उत्तर प्रदेश में विधानसभा चुनाव के तीसरे चरण की अधिसूचना जारी होने के साथ ही आज से इस चरण के लिये नामांकन-पत्र भरने की प्रक्रिया शुरू हो जाएगी। इस चरण में १५ फरवरी को राज्य के पूर्वी क्षेत्र के दस जिलों में कुल ५६ विधानसभा सीटों के लिए मतदान होगा। इनमें नक्सल प्रभावित मिर्जापुर, सोनभद्र और चन्दौली जिले शामिल हैं। इस चरण के लिए २८ जनवरी तक नामांकन पत्र भरे जा सकेंगे।

प्रथम चरण के चुनाव के लिए ५७ उम्मीदवारों के नामांकन पत्र जाच में खारिज होने के बाद अब नौ सौ सात प्रत्यार्शी मैदान में रह गए हैं। उन एक हजार १७ नामांकन पत्र दाखिल किए गए थे। २३ जनवरी नामांकन का आखिरी दिन है। द्वितीय चरण के चुनाव के लिए नामांकन प्रतियों में तेजी आयी है। अब तक पांच सौ पांच उम्मीदवार अपना पर्चा दाखिल कर चुके हैं। राजनीतिक दलों में मतदाताओं को लुभाने के लिए अपने प्रयास तेज कर दिए हैें। आकाशवाणी समाचार लखनऊ।

कांग्रेस नेता और प्रधानमंत्री मनमोहन सिंह ने कल उत्तराखंड में रूद्रपुर में पार्टी की एक चुनाव सभा को संबोधित किया। डॉक्टर सिंह ने कहा कि केवल कांग्रेस ही केन्द्र और राज्यों के बीच समन्वय से चलने वाली आदर्श सरकार का महत्व समझती है।

पंजाब में ३० जनवरी को होने वाले मतदान के लिए चुनाव प्रचार में खराब मौसम के कारण बाधा पड़ रही है। हमारे संवाददाता ने बताया है कि उप मुख्य चुनाव आयुक्त आलोक शुक्ला ने जिला उपायुक्तों, पुलिस प्रमुखों और चुनाव अधिकारियों को निर्देश दिये हैं कि राज्य में स्वतंत्र और निष्पक्ष चुनाव के लिए हथियारों की बरामदगी के काम में तेजी लाई जाए।

पंजाब के कपुरथला जिले में विधान सभा चुनाव क्षेत्र ऐसा है जहां महिला मतदाता पुरूष मतदाताओं से अधिक है। जिसका मुख्य कारण अधिकतर पुरूषों का विदेश में चले जाना बताया जा रहा है। जबकि राज्य में पिछले पांच वर्ष में बढ़े हुए नौ लाख मतदाताओं में से केवल पौने तीन लाख ही महिला मतदाता हैं। २००७ के विधानसभा चुनाव में दस सौ ४३ प्रत्याशी मैदान में थे। जिनमें से छप्पन महिलाएं थीं। जबकि इस बार दस सौ अस्सी प्रत्याशियों में से ९३ महिला प्रत्याशी हैं। जिनमें ४७ महिला प्रत्यार्शी विभिन्न राजनीतिक दलों से संबंधित हैं। जसविंदर सिंह रंधावा, आकाशवाणी समाचार, चण्डीगढ़।

मणिपुर में चुनाव प्रचार ने औेर जोर पकड़ लिया है। हमारे संवाददाता ने बताया है कि भाजपा अध्यक्ष नितिन गडकरी और राष्ट्रवादी कांगे्रस पार्टी के महासचिव पी ए संगमा ने कल राज्य में चुनाव प्रचार किया।

रक्षामंत्री ए के एंटनी ने कहा है कि  एन सी सी में शामिल होने के लिए लड़कियों को समान अवसर दिये+ जाने चाहिए। नई दिल्ली में कल एन सी सी के गणतंत्र दिवस शिविर में उन्होंने कहा कि एन सी सी की १२ नई इकाइयां गठित की गई हैं जिनमे ंसे छह ग्रामीण क्षेत्रों में हैं और छह इकाइयां केवल लड़कियों के लिए हैं। श्री एंटनी ने कहा कि एन सी सी कैडेटों की संख्या १३ लाख से बढ़ाकर १५ लाख करने का कार्यक्रम, योजना के अनुसार आगे बढ़ रहा है।

उच्चतम न्यायालय ने मोटर वाहनों की उच्च सुरक्षा वाली नम्बर प्लेटों से संबंधित अपना आदेश लागू करने के लिए ३१ मार्च की समय सीमा निर्धारित की है। मुख्य न्यायाधीश एस एच कापड़िया की अध्यक्षता वाली पीठ ने कहा कि जो राज्य सरकारें और केन्द्र शासित प्रदेश इस आदेश का पालन नहीं करेगें उनके खिलाफ अवमानना की कार्रवाई की जाएगी।

भारत और विश्व बैंक ने देश के पूर्वोत्तर क्षेत्र में तीन लाख से अधिक परिवारों की आजीविका में सुधार लाने के लिए १३ करोड़ डालर +के ऋण समझौते पर हस्ताक्षर किए हैं। कल नई दिल्ली में बैंक और सरकार के बीच इस समझौते पर हस्ताक्षर किए गए। इस राशि का उपयोग पूर्वोत्तर क्षेत्र ग्रामीण आजीविका परियोजना के तहत केन्द्र के ग्रामीण सशक्तिकरण प्रयासों के लिए किया जाएगा। पूर्वोत्तर के चार राज्यों, मिजोरम, नगालैंड, सिक्किम और त्रिपुरा के आठ जिलों में इस योजना पर अमल किया जा रहा है।

उत्तर भारत में शीतलहर का प्रकोप जारी है। बर्फीली हवा से पूरे क्षेत्र में तापमान में और गिरावट आई है और कोहरे से लोग परेशान हैें। कश्मीर घाटी में सर्दी में कोई कमी नहीं आई है। यहां न्यूनतम तापमान शून्य से कई डिग्री नीचे चल रहा है। हमारे संवाददाता ने बताया कि राज्य सरकार ने श्रीनगर और जम्मू के बीच फंसे यात्रियों को विमान से ले जाने के विशेष प्रबंध किए हैं।

एक सरकारी प्रवक्ता ने आकाशवाणी को बताया कि कई दिनों से जम्मू और श्रीनगर में रूके पड़े लोगों को कठिनाईयों को देखते हुए वायु सेना के १७६ विमान दो उड़ानों का आयोजन किया गया है। प्रवक्ता ने कहा है श्रीनगर से रूके पड़े पर्यटकों को और जम्मू में रूके पड़े कश्मीरी यात्रियों को प्राथमिकता दी जाए। इस बीच जम्मू कश्मीर राष्ट्रीय राजमार्ग  स्तर पर ट्रेफिक बहाल करके रूकी पड़ी गाड़ियों को गाजी की ओर चलने दिया गया। मगर देर रात फिसलन के कारण इन गाड़ियों को भी रोका गया। मुश्ताक अहमत तांत्रे, आकाशवाणी समाचार, श्रीनगर।
हिमाचल प्रदेश के अधिकांश हिस्सों में जबरदस्त ठंड पड़ रही है। ऊंचाई वाले जनजातीय इलाकों में हिमस्खलन का खतरा मंडरा रहा है।

पांचवा जयपुर साहित्योत्सव कल शुरू हुआ। पांच दिन के इस साहित्यिक आयोजन में भारत और विदेशों के करीब ढाई सौ लेखक भाग ले रहे हैं। हमारे संवाददाता ने बताया है कि शीर्षक से कल आयोजित सत्र में मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि सरकार इंटरनेट पर सेंसरशिप लागू करने में यकीन नहीं करती और इस बारे में कोई कदम नहीं उठाया गया है।

मेघालय आज अपना स्थापना दिवस मना रहा है। आज इसे भारतीय संघ का राज्य बने चालीस वर्ष पूरे हो रहे हैं। मेघालय दो अप्रैल १९७० को बांग्लादेश की सीमा से लगा पूर्वोत्तर क्षेत्र का स्वायत्त राज्य बना था और २१ जनवरी १९७२ को इसे पूर्ण राज्य का दर्जा दिया गया। हमारे संवाददाता ने बताया है कि इस अवसर पर राजधानी शिलांग में कई कार्यक्रम आयोजित किये जा रहे हैं ।

सीरिया के तेल मंत्री सूफियान अल्लाव ने माना है कि यूरोपीय संघ और अमरीका के एकतरफा प्रतिबंधों का देश की अर्थव्यवस्था पर गम्भीर असर पड़ा है। उन्होंने दमिश्क में संवाददाता सम्मेलन में कहा कि कच्चे तेल और पेट्रोलियम उत्पादों का निर्यात नहीं होने से सीरिया को काफी नुकसान उठाना पड़ा है। उन्होंने कहा कि प्रतिबंधों के कारण दो अरब डॉलर का नुकसान हुआ है और सीरिया की मुद्रा का मूल्य रिकार्ड निचले स्तर पर आ गया है। सीरिया से प्रतिदिन लगभग एक लाख तीस हजार बैरल तेल खरीदने वाले यूरोपीय संघ ने अमरीका द्वारा प्रतिबंध लगाये जाने के बाद दो सितम्बर से सीरिया से तेल के आयात पर रोक लगा दी है।

फ्रांस के राष्ट्रपति निकोला सारकोजी ने सभी देशों से ईरान के केन्द्रीय बैंक की परिसंपत्तियां फ्रीज+ करने और ईरान से तेल आयात पर रोक लगाने की अपील की है। हमारे संवाददाता ने बताया है कि उन्होंने चेतावनी दी कि ईरान के परमाणु कार्यक्रम के खिलाफ किसी भी विदेशी सैन्य हस्तक्षेप से युद्ध भड़क जाएगा और समूचे पश्चिम एशिया क्षेत्र और उसके बाहर भी अफरा-तफरी मच जाएगी।

पाकिस्तान सरकार ने सुप्रीम कोर्ट को बताया है कि सेनाध्यक्ष और खुफिया प्रमुख को हटाने का उसका कोई इरादा नहीं है। इन दोनों अधिकारियों पर मेमो प्रकरण में असंवैधानिक और अवैध आचरण का आरोप है। एटॉर्नी जनरल अनवर-उल-हक ने कल मुख्य न्यायाधीश इफि्‌तखार चौधरी की अध्यक्षता में तीन न्यायाधीशों की पीठ को सरकार के इस रुख़ की जानकारी दी। इस बीच, प्रधानमंत्री यूसुफ रज+ा गिलानी ने कहा है कि अगर पाकिस्तान सरकार के सभी अंग संवैधानिक दायरे में काम करते हैं तो किसी तरह का टकराव नहीं होगा।

In Uttar Pradesh, nominations for the third phase of Assembly Elections begin today with issuance of notification. A total of 56 Assembly segments, spread over 10 districts of the eastern region, including Naxalite infested Mirzapur, Sonebhadra and Chandauli districts will be going to the polls in this phase. Polling will be held on February the 15th. This phase of elections will be held under the new delimitation, with 19 new seats replacing 15 older ones. Candidates can file their nominations till January the 28th. A report from our correspondent;
"960 candidates are left in the fray for phase one elections, as nomination papers of 57 candidates have been rejected during scrutiny. A total of 1,017 candidates had filed nominations in 55 seats. Monday is the last date for withdrawals of nominations. For the second phase elections, nomination is in progress and 505 nominations have been filed till now. Candidates can file their nominations till 23rd of January. Political parties are making all efforts to woo the voters for their candidates. Sunil Shukla, AIR News LucknoW."
In Manipur, campaigning for the state Assembly Elections has further intensified with only seven days left for polling. In Punjab, cold weather, fog and an overcast sky are hampering the election campaign. Meanwhile, a huge amount of unaccounted money and large quantities of liquor and drugs have also been seized in the state. More than 8,600 non-bailable warrants has been executed. "Bholath Assembly constituency in Kapurthala district is the only constituency in the state. where number of women voters is more than men voters. On the other hand, more than 9 lakh voters were added to voter list in last five years, out of which two lakh 77 thousand women voters are there. During last Assembly elections in 2007, only 1,043 candidates were there, including 56 women candidates. This time, 93 women candidates are there among 1,080 candidates. The Supreme Court has set a deadline of March the 31st for implementation of its order on high security registration plates for motor vehicles. A bench headed by Chief Justice S H Kapadia said that failure by state governments and union territories to comply with the order would invite contempt action. The bench, also comprising justices A K Patnaik and Swatanter Kumar, expressed its displeasure that despite its warning of initiating contempt action, many of the states failed to file their affidavits in terms of its December 8, 2011 order.

Defence Minister AK Antony has stressed that equal opportunity must be given to girls to enroll in the National Cadet Corps, the NCC. After visiting the NCC Republic Day Camp in New Delhi yesteday, the Minister said, six out of 12 units of the NCC raised in rural areas are meant exclusively for girls. The Defence Minister said, the expansion of the NCC from 13 lakhs to 15 lakhs was progressing as planned.

About 250 writers from India and abroad are participating in the 5-day long fifth Jaipur Literature Festival, which started yesterday. In a session on 'Truth of Poetry and Truth of Politics', Union Minister Mr Kapil Sibbal said, the Government does not believe in censorship on Internet and that no step has been taken in this regard. The cold wave tightened its grip over North India, as temperatures plummeted across the region with chilly winds and fog adding to the misery of the people. In Jammu and Kashmir, the Indian Airforce is operating sorties to airlift stranded passengers in Srinagar and Jammu to their destination. Our correspondent reports that the step has been taken in view of the frequent closure of the Srinagar-Jammu National Highway as a result of heavy snowfall thrice in the last fort-night.
"The Spokesman of Divisional Administration told AIR that 576 flights have been organised to minimise the hardships of stranded passengers. He said, from Srinagar, preference will be given to tourists and non-locals, whereas from Jammu, preference will be given to Kashmiri passengers. Traffic on Srinagar-Jammu National highway is yet to be restored fully. Yesterday, some stranded vehicles were allowed to proceed to valley, but were stopped later in the evening due to slippery road conditions. Heavy snowfall along the highway thrice in the last fortnight have added to the winter woes of people in Kashmir valley. Mushtaq Ahmed Tantray, AIR News, SrinagaR."
Biting cold wave conditions have gripped most parts of Himachal Pradesh. Our correspondent reports that an avalanche threat looms large in high altitude tribal areas.
"Shimla , Manali, Dalhousie and several parts of the state continues to receive incessant snowfall. There has been no respite from continuous rain and snow in the state now for more than 15 days. According to the Meteorological Department, the intense cold wave conditions would continue till 26th of January. Snow has paralysed life of residents of Kinnaur, Chamba, Lahaul-Spiti, Kullu and upper parts of Shimla and Sirmaur districts. Power and road connectivity in most areas has been affected badly. Efforts to restore electricity and vehicular traffic have become difficult, with no let-up in snowfall in these areas. Nandini Mittal, AIR News, Shimla."
A thick blanket of fog engulfed most parts of Punjab and Haryana affecting rail, road and air traffic even as the minimum temperature in the region shot up by about two notches. Rajasthan continued to reel under the intense cold as Mount Abu, the state's only hill station, experienced a chilling night at minus 2.2 degrees celsius yesterday. Flight operations at the IGI airport in New Delhi, were badly hit yesterday as dense fog affected the schedule of over 200 domestic and international flights.

Syria’s Oil Minister Sufian Allaw has admitted that the unilateral sanctions imposed on Syria by the European Union and the United States were having a significant economic impact. Addressing a press conference in Damascus, he said Syria has suffered important losses as a result of its inability to export crude oil and petroleum products. Sanctions have also pushed the Syrian pound to record lows. The EU, which bought most of Syria’s approximately 130,000 barrels per day of oil exports, imposed sanctions on Syrian oil on the 2nd of September, after the sanctions imposed by the United States.

"As European Union gears up to impose fresh sanctions on Iran, France has upped the ante. Addressing a gathering of diplomats in Paris, the French President Nicholas Sarkozy said, a tougher and decisive sanctions regime is the only option left now. In an apparent reference to China and Russia, he said, who do not want to reinforce sanctions against Iran, will have to bear responsibility for the risk of a military confrontations. France has been pushing for economic sanctions to force Iran to abandon its nuclear program. It fears the Iranian program may be aimed at developing nuclear weapons capability. Meghalaya celebrates its formation day today. It has completed 40 years of its existence as a state in the Union of India. The state government celebrates this day as Meghalaya Day. उत्तर प्रदेश में विधानसभा चुनाव के तीसरे दौर की अधिसूचना जारी होने के साथ ही नामांकन पत्र भरने का काम आज से शुरू हो गया। वहां १५ फरवरी को मतदान होना है। हमारे गोरखपुर संवाददाता ने खबर दी है कि इस दौर में पूर्वी उत्तर प्रदेश के दस जिलों की ५६ विधानसभा सीटों पर राज्य के अनेक बड़े नेताओं का चुनावी भाग्य दांव पर है।

गोवा में चुनाव कार्यालय को आदर्श आचार संहिता के उल्लंघन की एक सौ से अधिक शिकायतें प्राप्त हुई हैं। सरकारी सूत्रों के अनुसार ७५ शिकायतों का निपटारा कर दिया गया है। बाकी शिकायतों की जांच की जा रही है। इस बीच ३ मार्च के मतदान के लिए प्रचार अभियान धीरे-धीरे जोर पकड़ रहा है।

उत्तराखण्ड में ७० विधानसभा सीटों के लिए चुनावी ड्यूटी पर तैनात किये जाने वाले कर्मचारी निर्वाचन संबंधी प्रशिक्षण के दौरान पोस्टल बैलट पेपर के जरिये मतदान भी कर रहे हैं। राज्य की संयुक्त मुख्य निर्वाचन अधिकारी सौजन्या ने आकाशवाणी को बताया कि प्रदेश के विभिन्न हिस्सों में मतदान के दिन ड्यूटी करने वाले निर्वाचन से जुड़े कर्मचारियों को अपने मताधिकार के प्रयोग में असुविधा होती है, इसे देखते हुए उन्हें पोस्टल बैलट के जरिये मतदान की सुविधा दी जा रही है।

संयुक्त मुख्य निर्वाचन अधिकारी के अनुसार राज्य में करीब अड़तालीस हजार निर्वाचन कर्मियों को पोस्टल बैलेट पेपर दिए गए हैं और वे विभिन्न जिलों में चरणबद्ध तरीके से प्रशिक्षण के दौरान अपने मताधिकार का भी प्रयोग कर रहे हैं। उन्होंने बताया कि इन कर्मचारियों के नाम उनके निवास स्थान वाले निर्वाचन क्षेत्र की मतदाता सूची में दर्ज हैं, जिसके आधार पर उन्हें पोस्टल बैलेट पेपर दिए गए हैं। इस बीच, कांग्रेस, भाजपा समेत विभिन्न दलों के दिग्गज प्रचारक राज्य में मौसम साफ होने के साथ ही जगह-जगह चुनावी सभाएं कर रहे हैं। राघवेश पांडे, आकाशवाणी समाचार, देहरादून।

पंजाब में फिर से चुनाव लड़ रहे ७७ विधायकों की सम्पत्तियों में पिछले पांच वर्ष के दौरान औसतन १३३ प्रतिशत वृद्धि दर्ज की गई है। देश में चुनाव , लोकतंत्र तथा शासन में सुधारों के लिए प्रयासरत दो गैर सरकारी संगठनों के प्रतिनिधियों ने २००५ और २०१२ के विधानसभा चुनाव के लिए दाखिल इन विधायकों के नामांकन पत्रों के साथ संलग्न शपथ पत्रों के आधार पर चंडीगढ़ में यह खुलासा किया है। ये विधायक अलग अलग राजनीतिक दलों के हैं। संगठनों द्वारा जारी रिपोर्ट के अनुसार वर्ष २००५ में ३७ विधायकों की औसत परिसम्पत्तियां ४ करोड़ २९ लाख रूपये थी, जबकि वर्ष २०१२ में वह ११ करोड़ ११ लाख हो गई। इस तरह इन ३७ विधायकों की परिसम्पत्तियों में १५९ प्रतिशत की वृद्धि दर्ज की गई। इनमें से कुछ विधायकों का कहना है कि उनकी परिसम्पत्तियों में जमीन के दाम बढ़ने की वजह से वृद्धि हुई है। शपथ पत्रों के विश्लेषण से यह भी पता चला है कि कुछ विधायकों के खिलाफ मामले दर्ज हैं।

दिल्ली की एक अदालत ने टू-जी स्पेक्ट्रम आवंटन मामले में केन्द्रीय गृह मंत्री पी० चिदम्बरम पर मुकदमा चलाने के जनता दल अध्यक्ष सुब्रमण्यम स्वामी की दलील पर अपना फैसला अगले महीने की ४ तारीख के लिए सुरक्षित रखा है। विशेष सीबीआई जज ओ पी सैनी ने श्री सुब्रमण्यम स्वामी की दलीलें सुनने के बाद यह आदेश दिया। श्री स्वामी ने कहा कि उनके द्वारा कोर्ट में दायर सबूतों से साफ होता है कि श्री चिदम्बरम टू-जी स्पेक्ट्रम आवंटन मामले में आरोपी पूर्व दूरसंचार मंत्री ए राजा के बराबर ही दोषी हैं।

झारखंड में नक्सलियों द्वारा किए गए बारूदी सुरंग के विस्फोट में चार पुलिस कर्मियों के शहीद होने की खबर है। हमारे रांची संवाददाता ने सरकारी सूत्रों के हवाले से बताया है कि यह विस्फोट आज गढ़वा जिले में भंडरिया पुलिस थाने के तहत बारगढ़ के पास हुआ। ताजा समाचार मिलने तक माओवादियों और पुलिस के बीच मुठभेड़ जारी थी। हताहतों की सही संख्या और ब्यौरा अभी नहीं मिला है।

बिहार में कैमूर पठार में माओवादियों की धरपकड़ के लिए झारखंड तथा उत्तर प्रदेश की पुलिस और सीआरपीएफ की सहायता से ऑपरेशन विश्वास शुरू किया गया है। हमारे पटना संवाददाता ने खबर दी है कि शाहाबाद के पुलिस उप-महानिरीक्षक सुशील खोपाड़े और सीआरपीएफ के डीआईजी उमेश कुमार पहाड़ियों में शिविर लगाए हुए हैं और अभियान का मॉनिटरिंग कर रहे हैं। खबर है कि कहर माओवादी जोनल कमांडर विश्वकर्मा इस महीने की २ तारीख को गोलीबारी में घायल होने के बाद अपने घायल सहयोगियों के साथ सोन नदी पर, तीनों राज्यों की मिलती सीमा पर छिपा हुआ है। सुरक्षा बल पहाड़ी इलाकों में माओवादियों के छिपने के ठिकानों का पता लगाने के लिए पहली बार भोगौलिक सूचना प्रणाली और तकनीकी टोह उपकरण का उपयोग कर रहे हैं।

मणिपुर और मेघालय आज अपना ४०वां स्थापना दिवस मना रहे हैं। आज ही के दिन १९७२ में दोनों को पूर्ण राज्य का दर्जा मिला था। मणिपुर में विधानसभा चुनावों को देखते हुए समारोह सादगी से शुरू हुए। मुख्य समारोह राजधानी इम्फाल में हुआ। अपने संदेश में राज्यपाल गुरबचन जगत ने कहा कि राज्य में विकास की गति तेज करने के लिए शांति की बहाली महत्वपूर्ण है।
बंगलादेश की सीमा से सटे मेघालय को दो अप्रैल १९७० को स्वायत्त राज्य बनाया गया था।  २१ जनवरी १९७२ को इसे पूर्ण राज्य का दर्जा दिया गया। हमारे संवाददाता ने बताया है कि मुख्य समारोह राजधानी शिलांग में राज्य केन्द्रीय पुस्तकालय में हो रहा है।

 असम में लखीमपुर जिले के नारायणपुर राजस्व मंडल का रांगाती मिसमरा देश का पहला ऐसा गांव बन गया है जिसका हर निवासी बीमा से संरक्षित है। गांव को यह सफलता केन्द्र की वित्तीय समेकन योजना के तहत हासिल हुई है। हमारे संवाददाता ने बताया है कि यह योजना राज्य में असम ग्रामीण विकास बैंक द्वारा लागू की जा रही है।

वित्तमंत्रालय और भारतीय रिजर्व बैंक द्वारा शुरू की गई वित्तीय संरक्षण योजना असम के दो हजार से अधिक गांव में चलाये जा रहे है। बैंक इस योजना के इलाकों पर जागरूकता अभियान भी चलाये। रंगघाटी मिसामारा गांव के तीन सौ दो परिवारों ने सरकार द्वारा दिये जा रहे सभी बैंकिंग सुविधाओं का सही उपयोग करके दूसरों के लिए उदाहरण स्थापित किया। बैंक लगभग पांच महीने के अंदर सर्वशक्ति सुरक्षा नाम के समूह बीमा पॉलिसी के तहत परिवारों को कवरेज किया। साथ ही १८ से ६५ साल के गांवों के सभी लोगों को इस बीमा पॉलिसी के तहत जोड़ा गया है। मानस प्रतीम शर्मा, आकाशवाणी समाचार गुवाहाटी।

भारतीय रिजर्व बैंक ने स्पष्ट किया है कि लघु बचत योजनाओं की ब्याज दरें योजना की पूरी अवधि तक वही रहेंगी। इनमें लोक भविष्य निधि -यानी पीपीएफ शामिल नहीं है। रिजर्व बैंक ने अपनी विज्ञप्ति में कहा है कि लघु बचत योजनाओं की ब्याज दर हर वर्ष पहली अप्रैल को घोषित की जाएगी और योजना की पूरी अवधि तक बनी रहेगी।

सीरिया में अरब प्रेक्षक मिशन के भविष्य के बारे में फैसला करने के लिए कल काहिरा में अरब देशों के विदेश मंत्रियों की बैठक होगी। संभावना है कि प्रेक्षक मिशन की अवधि और एक महीना बढ़ा दी जायेगी। हमारे संवाददाता ने बताया है कि सीरिया पर आर्थिक प्रतिबंधों की छाप दिखने लगी है।

उत्तराखण्ड में कड़ाके की ठंड से लोगों को काफी मुश्किलों का सामना करना पड़ रहा है। मौसम विभाग के अनुसार नैनीताल जिले के मुक्तेश्वर में कल रात न्यूनतम तापमान दो डिग्री सैल्सियस रिकार्ड किया गया। अगले २४ घंटों में राज्य के मैदानी इलाकों में कोहरा छाये रहने और ऊपरी इलाकों में पाला पड़ने की संभावना है।

In Uttar Pradesh, filing of nomination papers for the third phase of assembly elections began with issue of notification today. A total of 56 Assembly segments spread over 10 districts of the eastern region is the political battle field of several top notch leaders of the state.  960 candidates are left in the fray for 55 Uttar Pradesh Assembly seats going to polls in the first phase on February 8th after rejection of 57 nominations. The nomination process for the second phase of assembly elections is also on for which several prominent candidates including the sitting BJP MLA from Gorakhpur Radha Mohan Das Agrawal and BSP state party chief Swami Prasad Maurya from Padrauna filed their nominations. Monday is the last day of filing nomination for the second phase. Our Gorakhpur correspondent reports that there are several prestigious seats in the third phase which will go for polls on the 15th February.

The Goa Election Office has received as many as 101 complaints of alleged violations of model code of the conduct ever since it has come into force in the state. According to official sources, 75 complaints have been disposed off by the authorities while the rest are under various stages of investigation. In Uttarakhand, voting by polling personnel for 70 Assembly seats is under process. Joint Chief Electoral Officer of the state Saujanya told AIR that these polling personnel would be deployed at various polling booths on polling day across the state. Therefore they would not be able to cast their vote. Keeping this in view the Election Commission has authorised these personnel to cast their votes through postal ballot papers. A Delhi court today reserved its order for February the 4 on Janata Party chief Subramanian Swamy's plea seeking prosecution of Union Home Minister P Chidambaram in the 2G scam case. Special CBI judge O P Saini announced this after Mr. Swamy concluded his arguments in support of his allegations against Mr. Chidambaram. During the arguments, Swamy said the evidence he had brought on the court's record prima facie show that Chidambaram is equally culpable as former Telecom Minister A Raja, who is facing trial in the 2G spectrum allocation scam.

In Jharkhand, four policemen are reported killed as the Maoists triggered a landmine blast. Speaking to our Correspondent, government officials said that the blast occurred near Bargarh Panchayat under Bhandaria police station in Garhwa district a few hours ago . In Bihar, Operation Vishwas has been launched with the help of the police forces of Jharkhand, Uttar Pradesh and CRPF to flush out the Maoists in Kaimur plateau of the state. AIR Patna correspondent reports that security forces had launched a combing operation to nab Maoists from their last shelter points in the inaccessible hilly and jungle terrains. Shabad Deputy Inspector General of Police Sushil Khopade and CRPF DIG Umesh Kumar are camping on the hills and monitoring the operation .The dreaded zonal commander Vishwakarma ,was reportedly hiding in the hills on the banks of river Sone, joining the borders of three states, with his injured men after he had received gunshot injuries  on January 2.The forces are for the first time using geographical information system and ( GIS) technical surveillance equipment to locate the hiding spots of the Maoists in the difficult terrain.

A national level school fire and evacuation drill is being organized across the country today. It aims to create fire safety awareness among the school staff and students. One school in each district of the country has been selected for this programme called, One Day One Time. Students and school staff  are participating in different parts of the country. The drills are being jointly organized by the fire Cell of the Directorate General of Civil Defence and State Fire Services. In Assam, Rangati Misa-mara under Narayanpur Revenue circle at Lakhimpur district has become the first village in the country to have full insurance coverage. The village has achieved this success under the Centre’s Financial Inclusion plan which is being implemented by the Assam Grameen Bikash Bank across the state.  Our correspondent reports that all the families and adult population of the village have been covered under the insurance scheme. "Initiated by Finance Ministry and Reserve Bank of India, financial inclusion plan has been carrying out over 2000 villages of Assam having a population of 2000 and above. The bank took awareness drive on the benefits of this plan. A total of 302 families of the village set the example for others by utilising all the banking facilities being provided by the government. The bank took almost 5 months to cover all the families under Sarva Sakti Suraksha group insurance .Secondly, all the adult population of the village from 18 to 65 years have insurance coverage. The main norm to avail the insurance coverage is that each villager should have a bank account. The Centre is to make E-Publishing of tender enquiries and related details mandatory in its all organisations and departments from April this year. An official statement says the government has identified e-Procurement as one of the Mission Mode Projects under the National e-Governance Plan. The e-Procurement System will enable disclosure of information on procurements made across various government organizations. It aims at transparency and non discrimination amongst bidders, by allowing free access to tender documents, clarifications and secures online bid submission from any place through the Internet. On the recommedations of a Group of Ministers constituted to suggest measures to tackle corruption and ensure transparency, the Department of Expenditure has taken action for setting up a Central Public Procurement Portal  through NIC and move towards e-Procurement in a phased manner.

The Reserve Bank of India, RBI has clarified that interest rates on small savings schemes, except the PPF, will remain fixed throughout the term of schemes. In a circular, RBI said, interest rate for small savings will be declared on April 1 every year and will remain valid till the maturity of the scheme. The circular has been released as a clarification after it observed that news items are appearing in media conveying an impression that the interest rates on small savings schemes linked to government securities are floating in nature and will undergo change depending on the yields. Our correspondent adds that the RBI's clarification comes a few days after a similar one was issued by the Finance Ministry.

Manipur and Meghalaya are today celebrating their 40th Formation Day. At an open debate on 'Justice and Rule of Law' at the UN, India's Permanent Representative Hardeep Singh Puri said that justice and rule of law are necessary pre-conditions for peace and development. Further, it is also necessary to eliminate policies and practices that discriminate against women. Arab Foreign ministers will meet in Cairo tomorrow to decide the future of the Arab observer mission in Syria.. There are indications that the Observer’s Mission would be extended by another month. In Egypt, the head of the Muslim Brotherhood Mohammed Badie said the country’s interim military rulers would be held accountable after handing power to civilians for mistakes during their time. The military budget will also be subject to parliamentary oversight. झारखंड में आज माओवादियों द्वारा किए गए बारूदी सुरंग के विस्फोट में थाना प्रभारी आर बी चौधरी और सहायक सब इंस्पेक्टर हरिचरण राम समेत पुलिस के तेरह जवान मारे गए। विस्फोट गढ़वा जिले के भंडरिया पुलिस थाना क्षेत्र में बारगढ़ पंचायत के पास  सालो जंगल में हुआ। हमारे संवाददाता ने बताया है कि विस्फोट के बाद माओवादियों ने घायल पुलिसकर्मियों को मार डाला और उनके हथियार लूट लिए।

झारखंड सशस्त्रबल के जवान बक्तरबंद गाड़ी में जंगल से गुजर रहे थे जब नक्सलियों ने घात लगाकर लैंडमाइंड विस्फोट से हमला कर दिया। हालांकि नजदीकी केन्द्रों से पुलिस एवं सुरक्षाबलों के अतिरिक्त दस्तों में नकस्लियों ने घंटें भर लोहा लिया जिससे घायलों को ईलाज के लिए हेलिकाप्टर के द्वारा रांची लाया जा सका। घटना स्थल पर राज्य के पुलिस महानिरिक्षक गौरीशंकर रद भी पहुंचकर नेतृत्व किया।

बिहार में सुरक्षा बलों ने आज रोहतास जिले के गुरमेता गांव में नक्सलियों के एक ठिकाने से एक क्विन्टल विस्फोटक, चार सौ से ज्यादा डेटोनेटर और हथियार जब्त किए। इसके अलावा नक्सल साहित्य और पोशाक भी जब्त किए गए। जिला पुलिस अधीक्षक ने बताया कि सुरक्षा बलों ने उग्रवादियों के एक बंकर को नष्ट कर दिया। माओवादियों की धर-पकड़ के लिए सघन अभियान चलाया जा रहा है।

उधर, राज्य के कैमूर पठार में माओवादियों की धरपकड़ के लिए झारखंड तथा उत्तर प्रदेश की पुलिस और सीआरपीएफ की सहायता से ऑपरेशन विश्वास शुरू किया गया है। सुरक्षा बल पहाड़ी इलाकों में माओवादियों के छिपने के ठिकानों का पता लगाने के लिए पहली बार भोगौलिक सूचना प्रणाली और तकनीकी टोह उपकरण का उपयोग कर रहे हैं।

ओडिशा में आज सुरक्षा बलों ने रायगड़ा जिले के, चंद्रपुर थाने के तहत हनुमानपुर के नजदीक मुठभेड़ में एक कट्टर माओवादी को मार गिराया। प्रारंभिक खबरों के अनुसार सुरक्षा बलों के २५ सदस्यों के दल ने तलाशी अभियान के दौरान माओवादियों के शिविर पर हमला किया, माओवादियों ने भी जवाबी कार्रवाई की। इस मुठभेड़ में दो सुरक्षाकर्मियों के घायल होने की खबर है। पुलिस सूत्रों के अनुसार प्रारंभिक जांच से पता चला है कि मारा गया माओवादी सुभाष है। वह कई अपराधों में शामिल था। अंतिम समाचार मिलने तक मुठभेड़ जारी थी।

नियंत्रक और महालेखा परीक्षक-कैग ने राष्ट्रीय स्वास्थ्य मिशन-एन आर एच एम  में लगभग पांच हजार करोड़ रूपये से ज्यादा की गड़बड़ियों के लिए उत्तर प्रदेश सरकार को जिम्मेदार ठहराया है। समाचार एजेंसी पीटीआई के अनुसार राज्यपाल को सौंपी रिपोर्ट में कहा गया है कि कैग ने राज्य के लगभग दो दर्जन जिलों में इस योजना में गड़बड़ी पाया है। रिपोर्ट में यह भी कहा गया है कि राज्य को दिए गए आठ हजार छह सौ सत्तावन करोड़ रूपये में से लगभग पांच हजार करोड़ रूपये के खर्च का उचित ब्यौरा देने में राज्य स्वाथ्य विभाग विफल रहा है। इस घोटाले की सी बी आई से जांच की बढ़ती मांग के बीच पिछले साल अगस्त में उत्तर प्रदेश के मुख्य सचिव के आग्रह पर कैग ने यह जांच की।

प्रधानमंत्री और कांग्रेस नेता डॉक्टर मनमोहन सिंह ने सभी  दलों से कहा है कि वे संकीर्ण सोच से ऊपर उठे और मजबूत लोकपाल कानून लाने के लिए सहयोग करे। पंजाब में अमृतसर में एक चुनावी रैली को संबोधित करते हुए उन्होंने कहा कि भ्रष्टाचार एक गंभीर समस्या है और इससे निपटने के लिए बहुआयामी प्रयासों की जरूरत है। डॉक्टर सिंह ने कहा कि यूपीए सरकार भ्रष्टाचार से प्रभावी तरीके से निपटने के लिए प्रतिबद्ध है। उन्होंने कहा कि लोकपाल विधेयक लोकसभा में पास भी कर दिया गया है और राज्यसभा में इसे पारित करने के लिए सभी दलों को सहयोग करना चाहिए।
उन्होंने पंजाब में शिरोमणि अकाली दल - भाजपा गठबंधन सरकार की आलोचना करते हुए कहा कि उसके कुशासन के कारण राज्य पर एक लाख बीस हजार करोड़ रुपए का भारी ऋण हो गया है।
उन्होंने कहा कि केंद्र द्वारा सार्वजनिक हितों के लिए दी गई राशि ऐसे कार्यों पर खर्च कर दी गई जिनका आम आदमी से कोई लेना-देना नहीं है। हमारे संवाददाता ने बताया कि चुनाव आयोग पंजाब में निष्पक्ष चुनाव करवाने को लेकर काफी सख्त है।

चुनाव आयोग की सख्ती कई राजनेताओं को रास नहीं आ रही वहीं युवा वर्ग शोर शराबे और फिजुलखर्जी पर लगी रोक से खुश है। युवाओं का कहना है कि जितना चुनाव खर्च कम होगा उतना ही आम आदमी चुनाव से जुड़ेगा, जिससे लोकतंत्र मजबूत होगा। चुनाव में सार्वजनिक जगहो और काले धन के दुरूपयोग पर रोक लगने से भी आम आदमी से राहत महसूस की है।

भारतीय जनता पार्टी नेता अरूण जेटली ने कहा है कि यूपीए एक कमजोर गठबंधन है और उसके कई महत्वपूर्ण फैसलों में कांग्रेस और सहयोगी दलों के बार-बार हस्तक्षेप से उसकी स्थिति कमजोर हुई है। पंजाब में जालंधर में अपनी पार्टी के उम्मीदवारों के पक्ष में चुनाव रैली में उन्होंने कहा कि हाल के वर्षों में यूपीए सरकार पर भ्रष्टाचार के कई आरोप लगे हैं। श्री जेटली ने डॉक्टर सिंह के आर्थिक दृष्टिकोण पर टिप्पणी करते हुए आरोप लगाया कि उनके नेतृत्व में देश की अर्थव्यवस्था की स्थिति संतोषजनक नहीं है।

यूपीए अध्यक्षा श्रीमती गांधी ने राज्य की भाजपा सरकार पर कांग्रेस शासन में शुरु किए गए ढांचागत विकास कायोर्ं की उपेक्षा का आरोप लगाया है। उन्होंने यह भी आरोप लगाया कि केंद्र की विभिन्न योजनाओं और कार्यक्रमों के साथ ही वहां से मिलने वाली धनराशि का प्रदेष सरकार ने समुचित ढंग से राज्य हित में उपयोग नहीं किया। उधर, भाजपा नेता डा. जोषी ने केंद्रीय मंत्री एसएम कृष्णा और पी. चिदंबरम पर भ्रष्टाचार का आरोप लगाते हुए इस्तीफे की मांग की है। इस बीच, राज्य में चुनावी तैयारियां जोरों पर हैं।

कांग्रेस महासचिव राहुल गांधी ने उत्तर प्रदेश में पिछले २२ वर्षों में सत्ता में रही सरकारों पर सरकारी संपत्ति की लूटपाट का आरोप लगाया है। इलाहाबाद के नजदीक बाड़ा में आज एक चुनावी सभा में उन्होंने कहा कि इस दौरान राज्य में जिन दलों का शासन रहा है उनके पास राज्य के विकास के बारे में दूरदृष्टि नहीं थी। श्री गांधी ने कहा कि इन सभी दलों ने जाति और समुदाय के सहारे अपना जनाधार तैयार किया और राजनीति को संकीर्णता के दायरे में बांध दिया।

मणिपुर में पिछले कुछ दिनों के दौरान विभिन्न दलों के राष्ट्रीय नेताओं के शामिल होने से प्रचार अभियान में तेजी आ गई है। उग्रवादी गुटों द्वारा कांग्रेस उम्मीदवारों को मिली धमकियों के बावजूद पार्टी सभी साठ सीटों पर चुनाव लड़ रही है। इसके बाद तृणमूूल कांग्रेस ने ४७ उम्मीदवार उतारे हैं।

गोआ में चुनाव कार्यालय को आदर्श आचार संहिता के उल्लंघन की एक सौ से अधिक शिकायतें प्राप्त हुई हैं। सरकारी सूत्रों के अनुसार ७५ शिकायतों का निपटारा कर दिया गया है। बाकी शिकायतों की जांच की जा रही है। इस बीच ३ मार्च के मतदान के लिए प्रचार अभियान धीरे-धीरे जोर पकड़ रहा है।

दिल्ली की एक अदालत ने आज राष्ट्रमण्डल खेलों की आयोजन समिति के दो पूर्व अधिकारियों ललित भनोट और एम. जयचंद्रन की राष्ट्रमण्डल खेल घोटाला मामले में जमानत मंजूर कर ली। इन दोनों को खेलों से जुड़े भ्रष्टाचार मामले में उनकी  कथित भूमिका के लिए गिरफ्‌तार किया गया था।
विशेष सी बी आई जज तलवंत सिंह ने राष्ट्रमण्डल खेलों की आयोजन समिति के पूर्व सचिव भनोट और पूर्व कोषाध्यक्ष जयचंद्रन की समानता के आधार पर जमानत मंजूर की। इन दोनों का कहना था कि आयोजन समिति के बर्खास्त अध्यक्ष   सुरेश कलमाड़ी को इस मामले में जिस आधार पर जमानत दी गई है, उसी आधार पर उन्हें भी जमानत दी जाए।

नाइजीरिया के उत्तरी शहर कानो में बमों और गोलीबारियों के हमलों में कम से कम २८ लोगों के मारे जाने की आशंका है। इस्लामिक कट्टरपंथियों द्वारा जारी हिंसा में कुछ भारतीयों सहित कई अन्य घायल हुए हैं। इन कट्टरपंथियों का उद्देश्य देश में शरिया कानून लागू करवाना है।

In Jharkhand, 13 policemen, including an Officer in- Charge of a police station, R. B Chaudhari and an ASI, Haricharan Ram, have been killed as the Maoists triggered a landmine blast at noon today. The incident happened at Salo jungle near Bargarh Panchayat under Bhandaria police station in Garhwa district. The Maoists shot at the injured policemen after the blast, and looted their weapons. It is indeed tragic that policemen travelling in anti-landmine vehicle were trapped by the usual naxal tactics of triggering landmine blast, although immediate reinforcements from nearby pockets allowed the police to engage the Maoists for an hour, and airlifting the injured to Ranchi. In Odisha, a hardcore maoist has been killed in an encounter with security forces near Hanumantapur under Chandrapur police station of Rayagada district today. According to preliminary reports, a 25-member team of security forces fired at a maoist camp during combing operation to which the maoists retaliated. Two security personnel are reported to have been injured during the encounter.

According to PTI, the Controller and Auditor General, CAG has indicted the Uttar Pradesh Government of anomolies in spending around 5,000 crore rupees under the National Rural Health Mission - NRHM. The agency says, the CAG probing the NRHM scam, has submitted its report to the State Governor, saying it has found anomalies under the scheme in about two dozen districts of the state. The CAG says, the state health department failed to give proper details of spendings of about 5,000 crore rupees out of the 8,657 crore rupees given to the state. The entire amount was reportedly transferred through a non registered society. Contracts worth 1,170 crore rupees were given against the open tendering process and agreements flouted established norms. Only one officer of the Principal Secretary rank was making all crucial purchase decisions while the rules suggest that three officers of this rank should be part of the decision making body. The report is yet to be disclosed officially.
Meanwhile, Congress General Secretary Digvijay Singh alleged that the misuse of NRHM funds started in UP during the previous Mulayam Singh Yadav government in 2005.

The Prime Minister has called upon all political parties to rise above narrow considerations and cooperate in bringing about a strong Lok Pal. Addressing a rally at Amritsar, he said, corruption is a serious problem requiring a multi-dimensional response. He said, the UPA Government is determined to deal with corruption in an effective manner and committed to bring a strong Lokpal. In Manipur, election campaigning by political parties other than the Congress has reached a feverish pitch with the arrival of several leaders of national parties during the last few days. Despite a ban imposed on Congress candidates by insurgent groups, the ruling party is contesting in all the sixty assembly constituencies. The Trinamool Congress is fielding the second largest number of candidates with 47. Our Imphal Correspondent reports that the Congress party's campaign remains a low key affair following militant threats to its candidates.
By and large, campaigning remains a low key affair compared to previous elections. This may be due to the prevailing law and order situation and strict imposition of the model code of conduct by the Election Commission of India. For the first time, development issues have come up to the forefront. Significantly 14 women candidates are also in fray this time. Straight contests will be seen in three assembly constituencies, triangular contests in eight constituencies while the rest will have multi-corner contests. A Delhi court today gave bail to two former office bearers of the Commonwealth Games Organising Committee - Lalit Bhanot and M Jayachandran in the CWG Scam case. They were arrested for their alleged roles in a games-related corruption case.
Special CBI Judge Talwant Singh allowed the bail pleas of CWG Orgainsation Committee's former Secretary Bhanot and former Treasurer Jayachandran on grounds of parity. The two had sought bail, claiming parity of their cases with that sacked Chairperson Suresh Kalmadi.
While Bhanot was asked to furnish a personal bond of five lakh rupees with two sureties of the same amount for his release on bail, co-accused Jayachandran was told to furnish a personal bond of two lakh rupees with two sureties of a like amount.

Gujarat police have released 14 Somali pirates and three Yemeni fishermen captured off the Saurashtra coast last year. They were captured from a small port Nadel in Junagadh district last June.
Earlier, the Mumbai-based Consulate General of Yemen took up the mater with the Government of India saying that the arrested Yemeni nationals are genuine fishermen and their boat was seized by the Somali pirates.

In Nigeria, atleast 28 people are feared killled in a wave of bomb and gun attacks in the northern city of Kano. Several others, including some Indians were injured amid continuing violence by a radical Islamist sect which aims to impose sharia law in the country.
Governor of Kano State Rabiu Kwankwaso has , imposed a 24-hour curfew. Reports say bodies of the victims and several policemen, were found scattered all over the city. Senior police sources say, the number of those killed could increase.

At least 14 people were killed and 26 others wounded today in a blast carried out by militants on a vehicle transporting prisoners in northwest Syria. The state-run SANA news agency reported the attack was carried out by militants on the Idlib- Ariha highway. It said the militants also targeted an ambulance that came to the site to transport the wounded. According to the Syrian news agency, six policemen, who were accompanying the prisoners, were wounded and some of them are in critical condition.

North India continues to shiver with no signs of the sweeping cold wave relenting. Temperatures settled below normal levels at most places today.
Leh town in Jammu and Kashmir experienced the coldest night of the season with mercury plunging to minus 21 degrees. Nearby Kargil town recorded a low of minus 21 degrees Celsius. In Kashmir Valley, Pahalgam resort was the coldest place at minus 16.5 degrees followed by Gulmarg Skiing resort at minus 16.2 degrees. Srinagar saw mercury dipping to minus five degrees Celsius.
In the national capital Delhi, the minimum temperature was recorded at 5.4 degrees Celsious, two notches below normal, while the maximum in the last 24 hours, was 14.6 degrees, down by seven notches.
Bone chilling winds along with dense fog continued to affect normal life in Punjab and Haryana.
In Uttarakhand, lowest minimum temperature minus 2 degree Celsius was recorded at Mukteshwar in Nainital District.

On the last day of the Asian shooting championship in Doha, Indian shooters won three golds. Manavjeet Singh won a gold in the trap shooting. Though Imran Hasan Khan was placed fifth in the 50 meter rifle shooting event, he too could make it to the olympics. The gold medal in this event also went to India's Sanjeev Rajput. Gagan Narang bagged a bronze in this event. This apart, Indian boys won a gold in the team event.
