आंध्रप्रदेश के मुख्यमंत्री एन किरण कुमार रेड्डी ने कहा है कि केन्द्र, तेलंगाना मुद्दे का शीघ्र सद्भावपूर्ण समाधान निकाल लेगा। मंत्रियों के समूह के साथ विचार-विमर्श के बाद नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि इससे राज्य के लोगों की आकांक्षाएं पूरी होंगी। उन्होंने राज्य में राष्ट्रपति शासन लगाये जाने कीे अटकलों को निराधार बताया।
तेलंगाना का यह मुद्दा लम्बे समय से है, लेकिन लगातार आंदोलन के कारण केन्द्रीय नेता इसपर विचार कर रहे हैं और मैं समझता हूं कि वे जितना जल्दी संभव हो इसका समाधान निकालेंगे।
इससे पहले मुख्यमंत्री ने केन्द्र के वरिष्ठ मंत्रियों- प्रणब मुखर्जी, ए के एंटनी, पी चिदम्बरम्‌ और गुलाम नबी आजाद से मुलाकात की। उनके साथ राज्य के उपमुख्यमंत्री दामोदर नरसिम्हां भी थे। मुख्यमंत्री, केन्द्रीय मंत्री एस जयपाल रेड्डी से भी मिले, जो राज्य के तेलंगाना क्षेत्र के हैं। जयपाल रेड्डी ने संवाददाताओं को बताया कि उन्होंने अपने सहयोगियों के साथ विचार-विमर्श किया और उन्हें आंध्रप्रदेश की स्थिति पर अपनी बेबाक राय दी।
कई दौर की चर्चा के बाद संवाददाताओं से बातचीत में प्रणब मुखर्जी ने कहा कि तेलंगाना राज्य के मुद्दे पर कांग्रेस में जारी विचार-विमर्श की प्रक्रिया कल तक समाप्त हो जाएगी, लेकिन उन्होंने मुद्दे के समाधान की कोई समय सीमा तय करने से इन्कार किया।
इस बीच, हैदराबाद में भी राजनीतिक व्यापक विचार-विमर्श जारी है। विभिन्न राजनीतिक दलों और समूहों ने कई बैठकें की। तेलंगाना राज्य के मुद्दे के समर्थन में आम हड़ताल का आज २७ वां दिन है।
तेलंगाना क्षेत्र के कांग्रेस सांसदों ने कहा है कि अगर केन्द्र, तेलंगाना राज्य के गठन के खिलाफ कोई फैसला करता है तो वे अनिश्चितकालीन उपवास करेंगे। दूसरी तरफ तेलंगाना तेलुगुदेशम फोरम ने केन्द्र से तेलंगाना विधेयक संसद में पेश करने की मांग की है। तेलुगुदेशम पार्टी प्रमुख चंद्रबाबू नायडू ने पार्टी की बैठक में कहा कि अगर केन्द्र, तेलंगाना  राज्य बनाने का समर्थन करता है, तो उनका दल इसका विरोध नहीं करेगा। एक संबंधित घटनाक्रम में तेलंगाना संयुक्त कार्रवाई समिति ने जारी आम हड़ताल में तेजी लाने का फैसला किया है। हैदराबाद में कल शाम हुई संचालन समिति की बैठक में तब तक आन्दोलन जारी रखने का संकल्प जाहिर किया गया, जब तक केन्द्र तेलंगाना को अलग राज्य बनाने की घोषणा नहीं करता।
हैदराबाद में इस महीने की सोलह तारीख तक के लिए धारा १४४ लगा दी गई है। सिंगरेनी कोयला मज+दूरों की हड़ताल के कारण कोयला भण्डार में कमी आने से राज्य में बिजली संकट गम्भीर होता जा रहा है।

ओडीशा सरकार ने राज्य के बाढ़ प्रभावित क्षेत्रों के लिये पुंनर्निर्माण योजना तैयार की है। बाढ़ग्रस्त क्षेत्रों में केन्द्रीय दल के दौरे के बाद दी गई सलाह पर सरकार ने ४५ दिन में लागू की जाने वाली कार्ययोजना बनाई है। राज्य के विशेष राहत आयुक्त प्रदिप्त कुमार महापात्रा ने बताया कि इस योजना पर बारह अरब ३८ करोड़ रुपए खर्च आने का अनुमान है। इसके अंतर्गत तीन हजार गावों में पक्की सड़कों का निर्माण किया जाएगा और बाढ़ के दौरान ढहे घरों का पुननिर्माण किया जाएगा। मुख्यमंत्री नवीन पटनायक प्रतिदिन इस योजना की निगरानी करेंगे। काम की गुणवत्ता और पारदर्शिता बनाये रखने के लिए तीन स्तरीय निगरानी समिति का भी गठन किया गया है।

ओडिशा सरकार ने बाढ़ में खरीफ फसलों के नुकसान की भरपाई के लिए किसानों को खाद-बीज पर सब्सिडी देने का भी फैसला किया है। यह सब्सिडी जमीन मालिकों को नहीं मिलेगी। मुख्यमंत्री नवीन पटनायक की अध्यक्षता में हुई बैठक के बाद राजस्व और आपदा प्रबंधन मंत्री एस. एन. पात्रा ने बताया कि ग्राम समितियां वास्तिक किसानों की पहचान करेगी, जिनकी फसलें बर्बाद हुई हैं।
प्रारंभिक अनुमान के अनुसार राज्य में दो दौर की बाढ़ में लगभग तीन लाख ३८ हजार हेक्टयर में फसलों को नुकसान पहुंचा है।

केन्द्र, सिक्किम में पिछले महीने आए भूकम्प से सबसे प्रभावित उत्तर जिले में नष्ट हुए घरों के निवासियों के तत्काल पुनर्वास के लिए दस प्रीफेब्रिकेटेड सामुदायिक हॉल उपलब्ध करायेगा। इस जिले में पूरी तरह नष्ट हुए प्राथमिक विद्यालय के विद्यार्थियों के लिए भी दस ऐसे हॉल प्रदान किए जाएंगे। गृहमंत्रालय के संयुक्त सचिव शम्भूसिंह ने राज्य सरकार के अधिकारियों को गंगतोक में यह बताया। भूकम्प से हुए नुकसान का जायजा लेने के लिए गए नौ सदस्यो का केन्द्रीय दल श्री शम्भूसिंह के नेतृत्व में वहां गया था। हमारे संवाददाता ने खबर दी है कि केन्द्रीय दल ने कल शाम उत्तर जिले के प्रभावित क्षेत्रों का दौरा किया।
केन्द्रीय दल ने पाया कि विभिन्न राहत शिविरों रह रहे लोग जल्द से जल्द अपने घरों को लौटना चाहते हैं। जबकि जिला प्रशासन उनके लिए घर बनाने के वास्ते टिकाऊ ज+मीन के पहचान में जी-जान से लगा है। दल के सदस्यों का मानना था कि उत्तर जिले में बेघर हुए सारे लोगों को बसान के लिए करीब ढाई सौ पहले से ही तैयार घर कॉफी होंगे। उन्होंने विश्वास दिलाया कि अगर जरूरत पड़ी तो ऐसे और भी घरों की व्यवस्था की जा सकती है। केन्द्रीय दल आज दक्षिण जिले के यांगयांग मांगवे और रावंगला का दौरा करेगा। रात में पश्चिम जिला मुख्यालय गेजींग में ठहरने के बाद दल के सदस्य कल दो हिस्सों में बट कर हियुक्सम और देन्ताम जायेंगे। गंगतोक वापस आकर केन्द्रीय दल राज्य के मुख्य सचिव से भेंट करेगा। विनय राज तिवारी आकाशवाणी समाचार, गंगतोक।

लीबिया में देश की नई सरकार के लड़ाकों और मुअम्मर गद्दाफी के वफादारों के बीच सिरते में हुई झड़पों में कम से कम १७ लोग मारे गये और तीन सौ घायल हुए हैं। राष्ट्रीय अंतरिम परिषद् (एनटीसी) के लड़ाकों ने चार लेन वाले मार्ग पर कब्ज+ा कर लिया है। इससे गद्दाफी की सेनाओं के मुख्य ठिकाने पर हमला करने के लिए रास्ता खुल जाएगा। एनटीसी के कमांडर के अनुसार आगे बढ़ती हुई सेनाएं गद्दाफी के वफादार सैेनिकों के ठिकाने औगाडोगू कॉनफ्रेन्स सेंटर से एक किलोमीटर के दायरे में पहुंच चुकी हैं। गद्दाफी के समर्थकों ने जवाबी गोलाबारी की।
एनटीसी के लड़ाकों के अनुसार गद्दाफी समर्थक सिरते के छोटे से इलाके में सिमट चुके हैं। भारी बमबारी के बावज+ूद एन टी सी के लड़ाके३ कनवेंशन सेंटर पर कब्ज+ा नहीं कर पाये हैं। वहां घमासान लड़ाई ज+ारी है। एनटीसी के दो लड़ाकों की मौत हो गई जबकि तीन घायल हुये हैं।

यमन के राष्ट्रपति अली अब्दुल्ला सलेह ने कहा है कि अगले कुछ दिनों में वह सत्ता छोड़ देंगे। कई महीनों से उनके इस्तीफे की मांग पर हो रहे प्रदर्शनों के बीच वे सत्ता में बने हुए हैं। कई बार ऐसा लगा कि वे इस्तीफा देने के लिए तैयार हैं लेकिन इस बारे में समझौते को उन्होंने मानने से इंकार कर दिया।

मिस्र की सेना ने एक विवादास्पद निर्वाचन कानून में संशोधन कर निर्दलीय उम्मीदवारों के लिए आरक्षित एक तिहाई संसदीय सीटों पर राजनीतिक दलों को चुनाव लड़ने की अनुमति दी है।
चुनाव कानून में ताजा संशोधन राजनीतिक पार्टियों की चेतावनी के बाद किया गया, जिसमें उन्होंने संसद की एक-तिहाई सीटों पर केवल निर्दलीय उम्मीदवारों के आरक्षण पर चुनाव के बायकॉट की धमकी दी थी। पिछले महीने मिस्र की कारवां केबिनेट ने अट्ठाइस नवम्बर से शुरू होने वाले तीन चक्रों के संसदीय चुनावों घोषणा करते हुए विवादाओं पर चुनाव कानूनों में संशोधन भी किया था। इस वर्ष फरवरी में पूर्व राष्ट्रपति होसली मुबारक के नागरिक आंदोलन के बाद सत्ता से हटने के बाद से यह पहले चुनाव होंगे। धीरेन्द्र ओझा आकाशवाणी समाचार दुबई।

भारत और बांगलादेश का संयुक्त सैन्य अभ्यास सिलहट स्थित बांगलादेश सेना की जलालाबाद छावनी में आज से शुरू हो रहा है। संप्रति-२ नामक यह अभ्यास १५ दिन चलेगा और २२ अक्तूबर को संपन्न होगा। मेजर एस वाई महाधिक के नेतृत्व में २५ सदस्यों का भारतीय दल कल भारतीय वायु सेना के विशेष विमान से सिलहट पहुंचा।
संप्रति अभ्यास भारत और बांगलादेश के बीच सैन्य सहयोग को मजबूत करने के प्रयास में दोनों देशों की सेनाओं की संयुक्त अभ्यास श्रृंखला है। पिछले साल नवम्बर में बांगलादेश सेना का २५ सदस्यीय दल असम में जोरहट में आयोजित संयुक्त अभ्यास में शामिल हुआ था। इन अभ्यासों के अलावा दोनों देशों के बीच सैन्य सहयोग उच्चस्तरीय बैठकों के माध्यम से भी सुदृढ़ किया जा रहा है। इस वर्ष जून में थल सेना अध्यक्ष जनरल वी के सिंह पांच दिन के दौरे पर ढाका गये थे। उन्होंने १९७१ में बांगलादेश के मुक्ति संग्राम में इस्तेमाल की गई दो तोपें बांगलादेश सेना को सौपीं थी। पिछले सप्ताह दिल्ली स्थित राष्ट्रीय रक्षा महाविद्यालय से एक शिष्टमंडल भी बांगलादेश गया था। ढाका से सेंथिल राजन की रिपोर्ट के साथ दिल्ली से मैं सतपाल।
सोहराबुद्दीन शेख फर्जी मुठभेड़ मामले में एक महत्वपूर्ण गवाह को कल देर रात राजस्थान में उदयपुर से फिर गिरतार कर लिया गया है। वह गुजरात पुलिस की हिरासत से नाटकीय ढंग से छूटकर भाग गया था। उदयपुर के पुलिस महानिरीक्षक ने बताया कि उदयपुर की एक अदालत में पेश किये जाने के बाद फरार सिलवेस्टर को राजस्थान पुलिस के विशेष कार्यबल ने वृंदावन गार्डन के निकट उदयपुर में गोपालपुरा इलाके से कल रात लगभग साढ़े दस बजे दोबारा गिरतार किया।

Consultations continued in New Delhi and Hyderabad to find an amicable solution to the Telangana issue. Andhra Pradesh Chief Minister N.Kiran Kumar Reddy and Deputy Chief Minister D Raja Narsimha met Union Ministers Pranab Mukherjee, AK Antony, P Chidambaram and Ghulam Nabi Azad in New Delhi yesterday. Mr Reddy also had a meeting with Union Minister S Jaipal Reddy, who hails from the Telangana region. Mr Jaipal Reddy said, he has interacted with his colleagues and gave them his frank assessment of the situation in Andhra Pradesh. Talking to reporters, Mr Ghulam Nabi Azad said, whatever has been happening in the past three days is part of a wider consultation process on Telangana issue.
Andhra Pradesh Chief Minister Kiran Kumar Reddy told reporters in New Delhi that the Centre will soon resolve the Telangana issue in an amicable manner. He said, the solution will satisfy the aspirations of the people of the state.
Due to the persistent agitations and what is going on there, the central leaders are having discussions and they will try to solve it as soon as possible.
Mr. Reddy dismissed suggestions that the Congress-ruled state is heading for President's rule.
In Hyderabad, a series of meetings were held by different political parties and groups demanding separate Telangana state. Congress MPs from Telengana region threatened an indefinite fast if the central leadership decides against a Separate Telengana state. Telangana Telugu Desam Forum demanded from the Centre to introduce a Telangana Bill in Parliament. TDP President Chandrababu Naidu told a party meeting that TDP will not oppose any move by the Centre to form a separate telangana State.
Andhra Pradesh government has issued prohibitory orders under section 144 in Hyderabad till 16th of this month. The strike in support of a separate Telangana state entered 27th day today.

Law Minister Salman Khurshid has said that the campaign against the party by team Anna in poll-bound states will not affect the party prospects. He told media persons at Farrukhabad in Uttar Pradesh yesterday that the Congress will emerge stronger after the forthcomming elections. He said, the government is ready to fight against corruption and in coming winter session, a number of bills including Lokpal will be tabled in Parliament.

Odisha government has chalked out a reconstruction plan for the flood affected areas of the state. Following advise of the Central team that visited the flood ravaged areas, the government has prepared an action plan to be executed within 45 days. Special Relief Commisioner PK Mohapatra said, an estimated 1238 Crore rupees will be spent on this plan. It includes constructions of concrete roads in 3,000 villages that were marooned during the recent flood. The action plan also includes construction of houses for those who have lost it due to devastating flood.

The Centre will provide ten pre-fabricated community-hall type structures for immediate rehabilitation of those who lost their houses in the last months earthquake in the worst hit North district of Sikkim. Besides this, ten such structures will be procured for accommodating students at the totally collapsed Primary Schools in the district. This was disclosed by Joint Secretary in the Union Home Ministry Shambhu Singh in Gangtok. The Central team visited quake hit North district of the state last evening. The team found that the District Administration is making all efforts to identify stable lands for creation of shelters for them. The team members were of the view that some two hundred pre-fabricated structures should suffice for the entire displaced population in the North district. The Team will be visiting Yangyang-Mangzim and Ravongla in South district today .After an overnight stay at the West district headquarter Geyzing, the Team members will be divided in two groups who will be visiting Yuksom and Dentam tomorrow.

In Assam, an adult-vaccination programme against the dreaded Japanese Encephalitis disease will start in the tea garden-dominated Sibsagar district today. State Health and Family Welfare Minister Himanta Biswa Sharma will formally launch the programme at Geleki Primary Health Centre at 9 AM. More from our correspondent:
Around eight lakh adult persons in the age group of 15 to 65 in nine Primary Health Centre areas are to be vaccinated during the two month-long campaign. Over three thousand Health experts and officials have been deployed to make the programme a success. The vaccination programme will be extended to other districts phase-wise depending on its success in Sibsagar district. Assam recorded over 150 Japanese Encephalitis deaths during the monsoon this year of which 57 died in Sibsagar district alone.

In Libya, at least 17 people have been killed and 300 injured in clashes between the country's new regime fighters and forces loyal to Muammar Gaddafi at Sirte. National Transitional Council, NTC fighters scored a strategic goal seizing a four-lane avenue which opens the way to a final assault on a key base of Gaddafi's troops. The NTC Commanders said, the advancing forces reached within one kilometre of the Ouagadougou conference centre, a key base of pro-Gaddafi fighters, as his loyalists responded with sporadic mortar and small arms fire.

Egypt's military has amended a contentious election law to allow parties to contest a third of the seats in Parliament reserved for independents. Egypt’s official MENA news agency says, the military decided to cancel Article 5 of the election law, which reserved a third of seats for independents. The three-round Parliamentary election will start on 28 November, which will be the first since an uprising that toppled President Hosni Mubarak on 11 February. More from our correspondent:
The amendment to the election law has been made after political parties warned the military, that they would boycott the poll if the article allowing only independent candidates to contest a third of seats were not amended. Last month, Egypt’s caretaker cabinet had announced that three rounds of elections will start on 28 November and made amendments to the contentious election law. This will be the first parliamentary election since the overthrow of President Hosni Mubarak in February this year.

A fortnight long India-Bangladesh joint Military Exercise named Sampriti II is set to begin in Sylhet today. A twenty five member team of the Indian army led Major S.Y Mahadhik arrived in Sylhet yesterday from Jorhat in Assam by a special Indian Air Force plane. The India Bangladesh joint army Exercise named Sampriti II is being organized in the Jalalabad Cantonment of the Bangladesh army at Sylhet. The two week long exercise will begin today and conclude on October 22nd. Our corespondent has filed this report.
The Sampriti Exercise series between the India and Bangladesh army is part of the efforts to strengthen military co-operation between the two countries. The platoon level exercise called Sampriti II is the second such joint exercise between the two armies being organized. The two sides are also engaged in strengthening co-operation through high level visits. Earlier in June this year, Army Chief General V.K. Singh visited Dhaka during which he presented to the Bangladesh army two cannons which were used as part of the Mujib Batterry in the 1971 Liberation War of the country. A sixteen member delegation from the National Defence College in Delhi had also visited Bangladesh last week.

Foreign Secretary Ranjan Mathai arrived in Colombo last evening on a three day visit to Sri Lanka. This is his first visit to the island nation since he took over as the Foreign secretary last month. Mr Mathai is scheduled to visit Jaffna, Medawachiya and KKS harbour in the North for a first hand assessment of the Indian aided projects in the region today. During his visit, he will call on Sri Lankan President Mahinda Rajapaksa and several other political leaders.

In Assam, tea production has gone up by seven percent in August this year compared to the corresponding period last year. Official sources said, tea production touched 85 million kg in August, compared to 78.63 million kg in the same period a year ago. Our correspondent has filed this report:
Assam produces over 51 per cent of the total tea in the country and 13 percent to the global tea production. The state has 64 thousand small tea estates spread over 14 districts. The annual turnover of this industry in Assam is Rs five thousand crore and it employs over 10 lakh workers. The state government is also considering to declare tea as the state drink of Assam.

 तेलंगाना संकट का सदभावपूर्ण हल खोजने के लिए जोरदार गतिविधियां चल रही हैं। नई दिल्ली में कांग्रेस पार्टी के सूत्रों ने बताया है कि इस सिलसिले में चल रहे सलाह-मशविरे की प्रक्रिया कल तक समाप्त हो जायेगी। लेकिन इन सूत्रों ने इस मामले के समाधान के लिए कोई समय सीमा निश्चित करने से भी इंकार किया।
 नई दिल्ली में कांग्रेस नेताओं के बीच कल से वार्ता के कई दौर हो चुके हैं। पार्टी की कोर कमेटी ने कांग्रेस अध्यक्ष सोनिया गांधी से भी विचार-विमर्श किया है। आन्ध्र प्रदेश के राज्यपाल ई एस एल नरसिम्हन ने प्रधानमंत्री डा० मनमोहन सिंह और गृह मंत्री पी चिदम्बरम से मुलाकात की है। आन्ध्र प्रदेश के मुख्यमंत्री और उप मुख्यमंत्री भी प्रणव मुखर्जी, ए के एंटनी और गुलाम नबी आजाद जैसे नेताओं के साथ बातचीत कर चुके हैं।
 बैठक के बाद मुख्यमंत्री ने पत्रकारों को बताया कि इस मामले का ऐसा समाधान निकालने की कोशिश की जा रही है जिससे राज्य के लोगों की आकांक्षायें पूरी हों।

 आन्ध्र प्रदेश में तेलंगाना संयुक्त कार्रवाई समिति ने हैदराबाद से कोठागुडम  में सिंगरैनी कोयला खानों तक बस यात्रा शुरू की है। यह यात्रा उन खान मजदूरों के समर्थन में शुरू की गई है जो तेलंगाना मुद्दे पर चल रही आम हड़ताल में महत्वपूर्ण भूमिका निभा रहे हैं।
 हड़ताल के कारण बिजली सप्लाई और परिवहन सेवाओं में लगातार बाधा के कारण आम आदमी की मुश्किलें बढ़ गई हैं। राज्य सरकार के कर्मचारियों, परिवहन निगम के कर्मचारियों, खान मजदूरों तथा अध्यापकों की हड़ताल को आज २७ दिन हो गए हैं।

 राजस्थान पुलिस ने, बड़ोदरा के चार पुलिस कर्मियों को सोहराबुद्दीन के शेख मुठभेड़ मामले के एक प्रमुख गवाह सिलवेस्टर के फरार होने के सिलसिले में गिरफ्‌तार किया है। सिलवेस्टर को कल रात ही फिर पकड़ लिया गया था। बड़ोदरा के पुलिस आयुक्त सतीश शर्मा ने आज बताया कि सिलवेस्टर के फरार होने के बारे में उदयपुर के हिरनमगरी थाने में इन पुलिसकर्मियों द्वारा लिखाई गई शिकायत में कई त्रुटियां पाई गईं जिस कारण इन्हें गिरफ्‌तार किया गया।

 केरल सरकार राज्य में बिजली की कमी की समस्या से निपटने के लिए निजी क्षेत्र से लगभग छह सौ मेगावाट बिजली खरीदने पर विचार कर रही है। आंध्र प्रदेश में तेलंगाना आंदोलन और केन्द्रीय पूल से बिजली आपूर्ति में कमी के कारण राज्य में बिजली का संकट पैदा हो गया है।

 कर्नाटक में आज तड़के दक्षिण कन्नड़ जिले के मंजलूकाडु वन क्षेत्र में नक्सलियों के साथ मुठभेड में कर्नाटक पुलिस के नक्सल विरोधी बल का एक सिपाही मारा गया। पुलिस के अनुसार अभी यह पता नहीं चल पाया है कि इस मुठभेड में कोई नक्सली भी हताहत हुआ है। मंजलूकाडु वन क्षेत्र में २५ नक्सलियों के ठहरने की सूचना मिलने के बाद नक्सल विरोधी बल ने अभियान छेड़ा है। निकटवर्ती करकलां से नक्सल विरोधी बल की एक अन्य बटालियन घटनास्थल के लिए रवाना हो गई है और नक्सलियों के खिलाफ कार्रवाई तेज कर दी गई है।

 २६ नवम्बर २००८ को मुम्बई में आतंकी हमले के दोषी अजमल कसाब की अपील पर सुप्रीम कोर्ट में कल सुनवाई होगी। अजमल कसाब को इस हमले का दोषी मानते हुए उसे मृत्यु दंड दिया गया है। उसने अपनी याचिका जेल अधिकारियों के माध्यम से उच्चतम न्यायालय में भेजी है। उच्चतम न्यायालय ने वरिष्ठ अधिवक्ता राजू रामचन्द्रन को इस मामले में अदालत की सहायता के लिए नियुक्त किया है। न्यायमूर्ति आफताब आलम और रंजना प्रकाश देसाई की पीठ इस अपील की सुनवाई करेगी। दो सितम्बर को उच्चतम न्यायालय इसी मामले में फहीम अंसारी और सबाउद्दीन अहमद को बरी किए जाने के खिलाफ महाराष्ट्र सरकार की अपील सुनने पर तैयार हो गया था। लेकिन जब महाराष्ट्र सरकार ने, मृत्यु दंड को चुनौती देने वाली कसाब की चिठ्ठी को भी इस अपील के साथ जोड़ने को कहा, तो अदालत ने मना कर दिया। बम्बई उच्च न्यायालय ने २१ फरवरी को अजमल आमिर कसाब को निचली अदालत द्वारा दी गई मौत की सजा की पुष्टि कर दी थी।

 जम्मू-कश्मीर में आज मध्य कश्मीर के जिले गंदरबल में कंगन के जंगलों में आतंकवादियों और सुरक्षाबलों के बीच मुठभेड़ हुई। सरकारी सूत्रों के अनुसार श्रीनगर-लेह मार्ग पर श्रीनगर से लगभग ५० किलोमीटर दूर कंगन के चत्तेरगुल जंगलों में आतंकवादियों की मौजूदगी की सूचना मिलने पर सेना और पुलिस ने तलाशी अभियान शुरू किया। सुरक्षाबलों ने आतंकवादियों को ललकारा तो उन्होंने गोलीबारी शुरू कर दी। सुरक्षाबलों ने भी जवाब में गोलियां चलाई। अंतिम समाचार मिलने तक गोलीबारी जारी थी।

 कांग्रेस महासचिव राहुल गांधी ने आज राजस्थान में भरतपुर जिले के  गोपालगढ़ गांव का दौरा किया। यहां पिछले महीने दो गुटों के बीच झड़पों में दस लोग मारे गए थे। श्री राहुल गांधी के साथ केन्द्रीय गृह राज्यमंत्री जितेन्द्र सिंह भी थे। उन्होंने हिंसा प्रभावित गोपालगढ़ और दो अन्य गांवों के लोगों से मुलाकात की।

 बिहार में बाढ़ की स्थिति तेजी से सुधर रही है। एक-दो जगहों को छोड़कर उत्तर बिहार की सभी नदियां अब खतरे के निशान से नीचे बह रही हैं। मधुबनी, मुज्जफरपुर, दरभंगा, शिवहर और सीतामढ़ी समेत बाढ़ प्रभावित जिलों में व्यापक रूप से राहत कार्य चल रहा है। राज्य के जल संसाधन मंत्री विजय कुमार चौधरी ने विभागीय इंजीनियरों से १५ अक्टूबर तक सतर्क रहने को कहा है।

 असम में नौ महीने से दस वर्ष की आयु के बच्चों को खसरे का टीका लगाने का कार्यक्रम इस महीने शुरू किया गया। राज्य के स्वास्थ्य आयुक्त ने बताया कि इस अभियान के तहत उन बच्चों को भी खसरे का टीका लगाया जाएगा जिन्हें पहले ये टीका लग चुका है। हमारे संवाददाता ने खबर दी है कि इस अभियान का उद्देश्य लोगों को इस बीमारी से बचाना और इससे होने वाली मौतों में कमी लाना है।

 असम में जापानी बुखार की रोकथाम के लिए वयस्क टीकाकरण का विशेष कार्यक्रम आज शिबसागर जिले में शुरू किया गया है। राज्य के स्वास्थ्य और कल्याण मंत्री डॉ. हिमन्ता बिसवा शर्मा ने आज सुबह स्वयं यह टीका लगवाकर इस कार्यक्रम की शुरूआत की। हमारे संवाददाता ने खबर दी है कि इस तरह का देश का यह पहला कार्यक्रम है।

 भारत-बंगलादेश संयुक्त सैन्य अभ्यास सम्प्रति-दो आज सवेरे सिलहट में बंगलादेश सेना की जलालाबाद छावनी में शुरू हुआ। पंद्रह दिन के इस अभ्यास में भारत की ओर से पच्चीस सदस्यों का दल भाग ले रहा है। भारतीय सेना के इस दल का नेतृत्व मेजर एस वाय महादिक कर रहे हैं।

सिलहट में भारत और बांग्लादेश की सेना के बीच चल रहा सम्प्रति-२ अभ्यास दोनों देशों की सेनाओं के बीच इस तरह का दूसरा अभ्यास है। भारतीय सेना की ओर से २५ सदस्यीय अर्द्ध कमांडों दल इस अभ्यास में हिस्सा ले रहा है। पिछले वर्ष नवंबर में सम्प्रति-१ अभ्यास का आयोजन असम के जोरहट में किया गया था। पलटन स्तर का यह अभ्यास दोनों पड़ोसी देशों की सेनाओं के बीच सहयोग बढ़ाने और संबंध बेहतर करने की प्रक्रिया का हिस्सा है। इन अभ्यासों के अतिरिक्त दोनों देशों के बीच उच्च स्तरीय दौरों के माध्यम से भी आपसी संबंध को सुदृढ़ किया जा रहा है।

 रूस की संसद के निचले सदन ने, वीजा पद्धति को सरल बनाने के लिए इस संबंध में भारत के साथ हुए समझौते को भारी बहुमत से मंजूरी दे दी है। इससे पर्यटन या कारोबार के लिए रूस जाने के इच्छुक भारतीयों को लाभ होगा।  ४५० सदस्यों वाले सदन ने, प्रारंभिक सत्र में शुक्रवार को ४२८ वोटों से इसे मंजूरी दी। सदन में बताया गया कि समझौते पर भारत और रूस ने पिछले वर्ष नई दिल्ली में हस्ताक्षर किये थे। इसके तहत दोनों देशों के नागरिकों और संगठनों को एक-दूसरे के देश में यात्रा के लिए निमंत्रण या पर्यटन वाऊचर की जरूरत नहीं पड़ेगी और वे सीधे वीजा के लिए आवेदन कर सकेंगे।

 नेपाल के पर्यावरण मंत्री हेमराज तातेड़ ने कहा है कि उनकी सरकार सप्तकोशी और सुनकोशी बांध परियोजनाओं का मसला हल करने की कोशिश कर रही है। जयपुर में आकाशवाणी के संवाददाता के साथ बातचीत में उन्होंने कहा कि ये बांध भारत और नेपाल दोनों के लिए लाभकारी होंगे। उन्होंने यह भी बताया कि दोनों देशों को गंगा और कोसी नदियों में डाल्फिन मछलियों की सुरक्षा के लिए मिलकर प्रयास करने चाहिए। डाल्फिन भारत की राष्ट्रीय मछली है। श्री तातेड़ ने कहा कि नेपाल डाल्फिन मछलियों को बचाने के लिए ठोस उपाय करेगा।

 देश में १५ करोड़ से ज्यादा विद्यार्थियों को व्यावसायिक प्रशिक्षण दिया जायेगा ताकि पढ़ाई बीच में छोड़ने वाले स्कूली छात्रों के लिए रोजगार के अवसर सुनिश्चित किये जा सकें। व्यावसायिक शिक्षा के बारे में कल जारी की गई राष्ट्रीय रूप-रेखा के अनुसार स्कूली बच्चे आठवीं पास करने के बाद इन व्यावसायिक पाठ्यक्रमों के लिए अपना नाम पंजीकृत करा सकेंगे। उन्हें बढ़ईगिरी और चिकित्साकर्मी, होटल व्यवसाय और निर्माण जैसे क्षेत्रों में व्यावसायिक प्रशिक्षण मिल सकेगा। यह कार्यक्रम २०१२ में पूरे देश में लागू कर दिया जायेगा।
 मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया है कि इस नई योजना के तहत सी बी एस ई  व्यावसायिक शिक्षा की डिग्री देगा। उन्होंने बताया कि हर साल २० करोड़ बच्चे पहली कक्षा में दाखिल होते हैं लेकिन केवल दो करोड़ ही १२वीं कक्षा पास कर पाते हैं। श्री सिब्बल के अनुसार इस कार्यक्रम का उद्देश्य व्यावसायिक शिक्षा प्राप्त बच्चों को अन्य डिग्रियां लेने वाले बच्चों के बराबर पहुंचाना है।

 उत्तर प्रदेश में हरदोई जिले में दो लड़कियों सहित छह बच्चे मिट्टी में दब कर मर गए। इस हादसे में दो लोग घायल भी हुए हैं। पुलिस सूत्रों ने बताया कि यह दुर्घटना एक कुंए की खुदाई के दौरान  हुई। 
 जिला प्रशासन ने हताहतों के परिवार को वित्तीय सहायता देने की घोषणा की है।

 ओड़िशा में आज बालेश्वर के सिमुलिया में एक सड़क दुर्घटना में आठ लोग मारे गये। ये लोग एक वैन में सवार थे। पश्चिम बंगाल में हल्दिया से आ रही इस वैन को पीछे से आ रहे ट्रक ने टक्कर मार दी। मारे गए लोगों की पहचान की जा रही है। इनके शव नजदीक के अस्पताल में रखे गए हैं।

 ओडीशा सरकार ने राज्य के बाढ़ प्रभावित क्षेत्रों के लिये पुंनर्निर्माण योजना तैयार की है। बाढ़ग्रस्त क्षेत्रों के केन्द्रीय दल के दौरे के बाद दी गई सलाह पर सरकार ने ४५ दिन में लागू की जाने वाली कार्ययोजना बनाई है। राज्य के विशेष राहत आयुक्त प्रदिप्त कुमार मोहपात्रा ने बताया कि इस योजना पर बारह अरब ३८ करोड़ रुपए खर्च किए जाने का अनुमान है। इसके अंतर्गत तीन हजार गावों में पक्की सड़कों का निर्माण किया जाएगा और बाढ़ के दौरान ढहे घरों का पुनर्निर्माण किया जाना हैं। मुख्यमंत्री नवीन पटनायक प्रतिदिन इस योजना की निगरानी रखेंगे। काम की गुणवत्ता और पारदर्शिता बनाये रखने के लिए तीन स्तरीय निगरानी समिति का भी गठन किया गया है।

 नई दिल्ली में दूसरी इंडियन साइक्लोथॉन में पहला पुरस्कार हरप्रीत सिंह को मिला है। राजेन्द्र बिश्नोई ने दूसरा और अरविन्द पवार ने तीसरा पुरस्कार प्राप्त किया। यह साइकिल दौड़ चार वर्गों में हुई। पुरस्कार के रूप में कुल पांच लाख रूपये के नकद पुरस्कार दिए गए। पहला स्थान पाने वाले को एक लाख २५ हजार रूपये दिए गए। दूसरे स्थान पर आने वाले को ८० हजार रूपये और तीसरा स्थान प्राप्त करने वाले को ५० हजार रूपये दिए गए। हमारी संवाददाता ने बताया कि इस प्रतियोगिता में कई सांत्वना पुरस्कार भी दिए गए।

Hectic parleys continue to find an amicable solution to the Telengana crisis. Congress Party sources said in New Delhi that the consultation process is expected to come to an end by tomorrow. The party sources however refused to set a time frame for the resolution of issue. The Congress leaders held several rounds of talks in New Delhi yesterday to diffuse the crisis. The Core Committee of the Party met to discuss the issue with the Party President Mrs Sonia Gandhi chairing the meeting. Andhra Pradesh Governor E S L Narsimhan met the Prime Minister Dr Manmohan Singh and the Home Minister P Chidambaram to discuss the possible solution to the crisis. The Chief Minister and Deputy Chief Minister of Andhra Pradesh also met senior Congress leaders and Union Ministers Pranab Mukherjee, A K Antony besides the Congress General Secretary Ghulam Nabi Azad to exchange views on the vexed issue. Talking to reporters after the meeting, Andhra Pradesh Chief Minister said that they are working on a solution that satisfies aspirations of the people of the state. Mr Ghulam Nabi Azad ruled out reports of imposition of President's rule in the state. Andhra leaders also had a meeting with Union Minister S Jaipal Reddy, who hails from Telangana. Party sources said that the Andhra leaders put across their views on the issue in a candid manner.The Telangana Joint Action Committee has launched a Bus-Yatra from Hyderabad to Singareni Coal mines of Kothagudem in support to the coal workers who have been playing key role in the ongoing general strike. The Telangana Political JAC Chairman Professor Kodandaram flagged off the Bus Yatra. Sylvester himself was re-arrested last night after he escaped earlier in the day.Vadodara Police Commissioner Satish Sharma said today that there were discrepancies in the statements by the policemen in the complaint lodged with Hiran Magri police station in Udaipur after Sylvester's escape, which led to their arrests.

The Supreme Court will hear tomorrow the plea of Pakistani terrorist Ajmal Kasab challenging his conviction and death sentence in the 26/11 Mumbai attacks case. Kasab, the sole convict in the case, has filed the petition through jail authorities in the apex court which has appointed senior advocate Raju Ramachandaran as amicus curie to assist it in deciding the appeal. A Bench of Justices Aftab Alam and Ranjana Prakash Desai will hear the appeal. On September 2, the apex court had agreed to hear the plea of Maharashtra government against the acquittal of two accused Faheem Ansari and Sabauddin Ahmed in the 26/11 case. It, however, had refused to pass any order on Kasab when the state government pleaded that his letter to the Supreme Court challenging his death sentence should be tagged with that appeal. The Bombay High Court had in its February 21 verdict upheld the trial court order of death sentence of Kasab for the "brutal and diabolical" attacks aimed at "destabilising" the government.

A fierce gunbattle today broke out between security forces and terrorists in the forest area of Kangan in central Kashmir's Ganderbal district. Official sources said, acting on a tip off, Army assisted by police launched search operation in Chattergul forests in Kangan area, 50 kms from Srinagar on the Srinagar-Leh road. They said contact was established with a group of ultras who opened fire on the security forces.The security forces returned the fire triggering a gunbattle, which was going on till last reports came in.

A constable attached to the Anti-Naxal Force, ANF, of Karnataka Police, was killed in an encounter with Naxallites at Manjalukadu forest range in Dakshina Kannada district in the wee hours today. On a tip off that a 25-member Naxal team has been camping at Manjalukadu forest area, the ANF batallion launched combing operations. As the Naxals opened fire at the ANF, killing Constable Rane, the force retaliated. Police said, it was not known immediately whether there were any casualty on the Naxal side. Another ANF batallion from nearby Karkala has rushed to the spot and combing operations have been intensified.

Odisha government has chalked out a reconstruction plan for the flood affected areas of the state. Following advise of the Central team that visited the flood ravaged areas, the government has prepared an action plan to be executed within 45 days. Special Relief Commissioner PK Mohapatra said, an estimated 1238 Crore rupees will be spent on this plan. It includes constructions of concrete roads in 3,000 villages that were marooned during the recent flood. The action plan also includes construction of houses for those who have lost it due to devastating flood.

The Centre will provide ten pre-fabricated community-hall type structures for immediate rehabilitation of those who lost their houses in the last months earthquake in the worst hit North district of Sikkim. Besides this, ten such structures will be procured for accommodating students at the totally collapsed Primary Schools in the district. This was disclosed by Joint Secretary in the Union Home Ministry Shambhu Singh in Gangtok. The Central team visited quake hit North district of the state last evening.

Flood situation is rapidly improving in Bihar. Barring one or two places, all the north Bihar rivers are now flowing below the danger mark. Intensive relief distribution work is going on in flood hit districts including Madhubani, Muzaffarpur, Darbhanga, Sheohar and Sitamarhi. A fortnight long India-Bangladesh joint Military Exercise named Sampriti II began in Sylhet this morning. A twenty five member team of the Indian army led Major S.Y Mahadhik is participating in the Joint exercise with a team of the Bangladesh army. The exercise is being organized at the Jalalabad Cantonment of the Bangladesh Army. Our correspondent reports that the two week long exercise will conclude on October 22nd.

Russia's lower house of Parliament has overwhelmingly voted to approve an inter-governmental deal on visa regime simplification. This will benefit Indian citizens wanting to travel to Russia for tourism or business purposes. At its plenary session on Friday, the 450-strong State Duma approved by 428 votes the Inter-Governmental Agreement on simplification of requirements for mutual travels of certain categories of citizens. The lower house of Parliament said that this agreement was signed by India and Russia last year in New Delhi. Under the Agreement individual citizens and organisations will no longer need an invitation or a tourist voucher to travel to Russia or India and will be able to directly apply for visas.

Experts from the International Atomic Energy Agency have arrived in the Japanese city of Fukushima to observe the massive decontamination effort under way there after the world's worst nuclear disaster since Chernobyl. The 12-member IAEA group arrived today and plans to visit farms, schools and government offices throughout Fukushima prefecture in north-eastern Japan. It is the second major IAEA mission to Japan since the nuclear crisis began. Nearly 20,000 people were killed when the earthquake and tsunami hit Japan on March 11.

More than 150 million students will be provided vocational training to ensure employment opportunities for school drop outs. The National Framework on Vocational Education, which was launched yesterday, enables these students to register in vocational courses after passing eighth standard. Students can register in various vocational courses like carpentering, para-medical, hospitality and construction among others. The framework will have seven level of certification providing students multi-level entry and exit options enabling them to seek employment after class XII. The programme to be implemented across the country in 2012 is aimed to merge the school drop outs with the country's skilled workforce. Human Resource Development Minister Kapil Sibal, said that under the new initiative the Central Board of Secondary Education will provide degrees in vocational education. Stating that of the 200 million students who enroll for Class One every year only 20 million are able to complete class 12, Mr Sibal said that the aim is to bring the vocationally empowered students on par with those having paper degrees.

In Assam, a special adult vaccination drive for Japanese Encephalitis has been launched in highly endemic Sibsagar district of the State today. State Health and Family Welfare Minister Himanta Biswa Sharma launched the programme by vaccinating himself at Geleky Border Primary Health Centre this morning. The vaccination programme, first of its kind in the country, will continue till the 30th of November. Our Correspondent reports that it will cover people between the age-group of 15 to 65 in both rural and urban areas of the district.

The Sibsagar district health authority has targeted to cover around eight lakh adult persons under this special vaccination programme. A routine health check-up of blood pressure and blood sugar would also be conducted before administering the dose of the encephalitis vaccine. Around three thousand health department personnel including ASHA and Anganwadi workers have been engaged to make the vaccination campaign a success. Official reports said 496 persons in all suffered from Japanese encephalitis disease in the State during the monsoon and summer seasons this year. Of these, 114 persons died. Assam government will launch measles catch-up programme to vaccinate all children in the age group of 9 months to 10 years within this month. State Health Commissioner said that the catch-up campaign dose will be given to all children, both earlier vaccinated and un-vaccinated, who belong to the target age group. Our correspondent reports that the goal of the campaign is to quickly make the population immune from measles and reduce deaths from the disease.

The unprotected children are at risk of severe health complications such as pneumonia, diarrhoea and encephalities. आंध्रप्रदेश में पुलिस ने तेलंगाना संयुक्त कार्रवाई समिति की कोठागुदम कोयला खानों तक की बस यात्रा रोकी और समिति के अध्यक्ष प्रोफेसर कोदनडरम सहित १६ नेताओं को गिफ्‌तार कर लिया, उनमें से छह को रिहा कर दिया गया है। कोयला मजदूरों के साथ एकजुटता दिखाते हुए तेलंगाना संयुक्त कार्रवाई समिति ने आज तीसरे पहर हैदराबाद से सिंगरेनी कोयला खानों तक बस यात्रा निकाली। अलग राज्य बनाने की मांग को लेकर कोयला मजदूर पिछले २७ दिनों से हड़ताल पर हैं।
कई राजनीतिक दलों ने समिति के नेताओं की गिरफ्‌तारी की आलोचना की है। गिरफ्‌तारी को गैर-लोकतांत्रिक बताते हुए तेलंगाना राष्ट्र समिति अध्यक्ष के.चंद्रशेखर राव ने समिति के अध्यक्ष को तुरंत रिहा करने की मांग की है। तेलंगाना क्षेत्र के कांग्रेस नेताओं ने भी गिरफ्‌तारी की आलोचना की है। समिति के नेताओं की गिरफ्‌तारी और उन्हें हैदराबाद ले जाने को लेकर तेलंगाना समर्थक आंदोलनकारियों ने कई स्थानों पर रास्ता रोका और प्रदर्शन किए।

इस बीच, तेलंगाना मुद्दे का सदभावपूर्ण हल खोजने के लिए जोरदार गतिविधियां चल रही हैं। नई दिल्ली में कांग्रेस सूत्रों ने बताया है कि इस सिलसिले में चल रहे सलाह-मशविरे की प्रक्रिया कल तक समाप्त हो जायेगी। लेकिन इन सूत्रों ने इस मामले के समाधान के लिए कोई समय सीमा निश्चित करने से भी इंकार किया।

कश्मीर घाटी में आज गन्दरबल जिले के चातरागुल कांगन में एक मुठभेड़ में लश्करे तैयबा के दो आतंकवादी मारे गये। वरिष्ठ पुलिस अधीक्षक शाहिद मीराज ने बताया कि अभी तक घटनास्थल से एक ही आतंकवादी का शव मिला है। यह मुठभेड़ आज सुबह जम्मू कश्मीर पुलिस और राष्ट्रीय राइफल्स के संयुक्त तलाशी अभियान के बाद शुरू हुई। जिस मकान में ये दोनो आतंकवादी छिपे थे, वह भी गोलीबारी में नष्ट हो गया है।

केन्द्रीय जांच ब्यूरो ने टू-जी स्पेक्ट्रम घोटाले की जांच का दायरा बढ़ा दिया है। सी बी आई बैंडविड्थ को दी गई मंजूरी के ब्यौरा का पता लगाने के साथ डायरेक्ट टू होम-डी टी एच प्रसारकों को किए गए स्पेक्ट्रम आवंटन की जांच कर रही है। सी बी आई प्रवक्ता ने आज नयी दिल्ली में बताया कि डी टी एच ब्रॉडकास्टरों की जांच का फैसला तब लिया गया जब यह पता चला कि जिन दूरसंचार कंपनियों की टू जी घोटाले में जाच की जा रही है उनमें कुछ ब्रॉडकास्टर भी हैं।
सी बी आई ने इससे संबंधित ब्यौरा मांगा है जिनमें डी टी एच सेवाओं के लिए स्पेक्ट्रम और वायरलेस ऑपरेटिंग लाइसेंस देने के लिए आवेदनों की मूल फाइलें शामिल हैं।

दूरसंचार क्षेत्र में पारदर्शिता और जल्दी फैसला लेने की क्षमता बढ़ाने के लिए राष्ट्रीय दूरसंचार नीति २०११ का मसौदा कल जारी किया जाएगा। नई नीति को संचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल जारी करेंगे। इसमें दूरसंचार ऑपरेटरों को लाइसेंस देने और वायुतरंगों के आवंटन को अलग-अलग किए जाने की संभावना है। नई मसौदा नीति के तहत देशभर में रोमिंग शुल्क हटाए जाने की संभावना है।

सरकार लोकपाल विधेयक का मसौदा तैयार करने के लिए गठित संयुक्त मसौदा समिति की कार्यवाही की ऑडियो रिकॉर्डिंग सार्वजनिक करने पर सहमत हो गई है। संयुक्त मसौदा समिति में अन्ना हजारे टीम के पांच सदस्य और पांच केविनेट मंत्री शामिल थे। कार्मिक विभाग ने आर टी आई कार्यकर्ता एस. सी. अग्रवाल को चार सौ पचास रूपए का अतिरिक्त शुल्क लेने के बाद ऑडियो रिकॉर्डिंग मुहैया कराने का फैसला किया है।

लीबिया में राष्ट्रीय अंतरिम परिषद एनटीसी का मुआम्मर गद्दाफी के पुश्तैनी शहर सिरते पर कब्जा होने वाला है। परिषद की सेनाओं ने कांफें्रस सेंटर और विश्वविद्यालय गद्दाफी सेनाओं से छीन लिया है। पिछले महीने की १५ तारीख को परिषद की सेनाओं के सिरते शहर पर किए गए हमले का मुख्य लक्ष्य अफ्रीकी देशों के शिखर सम्मेलन के लिए किले की तरह बनाया गया ओगादउगऊ कांफ्रेंस संेंटर पर कब्जा करना था। परिषद के सैनिक नेता ने बताया कि इस परिसर पर कब्जा होने से उनकी सेनाओं का सिटी सेंटर पर कब्जा करना आसान हो गया है।
खबरों में बताया गया है कि परिषद के लड़ाके पूरे परिसर में फैल गए हैं और वे ४२ साल पुराने शासन के हरे झंडों और गद्दाफी के बड़े-बड़े चित्रों को रौंद रहे हैं।

सीरिया के विदेश मंत्री वालिद अल मोएलम ने चेतावनी दी है कि अगर कोई देश राष्ट्रपति बसर अल असद के विरोधियों द्वारा बनाई गई राष्ट्रीय परिषद को औपचारिक रूप से मान्यता देता है तो सीरिया उसके खिलाफ कार्रवाई करेगा। हमारे संवाददाता ने खबर दी है कि दक्षिण अमरीका देशों के मंत्री इस समय सीरिया यात्रा पर हैं।

विदेश सचिव रंजन मथाई ने आज श्रीलंका में एक हजार मकान बनाने की परियोजना को तेजी से लागू करने का निर्देश दिया। हमारे संवाददाता ने बताया है कि इन मकानों के लिए भारत सरकार धन जुटा रही है।

भारत और बांग्लादेश का संयुक्त सैन्य अभ्यास आज ढाका से दो सौ चालीस किलोमीटर दूर सिलहट में शुरू हुआ। मेजर एस. वाई. महाधिक के नेतृत्व में २५ सदस्यों का भारतीय सेना का दल बांग्लादेश की सेना के साथ संयुक्त अभ्यास में भाग ले रहा है। इसका आयोजन सिलहट में बांग्लादेश सेना की जलालाबाद छावनी में किया जा रहा है। हमारे संवाददाता ने खबर दी है कि संयुक्त सैन्य अभ्यास इस महीने की २२ तारीख को संपन्न होगा।
भारत और बांगलादेश सेना की संयुक्त सैन्य अभ्यास सम्प्रति दो आज से सिलहट में शुरू हुआ है। दो हते चलने वाले इस संयुक्त अभ्यास में भारतीय सेना के २५ पैरा कंमाडो भाग ले रहे हैं। सम्प्रति अभ्यास पिछले साल से शुरू हुआ था और पहली बार बांग्लादेश में आयोजन किया जा रहा है। पिछले साल नवम्बर में बांग्लादेश सेना की २५ पैरा कमांडो असम से जोरहाट में सम्प्रति १ एक्सरसाइज में भाग लिया है। बांग्लादेश और भारतीय सेना के बीच रिश्ते मजबूत करने और दोस्ती बढ़ाने के उद्देश्य से इस सम्प्रति अभ्यास का आयोजन किया जा रहा है।

उपराष्ट्रपति मोहम्मद हामिद अंसारी पांच दिन की यात्रा पर कल तुर्की जा रहे हैं। उनकी इस यात्रा से भारत तथा तुर्की के आर्थिक और सामरिक संबंध अधिक मजबूत होंगे। मोहम्मद अंसारी तुर्की के राष्ट्रपति हामिद गुल और प्रधानमंत्री रीसेप टेइप इर्डोगन के साथ मुलाकात करेंगे। वे तुर्की की संसद ग्रेंड नेशनल एसेम्बली के अध्यक्ष कैमिल सीसेक के नेतृत्व में वहां के संसद ं के साथ प्रतिनिधिमंडल स्तर की बातचीत करेंगे। बातचीत के दौरान समग्र द्विपक्षीय, क्षेत्रीय और अंतर्राष्ट्रीय विषयों पर विचार-विमर्श होगा।

कांग्रेस महासचिव राहुल गांधी ने आज राजस्थान में भरतपुर जिले के गोपालगढ़ गांव का दौरा किया। यहां पिछले महीने दो गुटों के बीच झड़पों में दस लोग मारे गए थे। श्री गांधी के साथ केन्द्रीय गृह राज्यमंत्री जितेन्द्र सिंह भी थे। उन्होंने हिंसा प्रभावित गोपालगढ़ और दो अन्य गांवों के लोगों से मुलाकात की।

राजस्थान पुलिस ने गुजरात के चार पुलिस कर्मियों को सोहराबुद्दीन शेख मुठभेड़ मामले के एक प्रमुख गवाह सिलवेस्टर के फरार होने के सिलसिले में गिरफ्‌तार किया है। सिलवेस्टर को कल रात ही राजस्थान पुलिस ने फिर पकड़ लिया था।

बिहार में पूर्वी-मध्य रेलवे के सोनपुर-छपरा रेल खण्ड पर रेल लाइन पार करते समय हावड़ा-काठगोदाम एक्सप्रेस की चपेट में आने से पांच बच्चों की मौत हो गई। रेलवे पुलिस के अनुसार ये बच्चे सारण जिले के मुबारकपुर गांव के रहने वाले थे।

ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि ग्रामीण विकास से संबंधित निर्माण कार्यों पर होने वाला खर्च शीघ्र ही नियंत्रक और महालेखा परीक्षक के अधिकार क्षेत्र में लाया जाएगा। श्री रमेश ने रांची में बताया कि उनके मंत्रालय के अधिकारी, नियंत्रक और महालेखा परीक्षक से मिलेंगे और देशभर में ग्रामीण विकास के तहत निर्माण कार्यों को उनके दायरे में लाने के बारे में सहमति पर पहुंचेंगे। उन्होंने कहा कि ग्रामीण विकास निर्माण कार्यों की लेखा-परीक्षा के लिए हर राज्य में एक महालेखाकार होगा।

सिक्कम में पिछले महीने आये विनाशकारी भूकम्प के बाद, बीस दिन से अधिक समय से बंद डे+ सभी स्कूल और कालेज कल से खोल दिये जायेंगे। सभी स्कूलों और कालेजों की नियमित कक्षाएं पहले दिन से ही शुरू हो जायेंगी। हमारे संवाददाता ने बताया है कि राज्य सरकार पिछले बीस दिनों में हुए पढ़ाई के नुकसान की भरपाई के लिये सजग है।

मानव संसाधन विकास विभाग ने फैसला किया हैं जहां स्कूल की पूरी इमारत ही ध्वस्त हो गई हो। या जहां नुकसान की मरम्मत ही संभव नहीं हो। वहां कक्षाएं या तो किराए की इमारत में या अस्थाई स्थान पर चलाई जाए। साथ स्कूल की जहां स्कूल की इमारतों पर आंशिक तौर पर नुकसान हुआ हैं वहां मौजूदा कमरों में ही शिट में कक्षाएं चलाई जाएंगी। ताकि इस दौरान हुए नुकसान की भरपाई हो सके। श्री शंभू सिंह की अध्यक्षता से केंद्रीय दल ने आश्वासन दिया है। जहां कहीं भी स्कूल भवन पूरी तरह से ध्वस्त हो गए हैं। वहां पहले से तैयार घर उपलब्ध कराए जाएंगे। दल ने राज्य सरकार के अधिकारियों से ऐसे स्कूल भवनों की सूची तत्काल जमा करने को कहा है।

ओडीशा सरकार ने बाढ़ प्रभावित क्षेत्रों के लिये पुंनर्निर्माण योजना तैयार की है। केन्द्रीय दल के बाढ़ग्रस्त क्षेत्रों के दौरे के बाद दी गई सलाह पर सरकार ने ४५ दिन में लागू की जाने वाली कार्ययोजना बनाई है।

२६ नवम्बर २००८ को मुम्बई में आतंकी हमले के दोषी अजमल कसाब की अपील पर सुप्रीम कोर्ट में कल सुनवाई होगी। अजमल कसाब को इस हमले का दोषी मानते हुए उसे मृत्यु दंड सुनाया गया है। उसने अपनी याचिका जेल अधिकारियों के माध्यम से उच्चतम न्यायालय में भेजी है।

In Andhra Pradesh, police today foiled the Bus Yatra taken out by the Telangana Joint Action Committee, JAC from Hyderabad to Kothagudem Coal fields. Extending solidarity to the Coal Workers who are on strike for statehood for Telangana, the Telangana JAC has taken out a Bus yatra this afternoon to Singareni Coal Fields. The police stopped the yatra at Pembarthi in Warangal District and took 16 leaders including its Chairman Prof Kodandaram into custody under section 151 of Criminal Procedure Code. However, Prof. Kodandaram and five others were later released on personal surety. Chief Minister Kiran Kumar Reddy reviewed the situation in the wake of General Strike with ministers in Hyderabad this evening. Congress Party sources said in New Delhi that the consultation process is expected to come to an end by tomorrow. The party sources however refused to set a time frame for the resolution of issue. The Employees’ Unions of the State owned Road Transport Corporation have however decided to continue the ongoing stir.

In the Kashmir valley, two Laksher-e-Taiba militants were killed in an encounter at Chatragul Kangan in Gandharwal district today. However, Senior Superintendent of Police Gandharwal Sahid Miraz told AIR that so far only one dead body has been recovered from the site. The encounter started this morning after the Jammu and Kashmir police and 24 Rashtriya Rifle lodged a joint operation on a tip off. The house in which the two militants were holed up was also gutted in the exchange of fire. The search of the debris was on when reports last came in.

The Central Bureau of Investigation, CBI, has widened its probe in the 2G scam and is investigating spectrum allocation to direct-to-home (DTH) broadcasters by seeking details of sanction of bandwidth. Talking to newsmen in New Delhi today, a CBI Spokesperson said the decision to probe the DTH broadcasters was taken after the investigating  agency found that some of the telecom companies, under probe in the 2G scam, were also broadcasters of the service. The CBI had sought details including the original files containing applications for assigning of spectrum and wireless operating licence for DTH services.  The CBI is also looking into a possible kickback received by a south India-based TV channel.

The Draft National Telecom Policy 2011 aimed at bringing more transparency and quick-decision-making in the telecom sector will be unveiled tomorrow. The new policy to be launched by Communication and Information Technology Minister Kapil Sibal is likely to focus on delinking the award of telecom operator licenses from allocation of airwaves. According to official sources, the draft policy also calls for allocating spectrum at a price determined through market-related processes. Under the new draft policy, roaming charges across the country are also likely to be removed to facilitate nation-wide free roaming.

The government has agreed to make public the audio recordings of proceedings of the Joint Drafting Committee constituted to draft the Lokpal Bill.  The Joint Drafting Committee comprised of five members of Team Anna Hazare and an equal number of Cabinet Ministers.  The department of personnel has decided to provide the recordings to an RTI activist S C Agrawal after charging 450 rupees as additional fee for providing the audio recordings of the deliberations.

Senior BJP leader L K Advani has said the issue of bringing back Indian black money illegally stashed away abroad would figure prominently during his anti-corruption yatra. Mr. Advani was addressing a gathering  at his residence in New Delhi today. He recalled that during the erstwhile NDA government, the issue was taken up with the Swiss authorities but the latter expressed their inability to return the money or share information due to their banking secrecy laws. He said, however, due to pressure from the US and European countries, the laws were changed and Switzerland allowed access to these banking details.

Rural Development Minister Jairam Ramesh has said expenditure on Rural Development works would soon come under the ambit of Comptroller and Auditor General (CAG).  The Minister told reporters in Ranchi that the officials from his Ministry will meet the CAG to reach an understanding to bring expenditure of all rural works across the country under the audit of the CAG.  He said there would be a special Accountant General for every state for audit of expenditure on rural development works.

In Sikkim, after a gap of more than 20 days since the devastating earthquake jolted the State last month, all schools and colleges will reopen tomorrow. Regular classes will be held in all the schools from the first day itself as the government is keen to make up for the lost days. Our correspondent says that while the nine member Central Assessment Team led by a Joint Secretary in the Ministry of Home Affairs Shambhu Singh is now on a two day visit to South and West districts, another Central Expert Team of structural engineers is arriving in Gangtok tomorrow.
The Human Resource Development Department has decided to hold the classes either in rented buildings or in temporary shades classrooms where the entire school buildings have collapsed or where the damages are beyond repairs. Besides, the classes will also be held in shifts in the available classrooms where the school buildings have been damaged partially.  Meanwhile, the Central Team led by Mr. Shambhu Singh has assured that pre-fabricated structures will be made available wherever the school buildings have been totally collapsed. Vice President Mohammad Hamid Ansari is leaving for Ankara on a visit to Turkey tomorrow. During his five day visit, he will hold delegation-level talks with members of the Turkish Grand National Assembly led by Camil Cicek, Speaker of the Turksih Grand National Assembly. Our correspondent reports, during the week, Mr Ansari will also visit the historical provinces of Konya and Nevsehir. He is also scheduled to take part in a business forum at the Turkish Chamber of Businessmen and Industrialists at Istanbul.
India is poised to scale up its economic and strategic ties with Turkey during the Vice President ‘s visit. Official sources say the two countries are exploring the prospects of setting up a Free Trade Agreement to boost economic ties. Trade ties between India and Turkey are expanding with the bilateral trade touching 4 billion US dollars in 2010. Foreign Secretary Ranjan Mathai today directed speedy implementation of the pilot project to construct 1,000 houses in Srilanka, funded by the Government of India. During the first leg of his tour, he visited Palai in Kilinochchi district to have a first hand assessment of the India funded housing project, which is nearing completion. US Secretary of State Hillary Clinton has proposed a strong and constructive relationship between India, China and the United States to solve pressing issues of the 21st century.  She was responding to queries by news persons in Washington on Indo-US ties, India's role in world affairs and the recent US spat with Pakistan over its approach in dealing with terrorism.  Appreciating India's engagement with other countries, Clinton said it can serve as a model for the entire region. In Libya, Forces of National Transitional Council are on the verge of claiming full control of Sirte, Muammar Gaddafi's home town after seizing the conference centre and university from Gaddafi forces. The fortress-like Ouagadougou conference centre, constructed to host pan-African summits, has been a major objective of the National Transitional Council forces since they launched an offensive to take the city on the  15th of last month.  A NTC military leader, said the capture of the complex opens the way for their forces to overrun the city centre.

India Bangladesh Joint army Exercise Sampriti II began today at Sylhet, in Bangladesh about 240 kilometres from Dhaka. The exercise is being organized at the Jalalabad Cantonment of the Bangladesh army at Sylhet. More from our Correspondent:
The Sampriti II Exercise between India and Bangladesh army which is underway in Sylhet is second such exercise of its kind being organized between the two armies and it is being organised for the first time in Bangladesh. A twenty five member team of Para commando's from the Indian army are participating in the exercise. These platoon level exercises are part of the co-operative efforts between the two armies for professional development and also to promote goodwill between the forces of the two neighbouring countries. Syrian Foreign Minister Walid al-Moualem has warned that his nation would retaliate against any country that formally recognizes the National Council set up by opponents of President Bashar al-Assad. The Government today launched the Nationwide Come and Play scheme to encourage mass participation in sports and optimal utilisation of sports infrastructure. The scheme is targeted at the 8 to 17 age group so that the talent can be nurtured by systematic coaching available in the sports centers. It will ensure access to more than 80 Sports Authority of India ,SAI, facilities to the youth.  Launching the scheme Union Minister  for Social  Justice and Empowerment Mukul Wasnik said, Come and Play  scheme will revolutionise the sports . Even though the 24-year old German finished third at the Suzuka Grand Prix in Japan today, he was crowned the World Champion.
