The Prime Minister has said that the hearts of people living in naxal affected areas need to be won. Dr Manmohan Singh said, the inhabitants of such areas should get an equitable share in the country's progress through honest implementation of schemes which should be sensitive to their needs. The Prime Minister was addressing the concluding session of the day-long national workshop on development strategies in naxal affected districts in New Delhi yesterday. Dr Singh said, lack of development in naxal affected regions leads to a sense of alienation among the people of these regions. The Prime Minister said that no amount of development funds will work unless the trust of people is won.
"In my view, no amounts of development funds will be adequate in making a difference in the development status of people unless and until we win the trust of the people and inculcate a sense of ownership over the development process."
Dr. Manmohan Singh emphasised the need for zero tolerance towards corruption while implementing public welfare programmes.
"As administrators, we must have zero tolerance for corruption. We must demolish the invisible wall between us and them . The livelihoods we promote must be sustainable on the ground and not on paper alone."
The Prime Minister unveiled the new policy which aims at dealing with Naxalism through a five year integrated plan. Stressing the need for inbuilt flexibility in the Integrated Action Plan, Dr Singh said, there can not be a uniform structure for implementation of government programmes in these regions.
In his inaugural address, Home Minister P Chidambaram said, establishing governance in the naxal affected districts is the greatest challenge the country faces today. He said, Left Wing Extremism poses a greater threat to the country than terrorism or insurgency.

A bench comprising Justices V Raveendran, H L Gokhale and Gyan Sudha Misra, set aside the order of the Bombay High Court which had held that once the compensation is awarded for the land, there cannot be additional or separate compensation for the trees. The Apex Court said, if the land value has been determined with reference to the sale statistics or compensation awarded for a nearby vacant land, then trees will have to be valued separately.

The direction of the bench came after it was submitted on behalf of real estate developers that most farmers want a better compensation and are not necessarily interested in getting their land back.

A new study by an international research team led by Oxford University suggests that having a good laugh with friends really does help to deal with pain. The research paper is based on more than 10 years of research in which different experiments were staged to discover what determined our level of pain tolerance.
The team found that when we laugh properly, as opposed to producing a polite titter, the physical exertion leaves us exhausted and thereby triggers the release of protective endorphins. These endorphins, one of the complex neuropeptide chemicals produced in the brain, manage pain and promote feelings of well being. The fact that only this type of laughter releases endorphins has probably evolved as a way of promoting socialising amongst humans. It points out that many studies have already shown that laughter is 30 times more likely to occur if you are with others than when alone.
