  •    लोकपाल और लोकायुक्त विधेयक, २०११ को पारित कराने के लिए आज राज्यसभा में बहस होगी। सदन के उपसभापति के. रहमान खान ने कल यह घोषणा की थी। लोकसभा में कुछ संशोधनों के साथ विधेयक  पारित किये जाने के बाद राष्ट्रपति ने इसे राज्यसभा में रखने को मंजूरी दे दी है। प्रधानमंत्री ने कहा है कि अब समय आ गया है कि अलग-अलग विचारों वाले लोग लोकपाल विधेयक पर संसद के फैसले पर गौर करें। कल नई दिल्ली में प्रधानमंत्री ने आशा व्यक्त की कि राज्यसभा में विधेयक पारित हो जाएगा।

कानून बनाना भारतीय संसद का विशेषाधिकार है। यही हमारे संविधान में उल्लिखित है। लोकसभा ने पर्याप्त बहुमत के साथ लोकपाल विधेयक को पारित कर दिया है। यह विधेयक अब राज्यसभा में रखा जाएगा और मुझे आशा है कि यह राज्यसभा में भी पारित हो जाएगा''।
 लोकसभा नेता प्रणब मुखर्जी ने राज्यों में लोकायुक्त के गठन के बारे में तृणमूल कांग्रेस की आशंकाओं को दूर करने के लिए पार्टी नेताओं सुदीप बंदोपाध्याय और मुकुल रॉय के साथ बैठक की। तृणमूल कांग्रेस ने लोकायुक्त संबंधी प्रावधानों को हटाने के लिए संशोधन पेश किये हैं।
 संसदीय कार्य राज्य मंत्री राजीव शुक्ला ने बताया कि सत्तारूढ़ कांग्रेस पार्टी विधेयक पारित कराने के लिए समर्थन जुटाने के वास्ते अपने सहयोगी दलों के साथ बातचीत कर रही है।
 यूपीए अध्यक्ष सोनिया गांधी ने लोकसभा में लोकपाल विधेयक के पारित किये जाने पर संतोष व्यक्त किया। श्रीमती सोनिया गांधी ने कहा कि संविधान संशोधन विधेयक गिरने से भाजपा का असली चेहरा सामने आ गया है। उन्होंने कहा कि इससे पहले भाजपा ने लोकपाल को संवैधानिक दर्जा देने के लिए अपनी वचनबद्धता व्यक्त की थी।

 न्यायिक मानक और जवाबदेही विधेयक २०१० पर आज भी लोकसभा में चर्चा होगी। इस विधेयक का उद्देश्य उच्चतम न्यायालय और उच्च न्यायालय के न्यायाधीशों की जवाबदेही बढ़ाना है। अब किसी भी न्यायाधीश के खिलाफ शिकायत की जांच और हर मामले में उपयुक्त कार्रवाई की सिफारिश की जा सकेगी। विधि मंत्री सलमान खुर्शीद ने लोकसभा कहा कि इसमें न्यायाधीशों के आचरण पर नजर रखने के लिए राष्ट्रीय न्यायिक निगरानी समिति के गठन का प्रावधान भी है। उन्होंने उच्चतम न्यायालय के न्यायाधीशों की सेवानिवृत्ति के आयु ६२ वर्ष से बढ़ाकर ६५ वर्ष करने के बारे में संविधान संशोधन विधेयक भी पेश किया।

 संसद ने सहकारी समितियों के स्वैच्छिक गठन और स्वायत्त कामकाज को बढ़ावा देने के लिए १११वां संविधान संशोधन विधेयक-२००९ पारित कर दिया। राज्यसभा ने इसे कल मंजूरी दी। लोकसभा इसे पहले ही पारित कर चुकी है।

 जापान अगले पांच वर्ष में दिल्ली-मुंबई औद्योगिक गलियारा परियोजना-डीएमआईसी में साढ़े चार अरब अमरीकी डॉलर का निवेश करेगा। भारत यात्रा पर आए जापान के प्रधानमंत्री योशीहिको नोदा और प्रधानमंत्री डॉक्टर मनमोहन सिंह के बीच कल नई दिल्ली में प्रतिनिधिमंडल स्तर की बातचीत के बाद जारी संयुक्त वक्तव्य में ये जानकारी दी गई है। इस परियोजना के लिए जापान अंतरराष्ट्रीय सहयोग बैंक से ऋण के साथ-साथ सरकारी विकास सहायता की राशि दी जाएगी। ९० अरब डॉलर की इस परियोजना का उद्देश्य दिल्ली-मुंबई रेल माल ढुलाई गलियारे के दोनों तरफ औद्योगिक क्षेत्रों का विकास करना है।
 दोनों देशों ने मुद्रा के लेन-देन की मात्रा १५ अरब अमरीकी डॉलर तक बढ़ाने के साथ-साथ सरकारी कारोबार नीति के बारे में मंत्रिस्तर पर वार्ता शुरू करने पर सहमति दी है। भारत में तेज रतार रेल नेटवर्क के विकास में सहयोग बढ़ाने पर भी सहमति हुई।
 प्रतिनिधिमंडल स्तर की वार्ता के बाद प्रधानमंत्री मनमोहन सिंह  ने पत्रकारों से कहा कि दोनों पक्ष चेन्नई और बंगलौर के बीच नए औद्योगिक गलियारे के विकास की संभावनाओं पर विचार करेंगे।

प्रधानमंत्री नोदा और मैंने दक्षिण भारत में चेन्नई-बंगलौर औद्योगिक गलियारा परियोजना की संभावनाओं पर चर्चा की है। कई जापानी कंपनियों ने निवेश किया है। हमने अपने अधिकारियों को इस क्षेत्र में सहयोग के अवसरों पर ध्यान देने के निर्देश दिये हैं।
 जापान ने दिल्ली मेट्रो के तीसरे चरण और पश्चिम बंगाल वन तथा जैव विविधता संरक्षण परियोजना के लिए १३४ अरब येन से अधिक का ऋण देने का भी वायदा किया है। दोनों नेताओं ने समुद्री डकैती रोकने और समुद्री सुरक्षा के क्षेत्र में सहयोग बढ़ाने का भी संकल्प लिया।
 डॉक्टर मनमोहन सिंह ने कहा कि उन्होंने जापान के प्रधानमंत्री के साथ अनेक क्षेत्रीय और अंतरराष्ट्रीय मुद्दों पर चर्चा की है।

यह बैठक हमारे राजनयिक संबंधों के लिहाज से सबसे उपयोगी और महत्वपूर्ण रही है। प्रधानमंत्री नोदा और मैने भारत और जापान के बीच सामरिक तथा वैश्विक साझेदारी को और आगे बढ़ाने एवं मजबूत करने के लिए लाभकारी और व्यापाक चर्चा की है।''।

  प्रधानमंत्री बताया कि दोनों नेताओं ने फुकुशिमा त्रासदी के बाद असैन्य परमाणु सहयोग के बारे में अवरूद्ध वार्ता को भी आगे बढ़ाया है।

 अमरीका ने ईरान को चेतावनी दी है कि वह  होरमूज जलडमरूमध्य में यातायात में किसी भी प्रकार की बाधा को बर्दाश्त नहीं करेगा। कल बहरीन में अमरीकी नौसेना के पांचवे बेड़े की प्रवक्ता लेटिनेन्ट रेबैका रेबारिच ने कहा कि  होरमूज जलडमरूमध्य के रास्ते वस्तुओं और सेवाओं का सुचारू आवागमन क्षेत्रीय और वैश्विक समृद्धि के लिए महत्वपूर्ण है।
 ईरान के उप राष्ट्रपति मोहम्मद रजा रहीमी ने धमकी दी थी कि अगर पश्चिमी देशों ने ईरान पर और प्रतिबंध लगाए तो वह होरमूज जलडमरूमध्य को बंद कर देगा।
 यह मार्ग खाड़ी और तेल उत्पादक देशों, बहरीन, कुवैत, कतर, सऊदी अरब, संयुक्त अरब अमीरात को हिन्द महासागर से जोड़ता है। विश्व के  एक तिहाई से ज्यादा तेल टैंकर इसी रास्ते से गुजरते हैं। इस मार्ग के बंद होने से तेल की आपूर्ति अस्थाई तौर पर रुक सकती है।

 म्यांमा में आज तड़के एक व्यवसायिक केंद्र में हुए विस्फोट और आग लगने की घटना में कम से कम १५ लोगों की मौत हो गई और दर्जनों घायल हुए हैं। मृतकों में तीन दमकलकर्मी शामिल हैं। पूर्वी शहर मिंगालार ताउंग युन्त में एक चिकित्सा सामग्री भंडार में विस्फोट हुआ और उसके बाद आग लग गई। विस्फोट और आग लगने के कारणों का अभी पता नहीं लगा है।

 उत्तर प्रदेश की मुख्यमंत्री मायावती ने दो मंत्रियों को बर्खास्त कर दिया है। हमारे संवाददाता ने बताया है कि मुख्यमंत्री की सलाह पर राज्यपाल ने कल गैर-पारम्परिक ऊर्जा राज्य मंत्री अकबर हुसैन तथा विज्ञान और प्रौद्योगिकी राज्य मंत्री यशपाल सिंह को मंत्री पद से हटा दिया।

 हाल के दिनों में मायावती सरकार के ११ मंत्री विभिन्न आरोपों में हटाए जा चुके हैं। जानकारों का मानना है कि मंत्रियों को हटाने के पीछे मायावती की मंशा अपने को आगामी विधानसभा चुनाव के पहले भ्रष्टाचार को बर्दाश्त नहीं करने वाली नेता के रूप में स्थापित करने की कोशिश है। इस बीच, राज्य के लोकायुक्त ने एक अन्य मंत्री चन्द्र देव राम यादव को भी भ्रष्टाचार में लिप्त पाये जाने पर हटाने की सिफारिश की है। उन पर विधायक और स्कूल अध्यापक के रूप में दोनों स्थानों पर एक साथ वेतन लेने का आरोप है''। -सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

 अरूणाचल प्रदेश में पीपल्स पार्टी ऑफ अरूणाचल-पी पी ए के चारों विधायक कांग्रेस में शामिल हो गए हैं। पार्टी सूत्रों ने कल ईटानगर में बताया कि कांग्रेस में शामिल होने वाले पी पी ए के विधायक हैं-फुरपा सेरिंग, कुमसी  सिदिसो, तकाम पारियो और मार्कियो टाडो। इसके साथ ही साठ सदस्यों वाली विधानसभा में कांग्रेस के सदस्यों की संख्या बढ़कर ४६ हो गई है।

 केन्द्र ने ओड़ीशा के लिए नौ अरब १८ करोड़ ३० लाख रुपये की बाढ़ सहायता राशि को मंजूरी दी है। राष्ट्रीय आपदा प्रतिक्रिया कोष से नौ अरब आठ करोड़ ३० लाख रुपये और राष्ट्रीय ग्रामीण पेयजल योजना से दस करोड़ रुपये मंजूर किये गए।

 भयंकर चक्रवाती तूफान थेन चेन्नई तट से साढ़े तीन सौ किलोमीटर दूर बंगाल की खाड़ी के पूर्व दक्षिण-पूर्व में केन्द्रित है। विशाखापट्टनम में चक्रवाती तूफान चेतावनी केन्द्र ने बताया कि तूफान पश्चिम की दिशा में बढ़ रहा है। कल सुबह तक इसके नागापट्टिनम और चेन्नई तट को पार कर पुद्दुचेरी के निकट पहुंच जाने की संभावना है। मछुआरों को समुद्र में ना जाने की सलाह दी गई है। तट पर ४५ से ५५ किलोमीटर प्रति घंटे की रतार से हवा चल सकती है। भयंकर चक्रवाती तूफान से तट पर ९० से ११० किलोमीटर प्रति घंटे की रतार से हवा चल सकती है।

मनोज पाठक वर्ष २०११ वैश्विक अर्थव्यवस्था के लिए उथल-पुथल और अनिश्चितता के लिए याद किया जाएगा। यूरोजोन में जारी ऋण संकट और दोहरी मंदी की आशंका से बाजार लगातार हिचकोले खाता रहा और निवेशक चिंतित बने रहे। देश में साल के शुरुआती महीनों में निर्यात में तो वृद्धि हुई लेकिन बाद के महीनों में कमी देखी गई। देश में मुद्रास्फीति दर लगतार ऊंची बनी रही जिसकी वजह से रिजर्व बैंक को ब्याज दरों में कई बार बढ़ोतरी करनी पड़ी। चालू वित्त वर्ष की दूसरी तिमाही में सकल घरेलू उत्पाद वृद्धि दर घटकर छह दशमलव नौ प्रतिशत पर आ गई और एक डॉलर की तुलना में रूपया घटकर ५३ रूपये ७२ पैसे के रिकार्ड न्यूनतम स्तर पर आ गया। दिसम्बर में खाद्य मुद्रास्फीति चार वर्षों के न्यूनतम स्तर एक दशमलव आठ एक प्रतिशत पर आ गई। सोना २९ हजार रूपये प्रति दस ग्राम से ऊपर पहुंच गया। हालांकि मुम्बई शेयर बाजार का सेंसक्स इस साल लगभग २५ प्रतिशत घाटे में रहा। लेकिन अर्थशास्त्री रूपा नितसुरै मानती हैं कि वर्ष २०१२ उम्मीदों से भरा रहेगा।''

The Rajya Sabha will take up the Lokpal and the Lokayukta Bill, 2011 for discussion and passage today. This was announced by Deputy Chairman of the House, K. Rehman Khan yesterday. The President Mrs. Pratibha Devisingh Patil has given her assent for the introduction of the Bill in Rajya Sabha after it was passed by the Lok Sabha with certain amendments.
The Prime Minister, Dr. Manmohan Singh said it was time for the people with divergent views to take note of Parliament's verdict on the Lokpal bill. Talking to reporters in New Delhi yesterday, he asserted that the legislation was the privilege of Parliament and hoped that the Rajya Sabha would pass the Bill.

As you all know legislation is the privilege of Indian parliament that's as the constitution of India lays down and the Lok Sabha has passed the Lokpal and Lokayutka bill with a very susbtantial majority. The bill will now  be passed in Rajya Sabha and I hope it will be paresented by the Rajya Sabha as well.

In a bid to ensure the smooth passage of the bill in the Rajya Sabha, the leader of the Lok Sabha Pranab Mukherjee held a meeting with Trinamool leaders Sudip Bandopadhyay and Mukul Roy to address their reported reservations on setting up of Lokayuktas in the states.
The Minister of State for Parliamentary Affairs Rajiv Shukla told reporters that the ruling Congress party is holding talks with its allies to garner support for the passage of the Bill.

The Lok Sabha will continue discussion on the Judicial Standards and Accountability Bill, 2010 today. The Bill seeks to create a mechanism to increase the accountability of the Supreme Court and High Court Judges. It is meant to pave the way for enquiry into complaints against individual judges and recommend appropriate action in each case. Moved by the Law Minister Salman Khurshid, the Bill aims to strengthen the independence of the judiciary.

A Constitutional amendment bill aimed at promoting voluntary formation and autonomous functioning of cooperative societies across the country has been passed by the Rajya Sabha. The Constitution, One hundred and eleventh amendment, Bill, 2009 has already passed by the Lok Sabha earlier. Replying to the discussion, the Agriculture Minister, Mr. Sharad Pawar said that the Centre is committed to bringing in more reforms for strengthening the cooperative sector.

Japan will invest 4.5 billion US Dollars in the Delhi-Mumbai Industrial Corridor, DMIC project over the next five years. A joint statement said that this includes appropriate financing from Japan Bank for International Cooperation as well as an Official Development Assistance loan. The joint statement was issued after the delegation level talks between Prime Minister Dr. Manmohan Singh and his Japanese Counterpart Yoshihiko Noda in New Delhi last evening. It said, the two Prime Ministers felt that the DMIC Project will redefine the character of infrastructure growth in India through advanced technology and green growth. India's ambitious 90 billion Dollar DMIC project is aimed at creating industrial infrastructure along the Delhi-Mumbai Rail Freight Corridor, which is under implementation.
Talking to reporters after delegation level talks, Prime Minister said, the two sides decided to pursue talks on a new industrial corridor between Chennai and Bangalore.

Prime Minister Noda and I discussed the possibility of a new Chennai-Bangalore Industrial corridor project in South India. Many Japanese firms have invested. We have instructed our efficiencians to look into the modalities of cooperation in this area.

The two leaders resolved to expand the cooperation in anti-piracy and maritime security.

There are enormous opportunities of our two countries to work together. First of all, control of piracy has emerged as a major issues and our two countries already co-operating with each other off the coast of Somalia.

Dr Manmohan Singh said, he held talks on a wide spectrum of regional and global issues with the visiting Japanese Prime Minister. They include UN reforms, climate change, non-proliferation and the situation in Afghanistan and North Korea. Dr Singh said, talks between the two leaders also gave a push to civil nuclear negotiations that were stalled after the March 11 Fukushima disaster.

The United States has warned that it will not tolerate any disruption of international shipping through the Strait of Hormuz in the Gulf. Iran has threatened to close the Strait if Western nations place an embargo on Iranian oil. 
The Pentagon described the raising of temperature as unhelpful. In a measured but clear response to Iranian threat, it said, any attempt to close the Strait of Hormouz through which around a third of the world's tanker traffic flows, will not be tolerated. 
Iranian Navy is currently holding exercises close to the Strait and the Pentagon said that no aggressive or hostile action has been reported towards US vessels.

 In Myanmar, at least 15 people have been killed and dozens injured in a large explosion in a warehouse compound in Eastern Yangon in the middle of the night. The cause of the explosion is not known and witnesses said, three of those killed were firemen.

 The Uttar Pradesh Chief Minister Mayawati has sacked two ministers from her government. Minister of State for Non Conventional Energy Akbar Husain and Minister of State for Science and Technology Yashpal Singh were removed from their posts by the Governor on the advice of the Chief Minister yesterday. They were sacked for the alleged misuse of power and ignoring public issues in their constituencies. Our correspondent reports that they have also been denied a party ticket for the forthcoming assembly elections in the state.
A total of 11 Minister of Mayawati government have been removed in recent past. Six of them have been sacked by the Chief Minister Mayawati and five others had resigned from the cabinet after their indictment by the Lokayukta. Political observers said that with these initiatives BSP supremo was trying to project herself as a leader having zero tolerance against corruption. The Lokayukta of the state has recommended for removal of one more Minister Chandradev Ram Yadav, after finding him prima facie guilty of corruption. Sunil Shukla, AIR News Lucknow.

The Centre has sanctioned 918.30 crore rupees as flood assistance to Odisha. It is also agreed to bear the expenses incurred towards air-dropping of food materials by helicopters during the relief operations in the state. A total of 908.30 crore rupees has been sanctioned from National Disaster Response Fund and 10 crore rupees from National Rural Drinking Water Scheme.

India were 55 for 2 against Australia in their second innings of the first Cricket Test at Melbourne a short while ago. The visitors need 292 in their second innings to win the match. India bowled out Australia for 240 in their second innings. Mike Hussey was the top-scored for the hosts with 89. For India, Umesh Yadav took four wickets for 70, while Zaheer Khan picked up three for 53. Ishant also chipped by taking two wickets giving away 43 runs.

Uncertainty looms large as the Lokpal Bill goes to the Rajya Sabha. TMC hurdle for Bill today, writes the Asian Age. The Tribune reports that Mamata adds to the governments woes, ahead of the Rajya Sabha debate on the Lokpal.

"100 fake docs? Madhya Pradesh hit by Munnabhai scam", reads the headline of a Times of India story. The paper goes on to say that 114 students gained admission to 6 government medical colleges by hiring practicing doctors and talented medical students to write the pre-medical test on their behalf.
The Tribune reports that in a first, the Election Commission has banned booths of political parties to be set up outside polling stations during the coming assembly elections. From now on, the Election Commission will issue voters slips carrying details and pictures of voters.

Hindustan Times writes that after much delay, the Delhi Division of Northern Railways has finally launched a real-time train information SMS service. So, now you can get the position of your train on mobile phone by sending a text message with your train number

 And finally, The Pioneer, the Tribune and the Mail Today write that the popular pilgrimage to the Holy Cave shrine of Vaishno Devi set a new record yesterday when it crossed the mark of 1 crore visitors in one year". 


 The severe cyclonic storm Thane lays centred in East Southeast of Bay of Bengal, 350 kilometres off Chennai coast. The Cyclonic Warning Centre in Vishakhapatnam said that the storm is moving in a west ward direction. It is likely to cross the coast tomorrow morning between Nagapatinam and Chennai near Pondicherry. The CBI has said that there was no conspiracy behind the death of Swami Nigamananda, who had gone on fast for 73 days in Uttarakhand's Haridwar against illegal mining in the Ganga riverbed, as the probe agency filed a closure report into the case. Our correspondent quoting official sources reports that the closure report in the case relating to the death of Swami Nigamananda has been filed in the court of the Special Magistrate, CBI in Dehradun. Nigamananda had died on the June 13 this year at a Dehradun hospital after more than two-month-long protest.

The Central Board of Secondary Education, CBSE, has announced the dates for the All Indian Pre-Medical entrance examinations. The preliminary examination will be held on 1st of April next year and the final will be conducted on 13th May. Both the examination will be of objective type. राज्यसभा में इस समय लोकपाल और लोकायुक्त विधेयक २०११ पर चर्चा हो रही है। यह विधेयक लोकसभा पहले ही पास कर चुकी है। विधेयक पर चर्चा शुरू करते हुए विपक्ष के नेता अरूण जेटली ने आरोप लगाया कि सरकार ऐसी भ्रष्टाचार निरोधक संस्था बनाना चाहती है जिसकी नियुक्ति और नियंत्रण उसके हाथ में हो। उन्होंने विधेयक के मसौदे में विभिन्न सुझावों को शामिल करने की अपील की ताकि उसे विपक्ष का समर्थन मिल सके। १९७० के दशक के शुरू में सीबीआई और न्यायपालिका के कथित दुरूपयोग का इतिहास बताते हुए उन्होंने कहा कि मौजूदा विधेयक से काम नहीं चलेगा। श्री जेटली ने सरकार पर गैर सरकारी संगठनों को लोकपाल के दायरे में लाने का आरोप लगाया, बावजूद इसके कि वे जनसेवक नहीं हैं। उन्होंने इसे सिविल सोसायटी के खिलाफ बदले की कार्रवाई बताया, जिसने भ्रष्टाचार की बुराई को खत्म करने का बीड़ा उठाया है। लोकपाल विधेयक की विभिन्न धाराओं की चर्चा करते हुए श्री जेटली ने सरकार से आश्वासन मांगा कि इस विधेयक के पास होने से देश के संघीय ढांचे को नुकसान नहीं पहुंचेगा।
श्री जेटली ने भ्रष्ट अधिकारियों के खिलाफ जांच की प्रक्रिया को जटिल बताते हुए कहा कि दुनिया में कहीं भी इतनी बड़ी प्रक्रिया नहीं है। उन्होंने सीबीआई को और स्वायत्ता देकर निष्पक्ष बनाने की अपील की।
विपक्ष के नेता की बातों का जवाब देते हुए कांग्रेस के अभिषेक मनु सिंघवी ने विपक्ष पर सदन में भ्रष्टाचार निरोधक विधेयक को पास कराने के प्रति ईमानदार न होने का आरोप लगाया। सरकार को सही ठहराते हुए उन्होंने कहा कि विपक्ष सीबीआई और केन्द्रीय सतर्कता आयोग जैसे संस्थानों को नष्ट करने का प्रयास कर रहा है। विपक्ष के आरोपों को खारिज करते हुए श्री सिंघवी ने आरोप लगाया कि विपक्षी भारतीय जनता पार्टी हर व्यवस्था को लोकपाल के तहत लाना चाहती है। उन्होंने कहा कि इससे भ्रष्टाचार और पनपेगा। उन्होंने कहा कि सरकार नियंत्रण और संतुलन की व्यवस्था में विश्वास रखती है।
विपक्ष के नेता की कड़ी आलोचना करते हुए श्री सिंघवी ने कहा कि आजादी के ६० वर्ष बाद भ्रष्टाचार से निपटने के लिए इस तरह का विधेयक लाया गया है। उन्होंने आरोप लगाया कि भारतीय जनता पार्टी के नेतृत्व वाले एनडीए ने विनित नारायण मामले में उच्चतम न्यायालय के फैसले के बावजूद संयुक्त सचिव और उनसे ऊपर के अधिकारियों की जांच के लिए अनिवार्य रूप से पूर्व मंजूरी की शर्त लगाई थी।
इससे पहले विधेयक की सराहना करते हुए कार्मिक और शिकायत राज्य मंत्री वी नारायणसामी ने उन परिस्थितियों का ब्यौरा दिया जिनके कारण नया लोकपाल विधेयक तैयार किया गया है। लोकायुक्त की स्थापना में केन्द्र के अधिकार क्षेत्र को लेकर कुछ सदस्यों की आशंकाओं की चर्चा करते हुए श्री नारायणसामी ने संविधान के संबद्ध अनुच्छेदों का हवाला दिया जिसमें सरकार को ऐसे कानून बनाने का अधिकार दिया गया है। उन्होंने कहा कि यह विधेयक सभी संबद्ध पक्षों के साथ व्यापक विचार विमर्श करने और संसद की स्थायी समिति की सिफारिशों को देखते हुए तैयार किया गया है। इसमें सभी स्तरों पर भ्रष्टाचार के मामलो से निपटने के लिए लोकपाल बनाने की व्यवस्था है। इसके दायरे में कुछ शर्तों के साथ प्रधानमंत्री को भी शामिल किया गया है। श्री नारायणसामी ने कहा कि सरकार ने भ्रष्टाचार रोकने के बारे में संयुक्त राष्ट्र समझौते का अनुमोदन किया है। उन्होंने कुछ राज्यों द्वारा लोकायुक्त नियुक्त न किए जाने की आलोचना की जिस पर कुछ सदस्यों ने आपत्ति की। श्री नारायणसामी ने संसद के दोनों सदनों की विधायी सक्षमता के बारे में कुछ लोगों द्वारा प्रश्न उठाए जाने पर भी गंभीर आपत्ति की। उन्होंने कहा कि मौजूदा भ्रष्टाचार निरोधक विधेयक में दोनों सदनों की धारणा शामिल है।
इससे पहले सदन की कार्यवाही दस मिनट के लिए स्थगित की गई क्योंकि विपक्षी सदस्यों ने सदन के नेता डॉ मनमोहन सिंह के सदन में मौजूद न रहने को लेकर प्रश्न उठाया था।

लोकसभा की कार्यवाही आज अनिश्चितकाल के लिए स्थगित कर दी गई। शीतकालीन सत्र के दौरान सदन में हुए कामकाज का उल्लेख करते हुए सभाध्यक्ष मीरा कुमार ने कहा कि सदन की २४ बैंठकें हुई जिसमें कुल मिलाकर ८४ घंटे ४५ मिनट का समय लगा। सरकार ने २७ विधेयक पेश किये जिनमें से १८ पारित किये गये। मंजूर किये गये विधेयकों में प्रसार भारती निगम संशोधन विधेयक, केबल टी वी नेटवर्क संशोधन विधेयक और भारतीय निर्यात-आयात बैंक संशोधन विधेयक शामिल हैं। सदन ने रेलवे और आम बजट के लिए पूरक अनुदान मांगे भी मंजूर की।
हमारे संवाददाता ने खबर दी है कि सत्र की बढ़ी अवधि के दौरान सदन ने ऐतिहासिक लोकपाल और लोकायुक्त विधेयक पारित कर दिया। न्यायिक जवाबदेही विधेयक पर भरपूर चर्चा की गई। सदन के पहले दो सप्ताह की कार्यवाही के दौरान शोर-शराबा भी हुआ और मंहगाई सहित विभिन्न मुद्दों पर स्थगन प्रस्ताव भी पेश किये गये।

सरकार को आशा है कि तृणमूल कांगे्रस राज्यसभा में लोकपाल विधेयक पास कराने में कांग्रेस को समर्थन देगी। प्रधानमंत्री कार्यालय में राज्य मंत्री वी नारायणसामी ने आज संसद से बाहर संवाददाताओं से कहा कि ये सभी राजनीतिक दलों की सामूहिक जिम्मेदारी है कि वे राज्यसभा में मजबूत और कारगर लोकपाल विधेयक पास कराएं। संसदीय कार्य राज्यमंत्री राजीव शुक्ला ने कहा कि लोकसभा ने ऐतिहासिक लोकपाल विधेयक पारित कर दिया है। उन्होंने कहा कि यूपीए को राज्यसभा में बहुमत प्राप्त नहीं है, लेकिन वह इस विधेयक को पास कराने की पूरी कोशिश कर रही है।
दूसरी ओर भारतीय जनता पार्टी का कहना है कि वह लोकपाल विधेयक को अधिक प्रभावशाली बनाने के लिए उसकी कुछ धाराओं में संशोधन के प्रस्ताव पेश करेगी। पार्टी प्रवक्ता तरूण विजय ने कहा कि लोकसभा में पारित विधेयक में कुछ खामियां हैं, जिन्हें दूर करने की जरूरत है।

लोकसभा में पूर्व सदस्य डॉक्टर बापू कालदाते को श्रद्धांजलि अर्पित की गई। डॉक्टर कालदाते छठी लोकसभा में महाराष्ट्र के औरंगाबाद निर्वाचन क्षेत्र से चुने गए थे। वे १९८४ और १९९६ के बीच लोकसभा के सदस्य रहे। अध्यक्ष मीरा कुमार ने सांसद के रूप में उनकी सेवाओं को याद किया। सदन ने उनके परिजनों के लिए एक शोक प्रस्ताव पारित किया और उनके सम्मान में कुछ मिनट का मौन रखा गया

सरकार ने मस्तिष्क ज्वर से प्रभावशाली ढंग से निपटने के लिए बहुकोणीय रणनीति बनाई है। लोकसभा में भारतीय जनता पार्टी के योगी आदित्यनाथ द्वारा पेश ध्यानाकर्षण प्रस्ताव के जवाब में स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने यह जानकारी दी। उन्होंने कहा कि सरकार ने इस बीमारी की रोकथाम, उपचार, रोग प्रबंधन और पूनर्वास के सिलसिले में अनेक कदम उठाए हैं। उन्होंने कहा कि मस्तिष्क ज्वर न केवल चिकित्सा संबंधी समस्या है बल्कि यह सामाजिक स्वास्थ्य से भी जुड़ी हुई है, जिसमें स्वच्छ पेयजल, साफ-सफाई, व्यक्तिगत देखरेख और पौष्टिक आहार भी शामिल हैं।
श्री गुलाम नबी आजाद ने इस बीमारी की रोकथाम के सिलसिले में सरकार की रणनीति को लागू करने में पेयजल आपूर्ति, साफ-सफाई और सामाजिक न्याय, ग्रामीण विकास और शहरी विकास मंत्रालयों से सक्रिय योगदान की अपील की। उन्होंने लोकसभा को सूचित किया कि इस वर्ष मस्तिष्क ज्वर के सात हजार ८१३ मामले रजिस्टर किये गये, जिनमें से एक हजार १३३ मरीजों की मृत्यु की खबर है। उत्तर प्रदेश में इस बीमारी से सबसे ज्यादा यानि ५७५ लोग मारे गये, जबकि असम में २५०, बिहार में १९७ और पश्चिम बंगाल में इस बीमारी से मरने वालों की संख्या ४० रही।

प्रधानमंत्री डॉ मनमोहन सिंह ने कहा है कि हरकरघा और हस्तशिल्प क्षेत्र के लिए हाल में दिए गए पैकेज से देश भर में तीन लाख बुनकरों और १५ हजार सहकारी समितियों को लाभ होगा। सरकार ने हाल में इस क्षेत्र के लिए ३८ अरब ८४ करोड़ रूपये के पैकेज की घोषणा की थी। आज नई दिल्ली में दलित और अल्पसंख्यक अंतर्राष्ट्रीय मंच के एक समारोह में डॉ मनमोहन सिंह ने सच्चर समिति की सिफारिशें लागू करने में तेजी लाने की अपील की।
हमनें सच्चर कमिटी की काफी सिफारिशों पर अमल करते हुए कई योजनाएं बनाई है और इन योजनाओं की वजह से हालात में बदलाव भी आ रहा है। लेकिन मैं यह मानता हूं कि इसमें तेजी लाने की और जरूरत है।
प्रधानमंत्री ने अन्य पिछड़ा वर्गों के २७ प्रतिशत के आरक्षण में अल्पसंख्यकों के लिए साढ़े चार प्रतिशत कोटा रखने के केन्द्रीय मंत्रिमंडल के हाल के फैसले का जिक्र किया।
डॉ सिंह ने कहा कि सरकार अल्पसंख्यकों सहित समाज के कमजोर वर्गों के कल्याण के लिए वचनबद्ध है।

योजना आयोग, उत्तर प्रदेश में अखिल भारतीय आयुर्विज्ञान संस्थान - एम्स जैसे दो संस्थान स्थापित करने के लिए पैसा देने पर सिद्धांत रूप से सहमत हो गया है। ये संस्थान १२वीं पंचवर्षीय योजना अवधि में झांसी और गोरखपुर में बनाए जाएंगे। स्वास्थ्य मंत्री गुलाम नबी आजाद ने आज लोकसभा में यह जानकारी दी। श्री आजाद ने कहा कि पुणे के राष्ट्रीय संचारी रोग संस्थान ने उस वायरस का पता लगा लिया है जिसके कारण यह बीमारी होती है। उन्होंने कहा कि जापानी इंस्फलाइटिस का ईलाज करने वाली वैक्सीन अब भारत में ही बनाई जाएगी। अब तक ये जापान से आयात की जाती है।

म्यांमा के यांगून शहर में हुए शक्तिशाली विस्फोट में कम से कम १७ लोग मारे गये और दर्जनों घायल हो गए। पुरानी राजधानी से पूर्व स्थित एक गोदाम में आज तड़के यह दुर्घटना हुई। विस्फोट के कारणों का पता नहीं चला है। एक अधिकारी के अनुसार यह बम विस्फोट नहीं था। बताया जाता है कि इस गोदाम में रासायनिक पदार्थ और निर्माण तथा नमक उत्पादन संबंधी सामग्री रखी गई थी। मरने वालों में आग बुझाने वाले तीन व्यक्ति भी शामिल बताये जाते हैं। खबरों में यह भी कहा गया है कि इस घटना में अग्निशमन के ३० कर्मियों सहित ७९ लोग घायल हुए हैं।

चीन के झिंगचियांग क्षेत्र में पुलिस ने सात संदिग्ध अपहरण कर्ताओं को गोली मार दी है और उनके कब्जे से दो अपहृत व्यक्तियों को छुड़ा लिया है। स्थानीय अधिकारियों के अनुसार इस कार्रवाई में एक पुलिस अधिकारी भी मारा गया। उनका कहना है कि अपहरणकर्त्ता एक आतंकी गुट के सदस्य थे। कार्रवाई के दौरान चार संदिग्ध घायल हुए, जिन्हें बाद में गिरफ्‌तार कर लिया गया। सरकारी समाचार एजेंसी झिंगहुआ ने खबर दी है कि यह घटना पीशान में हुई, जहां उगूर जाति के मुसलमानों की ज्यादा आबादी है। इस क्षेत्र में उमूर मुसलमानों और हान जाति के लोगों के बीच बहुत दिनों से तनाव बना हुआ है। दो साल पहले झिंगचियांग में जातीय दंगे हुए थे, जिसमें करीब दो सौ लोग मारे गये थे।

मिस्र में मुस्लिम ब्रदरहुड ने कहा है कि वो जनवरी में कॉपटिक क्रिसमस के दौरान उनके गिरजाघरों को पूर्ण सुरक्षा प्रदान करेगा। बुधवार को जारी बयान में इस दल ने कहा है कि उन्होंने गिरजाघरों की सुरक्षा के लिए समितियां बना दी हैं जो ईसाईयों के प्रार्थना स्थलों पर किसी प्रकार के हमलों को रोकने में मदद देगी। मुस्लिम ब्रदरहुड ने सैनिक शासकों से अपील की है कि वे गिरजाघरों को सुरक्षा प्रदान करें। पिछले वर्ष नववर्ष की पूर्व संध्या पर एलेक्जेंडरिया के द सेंट्स चर्च में सामूहिक प्रार्थना के बाद वापस आ रहे लोगों पर आत्मघाती बम हमले किये गये थे, जिसमें २० से अधिक लोग मारे गये थे।

अमरीका ने ईरान को चेतावनी दी है कि वह  होरमूज जलडमरूमध्य में यातायात में किसी भी प्रकार की बाधा को बर्दाश्त नहीं करेगा। कल बहरीन में अमरीकी नौसेना के पांचवे बेड़े की प्रवक्ता ने कहा कि  होरमूज जलडमरूमध्य के रास्ते वस्तुओं और सेवाओं का सुचारू आवागमन क्षेत्रीय और वैश्विक समृद्धि के लिए महत्वपूर्ण है। अमरीका ने तेल के निर्बाध आवागमन को सुनिश्चित करने के लिए खाड़ी में अपनी नौसेना के पांचवें बेड़े को तैनात किया हुआ है।
ईरान के उप राष्ट्रपति मोहम्मद रजा रहीमी ने धमकी दी थी कि अगर पश्चिमी देशों ने ईरान पर और प्रतिबंध लगाए तो वह होरमूज जलडमरूमध्य को बंद कर देगा। यह मार्ग खाड़ी और तेल उत्पादक देशों, बहरीन, कुवैत, कतर, सऊदी अरब, संयुक्त अरब अमीरात को हिन्द महासागर से जोड़ता है। विश्व के  एक तिहाई से ज्यादा तेल टैंकर इसी रास्ते से गुजरते हैं। इस मार्ग के बंद होने से तेल की आपूर्ति अस्थाई तौर पर रुक सकती है और टैंकरों को मजबूर होकर लम्बे तथा ज्यादा महंगे मार्गों का इस्तेमाल करने से तेल की कीमतें बढ़ सकती हैं।

खाद्य मुद्रास्फीति में १७ दिसंबर को समाप्त सप्ताह के दौरान जबरदस्त गिरावट आई और यह छह वर्ष के सबसे निचले स्तर शून्य दशमलव चार दो प्रतिशत हो गई। थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति की यह दर इससे पहले के हफ्‌ते में एक दशमलव आठ एक प्रतिशत थी। पिछले वर्ष इसी अवधि में यह दर १५ दशमलव चार आठ प्रतिशत थी।
आज जारी सरकारी आंकड़ों के अनुसार वार्षिक आधार पर प्याज के दाम ५९ दशमलव शून्य चार प्रतिशत कम हुए जबकि आलू की कीमत में ३३ दशमलव सात छह प्रतिशत की कमी हुई। गेहूं के दाम भी तीन दशमलव तीन शून्य प्रतिशत घटे। सब्जियों के दामों में कुल मिलाकर ३६ दशमलव शून्य दो प्रतिशत की कमी हुई। लेकिन अन्य खाद्य उत्पादों की कीमतों में पिछले वर्ष के मुकाबले वृद्धि हुई। दालों के दाम १४ दशमलव शून्य सात प्रतिशत बढ़े। दूध की कीमत में ११ दशमलव तीन शून्य प्रतिशत तथा अंडों, मांस और मछली के दामों में ११ दशमलव पांच छह प्रतिशत की वृद्धि हुई। फल भी पिछले वर्ष के मुकाबले आठ दशमलव चार छह प्रतिशत महंगे हुए। मोटे अनाज के दाम दो दशमलव एक पांच प्रतिशत बढ़े।
सभी प्रमुख वस्तुओं की मुद्रास्फीति की दर दो दशमलव सात शून्य प्रतिशत रही जो इससे पहले के हफ्‌ते में तीन दशमलव सात आठ प्रतिशत थी।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ७२ अंकों से अधिक की गिरावट रही। पिछले लगातार दो कारोबारी सत्रों में सेन्सेक्स में २४३ की गिरावट दर्ज की गई। अब से कुछ देर पहले यह ७३ अंक की गिरावट के साथ १५ हजार ६५४ पर था।      नेशनल स्टॉक एक्सचेंज का निफ्टी भी २८ अंक गिरकर ४ हजार ६७७ पर आ गया।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया ४८ पैसे कमजोर हुआ। एक डॉलर की कीमत ५३ रूपये ४५ पैसे हो गई। रूपये की कीमत में यह गिरावट कुछ बैंकों और आयातकों की डॉलर की बढ़ती मांग तथा शेयर बाजार में गिरावट के रूख के कारण आई है।

समुद्री तूफान थाने आज सुबह चेन्नई से २५० किलोमीटर पूर्व और दक्षिण पूर्व चेन्नई में केन्द्रित था। इसके पश्चिम दिशा में बढ़ने और नागपट्टनम तथा चेन्नई के बीच पुडुचेरी के निकट उत्तरी तमिलनाडु को कल सुबह पार करने की संभावना है। मौसम विभाग के प्रवक्ता ने बताया है कि इस तूफान के असर से अगले ४८ घंटों के दौरान उत्तरी तटवर्तीय तमिलनाडु और पुडुचेरी के अधिकतर स्थानों में वर्षा होगी। तटवर्तीय तमिलनाडु और पुडुचेरी में आज से साठ से ७५ किलोमीटर प्रति घंटे की रफ्‌तार से आंधी भी चलेगी। इसकी रफ्‌तार १३५ किलोमीटर प्रतिघंटे तक पहुंचने की आशंका है। तटवर्तीय जिला अधिकारियों, पुडुचेरी सरकार और चेन्नई नगर निगम ने स्थिति से निपटने के अनेक उपाय किये हैं। मछुआरों को कहा गया है कि वे समुद्र में न जाएं। चेन्नई में आज सुबह से ही हल्की वर्षा हो रही है।

आन्ध्रप्रदेश के मुख्यमंत्री किरण कुमार रेड्डी ने तटवर्ती जिलों के जिलाधिकारियों को समुद्री तूफान को देखते हुए सतर्क रहने को कहा है।    मुख्यमंत्री ने समुद्री तूफान की स्थिति की समीक्षा की और मुख्य सचिव पंकज द्विवेदी को तटवर्ती जिलों के जिलाधिकारियों को समुद्री तूफान से उत्पन्न किसी भी स्थिति से निपटने के निर्देश दिए। मुख्यमंत्री इस समय दिल्ली में हैं। उन्होंने निचले इलाकों में रहने वाले लोगों को अन्य स्थानों पर भेजने के के भी निर्देश दिए हैं।
इस बीच चौबीसों घंटे स्थिति पर निगरानी रखने के लिए प्रकाशम, नैलोर और चित्तूर तथा अन्य तटवर्ती जिलों के जिलाधिकारी कार्यालयों में नियंत्रण कक्ष बनाए गए हैं।

मेलबर्न में ऑस्ट्रेलिया ने भारत को पहले क्रिकेट टेस्ट मैच में १२२ रन से हरा दिया है। आज खेल के चौथे दिन ऑस्ट्रेलिया ने अपनी दूसरी पारी ८ विकेट पर एक सौ उन्नासी रन से आगे खेलनी शुरू की और उसके सभी खिलाड़ी २४० रन बनाकर आउट हो गए। पहली पारी में ऑस्ट्रेलिया की टीम को ५१ रन की बढ़त मिली थी इसलिए भारत के सामने यह मैच जीतने के लिए २९२ रन का लक्ष्य था, लेकिन भारतीय बल्लेबाज ऑस्ट्रेलिया की तेज गेंदबाजी के आगे चल नहीं पाए और मात्र एक सौ उन्नहत्तर रन पर भारत की दूसरी पारी सिमट गई।

केन्द्र ने ओड़ीशा के लिए नौ अरब १८ करोड़ ३० लाख रुपये की बाढ़ सहायता राशि को मंजूरी दी है। केन्द्र, राज्य में राहत कार्यों के दौरान हेलिकॉप्टरों के जरिए  खाद्य सामग्री गिराने का खर्च उठाने पर भी सहमत हो गया है। इसके लिए राष्ट्रीय आपदा प्रतिक्रिया कोष से नौ अरब आठ करोड़ ३० लाख रुपये और राष्ट्रीय ग्रामीण पेयजल योजना से दस करोड़ रुपये मंजूर किये गए। ओड़ीशा को दी गई बाढ़ सहायता के इतिहास में केन्द्र ने इस बार सबसे ज्यादा सहायता राशि उपलब्ध कराई है। ओड़ीशा सरकार ने राज्य के बाढ़ प्रभावित २१ जिलों में राहत, बचाव और पुनर्वास गतिविधियों के लिए केन्द्र से ३२ अरब ६५ करोड़ रुपये की सहायता मांगी थी। ओड़ीशा में सितम्बर के महीने में दो बार बाढ़ आई थी।

केरल के मुख्यमंत्री उम्मन चांडी ने प्रवासी केरलवासियों से अपील की है कि वे राज्य के विकास में भी अपने अनुभवों और कौशल का योगदान करें। तिरूअनंतपुरम में वैश्विक प्रवासी केरल वासियों के सम्मेलन- २०११का उद्घाटन करते हुए उन्होंने कहा कि विदेशों विशेषकर खाड़ी देशों में कार्यरत भारतीयों की परेशानियों को दूर करने के लिए केन्द्र और राज्य की सरकारों ने भी अनेक कदम उठाए हैं।

१४ लोगों को कल नई दिल्ली में एक समारोह में वर्ष २००९ और २०१० के लिए भारतेंदु हरिश्चंद्र पुरस्कार दिए गए। ये पुरस्कार पत्रकारिता तथा जन संचार, महिलाओं से जुड़े मुद्दों, बाल साहित्य और राष्ट्रीय एकता श्रेणी में दिए गए। पुरस्कार वितरित करते हुए सूचना और प्रसारण राज्यमंत्री जगतरक्षकण ने भारतेंदु हरिश्चंद्र की साहित्य सेवा को याद किया। उन्होंने कहा कि भारतेंदु हरिश्चंद्र ने छोटी अवधि में हिन्दी भाषा के विकास में अपनी महत्वपूर्ण छाप छोड़ी। पुरस्कार राशि को बहुत कम बताते हुए उन्होंने  घोषणा की कि प्रथम पुरस्कार एक लाख रुपये का होना चाहिए, जो फिलहाल ७५ हजार रुपये का है।

The Rajya Sabha is discussing the Lokpal and Lokayukta Bill, 2011. The Bill has already been passed by the Lok Sabha. Initiating a discussion on the Bill, the Leader of Opposition, Mr Arun Jaitley alleged that the government is in favour of creating an anti-corruption watchdog that is appointed and controlled by it. He called for incorporation of several suggestions in the draft Bill so as to ensure the Opposition's support. Mr Jaitley charged the government with bringing in non-governmental organisations under the ambit of the Lokpal despite their not being public servants. He described the move as a vengeance against civil society which took up the cause of cleansing it from the menace of corruption.
Referring to several clauses of the Lokpal Bill, Mr Jaitley sought an assurance from the government that the passage of the Bill will not infringe on the federal structure of the country. Referring to what he called the cumbersome process of investigation and inquiry against corrupt officials, Mr Jaitley said, nowhere in the world, such a lengthy process is prevalent. He called for making the CBI impartial with greater autonomy.
Challenging the Leader of the Opposition, Mr. Abhishek Manu Singhvi of the Congress charged the Opposition with not being sincere to pass an anti-graft Bill in the House. Defending the government, he said that Opposition is trying to destroy the institutions like CBI and Central Vigilance Commission. Dismissing the opposition allegations, Mr Singhvi alleged that the Opposition BJP wants every mechanism under the Lokpal.
Strongly criticizing the Leader of the Opposition, he asserted that it is after 60 years of independence that such a legislation has been brought to deal with the menace of corruption. He alleged that the BJP led NDA made mandatory prior sanction for investigation of officers of the rank of Joint Secretary and above despite the Supreme Court judgment in the Vineet Narain case.
Earlier, commending the Bill, the Minister of State for Personnel and Grievances, Mr V Narayanasami gave details of the circumstances leading to reframe a new Lokpal Bill.  He said that the Bill has been prepared after thorough discussions with all the stakeholders and the recommendations of the Parliamentary Standing Committee.
It seeks to create a public ombudsman for tackling the cases of corruption at all levels including the Prime Minister with certain safeguards. He said India has ratified the UN Convention on prevention of corruption. The Minister criticized that some states have failed to set up Lokayuktas. This led to protests by some members.
The Minister also took serious exception to the questioning by some people on the legislative competency of both the Houses of Parliament. He said, the present anti-corruption Bill has been brought with the sense of both the Houses. The House was adjourned for ten minutes with the Opposition members questioning the government on the absence of the Leader of the House, Dr. Manmohan Singh.

The Government today expressed hope that Trinamool Congress will lend support to the Congress for getting the Lokpal Bill through the Rajya Sabha. This was stated by Minister of State in Prime Minister's Office, V Narayansamy while talking to reporters outside Parliament today. He said, it is the collective responsibility of all the political parties to get the strong and effective Bill cleared in the Upper House.
Minister of State for Parliamentary Affairs Rajiv Shukla said that the Lok Sabha has passed a historic Lokpal Bill. He said that UPA is not in majority in the Rajya Sabha but it is trying its level best to get the Bill passed in the Upper House. On the other hand, the BJP has said that it will bring amendments for certain clauses to make the Lokpal Bill more effective. Party spokesperson Tarun Vijay said that the Bill passed by the Lok Sabha, has some loopholes.

The Lok Sabha was adjourned sine die today. Giving details of the business conducted during the Winter Session, Speaker Meira Kumar said the House had 24 sittings lasting altogether 84 hours and 45 minutes.  The government introduced 27 Bills of which 18 were passed. These included the Prasar Bharati Corporation Amendment Bill, Cable TV Network Amendment Bill and the Export Import Bank of India Amendment Bill.
The House passed the Supplementary Demands for Grants for the Railways and the General Budget.  Our Correspondent reports that during the extended session, the House adopted the historic Lokpal and Lokayukta Bill and had a thorough discussion on the Judicial Accountability Bill. The first two weeks of the House witnessed noisy scenes and adjournments on a host of issues including price rise.

The Government has adopted a multi-pronged strategy to effectively combat the Encephalitis, popularly known as brain fever in various parts of the country. Making a statement in response to a calling attention motion by Yogi Aditya Nath of BJP, the Health and Family Welfare Minister Gulam Nabi Azad said, several steps have been taken to combat the disease pertaining to prevention, case management and rehabilitation. He said, Encephalitis is not only a medical problem but a broader and complex development issue linked to social determinants of health, such as safe drinking water, basic sanitation, personal hygiene and nutrition.

The Lok Sabha today mourned the demise of its former member Dr Bapu Kaldate. Dr Kaldate represented Aurangabad constituency in Maharashtra during the sixth Lok Sabha. The Rajya Sabha today bade farewell to seven of its members, who will be retiring in January and February 2012 on completion of their term of office. The Chairman Mohammed Hamid Ansari said, the retiring members have contributed significantly in the deliberations of the Upper House and in enhancing the dignity and prestige of the House.
Our Correspondent reports that Dr Karan Singh, Mr Janardhan Dwivedi and Mr Pervez Hashmi, all Congress, will be retiring on the 27th of January. Three nominated members - Ms. Shobhana Bhartia, Mr. Shyam Benegal and Dr. Kapila Vatsyayan will be retiring on the 15th of February. Mr O T Lepcha of Sikkim Democratic Front, representing the state of Sikkim, will be retiring on the 23rd of February next year.

The Prime Minister Dr. Manmohan Singh today said that the recent package for handloom and handicrafts sectors will benefit three lakh weavers and fifteen thousand cooperative societies across the country. The Government recently announced a package of 3,884 crore rupees for this sector. Addressing a function of Dalits and Minorities International Forum in New Delhi today, Dr. Singh called for speeding up the implementation of the Sachchar Committee recommendations.
On the basis of Sachchar Committee recommendations, we have made a number of schemes. A lot of changes have come through these schemes. However, I agree that we need to gear up the process.

The Committee made a number of recommendations for the welfare of minorities and weaker sections of society. Dr Singh dismissed reports that no work has been done for implementing the recommendations of the Committee and  referred to the recent decision of the Union Cabinet which decided to reserve 4.5 per cent sub-quota for minorities in the OBCs reservation of 27 per cent. Dr. Singh said, the government is committed to the welfare of weaker sections of society including minorities. The Chairperson of the Forum, Ram Vilas Paswan advocated reservation for weaker sections in judicial services and the private sector.

The Northern Railway has launched a real-time train information SMS service. The service aims at providing relief to passengers during foggy days when trains run hours behind schedule. Through this service, passengers can get information regarding their train by sending an SMS mentioning the train number to 9717631813. There will be no charges for this service. The Railways will be launching two more easy to remember SMS numbers on the 1st of January.

In Myanmar, at least 17 people have been killed and dozens injured by a large explosion in the city of Yangon. The blast happened in the early hours this morning in a compound of warehouses in the east of the former capital. The cause of the blast is not known. An official said that it was not a bomb explosion.
The warehouses were said to contain chemicals and material used in construction and salt production.  At least three of those killed were reported to be firemen.  Reports said 79 people, including 30 firefighters who had been tackling the initial fire were injured as they were caught in the explosion.

Bosnia's main Muslim, Croat and Serb parties have agreed to form a Central government, ending a 14-month political crisis that paralysed the state and blocked further integration with the European Union. The leader of the SDA Muslim party, Sulejman Tihic told a press conference today that the Parties have reached  agreement on the composition of the government on holding a census and on distribution of state aid, which Brussels insists on if Bosnia is to take further steps towards joining the European Union. Food Inflation fell sharply to a six-year low of 0.42 per cent in the week ended December 17th. As measured by the Wholesale Price Index, Food inflation stood at 1.81 per cent in the previous week. It was recorded at 15.48 per cent in the corresponding week of 2010. According to official data released today, onions grew cheaper by 59.04 per cent year-on-year during the week under review, while potato prices were down by 33.76 per cent.
Price of wheat also fell by 3.30 per cent. Overall, vegetables became 36.02 per cent cheaper. However, other food products grew more expensive on an annual basis, led by protein-based items. Pulses became 14.07 per cent costlier during the week under review, milk grew dearer by 11.30 per cent, while eggs, meat and fish by 11.56 per cent. Fruits also became 8.46 per cent more expensive on an annual basis, while cereal prices were up 2.15 per cent. Inflation in the overall primary articles category stood at 2.70 per cent, as against 3.78 per cent in the previous week.

The severe cyclonic storm “Thane” lay centred this morning 250 kms east- south east of Chennai. It is likely to move west-wards and cross north Tamil Nadu coast between Nagapattinam and Chennai close to Puducherry tomorrow morning. Met department spokesperson informed that under its influence, rainfall will occur  at most places and over north coastal Tamil Nadu and Puducherry during next 48 hours. It may exceed even 25 cms in one or two places.

The Indian rupee plummeted by 48 paise to 53 rupees 45 paise against the US dollar in early trade today. The fall was due to sustained month-end demand for the American currency from importers and some banks, amid weakness in the domestic stock market. It was the bowlers, most prominently pacers, that ruled the low-scoring first cricket test at Melbourne, which as predicted of many, couldn't see the fifth day. The Italian tanker MT Enrico Ievoli, having seven Indians on board which was hijacked off the Oman coastline on Tuesday, is heading towards Somalia. The statement issued by the vessel owner on Wednesday said, no one has been injured and the vessel under the control of pirates, was sailing towards Somalia waters.          
Meanwhile, according to a Somalian report, a pirate source in Harardheere confirmed that pirates had hijacked the Italian vessel. The report said, the motive seems to be ransom and the hijackers are from Harardheere belonging to the Sa’ad and Saleebaan clans of the Hawiye.

Official mourning for the late North Korean leader Kim Jong Il has ended with a national memorial service in Pyongyang.  Nearly one million people gathered in Pyongyang's main square for the final stage of  his memorial. Television pictures showed the late leader's son and designated successor Kim Jong-un leading the ceremony. A three-minute silence was also held, after which trains and ships throughout the country sounded their horns.

In Egypt, the Islamist Muslim Brotherhood said, it would protect Churches during Coptic Christmas in January.  In a statement issued on Wednesday, the group said it has formed Committees to protect the Churches. The former Iraqi Prime Minister and the head of the Sunni backed Iraqiya Bloc, Iyad Allawi said, the country is heading towards a civil war. These include release of all detainees held on false charges and setting up of a panel of top politicians to oversee and prevent interference in legal procedures.

सत्तापक्ष और विपक्ष में तीखी नोकझोंक के बीच राज्यसभा में लोकपाल और लोकायुक्त विधेयक-२०११ पर चर्चा जारी है। यूपीए के सदस्य जहां विपक्ष पर भ्रष्टाचार को रोकने के लिए इस ऐतिहासिक विधेयक को पारित कराने में गंभीर नहीं होने का आरोप लगा रहे हैं, वहीं विपक्ष इसे एक कमजोर विधेयक बता रहा है। यूपीए के सहयोगी दल तृणमूल कांग्रेस ने विपक्ष का साथ देते हुए इस विधेयक के बारे में असंतोष जताया। सदन में बहस शुरू करते हुए विपक्ष के नेता अरूण जेटली ने यह कहते हुए कि यह देश के संघीय ढांचे को नुकसान चहुंचाने वाला है, विधेयक की कड़ी आलोचना की। उन्होंने स्पष्ट किया कि जब तक पार्टी के संशोधनों को स्वीकार नहीं किया जाता, उनकी पार्टी विधेयक का समर्थन नहीं करेगी।

केवल आपकी और हमारी, सरकार की और विपक्ष की ये परीक्षा नहीं होगी। हर विपक्षी दल की भी ये परीक्षा होगी, कि क्या आप प्रत्यक्ष या अप्रत्यक्ष तरीके से कमजोर कानून बनने में मदद कर रहें है या संशोधन लाकर या उसको सुधार कर, उसको मजबूत करने में मदद कर रहे हैं।
भाजपा के दावों का खण्डन करते हुए कांग्रेस के अभिषेक मनु सिंघवी ने आरोप लगाया कि वो गैर सरकारी संस्थाओं को लोकपाल के दायरे में लाने के प्रस्ताव को लेकर लोगों में भय पैदा कर रही है।

अगर विधेयक को पास कराने में आप हमारा साथ नहीं देते है तो, यह इतिहास के साथ विश्वासघात और नाइंसाफी होगी। अगर आप संवैधानिक स्थिति के कारण राजनीति खेलते है तो इतिहास आपकी स्वार्थसिद्धि के लिए कभी आपको माफ नहीं करेगा। हम एक नया मॉडल तैयार कर रहे है और हम आलोचनाओं से नहीं डरते। वैसे, नये मॉडल को चरणबद्ध तरीके से संशोधित किया जा सकता है।
श्री सिंघवी ने आरक्षण पर विपक्ष के रवैये की आलोचना की और कहा कि विधेयक में आरक्षण का कोई प्रावधान नहीं किया गया है, बल्कि इसमें समाज के विभिन्न वर्गों का प्रतिनिधित्व सुनिश्चित किया गया है।
बहुजन समाज पार्टी के सतीश चन्द्र मिश्रा ने विधेयक के विभिन्न प्रावधानों पर पुनर्विचार की मांग की।

संसदीय कार्य राज्यमंत्री, राजीव शुक्ला ने कहा कि भ्रष्टाचार से लड़ना सभी दलों की सामूहिक जिम्मेदारी है। विधेयक के विरोधियों की समझ पर सवाल उठाते हुए उन्होंने कहा कि सरकार ने प्रधानमंत्री को लोकपाल के दायरे में लाए जाने सहित विपक्ष की अनेक मांगों को माना है। उन्होंने कहा कि विधेयक के बारे में भ्रामक प्रचार किया जा रहा है।

राज्यसभा में भ्रष्टाचार निरोधक विधेयक पर जहां बहस जारी है, वहीं वित्तमंत्री प्रणब मुखर्जी ने विधेयक पारित कराने के वास्ते विभिन्न राजनीतिक दलों का समर्थन पाने के लिए उनसे बातचीत की। सरकार, खासकर बहुजन समाज पार्टी और समाजवादी पार्टी के संपर्क में है, जिनका समर्थन विधेयक पारित करने के लिए काफी अहम है, क्योंकि सदन में सत्तारूढ़ पार्टी के पास आवश्यक सदस्य संख्या नहीं है। इस बीच, कांग्रेस कोर ग्रुप ने भी आज शाम इस संबंध में विचार-विमर्श किया।

लोकसभा की कार्यवाही निर्धारित कामकाज निपटाने के बाद आज अनिश्चितकाल के लिए स्थगित कर दी गई। शीतकालीन सत्र के दौरान सदन में हुए कामकाज का उल्लेख करते हुए सभाध्यक्ष मीरा कुमार ने कहा कि सदन की २४ बैंठकें हुई जिसमें कुल मिलाकर ८४ घंटे ४५ मिनट का समय लगा। सरकार ने २७ विधेयक पेश किये जिनमें से १८ पारित किये गये।
सत्र की बढ़ी अवधि के दौरान सदन ने ऐतिहासिक लोकपाल और लोकायुक्त विधेयक पारित किया और न्यायिक जवाबदेही विधेयक पर भरपूर चर्चा की गई।

चक्रवाती तूफान थाने बंगाल की खाड़ी के दक्षिण-पश्चिम से पश्चिम की ओर बढ़ गया है और चेन्नई के दक्षिण-पूर्व में एक सौ ९० किलोमीटर दूर केन्द्रित है। आज शाम चेन्नई में जारी मौसम कार्यालय की विज्ञप्ति के अनुसार चक्रवात के और आगे पश्चिम की ओर बढ़ने की संभावना है। इसके कल सुबह उत्तरी तमिलनाडु के चेन्नई और नागापट्टनम तट को पार कर जाने की संभावना है। इस तूफान के कारण तमिलनाडु के उत्तरी तटवर्ती क्षेत्रों में आज देर शाम भारी वर्षा हो सकती है। उत्तरी तमिलनाडु और पुद्दुचेरी के तटीय क्षेत्रों में ५०-६० किलोमीटर की गति से तूफानी हवाएं चल सकती हैं और समुद्र में ऊंची लहरे उठ सकती हैं।
सभी संभावित क्षेत्रों में खतरे के संकेत लगा दिए गए हैं । आंध्रप्रदेश के बंदरगाहों में भी तीसरे नम्बर के खतरे के संकेत लगा दिए गए हैं। मछुआरों को समुद्र में न जाने की सलाह दी गई है।
तूफान के पुद्दुचेरि तटीय क्षेत्र में पहुंचने की मौसम विभाग की भविष्यवाणी के मद्देनजर पुद्दुचेरि प्रशासन ने इससे निपटने के लिए आवश्यक तैयारी कर ली है।

प्रधानमंत्री ने सच्चर समिति की सिफारिशों को नजरअंदाज करने के दावों का खंडन करते हुए कहा है कि सरकार ने इस समिति के सुझावों के आधार पर अल्पसंख्यकों के कल्याण के लिए अनेक योजनाएं शुरू की हैं, जिनके अच्छे नतीजे आ रहे हैं। आज नई दिल्ली में दलित और अल्पसंख्यक अंतर्राष्ट्रीय फोरम के कार्यक्रम में डॉ० मनमोहन सिंह ने कहा कि इन प्रयासों से अल्पसख्यकों की स्थिति में बदलाव दिखाई दे रहा है।

मैने लोगों को अक्सर ये कहते हुए सुना है कि सरकार ने सच्चर कमिटी की सिफारिशों को लागू नहीं किया है। मैं आपसे आज ये कहना चाहता हूं कि ये बात सही नहीं है। हमने सच्चर कमेटी की काफी सिफारिशों को अमल करते हुए कई योजनाएं बनाई है और इन योजनाओं की वजह से हालात में बदलाव भी आ रहा है। लेकिन मैं यह मानता हूं कि इसमें तेजी लाने की और जरूरत है।
अनुसूचित जाति और जनजाति के उद्यमियों की सराहना करते हुए डॉ० मनमोीन सिंह ने कहा कि सरकार ने राज्यों द्वारा की जाने वाली खरीदी में इन उद्यमियों के उत्पादों को प्राथमिकता देने का निर्णय लिया है।
उन्होंने कहा कि सरकार ने हाल ही में हथकरघा क्षेत्र के लिए ३८ अरब ८४ करोड़ रुपये की कर्ज माफी की घोषणा की है। इस क्षेत्र से अल्पसख्यंक और अनुसूचित जातीयों के लोग काफी संख्या में जुड़े हुए हैं। डाक्टर सिंह ने कहा है कि सरकार अल्पसंख्यकों सहित समाज के कमजोर वर्गों के कल्याण के लिए वचनबद्ध है!

भारत ने नियंत्रण रेखा से भारी तोपें और मोर्टार हटाने के पाकिस्तान के प्रस्ताव को खारिज कर दिया है और कहा है कि जब तक नियंत्रण रेखा पर स्थिति में सुधार नहीं होता, ऐसे प्रस्तावों पर गौर नहीं किया जा सकता। पाकिस्तान ने नियंत्रण रेखा के अक्सर होने वाले उल्लंघनों को देखते हुए यह प्रस्ताव किया है।
भारत ने पाकिस्तान से अपनी परमाणु नीति और परमाणु परिसंपत्तियों पर कमान तथा नियंत्रण के बारे में अपनी नीति स्पष्ट करने को कहा है। सरकारी सूत्रों के अनुसार चार साल के बाद इस्लामाबाद में दोनों देशों के अधिकारियों के बीच परमाणु और पारम्परिक विश्वास बहाली के उपायों के बारे में हुई दो दिन की बैठक के दौरान भारत ने पाकिस्तानी अधिकारियों से यह बात कही।

खाद्य मुद्रास्फीति में १७ दिसंबर को समाप्त सप्ताह के दौरान जबरदस्त गिरावट आई और यह छह वर्ष के सबसे निचले स्तर शून्य दशमलव चार दो प्रतिशत हो गई। थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति की यह दर इससे पहले के हफ्‌ते में एक दशमलव आठ एक प्रतिशत थी। पिछले वर्ष इसी अवधि में यह दर १५ दशमलव चार आठ प्रतिशत थी।

मुम्बई शेयर बाजार का संवेदी सूचकांक आज १८४ अंक गिरकर १५ हजार ५४४ पर बंद हुआ। नेशनल स्टॉक एक्सचेंज के निफ्टी में भी ६० अंकों की गिरावट दर्ज हुई और यह ४ हजार ६४६ पर रहा।

The Rajya Sabha continues to debate the Lokpal and Lokayukta Bill 2011  amidst noisy scenes and heated exchanges between the treasury and opposition benches. While the ruling UPA members are leveling charges against the opposition of not being sincere to pass the historic legislation to curb corruption, the opposition described it as a weak bill with the UPA ally Trinamool Congress joining the opposition to express their dissatisfaction at the legislation. Initiating the marathon debate in the House, the leader of the Opposition,Arun Jaitley strongly criticised the bill saying it will harm the federal structure of the country. He alleged that the government is in favour of creating an anti corruption set up, that is  actually controlled by it.

The  Substance of this law is you want to control appointment, you want to control mechanism, their removal mechanism, you have kept and investigative agency you want the government control to continue on it. So as the lokpal as an institution become a toy itself, because its investigating mechanism can be influenced by the state.
Mr. Jaitley made it clear that BJP will not support the bill unless the amendments moved by the party become part of the bill. Rejecting the BJP contention Abhishek Manu Singhvi of the Congress said that BJP, instead of creating hurdles, should cooperate in passing the historic bill.

Strongly supporting the Lokpal, Mr. Singhvi slammed the opposition stand on reservation in the anti-corruption watchdog saying that bill does not have any provision for quota and only talks about ensuring representation from diverse sections of society. BSP member S P Mishra while criticising the bill alleged that government has always used CBI to settle political scores. He sought a re-look in different provisions of the bill. Sitaram Yechury of CPIM said that the spirit of Constitution should be kept in mind while framing the law and government should accept the amendments to make it stronger.

UPA ally Trinamool Congress also joined the opposition saying that the bill seeks to encroach upon the authority of States and weaken the country's federal structure. Mr.  Sukhendu S Roy said that the party has moved amendments to delete certain clauses of the bill which deal with setting up of Lokayuktas in the States. Mr Shivanand Tiwary of the JD(U) termed the Lokpal Bill toothless and ineffective. Earlier, commending the Bill, the Minister of State for Personnel and Grievances, Mr V Narayanasami said the bill seeks to create a public ombudsman for tackling the cases of corruption at all levels including the Prime Minister with certain safeguards.

Giving details of the business conducted during the Winter Session, Speaker Meira Kumar said the House had 24 sittings lasting altogether 84 hours and 45 minutes.  The government introduced 27 Bills of which 18 were passed. These included the Prasar Bharati Corporation Amendment Bill, Cable TV Network Amendment Bill and the Export Import Bank of India Amendment Bill.

Prime Minister today rejected claims that the Sachchar panel recommendations were ignored while implementing welfare schemes for the minorities. Addressing a function of Dalits and Minorities International Forum in New Delhi today, the Prime Minister Dr. Manmohan Singh said that the government has launched several schemes acting on the recommendations of the Sachchar Committee and this is bringing about a change in the situation of minorities.

The very severe cyclonic storm “Thane” over south west Bay of Bengal moved West wards and lay centered about 189 kms south east of Chennai. A met office bulletin issued in Chennai this evening said that the system is likely to move westwards and cross North Tamil Nadu coast between Nagapattinam and Chennai, close to Puducherry tomorrow morning. Under the influence of the system, heavy rainfall is likely to commence over North coastal Tamil Nadu, later this evening. Fishermen have been advised not to venture into sea. The Puducherry administration has also geared up its machinery to meet any eventuality. Danger cautionary signal number three was hoisted in all the sea ports in Andhra Pradesh. Andhra Pradesh fishermen have also been advised not to venture into the sea.

The Nifty slipped 60 points, or 1.3 percent, to 4,646. Stock markets in Japan, Hong Kong, China, Singapore and South Korea ended mixed. The rupee fell 10 paise, to 53.08 against the dollar. Gold lost 540 rupees to 27,340 rupees per ten grams in Delhi. Silver plummeted 3,100 rupees to 49,100 rupees per kilo. Food Inflation fell sharply to a six-year low of 0.42 per cent in the week ended December 17th. As measured by the Wholesale Price Index, Food inflation stood at 1.81 per cent in the previous week. It was recorded at 15.48 per cent in the corresponding week of 2010. According to official data released today, onions and potato prices were down sharply. Overall, vegetables became 36.02 per cent cheaper. However, other food products Pulses,cereals,milk ,Fruits , eggs, meat and fish grew more expensive on an annual basis. Inflation in the overall primary articles category stood at 2.70 per cent, as against 3.78 per cent in the previous week.

India has rejected Pakistan's proposal to move heavy artillery and mortars away from the Line of Control citing frequent ceasefire violations. New Delhi asked Islamabad to come clear on its nuclear policy, including command and control over nuclear assets. According to official sources, this was conveyed to the Pakistani officials by India during the two-day talks on nuclear and conventional confidence building measures that were held in Islamabad after a gap of four years. During the talks India conveyed to Pakistan on the need to demonstrate in practical measure restraint and responsibility in the nuclear field and urged it to facilitate the talks on the Fissile Material Cut-off Treaty.

Kyrgyzstan's new leader said today it was very  dangerous for his Central Asian nation to host a US military base at Bishkek airport and that it must become a fully civilian airport by 2014. An air strike by Turkish warplanes near a Kurdish village close to the border with Iraq has killed at least 35 people. In a statement, Turkey's general staff said that the raid was launched following information that suspected Kurdish militants planned to attack Turkish security bases.
