प्रधानमंत्री डॉक्टर मनमोहन सिंह ने पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी से कहा है कि वे पाकिस्तान की धरती पर भारत के खिलाफ आतंकवादी गतिविधियों पर रोक लगाएं। प्रधानमंत्री ने कल भारत की यात्रा पर आए पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी से  २००८ के मुम्बई आतंकी हमले के लिए जिम्मेदार व्यक्तियों को सजा दिलाने पर जोर दिया। प्रधानमंत्री डॉ० मनमोहन ंिसह ने आतंकवादी संगठन लश्करे तैयबा के संस्थापक हाफिज सईद की गतिविधियों के मामले को भी उठाया। श्री जरदारी ने कहा कि इस बारे में दोनों सरकारों के बीच में और बातचीत की जरूरत है। प्रधानमंत्री मनमोहन सिंह के साथ बातचीत के बारे में पाकिस्तान के राष्ट्रपति ने कहा कि उन्होंने दोनों देशों को प्रभावित करने वाले सभी मुद्दों पर बातचीत की और उम्मीद है कि उसका परिणाम सकारात्मक होगा।

प्रधानमंत्री मनमोहन के साथ मेरी बहुत उपयोगी बातचीत हुई है, भारत और पाकिस्तान दोनों पड़ोसी है और हम भारत के साथ बेहतर संबंध चाहते हैं। हमने उन सभी मुद्दों पर बातचीत की है जिन पर वार्ता संभव थी। आशा है कि डॉक्टर मनमोहन सिंह से जल्द ही पाकिस्तान में मुलाकात होगी।
बैठक के बाद संयुक्त बयान में डॉक्टर मनमोहन सिंह ने कहा कि दोनों देश चाहते है कि उनके आपसी संबंध सामान्य हों। श्री जरदारी के साथ बातचीत को रचनात्मक बताते हुए प्रधानमंत्री ने कहा कि उन्होंने श्री जरदारी का पाकिस्तान आने का निमंत्रण स्वीकार कर लिया।

राष्ट्रपति जरदारी के साथ दोनों देशों के संबंधों को प्रभावित करने वाले सभी आपसी मुद्दों पर बहुत ही रचनात्मक और मैत्रीपूर्ण बातचीत हुई। इस वार्ता से मैं पूरी तरह संतुष्ट हूं, उन्होंने मुझे पाकिस्तान की यात्रा के लिए आमंत्रित किया है, पाकिस्तान की यात्रा से मुझे बहुत प्रसन्नता होगी।
बाद में श्री जरदारी ने अजमेर में सूफी संत ख्वाजा मोइनुद्दीन हसन चिश्ती की दरगाह पर जियारत की।

पाकिस्तान के प्रधानमंत्री यूसुफ रजा गिलानी ने स्वीकार किया है कि भारत और पाकिस्तान के बीच लश्कर-ए-तैयबा के सरगना हाफिज सईद पर कानूनी कार्रवाई एक मुद्दा है। उन्होंने कहा कि अदालत में उस पर कार्रवाई के लिए पुख्ता सबूत की जरूरत है। लाहौर में कल पत्रकारों से उन्होंने कहा कि १६ अप्रैल को दोनों देशों के गृहसचिवों की बैठक में इस मुद्दे पर विचार होगा। जमात-उद-दावा जैसे आतंकी संगठनों की पाकिस्तान में आतंकवादी गतिविधियों में शामिल होने के मुद्दे पर उन्होंने कहा कि प्रतिबंधित संगठनों पर कार्रवाई के आदेश दिये गए हैं।

ओडिशा में माओवादियों की ताजा घोषणा से बंधक संकट गहरा गया है। माओवादियों की आंध्र-ओडिशा सीमा विशेष समिति ने बीजू जनतादल विधायक झिना हिकाका की रिहाई के बदले ३० कैदियों को रिहा करने की नई मांग की है। मीडिया को जारी ताजा पत्र में माओवादी समिति के वरिष्ठ नेता जगबंधु ने विधायक झिना हिकाका की पत्नी से कहा है कि वे विधायक की रिहाई के लिए तीस कैदियों के साथ कोरापुट जि+ले में नक्सल प्रभावित नारायणपटना के बालीपेटा गांव में पहुंचें।       इनमें से २३ कैदियों की रिहाई के लिए ओडिशा सरकार पहले ही राजी हो चुकी है। माओवादियों ने विधायक की पत्नी से कहा है कि वह उनके मध्यस्थ बी.डी शर्मा और दण्डपाणी मोहन्ती तथा एक वकील निहार रंजन पट्नायक के साथ आए। पत्र में कहा गया है कि विधायक को तभी सौंपा जाएगा, जब उनके साथ खुफिया या पुलिस का कोई अधिकारी नहीं होगा। इस बीच, श्री झिना हिकाका की पत्नी ने ऐसे किसी भी पत्र की जानकारी से इन्कार किया है।
उधर, इटली के नागरिक पाओलो बोसुस्को की रिहाई का मामला अटक गया है। माओवादियों ने रिहा होने वाले कैदियों की संख्या और अपनी १३ मांगों के बारे में राज्य सरकार से और स्पष्टीकरण मांगा है। माओवादियों की ओडिशा राज्य सांगठनिक समिति के सचिव सब्यसांची पंडा ने मीडिया को भेजे एक ऑडियो के संदेश में कहा है कि उन्होंने सात कैदियों की रिहाई की मांग की है। इस संदेश के बाद ओडिशा के मुख्यमंत्री ने कल भुवनेश्वर में आपात बैठक बुलाई।

असम के उग्रवादी संगठन अल्फा और केन्द्र के बीच दूसरे दौर की वार्ता आज नई दिल्ली में होगी। वार्ता के लिए अरबिन्द राजखोवा के नेतृत्व वाले अल्फा गुट का प्रतिनिधिमंडल कल नई दिल्ली पहुंच गया। यह दल केन्द्रीय गृहसचिव आर.के. सिंह से मुलाक़ात कर वार्ता में प्रगति की समीक्षा और शांति प्रक्रिया को तेज करने के उपायों पर बातचीत करेगा। अल्फा के वरिष्ठ नेता ने पीटीआई को बताया कि पिछले वर्ष केन्द्र को सौंपे गए मांग पत्र पर बातचीत होने की संभावना है। १२ सूत्रीय मांग में अल्फा ने असम में तेज और संतुलित विकास के लिए प्राकृतिक संसाधनों पर अधिक नियंत्रण राजस्व योजना प्रक्रिया में हिस्सेदारी जैसे मुद्दों पर संवैधानिक संशोधन की बात कही है।

सरकार प्रत्यक्ष विदेशी पूंजी निवेश बढ़ाने के लिए नीतियों को और चुस्त बना रही है, जिससे २०१७ तक विश्वभर में प्रत्यक्ष विदेशी पूंजी निवेश में भारत की हिस्सेदारी पांच प्रतिशत तक हो सके। औद्योगिक नीति और संवर्धन विभाग ने वैश्विक पूंजी निवेश में भारत की हिस्सेदारी २००७ में एक दशमलव ३ प्रतिशत तय की थी जिसे बढ़ाकर २०१७ तक पांच प्रतिशत करने का लक्ष्य रखा है। विभाग की रिपोर्ट में कहा गया है कि भारत विदेशी पूंजी निवेश के लिए एक अच्छे देश के रूप में सामने आया है और यह स्थिति बनाए रखने की आवश्यकता है।

 संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने कहा है कि सीरिया में संघर्ष विराम के लिए दस अप्रैल की समय सीमा से पहले हो रही जबरदस्त हिंसा से वे हैरान हैं। एक बयान में श्री अन्नान ने सीरिया में हताहतों, शरणार्थियों और विस्थापित लोगों की बड़ी संख्या पर गम्भीर चिन्ता व्यक्त की। उन्होंने सीरिया सरकार से शांति योजना पूरी तरह लागू करने को कहा।  उन्होंने सीरिया सरकार और विपक्ष से बृहस्पतिवार तक सभी प्रकार की हिंसा पर विराम लगाने को कहा। श्री अन्नान की शांति योजना में सीरियाई सैनिकों को कल तक उन शहरों से हटाने का आहवान किया गया है, जहां विरोध प्रदर्शन चल रहे हैं और उसके ४८ घंटे बाद लड़ाई को पूरी तरह बंद करना शामिल है। सीरिया सरकार ने विद्रोहियों की लिखित गारन्टी के बिना इन शहरों से सैनिक हटाने से इन्कार किया है, जबकि विद्रोहियों का कहना है कि अगर सरकार लड़ाई बंद करती है तो वे भी हमले रोक देंगे।

 ईरान की एक समाचार एजेंसी ने खबर दी है कि ईरान और पश्चिमी देश ईरान के परमाणु कार्यक्रम पर चौदह अप्रैल को तुर्की के इस्ताम्बुल में बातचीत के अगले दौर पर सहमत हो गए हैं। ये भी बताया गया है कि अगर इस वार्ता में प्रगति होती है तो दोनों पक्ष बगदाद में बातचीत के अगले दौर पर भी सहमत हो सकते हैं। इससे पहले ईरान ने तुर्की द्वारा सीरिया के राष्ट्रपति बशर अल असद के विरोध की वजह से तुर्की में बातचीत को लेकर चिन्ता जाहिर की थी।  न्यूयार्क टाइम्स का कहना है अमरीका और अन्य पश्चिमी देश ईरान से फोर्दो संयंत्र को तत्काल बंद करने और उसे समाप्त करने तथा बीस प्रतिशत संवंर्धित यूरेनियम का उत्पादन रोकने को कहेंगे।

 मणिपुर सरकार ने १२वीं पंचवर्षीय योजना में राज्य में बिजली उत्पादन बढ़ाने के अनेक उपायों की घोषणा की है। इसमें ६६ मेगावॉट की लोकतक पनबिजली परियोजना पर विशेष ध्यान दिया जाएगा। हमारे संवाददाता ने बताया कि १५ सौ मेगावॉट की तिपाईमुख बहुद्देशीय परियोजना को प्राथमिकता दी जाएगी।

मणिपुर इन दिनों बिजली की भारी किल्लत से जूझ रहा है। राजधानी इम्फाल भी लगातार बिजली कटौती हो रही है और लोगों को प्रतिदिन सिर्फ दो घंटे बिजली मिल पा रही है। राज्य सरकार ने बिजली की बदहाल स्थिति के प्रति लोगों में व्याप्त असंतोष को देखते हुए। बिजली क्षेत्र पर खास ध्यान देने का फैसला किया है। सरकार ने बिजली के उत्पादन और वितरण की प्रक्रिया को बेहतर बनाने की कोशिश शुरू कर दी है। राज्य भर में बिजली की बचत के लिए भी कदम उठाये जा रहे हैं। राज्य में पहली बार चरणबद्ध तरीके से प्रीपेड बिजली कनेक्शन उपलब्घ कराये जा रहे हैं। अगर ये योजना सफल रही, तो पूरे राज्य में इसे लागू किया जाएगा। आकाशवाणी समाचार के लिए इम्फाल से इबोमचा शर्मा के साथ राजीव रूस्तगी।

 सरकार मसालों के निर्यात को बढ़ावा देने के लिए इस वर्ष के अंत तक देश में महत्वपूर्ण स्थानों पर दस पार्कों की स्थापना करेगी। वाणिज्य और उद्योग मंत्रालय के नोडल संगठन-भारतीय मसाला बोर्ड ने यह फैसला किया है। बोर्ड ने इन पार्कों की स्थापना के लिए एक अरब सड़सठ करोड़ रुपए की राशि निर्धारित की है।

India has asserted that Pakistan must bring the perpetrators of the 2008 Mumbai terror attack to justice. Prime Minister Manmohan Singh yesterday told the visiting Pakistan President Mr. Asif Ali Zardari to prevent activities against India on Pakistani soil. The Prime Minister also brought forward the issue of activities of terror outfit Lashkar-e-Toiba founder Hafiz Saeed, who was the mastermind behind the Mumbai terror attack. In a joint statement, following one on one talks with the Pakistan President in New Delhi, Dr. Singh said that the normalisation of relations with Pakistan is the common desire of the two neighbours. Dr. Singh said that they discussed all bilateral issues that affect the relations of both the countries.
"The relations between India and Pakistan should become normal. That's our common desire. We have a number of issues and we are willing to find practical, pragmatic solutions to all those issues. And that's the message that President Zardari and I would wish to convey."
In his turn, President Zardari said that they discussed the common issues between the two countries and he is hopeful of a positive outcome.
"I am grateful to Manmohan Singh, the Prime Minister of India, for inviting me for lunch, although I am on a private visit here. But we had some very fruitful bilateral talks together. We have spoken on all topics that we could have spoken about and we are hoping to meet on Pakistan soil very soon."
Union Finance Minister Pranab Mukherjee said that with Mr Zardari's visit, India's bilateral relations and trade with Pakistan will improve. He was talking to reporters on the sidelines of a programme in Bangalore.

Pak Prime Minister Yousuf Raza Gilani has acknowledged that the case of Lashkar-e-Toiba founder Hafiz Saeed is an issue between Pakistan and India but said, Islamabad needs substantial evidence against him to try him in a court of law. Talking to media persons in Lahore last evening, Gilani said, Home Secretaries of the two countries will discuss the issue when they meet on April 16.

The much-awaited Integrated Check Post, ICP at Attari and Wagah border became functional with the shifting of the passenger terminal to the newly built post. Deputy Commissioner (Indian Customs) at Attari border RK Duggal said that the entire cargo traffic would also be shifted the newly built ICP from today so that it becomes fully functional by the 13th of Aprill. He said, these steps would boost import - export of vegetables, livestock and yarn between India and Pakistan.

The Odisha hostage crisis has further deepened with the issue of fresh communication by Maoists. The Andhra - Odisha Border Special Zonal Committee of the CPI (Maoists), which abducted ruling BJD MLA Jhina Hikaka, has demanded release of 30 prisoners to pave the way for the legislator's release. In a fresh letter issued to the media, senior leader of the Committee, Jagabandhu asked Hikaka's wife to reach Balipeta in Maoist - hit Narayanpatna in Koraput district of Odisha tomorrow with the 30 prisoners, including 23 people, whose release the Odisha Government had decided to facilitate. He has also asked the MLA's wife to accompany the two Maoist-nominated mediators, BD Sharma and Dandapani Mohanty and lawyer Nihar Ranjan Patnaik. Hikaka's wife, however, has said, she was not aware of any such letter to her. Our correspondent reports that the extended deadline by the two Maoist groups for release of the two hostages is coming to an end tomorrow.
"Maoists holding the BJD MLA in their captivity have asked the Odisha Government to free 30 prisoners, while Maoists who abducted Italian national Paolo Basusco have demanded release of seven prisoners. Secretary of Odisha Zonal Committee of CPI (Maoists), Sabyasachi Panda said, the state government should clarify if all their 13-demands are being met or not before a final decision could be taken over the release of Italian national. Odisha Chief Minister Naveen Patnaik has, however, said, all the confusion on the release of prisoners will be cleared very soon as legal opinions on their release are being taken. The second round of talks between the Centre and United Liberation Front of Assam, ULFA will be held in New Delhi today. A pro-talk ULFA delegation, led by its Chairman Arabinda Rajkhowa, arrived in New Delhi yesterday to hold talks with the Centre to resolve the long-standing issues. The delegation will meet Union Home Secretary RK Singh today to review the progress of the talks and to ensure that the process is expedited. A senior ULFA leader told PTI that the discussion is likely to be held on the charter of demands already submitted to the Centre last year.

The government plans to raise India's share in the global foreign direct investment to 5 per cent by 2017 by streamlining policies for attracting investments. The Department of Industrial Policy and Promotion, DIPP has set a goal to increase FDI inflows to India by improving its global share from 1.3 per cent in 2007 to 5 per cent by 2017. A report of the DIPP said that India has already emerged as one of the most preferred destinations for foreign investment.

UN Special envoy Kofi Annan said, he is shocked by the surge in violence in Syria ahead of the April 10th deadline for cease fire. In a statement, Annan expressed grave concern over the alarming levels of casualties, refugees and displaced persons in the country. He urged the Syrian regime and the opposition to cease all forms of violence by Thursday. Annan's peace plan calls for the pull out of Syrian troops from protest cities on Tuesday, with a complete end to fighting 48 hours later. The Syrian Government has refused to withdraw troops from protest cities without written guarantees from rebels.

Two car bombs exploded in the Nigerian city of Kaduna yesterday, killing at least 16 people. Officials say, several others were seriously injured in the attack and have been taken to hospital. The death toll could be higher, with one official, Abubakar Zakari Adamu, telling the AP news agency that 38 have died. A bomb later exploded in the central city of Jos, injuring several people. The blasts in Kaduna, which caused extensive damage, happened near restaurants, a hotel and two churches. The area has been the scene of a religious conflict in recent years that has claimed hundreds of lives.

A Kashmiri youth was arrested from Srinagar yesterday for allegedly murdering a French woman in Delhi a week ago. Police said, Manzoor Ahmed, who is said to be a handicraft trader, was apprehended from Srinagar with the help of Jammu and Kashmir Police. Ahmed had allegedly murdered French national Lauren at a Guest House in central Delhi's Paharganj area.

The government will set up 10 spice parks across the most strategic locations in the country by the end of this year to promote export of spices. Spice Board of India, the nodal organization of the Ministry of Commerce and Industry, has taken a decision to this effect. The board has earmarked an investment of 167 crore rupees in these spice parks, out of which, 75 crore rupees have already been invested in three such parks in Madhya Pradesh, Kerela and Rajasthan.

Manipur Government has announced a number of measures to improve power situation in the state during the 12th Five Year Plan. Our correspondent reports that special attention will be paid to the implementation of the much awaited 66-Megawatt Loktak Downstream Hyro-Electric Project.
"Manipur is reeling under acute power shortage. Even in the capital city Imphal, load shedding is a routine and people get only two hours’ power supply in a day. The state government is well aware of the fact that there is a lot of dissatisfaction among the people over the state of power supply in the state. To improve the performance of the power sector, the transmission and distribution network is being revamped and systemic reforms is being introduced. The government has also initiated austerity measures and collection of revenue particularly from the power sector has been picked up. गुजरात में आंणद जिले की सत्र अदालत ने २००२ में गोधरा कांड के बाद भड़के दंगों के दौरान ओड गांव में नरसंहार के सिलसिले में २३ लोगों को दोषी ठहराया, जबकि सबूतों के अभाव में अन्य लोगों को बरी कर दिया। जिला और सत्र न्यायालय की न्यायाधीश पूनम सिंह ने आज इस मामले का फैसला सुनाया। अपराधियों को सजा बाद में सुनाई जाएगी। दंगे के इस मामले की जांच उच्चतम न्यायालय द्वारा गठित विशेष जांच दल ने की थी। ओड गांव के पीरवाली, भागोल इलाके में १ मार्च २००२ को भड़की हिंसा में महिलाओं और बच्चों सहित २३ लोगों को एक मकान में जिन्दा जला दिया गया था। इस मामले में ४७ अभियुक्त थे, जिनमें से मुकदमे के दौरान एक व्यक्ति की मृत्यु हो गई। विशेष सरकारी वकील पी एन परमार ने बताया कि मामले के सिलसिले में १५० गवाहों से पूछताछ हुई और लगभग १७० दस्तावेजी सबूत अदालत में पेश किये गये। यह मुकदमा वर्ष २००९ के आखिरी दिनों में शुरू हुआ था और मई २०११ तक इसकी कार्रवाई लगभग पूरी हो चुकी थी लेकिन मामले की सुनवाई कर रहे तत्कालीन न्यायाधीश ने अचानक निजी कारणों से इस्तीफा दे दिया। इसके बाद न्यायमूर्ति पूनम सिंह की नियुक्ति की गई और नये सिरे से सारी कार्रवाई पूरी की गई।

ओड़ीशा बंधक संकट अभी बरकरार है। सत्तारूढ़ बीजू जनता दल के विधायक झिना हिकाका को बंधक बनाने वाले माओवादी गुट ने उन्हें छोड़ने के लिए तीस बंदियों को रिहा करने की मांग की है। मीडिया को जारी अपने ताज+ा पत्र में सी पी आई माओवादी की आन्ध्र-ओड़ीशा सीमा विशेष क्षेत्रीय समिति के वरिष्ठ नेता ने श्री हिकाका की पत्नी से इन तीस बंदियों के साथ कल कोरापुट जिले में माओवाद प्रभावित बलीपेटा पहुंचने को कहा है। ओड़ीशा सरकार इन बंदियों में से तेईस को रिहा करने का फैसला पहले ही कर चुकी है। तेलुगु भाषा में लिखे इस पत्र में कहा गया है कि ३७ वर्षीय झिना हिकाका को केवल उनके परिवार को ही सौंपा जाएगा बशर्ते कि वे अपने साथ कोई पुलिस या खुफिया अधिकारी को लेकर न आएं।
इस बीच इटली के नागरिक पाओलो बोसस्को को बंधक बनाने वाली सी पी आई माओवादी की ओड़ीशा क्षेत्रीय समिति ने राज्य सरकार से उसकी सभी तेरह मांगों के बारे में स्थिति स्पष्ट करने को कहा है।

उच्चतम न्यायालय ने हत्या के एक मामले में राजस्थान की अजमेर जेल में उम्रकैद की सजा काट रहे ८० वर्षीय बुजुर्ग पाकिस्तानी माइक्रोबॉयलाजिस्ट मोहम्मद खलील चिश्ती को आज जमानत दे दी। न्यायमूर्ति पी सदाशिवम और न्यायमूर्ति जे चेलामेश्वर की खण्डपीठ ने उनकी वृद्धावस्था को देखते हुए यह राहत दी और कहा कि वे पिछले बीस वर्ष से भारत में सजा काट रहे हैं। खलील चिश्ती अजमेर की निजी यात्रा पर आए थे, तब हत्या के मामले में उन्हें गिरफ्‌तार किया गया था। न्यायालय ने चिश्ती को वापस कराची जाने की अनुमति देने संबंधी याचिका पर सुनवाई करने की सहमति जताते हुए कहा कि इसके लिए उन्हें एक अलग अर्जी देनी होगी। खण्डपीठ ने चिश्ती को अगले आदेश तक अजमेर से बाहर न जाने को कहा है। चिश्ती के मामले पर कल पाकिस्तान के राष्ट्रपति आसिफ अली जरदारी की एक दिन की यात्रा के दौरान दोनों देशों के अधिकारियों ने विचार विमर्श किया था। खलील चिश्ती १९९२ में अपनी बीमार मॉं से मिलने के लिए अजमेर आए थे। उस दौरान उनका अपने पड़ोसियों के साथ किसी बात पर विवाद हो गया और उन्होंने एक पड़ोसी को गोली मार दी। इस घटना में चिश्ती का भतीजा घायल हो गया था।

सरकार ने कहा है कि केन्द्र तथा युनाइटेड लिबरेशन फ्रंट ऑफ असम-उल्फा के बीच बातचीत का दूसरा दौर रचनात्मक रहा। नई दिल्ली में आज संवाददाताओं से बातचीत में केन्द्रीय गृहसचिव आर के सिंह ने कहा कि बातचीत सद्भावपूर्ण रही और वार्ता में अच्छी प्रगति हुई है।
उन्होंने कुछ समुदायों के आरक्षण को लेकर कई मुद्दे उठाये। मैं उनकी गहराई में नहीं जाना चाहता। इन पहलुओं को आगे ले जाया जायेगा। वार्ता के अगले दौर में केन्द्र और राज्य के सम्बन्धों के कुछ और पक्षों पर बातचीत होगी।
इससे पहले उल्फा के वार्ता समर्थक गुट के अध्यक्ष अरबिन्द राजखोवा ने कहा कि सरकार ने उन्हें कई आश्वासन दिये हैं और उन्होंने संविधान संशोधन सहित कई मुद्दे उठाये हैं। श्री राजखोवा ने बताया कि वार्ता का अगला चरण दो महीने में होने की संभावना है।
हमारे संवाददाता ने बताया है कि उल्फा के वार्ता समर्थक गुट ने गृहमंत्री पी चिदम्बरम को पिछले वर्ष अगस्त में अपना मांगपत्र सौंपा था। इसके बाद ही गृह मंत्रालय के साथ वार्ता का पहला चरण अक्टूबर में हुआ था। उल्फा ने अपने १२ सूत्री मांगपत्र में असम को प्राकृतिक संसाधनों पर और ज्यादा अधिकार देने के लिए संविधान संशोधन के अलावा राजस्व प्राप्त करने, योजना प्रक्रिया में भागीदारी और राज्य के संतुलित विकास की मांग की है।
मुम्बई आतंकी हमलों के मुख्य साजिशकर्ता हाफिज सईद के बारे में गृहसचिव स्तर की वार्ता से संबंधित एक सवाल के जवाब में गृहसचिव ने कहा कि भारत ने संसद सत्र के बाद वार्ता के लिए नई तारीख तय करने की मांग की है।

नई दिल्ली की एक अदालत ने इस बारे में अपना फैसला १९ अप्रैल तक के लिए सुरक्षित रखा है कि मुख्यमंत्री शीला दीक्षित के खिलाफ चुनाव आचार संहिता के उल्लंघन के एक मामले को वापस लेने की दिल्ली पुलिस की याचिका पर सुनवाई हो सकती है या नहीं। मैट्रोपॉलिटन मजिस्ट्रेट विजेता सिंह ने कहा कि वे सरसरी तौर पर इस बात से संतुष्ट हैं कि मामला वापस लेने की याचिका पर विचार किया जा सकता है। अदालत ने भाजपा नेता विजय जौली की याचिका पर भी आदेश १९ अप्रैल तक के लिए सुरक्षित रखा है। पुलिस याचिका का विरोध करते हुए श्री जौली ने कहा कि इस मामले का सीधा असर उन्हीं पर पड़ा है, क्योंकि वे २००८ में शीला दीक्षित से विधानसभा चुनाव हार गये थे।

राजस्थान विधानसभा की कार्यवाही आज भारतीय जनता पार्टी और कुछ निर्दलीय विधायकों के शोर शराबे के कारण दो घंटे के लिए स्थगित की गई। यह सदस्य पूर्व मंत्री और भाजपा सचेतक राजेन्द्र सिंह राठौड़ की गिरफ्तारी का विरोध कर रहे थे। प्रश्नकाल शुरू होते हुए भाजपा के सदस्य सदन के बीचों बीच आ गए और अध्यक्ष ने कार्यवाही पहले एक घंटे के लिए और फिर शोर-शराबा जारी रहने के कारण एक और घंटे के लिए स्थगित कर दी। सी बी आई ने दारा सिंह फर्जी मुठभेड़ मामले में राजेन्द्र सिंह राठौड़ को पिछले सप्ताह गिरफ्तार किया था।

प्रकाश करात तीसरी बार मार्क्सवादी कम्युनिस्ट पार्टी के महासचिव चुने गए है। पार्टी के १५ सदस्यीय पोलित ब्यूरो का गठन किया गया है, जिसमें सीटू के अध्यक्ष ए.के पदमनाभन और केरल के पूर्व शिक्षा मंत्री एम.ए.बेबी नए चेहरे होंगे। नवासी सदस्यों की केन्द्रीय समिति भी चुनी गई है। दो पद खाली रखे गए हैं। केरल में कोज+ीकोड में मार्क्सवादी कम्युनिस्ट पार्टी के बीसवें सम्मेलन में श्री करात ने यह घोषणा की। छह दिन का यह सम्मेलन आज शाम समाप्त हो रहा है। श्री करात ने कहा कि केन्द्र में यूपीए सरकार की कथित नई उदार नीतियों के खिलाफ संघर्ष जारी रहेगा। उन्होंने कहा कि उनकी पार्टी केन्द्र में कांग्रेस और भाजपा दोनों के खिलाफ संघर्ष जारी रखेगी।

मध्य प्रदेश में पिछले दस साल में मकानों की संख्या में ३२ प्रतिशत बढ़ोतरी दर्ज की गयी है। राज्य के जनगणना निदेशक सचिन सिन्हा ने बताया कि २००१ में राज्य में एक करोड़ ४० मकान थे, जबकि २०११ की गणना में मकानों की संख्या बढ़कर एक करोड़ ८५ लाख हो गयी। श्री सिन्हा ने २०११ की जनगणना के आंकड़े जारी किये।
जनसंख्या आंकड़ों के अनुसार मध्यप्रदेश में करीब २३ प्रतिशत परिवार नल से पेयजल प्राप्त कर रहे हैं। इस क्षेत्र में राज्य ने करीब २६ प्रतिशत की बढ़ोत्तरी दर्ज की है। ६५ प्रतिशत परिवार बिजली का इस्तेमाल कर रहे हैं। करीबन ३० प्रतिशत परिवारों के मकान के परिसर में शौचालय की सुविधा उपलब्ध है। राज्य में १८ प्रतिशत परिवार एल पी जी का इस्तेमाल कर रहे हैं। ४६ प्रतिशत परिवारों के पास फोन या मोबाइल हैं। फोन और मोबाइल की सुविधा के मामले में ९२० प्रतिशत की भारी वृद्धि दर्ज की है। शारिक नूर आकाशवाणी समाचार भोपाल।

भारत और कतर ने तेल और प्राकृतिक गैस की खोज तथा तेल शोधन में सहयोग के एक समझौते पर हस्ताक्षर किए हैं। आज नई दिल्ली में पेट्रोलियम मंत्री जयपाल रेड्डी और कतर के ऊर्जा मंत्री मोहम्मद बिन सालेह अल सदा ने इस समझौते पर हस्ताक्षर किए। इससे पहले आज सुबह कतर के अमीर शेख हमद बिन खलिफा अल थानी ने प्रधानमंत्री डॉक्टर मनमोहन सिंह से मुलाकात की। रूस और ईरान के बाद कतर में प्राकृतिक गैस के तीसरे सबसे बड़े भंडार हैं। कतर में प्रति वर्ष सात करोड़ ७० लाख टन एलएनजी के निर्यात की क्षमता है।

म्यांमा में विपक्ष की नेता आंग सान सू ची उपचुनाव में अभूतपूर्व विजय के बाद २३ अप्रैल को पहली बाद संसद में अपना स्थान ग्रहण करेंगी। उनकी पार्टी के प्रवक्ता ने बताया कि नोबल पुरस्कार विजेता सू ची संसद के निचले सदन के नए सत्र में शामिल होने के लिए २२ अप्रैल को राजधानी पहुंचेगी। म्यांमा की संसद में २३ मार्च से अवकाश है। म्यांमा में पिछले साल सैनिक शासन समाप्त होने के बाद आंग सान सू ची ने देश की राजनीति में बदलाव के लिए महत्वपूर्ण भूमिका निभाई है। उनकी पार्टी नेशनल लीग फॉर डेमोक्रेसी ने एक अप्रैल को हुए उपचुनाव में ४३ सीटों पर जीत हासिल की थी।

ईरान के विवादास्पद परमाणु कार्यक्रम के बारे में संयुक्त राष्ट्र सुरक्षा परिषद के पांच स्थायी सदस्यों और जर्मनी के साथ उसकी बातचीत का अगला दौर शनिवार को इस्ताम्बुल में होगा। दोनों पक्ष अपने-अपने रूख पर अड़े हुए हैं। इस बीच इस्राइल के प्रधानमंत्री बेंजमिन नेतन्याहू ने कहा है कि ईरान में यूरेनियम परिष्कृत करने का काम पूरी तरह बन्द होना चाहिए और वहां परिष्कृत पूरा यूरेनियम ईरान से बाहर ले जाया जाना चाहिए। उन्होंने कहा कि ईरान को शांतिपूर्ण कार्यों के लिए वैकल्पिक ईंधन उपलब्ध कराया जा सकता है।
ईरान ने सीरिया के मसले पर तुर्की के कड़े रूख पर आपत्ति जताई थी। रिपोर्ट के मुताबिक पश्चिमी देश बातचीत के दौरान ईरान पर फोरडोव परमाणु संयंत्र को बंद करने और २० फीसदी यूरेनियम संर्वद्धन खत्म करने का दबाव डालेंगे। उन्होंने कहा कि इसका कोई आधार नहीं है। ईरान के परमाणु कार्यक्रम को लेकर पिछले दौर की बातचीत पिछले साल जनवरी में इस बात को लेकर विफल हो गई थी कि दोनों ही पक्ष एजेन्डे पर राजी नहीं हो सके थे। पश्चिमी देशों का मानना है कि ईरान परमाणु हथियार विकसित करने पर काम कर रहा है जबकि ईरान का कहना है कि उसका कार्यक्रम शान्तिपूर्ण और नागरिक उद्देश्यों पर आधारित है। अतुल तिवारी आकाशवाणी समाचार।

सीरिया में जारी संकट को समाप्त करने के लिए संयुक्त राष्ट्र शांति योजना में रूकावट आ गई है। सीरियाई सेना प्रमुख कर्नल रियाद अल असद ने सरकार की उस मांग को खारिज कर दिया है, जिसमें हमले रोकने के बारे में लिखित आश्वासन देने को कहा गया है। फ्री सीरियन आर्मी ने कहा है कि वह इस तरह की कोई गारंटी और आश्वासन सीरिया सरकार को नहीं, बल्कि अंतर्राष्ट्रीय समुदाय को ही देंगे। सीरिया के विदेश मंत्रालय के प्रवक्ता जिहाद मक्कादिसी ने सशस्त्र उग्रवादी गुट से यह लिखित गारंटी देने को कहा है कि वे सेना और नागरिकों पर अपने हमले बंद कर देगे। सीरिया सरकार ने कतर, सउदी अरब और तुर्की से भी इस बात का लिखित आश्वासन मांगा है कि वे आतंकवादी गुटों को वित्तीय सहायता बंद कर देंगे। सीरिया सरकार ने रविवार को देश में फिर भड़की हिंसा के बीच ये मांगे पेश की हैं। इदलिब शहर में भड़की हिंसा में लगभग ७० लोग मारे गये। मुख्य विपक्षी सीरियन नेशनल काउंसिल ने नागरिकों की सुरक्षा के लिए संयुक्त राष्ट्र सुरक्षा परिषद से हस्तक्षेप का आग्रह किया है। संयुक्त राष्ट्र के विशेष दूत कोफी अन्नान ने जिनेवा से जारी वक्तव्य में सीरिया सरकार को प्रभावित क्षेत्रों से अपने सैनिक हटाने की वचनबद्धता को पूरा करने की याद दिलाई। संयुक्त राष्ट्र शांति योजना के तहत सैनिकों को प्रभावित शहरों से मंगलवार तक हटाये जाने का कार्यक्रम है। इसके बाद अगले ४८ घंटों में सेना और विपक्ष दोनों को ही पूरी तरह संघर्ष बंद करना होगा।

माली में पिछले महीने सैनिक विद्रोह के बाद अपदस्थ किये गये राष्ट्रपति अमादोउ तोमानी तोरे ने औपचारिक रूप से इस्तीफा दे दिया है। उनके इस्तीफे के बाद अब सेना देश की सत्ता लोकतांत्रिक सरकार को सौंपेगी। पश्चिम अफ्रीकी ब्लॉक इकोवास के साथ हुए समझौते के तहत सैनिक नेताओं ने कहा था कि वे श्री तोरे के त्यागपत्र के बाद देश में लोकतांत्रिक सरकार का गठन होने देंगे। इस समझौते के अनुसार इकोवास द्वारा लगाई गई पाबंदियां भी हटा ली जाएंगी और सैनिक विद्रोह में शामिल रहे लोगों को माफी दी जाएगी। समझौते की शर्तो के तहत देश की संसद के अध्यक्ष डियोनकोण्डा ट्रेओरे अंतरिम राष्ट्रपति बनेंगे और उन्हें देश में अगर संभव हो सका तो चालीस दिन के भीतर चुनाव कराने होंगे।

मिस्र में आगामी राष्ट्रपति चुनाव के लिए २३ उम्मीदवारों ने नामांकन भरे हैं। नामांकन प्रक्रिया कल समाप्त हो गई। उम्मीदवारों में अरब लीग के पूर्व प्रमुख अम्र मूसा, मुस्लिम ब्रदरहुड के खैरात अल शातेर, सलाफी पार्टी के अबु इस्माइल, मुस्लिम ब्रदरहुड के पूर्व सदस्य अब्दुल मोनिम-अबुल फोतूह, पूर्व प्रधानमंत्री अहमद शफीक और पूर्व खुफिया प्रमुख उमर सुलेमान शामिल हैं। निर्वाचन आयोग तेरह से १५ अप्रैल तक नामांकन पत्रों की जांच के बाद उम्मीदवारों की अंतिम सूची जारी करेगा। राष्ट्रपति चुनाव का पहला दौर २३ और २४ मई को होना है।

पाकिस्तान के प्रधानमंत्री यूसुफ रजा गिलानी ने स्वीकार किया है कि भारत और पाकिस्तान के बीच लश्कर-ए-तैयबा के सरगना हाफिज सईद पर कानूनी कार्रवाई एक मुद्दा है। उन्होंने कहा कि अदालत में उस पर कार्रवाई के लिए पुख्ता सबूत की जरूरत है। लाहौर में कल पत्रकारों से उन्होंने कहा कि १६ अप्रैल को दोनों देशों के गृहसचिवों की बैठक में इस मुद्दे पर विचार होगा। जमात-उद-दावा जैसे आतंकी संगठनों की पाकिस्तान में आतंकवादी गतिविधियों में शामिल होने के मुद्दे पर उन्होंने कहा कि प्रतिबंधित संगठनों पर कार्रवाई के आदेश दिये गए हैं।

नेपाल में पशुपतिनाथ मंदिर के नए प्रबंधन के कार्यभाल संभालने के बाद पहले दिन एक लाख ४९ हजार ३०६ नेपाली रूपये का चढ़ावा आया। नेपाल सरकार द्वारा गठित पशुपति एरिया विकास ट्रस्ट ने कल से काम करना शुरू कर दिया है। ट्रस्ट ने पूजा-पाठ के लिए ३६ हजार से अधिक नेपाली रूपये दिए। इससे पहले चढ़ावा मंदिर के पुजारियों और भंडारियों को बांट दिया जाता था। अब ट्रस्ट सभी पुजारियों और भंडारियों को हर महीने वेतन देगा।

उत्तरप्रदेश में मथुरा जिले में आज एक सड़क दुर्घटना में छह लोगों की मौत हो गई और चार लोग घायल हो गए हैं। पुलिस सूत्रों के अनुसार हादसा आगरा-दिल्ली राष्ट्रीय राजमार्ग पर फारे थाना क्षेत्र में एक कार के ट्रक से टकरा जाने से हुआ। छह लोगों की घटनास्थल पर ही मौत हो गई। घायलों को मथुरा अस्पताल में भर्ती कराया गया है।

असम में पिछले तीन साल में गैंडों की संख्या में १४ प्रतिशत की वृद्धि हुई है। हमारे संवाददाता ने खबर दी है कि ताजा गणना के अनुसार राज्य में इस समय दो हजार ५०० गैंडे हैं, जबकि २००९ में इनकी संख्या दो हजार २०० थी।

जम्मू-कश्मीर के पुंछ जिले में आज सेना ने भारत-पाकिस्तान सीमा के पास एक पाकिस्तानी घुसपैठिये को गिरफ्तार किया। अघिकारियों ने बताया है कि नियंत्रण रेखा पर तैनात सैनिकों ने कृष्णघाटी क्षेत्र में सलोत्री के निकट कुछ हलचल देखी और मोहम्मद शरीफ नामक इस घुसपैठिये को गिरफ्तार कर लिया। यह व्यक्ति पाकिस्तान के कब्जे वाले कश्मीर के त्रोति गांव का निवासी है।

A sessions court in Anand district of Gujarat today convicted 23 people and acquitted as many others for want of evidence in connection with the Ode village massacre in 2002 post-Godhra riots. The District and Sessions Court Judge Poonam Singh delivered the verdict. The court will pronounce the quantum of sentence later. The Supreme Court- appointed Special Investigation Team had probed the riot case.
Twenty-three people, including women and children were burnt to death in a house in Pirwali Bhagol area of Ode village on March one, 2002, following the Godhra train burning incident. In total, there were 47 accused in the case, however, one of them had died during the course of trial. Special public prosecutor P N Parmar said, more than 150 witnesses have been examined, while over 170 documentary evidences have been placed before the court. The trial began in the end of 2009 and was on the verge of completion when the then judge hearing the case resigned in May 2011 citing personal reasons. Following this, Poonam Singh was appointed as the Judge and all the arguments were made afresh before her.

A court in New Delhi today reserved its order for April 19 on whether the plea of city police for withdrawal of a poll code violation case of 2008 against Delhi Chief Minister Sheila Dikshit could be heard at all. Metropolitan Magistrate Vijeta Singh reserved the order saying he was prima facie satisfied that the plea for withdrawal of the case was maintainable and could be heard upon.
The court also reserved its order for April 19 on the plea of BJP leader Vijay Jolly who had sought to intervene in the proceedings and oppose the police plea saying he had been directly affected in the matter as he had lost the 2008 assembly polls against Dikshit.

In Odisha, the hostage crisis is still continuing. The Maoist group holding ruling BJD MLA Jhina Hikaka hostage has demanded release of 30 prisoners to pave way for his release. In a fresh letter to media, senior leader of the Andhra-Odisha Border Special Zone Committee has asked the legislator's wife to reach Balipeta with the 30 prisoners in Maoist-infested in Koraput district tomorrow. Odisha Government has already decided to facilitate release of twenty-three people out of these prisoners. The letter written in Telugu said the abducted 37-year-old MLA would only be handed over to his family if they do not bring any police or intelligence officials with them.
Meanwhile, Odisha Zonal Committee of CPI (Maoists) which is holding hostage of Italian national Paolo Boususco has urged the State Government to clarify its position on all their 13 demands.

The government today said that the second round of talks between the Centre and United Liberation Front of Assam, ULFA were constructive and positive. Talking to media persons in New Delhi Union Home Secretary RK Singh said a good progress have been made and talks were very cordial.
There is some issues of pertaining to reservation for sub-poverty. I will not like to go into brief, those aspects will be taken up, they said, that they will take up some aspects pertaining to centre-state relations that will be in the next round of talks. As far as this round of talks is concerned that aspect was not covered.
In reply to a question about autonomy issue, Mr. Singh said that all aspect related to centre and state relations will be discussed in the next round of the talks.
Earlier, pro-talk ULFA Chairman Arabinda Rajkhowa said that government has given them several assurances and they have raised many issues including constitutional amendments. He said, next round of talks will be held in two months.
Our correspondent reports that the pro-talk faction had submitted its charter of demands to Union Home Minister P Chidambaram in August last year which was followed by the first round of talks with the Union Home Ministry in October. In Andhra Pradesh curfew continues in some parts of old Hyderabad city on the second day today. According to police, no untoward incident has been reported and the situation is under control. Curfew was imposed in some areas in the old city after group clashes. Twelve persons have been taken into custody so far in connection with the clashes. Our correspondent reports that the Chief Minister, Kiran Kumar Reddy reviewed the law and order situation at a high-level meeting today.
Curfew was clamped yesterday following clashes between two groups reportedly over desecration of a religious place in the area. Meanwhile, police continued to keep a tight vigil in all the sensitive areas of the old city and surrounding places by deploying special police and Rapid Action Forces. Besides imposing Section 144, intense patrolling is being done and security has been tightened at all important places in Hyderabad . All exam centers for tenth class and degree examination in the curfew-bound areas are functioning amid tight security. Chief Minister Kiran Kumar Reddy has reviewed the law and order situation in Hyderabad a short while ago. Eighty-year-old ailing Pakistani microbiologist Mohammed Khaleel Chishty, serving life term in an Ajmer jail in Rajasthan in a murder case of 1992, was today granted bail by the Supreme Court. A bench of justices P Sathasivam and J Chelameswar granted him the reprieve, considering his old age and the fact that he has been held up in India for the last 20 years after a murder case was lodged against him when he came on a visit to Ajmer. The court also agreed to hear Chishty's plea to allow him to go back to Karachi and asked him to file a separate application for it.
The bench, however, asked Chishty not to leave Ajmer till further orders.The bench said while passing the order,that theay are satisfied that a case is made out for enlargement on bail. Chishty was granted bail a day after his case was discussed between the authorities of the two countries during Pakistani President Asif Ali Zardari visit to India. During a visit to Ajmer in 1992 to meet his ailing mother, Chishty had got embroiled in a dispute and, in the brawl, one of his neighbours was shot dead, while Chishty's nephew got injured.

The US media has described Pakistan President Asif Ali Zardari's visit to Ajmer in India a message against extremism. Mr.Zardari went to pay his obeisance at the shrine of Khwaja Moinuddin Chishti in Ajmer yesterday. The row over the venue of talks between Iran and world powers over Teheran’s disputed nuclear program has settled down. Iranian Fars News Agency said Istanbul will host the talks and in case there is a progress, next round may be held in Baghdad. Iran had earlier expressed reservations over holding talks in Istanbul because of Turkey’s role in opposing the Assad regime in Syria. Reports indicate ,US and its allies plan to call for closing and ultimately dismantling the Fordow nuclear processing facility and an end to the production of 20-percent enriched uranium. Head of Iran’s atomic energy organization, Fereydoun Abbasi- Davani, rejected any such demand. He told Teheran sees no justification for such a request. India's Oil Minister Jaipal Reddy and Qatar's Energy Minister Mohammed Bin Saleh al-Sada signed an initial pact for cooperation in refining as well as oil and gas exploration. The agreement was signed after Qatar's Emir Sheikh Hamad bin Khalifa al-Thani met Prime Minister Manmohan Singh in New Delhi this morning. In Yemen, eleven people were killed after Al-Qaeda militants launched an attack on an army barracks in southern part of the country. Officials said the dead included five soldiers. UN peace plan to end the crisis in Syria has run into rough weather. Syrian Army Chief Colonel Riyadh Al Assad has rejected the Syrian Government's demand to hand over a written guarantee to stop its attacks. He told that the Free Syrian Army will present its guarantees and commitments to the international community and not to Assad regime. The Syrian Foreign Ministry spokesman Jihad Makadisi had demanded a written guarantee by the armed terrorist groups that they would stop attacking the Syrian army and civilians. The regime also said it was awaiting written guarantees from Qatar, Saudi Arabia and Turkey on stopping their funding to terrorist groups.
The Syrian Government demand came amidst a surge in violence on Sunday which claimed 69 lives most of them civilians in Idlib. Mali's President Amadou Toumani Toure, toppled in a military coup last month, has formally resigned, paving the way for the departure of the junta that ousted him. Madhya Pradesh registered a growth of thirty two percent in number of houses in last decade. Giving this information today in Bhopal state’s Census Director Sachin Sinha said that there were one crore forty houses in the state in 2001 while this number increased to one crore 85 lakh in 2011 census. According to census data about twenty three percent families are getting drinking water from tap in Madhya Pradesh. The state registered a growth of about twenty six percent in this area. Sixty five percent families are getting electricity as a source of light. About twenty nine percent families have toilets in premises of their house while seventy one percent families don't have facility of toilet at all. About eighteen percent families are using LPG in the state. Forty six percent families have facility of phone or mobile phone. Assam has registered a 14 per cent increase in the Rhinos population in last three years. The number of Rhinos in the state is now over 2 thousand five hundred in the latest census. It was 2 thousand two hundred rhinos in 2009. 2,290 rhinos were found in the Kaziranga National Park while 100 rhinos were found in Orang National Park and another 93 in Pobitora Sanctuary. A report;
Assam has already known as the home of highest number of one-horned rhino in the world. Defying all odds, the state has recorded an increase of over 800 rhinos in the last 10 years. The recent census was conducted by 300 forest personnel with the help of 30 trained elephants and under the monitoring of independent organisations. Expressing satisfaction on the increasing number of rhinos, senior officials of the department said that it reflected the dedication of the state forest department. The World Heritage site, Kaziranga National park sheltered the highest rhinos at 2 thousand 290 followed by 100 at the Rajiv Gandhi Orang National park and 93 at Pobitora Sancutary.Out of the total rhinos found at Kaziranga, 658 adult male, 311 female and 519 calves, among others. The Sensex at the Bombay Stock Exchange lost 162 points, to 17,324 in opening trade, this morning, on continued selling by foreign funds, amid weak Asian bourses. Later, the Sensex lost further ground, and stood 213 points, in the negative zone, at 17,273 in afternoon deals, a short while ago.
Other regional bourses in Japan, China, Indonesia, Singapore, Taiwan and South Korea had fallen between 0.4 percent and 1.5 percent, after a weaker-than-expected US jobs report cast doubts on the strength of the recovery in the world's biggest economy.

The rupee dropped 34 paise to 51.45 against dollar in the late morning trade today due to sustained demand for the American currency from importers amid weakness in the local equity markets. The rupee which had resumed lower at 51.37 per dollar at the Interbank Foreign Exchange market declined further to 51.45. It hovered at 51.20 to 51.45 against the dollar during the morning deals.

गुजरात में आंणद जिले की सत्र अदालत ने २००२ में गोधरा कांड के बाद भड़के दंगों के दौरान ओड गांव में नरसंहार के सिलसिले में २३ लोगों को दोषी ठहराया है। सबूतों के अभाव में अन्य लोगों को बरी कर दिया गया है। जिला और सत्र न्यायाधीश पूनम सिंह ने आज यह फैसला दिया। अपराधियों को सजा बाद में सुनाई जाएगी। दंगे के इस मामले की जांच उच्चतम न्यायालय द्वारा गठित विशेष दल ने की थी। ओड गांव के पीरवाली, भागोड इलाके में पहली मार्च २००२ को भड़की हिंसा में महिलाओं और बच्चों सहित २३ लोगों को एक मकान में जिन्दा जला दिया गया था। इस मामले में ४७ अभियुक्त थे। इनमें से मुकदमे के दौरान एक व्यक्ति की मृत्यु हो गई। विशेष सरकारी वकील पी एन परमार ने बताया कि १५० गवाहों से पूछताछ हुई और लगभग १७० दस्तावेजी सबूत अदालत में पेश किये गये।

भारतीय जनता पार्टी ने सत्र अदालत के फैसले का स्वागत किया है। पार्टी प्रवक्ता प्रकाश जावडेकर ने आज नई दिल्ली में कहा कि फैसले से पता चलता है कि इस मामले में न्याय हुआ है।

सरकार ने कहा है कि उल्फा के शीर्ष नेताओं के साथ बैठक में उल्लेखनीय प्रगति हुई है। आज नई दिल्ली में उल्फा के स्वयं-भू अध्यक्ष अरबिन्द राजखोवा के नेतृत्व में एक शिष्टमंडल के साथ ९० मिनट की अपनी बातचीत के बाद केन्द्रीय गृह सचिव आर.के. सिंह ने यह बातें कहीं। बातचीत को बहुत रचनात्मक तथा लाभदायक बताते हुए श्री आर.के. सिंह ने कहा कि दोनों पक्षों ने वार्ता प्रक्रिया को आगे बढ़ाने का फैसला किया है। गृह सचिव ने कहा कि वे समय-समय पर उल्फा के साथ वार्ता में प्रगति की समीक्षा करते रहेंगे।

उन्होंने कुछ समुदायों के आरक्षण को लेकर कई मुद्दे उठाये। मैं उनकी गहराई में नहीं जाना चाहता। इन पहलुओं को आगे ले जाया जायेगा। वार्ता के अगले दौर में केन्द्र और राज्य के सम्बन्धों के कुछ और पक्षों पर बातचीत होगी।
अरविन्द राजखोवा ने भी इसी तरह के विचार व्यक्त करते हुए वार्ता पर संतोष प्रकट किया।
वार्ता के दौरान उठे मुद्दों के बारे में गृह सचिव ने कहा कि उल्फा ने असम के मूल निवासियों के हितों की रक्षा जैसे मुद्दे उठाए। लेकिन इस पर तथा केन्द्र-राज्य संबंधों जैसे मुद्दों पर वार्ता के अगले दौर में चर्चा की जाएगाी। उल्फा के साथ संपर्क के लिए केन्द्र के प्रतिनिधि पी.सी. हलदर को कुछ पहलुओं पर उल्फा के साथ और बातचीत करने के लिए कहा गया है।
वार्ता समर्थक गुट ने गृहमंत्री पी चिदम्बरम को पिछले वर्ष अगस्त में अपना मांगपत्र सौंपा था। उसके बाद गृह मंत्रालय के साथ वार्ता का पहला चरण अक्टूबर में हुआ था।

राजस्थान उच्च न्यायालय ने दारा सिंह मुठभेड़ मामले की सुनवाई हर रोज करने का आदेश दिया है। इस मामले में जिन लोगों की गिरतारी की गई है, उनमें एक अतिरिक्त पुलिस महानिदेशक ए.के. जैन और भारतीय जनता पार्टी के विधायक - राजेन्द्र सिंह राठौर भी शामिल हैं। यह आदेश, इस मामले में गिरतार हैड कांस्टेबल जगराम की याचिका पर दिया गया है। उस पर, अक्तूबर २००६ में चुरू में शराब माफिया दारा सिंह की मुठभेड़ में हत्या करने वाले पुलिस दल में शामिल होने का आरोप है।
इस बीच, सीबीआई की विशेष अदालत ने अतिरिक्त पुलिस महानिदेशक ए. के. जैन का मामला, जिला और सत्र न्यायाधीश को सौंप दिया है।

ओडिशा में बंधक संकट के जल्द समाधान की उम्मीद कम होती लग रही है। बीजू जनता दल के विधायक झीना हिकाका और इटली के नागरिक पाओलो बोउसुस्को को छोड़ने के बदले में कुछ कट्टर माओवादियों की रिहाई की मांग को पूरा करना, राज्य सरकार को बहुत मुश्किल लग रहा है। सरकार कोई भी फैसला लेने से पहले पुलिस अधिकारियों और वकीलों की राय ले रही है।
श्री हिकाका का अपहरण करने वाली, सीपीआई-माओवादी की आंध्र, ओडिशा सीमा विशेष क्षेत्रीय समिति ने ३० कैदियों को छोड़ने की मांग की है। इनमें कम से कम ५५ सुरक्षाकर्मियों की हत्या का आरोपी कट्टर माओवादी - चेंदा भुसानम उर्फ घासी शामिल है। वह, हत्या समेत माओवादी हिंसा की छह बड़ी वारदात करने के अलावा, पड़ोसी राज्य आंध्रप्रदेश में अन्य ३५ मामलों में भी आरोपी है। आन्ध्र प्रदेश सरकार ने घासी की गिरतारी में मदद करने वाले को दस लाख रुपये इनाम देने की घोषणा कर रखी है। वह आलमपाका हमले में भी शामिल था, जिसमें ३८ पुलिसकर्मी मारे गए थे। घासी, ओडिशा में मलकानगिरि जिले के कालीमेला क्षेत्र में हुए बारूदी सुरंग विस्फोट मामले के प्रमुख आरोपियों में भी शामिल है, इस घटना में १७ पुलिसकर्मी मारे गए थे।
इस बीच, दोनो बंधकों की रिहाई के लिए माओवादियों द्वारा दी गई समय सीमा कल समाप्त हो रही है। मुख्यमंत्री नवीन पटनायक और वरिष्ठ अधिकारियों को इस संकट के जल्द समाधान की उम्मीद है। विपक्षी कांग्रेस और भारतीय जनता पार्टी ने इस समस्या का अब तक कोई समाधान न निकाल पाने के कारण राज्य सरकार की कड़ी आलोचना की है।

निर्वाचन आयोग ने सरकार को उन घटनाक्रमों की सी बी आई जांच कराने के लिए पत्र लिखा है, जिनके चलते झारखंड से हाल के राज्यसभा चुनाव को रद्द करना पड़ा था। आयोग के सूत्रों ने आकाशवाणी को बताया कि यह पत्र काार्मिक तथा प्रशिक्षण विभाग को भेजा गया है। झारखंड उच्च न्यायालय ने चुनाव रद्द किये जाने के खिलाफ दायर दो याचिकाओं को खारिज करते हुए आयोग को उन घटनाक्रमों की किसी निष्पक्ष एजेंसी से जांच कराने का आदेश दिया था, जिनके चलते चुनाव रद्द किया गया था।

उच्चतम न्यायालय ने हत्या के एक मामले में राजस्थान की अजमेर जेल में उम्रकैद की सजा काट रहे ८० वर्षीय बुजुर्ग पाकिस्तानी माइक्रोबॉयलाजिस्ट मोहम्मद खलील चिश्ती को आज जमानत दे दी। न्यायमूर्ति पी सदाशिवम और न्यायमूर्ति जे चेलामेश्वर की खण्डपीठ ने उनकी वृद्धावस्था को देखते हुए यह राहत दी और कहा कि वे पिछले बीस वर्ष से भारत में सजा काट रहे हैं। खलील चिश्ती अजमेर की निजी यात्रा पर आए थे, तब हत्या के मामले में उन्हें गिरफ्‌तार किया गया था। न्यायालय ने चिश्ती को वापस कराची जाने की अनुमति देने संबंधी याचिका पर सुनवाई करने की सहमति जताते हुए कहा कि इसके लिए उन्हें एक अलग अर्जी देनी होगी। खण्डपीठ ने चिश्ती को अगले आदेश तक अजमेर से बाहर न जाने को कहा है।

सरकार ने जल सम्बन्धित मुद्दों पर ध्यान केन्द्रित करने और इनसे जुड़ी समस्याओं के समाधान के लिए अंतर्राष्ट्रीय मंच उपलब्ध कराने के वास्ते हर वर्ष, भारत जल सप्ताह मनाने का फैसला किया है। इससे नीति निर्माता, बड़े उद्योगपति, विशेषज्ञ और पेशेवर मिलकर जल सम्बन्धी चुनौतियों का समाधान निकालने के उपाय करेंगे। केन्द्रीय जल संसाधन मंत्री पवन बंसल ने बताया कि प्रधानमंत्री, कल नई दिल्ली में पहले भारत जल सप्ताह का उद्घाटन करेंगे। उन्होंने बताया कि इसका विषय होगा - जल, ऊर्जा और खाद्य सुरक्षा।

ये दुनिया के लिए एक जरूरी मुद्दा बन गया है। हमने तय किया है कि भारत जल सप्ताह २०१३ अप्रैल महीने में आयोजित किया जायेगा और उसके बाद यह हर वर्ष अप्रैल महीने में मनाया जाएगा।

महाराष्ट्र में सीआईडी ने शेयर दलाल, हर्षद मेहता के भाई सुधीर मेहता को शनिवार को पुणे में गिरतार कर लिया। वह पिछले १५ वर्ष से फरार था। उस पर धोखाधड़ी और जालसाजी के आरोप हैं। सीआईडी के अनुसार सुधीर मेहता ने एक वित्तीय कम्पनी से ८६ लाख रुपये की धोखाधड़ी की थी। उसे अदालत में पेश किया गया और दस दिन की पुलिस हिरासत में भेज दिया गया। उसका भाई हर्षद मेहता भी इस मामले में आरोपी था, जिसकी मौत हो चुकी है। दो अन्य आरोपी मंगल जैन और डॉक्टर अमित शाह अब भी फरार हैं।

मुंबई शेयर बाजार का सेंसेक्स २६४ अंक टूटकर १७ हजार २२२ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी नवासी अंक गिरकर ५ हजार २३४ पर बंद हुआ। सोना दिल्ली के सर्राफा बाजार में ११० रूपए बढ़कर २८ हजार ५०० रूपए प्रति दस ग्राम पर जा पहुंचा। चांदी ३०० रूपए महंगी होकर ५६ हजार ५०० रूपए प्रति किलो दर्ज हुई। रुपया डालर के मुकाबले तीन पैसे कमजोर हुआ और एक डालर की कीमत ५१ रुपये १४ पैसे दर्ज हुई।

भारत और कतर ने आज तेल तथा प्राकृतिक गैस के क्षेत्र में सहयोग सहित छह समझौते किये। प्रधानमंत्री मनमोहन सिंह और भारत की यात्रा पर आए कतर के अमीर, शेख हमाद बिन खलिफा अल-सानी के बीच शिष्टमंडल स्तर की बातचीत के बाद इन समझौतों पर हस्तारक्षर किए गए। दोनों नेताओं ने दोनों देशों के बीच ऊर्जा क्षेत्र में संपर्क, व्यापार और निवेश में बढ़ोतरी के अलावा विभिन्न मुद्दों पर चर्चा की। बातचीत के दौरान कतर में भारतीय श्रमिकों के कल्याण से जुड़े मुद्दे भी उठे।
विश्व में रूस और ईरान के बाद कतर के पास सबसे अधिक प्राकृतिक गैस के भंडार हैं। कतर की निर्यात की क्षमता प्रतिवर्ष सात करोड़ सत्तर लाख टन है।

A sessions court in Anand district of Gujarat today convicted 23 people and acquitted as many others for want of evidence in connection with the Ode village massacre in the 2002 post-Godhra riots. The District and Sessions Court Judge Poonam Singh delivered the verdict. The court will pronounce the quantum of sentence later. The Supreme Court- appointed Special Investigation Team had probed the riot case.
Twenty-three people, including women and children were burnt to death in a house in Pirwali Bhagol area of Ode village on March Ist, 2002, following the Godhra train burning incident. In total, there were 47 accused in the case, however, one of them had died during the course of trial. Special public prosecutor P N Parmar said, more than 150 witnesses have been examined, while over 170 documentary evidence has been placed before the court.

The BJP today welcomed the verdict of a sessions court in Gujarat regarding the Ode village massacre in the 2002 post-Godhra riots. Briefing reporters in New Delhi, the party spokesman Prakash Jawadekar said, the verdict reflects that justice is delivered in Gujarat.
In reply to a question on the 26/11 Mumbai terror attacks, Mr Jawadekar asserted that the guilty must be brought to justice. He also demanded that the government should clear its stand on the Pakistani Prime Minister's statement about India not providing strong evidence against Hafeez Sayeed, the mastermind behind the attacks.

The Congress today said that the transfer of 68 Senior police officers in Gujarat ahead of the forthcoming State Assembly polls, is politically motivated. Party spokesman Abhishek Manu Singhvi told newsmen in New Delhi that the sudden mass transfer of Police officers is a panic reaction of the Narendra Modi Government that has sensed defeat in the forthcoming Assembly polls scheduled at the end of this year.

The government has asserted that there has been tangible progress in its meeting with the top leadership of the ULFA. The Union Home Secretary, R. K. Singh said this following his 90-minute meeting with the ULFA delegation led by its self-styled Chairman Arbinda Rajkhowa in New Delhi today. Calling it a very constructive and fruitful discussion, Mr. Singh said that both sides have decided to carry forward the dialogue process. Union Home Secretary stated that he would review the progress of the talks with the ULFA periodically.
"There is some issues pertaining to reservation for some communities. I will not like to go into brief. Those aspects will be taken up. They said that they will take up some aspects pertaining to centre-state relations that will be in the next round of talks. As far as this round of talks is concerned that aspect was not covered."
Rajkhowa echoed a similar sentiment saying the dialogue was very satisfactory.
Asked about the issues which figured in the talks, the Home Secretary said, the ULFA team raised issues like safe guard to the indigenous people of Assam but a detailed discussion on it and issues like Centre-state relations would be taken up in the next round of dialogue. The Centre's pointsman for the ULFA talks P C Haldar has been asked to hold further meetings with the banned group to discuss some aspects in details.

India and Qatar today signed six agreements, including a pact on cooperation in oil and gas exploration. The agreements were signed following a delegation level meeting between the Prime Minister Dr. Manmohan Singh and Qatar’s visiting Emir, Sheikh Hamad bin Khalifa al-Thani. Both the leaders had discussions on a range of issues, including boosting trade and investment as well as energy ties between the two countries. Issues relating to the welfare of Indian workers in the Gulf country were also discussed.
After the talks, Petroleum Minister S. Jaipal Reddy and Qatar’s Energy Minister Mohammed Bin Saleh al-Sada signed a pact on establishing a cooperative framework to enhance bilateral cooperation in oil and gas. New Delhi has sought fresh dates from Islamabad for the bilateral meeting between the Home Secretaries of the two countries. Talking to media persons in New Delhi today, Home Secretary RK Singh said that the Government has asked for fresh dates after the Budget session of Parliament which ends on the 22nd of next month.

To boost bilateral trade, India and Pakistan will finalise a new visa agreement which will make it easier for certified businessmen from both sides to get a one-year multiple-entry non-reporting visa. Pakistani High Commissioner Shahid Malik said, this decision was taken at the meeting between Indian Prime Minister Manmohan Singh and Pakistan President Asif Ali Zardari. Malik was speaking at a function organised by ASSOCHAM in New Delhi today to welcome a Pakistani business delegation. He said, the dates for the meeting had not been finalised yet.

The Election Commission today wrote to the government seeking a CBI probe into the events that led to the countermanding of the recent Rajya Sabha elections in Jharkhand. Election Commission sources told AIR that a letter was sent to the Department of Personnel and Training for conducting a CBI probe into the Rajya Sabha polls which were countermanded as the poll was vitiated.
The Jharkhand High Court, while disposing of two petitions challenging the countermanding of the Rajya Sabha polls in the state, had asked the Election Commission to conduct a thorough probe by an independent agency into the events that led to the countermanding of the poll.

In Odisha, the chances of an early solution to the hostage crisis seems to be receding with the state government finding it extremely difficult to release a few hardcore Maoists from jail as demanded by the Maoist groups in lieu of BJD MLA Jhina Hikaka and Italian national Paolo Boususco. The Opinion of police officers and lawyers is being sought by the Odisha Government before a final decision is taken on the issue.
The Andhra Odisha Border Special Zonal Committee of the CPI (Maoists), which abducted the BJD MLA, has demanded release of 30 prisoners including hardcore Maoist, Chenda Bhusanam alias Ghasi, an accused in the killing of at least 55 security personnel.
Meanwhile, the deadline given by Maoists for release of the BJD MLA and the Italian national, is coming to an end tomorrow. However, Odisha Chief Minister Naveen Patnaik and his senior officials are hopeful of a solution to the abduction crisis. The Opposition Congress and BJP have strongly criticised the state government for failing to resolve the hostage crisis.

Eighty-year-old ailing Pakistani microbiologist Mohammed Khaleel Chishty, serving a life term in an Ajmer jail in Rajasthan in a murder case of 1992, was today granted bail by the Supreme Court. A bench of justices P Sathasivam and J Chelameswar granted him the reprieve, considering his old age and the fact that he has been held up in India for the last 20 years after a murder case was lodged against him when he came on a visit to Ajmer. The court also agreed to hear Chishty's plea to allow him to go back to Karachi and asked him to file a separate application for it. The bench, however, asked Chishty not to leave Ajmer till further orders.

In Maharashtra, the Criminal Investigation Department, CID, arrested Sudhir Mehta, brother of 'Big Bull' Harshad Mehta, from Pune on Saturday. Sudhir Mehta was on the run for 15 years and was wanted in a cheating and forgery case. According to the CID sleuths, Mehta had gone absconding after duping a financial company to the tune of 86 lakh rupees in share investments. Mehta was produced before a court and remanded to police custody for 10 days. His late brother Harshad was also an accused in the case. Two other suspects, Mangal Jain and Dr Amit Shaha, are still at large.

The Rajasthan High Court today ordered day-to-day hearing in the Dara Singh fake encounter case, in which an additional DGP and a BJP MLA are among those arrested. The order came on a petition filed by Jagram, a head constable, who was arrested for allegedly being part of the police team that killed a liquor Mafia member of Churu, Dara Singh in October 2006. A single bench of the High Court directed that "day-to-day hearing be held as far as possible in connection with the case.
Meanwhile, the CBI special court today committed the case of suspended additional DGP, AK Jain to the District and Sessions judge for trial. However, BJP MLA Rajendra Singh Rathore, who was arrested and sent to jail on Thursday by a CBI court on charges of hatching the entire conspiracy of fake encounter, did not turn up before the court, citing health reasons.

In a setback to dentist Nupur Talwar, facing trial in the murder of her teenaged daughter Aarushi, the Allahabad High Court today suspended its last month's order asking a CBI court in Ghaziabad to expeditiously decide any bail application moved by her. The court passed the order on a recall application filed by the CBI which alleged that Nupur Talwar had secured the order in her favour by submitting false information and sought punitive action against her.

Falling for the second straight session, the Sensex at the Bombay Stock Exchange lost 264 points, to a one-week low of 17,222, on continued selling by funds, amid declining Asian markets, today. This is the biggest single-day fall of the Sensex in two weeks. The Nifty dropped 89 points, or 1.7 percent, to 5,234. Stock markets in Japan, China, Singapore and South Korea lost between 1 percent and 1.5 percent. But gold rose 110 rupees, to 28,500 rupees per ten grams in Delhi. Silver gained 300 rupees, to 56,500 rupees per kilo. The rupee depreciated 3 paise, to 51.14 against the dollar.
