       उच्चतम न्यायालय ने व्यवस्था दी है कि अगर सरकार भूमि-अधिग्रहण की घोषणा के दो साल के अंदर किसानों को मुआवजा नहीं देती, तो उस अधिग्रहण को रद्द माना जाएगा। न्यायालय ने कहा कि संबंधित प्रावधान को पढ़ने से स्पष्ट होता है कि घोषणा के प्रकाशन की तारीख से दो वर्ष की अवधि के अंदर मुआवजा दिया जाना चाहिए। न्यायमूर्ति जी. एस. सिंघवी और एस. जे. मुखोपाध्याय की पीठ ने कहा कि अदालती कार्यवाही में लगा समय
इससे बाहर होगा। उच्चतम न्यायालय ने आर. इंदिरा सरतचंद्र और अन्य जमीन मालिकों द्वारा तमिलनाडु आवास विकास निगम द्वारा उनकी भूमि के अधिग्रहण को चुनौती देने वाली याचिका पर ये व्यवस्था दी थी।
जमीन मालिकों ने इस आधार पर अधिग्रहण को चुनौती दी थी कि सरकार ने मद्रास उच्च न्यायालय के २९ अगस्त, १९९६ के आदेश द्वारा भूमि अधिग्रहण को बरकरार रखने के बाद निर्धारित दो वर्ष के बाद मुआवजा दिया था।
       इसके बाद उच्च न्यायालय के एक न्यायाधीश ने प्रभावित जमीन मालिकों द्वारा दायर नई याचिका की सुनवाई करते हुए अधिग्रहण को रद्द कर दिया था, क्योंकि सरकार ने घोषणा करने के दो वर्ष बाद मुआवजा दिया था। लेकिन एक खंडपीठ ने इस फैसले को बदलते हुए सरकार के फैसले को सही ठहराया, जिसके बाद उच्चतम न्यायालय में यह याचिका दायर की गई थी। राज्य सरकार ने कहा कि उच्च न्यायालय के निर्णय की प्रति विलंब से मिली थी, जिसके कारण इतना विलंब हुआ।
       राज्य सरकार के दावे को नामंजूर करते हुए उच्चतम न्यायालय ने कहा कि धारा-११ ए में ऐसा कुछ भी नहीं है, जिससे समझा जा सके कि न्यायालय का आदेश, उसकी प्रति की डिलीवरी होने तक लागू रहता है।

       केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने उत्तर प्रदेश में मायावतीसरकार पर महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कार्यक्रम की राशि में धांधली को शह देने का आरोप लगाया है। मुख्यमंत्री को लिखे एक पत्र में श्री रमेश ने इस कार्यक्रम की धनराशि के दुरूपयोग और अनियमितताआ की सीबीआई जांच का समर्थन करते हुए उम्मीद जाहिर की है कि अगर राज्य सरकार कुछ छिपाना नहीं चाहती और उसकी नीयत साफ है, तो वह जांच के लिए
सहमति देगी।


       केंद्रीय मंत्री जयराम रमेश ने अपने पत्र में बलरामपुर, गोंडा, महोवा, सोनभद्र, संत कबीर नगर और मिर्जापुर समेत सात जिलों का उल्लेख किया है जहां इस योजना को लागू करने में अनियमितताएं सामने आई हैं। उन्होंने कहा है कि राज्य सरकार ने राष्ट्रीय निरिक्षकों की २२ रिपोर्टों की अनदेखी की है जिसमें घपलों का उल्लेख किया गया है। इसी तरह सोनभद्र, मिर्जापुर, कुशीनगर और संत कबीर नगर जिलों के बारे में राज्य के गुणवत्ता निरिक्षकों की रिपोर्ट पर भी कोई कार्रवाई नहीं की गई। जयराम रमेश ने इस बात पर खेद व्यक्त किया है कि अधिकारियों द्वारा अर्जित बेतहाशा संपत्ति और उनके आपराधिक गतिविधियों पर भी निगाह नहीं रखी गई है। उन्होंने स्पष्ट किया है कि अधिकारियों और उनके राजनीतिक संरक्षकांें की आपराधिक गतिविधयों के चलते इस योजना के लिए केंद्र सरकार धन का आवंटन तो बंद नहीं करेगी लेकिन उसके दुरूपयोग पर अपनी आंखें भी बंद नहीं रख सकेगी। सुनील शुक्ल, आकाशवाणी समाचार,लखनऊ।

       सरकार ने चालू रबी मौसम के लिए गेहूं के न्यूनतम समर्थन मूल्य में एक सौ पन्द्रह रुपए प्रति क्विंटल की वृद्धि की घोषणा की है। अब किसानों को एक क्विंटल गेहूं के लिए एक हजार दो सौ पचासी रुपए मिलेंगे। यह वृद्धि खेती की लागत में हुई बढ़ोतरी की भरपाई करेगी। गेहूं और अन्य रबी फसलों के न्यूनतम समर्थन मूल्य में वृद्धि का फैसला कल नई दिल्ली में आर्थिक मामलों की मंत्रिमंडल समिति ने लिया।
       समिति ने दालों की आपूर्ति बढ़ाने के लिए चने और मसूर सहित दालों के न्यूनतम समर्थन मूल्य में प्रति क्विंटल सात सौ रुपए तक के इजाफे की भी मंजूरी दी। भारत बड़ी मात्रा में दालों का आयात करता है।       सरसों के न्यूनतम समर्थन मूल्य में साढ़े छह सौ और सूरजमुखी के न्यूनतम समर्थन मूल्य में सात सौ रुपए प्रति क्विंटल की बढ़ोत्तरी कर दोनों का मूल्य ढाई हजार रुपए प्रति क्विंटल कर दिया गया है। न्यूनंतम समर्थन मूल्य में बढ़ोतरी का फैसला कृषि लागत और मूल्य आयोग की सिफारिशों के आधार पर किया गया है।

       भारतीय रिजर्व बैंक ने कहा है कि ज्यादातर बैंक नकली नोटों का पतालगाने में नाकाम रहे हैं। नकली नोटों के बढ़ते खतरे के मुद्दे पररिजर्व बैंक ने कहा कि प्रक्रिया के अंदर ही जरूरी कदम उठाए जाएंगे। मुंबईमें संवाददाताओं से बातचीत में भारतीय रिजर्व बैंक के गवर्नर डीसुब्बाराव ने इस मुद्दे को महत्वपूर्ण बताया। इस मौके पर बैंकों नेगवर्नर को भरोसा दिलाया कि समूची प्रणाली के भीतर संवेदनशीलता बढ़ानेके लिए जरूरी उपाय किये जाएंगे और इसके लिए २०१२ के अंत तक नकली नोटोंको पहचानने में कार्यालयों में २० प्रतिशत कुशल कर्मचारी रखे जाएंगे।

       भारतीय रिजर्व बैंक ने बैंकों के लिए एक दिशा-निर्देश जारी किया है,जिसके तहत घरेलू क्षेत्रों में अंतर्राष्ट्रीय हवाई अड्डों के अलावाविदेशी मुद्रा विनिमय काउंटर खोलने की व्यवस्था की गई है। बैंक ने एकसूचना में कहा है कि अंतर्राष्ट्रीय हवाई अड्डों पर आगमन क्षेत्र मेंविदेशी मुद्रा विनिमय संबंधी काउंटर खोला जाना आदर्श व्यवस्था होगी।
यह व्यवस्था ग्राहक सेवा केन्द्रों के अलावा होगी।
       रिजर्व बैंक की सूचना में कहा गया है कि अंतर्राष्ट्रीय हवाई अड्डों पर प्रस्थान हॉल में इसी तरह का विदेशी मुद्रा विनिमय काउंटर तभी स्थापित किया जायेगा, जब आप्रवास डेस्क या ग्राहक सेवा डेस्क पहले से स्थापित हो जाएं।

       माना जाता है कि लंका अधिपति रावण वध और १४ वर्ष वनवास भोग कर भगवान राम अयोध्या लौटे तो अयोध्यावासियों ने भाव विभोर होकर दीप जलाए और खुशियां मनाई। इसी भाव के वशीभूत अयोध्या के संत-महंत और गृहस्थों में आज  अतिउत्साह देखने को मिल रहा है। मंदिरों में सीता के स्वरूप में लक्ष्मी पूजा के साथ-साथ भगवान राम और चारों भाइयों की पूजा-अर्चना की जा रही है और मंदिरों व घरों के दरवाजे, खिड़कियां, छज्जे, दीपकों से कल छोटी दीपावली से ही जगमगा रहे हैं।
ऐसा लग रहा है जैसे धरती पर दीपकों की बारात उतर आई है। अंधकार मिटाने। अयोध्या से राजेन्द्र सोनी।
       राष्ट्रपति, उप राष्ट्रपति, प्रधानमंत्री और यूपीए अध्यक्ष ने इस अवसर पर लोगों को बधाई दी है। प्रधानमंत्री डाक्टर मनमोहन सिंह ने आशा व्यक्त की है कि दीपों के इस त्यौहार से अंधेरा दूर होगा और लोगों के जीवन में खुशी और समृद्धि आएगी।
       अमरीका में सीनेट ने एक प्रस्ताव पारित कर दीपावली के अवसर पर अमरीका और विश्वभर में रहने वाले हिंदू, सिक्ख और जैन लोगों को बधाई दी है।

       उपराष्ट्रपति डॉ. हामिद अंसारी, राष्ट्रमंडल देशों के प्रमुखो की बैठक में भाग लेने के लिए शुक्रवार को ऑस्ट्रेलिया जाएंगे। यह सम्मेलन वैश्विक वित्तीय संकट जैसी चुनौतियों के बीच हो रहा है। इसके अलावा जलवायु
परिवर्तन तथा आतंकवाद जैसी समस्याओं से निपटने और विकास से जुड़े मुद्दों पर चर्चा की जाएगी। विदेश सचिव रंजन मथाई ने नई दिल्ली में बताया कि भारत का मानना है कि राष्ट्रमंडल के मौजूदा संस्थाओं को मजबूत किए जाने की जरूरत है।

       राष्ट्रमंडल का ध्यान एक बार फिर विकास की चुनौतियों पर केंद्रित होना चाहिए। हम लोकतंत्र के महत्वपूर्ण मूल्यों, कानून के शासन और मानवाधिकारों का समर्थन करते हैं। हम यह मानते हैं कि राष्ट्रमंडल को नवीन संस्थानों के निर्माण की बजाय मौजूदा संस्थानों को सशक्त करने की ओर ध्यान देना चाहिए।

       भारत ने कहा है कि देश में सुरक्षा की स्थिति पूरी तरह सामान्य है और पर्यटकों को किसी प्रकार का भय नहीं होना चाहिए। कल नई दिल्ली में मीडिया से बातचीत में विदेश सचिव रंजन मथाई ने अमरीका की पर्यटन सलाह को असंगत बताया। उन्होंने कहा कि अमरीकी परामर्श की भाषा ठीक नहीं है।
       श्री मथाई ने कहा कि कुछ देशों ने त्यौहारों के कारण बढ़ाए गए सुरक्षा प्रबंधों के बारे में भारतीय मीडिया की खबरों के आधार पर परामर्श जारी किए हैं। उन्होंने बताया कि इस वर्ष जम्मू कश्मीर में रिकार्ड संख्या में पर्यटक आए और इसके बारे में अन्य देशों को भी जानकारी है।

       ओडिशा के संबलपुर जिले के मुंडेर गांव में कल शाम हथियारबंद माओवादियों ने एक निजी निर्माण कंपनी की कम से कम २५ गाड़ियों में आग लगा दी। पुलिस ने बताया कि करीब १५ हथियारबंद माओवादियों ने निर्माण कंपनी के कर्मचारियों को बंधक बना लिया और  भारी संख्या में वाहनों को नुकसान पहुंचाया।
       इस बीच, भारी संख्या में पुलिस बल संबलपुर में घटनास्थल पर पहुंच गया है और इलाके में सघन तलाशी अभियान छेड़ दिया है।

 भारत ने इंग्लैंड से पांच एकदिवसीय अंतर्राष्ट्रीय क्रिकेट मैचों की श्रृंखला पांच शून्य से जीत ली। कल कोलकाता में पांचवें और अंतिम एकदिवसीय अंतर्राष्ट्रीय क्रिकेट मुकाबले में इंग्लैंड को ९५ रन से हरा दिया।

The Supreme Court has ruled that land acquisition proceedings lapses if the government fails to make the award within the stipulated two years from the date of notification. The court said, a reading of the relevant provision makes it clear that the Collector is obliged to make an award within a period of two years from the date of the publication of the declaration. A bench comprising justices GS Singhvi and SJ Mukhopadhaya said that the time consumed by court litigations should be excluded. The apex court passed the ruling while allowing an appeal filed by land owners R Indira Saratchandra and others challenging the acquisition of their land by the Tamil Nadu Housing Development Corporation.

Union Rural Development Minister Jairam Ramesh has accused the Mayawati government in Uttar Pradesh for directly abetting embezzlement of funds meant for the Mahatma Gandhi National Rural Employment Guarantee Act. In a letter written to the Chief Minister, Mr Ramesh favoured a CBI inquiry into misuse of funds and irregularities and hoped that the State government will give its concurrence, if it has nothing to hide and has a clear conscience. "Union Rural development Minister Jairam Ramesh in his letter has specifically mentioned seven districts including Balrampur, Gonda, Mahoba, Sonebhadra, Sant Kabir Nagar and Mirzapur where central funds have been allegedly misused by the state. He has also alleged that the State has ignored taking action on 22 reports of the National Level Monitors which highlighted grave irregularities. He has said that the State Quality Monitor's report on the four districts of Sonebhadra, Mirzapur, Kushinagar and Sant Kabir Nagar was also swept under the carpet. He underlined that more than 5,000 crore rupees had been earmarked as the labour budget for the current financial year towards wage payments in the State. SUNIL SHUKLA, AIR NEWS, LUCKNOW."

The government announced a hike of 115 rupees per quintal in minimum support price, MSP, of wheat to farmers at 1,285 rupees per quintal for the ongoing Rabi season. This is to offset the impact of higher input cost. The decision to raise MSP of wheat and other rabi crops was taken at the meeting of the Cabinet Committee on Economic Affairs, CCEA, in New Delhi yesterday. The CCEA also approved an increase in the MSP of pulses by up to 700 rupees per quintal to boost production as the country is dependent on imports to meet domestic demands. The support price for mustard seed and sunflower has also been increased to 2,500 rupees per quintal each.

The Reserve Bank of India said that majority of banks are failing in effective detection of counterfeit currency. Flagging the issue of the rising menace of counterfeit currency, RBI said that urgent steps will be taken to sensitise those within the system on the issue. Talking to reporters at the customary post-policy interaction in Mumbai yesterday, RBI Governor D Subbarao said that he raised the issue with the bankers at his post-policy meet. Bankers, in turn, assured the Governor that adequate steps towards sensitising those within the system will be undertaken and 20 per cent of the front-office personnel will be trained in detecting fake notes by end of 2012.

The Reserve Bank of India issued guidelines for banks for setting up foreign exchange counters beyond the domestic tariff area in international airports in the country. In a notification, RBI said that foreign exchange counters at the arrival halls in international airports in India shall ideally be established after the customs desk. However, it said, foreign exchange counters may also be established between the immigration desk and the customs desk in international airports in India, subject to the condition that these counters shall only purchase foreign currency and sell Indian Rupees.

In Odisha, Maoists attacked a private construction company and set afire at least 25 vehicles used for road construction work at Munder village in Sambalpur district last evening. As per reports, a group of about 15 armed Maoists entered into the company and torched 15 trucks, seven road rollers, a loader, a Hitachi PC-200 and a camper van. Meanwhile, CRPF jawans, Northern Police IG R.P.Koche and SP of Sambalpur rushed to the spot. Combing operations have been intensified in the area.

The Vice President Mohammad Hamid Ansari will represent India at the Commonwealth Heads of Government Meeting, CHOGM, beginning at Perth in Australia from Friday. CHOGM takes place against the backdrop of challenges like the global financial crisis and the focus of the deliberations would be on building resilience in member nations, particularly small states, to tackle the situation. Briefing newsmen in New Delhi on the Vice President’s visit, Foreign Secretay Ranjan Mathai said in New Delhi that India is of the opinion that focus should be on strengthening the existing institutions rather than creating new ones.
"The real focus of the Commonwealth should be once again on the development challenges which are upper most in the minds of the vast majority of the members. So while we support the important values of democracy, rule of law and human rights, we believe the commonwealth focus on strengthening the existing institutions rather than trying to create the new ones."

The Pakistani Taliban have released two videos of a Swiss couple who were kidnapped from Balochistan nearly four months ago. Links to the videos featuring Olivier David Och, 31, and Daniela Widmer, 28, were posted on the website of FATA Research Centre, a Pakistani think tank. One of the videos shows Och speaking in English and calling on US authorities to free Aafia Siddiqui, a Pakistani American scientist jailed for 86 years in 2010 after being convicted for the attempted murder of American agents who were interrogating her in Afghanistan. Och also calls on Pakistani authorities to free some Taliban militants.

In Tunisia, Ennahda party has emerged as the single largest party in the elections. According to official results declared by the Tunisian electoral commission, Ennahda has won 28 out of 64 seats within the country so far. The party has bagged 9 seats reserved for expatriate Tunisians living abroad. Ennahda now has 37 out of 82 seats which accounts for nearly 45 percent votes.

In Yemen, a truce between government and dissident forces collapsed as soon as it was announced. At least 15 people were killed in the capital Sanaa and the second largest city Taez yesterday in the government crackdown on protestors. The dead includes a seven-year-old child and a woman. The government and dissident general Ali Mohsen al-Ahmar had reached a ceasefire agreement yesterday. Meanwhile, Yemeni President Ali Abdullah Saleh informed the US that he is prepared to step down.

In Thailand, floodwaters reached Bangkok's domestic airport yesterday halting commercial flights and forcing people who had taken refuge there to head further south for safety.  सरकार ने चालू रबी मौसम के लिए गेहूं के न्यूनतम समर्थन मूल्य में एक सौ पन्द्रह रुपए प्रति क्विंटल की वृद्धि की घोषणा की है । अब किसानों को एक क्विंटल गेहूं के लिए एक हजार दो सौ पचासी रुपए मिलेंगे। गेहूं और अन्य रबी फसलों के न्यूनतम समर्थन मूल्य में वृद्धि का फैसला कल नई दिल्ली में आर्थिक मामलों की कैबिनेट कमेटी ने लिया।
 कैबिनेट कमेटी ने दालों की आपूर्ति बढ़ाने के उद्देश्य से चना और मसूर सहित दालों के न्यूनतम समर्थन मूल्य में प्रति क्विंटल सात सौ रुपए तक के इजाफे की भी मंजूरी दी।
 सरसों के न्यूनतम समर्थन मूल्य में साढ़े छह सौ और सूरजमुखी के न्यूनतम समर्थन मूल्य में सात सौ रुपए प्रति क्विंटल की बढ़ौतरी कर दोनों का मूल्य ढाई हजार रुपए प्रति क्विंटल कर दिया गया है।

  आर्थिक मामलों पर मंत्रिमंडलीय समिति ने बुनियादी ढांचा विकास योजना के तहत सात अरब ८७ करोड़ की लागत से देश में १५ नयी बड़ी फूड पार्क परियोजनाओं को मंजूरी दी है। इन फूड पार्काैं से खेतों से खुदरा बिक्री केन्द्रों तक सामान पहुंचाने के लिए एक मजबूत आपूर्ति श्रृंखला के अलावा देश के विभिन्न भागों में अत्याधुनिक बुनियादी सुविधाएं विकसित होंगी। आशा है कि इन परियोजनाओं से खाद्य पदार्थो की बर्बादी में उल्लेखनीय कमी आएगी, वस्तुओं के दाम में अतिरिक्त वृद्धि नहीं होगी, अतिरिक्त रोजगार के अवसर पैदा होगे और किसानों की आमदनी बढ़ेगी।
 यह परियोजना वैश्विक तथा घरेलू मांग के अनुसार बाजार की शक्तियों के आधार पर काम करेंगी। प्रत्येक फूड पार्क से लगभग छह हजार किसानों और उत्पादकों को प्रत्यक्ष लाभ होगा जबकि २५ से ३० हजार किसान परोक्ष रूप से लाभांवित होंगे।  इसके अलावा प्रत्येक फूड पार्क से करीब ४० हजार नये अवसर पैदा होंगे। प्रत्येक परियोजना के तहत ३० से ४० खाद्य प्रसंस्करण इकाइयां लगायी जाएंगी।

 मंत्रिमंडल की आर्थिक मामलों की समिति ने विश्व बैंक की सहायता से बांध सुधार परियोजना के प्रस्ताव को भी मंजूरी दी। इस योजना पर २१ अरब+ रूपये खर्च होंगे, जिसमें से १६ अरब ८० करोड़ रूपये विश्व बैंक देगा और तीन अरब ९३ करोड़ रूपये से अधिक की राशि परियोजना वाले राज्य देंगे। इस योजना से केरल, मध्यप्रदेश, ओड़ीशा और तमिलनाडु में दो सौ तेईस बांधों की हालत सुधारी जाएगी और केन्द्रीय जल आयोग के राष्ट्रीय स्तर के बांध सुरक्षा संगठनों को मजबूत किया जाएगा।

 सरकार ने कहा है कि बिजलीघरों में कोयले की उपलब्धता की स्थिति सुधरती जा रही है। कंपनियों को सलाह दी गई है कि वे प्राथमिकता के आधार पर बिजली घरों के लिए कोयला भेजना सुनिश्चित करें। एक सरकारी विज्ञप्ति के अनुसार सोमवार को कोयले के १८१ रेक भेजे गये, जिनमें से १४७ विद्युत क्षेत्र के लिए थे। इसके अलावा बिजली संयंत्रों के लिए सात रेक और एक लाख ७७ हजार टन अतिरिक्त कोयला भेजा गया। कोल इंडिया से प्रतिदिन औसतन १५६ रेकों की रेलों से ढुलाई हो रही है। इनमें से हर रोज १२७ रेक बिजलीघरों के लिए भेजे जा रहे हैं। विज्ञप्ति में बताया गया है कि उत्तर भारत के बिजलीघरों में कोयला भंडार की स्थिति की लगातार समीक्षा की जा रही है।

 केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने उत्तर प्रदेश में मायावती सरकार पर महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कार्यक्रम की राशि में गड़बड़ी करने का आरोप लगाया है। हमारे संवाददाता ने बताया है कि मुख्यमंत्री को लिखे पत्र में श्री रमेश ने इस कार्यक्रम की धनराशि के दुरूपयोग और अनियमितताओं की सीबीआई जांच का समर्थन करते हुए उम्मीद जाहिर की है कि अगर राज्य सरकार कुछ छिपाना नहीं चाहती और उसकी नीयत साफ है, तो वह जांच के लिए सहमति देगी।

केंद्रीय मंत्री जयराम रमेश ने अपने पत्र में बलरामपुर, गोंडा, महोवा, सोनभद्र, संत कबीर नगर और मिर्जापुर समेत सात जिलों का उल्लेख किया है जहां इस योजना को लागू करने में अनियमितताएं सामने आई हैं। उन्होंने कहा है कि राज्य सरकार ने राष्ट्रीय निरिक्षकों की २२ रिपोर्टों की अनदेखी की है जिसमें घपलों का उल्लेख किया गया है। इसी तरह सोनभद्र, मिर्जापुर, कुशीनगर और संत कबीर नगर जिलों के बारे में राज्य के गुणवत्ता निरिक्षकों की रिपोर्ट पर भी कोई कार्रवाई नहीं की गई। जयराम रमेश ने इस बात पर खेद व्यक्त किया है कि अधिकारियों द्वारा अर्जित बेतहाशा संपत्ति और उनके आपराधिक गतिविधियों पर भी निगाह नहीं रखी गई है। उन्होंने स्पष्ट किया है कि अधिकारियों और उनके राजनीतिक संरक्षकांें की आपराधिक गतिविधयों के चलते इस योजना के लिए केंद्र सरकार धन का आवंटन तो बंद नहीं करेगी लेकिन उसके दुरूपयोग पर अपनी आंखें भी बंद नहीं रख सकेगी। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

 उच्चतम न्यायालय ने व्यवस्था दी है कि अगर सरकार भूमि-अधिग्रहण की घोषणा के दो साल के अंदर किसानों को मुआवजा नहीं देती, तो उस अधिग्रहण को रद्द माना जाएगा। न्यायालय ने कहा कि संबंधित प्रावधान को पढ़ने से स्पष्ट होता है कि घोषणा के प्रकाशन की तारीख से दो वर्ष की अवधि के अंदर मुआवजा दिया जाना चाहिए। उच्चतम न्यायालय ने जमीन मालिकों आर. इंदिरा सरतचंद्र और अन्य द्वारा तमिलनाडु आवास विकास निगम द्वारा उनकी भूमि के अधिग्रहण को चुनौती देने वाली याचिका पर ये व्यवस्था दी।
 जमीन मालिकों ने इस आधार पर अधिग्रहण को चुनौती दी थी कि सरकार ने मद्रास उच्च न्यायालय के २९ अगस्त, १९९६ के आदेश द्वारा भूमि अधिग्रहण को बरकरार रखने के बाद निर्धारित दो वर्ष के बाद मुआवजा दिया था।
 इसके बाद उच्च न्यायालय के एक न्यायाधीश ने प्रभावित जमीन मालिकों द्वारा दायर नई याचिका की सुनवाई करते हुए अधिग्रहण को रद्द कर दिया था, क्योंकि सरकार द्वारा घोषणा करने के दो वर्ष बाद मुआवजा दिया गया था। लेकिन एक खंडपीठ ने इस फैसले को बदलते हुए सरकार के फैसले को सही ठहराया, जिसके बाद उच्चतम न्यायालय में यह याचिका दायर की गई थी। राज्य सरकार ने कहा कि उच्च न्यायालय के निर्णय की प्रति विलंब से मिली थी, जिसके कारण इतना विलंब हुआ।
 राज्य सरकार के दावे को नामंजूर करते हुए उच्चतम न्यायालय ने कहा कि धारा-११ ए में ऐसा कुछ भी नहीं है, जिससे समझा जा सके कि न्यायालय का आदेश, उसकी प्रति की डिलीवरी होने तक लागू रहता है।

 राजस्व गुप्तचर ब्यूरो ने मुम्बई, दिल्ली, पंजाब और हिमाचल-प्रदेश में कई स्थानों पर छापे मारकर एक अमरीकी नागरिक सहित दस लोगों को पकड़ा है जो गैर-कानूनी तरीके से नशीले पदार्थों के उत्पादन और उन्हें कुरियर से भेजने का काम करते थे।
 निदेशालय की दिल्ली इकाई के सूत्रों ने बताया है कि २० करोड़ मूल्य के मादक पदार्थ ग्लुकोज और दूध के पैकेटों में जहाज के ज+रिये भेजे जा रहे थे।
 सूत्रों ने यह भी बताया कि ब्यूरो ने अमेरिका के एक ग्रीनकार्डधारी फिरदौस मुकदम को मुम्बई में गिरफ्तार किया है और वह इस मामले में सबसे महत्वपूर्ण है।
 मादक पदार्थों संबंधी विशेष अदालत ने इन दस लोगों को १४ दिन की न्यायिक हिरासत में भेज दिया है।

 महाराष्ट्र में थाने जिले के भिवंडी क्षेत्र में कल शाम एक इमारत ढह जाने से छः महिलाओं और एक बच्चे सहित आठ लोगों की मौत हो गई। १७ लोग घायल हुए हैं। हमारे संवाददाता ने खबर दी है कि नगर निगम के कर्मचारी और पुलिसकर्मी आज सुबह नौ बजे तक बचाव कार्यों में लगे रहे। थाणे नगर निगम के आयुक्त ने मृतकों के परिजनों को पचास-पचास हजार रूपये की आर्थिक सहायता देने की धोषणा की है। उन्होंने बताया है कि इस इमारत में भूतल के अलावा एक और मंजिल बनाने की अनुमति दी गई थी लेकिन गैर कानूनी तरीके से दो मंजिलें और बना ली गईं। मार्च २०११ में इस इमारत को असुरक्षित घोषित कर दिया गया था और इसमें रहने वालों को इसे खाली करने के लिए कहा गया था, लेकिन बार-बार चेतावनी दिए जाने के बाद भी वे इस इमारत में रहते रहे।

 उपराष्ट्रपति मोहम्मद हामिद अंसारी आज रात पर्थ रवाना हो रहे हैं, जहां वे शुक्रवार को शुरू हो रही राष्ट्रमंडल देशों के प्रमुखों की बैठक-चोगम में भारत का प्रतिनिधित्व करेंगे। वैश्विक आर्थिक संकट जैसी चुनौतियों की पृष्ठभूमि में हो रही इस बैठक में सदस्य देशों, विशेष रूप से छोटे देशों की इस स्थिति से निपटने की क्षमता विकसित करने पर मुख्य रूप से चर्चा होगी। विकास के मुद्दे और जलवायु परिवर्तन तथा आतंकवाद से मिलकर निपटने जैसे मुद्दों पर भी विचार-विमर्श हो सकता है। विदेश सचिव रंजन मथाई ने बताया कि भारत की राय है कि नए संगठन बनाने की बजाय मौजूदा संगठनों को मजबूत करने पर ज्यादा ध्यान दिया जाना चाहिए।

राष्ट्रमंडल का ध्यान एक बार फिर विकास की चुनौतियों पर केंद्रित होना चाहिए। हम लोकतंत्र के महत्वपूर्ण मूल्यों, कानून के शासन और मानवाधिकारों का समर्थन करते हैं। हम यह मानते हैं कि राष्ट्रमंडल को नवीन संस्थानों के निर्माण की बजाय मौजूदा संस्थानों को सशक्त करने की ओर ध्यान देना चाहिए।

 भारत ने ऑस्ट्रेलिया से पर्यटन यात्रा परामर्श वापस लेने को कहा है। समाचार एजेंसी पीटीआई ने सरकारी सूत्रों के हवाले से खबर दी है कि चोगम के विदेश मंत्रियों की बैठक में भाग लेने पर्थ गये विदेश मंत्री एस एम कृष्णा ने ऑस्ट्रेलिया के विदेश मंत्री केविन रड के साथ इस बारे में बातचीत की। श्री रड ने कहा कि इस तरह के परामर्श नियमित व्यवस्था है और उनकी सरकार के पास ऐसी कोई खास सूचना नहीं है कि जिसे वह भारत के साथ साझा करे।
 अमरीका और ऑस्ट्रेलिया सहित विभिन्न देशों द्वारा अपने नागरिकों को यात्रा परामर्श जारी किये जाने के परिपेक्ष्य में भारत ने इस मुद्दे को गंभीरता से लिया है। भारत का मानना है कि इस तरह के परामर्श वास्तविकता को नहीं दर्शाते हैं और इनका देश के पर्यटन पर प्रतिकूल असर पड़ता है।

 भारत ने लाल वकैया, बागमती और कमला नदियों पर तटबंध बनाने के लिए नेपाल को ३४ करोड़ नेपाली रूपये दिये है। काठमांडू में भारत के राजदूत जयंत प्रसाद ने कल नेपाल के सिंचाई मंत्री महेन्द्र प्रसाद यादव को इस राशि का चैक दिया। हमारी संवाददाता ने बताया है कि यह राशि जलभराव तथा बाढ़ प्रबंधन पर भारत-नेपाल संयुक्त समिति के फैसलों के तहत दी गई है।

भारत नेपाल को लालबकेया, बाघमति और कमला नदियों के तटबंधों को मजबूत करने के लिए सहायता उपलब्ध कराता रहा है। अपने वायदे के अनुसार भारत पहले ही इन नदियों के तटबंधों को मजबूत करने के लिए २ अरब ३७ करोड़ रूपये दे चुका है। इसके अलावा भारत नेपाल की गगन, त्रिजुगा, लखनदेई, सुनसारी, कनकई और कालीगंडकी नदियों की बाढ़ के बचाव कार्यों के लिए करीब २७ करोड़ नेपाली रूपये की मदद देने को प्रतिबद्ध है। त्रिजुगा, कनकई और लखनदेई नदियों के लिए बाढ़ बचाव से जुड़े निर्माण कार्य पूरे हो चुके है। भारत नेपाल को जलसंसाधन सहित विभिन्न क्षेत्रों में मदद पहुंचाता रहा है, जिससे नेपाल के उन्नति और विकास में मदद हो सके। काठमांडू से जेन नामचू की रिपोर्ट के साथ नई दिल्ली से वर्तिका।

 भारत ने कहा है कि अमरीका ने क्यूबा पर लगभग आधी शताब्दी से जो प्रतिबंध लगा रखा है, उसे तुरंत हटाया जाना चाहिए। इस प्रतिबंध की वजह से क्यूबा के विकास पर प्रतिकूल असर पड़ा है और वहां की जनता की आर्थिक संपन्नता प्रभावित हुई है।
 विदेश राज्यमंत्री ई. अहमद ने कहा कि क्यूबा द्वारा पेश किये गये प्रस्ताव का भारत समर्थन करता है और अन्य देशों के साथ उसका भी कहना है कि क्यूबा पर लगाई गई आर्थिक, वाणिज्यिक और वित्तीय पाबंदियों को फौरन खत्म किया जाना चाहिए। उन्होंने अमरीका द्वारा प्रतिबंध जारी रखने को दुर्भाग्यपूर्ण बताते हुए कहा कि यह कार्रवाई विश्व जनमत का उल्लंघन है बहुपक्षीय धारणाओं के खिलाफ है और इससे संयुक्त राष्ट्र की साख को आघात पहुंचता है।
 संयुक्त राष्ट्र महासभा ने लगातार बीसवें वर्ष अमरीका द्वारा क्यूबा पर   प्रतिबंध जारी रखने को खत्म करने की मांग दोहराई। महासभा में इस सिलसिले में एक प्रस्ताव पास किया गया जिसके पक्ष में एक सौ छियासी वोट पड़े। केवल इजराइल और अमरीका ने ही इसका विरोध किया। प्रस्ताव में सभी देशों से फिर कहा गया कि वे ऐसे कानूनों और उपायों को न लागू करें जो व्यापार की स्वतंत्रता के अनुरूप नहीं हैं।

 अफगानिस्तान के उत्तरी परवान प्रांत के बगराम जि+ले में आज सुबह एक तेल टैंकर में छिपाकर रखे गये बमों के फटने से कम से कम दस लोग मारे गये हैं और ३५ लोग घायल हो गये हैं। मीडिया की खबरों में कहा गया है कि दो बार विस्फोट हुए। हमारे संवाददाता ने बताया है कि पहले विस्फोट से टैंकर में छेद हो गया और लोग जब तेल इकट्ठा करने के लिए जमा हुए तो दूसरा विस्फोट हुआ और भंयकर आग लग गई। कई घायलों की हालत गंभीर बतायी जाती है।

यह धमाके ऐसे समय हुए है, जब अफगान सुरक्षा बलों ने अमेरिका के लिए नेतृत्व वाली अंतर्राष्ट्रीय सेना के साथ मिलकर अफगानिस्तान की पूर्वी अशांत सीमा पर विद्रोहियों के खिलाफ बढ़ा सैनिक अभियान पूरा किया है। शमशीर नाम के इस अभियान में कम से कम दो सौ विद्रोहियों के मारे जाने की खबर है। अफगानिस्तान के रक्षा मंत्रालय के प्रवक्ता जनरल जहीर आजमी ने कहा है कि इस अभियान से विद्रोहियों का हौसला पस्त हो गया है और इधर उम्मीद नाम का एक और अभियान कुछ अन्य प्रांतों में शुरू किया जा रहा है। ऐसे में आज हुए विस्फोट पिछले अभियान से विद्रोहियों में उभरी आशा का परिणाम हो सकते है। राजेंद्र उपाध्याय, आकाशवाणी समाचार, काबुल।

 ट्यूनिशिया के चुनाव में इन्नाहादा पार्टी सबसे बड़ी पार्टी के रूप में उभर कर सामने आई है। ट्यूनिशिया के चुनाव आयोग द्वारा घोषित आधिकारिक नतीजों के अनुसार एन्नाहादा पार्टी ने अब तक ३९ घरेलू सीटों में से १५ जीती हैं। पार्टी ने देश से बाहर रहने वाले ट्यूनिशिया के नागरिकों के लिए आरक्षित नौ सीटें भी अपने नाम की हैं। एन्नाहादा ने ६४  में से २८ सीटें जीती हैं। वयोवृद्ध मानवाधिकार कार्यकर्ता मोनसेफ मरजूकी के नेतृत्व वाली कांग्रेस फॉर द रिपब्लिक १३ सीटें जीतकर दूसरी सबसे बड़ी पार्टी के रूप में उभरी है। पार्टी ने इन्नाहादा के साथ गठबंधन में शामिल होने की इच्छा जाहिर की है। वामपंथी एत्ताकतोल पार्टी के नेताओं को भी चुनाव में फायदा हुआ है और वे एक स्थिर गठबंधन बनाने पर विचार कर रहे हैं। ट्यूनिशिया में दो सौ १७ सदस्यों वाली नेशनल असेम्बली के लिए शनिवार को चुनाव हुए थे। अंतर्राष्ट्रीय प्रेक्षकों ने इसे ट्यूनिशिया में अब तक हुआ सबसे स्वतंत्र और निष्पक्ष चुनाव करार दिया है।

 तुर्की, रविवार को देश के पूर्वी भाग में आये विनाशकारी भूकंप से हुई तबाही से निपटने में विदेशी सहायता स्वीकार करेगा। तुर्की को भूकंप से हुई तबाही से निपटने का  काफी अनुभव है और वह अब तक विदेशी सहायता नामंजूर करता आ रहा था। लेकिन अधिकारियों का कहना है कि  भूकंप में लगभग दो हजार मकान नष्ट हो गये हैं और उन्हें मकानों की बेहद जरूरत है। ४५९ लोग मारे गये हैं और एक हजार ३०० से अधिक लोग घायल हुए हैं। अधिकारियों का कहना है कि मरने वालों की संख्या बढ़ सकती है। भूकंप के तीन दिन बाद आज बचावकर्मियों ने  मलबे में फंसी २७ वर्षीय महिला को जीवित निकाला।

 हिमाचल प्रदेश के लाहौल स्पीति में एक सप्ताह पहले दुर्घटनाग्रस्त हुए मिग-२९ लड़ाकू विमान का मलबा अभी तक नहीं मिला है। वायुसेना इसकी तलाश में जुटी है और इसके लिए उसने १३२ उड़ानें भरी हैं। विमान के चालक का अब तक पता नही चला है।
 वायुसेना ने नेशनल रिमोट सेन्सिंग एजेंसी से भी सम्पर्क किया है ताकि वह अपने उपग्रह के ज+रिये उस इलाके की पूरी जानकारी प्राप्त कर सके।
 सेना के लद्दाख स्काउट के जवान और वायुसेना के पर्वतारोही भी विमान की तलाश में जुटे हैं।

 उत्तराखंड में इस मौसम की पहली बर्फ गिरी है। चमौली और पिथौरागढ़ जिलों के ऊंचाई वाले पर्वतीय क्षेत्रों में कल रात बर्फबारी की खबर है। खबरों के अनुसार कुमाऊं डिवीजन के मुंसायरी और गढ़वाल क्षेत्र के बद्रीनाथ, हेमकुंड साहिब और फूलों की घाटी में हल्के से सामान्य हिमपात हुआ है। राज्य के कई हिस्सों में न्यूनतम तापमान में गिरावट आई है।

The government announced a hike of 115 rupees per quintal in minimum support price, MSP, of wheat to farmers fixing at 1,285 rupees per quintal for the ongoing Rabi season. This is to offset the impact of higher input cost. The decision to raise MSP of wheat and other rabi crops was taken at the meeting of the Cabinet Committee on Economic Affairs, CCEA, in New Delhi yesterday. The CCEA also approved an increase in the MSP of pulses by up to 700 rupees per quintal to boost production as the country is dependent on imports to meet domestic demands. The support price for mustard seed and sunflower has also been increased to 2,500 rupees per quintal each.

The Cabinet Committee on Economic Affairs, has approved setting up 15 new Mega Food Park Projects under the Infrastructure Development Scheme at a total cost of over 787 crore rupees. The setting up of 15 new Mega Food Parks will result in creation of state of the art infrastructure in major parts of the country with efficient supply chain management from farm gate to retail outlets. The projects are expected to bring about substantial reduction of wastage, value addition, employment generation and increased income for the farmers. The Scheme will be implemented in a market driven manner commensurate with both global and national demands. Innovative supply chain management will be the key to implementation of this scheme. Each Mega Food Park is expected to benefit 6000 farmers and producers directly and 25 to 30 thousand farmers indirectly. Each Mega Food Park will also generate about 40,000 jobs. An estimated 30 to 40 food processing industries are expected to be set up in each project.
In yet another decision ,CCEA approved the proposal for the scheme of Dam Rehabilitation and Improvement Project (DRIP) with the World Bank assistance. The total cost of the scheme 21,00 crore rupees of which 1680 crore rupees will be funded by the World Bank while over 393 crore will be the share of the states. The scheme will help provide rehabilitation of 223 Dams in the States of Kerala, Madhya Pradesh, Odisha and Tamil Nadu along with Strengthening of the Dam Safety Organizations at national level in the Central Water commission.

The government said that availability of coal with power stations is improving as the companies have been advised to ensure priority movement of the dry fuel to them. According to an official release, of the total 181 coal rakes dispatched on Monday, 147 were for the power sector. It said, in addition, seven rakes and another 1, 77,000 tonnes of coal were dispatched through merry-go-round, MGR, exclusive arrangements of power houses for transport, to the power plants. The overall average rail loading from Coal India sources was 156 rakes per day, out of which 127 rakes per day were dispatched to the power stations. The release said that the coal stock position in the power stations of Northern India is also being continuously reviewed.

The government has allocated 19.15 lakh tonnes of sugar to meet the internal demand during the month of November. According to the Ministry of Consumer Affairs, Food and Public Distribution Ministry, the total quantity of sugar includes about 17 lakh tonnes of non- levy sugar , meant for open market and the remaining 2.14 lakh tonnes for levy sugar is to be distributed through public distribution system. The Ministry expects that the allocated quantity is sufficient to meet the internal demand of sugar for the next month.

The Vice President Mohammad Hamid Ansari will leave for Perth late tonight. He will represent India at the Commonwealth Heads of Government Meeting, CHOGM, beginning at Perth in Australia from Friday. CHOGM takes place against the backdrop of challenges like the global financial crisis and the focus of the deliberations would be on building resilience in member nations, particularly small states, to tackle the situation. Issues like development, climate change and dealing with terrorism jointly may also come up for discussions. Briefing newsmen in New Delhi on the Vice President’s visit, Foreign Secretary Ranjan Mathai said in New Delhi that India is of the opinion that focus should be on strengthening the existing institutions rather than creating new ones.

Directorate of Revenue Intelligence (DRI) has conducted simultaneous searches at various locations in Mumbai, Delhi, Punjab and Himachal Pradesh over the last weekend and apprehended ten people including a US citizen who were allegedly involved in the manufacturing and sending couriers of narcotics illegally. The Delhi zonal unit of the DRI sources said that narcotic drugs worth 20 crore rupees were allegedly being shipped out in glucose and milk packets. The sources added that Firdosh Mukaddam, a US green card holder, has been arrested by the agency from Mumbai and is considered a crucial link in the case. A special Narcotic Drug and Psychotropic Substances court in New Delhi remanded the 10 people to 14 days judicial custody after DRI sleuths brought them from various places.

The Supreme Court has ruled that land acquisition proceedings lapses if the government fails to make the award within the stipulated two years from the date of notification. The court said, a reading of the relevant provision makes it clear that the Collector is obliged to make an award within a period of two years from the date of the publication of the declaration. A bench comprising justices GS Singhvi and SJ Mukhopadhaya said that the time consumed by court litigations should be excluded. The apex court passed the ruling while allowing an appeal filed by land owners R Indira Saratchandra and others challenging the acquisition of their land by the Tamil Nadu Housing Development Corporation.

The death toll in the building that collapsed in Bhiwandi in Thane district last evening, has risen to eight. Out of the eight people who lost their lives, six are women, one child and a man. 17 people have been injured after the building collapsed in the evening on Tuesday. Our correspondent reports that two people are still in a critical condition and have been admitted to Lokmanya Tilak Hospital in Sion, Mumbai. 5 others are admitted to the district Government hospital in Thane and 10 are admitted to the Indira Gandhi Memorial hospital in Bhiwandi.
Rescue operations by municipal workers and the police continued till 9 AM this morning. The municipal commissioner of Thane, Achut Hange has declared a compensation and economic assistance of 50, 000 rupees to the family members of the deceased. He said that the builder identified as Jagdish Pandu Lakshman was given permission to construct only ground plus one structure but the he had illegally added two more floors. In March 2011, the building was declared unsafe and the residents were asked to vacate immediately but they continued to live in the building in spite of warnings.

Union Rural Development Minister Jairam Ramesh has accused the Mayawati government in Uttar Pradesh for directly abetting embezzlement of funds meant for the Mahatma Gandhi National Rural Employment Guarantee Act. In a letter written to the Chief Minister, Mr Ramesh favoured a CBI inquiry into misuse of funds and irregularities and hoped that the State government will give its concurrence, if it has nothing to hide and has a clear conscience. "Union Rural development Minister Jairam Ramesh in his letter has specifically mentioned seven districts including Balrampur, Gonda, Mahoba, Sonebhadra, Sant Kabir Nagar and Mirzapur where central funds have been allegedly misused by the state. He has also alleged that the State has ignored taking action on 22 reports of the National Level Monitors which highlighted grave irregularities. He has said that the State Quality Monitor's report on the four districts of Sonebhadra, Mirzapur, Kushinagar and Sant Kabir Nagar was also swept under the carpet. In Odisha, Maoists attacked a private construction company and set afire at least 25 vehicles used for road construction work at Munder village in Sambalpur district last evening. As per reports, a group of about 15 armed Maoists entered into the company and torched 15 trucks, seven road rollers, a loader, a Hitachi PC-200 and a camper van. Senior police officials and CRPF jawans have rushed to the spot. Combing operations have been intensified in the area.

A week after the crash of a MiG 29 fighter in Lahaul-Spiti valley in Himachal Pradesh, the wreckage of the plane is yet to be located during search operations by the IAF. It carried out 132 sorties and the fate of the pilot is still not known. The Indian Air Force (IAF) has also approached the National Remote Sensing Agency (NRSA) to make available data of the probable search area through its satellites. An IAF spokesperson said in New Delhi that this effort was important as no radio call was received from the crashed aircraft and early sighting of the missing pilot and the aircraft wreckage was important. Troops from Indian Army's Ladakh Scouts and IAF mountaineers have also been pressed into the operation to locate the aircraft.

In Afghanistan at least ten people were killed and dozens other injured when a bomb hidden inside an oil tanker went off in Bagaram district of the northern Parwan province this morning. Official sources said scores of people had gathered around an oil tanker to collect fuel that was leaking from the tanker. As the people massed around the tanker, a bomb inside went off killing ten people and injuring 35 others. More from our correspondent:

In Tunisia, Ennahda party has emerged as the single largest party in the elections. According to official results declared by the Tunisian electoral commission, Ennahda has won 28 out of 64 seats within the country so far. In Yemen, a truce between government and dissident forces collapsed as soon as it was announced. At least 15 people were killed in the capital Sanaa and the second largest city Taez yesterday in the government crackdown on protestors. The dead includes a seven-year-old child and a woman. The government and dissident general Ali Mohsen al-Ahmar had reached a cease fire agreement yesterday. Meanwhile, Yemeni President Ali Abdullah Saleh informed the US that he is prepared to step down.

India has given over thirty four crore, nepali rupees for embankment construction along Lalbakeya, Bagmati and Kamala rivers in Nepal. The Ambassador of India to Nepal, Mr Jayant Prasad handed over the cheque of the amount to the Minister of Irrigation, Government of Nepal Mr. Mahendra Prasad Yadav in Kathamndu yesterday. Our Correspondent reports that the assistance is India’s contribution towards construction of embankments which is being undertaken in accordance with decisions made by the India- Nepal Joint Committee on Inundation and Flood Management.
India has been providing assistance to Nepal for strengthening and extension of embankments along Lalbakeya, Bagmati and Kamla rivers. As part of its commitment India has already disbursed around two arab thirty seven crore rupees for embankment construction along these three rivers.. Besides , India has also committed grant assistance of nearly twenty- seven crore nepali rupees for flood protection works along Gagan, Trijuga, Lakhandei, Sunsari, Kankai and Kaligandaki rivers in Nepal, for which flood protection works along Trijuga, Kankai and Lakhandei rivers have been already completed. India has asked Australia to withdraw issuance of advisory for tourists travelling to India. Quoting official sources PTI reported that Minister of External Affairs S M Krishna, who is in Perth to attend the CHOGM Foreign Ministers Meeting, held talks with his Australian counterpart Kevin Rudd and raised the issue in detail. Responding to Krishna, Rudd said such advisories were "routine" advice and his government does not have any information of any specific threat to share with India. In the wake of many countries, including the US and Australia, issuing travel advisories to their citizens, New Delhi has taken a serious note of the issue, maintaining such notices do not reflect the reality and have adverse effect on the tourism to the country.

NATO ambassadors are meeting in Brussels today to make a formal decision on ending the alliance's air campaign over Libya. Last week, NATO made a preliminary decision to end its mission on October the 31st. However, Libya's interim oil and finance minister says the country's National Transitional Council wants NATO to maintain its mission for at least another month. The meeting comes a day after former Libyan leader Moammar Gadhafi was buried in a secret desert location. He was shot and killed last Thursday as provisional government forces stormed his hometown of Sirte.

The United Nations General Assembly has voted to condemn the U.S. economic embargo against Cuba for the 20th consecutive year. Yesterday's vote was 186 in favour of the resolution with only the United States and Israel voting against it. Three nations abstained. U.S. diplomat Ron Godard called the embargo a bilateral issue between the United States and Cuba and said it is not a concern of the General Assembly. He said the United States is open to a new relationship with Cuba as soon as its government respects human rights and lets its people determine their own destiny.

Computers at several of Japan's overseas diplomatic missions have been hit by cyber attacks, just a day after it was revealed the country's parliament had been targeted. The report said computers at embassies and consulates in nine countries were infected with viruses. An official for the foreign ministry said no classified information had been stolen and the infections had been found in the ministry's Internet-capable open systems, while diplomatic secrets are handled in a closed system. He said the countries where infection was found included France, the Netherlands, Myanmar, the United States, Canada, China and South Korea. Reports yesterday said that computers in the lower house of parliament were hit by cyber attacks from a server based in China that left information exposed for at least a month. China has been accused of spearheading online attacks on government agencies and companies, allegations Beijing has always denied.

बंगलौर में लोकायुक्त अदालत ने पुलिस से कहा है वह अपर भद्र सिंचाई परियोजना के कार्य को पूर्व मुख्यमंत्री बी एस येदियुरप्पा द्वारा एक निजी कम्पनी को दिये जाने के मामले में वित्तीय अनियमितताओं के आरोपों के बारे में एक महीने के भीतर अपनी रिपोर्ट पेश करे। न्यायाधीश एन के सुधीन्द्र राव ने इस मामले की चल रही जांच-पड़ताल की स्थिति की रिपोर्ट प्राप्त करने के बाद ये आदेश दिए। न्यायाधीश ने लोकायुक्त पुलिस के जांच अधिकारी, डी एस पी गिरीश से कहा कि वे अंतिम रिपोर्ट २६ नवम्बर तक पेश कर दें।
न्यायालय के निर्देश के बाद पुलिस दस अगस्त को ही येदियुरप्पा के खिलाफ एफ आई आर दर्ज कर चुकी है। जनता दल-एस के नेता वाई एस वी दत्ता की शिकायत पर एफ आई आर दर्ज की गयी है।
श्री दत्ता ने अपनी शिकायत में आरोप लगाया था कि परियोजना के दूसरे चरण के काम -काज का ठेका आर एन एस ज्योति फर्म को दिया गया था। इस कार्य को कम पैसे में पूरा करने की बोली लगाने वाली कम्पनी के स्थान पर अधिक रकम लेने की बोली लगाने वाली फर्म आर एन एस ज्योति को इसका ठेका दिया गया। उन्होंने आरोप लगाया था कि आर एन एस ज्योति फर्म ने ये ठेका प्राप्त करने के लिए येदियुरप्पा के दामाद और बेटों की कम्पनियों धवलगिरी डेवलपर्स और सहयाद्री हेल्थ केयर को तेरह करोड़ रुपये ट्रासफर किए थे।

गोल्डमैन साच्‌स के पूर्व निदेशक रजत गुप्ता ने अंदरूनी व्यापार घोटाला मामले में आज न्यूयॉर्क में एफबीआई के सामने समर्पण कर दिया है। एफबीआई के एक अधिकारी ने पीटीआई को बताया कि रजत गुप्ता ने न्यूयॉर्क में एफबीआई के मेनहाटन कार्यालय में समर्पण किया। अधिकारी ने कहा कि आज बाद में गुप्ता के खिलाफ आरोप पत्र दाखिल किये जाने की उम्मीद है।

इस घोटाले में गुप्ता के शामिल होने का पता तब चला जब अभियोजकों ने उसके दोस्त श्रीलंकाई मूल के राज राजरत्नम पर अंदरूनी व्यापार में घोटाला करने का आरोप लगाया था। इस महीने के शुरू में राजरत्नम को ११ साल की कैद की सजा सुनाई गई है।

भारत ने अमरीका द्वारा १९६२ से क्यूबा के खिलाफ लगाए गए आर्थिक और व्यापार प्रतिबंध तुरंत हटाने की अपील की है। विदेश राज्य मंत्री ई. अहमद ने संयुक्त राष्ट्र महासभा में इस आशय के प्रस्ताव के समर्थन में कहा कि क्यूबा और अमरीका के बीच आर्थिक तथा वाणिजिक संबंध मजबूत करने की काफी संभावनाएं हैं। १९३ सदस्यों वाली महासभा ने इस प्रस्ताव को १८२ मतों से पारित किया और सिर्फ अमरीका तथा इस्राइल ने प्रस्ताव के विरोध में मत दिया, जबकि तीन देशों ने मतदान में हिस्सा नहीं लिया। प्रस्ताव में प्रतिबंध लगाने वाले देशों से आग्रह किया गया है कि वे जल्द से जल्द प्रतिबंध हटाने के लिए आवश्यक कदम उठायें।

क्यूबा के विदेश मंत्री ब्रूनो रोद्रिगेज+ ने महासभा में प्रस्ताव पेश करते हुए कहा कि लगभग आधी शताब्दी पहले अमरीका द्वारा क्यूबा के खिलाफ लगाये गए प्रतिबंध से उसके लोगों को काफी मुसिबतों का सामना करना पड़ा है। इससे देश कीे प्रगति और विकास में बाधाएं आईं हैं।

अमरीकी सरकार ने २०१० और २०११ के बीच भारतीयों को जारी किये जाने वाले एच-१बी वीजा में २४ प्रतिशत की बढ़ोतरी की है। इस वीजा से कुशल पेशेवर अमरीका में अस्थाई रूप से काम कर सकते हैं। नई दिल्ली में अमरीकी दूतावास के अनुसार २०१० में ५४ हजार वीजा जारी किये गये थे, जबकि २०११ में ६७ हजार वीजा जारी किये गये। भारत, अमरीका से लगातार यह कह रहा है कि एच-१बी वीजा मामले को लेकर सूचना प्रौद्योगिकी उद्योग को हो रही कठिनाइयों को वह जल्द से जल्द निपटाये।

ऑस्ट्रेलिया के पर्थ में शुक्रवार से शुरू होने वाले राष्ट्रमण्डल शासनाध्यक्ष सम्मेलन-चोगम में यूरोपीय देशों और अमरीका में आर्थिक संकट के प्रभाव, जी-२० और राष्ट्रमंडल देशों के बीच सहयोग की भूमिका, जलवायु परिवर्तन और ऊर्जा क्षेत्र में सहयोग पर मुख्यरूप से चर्चा होगी। उपराष्ट्रपति मोहम्मद हामिद अंसारी भारतीय प्रतिनिधिमंडल के साथ सम्मेलन में भाग लेने के लिए आज रात पर्थ रवाना हो रहे हैं। सम्मेलन में टिकाऊ विकास, खाद्य सुरक्षा और अन्य महत्त्वपूर्ण मुद्दों पर भी चचा होगी। भारत ने स्पष्ट किया है कि वह मानवाधिकार मुद्दों पर राष्ट्रमण्डल महासचिव को सुझाव देने के लिए एक समिति बनाने के पक्ष में नहीं है। विदेश सचिव रंजन मथाई ने नई दिल्ली में पत्रकारों को बताया कि इस बारे में मौजूदा व्यवस्था को मजबूत करने की जरूरत है। श्री हामिद अंसारी आपसी हित के मुद्दों, पश्चिम एशिया तथा अफगानिस्तान और लीबिया की घटनाओं समेत अंतर्राष्ट्रीय घटनाओं पर अनेक शासनाध्यक्षों के साथ द्विपक्षीय बैठकों में विचारों का आदान-प्रदान करेंगे।

यमन में सरकार और सेना के बागी जनरल के वफादार सैनिकों द्वारा संघर्ष विराम की घोषणा के बावजूद कल रात हुई हिंसा में १९ लोग मारे गये। चिकित्सा अधिकारियों ने आज बताया कि सना और तैज+ शहरों के दंगों में मारे गए लोगों में नागरिक, कबायली और सरकारी सैनिक शामिल हैं। राजधानी में राष्ट्रपति अली अब्दुल्ला सालेह के खिलाफ आंदोलन कर रहे लोगों पर सुरक्षाबलों ने गोली चलाई। विद्रोही सैनिकों और सरकारी सेना के जवानों के बीच भी झड़प हुई जिसमें कम से कम चालीस लोग घायल हुए। तैज+ में सेना की गोलीबारी में एक महिला सहित दो लोग मारे गए। संघर्षरत बलों के बीच कल संघर्षविराम की घोषणा की गई थी लेकिन इस पर अमल नहीं किया गया और फायरिंग तथा विस्फोट शुरू हो गए। इससे पहले भी संघर्षविराम के कई समझौते विफल रहे हैं।

इराक के मोसल इलाके में हुए दो कार बम विस्फोट में नौ लोग मारे गये और २९ लोग घायल हुए हैं। मोसल के पड़ोसी कस्बे अल-जहूर में सेना के गश्ती दल पर कार बम विस्फोट किया गया जिसमें तीन सैनिक सहित छह लोग मारे गये।
इसी क्षेत्र में आज सुबह एक और कार बम विस्फोट किया गया जिसमें दो नागरिक मारे गये और १६ घायल हुए।

उधर, स्कंदरिया में धार्मिक नेता सफा-अल-मूसवी के घर पर भी कल शाम हमला किया गया। हमले में दो व्यक्ति मारे गये, जबकि मूसवी और उसके बेटे गंभीर रूप से घायल हुए हैं।

ट्यूनिसिया में इस्लामी अन्नहदा पार्टी के नेता राशिद गन्नूशी ने कहा है कि पहले स्वतंत्र आम चुनाव में उनकी पार्टी अन्य दलों से आगे है और गठबंधन सरकार के लिए बातचीत शुरू कर दी गई है। शुरूआती परिणाम के अनुसार ८९ घोषित सीटों में से ३७ सींटे अन्नहदा पार्टी को मिली है। कांगे्रस फॉर द रिपब्लिक-सी.पी.आर., को १४ सीटें, और अरीजा शाबिया को ११ सीटें मिली, जबकि इत्तकातोल ने १० सीटों पर कब्जा किया है। सबसे कम पांच सीटें प्रोगेसिव डेमोक्रेटिक पार्टी को मिली है। २१७ सदस्यीय राष्ट्रीय असेम्बली के लिए रविवार को हुए मतदान में नब्बे प्रतिशत लोगों ने वोट डाले। २१७ सीटों में से १९९ सीटें ट्यूनिस निवासियों और १८ सीटें प्रवासियों के लिए आरक्षित थी।

अफगानिस्तान की गुप्तचर सेवा ने पाकिस्तान की खुफिया एजेंसी-आई एस आई द्वारा प्रशिक्षित एक आत्मघाती बम हमलावर को पकड़ा है। बीबीसी के अनुसार आईएसआई ने इस साल के शुरू में इस व्यक्ति को भर्ती किया था और उसे आत्मघाती बम हमलावर के रूप में प्रशिक्षित किया था, ताकि अफगानिस्तान में पश्चिमी गठबंधन सेनाओं को निशाना बनाया जा सके। काबुल के पास जेल में बंद इस युवक ने कहा कि उसके मिशन की तैयारी, पाकिस्तान में एक शिविर में आईएसआई के एक अधिकारी की देखरेख में चल रही थी। १५ दिन के प्रशिक्षण के बाद उसे दो अन्य लोगों के साथ अफगानिस्तान भेजा गया।

ओड़िशा में संबलपुर जिले के जंगलों में आज सुबह सुरक्षा बलों और माओवादियों के बीच गोलीबारी हुई। पुलिस ने एक माओवादी शिविर को नष्ट करने का दावा किया है। सबंलपुर के पुलिस अधीक्षक निखिल कनोडिया ने बताया कि जब एसओजी जवान, जिला स्वयंसेवक बल और राज्य पुलिसकर्मी जंगलों में तलाशी अभियान चला रहे थे तब माओवादियों ने उन पर गोलियां चलाई। सुरक्षाकर्मियों ने जवाबी गोलीबारी की और दोनों तरफ से डेढ़ घंटे से अधिक समय तक गोलीबारी होती रही। समझा जाता है कि माओवादी जंगलों में भाग गये। गोलीबारी में कोई सुरक्षाकर्मी घायल नहीं हुआ है।

मुम्बई शेयर बाजार में आज शाम साढ़े चार बजे से छह बजे तक हुए विशेष मुहुर्त कारोबारी सत्र में सेंसेक्स ३४ अंक बढ़कर १७ हजार २८९ अंकों पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफटी १० अंक बढ़कर पांच हजार २०२ अंकों पर जा पहुंचा। राजधानी के सराफा बाजार में आज सोना ७३० रुपये बढ़कर २७ हजार ८९० रुपये प्रति दस ग्राम पर जा पहुंचा। चांदी दो हजार तीन सौ रुपये बढ़कर ५६ हजार रुपये प्रति किलो पर पहुंच गयी।

मणिपुर के मुख्यमंत्री ओकराम इबोबी सिंह ने कहा है कि राज्य का कोई भी समुदाय यह दावा नहीं कर सकता कि राज्य का कोई भू-भाग उसके समुदाय का है। थोबाल जिले में नवर्निमित ऐरिपोक पूल का उद्घाटन करते हुए उन्होंने कहा कि प्राचीनकाल से राज्य के अनेक समुदाय शांति और सद्भाव से रह रहे हैं। इसलिए भूमि के नाम पर विभिन्न समुदायों के बीच विवाद पैदा करने की किसी को अनुमति नही दी जाएगी।

The Lokayukta Court in Bangalore has asked the police to submit its final report within a month over allegations of financial irregularities by former Chief Minister B S Yeddyurappa in the award of Upper Bhadra Irrigation project work to a private firm, by passing another firm that had quoted a lower price. The Judge N K Sudhindra Rao also asked the Investigating Officer of Lokayukta police, to submit the final report by November 26. The police had earlier registered an FIR on August 10, against Yeddyurappa following a complaint filed by JD-S leader Y S V Datta. In his complaint, Datta had alleged that RNS Jyothi firm had transferred 13 crore rupees to two firms - Dhavalagiri Developers and Sahyadri Healthcare - owned by Yeddyurappa's sons and son-in-law for awarding the contract.

Former Goldman Sachs Director Rajat Gupta, a prominent Indian-American today surrendered before the FBI in New York in the case of insider trading scam. An FBI official told PTI that Gupta has surrendered to the Manhattan office of the FBI in New York. He said the charges against the 62-year-old Gupta are expected to be filed later in the day. Gupta, a former director of Goldman Sachs and Procter & Gamble and head of McKinsey & Company, came under the scanner after prosecutors charged his Sri Lanka born hedge fund billionaire friend Raj Rajaratnam on insider trading charges. Rajaratnam had been sentenced to 11 years in prison earlier this month. Securities laws prohibit company insiders from divulging corporate secrets to those who then profit from them.

In Odisha, security forces today destroyed a Maoist camp after an exchange of fire in Jadu Lohasingh forest in the morning. Sambalpur Superintendent of Police said, a team comprising the SOG jawans, District Volunteer Force and Police of Orissa were conducting combing operations in the forests when they were fired upon by the ultras . The security men retaliated and after a brief exchange of fire the panicked ultras fled from their camp.

India has called for immediate lifting of the economic and trade embargo imposed on Cuba by the United States since 1962. Speaking in favour of the resolution at the UN Minister of State for External Affairs E. Ahamed said there is huge a potential for strengthening economic and commercial ties between Cuba and the United States. The 193-member General Assembly passed the resolution by 182 votes in favour and 2 against marking the 20th year in a row that the body has approved such a measure. The two countries that opposed the move were United States and its ally Israel. The Pacific states of the Marshall Islands, Micronesia and Palau abstained. Moving the resolution in the world body, the foreign minister of Cuba Bruno Rodriguez said that US embargo has brought immense suffering to Cuba & its people.

The impact of economic crises in European and US economies, role of Commonwealth in G-20 process, climate change and energy cooperation will be the focus of the discussions at the forthcoming Commonwealth Heads of Government meeting, CHOGM, beginning in Perth, Australia on Friday. Vice President Mohammad Hamid Ansari, who is leading the Indian delegation will leave New Delhi for Perth tonight for attending the Summit. Among other issues sustainable development, food security and other pressing issues will also come up for deliberations in the meeting. Mr. Ansari will hold bilateral meetings with several heads of government to exchange views on issues of mutual concern and international developments. In Yemen, at least 19 people have been killed in overnight violence despite a cease-fire declared by the government and forces loyal to a dissident general. Medical officials said today that the victims of clashes in the cities of Sana'a and Taiz included civilians, tribal fighters and government soldiers. In the capital, security forces fired on protesters calling for President Ali Abdullah Saleh to step down. Government troops also clashed with dissident soldiers. At least 40 people were wounded. In the southern city of Taiz, shelling by government troops killed two people, including a woman. The cease-fire was announced yesterday but was quickly broken by gunfire and explosions.

In Afghanistan, at least ten people were killed and many wounded when a bomb hidden inside an oil tanker went off in Bagaram district of the northern Parwan province this morning. Official sources said scores of people had gathered around the oil tanker to collect the fuel that was leaking from it. As the people massed around the tanker, a bomb inside went off killing at least ten and injuring 35 others. Media reports say there were two blasts. Meanwhile, after the successful completion of the first phase of Operation "Shamsheer" against insurgents, the second phase of the operation was launched in Ghazni, Paktika, Paktia and Logar provinces yesterday.
"The blasts have taken place when Afghan security forces with the help of the US-led International Security Assistance Force, have just concluded a major offensive against insurgents on the troubled eastern Afghan border. At least 200 insurgents were reported killed in this operation named Shamsheer. Afghan Defence Ministry Spokesman Gen. Mohammad Zahir Azimi has said that this operation has considerably weakened the insurgents and one more operation named Ummeed is likely to be launched in some other provinces of Afghaistan. In Iraq, nine people including a Mayor were killed and 22 others wounded in bomb and gun attacks today. Authorities said, the dead Mayor of Iskandiriyah Ali al-Massudi belonged to the movement of anti-US Shiite cleric Moqtada al-Sadr. In three seperate incidents, four soldiers and two civilians were killed in various parts of the country.

NATO ambassadors today decided to postpone a formal decision on ending their mission in Libya until Friday. The ambassadors had gathered in Brussels to consider ending the alliance's seven-month-old air campaign over Libya. Meanwhile, Libya's interim leaders today urged NATO to continue its mission in the country until at least the end of the year. National Transitional Council head Mustafa Abdel Jalil made the appeal in Qatar, at the first international planning conference for Libya.

Deepawali, the festival of lights is being celebrated across the country with traditional fervor and gaiety Fireworks are illuminating the sky, earthen lamps are dotting households and people are exchanging sweets and gifts on the occasion. Our correspondent reports that adequate security arrangements are in place at market and other public places in the national capital.
"The national capital is sparkling as Homes ,buildings, temples and markets have been tastefully decorated with colorful lights and flowers. People have lit traditonal Diyas, Candles and electric lamps in their homes. A large number of devotees thronged Goddess Lakshmi and Lord Ganesha temples seeking blesssings for prosperity. This year the use of fire crackers is comparatively less as people have become increasingly conscious of pollution hazards. Our Chennai correspondent reprots that rains brought joy to the farmers but disappointment for children.
