संयुक्त राष्ट्र महासभा का वार्षिक अधिवेशन ज+ोरदार चर्चाओं के साथ न्यूयार्क में शुरू हो गया है। गरीबी और सतत विकास, जलवायु परिवर्तन, आतंकवाद, मानवाधिकार, लीबिया की स्थिति, संयुक्त राष्ट्र में फलस्तीन द्वारा संयुक्त राष्ट्र की सदस्यता के लिए दिए गए आवेदन और संयुक्त राष्ट्र सुरक्षा परिषद् में सुधार जैसे मुद्दों पर चर्चा हो रही है।

अमरीकी राष्ट्रपति बराक ओबामा ने अपने संबोधन में सुरक्षा परिषद् के माध्यम से राष्ट्र का दर्जा पाने की फलिस्तीन की कोशिश का विरोध किया। उन्होंने विश्व के नेताओं से कहा कि संयुक्त राष्ट्र में वक्तव्य और प्रस्तावों से शांति नहीं आयेगी। श्री ओबामा ने अंतर्राष्ट्रीय समुदाय से आह्‌वान किया कि इस्रायल और फलिस्तीन पर उन मुद्दों पर बातचीत के लिए दबाव बनाया जाए जिससे शांति को बढ़ावा मिले।

अमरीका ने फलस्तीनी राष्ट्र के निर्माण के लिए काफी समय दिया है और प्रयास किए हैं। अमरीका ने इसके लिए बातचीत पर जोर दिया है लेकिन यह भी समझना जरूरी है कि इस्राइल की सुरक्षा के प्रति भी अमरीका पूरी तरह प्रतिबद्ध है। इस्राइल से हमारी गहरी मित्रता है, इसलिए हमारा मानना है कि स्थाई शांति के लिए सुरक्षा के प्रति इस्राइल की चिंताओं को समझना बहुत जरूरी है।

उनके बाद फा्रंस के राष्ट्रपति निकोला सरकोज+ी ने महासभा में ऐसे प्रस्ताव का आग्रह किया जिससे फलिस्तीन को कम से कम पर्यवेक्षक का दर्जा मिल जाए। भारत पहले ही फलिस्तीन की कोशिश का समर्थन कर चुका है।
फलीस्तीनी अधिकारियों ने अमरीकी राष्ट्रपति के कथन पर निराशा व्यक्त की है।

प्रधानमंत्री डॉ० मनमोहन सिंह संयुक्त राष्ट्र महासभा के ६६वें अधिवेशन में हिस्सा लेने के लिए आज न्यूयार्क पहुंच रहे हैं। वे छह दिन की यात्रा पर कल नई दिल्ली से रवाना हुए थे। हमारे संवाददाता ने खबर दी है कि प्रधानमंत्री २४ तारीख को महासभा को सम्बोधित करेंगे।

भारत उन्नीस वर्षों के बाद सुरक्षा परिषद का अस्थाई मेम्बर बना। इससे विश्व में शांति को बढ़ावा देने और सुरक्षा की और मजबूत बनाने पर ध्यान आकर्षित किया और विकासशील देशों के दृष्टिकोण को दुनिया के सामने लाया और इस तरह से मौजूदा सच्चाईयों को उजागर किया। इसी लिए सुरक्षा परिषद का विस्तार जरूरी है। इसी सच्चाई को मद्दे नज+र रखते हुए। भारत और जी-४ के अन्य देश ये मांग कर रहे हैं कि इस विश्व संस्था को नई ऊंचाई तक ले जाने के लिए विकासशील देशों को जगह देना जरूरी है। आकाशवाणी समाचार के लिए न्यूयॉर्क से मैं विजय रैना।

यात्रा के दौरान डॉ. मनमोहन सिंह जापान और नेपाल के प्रधानमंत्री तथा ईरान, दक्षिण सूडान और श्रीलंका के राष्ट्रपति से आपसी बातचीत करेंगे। रवाना होने से पहले उन्होंने सभी देशों से आग्रह किया था कि वे दुनिया के सामने मौजूद विभिन्न चुनौतियों का मिलकर सामना करें। इनमें आर्थिक मंदी, आतंकवाद तथा पश्चिम एशिया और उत्तर अफ्रीका में अशांति की चुनौतियां शामिल हैं। प्रधानमंत्री ने कहा था कि फलिस्तीन का मुद्दा अभी तक नहीं सुलझा है।
कल अधिवेशन में गरीबी और सतत विकास, आतंकवाद, जलवायु परिवर्तन, मानवाधिकार, लीबिया की स्थिति, संयुक्त राष्ट्र में फलस्तीन द्वारा संयुक्त राष्ट्र की सदस्यता के लिए दिए गए आवेदन, आर्थिक मंदी के प्रभाव और संयुक्त राष्ट्र सुरक्षा परिषद् में सुधार जैसे मुद्दों पर मुख्य रूप से चर्चा हुई।

ब्रिक्स देशों- ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रिका ने कल पेइचिंग सहमति पत्र पर हस्ताक्षर किये जिसमें कहा गया है कि वित्तीय संकट का मुकाबला करना और लम्बी अवधि में सतत और अपेक्षाकृत तेज आर्थिक विकास इन देशों का साझा काम है। दूसरे ब्रिक्स अंतर्राष्ट्रीय स्पर्धा सम्मेलन में सभी देशों और क्षेत्रों से सहमति बनाने और प्रभावी स्पर्धा नीतियों का अनुसरण करने का आह्‌वान किया गया।

भारत ने जोर देकर कहा है कि वह अफगानिस्तान में चल रही समुचित लोकतांत्रिक प्रक्रिया में सहयोग देगा। सरकारी सूत्रों ने बताया कि भारत, अफगानिस्तान में विभिन्न गुटों के साथ सुलह सफाई की प्रक्रिया से जुड़े पूर्व राष्ट्रपति बुरहानुद्दीन रब्बानी और अन्य नेताओं की हत्याओं के प्रति चिंतित हैं।

रक्षा मंत्री ए० के० एंटनी ने कहा है कि भारत, जापान के साथ रक्षा सम्बन्धों को बढ़ाना जारी रखेगा। नई दिल्ली में कल जापान के पूर्व प्रधानमंत्री शिन्ज+ो आबे के साथ मुलाकात के दौरान श्री एंटनी ने दोनों देशों के बीच रक्षा सहयोग को आगे बढ़ाने पर जोर दिया। श्री आबे ने कहा कि भारत और जापान के बीच सहयोग दोनों देशों तथा क्षेत्र की शांति और सुरक्षा के हित में है।

गृहमंत्री पी चिदम्बरम आज सिक्किम जा रहे हैं। हमारे संवाददाता ने बताया है कि वे राज्य के भूकंप प्रभावित इलाकों में राहत और बचाव कार्य का जायजा लेंगे।

श्री चिदम्बरम अब से थोड़ी देर बाद लीविंगएसिस सेना हेलीपेड पर उतरने वाले हैं। वे वहां से सीधे स्टे्रनम अस्पतला जायेंगे और वहां भर्ती घायलों से भेंट करेंगे। श्री चिदम्बरम बुरी तरह से तबाह हुए दार्जिलिंग सचिवायल भी जायेंगे। वे राज्य भवन में राज्यपाल, मुख्यमंत्री राज्य सरकार के शीर्ष अधिकरियों और संबंधित केन्द्रीय एजेंसियों के अधिकारियों के साथ राहत तथा बचाव कार्यों की समीक्षा करेंगे। विनय राज तिवारी आकाशवाणी समाचार गंगटोक।

इससे पहले, कांग्रेस महासचिव राहुल गांधी ने कल राज्य का दौरा किया था और आश्वासन दिया था कि केन्द्र सरकार भूकंप से उत्पन्न स्थिति का सामना करने के लिए सिक्किम को भरपूर मदद देगी।
केन्द्र सरकार ने भूकंप प्रभावित क्षेत्रो में नुकसान का जायजा लेने के लिए एक अंतर मंत्रालय दल गठित किया है। गृह मंत्रालय के एक अधिकारी के अनुसार यह दल सिक्किम के प्रभावित क्षेत्रों का दौरा करेगा और राष्टीय आपदा प्रतिक्रिया निधि से सहायता के लिए सिफारिश करेगा।
मुख्यमंत्री पवन कुमार चामलिंग ने घोषणा की है कि राज्य सरकार दस दिन के भीतर नुकसान के आकलन का काम पूरा कर लेगी।
रविवार को आए भीषण भूकंप से सिक्किम में मृतकों की संख्या ७१ हो गई है। सबसे अधिक ५३ मौतें उत्तरी जिले में हुई हैं।
राज्य में कई इलाकों में बिजली सप्लाई फिर शुरू हो गई है और सड़क संपर्क भी धीरे-धीरे जोड़ा जा रहा है। सेना, चट्टानों और गिरे हुए मकानों का मलबा हटाने में दिन-रात जुटी हुई है और अब तक तीन हजार से अधिक लोगों को भूकंप से तबाह इलाकों से निकाला जा चुका है।

कांग्रेस ने भारतीय जनता पार्टी से अगले आम चुनाव में प्रधानमंत्री पद के लिए अपने उम्मीदवार के नाम स्पष्ट करने की मांगकीहै। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कल नई दिल्ली में कहा कि श्री लालकृष्ण आडवाणी द्वारा प्रधानमंत्री पद की
उम्मीदवारीसे खुले तौर पर नाम वापस लिये जाने के बाद ऐसा लगता है कि भारतीय जनता पार्टी में इस मुद्दे पर मतभेद है।

जहां तक कांग्रेस का सवाल है मैं समझता हूं बड़ा एक सरल उत्तर है प्रधानमंत्री के पद में कोई भी वेकेंसी नही है और जहां तक बीजेपी का सवाल है, प्रधानमंत्री के पद में बहुत अरसे से कोई वेकेंसी नहीं रही है और भविष्य के निकट भविष्य में भी ऐसी वैकेंसी आना मैं समझता हूं असंभव है। इससे पहले कल नागपुर में भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी ने राष्ट्रीय स्वयं सेवक संघ प्रमुख मोहन भागवत से मुलाकात के बाद संकेत दिया था कि अगले चुनाव में प्रधानमंत्री पद के लिए पार्टी के उम्मीदवार बनने की दौड़ में शामिल होने का उनका कोई इरादा नहीं है।

मैं संघ का स्वयं सेवक बना, भारतीय जन संघ का बना फिर बीजेपी का बना मैं समझता हूं कि जितना मुझे इन संस्थाओं से मिला है, संगठनों से मिला है और जितना मुझे अपने सहयोगी कार्यकत्ताओं से मिला है और जितना देश ने मुझे दिया है वो प्रधानमंत्री पद से काफी अधिक है।

कंपनी कार्य मंत्री वीरप्पा मोइली आज नई दिल्ली में राष्ट्रीय स्पर्धा नीति के संशोधित संस्करण के बारे में दूसरे दौर की परामर्श बैठक की अध्यक्षता करेंगे। इस बैठक में स्पर्धा के सिद्धान्तों को अपनाने के लिए क्षेत्र विशेष के बारे में नीतिगत परिवर्तनों पर चर्चा होगी। एक सरकारी विज्ञप्ति के अनुसार यह नीति विभिन्न मंत्रालयों और राज्य सरकारों के लिए स्पर्धा के सम्बन्ध में दिशा निर्देश का काम करेगी।

केन्द्रीय दूरसंचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल ने साइबर सुरक्षा की चुनौतियों से निपटने में व्यक्ति की निजी स्वतंत्रता और देश की वास्तविक सुरक्षा चिंताओं के बीच पर्याप्त संतुलन पर बल दिया है। फिनलैंड में एक सम्मेलन में उन्होंने साइबर हमले को सूचना सुरक्षा के लिए गंभीर चुनौती बताते हुए आगाह किया कि ऐसे हमले न केवल बड़े परमाणु संयंत्रों को ठप्प कर सकते हैं, बल्कि वैश्विक स्तर पर परस्पर जुड़े वित्तीय संस्थानों को भी बंद कर सकते हैं।

बीमा नियामक और विकास प्राधिकरण ने बीमा कंपनियों से कहा है कि वे दस्तावेज दाखिल करने में देरी जैसे तकनीकी कारणों के आधार पर दावों को एकदम नामंजूर न करें। प्राधिकरण को शिकायतें मिली हैं कि बीमा कंपनियां सूचना देने और दस्तावेज दाखिल करने में देरी जैसे कारणों से दावे अस्वीकार कर रही हैं।
प्राधिकरण ने बीमा कंपनियों को निर्देश दिया है कि सिर्फ तकनीकी आधार पर दावे अस्वीकार करने से बीमा उद्योग में पॉलिसी धारकों का विश्वास खत्म हो जाएगा और मुकदमेबाजी बढ़ेगी।

Annual session of UN General Assembly begins in New York. In his address, the US President Barack Obama opposed the Palestinian Authority’s bid for statehood through the Security Council. He told world leaders that peace will not come through statements and resolutions at the U.N.

We seek a future where Palestinians live in a sovereign state of their own with no limit to what they can achieve. America has invested so much time and so much effort in building of a Palestinian state, but understand this as well, America's commitment to Israel's security is unshakable. Our friendship with Israel is deep and enduring. So we believe any lasting peace must acknowledge the very real security concerns that Israel faces every single day.

Mr. Obama urged the international community to continue to push Israelis and Palestinians towards talks on the issues that have vexed peace negotiations since 1979.

Issues ranging from climate change, poverty and sustainable development, terrorism, human rights, situation in Libya, the issue of Palestinian application for UN Membership, impact of economic slow down are the focus of discussions apart from reforms in the UN Security Council.

The Prime Minister Dr. Manmohan Singh on his way to New York to participate in the 66th Session of the UN General assembly. He left New Delhi yesterday on a six day visit. Setting the tone for deliberations, Dr. Singh called upon all countries to collectively address the multiple challenges the world is facing. The challenges include economic slowdown, terrorism and unrest in West Asia and North Africa. On the sidelines, he will hold bilateral meetings with the presidents of Iran, South Sudan and Sri Lanka, and the prime ministers of Japan and Nepal.

Dr. Singh said in his departure statement that the Palestine question remains unresolved. The issue has emerged as a focus of discussion on the first day of deliberations. AIR correspondent reports that reforms in the United Nations Security Council are an important issue that will be taken up strongly by many world leaders in the General Assembly.

India became non permanent member of the UN after a gap of 19 years this year. It made efforts in promoting international peace and security and bringing developing country’s perspective to the whole process. New Delhi enriched the Council's deliberations and enhanced its effectiveness. This is the reflection of the present day reality. It has been recognized all over. Hence expansion in the Security Council. That makes the argument of India and other members of G-4 nations on the reforms in the world body logical . Home Minister P Chidambaram will visit quake-hit Sikkim today to take stock of the relief and rescue work there. Earlier AICC General Secretary Mr.Rahul Gandhi visited the state. He assured that Sikkim will get all assistance from the Centre to cope up with the Sunday's Earthquake. A report from our correspondent:

Mr. Chidambaram will be arriving at the Army Helipad at Libing in a shortwhile from now. He will go directly to the S.T.N.M. Hospital and see the injured persons admitted there. He will visit the badly damaged Tashilink Secretariat. Mr. Chidambaram will hold a meeting with the Governor, Chief Minister and top officials of the State Government and the concerned Central Agencies at the Raj Bhawan to review the relief and rescue operation. The Centre has constituted an Inter-Ministerial team to visit the affected places in Sikkim to take stock of the damage due to the earthquake. According to the Home Ministry official, the team will visit the affected places and give its recommendations for assistance from the National Disaster Response Fund.

The Sikkim Chief Minister Mr. Pawan Chamling announced that the State Government will complete the ongoing assessment of the losses and damages within ten days. Addressing a press conference at Samman Bhavan in Gangtok he said the report will be submitted to the Centre, demanding adequate relief package for Sikkim. He assured that the State will be able to welcome the tourists again within the next 10-15 days. Meanwhile, the death toll in Sikkim has now risen to 71 . The worst affected North district alone accounts for 53 deaths. Relief and restoration work is in full swing in the state.

The Congress demanded clarification from the BJP regarding its candidate for the post of Prime Minister in next general elections. Briefing reporters in New Delhi, yesterday party spokesperson Abhishek Manu Singhvi said that the BJP appears divided after L K Advani openly withdrew his candidature from the post. He alleged party leaders were busy in internal tussle to propose the next name. Mr. Singhvi added that Prime Minister Manmohan Singh will lead the Congress party in next general elections.

Earlier Senior BJP leader Mr. Lal Krishna Advani indicated that he may not be in the race for becoming the party's Prime Ministerial candidate in the next elections. He was replying to a question during an informal chat with the reporters after meeting RSS Chief Dr. Mohan Bhagwat in Nagpur yesterday.

The Insurance Regulatory and Development Authority (IRDA) has asked insurance companies not to mechanically reject claims on technical grounds, like delay in filing claim documents. IRDA has issued the directives following complaints that claims are being rejected on grounds of delay in intimation and submission of documents to insurers.

In a communication to insurance companies, the regulator said rejection of claims on purely technical grounds in a mechanical fashion will result in policy holders losing confidence in the insurance industry, giving rise to excessive litigation.

The statehood agitation in the Telengana region is having a telling effect on public life with all essential services coming under its impact. Our correspondent reports the fallout of the strike is more visible on essential services such as power and public transport and also on education and welfare programmes, causing lot of hardship to people.

More and more departments are joining the strike that began on September 13 in support of statehood for Telengana region. In the twin cities of Hyderabad and secunderabad, sanitation works are also being affected with Greater Hyderabad Municipal Corporation employees joining the strike since yesterday. On the other hand, the Task forces constituted by the government on power, transport and revenue are making all out efforts to ensure that normal life is not affected much due to the ongoing strike.

New Delhi has asserted that it would support the legitimate democratic process which is in place in Afghanistan. Official sources said India was concerned about the recent killings of leaders including Former President Burhanuddin Rabbani associated with the reconciliation of various groups. The Killings are seen as a means to instill a climate of fear and to marginalise those who stand for peace. Condemning the killing of the former Afghan President, External Affairs Ministry spokesperson Mr Vishnu Prakash has said that India was deeply shocked at the brutal assassination of Rabbani. Speaking to AIR, he said Rabbani during his recent visit to Delhi had met the Prime Minister Dr Manmohan Singh and the External Affairs Minister S.M.Krishna, sharing his vision of a prosperous Afghanistan.

We are deeply shocked and anguished at the brutal assassination of the former president and Chairman of High Peace Council of Afghanistan, Prof. Rabbani. In a moving tribute to him the External Affairs Minister has said that the forces of violence, the forces of death and hatred have silenced a powerful voice of reason and peace.

In Japan, at least 13 people have been killed when a powerful typhoon Roke slammed into the country yesterday. In Tokyo, many rush hour commuter trains were suspended, thousands of commuters trying to rush home were stuck at stations across the sprawling city. However officials at the Fukushima Dai-ichi plant, where engineers are still struggling with small radiation leaks due to tsunami damage, expressed relief that Typhoon Roke's driving winds and rains caused no immediate problems there.

The Defence Minister, Mr. A K Antony has said that India will continue to promote defence ties with Japan. This was conveyed during his talks with the visiting former Prime Minister of Japan Mr. Shinzo Abe in New Delhi yesterday. Mr. Antony stressed that bilateral defence interactions will continue to be pursued. Mr. Abe expressed the view that cooperation between India and Japan was in the interest of both nations and in the interest of regional peace and security.

The Tribune and Hindu report the end of the 11 day hunger strike against the Koodankulam Nuclear plant after the Tamil Nadu government promised to pass a resolution in the cabinet to halt the project even as the centre sought to ally fears over the safety of the project.

The Pioneer writes that Non-Government Organisations and other Voluntary groups habitually engaged in political activities like bandhs, hartals and rasta and rail roko campaigns in the name of public causes may be banned from receiving foreign contributions. The Delhi High Court has held that the Government can justify such a ban in the National interest.

गृहमंत्री पी चिदम्बरम ने आज भूकम्पग्रस्त सिक्किम की स्थिति की समीक्षा की और राज्य के भूकम्प पीड़ितों को तुरन्त राहत के रूप में पचास करोड़ रूपये जारी किए जाने की घोषणा की। उन्होंने कहा कि यह राशि राज्य आपदा राहत कोष में केन्द्र के हिस्से की कल जारी दूसरी किस्त के अतिरिक्त होगी।

हमने राज्य सरकार से ज्ञापन तैयार करने को कहा है। इस ज्ञापन का इंतजार किये बिना केन्द्रीय दल नुकसान का आंकलन करने सिक्किम आयेगा। उनके आंकलन के आधार लंबे और मध्यम अवधि के दो पुनर्वास कार्यक्रम तैयार किये जाएंगे।
गृहमंत्री आज सुबह सिक्किम पहुंचे थे। वे एस टी एन एम अस्पताल में दाखिल घायलों से मिलने गए। वे भूकम्प से क्षतिग्रस्त ताशिलिंग सचिवालय भी देखने गए। गंगटोक में राजभवन में राज्यपाल, मुख्यमंत्री तथा राज्य सरकार, सेना और भारत-तिब्बत सीमा पुलिस के शीर्ष अधिकारियों के साथ स्थिति की समीक्षा करने के बाद संवाद्दाताओं से बातचीत में गृहमंत्री ने आश्वासन दिया कि संकट की इस घड़ी में पूरा देश सिक्किम के लोगों के साथ है। हमारे संवाददाता ने खबर दी है कि राहत और बचाव कार्य जोरों पर है।

मध्यप्रदेश के मुख्यमंत्री शिवराज सिंह चौहान ने सिक्किम के भूकम्प पीड़ितों क लिऐ पांच करोड़ रूपये की सहायता की घोषणा की है। श्री चौहान ने सिक्किम के मुख्यमंत्री पवन चामलिंग से टेलीफोन पर बातचीत की और उन्हें आश्वासन दिया कि मध्यप्रदेश की जनता संकट की इस घड़ी में सिक्किम के साथ है।
उधर, भूकम्प पीड़ितों को तुरन्त सहायता उपलब्ध कराने के लिए भारत-तिब्बत सीमा पुलिस, विमान से टेंट और कम्बल भेजेगी। ये सामान नई दिल्ली के वायुसेना अड्डे से गंगटोक के क्षेत्रीय राहत केन्द्र में भेजा जाएगा। यह राहत केन्द्र भूकम्प के बाद बनाया गया है। भारत-तिब्बत सीमा पुलिस के आठ सौ से अधिक कर्मचारी राहत और बचाव कार्य में लगे हुए हैं।

वित्तमंत्री प्रणब मुखर्जी ने विश्वास व्यक्त किया है कि भारत इस वर्ष आठ प्रतिशत की विकास दर हासिल कर लेगा, लेकिन साथ ही उन्होंने वैश्विक आर्थिक परिस्थितियों पर चिन्ता व्यक्त की। न्यूयॉर्क में एक निवेशक मंच पर भारत के प्रमुख उद्योगपतियों की बैठक के बाद श्री मुखर्जी ने पत्रकारों से कहा कि हालांकि इस वित्त वर्ष की पहली तिमाही में विकास दर सात दशमलव सात प्रतिशत रही है, लेकिन भारत आठ प्रतिशत की विकास दर तक पहुंच जाएगा। उन्होंने कहा कि इस साल मॉनसून की अच्छी वर्षा से कृषि क्षेत्र चार प्रतिशत से अधिक की दर से बढ़ेगा। विर्निर्माण और सेवा क्षेत्रों में विकास से भी ये स्पष्ट संकेत मिल रहे हैं कि भारत के लिए इस साल लगभग आठ प्रतिशत की विकास दर प्राप्त करना संभव है।
उन्होंने बताया कि भारत ने १२वीं पंचवर्षीय योजना में नौ प्रतिशत की विकास दर का अनुमान व्यक्त किया है। विकास की ये गति बनाए रखने के लिए भारत सभी आवश्यक उपाय कर रहा है। १२वीं पंचवर्षीय योजना २०१२ से २०१७ तक चलेगी।
भारतीय मुद्रा रूपये के बारे में वित्तमंत्री ने कहा कि रिजर्व बैंक स्थिति पर नजर रखे हुए है। रिजर्व बैंक के गवर्नर ने साफ कहा है कि स्थिति की मांग के अनुसार बैंक हस्तक्षेप करेगा। श्री मुखर्जी का कहना था कि इस समय ऐसी कोई स्थिति नहीं है।
वित्तमंत्री के अनुसार दुनिया के मौजूदा हालात चिन्ताजनक बने हुए हैं। खास तौर पर यूरो क्षेत्र के देशों पर भारी ऋण और औद्योगिक देशों में आर्थिक स्थिति में सुधार की धीमी गति से बड़ी चिन्ता बनी हुई है।

इस वित्त वर्ष में १५ सितम्बर तक कुल प्रत्यक्ष कर की उगाही में पिछले वर्ष की इसी अवधि की तुलना में छह दशमलव छह प्रतिशत की वृद्धि हुई। वित्त मंत्रालय के आंकड़ों के अनुसार इस दौरान एक लाख अस्सी हजार करोड़ के कुल प्रत्यक्ष कर वसूल किये गये, जबकि पिछले साल एक लाख ६८ हजार करोड़ रूपये उगाहे गये थे। इसी अवधि में सकल कर उगाही में २४ प्रतिशत की वृद्धि हुई है।
हमारे संवाददाता ने बताया है कि इस वित्त वर्ष में पांच लाख ३२ हजार करोड़ रूपये की प्रत्यक्ष कर उगाही का लक्ष्य रखा गया था। बाद में इसमें दस प्रतिशत संशोधन करके इसे पांच लाख ८५ हजार करोड़ रूपये कर दिया गया।

सरकार ने कहा है कि उद्योग, व्यापार और उपभोक्ताओं के हितों के संरक्षण के लिए मानकीकरण की व्यवस्था बहुत महत्वपूर्ण है। उपभोक्ता मामलों से संबंधित मंत्रालय में सचिव राजीव अग्रवाल ने नई दिल्ली में कहा कि आज के वैश्विक माहौल में लोगों में विश्वास कायम करने और अनिश्चितता दूर करने के लिए मानकीकरण एक भरोसेमंद और प्रभावी उपाय है। श्री अग्रवाल ने कहा कि सेवा या उत्पाद हर क्षेत्र के लिए वैश्विक स्तर पर स्वीकार्य मानकों के अनुरूप लोगों में विश्वास कायम करना बहुत जरूरी है।

सरकार ने यूरिया के लिए पौष्टिकता पर आधारित सब्सिडी शुरू करने के प्रस्ताव पर गौर करने के लिए एक समिति का गठन किया है। अपने मंत्रालय से संबद्ध संसदीय सलाहकार समिति की बैठक में रसायन और उर्वरक राज्यमंत्री श्रीकांत जैना ने कहा कि उर्वरक नीति की समीक्षा के लिए बनाये गये मंत्रियों के समूह ने इस समिति का गठन किया था। योजना आयोग के सदस्य डॉक्टर सौमित्र चौधरी इस समिति के अध्यक्ष होंगे। सरकारी विज्ञप्ति में कहा गया है कि समिति यूरिया क्षेत्र में पौष्टिकता पर आधारित सब्सिडी शुरू करने और इससे जुडे अन्य मुद्दों पर उचित सिफारिश देगी।

खाद्य पदार्थों की मुद्रास्फीति की दर दस सितम्बर को समाप्त हुए सप्ताह में गिरकर आठ दशमलव आठ चार प्रतिशत रह गयी, जो इससे पहले के हफ्ते में नौ दशमलव चार-सात प्रतिशत थी। लेकिन प्रमुख वस्तुओं के दाम ऊंचे रहे। आज सरकार द्वारा जारी थोक मूल्य सूचकांक आंकड़ों के अनुसार गेहूँ को छोड़कर अधिकतर वस्तुओं के दाम वार्षिक आधार पर मजबूत बने रहे। पिछले वर्ष इसी अवधि में खाद्य पदार्थों की मुद्रास्फीति १६ प्रतिशत से अधिक थी।
आज जारी आंकड़ों के अनुसार इस सप्ताह के दौरान गेहूँ के दाम दो दशमलव सात-दो प्रतिशत कम हुए। लेकिन प्याज २९ प्रतिशत और आलू १३ दशमलव सात-आठ प्रतिशत महंगा हुआ। सब्जियों के दाम कुल मिलाकर १२ दशमलव एक-तीन प्रतिशत बढ़े।
प्रमुख वस्तुओं की मुद्रास्फीति की दर १२ दशमलव एक सात प्रतिशत रही जो इससे पहले के हफ्ते में १३ दशमलव शून्य चार प्रतिशत थी।

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स ३०० अंक लुढ़क गया। अमरीका के केन्द्रीय बैंक-फैडरल रिजर्व द्वारा विश्व की इस सबसे बड़ी अर्थव्यवस्था की निराशाजनक तस्वीर पेश किये जाने के बाद शेयरों की बिकवाली से बाजार में यह गिरावट आयी। अब से कुछ देर पहले यह ५५९ अंक की गिरावट के साथ १६ हजार ५०६ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी १६६ अंक गिरकर ४ हजार ९६८ पर आ गया।
एशियाई बाजारों में गिरावट का रूख है। जापान के निक्केई में दो दशमलव एक-दो प्रतिशत, हांगकांग के हैंगसेंग में चार दशमलव एक-एक प्रतिशत गिरावट दर्ज की गयी। अमेरीका का औद्योगिक सूचकांक डाऊ जोंस कल दो दशमलव चार-नौ प्रतिशत की गिरावट के साथ बंद हुआ।
उधर अन्तबैंक विदेशी मुद्राबाजार के शुरूआती कारोबार रूपया आज डॉलर के मुकाबले ५७ पैसे लुढ़क गया। एक डॉलर की कीमत ४८ रूपये ९० पैसे बोली गयी। रूपया कल २८ पैसे की गिरावट के साथ ४८ रूपये ३३ पैसे प्रति डॉलर पर बंद हुआ था।

एशियाई बाजारों में आज कच्चे तेल के दाम गिरे। न्यूयॉर्क के लाइट स्वीट क्रूड की कीमत एक डॉलर २१ सेंट कम होकर ८४ डॉलर ७१ सेंट प्रति बैरल हो गयी। लंदन का ब्रेंट नॉर्थ सी क्रूड भी एक डॉलर २६ सेंट सस्ता होकर १०९ डॉलर १० सेंट प्रति बैरल हो गया।

विधि मंत्री सलमान खुर्शीद ने कहा है कि श्री पी. चिदम्बरम ने वित्तमंत्री रहते हुए टू जी स्पैक्ट्रम लाइसेंसों के आवंटन मामलों को बहुत अच्छी तरह निपटाया। टू जी स्पैक्ट्रम घोटाले में श्री चिदम्बरम के कथित रूप से शामिल होने की खबरों के बारे में श्री खुर्शीद ने कहा कि श्री चिदम्बरम ने कुछ भी गलत नहीं किया।

श्री चिदम्बरम ने वित्तमंत्री रहते हुये ऐसा कुछ नहीं किया, जिसपर प्रश्न उठाया जा सकें। हम पूरी तरह से उनके साथ है। वे सरकार का मजबूत स्तम्भ है और हमें विश्वास है कि पूरी सरकार चिदम्बरम का पूरा समर्थन करती है।
विधि मंत्री ने यह भी कहा कि श्री चिदम्बरम के त्यागपत्र की विपक्ष की मांग बेवजह है और इसकी कोई ज+रूरत नहीं है। उन्होंने विपक्ष पर आरोप लगाया कि वे राजनीति से प्रेरित होकर गृहमंत्री के खिलाफ आरोप लगा रहा है।
कांग्रेस ने गृहमंत्री पी.चिदम्बरम के इस्तीफे की मांग आज खारिज कर दी। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि पार्टी सुब्रहमण्यम स्वामी द्वारा श्री चिदम्बरम पर लगाए गए किसी भी आरोप को स्वीकार नहीं करती। श्री सिंघवी ने कहा कि डॉक्टर स्वामी ने उच्चतम न्यायालय में यह बात उठायी है और मामला न्यायालय के विचाराधीन है।

भारतीय जनता पार्टी ने टू जी स्पैक्ट्रम घोटाले में पी चिदम्बरम की भूमिका की सी बी आई से जांच कराने की मांग की है। आज नई दिल्ली में संवाददताओं से बातचीत में पार्टी प्रवक्ता राजीव प्रताप रूढ़ी ने आरोप लगाया कि पूर्व दूरसंचार मंत्री ए. राजा सभी फैसले अकेले नहीं ले सकते थे।

हैदराबाद में सीबीआई की विशेष अदालत ने कर्नाटक के पूर्व मंत्री जी जनार्दन रेड्डी और उनके भाई श्रीनिवास रेड्डी की जमानत की अर्जी पर सुनवाई २९ सितम्बर तक स्थगित कर दी है। आज उनका वकील पेश नहीं हुआ।
हमारे संवाददाता ने बताया है कि इस बीच सीबीआई ने इन दोनों की जमानत का विरोध करते हुए जवाबी हलफनामा दायर किया है। रेड्डी बंधू खनन क्षेत्र में अनियमितताओं के आरोप में इस समय न्यायिक हिरासत में हैं। उन्होंने १९ सितम्बर को जमानत के लिए अर्जी दाखिल की थी।

उच्चतम न्यायालय ने कहा है कि केरल में तिरूअनन्तपुरम के श्री पद्मनाभ स्वामी मंदिर के बंद पड़े तहखाने को फिलहाल नहीं खोला जाएगा। न्यायालय ने कहा कि जब तक पहले खोले गये तहखानों के खजाने के दस्तावेज और संपत्ति की सुरक्षा का काम पूरा नहीं हो जाता तब तक बंद पड़े तहखाने को न खोला जाए।
न्यायमूर्ति आर वी रविन्द्रन की अध्यक्षता वाली खंडपीठ ने एक विशेषज्ञ समिति की यह याचिका खारिज कर दी, जिसमें मंदिर की सुरक्षा केन्द्रीय अर्धसैनिक बलों को सौंपने की मांग की गई थी। न्यायालय ने राज्य सरकार को निर्देश दिया कि मंदिर और तहखानों में मिली संपत्ति की पूरी सुरक्षा सुनिश्चित की जाए। अनुमान है कि इस संपत्ति की कीमत लगभग एक लाख़ ५० हज+ार करोड़ रुपये है। न्यायालय ने कहा कि मंदिर प्रबंधन संपत्ति और मंदिर की सुरक्षा के लिए हर साल २५ लाख रुपये उपलब्ध कराएगा, जबकि शेष राशि राज्य सरकार वहन करेगी।
न्यायालय ने कहा कि संपत्ति की सुरक्षा का ठेका निजी कंपनियों को देने के लिए कोई टेंडर नहीं मांगे जाएंगे और इसकी जिम्मेदारी केरल राज्य बिजली विकास निगम लिमिटेड की होगी। इस मामले पर अगली सुनवाई तीन महीने बाद होगी। इससे पहले, उच्चतम न्यायालय ने इस महीने की १६ तारीख को श्रीपद्मनाभ स्वामी मंदिर की सुरक्षा और बंद तहखाने को खोलने के मामले में अपना फैसला सुरक्षित रखा था। न्यायालय ने कहा कि मंदिर की सुरक्षा के लिए जंहां तक हो सके परम्पराओं और रीति-रिवाजों का भी पालन किया जाना चाहिए।

तमिलनाडु में स्थानीय निकायों के चुनाव दो चरणों में १७ और १९ अक्तूबर को होंगे। राज्य के निर्वाचन आयुक्त एस.एस. अय्‌यर ने बताया कि पहले चरण में नौ नगर निगमों, साठ नगर पालिकाओं, दो सौ उनसठ नगर पंचायतों और एक सौ इक्यानवें पंचायतों के लिए मतदान होगा। दूसरे चरण में पैंसठ नगर पालिकाओं, दो सौ सत्तर नगर पंचायतों और एक सौ चौरानवें पंचायतों के लिए वोट पड़ेंगे। नामांकन का काम आज से शुरू होकर इस महीने की २९ तारीख तक चलेगा। ३० तारीख को इनकी जांच होगी और तीन अक्तूबर तक नाम वापिस लिए जा सकेंगे। मतगणना २१ अक्तूबर को होगी।

उत्तरप्रदेश में गोरखपुर के बाबा राघव दास मेडीकल कॉलेज अस्पताल में पिछले चौबीस घंटों में इंसेफलाइटिस यानी दिमागी बुखार से पीड़ित चार और मरीजों की मौत हो गयी। इसके साथ ही पूर्वी उत्तरप्रदेश में इस वर्ष इंसेफलाइटिस से कुल ३१९ मौतें हो चुकी हैं। हमारे गोरखपुर संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि पिछले चौबीस घंटों के दौरान मेडीकल कॉलेज और अन्य अस्पतालों में इंसेफलाइटिस से पीड़ित २३ नए मरीजों को भर्ती कराया गया है। हमारे संवाददाता ने बताया है कि राज्य के अन्य हिस्सों से डेंगू और मलेरिया के मामले भी सामने आए हैं। डेंगू से पीड़ित एक मरीज को कल लखनऊ के लोहिया अस्पताल में दाखिल कराया गया।

सरकार, देश के तटवर्ती इलाकों में रहने वालों लोगों को पहचान के लिए जल्द ही स्मार्ट कार्ड जारी करेगी। नई दिल्ली में आज एक कार्यक्रम में भारत के महा-पंजीयक सी चन्द्रमौली ने कहा कि कार्ड बाटंने का काम अगले दो महीनों में शुरू हो जाएगा। उन्होंने कहा कि शुरू में लगभग तीन हजार तीन सौ गांवों में करीब ८० लाख कार्ड जारी किये जाएंगे। उन्होंने कहा कि प्रत्येक कार्ड पर विशिष्ट पहचान नम्बर दर्ज होगा। श्री चन्द्रमौली ने कहा कि इन कार्ड पर बॉयोमीट्रिक डेटा, उगलियों की छाप, आंख की पुतली का स्कैन और व्यक्ति का फोटो अंकित होगा। ये विशिष्ट पहचान-पत्र बहुउद्देशीय होंगे और राज्य तथा केन्द्र सरकार द्वारा जारी राशन कार्ड जैसे अन्य कार्डो के स्थान पर इस्तेमाल किये जाएंगे।
हमारे संवाददाता ने बताया है कि सरकार इसके लिए करीब २१६ करोड़ रुपये खर्च कर रही है, जिनमे से १३३ करोड़ रुपये स्मार्ट कार्ड के लिए और शेष राशि ब्यौरा इक्टठा करने पर खर्च किया जा रहा है।
इन पहचान पत्रों से व्यक्ति की राष्ट्रीयता, उसके पेशे और अन्य जानकारी का वैध प्रमाण उपलब्ध हो सकेगा और तटीय इलाकों में मछुआरों के रूप में रह रहे घुसपैठियों की पहचान आसानी से हो सकेगी।

राष्ट्रीय बाल संरक्षण आयोग ने राजस्थान के जैसलमेर जिले में बालिका शिशु की हत्याओं की शिकायतों की जांच के आदेश दिए हैं। सरकारी विज्ञप्ति में बताया गया है कि महिला और बाल विकास मंत्रालय के अन्तर्गत राष्ट्रीय बाल संरक्षण आयोग की टीम ने हाल ही में जैसलमेर जिले का दौरा किया था। आयोग ने जैसलमेर के जिला प्रशासन को तीन बालिका शिशुओं की हत्या के कारणों की दोबारा जांच के निर्देश दिए हैं। समझा जा रहा है कि इन बालिका शिशुओं की उनके परिवार वालों ने स्वास्थ्य केन्द्र से आने के तुरन्त बाद हत्या कर दी थी। आयोग ने दस दिन के भीतर इस मामले की रिपोर्ट पेश देने को कहा है।

सूचना और प्रसारण मंत्रालय का जनसूचना अभियान- भारत निर्माण आज से आन्धप्रदेश के पूर्वी गोदावरी जिले के राजामुंदरी में शुरू हुआ। तीन दिन के इस जनसूचना अभियान का उद्देश्य बिलकुल निचले स्तर के लोगों के लिए शुरू की गई केन्द्र सरकार की विकास और कल्याणकारी योजनाओं के बारे में लोगों को जागरूक करना है ताकि इन योजनाओं का लाभ अधिक से अधिक लोगों को मिल सके।

जापान में कल आये भीषण तूफान में कम से कम १३ लोगों की मृत्यु हो गई है। १६२ किलोमीटर प्रति घंटे की रफ्तार से चली हवा और अचानक आई बाढ़ से कई इलाकों में नुकसान हुआ है। करीब २०० घरेलू उड़ानों का रद्द करना पड़ा और जापान के मध्य भाग में कम से कम दो लाख घरों में बिजली की सप्लाई ठप्प हो गई। राजधानी तोक्यो में भीड़ भाड वाले समय में रेल सेवाएं स्थगित किये जाने से विभिन्न स्टेशनों पर हजारों यात्री फंस गये। इस बीच, फुकुशिमा दाइची संयंत्र में इंजीनियर त्सुनामी से हुए मामूली विकिरण रिसाव को ठीक करने मे जुटे हैं। उन्होंने इस बात पर राहत व्यक्त की है कि भंयकर तूफान और बारिश से कोई तात्कालिक समस्या नहीं हुई है।

प्रधानमंत्री डॉ० मनमोहनसिंह फ्रेंकफर्ट में रात रूकने के बाद आज न्यूयॉर्क रवाना हो गये। वे संयुक्त राष्ट्र महासभा के ६६वें अधिवेशन में हिस्सा लेने जा रहे हैं। प्रधानमंत्री के साथ गये आकाशवाणी के संवाददाता संजय घोष का कहना है कि डॉ० मनमोहनसिंह ने विश्व के नेताओं को सभी चुनौतियों का मिलकर सामना करने का आह्‌वान करके संयुक्त राष्ट्र में विचार विमर्श की एक धारणा तय कर दी है। प्रधानमंत्री ने कहा है कि इन चुनौतियों में वैश्विक आर्थिक संकट, आतंकवाद तथा पश्चिम एशिया और उत्तरी अफ्रीका में जन आंदोलन के मुद्दे शामिल हैं। उन्होंने फिलीस्तीन के मामले का अभी तक हल न निकल पाने की तरफ भी दुनिया का ध्यान खींचा है।
संयुक्त राष्ट्र महासभा के इस अधिवेशन में भाग लेने के साथ साथ डॉ० मनमोहनसिंह ईरान, दक्षिणी सूडान और श्रीलंका के राष्ट्रपतियों तथा जापान और नेपाल के प्रधानमंत्रियों के साथ बातचीत भी करेंगे।

संयुक्त राष्ट्र महासभा के ६९वें अधिवेशन में विश्व के प्रमुख नेता दुनिया के सामने मौजूद विभिन्न समस्याओं की चर्चा कर रहे हैं। जलवायु परिवर्तन, स्थाई विकास, आतंकवाद, मानवाधिकार, गरीबी, लीबिया की स्थिति, फिलीस्तीन के मुद्दे, वैश्विक आर्थिक संकट के असर और संयुक्त राष्ट्र सुरक्षा परिषद में सुधार जैसे विषय उठाये जा रहे हैं। अधिवेशन में लगभग १२० देशों के नेताओं के बोलने की उम्मीद है।
संयुक्त राष्ट्र महासचिव बान की मून ने महासभा में वार्षिक रिपोर्ट प्रस्तुत करते हुए विश्व नेताओं से कहा कि उन्हें भावी पीढ़ियों का कल्याण सुनिश्चित करने के लिए विभिन्न गंभीर चुनौतियों से निपटना होगा। उन्होंने कहा कि प्राकृतिक आपदाओं से निपटने के साथ साथ मानवाधिकारों की रक्षा करनी होगी तथा महिलाओं और युवाओं की समस्याओं को प्राथमिकता देनी होगी। जलवायु परिवर्तन का कोई ऐसा समझौता करना होगा, जिसे लागू करने के लिए सभी देश बाध्य हों और उसके लिए राष्ट्रीय तथा अंतर्राष्ट्रीय ल्रक्ष्य निर्धारित करने होंगे। इस्राइली-फलीस्तीनी गतिरोध को तोड़ने को कहते हुए श्री मून ने इस समस्या का बातचीत के जरिये समाधान निकालने को पूरा समर्थन दिया।
लेकिन अमरीका के राष्ट्रपति ओबामा ने सुरक्षा परिषद के जरिये फलीस्तीन को राष्ट्र का दर्जा हासिल करने की कोशिश का विरोध किया। उन्होंने पूरी दुनिया के नेताओं से कहा कि वे दोनों पक्षों पर बातचीत के लिए सहमत होनेके लिए दबाव डालें।

अमरीका ने फलीस्तीनी राष्ट्र के निर्माण के लिए काफी समय दिया है और प्रयास किए हैं। अमरीका ने फलीस्तीनी राष्ट्र के लिए बातचीत पर जोर दिया है लेकिन यह भी समझना जरूरी है कि इज+राइल की सुरक्षा के प्रति भी अमरीका पूरी तरह प्रतिबद्ध है। इज+राइल से हमारी गहरी मित्रता है, इसलिए हमारा मानना है कि स्थाई शांति के लिए सुरक्षा संबंधि इज+राइल की चिंताओं को समझना बहुत जरूरी है।
फ्रांस के राष्ट्रपति निकोलस सरकोजी ने महासभा में एक ऐसा प्रस्ताव लाने को कहा, जिससे फलस्तीनियों का प्रेक्षक का दर्जा बढ़ाने में मदद मिले। भारत फलीस्तीन के इस प्रयास के लिए समर्थन पहले ही व्यक्त कर चुका है।
ब्राजील की राष्ट्रपति दिलमा रूसॉफ ने कहा कि अगर सभी देशों ने वैश्विक आर्थिक संकट से निपटने के तुरन्त उपाय नहीं किये, तो न सिर्फ विभिन्न देशों के बीच, बल्कि सरकारों और जनता के बीच गंभीर राजनीतिक और सामाजिक समस्याएं पैदा हो जाएंगी।

बंगलादेश में आज विपक्ष की ११ घंटे की हड़ताल के कारण जनजीवन पर असर पड़ा है। मुख्य विपक्षी दल बंगलादेश नेशनलिस्ट पार्टी और उसके सहयोगी दलों ने ईंधन की कीमतों में बढोतरी, शेयर बाजार में कथित घोटाले और विपक्षी दलों के कार्यकर्ताओं के दमन के विरोध में यह हडताल की है। अधिकतर दुकानें, व्यापारिक प्रतिष्ठान और शिक्षा संस्थाएं बंद हैं और ढाका में वाहनों की आवाजाही भी बहुत कम है।

पाकिस्तान के बाढ़ प्रभावित दक्षिणी सिंध प्रांत के संघार जिले में आज एक बम विस्फोट में दो बच्चों की मृत्यु हो गई और नौ लोग घायल हो गये। पाकिस्तान के सरकारी टेलीविजन के अनुसार घायलों को खापरो के अस्पताल में भर्ती किया गया है। पुलिस ने बताया कि कुछ बच्चों ने एक बम देखा और जब उन्होंने इसे छूआ तो उसमें विस्फोट हो गया। एक पुलिस अधिकारी ने कहा कि हो सकता है कि यह बम बाढ़ के पानी में बह कर आ गया हो। पाकिस्तान के दक्षिण सिंध सूबे के बाढग्रस्त २३ जिलों में लगभग ७० लाख लोगों पर भारी वर्षा और बाढ़ का असर पड़ा है। राहत एजेंसियां अपने काम में जुटी हैं। इस धमाके से इलाके में दहशत फैल गई है।

Union Home minister P. Chidambaram who reviewed the situation in quake hit Sikkim today announced that the Centre will release a sum of 50 crore rupees as immediate relief to the earthquake affected people in the state. He said, this will be in addition to the second instalment of the Centre's share in the State Disaster Relief Fund that was released yesterday.

Mr. Chidambaram who arrived in Sikkim this morning visited the injured in the Sunday's Earthquake at the STNM hospital and also the damaged Tashiling Secretariat. Briefing media persons after reviewing the situation with the Governor, the Chief Minister and top officers of the State Government, Army and ITBP at Raj Bhawan at Gangtok, the Home Minister assured that the entire country is solidly behind the people of Sikkim in this hour of crisis.

World leaders continue to articulate their points of view on pressing global issues, in the High level segment of the UN General Assembly. Issues ranging from climate change, poverty and sustainable development, terrorism, human rights, situation in Libya, Palestinian issue, impact of economic slow down are in the focus, besides, reforms in the UN Security Council. The debate which began yesterday is expected to be addressed by more than 120 heads of State or government. Presenting the annual report in the General Assembly, the UN Secretary General Ban Ki-moon called on leaders to reach a binding climate change agreement, one with more ambitious national and global emissions targets, and to take urgent action on cutting emissions and on adaptation. Referring to Middle East he called for breaking the stalemate between Palestine and Israel and pledged full support to help achieve peace through a negotiated settlement. In his address US President Obama opposed the Palestinian Authority’s bid for statehood through the Security Council. He urged the international community to continue to push Israelis and Palestinians toward talks on the issues that have hampered peace negotiations since 1979. French President Nicolas Sarkozy however called for a General Assembly resolution that will upgrade the Palestinians to observer status. Addressing the session Brazilian President Ms. Dilma Rousseff warned unless governments take urgent steps to deal with the ongoing global economic crisis, a grave political and social rift could open up between countries and peoples.

Finance Minister Pranab Mukherjee today expressed confidence that India will be able to achieve 8 per cent growth this year. He however noted that the global economic environment remains an area of concern. Speaking to reporters in New York after meeting leading Indian industrialists at an investment forum, Mr. Mukherjee said, India will have 8 per cent growth even this year, though the first quarter growth figure is 7.7 per cent. He said a good monsoon could ensure agricultural growth of about 4 per cent-plus and growth in the manufacturing and service sector clearly indicates that it will be possible for us to have the growth at around 8 per cent for this year. Mr. Mukherjee said, India has projected 9 per cent growth for the 12th Five-Year Plan (2012-17) and the country is taking necessary steps to ensure that the momentum continues. On the outlook for the rupee, he said the Reserve Bank of India is watching the situation. He said, the RBI Governor has made it quite clear that as and when the situation warrants, the RBI will intervene. Mr. Mukherjee pointed out that the international environment is an area of concern, particularly the high ratio of sovereign debt to the GDPs of euro zone nations and the slow pace of recovery in industrialised countries.

Net direct tax collection has increased by 6.6 percent till the 15th of September this fiscal compared to the corresponding period last fiscal. According to the official data released by the Finance Ministry, the net direct taxes stood at 1.80 lakh crore rupees as against 1.68 lakh crore rupees a year earlier. The Gross tax collection in the same period increased by 24 percent. The refunds during this period have more than doubled to 62,000 crore rupees. Net direct taxes are calculated by deducting refunds from the gross tax. The increase in net direct taxes is good news for the Indian economy as during the first five months of this fiscal, the net direct tax collections had declined owing to huge refunds claim. The growth in the net direct taxes is driven by 19 percent increase in the advance tax collections. The Advance tax collection for the second quarter during this fiscal have increased to over one lakh crore rupees as against 85,000 crore rupees last year. While the Corporate advance tax collections grew by 18 percent, the personal advance tax collections have increased by 29 percent. Companies and individuals have to pay advance tax for the second quarter by the 15th of September.

The government today said standardisation is an important facilitator for industry and trade and for protection of consumers' interests. Speaking at a function in New Delhi, Consumer Affairs secretary Rajiv Agarwal said standards are primarily necessary for protecting the interests of consumers. He said standards are reliable tools for building confidence, reducing uncertainty and managing risk in today's globalised world. Mr Agarwal said for creating global confidence be it in products or services the first and foremost requirement is globally accepted standards. He said these have to be developed taking all stakeholders into confidence internationally.

Law Minister Salman Khurshid today strongly defended Home Minister P Chidambaram's handling of the allocation of 2G spectrum licenses. Replying to questions on reports of Chidambaram's alleged involvement in the 2G Spectrum scam, Mr. Khurshid said that Chidambaram did not do anything questionable during his tenure as the Finance Minister. Mr. Khurshid said that there were no wrong doings by Mr. Chidambaram and government fully supports and stands by him. The Law Minister also stated that the Opposition's demand for Mr. Chidambaram's resignation is uncalled for and unwarranted. He accused the Opposition of being politically motivated in making allegations against the Home Minister.

The Congress also rejected the opposition demand for the resignation of Home Minister P Chidambaram. Party spokesman Abhishek Manu Singhvi said the party, not in any manner, accepts the allegation made by Subramanian Swamy against him. Mr. Singhvi said this precise issue has been raised by Dr. Swamy in the apex court and is sub judice. The BJP had demanded that the CBI should probe the role of P Chidambaram in the 2G scam. Briefing reporters in New Delhi, party spokesperson Rajiv Pratap Rudy alleged that former Telecom Minister A Raja could not have taken all the decisions alone.

A Delhi court today remanded Abid Hussain, arrested in connection with the September 7 Delhi High Court blast, in NIA custody till the 5th of next month. Hussain was produced before District Judge H S Sharma by the NIA. The NIA team sought custodial interrogation of Hussain, saying they have to unearth the entire conspiracy which led to the blast. Hussain was arrested on the 13th of this month from Kishtwar in Jammu and Kashmir. He is said to be a student of Islamia Faridia Higher Secondary School at Kishtwar and booked for criminal conspiracy for his alleged role in sending the terror mail from Jammu and Kashmir claiming responsibility for the Delhi High Court blast. The NIA had announced reward money of Rs 10 lakh for anybody giving information about the perpetrators of the blast. Fifteen people were killed and over 70 injured in the blast outside the Delhi High Court.

A special CBI court in Hyderabad today postponed the hearing on the bail petition filed by Karnataka former Minister Gali Janardhana Reddy and his brother Srinivas Reddy to the 29th of this month. The court postponed further hearing of the bail petition as their advocate did not turn up. Our correspondent reports that the CBI have meanwhile filed the counter affidavit opposing bail to Gali brothers. The Karnataka former Minister and his brother, presently in judicial custody on alleged misappropriation charges relating to mining sector, had filed their bail petition on the 19th of this month.

The Supreme Court today said the vault 'B' of the Sree Padmanabhaswamy Temple in Thiruvananthapuram will be opened only after substantial work regarding documentation and preservation of assets unearthed from other vaults of the shrine is completed. A bench headed by justice R V Raveendran turned down the plea of an expert committee to hand over the security of the temple to Central paramilitary forces and directed the state government to provide foolproof cover to the temple to protect its assets which are estimated to be over one lakh crore rupees. The bench also said that the management of the temple would provide an amount of 25 lakh rupees per year for preservation of assets and security of the temple and the rest of the amount needed would be borne by the state government. The court said that no tender should be floated for private players for giving contract for preservation work of the assets and said that it has to be done by Kerala State Electronics Development Corporation Limited. The court said it will take up the matter again after three months.

In Andhra Pradesh, medical services across Telengana region have been affected following Junior Doctors joining the ongoing general strike demanding statehood for Telengana. Hundreds of Junior Doctors have stopped providing medical services in government hospitals in Hyderabad and across the region since this morning. However, emergency medical services are available. The common people who reached hospital this morning for various medical services in Telangana region have been facing hard ships with junior Doctors joining the ongoing General Strike for Statehood for Telangana. The main gates at may general hospitals have been closed by the agitating doctors and the patients have been denied almost all out Patient Services. Though the emergency services have been made available, most of the Government hospitals in Hyderabad and other places in Telangana have witnessed protest demonstrations in support to the statehood demand. Pressing their demand for separate state for Telangana several unions of State Government employees teachers and advocates have been taking part in the general strike for the last 10 days. Food inflation fell to 8.84 per cent in the week ended September 10 from 9.47 per cent in the previous week. Prices of key commodities however continued to rule high. As per Wholesale Price Index (WPI) data released by the government today, prices of most commodities, barring wheat, continued to remain firm on an annual basis. Experts, say the fall in inflation on a weekly basis is on account of statistical reasons, called as high base effect. Food inflation was above 16 per cent in the corresponding period last year. As per the data, wheat prices during the week were down 2.72 per cent year-on-year. However, onions became more expensive by 29 per cent and potatoes 13.78 per cent. Overall, vegetables became 12.13 per cent dearer. Overall, inflation in primary articles stood at 12.17 per cent for the week ending September 10, compared to 13.04 per cent in the previous week.

A sell-off in the global stock markets led to the Sensex at the Bombay Stock Exchange plunging 300 points, or 1.8 per cent, to slip below the 17,000 mark, at 16,766 in opening trade, today. Later, the sell-off worsened, and the Sensex had lost a massive 463 points, or 2.7 percent, to 16,602, in afternoon trade, a short while ago. Stock markets across the globe fell sharply, on panic selling by investors, after the US Federal Reserve, or central bank, warned that the outlook for the US economy remains grim. So the US Dow Jones Industrial Average had tumbled 2.5 per cent, overnight. Today, Asian stocks markets plummeted, with the key stock indices in Japan, China, Hong Kong, Indonesia, Taiwan, Singapore and South Korea being hammered down by between 2 percent and 6 percent. And the European markets in the UK, Germany and France had been beaten down by between 3 percent and 3.5 percent in initial trade, today.

The rupee tumbled by 57 paise to 48 Rupees 90 paise against the dollar in early trade today, on persistent dollar demand from banks and importers, amid strengthening of the American currency overseas and a sharp fall in the domestic equity market. In the previous session yesterday, the rupee fell by 28 paise to close at a fresh two-year low of 48.33 rupees against the US currency. The domestic currency moved in a range between 48.68 and 48.90 rupees in morning deals today.

Oil tumbled in Asian trade today on a stronger dollar as investors flocked to the safe-haven currency after the US central bank warned of significant downside risks to the American economy. New York's main contract was down 1.21 dollar at 84.71 dollar a barrel in morning Asian trade, and Brent North Sea crude dropped 1.26 dollar to 109.10.

In Japan, at least 13 people have been killed in the powerful typhoon Roke that hit the country yesterday. The storm, caused winds of 162 kilometres per hour speed, floods, damage and deaths. More than 200 domestic flights were cancelled, while at least two lakh households in central Japan went without electricity. In Tokyo, many rush hour commuter trains were suspended, leaving thousands of commuters stuck at the stations. Officials at the Fukushima Daichi plant, where engineers are still struggling with small radiation leaks due to tsunami damage, expressed relief that Typhoon Roke's driving winds and rains caused no immediate problems.

India's ace shuttler Saina Nehwal today stormed into the quarter-finals of the women's singles event of the Japan Open Badminton tournament in Tokyo. World Number 4, Saina defeated Fu Mingtian of Singapore 21-17, 21-16, a short while ago, to make it to the last eight. Meanwhile, the Indian duo of Jwala Gutta and Ashwini Ponnappa made an exit from the Women's Doubles competition. Kolkata Knight Riders have advanced to the main draw of the Champions League Twenty-20 cricket tournament. Even though Jacques Kallis led Kolkata Knight Riders lost their qualifier match against Somerset by 12 runs yesterday, they still managed to make it to the mains, thanks to a brilliant innings from Ryan ten Doeschate that helped KKR cross the qualifying score. Electing to bat, Somerset scored a formidable 166 in the stipulated 20 overs, with crucial contributions from Peter Trego and Roelof van der Merwe. Chasing 167, KKR managed to make 155, needing to cross 153 to qualify for the main draw. The Public Information Campaign of the Ministry of Information & Broadcasting, Bharat Nirman began at Rajahmundry in East Godavari district of Andhra Pradesh today. Our correspondent reports the three-day information campaign on various Government of India sponsored schemes is targeted to empower people at the grassroots level.

The rally culminated at the main venue Aanam Kala Kendram where 53 stalls have been erected with the participation of 27 departments from various government organisations. Both Kakinada and Visakhapatnam Field Publicity Units are organising special programmes in the surrounding villages creating awareness on the flagship programmes in coordination with ICDS as part of the main PIC. The government will start distribution of smart identity cards for people living in coastal areas in the next two months. Speaking at a function in New Delhi, Registrar General of India, C. Chandramouli said, the distribution of these cards will start in two months or so. Mr. Chandramouli said around 3,331 villages will be covered initially and 8 million cards will be distributed. He said that each of these card will have a unique identity number on them. Mr. Chandramouli said, the cards will carry biometric data which will include finger print, Iris scan and photograph along with UID number. These identity cards are multipurpose ones that can replace various other cards issued by the state and central government like ration card and others.

The National Commission for Protection of Child Rights, NCPCR, has ordered an investigation to the complaints of female infanticide incidents in Jaisalmer district of Rajasthan. An official release said, a team of NCPCR under the Women and Child Development Ministry recently visited the district. The Commission has directed the District Administration of Jaisalmer to reinvestigate the circumstances leading to the death of three baby girls believed to have been killed by their families. They have been asked to submit a report to the Commission within 10 days.

अंतर्राष्ट्रीय शेयर बाजारों के साथ कदमताल करते हुए मुंबई शेयर बाजार ने भी आज भारी गोता लगाया और सेंसेक्स २६ महीनों में एक दिन की सबसे भारी गिरावट दर्ज करते हुए सात सौ चार अंक लुढ़ककर सोलह हजार तीन सौ इकसठ अंकों पर आ गया। नेशनल स्टॉक एक्सचेंज का निटी दो सौ दस अंक की गिरावट के साथ चार हजार नौ सौ चौबीस अंकों पर बंद हुआ। अमरीकी अर्थ व्यवस्था के बारे में फेडरल रिजर्व की चेतावनी के बाद विश्व अर्थ व्यवस्था में मंदी के खतरों के बीच ये गिरावट दिखाई दी।
जापान, हांगकांग, चीन, दक्षिण कोरिया और सिंगापुर के शेयर बाजारों में गिरावट दो प्रतिशत से लेकर चार दशमलव नौ प्रतिशत के बीच रही।
रुपये में भी आज एक दशमलव दो चार की भारी गिरावट दिखाई दी। एक डॉलर की कीमत उनचास रुपये ५८ पैसे रही। जोकि ढाई वर्ष का न्यूनतम स्तर है।
राजधानी के सर्राफा बाजार में आज सोना एक सौ साठ रुपये गिरकर २८ हजार तीन सौ चालीस रुपये प्रति दस ग्राम पर आ गया।
और अमरीका में कच्चे तेल का यूचर मूल्य दो दशमलव सात शून्य डॉलर गिरकर ८३ दशमलव दो दो डॉलर प्रति बैरल हो गया।

अमरीका के पांच दिन के दौरे पर गए वित्त मंत्री प्रणब मुखर्जी ने भारत में बुनियादी ढांचा क्षेत्र में अमरीकी निवेश का अनुरोध किया है। न्यूयॉर्क में भारत निवेश मंच की आठवीं बैठक को संबोधित करते हुए श्री मुखर्जी ने कहा कि निवेश के लिए भारत शीर्ष अमरीकी उद्योग घरानों के लिए आकर्षण कर केंद्र है, विशेष रूप से बुनियादी ढांचा क्षेत्र में। उन्होंने कहा कि अगली पंचवर्षीय योजना में भारत में बुनियादी ढांचा क्षेत्र में दस खरब डॉलर के निवेश की जरूरत है।
श्री मुखर्जी ने भारत-अमरीका वाणिज्य परिषद और फिकी की संयुक्त बैठक को भी संबोधित किया, जिसमें अमरीका की बीस बड़ी कंपनियों के मुख्य कार्यकारी अधिकारियों और भारत के बीस उद्योगपतियों ने भाग लिया।
वाणिज्य मंत्री आनंद शर्मा, ऊर्जा मंत्री सुशील कुमार शिंदे और अक्षय ऊर्जा मंत्री फारख अब्दुल्ला भी श्री मुखर्जी के साथ अमरीका गए हुए हैं।

खाद्य मुद्रास्फीति की दर दस सितम्बर को समाप्त हुए सप्ताह में गिरकर आठ दशमलव आठ चार प्रतिशत रह गयी, जो इससे पहले के हते में नौ दशमलव चार-सात प्रतिशत थी। लेकिन प्रमुख वस्तुओं के दाम ऊंचे रहे। सरकार द्वारा आज जारी थोक मूल्य सूचकांक आंकड़ों के अनुसार गेहूँ को छोड़कर अधिकतर वस्तुओं के दाम वार्षिक आधार पर मजबूत बने रहे। पिछले वर्ष इसी अवधि में खाद्य मुद्रास्फीति १६ प्रतिशत से अधिक थी।
आंकड़ों के अनुसार इस सप्ताह के दौरान गेहूँ के दाम दो दशमलव सात-दो प्रतिशत कम हुए। लेकिन प्याज २९ प्रतिशत और आलू १३ दशमलव सात-आठ प्रतिशत महंगा हुआ। सब्जियों के दाम कुल मिलाकर १२ दशमलव एक-तीन प्रतिशत बढ़े।

प्रधानमंत्री मनमोहन सिंह संयुक्त राष्ट्र महासभा के अधिवेशन में भाग लेने के लिए आज शाम न्यूयॉर्क पहुंच रहे हैं। वे आतंकवाद, आर्थिक मंदी और पश्चिम एशिया तथा उत्तर अफ्रीका में अशांति जैसी वैश्विक चुनौतियों पर विश्व का ध्यान आकर्षित करेंगे। शनिवार को महासभा में अपने भाषण में डॉ० मनमोहन सिंह कई साल के अंतराल के बाद सुरक्षा परिषद के गैर-स्थायी सदस्य बनने के बाद भारत की भूमिका का उल्लेख करते हुए संयुक्त राष्ट्र में सुधारों की भी चर्चा करेंगे।
संयुक्त राष्ट्र महासभा के अधिवेशन के लिए रवाना होने से पहले एक बयान में डॉ० मनमोहन सिंह ने कहा कि समय आ गया है कि संयुक्त राष्ट्र अपनी वैश्विक नेतृत्व की भूमिका फिर शुरू करे।
प्रधानमंत्री ईरान, दक्षिण सूडान और श्रीलंका के राष्ट्रपतियों तथा जापान और नेपाल के प्रधानमंत्री के साथ द्विपक्षीय बातचीत करेंगे।

सरकार ने टू-जी स्पैक्ट्रम लाइसेंसों के आबंटन में गृह मंत्री पी० चिदम्बरम के कार्य-निष्पादन का जोरदार बचाव किया है। टू-जी स्पैक्ट्रम घोटाले में श्री चिदम्बरम के कथित रूप से शामिल होने की खबरों पर प्रश्नों का जबाव देते हुए कानून मंत्री सलमान खुर्शीद ने कहा कि श्री चिदम्बरम ने वित्त मंत्री के रूप में अपने कार्यकाल में ऐसा कुछ भी नहीं किया है, जिस पर सवाल उठाया जाए।
कानून मंत्री ने श्री चिदम्बरम के इस्तीफे की विपक्ष की मांग को अनावश्यक बताया। उन्होंने कहा कि विपक्ष, राजनीति से प्रेरित होकर गृह मंत्री के खिलाफ आरोप लगा रहा है।
कांग्रेस ने भी श्री चिदम्बरम के इस्तीफे की मांग को खारिज कर दिया है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि उनकी पार्टी श्री चिदम्बरम के खिलाफ श्री सुब्रमण्यम स्वामी द्वारा लगाए गए आरोपों को किसी भी रूप में स्वीकार नहीं करती है।
भारतीय जनता पार्टी ने टू-जी स्पैक्ट्रम आबंटन मामले में गृह मंत्री पी० चिदम्बरम से त्याग-पत्र की मांग की है। आज नई दिल्ली में संवाददाताओं से पार्टी नेता मुरली मनोहर जोशी ने कहा कि इस मुद्दे पर वित्त मंत्रालय द्वारा प्रधानमंत्री कार्यालय को भेजे गए पत्र ने श्री चिदम्बरम पर सवाल खड़ा कर दिया है।
मार्क्सवादी कम्युनिस्ट पार्टी ने भी श्री चिदम्बरम की भूमिका की सीबीआई जांच की मांग की है।

केंद्रीय जांच ब्यूरो-सीबीआई ने टू-जी मामले में दूरसंचार विभाग पर आरोप लगाते हुए केंद्रीय गृहमंत्री पी० चिदम्बरम का बचाव किया है। जांच एजेंसी के वकील के० के० वेणुगोपाल ने न्यायमूर्ति जी० एस० सिंघवी और ए० के० गांगुली की खंडपीठ में दलील दी कि तत्कालीन वित्त मंत्री पी० चिदम्बरम को स्पैक्ट्रम की नीलामी नहीं करने के फैसले के लिए जिम्मेदार नहीं ठहराया जा सकता है।

गृहमंत्री पी चिदम्बरम ने आज भूकम्पग्रस्त सिक्किम की स्थिति की समीक्षा की और भूकम्प पीड़ितों को तुरन्त राहत के रूप में पचास करोड़ रूपये जारी किए जाने की घोषणा की। उन्होंने कहा कि यह राशि राज्य आपदा राहत कोष में केन्द्र के हिस्से की कल जारी दूसरी किस्त के अतिरिक्त होगी।
हमने राज्य सरकार से ज्ञापन तैयार करने को कहा है। इस ज्ञापन का इंतजार किये बिना केन्द्रीय दल नुकसान का आंकलन करने सिक्किम आयेगा। उनके आंकलन के आधार लंबे और मध्यम अवधि के दो पुनर्वास कार्यक्रम तैयार किये जाएंगे।
गृहमंत्री आज सुबह सिक्किम पहुंचे। वे एस टी एन एम अस्पताल में घायलों से मिलने और क्षतिग्रस्त ताशिलिंग सचिवालय को भी देखने गए। हमारे संवाददाता ने खबर दी है कि राज्यपाल कल मंगन जाकर स्थिति का जायजा लेंगे।

राज्यपाल श्री बालमिकी प्रसाद सिंह कल सर्वाधिक प्रभावित उत्तर सिक्किम जिले के मुख्यालय मंगन जा रहे है जहां वे स्वयं देखेंगे कि जिले में राहत कार्य कैसे चलाये जा रहे हैं। आज राजभवन में अपने दफ्‌तर में पत्रकारों से अनौपचारिक बातचीत में उन्होंने कहा कि उन्होंने सेना को अस्थाई रास्ते बनाकर अब भी पहुंच से बाहर रहे गांव में खच्चरों पर लादकर राहत सामग्री भेजने का इंतजाम करने को कहा है, उधर राज्य से मुख्यसचिव कर्माग्यासो ने आज राज्य में भूकम्प से हुए नुकसान का जायजा लेने के लिए प्रभावित क्षेत्रों का हवाई संवेक्षण किया।

इस बीच, सिक्किम में भूकम्प से मरने वालों की संख्या उन्नासी हो गई है। अकेले उत्तर जिले में ६२ लोगों की मौत हुई है। जिले के लाचुंग क्षेत्र में कल देर रात अचानक आई बाढ़ में छह घर, दो कृषि फार्म, आई टी बी पी- एम आई रूम और सेना के दो वाहन बह गए।

बंगलौर की विशेष लोकायुक्त अदालत के जज सुधीन्द्र राव ने भद्रा टेंडर मामले में लोकायुक्त पुलिस को चार अक्तूबर तक जांच रिपोर्ट पेश करने को कहते हुए मामले की सुनवाई भी उसी दिन के लिए स्थगित कर दी है। इस मामले में कर्नाटक के पूर्व मुख्यमंत्री बी० एस० येदियुरप्पा आरोपी हैं।
इसके बाद अदालत ने भूमि डिनोटिफिकेशन मामले में आरोपियों की जमानत की अर्जी पर सुनवाई शुरू की। सिराजिन बाशा द्वारा दायर पांच निजी शिकायतों में श्री येदियुरप्पा और १४ अन्य को आरोपी बनाया गया है। अदालत कल भी इस मामले में आरोपियों की दलीलें सुनेगी।

पूर्व भारतीय क्रिकेट कप्तान मंसूर अली खान पटौदी का आज नई दिल्ली में निधन हो गया। ७० वर्षीय नवाब पटौदी को फेफड़ों में गंभीर संक्रमण के कारण पिछले महीने दिल्ली के सर गंगाराम अस्पताल में भर्ती किया गया था। मंसूर अली खान पटौदी के क्रिकेट सफरनामे पर एक नजर-
६० के दशक में क्रिकेट जगत में धाक जमाने वाले टाइगर के नाम से मशहूर पटौदी का जन्म पांच जनवरी १९४१ को भोपाल में हुआ था। पटौदी ने अपना टेस्ट करियर १३ दिसंबर १९६१ को दिल्ली में इंग्लैंड के खिलाफ शुरू किया था, जबकि आखिरी टेस्ट २३ से २९ जनवरी १९७५ तक मुंबई में वेस्टइंडीज के खिलाफ खेला था। सिर्फ २१ साल की उम्र में भारतीय टीम की कमान संभालने वाले पटौदी ने ४६ टेस्टों में दो हजार सात सौ ९३ रन बनाए थे जिनमें छह शतक और १६ अर्द्धशतक शामिल हैं। भारत के सबसे बेहतरीन कप्तान माने जाने वाले पटौदी ने ४६ टेस्टों में से ४० में भारत का नेतृत्व किया था और नौ में भारत को जीत दिलाई थी। अपनी कलात्मक बल्लेबाजी से अधिक कप्तानी के कारण क्रिकेट जगत में अमिट छाप छोड़ने वाले मंसूर अली खां पटौदी ने भारतीय क्रिकेट में नेतृत्व कौशल की नयी मिसाल और नये आयाम जोड़े थे। वह पटौदी ही थे जिन्होंने भारतीय खिलाड़ियों में जीत का आत्मविश्वास जगाया था।
नवाब पटौदी के निधन से क्रिकेट जगत में शोक की लहर छा गई है। पूर्व और मौजूदा क्रिकेटरों ने उनके निधन पर गहरा शोक व्यक्त किया है।

बंगाल की खाड़ी में बने हवा के कम दबाव के कारण उत्तरी ओड़ीशा के अधिकंत्तर हिस्सों में लगतार वर्षा से भद्रक, क्योंझर, जाजपुर, केन्द्रपाड़ा और बालासोर जिलों में फिर से बाढ़ के खतरे की आशंका बढ़ गई है। बैतरणी, ब्राह्‌मणी, सुवर्णरेखा और बुद्धबलंगा जैसी बड़ी नदियां आज दोपहर बाद कई स्थानों पर खतरे के निशान से ऊपर बह रही हैं। मौसम विभाग के अनुसार हवा का कम दबाव दक्षिण पूर्वी बालासोर से करीब पचास किलोमीटर पर है। इसके प्रभाव से उत्तरी और दक्षिण ओड़ीशा के अधिकांश हिस्सों में अगले ४८ घंटों के दौरान भारी से भारी वर्षा होने की संभावना है। ओड़ीशा के सभी बंदरगाहों पर चेतावनी सिगनल नम्बर तीन लगा दिए गए हैं और मछुआरों से समुद्र में नहीं जाने को कहा गया है।

पश्चिम बंगाल सरकार ने बंगाल की खाड़ी पर बने हवा के कम दबाव को देखते हुए राज्य के तटीय जिलों में अलर्ट घोषित किया है। मुख्यमंत्री ममता बनर्जी ने आज शाम कोलकाता में बताया कि इसके प्रभाव से तटीय क्षेत्रों में भारी वर्षा हो रही है।

Falling in line with tumbling global markets, the Sensex at the Bombay Stock Exchange closed with a huge loss of 704 points, or 4.1 percent, at 16,361, today. The meltdown in global stock markets had its impact on the Indian rupee also which plunged by 124 paise to close at nearly two-and-a half years low of 49 rupees 58 paise against the US dollar. Dragged down by tumbling global markets, the Sensex at the Bombay Stock Exchange posted its biggest single-day fall in over 26 months, plunging 704 points, or 4.1 percent, to 16,361. The Nifty plummeted 210 points, or 4.1 percent, to 4,924. Global markets plunged, after the US central bank's warning on the American economy triggered fresh fears of a worldwide slowdown. So the Bourses in Japan, China, Hong Kong, South Korea and Singapore sank between 2 percent and 4.9 percent. The European markets were also hammered down. The rupee depreciated 1 rupee 24 paise, to close at a nearly two-and-a half year low of 49.58 against the dollar. Gold fell 160 rupees, to 28,340 rupees per ten grams in Delhi. And U.S. crude oil futures slumped 2.70 dollars, to 83.22 dollars a barrel, while Brent crude fell towards 108 dollars a barrel. Pradeep Kumar, AIR News.

Prime Minister Manmohan Singh is arriving New York this evening to participate in the session of UN General Assembly. He will focus on global challenges such as terrorism, economic slowdown and unrest in West Asia and North Africa. Set to address the General Assembly on Saturday, Manmohan Singh will also amplify the issue of UN reforms as he speaks about the role played by India since being elected as a non-permanent member of the Security Council after a gap of 19 years. Before leaving for UNGA, Dr. Singh in a statement called upon all countries to collectively address the multiple global challenges saying, it is imperative to act in concert for the purpose. Dr Manmohan Singh said economic slowdown, inflationary pressures, terrorism and non-traditional threats to international security, were threatening states and called for collective action to address all these issues. External Affairs Minister S.M. Krishna, his Principal Secretary T.K.A. Nair, National Security Advisor Shiv Shankar Menon and Foreign Secretary Ranjan Mathai are part of the high-level team accompanying him.

Government today strongly criticised the Opposition for demanding Home Minister P Chidambaram's resignation for his alleged involvement in the 2G Spectrum Scam. Talking to reporters on the sidelines of a function in New Delhi today, Corporate Affairs Minister Veerapa Moily said that BJP has a habit of politicising every issue. Mr Moily said that the Opposition's behaviour reflects poorly on the position of India globally and is not good for functioning of the economy. Earlier in the day Law Minister Salman Khurshid said that Chidambaram did not do anything questionable during his tenure as the Finance Minister. The Law Minister also stated that the Opposition's demand for Mr Chidambaram's resignation is uncalled for.

CBI also defended Home Minister P Chidamabaram in the Supreme Court in the 2G scam by blaming the Department of Telecommunication (DoT) for what it called jumping the gun in the spectrum allocation.

Senior advocate K K Venugopal, appearing for CBI, submitted before a bench of justices G S Singhvi and A K Ganguly said that Chidamabaram could not have taken the decision himself on the spectrum issue without consulting his subordinate officials, including the then Finance Secretary V Subba Rao, now the Governor of Reserve Bank of India.

Amidst the row over the 2G spectrum allocation issue, the Union Home Minister Mr. P. Chidambaram spoke to the Prime Minister and Finance Minister on phone. In a statement issued today, Mr. Chidambaram said that he has assured Dr. Manmohan Singh that he will not make any public statement on the subject until the Prime Minister's return to India.

The court case of former Chief Minister of Karnataka B S Yeddyurappa in Bhadra tender case was adjourned today to the fourth of next month. Lokayuktha Special Court Judge N K Sudhindra Rao directed Lokayuktha police to submit their enquiry report on this case by fourth of next month.

Yeddyurappa and 14 others are accused of benefiting from land denotification by five private complaints filed by Sirajin Basha.

In Andhra Pradesh, medical services across Telengana region were affected following Junior Doctors joining the ongoing general strike demanding statehood for Telengana. Hundreds of Junior Doctors stopped providing medical services in government hospitals in Hyderabad and across the region since morning. However, emergency medical services were available.

Food inflation fell to 8.84 per cent in the week ended September 10 from 9.47 per cent in the previous week. Experts, say the fall in inflation on a weekly basis is on account of statistical reasons, called as high base effect. As per the data, wheat prices during the week were down , onions and potatoes became more expensive and , vegetables became dearer overall.

Finance Minister Pranab Mukherjee who is on a five-day visit to the U.S. has strongly pitched for American investment in India's infrastructure sector. He was addressing the 8th Annual India Investment Forum meeting in New York. Heading a delegation, including three of his Cabinet colleagues and top captains of Indian Industry, Mr. Mukherjee presented India as an attractive investment destination to top U.S. corporates, particularly in its infrastructure sector, which are in need of over 1 trillion us dollars over the next five years. He also addressed the U.S.-India Business Council -FICCI Round Table meeting, which was attended by about 20 CEOs of U.S. companies and 20 participants from India.

The Centre has decided to allocate 2800 Metric Tonne of food grains to Sikkim at BPL prices. An official release said that wheat has been allocated at 4.15 rupees per kilogramme and rice at 6.65 rupees per kilogramme in the State. The decision to this effect was taken in the wake of Sunday's earthquake and consequent damage and destruction caused to life and property in the State.

Meanwhile Union Home minister P. Chidambaram announced that the Centre will release a sum of 50 crore rupees as immediate relief to the earthquake affected people in Sikkim. He was speaking after reviewing the situation in the quake hit state today.

We have made an assessment of the immediate relief works that have to be done. There are- providing medical care to those were affected, making as many roads as possible, connecting them to the villages, restoring water supply, repairing or replacing electricity cables, relief to the families affected on the scales announced by the Chief Minister, ensuring about 5 thousand to 6 thousand people who are in different relief camps, are provided food and other requirements.

Jharkhand government has announced five crores rupees as help to Sikkim government in view of the recent earthquake. Deputy Chief Minister Hemant Soren said this in Ranchi . Bihar Chief Minister Nitish Kumar today also announced five crore rupee help to the earthquake hit Sikkim.

Meanwhile death toll in the Sikkim has now risen to 79 with the North district alone accounting for 62 deaths. A massive flash flood in the Lachung area of the district late last night washed away six houses, two agriculture farms, ITBP MI Room and two Army vehicles with live stocks today. However, no loss of life has been reported in the flash floods ,so far. More from our correspondent

The Governor Mr. Balmiki Prasad Singh will visit the North Sikkim district headquarters Mangan tomorrow to see for himself how the relief operations are being coordinated in this worst affected district. In an informal chat with newspersons in his office at Raj Bhavan today, he said that he has asked the Army to construct temporary roads and ensure supply of relief materials on mule-backs to the villages which still remain out of bounds. In Odisha, incessant rain in most parts of northern region of the state due to depression over Bay of Bengal has raised the fear of fresh flood in Bhadrak, Keonjhar, Jajpur, Kendrapada and Balasore districts. Major rivers like Baitarani, Brahmani, Subarnarekha and Budhabalanga are rising and flowing above danger mark at many places this afternoon. The state government has asked the collectors of concerned districts to evacuate people from low lying areas. Some villages in Jajpur have already been submerged by swollen Baitarani river. Districts like Bhadrak and Jajpur are facing the second spell of flood in a span of a fortnight.

According to Bhubaneswar Meterological Centre, the depression now lies about 50 km south east of Balasore. Under its impact, heavy to very heavy rain is likely to occur at most places of north and south Odisha during the next 48 hours with gusty surface wind speed reaching 45 to 55 kmph to 65 kmph.

The West Bengal Government has also sounded an alert in the coastal districts of the state in view of a depression formed over Bay-of-Bengal. Parts of Hooghly, Howrah and West Midnapur districts have become vulnerable. Around 70 thousand cusec of water were released from the Damodar valley Corporation (DVC) reservoirs and 10 thousand cusec water from Chandil Barrage following heavy rains in neighbouring Orissa, Chattishgarh and Bihar.

Former captain of the Indian cricket team Mansur Ali Khan Pataudi passed away this evening following a prolonged illness in New Delhi. He was 70 years old. Pataudi was suffering from lung disease and was admitted in ICU at the Gangaram Hospital last week. Pataudi was the youngest captain of the national cricket team.

A tribute to the legendary cricketer:

Mansur Ali Khan Pataudi played for the country between 1961 and 1975. He was arguably India's greatest captain. He scored 2793 runs for an average of 34.91. Pataudi led India in 40 of the 46 Test matches he played. An unbeaten 203 was his highest score. In all, he smashed six centuries and 16 fifties in his career. Pataudi's finest moment came in 1967 when India defeated New Zealand 3-1 to record their maiden overseas Test series triumph. Star cricketer of yesteryears Mohinder Amarnath said Tiger Pataudi was a complete player and captured the imagination of all cricket fans. The President Mrs Pratibha Devisingh Patil has condoled the death of former Indian Captain Mansur Ali Khan Pataudi . Condoling the death of Pataudi, the Vice president Mohd. Hamid Ansari in a message has said that Pataudi’s contributions to the game of cricket throughout his life as a player, captain, coach and analyst need no elaboration. Information and Broadcasting Minister Ambika Soni described Tiger Pataudi a cricketing legend and his death as an irreparable loss to the country.
