कर्नाटक में कांग्रेस ने उडुप्पी-चिकमंगलूर लोकसभा सीट भारतीय जनता पार्टी से छीन ली है। कांग्रेस के के० जयप्रकाश हेगड़े ने अपने निकटतम प्रतिद्वंद्वी भाजपा के वी सुनील कुमार को ४७ हजार से अधिक वोटों से हराया। जनता दल-एस के उम्मीदवार की जमानत जब्त हो गई। यह सीट डी वी सदानंद गौड़ा के मुख्यमंत्री बनने के बाद खाली हुई थी।
आंधप्रदेश विधानसभा उपचुनावों में तेलंगाना राष्ट्र समिति - टीआरएस की चार सीटों पर जीत हुई है। टी आर एस समर्थित एक निर्दलीय ने नागरकुरनूल सीट जीती है जबकि भाजपा महबूबनगर सीट जीतने में सफल रही है। वाई एस आर-कांग्रेस को भी कोव्वूर सीट जीतने में सफलता मिली है।

गुजरात में कांग्रेस ने भाजपा से मणसा विधानसभा सीट छीन ली है। हमारे संवाददाता ने बताया है कि कांग्रेस के बाबूजी ठाकुर ने भाजपा के डी डी पटेल को आठ हजार से अधिक वोटों से हराया।
सामान्य तौर पर उप-चुनाव के नतीजे शासनकर्त्ता पक्ष के फेबर में जाते हैं और गुजरात में पिछले कई उप-चुनाव भाजपा जीत चुकी है। लेकिन मणसा विधानसभा सीट का उप-चुनाव का नतीजा ऐसे समय आया है जब राज्य में सिर्फ ८ महीने के बाद आम चुनाव होने वाले हैं। कांग्रेस ने मणसा सीट इससे पहले १९९० में जीती थी और २२ साल बाद मिली यह जीत ने कांग्रेस पार्टी में नई जान फुक दी है। योगेन्द्र पांड्या, आकाशवाणी समाचार, अहमदाबाद।
ओड़ीशा में बीजू जनता दल उम्मीदवार रनेन्द्र प्रताप स्वैन ने अथगढ़ विधानसभा सीट फिर जीत ली है। उन्होंने अपने प्रतिद्वंद्वी कांग्रेस के सुरेश चन्द्र महापात्र को ४७ हजार से अधिक वोटों से हराया।
तमिलनाडु में ए आई ए डी एम के ने शंकरनकोइल-सुरक्षित सीट फिर जीत ली है। उसने डीएमके उम्मीदवार को ६८ हजार से अधिक वोटों से हराया।

प्रधानमंत्री मनमोहन सिंह ने लोकपाल विधेयक से जुड़े मुद्दों पर विचार के लिए शुक्रवार को सर्वदलीय बैठक बुलाई है। संसदीय कार्यमंत्री पवन कुमार बंसल ने आज नई दिल्ली में पत्रकारों को यह जानकारी दी। हमारे संवाददाता ने बताया है कि लोकपाल विधेयक के बारे में विभिन्न दलों के अलग-अलग विचारों के मद्देनजर यह बैठक बुलाई जा रही है। लोकपाल और लोकायुक्त विधेयक, लोकसभा में शीतकालीन सत्र में पारित हुआ था, लेकिन समय की कमी के कारण सत्र के अंतिम दिन राज्यसभा में यह पारित नहीं हो पाया था, क्योंकि इसमें कई संशोधन पेश किए गए थे।

लोकसभा में अनेक विपक्षी सदस्यों ने देश में गरीबी के स्तर को लेकर योजना आयोग के निष्कर्षों पर कड़ी आपत्ति की और सरकार से इन आंकड़ों को खारिज करने को कहा। उन्होंने प्रधानमंत्री से इस बारे में वक्तव्य देने को भी कहा। सदन ने इस मुद्दे पर शून्यकाल के दौरान विशेष चर्चा शुरू की। भारतीय जनता पार्टी के नेतृत्व में एन डी ए, वामपंथी दलों, समाजवादी पार्टी और बहुजन समाज पार्टी ने गरीबी के ताजा आंकड़ों को देश के गरीबों के साथ एक भद्दा मजाक बताया। बहस शुरू करते हुए जनता दल यूनाइटेड के शरद यादव ने कहा कि प्रधानमंत्री योजना आयोग के अध्यक्ष हैं, उन्हें गरीबी के मुद्दे पर जवाब देना चाहिए।

यह प्लानिंग कमीशन बिल्कुल पूरी तरह से इस देश की हर चीज के खिलाफ है। इसे बाइंडअप करों। इस मामले में निपटारा करें। प्रधानमंत्री या कोई जिम्मेदार मंत्री इसमें जवाब देने का काम करें।
भाजपा की नेता सुषमा स्वराज ने इन आंकड़ों को रद्द करने और सही आंकड़ो से गरीबी की गणना करने की मांग की।

क्या २८ रूपये शहर में कमाने वाला और २२ रूपये देहात में कमाने वाला व्यक्ति पढ़ाई, दवाई रहने खाने पहनने की व्यवस्था कर सकता है। मैं चाहूंगी कि आप भी सदन के स्वर में स्वर मिलाते हुए आदेश दीजिए। सरकार को इस आंकड़े को रिजेक्ट करें और सही आंकडा ला करके गरीबों की गणना करें।
इससे पहले सदन की कार्यवाही एक घंटे तक स्थगित की गई, क्योंकि कुछ सदस्य इस मुद्दे पर बहस की मांग कर रहे थे। हमारे संवाददाता ने बताया है कि योजना आयोग ने कल राष्ट्रीय नमूना सर्वेक्षण -२००९-१० के आधार पर गरीबी संबंधी आंकड़े जारी किये थे।

संसद के दोनों सदनों ने आज २०१२-१३ के रेल बजट पर बहस शुरू की। सदस्यों ने सुरक्षा, अधिक रेलगाड़ियों और यात्री सुविधाओं में सुधार की मांग की।
लोकसभा में कई सदस्यों ने सरकार से कुंभ मेलों के दौरान अधिक स्पेशल रेलगाड़ियां चलाने का आग्रह किया। कुछ सदस्यों ने देश में बुलेट टे्रनों की शुरूआत की भी मांग की।
राज्यसभा में कांगे्रस के मोतीलाल वोरा ने रेल बजट का स्वागत करते हुए राज्यों से रेल परियोजनाओं को लागू करने में सहयोग की अपील की। बहुजन समाज पार्टी के प्रोफेसर एस पी सिंह बघेला ने यात्री किराए में कमी की मांग की। बहस जारी है।

आदर्श हाउसिंग सोसाइटी घोटाले की सुनवाई कल बंबई उच्च न्यायालय में होने से एक दिन पहले सीबीआई ने इस सिलसिले में आज आईएएस अधिकारी प्रदीप व्यास और सेना के दो पूर्व मेजर जनरल को गिरफ्‌तार किया। सेवानिवृत्त मेजर जनरल ए आर कुमार को आज सुबह हैदराबाद में उनके आवास से गिरफ्‌तार करके ट्रांजिट रिमांड के लिए अदालत में पेश किया। सीबीआई अधिकारियों ने मुंबई में सेवानिवृत्त मेजर जनरल टी के कौल को भी गिरफ्‌तार किया। उन्हें, इस मामले में पहले गिरफ्‌तार किए गए पूर्व कांग्रेस पार्षद कन्हैया लाल गिडवानी के साथ मुंबई की विशेष अदालत में कल पेश किया जाएगा।
विशेष अदालत ने आज इस मामले में तीन सरकारी कर्मचारियों को ३१ मार्च तक के लिए सीबीआई की हिरासत में भेज दिया।

भारत ने कहा है कि ओडिशा में माओवादियों द्वारा अगवा किये गये इटली के दो नागरिकों की जल्दी रिहाई के लिए सभी आवश्यक कदम उठाये जा रहे हैं। विदेश सचिव रंजन मथाई ने नई दिल्ली में पत्रकारों को बताया कि राज्य सरकार ने स्थिति से निपटने के लिए एक संकट प्रबंधन समूह गठित किया है। उन्होंने कहा कि ओडिशा सरकार ने दोनों बंधकों की रिहाई की अपील के साथ-साथ माओवादियों को बातचीत का प्रस्ताव भी भेजा है।
इस बीच अगवा किये गये इटली के नागरिकों के बारे में अनिश्चय की स्थिति बनी हुई है। बातचीत के लिये मध्यस्थों के चयन को लेकर ओडिशा सरकार और माओवादियों के बीच गतिरोध बना हुआ है।

कांग्रेस ने कहा कि सरकार आतंकवाद की चुनौतियों से प्रभावी ढंग से निपटने के लिए प्रतिबद्ध है। पार्टी प्रवक्ता राशिद अल्वी ने नई दिल्ली में पत्रकारों से कहा कि आतंकवाद के खतरे से निपटने के लिए एक कारगर और मजबूत कानून की जरूरत है। उन्होंने राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव पर हुए मत-विभाजन को दुर्भाग्यपूर्ण बताया। उन्होंने कहा कि विपक्ष को राष्ट्रीय आतंकवाद निरोधक केन्द्र और श्रीलंका मुद्दों पर मत-विभाजन कराने की बजाय धन्यवाद प्रस्ताव का समर्थन करना चाहिए था।
श्री अल्वी ने गरीबी के बारे में योजना आयोग की रिपोर्ट पर कहा कि गरीबी के प्रतिशत में कमी होना अच्छा संकेत है। उन्होंने कहा कि यह गरीबों के कल्याण के लिए विभिन्न योजनाओं पर अमल के फलस्वरूप संभव हो पाया है।
सरकार की ऐसी तमाम स्कीम बिलो पावरटी लाइन है जो गरीब लोगों से मुतालिक है। वो बहुत इफेक्टिबली काम कर रही है जिसका यह नतीजा है कि बिल की प्रसेंटेज देश के अंदर घट रही है।

प्रधानमंत्री मनमोहन सिंह २४ से २७ मार्च तक दक्षिण कोरिया की यात्रा पर जायेंगे। विदेश सचिव रंजन मथाई ने आज नई दिल्ली में पत्रकारों को बताया कि प्रधानमंत्री दक्षिण कोरिया के राष्ट्रपति ई म्युंग-बाक के निमंत्रण पर वहां जा रहे हैं। हमारे संवाददाता ने बताया है कि प्रधानमंत्री सिओल में २६ और २७ मार्च को दूसरे परमाणु सुरक्षा शिखर सम्मेलन में भी हिस्सा लेंगे।

भारत और दक्षिण कोरिया के बीच २०१० से सामरिक भागीदारी कायम है। जनवरी, २०१० में दोनों देशों के बीच व्यापक आर्थिक साझेदारी समझौता होने के बाद से। द्विपक्षीय व्यापार में तेजी से बढ़ोतरी हुई है। प्रधानमंत्री की यात्रा का मकसद सामरिक भागीदारी को अधिक सार्थक बनाना और लोगों के स्तर के पर संबंधों को मजबूत करना है। इस महीने की २६ और २७ तारीख को आयोजित किए जा रहे। परमाणु सुरक्षा सम्मेलन में महत्वपूर्ण परमाणु मुद्दों पर भागीदार देशों के विचारों में समन्वय स्थापित करने का प्रयास किए जाएंगे। आकाशवाणी समाचार के लिए जॉर्ज मैथ्यू के साथ मैं राधेश्याम भारद्वाज।

लगातार दूसरे दिन बढ़त दर्ज करते हुए मुंबई शेयर बाजार का सेंसेक्स २८६ अंकों के उछाल से १७ हजार ६०२ पर जा पहुंचा। यूरोपीय बाजारों में तेजी के बीच निवेशकों ने चौतरफा खरीददारी की। नेशनल स्टॉक एक्सचेंज का निफ्‌टी ९० अंक बढ़कर ५ हजार ३६५ हो गया। रूपया डालर के मुकाबले २८ पैसे कमजोर हुआ। और एक डालर की कीमत ५० रूपये ६७ पैसे दर्ज हुई। जो दो महीने का ताजा न्यूनतम स्तर है। अमेरिका में कच्चे तेल की वायदा कीमत ७९ सेंट बढ़कर १०६ डालर ८६ सेंट प्रति बैरल हो गई।

In Karnataka, the Congress Candidate, K. Jayaprakash Hegde has wrested the Udupi Chickmagalur Lok Sabha seat from the BJP in the by poll.  He defeated his nearest rival, V. Sunil Kumar of the BJP by a margin of over 47 thousand votes.   JD(S) Candidate lost his deposit.  The election was  held after .D.V.Sadananda Gowda vacated the seat after taking over as Chief Minister. In Andhra Pradesh Assembly by-polls, Telangana Rashtra Samithi ,TRS, put up a good show.  
"On the expected lines, the Telangana Rastra Samithi and the candidates supported by it have won the by-elections at five out of seven constituencies in Andhra Pradesh. An Independent candidate and former State Minister Nagam Janardhan Reddy whom the TRS supported also won from Nagarkurnool. The BJP has won the  Mahabbobnagar seat . The YSR congress that separated from the Congress party also bagged the Kovur seat . The ruling Congress and the main opposition Telugu Desam party have drawn a blank in the by-election. In Gujarat, the Congress wrested the Mansa Assembly seat from the BJP.  The party candidate, Babuji Thakore defeated the BJP's D.D.Patel by over eight thousand votes.
In Odisha, Biju Janata Dal Candidate, Ranendra Pratap Swain retained Athgarh Assembly seat defeating his nearest Congress rival, Suresh Chandra Mohapatra by over 47 thousand votes.
In Tamil Nadu, AIADMK retained Sankarankoil reserved seat defeating the DMK candidate, S.Muthuselvi by over 68 thousand votes.  The by-poll was necessitated due to the death of AIADMK Minister, Kuruppaswamy on 22nd October last year.

Prime Minister Dr. Manmohan Singh has called an all party meeting on Friday to discuss the issues relating to the Lokpal bill.  This was stated by Parliamentary Affairs Minister Pawan Kumar Bansal while talking to reporters in New Delhi today. Our correspondent reports that the meeting is being convened in the back drop of divergent views of the different political parties. The Lokpal and Lokayukta Bill, was passed by the Lok Sabha in the winter session. It could not be passed in the Rajya Sabha on the last day of the  session for want of time, as there were a lot of amendments.

In Karnataka, former Chief Minister B S Yeddyurappa is leaving for New Delhi to discuss the issue of chief ministership  with the BJP national leaders. Talking to media persons Yeddyurappa clarified that National leaders have not responded so far to the demand of making him Chief and there is also no assurance given to him in this regard. Reacting to the electoral debacle today in Udupi Chickmagalur, he said that the BJP had failed to take the message to the electorate and he is not responsible for the defeat.  
"The issue of whether Yeddyurappa will be made Chief Minister once again or not, is leading to plenty of speculations in the state.  A group of MLAs led by Balchandra Jarkiholi and Anand Asnotikar met the Governor a short while ago.  But Jarkiholi clarified that it was just a courtesy call. He also said they are in favour of Sadanand Gowda to continue as Chief  Minister, however he added that they will abide by the decision of the high command in this regard. Meanwhile, a 119 crore rupees surplus budget for 2012-13 was presented in the state assembly today.  Chief Minister Mr Sadananda Gowda who also holds the finance portfolio said that the budget size has exceeded 1 lakh crore rupees for the first time and assured that this large outlay will be utilized for overall development of the State.

Both the Houses of Parliament today resumed discussion on the Rail Budget 2012-13 with members demanding safety, more trains and improvement in passenger amenities. The resignation of former Railway Minister Dinesh Trivedi also echoed during the discussion.
In the Lok Sabha, several members urged the government to run more special trains during the Kumbh Melas. Some members also demanded introduction of bullet trains. The Rail Budget was also discussed in the Rajya Sabha. The discussions is continuing.

Ahead of hearing of the case in the Bombay High Court tomorrow, the  CBI today arrested, IAS officer Pradeep Vyas  and two former Major Generals of the Army in connection with the multi-crore rupee Adarsh Housing Society Scam. Retd. Major General A. R. Kumar was arrested at his residence in Hyderabad this morning and produced before a Court there for transit remand for being taken to Mumbai. A CBI team also arrested retired Major General T K Kaul in Mumbai. They will be produced before a designated court in Mumbai tomorrow alongwith former Congress MLC Kanhiya Lal Gidwani who was arrested yesterday after he had secured a bail in another case.
A designated court in Mumbai today remanded three former government employees, including retired Defence Estates Officer, R. C. Thakur and Brigadier (Retd) M. M. Wanchoo to CBI custody till 31st of this month. They were arrested yesterday. Thakur, Wanchoo and former Deputy Secretary in the Maharashtra Urban Development Department P. V. Deshmukh were produced before special CBI Judge M . V. Kulkarni today who remanded them to CBI custody. A total 7 persons have been arrested in the case so far.

India today said necessary steps are being taken to ensure early release of two Italians kidnapped by Maoists in Odisha. Foreign  Secretary Ranjan Mathai said State government has set up a crisis management group to deal with the situation. Meanwhile, the  deadlock over selection of negotiators for talks  between the Odisha Government and Maoists is on. Social activist Prafulla Samantra whose name has been proposed by the Maoists as negotiator has expressed his unwillingness to participate in the negotiation process. However, another mediator from Maoists, Dr BD Sharma has agreed to negotiate and is arriving at Bhubaneswar tomorrow.
The Italian Ambassador to India spoke to Chief Minister Naveen Patnaik today over the phone and expressed his concern about the safety and health of the two abducted Italians. Union Home Minister Mr.P.Chidambaram said he talked to the Odisha Home Secretary over the issue.
"Offered him every help, he did not ask for any thing.  The Home Secretary told me yesterday and today that he spoken to the Chief Secretary twice, he spoken to the GDP once and he has offered them any kind of help which the state Government will want."

Rising for the second straight session, the Sensex at the Bombay Stock Exchange surged 286 points, or 1.7 percent, to 17,602, today, on broad-based buying by investors,  amid positive European markets. The Nifty jumped 90 points, or 1.7 percent, to 5,365. Stock markets in Japan, China, Hong Kong, Singapore and South Korea ended mixed.  And US crude oil futures rose 79 cents, to 106.86 dollars a barrel, while Brent approached 125 dollars a barrel.

India has made it clear to Sri Lanka that it will go by domestic opinion in voting at the UN Human Rights Council on the US-initiated resolution. In a telephonic conversation, the External Affairs Minister Mr. S.M. Krishna told his Sri Lankan counterpart G Peiris that India could not ignore the views held by several Members of Parliament over the issue. Mr. Peiris had called Mr. Krishna saying India should not vote in favour of the resolution because of its cordial and strong relations with Colombo. Mr. Krishna asked his Sri Lankan counterpart to look into the recommendations made by the Lessons Learnt and Reconciliation Commission report. The Sri Lankan Foreign Minister promised fair investigations into alleged war crimes. The resolution against Sri Lanka at the Council seeks implementation of the report.

The Bangladesh government has decided to honour 132 foreign leaders, intellectuals, cultural personalities and organisations who helped in the country's Liberation war of 1971. The list of people to be honoured which has been approved by the Bangladesh cabinet includes 47 Indians. Some of the prominent Indians who are being awarded include Sachindra Lal Singh, Rajeshawar Rao, Siddhartha Shankar Ray, P A Sangma Justice Sadat Abul Masud,Dr Karan Singh, Maharani Biva Kumari Devi, Field Marshal SAM Manekshaw,  Lt Gen Jagjit Singh Aurora, Lt Gen Jacob, Lance Nayek Albert Ekka , Talking exclusively to All India Radio Correspondent in Dhaka, the Bangladesh Minister for Liberation War Affairs Captain A.B .Tajul Islam said the award ceremony was part of the government's initiative to thank all the people from different parts of the world who helped the country in its liberation war.

The diplomats were supposed to help the parents get the custody of children before a Norwegian Court on Friday. The decision was taken after reports that the children's father Anurup Bhattacharya had accused his wife Sagarika of marital violence. Minister of State for External Affairs Preneet Kaur said the custody battle is now a personal matter between husband and wife.

The United Nations Security Council has adopted a  statement supporting U.N.-Arab League envoy Kofi Annan's plan to try to end Syria's year-long unrest. The statement says Syria will face further steps if Mr. Annan's six-point peace proposal is rejected. The plan calls for a cease-fire, political dialogue between the government and opposition, and access for humanitarian aid agencies. Meanwhile, in Syria, opposition activists say government tanks have shelled two suburbs of the capital Damascus. There are also reports of army offensive in other parts of Syria.

Former Telecom Minister A Raja and ex-Telecom Secretary Siddharth Behura will be summoned to depose before the Joint Parliamentary Committee (JPC) examining the 2G scam.JPC Chairman P C Chacko said in New Delhi today the date for Raja's appearance is not yet decided. Behura will be summoned on 11th of  April.
