संसद का बजट सत्र आज से शुरू हो रहा है। लोकसभा और राज्यसभा की संयुक्त बैठक में राष्ट्रपति प्रतिभा देवीसिंह पाटील के अभिभाषण से इसकी शुरूआत होगी। सत्र का पहला चरण इस महीने की तीस तारीख को समाप्त होगा और फिर तीन सप्ताह का अवकाश रहेगा। इस दौरान संसदीय स्थायी समितियां विभिन्न मंत्रालयों के प्रस्तावों पर विचार-विमर्श करेंगी। सत्र का दूसरा चरण २४ अप्रैल से शुरू होगा और २२ मई तक इसके संपन्न हो जाने की संभावना है।
वर्ष २०१२-१३ का रेल बजट बुधवार और केन्द्रीय आम बजट शुक्रवार को पेश किया जाएगा। आर्थिक सर्वेक्षण बृहस्पतिवार को संसद में रखा जाएगा। इसमें देश की अर्थव्यवस्था के बारे में सरकार का आंकलन रखा जाएगा ।

बजट सत्र के शुरू होने से पहले ही कांग्रेस ने अपने सहयोगी दलों के साथ आपसी तालमेल को और पुख्ता करने के लिए अपनी कोशिशें तेज कर दी थी। कई मुद्दों पर सहयोगी दलों के मतांतर को देखते हुए एक समन्वय समिति की संभावना जताई जा रही है। पांच राज्यों के विधानसभा चुनावों के बाद कांग्रेस अध्यक्षा श्रीमती सोनिया गांधी ने कहा था कि आपसी तालमेल बेहतर किया जाएगा। कल भारतीय जनता पार्टी और इसके सहयोगी दलों ने अलग-अलग बैठक करके यह फैसला लिया है कि बजट सत्र के दौरान महंगाई, भ्रष्टाचार, एनसीटीसी के गठन और ब्रह्मपुत्र नदी पर चीन द्वारा बांध बनाए जाने जैसे मुद्दों पर सरकार को घेरने की कोशिश करेगी। आकाशवाणी समाचार के लिए दिल्ली से मणिकांत ठाकुर।

उत्तराखंड में, बहुजन समाज पार्टी सरकार के गठन में कांग्रेस को समर्थन देगी। पार्टी के प्रदेश अध्यक्ष सूरजमल ने हमारे संवाददाता को बताया कि वे राज्य में कांग्रेस को बिना शर्त समर्थन देंगे। हमारे संवाददाता ने खबर दी है कि बहुजन समाज पार्टी राज्य में कांग्रेस के साथ सत्ता में भागीदारी चाहती है।

राष्ट्रीय लोकतांत्रिक गठबंधन-एनडीए ने डॉक्टर सुब्रमण्यम स्वामी की जनता पार्टी को अपने सहयोगी दल के रूप में गठबंधन में शामिल करने का फैसला किया है। वरिष्ठ भाजपा नेता लाल कृष्ण आडवाणी के निवास पर कल एनडीए के नेताओं की बैठक में यह फैसला लिया गया। नई दिल्ली में संवाददाताओं से बातचीत में पार्टी नेता एस. एस. अहलुवालिया ने बताया कि श्री स्वामी गठबंधन में शामिल होना चाहते थे और वे एनडीए नेताओं के सम्पर्क में थे।

हरियाणा में जाट प्रदर्शनकारी अब भी रेल पटरियों और सड़कों पर धरना दे रहे हैं जिससे यातायात प्रभावित हो रहा है। हमारे संवाददाता ने बताया है कि आंदोलन के दौरान पुलिस कार्रवाई में मारे गए युवक की कल भी अंत्येष्टि नहीं की जा सकी।

मध्यप्रदेश में राज्य सरकार ने खनन माफिया पर शिंकजा कसना शुरू कर दिया है। मुरैना जिले में भारतीय पुलिस सेवा के एक युवा अधिकारी की हत्या में खनन माफिया के कथित रूप से शामिल होने से देशभर में उठे आक्रोश के बाद राज्य सरकार ने यह कार्रवाई की। हमारे संवाददाता ने बताया है कि राज्य सरकार ने चम्बल क्षेत्र में अवैध खनन पर रोक लगाने के लिए विशेष सशस्त्र बल के डेढ़ सौ जवान तैनात कर दिए हैं।

मुरैना में पुलिस ने दो खनिज अधिकारियों पर हमलें के एक महीने पुराने मामले में कल भाजपा के पूर्व जिलाध्यक्ष हमीर सिंह पटेल को गिरफ्तार कर लिया। पन्ना जिले में शुक्रवार को अवैध उत्खनन रोकने गए सरकारी कर्मचारियों के एक दल पर हमला करने संबंध में पुलिस ने रेत माफिया और पूर्व डकैत कुबेर सिंह को गिरफ्तार कर लिया है। रेत माफिया ने पन्ना जिलें के अजयगढ़ में रेत के अवैध परिवहन के लिए इस्तेमाल किए जा रहे एक पुल को तोड़ने गए एस डी एम, एस बी ओ पी सहित कुछ अन्य पुलिस कर्मियों पर फायरिंग की थी। शारिक नूर आकाशवाणी समाचार, भोपाल।

केंद्र ने कपास के निर्यात पर लगा प्रतिबंध हटाने का फैसला किया है। केन्द्रीय वाणिज्य, उद्योग और कपड़ा मंत्री आनन्द शर्मा ने बताया कि इस आशय का औपचारिक आदेश आज जारी किया जायेगा। उन्होंने कहा कि किसानों, उद्योग और व्यापार के हितों को ध्यान में रखते हुए मंत्रिसमूह ने प्रतिबंध हटाने के बारे में एक संतुलित दृष्टिकोण अपनाया है। हमारे संवाददाता ने बताया है कि यह प्रतिबंध पांच मार्च को लगाया गया था। प्रधानमंत्री मनमोहन सिंह ने इस मुद्दे पर विभिन्न पक्षों से मिले ज्ञापनों पर विचार करते हुये मंत्रिसमूह से कपास निर्यात पर लगाए गए प्रतिबंध की समीक्षा करने को कहा था।

वित्त मंत्री प्रणब मुखर्जी ने सार्वजनिक क्षेत्र के बैंकों से कहा है कि प्रतिस्पर्धा वाले वित्तीय बाजार में बने रहने के लिए उन्हें अपनी ग्राहक सेवाओं में सुधार करना होगा। श्री मुखर्जी कल गुड़गांव में स्टेट बैंक स्टाफ कॉलेज के स्वर्ण जयंती समारोह को संबोधित कर रहे थे। उन्होंने कहा कि ग्राहकों में बढ़ती जागरूकता को देखते हुए, बैंकों को अधिक कुशल और किफायती सेवाएं देने के लिए तैयार रहना चाहिए। मानव संसाधन की कमी को बड़ी चुनौती बताते हुए, श्री मुखर्जी ने कहा कि आज सार्वजनिक क्षेत्र के बैंकों के लिए श्रमशक्ति नीति नियोजन और मानव संसाधन विकास प्रमुख क्षेत्र हैं।

सीरिया के लिये संयुक्त राष्ट्र के विशेष दूत कोफी अन्नन अपने शांति मिशन के अगले दौर में दमिश्क से कतर की राजधानी दोहा पंहुच गये हैं । श्री अन्नन ने रविवार को दमिश्क में सीरिया के राष्ट््रपति बशर अल असद से दूसरे दौर की बातचीत की । श्री अन्नन ने कहा कि उन्हे आशा है कि सीरिया में खून खराबा खत्म कराने का कोई समझौता हो जायेगा । उन्होने राष्ट्रपति असद को कुछ ठोस सुझाव भी दिये ।

अफगानिस्तान के राष्ट्रपति हामिद करज+ई ने कंधार प्रांत में पंजवई जिले के दो गांवों में एक अमरीकी सैनिक की गोलीबारी में निर्दोष लोगों के मारे जाने की कड़ी निंदा की है। उन्होंने इस घटना के लिए अमरीका से जवाब तलब किया है और कहा है कि बेगुनाह लोगों की जानबूझ कर की गयी इन हत्याओं को माफ नहीं किया जा सकता। नैटो के नेतृत्व वाली अंतर्राष्ट्रीय सेना ने घटना के तुरंत बाद अपने वक्तव्य में इसकी निंदा की और पीड़ित परिवारों के प्रति सहानुभूति व्यक्त की थी।

तुर्की के इस्तांबुल शहर में एक निर्माणाधीन शॉपिंग सेंटर में आग लगने से ११ मजदूरों की मौत हो गई । सरकारी टेलीविजन ने खबर दी है कि शॉपिंग सेन्टर के टैंट में आग लगने से यह दुर्घटना हुई । एक स्थानीय अधिकारी ने बताया कि राहतकर्मियों ने मजदूरों के शव घटनास्थल से बाहर निकाल लिये हैं। अधिकारी घटना की जांच कर रहे हैं।

The Budget session of Parliament will begin today. It will commence with the customary address of President Pratibha Devisingh Patil to the joint sitting of the Lok Sabha and the Rajya Sabha. The first part of the session will conclude on the 30th of this month and the second phase will start from the 24th of next month after a three-week recess during which Parliamentary Standing Committees will deliberate on proposals of different ministries. The session is expected to conclude on the 22nd of May.
The Union Budget 2012-13 will be presented on Friday. While the Rail Budget will be presented on Wednesday, the Economic Survey outlining Government's assessment of the economy will be tabled on Thursday. The budget session, which generally starts in the third week of February, was delayed this time due to the Assembly elections in five states, including Uttar Pradesh. "Ahead of the session, Congress has sought to reach out to allies by expressing readiness to walk the extra mile to strengthen coordination with them. It has also given hints that it was open to the idea of a UPA Coordination Committee. Just after the assembly poll verdict, Congress president Sonia Gandhi has assured regular interaction with allies and expressed hope that allies and the opposition will support the people-oriented measures. BJP Parliamentary Party and NDA floor leaders in both Houses of Parliament yesterday held separate meetings to discuss the strategy to take on the UPA government on issues like price rise, corruption, Indian children in Norway, NCTC formation and alleged repeated attack on federal structure by the Centre and violation of Election Model Code of Conduct by Union Minister in recent polls among other issues. The Centre has decided to roll back the ban on cotton exports. The Commerce and Textile Minister Mr. Anand Sharma said that a formal order will be made public today. He said the decision is in the interest of all concerned.
"The interest of the farmers , the interest of the industry and the trade, balanced view has been considered by the group of Ministers to roll back the ban and a formal order will be made public by the government."
Our correspondent reports that the ban was imposed last week. The Prime Minister Dr. Manmohan Singh had asked the Group of Ministers to review the ban on cotton exports after receiving representations on the issue from various quarters.

Finance Minister Pranab Mukherjee has asked Public Sector Banks, PSBs to improve customer service to stay relevant in the competitive financial market. Mr. Mukherjee said this in his address at the golden jubilee celebration of State Bank Staff College in Gurgaon yesterday. He said that banking is predominantly a customer oriented business and good customer service are the key to banks' growth and stability. The Finance Minister said, in view of the growing customer awareness, banks would be required to gear up for providing more efficient and cost effective services leveraging technological capabilities.

In Haryana, Jat protesters continue to sit on rail tracks and roads affecting the traffic adversely. The protesters sitting on Dharna at Mayyer and other places along with the family of the deceased youth Sandeep have refused to leave the rail tracks. Our correspondent reports that the Jat leaders will hold a meeting again with the protesters today and try to convince them.
"Though the Haryana government on Sunday released all jailed 101 jat protesters, the members of Jat community have not left the rail tracks and roads. They have even refused to perform last rites of deceased youth Sandeep, killed on police action on March 6. The mortal remains of Sandeep are lying on a railway track at Ramayan village for the past five days. Jogi Ram father of Sandeep and protesters declared that they will not cremate the body till their demand for inclusion in OBC list is acceded by the government. In Madhya Pradesh, the state government has cracked the whip on illegal miners after the national outrage against the alleged killing of a young IPS officer Narendra Kumar by the mining mafia in Morena district. Our correspondent reports that the state government has rushed 150 strong fighters of Special Armed Force to check illegal mining in the Chambal region.
"In Morena, police have arrested former BJP district chief Hamir Singh Patel yesterday in connection with a month-old attack on two mining officers. Hamir Singh Patel has been arrested under section 395 of the IPC. In Panna district, police arrested sand mafia gang lord and former dacoit Kuber Singh yesterday in connection with Friday's armed attack on government officials probing illegal mining. The Bahujan Samaj Party, BSP will give its support to Congress in the formation of the government in Uttarakhand. Party state president Surajmal said that the party chief Mayawati has directed all the three BSP MLAs to give unconditional support to the Congress. "The Congress has, thus sensed, further stability to the government it is trying to make in the hill state, where three independents and one MLA from the Uttarakhand Kranti Dal have already extended support to the party which has won 32 seats in the 70-member House. Amidst the worst outbreak of Israeli-Palestinian violence, the International Quartet of Middle East mediators, United Nations, European Union, United States and Russia meet in New York today. The meeting is aimed at resumption of the stalled peace talks between Israel and Palestine. 18 Palestinians were killed and over 30 injured in Israeli air strikes in Gaza over the past three days. Our correspondent reports that there has been a widespread condemnation of the Israeli air strikes.

Palestinian President Mahmoud Abbas charged Israel with escalating tension in the region while Israeli Prime Minister Benjamin Netanyahu told his cabinet that the air strikes were in retaliation to continued shelling of rockets by the Palestinian militia. The Palestinians say they cannot hold talks while Israel builds settlements and want Israel to go back to the borders as in 1967. Israel says it wants talks without any pre conditions. Afghan President Hamid Karzai has strongly condemned gunning down of innocent Afghans by a US soldier in two villages of Panjwai district of Kandhar province yesterday. Calling it an assassination he has also demanded an explanation from the United States over the incident. The President said, the intentional killing of innocent civilians can not be forgiven, adding that the incident may further strain already tense relations between the two countries. Sixteen people, including nine children and three women were killed and five others injured when a US soldier walked out of his military base in southern Afghanistan yesterday and opened fire on sleeping civilians in two villages.

The UN Special envoy to Syria, Kofi Annan has arrived in the Qatar Capital Doha on the next leg of his peace mission. Annan held second round of talks with Syrian President Bashar Al Assad in Damascus yesterday. After the meeting, Annan said he was optimistic about reaching a deal to end the bloodshed in Syria. Mr. Annan handed over concrete proposals to President Assad to end the bloodshed in the country. These include end to violence in the country, access to humanitarian agencies and an inclusive political dialogue.

Winning the toss at the Sher-e-Bangla stadium, Bangladesh skipper Mushfiqur Rahim decided to bowl first. An opening partnership of 135 runs between Mohammed Hafeez and Nasir Jamshed put Pakistan on track for a big score. But some splendid bowling by Bangladesh's Shakib Al Hassan and Shahadat Hossain helped the hosts to restrict Pakistan to 262 runs for eight wickets. Defending Champions India will now take on Sri Lanka in the second match of the tournament tomorrow.

सरकार ने विश्वास व्यक्त किया है कि वह देश को फिर से आठ से नौ प्रतिशत की उच्च वृद्धिदर पर ले आएगी। संसद के बजट सत्र के पहले दिन दोनों सदनों की संयुक्त बैठक को संबोधित करते हुए राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कहा कि २०१०-११ में देश की आर्थिक वृद्धि दर आठ दशमलव चार प्रतिशत रही, लेकिन इस वर्ष यह कम होकर करीब सात प्रतिशत रह गई। उन्होंने कहा कि मौजूदा वैश्विक रुख़ को देखते हुए यह एक अच्छी दर है।


वर्ष २०१०-११ में हमारी अर्थव्यवस्था ८.४ फीसदी की आकर्षक दर से बढ़ी। लेकिन इस वर्ष यह घटकर लगभग सात फीसदी हो गई है। मेरी सरकार को विश्वास है कि वह शीघ्र ही देश के आर्थिक विकास को पुन आठ से नौ फीसदी की उच्च दर पर वापस ले आएगी।
श्रीमती पाटील ने कहा कि २०१२-१३ बारहवीं पंचवर्षीय योजना का पहला वर्ष होगा, जो त्वरित, सतत और ज्यादा समावेशी विकास का लक्ष्य निर्धारित करेगा। उन्होंने कहा कि बारहवीं पंचवर्षीय योजना के लिए दृष्टिकोण पत्र में नौ प्रतिशत वृद्धि दर का लक्ष्य रखा गया है, जबकि कृषि क्षेत्र के लिए चार प्रतिशत वृद्धि दर का लक्ष्य है।
श्रीमती पाटील ने कहा कि सरकार एक ईमानदार और ज्यादा कुशल प्रशासन देने के लिए वचनबद्ध है।


मेरी सरकार ईमानदार तथा अधिक कारगर शासन व्यवस्था उपलब्ध कराने के लिए प्रतिबद्ध है और सरकार ने इस दिशा मे और कई महत्वपूर्ण कदम उठाये हैं। संसद में कई महत्वपूर्ण और अभूतपूर्व विधेयक पेश गये हैं।
उन्होंने कहा कि संसद में कई महत्वपूर्ण और ऐतिहासिक बिल पेश किए
गए, इनमें भ्रष्टाचार का पर्दाफाश करने वालों को सुरक्षा देने संबंधी विधेयक, लोगों की शिकायतों को दूर करने के अधिकार संबंधी विधेयक, न्यायिक मानक और जवाबदेही विधेयक तथा लोकपाल और लोकायुक्त विधेयक शामिल हैं। उन्होंने विश्वास व्यक्त किया कि इन विधेयकों से भ्रष्टाचार दूर करने तथा प्रशासन में पारदर्शिता और जवाबदेही बढ़ाने में सहायता मिलेगी।
विदेशों में जमा कालेधन को देश में वापस लाने के बारे में श्रीमती पाटील ने कहा कि सरकार ने इस दिशा में कई कदम उठाए हैं।


सरकार कालेधन की समस्या से निपटने के लिए विविध मोर्चो पर कार्यवाही प्रारंभ कर चुकी है। इस क्रम में बेनामी सम्यवारण निषेध अधिनियम, बेनामी ट्रांजैक्शन प्रोहविशन एक्ट बन चुका है और धन निवारण अधिनियम प्रीवेन्शन आफ मनी लॉड्रिंग एक्ट में संशोधन किया गया है साथ ही देश मे कालेधन को पनपने से रोकने के लिए मजबूत कानून बनाने के उपायों पर विचार करने के लिए एक विशेष समिति बनायी गई है।
राष्ट्रपति ने कहा कि शिक्षा, स्वास्थ्य, सार्वजनिक वितरण और डाक सेवाओं में नई ई-गवर्नेंस परियोजनाएं शुरू की जाएंगी


राष्ट्रीय ई-गवर्नेंस कार्यक्रम के अंतर्गत देशभर में ९७ हजार जनसुविधा केन्द्र स्थापित किये गये हैं ताकि नागरिको को सार्वजनिक सेवाएं सुविधापूर्ण तरीके से प्राप्त हो सकें। आयकर, पासपोर्ट, केन्द्रीय उत्पादन शुल्क तथा कारपोर्रेट कार्य विभागों में ऑनलाइन सेवाएं प्रदान करना प्रारंभ कर दिया है।
उन्होंने कहा कि अनन्य पहचान-पत्र आधार से देश के लाखों लोगों को अच्छी सेवाएं उपलब्ध कराने में सहायता मिलेगी। स्वास्थ्य क्षेत्र के बारे में श्रीमती पाटील ने कहा कि राष्ट्रीय ग्रामीण स्वास्थ्य मिशन को अब राष्ट्रीय स्वास्थ्य मिशन में बदला जाएगा और इसका लाभ शहरी क्षेत्रों में भी मिलेगा। उन्होंने कहा कि सभी को स्वास्थ्य सेवाएं उपलब्ध कराने के सरकार के लक्ष्य को पूरा करने के लिए केंद्र और राज्यों में योजना और गैर-योजना खर्च बढ़ाकर बारहवीं पंचवर्षीय योजना के अंत तक सकल घरेलू उत्पाद का ढाई प्रतिशत किया जाएगा। उन्होंने कहा कि राष्ट्रीय स्वास्थ्य बीमा योजना का भी और विस्तार किया जाएगा।


अत्यन्त लोकप्रिय राष्ट्रीय स्वास्थ्य बीमा योजना के अंतर्गत लगभग २ करोड़ ६४ लाख परिवारों को स्वास्थ्य बीमा सुरक्षा प्रदान की जा रही है। इस योजना का विस्तार किया जाएगा। उम्मीद है कि १२वीं योजना की समाप्ति तक इस योजना के अंतर्गत करीब सात करोड़ परिवारों को स्वास्थ्य बीमा सुरक्षा प्रदान की जाएगी।
अल्पसंख्यकों के सशक्तिकरण के बारे में राष्ट्रपति ने कहा कि सरकार ने अन्य पिछड़े वर्गों के २७ प्रतिशत आरक्षण में से सामाजिक और शैक्षिक रूप से पिछड़े अल्पसंख्यक वर्गों के लिए साढ़े चार प्रतिशत का उप-कोटा उपलब्ध कराने का फैसला किया है।
कृषि क्षेत्र के बारे में श्रीमती पाटील ने कहा कि २०१०-११ में अनाज, फलों और सब्जियों के रिकॉर्ड उत्पादन के साथ इसकी वृद्धि दर छह दशमलव छह प्रतिशत रही थी। उन्होंने कहा कि २०१०-११ में करीब चार लाख साठ हजार करोड़ रुपये के कृषि ऋण दिए गए, जो लक्ष्य से बाईस प्रतिशत ज्यादा थे। उन्होंने विश्वास व्यक्त किया कि २०११-१२ में चार लाख ७५ हजार करोड़ रुपये के ऋणों का लक्ष्य पूरा कर लिया जाएगा।


मुझे इस बात की खुशी है कि मेरी सरकार द्वारा कृषि पर लगातार जोर देने के अच्छे परिणाम मिले हैं। कृषि क्षेत्र में हुए २०१० -११ में ६.६ फीसदी की वृद्धि हुई है। जो हाल के समय में हुई वृद्धि के उच्चतम दर है।
राष्ट्रपति ने कहा कि सरकार महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना को लागू करने में ज्यादा पारदर्शिता, कुशलता और जवाबदेही सुनिश्चित करने पर ध्यान देती रहेगी। उन्होंने कहा कि इस योजना से अब तक पच्चीस करोड़ लोगों को लाभ हुआ है।
शहरी विकास के बारे में राष्ट्रपति ने कहा कि सरकार जवाहर लाल नेहरू राष्ट्रीय शहरी नवीकरण मिशन का अगला चरण शुरू करेगी।
श्रीमती पाटील ने बेघर शहरियों के लिए एक राष्ट्रीय कार्यक्रम नामक एक नई योजना की घोषणा की। इससे बेसहारा लोगों के लिए शहरी निकायों में बसेरे बनाए जाएंगे, जिसमें रहने और खाने-पीने की पर्याप्त व्यवस्था होगी।
मुद्रास्फीति, विशेष रूप से खाद्य पदार्थों की मुद्रास्फीति को देश के लिए एक बड़ी चुनौती बताते हुए श्रीमती पाटील ने कहा कि सरकार ने आपूर्ति की बाधाओं को दूर करने के लिए कई कदम उठाए हैं।
रक्षा क्षेत्र के बारे में श्रीमती पाटील ने कहा कि सरकार का पूरा ध्यान घरेलू रक्षा उत्पादन क्षमता बढ़ाने के साथ-साथ तकनीकी आत्मनिर्भरता प्राप्त करने पर है। उन्होंने कहा कि आने वाले वर्षों में भारतीय सशस्त्र बल दुनिया में तकनीकी रूप से सबसे अधिक उन्नत बलों में हो जाएंगे।
आंतरिक सुरक्षा के बारे में श्रीमती पाटील ने कहा कि सरकार ने माओवादी उग्रवाद से प्रभावित क्षेत्रों का विकास करने के लिए कई कदम उठाए हैं।


उत्तर पूर्वी राज्यों और जम्मू कश्मीर की सुरक्षा स्थिति में काफी सुधार हुआ है। मेरी सरकार हमेशा ऐसे गुटो के साथ बातचीत करने के लिए तैयार रहती है। जो हिंसा का रास्ता छो+डने के लिए तैयार हों। यह उत्साहवर्धक है कि कई संगठन अपनी शिकायतो के शांतिपूर्ण समाधान के लिए आगे आये हैं।
विदेशी मामलों के बारे में राष्ट्रपति ने कहा कि सरकार दक्षिण एशियाई क्षेत्रीय सहयोग संगठन-सार्क, आसियान, जी-२०, ब्रिक्स और इब्सा को सफल बनाने के लिए प्रतिबद्ध है। उन्होंने कहा कि भारत, पाकिस्तान के साथ सभी मुद्दों को बातचीत के जरिए हल करने में विश्वास रखता है। श्रीमती पाटील ने कहा कि पूर्वी देशों के साथ संबंध बढ़ाने की भारत की नीति से पूर्व एश्यिाई और दक्षिण एशियाई देशों के साथ संबंध मजबूत करने में बहुत सफलता मिली है। उन्होंने कहा कि अमरीका, रूस, चीन और यूरोपीय संघ सहित विश्व की बड़ी शक्तियों के साथ भारत के संबंध और मजबूत हो रहे हैं।

भारतीय जनता पार्टी ने संसद के दोनों सदनों की संयुक्त बैठक में राष्ट्रपति के अभिभाषण को दिशाहीन बताया है। संसद के बाहर संवाददाताओं के साथ बातचीत में पार्टी प्रवक्ता प्रकाश जावड़ेकर ने आरोप लगाया कि केंद्र सरकार राष्ट्रीय आतंकवाद निरोधक केंद्र बनाकर राज्यों के अधिकारों को छीनने का प्रयास कर रही है।


इसमें कोई नई दिशा नही ंदिखी है। जो आर्थिक संकट आया है और जो राजनीतिक माहौल है। राज्यों के अधिकार छीनने की जो बात चल रही है। इसका एक लाइन में उल्लेख नहीं है। सरकार ने यह भी नही कहा कि ऐसा हम नहीं करेंगे। राज्यों को विश्वास मे लेकर ही हर बात करेंगे यह भी नहीं कहा है।
कांग्रेस के जगदंबिका पाल ने कहा है कि यूपीए सरकार आर्थिक विकास दर मौजूदा सात प्रतिशत से बढ़ाकर नौ प्रतिशत करने के लिए कृतसंकल्प है। उन्होंने कहा कि सरकार ने भ्रष्टाचार पर काबू पाने और विदेशों में जमा कालाधन वापस लाने के लिए कई उपाय किए हैं।

जो आज कांग्रेस यूपीए के द्वारा जो बजट प्रस्तुत किया गया है, जहां दुनिया एक आर्थिक मंदी और आर्थिक फिरौतियों से भी जुझ रहा है। फिर से हमने १२वीं पंचवर्षीय योजना की इस वर्ष में नौ प्रतिशत का विकास दर का लक्ष्य रखा है। १५ हजार नये आईटीआई खोलने का लक्ष्य रखा है। डेढ करोड अल्पसख्यक के बच्चो को छात्रवृत्ति और स्कॉलरशिप देने के लिए भी रखा है और दूसरी बार विपक्ष के द्वारा जो सवाल उठाये जा रहे थे कालाधन और भ्रष्टाचार को उसको भी रोकने के लिए सरकार ने प्रयास शुरू कर दिया है। जिसका परिणाम आने लगा है।

लोकसभा और राज्यसभा की संयुक्त बैठक में राष्ट्रपति के अभिभाषण के बाद, थोड़ी देर के लिए, संसद के दोनों सदनों की बैठकें हुयीं।
लोकसभा में अध्यक्ष मीरा कुमार और राज्यसभा में सभापति मोहम्मद हामिद अंसारी ने पिछले अधिवेशन के बाद दिवंगत हुए सदस्यों को श्रद्धांजलि अर्पित की।
लोकसभा में दो वर्तमान सदस्यों डी वी सदानंद गौड़ा और एन राजमोहन रेड्डी के त्यागपत्र भी स्वीकार किये गये।
राज्यसभा में सिक्किम डेमोक्रेटिक फ्रंट के हिशे लाचुंगपा को सदस्य के रूप में शपथ दिलाई गयी। समाजवादी पार्टी के रशीद मसूद का त्यागपत्र स्वीकार किये जाने की घोषणा की गयी। राज्ससभा सांसदों ने पिछले महीने फिलीपींस में आए भीषण भूकम्प के शिकार लोगों के प्रति समवेदना व्यक्त की। उन्होंने पिछले महीने जम्मू-कश्मीर में एवेलांच गिरने की दो घटनाओं में सेना के १९ जवानों के मारे जाने पर भी गहरा दुख व्यक्त किया।

प्रधानमंत्री ने कहा है कि यूपीए के पास सरकार चलाने के लिए पर्याप्त संख्या में सांसद हैं। वे कुछ राजनीतिक दलों द्वारा लोकसभा के मध्यावधि चुनावों की संभावना व्यक्त किये जाने के बारे में एक प्रश्न का उत्तर दे रहे थे। डॉक्टर मनमोहन सिंह ने विश्वास व्यक्त किया कि संसद का बजट सत्र सुचारू रूप से चलेगा। इस सत्र का पहला हिस्सा इस महीने की ३० तारीख को पूरा होगा। दूसरा चरण तीन सप्ताह के अवकाश के बाद २४ अप्रैल को शुरू होगा। २०१२-१३ का केन्द्रीय बजट शुक्रवार को पेश किया जाएगा। रेल बजट बुधवार को संसद में पेश होगा। आर्थिक सर्वेक्षण बृहस्पतिवार को सदन के पटल पर रखा जाएगा। हमारे संवाददाता ने बताया है कि फरवरी के तीसरे हफ्‌ते में शुरू होने वाला बजट सत्र, पांच राज्यों में विधानसभा चुनावों के कारण, इस बार देर से शुरू हो रहा है।

राज्यसभा की ५८ सीटें भरने की प्रक्रिया शुरू हो गयी है। इन ५८ सदस्यों का कार्यकाल अप्रैल में पूरा हो रहा है। ये सीटें १५ राज्यों से भरी जाएंगी। हमारे संवाददाता ने बताया कि नामांकन भरने की अधिसूचना जारी कर दी गई है। मतदान ३० तारीख को होगा। समूची निर्वाचन प्रक्रिया पहली अप्रैल से पहले पूरी कर ली जाएगी।
राजस्थान से राज्यसभा के जिन सदस्यों का कार्यकाल अप्रैल में समाप्त हो रहा है, वे हैं - अभिषेक मनु सिंघवी, रामदास अग्रवाल और नरेंद्र बुडानिया।
हमारे लखनऊ संवाददाता ने बताया है कि दो अप्रैल को उत्तरप्रदेश से राज्यसभा के दस सांसद अवकाश प्राप्त कर रहे हैं।
इनमें से पांच बहुजन समाज पार्टी के हैं। भारतीय जनता पार्टी और समाजवादी पार्टी के दो-दो और राष्ट्रीय लोकदल के एक सांसद का कार्यकाल समाप्त हो रहा है।
हमारे भोपाल संवाददाता ने बताया है कि अगले महीने भारतीय जनता पार्टी के पांच राज्यसभा सांसदों का कार्यकाल पूरा हो रहा है।
नामाकंन पत्रों की जांच २० मार्च को की जाएगी और यह २२ मार्च तक वापिस लिये जा सकेंगे। मतदान ३० मार्च को होगा। और इसी दिन मतों की गिनती की जाएगी। प्रदेश से राज्यसभा में भाजपा सदस्यों अनुसूईया होई के नेगराज जैन, नारायण सिंह विक्रम सिंह और कप्तान सिंह सोलंकी का कार्यकाल अगले महीने खत्म हो रहा है। राज्य विधान सभा की मौजूदा स्थिति के अनुसार तीन सीटें भाजपा और एक सीट कांग्रेस के पक्ष में जाएगी। वहीं पाटली सीट के लिए दोनों दलों के बीच कांटे की टक्कर हो सकती है। इस बीच राज्य भाजपा ने पार्टी के प्रत्याशियों के चयन के लिए पार्टी हाईकमान को अधिकृत किया है। शारिक नूर आकाशवाणी समाचार भोपाल।

छत्तीसगढ़ विधानसभा का बजट सत्र आज राज्यपाल एम शेखरदत्त के अभिभाषण के साथ शुरू हुआ। राज्यपाल ने इस साल नौ नये जिले बनाने, सिचाई के क्षेत्र में ३१ दशमलव ८.३ प्रतिशत की वृद्धि करने और सकल घरेलू उत्पाद को ग्यारह दशमलव पांच सात प्रतिशत तक बढ़ने सहित सरकार की अन्य उपलब्धियां बतायीं।

नागालैंड विधानसभा का बजट सत्र आज राज्यपाल के अभिभाषण से शुरू हुआ। ये दस दिन तक चलेगा। राज्यपाल ने कहा सरकार ने विकास और सुरक्षा दोनों उद्देश्यों को पूरा करने का प्रयास किया है।

सरकार ने आज कपास के निर्यात पर लगा प्रतिबंध हटा लिया। विदेश व्यापार महानिदेशक ने इस संबंध में अधिसूचना जारी कर दी है। वाणिज्य और कपड़ा मंत्री आनन्द शर्मा ने कल कहा था कि किसानों, उद्यमियों और व्यापारियों के हितों को ध्यान में रखते हुए मंत्री दल ने प्रतिबंध हटाने के बारे में एक संतुलित दृष्टिकोण अपनाया है। कपास के निर्यात पर पिछले हफ्ते प्रतिबंध लगाया गया था।
प्रधानमंत्री मनमोहन सिंह ने इस मुद्दे पर विभिन्न पक्षों से मिले ज्ञापनों पर विचार करते हुए मंत्री दल से इस प्रतिबंध की समीक्षा करने को कहा था।

राष्ट्रीय आतंकवाद निरोधक-एन.सी.टी.सी. केंद्र को लेकर कुछ राज्यों की आशंकाओं को दूर करने के लिए नई दिल्ली में गृहसचिव आर.के. सिंह के नेतृत्व में गृहमंत्रालय के अधिकारियों की उच्चस्तरीय बैठक चल रही है। इस बैठक में सभी राज्यों के मुख्य सचिव और पुलिस प्रमुख भाग ले रहे हैं। कुछ राज्यों ने आशंका व्यक्त की थी कि एन.सी.टी.सी. बनाने से देश के संघीय ढांचे पर असर पड़ सकता है, जिसे देखते हुए इस बारे में बातचीत करने के लिए यह बैठक हो रही है। गैर-कांग्रेसी मुख्यमंत्रियों द्वारा एन.सी.टी.सी. बनाने का विरोध किए जाने के कारण इस केंद्र को चालू करने का काम स्थगित कर दिया गया। यह केंद्र इस महीने की पहली तारीख से चालू होना था। केंद्र सरकार ने इस योजना पर आगे बढ़ने से पहले राज्य सरकारों के साथ विचार-विमर्श करने का फैसला किया।

विनिर्माण क्षेत्र में सुधार के कारण जनवरी में औद्योगिक विकास की दर छह दशमलव आठ प्रतिशत रही है। यह औद्योगिक क्षेत्र में हालात बेहतर होने का संकेत है। आज जारी सरकारी आंकड़ों के अनुसार औद्योगिक उत्पादन सूचकांक के मुताबिक जनवरी २०११ में औद्योगिक उत्पादन साढ़े सात प्रतिशत रहा था। इसे एक दशमलव आठ प्रतिशत के अस्थायी आंकड़े से संशोधित कर दो दशमलव पांच प्रतिशत कर दिया गया। विनिर्माण क्षेत्र का योगदान इस सूचकांक में ७५ प्रतिशत से भी अधिक है। जनवरी २०११ में यह बढ़कर आठ दशमलव पांच प्रतिशत हो गया, जबकि पिछले साल इसी महीने यह आठ दशमलव एक प्रतिशत था। उपभोक्ता वस्तुओं का उत्पादन जनवरी में २० दशमलव दो प्रतिशत रहा जबकि पिछले साल इसी महीने यह दर आठ दशमलव तीन प्रतिशत थी।
लेकिन भारी मशीनरी के क्षेत्र में विकास दर डेढ़ प्रतिशत रह गयी। पिछले साल इसी महीने यह पांच दशमलव तीन प्रतिशत थी। खनन क्षेत्र का उत्पादन भी जनवरी में दो दशमलव सात प्रतिशत रह गया। बिजली क्षेत्र में जनवरी में तीन दशमलव दो प्रतिशत की दर से विकास हुआ, जबकि एक साल पहले यह साढ़े दस प्रतिशत था।

राज्य के अल्पसंख्यक आयोगों का वार्षिक सम्मेलन कल से नई दिल्ली में शुरू होगा। दो दिन के इस सत्र में पुलिस और अल्पसंख्यकों के बारे में विस्तार से चर्चा की जाएगी। अल्पसंख्यकों के मामलों से निपटने में पुलिस से शिकायतों को ध्यान में रखते हुए यह विषय चुना गया है। राज्य अल्पसंख्यक आयोग मौजूदा हालात पर चर्चा करेगा।

सरकार ने आज उच्चतम न्यायालय को बताया कि भारत के पूर्व प्रधान न्यायाधीश के जी बालाकृष्णन पर इन आरोपों की जांच की जा रही है कि उन्होंने न्यायाधीश के रूप में अपने कार्यकाल के दौरान अपनी आय के ज्ञात स्रोतों से अधिक सम्पत्ति बनाई। सरकार ने एक बंद लिफाफे में इस जांच की स्थिति रिपोर्ट अदालत में प्रस्तुत की। न्यायमूर्ति एस एच कापड़िया और न्यायमूर्ति स्वतंत्र कुमार की पीठ के सामने, महाधिवक्ता जी ई वाहनवटी ने बताया कि आयकर विभाग श्री बालाकृष्णन के दो दामादों और एक भाई की सम्पत्तियों का मूल्यांकन कर रहा है। पीठ ने रिपोर्ट पढ़ने के बाद सरकार से पूछा कि वह पूर्व प्रधान न्यायाधीश के खिलाफ आरोपों के सिलसिले में आगे क्या कार्रवाई करना चाहती है। पीठ ने जवाब दाखिल करने के लिए सरकार को तीन सप्ताह का समय दिया।

राष्ट्रमंडल खेलों के दौरान स्ट्रीट लाइट घोटाले में आज सात लोगों पर दिल्ली की एक अदालत ने आरोप निश्चित कर दिये। सीबीआई के विशेष जज प्रदीप चड्ढ़ा ने दिल्ली नगर निगम के सुप्रिटेंडेंट इंजीनियर डी के सुगन, एग्जेक्टिव इंजीनियर ओ पी महला, अकाउंटेंट राजू वी और टेंडर क्लर्क गुरूचरण सिंह पर आरोप निश्चित किये। एक निजी फर्म स्वैस्का पॉवरटैक इंजीनियरिंग प्राइवेट लिमिटेड, इसके प्रबंध निदेशक टी पी सिंह और निदेशक जे पी सिंह पर भी आरोप तय किये गये। इन लोगों को ही स्ट्रीट लाइट का ठेका दिया गया था। मामले की अगली सुनवाई तीन अप्रैल को होगी।

अरुणाचल प्रदेश में चांगलांग में एन.एस.सी.एन.-के. के दो कट्टर उग्रवादियों ने सुरक्षा बलों के सामने आत्म समर्पण कर दिया है। उन्होंने अपने दो पिस्तौल भी सुरक्षा बलों को दे दिए। इसे इस उग्रवाद प्रभावित जिले में शांति प्रक्रिया को अहम सफलता माना जा रहा है।

महाराष्ट्र में ठाणे की डोंगरी बस्ती में कल रात भयंकर आग लगने से लगभग ढ़ाई सौ झुग्गियां जलकर राख हो गई। जिला ग्रामीण पुलिस के अनुसार आग रात लगभग साढ़े दस बजे भयंदर क्षेत्र में लगी और जल्दी ही सारी बस्ती में फैल गयी। इस आग में किसी की जान नहीं गयी, क्योंकि एक परियोजना के सिलसिले में झुग्गियां खाली करा ली गयी थीं।

कश्मीर घाटी में आज हल्का भूकम्प आया। जान-माल के किसी नुकसान की कोई ख़बर नहीं है। श्रीनगर में सरकारी सूत्रों ने बताया कि ११ बजकर ३६ मिनट पर पश्मिोत्तर कश्मीर में पांच दशमलव छह तीव्रता का भूकम्प आया। इसका केन्द्र पाकिस्तान के कब्जे वाले कश्मीर के गिलगिट क्षेत्र में था।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में २६९ अंक की वृद्धि हुई। शुक्रवार को भारतीय रिजर्व बैंक द्वारा नकद आरक्षी अनुपात में कटौती के कारण सेन्सेक्स में यह बढोतरी हुई।
अब से कुछ देर पहले यह १०२ अंक की वृद्धि के साथ १७ हजार ६०६ पर था।

The government is confident that it will soon steer the country back to the high growth trajectory of eight to nine percent. Addressing the joint sitting of Parliament, the President Mrs. Pratibha Devisingh Patil said that the country's economy grew at a handsome rate of 8.4 percent in 2010-11. She said that India's growth prospects arise from factors such as high domestic savings and investments rates, favourable demographics, and a stable democratic polity.
In 2010-11 our economy grew at handsome rate of 8.4 percent which has declined to 7 percent this year. Our government is confident to steer back the country's high growth trajectory again by 8 to 9 percent.
Mrs. Patil said the 12th Five Year Plan sets the goal of faster, sustainable and more inclusive growth. The Approach Paper sets a target growth rate of nine percent for the Plan period.
President said that inflation, particularly in food items, has been a major challenge , She said government has taken several measure to ease the supply constraints. She said strong policy actions by RBI and effective measures by the government have been able to bring the inflation down, giving relief to the common man.
Mrs. Patil said that government is committed to provide an honest and more efficient government and has taken several steps in this direction. She said a formidable and unprecedented array of Bills have been introduced in the Parliament to achieve the goal.
These include the Public Interest Disclosure and Protection of Persons Making the Disclosure Bill, the Prevention of Bribery of Foreign Public Officials and Officials of Public International Organisations Bill, Citizens' Right to Grievance Redressal Bill, the Judicial Standards and Accountability Bill and the Lokpal and Lokayuktas Bill.
On bringing black money stashed away abroad, back to the country Mrs. Patil said that government has initiated action on various fronts.
Government has initiated actions on various fronts to combat black money issue. These include enactment of Benami transactions Prohibition Act and certain amendments have been introduced in prevention of Money laundering Act as well. Simultaneously special committee has been set up to examine measures to strengthen laws to curb the generation of black money in the country.
The President opined that efficient and automated delivery of public services with minimum human intervention is one of the keys to reducing corruption. She said new e-Governance projects in education, health, public distribution and postal services will be launched for providing easy services to citizens.
She said departments responsible for Income Tax, Passports, Central Excise and Corporate Affairs have started delivery online services. The President further added that the unique Identification Programme ADHAAR will improve service delivery for millions of underprivileged people.
Dwelling at length on the health sector, Mrs. Patil announced that the National Rural Health Mission will be converted into a National Health Mission in the 12th Plan. She said the Rashtriya Swasthya Bima Yojana will also be further expanded.
Under the Rashtriya Swasthys Bima Yojna, approximately 2 crore 64 lakh families are being provided with Health Insurance programme. This programme will be further expanded and I hope that around 7 crore families will be benefited under this scheme by the end of the 12 th plan.
On empowering minorities, the President said that government has decided to provide a sub-quota of 4.5 percent for socially and educationally backward classes belonging to minorities, within the 27 percent reservation for Other Backward Classes.
On agriculture sector, Mrs. Patil said that it has grown at 6.6 percent during 2010-11 with record production of foodgrains, fruits and vegetables.
I am glad to announce that after putting considerable efforts by the government, we have got positive results in the agriculture sector. Agriculture sector has grown at 6.6 % during 2010-11 which is the highest rate in the recent times.
On urban development, the President said that the government will be launching the next phase of the Jawaharlal Nehru National Urban Renewable Mission. The focus of the Mission will now shift from metropolitan cities and large towns to Class I and medium towns.
Mrs. Patil announced a new scheme called the National Programme for the Urban Homeless that would help create a network of composite shelters in the urban local bodies, with adequate provisions for housing and food for the destitute.
The President said that government has undertaken a time-bound programme to convert the entire analog cable television system to digital by December 2014. This will create a more equitable and transparent system and provide better viewing experience at affordable cost. In order to extend FM radio services to millions living in small towns and remote areas, the government has taken a significant decision to e-auction 839 FM radio channels in 245 cities across the country including in border areas of Jammu and Kashmir and the North East.
On attracting Overseas capital to India, Mrs. Patil said that government has taken various steps to attract overseas investment by liberalizing rules regarding External Commercial Borrowings, increasing the limits on lending by Foreign Institutional Investors and launching of Schemes to attract investment in mutual funds and equity from Qualified Foreign Investors.
Speaking on manufacturing policy, Mrs. Patil said government has announced a National Manufacturing Policy which aims at augmenting the share of manufacturing in GDP to 25 percent within this decade and creating 10 crore new jobs. She said the government will be establishing National Investment and Manufacturing Zones to promote growth in the sector.
The President mentioned that government has recently approved the Public Procurement Policy for goods produced and services rendered by Micro and Small Enterprises with a special provision for enterprises owned by Scheduled Castes and Scheduled Tribes.
On increasing port capacity, she said, rail and road connectivity to ports is being improved. In Railway sector, she said more dedicated freight corridors in addition to the eastern and western corridors already in progress, will be built to segregate freight and passenger train operations. She said, to give priority to road development, Projects for construction of atleast 7000 kms of roads will be awarded this year. The President announced that to ensure safe and affordable air services and protect the interests of air travellers, a Bill will be introduced this year for setting up the Civil Aviation Authority.
On Defence, Mrs. Patil said that the government's focus is on enhancing domestic defence production capabilities as well as achieving technological self-reliance in weapons and delivery systems.
In the areas of internal security, Mrs. Patil said government has taken several steps towards development of areas affected by Left Wing Extremism. The Integrated Action Plan with an outlay of 3,300 crore rupees in the last two years has brought development to the villages in the most backward and violence-affected districts of the country.
The Plan, which was being implemented so far in 60 districts has been extended to 78 districts. She said that the security situation in the North-Eastern States and Jammu and Kashmir has shown considerable improvement during the last year.

The BJP has described the Presidential address to the joint sitting of both the Houses of Parliament as directionless. Talking to reporters outside Parliament, Party spokesman Prakash Javdekar alleged that the Centre is trying to take away the powers of the states by setting up of the National Counter-Terrorism Centre (NCTC).
It does not say anything about the challenge to the federalism and the government's attitude towards the states. Centre government reserving the powers from the states through various laws but it has not said that we will consult the state before taking any decision.

In the Lok Sabha, Speaker Meira Kumar made obituary references to seven former members, who passed away during the inter-session period. She also announced the acceptance of the resignations of two sitting members -- D V Sadananda Gowda and N Rajmohan Reddy.
In the Rajya Sabha, Chairman Mohammed Hamid Ansari made obituary references to four former members of the House. He also administered the oath of office to a new member -Hishey Lachungpa of the Sikkim Democratic Front. The Chairman informed the House that he has accepted the resignation of Mr Rasheed Masood of the Samajwadi Party. Members in both the Houses expressed their solidarity with the people of the Philippines, due to a massive earthquake last month. They also paid tributes to the 19 Indian Army personnel, who were killed in two avalanche incidents in Jammu and Kashmir last month.

A Delhi court today framed charges against seven accused, including four MCD officials, for their alleged role in the Commonwealth Games street lighting scam case. Special CBI Judge Pradeep Chaddah framed charges against MCD Superintendent Engineer D K Sugan, Executive Engineer O P Mahla, Accountant Raju V and the civic body's tender clerk Gurcharan Singh.
The court also framed charges against private firm Sweska Powertech Engineering Pvt Ltd, its Managing Director T P Singh and Director J P Singh, who were alleged to have been illegally favoured in the award of street lighting contract during the games in 2010. The court framed charges against the accused after they pleaded not guilty and claimed trial. The court has fixed April 3rd for recording of prosecution evidence in the case.

The Centre today informed the Supreme Court that it is probing into the allegations levelled against former Chief Justice of India K G Balakrishnan that he had amassed disproportionate assets during his tenure as judge. It also submitted a probe status report to the Apex Court in a sealed envelope.
Appearing before a bench of Chief Justice S H Kapadia and Justice Swatanter Kumar, Attorney General G E Vahanvati said, the Income Tax Department is currently engaged in assessing the properties of Balakrishnan's two son-in-laws and brother.
The bench after going through the report asked the government to tell it as to what further action it intended to take on allegations against former CJI. The bench granted three weeks to apprise it of the future course of action, to be taken by the government on the issue.

The Government today lifted the ban on export of cotton. An official notification was issued today by the Director General of Foreign Trade to this effect, removing the earlier prohibition on export of cotton.
Commerce and Textile Minister Mr. Anand Sharma had said yesterday that in view of the interests of the farmers, industry and trade, a balanced view has been considered by the Group of Ministers to roll back the ban. The ban on Cotton export was imposed last week.
The Prime Minister Dr. Manmohan Singh had asked the Group of Ministers to review the ban on cotton exports after receiving representations on the issue from various quarters.

Showing signs of recovery, the industrial production grew by 6.8 per cent in January, mainly due to improvement in the manufacturing sector. As per the official data released today, growth in factory output, as measured by the Index of Industrial Production (IIP), was however higher at 7.5 per cent in January 2011. IIP growth has been revised upwards to 2.5 per cent in December, from the provisional estimates of 1.8 per cent.
Output of the manufacturing sector, which constitutes over 75 per cent of the index, rose 8.5 per cent in January, compared to 8.1 per cent in the same month last year. Besides, output of consumer goods grew 20.2 per cent in January, as compared to 8.3 per cent in the same month last year. The production of the non-durable consumer goods segment has shown signs of improvement and grew by 42.1 per cent in the month under review.

सरकार ने विश्वास व्यक्त किया है कि वह देश को फिर से आठ से नौ प्रतिशत की उच्च वृद्धिदर पर ले आएगी। संसद के बजट सत्र के पहले दिन दोनों सदनों की संयुक्त बैठक को संबोधित करते हुए राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कहा कि २०१०-११ में देश की आर्थिक वृद्धि दर आठ दशमलव चार प्रतिशत रही, लेकिन इस वर्ष यह करीब सात प्रतिशत रह गई। उन्होंने कहा कि मौजूदा वैश्विक रुख़ को देखते हुए यह एक अच्छी दर है।

वर्ष २०१०-११ में हमारी अर्थव्यवस्था ८.४ फीसदी की आकर्षक दर से बढ़ी। लेकिन इस वर्ष यह घटकर लगभग सात फीसदी हो गई है। मेरी सरकार को विश्वास है कि वह शीघ्र ही देश के आर्थिक विकास को पुन आठ से नौ फीसदी की उच्च दर पर वापस ले आएगी।

श्रीमती पाटील ने कहा कि २०१२-१३ बारहवीं पंचवर्षीय योजना का पहला वर्ष होगा, जो त्वरित, सतत और ज्यादा समावेशी विकास का लक्ष्य निर्धारित करेगा। उन्होंने कहा कि बारहवीं पंचवर्षीय योजना के लिए दृष्टिकोण पत्र में नौ प्रतिशत वृद्धि दर का लक्ष्य रखा गया है, जबकि कृषि क्षेत्र के लिए चार प्रतिशत वृद्धि दर का लक्ष्य है।
श्रीमती पाटील ने कहा कि सरकार ईमानदार और ज्यादा कुशल प्रशासन देने के लिए वचनबद्ध है।
विदेशों में जमा कालेधन को देश वापस लाने के बारे में श्रीमती पाटील ने कहा कि सरकार ने इस दिशा में कई कदम उठाए हैं।

सरकार कालेधन की समस्या से निपटने के लिए विविध मोर्चो पर कार्यवाही प्रारंभ कर चुकी है। इस क्रम में बेनामी सम्यवारण निषेध अधिनियम, बेनामी ट्रांजैक्शन प्रोहविशन एक्ट बन चुका है और धन निवारण अधिनियम प्रीवेन्शन आफ मनी लॉड्रिंग एक्ट में संशोधन किया गया है साथ ही देश मे कालेधन को पनपने से रोकने के लिए मजबूत कानून बनाने के उपायों पर विचार करने के लिए एक विशेष समिति बनायी गई है।
अल्पसंख्यकों के सशक्तिकरण के बारे में राष्ट्रपति ने कहा कि सरकार ने अन्य पिछड़े वर्गों के २७ प्रतिशत आरक्षण में से सामाजिक और शैक्षिक रूप से पिछड़े अल्पसंख्यक वर्गों के लिए साढ़े चार प्रतिशत का उप-कोटा उपलब्ध कराने का फैसला किया है।
विदेशी मामलों के बारे में राष्ट्रपति ने कहा कि सरकार दक्षिण एशियाई क्षेत्रीय सहयोग संगठन-सार्क, आसियान, जी-२०, ब्रिक्स और इब्सा को सफल बनाने के लिए प्रतिबद्ध है। उन्होंने कहा कि भारत, पाकिस्तान के साथ सभी मुद्दों को बातचीत के जरिए हल करने में विश्वास रखता है।


पाकिस्तान के साथ लंबित सभी मामलों का हल बातचीत के जरिए करने के लिए प्रतिबद्ध है। यह ध्यान में रखते हुए पाकिस्तान के लिए आवश्यक है कि वो अपनी जमीन पर आतंकवादी गुटों और उनसे सम्बन्धित ढांचों के खिलाफ ठोस कार्रवाही करे।

संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा है कि सरकार, भ्रष्टाचार पर काबू पाने के लिए सशक्त और प्रभावी लोकपाल विधेयक पारित कराने के लिए प्रतिबद्ध है। उन्होंने आज नई दिल्ली में संवाददाताओं को बताया कि लोकपाल और लोकायुक्त विधेयक-२०११ को शीतकालीन सत्र में लोकसभा ने पारित कर दिया था। उन्होंने कहा कि सरकार इसी सत्र में यह विधेयक पास कराना चाहती है।
उन्होंने बताया कि आवश्यक विधेयकों और गैरविधायी कार्यों को भी पर्याप्त समय दिये जाने की कोशिश की जायेगी।

१४ तारीख को रेलवे बजट प्रस्तुत किया जायेगा। १५ तारीख को इकनोमिक्स सर्वे और १६ तारीख को जो सामान्य बजट है वो पेश किया जायेगा। इन दोनों बजट पर चर्चा भी इन्हीं दिनों होनी है। सबसे पहले प्राथमिकता सरकार की तरफ से इन विषयों को मिलती है हमारा प्रयास होगा कि एक लम्बी सूची जो बहुत बड़ी हमारी पास हमारे विधेयकों की है उन पर ज्यादा से ज्यादा हम चाहेंगे कि चर्चा इस सत्र में हो सके।

हरियाणा में जाट आरक्षण संघर्ष समिति ने अपना आंदोलन समाप्त कर दिया है। समिति के राज्य अध्यक्ष ने बताया कि उन्होंने ओ बी सी कोटे में आरक्षण की अपनी मांग को पूरा करने के लिए सरकार को समय देने के वास्ते १३ सितंबर तक अपना आंदोलन स्थगित कर दिया है। जाट समिति के राज्य महासचिव महेन्द्र सिंह पुनिया ने बताया कि मुख्यमंत्री ने १३ सितंबर से पहले जाटों को ओ बी सी दर्जा देने का खाप नेताओं को आश्वासन दिया, इसलिए समिति ने आंदोलन स्थगित करने का फैसला किया है। इससे पहले पुलिस कार्रवाई में मारे गये संदीप का अंतिम संस्कार उसके गांव मेय्‌येर में कर दिया गया।

कांगे्रस नेता विजय बहुगुणा, उत्तराखंड के नये मुख्यमंत्री होंगे। कांगे्रस अध्यक्ष सोनिया गांधी ने नई दिल्ली में पार्टी नेताओं के साथ विचार-विमर्श के बाद यह फैसला किया। श्री विजय बहुगुणा टिहरी गढ़वाल से सांसद हैं। वे उत्तर प्रदेश के पूर्व मुख्यमंत्री हेमवती नंदन बहुगुणा के पुत्र हैं। उत्तराखंड के पार्टी प्रभारी गुलाम नबी आजाद ने नई दिल्ली में संवाददाताओं को बताया कि राज्य में चार निर्दलीय विधायकों ने कांग्रेस को समर्थन दिया है। बहुजन समाज पार्टी के तीन विधायकों ने भी कांगे्रस को बिना शर्त समर्थन देने का वायदा किया है।

लगभग सभी राज्य, राष्ट्रीय आतंकवाद निरोधक केन्द्र-एन सी टी सी जैसे आतंकवाद विरोधी प्रभावी तंत्र बनाने पर सिद्धांत रूप से सहमत हो गए हैं। आज नई दिल्ली में केन्द्रीय गृहसचिव आर के सिंह की अध्यक्षता में राष्ट्रीय आतंकवाद निरोधक केन्द्र और पुलिस आधुनिकीकरण जैसे मुद्दों पर विचार के लिए राज्यों और केन्द्रशासित प्रदेशों के मुख्य सचिवों तथा पुलिस प्रमुखों की बैठक हुई।
अधिकतर राज्यों और केन्द्रशासित प्रदेशों ने, आतंकवाद से निपटने और इसके लिए प्रस्तावित एन सी टी सी के संबंध में राज्यों को एक प्रभावी पक्ष बनाने की जरूरत पर बल दिया। बैठक में स्थायी परिषद के कार्यों और अधिकारों को बढ़ाने के लिए एन सी टी सी पर और विचार करने का मुद्दा भी उठाया गया। ऐसी विशेष परिस्थितियों पर भी चर्चा की गई, जिनमें गैर कानूनी गतिविधियां रोकने संबंधी कानून की धारा ४३ ए के तहत अधिकार दिये जा सकते हैं।

ृ हिमाचल प्रदेश में डॉ० राजीव बिंदल ने स्वास्थ्य मंत्री पद से इस्तीफा दे दिया है। उन्होंने अपना त्यागपत्र आज मुख्यमंत्री को सौंप दिया। हमारी संवाददाता ने बताया है कि विपक्षी कांगे्रस और भाजपा के कुछ बागी नेता डॉ० बिंदल पर बेनामी भूमि सौदों और भूमि अधिग्रहण में शामिल होने के आरोप लगा रहे थे। विधानसभा में आज भी इस मुद्दे पर डॉ० बिंदल के इस्तीफे की मांग को लेकर कांगे्रस विधायकों ने शोर-शराबा किया।

सरकार ने आज उच्चतम न्यायालय को बताया कि भारत के पूर्व प्रधान न्यायाधीश के जी बालाकृष्णन पर इन आरोपों की जांच की जा रही है कि उन्होंने न्यायाधीश के रूप में अपने कार्यकाल के दौरान अपनी आय के ज्ञात स्रोतों से अधिक सम्पत्ति बनाई। सरकार ने एक बंद लिफाफे में इस जांच की स्थिति रिपोर्ट अदालत में प्रस्तुत की।

छत्तीसगढ़ में बिलासपुर जिले के पुलिस अधीक्षक राहुल शर्मा ने आत्महत्या कर ली है। पुलिस सूत्रों के अनुसार श्री शर्मा ने आज अपनी सर्विस रिवाल्वर से खुद को गोली मार ली। घटना के कारणों का अभी पता नहीं चला है। वे २००२ बैच के आई पी एस अधिकारी थे।

गजा में इस्राइल के हवाई हमले में मरने वालों की संख्या २३ हो गई है, जबकि फलस्तीनियों के जवाबी राकेट हमले में ७४ से अधिक फलस्तीनी और इस्राइली घायल हुए हैं। इस्राइल ने गजा पट्टी में और हवाई हमले किए हैं। फलस्तीनियों ने भी दक्षिणी इस्राइल के खिलाफ राकेट दागे। ंमिस्र शांति बहाल करने की कोशिश कर रहा है, लेकिन इस्लामी जेहाद मिलिसिया गुट का कहना है कि इस्राइल पहले उसके नेताओं को निशाना बनाना बंद करे।

ृ सूड़ान के दक्षिण में जातीय झड़पों की ताजा घटनाओं में सैकड़ों लोगों के मारे जाने की आशंका है। खबरों के अनुसार शुक्रवार को मुरले जातीय गुट के कुछ युवाओं ने ये हमले किये। सरकारी सूत्रों के अनुसार कम से कम दो सौ लोग घायल हो गए। हालांकि अपुष्ट खबरों के अनुसार पांच सौ लोग मारे गये हैं।

नेपाल में सी पी एन-यू एम एल के वरिष्ठ नेता और पूर्व प्रधानमंत्री माधव कुमार नेपाल ने कहा है कि संविधान तैयार करने में आए मतभेदों के समाधान से पहले शांति प्रक्रिया को पूरा कर लेना चाहिए। काठमांडू में आज एक कार्यक्रम में श्री नेपाल ने कहा कि वर्तमान में सबसे महत्वपूर्ण मुद्दा शांति प्रक्रिया को पूरा करना और पूर्व माओवादी लड़ाकों को नेपाल की सेना में शामिल करना है। मुख्य राजनीतिक दलों के बीच पिछले नवम्बर में सात सूत्री समझौते पर हुए हस्ताक्षर का जिक्र करते हुए श्री नेपाल ने कहा कि माओवादी लड़ाकों ने सेना द्वारा निर्धारित नियमों के अनुसार खुद ढाल लिया है। उन्होंने कहा कि सेना को तटस्थ तथा राजनीति से दूर रखना चाहिए।

पृथ्वी की ओजोन परत के क्षय का सबसे पहले पता लगाने वाले अमरीकी वैज्ञानिक प्रोफेसर शेरवुड रोलेंड का देहान्त हो गया है। उन्होंने ही सबसे पहले बताया था कि मानव निर्मित रसायनों के कारण ओज+ोन की परत को भीषण नुकसान हो रहा है।
रोलेंड को इस बात का श्रेय भी जाता है कि उनकी खोज के कारण ही क्लोरोलोरोकार्बन जैसे हानिकारक रसायन पर प्रतिबंध लग सका।

कश्मीर घाटी में आज हल्का भूकम्प आया। जान-माल के किसी नुकसान की कोई ख़बर नहीं है। श्रीनगर में सरकारी सूत्रों ने बताया कि ११ बजकर ३६ मिनट पर पश्मिोत्तर कश्मीर में पांच दशमलव छह तीव्रता का भूकम्प आया। इसका केन्द्र पाकिस्तान के कब्जे वाले कश्मीर के गिलगिट क्षेत्र में था।

सरकार ने आज कपास के निर्यात पर लगा प्रतिबंध हटा लिया। विदेश व्यापार महानिदेशक ने इस संबंध में अधिसूचना जारी कर दी है। वाणिज्य और कपड़ा मंत्री आनन्द शर्मा ने कल कहा था कि किसानों, उद्यमियों और व्यापारियों के हितों को ध्यान में रखते हुए मंत्री दल ने प्रतिबंध हटाने के बारे में एक संतुलित दृष्टिकोण अपनाया है। कपास के निर्यात पर पिछले हते प्रतिबंध लगाया गया था।

The government is confident that it will soon steer the country back to the high growth trajectory of eight to nine percent. Addressing the joint Session of Parliament, the President Mrs. Pratibha Devisingh Patil said that the country's economy grew at a handsome rate of 8.4 percent in 2010-11, but it has slowed down to about seven percent this year.
"In 2010-11 our economy grew at a handsome rate of 8.4 percent which has declined to 7 percent this year. Our government is confident to steer back the country's high growth trajectory again to 8 to 9 percent."
On bringing black money back to the country stashed away abroad, Mrs. Patil said that government has initiated action on various fronts to tackle the menace of black money.
"Government has initiated actions on various fronts to combat the black money issue. These include enactment of Benami transactions Prohibition Act and certain amendments have been introduced in the prevention of Money laundering Act as well. Simultaneously a special committee has been set up to examine measures to strengthen laws to curb the generation of black money in the country."
Mrs. Patil said new e-Governance projects in education, health, public distribution and postal services will be launched for providing easy services to citizens.
Dwelling at length on health sector, Mrs. Patil announced that the National Rural Health Mission will be converted into a National Health Mission covering urban areas also in the 12th Plan. On agricultural sector, she expressed confidence that 2011-12 target of 4,75,000 crore rupees will be achieved.
Inflation, particularly in food items, has been a major challenge before the country. She said strong policy actions by RBI and effective measures by the government have been able to bring the inflation down, giving relief to the common man.
On Defence, Mrs. Patil said that the government's focus is on enhancing domestic defence production capabilities as well as achieving technological self-reliance in weapons and delivery systems. She said that in the years ahead, the Indian Armed Forces will be among the technologically most advanced in the world.
Speaking on foreign affairs, the President said that the government remains firmly committed to the success of the South Asian Association for Regional cooperation, ASEAN, G-20, BRICS and IBSA. She said that India believes in resolving all outstanding issues with Pakistan through dialogue.
"We are committed to resolve all outstanding issues with Pakistan through dialogue, keeping in view that it is necessary for Pakistan to take strong action against terrorist groups and their related infrastructure on its soil."
Meanwhile, the BJP said, the Presidential Address to the Joint Sitting of both the Houses of Parliament, completely lacked vision. Talking to reporters in New Delhi, Party Spokesman, S S Ahluwalia said, the address gives no indication as to how to deal with the problems and challenges facing the nation and the possible roadmap that the government intends to follow in response thereto.

The Parliamentary Affairs Minister Pawan Kumar Bansal has said that the government is committed to pass an effective and powerful Lokpal Bill to curb corruption in the society. Replying to questions at a press conference in New Delhi today, Mr Bansal said, the government wants to pass the Bill during the Budget Session, which began with the President addressing the joint sitting of both the Houses, today.
"The Lok Pal Bill is pending in Rajya Sabha. The Government is committed to pass the Lok Pal Bill but since there were large number of amendments earlier, a situation develop where under we could not take up further that day. Now the rule is that all the amendments in fact lapse so we have to study what are the amendments there. Government has to form a view and will come up with those to the House."
Mr. Bansal said, the Lokpal and Lokayuktas Bill 2011 was passed by the Lok Sabha in the winter session.

Almost all the states agreed in principle on the need to have an effective anti terrorism mechanism like National Counter Terrorism Centre, NCTC. A high level meeting of the Chief Secretaries and Police Chiefs of the States and Union Territories, was held in New Delhi today . The meeting was chaired by Union Home Secretary R. K. Singh to discuss the issues related to National Counter Terrorism Centre and Police Modernization.
The States expressed their concern on the modalities and details of the operational coordination between the states and the proposed NCTC. The need to make the States an effective stakeholder in all aspects of Counter-terrorism domain and in the proposed NCTC format, was also raised by most States and Union Territories.

Showing signs of recovery, the industrial production grew by 6.8 per cent in January, mainly due to improvement in the manufacturing sector. According to the official data released today, growth in factory output, as measured by the Index of Industrial Production was however higher at 7.5 per cent in January 2011. Output of the manufacturing sector, which constitutes over 75 per cent of the index, rose 8.5 per cent in January. Besides output of consumer goods grew 20.2 per cent in January.
Terming the 6.8 per cent industrial growth in January as an indication of strong recovery, Finance Minister Pranab Mukherjee said, efforts will have to be made for promoting mining, capital goods and consumer durable sectors.

Congress leader Vijay Bahuguna will be the new Chief Minister of Uttarakhand. The decision was taken by the Party President Mrs Sonia Gandhi after due deliberations with party leaders in New Delhi this evening. Talking to reporters in New Delhi, Uttarakhand State Congress in-charge, Ghulam Nabi Azad said that four independent MLAs have extended their support to Congress. Three BSP MLAs have also pledged their unconditional support to the party. Congress had bagged 32 seats in the 70-member Assembly. BJP bagged 31 seats in the recently held Assembly elections.
Meanwhile, all the three newly elected BSP MLAs have handed over their letter of support for the Congress-led government to the Governor, Mrs. Margaret Alva, at Raj Bhavan in Dehradun today.

In Manipur, State Governor Gurbachan Jagat has dissolved the ninth State Legislative Assembly on the recommendation of the State Council of Ministers. Raj Bhavan sources said at Imphal that the swearing-in ceremony of the newly elected members of the tenth Legislative Assembly will be held tomorrow at 3:30 p.m. at the Raj Bhavan.

In Haryana, the Jat Aarakshan Sangharsh Samiti called off their agitation today. The state President of the Samiti said that they have suspended the stir till September 13, to give time to the government to meet their demand for reservation under the OBC category. More from AIR Correspondent:

The Andhra Pradesh state legislative assembly witnessed uproarious scenes with the opposition parties - Telugu Desam, CPI and CPM demanding the resignation of six Ministers and 11 IAS officers following the Supreme Court issuing notices to them on the issue of disproportionate assets case of Kadapa MP, Y S Jagan Mohan Reddy today.
Responding to a Special Leave Petition filed by an advocate in the supreme court, the court has issued notices to them. It was alleged that the ministers issued 26 controversial Government orders at that time deliberately for the benefit of YS Jagan Mohan Reddy.
The Chief Minister Kiran Kumar Reddy assured the agitating members that the government is ready for discussion on the issue. He said that it is subjudice and not proper to discuss the issue in the Assembly, when it is in the court.

In Himachal Pradesh, Health Minister Dr. Rajiv Bindal has resigned. He submitted his resignation to the Chief Minister today at the floor of the House during the ongoing budget session. According to our Shimla Correspondent, Dr. Bindal has become a target of Opposition Congress and some rebels of his own party who are accusing him of involvement in many Benami land deals and land grabbing.

In Chhattisgarh, Superintendent of Police of Bilashpur district, Rahul Sharma killed himself today. According to police sources, Mr. Sharma shot himself dead by his service revolver this afternoon. The reasons behind the incident are not yet known. He was an IPS officer of 2002 batch.

Punjab Athlete Baljinder Singh has earned a berth for the London Olympics. Baljinder achieved the qualification after finishing fifth in the Asian 20 Kilometres Race Walking championships at Nomi City, Japan, today. A maximum of three athletes with "A" qualification performance can represent a country in an event at the Olympic Games.
In the same event, another Indian and national record-holder Gurmeet Singh, who has already attained the Olympic qualification, won a silver medal.
