प्रधानमंत्री डॉक्टर मनमोहन सिंह १७वें सार्क शिखर सम्मेलन में हिस्सा लेने आज सुबह मालदीव रवाना हो रहे हैं। मालदीव के अद्दू द्वीप में कल से शुरू हो रहे सम्मेलन में डॉक्टर मनमोहन सिंह के साथ विदेश मंत्री एस. एम. कृष्णा और एक उच्चस्तरीय शिष्टमंडल भी जा रहा है। सम्मेलन में व्यापार, साझा मुद्रा और सुरक्षा जैसे मुद्दों पर प्रमुख रूप से चर्चा होने की उम्मीद है। सम्मेलन के बाद प्रधानमंत्री माले जाएंगे और मालदीव की संसद पीपल्स मजलिस को संबोधित करेंगे। अपनी चार दिन की मालदीव यात्रा के दौरान डॉक्टर सिंह की सार्क देशों के नेताओं के साथ आपसी बातचीत होने की संभावना है। पाकिस्तान के प्रधानमंत्री यूसुफ रज+ा गिलानी के साथ उनकी मुलाकात महत्वपूर्ण होगी।

सार्क देशों के प्रमुख जब १७वें सार्क सम्मेलन के सिलसिले में सूरम में अड्डो द्वीप पर कल मिलेंगे तो उनमें तमाम मसलों पर विस्तार से चर्चा होगी। ऐसे में जबकि वैश्विक आर्थिक मंदी सभी देशों पर असर डाल रही है। सार्क चाहता है कि उसके सदस्य क्षेत्र में व्यापार बढ़ाने पर ज्यादा ध्यान दें। इस सिलसिलें में सम्मेलन में दक्षिण एशिया मुक्त व्यापार क्षेत्र सॉटा पर गहराई से चर्चा होने की उम्मीद है जो भी हो सार्क इस क्षेत्र के देशों को अपनी समस्याओं का समग्रतावादी समाधान खोजने का एक बड़ मंच मुहैया कराता है। सुप्रशांती के साथ विनयराज तिवारी आकाशवाणी समाचार।

सार्क देशों की मंत्रिपरिषद की आज ३४वीं बैठक होगी। इस बैठक में सदस्य देशों के विदेश मंत्री हिस्सा लेंगे।
इस बैठक का उद्देश्य कल से शुरू होने वाले सार्क शिखर सम्मेलन से पहले  परिवहन, संचार, जलवायु परिवर्तन और सुशासन जैसे विविध मसलों पर साझा सार्क दृष्टिकोण तैयार करना है।
इस साल के शिखर सम्मेलन का शीर्षक सेतु निर्माण है, जो आठों सदस्य देशों- पाकिस्तान, अफगानिस्तान, बंगलादेश, भूटान, भारत, नेपाल, श्रीलंका और मालदीव के बीच संचार और सहयोग बेहतर बनाने का प्रयास है।
 सदस्य देशों के राष्ट्राध्यक्षों और शासनाध्यक्षों के आज अद्दू शहर पहुंचने की संभावना है। मुख्य सार्क शिखर सम्मेलन १० और ११ नवम्बर को होगा। प्रधानमंत्री डॉक्टर मनमोहन सिंह के आज दोपहर बाद मालदीव पहुंचने की संभावना है।

उत्तराखंड में हरिद्वार में एक आश्रम में धार्मिक समारोह के दौरान कल मची भगदड़ में मरने वालों की संख्या १६ से बढ़कर २० हो गई है। हमारे संवाददाता ने खबर दी है कि गायत्री परिवार के मुखिया डॉ. प्रणव पंड्या ने इस दुर्घटना की नैतिक जिम्मेदारी लेते हुए मृतकों के परिजनों के लिए दो-दो लाख रुपए की अनुग्रह राशि की घोषणा की है।

हादसे को देखते हुए गायत्री परिवार की ओर से गुरूवार तक आयोजित विभिन्न कार्यक्रम आज ही समाप्त किए जा रहे हैं। उधर प्रदेश सरकार ने भी राज्य स्थापना की ग्यारहवीं वर्षगांठ आज सादगी से मनाने का निर्णय लिया है। इस बीच हादसे में मरने वालों के परिजन हरिद्वार पहुंच रहे हैं और वहां महौल गमगीन है। राघवेश पाण्डेय आकाशवाणी समाचार देहरादून।

केंद्र सरकार द्वारा नियुक्त की गई विशेषज्ञ समिति इस महीने की १५, १६ और १७ तारीख को तमिलनाडु में कुडनकुलम परमाणु बिजली संयंत्र का निरीक्षण करेगी। केंद्रीय समिति के सदस्य और नूर-उल-इस्लाम विश्वविद्यालय के कुलपति डॉक्टर ए. ई. मुत्थुनायगम ने कहा कि इसके बाद ही समिति तमिलनाडु समिति की ओर से उठाए गए सवालों का जवाब दे सकेगी। तिरूनेलवेली के जिलाधिकारी आर. सेल्वाराज के नेतृत्व वाली राज्य समिति और परियोजना का विरोध कर रहे लोगों के प्रतिनिधियों ने परमाणु बिजली संयंत्र की सुरक्षा से जुड़े पहलुओं पर ५० प्रश्न केंद्रीय समिति को सौंपे हैं।
 राज्य समिति के एक अधिकारी ने बताया कि बैठक में परमाणु कचरे के निबटारे और बिजली उत्पादन करने से संबंधित मसलों पर सवाल उठाए गए। दोनों समितियों की बैठक दस दिन के भीतर दोबारा होगी।

केंद्रीय वित्त मंत्री प्रणब मुखर्जी ने कल देर रात नई दिल्ली में प्रधानमंत्री से मुलाकात की। ये बैठक पश्चिम बंगाल की मुख्यमंत्री और तृणमूल कांग्रेस अध्यक्ष ममता बनर्जी की कोलकाता में श्री प्रणव मुखर्जी से मुलाकात के बाद हुई। बैठक के बाद सुश्री बैनर्जी ने कहा कि उनकी पार्टी पेट्रोलियम उत्पादों की कीमतों में किसी भी तरह की वृद्धि का विरोध करेगी।
 इससे पहले, तृणमूल कांग्रेस के सांसदों ने नई दिल्ली में प्रधानमंत्री से मुलाकात कर बढ़ती कीमतों के बारे में विचार-विमर्श किया।

भारतीय तेल निगम ने कहा है कि विश्व में तेल कीमतों में कमी बनी रहने और डॉलर के मुकाबले रूपए के स्थिर रहने की स्थिति में अगले सप्ताह पेट्रोल के दाम घट सकते हैं। भारतीय तेल निगम के अध्यक्ष आर. सी. बुटोला ने पीटीआई को बताया कि अंतर्राष्ट्रीय बाजार में तेल की कीमतें एक सौ २५ डॉलर प्रति बैरल से घटकर एक सौ १५ डॉलर प्रति बैरल रह गई है। भारतीय तेल निगम और अन्य सरकारी पेट्रोलियम कंपनियों ने पेट्रोल की कीमतें एक पखवाड़े के अंतर्राष्ट्रीय औसत के आधार पर बढ़ायी हैं।

असम में दादा साहेब फालके पुरस्कार से सम्मानित जाने माने संगीतकार गायक डॉ० भूपेन हजारिका का अंतिम संस्कार आज सुबह पूरे राजकीय सम्मान के साथ किया जाएगा। उनके पार्थिव शरीर को जजेस फील्ड से फूलों से सजी गाड़ी में गुवाहाटी विश्वविद्यालय परिसर में झालुकबाड़ी ले जाया जा रहा है। डॉक्टर हजारिका के पुत्र तेज भूपेन हजारिका को मुखाग्नि देंगे। आज सुबह से ही उनके अंतिम संस्कार में भाग लेने के लिए बड़ी संख्या में लोग अंत्येष्टि स्थल पर पहुंच गये हैं। राज्य के मुख्यमंत्री तरूण गोगोई, उनके मंत्रिमंडल के सहयोगी, लोकसभा में विपक्ष की नेता सुषमा स्वराज और अन्य सर्वोच्च अधिकारियों के साथ फिल्मकार कल्पना लाजमी भी अंतिम संस्कार में भाग लेने के लिए पहुंची हैं।

उच्चतम न्यायालय ने कहा है कि अनुसूचित जनजाति के सदस्यों को शिक्षा और रोजगार के क्षेत्र में मिलने वाले लाभ दिये जाने से पहले उक्त व्यक्ति से सम्बन्धित दस्तावेज+ी प्रमाणों के साथ-साथ उसकी जातीय तथा अन्य विशेषताओं पर भी विचार किया जाना चाहिए।
न्यायमूर्ति डी. के. जैन और न्यायमूर्ति ए. के. गांगुली की खंडपीठ ने कहा कि आजादी से पहले के प्रमाणों को आजादी के बाद के दस्तावेज से ज्यादा अहमियत दी जानी चाहिए, क्योंकि किसी भी व्यक्ति का जनजातीय दर्जा तय करने में उनकी भूमिका अधिक है।

अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी-आई ए ई ए ने कहा है कि इस बात की पुख्ता जानकारी है कि ईरान परमाणु हथियारों का डिजाइन तैयार करने में जुटा होने के साथ-साथ उपकरणों का परीक्षण भी कर रहा है। ईरान के परमाणु कार्यक्रम के बारे में अपनी रिपोर्ट में एजेंसी ने कहा है कि सेना, व्यक्तियों और इकाइयों की ओर से परमाणु सामग्री और दोहरे इस्तेमाल वाले उपकरण खरीदने के प्रयास जारी हैं, और इनमें से कुछ प्रयास सफल भी रहे हैं। आई ए ई ए ने कहा कि यह सूचना उसे कुछ सदस्य देशों और ईरान से मिली है। इसके अलावा उसे इनके बारे में अपनी जांच से भी पता चला है।
खतरनाक हथियार और मिसाइल विकसित करने के ईरान के प्रयासों पर रिपोर्ट में मुख्य रूप से चर्चा की गई है। ये रिपोर्ट इस्राइल द्वारा ईरान के परमाणु प्रतिष्ठानों पर हमले की आशंका के बीच आई है।
हमारे संवाददाता ने खबर दी है कि आई ए ई ए की रिपोर्ट प्रकाशित होने से पहले ही ईरान ने इसे यह कहकर खारिज कर दिया है कि ये रिपोर्ट निराधार दावों पर आधारित है और इसे अमरीकी दबाव में तैयार किया गया है।

आई ए ई ए की रिपोर्ट के अनुसार जानकारी इन महत्वपूर्ण सूचनाओं पर आधारित है जिन से संकेत मिलता है कि ईरान ने परमाणु हथियार बनाने और परीक्षण से जुड़ी कल पुर्जों की दिशा में काफी प्रगति कर ली है। आई ए ई ए का मानना है कि ईरान में कम्प्यूटर मॉडलींग पर जो अनुसंधान हुए हैं। उनका इस्तेमाल सिर्फ परमाणु बम बनाने की तकनीक के लिए ही हो सकता है। रिपोर्ट के मुताबिक परमाणु हथियार बनाने की जानकारी इच्छुक और अवैध तरीके से हासिल की गई। रिपोर्ट में ईरान से व्यापक स्तर पर बातचीत करने और उससे परमाणु कार्यक्रम के बारे में  सफाई देने को कहा गया है। अतुल तिवारी आकाशवाणी समाचार दुबई।

The Prime Minister, Dr. Manmohan Singh is leaving for Maldives this morning to attend the 17th summit of the South Asian Association for Regional Cooperation -SAARC. Accompanied by External Affairs minister Mr SM Krishna, Dr Singh is leading a high-level delegation to the summit beginning at Addu Islands tomorrow. After the summit, the Prime Minister will visit Male and address the People’s Majlis, the Parliament of Maldives. During his four-day visit to the island nation, Dr Singh is expected to hold bilateral talks with heads of SAARC countries. The focus will be on his interaction with Pakistan Prime Minister Mr Yousuf Raza Gilani. A report from our Correspondent:

Indian Foreign Secretary Ranjan Mathai yesterday met his Pakistani counterpart Salman Bashir, on the sidelines of the meeting of the SAARC foreign secretaries on Tuesday to prepare the ground for the meeting between the Prime Ministers of the two countries.
In an informal interaction with the media last evening , he said it was a preparatory meeting ahead of the bilateral talks between the two leaders.The bilateral between India and Pakistan are likely to be held on the morning of 10th November.
Mr. Mathai also indicated that Commerce Secretaries of India and Pakistan are likely to meet later this month, where the MFN status concerning India will be clarified. He added that this is a part of the normalization of the process between the two countries.

In Uttarakhand, the death toll has increased from 16 to 20 in yesterday's stampede during a religious programme at an Ashram in Hardwar. Meanwhile, Gayetri Parivar head Pranab Pandya who accepted moral responsibility for the mishap also announced a compensation of two lakh rupees for the families of the deceased . Finance Minister Pranab Mukherjee met Prime Minister Manmohan Singh in New Delhi late last night . The meeting came after Finance Minister met the West Bengal Chief Minister and Trinamool Supremo, Ms. Mamta Banerjee in Kolkata. Talking to reporters after the meeting, West Bengal Chief Minister said that her party will oppose any rise in the prices of petroleum products. Earlier Trinamul MPs met with the Prime Minister to discuss the price hike issue in New Delhi. Trinamool leader, Sudeep Bandyopadhyay told reporters after the meeting that the Prime Minister explained to them the reasons for the hike in petrol prices, mainly its rise in the international market.

In Uttar Pradesh, the Lucknow bench of the Allahabad High Court has given additional two months time to the CBI to complete investigations into the murders of two Chief Medical Officers and a deputy Chief Medical Officer at the state capital Lucknow. A division bench of the court comprising Justice Pradeep Kant and Justice Rituraj Awasthi has passed the orders on the application moved by the premier probe agency seeking more time to complete the investigations into murders of CMOs Dr. V K Arya, Dr. B P Singh and Deputy CMO Dr. Y S Sachan.

In Karnataka, former Chief Minister B S Yeddyurappa was released from jail after he was granted bail in the High court yesterday. Facing charges of land denotification, Yeddyurappa was under Judicial custody since the 15th of last month in two of the five cases filed by Sirajin Basha. The High Court has now given bail in both these cases enabling his release from jail. The High Court Judge B V Pinto allowed bail yesterday on the condition that Yeddyurappa should furnish a bond of 10 lakh rupees, two sureties and an undertaking that he will not tamper with any evidence related to the case.
In the remaining three cases, the High Court is hearing a plea for anticipatory bail. Judge H Bilappa heard the submissions made by the counsel for Yeddyurappa and adjourned the case till today.

International Atomic Energy Agency, IAEA has said that there is credible information to suggest that Iran is working on developing nuclear weapon design, including components testing. In its report on Iran’s nuclear program, the agency says that efforts were made to procure nuclear related and dual-use equipment and material by military, individuals and entities, some of which were successful. The 25 page IAEA Report stops short of directly saying that Iran is involved in making a nuclear explosive device. The report says it has credible information which indicates that Iran has worked on developing indigenous nuclear weapon design, including components testing. The expert committee appointed by Central government will be inspecting the Koodankulam Nuclear power plant in Tamil Nadu on the 15th, 16th and 17th of this month. The central committee member and Noor-ul-Islam University Vice chancellor Dr A E Muthunayagam said that only after the inspection the committee will be able to answer the questions raised by the Tamil Nadu committee. The committee’s aim is to see what is happening, and find out the cause of fear of the local people.

 प्रधानमंत्री डॉक्टर मनमोहन सिंह, दक्षिण एशियाई क्षेत्रीय सहयोग संगठन-सार्क के सत्रहवें शिखर सम्मेलन में भाग लेने के लिए मालदीव पहुंच गए हैं। यह शिखर सम्मेलन मालदीव के अद्दू द्वीप में कल शुरू हो रहा है। शिखर सम्मेलन में क्षेत्रीय मानक लागू करने, प्राकृतिक आपदाओं के समय तुरन्त कार्रवाई करने और सार्क बीज बैंक स्थापित करने के समझौतों पर हस्ताक्षर होने की भी संभावना है।  इस वर्ष के सार्क शिखर सम्मेलन का विषय है-÷आठों सदस्य देशों पाकिस्तान, अफगानिस्तान, बंग्लादेश, भूटान, भारत, नेपाल , श्रीलंका और मालदीव के बीच सम्पर्क और सहयोग  बढ़ाना।'
 डॉक्टर मनमोहन सिंह ने आज सुबह नई दिल्ली से रवाना होने से पहले अपने वक्तव्य में कहा कि भारत दक्षिण एशियाई मुक्त व्यापार क्षेत्र समझौता साफ्टा के तहत व्यापार को उदार बनाने की प्रक्रिया को आगे बढ़ाने और अन्तर क्षेत्रीय सम्पर्क बढ़ाने पर जोर देना चाहता है।
  प्रधानमंत्री ने कहा कि भारत ने हमेशा से ही दक्षिण एशियाई क्षेत्र के सामाजिक, आर्थिक विकास के लिए आपसी सम्पर्क बढ़ाने की आवश्यकता पर जोर दिया है। उन्होंने कहा कि भारत ने द्विपक्षीय, उपक्षेत्रीय और क्षेत्रीय आधार पर सम्पर्क बेहतर बनाने के लिए कई तरह की पहल की है और इस दिशा में और ज्यादा प्रयास करने का इच्छुक है। उन्होंने कहा कि आगामी शिखर सम्मेलन में भारत और अधिक तालमेल के साथ साथ दक्षिण एशिया की ं अलग पहचान विकसित करने पर भी जोर देगा।

 भारत और पाकिस्तान ने स्वीकार किया है कि आपसी विश्वास बढ़ा है और आतंकवाद दोनों देशों के लिए गंभीर चुनौती है। सार्क शिखर सम्मेलन के मौके पर भारत और पाकिस्तान के प्रधानमंत्रियों की बैठक से पहले दोनों देशों के विदेश मंत्रियों की बैठक में आज यह बात सामने आई। आधिकारिक सूत्रों ने बताया कि विदेश मंत्री एस एम कृष्णा और पाकिस्तान की विदेश मंत्री हिना रब्बानी खार ने आपसी हित के मुद्दों पर विचार विमर्श किया और कहा कि आतंकवाद दोनों देशों के सामने चुनौती है।
 इससे पहले, विदेशमंत्री श्री कृष्णा ने अपने साथ मालदीव गए संवाददाताओं से कहा कि भारत और पाकिस्तान के बीच अच्छा माहौल है और आपसी विश्वास बढ़ा है। पिछले सप्ताह पाकिस्तान ने भारत को व्यापार में सर्वाधिक वरीयता वाले देश का दर्जा दिया था।

 उधर, अमरीका ने आशा व्यक्त की है कि मालदीव सार्क शिखर सम्मेलन सदस्य देशों के बीच आपसी सहयोग और दक्षिण एशिया में पर्यावरण सुधार की दिशा में काम करेगा। विदेश मंत्रालय की प्रवक्ता विक्टोरिया नूलैंड ने वाशिंगटन में संवाददाताओं से कहा  कि इस्ताम्बूल अंतर्राष्ट्रीय सम्मेलन में पड़ौसी देशों ने अफगानिस्तान की सम्प्रभुता का समर्थन किया तथा क्षेत्रीय अखंडता, सुरक्षा और आर्थिक संबंध सुधारने का संकल्प लिया। प्रवक्ता ने आशा व्यक्त की कि सार्क सम्मेलन भी सही दिशा में आगे बढ़ेगा। सार्क सम्मेलन में अमरीका प्रेक्षक की भूमिका में है और उसका प्रतिनिधित्व दक्षिण और मध्य एशियाई मामलों के सहायक मंत्री रॉबर्ट ब्लेक कर रहे हैं।

 गुजरात में विशेष अदालत ने २००२ में गुजरात दंगों के नौ मामलों में से एक में ७३ में से ३१ आरोपियों को दोषी ठहराया है। महसाणा की विशेष फास्ट ट्रैक अदालत ने  सरदारपुरा दंगा मामले में आज यह फैसला सुनाया। गोधरा रेल कांड के बाद पहली मार्च २००२ को महसाणा जिले के विजापुर ब्लॉक में सरदारपुरा गांव के एक बंद मकान में हिंसक भीड़ ने आग लगा दी थी, जिसमें ३३ लोग मारे गए थे। दोषी पाए गए लोगों पर हत्या, हत्या की कोशिश, आगजनी, दंगा करने, आपराधिक षड़यंत्र रचने सहित कई अन्य आरोप लगाए हैं। हमारे अहमदाबाद संवाददाता ने खबर दी है कि अदालत ने इस मामले में ४२ अन्य आरोपियों को बरी कर दिया। दोषी लोगों की सजा बाद में सुनाई जाएगी। यह मामला गुजरात दंगों के उन नौ मामलों में शामिल है, जो विशेष जांच दल को सौंप गए थे। गोधरा कांड के बाद हुए दंगों के पहले मामले में आरोपियों को दोषी ठहराया गया है।

 दिल्ली उच्च न्यायालय ने टू जी स्पैक्ट्रम मामले में गिरफ्तार डी.एम.के सांसद कणिमोढ़ी और चार अन्य लोगों की जमानत याचिकाओं पर सी बी आई से जवाब मांगा है। न्यायमूर्ति वी.के शैली ने आज सी बी आई को नोटिस जारी करते हुए उससे पहली दिसम्बर तक जवाब देने को कहा है। कणिमोढी और चार अन्य लोगों ने तीन नवम्बर को उन्हें जमानत न देने के विशेष अदालत के फैसले को उच्च न्यायालय में चुनौती दी है। ये चार अन्य लोग हैं - कलइंग्नार टेलीविजन के प्रबंध निदेशक शरद कुमार, कुसेगांव फ्रूट्स एंड वेजीटेबल्स प्राइवेट लिमिटेड के निदेशक आसिफ बल्वा और राजीव अग्रवाल तथा फिल्म निर्माता करीम मोरानी। श्रीमती कणिमोढ़ी की तरफ से वरिष्ठ अधिवक्ता अलताफ अहमद ने उच्च न्यायालय की पीठ के सामने कहा कि निचली अदालत ने इन पांचों आरोपियों को जमानत देने पर सी बी आई की सहमति की अनदेखी की। सी बी आई की तरफ से पेश वरिष्ठ अधिवक्ता मोहन पाराशरन ने न्यायालय में फिर कहा कि सीबीआई को उनकी जमानत पर कोई आपत्ति नहीं है।

 कर्नाटक के पूर्व मुख्यमंत्री बी.एस. येदियुरप्पा की अग्रिम जमानत की याचिका पर आज उच्च न्यायालय में सुनवाई होगी। येदियुरप्पा के खिलाफ पांच में से दो मामलों में विशेष लोकायुक्त अदालत ने उन्हें न्यायिक हिरासत में भेजने का आदेश दिया था। इस फैसले के खिलाफ अपील पर कल येदियुरप्पा को जमानत दे दी गई और कल शाम उन्हें रिहा कर दिया गया। लोकायुक्त अदालत ने शेष तीन मामलों पर सुनवाई अभी शुरू होनी है। इसी संदर्भ में येदियुरप्पा ने उच्च न्यायालय में अग्रिम जमानत की याचिका दी है। हमारे संवाददाता के अनुसार येदियुरप्पा पर आरोप है कि उन्होंने अपने मुख्यमंत्री कार्यकाल के दौरान अपने पुत्रों और दामाद की कम्पनियों को फायदा पहुंचाने के लिए बंगलौर विकास प्राधिकरण की ज+मीन की अधिसूचना रद्द की।
                    
येदियुरप्पा के पक्ष में मुकदमा लड़ रहे रवि बी नायक ने आज उच्च न्यायालय को बताया कि भूमि अनधिसूचन का निर्णय इस वजह से लिया गया, क्योंकि इस छोटी सी जगह पर हाउसिंग ले आउट नहीं बन पाता था। उन्होंने ये भी कहा कि भू मालिकों के अनुरोध पर ही अनधिसूचन का निर्णय लिया गया था। उन्होंने इस विचार पर भी जोर दिया कि मुकदमें में कहीं भी अनधिसूचन के खिलाफ आपत्ति नहीं उठाई गई है। इसके बाद राजन बाशा के वकील ने लोकायुक्त कोर्ट में चल रहे मुकदमे का विवरण दिया। सुधीन्द्र, आकाशवाणी समाचार, बंगलौर।

 रक्षामंत्री ए.के एंटनी ने आज उत्तराखंड में गोचर में महत्वाकांक्षी ऋषिकेश-कर्णप्रयाग रेल लाइन परियोजना की आधारशिला रखी। रेलमंत्री दिनेश त्रिवेदी और रेल राज्यमंत्री ए.एच.मुनिय्‌यपा भी इस अवसर पर मौजूद थे। हमारे संवाददाता के अनुसार वरिष्ठ कांग्रेस नेताओं के साथ इस कार्यक्रम में केन्द्रीय मंत्री हरीश रावत और कांग्रेस सांसद सतपाल महाराज और विजय बहुगुणा ने भी भाग लिया।
           
ऋषिकेश कर्णप्रयाग के बीच प्रस्तावित रेल लाइन के जमीन अधिग्रहण होने के बाद पांच वर्ष में पूरा हो जाने की उम्मीद है। इसके साथ ही गढ़वाल के सुदूर क्षेत्रों में ट्रेन से सफर का लोगों का वर्षो पुराना सपना साकार हो जाएगा। फिलहाल इस ट्रेन से कर्णप्रयाग की करीब १७६ किलोमीटर की दूरी सड़क मार्ग से लोगों को सात से आठ घंटे में तय करनी पड़ती है, लेकिन रेल सेवा शुरू होने के बाद यह दूरी घटकर लगभग १२५ किलोमीटर रह जाएगी। साथ ही सफर भी चार घंटे में पूरा किया जा सकेगा। करीब साढ़े चार हजार करोड़ रूपये की लागत वाली यह रेल परियोजना श्रीनगर और रूद्रप्रयाग के साथ ही १३ प्रमुख शहरी क्षेत्रों को जोड़ेगी। इससे राज्य में तीर्थांटन और पर्यटन को बढ़ावा मिलेगा और आर्थिक भी मजबूत होगी।  राघवेश पांडेय, आकाशवाणी समाचार, देहरादून।

 केन्द्रीय गृहमंत्री पी चिदम्बरम ने कहा है कि ओडिशा में माओवादी हिंसा अब भी बड़े स्तर पर है। उन्होंने कहा कि अक्तूबर महीने तक वामपंथी हिंसा में ४८ नागरिक और सुरक्षाकर्मी मारे गए हैं।  यह संख्या इस साल के अंत तक ५० से ज्यादा हो सकती है। श्री चिदम्बरम ने कहा कि ऐसी हिंसा बर्दाश्त नहीं की जा सकती, ओडिशा सरकार को उग्रवादी हिंसा पर लगाम लगानी ही होगी। भुवनेश्वर में राज्य की सुरक्षा स्थिति और विकास कार्यों की समीक्षा के बाद संवाददाताओं से बातचीत में उन्होंने यह बात कही। समीक्षा बैठक में मुख्यमंत्री नवीन पटनायक और अन्य वरिष्ठ अधिकारी उपस्थित थे।
 केन्द्र ने ओडिशा में माओवादी हिंसा को रोकने के लिए सुरक्षा बलों की १३ और एक कोबरा बटालियन उपलब्ध कराई है। वामपंथी हिंसा से प्रभावकारी ढंग से निपटने में दस हजार से अधिक सुरक्षाकर्मी लगाए गए हैं। श्री चिदम्बरम ने ओडिशा सरकार से कहा कि इस मामले में वह अन्य राज्यों में केन्द्र के अनुभवों से सीख ले। उन्होंने कहा कि नक्सलियों को जड़ से उखाड़ फैंकने के उपाय किये जाएंगे। गृहमंत्री ने आशा व्यक्त की कि ओडिशा सरकार इस दिशा में सफल होगी।

 गृहमंत्री झारखंड में नक्सली हिंसा की समीक्षा के लिए आज तीसरे पहर रांची पहुंच रहे हैं। श्री चिदम्बरम राज्य के मुख्यमंत्री अर्जुनमुंडा,  पुलिस महानिदेशक और अन्य अधिकारियों के साथ बातचीत कर स्थिति का जायजा लेंगे। हमारे संवाददाता ने बताया है कि गृहमंत्री के साथ केन्द्रीय रिजर्व पुलिस बल के महानिदेशक विजय कुमार और गृहमंत्रालय के दूसरे वरिष्ठ अधिकारी भी रांची पहुंच रहे हैं।

 प्रख्यात गायक डॉक्टर भूपेन हजारिका का अंतिम संस्कार पूरे राजकीय सम्मान के साथ आज असम के गुवाहाटी विश्वविद्यालय परिसर में किया गया। हमारे संवाददाता ने बताया कि बड़ी संख्या में लोगों ने उन्हें अंतिम विदाई दी।

 असम सरकार ने भूपेन हजारिका के अस्थि कलश को विभिन्न जिला उपायुक्तों को भेजने का फैसला किया है ताकि वे पास की नदियों में उसे विसर्जित कर सकें। राज्य सरकार अंत्येष्टि स्थल पर भूपेन्द्र भवन बनाएगी। इसमें सभागार, अभिलेखागार और संग्रहालय तथा अनुसंधान केन्द्र होंगे।

 जम्मू-कश्मीर में सुरक्षा मामलों पर विचार के लिए एकीकृत कमान की आज बैठक हो रही है। इसमें सशस्त्र बल विशेषाधिकार अधिनियम आंशिक रूप से हटाने के मुद्दे पर भी विचार होगा। बैठक में सेना के पांच कमांडर, सीमा सुरक्षा बल और केन्द्रीय रिजर्व पुलिस जैसे सुरक्षा बलों के प्रमुख और खुफिया एजेंसियों के वरिष्ठ अधिकारी भाग ले रहे हैं। बैठक की अध्यक्षता मुख्यमंत्री उमर अब्दुल्ला करेंगे।

 उत्तराखंड सरकार ने राज्य की सभी छात्राओं को राज्य परिवहन निगम की बसों में राज्य के अंदर मुफ्त यात्रा करने की सुविधा देने का फैसला किया है। इसके लिए छात्राओं को पहचान पत्र दिखाना होगा। राज्य के मुख्यमंत्री बी सी खंडूड़ी ने राज्य के स्थापना दिवस के अवसर पर आज देहरादून में एक पुस्तक विमोचन समारोह में यह घोषणा की। उन्होंने राज्य के सभी प्राथमिक विद्यालयों में दोपहर के भोजन योजना के लिए नियुक्त ३२ भोजन माताओं के लिए मानदेय एक हजार प्रति महीने से बढ़ाकर पन्द्रह सौ करने की भी घोषणा की।

 स्पर्धा अपील ट्राइब्यूनल-कॉमपैटः ने रीयल एस्टेट कंपनी डीएलएफ पर भारतीय स्पर्धा आयोग - सीसीआई द्वारा लगाए गए ६३० करोड़ रुपये के जुर्माने पर आज रोक लगा दी। सीसीआई ने कंपनी पर बाजार में अपने दबदबे का दुरुपयोग करने के आरोप में यह जुर्माना लगाया था। ट्राइब्यूनल ने अपने एक अंतरिम आदेश में स्पष्ट किया है कि अगर डीएलएफ मुकदमा हार गई तो उसे नौ प्रतिशत ब्याज के साथ पूरी राशि जमा करानी होगीं ट्राइब्यूनल ने कंपनी से यह हलफनामा दायर करने को कहा कि अगर वह मुकदमा हारी है तो तीन महीने के भीतर ब्याज सहित जुर्माने की रकम अदा करेगी।

       केंद्र सरकार द्वारा नियुक्त की गई विशेषज्ञ समिति इस महीने की १५, १६ और १७ तारीख को तमिलनाडु में कुडनकुलम परमाणु बिजली संयंत्र का निरीक्षण करेगी। केंद्रीय समिति के सदस्य और नूर-उल-इस्लाम विश्वविद्यालय के कुलपति डॉक्टर ए. ई. मुत्थुनायगम ने कहा कि इसके बाद ही समिति तमिलनाडु समिति की ओर से उठाए गए सवालों का जवाब दे सकेगी। तिरूनेलवेली के जिलाधिकारी आर. सेल्वाराज के नेतृत्व वाली राज्य समिति और परियोजना का विरोध कर रहे लोगों के प्रतिनिधियों ने परमाणु बिजली संयंत्र की सुरक्षा से जुड़े पहलुओं पर ५० प्रश्न केंद्रीय समिति को सौंपे हैं।

 न्यायमूर्ति मंजुला चेल्लूर ने आज सुबह केरल उच्च न्यायालय के न्यायाधीश के रूप में शपथ ली। केरल उच्च न्यायालय के कार्यवाहक मुख्य न्यायाधीश न्यायमूर्ति सी एन रामचन्द्र नायर ने नये न्यायाधीश को पद की शपथ दिलाई। न्यायमूर्ति मंजुला चेल्लूर इससे पहले कर्नाटक उच्च न्यायालय में न्यायाधीश थीं।

 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज ४१ पैसे कमजोर होकर पिछले दो सप्ताह के सबसे निचले स्तर पर आ गया। एक डॉलर की कीमत ४९ रूपये ८८ पैसे बोली गई। आयातकों और बैंकों से डॉलर की बढ़ती मांग के कारण रूपये की कीमत में यह गिरावट आई है।
 इस बीच बम्बई शेयर बाजार में आज उतार-चढ़ाव का रूख है। शुरूआती कारोबार में फंडों और छोटे निवेशकों की लिवाली तथा एशियाई बाजारों में वृद्धि के रूख से सेन्सेक्स में करीब ८९ अंकों की बढ़त रही। बाद में इसमें उतार-चढ़ाव का सिलसिला जारी रहा। अब से कुछ देर पहले सेन्सेक्स ११७ अंक की गिरावट के साथ १७ हजार-४५०- पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४२ अंक घटकर पांच हजार २४६ पर था।

 योजना आयोग ने जम्मू कश्मीर के लेह जिले में इगू नाला में बाढ     सुरक्षा और प्रशिक्षण योजना में निवेश के लिए मंजूरी दे दी है। विज्ञप्ति के अनुसार इसके तहत नाले के करीब १४ किलोमीटर लंबे रास्ते में थोड़ी थोड़ी दूरी पर ४५ चकबंध बनाये जायेंगे। भारी बारिश और बादल फटने की स्थिति में नाले में अचानक बाढ़ आ जाती है। इस परियोजना पर लगभग ३६ करोड़ रूपये खर्च होने का अनुमान है और इससे लगभग साढे तीन हजार लोगों को फायदा पहुंचेगा।

Prime minister Dr. Manmohan Singh has arrived in Maldives to participate in the 17th South Assian Association for Regional Cooperation, SAARC summit begining at the Addu Islands tommorow. In his departure statement in New Delhi this morning Dr. Singh said India expects to move forward on the process of liberalization of trade under the South Asian Free Trade Area Agreement and for enhanced Intra regional connectivity. Agreements on Implementation of Regional Standards, Multilateral Arrangement on Recognition of Conformity Assessment, Rapid Response to Natural Disasters and establishment of a SAARC Seed Bank are also expected to be signed during the Prime ministers visit to Maldives.
The Prime minister said, India has always emhasized the importance of enhanced connectivity in the socio economic development of the South Asian Region. He said, New Delhi has taken several initiatives to improve connectivity on a bilateral, sub-regional and regional basis and is willing to do much more. Dr Singh said, India will work to promote greater integration as well as the development of South Asian identity at the forthcoming summit.
The Prime Minister's high level delegation includes External Affairs minister Mr SM Krishna and National Security Advisor Mr. Shiv Shankar Menon. After the summit, the Prime Minister will visit Male and address the People’s Majlis, the Parliament of Maldives. During his four-day visit to the island nation, Dr Singh is also expected to hold bilateral talks with the heads of SAARC countries including Pakistan Prime Minister Mr Yousuf Raza Gilani.

India and Pakistan today acknowledged that the trust deficit between them was shrinking and termed terrorism as a threat to both countries. The common acknowledgement came as External Affairs Minister S M Krishna met his Pakistani counterpart Hina Rabbani Khar, a day before the meeting of the prime ministers of the two countries on the sidelines of the SAARC summit in Maldives. Official sources said, that during the meeting, both leaders discussed issues of bilateral interests and agreed that terrorism was a threat to both countries.

The United States has expressed hope that the SAARC summit in Maldives will play a positive role in advancing relationships and bettering the environment in the region. US State Department spokesperson, Victoria Nuland told reporters in Washington yesterday that at the Istanbul round of meetings all of the neighbours of Afghanistan supported its sovereignty, territorial integrity, security, and pledged to work together to improve economic relations. She said America hopes that SAARC can make some further advances along those positive lines.
The United States, which has observer's status at SAARC, will be represented by the Assistant Secretary of State for South and Central Asia, Robert Blake.

In Gujarat, a special court has convicted 31 people out of 73 accused in one of the nine Gujarat riots cases of 2002. The special fast-track court in Mehsana delivered the judgment today in Sardarpura riot case. 33 persons were killed when a violent mob burnt them alive in a locked house in a Sardarpura village in Vijapur block of Mehsana district on the 1st March 2002 after the Godhra train carnage. The charges against those convicted included murder, attempt to murder, arson, rioting, criminal conspiracy among others. Our Ahmedabad Correspondent reports that the court has acquitted the other 42 accused in the case. The quantum of sentence will be announced later. Sadarpura is one of nine Gujarat riots cases handed over to Special Investigation Team. The case is also the first post-Godhra train carnagein which convictions have taken place.

The legend’s body was laid on the pyre of Chandan tree after performing religious rites by the priest and honouring with 21 gun salute by police. Later, his son Tez Bhupen Hazarika lit the pyre. Dr. Hazarika’s body was carried in a flower-decorated "Swarga Rath" in his eternal journey to the cremation ground at Gauhati University campus escorted by a huge funeral procession. People were queuing up in the entire 20 kilometre road from Judges Field to Jalukbari to pay their last respect to the great musician of the nation. Union Home Minister P. Chidambram is arriving at Ranchi in Jharkhand this afternoon to review the naxal violence in the state. The Home Minster will have talks with the state Chief Minister Arjun Munda, State Director General of Police and other officers over the issue of naxals violence to take stock of the situation. Our correspondent reports that the meeting is an significant in view of two things, first the Saranda factor and the second factor is that, despite Saranda, there is increase in naxal violence in Khunti and Latehar districts of the state in recent time.
The meeting is significant in view of two things- First the Saranda factor. The naxals have been pushed out of mineral rich Saranda forest range by recent police campaigns against them. That is followed by already approved Saranda Action Plan for the development of the most severely affected forest range, which is being assisted by the Union Rural Development Ministry. The second factor is that, despite Saranda, there is an increase in naxal violence in Khunti and Latehar districts of the state in recent time. Union Home Minister P Chidambaram today said the level of violence by Left Wing Extremists (LWEs) is still very high in Odisha. He said the casualties rate is 'unacceptable' and the Odisha government must show results in curbing violence by the Left Wing Extremists. The Union Home Minister said this while speaking to media persons at Bhubaneswar after reviewing the state of violence by Left Wing Extremists in Odisha and development activities in the Left Wing Extremists-affected areas of the state with Chief Minister Naveen patnaik and other senior officials. Chidambaram said about 60 police stations in Odisha are affected by Left Wing Extremists.

Rural Development Minister Jairam Ramesh will embark on a four-day visit to Naxal-hit districts of Chhattisgarh and Andhra Pradesh this evening. The Minister will oversee the implementation of development programmes in these areas. Our correspondent reports that the Rural development Minister will be covering the districts of Dantewada, Narainpur, Bijaipur in Chattisgarh and Vishakapatnam in Andhra Pradesh. Earlier, talking to reporters in New Delhi, Mr. Ramesh said that the Naxals will be defeated ideologically if the programmes meant for rural development are implemented successfully. The Centre has already announced various plans for 60 Naxal affected districts under the Integrated Action Plan.

The Delhi High Court today sought CBI's response on the bail pleas of DMK MP Kanimozhi and four others arrested for their alleged roles in the 2G spectrum allocation case. Issuing notice to the CBI, Justice V K Shali sought the probe agency's reply on the bail pleas of the five accused by the 1st of next month. Besides Kanimozhi, the four others who have moved the high court against a special court order denying them bail on the 3rd of November are Kalaignar TV MD Sharad Kumar, Kusegaon Fruits and Vegetables Pvt Ltd directors Asif Balwa and Rajeev Agarwal and Bollywood producer Karim Morani.
Appearing for Kanimozhi, senior advocate Altaf Ahmed contended before the bench that the trial court has ignored the CBI's willingness to allow bail to the five accused. Senior advocate Mohan Parasaran, appearing for CBI, again told the court that it has no objection to the bail.

In Karnataka, former Chief Minister, B.S.Yeddyurappa's anticipatory bail plea will come up for hearing in the High Court today. Out of 5 cases against Yeddyurappa, the Lokayukta Special Court had proununced judicial custody for him in two cases. In an appeal against this verdict, Yeddyurappa was granted bail yesterday and was released last evening. The Loklayukta court is yet to begin hearing the remaining 3 cases. It is in this context that Yeddyurappa has sought anticipatory bail in the High Court. Yeddyurappa is facing charges that during his tenure as Chief Minister he had denotified Bangalore Development Authority land in return for favour to companies run by his sons and son in law. Uttarakhand Government has decided to provide the facility of free travel to all girl students in State transport buses of state transport corporation inside the state on the basis of their college identity card. This was announced by the Chief Minister BC Khanduri in a book release programme which was organised on the state foundation day in Dehradun today. He also announced to enhance the honorarium from 1000 Rs per month to 1500 Rs per month of 32 Bhojan Mata employed under the Mid Day Meal Scheme in all primary schools of the state. Mr. Khanduri said that Godowns of 500 metric tonnes capacity will be constructed for food grains storage in all the 670 Nyay Panchayats of the state. "The Project which aims to connect the remote Garhwal is expected to be commissioned in five year time after the final land acquisition work is done. At present the distance of 176 kilometer from Rishikesh to Karnprayag is covered from 7 to 8 hours, but after commissioning the proposed new rail line it would get reduced to 125 Km and would be covered in about four hours. As per officials the total cost of this project is packed at around four thousand five hundred crores. The project would connect 13 stations including Srinagar and Rudraprayag. With the commissioning of this important rail line a large number of tourists and pilgrims that flock to Char dhams and other temples located on and around the proposed alignment would get easier access. Beside this, the economy of the area would also get a boost".

Congress President Sonia Gandhi's visit to Uttarakhand, the first after she underwent surgery abroad, was cancelled today owing to her indisposition. AICC General Secretary Janardan Dwivedi told PTI, that the Congress President is suffering from fever and her visit to Uttarakhand has been cancelled. At the Inter-bank Foreign Exchange market, the rupee depreciated 41 paise, to a two-week low of 49.88 against the dollar, in early trade, today, on sustained demand for the US currency from importers and banks. The rupee had closed at 49.47 per dollar, yesterday.
Meanwhile, at the stock markets, the Sensex at the Bombay Stock Exchange rose 89 points, or 0.5 per cent, to 17,658 in in opening trade, this morning, on continued buying by investors, tracking a firm trend on the other Asian bourses. But later, the Sensex surrendered all its early gains, to briefly slip into negative territory, before recovering to stand just 4 points in the positive zone, at 17,573, in volatile trade, a short while ago.

विदेश मंत्री श्री एस.एम. कृष्णा ने आज मालदीव में पाकिस्तान की विदेश मंत्री हिना रब्बानी खार से बातचीत की। चर्चा मुख्य रूप से आतंकवाद पर हुई। श्री कृष्णा ने कहा कि पाकिस्तान अपने यहां से भारत के खिलाफ आतंकवादी कार्रवाईयां न चलने दे और मुंबई आतंकी हमले के मुकदमे की कार्रवाई तेज करे। सुश्री खार ने आश्वासन दिया कि पाकिस्तान आतंकवादियों की हरकतों के लिए अपनी जमीन का इस्तेमाल नहीं होने देगा। दोनों विदेश मंत्रियों की मुलाकात भारत और पाकिस्तान के प्रधान मंत्रियों की कल की मुलाकात से पहले हुई है। दोनों प्रधानमंत्री सार्क शिखर सम्मेलन से अलग आपसी बातचीत करने वाले हैं। सरकारी सूत्रों ने बताया कि भारत ने मुंबई आतंकी हमले के मामले में पाकिस्तान के न्यायिक आयोग की भारत यात्रा के बारे में भी चर्चा की। दोनों नेता इस बात पर सहमत थे कि आतंकवाद भारत और पाकिस्तान, दोनों के लिए खतरा है। इससे पहले, श्री कृष्णा ने पत्रकारों से बातचीत में कहा था कि पाकिस्तान के साथ बातचीत का माहौल बहुत सकारात्मक है। पाकिस्तान ने पिछले हते ही भारत को सर्वाधिक वरीयता वाले देश का दर्जा दिया था।

प्रधानमंत्री डॉ० मनमोहन सिंह दक्षिण एशियाई क्षेत्रीय सहयोग संगठन-सार्क, के १७वें शिखर सम्मेलन में भाग लेने के लिए विशेष विमान से आज दोपहर बाद मालदीव पहुंचे। देश के धुर दक्षिण में स्थित अद्दू द्वीप के गन अंतर्राष्ट्रीय हवाई अड्डे पर मालदीव के राष्ट्रपति मोहम्मद नशीद ने उनकी अगवानी की।
अद्दू शहर में कल शुरू हो रहे शिखर सम्मेलन में प्रधानमंत्री डा सिंह एक उच्चस्तरीय प्रतिनिधिमंडल का नेतृत्व कर रहे हैं। दो दिन के शिखर सम्मेलन के बाद वे मालदीव की राजधानी माले जायेंगे। पिछले नौ वर्षो में किसी भारतीय प्रधानमंत्री की यह पहली माले यात्रा होगी। प्रधानमंत्री मालदीव के राष्ट्रपति मोहम्मद नशीद के साथ दोनों देशों के आपसी सम्बन्धों के विभिन्न पहलुओं पर चर्चा करेंगे।
प्रधानमंत्री मनमोहन सिंह शनिवार को मालदीव की संसद पीपुल्स मजलिस को भी सम्बोधित करेंगे। मालदीव की चार दिन की यात्रा के दौरान, सार्क शिखर सम्मेलन में भाग लेने के अलावा डा० सिंह संगठन के सदस्य देशों के सभी प्रमुखों से द्विपक्षीय चर्चा करेंगे। पाकिस्तान के प्रधानमंत्री युसुफ रजा गिलानी के साथ होने वाली उनकी मुलाकात के बारे में मीडिया में काफी दिलचस्पी दिखाई है। ये बैठक कल सुबह होने की संभावना है। कल ही प्रधानमंत्री के श्रीलंका के राष्ट्रपति महिन्दा राजपक्षा और बांग्लादेश की प्रधानमंत्री शेख हसीना के साथ द्विपक्षीय चर्चा हो सकती है।

सार्क देशों की मंत्रिपरिषद के ३४वें सत्र में प्रशासनिक ढांचे को मजबूती प्रदान करने के उद्देश्य से सार्क सचिवालय को और अधिकार देने पर सहमति जताई गई है। परिषद के अध्यक्ष अहमद नसीम ने बैठक के बाद बताया कि सार्क की प्रशासनिक गतिविधियों को मजबूती देने के लिए अध्ययन भी कराया जाएगा, जिसे अगले छह महीने बाद होनेवाली मंत्रीपरिषद की बैठक में पेश किया जाएगा।
उन्होंने बताया कि भारतीय समुद्री यात्री और कारगो नेटवर्क को मजबूत करने सहित कई और भी महत्वपूर्ण फैसले बैठक में लिए गए। मालदीव के विदेश मंत्री ने कहा कि भारत और श्रीलंका की मदद से दक्षिण एशियाई विश्वविद्यालय को और सुविधा संपन्न बनाने के बारे में भी फैसले लिया गया।

गुजरात में विशेष अदालत ने २००२ में गोधरा दंगों के बाद हुए सरदारपुरा नरसंहार मामले में सभी ३१ दोषियों को आजीवन कारावास की सजा सुनाई है। इस मामले के ७३ आरोपियों में से ३१ को दोषी ठहराया गया था। शेष ४२ लोगों में से ११ लोगों को सबूत के अभाव में रिहा कर दिया गया, जबकि ३१ को संदेह का लाभ देते हुए पचीस-पचीस हजार रुपये के मुचलके पर रिहा कर दिया गया। उन्हें अदालत की अनुमति के बिना देश नहीं छोड़ने का आदेश दिया गया है। गोधरा रेल अग्निकाण्ड के बाद भड़की साम्प्रदायिक हिंसा की इस घटना में ३३ लोगों को जिन्दा जला दिया गया था। हमारे संवाददाता का कहना है कि उच्चतम न्यायालय द्वारा नियुक्त विशेष जांच दल की जांच का यह पहला मामला है जिसमें फैसला सुनाया गया है।

यूपीए अध्यक्ष सोनिया गांधी ने कहा है कि सरकार भ्रष्टाचार से निपटने के लिए एक मजबूत तथा कारगर लोकपाल विधेयक लाने को प्रतिबद्ध है। टीम अन्ना का जिक्र करते हुए श्रीमती गांधी ने कहा कि अनावश्यक शोर मचाने से कोई हल नहीं निकलेगा। उन्होंने कहा कि राष्ट्रीय सलाहकार परिषद ने भ्रष्टाचार पर नकेल कसने के लिए लोकपाल के बारे में बहस शुरू की थी। जन चेतना यात्रा का जिक्र करते हुए उन्होंने कहा कि केवल भाषण देने और दूसरों पर अंगुली उठाने से भ्रष्टाचार नहीं मिटाया जा सकता। उन्होंने कहा कि कांग्रसे के नेतृत्व वाली सरकार ने, कई मामलों में जांच पूरी होने से पहले ही प्रभावी कार्रवाई की है।
श्रीमती गांधी ने कहा कि यूपीए सरकार ने सूचना के अधिकार का कानून न केवल पास किया, बल्कि कारगर ढंग से लागू भी किया, ताकि समूची व्यवस्था में पारदर्शिता सुनिश्चित हो।
महंगाई के बारे में उन्होंने कहा कि सरकार को इससे निपटने के और प्रयास करने की जरूरत है, लेकिन उनका कहना था कि देश में कीमतें बढ़ने के लिए वैश्विक आर्थिक संकट जिम्मेदार है। कांग्रेस अध्यक्ष का यह भाषण उत्तराखंड में चमोली जिले के गौचर में आज उनकी अनुपस्थिति में पढ़ा गया। अस्वस्थ होने के कारण वे उत्तराखंड नहीं जा सकीं।

कर्नाटक उच्च न्यायालय ने भूमि अधिसूचना के मामलों में पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा की पेशगी जमानत पर आज अपना फैसला सुरक्षिात रखा। अब इस पर आदेश मंगलवार को सुनाया जाएगा। येडियुरप्पा ने सिराजिन बाशा द्वारा दायर पांच में से तीन मामलों में पेशगी जमानत मांगी है।
कल दो मामलों में जमानत मंजूर किये जाने के बाद येडियुरप्पा को न्यायिक हिरासत से छोड़ दिया गया। सिराजिन बाशा ने अपनी शिकायतों में आरोप लगाया है कि येडियुरप्पा ने मुख्यमंत्री रहते हुए अपने बेटो और दामाद की कंपनियों और न्यासों को फायदा पहुंचाने के लिए बंगलौर विकास प्राधिकरण की जमीन की अधिसूचना रद्द कर दी।

झारखंड के पूर्व मुख्यमंत्री मधु कोडा के निकट सहयोगी संजय चौधरी को आज संयुक्त अरब अमीरात में गिरतार कर लिया गया। उस पर कोडा के अवैध निवेशों में शामिल होने का आरोप है । उसके खिलाफ इंटरपोल रेड कार्नर नोटिस जारी किया गया था। समझा जाता है कि चौधरी ने कोडा को लाइबेरिया और संयुक्त अरब अमीरात सहित कई देशों में अवैध निवेश में मदद की थी। सी बी आई सूत्रों ने नई दिल्ली में बताया कि सी बी आई श्री कोडा को अवैध धन के लेन-देन, आय से अधिक संपत्ति और कर चोरी के आरोपों में पहले ही गिरतार कर चुकी है और इस समय वे रांची में बिरसामुंडा जेल में बद हैं।

केन्द्रीय गृह मंत्री पी. चिदम्बरम ने कहा है कि झारखंड में नक्सली हिंसा को रोकने के लिए झारखंड में और बहुत कुछ करने की आवश्यकता है। रांची में पुलिस मुख्यालय भवन में झारखंड में नक्सलवाद की स्थिति की समीक्षा के बाद श्री चिदम्बरम ने बताया कि राज्य सरकार समन्वित कार्य योजना के लक्ष्य पूरी तरह प्राप्त नहीं कर सकी है। हमारे संवाददाता ने बताया है कि इसी साल स्थिति की तीसरी बार समीक्षा की गई है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने खाद्य सुरक्षा और बढ़ती आबादी का पेट भरने की चुनौतियों का सामना करने के लिए कृषि क्षेत्र में और अनुसंधान पर जोर दिया है। आज नई दिल्ली में अंतर्राष्ट्रीय कृषि सम्मेलन में उन्होंने कहा कि सीमित भूमि तथा जल संसाधनों के बीच खाद्य पदार्थो की बढ़ती मांग को देखते हुए कृषि उत्पादकता बढ़ाने के लिए इसकी आवश्यकता है। श्रीमती पाटील ने कृषि क्षेत्र में काम करने वाले सभी लोगों से खेती, विशेष कर वर्षा सिंचित क्षेत्र और छोटे और बिखरे हुए जोतों में, उत्पादन बढ़ाने के वास्ते लीक से हटकर सोचने को कहा।

हमारा प्रयास है कि कृषि क्रांति, सिंचित क्षेत्र के अलावा कम उत्पादकता और पानी की कमी की चुनौतियों से जूझ रहे वर्षा सिंचित क्षेत्रों में भी पहुंचनी चाहिए।
कार्यक्रम में कृषि मंत्री शरद पवार ने कहा कि भारत विश्व की लगभग १७ प्रतिशत आबादी का पेट भरता है और विश्व की खाद्य सुरक्षा सुनिश्चित करने में भारत की विशेष जिम्मेदारी है। उन्होंने कहा कि इस वर्ष कृषि की विकास दर साढ़े सात प्रतिशत रहने की संभावना है।

India today discussed the key issue of terrorism with Pakistan in the backdrop of a shrinking trust deficit. During his meeting with Pakistani Foreign Minister Hina Rabbani Khar at the convention centre in Gan, Maldives, the External Affairs Minister S M Krishna told Islamabad not to allow terrorism from its soil and sought a speedy trial of the 26/11 Mumbai terror attack case. In turn, Khar assured that her country will not allow its soil to be used for such acts. Official sources said India also raised the issue of the Pakistani judicial commission's visit to India in connection with the Mumbai attack case. The sources said, that during the meeting, both leaders discussed issues of bilateral interest and agreed that terrorism was a threat to both the countries. The Foreign Ministers of India and Pakistan held talks today ahead of the meeting of the Prime Ministers of the two countries on the sidelines of the SAARC summit in the Maldives tomorrow. The Prime Minister Dr. Manmohan Singh is holding bilateral talks with Bhutanese Prime Minister Jigme Thinley now. Tomorrow the Prime Minister will address the 17th SAARC Summit meeting. In Gujarat, a special designated Mehsana court today awarded life imprisonment for all the 31 accused in the 2002 Sardarpura massacre case of post Godhara riots. 33 persons were burnt alive in this massacre during the 2002 communal violence that broke out after the Godhra train carnage. The court acquitted 42 of the total 73 persons accused in the case. 11 were released due to lack of evidence, while 31 were given the benefit of doubt and acquitted on a solvency bond of 25,000 rupees each. They have been directed not to leave the country without the permission of court. Our correspondent adds that this is the first post-Godhara riot case, probed by the Supreme Court-appointed Special Investigation Team (SIT), on which the verdict has been pronounced. The 31 convicted have been charged with murder, attempt to murder, rioting and other Sections of IPC, while charges of criminal conspiracy against them were dropped by the court.

UPA Chairperson Sonia Gandhi today said that the government is committed to bring a strong and effective Lokpal Bill to deal with corruption. Referring to Team Anna, Mrs. Gandhi said that unnecessary hue and cry will not serve the purpose. She said that it was National Advisory Council which initiated the debate on Lokpal to curb corruption. UPA Chairperson also said that corruption can be eradicated only by taking ruthless action. Referring to Jan Chetna Yatra, Ms. Gandhi said that corruption cannot be routed by speeches and mere pointing of fingers. She said that the Congress led government took effective action even before investigation was completed. Mrs. Gandhi said that it was UPA government which not only passed but also successfully implemented the Right to Information act to ensure transparency in the system. She said that government needs to put in more efforts to tackle inflation effectively. Mrs. Gandhi however said that global economic crisis is responsible for an increase in the prices in the domestic markets. The Congress President's speech was read in her absence at Uttarakhand today as she was indisposed.

Union Home Minister P. Chidambaram has said that deaths toll of civilians and policemen due to naxal violence remains unacceptably high in Jharkhand and much more needs to be done in the state. Speaking to reporters soon after holding a review meeting at the Ranchi Police HQ building, Mr. Chidambaram said that the overall target set under the Integrated Action Plan has not been achieved by the state. Our correspondent reports that this is the third review meeting in this year.
"The visit of Union Home Minister to Ranchi has brought fresh focus on fighting naxal violence in Jharkhand. While on one hand, the visit has reminded the state security establishments that although the Center is providing total 16 police battalions to the state, its 130 police stations are still naxal affected. Even the progress under Center assisted Integrated Action Plan are running behind schedule. However, by praising the progress made by the state security forces against the naxals from June to October this year, and promising all possible helps to the state, Mr. Chidambaram has boosted the morale of the state machinery. Earlier, Mr. Chidambaram expressed his unhappiness over the level of violence by the Left Wing Extremists, LWEs in Odisha. He said 48 civilians and security personnel have lost their lives due to the violence by the LWEs till October. The figure may rise above 50 by the end of this year. He said the Odisha government must show results in curbing violence by the LWEs. The Minister said this while speaking to media persons at Bhubaneswar after reviewing the state of violence by LWEs in Odisha and development activities in the LWEs-affected areas of the state with Chief Minister Naveen patnaik and other senior officials.
"I learnt a lot about the problems here. And I hope that the state government also learnt a little more from the central government's experience from other states. I sincerely hope that the edge of the naxalites will be blunted and the state administration and the police forces will gain mastery and control over the situation."

In Manipur, over 80 trucks including oil tankers today arrived with security escort . The commodities are being distributed among the people. The State Government had sent around 1,900 vehicles to Silchar in Assam on Monday with police escort to bring foodgrains and petrol. The state is facing shortage of essential commodities due to the economic blockade, called by the United Naga Council (UNC) which entered 101st day today. Our correspondent reports that Petrol pumps in and around the state capital Imphal opened today after two days of closure. Long queues of vehicles were seen in front of the petrol pumps. Although the Sadar Hills Districthood Demand Committee suspended its economic blockade on the 31st of the last month but the United Naga Council and the All Naga Students Association, Manipur are continuing with the blockade.

Karnataka High Court today reserved its orders till 15th of this month on the anticipatory bail plea of former Karnataka Chief Minister B.S. Yeddyurappa in land denotification cases. Yeddyurappa had sought anticipatory bail in three of the five cases filed by Sirajin Basha. Yeddyurappa was released from Judicial custody yesterday after he was given bail in two of the cases. The Complainant Sirajin Basha has alleged in the complaints that Yeddyurappa during his tenure as Chief Minister denotified Bangalore Development Authority land to benefit the trusts and companies run by his sons and son-in-law.

In Jammu and Kashmir, the overall security of the state was reviewed in the meeting of Unified Command Headquarters in Jammu today. The meeting discussed a host of security related issues including partial withdrawal of Armed Forces Special Powers Act (AFSPA). It also deliberated on the measures to be taken in the next few months to maintain the continuing normal situation in the state . Apart from Deputy Chief Minister Tara Chand, top brass of all security agencies including five Army Commanders, heads of other security forces like BSF, CRPF and all Intelligence agencies attended the meeting.

The President Mrs. Pratibha Devi Singh Patil has stressed the need for greater innovation in the agriculture sector to achieve food security and meet the challenges of feeding a growing population. Addressing an international agri conference in New Delhi today, the President said that a major breakthrough in agricultural productivity is needed to meet the growing demand for food amidst limited land and water resources.
“Our endeavor is that in addition to irrigated areas, the agricultural revolution must cover rain fed areas which continue to face the challenges of low productivity and scarcity of water."
Addressing the gathering, Agriculture Minister Sharad Pawar said that India feeds nearly 17 per cent of the world's population and has a special responsibility in ensuring global food security. Mr. Pawar noted that the Agricultural Ministry has set up Kisan Cell Centres, a free of cost countrywide helpline for farmers.
"The Kisan Knowledge Management System with structured database for the availability of information to the farming community, The Kisan call centers are being integrated with common service centres of the department of information technology and are expected to work as ICT based knowledge system."
