In Uttar Pradesh, counting of votes for all 403 assembly constituencies will be held tomorrow at district head quarters amid tight security. The election commission has made elaborate arrangement for the speedy declaration of results.
The Chief Electoral Officer Umesh Sinha said that the counting will be held at 72 centres. Counting of entire seats of a district will be conducted in a single hall in presence of observers. Fool-proof security arrangements have been made to conduct the polling. A report from AIR correspondent:
“The results will be uploaded on website with the help of National Informatics Centre for which special nodes have been created at the counting centres. Separate table have been setup for each constituency. The EVMs are being setup in a way that it will be visible to agents of political parties and observers. It will take more than 30 rounds to complete the counting of a seat. The commission is hopeful that most of the results will be declared by the afternoon. Meanwhile, the political pundits are speculating the face of a new government. Salman Haider/AIR news/ Gorakhpur.
The political fortunes of 788 candidates in Uttarakhand would be unveiled tomorrow after an unprecedented long wait since about 68 per cent of the 63 lakh odd voters sealed their electoral fate on January 30. According to state Chief Election Officer Radha Raturi all arrangements are in place for the counting of votes for seventy members state Assembly which would start with the counting of postal ballots first.
In Punjab, the stage is set for counting of votes that will start at 8 am tomorrow at 56 centres for 117 seats of 14th Punjab Assembly. The election was held on 30th January. In this election, 1078 candidates are in the race. The main contesting parties are Shiromani Akali Dal, BJP, Congress and Bahujan Samaj Party. The polling per cent in the state was 78.57. A report from AIR Correspondent:
"The candidates are seeing the Electronic Voting Machines as Magic Boxes which would make or mar their fate for next five years. Although everyone is interested to taste the triumph but they do not know what the electors had written in their fate in the form of votes. Whether the history would repeat in
Punjab by sending the incumbent govt. packing or a new history would be written if the present alliance comes back to power is everybody’s guess. But experts believe that independents would play an important role in forming the next govt. as the third front led by People’s Party of Punjab may play spoilsport. As the counting would start in less than 24 hours, at 8’ o clock tomorrow, and scene would almost be clear by afternoon, the only thing which voters want is an honest govt. which would work for the progress and prosperity of the state. Rajesh Bali, Jalandhar, AIR NEWS."

An Empowered Group of Ministers (EGoM) today decided to allocate 700 Mhz spectrum for offering fourth-generation or 4G telecom services. Telecom Minister Kapil Sibal told reporters in New Delhi after the meeting that this particular band  is considered to be very efficient and could fetch the government revenues more than it got through auctioning of 3G spectrum last year. He said, the issues relating to 700 MHz have been resolved.
"The issues were relating to the 700 MHz band. These have been resolved. Then there were some issues relating to the 1700-2000 MHz band . Hopefully it will  be resolved next week."
According to officials in the Department of Telecom, spectrum in the 700 Mhz band require probably half the investment to roll out services compared to what was required for rolling out services in wireless broadband spectrum auctioned in 2010. The Information & Broadcasting ministry has earlier placed its claim in this spectrum band saying that Doordarshan has 40 Mhz frequency assignment for mobile video link and 8 Mhz for digital transmission in the four metros.
