सरकार लोकपाल विधेयक से सम्बद्ध संयुक्त मसौदा समिति की कार्यवाही की ऑडियो रिकॉर्डिंग सार्वजनिक करने पर सहमत हो गई है। इस साल अप्रैल में गठित की गई इस समिति में समाजसेवी अन्ना हजारे की टीम के पांच सदस्य और पांच केबिनेट मंत्री शामिल थे। कार्मिक विभाग ने आर टी आई कार्यकर्ता एस. सी. अग्रवाल को ये ऑडियो रिकॉर्डिंग मुहैया कराने का फैसला किया है। कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी ने संवाददाताओं को बताया कि आरटीआई कानून के दायरे में आने वाली हरेक सूचना सार्वजनिक हो सकती है।

आर टी आई एक्ट के अंतर्गत कानून के प्रावधान ही नहीं लेकिन एक्सजेमक्सन भी स्पष्ट रूप से लिखे है और इन सब पे विभिन्न न्यायाधीशों ने टिप्पणी भी की है, इसलिए इसके अंतर्गत जो कुछ खुलासा किया जा सकता है। वो पब्लिबक डोवन में निकट भविष्य में आएगा इसलिए इसके ऊपर कोई टिप्पणी करने की आवश्यकता नहीं है। यह कानूनी प्रक्रिया है।

दूरसंचार क्षेत्र में पारदर्शिता और जल्द फैसला लेने की क्षमता बढ़ाने के लिए राष्ट्रीय दूरसंचार नीति-२०११ का मसौदा आज जारी किया जा रहा है। संचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल इसे जारी करेंगे। सरकारी सूत्रों के अनुसार नई नीति के मसौदे के तहत स्पेक्ट्रम का आबंटन बाजार से संबंधित प्रक्रियाओं के आधार पर निर्धारित मूल्यों पर किया जाएगा। नई नीति के तहत देशभर में रोमिंग शुल्क हटाए जाने की भी संभावना है। सरकार ऐसा मजबूत और सुरक्षित दूरसंचार नेटवर्क विकसित करना चाहती है, जो बिना किसी रूकावट के कवरेज प्रदान कर सके और जिसमें ग्रामीण और सुदूर क्षेत्रों पर विशेष ध्यान दिया जाएगा। पिछली दूरसंचार नीति १९९९ में तय की गई थी।

ध्रुवीय उपग्रह प्रक्षेपण यान-पी.एस.एल.वी.-सी.-१८ को छोड़ने के लिए उल्टी गिनती शुरू हो गयी है। यह यान बुधवार को चार उपग्रह लेकर रवाना होगा। इनमें एक हजार किलोग्राम के मेघा-ट्रॉपिक्स उपग्रह के अलावा तीन नैनो उपग्रह भी शामिल हैं। मेघा-ट्रॉपिक्स दुनिया के कटिबंधीय क्षेत्रों में अल्पावधि में मौसम और दीर्घावधि में जलवायु की निगरानी करेगा। इसे भारतीय अंतरिक्ष अनुसंधान संगठन और फ्रांस की अंतरिक्ष एजेंसी सी. एन. ई. एस. ने मिलकर तैयार किया है।
तीन नैनो उपग्रहों में से एक एस. आर. एम. विश्वविद्यालय और दूसरा आई. आई. टी. कानपुर के छात्रों ने तैयार किया है। तीसरा नैनो उपग्रह लग्जमबर्ग का तीस किलोग्राम का वैसलसैट है, जो बीच समुद्र में जहाजों का पता लगाएगा।

उपराष्ट्रपति मोहम्मद हामिद अंसारी तुर्की की पांच दिन की यात्रा पर आज अंकारा रवाना होंगे। इस यात्रा के दौरान श्री अंसारी तुर्की की ग्रैन्ड नैशनल असेम्बली के स्पीकर कामिल सीसेक की अगुवाई में तुर्की के सांसदों के साथ शिष्टमंडल स्तर की वार्ता करेंगे। उपराष्ट्रपति, इस्तांबुल में तुर्की के वाणिज्य और उद्योग मंडल के कारोबारी सम्मेलन में भी हिस्सा लेंगे।

भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने कहा है कि उनकी भ्रष्टाचार विरोधी यात्रा के दौरान विदेशों में अवैध रूप से जमा कालेधन को वापस लाने का मुद्दा प्रमुखता के साथ उठाया जाएगा। कल नई दिल्ली में अपने आवास पर श्री आडवाणी ने कहा कि वह शुरू से ही यह मुद्दा उठाते रहे हैं।

जानकारी है कि भारत सरकार को भी कई नाम मिले हैं जिनके अकांऊट बाहर हैं। यात्रा के दौरान में भी और आज भी मैं मांग करना चाहता हूं कि जो भी नाम सरकार को मिलें हैं स्विस बैंक से या बाकी टैक्स सेविंग से उनकों सार्वजनिक रूप से प्रकाशित करना चाहिए। उसमें विलंभ नहीं होना चाहिए।

उधर, कांगे्रस प्रवक्ता अभिषेक मनु सिंघवी ने श्री आडवाणी से काले घन को वापस लाने के बारे में उनके द्वारा उठाए गए कदमों के बारे में पूछा।

हमे यह बात अच्छी लगती है कि श्री आडवाणी पिछले कुछ महीनों से और आज कल काले धन का बात कर रहे हैं। हम पहले उनसे पूछना चाहेंगे कि ९८ से २००४ के दौरान उप-प्रधानमंत्री की हैसियत से उन्होंने कभी इस बात पर टिप्पणी की और अगर एक भी ठोस अगर वे बतायें जो उन्होंने इस विषय में लिया है तो हम उसका स्वागत करेंगे।

मुम्बई में २६ नवम्बर २००८ को हुए आतंकी हमले के दोषी, पाकिस्तानी आतंकवादी अजमल कसाब की अपील पर आज उच्चतम न्यायालय में सुनवाई होगी। कसाब ने जेल प्रशासन के जरिये दाखिल अपील में खुद को दोषी ठहराने और सजा-ए-मौत सुनाए जाने को न्यायालय में चुनौती दी है। कसाब की अपील पर न्यायमूर्ति आफताब आलम और न्यायमूर्ति रंजना प्रकाश देसाई की खंडपीठ सुनवाई करेगी।
इससे पहले, २१ फरवरी को बम्बई उच्च न्यायालय ने कसाब को मृत्युदंड सुनाये जाने के निचली अदालत के फैसले को सही ठहराया था।

आंध्र प्रदेश में तेलंगाना संयुक्त कार्रवाई समिति की हैदराबाद से कोठागुडम कोयला खदानों तक की बस यात्रा के सिलसिले में कल  गिरतार किए गए १६ में से छह नेताओं को निजी मुचलके पर रिहा कर दिया गया है। इन नेताओं में संयुक्त कार्रवाई समिति के अध्यक्ष प्रोफेसर कोदनडरम भी शामिल हैं। इस यात्रा का आयोजन तेलंगाना राज्य के गठन की मांग को लेकर हड़ताल कर रहे कोयल खान मजदूरों के साथ एकजुटता व्यक्त करने के लिए किया गया था।

सिक्किम में पिछले महीने के विनाशकारी भूकंप के कारण बीस दिन से भी पहले से बंद स्कूल आज फिर खुल गए हैं। हमारे संवाददाता खबर दी है कि सभी स्कूलों में आज से ही नियमित कक्षाएं शुरू हो रही हैं, क्योंकि सरकार पढ़ाई के नुकसान की भरपाई करना चाहती है।

केन्द्रीय आंकलन दल ने यह आश्वासन दिया है जहां कहीं भी स्कूल भवन पूरी तरह ध्वस्त हो गए हैं। वहां पहले से तैयार घर उपलब्ध कराये जाएंगे। दल राज्य सरकार के अधिकारियों से ऐसे स्कूल भवनों की सूची तत्काल जमा करने को कहा है। केन्द्रीय दल अब पश्चिम जिला मुख्यालय डेरिन पहुंच गया है। दल के लोग आज युक्सम और देन्तम पहुंच जाएंगे। इस बीच तीन भवन निर्माण अभियन्ताओं का एक और केन्द्रीय दल गंगतोक पहुंच रहा है। यह दल आज गंगतोक और अन्य स्थानों पर  ध्वस्त और छतिग्रस्त भवनों का निरीक्षण करेगा और उन्हें भूकम्प रोधी बनाने का उपाय सुझायेगा। विनय राज तिवारी आकाशवाणी समाचार गंगतोक।

महाराष्ट्र सरकार ने जल संभरण क्षेत्र विकास कार्यक्रमों के माध्यम से सिंचाई की अतिरिक्त सुविधाएं जुटाने के कई उपाय किये हैं। हमारे संवाददाता ने बताया है कि केंद्र द्वारा प्रायोजित राष्ट्रीय कृषि विकास कार्यक्रम के तहत खेतों में छोटी नहरें निकालने पर विशेष जोर दिया गया है।

राष्ट्रीय कृषि विकास कार्यक्रम के तहत खेतों में छोटे तालाब निर्माण करने का महत्त्वकांक्षी कार्यक्रम चलाया जा रहा है। कुल साढ़े ७३ हजार तालाबों के निमार्ण का उद्देश्य के तुलना में राज्य भर में अब तक चार छह करोड़ रुपयों की लागत से ७९ हजार दो सौ अट्ठाईस तालाब बनाये जा चुके हैं। पिछले कई वर्षों से कृषि संकट से जूझने वाले विदर्भ क्षेत्र के ग्याहर जिलों में जलक्षेत्र विकास के कुल एह हजार  एक सौ सत्तावन कामों को पुरा किया गया है। आकाशवाणी समाचार के लिए नागपुर से मैं सुनील डबीर।

मिस्र की राजधानी काहिरा में कॉपटिक ईसाई समुदाय के लोगों और सुरक्षाकर्मियों के बीच झड़पों के बाद कर्यू लगा दिया गया है। इस हिंसा में अब तक २४ लोग मारे गए हैं और दो सौ १२ घायल हैं।

The government has agreed to make public audio recordings of the proceedings of the Joint Drafting Committee constituted in April this year to frame the Lokpal Bill. The Joint Drafting Committee comprised five members of Team Anna Hazare and five Cabinet Ministers. The department of personnel has decided to provide the recordings to an RTI activist S C Agrawal after charging 450 rupees as additional fee. Talking to reporters. Congress Spokesperson Abhishek Manu Singhvi said whatever is permissible under the RTI Act will be in the public domain.
Not only the provision of law, but the exemptions are also clearly mentioned in RTI Act, and different judges have also commented on it. Therefore, whatever can be disclosed under the Act, it will come in to public domain in the near future. There is no need to comment on it. It is a legal process.

The Supreme Court will hear today the plea of the Pakistani terrorist Ajmal Kasab challenging his conviction and death sentence in the 26/11 Mumbai attacks case. Kasab, the sole convict in the case, has filed the petition through jail authorities in the apex court which has appointed senior advocate Raju Ramachandaran as amicus curie to assist it in deciding the appeal. A bench of justices Aftab Alam and Ranjana Prakash Desai will hear the appeal.
On September the 2, the apex court had agreed to hear the plea of Maharashtra government against the acquittal of two accused Faheem Ansari and Sabauddin Ahmed in the 26/11 case. It, however, had refused to pass any order on Kasab when the state government pleaded that his letter to the Supreme Court challenging his death sentence should be tagged with his appeal.

The Draft National Telecom Policy 2011 aimed at bringing more transparency and quick-decision-making in the telecom sector will be unveiled today. The new policy to be launched by the Communications and Information Technology Minister Kapil Sibal is likely to focus on the delinking the award of telecom operator licenses from allocation of airwaves. According to official sources, the draft policy also calls for allocating spectrum at a price determined through market-related processes. Under the new draft policy, roaming charges across the country are also likely to be removed to facilitate nation-wide free roaming.

The count down for the Polar Satellite Launch Vehicle, PSLV C-18 will begin today. Its lift off is scheduled for Wednesday. The rocket will put four satellites in the orbit including Megha Tropiques, built by India and France to understand global tropical weather and climate. Three other satellites that the launch vehicle will carry, are the SRM Sat - built by SRM University near Chennai, Jugnu - a satellite integrated by students of IIT Kanpur and Vessel Sat from Luxembourg. While, SRM Sat will monitor levels of carbon di-oxide and water vapour in the atmosphere, Jugnu will generate real time data on drought, floods, vegetation and forestation. The Vessel Sat from Luxembourg is meant to locate ships on the high seas.

In Andhra Pradesh, six of the 16 leaders arrested in connection with yesterday's bus yatra by the Telangana Joint Action Committee from Hyderabad to Kothagudem Coalfields have been released on personal surety. They include, the Chairman of the Action Committee Prof. Kodandaram. The yatra had been taken out to extend solidarity with striking coal workers for Telangana statehood. Police stopped the yatra at Pembarthi in Warangal district.
State Chief Minister Kiran Kumar Reddy told reporters that he is hopeful of an amicable solution in the wake of widespread consultations being held by the central leadership.

In Egypt, 24 people were killed and 212 injured when Coptic Christians clashed with security forces in Cairo yesterday. Curfew has been imposed in the city. Prime Minister Essam Sharaf appealed to the Egyptians not to give in to sectarian violence. Our correspondent has filed this report.
The clashes were prompted by an attack on a Coptic Christian church in a village in Aswan on 30th September by a group of people, blaming that the church did not have the proper license to build a dome. Addressing the nation in a televised speech, Country’s Prime Minister has appealed for calm and situation has been reported under control now.Christians, who make up 10 percent of Egypt's total population blame the country's ruling military council for being too lenient on those behind a spate of anti-Christian attacks since former president Mubarak's ouster in February this year. In Sikkim, all schools and colleges will open today after a gap of over 20 days since the devastating earthquake jolted the State last month. Our correspondent reports that regular classes will be held in all the schools from the first day itself to make up for the lost days.

 सीबीआई ने आज पूर्व दूरसंचार मंत्री दयानिधि मारन के परिसरों पर छापे मारे। इससे पहले, उनके खिलाफ विवादित एयरसेल मैक्सिस सौदे के सिलसिले में मामला दायर किया गया। सीबीआई ने दयानिधि मारन के भाई कलानिधि मारन, मैक्सिस के मालिक टी आनंद कृष्णन, वरिष्ठ कार्यकारी अधिकारी राल्फ मार्शल और तीन कंपनियों के खिलाफ भ्रष्टाचार निरोधक कानून और भारतीय दंड संहिता के तहत आपराधिक षडयंत्र का भी मामला दायर किया है। सीबीआई के प्रवक्ता ने नई दिल्ली में बताया कि मामला दायर करने के बाद भी सीबीआई ने चेन्नई और दिल्ली में मारन बंधुओं के परिसरों पर छापे मारे हैं।
 एयरसेल के पूर्व अध्यक्ष सी० शिवशंकरन ने आरोप लगाया था कि दयानिधि मारन ने दूरसंचार मंत्री के अपने कार्यकाल के दौरान उनकी कंपनी को हाथ में लेने के लिए कथित रूप से मैक्सिस समूह का पक्ष लिया था और इसके बदले में कंपनी ने एस्ट्रो नेटवर्क के जरिये सन टीवी में निवेश किया जिसके मालिक मारन परिवार है। सीबीआई ने उच्चतम न्यायालय में दाखिल अपनी ताजा स्थिति रिपोर्ट में कहा था कि दयानिधि मारन के कार्यकाल के दौरान शिवशंकरन को आशय पत्र देने में जानबूझकर देरी की गई।

 उपराष्ट्रपति मोहम्मद हामिद अंसारी तुर्की की पांच दिन की यात्रा पर आज अंकारा के लिए रवाना हुए। अपनी यात्रा के दौरान श्री अंसारी तुर्की की ग्रैन्ड नैशनल असेम्बली के स्पीकर कामिल सीसेक;ब्ंउपस ब्पबमाद्ध की अगुवाई में वहां के सांसदों के साथ शिष्टमंडल स्तर की वार्ता करेंगे। उपराष्ट्रपति, इस्तांबुल में तुर्की के वाणिज्य और उद्योग मंडल के कारोबारी सम्मेलन में भी भाग लेंगे। उनके साथ सामाजिक न्याय और आधिकारिता मंत्री मुकुल वासनिक और सीताराम येचुरी समेत चार सांसद भी गए हैं।

 सिक्किम में पिछले महीने आए भूकम्प के बीस दिन बाद आज से स्कूल और कालेज खुल गए हैं। हमारे संवाददाता ने खबर दी है कि सिक्किम में भूकम्प से क्षतिग्रस्त हुए सात सौ अस्सी सरकारी स्कूलों में नियमित कक्षाएं शुरू करने के लिए वैकल्पिक व्यवस्था की गई है।

 जानेमाने गजल गायक जगजीत सिंह का आज सुबह मुम्बई में निधन हो गया। वे ७० वर्ष के थे। जगजीत सिंह को २३ सितम्बर को ब्रेन हैमरेज होने के कारण मुम्बई के लीलावती अस्पताल में दाखिल कराया गया था जहां उनका आपरेशन किया गया। अस्पताल सूत्रों ने बताया कि जगजीत सिंह उच्च रक्तचाप, मधुमेह और हृदय रोग से पीड़ित थे। गजल किंग के नाम से मशहूर जगजीत सिंह ने १९७० और ८० के दशक में अपनी पत्नी चित्रा सिंह के साथ बहुत शोहरत हासिल की। उन्हें उनकी खूबसूरत आवाज और गजल गायिकी के लिए बहुत पंसद किया जाता था। जगजीत सिंह ने पंजाबी, हिन्दी, उर्दू, बांग्ला, गुजराती, सिंधी और नेपाल सहित कई भारतीय भाषाओं में गीत गाए।

जगजीत सिंह ने गुरूद्वारों में शबद और भक्ति गीत गाकर अपने संगीत की शुरूआत की।

 उनकी पढ़ाई जालंधर के डीएवी कॉलेज में हुई, जहां पर इनकी आवाज की मधुरता पर प्रसन्न होकर इनकी कॉलेज की शुल्क माफ कर दी गई।

जालंधर के आकाशवाणी में जगजीतसिंह को गायक बनने का अवसर मिला था।
संगीत होश वालों को खबर क्या
१९६१ में वे प्लेबैक सिंगर बनने के लिए मुम्बई आए, लेकिन जल्द ही उन्हें निराश होकर जालंधर वापस लौटना पड़ा फिर १९६५ में अपने सपनों को निश्चित रूप से साकार करने के लिए जगजीत सिंह दुबारा मुम्बई आए।

 इन्होंने ७० के दशक में फीकी पड़ती गजल गायन शैली में नई जान फूंकी और बॉलीवुड में अपनी अलग पहचान बनाई।

 प्रधानमंत्री ने जगजीत सिंह के निधन पर गहरा दुख व्यक्त किया है। अपने शोक संदेश में डॉक्टर मनमोहन सिंह ने कहा कि जगजीत सिंह ने गजल को लोकप्रिय बनाने में बहुमूल्य योगदान किया। देश विदेश में लाखों लोगों का अपनी गायिकी से मन मोह लिया। उनकी मखमली आवाज लोगों को हमेशा याद रहेगी।

 सूचना और प्रसारण मंत्री अम्बिका सोनी ने भी जगजीत सिंह के निधन पर शोक व्यक्त किया है। अपने संदेश में श्रीमती सोनी ने कहा है कि उनके असामयिक निधन से गजल गायिकी की दुनिया में जो रिक्तता आई है उसकी भरपाई करना मुश्किल होगा। उन्होंने कहा कि जगजीत सिंह की खूबसूरत आवाज ने गजल गायिकी को एक नया अंदाज दिया जो लोगों में बहुत ही लोकप्रिय हुआ। श्रीमती सोनी ने शोक संतप्त परिवार के प्रति संवेदना व्यक्त की।

 कांग्रेस पार्टी तेलंगाना संकट को हल करने के लिए जोरदार राजनीतिक विचार विमर्श कर रही है। आज नई दिल्ली में संवाददाताओं से बातचीत में कांग्रेस महासचिव और आन्ध्रप्रदेश मामलों के प्रभारी गुलाम नबी आजाद ने कहा कि आन्ध्रप्रदेश से पार्टी के विधायको, विधान परिषद सदस्यों और अन्य पार्टी नेताओं के साथ विचार विमर्श पूरा हो गया है लेकिन राष्ट्रीय स्तर विचार विनिमय जारी है। 
 इससे पहले, जानेमाने फिल्म अभिनेता और राज्य से कांग्रेस नेता चिंरजीवी तथा पूर्व मंत्री रेणुका चौधरी ने वित्त मंत्री प्रणव मुखर्जी, गृहमंत्री पी चिदम्बरम, रक्षा मंत्री ए के एंटनी और अहमद पटेल सहित पार्टी के कोर ग्रुप और श्री गुलाम नबी आजाद से मुलाकात की। बैठक के बाद संवाददाताओं से बातचीत में चिंरजीवी ने कहा कि पार्टी कोर गु्रप ने उन्हें तेलंगाना मुददे पर अपनी राय देने के लिए बुलाया था। उन्होंने कहा कि इस संवेदनशील राजनीतिक मुद्दे पर जल्दी से फैसला होना चाहिए क्योंकि तेलंगाना क्षेत्र में असंतोष बढ़ रहा है।
 आन्ध्रप्रदेश के मुख्यमंत्री एन किरण कुमार रेड्डी ने सरकारी और सड़क परिवहन निगम के कर्मचारियों तथा शिक्षकों से अपनी आम हड़ताल समाप्त कर देने की अपील की है। अब से कुछ देर पहले हैदराबाद में संवाददाता सम्मेलन में मुख्यमंत्री ने कर्मचारियों से अनुरोध किया वे केन्द्र में चल रही विचार विमर्श की प्रक्रिया को देखते हुए अपनी हड़ताल समाप्त कर दें। उन्होंने कहा कि हड़ताल के कारण लोगों, विशेष रूप से किसानों और छात्रों को परेशानी हो रही है। उन्होंने कहा कि केन्द्र ने हड़ताल की गंभीरता को समझा है।
 इस बीच, राज्य सड़क परिवहन निगम ने नेशनल मजदूर यूनियन में तहत आने वाले कर्मचारी अपनी हड़ताल समाप्त करने पर सहमत हो गए हैं। राज्य के परिवहन मंत्री बी सत्यनारायण के साथ बातचीत के बाद नेशनल मजदूर यूनियन के नेता कुछ देर के लिए हड़ताल समाप्त करने पर सहमत हो गए। राज्य परिवहन निगम के कर्मचारी पिछले २२ दिन से आम हड़ताल में भाग ले रहे हैं।
 उधर, तेलंगाना संयुक्त कार्रवाई समिति के अध्यक्ष प्रोफेसर कोन्डंड्रम ने कहा है कि तेलंगाना क्षेत्र में हड़ताल जारी रहेगी। इस क्षेत्र में अधिकतर शिक्षा संस्थान आज दशहरे की छुट्टियों के बाद भी बंद रहे। क्षेत्र में आम हड़ताल आज २८वें दिन भी जारी है।

 पीएसएलवी-सी-१८ को अंतरिक्ष में छोड़ने जाने के लिए गिनती आज सवेरे नौ बजे शुरू हो गई। इस अंतरिक्ष यान को बृहस्पतिवार १२ अक्तूबर को सवेरे ११ बजे श्रीहरिकोटा से छोड़ा जाएगा। भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो के प्रवक्ता डॉ० रवि गुप्ता ने नई दिल्ली में बताया कि गिनती ठीक से चल रही है।
 इस यान से एक हजार किलोग्राम का मेघा ट्रॉफीक्‌स उपग्रह अपनी कक्षा में छोड़ा जाएगा। मौसम की अत्याधुनिक जानकारी देने वाले इस उपग्रह को भारत और फ्रांस ने मिलकर बनाया है। इससे तीन छोटे उपग्रह भी छोड़े जाएंगे। दस किलो का एक उपग्रह एसआरएम-सैट चेन्नई की एसआरएम यूनिवर्सिटी के छात्रों ने बनाया है। इससे वायुमंडल में मौजूद कार्बन डाईआक्साइड और कार्बन मोनोआक्साइड का अध्ययन करके प्रदूषण और पृथ्वी का तापमान बढ़ने के बारे में जानकारी हासिल की जा सकेगी। तीन किलो का उपग्रह जुगनू आई आई टी कानपुर ने तैयार किया है, जिससे जलाशयों, झीलों और तालाबों जैसे जलस्रोतों की गतिविधियों की तस्वीरें ली जा सकेंगी। लग्जमबर्ग का तीस किलो का उपग्रह वैसलसैट भी इसी यान से छोड़ा जाएगा। इस उपग्रह से गहरे समुद्र में जहाजों के आवागमन पर नजर रखी जा सकेगी।

 जर्मनी की चांसलर एंगेला मर्केल और फ्रांस के राष्ट्रपति निकोलस सारकोजी ने कहा है कि वे यूरो ज+ोन के कुछ देशों पर कर्ज का मामला सुलझाने और वित्तीय संकट का सामना कर रहे यूरोप के बैंकों के लिए एक व्यापक पैकेज की घोषणा इसी महीने करेंगे। दोनों नेताओं ने बर्लिन में बातचीत के बाद संवाददाताओं से कहा कि वे यूरो को स्थिरता प्रदान करने की अपनी जिम्मेदारी से पूरी तरह वाकिफ हैं। उन्होंने बताया कि बैंकों की पूंजी बढ़ाने के लिए उन्हें और पैसा देने के बारे में दोनों देशों के बीच सहमति है। उनका कहना था कि यूरोप को जी-२० देशों के शिखर सम्मेलन से पहले अपनी समस्याएं जरूर सुलझा लेनी चाहिएं। ये सम्मेलन फ्रांस के शहर कान में अगले महीने होने वाला है।

 मलेशिया में अवैध आव्रजकों को माफी देने का अब तक का सबसे कार्यक्रम शुरू हो रहा है जिससे दस लाख से अधिक आव्रजकों को काम करने का अधिकार मिल जायेगा। आज से इन लोगों को ऐसे काम करने की कानूनी रूप से अनुमति होगी जिनमें मलेशियाई लोगों को अब ज्यादा दिलचस्पी नहीं रह गई है। इनमें निर्माण कार्य और पाम ऑयल के पेड़ लगाने के काम शामिल हैं।
 मलेशिया में अवैध रूप से आने वाले विदेशियों पर काबू पाने के प्रयास सफल नहीं रहे है। बहुत से अवैध आव्रजक इंडोनेशिया और बंगलादेश से आते हैं और बड़ी आसानी से चोरी छिपे मलेशिया में प्रवेश कर जाते हैं। मलेशिया सरकार ने कहा है कि अब वह माफी कार्यक्रम के तहत पंजीकृत अवैध कामगारों की गतिविधियों पर नजर रखने के लिए बायोमीट्रिक प्रणाली का इस्तेमाल करेगी।

 मिस्र की राजधानी काहिरा में कल रात हुई भारी हिंसा के बाद मंत्रिमंडल की बैठक बुलाई गई है। काहिरा में सरकारी टेलिविजन की इमारत के पास ईसाईयों और मिस्र के सुरक्षाबलों के बीच झड़पों में कम से कम २४ लोग मारे गए और दो सौ से अधिक घायल हुए।

 गुजरात में अहमदाबाद का सत्र न्यायालय आज आई पी एस अधिकारी संजीव भट्ट की जमानत की अर्जी पर आगे सुनवाई करेगा। इस बीच, संजीव भट्ट के रिमांड के बारे में पुलिस की समीक्षा याचिका पर सुनवाई ३० नवम्बर तक स्थगित कर दी गई है। संजीव भट्ट को एक पुलिस कांस्टेबल की शिकायत पर ३० सितंबर को गिरफ्तार किया गया था।

 झारखंड में कोल इंडिया  के कर्मचारियों की एक दिन की हड़ताल के कारण धनबाद, रामगढ़ और झरिया में कोयले के खनन, लदाई और ढुलाई का काम प्रभावित हुआ है। हमारे संवाददाता ने बताया है कि हड़ताली कर्मचारियों ने रांची में विभिन्न कोयला कम्पनियों के मुख्यालयों पर प्रदर्शन किया।

 कौल इंडिया के अंतर्गत दस कंपनियों के पांच मान्यता प्राप्त मजदूर संगठनों के आह्‌वान पर कोयला मजदूर आज एक दिन की हड़ताल पर हैं। झारखण्ड पर इसका व्यापक असर पड़ा है, क्योंकि प्रातःकालीन शिफ्‌ट में विभिन्न कोलीयरी में खनन का काम बाधित रहा। अगर यह हड़ताल पूरे दिन चली तो करीब पांच लाख टन के कोयला उत्पादन पर असर पड़ेगा और इसे कौल इंडिया को पांच सौ करोड़ रूपये की हानि हो सकती है। आकाशवाणी समाचार के लिए रांची से मैं राजेश सिन्हा।

 बम्बई शेयर बाजार में आज वृद्धि का रूख है। शुरूआती कारोबार में आज सेन्सेक्स में ७७ अंक की बढ़त रही। अब से कुछ देर पहले यह २९३ अंक की वृद्धि के साथ १६ हजार ५२५ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ७९ अंक बढ़कर ४ हजार ९६७ पर था।
 अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया १२ पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये ३ पैसे बोली गयी।

 एशियाई बाजारों में आज कच्चा तेल महंगा हुआ। न्यूयॉर्क का लाइट स्वीट क्रूड ९३ सेंट महंगा होकर ८३ डॉलर ९१ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत में भी ५३ सेंट की वृद्धि हुई और एक बैरल १०६ डॉलर ४१ सेंट का हो गया।

 भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी भ्रष्टाचार के खिलाफ जागरूकता पैदा करने के लिए जन चेतना यात्रा बिहार के सिताब दियारा से शुरू करेंगे।  नई दिल्ली में पत्रकारों से श्री आडवाणी ने कहा कि इस दौरान स्वच्छ राजनीति और सुशासन पर जोर दिया जाएगा। उन्होंने कहा कि यात्रा २३ राज्यों और पूर्वोत्तर के चार राज्यों से होकर गुजरेगी और २० नवम्बर के दिल्ली में समाप्त होगी।

 बच्चों के अधिकारों की सुरक्षा से संबंधित राष्ट्रीय आयोग ने बच्चों को अनुशासित करने के नाम पर किसी भी तरह का शारीरिक दंड बंद करने की अपील की है। आयोग की अध्यक्ष डा० शांता सिन्हा ने कहा कि बच्चों का सोचने का अपना तरीका है और उन पर काबू पाने के बड़ों के किसी भी प्रयास को स्वीकार नहीं किया जा सकता। उन्होंने स्कूलों में  मानवीय व्यवहार करने और व्यवस्था में सुधार लाने की आवश्यकता पर जोर दिया ताकि स्कूल बच्चों के लिए सुकून की जगह बन सके। डाक्टर सिन्हा आज नई दिल्ली में स्कूलों में शारीरिक दंड समाप्त करने के दिशा निर्देशों पर आयोग के कार्यदल की रिपोर्ट पर चर्चा के लिए आयोजित बैठक में बोल रहीं थीं। बच्चों पर अत्याचारों के बारे में महिला और बाल कल्याण मंत्रालय द्वारा २००७ में  कराये गए अध्ययन के अनुसार हर तीन में से दो स्कूली बच्चों ने शारीरिक दंड दिये जाने की बात कही। अध्ययन से पता चला कि असम, मिजोरम और उत्तरप्रदेश के स्कूलों में बच्चों को सबसे अधिक शारीरिक दंड दिया जाता है जबकि राजस्थान और गोवा में शारीरिक दंड दिये जान की घटनाएं सबसे कम हैं।

 मानसिक स्वास्थ्य के बारे में लोगों में जागरूकता पैदा करने के लिए दिल्ली में दो दिन का समारोह आयोजित किया गया। स्वास्थ्य मंत्रालय में अपर सचिव केशा देसीराजू ने मानसिक बीमारियों के शिकार लोगों को राहत पहुंचाने के लिए मिलकर प्रयास करने को कहा। उन्होंने बताया कि भारत के लगभग दस प्रतिशत लोग मानसिक बीमारियों के शिकार हैं और ये बड़ी चिंता की बात है। उन्होंने कहा कि इन तकलीफों का इलाज किया जा सकता है। ऐसे लोगों को जल्दी से जल्दी डॉक्टर के पास जाना चाहिए, ताकि उनकी बीमारी का फौरन पता चल सके। समारोह में भाग ले रहे अन्य विशेषज्ञों का कहना था कि लोगों को दबाव, तनाव या अवसाद जैसी चीजों से बचना चाहिए और शराब तथा नशीले पदार्थों से परहेज करना चाहिए। हमारे संवाददाता ने बताया है कि सरकार समाज के निचले वर्गों खासतौर पर वंचित लोगों की देखभाल के लिए राष्ट्रीय मानसिक स्वास्थ्य कार्यक्रम चला रही है।

 तेलुगु भाषा अमरीका स्थित यूनीकोड कंसोटियम की आधिकारिक पूर्ण सदस्य बन गई है। इससे कम्प्यूटर पर तेलुगु भाषा के फॉन्ट और लिपि में सहायता मिलेगी। आन्ध्रप्रदेश के सूचना प्रौद्योगिकी और संचार मंत्री पोनाला लक्ष्मैया ने न्यू जर्सी में कहा कि तेलुगु इस कंसोटियम में पूर्ण सदस्य के रूप में शामिल होने वाली पहली भारतीय भाषा है। हालांकि दो अन्य भारतीय भाषाए हिन्दी और तमिल इसमें पहले से ही संस्थागत सदस्य हैं।

 उर्दू के जाने-माने शायर  अदीब आले अहमद सरूर के संग्रह की एक प्रदर्शनी आज नई दिल्ली में शुरू हुई। इसमें लगभग १४ हजार पुस्तकें और मौलाना आजाद और डॉ० जाकिर हुसैन जैसी हस्तियों के श्री सरूर को लिखे पत्र भी शामिल हैं। ये पुस्तकें उर्दू और हिन्दी के साथ-साथ अंग्रेजी, जर्मन और रूसी भाषा में भी हैं। ये संग्रह भारतीय राष्ट्रीय संग्रह में संभालकर रखा हुआ है। इस अवसर पर आले अहमद सरूर स्मारक व्याख्यान का भी आयोजन किया गया। उर्दू के जाने-माने आलोचक प्रो० गोपीचंद नारंग ने अपने व्याख्यान में उर्दू शायरी और तनकीद में श्री सरूर के योगदान का स्मरण किया।

 महाराष्ट्र सरकार ने जल संभरण क्षेत्र विकास कार्यक्रमों के माध्यम से सिंचाई की अतिरिक्त सुविधाएं जुटाने के कई उपाय किये हैं। केंद्र द्वारा प्रायोजित राष्ट्रीय कृषि विकास कार्यक्रम के तहत खेतों में छोटी नहरें निकालने पर विशेष जोर दिया गया है। इसके अलावा महात्मा फूले जल भूमि संधारण अभियान तथा अन्य जलसंभरण विकास कार्यक्रमों की मदद से राज्य के ग्रामीण हिस्सों में रोजगार के अतिरिक्त अवसर जुटाने के प्रयास भी किये जा रहे हैं। इन योजनाओं को कारगर रूप से लागू करने के लिए स्थानीय लोगों की भागीदारी पर विशेष बल दिया गया है।

 न्यूजीलैण्ड में अधिकारियों का कहना है कि समुद्र तट पर फंसे जहाज से तेल निकालने का काम शुरू कर दिया गया है। लोगों को समुद्र तट से दूर रहने की चेतावनी दी गई है। समुद्र में काफी तेल गिर गया है और इस तेल को साफ भी किया जा रहा रहा है। समुद्र तट पर बड़े-बड़े गोलों की शक्ल में तेज जमा हो गया है। सोमवार को तेज हवा चलने की आशंकाओं को देखते हुए कोशिश हो रही है कि जहाज से पूरा तेल निकाल लिया जाए। हालांकि इस बीच तीस टन तेल समुद्र में गिर चुका है। पिछले बुधवार से समुद्र तट के पास फंसे इस जहाज में १७०० टन तेल है और अगर हवाओं के कारण जहाज नष्ट हुआ तो ये सारा तेल समुद्र में चला जाएगा।

 रूसी संसद के निचले सदन ड्यूमा ने भारतीयों को आसानी से वीजा देने के लिए दोनों देशों की सरकारों के बीच हुए समझौते को सहमति दे दी है। भारतीयों को आसानी से और जल्दी से वीजा देने के लिए वीजा नियमों को सरल बनाया जा रहा है। ४५० सदस्यों के निचले सदन में ४२८ सदस्यों ने इस प्रस्ताव के पक्ष में वोट दिया। अब इसे ऊपरी सदन में भेजा जाएगा। ऊपरी सदन फेडरेशन कौंसिल की मंजूरी मिलने के बाद राष्ट्रपति दमित्री मेद्वेदेव इस पर हस्ताक्षर करेंगे और तब यह कानून बन जाएगा। इसके लागू होते ही भारतीय नागरिकों को रूस की यात्रा करने के लिए किसी निमंत्रण या फिर टूरिस्ट वाउचर की जरूरत नहीं पड़ेगी। इसके बाद वीजा के लिए सीधे आवेदन किया जा सकेगा।

 सरकार लोकपाल विधेयक से सम्बद्ध संयुक्त मसौदा समिति की कार्यवाही की ऑडियो रिकॉर्डिंग सार्वजनिक करने पर सहमत हो गई है। इस समिति में समाजसेवी अन्ना हजारे की टीम के पांच सदस्य और पांच केबिनेट मंत्री शामिल थे। कार्मिक विभाग ने आर टी आई कार्यकर्ता एस. सी. अग्रवाल को ये ऑडियो रिकॉर्डिंग मुहैया कराने का फैसला किया है।

 मुम्बई इंडियन्स ने चैंपियन्स लीग ट्वेंटी-२० क्रिकेट प्रतियोगिता जीत ली है। कल रात चेन्नई में फाइनल मुकाबले में मुम्बई इंडियन्स ने रॉयल चैलेंजर्स बंगलौर को ३१ रन से हरा दिया। मुम्बई इंडियन्स ने पहले बल्लेबाजी करते हुए २० ओवरों में १३९ रन बनाए जवाब में रॉयल चैलंजर्स बंगलौर की पूरी टीम १९ ओवर और दो गेंदों पर १०८ रन बनाकर आउट हो गई। मुम्बई इंडियन्स के कप्तान हरभजन सिंह ने तीन विकेट लिये। युववेन्द्र चहल और ए.एन. अहमद ने भी अच्छा प्रदर्शन किया।

The CBI today conducted raids at the premises of former Telecom Minister Dayanidhi Maran after registering a case against him in connection with the controversial Aircel-Maxis deal. The agency has also booked his brother Kalanidhi Maran, Maxis owner T Ananda Krishnan, senior executive Ralph Marshall and three companies  in the case on charges of criminal conspiracy under IPC and Prevention of Corruption Act.  CBI spokesperson  said in New Delhi that the investigation agency carried out searches at the premises of Maran brothers in Chennai and Delhi after registering the case.  It has been alleged by former Aircel Chief C Sivasankaran that Maran as the then Telecom Minister reportedly favoured Maxis-group in the takeover of his company and in return investments were made by the company through Astro network in Sun TV owned by Maran family. The CBI, in its recent status report to the Supreme Court, had said that during Maran's tenure there was deliberate delay to provide letter of intent to Sivasankaran. Union Law Minister Salman Khurshid assured that the law will take its own course without any interference of any kind.
As far as  law is concern, it will take its own course. nobody can interfere, but there is a lot between investigation, or even searches  that take place as part of the investigation. And conclusions that can be drawn, that can then  lead to further action. I hope the investigations will bring out the truth and then no unnecessary damage or inconvenience will be caused to anybody.

Vice President Mohammad Hamid Ansari has left for  Ankara today on a 5-day visit to Turkey. During his visit, he will hold delegation-level talks with Turkish Parliamentarians led by Camil Cicek, Speaker of the Turkish Grand National Assembly. He is also scheduled to take part in a business forum at the Turkish chamber of Businessmen and Industrialists at Istanbul.  Mr. Ansari is accompanied by Minister of Social Justice and Empowerment Mr. Mukul Wasnik and four members of Parliament including Sitaram Yechury.

The Election Commission of India has raised the cap of minimum votes a political party must secure in election to get the status of a State party or maintain it further.
The new minimum limit is 8 per cent of total valid votes polled in State Assembly or Lok Sabha polls. Earlier, the limit was 6 per cent. In addition the party must have returned at least two members to the Legislative Assembly in case of Assembly polls or at least one member in Parliament from the State in case of Lok Sabha elections. To make these changes, the Commission has amended its Election Symbols reservations and allotment order 1968 and issued a new order on 16 th of last month, the Election Symbol reservations and allotment amendment order 2011. According to the sources, the amended order has been sent to all States and Union Territories.

Congress party is holding hectic political discussions to resolve the Telangana crisis. Talking to reporters in New Delhi today, Congress General Secretary in-charge of Andhra Pradesh Ghulam Nabi Azad said that discussions with party MLAs, MLCs and other Congress leaders from Andhra Pradesh have been completed but the discussion at the national level will continue. He said that this is a very delicate issue and there are no easy solutions and the resolution will take time. Earlier noted cinema actor and Congress leader from Andhra Pradesh Chiranjeevi and former Minister Renuka Choudhary met the Core Group of the party including Finance Minister Pranab Mukherjee, Home Minister P Chidambaram, Defence Minister A K Antony and Ahmad Patel besides Ghulam Nabi Azad. Talking to reporters after the meeting in New Delhi, Chiranjeevi said that he was invited by the core group of the Party to give his opinion on the issue.

Meanwhile, Andhra Pradesh Chief Minister N Kiran Kumar Reddy has appealed to Government and Road Transport Corporation Employees and Teachers to call off the ongoing General Strike. Employees under the National Majdoor Union in the State Road Transport Corporation have agreed to call off the strike. Following talks held by Transport Minister B Satyanarayana, NMU leaders have agreed to call off the strike for some time. The Transport Corporation employees have been taking part in the General Strike for the past 22 days.

In Sikkim, after a gap of more than 20 days since the devastating earthquake jolted the State last month, all the schools and colleges resumed their classes from today. Our Gangtok correspondent reports that alternative arrangements have been made to hold regular classes in some seven hundred eighty government schools which were damaged during the last month’s earthquake.:-
"The State government is keen to make up for the lost days as the classes in all the fourteen hundred government and three hundred private schools had to be cancelled in the wake of the earthquake . The nine member Central Assessment Team led by Mr. Shambhu Singh ,currently touring the State, has assured that pre-fabricated structures will be made available wherever the school buildings have totally collapsed .On the other hand,, a yet another Central Team consisting of three structural engineers is reaching Gangtok in a short while from now. Meanwhile, efforts are on to restore the badly damaged Mangan-Chungthang road in the North district by the BRO.The job is expected to be completed by this evening. The Supreme Court today sought the Bihar government's stand on a plea for a CBI probe into the police firing on a group of villagers in Forbesganj in June that left five persons dead. A bench of justices R M Lodha and J S Khehar issued notice to the state government, seeking its response to the plea for CBI probe into the incident.  The plea was made by a civil society, Association for Protection of Civil Rights, alleging that the state government was protecting the police officials who had resorted to the firing at unarmed villagers. The non-governmental organisation also pleaded the court to direct the state government to pay a compensation of 10 lakh rupees to the family members of each of the deceased and 5 lakh rupees each to those injured in the police firing.

In Gujarat, Ahmedabad session court will resume hearing the bail application of arrested IPS officer Sanjiv Bhatt today. Meanwhile, a review petition filed by the police for his remand has been adjourned to the 30th of November. Bhatt was arrested on 30th September in following a complaint of abducting and forcefully recording the statement of a police constable K.D.Pant. Our Ahmedabad correspondent reports that Suspended IPS officer Sanjiv Bhatt was arrested on the 30th of September and sent in judicial custody after Ahmedabad rural court had rejected his police remand. Earlier,Bhatt had filed an affidavit in Supreme Court alleging complicity by Chief Minister Narendra Modi during post-Godhra riots. Later, he was charge sheeted by the state Government and suspended for alleged unauthorized absence from duty.

The 50 hours countdown for the October 12th  launch of PSLV-C18, began at 0900 hrs today. The satellite would put into space a Megha Tropiques satellite and three nano satellites. Indian Space Research Organisation (ISRO) Spokesperson Dr.Ravi Gupta  said in New Delhi the countdown has been progressing smoothly. The core-alone four stage PSLV-C18 vehicle would lift off  from India's space port of Sriharikota at 1100 hrs on the 12th of this month. The  1,000 kg Megha Trophiques satellite is  an Indo-French joint collaborative initiative to study climatic and atmospheric changes in the tropical regions. Three other small satellites would ride piggy-back with the main payload.
The nano satellites include a ten kg 'SRMSAT' built by  students of SRM University on the outskirts of Chennai, a  three kg 'Jugnu' satellite designed by Indian Institute of  Technology, Kanpur, and the 30 kg 'VesselSat' from Luxembourg.   The SRMSat would help in understanding global warming and pollution by studying carbon-dioxide and carbon-monoxide present in the atmosphere. The Jugnu satellite has a camera to take pictures of the earth to monitor vegetation, reservoirs, lakes, and ponds, while VesselSat would help in locating the ships on high seas.

Senior BJP leader Mr L.K Advani will start his Jan Chetna Yatra tomorrow  from Sitab Diara  in Bihar to raise awareness against corruption. Briefing reporters in New Delhi, Mr Advani said that the Yatra will focus on clean politics and good governance. He said, it will cross 23 states and four Union Territories including the north eastern states and culminate on the 20th of November in the national capital. Mr Advani also criticized the UPA government for failing to control price rise and curbing corruption.

Veteran ghazal singer Jagjit Singh passed away this morning in Mumbai . He was 70. He was admitted in Lilavati Hospital for more than two weeks.  The singer had undergone an emergency surgery for brain hemorrhage at the Hospital on September the 23rd. Hospital sources  told AIR that Jagjeet Singh developed complications as he was a case of hypertension, diabetes and ischaemic heart ailment. The veteran singer , popularly known as the Ghazal King had gained acclaim together with his wife Chitra Singh in 1970s and 1980s. More from our correspondent;
Jagjeet Singh began his musical journey singing Shabads or devotional songs in Gurudwaras. He studied in DAV college Jalandar where his fee was waived off because of his voice. He got a chance as a professional singer in Jalandar’s All India Radio. He came to Mumbai in 1961 to try his hand in play back singing but soon returned to Jalandar. He came again to Mumbai to fulfil his dreams in 1965. His voice infused a new melody into Ghazals and brought Ghazals into the mainstream. He also sang duets with his wife Chitra Singh. German Chancellor Angela Merkel and French President Nicolas Sarkozy have announced that they will present a comprehensive package of proposals to solve the euro zone sovereign debt crisis and support financially-troubled European banks by the end of this month. The two leaders said this after a meeting in Berlin that they are fully aware of their responsibilities for stability of the euro and they are determined to do everything necessary to increase the capital structure of the region's banks. Merkel told a joint news conference with Sarkozy that  the two countries shared similar views on increasing the capital structure of banks and the two nations have reached an agreement on the question of recapitalisation.   In this regard, they said they want the same criteria to be applied to all financial institutions. Sarkozy said, Europe must solve its problems before the G-20 summit, which he will be hosting in the French resort of Cannes early next month. The two leaders also reaffirmed their support for heavily-indebted Greece to remain in the euro zone.

Malaysia is beginning its biggest ever amnesty programme for illegal immigrants in an attempt to give more than a million people the right to work. From today, they will be legally allowed to take jobs Malaysians no longer want, such as work in construction and oil palm plantations.
Immigrants have been blamed for committing much of the crimes in the country and keeping wages low for unskilled work. But efforts to restrict the influx of immigrants have failed in the past. Many come from Indonesia and Bangladesh and have managed to slip into the country easily. This time though the government says it will use a bio-metric system to monitor the movement of illegal workers who registered under the amnesty programme.

In Egypt, a meeting of the cabinet has been convened to discuss the issue of deadly violence in Cairo last night. At least 24 people were killed and more than 200 injured in clashes between Coptic Christians and Egyptian security forces near the state television building in Cairo. Egypt’s official news agency MENA has quoted military police chief as saying that calm is prevailing in Cairo. In New Zealand, salvage teams are scrambling to avert an environmental disaster in the country's pristine Bay of Plenty, as a storm threatens to hit the area where a cargo ship ran aground on a reef Wednesday. In Kerala, LDF opposition walked out of the state assembly protesting against the ongoing loadshedding and power crisis in the state. Seeking permission for an adjournment motion on the issue, former electricity minister A K Balan alleged that despite increase in power production the government has imposed loadshedding during night and also surcharge on consumers. Electricity Minister Aaryadan Mohammed informed the house that the present load shedding will be withdrawn within a few days and discussion to purchase more power from different sources including NTPC, Kayamkulam is in progress.

In Jharkhand, the day long strike by  the workers of all companies of Coal India  has severely affected mining and related activities in   Dhanbad, Ramgarh and Jharia. The striking workers  also held demonstration in front of headquarters of different coal companies in Ranchi. Our correspondent reports that the workers are demanding 23,500 rupees  per worker as bonus, instead of 17,000 rupees,  that the management has offered.
“Today strike call is given by five recognized trade unions representing 3 lakhs 75 thousands workers of 10 companies of Coal India. The effects have started showing in Jharkhand. Workers did not turn up for the morning shift in the coal mines spread all over the state. If the strike continues for the whole day, it can cause a loss of 500 crores rupees to Coal India as mining works of more than 5 lakh tones of coals would be affected. The Indian rupee advanced by 12  paise to  49 rupees 3 paise per dollar in early trade today on continued selling of the American currency by banks and exporters.    The rupee resumed higher at 49 rupees 6 paise  per dollar on the Interbank Foreign Exchange.   Sustained selling of dollars by banks and exporters in view of dollar weakness in global markets mainly boosted the rupee value against the American currency. India will help in re-building 79 schools in the war-affected Northern Province of Sri Lanka.    Foreign Secretary Ranjan Mathai  told the  Indian media  in Colombo, this will cost  160 million Sri Lankan rupees. These schools are located in Vavuniya, Mullaithivu and Kilinochchi. उच्चतम न्यायालय ने २६ नवम्बर २००८ के मुम्बई आतंकी हमले के दोषी अज+मल कसाब की मौत की सज+ा पर रोक लगा दी है। न्यायालय ने आज कसाब की उस याचिका पर सुनवाई की, जिसमें उसने मुम्बई आतंकी हमले में दोषी ठहराये जाने और मौत की सजा सुनाये जाने को चुनौती दी थी। अदालत ने इस अपील पर फैसले में सहायता के लिए वरिष्ठ वकील राजू रामचन्द्रन को नियुक्त किया था।
बम्बई उच्च न्यायालय ने २१ फरवरी के अपने फैसले में सरकार को अस्थिर करने के उद्देश्य से बर्बर हमले के लिए निचली अदालत द्वारा कसाब को दी गई मौत की सज+ा बरकरार रखी थी।

दूरसंचार नीति के नए मसौदे में स्पेक्ट्रमों के पारदर्शी आबंटन और रोमिंग की निशुल्क सेवाएं प्रमुख रूप से शमिल है। दूरसंचार मंत्री कपिल सिब्बल ने आज नई दिल्ली में यह नई नीति जारी की। उन्होंने कहा कि इसका उद्देश्य देश भर में दूरसंचाार सेवाएं सुनिश्चित करना है।

हमारा उद्देश्य मांग पर ब्रॉड बैंड उपलब्ध कराना है। हम चाहते हैं कि ग्रामीण और शहरी दोनों क्षेत्रों में समान और समग्र विकास सुनिश्चित करने के लिए सभी लोग इंटरनेट तथा वेब इकॉनामी का उपयोग करें। हमारा विश्वास है कि दूरसंचार, ब्रॉड बैंड तथा सूचना तकनीकी सेवाओं, नेटवर्क, प्लेटफॉर्म को एक साथ लाया जाये तथा लाइसेंस, पंजीकरण और नियमन तंत्र को और आसान बनाया जाये।
श्री सिब्बल ने कहा कि स्पेक्ट्रम के आवटन तथा उपयोग के बारे में नये कानून बनाये जाएंगे। इस मसौदे में लाइसेंस को रेडियो वेब के आवंटन से अलग रखने की व्यवस्था है। इससे बोली लगाकर या वर्तमान कंपनियों के साथ हिस्सेदारी कर स्पेक्ट्रम हासिल करने का रास्ता खुलेगा। श्री कपिल सिब्बल ने बताया कि दूरसंचार से जुड़े सभी पक्षों और जनता से प्राप्त सुझावों को ध्यान में रखकर दिसम्बर में नीति की घोषणा की जाएगी। उन्होंने कहा कि इस नीति से ग्रामीण और दूरदराज के इलाकों में किफायती और गुणवत्ता वाली सेवाएं उपलब्ध होगी।
हमारे संवाददाता ने बताया है कि मसौदे में मुख्य रूप से ग्रामीण क्षेत्रों में दो हजार बीस तक सभी लोगों तक दूरसंचार सेवाएं पहुंचाने के लिए साठ करोड़ कनैक्शन देने और मांग पर ब्रॉडबैंड देने पर जोर दिया गया है।

सीबीआई ने २-जी स्पेक्ट्रम मामले में डीएमके नेता पूर्व केन्द्रीय मंत्री दयानिधि मारन और उनके बड़े भाई कलानिधि मारन के आवासों और कार्यालयों पर छापे मारे हैं। जांच एजेंसी ने मारन और अपोलो अस्पताल की निदेशक सुनीता रेड्डी के दिल्ली, हैदराबाद और चैन्नई में नौ ठिकानों की तलाशी ली। सीबीआई ने भ्रष्टाचार निवारण अधिनियम के अंतर्गत मारन बंधुओं के खिलाफ मामला भी दर्ज किया है। एस्ट्रो टीवी के मुख्य कार्यकारी अधिकारी राल्फ मार्शल, टी आनन्द कृष्णन और तीन कंपनियों-सन डायरेक्ट टीवी, एस्ट्रो ऑल एशिया नेटवर्क्स और मैक्सिस कम्युनिकेशन्स पर भी मामले दर्ज किये गये हैं। उल्लेखनीय है एस्ट्रो टीवी ने सन टीवी में निवेश किया था। उद्योगपति सी० शिवशंकरन की शिकायत पर दयानिधि मारन सीबीआई के जांच के दायरे में आ गये थे। श्री शिवशंकरन ने आरोप लगाया था कि मारन ने मोबाइल टेलीफोन कंपनी एयरसेल से बाहर होने के लिए उन पर दबाव बनाया।

गुजरात के राज्यपाल द्वारा लोकायुक्त की नियुक्ति के मामले पर गुजरात उच्च न्यायालय के दो न्यायाधीशों की पीठ में एक-राय नहीं है। एक न्यायाध्याीश ने इसे सही बताया है जबकि दूसरे न्यायाधीश ने इससे असहमति व्यक्त की है। राज्यपाल कमला बेनीवाल द्वारा २५ अगस्त को न्यायमूर्ति आर. एन. मेहता को लोकायुक्त नियुक्त किए जाने को चुनौती देने वाली राज्य सरकार की याचिका को खारिज करते हुए न्यायाधीश आकिल कुरैशी ने आज सरकार की इस दलील को खारिज कर दिया कि राज्यपाल ने मंत्रिपरिषद की सहायता और सलाह के बिना ये कदम उठाया था।
दो जजों की बैंच के न्यायमूर्ति आकिल कुरैशी ने राज्यपाल द्वारा लोकायुक्त की नियुक्ति के खिलाफ राज्य सरकार की याचिका को खारिज करते हुए लोकायुक्त की नियुक्ति को उचित ठहराया है। श्री कुरैशी ने अपने फैसले में कहा है कि आठ साल से खाली पड़े लोकायुक्त की नियुक्ति के मामले में पैदा हुए डेड लॉक को देखते हुए विशिष्ट स्थितियों में राज्यपाल द्वारा किया गया फैसला उचित है। हालांकि इस बैंच की दूसरी जज श्रीमती सोनिया बोकाड़ी ने इस फैसले के कुछ मुद्दों पर असहमति जताई है। वे अपना पूरा फैसला कल सुनायेगी। ऐसी स्थिति में यह मामला हाईकोर्ट की बड़ी बैंच या मुख्य न्यायमूर्ति के पास जा सकता है। योगेश पांडेया आकाशवाणी समाचार अहमदाबाद।

कांग्रेस ने तेलंगाना मुद्दे पर आंध्र प्रदेश से पार्टी के नेताओं और विधायकों के साथ विचार-विमर्श पूरा कर लिया है। पार्टी के कोर ग्रुप की बैठक के बाद महासचिव और आंध्र प्रदेश मामलों के प्रभारी गुलाम नबी आज+ाद ने कहा कि पार्टी के राष्ट्रीय नेताओं के साथ बातचीत जारी रहेगी। उन्होंने कहा कि तेलंगाना एक नाजुक मुद्दा है और इसका कोई आसान हल नहीं है।
श्री आज+ाद ने कहा कि सरकार तेलंगाना मुद्दे से जुड़े सभी पक्षों को मान्य राजनीतिक हल की ओर बढ़ रही है। इससे पहले, वित्त मंत्री प्रणब मुखर्जी, गृहमंत्री पी. चिदंबरम रक्षा मंत्री ए के एंटनी और कांग्रेस अध्यक्ष के सचिव अहमद पटेल ने आंध्र प्रदेश के दो नेताओं, चिरंजीवी और रेणुका चौधरी से बातचीत की। इस बैठक में श्री आज+ाद भी उपस्थित थे।

बाद में, श्री चिरजीवी ने कहा कि तेलंगाना मुद्दे पर लोगों में चिंता बढ़ रही है, इसलिए इस पर जल्द निर्णय लिया जाना चाहिए।

कांग्रेस ने आज आरोप लगाया कि पिछले कुछ सप्ताह की घटनाओं से संकेत मिलता है कि टीम अन्ना के नेतृत्व का आंदोलन भ्रष्टाचार के खिलाफ नहीं बल्कि कांग्रेस विरोधी है। पार्टी प्रवक्ता मनीष तिवारी ने कहा कि सभी को ये जानकारी है कि कांग्रेस को छोड़कर हिसार संसदीय उपचुनाव में भाग ले रही पार्टियां भ्रष्टाचार में लिप्त रही हैं।

भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो बुधवार, १२ अक्तूबर को सुबह ११ बजे चौथे चरण के अंतरिक्ष यान पी एस एल वी-सी-१८ को श्रीहरिकोटा से अंतरिक्ष में छोड़ेगा। इसरो के प्रवक्ता डॉ० रवि गुप्ता ने नई दिल्ली में बताया कि इसे अंतरिक्ष में छोड़े जाने के लिए उल्टी गिनती आज सवेरे नौ बजे शुरू हो गई। इसरो के जनसंपर्क निदेशक सतीश ने आकाशवाणी को बताया कि सभी तैयारियां जोरों पर हैं और अंतिम परीक्षण किए जा रहे हैं।
हमारे संवाददाता ने बताया है कि इस यान से मौसम की अत्याधुनिक जानकारी देने वाला मेघ ट्राफीकस उपग्रह और तीन नैनो उपग्रह भी छोड़े जाएंगे।

भारत और फ्रांस द्वारा तैयार किया गया यह यान एक हजार किलोग्राम का मेघा टॉफिक उपग्रह को अपने साथ लेकर जाएगा। जैसाकि इसके नाम मेघा से ही जाहिर है इससे मौसम और बादलों के बारे में जानकारी मिल सकेगी। इस उपग्रह से एशिया क्षेत्र विशेषकर अफ्रीका और हिन्द महासागर के आसपास के देशों में मानसून की स्थिति के बारे में भी पता लग सकेगा। चेन्नई के निकट एसआरएम युनिवर्सिटी के छात्रों द्वारा तैयार किये गये एसआरएम-सेट से, वायुमंडल में मौजूद कार्बनडाई आक्साइड और भाप के बारे में जानकारी हासिल हो सकेगी, जबकि कानपुर के आईआईटी छात्रों द्वारा तैयार जुगनू उपग्रह से बाढ़, सूखा और वन तथा हरे भरे क्षेत्रों के बारे में सूचनाएं मिल सकेगी। लग्ज+मबर्ग का उपग्रह वैसल सैट गहरे समुद्र में फंसे समुद्री जहाजों कें बारे में जानकारी देगा। चैन्नई से जॉय के साथ अंजू सेठिया, आकाशवाणी समाचार।
भारतीय संगीत में गज+ल गायिकी की पहचान जगजीत सिंह अब नहीं रहे। आज सुबह मुम्बई के एक अस्पताल में उनका देहांत हो गया। वे बहुत दिनों से उच्च रक्तचाप, मधुमेह और हृदयरोग से पीड़ित थे। गज+ल गायिकी में उल्लेखनीय योगदान के लिए उन्हें वर्ष २००३ में पदम भूषण से नवाज+ा गया था।
राष्ट्रपति, प्रधानमंत्री और सूचना और प्रसारण मंत्री ने गज+ल गायक और संगीतकार जगजीत सिंह के निधन पर शोक व्यक्त किया है।
राष्ट्रपति श्रीमती प्रतीभा देवी सिंह पाटिल ने जानेमाने गज+ल गायक जगजीत सिंह के देहांत पर शोक व्यक्त करते हुए कहा है कि जगजीत सिंह गजल गायिकी के एक अनूठे अंदाज के लिए जाने जाते थे, जिसमें हृदय धड़कता महसूस होता था। उन्होंने कहा कि देश और विदेशों में गज+ल गायिकी के दौरान श्री सिंह और श्रोताओं के बीच भावुकता की एक कड़ी जुड़ जाती थी।
प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि जगजीत सिंह ने गज+ल को हर दिल की धड़कन बनाने में सराहनीय योगदान किया है।
सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा कि गज+ल गायिकी के धनी जगजीत सिंह के असामयिक निधन से उत्पन्न रिक्तता की भरपाई बहुत मुश्किल होगी। श्रीमती सोनी ने कहा कि विश्व के संगीत प्रेमियों में भी जगजीत सिंह के निधन से शोकमय हैं। फिल्म और संगीत जगत भी इस दुख में डूबा हुआ है।

The Press Council of India, the PCI has recommended making 'paid news' a punishable "offence. A two-member sub-committee of the PCI proposed that section 123 of the Representation of the People Act, 1951 be amended by Parliament to make the practice of paying for news coverage in newspapers and television channels during elections an act of corruption and a punishable offence. To eliminate the phenomenon, the sub-committee suggested that PCI guidelines on demarcation of news from advertisements by printing disclaimers, should be strictly enforced by all publications. The committee comprising eminent journalists Paranjoy Guha Thakurta and K Sreenivas Reddy was set up to probe the phenomenon of paid news following allegations that publicity material of some politicians camouflaged as news was being published by some media organisations. The Central Information Commission had directed the PCI last month to make public the report of the sub-committee on paid news as part of the suo motu disclosure mandated under the RTI Act.

Mobile telephone users will be able to make calls without paying roaming charges and change operator outside their circle while retaining the same number, on the implementation of the draft New Telecom Policy. Transparent allocation of airwaves is another highlight of the policy. Unveiling the draft, Telecom Minister Kapil Sibal said the aim is to create One Nation - One Licence across services and service areas.

Strategies to increase rural reach, higher broadband speeds, more funding options for operators and a new law on spectrum allocation and usage are some other highlights of the policy. The new draft policy, which was uploaded on the official website by Communications Minister Kapil Sibal, seeks to de-link allocation of licence to service providers from the award of radio waves. This will pave the way for acquiring air waves through competitive bidding or by sharing it with existing firms. Mr. Sibal also said that after receiving inputs from stakeholders and people at large, the final policy will be unveiled by December. He said, the policy is designed to transform the socio-economic scenario through accelerated, equitable and inclusive economic growth. The Supreme Court has stayed the death sentence awarded to Pakistani terrorist Ajmal Kasab, the lone surviving gunman from the 2008 Mumbai attacks, saying that the due process of law has to be observed. The court noted that it would like to hear Kasab's plea against the death penalty in the Mumbai attack case at length and at the same time agreed to deal with this matter in an expeditious manner. A special bench of justices Aftab Alam and C K Prasad also observed that many people in the country are of the view that the appeal by 24-year-old Kasab should be rejected outright and should not be heard at all. The court permitted Kasab to amend his Special Leave Petition and furnish additional grounds to challenge the sentence awarded by the special court and confirmed by the Bombay High Court.

The Gujarat High Court has pronounced a split verdict on the appointment of Lokayukta in the state by the Governor. A two judge bench was divided on the appointment of Justice RN Mehta as the state Lokayukta. More from our correspondent:

The other judge of the bench Justice Sonia Gokani differs on the several points, who will pronounce her detail judgement today. The Allahabad High Court has directed the concerned officials to submit a report regarding the steps taken to prevent the outbreak of Japanese encephalitis in eastern Uttar Pradesh. The court said the report should be submitted by the 20th of October. The disease has claimed many lives this year. The order was passed by Justice Sunil Ambawani on a contempt application in which it was alleged that despite earlier directions issued by the court, the state government failed to take adequate steps to curb the outbreak of the disease. The court also ordered that a meeting of experts be convened at New Delhi in the next 15 days to chalk out an effective strategy.

Two Americans - Thomas Sargent and Christopher Sims have been awarded the 2011 Nobel prize for economics for research on the relationship between government policy decisions and the economy. The Royal Swedish Academy of Sciences awarded the prize to the American professors for their empirical research on cause and effect in the macro-economy. The prize committee said, the winners developed methods for addressing questions such as how economic growth and inflation are affected by a temporary increase in the interest rate or a tax cut. The committee said, the research is especially relevant as governments in Europe and the United States struggle with policy choices to deal with high debt while boosting lagging economies.

The Vice President Mohammed Hamid Ansari, who is on a visit to Turkey, will hold delegation level talks with the Speaker of the Turkish Grand National Assembly Cemil Cicek today. Mr. Ansari will also hold meetings with the Prime Minister of Turkey Recep Tayyp Erdogan later in the day. He will also call on the President of Turkey Mr. Abdullah Gul.
Earlier yesterday, Mr Ansarı saıd, Indıa and Turkey will exchange views on the developments in the region besıdes achieving a more vıable commercial relationship with Turkey. Speakıng to reporters on board the specıal aircraft en route to Ankara from New Delhi, he also hinted at enhancing Indo-Turkey cooperation on the Afghan issue. Mr Ansari said, that Turkey has started playing a pro-active role in politics of its own region with Europe on the one side and the Asian landmass on the other.

The Sikkim government will submit its immediate rehabilitation proposals to the Centre within the next five days. Detailed Project Reports for long term rehabilitation proposals will also be submitted by the end of this month. In Assam, sales have reached an all time high at the century old Darang Giri banana market at Goalpara district. Bananas from the market are being supplied to Bangladesh, Nepal, Bhutan, Bihar, West Bengal and Uttar Pradesh from Darang Giri. A report from our correspondent:
"The largest banana market of Asia has an annual turnover of around Rupees Twenty crore. Every week around 5 thousand bicycles loaded with banana reach the market from neighbouring areas. Officials of the Darang Giri Development Committee said that, 35 to 40 truck each of which contains 1200 bunches are being supplied daily. Malbhog and Cheni are the two types of banana for which buyers make a beeline at Darang Giri.
