ओढ़ां में साढ़े 4 करोड़ रुपए की लागत से औद्योगिक प्रशिक्षण संस्थान खोला जाएगा

सरकार द्वारा शुरु किए गए बहुक्षेत्रीय विकास कार्यक्रम के अंतर्गत सिरसा जिला में शुरु की गई अल्पसंख्यक जिला विकास योजना के माध्यम से ओढ़ां गांव में साढ़े 4 करोड़ रुपए की लागत से औद्योगिक प्रशिक्षण संस्थान खोला जाएगा जिसकी स्वीकृति केंद्रीय अल्पसंख्यक मामलों मंत्रालय द्वारा प्राप्त हो गई है।
यह जानकारी देते हुए उपायुक्त श्री सी.जी रजिनीकांथन ने बताया कि अल्पसंख्यक जिला विकास योजना के तहत जिला में अब तक विभिन्न क्षेत्रों में 9 करोड़ 90 हजार रुपए की राशि खर्च की जा चुकी है जबकि इस योजना के तहत 10 करोड़ 75 लाख 90 हजार रुपए की राशि जिला प्रशासन को प्राप्त हुई है। उन्होंने बताया कि ओढ़ां में आईटीआई बनने से सिरसा जिला में पांच राजकीय औद्योगिक प्रशिक्षण संस्थान स्थापित हो जाएंगे। पहले से सिरसा जिला में एक महिला औद्योगिक प्रशिक्षण संस्थान सहित चार आईटीआई कार्य कर रही है जिनमें 1892 विद्यार्थियों को दो दर्जन से भी अधिक ट्रेडों में प्रशिक्षण दिया जा रहा है। ओढ़ां के औद्योगिक प्रशिक्षण संस्थान के लिए सात ट्रेड स्वीकृत की गई है जिनमें 175 से भी अधिक विद्यार्थियों को प्रशिक्षण दिया जा सकेगा।
उन्होंने बताया कि उक्त योजना तकनीकी शिक्षा, गरीबों को छत मुहैया करवाने और बच्चों के विकास के साथ-साथ युवाओं को विभिन्न कार्यों में निपुण करने के लिए महत्वपूर्ण सिद्ध हुई है। सिरसा जिला में अल्पसंख्यक जिला विकास योजना के तहत स्कूल कमरे बनवाने के लिए 3 करोड़ 96 लाख 90 हजार रुपए की राशि स्वीकृत की गई है जिसमें से 1 करोड़ 62 लाख 90 हजार रुपए की राशि खर्च करके 95 स्कूल कमरों का निर्माण करवाया जा चुका है। इसी प्रकार से उक्त योजना के तहत 2 करोड़ 13 लाख रुपए की राशि खर्च करके 71 आंगनवाड़ी केंद्रों का निर्माण करवाया गया है। आंगनवाड़ी के प्रत्येक केंद्र के निर्माण पर 3 लाख रुपए की राशि खर्च की गई है। उन्होंने बताया कि जिला में अब कुल 914 आंगनवाड़ी केंद्र काम कर रहे है जिनमें से 335 आंगनवाड़ी केंद्र अल्संख्यक बाहुल्य गांव में स्थापित है। उन्होंने बताया कि अल्पसंख्यक जिला विकास योजना के तहत सबसे अधिक 20 आंगनवाड़ी केंद्र बड़ागुढ़ा में बनाए गए है। इसी प्रकार से औढ़ा में 18, ऐलनाबाद और डबवाली में एक-एक दर्जन, सिरसा में 2 और नाथूसरी चौपटा में एक आंगनवाड़ी केंद्र बनाया गया है।
उपायुक्त ने आगे बताया कि यह योजना सिख बाहुल्य गांवों के गरीब लोगों को छत मुहैया करवाने के लिए भी लाभदायक सिद्ध हुई है। योजना के तहत जिला में 2 हजार मकानों का निर्माण करवाया जा रहा है जिनमें से 1272 मकानों के निर्माण का कार्य पूरा हो चुका है और 728 मकानों के निर्माण का कार्य प्रगति पर है। इस योजना के तहत एक मकान के निर्माण के लिए जिला प्रशासन द्वारा 35 हजार रुपए की राशि दी गई है। उन्होंने बताया कि जिला के डबवाली खंड में उक्त योजना के तहत 320, सिरसा खंड में 220, ऐलनाबाद में 320, बड़ागुढ़ा में 400, रानियां में 300, औढ़ा में 440 मकान बनाए गए है।
उन्होंने बताया कि उक्त योजना के तहत 50 लाख रुपए की राशि युवाओं में विभिन्न व्यवसायों में कौशलता का विकास करने के लिए खर्च किए जाने का प्रावधान है। इस योजना के तहत गरीबी रेखा से नीचे जीवन व्यतीत कर रहे अल्पसंख्यक बाहुल्य गांव के युवाओं को कम्प्यूटर व अन्य व्यवसायों के लिए प्रशिक्षित किया जाएगा ताकि युवा अपना स्वयं का व्यवसाय स्थापित कर अपनी रोजी रोटी कमाने में सक्षम हो सके और स्वयं के साथ-साथ राष्ट्र की आर्थिक स्थिति मजबूत करने में भागीदार हो सके। इस प्रकार से हरियाणा में सिरसा और मेवात जिलों में शुरु की गई यह योजना अल्पसंख्यक समुदायों के लोगों के लिए जीवन में विकास के लिए मील का पत्थर साबित हो रही है।

| विवरण | The main objectives of this programme are to provide wage employment in the rural areas, and also food security, alongside the creations of durable community, social and Economic assets, and infrastructure development in these areas. The wage employment opportunities are available for all rural poor, who are in need of wage employment, and are willing to take up manual unskilled work in the villages. The programme will be implemented in two streams. The first stream will be implemented at the district and block levels, and 50 percent of the funds will be earmarked out of the total funds available under SGRY, and distributed between the Zila Parishads (20 percent) and Panchayat Samitis (30percent). The second stream will be implemented at the village panchayat level. 50 percent of SGRY funds will be earmarked for the Gram Panchayats. The Zila Parishads, Panchayat Samitis, and Gram Panchayats will prepare their own Annual Action Plans. The Govt. of India, from the year 2001-2002 have decided to allocate foodgrains free of cost to the State Govt. for distribution amongst the workers engaged under SGRY. For this scheme, an outlay of Rs. 2,180.00 lac has been proposed for Annual Plan 2005-2006 as State Share. |

| विवरण | The Mahila Mandals are voluntary organizations of rural women, interested in working together with the help of Gram Sevikas, Mukhya Sevikas, Supervisor, and Programme Officer. The Mahila Mandals do work for the promotion of Nutrition education, family welfare, food storage, immunization of children, small saving accounts of women, provision of bathrooms, smokeless chulhas, women crafts centre, and balwadis etc. The registered Mahila Mandals have representative of all classes of society, and have their own executive committee. The women and Child Development Department provide grants for the training of upto 5 members of each Mahila Mandals. For basic equipments and Stationery etc., cash grant of Rs. 1500 is paid to newly registered Mahila Mandals. After two years of getting the first grant, the Mahila Mandal can be given a second matching grant of Rs. 750 for starting some income generating activities. The schemes, namely Mahila Mandal Sammelan, Inter State Study Tour of Mahila Mandals, Incentive Awards to Mahila Mandal have been clubbed under the scheme promotion and strengthening of Mahila Mandal. An amount of Rs. 12,00,000 is required for the year 2005-2006 under the scheme for giving grant-in-aid to Mahila Mandals. |

| विवरण | The centrally sponsored Adolescent Girls scheme, renamed as Kishori Shakti Yojna was being implemented in 4 blocks, namely Nathusari Chopta, Baragudha, Odhan, and Rania, with the objective of improving the nutritional and health status of adolescent girls between 11-18 years of age, to train and equip them to improve home-based and vocational skills, to promote awareness of health hygiene, nutrition, home management, child care, and take all measures as to facilitate their marriage after attaining the age of 18 years and even later. This scheme is being implemented through Anganwadi Centres. The girls are also provided supplementary nutrition at Rs. 2.50 per girl, per day. The expenditure on supplementary nutrition is being borne by the State Government. The Central Government sanctioned this scheme for 81 more ICDS projects, including 5 urban projects vide their letter, dated 13-09-2001, and thus, this scheme is sanctioned for 85 blocks. Out of 81 blocks, the scheme has further been expanded to 15 ICDS projects of Gurgaon and Faridabad District, where work regarding survey and enrollment has already begun, and 154 Balika Mandals have formed. Under this scheme in 10 percent of Anganwadi Centres, Balika Mandals have been formed. Each Balika Mandal will consist of 20 girls for six months. Thus, in a year, 40 girls of each Balika Mandal will be trained. For this programme, a sum of Rs. 36,00,000 is proposed for the year 2005-06. |

| विवरण | The aim of the scheme is to enable Scheduled Caste widows, girls, and destitute women for self-employment. A stipend of Rs. 100 per month, and raw material amounting to Rs.50 per month, per trainee is given to a trainee for getting training from the nearest Kalyan Kendra, run by this Department. After completion a year of this course, each widow, girl, or destitute woman is given a new sewing machine to earn her livelihood. The Department has trained 34,460 Scheduled Caste widows, destitute women, and girls upto the year 2003-2004, and 1,740 trainees are likely to be benefitted during 2005-06. Hence, an amount of Rs. 30.00 lakhs is proposed for the year 2005-06. |

| विवरण | Under the scheme, children belonging to Scheduled Castes studying in 9th to 12th classes are given monthly stipend of Rs.40 per student, provided their parents or guardians are not income tax payers. No tuition fee is charged from them in Govt. institutions. The privately recognized institutions/schools are reimbursed in this behalf by the Government. Examination fee, charged from the students by the University/Board is also refunded for those between 9th to 12th classes. An amount of Rs. 547.00 lakhs has been sanctioned during the Year 2005-2006, under plan schemes, and 72,000 students will be benefited by them. |

| विवरण | In order to solve the housing problem of people belonging to Scheduled Castes and Denotified Tribes, a sum of Rs. 10,000 is given as subsidy for the construction of houses to each beneficiary. The house must have at least one room, and verandah-cum-kitchen. An amount of Rs. 160.00 lakhs has been provided for the year 2005-2006. The Department has provided assistance to 4,71,28 persons from Scheduled Castes and Denotified Tribes since the inception of the scheme. 1,600 beneficiaries will be covered during the year 2005-2006. |

| विवरण | To enable the Scheduled Castes, Backward Classes and Minorities students to compete in various competitive examinations, six Pre-examination Training Centres are functioning at Ambala, Bhiwani, Rohtak, Rewari, Karnal and Hissar to impart training through regular and crash courses to the candidates for Stenographer, Assistant Grade, Banking Services, Clerical Cadre etc. Centrally sponsored scheme of coaching and allied assistance for weaker sections, including Scheduled Castes, Other Backward Classes, and minorities, as ammended by the Government of India will also be implemented. Under this scheme, coaching will also be provided for preparing scheduled caste, Other Backward Class, and minority candidates for various competitive examinations. During the year 2005-2006, 450 students will be benefitted. An amount of Rs. 22.00 lakhs is required for the year 2005-2006 as Central share, and Rs. 22.00 lakhs as State share. |

| विवरण | One of the objectives of Haryana Scheduled Castes Finance and Development Corporation is to upgrade the skills of the members of the Scheduled Castes with a view to equip themselves to get employment. It has been observed that most of the loan schemes generally fail due to lack of requisite skill of beneficiaries. If a beneficiary has necessary knowledge and skills in the relevant field, he/she can run the scheme successfully, and changes of misutilisation of loan amount will also be less. Hence, necessary training to the prospective beneficiary is the most important aspect of loaning programme. Keeping in view, the stress being laid down by the Govt. of India on diversification of activities and more coverage under ISB sector, imparting training to the beneficiary becomes even more important. In view of the above, the Haryana Scheduled Castes Finance and Development Corporation has decided to arrange training programme in various trades. Therefore, a provision of Rs. 13.20 lakhs has been made under SCA for the year 2005-2006. |

| विवरण | This is a continuing State Plan Scheme. Under this scheme, interest free loan is given to Panchayats and Panchayat Samitis, with a view to augment their financial position and to enable them to take up developmental works in their areas. The loan is advanced to Panchayats and Panchayat Samitis for installation of wells, tube-wells, pumping sets on Shamlat lands, construction of shopping centers, bank buildings, shops, residential quarters and godowns for agriculture produce, and establishment of rural industries, viz. stone Crusher, threshers, chakkis, oil mills, etc. The loan is recoverable in 30 years through yearly instalments. This scheme has been continuing since the year 1957-58. In view of the usefulness of this scheme, it has been decided to continue this scheme, and a provision of Rs. 90.00 lacs is proposed for the year 2005-2006. This amount will be advanced to Panchayats, Panchayat Samitis for the implementation of the above Scheme. |
