विदेश मंत्री एस एम कृष्णा ने न्यूयॉर्क में अमरीकी विदेश मंत्री हिलेरी क्लिंटन से मुलाकात की और द्विपक्षीय, क्षेत्रीय तथा अंतर्राष्ट्रीय मुद्दों पर चर्चा की। दोनों मंत्रियों ने भारत और अमरीका के बीच आर्थिक सहयोग बढ़ाने के उपायों पर भी चर्चा की। यह बैठक ऐसे समय में हुई जब पाकिस्तान की खुफिया एजेंसी आई एस आई और हक्कानी आतंकवादी नेटवर्क के बीच कथित संबंधों को लेकर पाकिस्तान और अमरीका के बीच कूटनीति तनातनी चल रही है। भारत ने कहा है कि यह अच्छी बात है कि ओबामा प्रशासन ने आई एस आई और तालिबान के हक्कानी नेटवर्क के बीच संबंधों को पहचान लिया है। ओबामा प्रशासन के एक अधिकारी ने बताया कि क्लिंटन और कृष्णा आतंकवाद का मुकाबला करने के लिए द्विपक्षीय, क्षेत्रीय और विश्वस्तरीय प्रयासों में सहयोग करने और नया वैश्विक आतंकवादी विरोधी मंच तैयार करने पर सहमत हो गए हैं। दोनों देशों के विदेश मंत्रियों ने पश्चिम एशिया शांति प्रक्रिया और सीरिया की स्थिति पर भी चर्चा की।

प्रधानमंत्री डॉ० मनमोहन सिंह फ्रेंकफर्ट से आज नई दिल्ली के लिए रवाना होंगे। संयुक्त राष्ट्र महासभा के अधिवेशन में भाग लेने के बाद वे कल न्यूयार्क से फ्रेंकफर्ट पहुंचे थे। डॉ० सिंह ने अपना ७९ वां जन्म दिन भी विशेष विमान में मीडियाकर्मियों और उच्चस्तरीय प्रतिनिधिमंडल के साथ मनाया। प्रधानमंत्री ने अपने जन्म दिन का केक काटा और मीडियाकर्मियों ने उन्हें बधाई कार्ड दिया।
प्रधानमंत्री इस महीने की २२ तारीख को न्यूयार्क पहुंचे थे, जहां उन्होंने दुनियभर से आये नेताओं के साथ विश्वव्यापी चुनौतियों पर व्यापक विचार-विमर्श किया। संयुक्त राष्ट्र महासभा में अपने भाषण में डॉ० सिंह ने वैश्विक चुनौतियों से निपटने के लिए संयुक्त राष्ट्र की प्रभावी भूमिका की जोरदार वकालत की। उन्होंने कहा कि भारत अपनी भूमिका निभाने के लिए तैयार है।
डॉ० सिंह ने महासभा को मजबूत बनाकर और सुरक्षा परिषद् के विस्तार और सुधारों के जरिये संयुक्त राष्ट्र को और प्रभावशाली संगठन बनाने की जरूरत पर जोर दिया ताकि वह समकालीन सच्चाइयों का आइना बन सके।

गृहमंत्री पी चिदम्बरम ने कल शाम यूपीए अध्यक्ष सोनिया गांधी से मुलाकात की। वित्तमंत्री प्रणब मुखर्जी भी न्यूयार्क से लौटने के बाद कल श्रीमती गांधी से उनके घर पर मिले। श्री मुखर्जी ने कहा कि गृहमंत्री पी चिदम्बरम्‌ उनके महत्वपूर्ण सहयोगी और सरकार के मजबूत स्तम्भ हैं। टू जी स्पैक्ट्रम आवंटन पर वित्त मंत्रालय के नोट के मुद्दे को लेकर यह बैठकें हुई।

रूस के उप प्रधानमंत्री और वित्त मंत्री एलेक्सी कुदरिन ने इस्तीफा दे दिया है। राष्ट्रपति दिमित्री मेदवेदेव ने उनका इस्तीफा स्वीकार कर लिया है। इससे पहले कुदरिन ने कहा था कि अगर मौजूदा प्रधानमंत्री ब्लादीमीर पुतिन और राष्ट्रपति दिमित्री मेदवेदेव पदों की अदला-बदली करते हैं तो वे अगले साल नई सरकार में शामिल नहीं होंगे। कुदिरन ने राष्ट्रपति मेदवेदेव की आर्थिक नीतियों की आलोचना करते हुए कहा था कि वे मार्च के बाद वित्तमंत्री के पद पर नहीं रहेंगे। उन्होंने कहा कि वे राष्ट्रपति मेदवेदेव के सैन्य खर्च बढ़ाने की योजना से सहमत नहीं हैं। इन आलोचनाओं के बाद राष्ट्रपति मेदवेदेव ने कुदरिन से कहा कि अगर वे सरकार की आर्थिक नीतियों से सहमत नहीं हैं तो तुरंत इस्तीफा दें।

लीबिया में गद्दाफी विरोधी लड़ाकुओं ने गद्दाफी के गृह नगर सिरते पर अपनी पकड़ मजबूत कर ली है। लीबिया की नई सरकार के वफादार लड़ाकुओं ने राजधानी त्रिपोली के दक्षिण पूर्व में रेगिस्तानी शहर बनी वलीद में भी गद्दाफी की सेना पर हमला बोला। गद्दाफी के नियंत्रण में बचे दो ठिकानों को हासिल करने के लिए नई सरकार के लड़ाकुओं का अभियान जारी है। नेशनल ट्रंजिश्नल काउंसिल के सैनिकों का कहना है कि वे सिरते शहर के दस किलोमीटर तक भीतर चले गये हैं, लेकिन शहर के बीचोंबीच पहुचने में अभी पन्द्रह किलोमीटर बाकी हैं।

लीबिया के अंतरिम न्यायमंत्री मोहम्मद अल अलागी ने कहा है कि उन्होंने देश की सरकारी सुरक्षा अदालतों को खत्म करने के प्रस्ताव को मंजूरी दे दी है। इन अदालतों के जरिए मुअम्मर गद्दाफी ने अपने हजारों राजनीतिक विरोधियों को जेल भिजवाया है।

सीरिया के विदेशमंत्री वलीद मोअल्लिम ने सीरिया को तोड़ने के लिए देश में अफरातफरी फैलाने की कोशिश का पश्चिमी देशों पर आरोप लगाया है। संयुक्त राष्ट्र महासभा को सम्बोधित करते हुए श्री मोअल्लिम ने सीरिया में महीनों से चल रहे सरकार विरोधी प्रदर्शनों के लिए विदेशी हस्तक्षेप को जिम्मेदार बताया। उन्होंने कहा कि देश में जारी संकट के कारण राष्ट्रपति बशर अल असद के प्रस्तावित सुधार लागू नहीं हो पा रहे हैं।
बशर अल अशद सरकार पर आरोप है कि उसकी सेना की दमनकारी कार्रवाइयों में ढाई हजार से अधिक लोग मारे गए हैं।

सरकार ने २०११-१२ के रबी मौसम में दालों का २७ लाख ८० हजार टन अतिरिक्त उत्पादन बढ़ाने के लिए आपात योजना तैयार की है। सरकारी विज्ञप्ति के अनुसार इसके लिए ८० करोड़ रुपये का अतिरिक्त आवंटन किया गया है। योजना के तहत दालों की बुआई के रकबे में बढ़ोतरी की जाएगी और उत्पादकता बढ़ाई जाएगी। इसमें चना, अरहर, मटर और मसूर की दालों को शामिल किया गया है।

ग्रामीण विकास मंत्री जयराम रमेश ने जन स्वास्थ्य में सुधार और स्वच्छता अभियान तेज करने पर जोर दिया है। कल नई दिल्ली में राज्यों के ग्रामीण जलआपूर्ति और स्वच्छता के प्रभारी सचिवों की कार्यशाला को सम्बोधित करते हुए श्री रमेश ने कहा कि स्वच्छता कार्यक्रमों के लिए धनराशि बढ़ाने की तत्काल जरूरत है। श्री रमेश ने कहा कि गांवों में हर परिवार के लिए शौचालय की व्यवस्था सुनिश्चित करने के लिए बड़े पैमाने पर काम करना होगा।

उच्चतम न्यायालय ने इंडियन प्रीमियर लीग के पूर्व आयुक्त ललित मोदी की उस याचिका को खारिज कर दिया है जिसमें मोदी ने अपने खिलाफ वित्तीय अनियमितताओं की जांच के लिए बी.सी.सी.आई. द्वारा नियुक्त अनुशासन समिति के पुनर्गठन की मांग की थी। न्यायमूर्ति जे एम पांचाल और एच एल गोखले की पीठ ने कहा कि बी.सी.सी.आई ने तीन सदस्यों की वैध समिति बनाई है और केवल इसलिए समिति का पुनर्गठन नहीं किया जा सकता, क्योंकि श्री मोदी द्वारा पक्षपात की आशंका जताई गई है।

सीबीआई ने टू-जी स्पैक्ट्रम आंवटन मामले में पूर्व दूरसंचार मंत्री
ए. राजा और दो अन्य लोगों पर विश्वासघात के नये आरोप लगाये हैं। विशेष सरकारी वकील यू.यू. ललित ने विशेष सीबीआई जज ओ.पी. सैनी के सामने आवेदन किया। उनका कहना था कि राजा और उनके पूर्व निजी सचिव आर.के. चंदोलिया और पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा पर भारतीय दंड संहिता की धारा ४०९ के तहत आपराधिक विश्वासघात का मामला बनता है।
सी.बी.आई. के आवेदन में कहा गया है कि राजा और उनके दो पूर्व अधिकारियों को छोड़कर डी.एम.के. सांसद कणिमोड़ी और तीन दूरसंचार कंपनियों सहित सभी अन्य आरोपियों पर भारतीय दंड संहिता की धारा-४०९ और १२०-बी के तहत आरोप लगाये जाने चाहिए।

गुजरात की राज्यपाल कमला बेनीवाल ने राज्य सरकार से मुख्यमंत्री नरेन्द्र मोदी के तीन दिन के सद्भावना उपवास पर हुए खर्च का ब्यौरा मांगा है। यह आयोजन पिछले सप्ताह अहमदाबाद में गुजरात विश्वविद्यालय के दीक्षांत हॉल में किया गया था। राज्यपाल ने इस बारे में सामान्य प्रशासन विभाग के अतिरिक्त मुख्य सचिव को पत्र लिखा है। हमारे संवाददाता ने बताया है कि श्री मोदी ने कल रात एक रैली में आरोप लगाया था कि कांग्रेस, राजभवन के माध्यम से एक समानान्तर सरकार चला रही है। खबर है कि गुजरात सरकार ने तीन दिन के मुख्यमंत्री के उपवास पर ५५ करोड़ रूपए खर्च किए थे।

बिहार में पिछले दो दिनों के दौरान वर्षा से जुड़ी घटनाओं में सात लोगों की मौत हुई है। भारी वर्षा और बांधों से पानी छोड़े जाने के कारण राज्य में बाढ़ की स्थिति और बिगड़ गई है। नदियों के जलग्रहण क्षेत्र में भारी वर्षा और मध्य प्रदेश के बाणसागर बांध तथा उत्तर प्रदेश में रिहांद बांध से साढ़े नौ लाख क्यूसेक पानी छोड़े जाने के कारण बाढ़ की स्थिति बिगड़ गई है और प्रशासन को अलर्ट कर दिया गया है। पांच जिले रोहतास, अरवल, पटना, औरंगाबाद और भोजपुर पानी छोड़े जाने के कारण जलमगन है।

ओडीशा में ब्राम्हणी, बैतरणी, सुवर्णरेखा, बुढ़ाबलंगा और महानदी जैसी प्रमुख नदियों का जलस्तर घट रहा है, मगर इसके बावजूद बड़े हिस्से में अभी तक बाढ़ का पानी भरा हुआ है। जाजपुर और केन्द्रपाड़ा जिलो के अनेक हिस्से अभी भी कटे हुए हैं और वहां स्थिति गम्भीर बनी हुई है। लगभग एक हजार एक सौ ७६ गांव अभी भी पानी से घिरे हुए हैं और लोगों ने नदियों के तटबंधो, घर की छतों और पेड़ों पर शरण ली हुई है। अधिकतर बाढ़ प्रभावित इलाकों से सड़क सम्पर्क टूट जाने के कारण आवश्यक वस्तुओं की कीमतें बढ़ने लगी हैं। सात हैलीकॉप्टरों को राहत कार्यो ंमें लगाया गया है, लेकिन प्रभावित गांवों में पानी भरा होने के कारण खाद्य सामग्री के पैकेट नहीं गिराये जा सके।

उत्तर प्रदेश में वर्षा से जुड़ी घटनाओं में मरने वालों की संख्या ३८ हो गई है। राज्य के राहत आयुक्त ने बताया कि जौनपुर में बीस लोगों की मौत हुई है, जबकि वाराणसी जिले से छह लोगों के मरने की खबर है। मिर्जापुर जिले में दस और चंदौली जिले में दो लोगों के मरने की सूचना है। कर्मनाशा नदी के पानी से चंदौली और गाजीपुर जिलों के कई गांव जलमग्न हैं। सीतापुर और बदाऊं जिलों के कई गांवों में अब भी पानी भरा हुआ है। हमारे संवाददाता ने खबर दी है कि राज्य सरकार ने मृतकों के प्रत्येक परिवार को एक-एक लाख रूपए की अनुग्रह राशि देने की घोषणा की है।

कई निचले इलाकों की बस्तियों में जगह-जगह पानी भरा हुआ है, जिससे आम लोगों की तकलीफें बढ़ गई हैं। राज्य के मुख्य सचिव ने भारी बारिश से प्रभावित इलाकों का कल दौरा किया। राज्य सरकार ने जिला प्रशासकों से बीमारियों की रोकथाम के लिए बड़े पैमाने पर कीटनाशकों के छिड़काव का निर्देश दिया है, उधर बाढ़ नियंत्रण कक्ष के अनुसार फिलहाल राज्य में बाढ़ का खतरा नहीं है। लेकिन गंगा नदी, बलिया में खतरे के निशान को पार कर गई है, जबकि कुछ और नदियां भी अलग-अलग जगहों पर बढ़ रही हैं। सजय प्रताप सिंह, आकाशवाणी समाचार, इलाहाबाद।

सिक्किम में आए भूकम्प से राज्य सरकार को लगभग ५ अरब रुपये के नुकसान का अनुमान है। इस बीच, राज्य सरकार ने भूकम्प प्रभावित लोगों के लिए कई राहत उपायों की घोषणा की है। ब्यौरा हमारे संवाददाता से-

राज्य सरकार ने ऐलान किया है कि जो घर पूरी तरह से ध्वस्त हो चुके हैं उनकी जगह एक मंजिला पक्के मकान बनाए जाएंगे, बशर्ते है कि जमीन उपलब्ध हो। पूजा स्थलों को नुकसान पहुंचाने की सूरत में पहले नुकसान का जायजा लिया जाएगा अगर पाया गया कि नुकसान मामूली किस्म का है तो इमारतों को भूकम्प रोधी बना दिया जाएगा। फिर भी अगर ऐसा लगा कि नुकसान को ठीक करना संभव नहीं है तो नई इमारतें बनाई जाएंगी। इस बीच अमरीका से आया भूकम्प ाा सर्वेक्षण दल जो फिलहाल मंगन में है आज उत्तर जिले के लिंगजा, थोलुम और जम्मू के लिए रवाना होगा। विनय राज तिवारी आकाशवाणी समाचार गंगटोक।

External Affairs Minister S M Krishna met Secretary of State Hillary Clinton in New York and discussed bilateral, regional and international issues and ways to deepen economic cooperation between the two nations. The meeting takes place amid the diplomatic row between Pakistan and the US over alleged links between Pakistani spy agency the ISI and the Haqqani terror network. India has said it was good that the Obama administration recognised the links between the ISI and Haqqani network of Taliban. An Obama administration official said Clinton and Krishna agreed on the importance of shared bilateral, regional and global efforts to combat terrorism, and establishment of the new Global Counter terrorism forum.

The Prime Minister Dr Manmohan Singh arrived in Frankurt from New York after participating in the UN General assembly session. After an over night stay, he will leave for New Delhi today. Dr Singh who turned 79 celebrated his birthday on board the special flight with the accompanying media and high level delegation. He cut a birthday cake mid-air as media persons greeted him with a birthday card. The Prime Minister had an informal chat with the journalists exchanging pleasantries.
Dr. Singh, who reached New York on the 22nd of this month, held wide ranging discussions with global leaders on the common challenges facing the world. In his address to the UN General Assembly, Dr. Singh strongly advocated the United Nations reassuming leadership role to meet global challenges. He said, India is ready to play its own role. Dr. Singh stressed the need for making the UN stronger and more effective by strengthening the UN General Assembly and through reforms and expansion of the decision making Security Council to reflect contemporary realities.

The Government has prepared a contingency plan to produce 2.78 million tonnes of additional pulses in the Rabi Season of 2011-12. According to an official release, an additional allocation of 80 crore rupees has been made to achieve this target. The additional production will be made through area expansion and productivity enhancement and is aimed to offset the loss of the Kharif season. The pulses covered under the scheme are pigeon pea, gram, pea and lentil.

Russian President Dmitry Medvedev sacked vice premier and finance minister Alexei Kudrin after an unusually public spat with the Russian head of state over a pact with Prime Minister Vladimir Putin to swap jobs after the Presidential elections in March. Quoting Presidential spokesperson Natalia Timakova, the Russian agencies reported that the President has dismissed Kudrin in accordance with procedures, on the request of the Prime Minister. Earlier, in a major spat between the rival Kremlin and PMO teams, Medvedev had sought Kudrin resignation by last night.

In Libya, anti-Gaddafi fighters tightened their siege of the ousted leader's hometown of Sirte. Fighters loyal to Libya's new government also pounded Gaddafi's forces in the desert city of Bani Walid, southeast of Tripoli, as they sought to take the last two significant remaining bastions of his loyalists.
National Transitional Council troops advancing from the east said they had pushed 10 kilometers inside Sirte city limits but were still 15 kilometers from the centre of the sprawling city.

In Bihar, seven persons were killed in various rain- related incidents in last two days. Heavy showers coupled with discharge of water from dams worsened the overall flood situation in the state. An alert was sounded as the overall flood situation worsened following heavy rain in the catchment areas of the rivers and the discharge of 9.50 lakh cusec water from Bansagar Dam in Madhya Pradesh and Rihand Dam in Uttar Pradesh. Five districts -- Rohtas, Arwal, Patna, Aurangabad and Bhojpur are inundated by the discharge of water.

In Uttar Pradesh death toll in rain related incidents during current spell of heavy rain has reached to 38. The Relief Commissioner of the state has said that 20 persons were killed in Jaunpur while 6 deaths are reported from Varanasi district. 10 causalities are reported from the badly affected Mirzapur and 2 from Chandauli districts. Several villages in Chandauli and Ghazipur districts are marooned with waters of Karmanasha River. Our correspondent reports that the state government has announced an ex-gratia payment of one lakh rupees each to the families of the deceased.

As many as 1,176 villages are still marooned and people have taken shelter over river embankments, house roofs and trees as the flood water have entered or damaged their homes. According to reports received from Odisha government, the death toll in the second phase of flood has increased to 20, with a total of about 22 lakh people in 3,415 villages and 12 cities in 10 of the 30 districts being affected in the second phase of the floods.

Uttar Pradesh and Gujarat have topped the list of states which were asked to pay compensation to victims of human rights violation in the past three years by the National Human Rights Commission. According to a release, the commission recommended a total of 30.48 crore rupees in 1,330 cases from 2008-09 to 2010-11. The commission has received a total of 2.56 lakh complaints during the past three fiscals out of which a whopping 1 lakh 56 thousand complaints were from Uttar Pradesh. The State was asked to pay a compensation of 9.5 crore rupees in 614 cases. Gujarat which came second in the list were to pay 7.8 crore rupees in 44 cases.

आज से देशभर में फोन पर अनचाही कॉमर्शियल कॉल और संदेशों से छुटकारा मिल जाएगा। दूरसंचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल ने दूरसंचार वाणिज्यिक संदेश ग्राहक वरीयता नियमन २०१० का औपचारिक रूप से शुभारम्भ कर दिया है। अब ग्राहक १९०९ डायल करके या इस नम्बर पर एसएमएस भेजकर राष्ट्रीय उपभोक्ता वरीयता रजिस्टर एनसीपीआर में पंजीकरण करा सकते हैं। श्री सिब्बल ने इस नए नियम को भारत में दूरसंचार क्षेत्र में ऐतिहासिक कदम बताया। नए नियमों के अन्तर्गत टेली मार्केटिंग कम्पनियों को भी एनसीपीआर की वेबसाइट पर अपना पंजीकरण कराना होगा। इस रजिस्टर में पंजीकृत ग्राहकों को अनचाही कॉल करने वाली टेलीमार्केटिंग कम्पनियों को भारी जुर्माना देना पड़ेगा। दूर संचार विशेषज्ञ महेश उप्पल ने आकाशवाणी से बातचीत में कहा कि इस अधिनियम से उपभोक्ताओं को काफी लाभ होगा।

पीआरएआई के जो नए नियम निकले हैं। उससे ग्राहकों को अनवांटेड एसएमएस जो हैं जिसकी उनको कोई जरूरत नहीं है जो उनसे बगैर पूछे उनको भेजे जा रहे हैं जिसे इश्तहारों के चाहे रियल इस्टेट के हैं, चाहे क्रेडिट कार्ड के हैं या इस किस्म की जो भी एसएमएस है जो उन्होंने खुद मांगे नहीं हैं उन पर रोक लगेगी। जो भी कंपनी यदि ऐसे एसएमएस भेजेगी जो आपने रिक्वेस्ट नहीं किए हैं, उस पर काफी बड़े फाइन लगेंगे और जो कि मिलते रहेंगे दूसरी या तीसरी गलती पर। क्योंकि कुछ एसएमएस ऐसे भी हैं जो ग्राहकों के लिए उपयोगी हैं वह आप ऑपशन ले के आप अलाउ कर सकते हैं अपने फोन पर।
दूरसंचार नियामक प्राधिकरण-ट्राई का यह दिशा-निर्देश भी आज से लागू हो गया है कि कोई मोबाइल ऑपरेटर एक सिम कार्ड से एक दिन में एक सौ से अधिक एसएमएस भेजने की नहीं अनुमति देगा। ट्राई के अध्यक्ष जे.एस.सरमा ने बताया कि यह प्रतिबंध ग्राहकों को अपंजीकृत टेलीमार्केटिंग कम्पनियों से बचाने के लिए किया गया है, लेकिन उन्होंने बताया कि कुछ श्रेणी की कम्पनियों को इस प्रतिबंध से मुक्त रखा गया है जिनमें लेन-देन से जुड़े संदेश भेजने वाली बैंकिंग कम्पनियां, शिक्षा संस्थाएं और कई अन्य श्रेणी की कम्पनियां शामिल हैं।
दूरसंचार सेवा कम्पनियों के डीलर, ई-टिकटिंग एजेंसियां और सोशल नेटवर्किंग साइट्स भी एक दिन में एक सिम कार्ड से एक सौ एस एम एस की इस सीमा से मुक्त रहेंगे। ट्राई ने सभी मोबाइल सेवा कम्पनियों को निर्देश दिया है कि टेलीकॉम सेवा कम्पनियों और डीटीएच ऑपरेटर्स को मोबाइल टेलीफोन नम्बर पर इलैक्ट्रॉनिक रिचार्ज का अनुरोध भेजने के लिए इस सीमा से छूट दी जाए।
ट्राई ने ई-टिकटिंग एजेंसियों को ग्राहकों के ई-टिकटिंग अनुरोध का जवाब देने के लिए इस सीमा से छूट दे दी है। इसी तरह फेसबुक, ट्विटर, ऑरकुट, लिंक्ड-इन और गुगल प्लस जैसी सोशल नेटवर्किंग साइट्स से सदस्यों को प्रमाणित किए जा सकने वाले विकल्पों के आधार पर उनके खातों से संबंधित गतिविधियों की जानकारी देने के लिए इस सीमा से बाहर रखा जाए। ÷जस्ट डायल', ज+टसे, कॉलज+ी, गैटईट और आस्कमी, जैसी डायरेक्टरी सेवा देने वाली कम्पनियों को भी इस बंधन से मुक्त कर दिया गया है। हमारे संवाददाता ने बताया है कि अब टेली मार्केटिंग की कॉल १ ४ ० से आरंभ होने वाले नम्बर से ही आएंगे।

भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी के पूर्व सहायक सुधीन्द्र कुलकर्णी आज दिल्ली की एक अदालत में पेश हुए। अदालत ने सन्‌ २००८ के नोट के बदले वोट मामले में कथित भूमिका के लिए उन्हें सम्मन भेजा था। कुलकर्णी विशेष जज संगीता ढींगड़ा सहगल के सामने पेश हुए। इससे पहले वे अमरीका में होने के कारण इस महीने की छह और नौ तारीख को अदालत में पेश नहीं हुए थे। १९ सितम्बर को अदालत ने उनके वकील को चेतावनी दी थी कि अगर वे अगली तारीख को अदालत में नहीं आये तो उनकी गिरफ्तारी के वारंट जारी किये जायेंगे।

केरल उच्च न्यायालय ने आज राज्य विधानसभा में विपक्ष के नेता वी एस अच्युतानंदन की अपील याचिका खारिज कर दी है, जिसमें आइसक्रीम पार्लर सैक्स रैकेट की सीबीआई से जांच कराने की मांग की गई थी। मुख्य न्यायाधीश जे चेलमेश्वर और न्यायाधीश पी आर रामचन्द्र मेनन की खण्डपीठ ने मामले की सुनवाई करते हुए पाया कि इस मामले की जांच सही दिशा में चल रही है और याचिकाकर्ता ने सीबीआई जांच कराए जाने के लिए पर्याप्त कारण नहीं बताए हैं। न्यायालय अब मामले की जांच की प्रगति की निगरानी करेगा।
इससे पहले राज्य के महाधिवक्ता के पी दण्डपाणी ने न्यायालय को बताया था कि ९० दिन के भीतर मामले की जांच पूरी कर ली जाएगी। न्यायालय इस मामले की सुनवाई २२ दिसम्बर को करेगा।

सीबीआई ने आगरा के आयकर आयुक्त होमी राजवंश सहित पांच लोगों को गिरफ्तार किया है। हमारे संवाददाता ने आधिकारिक सूत्रों के हवाले से खबर दी है कि तीन मामलों में कथित रूप से नैफेड से धोखाधड़ी करने के कारण उन्हें गिरफ्तार किया गया है। इन्हें आज दिल्ली की एक अदालत में पेश किया जाएगा।

कश्मीर घाटी के कुपवाड़ा जिले में मिलयाल वन क्षेत्र में आतंकवादियों और सुरक्षाबलों के बीच मुठभेड़ चल रही है। हमारे संवाददाता ने खबर दी है कि इस जंगल में कुछ आतंकवादियों की मौजूदगी के बारे में सूचना मिलने पर जम्मू कश्मीर पुलिस और सेना ने कल शाम छानबीन अभियान शुरू किया था जिसके बाद यह मुठभेड़ शुरू हुई। पुलिस सूत्रों ने कहा है कि आतंकवादियों से लड़ते हुए विशेष कार्रवाई ग्रुप के तीन कर्मी और सेना का एक जवान शहीद हो गए। समझा जाता है कि दो आतंकवादी भी मारे गए हैं। खबर है कि इस जंगल में पांच से छह आतंकवादी छिपे हुए हैं जिन्हें वहां से निकालने की कार्रवाई जारी है।

भारतीय खान ब्यूरो-आईबीएम के अनुसार पिछले वित्त वर्ष के दौरान देश के विभिन्न राज्यों में दो अरब २६ करोड़ चार लाख रूपये की मूल्य के खनिजों का अवैध खनन किया गया। वर्ष २०१०-११ के दौरान अवैध खनन के १४ हजार २०४ मामले पकड़े गये, जिसमें ७१ करोड़ ५२ लाख रूपये के ४३ दशमलव पांच आठ चार लाख टन खनिजों का अवैध खनन किया गया। इस तरह के ७७५ मामलों में एफआईआर दर्ज कराई गई और ५१४ मामलों में कानूनी कार्यवाही शुरू की गई। अधिकारिक सूत्रों ने आज बताया कि अवैध खनन करने वालों से जुर्माने के तौर पर १२२ करोड़ ३३ लाख रूपये वसूल किये गये।
करीब ७६६ एफआईआर दर्ज कराई गई और नौ हजार ७८ मामलों में अदालती कार्रवाई शुरू की गई।

इस बीच, कर्नाटक के पूर्व लोकायुक्त संतोष हेगड़े ने गोवा सरकार से मांग की है कि वह पड़ोसी राज्य से निकाले गये अयस्क का गोवा के बंदरगाहों से अवैध रूप से निर्यात करने की अनुमति देने के लिए जिम्मेदार लोगों का पता लगाये। न्यायमूर्ति श्री हेगड़े ने कहा कि दक्षिणी गोवा के मोर्मागाव बंदरगाह से करीब ४५ लाख टन अयस्क का निर्यात किया गया। उन्होंने आरोप लगाया कि स्थानीय कारखानों में इस्तेंमाल के नाम पर वहां अयस्क लाया जा रहा है और इस बंदरगाह से अवैध रूप से निर्यात किया जा रहा है। उन्होंने कहा कि यह पता लगाना गोवा सरकार का काम है कि कौन लोग अयस्क का निर्यात करने दे रहे हैं। श्री हेगड़े ने कहा कि कर्नाटक के लोकायुक्त को इस अनियमितता में शामिल गोवा के अधिकारियों के बारे में कोई जानकारी नहीं है।

खाद्य और सार्वजनिक वितरण मंत्री के.वी थॉमस ने आशा व्यक्त की है कि सार्वजनिक वितरण प्रणाली को चुस्त करते समय राष्ट्रीय सहकारी उपभोक्ता परिसंघ को अतिरिक्त जिम्मेदारी सौंपी जा सकती है। श्री थॉमस ने नई दिल्ली में बताया कि इस परिसंघ को देश में खुले बाजार का फायदा उठाने के लिए अपना दायरा फैलाना चाहिए। श्री थॉमस ने यह भी कहा कि जब निजी व्यापारी संकट के दौर में सामग्री नहीं दे पाए तब सहकारी समितियों ने उपभोक्ताओं के हितों की रक्षा में महत्वपूर्ण भूमिका निभायी। उन्होंने यह भी कहा कि परिसंघ ने दालों का आयात करने और रियायती दर पर बेचने में भी अग्रणी भूमिका निभायी है।

बिहार में बाढ़ की स्थिति गंभीर है। गंगा और उसकी सहायक नदियों गंडक, बूढ़ी गंडक और बागमती का जल स्तर बढ़ता ही जा रहा है। वैशाली, पटना, खगड़िया, भोजपुर, बेगुसराय, अरवल, पूर्वी और पश्चिमी चंपारन तथा शिवहर के बहुत से गांव जलमग्न हैं। हमारे संवाददाता ने खबर दी है कि बागमती और गंडक की बाढ़ से मुजफ्‌फरपुर, सीतामढ़ी और दरभंगा के अनेक क्षेत्रों में पानी भर गया है। राष्ट्रीय राजमार्ग १९ सहित कई मार्गो पर बाढ़ का पानी भर गया है, जिससे जिला मुख्यालय से अन्य स्थानों का सड़क सम्पर्क कट गया है। मुजफ्‌फरपुर और मोतीपुर के बीच रेल सेवाएं ठप्प हैं।

ओड़िशा में बाढ़ की स्थिति अब भी गंभीर है और बहुत से गांव बाढ़ की चपेट में हैं, जिससे जनजीवन अस्त-व्यस्त है। जाजपुर और केन्द्रापाड़ा जिलों के बहुत से इलाकों में स्थिति गंभीर है तथा छह दिन से बाढ़ में फंसे लोगों को राहत सामग्री नहीं पहुंची है। ब्राह्‌मणी, बैतरणी, सुवर्णरेखा, बुढ़ाबालंगा और महानदी जैसी बड़ी नदियों का जलस्तर घटना शुरू हो गया है, फिर भी अनेक क्षेत्रों में स्थिति खराब है।
मुख्यमंत्री नवीन पटनायक ने आज सुबर्णापुर जिले के बाढ़ प्रभावित क्षेत्रों का दौरा किया। बाढ़ से हुए नुकसान का जायजा लेने के लिए चार सदस्यीय केन्द्रीय दल भी सम्बलपुर, बरगढ़ और सुबर्णापुर जिलों का दौरा कर रहा है। ओड़िशा सरकार ने केन्द्र से अनुरोध किया है कि बाढ़ की स्थिति के मद्देनजर उसे अतिरिक्त दो हजार चार सौ किलोलीटर मिट्टी का तेल उपलब्ध कराए।
जलमग्न क्षेत्रों के लोगों ने बांधों, छतों और पेड़ों पर शरण ले रखी है। बहुत से बाढ़ प्रभावित क्षेत्रों से सड़क सम्पर्क टूट गया है, जिससे आवश्यक वस्तुओं की कीमतें बढ़ गई हैं। हैलीकॉप्टरों को भी राहत कार्य में लगाया गया है, लेकिन पानी भरा रहने के कारण बहुत से क्षेत्रों में खाद्य पैकेट नहीं गिराए जा सके। ओडिशा सरकार से प्राप्त खबरों के अनुसार हाल की बाढ़ में मरने वालों की संख्या २७ हो गई है। राज्य में कुल मिलाकर तीन हजार ४१५ गांवों और १२ शहरों के लगभग २३ लाख लोग बाढ़ से प्रभावित हैं।

उत्तरप्रदेश के मुख्य सचिव अनूप मिश्रा ने जौनपुर, सोनभद्र और चन्दौली जिलों का दौरा कर बाढ़ की स्थिति की समीक्षा की। हाल की भारी वर्षा से ये सभी जिले अधिक प्रभावित हैं। सरकार ने राज्य के बाढ़ प्रभावित पूर्वी जिलों राहत और बचाव कार्यो के लिए अतिरिक्त एक करोड़ ८२ लाख रूपये मंजूर किये हैं।
हमारे लखनऊ संवाददाता ने खबर दी है कि हाल की मूसलाधार वर्षा के दौरान हुई घटनाओं में मरने वालों की संख्या ४७ हो गई है। पिछले २४ घंटों के दौरान मकानों के ध्वस्त होने की घटनाओं में वाराणसी जिले से नौ और लोगों के मरने की खबर है।
राज्य सरकार ने हाल की भारी वर्षा के दौरान पूर्वी जिलों में मरने वालों के परिवारों को एक-एक लाख रूपये की अनुग्रह राशि देने की घोषणा की है। वर्षा के कारण मुगलसराय और वाराणसी स्टेशनों में रेल सेवाएं प्रभावित हैं। अनेक रेलगाड़ियां दूसरे रास्ते से चलाई जा रही हैं, जबकि लंबी दूरी की कुछ गाड़ियां देरी से चल रही हैं।

केरल में मार्क्सवादी कम्युनिस्ट पार्टी के नेतृत्व में विपक्षी एल.डी एफ ने राज्य में बुखार और पीलिया से हुई मौतों के लिए यूडीएफ सरकार की कथित विफलता के विरोध में विधानसभा से वाकआउट किया। विपक्ष के नेता वी.एस अच्युतानंदन और वामदलों के अन्य सदस्यों ने आरोप लगाया कि स्वास्थ्य मंत्री अडूर प्रकाश की अनदेखी के कारण राज्य में स्थिति बिगड़ी है।

मुख्यमंत्री ओमन चंडी और स्वास्थ्य मंत्री ने सदन का सूचित किया राज्य सरकार ने स्थिति से निपटने के लिए कई कदम उठाये हैं और डॉक्टरों तथा दवाओं की कमी को पूरा किया गया है।

बम्बई शेयर बाजार में आज जबर्दस्त उछाल का रूख है। शुरूआती कारोबार में ही सेन्सेक्स में ३०५ अंकों तेजी रही। यह तेजी फंडों और छोटे निवेशकों की लिवाली तथा एशियाई बाजारों में बढ़त के रूख के कारण आयी है। पिछले लगातार तीन सत्रों में सेन्सेक्स में एक हजार पन्द्रह अंकों की गिरावट आयी थी।
तीसरे पहर के कारोबार में और तेज+ी आयी और सेन्सेक्स चार सौ अंक से भी ऊपर चला गया। अब से कुछ देर पहले यह --४६४---अंक की वृद्धि के साथ -१६---हजार--५१५--पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ९१ की तेजी के साथ खुला और अब से कुछ देर पहले यह --१३६--- अंक बढ़कर -४---हजार--९७१--पर था।
उधर अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज ३१ पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये १४ पैसे रही।

चीन के प्रधानमंत्री वन चियापाओ ने कहा है कि पेइचिंग में हो रही पहली भारत चीन महत्वपूर्ण आर्थिक बातचीत के रचनात्मक परिणाम निकले हैं। श्री चियापाओ ने पेइचिंग में योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया के नेतृत्व में भारतीय शिष्टमंडल से मुलाकात के दौरान यह बात कही। कल भारत-चीन महत्वपूर्ण आर्थिक वार्ता में चीन के शिष्टमंडल का नेतृत्व वहां के राष्ट्रीय विकास और सुधार आयोग के निदेशक जांग पिंग ने किया।
श्री मोंटेक सिंह आहलूवालिया ने कहा कि श्री चियापाओं ने एक घंटे की इस मुलाकात के दौरान महत्वपूर्ण आर्थिक सहयोग का दायरा बढ़ाने का प्रस्ताव किया ताकि इसमें विश्व व्यापार संगठन और जी-२० जैसे अंतर्राष्ट्रीय मंचों के साथ साथ जलवायु परिवर्तन और वित्तीय क्षेत्र में सहयोग के बारे में बातचीत को शामिल भी किया जा सके। महत्वपूर्ण आर्थिक बातचीत आज दूसरे दिन भी जारी है।

सरकार, भारत और चीन के बीच सीमा के मुद्दों को हल करने के लिए एक व्यवस्था कायम कर रही है। आज नई दिल्ली में संवाददाताओं से बातचीत में रक्षामंत्री ए के एंटनी ने कहा कि इस व्यवस्था में सभी सम्बद्ध पक्षों को शामिल किया जायेगा और विदेश मंत्रालय इसमें समन्वय स्थापित करेगा। उन्होंने कहा कि सीमा पर स्थिति शांत है। रक्षामंत्री ने कहा कि भारत पूर्वी क्षेत्रों में अपनी क्षमता लगातार बढ़ा रहा है। इसमें हेलीपैड के निर्माण सहित विभिन्न बुनियादी सुविधाएं उपलब्ध कराना शामिल है। पाकिस्तान-चीन विवाद के बारे में श्री एंटनी ने कहा कि भारत व्यापार के लिए सभी समुद्रों में सबको खुला रास्ता दिये जाने के पक्ष में है।

अफगानिस्तान के विदेश मंत्रालय ने पाकिस्तान के राजदूत को बुलाकर देश के पूर्वी प्रान्तों में सीमा पार से गोलाबारी पर विरोध प्रकट किया है। विदेश मंत्रालय के वक्तव्य में कहा गया है कि पाकिस्तानी राजूदत मोहम्मद सादिक को मंत्रालय में बुलाकर कहा गया है कि वे अपनी सरकार से कहें कि सीमापार से गोलाबारी को तुरन्त रोक दें। अफगान रक्षा मंत्रालय ने भी पाकिस्तानी गोलाबारी पर चिन्ता व्यक्त की है और चेतावनी दी है कि अगर इस तरह की गोलाबारी तुरन्त नहीं रोकी गई, तो इसका कड़ा जवाब भी दिया जा सकता है।

Telecom Users across the country will be relieved from unsolicited commercial calls and messages from today onwards. The Communications and Information Technology Minister Kapil Sibal formally inaugurated the Telecom Commercial Communications Customer Preference Regulations 2010. The regulations will enable consumers to register themselves on the National Consumer Preference Register, NCPR by simply dialing 1909 or sending an SMS to this number. Telecom Regulator, TRAI today exempted various service providers, including the dealers of telecom operators, e-ticketing agencies and social networking sites, from the new limit of one hundred SMSes per day per SIM, which was imposed to block pesky calls and messages. TRAI said in a statement that it directs all access providers to exclude the following persons from the limit of one hundred SMS per day per SIM, dealers of the telecom service providers and DTH operators for sending request for electronic recharge on mobile numbers. Telephone users across the country can now not only completely block all pesky calls and messages, but they can also select the particular categories in which they wish to receive information. Also under the new norms, all the telemarketing calls will be barred from 9 pm to 9am. Customers can also identify the telemarketing calls as all such calls will be made from numbers starting from 140. And to ensure that the regulations are effectively implemented heavy fines ranging from 25000 rupees to black listing for two years will be imposed on telemarketeers violating the norms. After a hectic week long tour, Prime Minister Dr Manmohan Singh has left Frankfurt for New Delhi. The Prime Minister who participated in the UN General Assembly stressed the need for making the UN stronger and more effective by strengthening the UN General Assembly and through expansion of the decision making Security Council to reflect contemporary realities. In the Kashmir valley, an encounter is on between militants and security forces in the forest area of Milyal in kupwara district. Our correspondent reports, the encounter started last evening after the special operation group of J&K police and the army launched a search operation on a tip off about presence of a militant group in the forests. Police sources said three special operation group personnel and an army jawan have laid down their lives fighting the militants while two militants are also believed to be dead. Five to six militants are reportedly holed up in the forest area and an operation to flush them out was on when reports last came in.

In Chhattisgarh, Naxalites blew up a portion of the railway track near the Kamalur station in the Dantewada district last night. Rail communication along the K.K. route connecting Vailadila in Chhattisgarh with Vishakhapatnam in Andhra Pradesh has been affected. Police sources said, the naxalites removed the portion of the rail track after blasting it.

In Andhra Pradesh, the ongoing general strike demanding statehood for Telangana continues to affect normal life. State owned Road Transport Corporation buses mostly remained off the roads in Hyderabad and other parts of Telangana as its employees are continuing strike. Transport employees are holding protest rallies across the region today. Meanwhile, stray incidents were reported that the government employees attending their duties have been obstructed by agitators at few places of the region.

The Kerala High Court today rejected a plea by the Opposition Leader in the State Assembly, V S Achuthanandan demanding a CBI inquiry in connection with the Ice-Cream parlour sex scandal case. A Division Bench comprising Chief Justice J Chelameshwar and Justice P R Ramachandra Menon found that the investigation into the case is proceeding in the right direction and added that the petitioner had not cited sufficient reasons for a CBI inquiry into the case. The court will consider the case on December, the 22nd.

Government is constituting a mechanism to solve border issues between India and China. Talking to newsmen in New Delhi today Defence Minister, Mr. A.K.Antony said that the mechanism will comprise of all the stake holders. It will be coordinated by Ministry of External Affairs. He however, maintained that overall security scenario at the border is peaceful. The Minister further said, India is steadily enhancing its capabilities in the eastern sector. This includes addition of mega infrastructure including construction of helipad etc. The Minister said this will be an effective deterrent at all time for the other side who have strengthened their infrastructure in different ways. Mines Minister Dinsha J Patel today urged the mining companies to do mining in such a way that there will be less environmental damage to the surroundings. Speaking at a function in New Delhi, Mr Patel said the government has taken many measures to bring greater transparency in the mining sector. The Flood situation in Bihar continues to be grim as the Ganga and its tributaries Gandak, Boorhi Gandak and Baghmati are on the rise. Flood water has inundated many villages of Vaishali, Patna, Khagaria, Bhojpur, Begusarai, Arwal, East and West Champaran and Sheohar. The District Administration is carrying out relief operations. Teams of National Distaster Relief Force are rescuing people to safer places. State Water Resources Department have sounded a new alert among their engineers to remain watchful and patrol the vulnerable points of the embankments which are reported to safe so far. Our correspondent reports, River Baghmati and Gandak are also on the rise. Many areas of Muzzafarpur, Sitamarhi and Darbhanga are inundated. Water is overflowing on many national highways including NH-19, causing road disconnectivity between District headquarters. Flood water has also disrupted train services between Muzzafarpur and Motipur. The Sone river has however registered a fall in its level. As such the situation in Rohtash district has started impoving.

In Uttar Pradesh, Chief Secretary Anoop Mishra reviewed the flood situation visiting Jaunpur, Sonbhadra and Chandoli districts, the worst affected during current spell of heavy rain. The government has also sanctioned one crore 82 lakh rupees additional to flood affected eastern districts for relief and rescue works.
Our Lucknow correspondent reports that death toll in rain related incidents during current spell of heavy rain have reached to 47. Nine more deaths are reported from Varanasi district during last 24 hours in house collapse incidents.

In Odisha, there has been no respite to thousands of flood-affected people as a large number of villages are still marooned. The situation is alarming in many parts of Jajpur and Kendrapada districts with relief not reaching the marooned people even after six days. Though water has started receding in major rivers like Brahmani, Baitarani, Subarnarekha, Budhabalanga and Mahanadi the flood situation continues to be grim in many areas.
Chief Minister Naveen Patnaik today visited flood-affected Subarnapur district today. A 4-member Central team is also visiting Sambalpur, Bargarh and Subarnapur districts to assess the damage in the flood. Odisha government has requested the Centre to give 2,400 kilo liters of kerosene as additional quota to the state considering the severe flood.

Food and Public Distribution Minister K.V. Thomas expressed hope that National Cooperative Consumer Federation, NCCF may get additional responsibity while streamlining Public Distribution System. Talking to reporters in New Delhi, Mr. Thomas said that NCCF should expand its network to take advantage of the free and open markets in the country. Mr. Thomas also said that the cooperatives played a significant role in safeguarding the interests of consumers when the private traders failed to deliver at the time of crisis. The Minister said that the NCCF has played a pioneer role in importing pulses and selling them to consumers at subsidized rates. He also said that cooperatives are playing major role in checking artificial price rise.

Chinese Premier Wen Jiabao has said that the first India-China Strategic Economic Dialogue (SED) being held in Beijing has achieved positive results. Mr. Wen Jiabo said this while meeting the Indian delegation led by Planning Commission Deputy Chairman Montek Singh Ahluwalia in Beijing after the day-long talks yesterday. The Chinese side was headed in the SED talks by Zhang Ping, the Director of China's National Development and Reform Commission. Mr. Wen said, the two countries should enhance communication and coordination at all levels and in all areas, expand cooperation, take each other's concerns into consideration and steadily pursue a means of reciprocity and common development. The strategic dialogue mechanism was established according to a consensus reached by Prime minister Manmohan Singh and his Chineese counterpart Wen Jiabo during Wen's visit to India last year. The SED talks are continuing for the second day today.

The Afghanistan foreign ministry summoned Pakistan's ambassador to Afghanistan to register its protest against recent cross-border shelling into the country's eastern provinces. A statement issued by the Afghan Foreign Ministry said Ambassador Mohammad Sadiq was summoned and told to ask his government to immediately stop artillery shelling. The move came after Pakistani security forces reportedly fired over 300 rockets into the Afghan provinces of Kunar and Nuristan. Afghan officials claimed the shelling caused loss of life and property and several people in the border areas had fled their homes.

Union health Minister Ghulam Nabi Azad today said that Indian Red Cross Society will get taxation protection to continue its good work. Inaugurating the Annual General meeting of the Indian Red Cross Society, IRCS in New Delhi, Mr. Azad said a Bill has been passed in Parliament which will cover organisations like IRCS that will enable them to spend funds outside India to help vulnerable people. The Minister informed that necessary notification will be issued soon by the Finance Ministry in this regard. Mr. Azad said that President Pratibha Devi Singh Patil, who is also President of the IRCS has approved uniform rules for the State and district branches and these rules have been implemented in almost all the branches. Applauding the work of IRCS during disasters and flood, the Minister emphasized the need for inclusion of latest training modules so that First Aid providers are better informed and equipped.

Senior BJP leader L K Advani's former aide Sudheendra Kulkarni today appeared before a Delhi court in response to its summons for his alleged role in the 2008 cash-for-vote scam. प्रधानमंत्री ने आरोप लगाया है कि कुछ तत्व उनकी सरकार को अस्थिर करने की कोशिश कर रहे हैं। डॉ. मनमोहन सिंह ने जोर देकर कह कि कांग्रेस के नेतृत्व वाली यूपीए सरकार पांच वर्ष का अपना कार्यकाल पूरा करेगी। फ्रेंकफर्ट से नई दिल्ली आते हुए विशेष विमान में संवाददाताओं से बातचीत में उन्होंने कहा कि विपक्ष समय से पहले चुनाव कराने के अपने प्रयास में सफल नहीं होगा। वरिष्ठ मंत्रियों के बीच मतभेद पर उन्होंने कहा कि यह मीडिया की उपज है। उन्होंने कहा कि कैबिनेट के बीच किसी भी तरह का मतभेद नहीं है और यह पूरी तरह मिलकर काम कर रहा है।

वोट के बदले नोट मामले में वरिष्ठ भाजपा नेता लालकृष्ण आडवाणी के पूर्व सहयोगी सुधीन्द्र कुलकर्णी की अंतरिम जमानत की अर्जी खारिज कर दी गई है और उन्हें न्यायिक हिरासत में भेज दिया गया है। श्री कुलकर्णी आज विशेष न्यायाधीश संगीता ढींगरा सहगल की अदालत में पेश हुए। इससे पहले वे अमरीका में होने के कारण इस महीने की ६ और १९ तारीख को अदालत में पेश नहीं हुए थे। अदालत ने उन्हें चेतावनी दी थी कि अगर वे अगली सुनवाई के दौरान अदालत में उपस्थित नहीं होते तो उनके खिलाफ गिरफ्‌तारी वारण्ट जारी किया जाएगा।

सीबीआई ने आगरा के आयकर आयुक्त होमी राजवंश को नेफेड के साथ एक अरब ६७ करोड़ रूपए से अधिक की धोखाधड़ी के आरोप में गिरतार किया है। हमारे संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि भारतीय राजस्व सेवा के १९८५ बैच के अधिकारी राजवंश ने नेफेड में अतिरिक्त प्रबंध निदेशक की हैसियत से कुछ निजी कंपनियों के साथ कथित रूप से सांठ-गांठ करके उन्हें उनकी आर्थिक हैसियत का पता किए बगैर ऋण जारी किए। सीबीआई ने इस मामले में चार और लोगों को भी गिरतार किया है।

केरल उच्च न्यायालय ने आज सतर्कता अदालत के उस आदेश पर रोक लगा दी जिसमें १९९२ के पामोलिन आयात मामले में मुख्यमंत्री उम्मन चान्डी की भूमिका की आगे जांच कराने का निर्देश दिया गया है। न्यायालय ने इस मामले के पांचवें आरोपी तत्कालीन राज्य नागरिक आपूर्ति निगम के प्रबंध निदेशक जिजी थॉमसन की याचिका पर सुनवाई करते हुए यह रोक लगाई है।
यह मामला मलेशिया से ऊंचे मूल्य पर ३२ हजार टन पामोलिन आयात करने से संबंधित है, जिससे राज्य को दो करोड़ रूपए से अधिक का नुकसान हुआ था। उस समय उम्मन चान्डी राज्य के वित्त मंत्री थे। न्यायालय अब इस मामले की सुनवाई अगले महीने की १७ तारीख को करेगा।

भूमि हथियाने के मामले में गिरतार तमिलनाडु के पूर्व उच्च शिक्षा मंत्री के० पुनमुडी के ठिकानों पर आज राज्य सतर्कता विभाग ने छापे मारे। आकाशवाणी संवाददाता ने बताया है कि पुनमुडी और उनके संबंधियों के चेन्नई तथा विल्लुपुरम आवासों और कार्यालयों पर छापे मारे गए हैं। पुलिस ने बताया है कि ये छापे पुनमुडी के खिलाफ आय के ज्ञात स्रोत से अधिक धन जमा करने के आरोपों के कारण मारे गए।

देशभर में उपभोक्ताओं को आज से फोन पर अनचाही कॉमर्शियल कॉल और संदेशों से छुटकारा मिल गया है। दूरसंचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल ने दूरसंचार वाणिज्यिक संदेश ग्राहक वरीयता नियमन २०१० की शुरूआत की। श्री सिब्बल ने कहा कि उन्होंने इस बारे में जनता से किया वायदा पूरा किया है।
मैंने संसद में वायदा किया था कि हम अनचाहें कॉलों को हमेशा के लिए बंद कर देंगे। मैं दूरसंचार नियामक प्राधिकरण, ट्राई और मंत्रालय को छह हते के भीतर यह काम पूरा करने के लिए धन्यवाद देता हॅूं।
इस नियम के लागू होने से १ ९ ० ९ डायल करके या इस नम्बर पर एसएमएस भेजकर राष्ट्रीय उपभोक्ता वरीयता रजिस्टर एनसीपीआर में पंजीकरण कराकर अनचाही काल और संदेशों से मुक्ति पाई जा सकती है। नए नियमों के अन्तर्गत टेली मार्केटिंग कम्पनियों को भी एनसीपीआर की वेबसाइट पर अपना पंजीकरण कराना होगा।
हमारी संवाददाता ने बताया है कि अब टेलिमार्केटिंग कॉल निर्धारित समय में ही आएंगी, और इन नियमों का उल्लघंन करने वालों के लिए सजा का प्रावधान किया गया है।
नये नियमों के अनुसार टेली मार्केटिंग कॉल्स सुबह नौ बजे से रात नौ बजे के बीच ही आएंगी। ऐसी कॉल १ ४ ० से आरंभ होने वाले नम्बर से ही की जा सकेंगी। इन नियमों को प्रभावी ढंग से लागू करने के लिए इन मापदंडों का उल्लंघन करने वाली टेली मार्केटिंग कंपनियों पर सजा के तहत २५ हजार रूपए जुर्माने से लेकर दो साल तक का प्रतिबंध लगाया जा सकता है। आकाशवाणी समाचार के लिए दिल्ली से मैं सुमिता यादव
दूरसंचार विशेषज्ञ महेश उप्पल ने आकाशवाणी से बातचीत में कहा कि इस नियम के लागू होने से उपभोक्ताओं को काफी लाभ होगा।
टीआरएआई के जो नए नियम निकले हैं। उससे ग्राहकों को अनवांटेड एसएमएस जो हैं जिसकी उनको कोई जरूरत नहीं है जो उनसे बगैर पूछे उनको भेजे जा रहे हैं जैसे इश्तहारों के, चाहे रियल इस्टेट के हैं, चाहे क्रेडिट कार्ड के हैं या इस किस्म की जो भी एसएमएस है जो उन्होंने खुद मांगे नहीं हैं उन पर रोक लगेगी। जो भी कंपनी यदि ऐसे एसएमएस भेजेगी जो आपने रिक्वेस्ट नहीं किए हैं, उस पर काफी बड़े फाइन लगेंगे कुछ एसएमएस ऐसे भी हैं जो ग्राहकों के लिए उपयोगी हैं वह आप ऑपशन ले के आप अलाउ कर सकते हैं अपने फोन पर।
दूरसंचार नियामक प्राधिकरण-ट्राई का यह दिशा-निर्देश भी आज से लागू हो गया है कि कोई मोबाइल ऑपरेटर एक सिम कार्ड से एक दिन में एक सौ से अधिक एसएमएस भेजने की अनुमति नहीं देगा।
कुछ श्रेणी की कम्पनियों को इस प्रतिबंध से मुक्त रखा गया है। इनमें लेन-देन से जुड़े संदेश भेजने वाली बैंकिंग कम्पनियां और शिक्षा संस्थाएं शामिल हैं।

(ट्राई) के अध्यक्ष जे एस शर्मा ने बताया कि ट्राई १५ अक्टूबर से सेवा उपलब्ध कराने वाली कंपनियों पर प्रति संदेश पांच पैसे टर्मिनेशन चार्ज भी लगाने की सोच रहा है। इससे उन ऑपरेटरों के लिए और कठिनाइयां पैदा हो जाएंगी जो एक दिन में लाखों संदेश भेजते हैं। कुछ ऑपरेटर आपसी सहमति से टर्मिनेशन चार्ज के तौर पर प्रति संदेश १५ पैसा लेते हैं, लेकिन यह अनिवार्य नहीं है। ट्राई के प्रस्तावित निर्देशों में सभी ऑपरेटरों के लिए वाणिज्यिक संदेशों के लिए कम से कम र्टमिनेशन चार्ज लेना अनिवार्य कर दिया गया हैं।

टू-जी घोटाले की जांच कर रही संयुक्त संसदीय समिति-जेपीसी ने इस मुद्दे पर आंतरिक नोट पेश करने में वित्त मंत्रालय की देरी को गंभीरता से लिया है। समझा जाता है कि समिति के अध्यक्ष पी० सी० चाको ने वित्त मंत्रालय के कदमों पर अप्रसन्नता व्यक्त की है और वित्त सचिव को अगले महीने की १३ तारीख को बुलाने का फैसला किया है।
तीन घंटे की चर्चा के बाद जेपीसी ने फरवरी २००४ से मार्च २००५ के बीच दूरसंचार सचिव रहे नृपेन्द्र मिश्रा को सबूतों की रिकार्डिंग के लिए बुलाया, लेकिन जल्द ही दिनभर के लिए बैठक स्थगित कर दी। समिति ने कल होने वाली बैठक भी रद्द कर दी है।

जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कहा है कि उत्तरी कश्मीर में गैर-चिन्हित कब्रिस्तानों के बारे में राज्य सरकार की सिफारिशों पर कार्रवाई शुरू हो गई है। उन्होंने कहा कि जिनके रिश्तेदार लापता हैं और अगर वे महसूस करते हैं कि उन्हें इन कब्रिस्तानों में दफनाया गया है, तो ऐसे लोगों को डी एन ए टेस्ट के लिए आगे आना चाहिए, ताकि ऐसे मामलों को बंद किया जा सके। मुख्यमंत्री ने राज्य विधानसभा में कहा कि यह कहना उचित नहीं होगा कि इन कब्रिस्तानों में दफनाए गए सभी लोग सुरक्षा बलों के हाथों मारे गये थे।

Charging that certain forces are attempting to destabilise the Government, the Prime Minister, Dr, Manmohan Singh today asserted that the Congress led UPA will last its full five year term. Dr. Singh was speaking to newsmen on board the special aircraft from Frankfurt to New Delhi. He said, the opposition will not succeed in their attempts to force early election. On the reported rift between senior Ministers, Dr. Singh said it was a creation of the media. He said there was no dissention or division in the Cabinet which is working cohesively. Replying to a question, he said that all Ministers including Mr. Pranab Mukherjee and Mr. P. Chidambaram enjoyed his confidence. He made it clear that he was not thinking about Cabinet expansion. Expressing concern over high inflation, the Prime Minister said that it was a global phenomenon and the Government is doing its best to contain it. He said, though food prices were stable, the high prices of vegetables and poultry products were due to the gap between demand and supply. Referring to the economic slowdown in different countries, Dr. Singh said, India will not be affected by the developments in the outside world. He said, with a saving rate of 35 per cent and investment of more than 37 per cent of GDP, India will continue to maintain a growth rate of about 9 per cent. When queried on border issue with China, Dr. Singh said he has taken up the matter with the President and Prime Minister of China, who had assured him that nothing will be done that is detrimental to India's interest.

In Tamil Nadu, vigilance raids were conducted at the premises of the former State Higher Education Minister Dr.K.Ponmudy who was arrested on land grabbing charges by the AIADMK Government. The raids were conducted at the residences and offices of Mr.Ponmudy and his relatives in Chennai and at his hometown Villupuram which is 160 km from here. The raids were conducted following complaints against the former Higher Education Minister of amassing disproportionate assets, police said. He was arrested in Chennai on August 31 in a land grabbing case.

The CBI has arrested Income Tax Commissioner of Agra, Homi Rajvansh, for allegedly cheating the National Agricultural Cooperative Marketing Federation of India, NAFED to the tune of over 167 crore rupees. Official sources said Rajvansh, an Indian Revenue Service officer of 1985 batch, who was posted as Additional Managing Director at the NAFED in 2005 allegedly connived with private parties and issued loans without seeking any collateral. The agency also arrested four others who allegedly connived with Rajvansh in the cheating case.

Food and Public Distribution Minister K.V. Thomas today expressed hope that National Cooperative Consumer Federation, NCCF may get additional responsibility while streamlining Public Distribution System. Talking to reporters in New Delhi, Mr. Thomas said that NCCF should expand its network to take advantage of the free and open markets in the country. He said that the cooperatives played a significant role in safeguarding the interests of consumers when the private traders failed to deliver at the time of crisis. The Minister said that sugar prices will remain stable for coming months on the back of bumper production. Mr. Thomas said that over 24 million tonnes of sugar was produced this year which is much more than the country's consumption. He said government will ensure that sugar factories make fair realization and pay remunerative cane price to the farmers without hiking prices for the common man.

Telecom users today got the much-awaited relief from unsolicited commercial calls and SMSes as the new regulation came into force. Talking to newsmen in New Delhi, Telecom Regulatory Authority of India, TRAI Chairman J S Sarma said Trai is also planning to impose five paise termination charge per SMS from October 15th on service providers on whose network commercial SMSes originate, to make it further difficult for those who broadcast millions of SMSes in a day. Some operators charge up to 15 paise per SMS as termination fee on mutual agreements but it is not mandatory. The proposed TRAI directive will make it mandatory for all operators to charge termination fee for commercial SMSes, at least. On TRAI's recommendation of limiting 100 SMSes per day per SIM, Mr. Sarma said service providers such as dealers of telecom operators, e-ticketing agencies and social networking sites have been exempted from the regulation. He added that on festival days there will be no limitation on the number of SMSes that can be send out from a single SIM. Meanwhile, the Telecommunication Minister Kapil Sibal has said that he has fulfilled, what he promised on the floor of the Parliament.
I gave a commitment on the floor of the House that these pesky calls are put to an end to forever within six weeks and I have to commend the TRAI and thank the TRAI and the Ministry for ensuring that this has happened within six weeks.
In a related development, the Government today launched the 'Telecom Commercial Communications Customer Preference Regulation', giving people across the country respite from pesky calls and SMS.

India has again asked Pakistan to destroy the 42 terror camps operational on their soil. Defence Minister A K Antony told this to reporters on the sidelines of the Coast Guard Commanders' Conference in New Delhi today when asked about India's concerns over the existing terror camps in Pakistan. In the recent past, reports have suggested that a large number of terrorists are waiting on the other side of the Line of Control to infiltrate into Jammu and Kashmir. To a query on the impact of the pullout by the US forces from Afghanistan in the next couple of years, he said, a resurgent Taliban can be a security concern for India after western forces leave the war-torn country.

The rupee appreciated 39 paise, to 49.08 against the the dollar. Gold gained 275 rupees, to 27,015 rupees per ten grams in Delhi. Silver rose 1,500 rupees, to 55,000 rupees per kilo. In Odisha, flood situation continues to be alarming in many parts of the state. Thousands of flood-affected people in Jajpur, Kendrapada, Keonjhar, Bhadrak are still marooned with state government relief yet to reach them after six days of the devastating flood. More from our correspondent:
Severe flood has broken the backbone of farmers and poor villagers of Odisha. With two devastating floods in a month's time, it will take much time for them to recover. Even as water has started receding in major rivers, many marooned people are still seen taking shelter over river embankments, schools and house roofs as flood water has entered or damaged their houses. According to reports received from Odisha Government, the death toll in the second phase of flood has increased to 27 with 3 persons still missing. A total of about 23 lakh people in 3,459 villages and 12 cities in 10 of the 30 districts being affected in the flood. Five defence choppers have been pressed into the relief operation but many hungry people in marooned areas are still crying for food. Chief Minister Naveen Patnaik visited flood-affected Sambalpur and Subarnapur districts today and reviewed the flood situation at Bhubaneswar. In Sikkim, the relief and rescue work has gained momentum as teams of Army, NDRF, ITBP and State Police succeed in reaching the inaccessible areas in the last two days. While most of them were airdropped by the choppers, many of these teams trekked miles along the hill-slopes to reach the affected people. Our correspondent reports that Army and Pawan Hans helicopters evacuated some one hundred thirty persons, stranded at the places like Lachen, Lachung,Chungthang and Dzongu, to Mangan and Gangtok.

The JPC examining the 2G scam today took exception to Finance Ministry's delay in submitting to it the internal note on the issue .JPC Chairman P C Chacko is understood to have expressed displeasure of the Committee on the Finance Ministry's actions and decided to call the Finance Secretary on 13th of next month. After a three-hour debate on the matter, the JPC called Nripendra Mishra, who was Telecom Secretary between February 2004 and March 2005, for recording of evidence but soon adjourned for the day.

Normalisation of trade relations between India and Pakistan could be a vehicle to facilitate resolution of other political issues between the two countries. Pakistani Commerce Minister Amin Fahim said this today while addressing a business conclave, Exploring Business Between Neighbours, organized by Federation of Indian Chambers of Commerce and Industry in Mumbai. The Minister said that normalisation of trade relations between the two countries would create more chances for success of the composite dialogue between India and Pakistan. Stating that trade is imperative for economic development and prosperity, visiting, the minister called for strengthening of regional trading blocks in south Asia.

In Pakistan, at least 38 people were killed and 70 others injured when a school bus overturned in the eastern Punjab province last night. Most of the killed were students and teachers. Police said the mishap occured as the brakes of the bus failed. The bus was carrying more than 100 students and was returning from an excursion when the mishap occured. Meanwhile, at least 16 people were killed in a marble mine explosion late last night in Pakistan's northwest province of Khyber Pakhtunkhwa. Reports say the blast took place at a marble mine in the Bhuhama area of Buner, a mountainous district. The cause of the mishap is under investigation.
