sudhindhra Rao stating that Rao is not a magistrate and hence has no jurisdiction to take cognisance of the complaint.

Former Andhra Pradesh Chief Minister K Rosaiah has been appointed as the new Governor of Tamil Nadu. According to a press communique issued by the Rashtrapati Bhawan today, Senior Congress leader Ram Naresh Yadav will be the new Governor of Madhya Pradesh while V Purushothaman will be new Mizoram Governor. Syed Ahmed will be the new governor of Jharkhand. Jharkhand Governor M O H Farooq has been transferred and appointed as Governor of Kerala for the remaining period of his term. The Maharashtra Governor K Sankaranarayanan will hold additional charge as Goa Governor.

The Supreme Court today dismissed former Chief Justice of Sikkim High Court P D Dinakaran's plea challenging the Rajya Sabha-appointed committee's decision to frame charges against him by allegedly exceeding its jurisdiction.A bench headed by Justice G S Singhvi also rejected his contention that the panel has no power to conduct preliminary inquiry against him.

Gujarat Governor has appointed former Justice of Gujarat High Court Justice R.A. Mehta as Lokayukta in the State. Quoting Raj Bhavan sources in Gandhinagar under the Lokayukt Act of Gujarat, 1986, the Governor has the power to appoint Lokayukt in the State on the recommendation of Chief Justice of Gujarat High Court. Chief Justice of Gujarat High Court has already recommended the name of former Judge Justice R.A. Mehta as Lokayukt but the State Government was not appointing Lokayukt in the State since the last seven years.

Falling for the third straight day, the Sensex at the Bombay Stock Exchange dropped 298 points, or 1.8 percent, to close below the 16,000 mark for the first time in 18 months, at 15,849, today, amid falling global markets, on concerns about global economic growth. The Nifty fell 92 points, or 1.9 percent, to 4,748. Stock markets in Japan, China, Hong Kong, South Korea and Singapore ended weak. The rupee depreciated 10 paise, to 46.16 against the dollar. The Reserve Bank of India today said that Indian economy needs to brace up for a difficult year from a macro economic perspective. In its annual report for 2010-2011, RBI stated that with weak supply response, inflation remains an important macro economic challenge for the country. Stating that the growth is likely to remain at 8 per cent in 2011-12, lower than 8.5 per cent projected in the previous fiscal.

In Libya, Transitional National Council, the rebels' interim government has started operating in the capital, Tripoli. The Council moved its base from Benghazi, where the revolution to topple Colonel Gadhafi began months ago. Heavy gunbattles were fought in Tripoli yesterday as Col. Gadhafi used a short audio broadcast to rally his supporters and denounce foreign countries for their involvement in the conflict. Transitional National Council chief, Mahmud Jabril today said they need money in order to pay the salaries of civil servants and maintain services. He was speaking in Istanbul, where he had attended a meeting of diplomats a day earlier focused on the Libyan crisis. Yesterday, the United States said it will soon release 1.5 billion dollars in frozen Libyan assets to the country's opposition-run council for urgent humanitarian aid.

An External Affairs Ministry spokesman said today that the International Organisation of Mitigation is making arrangements to evacuate stranded foreign nationals in Libya by two ships. The ships are leaving Libya today and tomorrow. He said the Indian national living in Libya has been informed of this initiative. The spokesman said, the Indian mission at Tripoli is making all efforts to help stranded Indians with all of its available resources.

The Arab League has said that it considers Libya's rebel National Transitional Council, NTC as the legitimate representative of the Libyan people and time has come for Libya to return to its permanent seat on the League's council. The League's Secretary General Nabil Elaraby told reporters in Cairo that the NTC will be the legitimate representative of the Libyan state in the meeting of Arab League to be held in Cairo tomorrow. The Arab League suspended Libya's membership in February this year after Muammar Gaddafi's forces launched a crackdown to try to stop the uprising spreading in the east of the country. Several Arab governments have said this week that they recognise the National Transitional Council (NTC) as rebels pushed Gaddafi loyalists into their remaining strongholds in Tripoli. Qatar gave its backing to the rebels in March and the United Arab Emirates followed in June. Meanwhile, a senior Libyan rebel figure Mahmud Jibril told reporters in Istanbul in Turkey today that the West must release all Libya's frozen assets in order for a new government to succeed. Japanese Prime Minister Naoto Kan has announced his resignation, clearing the way for the country's sixth leader in five years. Mr. Kan announced his decision to step down at a Democratic Party of Japan, DPJ meeting, broadcast by the Japanese media. Mr. Kan said that as promised on 2nd June, he is resigning as the leader of the DPJ. He said, once the new leader is selected, he will also resign as the Prime Minister. Mr. Kan's decision to stand down was widely expected, amid falling approval ratings and party infighting.
