सरकार ने कहा है कि दिल्ली उच्च न्यायालय के बाहर हुए बम विस्फोट के बारे में कुछ महत्वपूर्ण सुराग मिले हैं, लेकिन उनके आधार पर किसी निष्कर्ष पर नहीं पहुंचा जा सकता। केन्द्रीय गृहमंत्री पी. चिदम्बरम ने कल नई दिल्ली में कहा कि इन सुरागों के आधार पर जांच जारी है।
सुरागों पर चौबीसों घंटे काम चल रहा है और फारेंसिक विशेषज्ञ इस विस्फोट में इस्तेमाल की गई विस्फोटक सामग्री के स्वरूप के बारे में अपने निष्कर्षों की पुष्टि कर रहे हैं। दिल्ली पुलिस की आतंकवादी विरोधी शाखा और दूसरी जांच एजेंसियां जांच में एनआईए की मदद कर रही हैं।
उन्होंने कहा कि उस संदिग्ध व्यक्ति से पूछताछ की जा रही है जिसने ई मेल भेजकर विस्फोट के लिए हरकत उल जिहादी इस्लामी-हूजी को जिम्मेदार बताया था। एक और आतंकवादी संगठन इंडियन मुजाहिदीन ने हूजी के दावे का खंडन करते हुए खुद को इस धमाके लिए जिम्मेदार बताया है।
श्री चिदम्बरम ने कहा कि इस समय यह कहना मुश्किल होगा कि इस विस्फोट के पीछे सीमा पार से किसी का हाथ है या नहीं। उन्होंने कहा कि भारत आतंकवाद का गढ़ बन चुके अफगानिस्तान और पाकिस्तान जैसे अशांत देशों का पड़ोसी है। उन्होंने कहा कि इस चुनौती से निपटनेकी क्षमता विकसित करनी होगी।

राज्यों से सलाह मश्विरा किया जा रहा है। देश में आंतकी माड्यूल्स सक्रिय हैं और इस बारे में अब देश को सचेत हो जाना चाहिए। आगामी त्यौहारों  को ध्यान में रखते हुए देशभर में अलर्ट घोषित कर दिया गया है और सुरक्षा निगरानी की समीक्षा की जा रही है। महानगरों और अन्य शहरों में इस तरह की आतंकी हमलों को रोकने के लिए निगरानी बढ़ा दी गई है।
आतंकवादी संगठनो का पता लगा पाने में सरकारी एजेंसियों की विफलता संबंधी विपक्ष की आलोचना पर श्री चिदम्बरम ने कहा कि उन्हें उम्मीद थी कि विपक्ष के नेता निष्पक्ष होकर परिपक्व नेतृत्व दिखाएंगे। इससे पहले राज्यसभा में विपक्ष के नेता अरूण जेटली ने आतंकवाद के खिलाफ कड़े उपाय किये जाने की मांग की थी।
गृहमंत्री ने कहा कि सरकार दिल्ली उच्च न्यायालय के बाहर हुए बम विस्फोट में मृतकों के करीबी रिश्तेदार को सरकारी नौकरी देने पर गंभीरता से विचार कर रही है।
इस बीच, दिल्ली पुलिस को मिली एक ई मेल के बाद अहमदाबाद में सुरक्षा कड़ी कर दी गई है। जाहिर तौर पर इंडियन मुजाहिदीन की ओर से भेजे गए इस ई मेल में अगले निशाने के बारे में कूट भाषा का इस्तेमाल किया गया है जिसका अर्थ अहमदाबाद निकाला गया है।
 कांग्रेस के कोर समूह ने कल रात नई दिल्ली में आंतरिक सुरक्षा के हालात पर चर्चा की। प्रधानमंत्री की अध्यक्षता में हुई इस बैठक में श्री चिदम्बरम ने बम धमाके की जांच में हुई प्रगति की जानकारी दी। श्रीमती सोनिया गांधी इस कोर समूह की अध्यक्ष हैं। हालांकि उन्होंने इस बैठक में हिस्सा नहीं लिया।
प्रधानमंत्री डॉ. मनमोहन सिंह, श्री चिदम्बरम और कानून मंत्री सलमान खुर्शीद से पहले ही कह चुके हैं कि वे भारत के प्रधान न्यायधीश से मुलाकात कर उच्च न्यायालय परिसर की सुरक्षा कड़ी करने के उपायों पर चर्चा करें।

राष्ट्रीय एकता परिषद की १५वीं बैठक आज नई दिल्ली में होगी। बैठक की अध्यक्षता प्रधानमंत्री मनमोहन सिंह करेंगे। सरकारी सूत्रों के अनुसार इस बैठक में सांप्रदायिकता और साम्प्रदायिक हिंसा पर अंकुश लगाने तथा साम्प्रदायिक सद्भाव बढ़ाने के उपायों पर चर्चा की जाएगी। बैठक में अल्पसंख्यकों और अनुसूचित जनजातियों के साथ भेदभाव मिटाने के तरीकों पर भी चर्चा होगी। समाज में अशांति की घटनाओं को रोकने में प्रशासन और पुलिस की भूमिका तथा नौजवानों में धर्म और जाति के नाम पर कट्टरता पैदा करने की प्रवृत्ति पर रोक लगाने के तरीकों पर भी चर्चा की जाएगी। प्रधानमंत्री की अध्यक्षता वाली इस परिषद में केन्द्रीय मंत्री, लोकसभा और राज्यसभा में विपक्ष के नेता, सभी राज्यों के मुख्यमंत्री और राष्ट्रीय तथा क्षेत्रीय दलों के नेता शामिल हैं।

सरकार स्थानीय स्तर पर भ्रष्टाचार से निपटने के लिए एक विधेयक का मसौदा तैयार कर रही है। ग्रामीण विकास मंत्रालय और  कार्मिक, लोक शिकायत और पेंशन मंत्रालय ने शिकायत निवारण विधेयक के दो अलग-अलग मसौदे तैयार किए हैं। ग्रामीण विकास मंत्री जयराम रमेश ने बताया कि दोनों मंत्रालयों ने अपने-अपने मसौदे एक दूसरे को अध्ययन के लिए सौंप दिए हैं। श्री जयराम रमेश और कार्मिक, लोक शिकायत और पेंशन मंत्रालय के मंत्री वी. नारायणसामी के बीच १४ सितम्बर की बैठक के बाद मसौदे का अंतिम प्रारूप जारी किया जाएगा।

मद्रास उच्च न्यायालय ने सीबीआई को सूचना अधिकार कानून के दायरे से बाहर रखने के सरकार के कदम के विरुद्ध दायर याचिका कल खारिज कर दी।
सीबीआई के प्रवक्ता द्वारा चेन्नई में कल जारी बयान के अनुसार मद्रास उच्च न्यायालय के मुख्य न्यायाधीश ने अपने फैसले में कहा कि सीबीआई को आरटीआई के दायरे से बाहर रखने की केंद्र की अधिसूचना राष्ट्रीय सुरक्षा और खुफिया व्यवस्था को ध्यान में रखते हुए उचित है।

अमरीका में ११ सितम्बर २००१ को हुये आतंकवादी हमलों के १० वर्ष पूरे होने के मौके पर न्यूयॉर्क और वाशिंगटन में बम विस्फोट की धमकियां मिली हैं। खतरे को देखते हुए दोनों शहरों में सुरक्षा बढ़ा दी गई है। पुलिस ने विस्फोट की आशंका वाले  ठिकानों पर सुरक्षा बढ़ा दी है। वाहनों की तलाशी ली जा रही है जिससे जगह-जगह पर यातायात में रुकावट आ रही है। अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने कहा है कि बम विस्फोट की धमकी को देखते हुए लोगों को सुरक्षा देने के हर संभव प्रयास किए जा रहे हैं।
११ सितम्बर २००१ को अमरीका पर हुए आतंकी हमले में न्यूयॉर्क, वाशिंगटन और पेनसिल्वेनिया में लगभग तीन हजार लोग मारे गए थे।

ओड़िशा में लगातार वर्षा से बाढ़ की स्थिति और बिगड़ गई है।  हीराकुड बांध के ५९वें गेट को अतिरिक्त पानी छोड़ने के लिए खोल दिया गया है। लगभग १३ से १४ लाख क्यूसेक पानी आज दोपहर तक कटक के निकट मुनडूली पहुंच सकता है। इससे निचले इलाकों में रहने वाले हज+ारों लोगों को परेशानी का सामना करना पड़ सकता है। हमारे संवाददाता ने बताया है कि तटवर्ती जिलों के निचले इलाकों में रह रहे हजारों लोग घर छोड़कर सुरक्षित स्थानों पर जा रहे हैं।

सुभन्नापुर और देवगढ़, धीमकनाल, नयागढ़, कटक, चन्द्रापड़ा, संबलपुर, जगतसिंहपुर जिले में बाढ़ का खतरा को देखते हुए लोगों को सुरक्षित स्थान पर स्थानंतरित किया जा रहा है। बाढ़ की वजह से अब तक कम से कम आठ लोगों की जान गया है। साढ़े छह लाख लोग पंद्रह सौ गांवों में अभी भी असहाय स्थिति में हैं। राज्य सरकार जिला कलेक्टर कुप्रभावति इलाके में सात दिनों के लिए खाद्य सहायता प्रदान करने को कहा है। प्रकाश दास आकाशवाणी समाचार भुवनेश्वर।
छत्तीसगढ़ में लगातार वर्षा और कई नदियों के उफान पर होने के कारण चार लोगों की मौत हो गई है। विभिन्न भागों में बाढ़ के पानी में कुछ लोगों के बहने की भी खबर है। मौसम विभाग ने राज्य के कुछ हिस्सों में भारी वर्षा का अनुमान व्यक्त किया है।
उत्तराखंड में भारी वर्षा के कारण ग्रामीण जनजीवन अस्तव्यस्त हो गया है।

वयोवृद्ध फिल्म निर्माता के बालाचंदर को भारतीय सिनेमा के विकास में उल्लेखनीय योगदान के लिए वर्ष २०१० के दादा साहेब फाल्के पुरस्कार से  सम्मानित किया गया है। राष्ट्रपति प्रतिभादेवी सिंह पाटिल ने कल शाम  नई दिल्ली में आयोजित समारोह में ५८वें राष्ट्रीय फिल्म पुरस्कार प्रदान किए। तमिल अभिनेता धनुष और मलयालम अभिनेता सलीम कुमार को संयुक्त रूप से सर्वश्रेष्ठ अभिनेता तथा मराठी अभिनेत्री मिताली जगताप वराडकर और तमिल अभिनेत्री पोवालल को सर्वश्रेष्ठ अभिनेत्री के पुरस्कार से सम्मानित किया गया। हिंदी फिल्म दो-दूनी चार को सर्वश्रेष्ठ हिंदी फिल्म और दबंग को सर्वश्रेष्ठ लोकप्रिय फिल्म का पुरस्कार दिया गया। सर्वश्रेष्ठ ऑडियोग्राफी और संगीत निर्देशन का पुरस्कार इश्किया फिल्म को मिला।

दिल्ली उच्च न्यायालय बम विस्फोट की छानबीन अखबारों की पहली खबर है। कई अखबारों ने अगला निशाना अहमदाबाद होने की बात कही है। दैनिक भास्कर, राष्ट्रीय सहारा, दैनिक ट्रिब्यून और जनसत्ता ने गृहमंत्री के हवाले से लिखा है कि ठोस सुराग मिले, लेकिन निर्णायक नहीं।
भ्रष्टाचार के खिलाफ सरकारी कार्रवाई के सिलसिले में हरिभूमि की सुर्खी है- भ्रष्ट अफसर होंगे जबरन रिटायर्ड और उनकी पैंशन में होगी कटौती। ये सिफारिश वित्तमंत्री प्रणव मुखर्जी की अध्यक्षता में मंत्री समूह ने की है।

Government says, it has promising but not conclusive leads in the Delhi High Court blast case.  Home Minister P. Chidambaram told reporters in New Delhi yesterday that the leads are being pursued.
There are promising leads but i can yet call them very conclusive leads. These are being pursued round the clock and i wish their emphasis round the clock. We are seeking the help of other agencies abroad to. And therefore these leads are being pursued round the clock by very strong teams constituted of NIA and Delhi Police.
Mr Chidambaram  said, the person suspected to have sent an email claiming that the High Court blast was carried by HuJI has been traced and is being questioned.  Indian Mujahideen, another terrorist outfit, has dismissed the HuJI claim that their terror outfit was responsible for the blast.
The Home Minister said that it is difficult to say at this juncture if there is any involvement in the blast from across the border. But he said,
India lives in a troubled neighbourhood as Afghanistan and Pakistan have become epicentres of terrorism.
We are in a troubled neighborhood, what we can do, what we will do and what we are doing is to built capacity brick by brick so that we are in position to prevent, god forbid if any terror attack happens and to neutralize the terror attack.
Mr. Chidambaram said that home-grown terror modules are also active and it is a wake up call for the country.  He said, an alert has been sounded across the country in view of the ensuing festival season.
Detailed advisories are being issued to  the states repatriating further  the advisory and asking them to take steps far enhanced vigil against similar terrorist attack particularly in metropolitan areas and big towns.
Reacting to the Opposition's criticism that Government agencies have failed to crack down the terrorist outfits, Mr. Chidambaram said he had expected opposition leaders to show greater bi-partisanship, maturity and statesmanship. Leader of the Opposition in the Rajya Sabha Arun Jaitley had earlier demanded stringent measures against terrorism.
The Home Minister said that providing government jobs to the next of kin of those killed in the Delhi High Court blast is under active consideration of the Government.
Meanwhile, security has been strengthened in Ahmedabad following the receipt of an email by Delhi Police which threatens of a blast in Ahmedabad.  The e-mail purportedly sent by Indian Mujahideen, speaks about the next target in a coded language, interpreted to be Ahmedabad.
The Congress Core Group which met in
New Delhi last night discussed the internal security situation. It was presided over by the Prime Minister. The Home Minister briefed the core group about the status of the investigations in the Delhi High Court blast. Mrs. Sonia Gandhi who heads the Core Group, however, did not attend the meeting.
The Prime Minister Dr. Manmohan Singh has already asked Home Minister P. Chidambaram and the Law Minister Salman Khurshid to call on the Chief Justice of India to discuss measures for urgently strengthening security at the Supreme Court complex.

The 15th meeting of the National Integration Council -NIC  will be held in New Delhi today.  The meeting will be chaired by the Prime Minister, Dr. Manmohan Singh.  The AIR correspondent understands that the agenda for the meeting includes measures to curb communalism and communal violence, measures to promote communal harmony and to eliminate discrimination, especially against minorities and scheduled tribes.

The Government is preparing a draft bill to address the issue of corruption at the local level. Rural Development Ministry and the Ministry of Personnel, Public Grievances and Pensions have prepared two separate drafts of the Grievance Redressal Bill. Rural Development Minister Jairam Ramesh said, the two ministries have exchanged their drafts with each other to study their versions. A final version of the draft bill will be out after Mr Ramesh and Mr V. Narayanasamy, who heads the Ministry of Personnel, Public Grievances and Pensions, meet on the 14th of this month.

The Rajasthan government has decided to fix quota in promotion for SC and ST employees  working with the state government. This will be 16 per cent for SC employees and 12 per cent for ST employees. The decision to this effect was taken at a cabinet meeting chaired by Chief Minister Ashok Gehlot in Jaipur last night. The state government has clarified that if this limit is already crossed, then no official will be demoted and government will create shadow posts for them.

Health Ministers and officials from 11 South-East Asian countries have decided to accord high priority to key health issues like HIV-AIDS, routine immunization and nutrition. A resolution passed at the 64th session of WHO Regional Committee for South-East Asia also agreed on new strategic directions, strengthening of the community-based health workforce and national essential drug policy.

The flood situation in Odisha has worsened further. The Mahanadi river system threatens to inundate large tracts of 14 districts as 14 lakh cusecs of water is set to pass through Munduli barrage by this morning. More from our correspondent:

The Hirakud reservoir level is standing at 629.12 feet, less than half a feet from the full level, there is no option for the dam authorities but to release more water in the downstream.  So far 8 people have lost their lives due to flood. About 6.5 lakh people have been marooned in 1500 villages of 39 blocks and eight urban local bodies in 14 districts in the current flood. The state government has directed district collectors to provide emergent food assistance for seven days in the affected and marooned areas.

Road connectivity has been worst again hit following heavy rain in Chamoli, Uttarkashi in Pithoragarh district. As per reports, more than 50 link road have been damaged and the number of villages are cut off from their respective head quarters. People in some hilly areras have again been compelled to shift their homes due to recurring landslides in the area.

The flood situation in at least three districts of Chhattisgarh continue to be grim after four days of intermittent rains. Our correspondent reports that the chief minister Dr. Raman Singh is personally supervising the relief operations and  has entrusted one minister each for these three district to monitor the relief and rescue works.

Death of 6 persons, collapse of about 800 houses, disruption in the road and rail connectivity and sizable damage to standing crop due to flood waters are some of the effects that the continuous rains has so far left in its trail in Chhattisgarh. More than 2000 people have been stationed in around 800 relief camps spread across the state. A couple of helicopters have been pressed into service to assist in the rescue and relief operations. In Egypt, protesters broke into the Israeli Embassy in Cairo last night and dumped documents out of the windows as hundreds more demonstrated outside chanting anti Israel slogans.  A report
 
The protestors organised the demonstrations against the slow pace of reform under the country's military rulers but it turned violent and targeted Israeli Embassy in the night prompting the ambassador to rush to the airport to leave the country.  Police used tear-gas and fired shots to disperse protesters and around 450 people were hurt in clashes between police and demonstrators who tried to invade the Israeli embassy.  In recent months, several large protests have taken place outside the Israeli embassy in
Cairo.

 प्रधानमंत्री ने कहा है कि आतंकवाद और नक्सलवाद, आज समाज के सामने दो सबसे बड़ी चुनौतियां है। आज नई दिल्ली में राष्ट्रीय एकता परिषद की बैठक में डॉक्टर मनमोहन सिंह ने कहा कि दिल्ली उच्च न्यायालय के बाहर हुआ विस्फोट हमारे लिए एक कड़ी चेतावनी है कि सुरक्षा के मामले में कोई ढील नहीं दी जा सकती। उन्होंने कहा कि सभी साफ तौर पर यह संदेश दें, कि हिंसा को किसी भी हालत और परिस्थितियों में उचित नहीं ठहराया जा सकता। सभी को हर तरह के आतंकवाद से निपटने का सामूहिक संकल्प दोहराना चाहिए।
 उन्होंने कहा कि कोई भी सभ्य समाज किसी भी विचारधारा के कारण, निर्दोष लोगों की मौत सहन नहीं कर सकता। उन्होंने कहा कि हमारे देश का लोकतांत्रिक स्वरूप, हर किसी को, हिंसा का सहारा लिए बिना, अपने विचार व्यक्त करने का पर्याप्त अवसर देता है। उन्होंने जोर देकर कहा कि देश के कुछ युवाओं में आ रही कट्टरता के कारण को पहचानने और उसे दूर करने की बहुत जरूरत है। सुरक्षा एजेंसियों को मजबूत करने के लिए किए जा रहे उपायों की चर्चा करते हुए डॉक्टर मनमोहन सिंह ने कहा कि जांच एजेंसियों और खुफिया तंत्र को लगातार मजबूत और बेहतर बनाने की जरूरत है, ताकि वे आतंकवादियों और नक्सलवादियों द्वारा अपनाए जा रहे नये से नये तरीकों और तकनीकों से ज्यादा कारगर ढंग से निपट सकें।

आतंकवाद का मुकाबला करने के लिए क्षेत्रीय स्तर पर राष्ट्रीय सुरक्षा गार्ड केन्द्र बनाए गए हैं ताकि आंतकवादी हमलों का मुकाबला करने के लिए ये बल जल्द से जल्द उपलब्ध हो सकें। तटों की सुरक्षा भी मजबूत की गई है। तटीय थाने बनाये गए हैं और गश्ती नौकाएं उपलब्ध कराई गई हैं। राज्य और केन्द्रीय पुलिस संगठनों को कम्प्यूटर पर अपराधों का पता लगाने सम्बन्धी नेटवर्क प्रणाली से जोड़ा जा रहा है।
     प्रधानमंत्री ने कहा कि सरकार ने देश के सुरक्षा तंत्र को मजबूत करने के लिए भरसक प्रयास किए हैं। उन्होंने कहा कि मल्टी एजेंसी केंद्र के तहत खुफिया जानकारी के आदान-प्रदान की व्यवस्था कायम की गई है। एक राष्ट्रीय खुफिया ग्रिड बनाया जा रहा है, ताकि विभिन्न स्रोतों से प्राप्त खुफिया जानकारी एकत्र की जा सके और उसका विश्लेषण किया जा सके।
 डॉक्टर मनमोहन सिंह ने कहा कि नक्सलवाद की समस्या का एक विकास संबंधी पहलू भी है और सरकार पिछड़े इलाकों के विकास के लिए विशेष प्रयास कर रही है। इनमें से बहुत से इलाके नक्सलवाद से प्रभावित हैं।

हमारी नीतियों के कारण अब कई क्षेत्रों में शांति स्थापित जहां पहले हिंसा थी। जम्मू कश्मीर और पूर्वोत्तर में हमारे वार्ताकार राजनीतिक समाधान के प्रयास कर रहे हैं ताकि स्थायी शांति और मजबूत भारत का निर्माण हो सके।
 प्रधानमंत्री ने जोर देकर कहा कि आंतरिक सुरक्षा की चुनौतियों से निपटने के लिए केंद्र और राज्य सरकारों को मिलकर काम करना होगा। प्रधानमंत्री ने कहा कि जांच एजेंसियों को बिना किसी पक्षपात या पूर्वाग्रह के काम करना चाहिए।

हमारे अल्पसंख्यक समुदाय के लोगों का मानना है कि उन्हें बेवजह निशाना बनाया जाता है। हालांकि कानून अपना काम करता है, लेकिन हमें ये सुनिश्चित करना होगा कि हमारी जांच एजेंसियां बिना किसी पूर्वाग्रह के निष्पक्ष ढंग से काम करें।
 प्रधानमंत्री ने कहा कि हाल में भ्रष्टाचार पर राष्ट्रीय बहस में लोगों द्वारा दिखाई गई दिलचस्पी, देश के भविष्य के लिए बहुत अच्छी है। विकास के मोर्चे पर डॉक्टर मनमोहन सिंह ने कहा कि सरकार ने उच्च वृद्धि दर और समग्र विकास सुनिश्चित करने के लिए कई उपाय किए हैं।
 इस अवसर पर गृहमंत्री पी.चिदम्बरम ने कहा कि विरोध प्रकट करने के लिए हिंसा का इस्तेमाल देश के सामने सबसे बड़ी चुनौती है। श्री चिदम्बरम ने कहा कि साम्प्रदायिकता, जातिवाद और संकीर्णता जैसी पुरानी समस्याओं के साथ-साथ नई चुनौतियां भी पैदा हो रही है। उन्होंने कहा कि आतंकवादी गुटों के हिंसक हमलों पर ध्यान दिया जाना स्वाभाविक है, लेकिन विचारधारा के नाम पर नक्सली उग्रवादियों और पूर्वोत्तर राज्यों के अलगाववादी गुटों द्वारा की जा रही हिंसा पर भी ध्यान देने की जरूरत है।
 इस बैठक में अन्य लोगों के अलावा वरिष्ठ केंद्रीय मंत्रियों, मुख्य मंत्रियों, संसद में विपक्ष के नेताओं तथा राष्ट्रीय और क्षेत्रीय राजनीतिक दलों के नेताओं ने भी भाग लिया।

 सरकार ने कहा है कि दिल्ली उच्च न्यायालय बम विस्फोट के बारे में कुछ महत्वपूर्ण सुराग मिले हैं, लेकिन उनके आधार पर किसी निष्कर्ष पर नहीं पहुंचा जा सकता। केन्द्रीय गृहमंत्री पी. चिदम्बरम ने कल नई दिल्ली में कहा कि इन सुरागों के आधार पर जांच जारी है।
 उन्होंने कहा कि उस संदिग्ध व्यक्ति से पूछताछ की जा रही है जिसने ई मेल भेजकर विस्फोट के लिए हरकत उल जिहादी इस्लामी-हूजी को जिम्मेदार बताया था। एक और आतंकवादी संगठन इंडियन मुजाहिदीन ने हूजी के दावे का खंडन करते हुए खुद को इस धमाके लिए जिम्मेदार बताया है।
 श्री चिदम्बरम ने कहा कि इस समय यह कहना मुश्किल होगा कि इस विस्फोट के पीछे सीमा पार से किसी का हाथ है या नहीं। उन्होंने कहा कि भारत आतंकवाद का गढ़ बन चुके अफगानिस्तान और पाकिस्तान जैसे अशांत देशों का पड़ोसी है। उन्होंने कहा कि इस चुनौती से निपटनेकी क्षमता विकसित करनी होगी।
 गृहमंत्री ने कहा कि सरकार दिल्ली उच्च न्यायालय के बाहर हुए बम विस्फोट में मृतकों के करीबी रिश्तेदार को सरकारी नौकरी देने पर गंभीरता से विचार कर रही है।
 इस बीच, दिल्ली पुलिस को मिली एक ई मेल के बाद अहमदाबाद में सुरक्षा कड़ी कर दी गई है। जाहिर तौर पर इंडियन मुजाहिदीन की ओर से भेजे गए इस ई मेल में अगले निशाने के बारे में कूट भाषा का इस्तेमाल किया गया है जिसका अर्थ अहमदाबाद निकाला गया है।

 सरकार स्थानीय स्तर पर भ्रष्टाचार से निपटने के लिए एक विधेयक का मसौदा तैयार कर रही है। ग्रामीण विकास मंत्रालय और  कार्मिक, लोक शिकायत और पेंशन मंत्रालय ने शिकायत निवारण विधेयक के दो अलग-अलग मसौदे तैयार किए हैं। ग्रामीण विकास मंत्री जयराम रमेश ने बताया कि दोनों मंत्रालयों ने अपने-अपने मसौदे एक दूसरे को अध्ययन के लिए सौंप दिए हैं। श्री जयराम रमेश और कार्मिक, लोक शिकायत और पेंशन मंत्रालय के मंत्री वी. नारायणसामी के बीच १४ सितम्बर की बैठक के बाद मसौदे का अंतिम प्रारूप जारी किया जाएगा।

 अमरीका के राष्ट्रपति बराक ओबामा ने भारत-अमरीका महत्वपूर्ण भागीदारी को २१वीं सदी की सबसे बड़ी और मजबूत भागीदारी बताया है। वे कल शाम व्हाइट हाउस में एक समारोह में बोल रहे थे। अमरीका में भारत की नई राजदूत निरूपमा राव ने इस समारोह में उन्हें अपने परिचय पत्र पेश किए। श्री ओबामा ने कहा कि दोनों देशों के बीच गतिशील और व्यापक संबंध हैं, जिनका उद्देश्य एशिया और विश्व में शांति और समृद्धि को बढ़ावा देना है।

 अमरीका में ११ सितम्बर २००१ को हुये आतंकवादी हमलों के १० वर्ष पूरे होने के मौके पर न्यूयॉर्क और वाशिंगटन में बम विस्फोट की धमकियां मिली हैं। खतरे को देखते हुए दोनों शहरों में सुरक्षा बढ़ा दी गई है। पुलिस ने विस्फोट की आशंका वाले  ठिकानों पर सुरक्षा बढ़ा दी है। वाहनों की तलाशी ली जा रही है जिससे जगह-जगह पर यातायात में रुकावट आ रही है। अमरीकी विदेश मंत्री हिलेरी क्लिंटन ने कहा है कि बम विस्फोट की धमकी को देखते हुए लोगों को सुरक्षा देने के हर संभव प्रयास किए जा रहे हैं।
 ११ सितम्बर २००१ को अमरीका पर हुए आतंकी हमले में न्यूयॉर्क, वाशिंगटन और पेनसिल्वेनिया में लगभग तीन हजार लोग मारे गए थे।

 संयुक्त राष्ट्र ने अमरीका में नौ सितम्बर २००१ के आतंकवादी हमलों की दसवीं बरसी के मौके पर आतंकवाद के खिलाफ संघर्ष और तेज करने की प्रतिबद्धता व्यक्त की है। संयुक्त राष्ट्र महासभा के अध्यक्ष जोसेफ डैस श्रवेमची क्मपे ने आतंकवादी हमलों के शिकार लोगों के साथ सहानुभूति व्यक्त करते हुए कहा कि दुनिया को इस बुराई से अब तक निजात नहीं मिल सकी है। उन्होंने अंतर्राष्ट्रीय आतंकवाद के   खिलाफ वैश्विक कार्रवाई को महत्वपूर्ण बताते हुए कहा कि संयुक्त राष्ट्र के सिद्धांतों के अनुरूप शांति, सुरक्षा और लोगों में मैत्री भाव विकसित किये जाने की जरूरत है।

 पाकिस्तान में लाहौर के निकट आज सुबह एक रेलगाड़ी के आठ डिब्बे पटरी से उतरने से कम से कम २५ लोग घायल हो गए। ये रेलगाड़ी लाहौर से रावलपिंडी जा रही थी। यह दुर्घटना, पंजाब सूबे के गुजरात जिले में सराय आलमगीर गांव में सुबह करीब पौने छह बजे हुई। दुर्घटना के कारण का अभी पता नहीं चला है।

 मिस्र की राजधानी काहिरा में उग्र प्रदर्शनकारियों के इसरायली दूतावास में जबरन घुस जाने से भड़की हिंसा के बाद कई इलाकों में और पुलिस तैनात कर दी गयी है। गृह मंत्रालय ने सभी पुलिस अधिकारियों की छुट्टियां रद्द कर उन्हें ड्यूटी पर लौटने के आदेश दिये हैं।
 प्रदर्शनकारियों ने रात को इसरायली दूतावास भवन के आसपास सीमेंट के अवरोध नष्ट कर दिये और खिड़कियों से कई दस्तावेज बाहर फेंक दिये। इस घटना के बाद इसरायली राजदूत अपने परिवार के साथ देश छोड़कर चले गए हैं।
 सरकारी समाचार एजेंसी मेना के अनुसार रातभर हुई हिंसक झड़पों में करीब ४५० लोग घायल हो गए। हजारों प्रदर्शनकारियों को तितर-बितर करने के लिए पुलिस को आंसू गैस का इस्तेमाल करना पड़ा। हिंसा में लगभग ५० पुलिसकर्मी भी जख्मी हुए हैं। सत्रह प्रदर्शनकारियों को गिरफ्तार किया गया है। इसरायल के रक्षा मंत्री एहुद बराक ने एक वक्तव्य में कहा कि उन्होंने अमरीका से इसरायली दूतावास की रक्षा करने का आग्रह किया है। अमरीका ने मिस्र सरकार से कहा है कि अंतर्राष्ट्रीय दायित्व का पालन करते हुए वह इसरायली दूतावास की  सुरक्षा करे।

 छत्तीसगढ़ के बाढ़ प्रभावित इलाकों में राहत और बचाव कार्य पूरे जोरों पर हैं। राज्य में पिछले चार दिन से हो रही भारी वर्षा अब थम गई है। निचले गांवों और कस्बों में भरा बाढ़ का पानी उतरने लगा है। सबसे अधिक प्रभावित रायगढ़ जिले में राहत और बचाव कार्यों के लिए सेना के दो हेलीकॉप्टर और चार मोटरबोट भी तैनात की गई हैं। राज्य के कुछ हिस्सों में भारी वर्षा के कारण रूका सड़क यातायात और संचार व्यवस्था बहाल कर दी गई है।

 ओड़िशा में बाढ़ की स्थिति आज शाम तक और बिगड़ सकती है। महानदी में पानी लगातार चढ़ रहा है जिससे राज्य के १४ जिलों में बाढ़ की आशंका पैदा हो गई है। कटक के निकट मुन्डुली बांध से आज शाम तक करीब १३ दशमलव पांच लाख क्यूसेक पानी छोड़ा जाएगा। तटीय जिलों के निचले क्षेत्रों में रहने वाले हजारों लोग बाढ़ की आशंका को  देखते हुए सुरक्षित स्थानों की ओर जा रहे हैं। वर्षा का अतिरिक्त पानी निकालने के लिए, हीराकुंड बांध के लगभग ५९ गेट खोल दिये गए हैं। हमारे संवाददाता ने बताया है कि इससे बाढ़ की आशंका और बढ़ गई है।

 उत्तराखंड में भारी वर्षा और भूस्खलन के कारण बंद हुए गंगोत्री और यमुनोत्री धाम के रास्ते फिर खुल गए है लेकिन अन्य तीर्थस्थलों के रास्ते अब भी बंद हैं। मौसम विभाग ने अगले २४ घंटों में राज्य के कई हिस्सों में भारी वर्षा की चेतावनी दी है।

 चीन में ओर्दोस में एशियाई चैम्पियंस ट्रॉफी हॉकी के फाइनल में कल भारत का मुकाबला  पाकिस्तान से होगा। कल ये दोनों टीमें अपने आखिरी लीग मैच में दो-दो से बराबर रही थी, जिससे पाकिस्तान फाइनल में पहुंच गया, लेकिन भारत का फाइनल में पहुंचना मलेशिया और जापान के बीच खेले गए मैच के बाद ही तय हो सका। इस मैच में मलेशिया ने जापान को ३-२ से हराकर भारत का फाइनल में पहुचंने का रास्ता साफ कर दिया।

The Prime Minister today termed terrorism and Maoist violence as two major challenges facing the country. Addressing the National Integration Council (NIC) meeting in New Delhi, Dr Manmohan Singh said the Delhi High Court blast was a stark reminder that there can be no let up in the vigil. He said everyone must unequivocally send out a message that pursuit of violence cannot be justified under any circumstances and reaffirm the collective resolve to fight the menace of terrorism in all its forms with available means. The Prime Minister said no civilised society can tolerate or endorse loss of innocent lives in the pursuit of any ideology.
The institutions and instruments of our democratic polity allow sufficient opportunity for articulating differing points of view without recourse to violence. This council must unequivocally send out a message that pursuit of violence cannot be justified.
Dr. Singh stressed on the need to identify and address the causes of radicalization of some of the country's youth. Referring to steps being taken to strengthen security agencies, Dr Singh said there was a need to continuously upgrade and strengthen them and the intelligence gathering apparatus to deal more effectively with the newer methods and technologies that the terrorists and Naxals adopt.
Regional hubs of the National Security Guards have been set up to enable quick deployment of our counter-terrorism strike forces, when required. Coastal security has also been strengthened by establishing additional coastal police stations and providing interceptor boards. State and Central police organisations are being connected on a computer network through the Crime and Criminal Tracking Network System.
The Prime Minister said, the government has tried hard to strengthen the country's security apparatus. He said intelligence sharing mechanism under the Multi-Agency Centre has been bolstered and the National Intelligence Grid is being implemented so that intelligence from various sources can be accessed and analysed to identify actionable points. Dr Singh said the problem of Naxalism has a development dimension also and the Centre is making special efforts for development of backward areas, many of which are affected by Left-wing extremism.
Our policy of engagement has helped secure peace in many areas that had experienced considerable violence in the past. The tripartite agreement for setting up the Gorkhaland Territorial Authority and several Suspension of Operations agreements in the North-East have helped being peace and helped bridge a divide in perceptions. Our interlocutors for Jammu & Kashmir and the North-East are exploring ways of finding political solutions and creating a more durable peace for stronger India.
The Prime minister stressed that the Central and state governments have to work together to confront the challenges to the internal security . The Prime Minister said the investigating agencies should free from bias and prejudices of any kind.
We also need to recognize that members of the minority communities often have a perception of being unfairly targeted by law enforcement agencies in the aftermath of unfortunate incidents. While law must take its own course, we need to ensure that our investigating agencies are free from biases and prejudices of any kind.
The Prime Minister said, the active interest displayed recently by the people in the national debate on corruption augurs well for the future of the country. On the development front, Dr Singh said, the government has taken several steps to ensure higher growth, coupled with greater inclusion.
The meeting was attended by senior Union Ministers, Chief Ministers, Leaders of Opposition in Parliament, leaders of national and regional political parties among others.

Addressing the meeting The Home Minister P Chidambaram said the use of violence as an instrument of protest was the biggest challenge before the country. Mr Chidambaram said there are new challenges apart from the old evils such as communalism, casteism and parochialism.
Communal violence is a visible example of the primeval attitude of groups the seeks to dominate or subjective other group. Discrimination against minorities, scheduled caste and schedule tribes arises out of a design to exclude those section of society and is accompanied by the unspoken threats of violence.

The country has received three percent more rainfall so far this season. According to the Met department, fairly widespread rain occurred over all parts of the country during the week. The southwest monsoon is likely to remain active over central, eastern and north western parts of the country. Northern India is also likely to receive rain and thundershowers all through the week. The weatherman says, monsoon normally starts withdrawing from western parts of Rajasthan around 1st of September but so far there are no signs of withdrawal of the rainfall activity. National Capital Delhi and near by areas have also received heavy rainfall in the last couple of days. After a heavy downpour yesterday, Delhites today woke up to an overcast sky. The mercury dropped several notches below normal with the maximum settling at 28.7 degree Celsius, five degrees below average. The city is likely to experience one or two spells of rain and thundershowers today with the mercury likely to be between 30 and 25 degrees.

In Chhattisgarh, rescue and relief operations are in full swing in the flood affected areas of the state. Rain, which had been lashing the state for the last four days have weakened, making flood waters to recede in many low-lying towns and villages. In the worst affected Raygarh district two Army helicopters and four motor boats have been pressed into service in the rescue and relief works. Road communication in some parts of the state that had been disrupted due to incessant rains, has since been restored.
Even as the menacing clouds have started hovering away from the skyline of Chhattisgarh, the flood affected people wait with bated breath for normalcy to return to their lives. However it may still take some time before the thirty thousand odd people presently residing in about 80 relief camps across the state are duly compensated for the loss of their houses and crops. Even now, in the Raygarh district which has borne the major wrath of rain, about 20 villages are surrounded by water. Efforts are on to rescue them to the relief camps while food packets are being air-dropped for them by the district administration with the help of the Army Jawans and the police.

In Uttarakhand, Gangotri and Yamunotri routes have been re-opened while roads leading to other Himalayan shrines still remain blocked. The Met Department predicts light to moderate rain at some places and rather heavy rain at isolated places in the State in the next 24 hours.
In Chamoli district a private helicopter coming from Kedarnath to Dehradun had to land in emergency conditions on account of inclement weather. According to officials all the passengers are safe. Meanwhile Rishikesh, Badrinath and Kedarnath roads are closed due to debris following the rains. Efforts are on to open the roads. As per reports villagers in remote hill areas are facing crisis of essential commodities due to road blockages.

In Odisha, flood situation is likely to worsen by this evening. The Mahanadi river system has threatened to inundate large tracts of 14 districts as about 13.5 lakh cusec water set to pass through Munduli barrage near Cuttack by this afternoon. Thousands of people living in the low lying areas of coastal districts are fleeing to safer places as an imminent flood is set to engulf a large number of human habitations. As many as 59 sluice gates of Hirakud dam have been opened to discharge excess rain water that heightened the flood fear.

The huge discharge of flood water from Hirakud dam, the downstream of Mahanadi, is grappling with an impending disaster. Many low lying areas in Subarnapur, Boudh, Deogarh, Dhenkanal, Nayagarh, Bargarh, Cuttack, Kendrapara, Sambalpur and Jagatsinghpur district have been witnessing inundation and people are being shifted to safer places. So far, at least eight people have lost their life due to the flood. About 6.5 lakh people have been marooned in 1500 villages of 39 blocks and eight urban local bodies in 14 districts in the current flood. The state government has directed district collectors to provide emergent food assistance for seven days in the affected and marooned areas.

The country will achieve over 80 to 85 per cent literacy by the year 2015. Addressing an international conference in New Delhi, Human Resource Development Minster Kapil Sibal said more than 70 million adults will be empowered through education by 2015. The minister also emphasized the need for using information and communication technology to strengthen the adult education programme in the country. Mr Sibal called for a revamp of the education system in the country.

In Assam, a major world class IT park over an area of about 100 acres of land is being developed in the public private partnership mode by the state government near the Borjhar airport at Guwahati. security forces are currently on a manhunt for three men believed to be planning massive terror attacks in America to coincide with the 10th anniversary of the 9/11 attacks. According to Senator Joseph Lieberman, the manhunt was launched following "credible and specific" information that the trio would be carrying out terrorist attacks with explosive laden vehicles in cities like New York and Washington, which has forces authorities to elevate the threat level nationwide. Multiple media reports said the threat involved a car-or truck-bomb attack aimed at bridges or tunnels in the two cities.

Commemorating the 10th anniversary of the 9/11 attacks, the United Nations today vowed to intensify its battle against terrorism and asked its members states to step up efforts to tackle the menace given the proliferation of terrorist threats. In Egypt, police forces have been deployed in various areas of capital Cairo after a night of violence during which angry protesters broke into the Israeli Embassy in Cairo. The interior ministry has ordered all police officers back on duty and cancelled vacations. प्रधानमंत्री ने कहा है कि आतंकवाद और नक्सलवाद, समाज के सामने दो सबसे बड़ी चुनौतियां है। आज नई दिल्ली में राष्ट्रीय एकता परिषद की बैठक में डॉक्टर मनमोहन सिंह ने कहा कि दिल्ली उच्च न्यायालय के बाहर हुआ विस्फोट हमारे लिए एक कड़ी चेतावनी है कि सुरक्षा के मामले में कोई ढील नहीं दी जा सकती।
उन्होंने कहा कि कोई भी सभ्य समाज किसी भी विचारधारा के कारण, निर्दोष लोगों की मौत सहन नहीं कर सकता।
डॉक्टर मनमोहन सिंह ने कहा कि जांच एजेंसियों और खुफिया तंत्र को लगातार मजबूत और बेहतर बनाने की जरूरत है, ताकि वे आतंकवादियों और नक्सलवादियों द्वारा अपनाए जा रहे नये तरीकों से ज्यादा कारगर ढंग से निपट सकें।
आतंकवाद का मुकाबला करने के लिए क्षेत्रीय स्तर पर राष्ट्रीय सुरक्षा गार्ड केन्द्र बनाए गए हैं ताकि आंतकवादी हमलों का मुकाबला करने के लिए ये बल जल्द से जल्द उपलब्ध हो सकें। तटों की सुरक्षा भी मजबूत की गई है। तटीय थाने बनाये गए हैं और गश्ती नौकाएं उपलब्ध कराई गई हैं। राज्य और केन्द्रीय पुलिस संगठनों को कम्प्यूटर पर अपराधों का पता लगाने सम्बन्धी नेटवर्क प्रणाली से जोड़ा जा रहा है।
प्रधानमंत्री ने कहा एक राष्ट्रीय खुफिया ग्रिड बनाया जा रहा है, ताकि विभिन्न स्रोतों से प्राप्त जानकारी एकत्र की जा सके और उसका विश्लेषण किया जा सके।
डॉक्टर मनमोहन सिंह ने कहा कि नक्सलवाद की समस्या का एक विकास संबंधी पहलू भी है और सरकार पिछड़े इलाकों के विकास के लिए विशेष प्रयास कर रही है।
हमारी नीतियों के कारण अब कई क्षेत्रों में शांति स्थापित जहां पहले हिंसा थी। जम्मू कश्मीर और पूर्वोत्तर में हमारे वार्ताकार राजनीतिक समाधान के प्रयास कर रहे हैं ताकि स्थायी शांति और मजबूत भारत का निर्माण हो सके।
इस अवसर पर गृहमंत्री पी.चिदम्बरम ने कहा कि विचारधारा के नाम पर नक्सली उग्रवादियों और पूर्वोत्तर राज्यों के अलगाववादी गुटों द्वारा की जा रही हिंसा पर भी ध्यान देने की जरूरत है।
विरोध जताने या बदलाव के लिए हिंसा का इस्तेमाल देश के सामने सबसे बड़ी चुनौती है। साम्प्रदायिक हिंसा एक गुट द्वारा दूसरे गुट पर हावी होने का उदाहरण हैं। साम्प्रदायिकता, जातिवाद और संकीर्णता जैसी पुरानी समस्याओं के साथ-साथ नई चुनौतियां भी खडी हो रही है।
इस बैठक में वरिष्ठ केंद्रीय मंत्रियों, मुख्य मंत्रियों, संसद में विपक्ष के नेताओं तथा राष्ट्रीय और क्षेत्रीय राजनीतिक दलों के नेताओं ने भी भाग लिया।

साम्प्रदायिक हिंसा को रोकने में बेहतर समन्वय के लिए कदम उठाये जाने के बारे में राज्यों में आम सहमति है। आज नई दिल्ली में राष्ट्रीय एकता परिषद की बैठक के बाद गृहसचिव आर. के. सिंह ने कहा कि लगभग सभी मुख्यमंत्री इस बात से सहमत थे कि हिंसक वारदातों में कमी आई है और स्थिति में आमतौर पर सुधार आया है।
गृहसचिव ने कहा कि सभी संबंधित पक्षों के साथ विचार-विमर्श करने के बाद ही विधेयक लाया जाएगा।
कॉमन .विभाजन बिल के बारे में उन्होंने बताया यही कि उन्होंने कहा कि आपकी जो भीयूज है जो हमने नोट कर लिया है। उसको हम लोग इगजामिंग करेंगे। मिनिस्ट्री ऑफ लॉ इगजामिंग करेगी। उसके बाद हम फिर कंसल्टेसन करेंगे डिफरेंट डिपार्टमेंट से और स्टेट से उसके बाद ही हम बिल लाएंगे और जो भी बिल हम लाएंगे। वो एकोडिंग टू कंसोटेसेन लाएंगे।

भारतीय जनता पार्टी, वाम दल और कुछ राज्यों ने प्रस्तावित सांप्रदायिक हिंसा निवारण विधेयक का यह कहकर विरोध किया है कि इससे राज्यों की स्वायत्तता प्रभावित होगी। आज नई दिल्ली में राष्ट्रीय एकता परिषद की बैठक में विपक्षी नेताओं ने ये विचार व्यक्त किये। वरिष्ठ भाजपा नेता और लोकसभा में विपक्ष की नेता सुषमा स्वराज ने कहा कि प्रस्तावित विधेयक से सांप्रदायिकता पर अंकुश लगने के बजाय उसको बढ़ावा मिल सकता है। मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी ने कहा कि ये देश की संघीय भावना के विरूद्ध है। यूपीए सरकार के प्रमुख घटक तृणमूल कांग्रेस के नेता रेलमंत्री दिनेश त्रिवेदी ने कहा कि उनकी पार्टी विधेयक के मौजूदा स्वरूप का विरोध करती है।
ओड़िशा के मुख्यमंत्री नवीन पटनायक ने कहा कि विधेयक में कुछ ऐसे आपत्तिजनक प्रावधान हैं जो देश के संघीय ढांचे के अनुरूप नहीं हैं। मध्यप्रदेश, छत्तीसगढ़ और उत्तराखंड के मुख्यमंत्रियों ने भी कहा कि प्रस्तावित विधेयक देश के संघीय ढांचे की गरिमा के खिलाफ है। पंजाब के मुख्यमंत्री प्रकाश सिंह बादल ने कहा कि इससे केंद्र और राज्यों के बीच टकराव बढ़ेगा।

अगले महीने से कपास के निर्यात पर कोई पाबंदी नहीं रहेगी। वाणिज्य सचिव राहुल खुल्लर ने आज नई दिल्ली में बताया कि अगले महीने शुरू हो रहे कपास के मौसम में उसका निर्यात खुले लाइसेंस के तहत होगा। ये निर्णय, वित्त, वाणिज्य और कृषि मंत्रियों के बीच हुई बातचीत के बाद लिया गया है। श्री खुल्लर ने कहा कि आगामी मौसम में कपास का उत्पादन साढ़े तीन करोड़ लाख गांठों से अधिक होने की संभावना है, जबकि घरेलू मांग दो करोड़ ६० लाख गांठों की है। इससे निर्यात के लिए काफी कपास बच जाएगा। इस वर्ष के शुरू में घरेलू कपड़ा उद्योग की कुछ समस्याओं को देखते हुए कपास के निर्यात पर रोक लगा दी गई थी।

देश में साक्षरता की दर २०१५ तक मौजूदा ७४ प्रतिशत से बढ़कर ८० से ८५ प्रतिशत के आसपास पहुंच जाएगी। आज नई दिल्ली में साक्षरता पर एक अंतर्राष्ट्रीय सम्मेलन में मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि सात करोड़ से भी अधिक प्रौढ़ों को शिक्षा के जरिये अधिकार संपन्न कराया जाएगा।

छह सौ यात्रियों से खचाखच भरा तंजानिया का एक जहाज जंजीबार और पेंबा द्वीपों के बीच डूब गया। समाचार एजेंसी पी.टी.आई. के अनुसार इस दुर्घटना में १६३ लोग मारे गए हैं, जबकि लगभग सवा तीन सौ यात्रियों को बचा लिया गया है। लगभग एक सौ यात्री लापता बताए गए हैं।

ओड़िशा में तीस में से १९ जिले बाढ़ से प्रभावित हैं। महानदी पर कटन के पास बने मुन्डुली बैराज से १३ लाख ३३ हजार क्यूसेक पानी छोड़े जाने से बाढ़ की स्थिति और बिगड़ने की आशंका है। साठ हजार सात सौ से अधिक लोगों को निचले इलाकों से हटाकर सुरक्षित जगहों पर पहुंचाया गया है।

उत्तराखंड में बारिश की वजह से हो रहे भू-स्खलन में करीब आधा दर्जन मकान क्षतिग्रस्त हो गए हैं, जिनमें पांच लोगों के घायल होने की खबर है। हमारे संवाददाता ने बताया है कि खराब मौसम की वजह से एक प्राइवेट हैलीकॉप्टर को चमोली में इमरजेंसी लैंडिंग करनी पड़ी।

प्रशासन के अनुसार तीर्थयात्रियों को लेकर वापस दिल्ली लौट रहे हेलीकॉप्टर में सवार सभी लोग सुरक्षित बताए जाते हैं। इस बीच, रूद्रप्रयाग में एक मकान के क्षतिग्रस्त होने से पति-पत्नी घायल हो गए हैं। जिलाधिकारी एस.एस. मुरूगेशन के अनुसार जखोली ब्लॉक के जेली गांव में आठ परिवारों को सुरक्षित स्थानों पर पहुंचाया गया है। जिले में खराब मौसम की वजह से तेरह सम्पर्क मार्ग अभी भी बंद हैं। राघवेश पांडेय, आकाशवाणी समाचार, देहरादून।

असम में, बर्ड लू प्रभावित धुबरी जि+ले में मुर्गियों को मारने का काम आज शाम से शुरू हो गया है। धुबरी के उपायुक्त सुनील दत्ता ने कहा कि खून के नमूनों और मृत मुर्गियों की जांच कराये जाने के बाद बर्ड लू की पुष्टि हो गई है। उन्होंने बताया कि अब तक बंगलादेश की सीमा से लगे अगोमोनी क्षेत्र के १४ गांवों में तीस हजार मुर्गियों को मारने के आदेश दिये गये हैं।

सरकार ने कहा है कि दिल्ली उच्च न्यायालय परिसर में हुए विस्फोट की जांच धीरे-धीरे आगे बढ़ रही है। आज शाम नई दिल्ली में संवाददाताओं से बातचीत करते हुए गृहसचिव आर के सिंह ने कहा कि जांच एजेंसियां इस मामले में अब तक प्राप्त सभी ई-मेल की गंभीरतापूर्वक पड़ताल कर रहीं हैं। उन्होंने कहा कि ई-मेल भेजने वालों का भले ही विस्फोट से कोई संबंध न हो लेकिन किसी को खारिज नहीं किया गया है।

There has been a consensus amongst states on taking steps for greater coordination in combating communal violence. Briefing newsmen in New Delhi this evening, following the National Integration Council, NIC meeting, the Home Secretary, Mr. R.K.Singh said that almost all the Chief Ministers across the spectrum agreed that there was a drop in violent incidents and general improvement in the situation. The Home Secretary said that consensus is yet to emerge on the Communal Violence Bill as majority of Chief Ministers expressed concern that it will encroach upon their jurisdiction.
Quoting the Prime Minister, he said that the Government is committed to the federal structure which has served the country well. On other matters discussed in the meeting, he said, the members discussed naxalism related violence and terrorism as a major problem. Radicalisation of youth was also discussed. Mr. Singh said that giving jobs to 300 million youth also emerged during the discussions. It was also decided that the NIC would meet annually. This meeting was organised after a gap of three years.

The Prime Minister today termed terrorism and Maoist violence as two major challenges being faced by country. Addressing the National Integration Council (NIC) meeting in New Delhi, Dr Manmohan Singh said the Delhi High Court blast was a stark reminder that there can be no let up in the vigil. He said everyone must unequivocally send out a message that pursuit of violence cannot be justified under any circumstances and reaffirm the collective resolve to fight the menace of terrorism in all its forms with available means. The Prime Minister said no civilised society can tolerate or endorse loss of innocent lives in the pursuit of any ideology.
The institutions and instruments of our democratic polity allow sufficient opportunity for articulating differing points of view without recourse to violence. This council must unequivocally send out a message that pursuit of violence cannot be justified.
Dr. Singh stressed on the need to identify and address the causes of radicalization of some of the country's youth. Referring to steps being taken to strengthen security agencies, Dr Singh said there was a need to continuously upgrade and strengthen them and the intelligence gathering apparatus to deal more effectively with the newer methods and technologies that the terrorists and Naxals adopt.
The Prime Minister said, the government has tried hard to strengthen the country's security apparatus. He said intelligence sharing mechanism under the Multi-Agency Centre has been bolstered and the National Intelligence Grid is being implemented so that intelligence from various sources can be accessed and analysed to identify actionable points. Dr Singh said the problem of Naxalism has a development dimension also and the Centre is making special efforts for development of backward areas, many of which are affected by Left-wing extremism.
Regional hubs of the National Security Guards have been set up to enable quick deployment of our counter-terrorism strike forces, when required. Coastal security has also been strengthened by establishing additional coastal police stations. and providing interceptor boards. State and Central police organisations are being connected on a computer network through the Crime and Criminal Tracking Network System.
The Prime minister stressed that the Central and state governments have to work together to confront the challenges to the internal security .
We also need to recognize that members of the minority communities often have a perception of being unfairly targeted by law enforcement agencies in the aftermath of unfortunate incidents. While law must take its own course, we need to ensure that our investigating agencies are free from biases and prejudices of any kind.
Addressing the meeting ,the Home Minister P Chidambaram said the use of violence as an instrument of protest was the biggest challenge before the country. Mr Chidambaram said there are new challenges apart from the old evils such as communalism, casteism and parochialism.
Communal violence is a visible example of the primeval attitude of groups that seeks to dominate or subjective other group. Discrimination against minorities, scheduled caste and schedule tribes arises out of a design to exclude those section of society and is accompanied by the unspoken threats of violence.
The meeting was attended by senior Union Ministers, Chief Ministers, Leaders of Opposition in Parliament, leaders of national and regional political parties among others.

The BJP, Left and some states have opposed the proposed Communal Violence Bill, saying it will affect the autonomy of the states. They were participating in the National Intergration Council meeting in New Delhi today. Senior BJP Leader and the leader of Opposition in the Lok Sabha, Sushma Swaraj said that the draft legislation may encourage communalism rather than curbing it. CPIM leader, Sitaram Yechuri said, it is against the federal spirit of the country. Dinesh Trivedi, senior leader of Trinamool Congress, a key constituent of the UPA, said his party also opposes the Bill in the present form.

Government has said that the investigations into the Delhi High Court bomb blasts case is progressing steadily. Briefing newspersons in New Delhi this evening, the Home Secretary, Mr. R.K.Singh said that the investigating agencies are taking every e-mail very seriously, whatsoever received so far relating to Delhi High Court bomb blasts.
We are investigating each and every e-mail which we have government. We are running of the concerned people to the ground, who so ever sent it. We are not dismissing these e-mail at all, but at the same time we are not saying that these e-mail have necessarily being sent by people who are responsible foe it. It could be other people who when they heard about the blast, news about the blast sent these e-mail.
In reply to a query, Mr. Singh said that investigation is progressing on the basis of inputs received from Kishtwar in Jammu and Kashmir.

B. C. Khanduri will replace Ramesh Pokhriyal Nishank as the new Uttarakhand Chief Minister. The decision was taken in the BJP Core Committee Meeting in New Delhi this evening. Talking to reporters BJP President Nitin Gadkari said that Mr. Khanduri will take oath tomorrow at 4 pm.

There will be no restrictions on the export of cotton in the next crop seasaon beginning October. Commerce Secretary Rahul Khullar told reporters in New Delhi that cotton export will be under Open General Licence for the next season. The decision was taken after deliberations by the Ministers of Finance, Commerce and Agriculture. Mr Khullar said that cotton production is pegged at over 35 million bales while the domestic demand will be around 26 million bales in the coming season.

US President Barack Obama has extended by one more year the national emergency with regard to certain type of terrorist attacks. In his notification, Obama said, because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency must continue in effect beyond September 14, 2011. Meanwhile, US has stepped up security on the 10th Anniversery of 9/11, the US intelligence agencies and security forces are currently on a manhunt for three men believed to be planning massive terror attacks in America to coincide with the 10th anniversary of the 9/11 attacks.

A Tanzanian ferry with around 600 passengers on board, sunk as it was travelling between the islands of Zanzibar and Pemba. According to a PTI report, at least 163 people have died so far while about 325 passengers have been rescued. Around 100 passengers are still missing.

India drew with Pakistan in their last league match on Friday which saw table leaders, Pakistan, go through to the finals, with India still unsure of a last two berth. It was yesterday, with Malayasia defeating Japan 3-2, that India found a place alongside Pakistan in an expected high voltage summit clash.

Government has come out with a two-pronged strategy to reach out to tribals to address their problems regarding ownership of land. Rural Development Minister Jairam Ramesh said, the strategy includes providing legal assistance to tribals on their land disputes and modernisation of their land records. He said, this will be discussed at a meeting of the Collectors of the 60 Maoist-affected districts on the 13th of this month. The Minister said, these schemes will be implemented in 9 states including Jharkhand, Odisha, Bihar, Chattisgarh, Andhra Pradesh, Maharashtra, West Bengal, Uttar Pradesh and Madhya Pradesh.

The literacy rate in the country will reach around 80 to 85 per cent by 2015. And more than 70 million adults will be empowered through education. Addressing an international conference on Literacy in New Delhi today, Human Resource Development Minister Kapil Sibal said that at present, the literacy rate stands at 74 per cent. Mr Sibal emphasised the need for greater use of information and communication technology to strengthen adult education programme in the country.

The trial of seven Pakistanis charged with involvement in the 2008 Mumbai attacks, was today adjourned for a week after one of the key accused and Lashkar-e-Taiba Commander, Zakiur Rehman Lakhvi, filed a petition against the Judge of an anti-terrorism court. PTI reports that during a hearing held behind closed doors in Rawalpindi's Adiala Jail, Lakhvi's lawyers submitted the petition in which he expressed dissatisfaction with Judge Shahid Rafique.

The country has received three percent more rainfall so far this season. According to the Met department, fairly widespread rain occurred over all parts of the country during the week. The southwest monsoon is likely to remain active over central, eastern and north western parts of the country. Northern India is also likely to receive rain and thundershowers all through the week. The weatherman says, monsoon normally starts withdrawing from western parts of Rajasthan around 1st of September but so far there are no signs of withdrawal of the rainfall activity. National Capital Delhi and near by areas have also received heavy rainfall in the last couple of days.
